004society last friday evening over at john jay high school it's really great to finally be able to start going back and seeing these wonderful kids and all the hard work that they and their families because the families are a big integral part of it um all the work that they've done and then just before i came to the meeting tonight i was uh very happy to go cheer on both john jay and rck jv softball the girls did an amazing job it was a nail biter 11 10 john jay on top but great job by both of those teams and those young women played in the downpouring rain and it was so much fun so i would like to say thank you anyone else uh chad thank you president lumia uh since we last met
005um several of uh my fellow board members and uh superintendent bonk uh we're here on this stage to recognize 110 new members of the national junior honor society uh for um for weapons junior high school congratulations once again to uh all of those students uh and their and their families it was a very uh very nice event uh thank you principal uh principal thompson good job um additionally this past friday um three john jay bands and two uh john jay orchestras uh went out of state for a competition and came back with four firsts and one second and the only reason that there was one second was because there were two john jay bands in the same category and one needed to be first and one needed to be second so more or less it
006was a clean sweep for one of our high schools music programs congratulations to uh all of those students um and again i know at our last meeting dr ponk uh mentioned the recognition that this district gets for its music program and i think from a competitive standpoint with bands feeding in bands and orchestras feeding in from multiple states um i think that that underscores that so congratulations to to those students as well and in the comments i'll make some comments as a summary first of all congratulations to the 110 students at the van wyck union high school nothing like papa junior high for being inducted in the junior at national home society i mean it's a quite a accomplishment 110 kids that's incredible also to the uh john jay italian honor society where i gave
007a speech and that mr de la costa stated to me that unless i enunciated all the words properly in italian as well as in english he wasn't giving me a slap right across my face needless to say after the meeting one of it's true after the meeting one of their parents who was born in italy came out to congratulate me on my annunciation i said wow my god thank you very much and mr del carpenter was there to acknowledge it of course he didn't accept that but that's regards the point uh congratulations to the john j f a ffa what's that oh mr mr a couple weeks ago attempted italian and of course he tried to felt joking the time it didn't go so well but he did pretty well in the speech so i
008recommend that he practice he come to me before he he speaks of time and in a few weeks i guess i might be speaking french and i'm not gonna i think i'm s our vice president vice president to speak because french for some reason or other i cannot enunciate no matter what i've asked my nieces friends who lives in france to help me along guess what i still cannot enunciate the words so that being said congratulations to john jay ffa member jenna franco for being appointed by county executive mark molinaro to be a member of the agricultural advisory committee and as john mr morgan has said congratulations to john j news department travel to massachusetts to perform and be evaluated as part of the music and park series as he said every instrumental performing group
009plays first in that division ninth grade band concert band the chamber officer played exceptionally well and earned the reading of excellent string orchestra and symphonic band both earned the highest rating of superior and won the best overall orchestra best in overall band last but not least the students collectively won the especial award and an award given to only one school which is namely john jay so i'd like to congratulate the music department and all the university teachers who participated in this particular event so once again congratulations to john jay ben and orchestra et cetera et cetera with that being said the next item on the agenda the budget and proposition presentation i guess but before i forget i'd like to thank dr bunk last night he had a presentation of the budget last night he
010had a presentation of the budget at uh the town of wappingers and believe me it was exceptional and i wish people could actually listen to what he said and to support all the uh all the nonsense that's going on in the community regarding uh us outsourcing the buses which is totally nonsense and i always i'd like to reiterate that we're not looking to our source any program in the wabasha tools as he stated numerous numerous times and i repeated myself tonight so please was that where was out there speaking such nonsense and giving wrong information please stop and with that that's the bunk thank you president lumia i'd also like to thank the members of the board of education there were attendance last night in the town of wappanger and last week in the town
011of poughkeepsie i enjoyed the opportunity to present our budget and have lively discussions in regards to our programs and services i'd just like to speak in addition to what you said about jenna franco from john j future farmers of america not only was she appointed to the committee as a youth leadership member but she will also serve for two years on the education subcommittee which reports directly back to county executive molinaro so let's give her a round of applause that's a tremendous accomplishment and in addition to that i would like to congratulate everyone that was mentioned uh by the board members and now i will begin the budget presentation some of it you've seen some of it you haven't so stay tuned thank you very much director shouting thank you miss crandall this is a
012different clicker miss crandall than the one i normally utilize you you really trust me to be technologically savvy okay so you've seen much of this before some of it you haven't we're going to talk about the four propositions that are going to be on the ballot on may the 17th before we start it's important to note that the mission of the swappingers central school district empower all of our students with the competencies and confidence to challenge themselves pursue their passions and to realize their potential while growing as responsible members of their community and as you see it states connecting with our community that is the theme of our budget this year this budget was not developed in a silo it was developed in collaboration with our entire community and we'll talk about that momentarily you
013trusted me to hit the right button technical issue hold on let's try this again okay good so we're good director shout and thank you so uh members of the board of education uh president uh john lumia vice president peggy callan trustee carrie cahill trustee keith odems trustee marie johnson trustee eddie slow shower trustee michael mcfarland trustee james spencer and trustee john morgan i would like to thank the board of education for all of their support of this budget and working in collaboration to develop this budget members of the senior staff administration known for his prolific speech mr darren lulkema our assistant superintendent for compliance and information systems dr michelle cardwell who is uh in the in the back of the stage our assistant superintendent for curriculum and instruction the financial guru is kristin crandall our
014assistant superintendent for finance and business development who is right over here mr richard zip our assistant superintendent for student support services at accessible education ms renee harris our director of human resources mr ronald bros our director facilities and operations and of course alberta pedro district clerk and secretary to the superintendent i am hitting the right button am i not it's different than the other clicker thank you very much i think we're good so as i mentioned four propositions the first proposition that's our budget just under 266 million dollars the second proposition capital improvement just over 20 million dollars proposition three our bus replacement purchase two million two hundred and thirteen dollars yes we are replacing the buses that we are going to retire next year because we are very proud to have the largest district
015owned and operated transportation department that consists of our employees proposition 4 the lease gibbons lane parking lot that's in the village of fish kill we'll talk a little bit about that and i hit the right button so let's talk about the budget again connecting with our community it was based on our mission and core values the values and the goals of our board of education the discussion amongst our senior staff and administration and the goals that we had set as well as the community input as a matter of fact i had a member of the community give me some information this night uh this evening before the meeting something to consider based on a conversation that we had last night and i would like to thank that member of the community for the information that
016they provided me thank you tommy so driving force is behind the 2223 budget balance the health and wellness supports for our students and staff and continue to personalize the educational experience for each and every one of our students by maintaining our current staffing levels and educational opportunities and what we all can agree have been some of the most challenging two years that we've ever experienced maintain our current educational program by providing those very very important academic supports academic enrichment opportunities extracurricular activities as well as professional development for staff the needs of our students has changed within the past few years and we need to change with it so we need to provide our teachers with the tools that they need to be able to reach all of our students our continued goal tax levy increase
0170.83 that is the lowest tax levy increase in recent memory and we'll talk a little bit more about that so the tax levy [Music] 179 million 699 you'll notice the approved budget is 256 403 well that additional over 80 million dollars comes to us from new york state the levy to levy increase from last year to this year 1.4 million dollars the budget to budget increase 9.3 million dollars levy to levy 0.83 budget the budget 3.63 obviously we know the budget was enacted and approved on april the 9th i need to thank the governor as well as our local state representatives for their support of the funding that was provided to school districts it's not enough but it's a step in the right direction we have a lot of work to do so with a
0180.3 levee to levy tax increase what does that provide it provides an additional 14.4 positions to support health and wellness for students and staff that social workers enl teachers special education counselors nurses we have an additional three nurses in the budget they've done a tremendous job during the covet pandemic as well as prior to the covet pandemic they're very necessary you know we talked about one of our priorities and collectively it was everybody's priority you need a safe school school safety if you don't have a safe school people are not going to feel comfortable they are not going to reach their highest potential therefore we are adding a school safety officer at van wyk junior high school as well as in this building in watkins junior high school that has not been the case before
019we're taking it a step further we're adding a school resource officer through the dutchess county sheriff's department here in the east fishkill police department at wappinger's junior high school and van wyk junior high school in addition to the school resource officers at roycey ketchum high school in john jay high school again a safe learning environment for all four additional custodian positions not only does that involve working to keep our building safe and clean but it also allows for additional activities and opportunities for our students if we have after school and evening activities for our students we need to have a custodian in the building that's very very important we need to make sure that we have the adequate staff in order to have these types of activities and then again it is done in a
020safe and clean environment boys volleyball girls modified lacrosse teams again more opportunities for students an additional uh personnel assistant to assist with the reporting needs related to human resources and new york state but in addition to that many of you are aware that it has been a challenge to keep our schools open during the covid pandemic and i need to thank all of our staff as well as our substitute personnel because i'm very proud to say that the district schedule for in-person instruction has not been impacted this year by the covet pandemic the reason for that is the staff came here they came to work they worked diligently families made sure that they cared for their children and gave them the care that they needed and we were able to get as close to normal
021as possible that again is a tribute to our entire community didn't happen everywhere two days a week we have late buses in our middle schools with this budget it'll be three days so that's an extra day for extra help that's an extra day for academic enrichment that's an extra day to be involved in a club or an extracurricular activity interscholastic sports transportation modified junior varsity and varsity athletic teams what is that all about well the main priority of the district and our transportation department was to get our students to and from school safely every day and we've done that and that again is a testament to our staff but i can tell you that based upon some of the reductions that had occurred with covid it was very difficult to get our students to their
022sporting events as they compete in some areas as far south as new york city or southern westchester county in the future under this budget they'll have a bus ready and waiting for them and they'll have staff to provide that transportation so they can get there in a timely manner very important we're going to migrate from school tool to infinite campus and what that basically means is we'll have a more effective and efficient workflow and our parental notifications to families will be more clear crisp and concise and more timely i think we all realize the importance of communication now more than ever as i walk in front of the slide let me move over here district level building projects hundred thousand dollars maximum you all drove in here this evening you notice the potholes have been
023fixed without money aside for projects emergency repairs those potholes would still be out there thank you to director brois and the facilities and operations department for filling in those potholes restoration of funding for school level supplies activities including field trips we know how important they are allocated funds for continued implementation of upk and the increased funding for the preventive maintenance of athletic fields and facilities so i'm going to put miss crandall on the spot here so i believe miss crandall we have had i believe three capital projects including the one that's being proposed since 2012 correct that's correct okay i believe that prior to that the last capital project was in the early 2000s and it was the addition of a math and a science wing at one of our high schools that's correct okay
024and i believe prior to that the last capital improvement project that was done was prior to 2000. that's correct okay why do i say that because we all know that our newest building was built in 1969. our buildings have been around a while yes they have character yes they serve us well but we need to maintain them because just like with a vehicle if you don't take it in and get the regular service required eventually your car is not going to start and then it's going to be a much bigger problem and a much bigger inconvenience so we need to have that funding for the preventive maintenance of our fields as well as our facilities thank you miss crandall trustee slow shower go ahead just one quick question sure go back to the previous slide
025now you're asking me to do a live put you on the spot i did go ahead i just it's just for for clarity perfect sure with the uh increased field trips yeah okay um do we know offhand are we adding let's say one additional field trip per elementary school or is it just dollar amount just the dollar amount and an allocation enrollment based on rolling correct dollar amount based on enrollment and with prices going through the roof it may not necessarily be what we had hoped but it will at least allow us to continue to maintain those very very important uh opportunities for our students so we won't be losing any and we could possibly be we will be gaining we will be so let's take a look at the uh as a former history
026teacher i always like to give things um a historical perspective so the tax cap uh the inception of the tax cap was 2012. and up until this year the district had always gone to the maximum allowed by the tax cap the question is why did that need to happen well the state funding was not nearly what it should have been and i'll i'll share that with you in a minute to to indicate to you the manner in which we are now at 2023 proposed 1.38 and for the first time in history since the inception of the tax cap our district is not going to the maximum amount allowed we're actually about a half a percent less but as you'll notice those numbers correlate between tax cap and tax levy from this point back and again
027we'll talk about why so here's the why 68.57 percent of this budget is funded through hard earned tax payer dollars this year is funded through new york state so if you have a 266 million dollar budget and almost 30 of that comes from the state of new york that means we received about 87 million dollars from the state of new york is that correct so without the funding from the state of new york we would have a whole of an additional 87 million dollars in our budget i think that's important to know fund balance 1.42 all the revenue 0.90 i should add also that i need to thank miss crandall and members of the district office senior staff for going through our entire operations as you know we are the ninth largest school district in
028new york state we have many many departments and i want to thank all of them for their work and ensuring that we're not duplicating any services and we're leveraging resources where we can i would even take that a step further to indicate that not only are we doing that within the district but we're doing it with our towns as well as our county so our expenses well we're a people business that's what we do fifty percent fifty point seven percent in salaries another thirty two percent benefits where does the other money go seven point six five percent that's contractual obligations that's also people 7.16 to boces 1.64 supplies 0.22 textbooks 0.06 equipment where do uh we spend the money well teaching and learning instruction about 54 undistributed miss crandall you'll give a brief rundown of
029what undistributed is for everybody won't you sure thank you so much 32.49 of the budget undistributed expenses include the benefits related to the salaries that we have within the district as well as debt service which we refer to really as principal and interest payments and transfer to other funds very good eight percent general support and notice transportation 5.63 that's the money that we put into our owned and operated district transportation department if my math is correct five percent of million dollars is somewhere in the neighborhood of about 14 million dollars i think that shows our commitment to our transportation department proposition 2 capital improvements just over 20 million dollars so every five years by law we have to audit our facilities the last audit was done earlier this year and the results the survey identified
030approximately 75 million dollars worth of repairs that are needed within the wappinger central school district and we talked about the historical perspective of capital projects and the age of our infrastructure so we have a capital improvement committee which trustee sloshower uh overseas as well as other board members that are on the committee as well trustee johnson president lumia we have the district architect we have director bros we have myself and other members of the community and based upon that we prioritize four areas of need that were addressed in the survey and this is no different than any of the other goals and objectives of all of us together first and foremost safety replacements and upgrades infrastructure and program the important thing to note is is that doing this work through a capital project tran uh
031proposition 58.3 of the money is returned to us by the state of new york that's why it's important so that it all doesn't fall on the taxpayer 58 comes from new york state without that obviously the entire package would be with our taxpayers so some of the things that are being done you see quite a bit these are kind of important installing an emergency kitchen appliance shutoff switch kind of important install fire rated doors kind of important replacing a bestest floor tile kind of important i could go on replacing electrical panels upgrading fire alarm systems replace heating and ventilation in the cafeteria in a gym replacing kitchen hoods relocating an electrical transformer completing roof replacements converting to natural gas renovating classrooms auditoriums bathrooms and so on and so forth i think you really realize how
032worthwhile these uh these projects are how much is it going to cost that's the big question well let's let's say that the average home and i don't know this to be the case but let's say it's assessed at 350 000 the cost will be 32 and 10 cents a year on a home that's assessed at 350 000 which comes out to 2.68 cents a month again the capital project cannot exceed 20 million 95 will be bonded over a 15-year period 58.3 is coming through state aid and there again you see some nice pictures of some of the equipment and roads and so on and so forth proposition three the bus replacement purchase putting another two million dollars into our transportation department buying buses for our employees to take our kids to and from school there
033comes a time when a bus needs to retire they may not want to but they need to and when do we retire them the average age for retiring a bus is 11 years old or 134 000 miles if i go back you'll see that we are going to retire we would like to retire 22 vehicles 15 large buses and seven vans and coincidentally you'll see that the number of vehicles that we are requesting is the same number 22 passenger buses at about 120 000 a piece that's almost 1.8 million 228 passenger vans that's 120 120 000 one wheelchair van that's 76 000 and four uh 20 passenger vans 227 000 brings it up to 22 vehicles 2.213 million dollars we use a five-year bond anticipation note for the finance of the purchase of these vehicles
034the bus proposition expense is aided uh annually and the 2223 proposition would result in a savings of approximately 47 596 dollars starting in the 23-24 school year which is approximately seventy four dollars less budgeted for 2122 for bus bond anticipation no payments this we we've talked about uh facts to consider the safety and the age of the fleet obviously provide students with safe transportation to and from school one of the most important things we do we need to be fiscally diligent to our taxpayers and we need to look at our enrollment and even though our enrollment has declined as many of you are aware this district provides transportation to each and every student that wants it regardless of where they live i believe the reason for this is if you take a look at the
035infrastructure of our buildings it's very difficult to accommodate the amount of traffic that we would need to accommodate in in the event that people did not ride the buses i think during covid we've all noticed congestion at all of our schools because there have been less people on our buses so let me talk a little bit about why you may see a bus that's 50 full or 75 percent full when transportation goes through the arduous process of determining routes and capacity they need to do that based upon the fact that every student all 10 293 students will be riding the bus every day if they don't do that and one day you happen to get 90 ridership and the next day you happen to get 60 ridership and you know that from day to day
036things can change you don't want to put yourself in a situation where you don't have enough room on a bus to take a student to school so you have to plan for the most and then adjust so that is the reason why you may see a bus at 50 capacity 75 capacity so on and so forth you notice that they fluctuate that's the reason why and last proposition 4 lease givens lane parking lot this is an agreement with the village of fishkill you see the beautiful aerial picture of the lot which contains 32 parking spots in a very congested area in the village of fishkill this this property is owned by the wappinger central school district two parcels of land um in the village of fishkill in 2001 district determined the property was not useful
037for school district purposes has leased the property to the village for a dollar a year the village maintains and ensures the lot at no cost to the district by law if we wanted to extend that lease and we are in agreement with the village that we would all like to extend that lease with the same terms it needs to go up as a proposition so it's been mutually beneficial to both the district and the village proposed to extend the lease same terms for an additional 20 years to expire in september 2041. so what happens if the budget fails and the board has three options the reason we share this with you is we try to be as transparent as we possibly can be so we believe that it's important for people voting on this budget
038to know what it includes and in the event that it doesn't pass what could potentially be eliminated that's transparency first of all if the budget fails the board has three options they could adopt a contingency budget they could revoke the same budget or revoke a revised budget the date for that budget revo would be june the 21st of this year a contingency budget removes all expenses that are not ordinary and contingent such as equipment 2223 tax levy would be capped at what it was last year which was about 179 million 699 the contingent budget amount would be 264 million 221 it'd be a budget to budget increase to 3.05 from 2021 and the action would equate to a 1.492 million dollar reduction which in the scheme of things doesn't seem like it's that large of
039a reduction right but the reason that is the case is again because the board and the administration was confident in not having to go all the way to the maximum amount allowed by the tax cap which means that if this budget does not pass this is what could transpire so if the budget is defeated you're looking at the elimination potentially of nine positions to support health wellness for students you're talking social workers you're talking enl teachers special education teachers counselors you're talking nurses you're talking office staff and safety and security officers at both junior high schools which was a new addition you're talking about the elimination of a school resource officer at wappages junior high school in van wyk junior high school two custodial positions for district buildings as well as overtime for activities and
040event coverage that's going to limit the amount of times that the building's going to be open the elimination of potentially the volleyball boys volleyball and girl modified lacrosse teams the marching band at roycey ketchum and john jay high school that two days of late runs here at wappinger's junior high school in van wyk that would go to threes would go back to two again limiting opportunities for students the additional interscholastic sports transportation for modified jv and varsity athletic teams continuing to use the same system not utilizing infinite campus monies for emergency projects such as the repaving of the potholes here we wouldn't have monies to be able to do that it would have to wait until the next budget year partial reduction of funding for school level supplies and activities including field trips partial reduction
041in funding for supplies and the scheduled preventive maintenance for facilities in the athletic fields so that is where we are the budget vote in school board election is may the 17th from 7 30 in the morning till nine o'clock at night we have a public hearing on the budget where i will share similar information on monday may 9th at 5 30 that will be at the royce c ketchum library since november we have had this website budget at wcsdny.org to receive information and feedback from our community that we have utilized in the development of the budget we want to hear your thoughts this is our budget we have the website wappingerschools.org if you look at the website you'll see extensive information on the 2223 budget as well as budgets and expenses for the past seven

047joy of my life i will have a few concerns with the new members i see the signs all over i know we've had an issue with book banning i just want to read a quote from [Music] the freedom to read founder meg medina this is about the book banning i have concerns going forward with this to pull books from the school library because of the discomfort they create in adults is a recipe for disaster it erodes the trust young people have in the adults in their lives and pushes them to secrecy it undermines the studied opinion of professional librarians and educators it supports a false idea idea that there is one version of life that is acceptable and it denigrates the work of authors who are brave enough to name experiences that are difficult and
048real i just want to put that out there for us to think about and also that the purpose of public education in a public school is not to teach kids it's not to teach kids only what parents want them to be taught it is to teach them what society needs them to know the client of the public school is not the parent but the entire community so when i feel these signs about parents rights i'm really uh curious what these parents are having an issue with i've been a parent i have a 30 year old so i never had a problem with speaking to an administrator or a teacher so it concerns me with all these parents rights i don't know what they're having an issue with i don't know what's not getting resolved for
049them so i just want to put out there that i was hoping that the people that are want to be newly elected uh were here i would love to ask them what their concerns are where they feel parents don't have rights anymore and uh yeah that's it i guess there's also the other signs about with religion and i just hope we're keeping religion out of the public school system and that's uh that's my deal but i'll say john o'meal that i'll pass along that the uh orange county as far as bus drivers there's no issue we're not getting rid of our buses i have no concern with that as a bus driver but thank you guys that's what i want to say hi tomas schwappinger's falls new york what are parents rights the parents rights
050want to know what the content of the books that the kids are looking at or seeing when i talk when i'm i'm a veteran when i talk to my son and who's now 17 there's a big difference i'm talking about what happens in war what is war you don't tell a kindergarten or first grade or second grader that a grenade blows a person in a million pieces they're not going to understand that what's the difference of telling a youngster what it is to be what happens in the bedroom and what these books are generating they have to be age appropriate content so these kids can understand that uh kindergartens first graders second graders they're they're smiling skulls full of mush and they're absorbing so much and this kind of stuff that's coming from the other
051parties i i think is very wrong and a lot of people agree with that now the chair separation of church and state that's always been in my book you separated however parents rights some school boards across the states are becoming more militant in weaponizing police departments because the parents want to speak out against things that are not pertaining to school now who is society i'm a society what's what i think society wants could be different from me from her from anybody else so we need to really rethink and be very careful where we tread on what society actually wants because right now we're in a whole lot of trouble things are happening across the world that we need to really be paying attention at thank you thank you tom thanks anyone else see now make
