008may 11th in the high school auditorium at 7 pm thank you we are very proud of our music department i mean would you come to the podium as renee is coming to the podium it's just important for me to share with our community that the grand island central school district is once again being recognized for this prestigious designation of best music education community in in the united states i know where there are many other districts that receive this designation this is our 11th year in a row of receiving this designation and i'd like to introduce you to renee mishki who has a few words to share about this it's nice to see you all this evening yes this is our 11th year um consecutively of grand island not just the schools but our community receiving
009the national association music merchants award for best community for music education according to christopher johnson of the music research institute at the university of kansas the 2022 best communities of music education is an opportunity to celebrate music programs and honors the resilience and dedication to keeping music as a part of a well-rounded education as we all adopt new ways of doing things in a new educational landscape this is a community recognition it's not just a school recognition over the past year our community has made it possible for music education to continue at grand island in spite of many challenges the board of education along with dr graham and dr harris have been creative to say police in helping find extra funds in order for us to use proper mitigation strategies new instruments so that students
010do not have to share but can continue playing your instruments and very importantly the quality live streaming capabilities for our concerts and that's across the district that's elementary through high school dr graham has also been instrumental in helping music education throughout eric county as the administrative advisor for ecmea that's our music education organization and you've been very helpful thank you very much the building administrations across the district have worked with each teacher and each classroom multiple times as the regulations changed so that we could be creative and finding enough space for our classes they've allocated district space such as the high school auditorium for the gymnasiums and other places to help and to make use as a classroom so that our performers can keep singing and playing which was a vital part of keeping students
011engaged the teachers and the students have been incredibly resilient and worked through many many less than ideal uh teaching situations and they've managed to keep their classes going their lessons ensembles concerts and even the musicals running we're so proud of the teachers and the students for their flexibility and if you look at the screens i noticed they have a picture of the musical with everybody wearing masks still and everything it was incredible that we were able to do that because of the commitment of our community our administration teachers and especially our students grand island is very well represented this year at all county events we have 19 children from grades four through six perform at klein games musical in the elementary all county ensembles akron high school hosted the junior high festival and we had
01220 grand island junior high participants and we had seven of our students perform in sleep concert hall at suny at buffalo with the senior high all-county ensembles these students will be recognized at our next bridge edition edition of the bridge i've been working with larry austin to get their pictures and their names out so that our community community can see how many of our children have been recognized we're so very proud of them as you can see from the way i'm talking about it i'm very excited for them we celebrate the dedication and perseverance of our community our administration our teachers and our students for making grand island once again the best community for music education thank you all very very much we really appreciate all of your support congratulations all right on to the
013public comment session agenda items only you do not have anybody signed up thank you very much um i just have an informational item on our agenda which is our monthly curriculum report for the month of march so your discretion please take a couple minutes to look through it and see what's going on in our various various uh buildings so i appreciate your time does anybody know any questions okay moving on to personal instructional does anybody have any questions can i get a motion to a approved pni pi1 through pi3 all in favor all right oppose i'm sorry motion carry four zero just checking to see from our principles if we have any five five sorry any introductions okay i think we're good at interest to not instructional um can i get a motion to approve
014pmi 1 through eni5 oh and i need a motion for b as well please all right on to finance all right so i have two items on here tonight for approval one being the budget so we'll start a presentation in a moment but the first item on here is for a boces um ipa approval this is just so the board is aware it is a five-year agreement the total cost is 229 we do have an ipa that has fallen off this year so it's really a swap out um and this comes from technology who i was looking to see problems here so she can ask any questions you have dr harris ipa sometimes is confused with beer oh um it's a purchasing installment uh and this goes through eerie one sorry my dream is not
015pulling that at all so that is the first item and then um we can do the presentation and i guess you could vote on two of them sorry to fund the purchase of equipment and software necessary to deliver computer services do we know what we're purchasing what web page um page one paragraph two where we talk about the cost to fund the purchase of equipment and software necessary to deliver the computer services like what are we i know we talked about chromebooks some of those were obviously leads so i'm not sure if this is good chromebooks is going to be through the grant so i'm um scrolling through here okay so yes um it doesn't have a page number um if you flip past the letter and the information that came from boces there are
016dell interactive touch monitors there are wall mounts there is dell uh optiplex um there there you go there it is yeah there are some chromebooks mentioned here i can cross check with robin in reference to the um quantity years yeah and then the chromebooks listed here they're separate from so we got money through the ecf brand to replenish chromebooks that are aging out these builders are in class i got it yeah yes yeah we have all our grades with chromebooks and then the ipads which are still usable can be put in cards and they can use them for projects right so a class can check them out for the project which i think they'll get even more used and aren't we applying for another round of the drpa for ecf so there's another round of
017funds that are becoming available either that or people didn't grab up all of the money initially um that we will be applying for to receive funding additional funds the additional funds will be for iot yes that's what that's a specific yeah yeah and it's not even unfortunately a talent infrastructure or anything like that it's it's end products it's also for the khajiits but we don't really get that many of those but we funded those this year as well those are the um mobile hotspots that we let kids use if they don't have internet well that's fantastic that all of our students now have chromebooks they wear out yeah that they age out um this is really helping our replacement our replacement plan yes perfect i'd like to keep that budget don't separate from this vote
018for approval finance a are we all set are you anybody else my questions are set yeah yeah okay a second please i'll second all in favor proposed harry potter all right again good evening everybody this presentation has only some repeated information on some new information for your review i'm going to turn it over to ruby to take us through very similar changes okay okay so um just a couple of recaps from the enacted budget some of this information is changed this provides the foundation aid at 1.5 billion of an increase as mentioned before if you have already received your phase in funds so you were already fully funded in the area of foundation aid you were provided three percent if that was not the case then you actually were supposed to receive 50 percent of
019what is filled so 50 this year the remainder of the 50 is supposed to come the following year um and that is what happened for districts um another item on here is the zero emission school bus mandate um this just provides some details in reference to what that means for grand island specifically there is a two-year waiver for the starting of the mandate we don't know fully what that waiver looks like or will entail i don't know if it will be something that is easy to acquire so in our mind or in my mind as i was calculating this um i did not use the labor in here um so what that would mean for grand island is next year we would start the proposal to the board of approving us purchasing some of these
020buses i do not know what the dollar amount is yet so we will probably start talking about that far earlier than normal budget presentations so we can kind of get that underway as well as understand how that works i do actually plan to attend a meeting tomorrow myself teresa lisa day and jim rossler in reference to electric buses that boces is holding so we will see what a sport coming from that meeting um but by 2035 your entire fleet has to be converged converts over to the electric buses so that is why uh doing the math you're looking at about five buses a year depending on the cost of those but you're looking at about five buses a year and then that would make us whole with the requirement um there are still some things
021that need to be worked out logistically and some of the data is indicating that the cost of an electric vehicle bus would be double at least yeah at least at least they are saying that the bond component so the whatever your leasing or bonding component is that it could be 10 years they have expanded it to say you could do it for 12 years my real question is what's the useful life because you don't want to be paying for something longer than you're actually using that as well as the fact that this would take an undertaking right like we're not prepared for electric buses at our current um bus garage so we need charging stations and and tapping into i'm assuming the grid and all of those components so i do know teresa has been
022speaking to some districts that have purchased maybe a bus or two so she's collecting some information on that and to share with us as well so it'll probably be a future presentation far before the budget to just explain how this can roll out different hiccups people have come across and how we just make sure that we follow the mandate are able to follow the mandate so is it safe to say that at this point in time that other than the mandate we have not received any or do not have a lot of financial information in terms of how this would play out for our district or other districts or what um i think that is a fair statement um on here i even uh wrote what was provided to us by new york state asvo
023and they are anticipating a set aside of about five million in the environmental bond act but that doesn't even go up for a vote until november so uh there are a lot of unknowns currently i think and and i've got this have this conversation with dr graham i think right now the real goal is just making sure that we have a seat at the table as all of this is rolling out because you know we're the ones that have to come back and have the discussion with the taxpayers um look at the financial aspect and are going to hit the hiccups of where where are we putting all these buses do they need to be stored in something that has coverage is this all building aidable right are we going to get building aid or
024doing these things at our transportation garage so i think the state is also going to have to flex in some ways in reference to that because it's it's a huge financial undertaking or it could be so so the state has not provided any information to us no just the mandate other information not current i mean i think the other part besides buying the buses will be how much the infrastructure actually which is you know costs i mean it could i mean it could fall into a capital project i mean and those are all things that still go before the voters right right buses so what happens if and when the community doesn't support it and it's a mandate i will say we did get some information it's a federal grant of about 500 million dollars
025so we will investigate that as well to see whether we can apply for monies to support infrastructure sap for everything but that's super important and we do have grant writers that will help us if we choose to move forward with that and we constantly should yes um the other item guess it seems like a silly question but i mean they roll out a mandate do they understand that that was it's a separate budget item and it is it's a vote it's not us i will say um going to albany in march and um speaking with asbo new york in reference to some of the things that were possibly going to be approved uh in this budget we spoke at length about this um in reference to your voters needing to be behind it two twofold
026right one for the approval of the bus and the secondly the approval for the actual capital project to build the infrastructure and um there are districts for sure that are concerned well and i would imagine there are some communities that are going to vote it down and i i think we need to be on the forefront been letting you know those mandate makers know that right like i mean it's they can mandate it but if our community says no then you know like other companies fisher first student things like that are they going to be involved it's not just school districts that own buses it will be contracted buses so on the other end for districts who contract out you may not need to have your voters approve a bus purchase but you know your
027contracts are definitely going to increase to cover the cost of the buses well and hopefully they'll be more forthcoming with the information on this mandate than they have with others and i think it's really important that we get to see the table we continue to push forward answers because it's i mean it's a big impact the buffalo news reported that a school district near albany bethlehem central have purchased about five buses but they haven't ranked yet due discipline you know so that's just fine but the bottom line is the state has adopted a mandate and they're making this comply with it but they have not thought through everything i mean the funding of it and that's the problem and they expect that you know and and that's that's it's happened in smaller areas this is
028a big area right where we need to figure out currently how to how to deal with this without any guidance or funding from anybody and it's something that you know i mean state taxes are high they're higher than many other states this is another example of uh of why the united states will be higher whether we pay for it locally or is think white level it's going to have to happen and then this also impacts your tax cap calculation right so when we talk about what does that calculation look like that's the other part of it as well more to come yeah for sure as we gather more um we'll be very forthcoming and just sharing it uh because i think i think it's going to be a sticker shocker that i don't want to
029wait i don't know i mean that's uh i mean plus the logistics of it all right so i think there's just there's a lot of moving parts and you know like there's an ideas we can get in front of them right the sooner the better and hopefully they'll be forthcoming um another item on here is uh universal pre-kindergarten so we received additional slots we received 20 additional slots on top of what we already had so we are looking at a upk program of about 110 students i have been working with different uh different providers on the island in reference to who responded to uh award these 20 additional slots so you'll see something that's forthcoming probably at the next board meeting in reference to that and there might be a couple of changes with the
030current people that were selected or current uh locations that were selected if they're able to take an additional child or two because some of them were not in the cap when is the lottery or you know approximately the lottery for udk okay funding spots that we got from the state we're anticipating that we're we're offering more spots this year so that if if you know and we're trying to advertise also those who are interested in spots but so people should sign up for that lottery if they're interested yeah we've been getting a lot of questions in our office and please if people out there have questions feel free to email jill who is our assistant that we work with together [Music] so yeah that was great news um some areas were not addressed that we
031thought possibly would be addressed this year so boce cte salary cap was not changed they did not increase the capital outlay exception funding for prior year adjustments was not addressed and we still have to do the state transparency reporting that is a state reporting that is just uh redundant with some other reportings that we provide so we were trying to expat but it's still in place for now so i'll be doing that in a couple of months this provides a forecast from january of the january 2022 and the actual enacted budget an area you will see here that has changed is foundation aid i am going to show that on the next slide um to you but that has decreased 97 uh almost about 98 000 you will also see the upk increase of 108
032000 um boces and high cost these are slight uh decreases and we do not budget for the total amount because it's an expense driven aid so just so you're aware or if you have future questions about that and then also building aid was adjusted to show and include all of our final cost reports that were reported in december so if i was to do a comparison of the january number and the enacted number for building aid these would be highly different building aid is always an area that i go in and adjust because we have more information than the state does at that time when they do the snapshot let me just ask i know we saw a decrease in foundation they do you know as anybody else in the area yes so in erie
033county there were 10 school districts one of them being buffalo so i kind of lasered them out so nine districts um that had a decrease in foundation aid i as well as i know at least half of those districts spoke with boces just kind of under trying to understand what information was feeding the formula that changed to cause the decrease and why it's being shown in the april run and it was not shown in the january run so dr graham if you'll go to the next this is what i teach your question oh yeah i see that transportation it was like about four thousand is that just because of increasing gas costs mostly um in reference to what they show from one area to another yeah so transportation aid is tricky in itself um it
034could be in reference to what our actual um bond came in as in reference to interest there it could be something that they've altered in the actual calculation but we will not receive this amount in transportation because it's going to be based off of what you actually spend so um everything on here in reference to hardware and technology software library textbooks transportation and boces they're highlighted dark like that um those are expense driven aids so there's a lot of information that happens in the background and discussions in reference to boces um checking those areas over because if you don't spend it you don't get it it'd be better if they just grid locked us in and then make sure we didn't spend that amount then you would actually receive more eight but it it's very
035fluent okay thank you okay so um they call this they have like tat poo and path so it was very interesting having a conversation with erie one uh vote season reference to this so i did want to provide the foundation a people um count and what goes into that so your average daily membership is weighted at one you will see that half day kindergarten which we do not have but if you were to have that it would be weighted at 0.5 um pupils with disabilities is weighted at 1.41 and then um declassified from special ed is 0.5 and then summer school is 1.12 so this is all put into the foundation aid formula just waiting for you there you go this is all put into the foundation formula but if you look at the chart
036below that you will see that in the executive run on 117 of 22 our tap poo was 3 and then the enacted run our tappoo was so that is a decrease of 83 um points of these points um that is a decrease of 83 points so when i was having the discussion with boces um the initial thought was it could be very well one enrollment change right so your average daily membership amount is less um it could be anything that has happened in the area of special ed that could have changed so if students have graduated and they're no longer in your account because these this is not this year and i think that's the hardest part of foundation aid is it's not your present year information it's prior years um and i'm almost positive
037this is going back two years in in prior information so um based on those changes the tax code number has changed which is there a way to verify that this number is correct well i mean sir i i understand it's very i'm not i'll ask the question a bit differently so that's completely formulated meaning that that anybody could take a formula if they understood it and determine how much aid we get or is there something different i would say i never understood that right because for a long time you never well because i i i i i had a conversation with one of our state centers at one point in time i asked him this question and i've never understood whether it's completely formulated which if it is then okay okay then make give us
038the formula let us know what it is and let us verify it right or if it's not then what else is it i would say that the foundation aid formula is formula driven right when you know this number and this number in this number taffu and those areas i think are being pulled from multiple areas like i couldn't sit and do this for you so so so is there a is there a political aspect possibly well that's that's troubling if that's the case so uh and and at this point we can't question it obviously but but if that's the case it would be helpful to know that right because if it's formula driven i understand that but age should be formula driven or it's equal to each district based upon something if there's something that's
039political about it okay i think everybody should know that i've asked that question multiple times over my 15 years on a board i always get this question of where they say we don't understand it because i don't think any of the state senators understand no no the assembly might not understand it they say this is what it is okay that's troubling from uh you know from anybody's perspective right so we can't change what we have now and we have to accept right but in the future it will be very helpful to have some understanding of that to the extent that you can ask in your profession well and i will say dr graham myself and carol and karen carroll when she sat on the board many years ago we went to a seminar and at
040that point they didn't even have a formula for us so now that we have the formula and we can't type back it just solidifies exactly what you're saying right why i was like if you could solve the number of the year and i guess it would have to be the point of time in that year right like may 7th or whatever and then be able to try and calculate it but especially when it comes to student enrollment it would be best day we use beds day for a lot of things um especially since it is recorded through the state website um so i can i can work with boces to try to funnel that back um a little bit more as well as and we've talked about this um the executive run that comes out
041there is a background data set we don't see everything but boces is given a lot of information but them disclosing those things right because knowing this knowing that the numbers were going to change we may not have budgeted fully for foundation 8 or we would look at foundation 8 a bit differently than we have in the past in reference to because the state said we were getting this amount of money we are and i think that's the difference too with running the formula now now that a formula is being ran there is the possibility of components changing whereas before if you were said you're getting eighty thousand dollars you were just getting an additional eighty thousand and you could you mark that in listen i i think the key thing if there's a formula okay
042i can accept that even if i don't like it okay but i can accept the fact that there's a formula that applies to everybody if there's something different i'd like to know that right and don't forget the formula is only really being run for the districts that have not been fully funded because the fully funded districts are receiving three percent not a change in their actual foundation aid so it's already different foreign a few years ago we did a presentation i think we and i did it together and we calculated the number right and the overall calculation of the missing foundation aid was over 12 or 13 per gram so even though they're saying that they're you know they're increasing our foundation and make this whole by 50 it's not even close to what was
043owed grand island and and to your other question glenn you asked about is it a formula or a political piece so in our presentation a few years ago we talked about that there was a handshake deal over 30 years ago to help divide the pot of money across the state so that's that agreement was called regional shares and just just for the purpose of your question new york city if there's a pot of money you know foundation aid if there's a pot of money in new york city gets 41.2 percent of that based on a 30 year old political handshake deal agreement lower hudson it's 5.6 long island is 12.1 the big four city school district 7.9 the rest of state 33 divided amongst all of those districts so there is a political a strong
044political connection called regional shares going back 30 years and the last thing i'll say that although there's a formula which i'm scrolling through the powerpoint that we use that night which is 45 pages long um on page on page 30 besides having the political handshake deal with regional shares there is also what's known as tears and on this slide we had tier a all the way to tier j and where a district falls in those tiers can also be somewhat political so the tiers then are used to manipulate the foundation a that flows to the district or the rest of the state and um that therein lies i think the frustration that you have is that it is political and the tiers make it even more political and can be manipulated at that level without
045our input so now i would just say it's a tier a and a tier b to your a is you got three percent tier b is the 50 percent of what is still owed to you so that's really where people felt but in the reality of running the formula you you will have districts that are receiving above what the actual formula would be interesting to see if you use that data to see how close the formula is seeing they were so kind to provide it i mean i think it would be interesting to see just how political it is well my point here is that we we it's like a good age from the state and we we can't control that right and that's what my point is is that how it's actually divided is
046not necessarily you know formula driven alone because there's a completely different aspect of it which is beyond this group to understand okay we have to accept that all right but it's something that people should be aware of okay and perhaps have a better understanding okay we've never been there no 15 years we will it's not necessarily equitable it's not formula based and you have to look you've been asking the same questions for [Music] uh that is usually first in october probably just fill out whatever if they ask you a question and keep it this provides a summary of all of the revenues so what you will see here is the state aid amount um was adjusted because foundation aid has decreased um so that was taken into account um the building aid amount was increased
047uh per the amount she saw on the last slide or two slides ago so that was taken into account and the other item here you will see that has changed is the appropriated fund balance and that is in reference to our last budget presentation one thing i think that's important to note here is the appropriated fund balance per the last conversation has not increased so we did go through and review the budget to see if there were areas that we could reduce so we could be in alignment with what we what we had really presented in reference to appropriated fund balance and um not increasing that amount because i know there was a lot of concern there so that is on another slide i can just go back to foundation a and that's usually a
048buzzword they use during the their budget like oh was it last year they said they increased our foundation aid but took money from somewhere else was that last year or last year we did have a hefty increase in foundation aid um i don't know if they one year they changed something when they were i could you know i just thought because they always they always use that as hey you know we're giving the schools more foundation and doesn't seem to always i think they increased foundation but they took away different territories i think overall you'll hear the governor say hey we're increasing aid for education by say four percent but the reality is it isn't four percent of the foundation a few years ago we only got eighty thousand dollars increasing foundation uh but there
049may have been other building aids and um another thing that they did was two budgets ago um they we the state received federal funds and they called it a pandemic adjustment so they took it out of state aid and then backfilled it with federal aid so it was no there was no adjustment there sorry no it's okay are you good with this slide okay so um in reference to the uh to the expense reduction um pertaining to foundation aid decreasing and building aid increasing there was about a 78 000 difference so these were the areas that were reduced to cover uh that reduction so you'll see buildings each building two thousand dollar reduction in supplies charter school was reduced uh myself and the secretary looked at how many students were estimated to graduate first on
050average how many new students were seeing each year and we felt comfortable making that reduction state aided areas textbook library software and hardware were reduced in total by 14 000. that is simply based on what we spend versus how much is actually aided those are hard aid lines so there are amounts there as well as the fact that there is american rescue funds and we do have money in those areas of supplies and equipment that if things are being necessary they can funnel that way um food service originally was a request for fifteen thousand we did reduce that um so that is a reduction of seven 000 conference and travel we're just pushing more into american rescue which has already been allowed and approved per our current application for the american rescue funds trs was
051reduced slightly as well as spica and that is just based on new hires and the salary so the percentage we went back and reviewed some of those areas to see if if we had whip over to do that so those are the areas that we reduced to make up the difference uh due to the decrease in the foundation aid so with the t-rex [Music] so um trs had an increase in there for the current year and we did have um retirements so even with the new hires and taking into consideration on the retirements it i feel comfortable with that amount um and fico was the same any question do you want to talk about this like sure thank you ruby so you know as you've seen before the slide really hasn't changed much i don't
052believe right so these are the uh additional requests that we're asking the board's uh consideration to include in the budget that would be the hiring of an eml teacher previously we were paying both these i think for that service or uh cheryl is that uh that does that really wasn't boces that's just the need we have so many more kids that has that have that need the social worker is a very important request to continue to include in this budget we absolutely needed the services of the speech teacher and of course the elementary teacher we have already covered we are asking the board to allow us to make the elementary string teacher uh going from a 0.6 and adding the 0.4 so that the teacher is a one full-time equivalent service that we provide our
053students the increase to the athletic director's salary the increase to the budget for the national academy of finance and the transfer to food service has already decreased as previously discussed so you have seen the slide multiple times this is in reference to what will be proposition two that is four 65 passenger buses 129 passenger bus and uh the two ford f 350s what i will express here um is depending on the ability of a grant you may also see us if the grant can fully fund of us purchasing an electric bus and and some of those components um but that is separate from this proposition so i just want to make sure that is known that this is for what is on this proposition in the event that the funding is allowable or um even
054districts as they try it out with one bus if that's possible that would be separate and that would have to be fully funded through appearance just so it's said in advance any questions on this okay um this is just a overall recap in reference to state aid building aid sales tax other revenue and appropriated fund balance and then we have our expense areas in reference to salaries benefits and other costs and so with the request difference to tax cap is zero and you will see the um appropriated fund balance amount has been increased and we'll talk again about it on the next slide yes so just a quick question i mean if we're going to move towards electric buses and a mandate um will we look at our continued bus renewal program as it is
055or will we look to make changes i mean in reality if in two years we will be starting to roll our buses does it make sense to hold these buses one more year i mean i know we can put them out to auction but if everybody's going electric the auction rate is we're not gonna we're not gonna be receiving the same amount of president for those buses so i'm just i don't know if there's something else we'll look at it just came to mind when we saw this i mean in the whole change over our boston lobster you know we might be able to take a look at this and and i don't know if it would work but if we got them another year there would be that money sliding into our electric community
056if it could work i don't we can definitely um look at that we don't usually do the purchase of the buses until the fall so that does give us some time i i would still move forward with prop 2. for sure i'm just saying going forward right it very well could be something where um especially after meeting tomorrow and then as we gather more information we may be looking at a situation where this changes not in the amount that is requested but in the type of vehicle that we're actually purchasing and and the number of vehicles so that will be a continued uh conversation but i can make note of that for sure just on monday back to the bus line i know it probably varies but about how many years we get out of
057the bus i want to six it's ten years sometimes it's over a hundred thousand miles in ten years your eyes looked like you're not a problem so um this shows a proposed budget with no gap and i did want to reference again here that we increased appropriated fund balance um to close the gap so the plan would be to function for the upcoming year mission critical our administrators have received an email as well for me in reference to functioning um under mission critical and then the monitoring and reporting there will be some things happening a little bit differently internally in reference to purchasing in reference to supplies that we currently do that will funnel a little bit different we do have a meeting scheduled with our clerical staff next month to go over the adjustments
058in that area that are going to take place to allow for additional monitoring and additional components of reporting so i can get that out to the board more frequently in what's happening any questions the next slide is fun balance nothing on here has changed um the goal each year is to reach the four percent for um unassigned fund balance so that will be our goal and i really do not know where we will end up in our different restricted from balance areas until the budget year is complete and then we do the presentation to the board in which you will approve um any funds being added to the current reserves or new reserves that are developed this slide is new um i was able to work with forecast five in reference to predicting out a
059little bit our tax cap calculator i think it's important to know not only with foundation aid and what is to come in the future as much of the future as they're showing right now but also to know in the local area what that looks like so the highlighted blue is the proposed um that is the same amount that you've seen since we've been presenting so that is 5.59 a little bit over two million dollars but what was important to be shown was the projected years so um there are some areas that are highlighted in green that i'm making some very basic assumptions um tax-based tax base growth factor is not set by me or anybody in the district um that is information that comes from the county and is updated each year so that is
060based on the growth that happens in the area and then the allowable growth factor is the two percent tax cap you will see here that i have used two percent um i figured go higher and if it comes in lower then those numbers will be adjusted but this just shows you where we would be um percentage-wise each year so we're looking at 2.41 for the 2024 um you're on you're looking at 2.05 percent for 2025 2.45 and 2.52 so if it does look like it is stabilizing in reference to what is currently happening based on this information things will change um and the only thing that is really solid in this is your that service so that is coming from what we actually know in reference to uh dot service being paid out and that
061also still only stays with that number if there's no other capital component so if we decide we're going to do another capital project in a year two years three years that will then impact your tax cap calculation as well as the buses so i just want to make sure that is mentioned as well that is not bus borrowing is figured in here not at the electric bus rate because i don't have that information yet but once i have that information we'll update this again um so this will probably be something that you've seen probably twice a year um that way you're just aware of what the future holds any questions this just shows um what the 5.59 percent means on an estimated value uh per thousand so you see here and we've talked about this
062before um the actual for 2020-2021 was 19.78 per thousand um the actual for 2021 2022 was 16.20 and that was due to the reassessment that happened and then the estimate for the 2022-23 is estimated at 17.10 and then i do show highlighted on what those projected prior two years look like as well so in the event that the assessed overall assessed value increases then this number will be lower than 17.10 but that information is not finalized until uh july so we do go based off of the prior year's information and so we just have some important upcoming dates we have may 9th which is our budget public hearing and we also have the budget vote on may 17. questions [Music] thoughts about any of these issues no no no so we can presume that they're
063fine with it yes did they all make that motion can i get a second i'll stop you all in favor aye opposed carry five zero okay and i did make sure in the information that it does list it out on the different things that are inclusive um just in case i think that helps just on my end when i'm sending things to people just to just thank you to the board for all of your questions and comments over the many months that we have worked together on the budget with the board's permission i'm going to ask mr lauria in the next couple days to start putting out anticipate anticipated postings so that we can at least inform interested candidates to begin applying based on the adoption of the budget today thank you all right um
064the next couple of items are informational pieces so we have the check warrant for the month of march we have our 20 20 20 22. fire inspection as uh information um you should have a nice thick packet of that for you to review and then we also have budget transfers under 15 000. does anybody have any questions all right so we're on to special information good evening everyone um there are cpsc and csc program recommendations as we end our annual reviews i think we have just about a month left um so and we will be finalized and in addition we are getting ready for our summer school last year we have about 100 students um reviews are going on and we're expecting about another hundred students so we're very excited about that if i can
065have action please on those items i appreciate it thank you very much i just wanted to show the board a trailer a movie trailer regarding our upcoming presentation on may 4th it'll be 6 30 in our high school auditorium and we're going to be screening the documentary film flight and this is just a two-minute uh trailer just to just to show the board and the community uh why we think it's important to get all interested community members and parents to join us that evening thank you mark if you can give us just a little more volume more than two billion people have smartphones today and we're checking them about on average 150 times every day what's the world look like where two billion people are checking our devices 150 times a day i was nine
066when i first got my phone and i can remember being on a school trip and one of my friends scrolling through instagram like what is that she's like it's instagram you know i'll help you make one i'll get sick when i got my first phone was almost instant the first thing i got was facebook because everyone was on facebook i take my phone with me to the bathroom and i connect my phone to my speaker which i play music on go to school the whole car ride i'm on my phone so when i'm on it late at night i sometimes fall asleep on it and then they have to turn off all the lights and take it from me in social media you need to have some thick skin i think i have an unhealthy
067relationship with my phone in social media my parents say i'm a bit addicted to it i use my phone too much it's it's become a habit for like muscle memory we want to have that recognition of people seeing like everything we're doing and we want to have those comments and the likes to like reassure yourself that what you're doing is good there's a lot of data that show that people get addicted to their phones because the same addiction centers light up as they would if you were using heroin and also if you're in love with someone there's another part of your brain that lights up on an mri and people have that same part of their brain light up about their phone what i love they they do if you look at the brain social
068media is never the thing that's evil you create a caring community then well you know social media media will be caring as well the things i think is most important for teenagers that young people understand is these devices are not designed for you in many ways that you are not the customer you are the product being sold here and are you really using technology or is technology using you [Music] so thank you we're excited to work with jessica hutchings and brody kaiser our principals and cheryl cardone to put together a presentation for our community uh based on all this information now that film was made in so we recognize that the students in our school don't have facebook in-house but they certainly have they certainly have our you know tick tock and snapchat just trying
069to figure out how to do this there you go so uh so i did want to share that with you and just a little bit more information the wall street journal just conducted an investigation last year that found that the tick tock algorithms do figure out exactly what users like based on the amount of time they watch each video and then the even if you hesitate just for a few seconds while watching a real or tick-tock video they begin to collect that information and in some cases that could be good if you're into gardening and you're watching gardening videos that could be pretty exciting and then you get more unique gardening videos i don't um our kids are watching here so it's so we we plan on sharing this information on may 4th with our
070families you heard the in the trailer um the the young lady talk about how your brain lights up and that's called dopamine and it dopamine is a neurotransmitter that gets released in the brain when it's expecting a reward a flood of dopamine reinforces cravings for something enjoyable such as something tasty a great meal a drug or even something funny these things activate dopamine in our brains and based on this pediatrician john hudson hud hutton he's saying that tick-tock is a dopamine machine and we really do need to educate our families and our students so that they're aware of how brain science works and how how addictive some social media apps like tic tac and instagram are additionally other studies are coming out looking at the prolonged focus that's needed for attention to reading and solving
071math problems and that's called directed attention and there's there's also sustained attention and apps like tick tock and instagram are designed to constantly change and feed your brain that dopamine so it makes it much more challenging for students to engage in sustained attention versus directed attention and so that's that's what this thought says so and additionally to the atlantic just published an article and i believe i included that in the documents uh for the board uh tonight and you know this is connecting a longitudinal look at the mental health of our students across the united states from 2009 to 2021 this article in the atlantic says that feelings of sadness or hopelessness have risen from 26 in say 2004 maybe i think that says 2011 uh until the most recent uh time uh up to
07244 uh of sadness and hopelessness have increased from high school teens over that long period of time so the big picture is the same across all categories almost every measure of mental health is getting worse for every teenage demographic and there are a lot of layers and a lot of pieces connected to that but this article is indicating that engagement in social media particularly for young teenage girls is increasing at an exponential rate um so the the author of the article derek thompson from the atlantic he says that social media isn't like rat poison it isn't toxic to everyone but it's like it's more like alcohol a mildly addictive substance that can enhance social situations but can also lead to dependency and depression among minority the minority or among a minority of users the company's
073internal research in 2020 instagram did its own study and did its own research and in 2020 they found that while most users had a positive relationship with the app one third of the teen female users said that instagram made them feel worse even though these girls feel unable well even though these girls feel unable to stop themselves from logging onto their instagram accounts so there really is a public health crisis in my opinion for our very young students and that's why this targeted intervention and program is focused right now on our middle school students so another study out of cambridge university examined 84 000 individuals and found that social media was strongly associated with worst mental health during certain sensitive life periods including girls ages 11 to 13. so i think you know you know
074our plan on may 4th is to have our parent community night it should be really great starting at 6 30 we'll show the whole film we will also show the wall street journal did an excellent study they created about 10 or they created user bots they called them and gave each user back uh some like uh some uh some attributes that they that they liked and they did a study to to see how tick-tock how quickly tick-tock identified what those attributes were even though tic-tac didn't know the attributes of the users so we'll show a little bit of that film too again life was created in 2018 but the video of the 10-minute video from the wall street journal was just created and it's exceptionally powerful for our families to see so we hope that
075we get great attendance for the may 4th night also i think i shared with the board that the next day our middle school students will watch the entire film and have some guided conversations with teachers it'll there'll be an introduction for our middle school students from our high school students jessica hutchings and brodie kaiser worked with some high school students and they're going to have a message for our kids and then on the 6th on our web day where everybody belongs day our high school student leaders will actually work with 8th grade web leaders and the rest of middle school students to continue conversations about finding a healthy balance in their lives with social media and then really exciting on june 3rd on a web day in the middle school the kids will be asked
076to create digital advertisements posters and public service announcements little video shorts and we're going to partner with the grand island chamber of commerce and we hope i have a presentation with the chamber of commerce this thursday we hope that local businesses will display the posters that our no school kids will create on may 6th and have qr codes that will take interested citizens of grand island to their public service announcements and so not only is this going to be endeavor of our high school students our middle school and high school administration our social workers and our web leaders in eighth grade but beyond that this will be a program that is accepted and adopted and reinforced by the businesses of great island so i think that's really exciting does anybody have any questions about this
077video just middle school is gonna watch it right now yep just middle school right now yes absolutely in fact we're opening this event to the entire community st stevens kids can come i've already communicated with lynn ortiz anybody in the community whether you have a child in our school or not are welcome to attend thank you very much absolutely and just for word to know i know i'm talking a little long on this but we're going to have a pre-survey opportunity for any parent that comes on may 4th to give us feedback before they watch the film and then a post survey form that they'll give us feedback because one of the challenges i think when we look at middle school particularly high school is what do our high school parents believe is necessary for
078kids when it comes to their devices at school would would high school parents support this not being allowed to be on the desktop of our kids in high school because we give everybody a chromebook they have access to but do they really need this next to their chromebook right and so we really really want to reach out to the community to see what parents would tolerate as we consider maybe some more restrictions on cell phones in some classes yes so we're going to be looking at that carefully but we really we just don't want to come down draconian we really want to educate and then give feedback from the community so i do you know just to conclude the superintendent's report i do want to congratulate liam and peyton they were in the buffalo news
079as federation and first team all-stars so they did a fantastic job the pictures were absolutely amazing there were other pictures of the boys and and we also had one of our students receive honorable mention catherine gents was recognized in business first as a mover and shaker under 25 i believe her mom works at the middle school as one of our cte instructors so i thought this was just a really wonderful attribution for her and the celebrated celebration of inspiration is coming up pretty quick and it's kind of hard to see all those names but many many of our teachers and staff will be recognized by high school seniors and i believe that's a thursday coming up or just uh april 28th so it should be a wonderful night and i do want to thank our
080social workers and counselors who brought students to the kids escaping drug summit these students spend an entire day you know being inspired to come back and be leaders amongst their peers to help kids uh choose a healthier lifestyle and then these are just some cute pictures that i threw in just to show you all the wonderful things that happened just before we went into our break well thank you very much that's all i have for you tonight you know we just have a few things left to go over these students it is five tonight if any of our high school students are not able to drive after nine pm you can come up to your uh board table and get your sheet sign mr broker assistant and if you can hear us in the cafeteria
081high school you can also come and sign yourself all right on to the board of education airport hopefully i pronounced i'm right and then we did have richie agustino that came to one of our meetings and spoke on behalf of mark so and i also believe um the other person that is here and it is my understanding that they are both we can't have two even to win we can't have two from williamsport so i don't know if anybody knows individuals would like to speak on being is zero all in favor [Music] session um not in this agenda at this time public comments are embedded from those individuals who desire to address the board of education and any topic which is not on the agenda residents who have previously signed up to speak will be
082recognized by the president or vice president when speaking please identify yourself first speak clearly and loudly enough for everyone in the room to hear speakers are requested to limit the remarks to no more than three minutes to appoint a spokesperson if a concern is a group concern and if necessary or desired to supplement verbal presentations with written reports personal comments toward a member of the community staff or board of education will not be appropriate and alex jordan sign up hi i'm alice gerard with the island dispatch i'm really sorry that the kids left because this was partially aimed toward them so i'm hoping the message can get through um on this saturday we're having the island white cleanup and i will be running around everywhere to take pictures but unfortunately i'm one person so i
083can't be everywhere at the same time and i would really be grateful if um people here or students i would love to have students participate in sending me photographs and my email address for photographs which should be in the jpeg jpeg formula format is dispatch at wny papers within s of the end dot com and thank you very much in advance for your wonderful pictures thank you all right to the committee of the whole items and information around people uh just one quick last shout out for the music community award um since gosh the concerts at sidway the kagamine enough i was impressed from the onset my family members friends that came to see them so well-deserved award glad to see it so they got it in the 11th year uh congratulations to all those
084students who went to all accounting all their teachers at the that are going to be recognized for celebration of inspiration and go varsity girls lacrosse they won 16 0 20. yeah [Music] all right you guys know the drill july stopped your golf club for gizmo uh just a couple uh now uh important dates to come up march 21st is our regular board meeting we do have our budget public hearing on may 9th we do have our election for board members and also for our budget on may 17th we have two positions open for the board of education so good luck to all of those who are running i did want to mention that um on may april 25th we will be having our iowa wide pta meetings so for all the parents if they'd like
085to see a small presentation of the budget it will be done by dr harrison dr graham and that's all i have and then you very much so just i i know i mentioned this at the last board meeting i'm just going to say it one more time uh over the past few months we've received some questions about whether or not we are teaching critical race theory uh in our district our curriculum follows the new york state standards it does not include the critical race theory we encourage our students to be independent thinkers and we do support or we do not excuse me support the indoctrination of any specific political belief system everyone of course has the right to know what's being taught our social studies framework that we follow is posted on the new york
086state education department website and it's visible for everybody to see and as the board knows our mission is for green island students is to inspire students to achieve the highest potential and that's by fostering academic excellence personal growth and social responsibility we will continue to operate with the understanding that keeping the concepts of equity diversity and inclusion at the forefront of our thoughts and actions ultimately fosters a culture that promotes excellence for our students so i just wanted to reinforce that i know that that comes up every now and then and then i think you mentioned island pta and tuesday april 26th we're going to be recognizing cheryl cardone sue marston and amy boutey at the western new york education service council awards of excellent excellence at the creekside banquet facility so congratulations to those
087individuals as well thank you very much all right and with that i will motion to adjourn meeting at 903 all in favor but i didn't mean what was your vote
