0034.01 discussion update about for update or reopening your school plan superintendent jose it's all yours thank you president lumia members of the board of education um moving forward just want to give you a brief update just to indicate that we're still answering questions whenever we send out an educational update we get additional questions and um we answered most of the questions for our teachers and we've answered most of the question for our parents and all the different categories um but overall we just got to get them really posted up there on the website and um the office of compliance and information system along with um curriculum and instruction all the offices for that matter were working to ensure and making sure that um they will be up so questions stem from safety all the way

004to nutrition and everything else in between um as the same questions more or less with maybe requesting a little more detail from what you saw in um our web present in our presentation as well as the other presentations that are um posted on our website um with all of our educational updates as well i'm just looking at my notes here still getting um we're still getting other forums ready to go i think it's important for the board of education to also understand that our primary goal is to get teachers and our teaching assistants obviously who work closely with the teachers really set up for this experience and really take making sure that these next five days of professional development are very strong they're very solid they're very detailed as you know the governor only required

005for schools to put up their remote learning plan so it is i'm still not i still wouldn't be surprised that there may be any changes any revisions to his order um i think that when flu season kicks in and a lot of the same symptoms that um that kind of tie in with the covet will have a serious um impact to what schools will look like you do have to remember that there's a difference between testing and screening and everyone will be responsible to screen every day and with flu you will when you when you actually admit and we're hoping that everybody maintains the honor system in both ways by telling the truth whether you know it's that they don't have symptoms or that they really do have symptoms but if you list any one

006of those symptoms not two or more not three or more but one of those symptoms you are required to stay home for that day so with that said i think there's going to be a lot that may come about what is going to happen as a state in terms of looking at um whether we have to go remote for some time so as i said before and i said in the presentation our goal is to make sure that teaching and learning is primary that it's happening under the requirements the expectations the level of norms uniformity that we have established and i have to say that the office of a curriculum instruction they have done an incredible job with dr cardwell um and dr cardwell i know you're listening please forgive me for having you work

007all weekend as well and bothering you but in addition to that um they are posted our professional development um workshops for the next five days what we don't have is the descriptors because it would then take up way too much space but the teachers will know more in detail what those workshops are for and what they're about and it stems from everything from safety to teaching and learning to social emotional learning and expectations in terms of training in terms of when we go back um and if we go back within a phasing model so the um today um very early this morning mr lokima and his team had probably 400 or more parents scheduled by appointment to start picking up chromebooks so we touched base just to see how things were going um i can

008tell you he said that it was extremely um it was very full parents had questions and they try to answer these questions as swiftly and as possible so that they can continue to ensure that all families got their first set of chromebooks so what we're seeing more and more is that more families are requesting the chromebooks and um and it's necessarily so but we will have to work through that and i do appreciate and i shared with mr lokima some of the um some of the recommendations and things that maybe we can look at and attempt to do and i share that with mr lokima from some of the individual board members that shared that information over email so thank you very much um i would mention your names but i don't want to miss

009anyone who spoke i know primarily that um the one somebody's smiling and um i know for sure trust me slow shower also was a to that and i think it was you ms johnson and that's why you're cranking up so um here we are and what i'd like to share is that we do meet on a weekly basis um from a regional standpoint the superintendents as well as from a county standpoint so i will be i let me not use the word monitoring i will be asking a lot of questions to those school districts that have started in a hybrid model and seeing how things are going what are the pros what are the cons and um i think one of the things that we're most concerned about as a school district is really just

010the part about covet testing not that we will be responsible to provide the test directly to families and students but just the connection of having 13 school districts other agencies having to connect with the department of health to help us get through that and the tracking system tracing contact tracing system so those two components that we're required for when we held our teachers meeting i was very honest with the teachers and i said i signed up to be an educator and i shared this with the board already so one of the three i can work really hard at even though there's a lot of unknowns with that piece but the other two we're not in the medical profession i'm not in the custodial engineering profession and um so that becomes a little difficult in terms

011of disinfectant so on and so forth but as it was mentioned director bros is doing a solid job and is very extremely thorough in terms of the protocols we will be putting together in place so my goal is to really utilize september 13th and get more input as i did from the board of education just two weeks ago and um continue to work in that fashion and if there is anything any updates for us to just be flexible and ready to have any impromptu meeting that we may need to have to address anything regarding not just the reopening of schools but covet um 19 and maybe um anything related to that let's that's that's not what's bad on it let's not hope for anything negative to come but we have to be pragmatic and we

012have to be realistic about it so that's my update are there any questions part of any board member keith thank you thank you uh my question is uh if if a kid has a sympath if a student has a symptom would they be will be required for remote learning if you know if it's one of those hybrid days if uh would they be required to do remote learning instead of since they are able to come in uh into the school building if they have a symptom when you when you screen and you have one of those symptoms you cannot come into the building i'm just saying how will they get educated for that day will they would there be a remote learning remotely okay yeah yeah there's not gonna be two ways those are still

013so many details that everyone's really still trying to work out because it is so complex okay so a teacher i guess no student will be counted as absent okay in terms of if they're able to do work remotely so they'll have while the teacher is teaching for that day everyone else and this person has to be at home will there be a camera in that room just directly on the team these are these are the things that are so complex okay that's that's the hybrid model yes and that's why that was one of the primary reasons to continue to do this work in collaboration and really continue to see how we're looking how the hybrid model is going to work and what i said before was i'm going to depend on my colleagues who started

014off with the hybrid model to really hear the pros and the cons and really take that in and see how things are working jose is it possible for teachers to literally videotape their their lectures so their kids for example misses because it's sick at home because of koba or whatever reason you can go back and refer back to that particular lecture that the teacher has online on on our link it seems to me that that we we should be able to videotape teachers should be able to videotape themselves so that their video tag can stay on their link and the student can go back back and back and back just in case it doesn't send it first time you can review it and for those who miss the class because of sickness or whatever can

015go to that particular link and see the video i mean i don't know if that if that's in the planning or not but i wish it was so i can just tell you that um in detail which is something that we are not posting in detail due to we don't post when teachers are in person 100 in detail what their required to do but i can say that the work of the office of curriculum instruction with dr cardwell the work with wct and the work with waa the expectation is vastly different from what we experienced when we had to close out an emergency and there will be vast opportunities for students not to be deprived of learning and seeing what they're supposed to be learning they're also going to be working under their schedules with

016a modified schedule because the state as we showed requires that for each course we have um the the um what's the word i'm looking for the the um minimum of 180 minutes a week um and what that would look like would change would um differ from school to school district not school or school from one district to another discount so so there's no plan basically of actually videotaping themselves there's plan okay thank you ready you got a question there's a plan i can't okay okay okay it's fine eddie no i i don't have a question marie i did okay marie first and you ruby all right it's not my video hopefully my my my voice is going to come through it is coming through i'm just trying to clarify real quick i think i understand

017what we were trying to say so little johnny's supposed to be in school monday and tuesday but on tuesday he woke up with a headache so he can't come in he gets to log in like little sally does on monday tuesday wednesday he gets to log in the same way so he's still getting the same class he's just doing it remotely like he would on wednesday thursday friday correct yes um and i i'm 98 i'm 98 correct the other reason is that johnny may be sick that day as well right but he can he can log into the the system like he would on his remote only days and still be able to get the curriculum if he's feeling well well i mean yes i mean if he wakes up with i mean not for

018nothing i i have my allergies going right now so uh i sneezed outside so that wouldn't let me do certain things but you know we would have to let him stay home so so to be quite frank with you and without getting into other um things that can compromise all the conversations that we're still having the specificities when you do the math of a hybrid model those are the things that we're still kind of working through and part of this five-day professional development will really be super important to try to work those things out as well because think about it and um for for those of us who have been in the classroom let's just say your class roster's 26. they're dividing it in half let's just say 13 and 13 but you got to

019make that teacher feel i see linda rampa poor nodding her head already you got to make that classroom feel that you're not having two separate classrooms but that you have one classroom and this hybrid model is cohesive and coming together as a teacher who has one classroom as opposed to a teacher who's teaching to classroom so the complexities of that and some of the details and specificities are the things that are really some real important conversations and we're bringing teachers into it what i can do though is um share more information in the next week remember review the details so i'm trying to i'm treading on on water to the specificities because we still want to hear from our teachers during their professional development rube rube it's not so much a question so much as

020a comment jose i don't come as you know i don't come from a educational background come from healthcare and i would hope that where we need to in terms of cleaning in terms of anything to do with the um i don't know the how a school building reopens and how effective it is in terms of keeping this spread down it's a district or maybe in the county or county-wide thing have some kind of lagrologists there to either say yes or no in terms of what we're doing is it good is it ineffective i i think that for thing certain things that we're doing we don't know what we're doing and at least somebody who's trained in the field of virology would have some kind of a knowledge of uh what's good and what's bad so

021thank you i'll do any other questions thank you thank you thank you for saying that and as i said before um for all the trustees who did ask the question there will be asynchronous learning opportunities for little johnny and little marie and those folks that maybe had this bleeding symptom um and what that would look like but they will be because the other piece that we're required to do we're required to make contact with our students every single day so now going back and i'm looking at some of the teachers that are nodding their head on the screen right from the teachers is like how am i supposed to be making contact when i have a class so we're working all those details out linda linda yeah i have a question is is there a

022way um this is for jose um is is there a way let's say over the course of the day so let's say i've got 26 kids in my class 13 of them i'm seeing monday tuesday wednesday everyone's remote i'm seeing the other 13 thursday and friday so those kids who are remote um i mean yes they're if the camera's on me then they're going to get the lesson but is there a way for them to be able to interact with the students who are in the classroom you know like i'm thinking you know being a teacher like how cool would it be to have buddies you know like a classroom buddy being buddy with a at home buddy as a way to make one maintain engagement um and the other you know to create that

023cohesive feeling of a classroom is that is that even a capability well without without saying yes or no the opportunity of going remote with a phase-in structure is that the expectation of what we see in classrooms is what we try we want to replicate as much as we can virtually as well so even today um i will share with the board of education the letter that i sent to the teachers welcoming them back and letting them know about the challenges that we face for the 2020-21 school year but yeah these these are these are the these are the questions however what does that look like it becomes that's that's why um um mr lokima tends to say you know we're gonna live through trial and error because remember we're not living the life that we

024lived in march we're living the life that there is a love there is accountability teachers have to teach um and in terms not that teachers didn't but what i'm saying is there's all the requirements and unfunded mandates as someone loves to mention everything will be in place it's just that right now if it goes for a long time it will be in place virtually so moving forward as mr lokima says we're working to truck through trial and error and then as dr bank says uncharted waters but we're gonna take these this time to really look at remote learning with all of the requirements all of the expectations and continue to assess it on a daily basis and get all the feedback that we need we'll say because once we go remote it will have the

025impact on hybrid well is it legal to actually show the kids interacting in the classroom is there one it's illegal for us to actually show photographs of the kids interacting in the classroom well these are some of the issues with ferpa violations so that's why if those recorded conversations take if those recorded lessons and um lectures take place there is there are things that we still have to try to work out which the um which which has to deal with just like being able when we get permission from parents to get permission to to have them photograph or be in a newspaper so on and so forth but overall it would definitely we can't compromise ferpa so that's a great question are there any other questions by any other board member jose i'm glad i

026hate to say this to you but i'm glad i retired in 2006. [Music] okay thank you for saying that um that's a nice guy i would not want to be in your position or any teacher position or any step position and with that let's go to the next item uh which is uh consent agenda is there any item from the agenda they want anybody want to pull anything see none kate it's all yours resolve that the board of education does hereby approve the following consent agenda items as stated 5.02 5.03 5.04 point 5.05 six five point zero seven and five point zero eight motion almost second second all those in favor aye aye unanimous five six point zero five six point zero one i believe know what it meant resolved at the board of education

027of the warping essential school district that retention and disposition scheduled for new york local government records lgs-1 issued pursuit to article 57a of the arts and culture cultural affairs law and containing legal minimum retention periods for local government records is hereby adopted for use by all officers in legally disposing of valueless records listed therein for the resolve that in accordance with article 57a only those records will be disposed of those are described in retention and this disposition scheduled for new york local government records after they have met minimum retention periods described therein only those records will be disposed of that do not have sufficient administrative fiscal legal or historical value to merit retention beyond established legal minimum periods some move second gloomy any discussion any questions yes uh jim is this a change in law

028i thought that the retention was uh governed by the state education law hello can anybody answer that question yes miss crandall christian sure i just had to take myself off mute um yes so the um this is required from new york state this is not sed this is an actual archive update that must be completed mrs pedro is actually the records retention specialist but uh in working with her we've gone through and and made any updates and alerted areas and departments in the district that had significant changes as a result of this update by new york state just this is going to affect the records that we have at whopper junior high yes it affects those records brought to all those records piles and piles and thousands of those wrecks wasn't a good throw to

029them well we've we've already there's been a lot of work that's already been done with regard to the permanent files as well as the non-permanent files the ones that actually can be disposed of so the district is going to i'm assuming um err on the side of conservatism and not go through and try to get rid of anything sooner um than it's already slated to be and then anything going forward we will take care of um you know in accordance with the new schedule that actually isn't into effect until the board of education approves it okay and just in addition to that we're going to work out we'll send out in the weekly memo how we're going to do these tours that we're required to do so you'll see already what the plan is and

030the new facilities area um so that um we're trying to say goodbye to the um lower level i i hate to use the word basement the lower level at lavender's junior high school just a quick question for board of education members for example peggy is quite knowledgeable in history marie as well as eddie if they want to volunteer to look at those history can they come in they can't though i can marie uh i'm trying to figure out are you talking about those historical documents i'm talking about the circle documentary existing weapons right the ones that were found in the in the bank vault yes not the ones that kept down the lower basement level that's that's a whole different record so um just know that's a whole different record if there was something like

031in many in many organizations where you have um a group that serves as the historians um that may be something to look at and consider but the records that we're talking about remember it's only when you're a current board member and a situation occurs that you have to get information about maybe something that happened even 15 years ago that's the only time you would be privy to look at that information so that wouldn't be an area for uh for there to be a subcommittee but if there would be um if there was a subcommittee to the other components of the history of just the district in general that's something to maybe want to consider and we can put it together and make it just not board wide but district-wide okay and please note that those

032records mr lumia that you're referring to are not in the archive spaces they are secured in a location with mrs pedro um the ones that again that you were referring to for uh mrs johnson to be involved in okay he's responsible everything must be on the lock and key i know her your permanent record from elementary school in italy john in that case you better keep those questions all right any other questions your question yes just correct me if i'm wrong the laws may obviously have changed from year to year but i think we've done similar things with records in the past have we not yes yes this is a significant change um and that's why i i i'm assuming it requires as much action by the board as necessary but again it as what

033the superintendent referring to is the new records retention room at wappinger's junior high um mrs pedro my assistant mrs mcdonough and i have done a lot of work to try to make sure that we have exactly what we need we worked with mr zips and there will be some adjustments that still need to be made as we work through the process but yeah we we adjust make little movements as necessary but this is a big move all right make a motion all those in favor aye aye unanimous 6.02 adoption of the district-wide safety plan and building level school safety fl plan resolve that the board of education upon the recommendation of the district safety committee does hereby adopt the district-wide safety plan and the building level safety plans in accordance with section 155.17 of the

034regulations of the commissioner of education motion so move yeah are there any questions yes sir jim jim uh yes um this safety plan upon um passing the board has to be uploaded to the portal i just want to remind um um the chief state deal officer that we should be doing that as soon as possible because state police relies on a state safety plan peggy hey um i was wondering how you reconciled with the final safety plan with the need for increased ventilation because i know the state keeps saying we should keep doors and windows open as much as possible but this seems to be kind of a security issue also so i was wondering how this is going to be reconciled i i don't mind being on record on this for trustee cullen but

035that's the whole situation that is the situation that is the situation just as i spoke of modulars and outdoors and everything that we're required to do but right now for us we you know as you know because you served that these plans are extremely confidential and they're going to go in without the pandemic being especially since right now we are not committing to utilizing outdoor spaces in terms of that nature and i think that we're okay with the door situation so um but i understand your question fully and that's how we've been living for a while now it's trying to make sense again and create our own answers moving forward which is a sad existence thank you because i know this has been a real concern to met parents are there any other questions by

036any other board member seeing none all in favor aye my unanimous uh okay propose 6.03 proposed resolution for the new york state school board association convention keith result that the board of education of the washington central school district does hereby approve the submission of the following resolution to the 2020 nisba convention result that a as a resolute as a re result of covet 19 pandemic and with most if not all school district resorting to some form of remote learning as a result and with most if not all school districts suffering some financial hurt now therefore be it resolved that nisba will potentiate both the state and federal governments to purchase chromebooks or the generic equal and distribute same to the school districts for use during the covet 19 pandemic promotion second second discussion questions let

037me check before you set a question this particular resolution was first thought brought to my attention by mr rubin he had a discussion with peppermint kellum was going to the convention and they wrote their particular resolution and there's a lot of questions there's a lot of questions i saw on email so the first question gets eddie it's all yours well i just i know this has been a concern with the community and there seems to be a lot of confusion uh out there so i'm not i don't want to try to put mr lokima on the spot but if he has a few minutes if he could just give the board and and the public an overview of what the status is with chromebooks within the district i know the concern where we have uh

038you know families with you know more than one child that may only have one device uh certain situations where you know obviously in in the spring if you had a high school student did their work and completed it you know then was able to pass it on to their younger sibling for them to do their work obviously with the new guidelines for opening where you know kids need to be attendance has to be taken they're following a schedule that's obviously going to be a you know a problem um so if he might be able to give us just a quick overview that would be helpful i think for the community also just to let the community know i'm not the world's greatest tech person but you know if families for right now um you know

039who need access to get to google classroom and we did discuss this in our email exchange you know if you have a playstation an xbox a roku a smart tv a smartphone you know those devices and tablets those devices can access google classroom at least temporarily until you know possibly you know a chromebook or a laptop you know can can be given from the district to you so you know also i would also recommend if you if you have a question to get in touch with the tech department at the district you know for again for some other alternatives um obviously everyone's there to help um you know i know everyone likes to go to social media and ask questions and whatnot but i i think your best resource in how to get access would

040come from the experts within the district and the other thing i don't know if we want to you know talk about with this resolution you know certain areas uh you know internet access is difficult and i don't know if we should also uh include something about having uh access or conversations with the local carriers to create hot spots again like they did in the spring um you know where possibly uh you know hot spots through the phone uh for students to access the internet for google classroom i mean that's also a big component we could give every single kid a laptop but if they don't have internet access or in an area that has internet um yeah that's not going to help them either so i think there's several components uh to this i mean

041i think it's it's a positive resolution i don't know if we want to amend it add some different things or just leave this and then you know discuss about you know maybe doing another resolution because we need to reach out to cable vision and spectrum and whoever to try to work with the district before to create some specific hot spots i mean i added a hot spot to my wife's phone to help with her kids down in westchester um you know and different things uh so i mean that's a possibility and something that we should we should consider but again if mr lakima just might be able to give us a quick overview to where we are just to give people a little more a level of comfort as to what's going on with distribution

042there just seems to be a lot of questions emails and phone calls on this go ahead ruby it's just any i think those those points are certainly worth talking about and i think they should be talked about but the way this resolution is written it does not obligate the district to take the chromebooks these are points that you bought that you're talking about that i think could be worked out if they need to be worked out they could be worked out at a later point with the convention coming up very soon all we're looking at is to asking nizra to take a positive step to say this is ours this is all we want you to do doesn't say we have to partake of it that that's fine i i mean i i don't disagree

043with you mr rubin i'm just you know i'm just again you know me i you know okay i don't i don't shut up and you know i'm just trying to cover all bases as quickly as possible that's all so we could try to address everything because you know this what you what you brought up was was very important it's a huge concern but there are you know many other components and you know we're going to get questions on this so you know let's try to try to get as much done as possible so that that's all that was my point i think what mr schlesher pointed out exceptionally excellent i think the questions hopefully darren can answer i mean he gave me an education on his email on the various possibilities of actually accessing which

044i think i thank you very much so darren it's all yours all right thank you uh well without that i didn't write down every question there but i guess the the generic is an overview of of our situation so today we we did in fact uh hand out uh 360 we invited 420 but about 360 people showed up uh for a gay head uh to pick up tomorrow we'll do another 300 plus and then on thursday we're scheduling a couple hundred more that represents uh the initial just about a thousand uh families who do not have who have never received a device from us so they are first-time device recipients for the most part from our district um there are now um you know a few hundred more people who want additional devices so uh

045the the process of going through who has what's a little bit cumbersome we have a really good team of people working on it in our technology department so doing our best uh to make sure that those families who absolutely have nothing are taken care of first um and then we're gonna get to our limited supply uh that we have left uh beyond that and the number of requests that are coming in even still uh still trickling in for additional devices beyond the one or two they already have i mean there's definitely families out there with two three four children uh who all now with our model for providing remote learning where we're having a scheduled structure and period-based attendance and etc are concerned that they're not going to have enough devices in their household and

046then to eddie's point uh sorry trustee sloshar's point um to his point we uh you know some of those families also now have a concern that with multiple devices streaming in and out of their home they're not going to have enough bandwidth capacity in their own home to have a reasonably good experience so that is definitely a concern we have ordered a handful of hot spots i think that trustee sloshar's point about making sure or seeing if verizon and comcast and all the other companies out there are going to provide a hot spot um you know community hot spots are limited to if you're close to a cell tower they can you can get a broadcast uh that way um but certainly whether or not they'll provide some sort of limited access or unlimited as

047it was in the spring uh to turning your device into a hotspot for free that would certainly be helpful um but the hot spots that we're getting that are also that also have a monthly charge um of about you know we have two different devices waiting for a new one to come in which is slightly cheaper um do you know do have limitations as well um you know i i couldn't do this meeting on there off that hot spot and show the tiles of every face so it would only i'd only be able to be a participant see one tile otherwise it kind of bombs out they're not really they're not really high speed you know what i mean so um but we're doing our best to accommodate i believe we you know we'll be

048using the karazak money uh to order another 500 or so more devices if we get those devices in i think we'll be able to cover all the families uh that have requested so far so we're gonna we're gonna do our best to get more um and then we got an official quote uh mr rubin uh for um for 520 or so devices uh that would basically encompass about 136 000 of the cares act money um so we are able to purchase that many they are available through uh through a vendor i can't remember which model type they are but at this point we we're not being very uh you know we don't care as much for the how rugged they are the normal model we buy as long as we just get one that meets

049the needs of our families i saw an email i'm sorry ruby go ahead ruby i know i just said it fits the bill yes i saw an email that something about point three million dollars what did that that or well then there was a concept of really if we wanted to do what some of our other districts are doing like arlington is advertising that they're gonna go one to one uh beacon already has a one-to-one for grades like i don't know if it's four through twelve or three through twelve for example that gives them a a a level of flexibility that we don't have in terms of students and they've been doing beacon for example has been doing it for years their students come and go to school with with a chromebook every single day

050um and so for them to basically say i'm remote learning today uh versus i'm not or i'm using my chromebook they kind of use their devices every day anyway and how that fit in their curriculum at least up until the point when kovic struck i'm not 100 sure but certainly works their advantage after covid with regards to curriculum because they're now you know required to actually provide that level of uh you know the online continuity learning stuff so um so the point i was trying to make with that was you know we have about 3 500 devices maybe if we purchase more we'll have you know 4 000 4200 devices that still only represents a fraction of our community if we wanted to actually provide one-to-one devices for all of our districts to where students

051can come and go and not worry about the fact that when students are at home with the devices we've loaned them there are no devices for students who come to school for in-person learning there's no resources for them at the school because we gave them all out if we were to actually do something one to one and i would recommend again grades three and up or grades four and up because that's probably more realistic in terms of these devices and what they can do with it we would probably have to order about 5 500 more of them and at the going rate that we're that we're using in comparison to karzak money we're just under 1.3 million dollars if we wanted to do if we wanted to get that many more devices thank you welcome

052any other questions okay jim darren uh mr lokima thank you for being on top of this yes peggy yeah thank you very much uh mr lokima uh i'd just like to say that obviously we don't have the 1.3 million dollars we would like to to do this uh so that's what the reason behind the resolution that it would be very good if the state or federal government did supply money for this it seems as though all around the country there are districts that have this need is that being said all those in favor of the resolution all right jim unanimous and i just want to say two seconds quickly thank you for saying what you said trustee kellen because at the same time it is our reality and that's why we need people to advocate

053for school districts like ours that are middle class school districts where we you know for years we always attempt to look at our grants and see how we can qualify and we never are able to qualify for these opportunities and i see them as opportunities for and and rightfully so students that have lost students that can't afford rightfully so should be privileged with these opportunities so that they can have as much equitable education as the majority of our students have so thank you for saying that mr rubin thank you for thinking of the resolution and writing the resolution excellent and with that being said 6.04 second reading and adoption of policies motion second agreement resolved that the board of education of the whole position central school district hereby approves the second reading of and adopts

054the following policies based upon the first reading by the board and the recommendation of the policy committee as stated [Music] second and discussion all those in favor unanimous are there any requests for addition to the agenda seeing none comments communication from republic alberta it's all yours okay thank you jose what's in that cup coffee i don't know [Laughter] lacrosse seltzer alberta okay first comment is from i've made a note of the time alberta okay a17 thank you 30 minutes please first comment is from gabriella r as a district we need an open and honest discussion ion hold on i'm sorry my battery fell out let's do gabriella again [Music] we need an open and honest discussion on bipoc lgbtqa plus and mental health implementation as well as the history and awareness of our future students

055staff and teachers when being looked down and belittled by teachers and students feeling empowered is not what comes to mind as an alumna of the wappinger central school district i can assure you firsthand that the mission statement of the district has fallen short of its promises the mission of the district is to empower all of our students with the competencies and confidence to challenge themselves to pursue their passions and to realize their potential while growing as responsible members of their community attending john jay more specifically i did not experience the allure allah this statement represents having a disability and needing a 504 accommodation put in place it was completely overlooked by guidance counselors as well as principals whom i will leave anonymous i wanted so desperately to feel empowered and to recognize my potential but

056i was not given confidence in fact my character was destroyed by those who were supposed to ensure this statement came to fruition it was then i realized no matter how much i asked for help i was going to be told i was lying more specifically told i was leaving the school premises while in reality i was desperately seeking someone who would believe and help me if this could happen to me imagine p-i-b-o-c students who can't see the light at the end of the tunnel not only having disabilities laughed at and brushed off by members of this district but also being taunted by other students for being my authentic self i didn't have the guts to say anything back then then but being the but being the blunt of too many anti-semitic remarks and jokes made

057me generally question if i was being dramatic about my reactions to what they said this is not something i have faced alone but so many other bipoc have and will continue to face this discrimination if they aren't addressed or taught by the district teachers and staff the current mission statement of wcsd is not being fulfilled for all populations and instead needs to look more like this statement every student regardless of race religion ethnicity gender identity sexuality disability or social economic background should have equal opportunity to be empowered for who they are to be able to find themselves along with their passions while all while realizing their fullest potential in today's society this is why i'm requesting a meeting with wcsd change the next comment is from c mosier today marks 23 years exactly since i

058moved to fish scale i'm a taxpayer and i have always voted in favor of the school budget and for board members endorsed by the union believing that this district truly lived up to its mission of expecting students to pursue their passions and to realize their potential while growing as responsible members of their community the students of wcsd change are doing their part to be responsible members of their community yet you seem to think their concerns and requests for you to stand up and commit to racial justice can wait until a more convenient time you are ignoring the very responsible members that you produce as i watched last meeting and heard comments from students of color and a representative of our native people describing the racism that exists in this district i was deeply dismayed i

059want to thank those members of the board who seemed truly concerned and engaged but i was further dismayed and even perturbed by other members of the board whose smiles and nonchalant demeanor during the comments seemed out of place other members of the community also expressed the same sentiment well it was whether it was intentional or not it is unacceptable i will have to do my own detailed research the next time i vote for members of the board and i will have to encourage others to do the same please recognize that your legacy will be one of inaction and indifference to your own in a time when hundreds if not thousands of school district communities and even corporate america where i work i've begun to acknowledge systematic racism have bravely denounced it and have moved ahead

060to mitigate the damages it is within your power to stand on the right side of history so that all not some of your students can reach their potential stand up meet with wcsd change representatives the third one is for from promoter bay pacla and someone who's graduated high school a little while ago when i look back at it i wish there was more education about different cultures and how to respect them when you're in high school you're so naive and this especially pertained to me if someone made a comment towards me i either didn't reply or didn't understand that it was a discriminatory comment so just teaching students about how to respect other cultures can go a long way especially once you get to college and graduate college and realize it's quite a harsh world

061out there the next one is from mika jump i'm a 2017 john jay graduate and the founder of wcsd change movement the members of the movement are doing exactly what you asked of us while we attended school you said the mission of the district is to empower all of our students with the competencies and confidence to challenge themselves to pollute pursue their passions and to realize their potential while growing as responsible members of their community our passion is racial justice racial justice is the systematic systemic fair treatment of people of all races resulting in equitable opportunities and outcomes for all racial justice or racial equality goes beyond anti-racism it is not just the absence of discrimination and inequities but also the presence of deliberate systems and supports to achieve and sustain racial equity through proactive

062and preventative measures we cannot help it because we live racism every day the district is falling short of its mission and of achieving racial justice as a district we have not even begun to deal with discrimination let alone preventative measures mr j johnson former secretary of homeland security recently shared his experience with racism in the weapons central school district his testimony resonated with us because not much has changed in 50 years it would be a travesty if the district passes up this chance to address the problems and pushes the responsibility to the next generation once again i would like to ask for a meeting with the administration thank you for all your hard work reopening schools like lakeland school district in westchester county we can work on reopening and racial justice at the same time

063we believe in you okay and then the next um is from a student i will withhold the name due to ferpa student at john jay the mission of the district is to empower all of our students with the competencies and confidence to challenge themselves to do pursue their passions and to realize their potential while growing as responsible members of their community i just cannot help but feel as though wcsd has forgotten their own mission statement and i know this to be true when blatant racism and discrimination takes place but is swept under the rug in order to make people feel quote unquote comfortable i just want to know when will i be able to feel comfortable in my skin in my school and not feel like the outcast the next one is from a student

064so i'll withhold the name the mission of the district is to empower all of our students with the competencies and confidence to challenge themselves to produ pursue their passions and to realize their potential while growing as responsible members of their community this is the mission of the district and i feel it's been forgotten about being a minority in john jay is like standing up in a middle of a stage constantly i always feel eyes on me and when something goes wrong in a classroom or the hallways i feel like the staff and the faculty need training to help make minorities and l g b t q a plus not feel so isolated and left out of things i hear at least one a day an offensive term about the lgbtqa plus set in front of

065teachers and nothing is done about it change is needed at john jay and it's needed now the next is from uh star dancer hi my name is star dancer i'm in wappington indian native american we are still here these past few months have been extremely difficult for not just myself but my family the amount of hate i have received from just speaking the truth is hurtful i am proud to have some of my ancestors be sakum daniel ninham chief canopus shaman isaac barrett indian hen henry barrett david ninham abraham nina and more i'm writing you all this letter today because myself family and many other wahpaja natives do not find the nickname or logo offensive we all see it as an honor i would gladly volunteer to create the new native american mascot in a

066way that can't accurately depict my people and be respectful the reason why i care about this whole issue is because it is my culture i look at this whole situation as a way that many people want the native american history and legacies to be wiped away completely from history in the past when many schools changed the names logos and mascots it had a negative impact on native american youth throughout the united states several young native family and friends i have spoken to said to me why people tried to get rid of us it truly breaks my heart to hear that question especially coming from young native american children the whopping jerk confederacy consisted of many warriors we will fight for what is right in this case i hope that you all choose to educate youth

067on the true native american history not eradicate this controversy has done so much harm and has caused a lot of unrest to my people we are not a federally recognized tribe because back in the day we didn't want to be we don't like politics and we don't want to be associated with any political affiliation or organization we just want to live in peace we still live on our land today the whopping native americans want the name and local to stay i will volunteer to teach lessons and to educate everyone about the native americans of this area sarcom daniel nenum was born on the fishkill creek in the town of wikipedi there were many villages but have now since been torn down or sunk underwater by the government in new york state these villages were throughout

068dutchess and putnam county sacrament daniel nina abraham nenam and many rapping warriors died fighting for the american chords alongside george washington at the battle of kingsbridge the battle of kingsbridge happened on april 31st 1778 what is known as van cortlandt park in the bronx many of the waffenshield warriors along with soccer daniel minam and abraham died that day it was a gruesome day in history after soccer daniel ninam was severely injured he dragged his bleeding body to the river that flows both ways hudson river so he could die peacefully talking daniel nina's last words were i am a dry tree i would die here this is one of the many reasons why i fight to keep my family legacy alive that's all the comments i have today is it possible to have the rest of

069the statement sent to each board member yes sir not a problem i would also like the board to know that there were two submissions but they were submitted anonymously the person did not provide their name which is um board policy 1230 that says the speaker must identify themselves so i'd like to also forward those to the board i won't read them aloud i would like to follow those to the board via email as well please do so thank you any other any other suggestions i'll make a motion that will join the meeting second ruby second all those in favor all right unanimous thank you very much everybody we'll see you soon good night
