we stand for the Pledge of Allegiance and also please stay standing to honor a retired math teacher especially Margaret Appel 4.0 4.0 one public comment on agenda items a total of 30 minutes at the beginning of each board meeting set aside to allow for public comment on agenda items only individual comments and agenda has a limit three minutes and are welcomed based on the open minutes law and poor policy 1230 debate or dialogue with board members is done aloud during a meeting complements of complaints about student discipline specific student issues or personnel must not be addressed during public comment comment or question submitted to the use of public comment form will be sent to the appropriate staff member who will provide a response on a district public comment response web page if you wish to

address Iowa to a school district that are not on tonight's agenda another comment periods provided at the end of the meeting for that purpose in the interest of civility and respect of different points of view clapping booing and any disturbance of the structure is not permitted at this time comments related to agenda items are welcome please state your name and the agenda item you're speaking on never happens I believe it's six point zero two or three which it's the Nismo resolution sweet letter please oh sorry that was a little too loud salicin can't see it was theme is for resolutions which i think is six point zero two or six point zero three and although I did read through all of them and I think they're great resolutions particularly the district's be able to decide

to open up their buildings for polling places since we are in a post Sandy Hook and Columbine error what's nice to say I hope in the near future I was seeing that some districts excuse me we cannot make out what you're saying oh you can't I can't okay I was hoping in the future our district as all can recommend one of these that we think I'm important as well I did look at resolution number six in relation to a special ed task force and I thought the prints too fine on my phone but if you read in paragraph one it clearly states the rationalization for coming up with this plan was to two to see how how and why we're spending so much money on special ed but in your introduction it clearly states that

the general population has gone on but special gunned down but special ed has gone up in over 30 years and for me if we're talking about saving tax dollars creating a task force that would theoretically cost more tax dollars to see how we save money based on trends when clearly even our own district Richards its annual report clearly states what disabilities have gone up what are linked autism is more retardation is down it just seems like a either we're trying to cut money we're spending on these children and/or we're just trying to spend money to tell us we already know because the data is all there it already exists in every report I can even find it on our district website so I would ask you to consider at least discussing that resolution before you

put it through with Peggy's vote thank you good evening my name is Paul galleta I'd like to speak on agenda items 6.03 the mismo proposed resolutions speaking on proposed resolution number one it's on page 10 resolved at the New York State Board a School Board Association take a leadership role in encouraging school boards to develop successful strategies for integrating respect for differences into the educational experience and carrying out this mission miss Michelle encouraged school boards to number one ensure that the importance of acceptance of others who are unique and different because of racial ethnic gender sexual orientation gender identity disability status or religious differences is part of the curriculum number two invite discussion among students parents staff in the community about how hatred and bigotry based on race ethnicity gender sexual orientation gender identity disability

status and religion and danger the pluralistic and diversity principles for which this nation stands number three involves students parents staff in the community in developing and supporting educational practices which invite understanding and acceptance of others while others differences and which aim to eradicate hatred and bigotry now I'm sure you realize that we currently live in a society where people are offended by just about everything and hatred and people can be accused of hatred and bigotry by all kinds of things but by just about anything and there's a reason for this there's a reason for this and you have to understand the meaning the meaning and the agenda behind the words in this resolution this is a roadmap for censorship this is a roadmap to control what you say in what you do if you think

you are virtuous and you hold all of the politically correct opinions and that this doesn't apply to you you are wrong the ideology behind this spares no one sooner or later you will be a target of this resolution anyone else see done to occasion ounces received by the Board of Education mr. 015part of their curriculum it gives us the opportunity to take this opportunity to congratulate you to get to this major milestone you're seniors you're about to graduate make the 2019 2020 the best year ever stick to that code of conduct do everything you're supposed to do don't say goodbye to those rigorous courses because you think as a senior you may not need them they will be helpful and really just have tons of fun while you're learning have tons of fun and congratulations and each person on this stage looks forward to that graduation day when you walk on stage and we're able to shake your hand because you have received the high school diploma congratulations to you all keep up the great work 6101 annual external financial statements 2018 2019 presented by the birthday of group

good evening this evening an auditor with named mr. Joker Oh an auditor ridiculous I'm sorry mr. Johar Oh from the Bona Dea group will be here to present the district's 2018-19 audited financial statements good evening it's good to be back as you all heard the Audit Committee meeting was the 17th I'm glad you'll remember the date because I did not so we presented these and the good news is you don't have the heart I don't know if anybody printed them out but you don't have the tons of paper so I'm gonna start I'm not gonna go through the whole thing I'll just summarize it based on page 68 if you want to look there summary of auditors results the financial statements so we have three through three things in here there's the financial statements the

federal awards which is the single audit and then the extra classroom activity fund which is own separate report and then of required communications letter that's separate of all the reporting I'll just touch on all of them the financial statements the type of independent auditors report was unmodified that's the highest level of assurance you can get that's the best report so once again unmodified there same as last year internal control over financial reporting there were no material weaknesses the difference this year there's no significant deficient deficiencies either this year we had no non-compliance material to the financial statements for those of you that were around last year and I guess the prior a few years you did have a compliance finding there your fund balance exceeded the 4% this year you don't have that finding here

at 3.1 percent I know the special ed costs and then the construction cost contributed to that so that's down to 3.1 percent if you want to see that calculation that's on page 56 the scheduled Awards which is also part of the thicker report again type of independent auditors report on compliance from major programs unmodified we had no material weaknesses no significant deficiencies and no audit findings in the major program this year um title one and the child nutrition cluster so we had to do two this year again no findings there and you were a low risk oddity that's just a calculation but says test 20% instead of 40% but you were a low risk that's the financial statement in single audit questions extra classroom that's cash basis that reports modified and that's where cash receipts

the completeness assertion we modify all of our reports for all the extra classrooms we do you're not out of the ordinary you're just like every other district and again that's just the nature of Student Involvement Advisors they're not encounter accountants and we get that so that's that report and then the other one the required communications letter that would be if you had any new accounting policies this year last year was guys be seventy five nothing new this year no issues requiring communication and more importantly no difficulties with the audit so Kristin runs a tight ship over there keeps everybody in line no issues there thank you I think mrs. crandle deserves congratulations for having a perfect financial situation that she presented to you so that I know auditors look for every little possible thing that

could be wrong and not that we ever had any that were dishonest or anything but no just bookkeeping problems and this year there's absolutely nothing so apparently it's an A+ and congratulations for your excellent work that you've done for the district thank you thank you I'd like to thank a lot of your group for their excellent presentation thank you a debt report Thank You 6.02 acceptance of external annual financial statements motion second thank you Kevin all in favor 6.03 New York State School Board Association proposed bylaws amendments and resolution thank you okay all right as I mentioned before last Thursday the representative from Misbah came to speak to us and to go over the proposed resolutions remember these two just proposed they will be discussed and probably amended at the state convention in Rochester next

month these are these are not laws what they are is resolutions for Nisbet the New York State School Boards Association for positions that they advocate for at the with the legislature with the governor and with the State Education Department on laws and regulations and things that the school boards would like to see take place this does not mean that they're going to actually happen but this is the thought okay I'm going to go through them very briefly and just give you a little idea of what of what the pros and cons are then the school board members will be doing a an evaluation of their opinions on it and then this will all be on online you'll be able to see exactly what everybody does first of all there's only one proposed bylaw amendment and

this one will is to put a member of the black black school board members caucus on the resolutions committee last this resolutions committee usually has a representative from each area we're in area 9 which is a geographic area in New York State this would be adding an additional member from the black school board members caucus last year the state the Board of Directors added one from the black school board members caucus the question came up what are other other caucuses no there were another other No the caucuses at this time so that's that's a proposed bylaw then the resolutions which again as I said they're lobbying positions the first one to which a member of the audience already spoke is very similar to one that's been there for ten years it was it's just slightly

differently worded but again it's pretty much the same thing resolution number two is that we miss with support the full restoration of state and local Dida pacts deductibility that's called the salt deduction deduction x' as some of you may know the federal law was changed so that in the last tax changes was changed so that people can no longer itemize their deductions for state and local tax the standard deduction was raised at the same time so people had who didn't have a lot of itemized items probably did a little better whereas people had a lot of itemized items including those who live in high tax areas such as New York State and some of our school districts and municipalities may have lost out on that the question is whether the federal government in a federal

system should be tact should be in effect taxing twice taxing state and local taxes so that's that resolution resolution number three is that the New York State School Boards Association support proposals to require the state to fund all state mandated school meal programs and practices this has long been an issue for our legislative action committee that the state and federal governments issue mandates but they don't give us money to fulfill them in 2018 the New York New York State adopted a number of new school meal requirements as part of the state budget they include a mandate that all districts provide students with regular meals regardless of ability to pay and with limited ability to contact parents for meal payments in other words if parent just decides not to pay even though they can well afford

it we still have to give the child the school lunch and this means that of course has been a big increase for school districts and how much uncollected money they they face each year and since our school lunch program has to be self-supporting this is a problem proposition resolution for proposed is to allow Boards of Education to determine if their buildings will be used as polling places for all elections now in Wappingers we generally have a teacher conference day on the general election day but also we have primary elections and other elections the question school buildings are the only public buildings that cannot refuse to let the public come in and vote fire houses and so forth can say whether or not they feel they have adequate security and in these days of security concerns

we've just spent a lot of money creating security vestibules they will be an effective inoperable if elections are held when the children are in the building because you cannot ask for ID or anything okay so that's it's asking that school districts be given the flexibility to say no if we so desire proposition 5 this was mentioned also I believe in public comment times about the school New York State School Boards Association will create a task force to study current requirements costs trends and other aspects of the special education system and make recommendations for the future of special education delivery in New York the rationale is listed here is perhaps unfortunate because they discussed first the amount of money whereas our concern the concern as with the legislative action committee in our district is whether the

money is being well spent whether the mandates are the most effective way of helping students I know everybody on this board certainly supports doing everything we can to help every single student be successful the question is whether the mandates New York State has over has over a hundred mandates in addition to the federal mandates no other state has more than eight extra ones and most don't have any extra ones and sometimes they're contradictory with you know among themselves and with federal mandates so the question is what works are the requirements helping students or should they be modified that's what that was about proposed resolution six resolved that the New York State School Boards Association support legislation that would require the independent hearing officer in a thirty twenty a hearing to accept the penalty sought by

the district if there is a finding of guilt basically those are hearings about tenured personnel if there's a you know cause that they feel that the district feels that they should be removed or penalized the question came up in that case if the hearing officer had to accept the completely what the district wanted would it make the independent hearing officer reluctant to find someone guilty so that's again a question which perhaps I can be considered either way resolution seven that the School Boards Association support the requirement that local school districts continued to make determinations as to the substantial equivalency of education delivered in non-public schools now this requirement has been on the books for many years but only recently has the State Education Department said the superintendent should go out and decide this there was

a lot of feeling on the discussion on Thursday that perhaps it should be the State Education Department itself not local superintendents who follow up on whether or not private and independent schools are actually providing an adequate education resolution eight that the New York State School Boards Association opposed legislative curriculum mandates so the feeling as that that standards that's one thing but then perhaps the district should have more flexibility in deciding curriculum okay that's that resolution number nine are that to support proposals to authorize municipalities to install speed zone cameras in school zones so that would in addition to the recent law that districts can install okay all right could I have a little more time twenty-six resolutions each board member I believe is read the resolution they're also online for people to read so I

don't think it's necessary to go talk to 26 of them but however if the board wants to extend they'll go to make people want to extend to another five minutes that motion okay okay several a favor well against okay I'll try to be as brief as I can but I feel I feel that since members of the public came out and had questions that they deserve an explanation of what was said at the meeting okay all right I'll because as quick as I can all right all right so that would be to install speed zone cameras that municipalities would have the authority to do that if they felt it was necessary resolution ten are to support legislation to eliminate the limit on BOCES district superintendent compensation they raised the limit last year but this would

eliminate it altogether so that there's not a limit on other district superintendents compensation and it's been hard for BOCES to around the state to get the superintendent's when they're paid so little all right number eleven requiring notification to districts by the courts of restraining orders prohibiting contact between a with or between students enrolled in the district and the parents or those in parental relation to children in other words there are protective orders of protection that go out but the district is not automatically informed with this which of course how on earth can you protect people if you don't know about it number twelve support legislation that will expand the definition of child safety zones by adding criteria that pertains to neighborhoods with high crime rates or deteriorating the vacant buildings that creates safety hazards in

other words sometimes it hasn't affected us thank goodness in Wappingers but I know in the City of Poughkeepsie from a friend who recently retired from heading the suit the probation juvenile probation department that there was a real problem that children were afraid to go to school because of drug dealers working around and accosting them and to the point where her probation officers volunteered to be there outside their work hours to help us score children safely to school so in cases like this this would help from proposition 13 regulation of vapor products including consumption manufacturing distribution and advertisements we've all heard about the dangers of vaping and of the people who have died recently proposition 14 supporting federal state legislation regulatory action in addressing the educational and physical needs attendant to the increase of unaccompanied minors

into New York State this again is very similar to a resolution we already had but it reinforces the need to help to help us dealing with this some districts have a huge number of unaccompanied minors arriving in their district resolution 15 regulations to identify proper practices and enforce action sanctions for improper practices related to the participation of parent advocates that Committee on special education meetings and hearings all right now this again a little clarification this would not prevent people in any way from bringing people a parent advocate a friend support to a CSE meeting because often just as when you go to a doctor you know you're emotionally involved and trying to absorb all the information and you kind of like somebody there to help you who's been through a similar process before what it

would do is to set some sort of standards if somebody some advocate was perhaps behaving in not such a you know in a way that would probably would disrupt the meeting sort of like what we have at school board meetings that you know we all try to behave a civil leave to one another so and it would be merely to explore what would have possible correct practices or ethical standards should be adopted okay 8:16 urge the Commissioner of Education to increase the maximum age of participation and inclusion sports for alternately assess students so this means that since children with special needs have a right to an education to age 21 that they would still have the opportunity to perform participate in sports would not be automatically prevented from doing it as soon as they turn

night 17 support reducing the flexibility provided to charter schools for hiring teachers without a valid New York State teaching certificate right 18 resolved at the New York State School Boards Association support legislation to increase penalties against businesses that sell vaping products - or adults purchasing vaping products for any person under age 19 a adoption of a sample board policy stating that members who have been newly elected to service officers will participate in at least one accredited officer training as it is now new school board members are all required by law to take to take new board member training this would also say that someone newly elected as a board officer would have to take training 20 sample board policy stating all Board of Education members will each year participate in at least one training that

has been approved by the that board now the other one so I will not go into them in detail that's resolutions 21 through 26 were not endorsed by the resolutions committee these were proposed by different by the Board of Directors or by different school districts but in each case the resolutions committee felt that they were either too vague or that it would did not really address the problem or would redundant to ones they already had so those you can read for yourselves okay thank you very much does anyone have any question yes mr. Rubin I should like mr. Lumia call on you let go ahead I had a question but I'd like the board to know that I think that mrs. Cohen did an excellent job summarizing and presenting what we were told at the

Dutchess County school board's meeting and thank you mrs. Cohen thank you for the benefit of the addicted residents this particular copy was on board dr. what actually sent a webpage so please read the actual resolution to what it says okay I think it's important to read them Spencer yeah I just want to add on for community after you've read those proposed bylaw amendment changes if you have any comments for the board please email your comments so tonight but we'd like to get that email so we can be reminded when we're voting on the amendments thank you questions set up 102 approval of or goals for the 2008 19 2020 school year Worcester serious on my part either 701 we're discussing first evoke in approval discussion of or calls for 2019 2020 school year what if

that was a gala thank miss Reverend form of any chairman of the committee thank you good evening Board of Education superintendent carry on central administration over there and the Wappingers community members on the evening of August 26th president Mumia appointed a subcommittee to develop the board goals comprised of Marie Johnson Michael Lopez John Lumia ex-officio and myself so I want to describe the process that we used we first sent out a request for input from all the board members any things that they thought would be important to be as part of our board of education goal and in addition to that the committee read over recent goals both from our district and surrounding districts so when the committee met we consolidated the suggestions that were submitted and generated some new ones and simplified others and

place them in two basic categories which you can't really see here but we will eventually see them then we created a survey which listed each of the goals and we sent them to all the board members to prioritize on a scale from one to three one being most important in three being least of a part less of a priority the lease prior how would you say that the least priority so we then chose the highest ranking goals and after mr. lumia met with superintendent carrion to fine-tune the language we consolidated them into what you're not seeing here at the last one yeah that one so our amazing district clerk Alberto Pedro created the document that you see here that shows both the rankings of the initial goals and the final determination of the board goals

that we'll be voting on today so if you see that something has a one that means that everybody on the board decided that that was of the highest priority anything between one and three so if you have let's say one point four that's an average between one and three so some people may have thought it was of highest priority and others of low priority so I think I think we we dropped a couple of them but they really didn't even go under the heading of board goals right they came under different categories the reason why we dropped some of them in particular for example that was one that says uh leader here we aspire to have every student take four years of math science including foreign language that cannot be a bore goal has to

be a policy so what so we drop some of these because of that right so some of the things really didn't fit under the heading so what you see here is what we ended up with you know we put them in categories day to day instruction you know more academics extracurricular opportunities and community like how how we wanted to promote a positive community feeling should I read them I'll read them quickly so under day-to-day instruction you can see the one the top two at ones we expect that students of all ages will be taught developmentally appropriate curriculum and apply what they learn to real life experiences we aspire for all students to be college and or trade ready by promoting trade and technology curriculum courses of study and/or pathways we aspire to have a hundred

percent graduation rate with students meeting or exceeding rigorous standards and we expect teachers to be given the latitude to use their judgment to teach in the most effective and inspiring manner while maintaining alignment with the curriculum and standards so those are the academic goals that we thought were most important extracurricular activities included both sports and arts and Performing Arts so we aspire to have all students participate in the enrichment and extracurricular activities offered by a Wappingers Central School District we strive to establish and maintain equitable and uniform procedures for intra and extramural sports arts activities and trips within our district through clear written procedure consistent with policy and this is so that we don't have any misunderstandings in the future we strive to offer equitable opportunities to all students in all areas encompassing after-school curriculum

and to ensure that funding and personnel is provided for students under community we strive to enhance positive relationships by informing our community members through all channels of communication so that would be our website or the rewind or the app I don't know what else do we use what you're the community oven I'm communications yeah share on that one that would also be doctor walkins utilizes Twitter she uses Facebook she uses I believe Instagram also some of the school websites as well that the school's maintained so there's quite a few different ones that we have and the blast emails also the district does notifications for different things on the when you pop on to our website thank you we strive for our students at every grade level to be open-minded and embrace all people regardless of

race religion and gender identity by implementing curriculum services and/or programs relative to anti-bullying peer conflict resolution and respectful social behaviors and finally we strive to increase participation of community members to vote in school elections and participate in committees board meetings and presentations so we kept a rather brief you know my feeling and I think the committee agrees is that the fewer and more targeted goals you have the more likely it is that they will come to fruition so we really decided on what we thought was most important and what the board thought was most important and hopefully it will be a living breathing document I do have one other thing to say thank you so much to my co committee members Murray Johnson and Michael Lopez as well as for president john lumia it was

a pleasure chairing this committee well thank you very much this rep report are there any comments by any board member thank you that was a lot of work and a lot of thought went into this and the only reason I bring that up is because in the past we've tried to establish board goals so what I'd like to ask is the president is that at some point either at the end of the year if the committee can then be re-established prior to board goals for the next school year I'd like to find out whether or not we've been able to achieve any or all of these goals because I think that's important just setting goals and not then we've had this discussion last year new year before when I was the board what's measurable what's

not measurable what was attained what's not attained if we're going to establish these goals we have to somehow track this and see if we're actually doing what we set out to do since we're agreeing to these goals you know just to say this is what it is and then at the end of each school year we have no idea whether we've achieved any of this I mean I you know I want to say complete waste of time but you know a lot of work seems to have gone into this particular board goal by having you establish this subcommittee and the work that Linda and the rest of that committee did I would definitely like to see at the end of the year whether we've all been able to work together and strive to achieve hopefully

all of these goals thank you / our gonna make an excellent point and also add one more date to that every year we have a we get together to elect the president so forth or New York meeting I think will be the president next year that the boy should get together immediately prior to the superintendents of retreat where we establish the goals so they can at least look at our goals and see how he can attain of the our particular goals so I think it's important that what mr. has said who will be done and secondly I hope make sure that we could get together long before we just did yes I'd long before what'd he call it death before the report before superintendent retreat yeah memory I'd like to point out that we were

lucky enough to have this year's strategic plan the basis before like your pre work and we did actually take that into consideration as a large part in looking over making some of our goals this year it was a big part of our discussion we wanted to try and align our goals with what the district strategic plan was this year because we want to try and make it all work together so that it is more measurable and and as a community member before looking at it and now as a board member I'd like to be able at the end of the year to look at it and see how well we were able to work with the district on their plan to make it all come true well thank you very much I this was chemical

let there be like this there was an incredible amount of work I think that went into this and it shows and it's well thought out and well planned actually agree with mr. Slauson were - that it's important to know to not just have a set of goals that's on a piece of paper but to know where we've been what we've done over this past year since these goals have been adopted and to that degree I asked her that information and what would happen last year but I haven't received any any response that say well we've we've done this we haven't done that etcetera etc and I think it's important to know so although I think it's important that we adopt this I would still like to know mr. Lowe Mia if that's possible well if

we can somehow get a report on where we will we were last year because that may somehow impact what we're doing in the coming year thank you I I think this is it's very fine ideas that you came up with fine aspirations and I think that showed in how the board members rated them as you know high priority in most cases and it's certainly something we should all be working for I think as part of our vision and our mission and our board values these are certainly excellent but I also agree with mr. slow Chou and mr. Rubin that we need to have something that we can say at the end of the year whether they were met goal should be specific what will we see done measurable how will we know if it was

done and accomplished assignable who will do it realistic do we have the necessary resources time based when will it be accomplished and I think you know therefore perhaps we there all these things perhaps maybe if we could narrow it down a bit - which ones we think should have top priority and how they would be a specific measurable assignable realistic and time-based to give the administration some idea of how we would feel that whether or not they accomplished the goals at the end of the year just just two things thank you for all the work that was put into writing the board goals when looking at the board goals and you see the yellow and then there's the grey for day-to-day instruction I believe that the day-to-day instruction and the extracurricular opportunities were to be

two subcategories to the teaching and learning component because it saw it so instead of looking at it as three categories there's typically two main categories which I believe it's that the boards focusing on the social emotional components and that's why we have a concerted effort to improve as much as we can and enhance the level of students participating in extracurricular activities whether they are sports art other types of events and clubs that we have out there to really as we have listed in our mission statement to pursue their passions what I'd like to also make the point of is that I'm appreciative of mentioning that the summer retreat that takes place with the entire senior staff team and the work that we do so we try to put everything on hold in terms of calling

it being getting published our document that we have navigating our way so that we can review these along the lines of what trustee slow shower was saying is that if you look at these goals these are really these are very good goals that could sustain themselves for not just one year or two and what I'm trying to get at it would be very beneficial even if this present board at the end of its term look at this and maybe pass a resolution that these will remain the goals with minor changes because to enter right into the 1920 school year and more or less we're pretty much aligned to these goals but if we weren't to really start to create these impactful indicators as trustee pout Calvin was mentioning because in reality the smart component of

a goal comes to the administration and that's the piece I mean you got that you're gonna get more people to vote so I'd like to see how you'll measure that as a board of education but overall some of these are administrative and a couple are specifically board related and and in this juncture these are good goals that I would hope that we can sustain them so that we can continue to modify our indicators and the work we do within the district and right now this is a new format there was a previous format I mean the previous year we had a different format prior to that there was a different format so really looking at this and when we talk about community and wanting our community to see what we have it would just be

great that we can sustain one format because format also creates another different level of communication I'm done it just it just makes sense excuse me that we maintain some kind of consistency because from year to year if we change and go from point A to point B hop-hop around and makes your life impossible to extend it at any time see none approval for goals for 2008 19 2012 school year we saw that the Board of Education of Wappingers Central School District hair by adopts the Board of Education goes for the 2019 2020 school year as stated the Senate gender resolution resolved that the Board of Education does hereby approve the following kissing microsurgeon resolutions anyone wants to remove any item from the agenda 8.05 please 8.13 please one went 1/3 the last item please anyone

else okay resolved that the Board of Education does hereby approve the following consent agenda items as stated 8.0 28.0 3 and addendum 8.04 8.06 8.0 seven eight point zero eight eight point zero nine eight point ten 8.11 eight point twelve 8.14 motion second it's Kevin all in favor good mr. bun well that's a bug excuse me isn't a very important announcement to make Thank You president Lumia superintendent carry on members of the Board of Education and members of the Wappingers community as part of the consent agenda items this evening we have two administrative appointments and I'd like to formally announce them first of all the board has just pointed chief road principal mr. Michael Carson Oh mr. Carson Oh congratulations mr. Carson Oh is expected to begin his appointment as chief road principal on or

about October 15th in addition to that we have an appointment for the assistant principal at John Jay high school mr. Jason Gilardi mr. gowdy welcome to the Wappingers family it's anticipated that mr. Gilardi will begin his position as assistant principal at John Jay high school on or about October 28th and also it is important to mention that we have one of our administrators in the audience this evening miss megan D'Allesandro the board has just approved her tenure appointment at 4:00 October the 7th secondary assistant principal elacin catch him high school congratulations mr. Alessandro thank you very much second give me Kelly I'm gonna slash out I wasn't able to attend that meeting so therefore I'll be casting a no vote all in favor like a 405 8.13 set at 8 to 1 8 what I'm

saying all right except for one what Epstein everybody s4 8.13 we saw that the Board of Education oh that's a Reuben miss Johnson talent that mrs. mr. Reuben question I've always voted for the budget from fortune transfers thing budget transfers are integral to the successful operation of the school district on the day to day basis the week to week and month to month basis I just like to point out here that there was a similar situation several weeks ago involved myself as a matter of fact where the board in there and I withdrew because there was not money in that one specific line item and there's examples here we would and this thing where we're talking about to compensate so that there's appropriate monies and I'll be voting for it but I would like to

point out that I think if you're going to take a stand if something is either the a or n/a you should be consistent throughout the school year all in favor of unanimous no business 9.01 discussion and selection of poor member lives on for superintended local municipality meetings if we reach the resolution left mr. slash our chilled make a comment or anybody were coming on this particular appointment a question on have any of what yes mister rubin thank you sir i may it be experiencing a senior moment my wife tells me i experiencing a lot of those but i don't recall that this board discussed the appropriateness of having a such a position nor what the responsibilities of that position would be nor if anybody up well right now you're asking but you know or anybody

else who might be interested and unless i'm wrong it may be we have I just don't recall it I'd like to ask that this be table for further discussion I think I come before handle it was discussed at great length last year there's no reason for the rationale for this particular appointment and its importance but I'd like to have joy native to mr. slash our to perhaps give a and a by the way as board president I can actually appoint someone to this particular position if I wanted to the reason why it didn't be is because people concerned and so uh mister slash after police said well first I'd like to share that for for two previous school years we've been having the conversation about really trying to appoint people to the nine different municipalities

that we have here in the district and as a result of continued conversations on the floor this was the resolution or this was what came to fruition to create an appoint this person as a superintendent I did share with the board and I am in no way evaluating trustee slow shower but the work that he did and the work that we did together was critical work and it really opened up a line of communication that's much more formal in school where our municipalities are really gaining an understanding about how schools run and we're also understanding their challenges and what they're faced with I personally when I heard about it I thought it was a two-year term because I think one year is just way too short and so in writing to the Board of Education

I did request that trustee slow shower continue when you start establishing relationships within these town supervisors I think it's important for us we talk constantly from the pedagogical perspective about building teacher capacity and sustainability and I think it's important that we treat this the same way and continue to build that capacity grow that relationship and have sustainability and the process that this board did put in place in the 1819 school year is probably one of the most successful things that in terms of I'm not saying anything negative about other committees but as far as working and the work that we have been doing and really talking about economic development talking about opportunities for our students sometimes we've had dr. Watkins come in to actually even speak about and take advantage of some of the opportunities

we can get our students involved with in terms of government so on and so forth so that was why I wrote to it and maybe went a bit too far to just assume that it would be miss disclose our but that's my request if that's the right word or recommendation to the Board of Education Thank You superintendent I appreciate those kind words just also to reiterate some of the other component components for this was future developments that are going on within the community when I originally brought this concept to the board a couple of years ago and then to the superintendent the mindset behind this was is that if developers are going to come into the community and build new homes we have to be part of that process because that affects our district and

all other taxpayers in ways I could stay here all night and tell you but it is a significant situation especially with commercial economic development which is great but there's residential developments going on as well there are past projects from that we started before the recession that have come back to the table you can see on route 9 recently there is a complex that's up the board did pass a resolution to move boundary lines for Evans there's going to be a similar situation coming up unfortunately I don't know what the timeframe is in that but you could probably say within the next three to five years in the gay head fiscal Plains community so that's something that we're participating with and there can be continued development so we need to be part of that process in

order for developers to understand where the district is where we are with classroom sizes budgets and things that the superintendent had mentioned the other thing that he briefly touched base on is the work that Miss Watkins is done with business development in terms of going to local businesses and having the students participate we've had numerous conversations about internships and how the municipalities with the relationships that they have with local businesses to help us open doors miss Watkins has done a great job with larger companies globalfoundries Central Hudson but is also important to us for smaller businesses okay a dollar as well thank you small businesses as well so you know local law firms plumbers electricians vocational opportunities and different things like that so there's a lot of different things going on thank you if you'll

do it I'd like to nominate sorry he'll do it I'd like to nominate okay a motion for two minutes to extend thank you at this time I like to nominate trustee Eddie so shower to continue to be the Board of Education to serve as a board representative I think there needs to be continuity when you're dealing with local municipalities and when that time comes when there's another trustee that will replace you I think there should be a time so that you collide them to build that continuity before you pass the baton so I had a comment I would I definitely want mr. slow shower to continue because he's brought a lot of information from those meetings back to the Capital Improvement Committee as well on some things that were going on in the neighborhood as

mr. carrion had said something about a two-year term I would prefer to see this as a two-year only because I know Eddie's going to be with us for three years so I think that was one of the things we can you guys considered for my members sitting out there in the conversation he only had a year left on his thing before his re-election so I don't know if we can extend it as a two-year appointment so that we can guarantee he's going to work with our municipalities if he's willing yeah but last year's ended so this would be starting from now two year terms No so instead of it being done every year every other year this way we know that you're around emotion yes sir I'll make a motion if mr. slash I was

agreeable to this by the way that the meeting will go from the 2019 2020 and 2020 2021 school he is Alberta is that acceptable 20:21 me ad yeah so let me give up resolved that the Board of Education does hereby appoint trustee Eddie slow shall will serve as the board representative at the superintendent's local municipalities meeting meetings for the 2019 2020 in 2021 school year approval of the 2019 community communication committee charter resolved that the Board of Education does hereby approved in 2019 community communications committee charter as stated on a three second reading or an adoption of policies resolved at the Board of Education of the Wappingers sent to school district hereby approves the second reading of and adopts the following policies effective September 24 2009 teen based upon the first reading by the board

and the recommendation of the policy committee as stated policy 1 1 2 2 2 policy one two - two - E 1 policy 1 2 2 2 - E - policy 1,500 - our policy 1510 policy 1510 - e point one policy number 1,800 mr. thank you there was some email concerns that were brought up and just to clarify for everyone the booster clubs do a lot of good for our district they raise money for our students they increase enthusiasm and we really love them and appreciate them however there's and was we saw a need to do a little more regulation and we know they're independent organizations but just so that if somebody calls up and says there's some group here saying there is such-and-such and they're raising money for the school we could say

whether yes they are indeed a booster club in our district and that's why we're instituting a little registration slip which will take no more than two or three minutes to fill out for each poster Club each year just to list their mailing address website if they have it their officers there whether they've about their bylaws and their yearly budget whether they were approved we they don't have to give us a copy just tell us if they were approved and when they were last approved and to read the regulations for the functioning of booster clubs and sign that that they read them and understand it there's a brochure explaining that there are also changes some of these related to the use of facilities and that was just clarifying things that have were already in place but

needed clarification a fundraising form that just states again clarifying things that were already in effect but were not really written out in a clear place and the policy that they have to follow the county rules for you know for getting a food permit if necessary from the Board of Health about just holding fundraising where and when and as designated by the building principle and other such things which are just very very simple and would not require a great deal of extra work for the booster clubs because we know they're busy people they're volunteers and we didn't want to make it more difficult to them we just wanted to make it a little more regulated just so that regulated in the sense not that we're changing what you're doing but that we have some idea of

what's going on thank you thank you Miss Kellan and mr. Lumia I just want to the policy committee I know had these discussions and just for miss Watkins since these policy changes truly affect a lot that goes on within community members if we could just establish either on rewind or some type of blasts that the entire community because I don't just think that the booster clubs themselves should be aware of this I think all members of the community since obviously when booster clubs are out trying to raise monies obviously they're going out within the community so I think they probably alleviate the concern of oh I didn't know you were a booster for what team or what music group or where what school just for clarity just so that we can get it out to

everybody within the community through our communication channels I think would be helpful as I said since the majority that's the majority all of these policies affect all members of the community thank you just one less comment if you read the actual policies there were very little change into substantial policies with tweaking here and there which i think is for the betterment of the district and the booster clubs also so one favor unanimous request of Digital Agenda many poor members want to add anything to the agenda you could say two things just why I'd like to say kudos to mrs. Callen when I was up at Latham a number of the people at the table that I was sitting as seated at we're talking about serious problems that they're encountering with various members of their particular

boards mr. Callen you brought to this board the book how to not be a terrible awful board member I think it was when I mentioned that they all look like their eyes opened up and they said I gotta get that so thank you comments from the public - 30 minutes anybody any comments from the public hi good evening it's Mary Sweeney a parent in the community and a booster president for a John Jay baseball and so I just wanted to clarify it so it sounds from what we're understanding that there's really not any changes or very little change to what we're doing as a booster correct okay this show okay okay great so no thank you very much and I know that the trips are coming up next on the agenda I don't know if

that's later in the agenda or if maybe you could move it up a new John Ford great thank you so much we appreciate it thank you any other comments hi I just want to respond to what the board member said in regards to my comments earlier about the resolution she said that similar resolutions have been part of the news book proposed resolutions for the past ten years and I would say that that is an inaccurate statement it's misleading at best by the furthest stretch of the imagination as you know I am very familiar with these resolutions at least for the past three years I had I also just had a chance to to look through them just to double-check because I did not see anything or did not remember any resolutions that were what I

was what I was referring to there was one resolution last year that was vaguely vaguely vaguely similar to what I was talking about but that was under the proposed resolutions that was not being recommended by the State School Boards Association so this is the first year that this resolution incorporating all of the things that I outlined earlier is being put forward on being proposed and it's the first year that it is being endorsed by the resolutions committee any other comments you uphold it seems to be a lot smarter I somehow it's being contacted for the regulation on the special ed test course god bless me look through all of them miss the one on advocating and I would just have to ask those of us you're deciding to clarify who would be making the decision

that the advocate can't be there because if we're gonna do things like we sometimes do it CSE meeting somewhat referencing specifically this district where the committees don't make the specialized decisions the CSE chairs do so we're going to say if a parent brings an advocate that's educated enough to teach them regulation that CSE chair can then decide they're out of line I that just as my mother well who's making that decision the principal who's not at the meeting like it that just I just think that's a little bit funky we make it hard enough for special ed parents they're not taught the regs they don't understand their rights their pleading with people to come with them and they're gonna say if we bring some with them that's a little bit of Sirte Vande knows what

they're talking about if they're a little bit too firm they can't come anymore that's just mind-blowing to me
