if you want to skip ahead in your agenda to the work session with dr cusco and mr fraser on goals and responsibilities they will present to us at this time before we get started i just want to thank you for inviting us here to um share some information with you tonight but more importantly i just want to comment how the students have presented to them so well poised and just wonderful ambassadors for grand island so thank you it's it's hearkening for me not getting out as much as i like to go into building to see how students are you know presenting themselves out in districts and congratulations to all of the speakers who did a great job that's great thank you dr costco and for our students you're more than welcome to stay forward you
can go it's all a up to you but we're going to have the rest of the agenda where there's a presentation and a lot of pieces to the agenda so you're more than welcome to stay or to help and our participation in government students my name is dr lynn plusko i'm the district superintendent for erie 1 boces i'm also the commissioner's representative in the fields for the 19 component districts here around buffalo so i work with all of the superintendents from our 19 components as well as i am the um ceo for everyone boces all of our cte programs our special ed programs as well as providing internet service to about 104 districts in western new york and support for districts in terms of implementing instructional technology programs in their schools steve i'm going to
give it to you good evening and thank you for having us tonight my name is steve fraser i am the director of professional development for earring on boces my role there is to work with a team that works with districts predominantly i most often interact with the assistant superintendents of curriculum instruction around improvement of student achievement and student learning along with best practices in instruction i also work with districts on various projects like strategic planning and then sometimes through presentations like this thank you steve thank you for the opportunity tonight um tonight we're going to be working with the board in terms of talking about uh the roles and responsibilities of the board of education as well as the superintendents this is the 60 000 foot view it will take about 15-20 minutes just to
get the conversation started and then however deep of the day you want to go into from here is entirely up to you but this will give you the broad rush sense of what those responsibilities and rules are for each the board and the superintendent see the human duty immediately sure thank you um the agenda so one thing that i want to um to inform everyone is everything that you're going to see tonight or most of the things that you're going to see is actually district policy and district policy is based on law education law specifically um we are going to do some work around the goals of the board of education and the superintendent and how those two entities are working together the powers in the powers and duties of both of those groups some
of the legal statutes and authority things that they are allowed to do things that they are not allowed to do based on law and then um then we're going to take some of that learning and we're going to actually practice with some scenarios so to that end you in the audience will probably see our gaps more than our fronts because tonight we are working with the board so please don't um i don't mean to be rude by getting my back to you i just wanted to explain that okay so we're starting off tonight um with the organizational chart and this organizational chart is also in your policy manual and i think that it's a good visual representation of how the district government is established you see in the orange in the center you have the
grand island community and the grand island community goes through a board of education vote so all of you are voted in by your community as their representatives here for the district and then the board of education one of their most important responsibilities is hiring a superintendent because basically the superintendent is the person who implements the board policies that are established by the board and then everyone in the district assistant superintendents teachers clerical folks all report to the superintendent the board has one employee and that is the superintendent okay so just just a little structure uh to these slides to uh to to give everyone a little backup at the top you see that there's a title and those are the titles that are actually in your policy and then they're folded by those numbers so
you can see that 43 20. if you were to go to grand island's policies look up 4320 you're going to see a lot of the language that you see right here at the bottom is references to educational law the law that really dictates a lot of policy what we did is we highlighted each of these slides with some uh some information that we feel that is important and clarifies kind of some of the roles of responsibilities so for instance on this particular site you can see at the top um as dr fusco uh mentioned kind of the role of the board the board's specific role is to deliberate and establish policies for the organization superintendent who is acting of executive officer is held accountable to the board for compliance with this policy so that's kind
of reiterating that the board as the one employee and not being superintendent and then you can see in letter c um this is a very important piece and probably more important during these days that we have been through the copa experience the superintendent may not perform cause or allow to be performed any act that is unlawful or in violation of law and i think this has become a highlighted point is we have lived through executive orders from the governor from our county officials all of that becomes very relevant as a matter of fact if you thank you the superintendent and each of the board members during their installation as a trustee must sign and give the oath of office and jude usually does that and then these oaths once they're signed and once they're completed
go into erie county to establish that you all have scored that home thank you so the powers and duty of the board basically are outlined in law and powers and duties are set forth in new york state education law principally there are three articles 33 35 and 37 not that you're going to run out there and read those um but we get a little further along in the policy you'll see some of them enumerated as well as other applicable federal and state laws and regulations so this slide here really focuses on the school district and board of education legal status and authority uh so there's definitely governing laws that keeps the board within the specific parameters the grand island central school district is governed by law set forth by the central school district for the
education law article 37 and again you get you you have references to the educational law that is cited at the bottom of the spot constitution of the state of new york places the responsibility of public education on the state legislature and direct the establishment of the state department of education for general supervision over schools and candidates headed by the commissioner of education dr fusco alluded to that she is a liaison between say that and only christians in addition to their electric boards legally local awards are incidents of new york state constitution the new york state the new york statutes and regulations of the state education department and the commissioner so we work in direct compliance with new u.s state and also essential education within the limitation of federal and state laws and regulations of the
commissioner of education board members have no authority over school affairs as individuals they act as and that's something i think that is a misconception in the public is that the board individual board members have individual authority but the authority comes as a corporate board and that's why you all vote on resolutions that come to you so individual members certainly represent the community but it is the board corporate that makes decisions and that's through the resolution and voting on those resolutions process okay so the role of the board of education is the performance of all functions required by statute which cannot be delegated legally or prudently two of those responsibilities which are the main responsibilities are the development of policy and your fiduciary responsibilities to the district and that's why the board is so intimately involved
in the budgeting process and developing the district budget because again to reiterate two primary functions of the board policy development and fiduciary responsibility the selection of the superintendent who is competent to manage the district school system that again is another sole responsibility of the board corporate not an individual member but the board in his entirety and another role of the board of education is once that superintendent is hired the board's responsibility is to support that superintendent and assist that superintendent in the implementation of those policies and that budget okay with an elected role uh comes from ethical responsibility um and some of the things here is uh each board member needs to observe state and federal laws and regulations pertaining to education they need to take official action only in public session unless otherwise authorized
by law they need to remember at all times board member is one of an educational team and they need to recognize that the strength of the school school board is as a board and activated not not as individuals so you're seeing some redundancy in some of the policy to emphasize these specific goals that you operate as um you know ethics in government has been a big focus in the news probably in the past year if not even a little bit before that so um there are um consequences for a violation of ethics and you see that here resignation and dismissal a board member can be removed from office by the commissioner of education for the willful violation of any provision of law so that is very important the commissioner does receive um requests for dismissal
not very often but they do happen the board of education may also remove a board number for misconduct relating to the exercise of authority as a board member and remember it's a corporate board individuals on board are just at their individuals actually takes place in the whole so the slide previously in terms of ethics those are coming to the fore as ethics issues come to the foreground in our political arena as well the superintendent of schools this is where tennis schools is the chief executive office officer of the school of district he or she is responsible for carrying out policies off the board and for keeping us informed of matters which should be made by the board in reaching decisions he or she is responsible to the board and his or her stewardship of the
entire school system um so so the superintendent is working with the board but the superintendent is also kind of the ceo of the operations the daily operations of the students so you all have the presentation in front of you because you obviously can't read from looking at me the stuff that's back in um do you have any questions before we go into uh the application of some of what you've heard here tonight we have a couple of scenarios that we kind of want to play out and again we'll be interacting with the board any questions thoughts oh be guilty so this is an application of what we talked about tonight and that is in all of your policies or the policies that we highlighted tonight these are what is and i'm sure that you all
will have or many of you will have experienced some of these things a parent emails the board of education seeking their permission to allow their child to have specific accommodations to reduce test taking anxiety is this something for the whole right okay so probably it would go to a principal etc i'm sure there is a process in the district for any issues certain issues and how they would come to the administration okay a parent emails a one this gives it away right uh born an education member indicating that they have reason to believe there has been wrongdoing dying fully the parent wants the board member to investigate their allegation is that board member role no so um i'm sure that there is an among you with your superintendent you have some strategies or opportunities to
share information and then the superintendent would take that information and move forward with it in whatever way he would see fit he or she would be fit a community member speaks to a board member at the local supermarket not that that has never happened to any of you right um the parent is concerned that high school students are no longer allowed to carry full backpacks to every classroom the parent wants the board member to change this new rule is that a board's responsibility no they have something that would come from the floor to the superintendent and then the superintendent would manage or investigate et cetera et cetera i think you're getting getting the job if these situations do occur it's not like as an individual board member we do not communicate right so if i
was addressed myself or if she was a doctor cell would you communicate to the whole board and the superintendent every concern is brought back to the school i think that's important to know right like we're not just listening and saying oh that's not our job you know everything at least i can speak for myself every complaint or conversation that i have with a parent is always communicated with everybody else and that's a wonderful point thank you for bringing that up it's not that it goes ignored it's just there's a process involved with how that flows through the government statement and in the same with the other previous two scenarios that we use with the and then also to bring it to the attention of you know in the one case it would be the building
administrator that has the student in their building or director of personal services that testing needed regarding their testing anxiety so it's not that the board isn't you know is ignoring the parent but we ask and we have dr graham well done respond to the parent and also bring it to his appropriate employee whoever that may be whether it's the principal of the building or assistant superintendent for people personal services that then needs to contact someone to have a child casted or handle the situation and that's what you need to have and you've got it in place so that's wonderful i'm wondering when if you or dr plusco if you have any suggestions regarding um i think sometimes though that may be seen as okay dr graham is maybe i don't know kind of and really
um we have as you said um and i'm glad you're doing this we do have newer your board members that um it's great as a refresher too for all of us but the fiscal responsibility and reviewing the policy is setting the budget and those are our responsibilities but when we get individuals parent concerns community concerns event has to do with the day-to-day running of the school we make sure that um and we have complete confidence and dr graham is always great about responding to parents and communicating with our community he does an excellent job of that but we always um follow up you know we do ask you know oh and that graham always does so i just want to make sure how we then kind of get out of the perception yeah that's not
our job it's our role and um we do have confidence in the administrators and uh the teachers and the staff that's hired to do those jobs so i guess i would say that um when we are emailed dr graham is emailed as well right along with us so when you're even going to work education that email address i will say to you that if we see something that we don't like we don't think it's being handled properly um could have been done differently in the event that in the event that we would see something like that that would be addressed in executive sessions between ourselves and the superintendent so um so the public would not be privy to some of that either right so and that's hard to understand because the employee you know it's
bound by that um the protection this is you would be by your employer so in the event that something didn't look right to us we didn't you know that wasn't following policy doing whatever for them to know that they may not know that that that that is also something that we can do as well one other responsibility at the board of education is the annual appraisal and evaluation of the superintendent that's required it's not something you just do because you do it or you don't do it it's required so those banners usually are handled in that evaluation and appraisal environment which is an executive session yes um i think that again going back to an earlier comment you know there are some misconceptions about the role of the board the role of the superintendent and
it's very common among all communities having been a superintendent and having new board members come onto the board that i've worked with there's sometimes an idea that i'm going to come and i'm going to make all these changes however you realize once you start working as a board that your authority your responsibility is all as a corporate body not as an individual and i think that is something that again generally is a misconception and then when people do um get out of the school board they realize very quickly that that's an important aspect of the governance of the school district it's all of you together again your first and most important responsibility is to hire someone that you trust and that you feel will um handle the operations of the district in the way that
you want them to do that so um you know it sounds like you're using all of the structures that you have in place in terms of everybody hearing the same thing superintendents responding to those issues that come up and your circle is bad to make sure and you're doing your annual evaluation other thoughts comments thank you for the conversation okay so let's do one more because i said only 15 minutes that i can come a few minutes all right a pair of emails board of education demanding that the board allow their child to opt out of the upcoming new york state regents exam in belgium yes no not the board and those exams are required exams um unless you have some you know strategy or structure in place for you know like a stretch course
or something with that we're going to say thank you very much for the opportunity to give you this 60 000 foot view um and if you'd like to dive deeper we're very happy to work with you so thank you very thank you much much people resume our regular agenda here with uh instructional okay we did um have anyone sign up for public comments session agenda items only so and curriculum and instruction um so there's just one informational item on our curriculum um instruction agenda just to let everyone know that we did have our staff development day this past tuesday november 2nd for election day so many of our students are holding up many of our teachers faculty staff who are here getting trained in a variety of items our theme for the day was diversity
equity inclusion which is in line with a lot of the state's mission this year and goals that we have so it's a great way to kind of jumpstart our work and we're going to be starting the diversity equity and inclusion committee that's going to be meeting on november 22nd to start addressing ways in which we can better serve our diverse needs of students in the district so some of the examples of things that our teachers were trained on during the staff development day include we had speakers here from a refugee center journeys in buffalo new york felicia and our ell team presented to all of our staff on how to assimilate new students they're coming from non-english language speaking countries they did a phenomenal job with her and jill and darrow and the inviter and
karen around joe so it was it was a great session for our teachers and folks we also got the pride center out here speaking to some of our teachers at the secondary level as well as many other things going on throughout the day so our teachers got a chance to look at their curriculum and kind of look at our student population and see where we may need to infuse some elements of whether it's religion language or culture so a lot of work went on that day very proud of all the work that our teachers and faculty did so i just wanted to bring it to our board's attention and thank everyone who helped participate and planned the day thank you okay now that brings us to personnel instructional um bye okay i'd like to have
a motion to approve pi1 through ti briefly linda and personnel non-instructional if i have a motion to approve non-instructional pni-1 through pmi three please follow me in a second all in favor any objection motion period six zero thank you for here just wanna check with their principles if we have any uh introductions tonight and that brings us to finance section i'll just speak to dr harris's indication there all the items a through e are action items three of the items are about obsolete equipment that have been recommended to the board to dean as obsolete there's an item here regarding the donation and the last big item is the capital outlay resolution that would allow us to move forward for the small capital outlay project which is about 100 000 and and is focused on this
building new uh door locks that would be attributed to every classroom and office space in the building so we're asking for action on random state zero and also cpsc um thank you very much uh there's two items under the superintendent report the first is looking for the board's approval of the safety plan i think the agenda says information but we're looking for action for the board to approve the safety plan that's posted on our website let's try to stop there if i can have a motion to approve um motion period okay just give me one second let me reset the presentation looks like there is a technical difficulty so i'm going to just draw the board's attention does the board have a copy of the copic presentation very good apologize to our audience uh for
having an issue with our internet connectivity on the bigger screen just for the board's information a look at the slides that i handed out to you for the award it's important just as you know i keep track of the week to week that change of individuals in grand island who are positive our graph that is displayed for you on the first slide shows that the week to week net change is very very similar to your last year so if you look at the arrow on the left and look at the arrow on the right you'll see that there's very little change even though the week tweak net change did increase on greyhound by 78 from the previous week so this data has been keeping track of cove and positive individuals on great island since march
of 2020 and as of this slide there are 2 522 individuals since march of 2020 who have been identified as having covered the next slide just as little information for the board to understand that since our last board meeting there have been 33 students identified with colgan 19 since the last board meeting and as a result of 121 other individuals who have had to quarantine as a result additionally since the last board meeting there have been 11 more employees identified having copied and 17 other individuals who needed to quarantine so to aggregate that since september 1st there have been 65 students since september 1st identified as having coded and 257 other individuals who've had quarantine as a result and then we've had 17 employees and 24 others who had the quarantine any questions so um
the next slide is just an aggregate look at the age groups in erie county from march of 2020 to the end of october of this last month so you'll see all of the individuals by age group who have been deemed positive in that graph and then the next slide is the last week results by the age group so you'll see that the zero to nine age group in hall of erie county that there were 127 girls and 109 boys identified with cobit in the week of october 24th to october 30th and then the other age group 10 to 19 141 girls and 168 boys and that's all of your talent this next slide is just a look at students and school staff in erie county the last week there were 323 students and 59 staff
members identified and coveted in our erie county schools the next slide just shows that there were an increase to 2 212 individuals being identified with covid at the week ending october 30th and you can see that's an increase from october 23rd and so on throughout that chart and then as of november 3rd there was also uh this slide shows an increase in copied uh 381 new cases reported the weekend of november 3rd so this other slide that you have in front of you shows that there are 153 people as of november they're hospitalized 34 people who are in the icu and 22 people on an airway assist and of course you've seen this slide before the cdc does recommend if individuals consider being vaccinated that there is an increase in helping people avoid hospitalization and
this other slide i think is is important this is a slide that comes out of the erie county department health and it shows the current number of patients in the hospital how many are vaccinated and how they are not vaccinated and lastly this is just an update for grain island the population of 20 year olds and older who are vaccinated on grand island is 83.7 the population of children on grand island who are vaccinated say between the ages of 12 and 19 is 30 does anybody have any questions about those slides also it's important for the board to know that the erie niagara school superintendents association is currently advocating for a test to stay program the idea is that a parent if a parent's child is identified as a close contact to somebody who is
positive with the kodi the parent could choose to stay in quarantine or if the test estate program is approved by the erie county department of health the child could be tested on a daily basis and stay in school as long as they're asymptomatic i'm just going to pause there to see if the board has any questions about that test to stay alright each of those seven days that's correct the very next day yep they would test out before coming to school yeah so again it would be completely a parent's choice uh right now a child who is not vaccinated is required to quarantine a test to stay program to allow that child to attend school as depending on the date of identification could also include the weekend but it would be plus the following monday
and tuesday which is actually which is really the full-time period that's my understanding for those school days and a tesla state program could also be beneficial for a child who is maybe with a runny nose or a headache and would be told to go home and get tested the tesla state program could very well keep that child in school and the thought would be is who would become it would be hopefully covered by erie county through the near state department of health meaning all of the uh all of the rapid tests our goal would be to have them provided by the economy so the students would come to school be tested at school to put it together would be we would do that in concert with consulting with your health we have some ideas on
how to implement that but it would have to be approved by the erie county department health um is there any indication at all from anybody and i know the answer whether there's going to be any change the education department or anybody else to start changing things sure so the name state department of health doesn't officially recommend the test to state however they have said that they would leave it up to the local health departments to make that determination so you may see in other counties throughout the year throughout new york state adopting a test to stay program with their local health department our advocacy is encouraging our health department to work with us to develop the protocols and procedures for tests to stay we in the paper recently dr burstein was quoted as that she
is reviewing all this information as as a group of superintendents we really would like to see action soon so so your hope is that with your economy's districts jumping on board or wanting that that's our goal yeah absolutely and then glenn i'm not sure if i fully answered your question right now the whole quarantine seems to be what is preferred by our county department home but i do see i believe we're going to see movement in other counties across the state at that contest our advocacy would be for everything but right now the way new york state wrote the memo to the erie county department of health it would just be for school all right just one question um on the test to stay a hope is that the health department will supply the funds
can you give just an estimate of what you believe the cost would it's going to be possible sure it's a great question i don't really know the cost of a rapid test uh i do know what a rapid test caused in our local pharmacy here in island that's in the 20 to 30 dollar range but all of these rapid tests i believe were provided to the community from health and then they will be free for our school any other questions about that so just to reinforce the concept of test to stay erie and anger counties have been working together as a group of superintendents to try to keep track of the number of individuals who've had it quarantined from september 1st to october 10th the numbers that we have are five 2 students in erie
niagara counties were put into quarantine and of that group of two thousand five hundred one point five percent uh who were considered close contacts ended up being positive so we believe that schools are safe we believe we have all the mitigation strategies in place to keep kids safe and that test to stay would allow so many more students to be in school so the last thing is i have all these great photos i can't show the people in attendance but you can see them there's been a lot of great things happening you heard mr laurie talk about staff development you have some photos there on your slides i had the pleasure of being at subway and you can see this one photo of our students doing the pledge of allegiance is just an awesome photo
so i want to thank mr antonelli and his team for working so hard with our very young children i spent a lot of time in the upk class you can see the phone goes there and how adorable the children are in our udk program you can see that there's also some entrepreneurship going on with the young man selling ice training in the upk classroom to his peers and of course the halloween parade was just outstanding mr antonelli worked with our transportation department to promote bus safety and so you'll see in one of those photos uh children are actually actually going out of the emergency window and being supported by our transportation staff i do want to congratulate our girls washington swimmers who completed the sectionals this year uh congratulations of juliana faso and anna donlon
and morgan melish and riley patterson and abby bentley who all did a great job in those competitions our girls volleyball finished in the semi-finals i had it in the section so congratulations to them our boys football team finished in the quarterfinals it was a pretty nasty rainstorm that night so you hopefully you'll enjoy that photo that i think mr austin took uh kirsten brown i think is in the audience here today and here's the video below that yeah there's a really great picture that you can't see of you but congratulations on your finishing second in section six and advancing to the states let's give here's a big round they finished in second place in the sectional final championships varsity soccer players here little lady fairy girl girls varsity soccer one section six championship in advance
to the farm west regionals they did lose in that court in that quarterfinal game of the states but let's give them a big round of applause for our fantastic and you heard from john that our girls varsity cross country team won the nfl championship and faith pogba is advancing the state so congratulations to peyton let's give her a round of applause as you heard our boys volleyball team will compete in the sectional final championship tomorrow night at orchard park high school uh versus west northwest at 5 30 pm and our chess team is also doing a fantastic job as well uh last but not least congratulations to the kids here at youth who engage in a fantastic leadership week and some fun runs and a lot of leadership for those kids so congratulations to them
and mr patrick we do have a veterans parade uh scheduled for wednesday right right and that is a wonderful tradition that you have started so thank you for doing that and you look forward to that as well that's all that i have for you tonight thank you for your patience thank you that brings us to the board of education report we have a couple uh reports on the court and this week's service so we did not actually get to golf but we are very happy that it ended up being a successful day for us anyway so we are spending time working on the scholarships and other fundings we'll be giving to organizations in our school so we're very excited about that and we do have our new golf date for not just a year but
i forgot so i will save you guys from that until the first of the year but i will be plugging it about tonight i think it's the third monday in july whenever they're 17 18 but i would put you on that i know he was looking for july 18th so since your belt closed ready um and then i just wanted to skip to the food service committee meeting um it was an excellent meeting we spoke a lot about the supply um just like everything else we're not getting the supplies we need in to supply them to our children so while everybody else is scrambling with toilet paper and other things we're doing the same thing with um food to our kids with the free programs we are also seeing a big influx of students buying
lunches which is fantastic so we're working through some of those difficulties um he's doing a fantastic job removing through all of that and coming up with the best ways to get him out to that successfully so it's been a challenge just like everything else with all of us not being able to give what we need at home but um we'll get through all that too thank you um that brings us to our next uh subject number the board of the supreme court and that's the um test to stay um i was working on a revolution this week uh we did pass it um we are working on a revolution we did pass it by the appropriate party um i'm just going to read it it has a lot of whereas and now therefore then it
be resolved as a resolution should so um it may sound to the audience a little peculiar but it's uh written in a format of a resolution whereas so are the titles on the board of education whereas the future well-being of our community relies on providing all students access to high quality education and whereas the district continues to closely monitor the spread of quoted 19 in our area with updates from governmental and public health agencies whereas the district recognizes that many healthy unvaccinated students that are close contact of an individual who touched positive or covered 19 are required to quarantine under the new york state department of health regulations and or guidance and now therefore the results effective november 8 2021 with the grand valley board of education supports and encourages the erie county department of
health to permit our district to implement a test to stay mitigation strategy that allows unvaccinated students who are close contacts to avoid school exclusion by testing negative with the daily rapid nat test or antigen test for seven days after exposure to stay in school instruction and prepare consent to this option to avoid school execution be in further results that a copy of this resolution shall be transmitted to our local boards of education rural erie and niagara region the erie county department of health our state governor new york state department of health new york state department of education and to all members of the united states house of representatives and senate representing the families in our grand island and central school district the doctor by the board of education of the grand island central school district
erie county new york at a regular open public engineering does anyone have any questions about the resolution or comments um we'd like to implement this so when the implementation came around we would then approve the process before how would that look sure so if the european environment health would allow us to move forward with the test to stay program i think their first goal is to make sure it's equitable across your county and once it's equitable then the way we operationalize we would just work together to make sure it's operational would do you anticipate that districts could have some religion in terms of how some would be to work out how to implement something that justice there would be pretty similar throughout yeah i think i think the idea is that any child across erie
county would have to have the same access an opportunity to attest the state program so you know if it was cost prohibitive then we couldn't you know if one district or one school couldn't do it then you probably all couldn't do it and this would be something it would be an option for parents so as the mandate is currently if a child is unvaccinated and they're exposed to a student that has copic they do not have an option to stay in school explore their activities or anything like that they are on their own but this would give parents the option to if they chose to be tested daily their child could still stay in school and we would also advocate for the other activities as well sure yeah it would be yeah i think you
said that perfectly uh the first goal is to stay in school anything outside of school would have to further be negotiated with your child yeah so this keeps kids in school right um all in favor any objection any extensions motion period 6-0 now um i know this requires we signatures get those at the end of the morning if uh yeah if board members could say to sign this um and make sure you uh don't let me please sign the solution um we would appreciate that and just to clarify all this does as i understand it is it shows that our school just supports this and would it would require implementation by some of the body so it's a that's correct yes and so we are in essence we're lending support to the superintendent's group that's
advocating for this for lending our support hopefully when this is transmitted to the parties in the revolution they will limit their support as well to to have this be momentum and become a practice to keep our kids in school because that's what that's what we all want we all want the kids to be in school um okay so that brings us to our public comment session general items dr greger i just want to mention we do have several people who signed up for our speakers tonight we're going to take a pause at 8.50 so that any student who's here can get their document signed and head home if you have a restriction on driving tonight so just if that's okay we'll call for a short recess for our students to get their documents thank you
address the board of um on any topic which is on the agenda residents who have previous partners not on the gender rather residents who have previously signed up to speak will be recognized by the president when speaking please identify yourself first speak clearly and loudly enough for everyone in the room to hear you speakers are required to limit their remarks to no more than three minutes to appoint a spokesperson for insurance concerns and its necessary desire to supplement the conversation personal comments for the member of the community staff or board of education will not be considered appropriate with that the first person here to sign up is colleen uh um i had some a little bit of what i wanted to talk about but this new test to stay kind of for me so i
just want to comment on that a little bit um to start with thank you for trying to come up with some type of solution for keeping the kids in school but based on the numbers i still wish that the superintendents and everyone would fight to the unvaccinated or vaccinated neither one matters as to whether or not you're spreading it and the numbers show them more than fifty percent of the people that are hospitalized right now with coven are vaccinated um and your numbers show at 1.5 out of 2500 kids it obviously they're not casting into each other any more than the vaccinated so i appreciate this test to stay as a option but i'd still like to see the school board and the superintendents working towards getting this to be truly science-based versus just agenda-based
um i still feel that it is a bullying of the investing of kids the way things are i still feel like we are trying to converse our children and our parents into something that many feel very strongly against and want to stay tested longer and i am not an anti-vaxxer as i've said before my kids are vaccinated i am not here as someone who's against it but i do still feel like parents should have the right and to choose this not to have the force upon them and the kids are being in my opinion bullied into getting vaccinated i know that there's pressure as the kids are at the level they can be vaccinated they're feeling a pressure to get it from others oh you're making someone else sick if you don't and so i
just hope you can continue to work towards making it more scientific based versus i do appreciate that part of it but i'm just concerned with if there's still the science behind what we're doing and i know you guys agree with me on that i just don't know where you can go with it thank you um i thought it was funny that all those people were here talking about their education goals and they completely left out um that the board education had to afford to uh the close contact exception uh nyset states the close contact definition excludes students who were within 360 of an effective student if both the infected student exposed students correctly consistently or well fitting mass our students being required to the distance to classrooms eliminates quarantinable situations in the classroom after phone
calls with the ecpoh new york state department of health the only written or otherwise guidance for public transportation is that mass are to be born there is no guidance in any form regarding close contact exposure to quarantine and i said only purpose regarding close contact exposure to quarantine are in regards to being indoors if being on the bus is considered to be indoors and especially gisb 19 transportation guidelines stated social distance will be created between our children on our school buses with one student proceed siblings or children who reside in the same household will sit in the same scene no more than two to a seat our students are being required to do master distance on bus this eliminates foreign fuel situations writing buses gisd does not have the discretion to redefine important people's situations
this week's lunch is the only time left to have a corn table situation had some information here but it was contrary to a quick conversation ahead so i would leave that out i suggest that we work with all the room that we have all the possible rooms all the available stuff and eliminate the final quarantinable situation which is the one time period for gis leading finally gs needed to immediately return and reject all sr2 and arp funding grand island does not want our board of education to be shackled by any state or federal guidelines that come with accepting us or two and they are coming we're already shackled by the state that's not our budget is balanced if not overstated the fund is maintained great island does not need additional funding especially funding that can
only be earned by forcing mandates and guidance on every student of our district our student your students are not bargaining chips your students are the children of the people that elected you and pay your salaries 30 seconds uh quick questions um what are the penalties for districts that don't adhere to guidance not laws does the state have legal authority to withhold funding for not adhering to guidance again not breaking any laws and has our district been threatened to have state funding taken away if mandates are not adhered oh foreign uh v4 okay i apologize for that interruption there we will continue with uh nicole is not so if you don't want to um something please get vaccinated do it so that in the future you're not going to miss your senior prom you're going to
you're going to no special events if you come in contact with someone that needs to be quarantined please get vaccinated you don't want to be the student who is sitting there crying because you're missing your special that you look forward to for four years that's just my advice if you're a parent and you don't want your child in those things that are going on get them vaccinated you don't want to be the parent who's consoling your child because they are going to an event because they are not going to an event that they were really really looking forward to it's especially important if they are in high school and they are playing sports or they are really looking forward to something coercion to me persuade or convince an unwilling person to do something by using
force threats or unethical means mandates are about forget control and a violation of informed consent file the autonomy medical freedom the u.s constitution in the nuremberg code i'm not sure the overall medical knowledge or the in-depth research done by the board vet on this experimental shot but the opinionated course of statement mentioned at the last boe would indicate that there is only one agenda and it certainly isn't for the health medical or mental benefits of our children who are on this great island but only to continue to receive funding from the federal government the choice to vaccinate against any said virus should be between parents children and their pediatrician if our children who are being discriminated against for not getting this shot versus submit to the course of opinion as an authoritative figure so that
they aren't the ones sitting in the corner crying missing special events or because especially important if they are in high school in their playing sports they would be doing so under duress which is any unlawful threat or course in use to induce another act in a manner they otherwise would not do dr graham and fellow board members if you aren't aware in new york state's origin in the first degree is a class b felt as an elected school board by the residents of grand island please take note that moving forward us parents expect you to keep your opinions about this experimental shot to yourselves and not push it on to our children it is completely unethical for any persons to be forced or forced to take this clover 19 experimental shot which isn't even approved
outside of the eau status this shot is associated with nearly 15 000 deaths and a staggering 1.5 million reports adverse events to the bears for your knowledge i'll read off the adverse events listed by errors beyond gray syndrome bella's policy myocarditis peripheritis transverse myelitis encephalitis meningitis acute disseminated encephalomyelitis convulsions seizures stroke anaphylaxis acute myocardial infarction autoimmune disease thrombocytopenia cerebral arena sinus thrombosis kawasaki disease systemic inflammatory response syndrome arthritis cataplexy menstrual cycle changes multisystem inflammatory syndrome in children and finally death so i asked you ms dreyer why you push for the shock thank you i appreciate the support to attempt to help our children however we need to do more 70 of grand island eligible students for the vaccine are being discriminated against and are at risk for inappropriate education instead of being concerned and empathetic
for students facing inconsistent unfair rules you're encouraging discrimination and creating bullying within our grand island school community you may not have the ability to change the rules for the unvaccinated students but why not change the rules for the vaccinated students to mimic the same rules as the unvaccinated therefore they'll demonstrate for equality and solidarity because not only your students are receiving equitable fair or appropriate education a better solution would be to choose to say no to these ridiculous mandates that these children face at school only children are supposed to feel safe in their school and that's not being happening and it's promoted to have a toxic school culture and climate instead of a positive one there's never a justification for discrimination even if facts suggested however the fact that only one point five percent of
students are testing positive during the forced quarantine solidifies that this rule is inappropriate and wrong on so many levels when you update the community regarding kobit and the benefits of vaccine you are failing to disclose the risks associated parents and children have the right to inform consent especially if you're encouraging it just like you felt display the rest of the mask and are facing forcing participation you can be held liable for any adverse effects i would also like to add that in 2019 right before the pandemic hit new york state repealed religious exemptions for students to attend school without vaccines this displaced over 26 000 students in new york if the vaccine becomes mandated i can guarantee thousands more will be displaced in 2021 august in new york state hopefully increased more than 11 and
continues to rise i urge you to speak with our county and state leaders to deny this potential mandate on our kids to attend school we parents have provided the district with abundant amount of data information that doesn't justify these mandates at our kids and are being ignored we keep hearing these are our rules we're just following with them which is exactly what bystanders state don't we encourage our children to be up standards we must practice what we preach we are going on two years of our children not experiencing a normal or an appropriate education and if you think the vaccine will get that back to normal i think again because you have a 99 vaccination rate yet they are still required to wear a mask on campus so regardless of vaccinations uh status kids adults
are getting coveted at the same or if not more rate and okay plant theater to first um october 12th when my daughter had a panic attack at school the nursing horn both my husband and eyes and her heart rate was elevated and not going down when my husband arrived at the school he was shocked to see her with her because she's still in full panic mode and basically suffocating underneath her nest for remembers and dr graham imagine yourself in my daughter's position not to be able to believe process but didn't understand why she had to put it back and also she's worried that if it would happen again no one would be able to help her today is more than just a paycheck to me i love seeing your face after them more this school
year but i was hoping that you would see what myself and others see in just two short hours of our time like the small children who can't get through life sick of them um on a daily basis or without them will people watch or judge me our mental health is this is a status here of our lives that we are spending a lot of time in traffic nobody can recognize each other anymore nobody knows just a few weeks ago my mother said i was there's already so much stress but that just fell onto it nobody can tell except for the one person next to me because you're a full standard masculine i'm not part enough this is where they have to get nobody would be able to tell that i will possibly pass out it
is clear that your top priority would be sorry it's clear that your top priority is to prevent the spread of clothing while mental health issues are planning who is going to step in and help us dr graham and board members i hope and pray that you take my word to heart because i'm just one of many voices in the district two i pulled out right when the mandate came down to mass and currently henceforth my other two junior and senior are quite excited to then um just so they can enjoy your senior and the junior year which they are unfortunately my junior is in her second quarantine in 30 days she's missing two weeks of school she's in college classes that we had to pay for 18 classes she had fallen her eyes off because
last time the teachers failed her okay she had practically begged for work luckily this time mr broker stepped in and they've all emailed her but she's still missing two weeks of in-person learning is inappropriate is unacceptable but she's still allowed to go to work because she's an essential employee for 18 years who is going to step in and when is somebody going to be brave enough to stand up for the kids i keep hearing his protocol or we're doing this or we're doing that somebody needs to stand up and say enough is enough and i am aware that our uh board member ashley is not going to and i don't appreciate any coercion about the vaccine it's not fair to say oh well you might not be able to do this or you might not
be able to go to your special events that's inappropriate and unacceptable the people of grand island did not elect you for your opinion about the experimental vaccination you can't unfortunately support me we appreciate your opinion and we have heard it okay well thank you twice and i do appreciate it of information i just want to thank mr cool with the wonderful tour the building looks great thank you again everything was wonderful just want to quickly make the board and the community aware that many of you have been getting emails but a new software program called hakaroo i encourage everyone to sign up for that peru robin quaytech our director of technology and we're working to kind of get this in place many required surveys are starting to be required by new york state including our
diversity inclusion i mentioned a little bit earlier digital equity survey will be the first one so if you don't register for that you won't be able to participate in the survey those surveys are required for us to make sure our students have access to the technology that they need into the and they need to be successful in school so if you get those emails please do sign up don't ignore them they're going to keep emailing you unfortunately until you do so just want to keep you going forward thank you dr you i'm all set tonight all right we have a couple dates november 22nd board of education meeting and workshop and december 13th we'll have a board of education meeting workshop that one will be at peterbine for a tour with that i'd like to
request a motion to adjourn at 9 00 p.m in the second second all in favor and injection any extensions motion carrying 6-0 thank you good night everyone board members please sign the resolution before we
