testing. I didn't get anything We're going to call to order the Monday, June 8th regular meeting at 7:51 and oh 651, sorry. And um we'll begin with the pledge, please. To the flag of the stands one nation indivisible with liberty and justice for all. >> Okay. Some housekeeping. Please take note of emergency on the side and behind you. There's no smoking anywhere on school property. And if you're planning to address the board, please sign in on the sheet provided. This meeting is being streamed on our YouTube page. There are two sheets up there. Just want to call your attention. The first one is related to agenda items. The second one is related to any other topic that you would like to discuss. Um before we go into the agenda, I just want to make a
couple of announcements. For consent agenda, we have two walk-on items. One is a scholarship donation for the high school and the second one is an agreement between Greenberg Graham and the district for services and in addition uh agenda item number 12 will be pulled to vote on separately. So I just wanted to make those announcements. Um we also will be breaking at 7:30 for an executive session to meet with council. So, I'm sorry that's kind of like right in the middle of the meeting. We're gonna get as far as we can before then, but we will break at 7:30 for executive session and then we'll come back after that and and finish the meeting. So, just wanted to make you aware of that as well. Okay. All right. So, we will begin with uh correspondence.
>> So, um Berea Elementary School fifth grade. Oh, sorry. Good evening everyone. Berea Elementary School fifth grade moving up ceremony is on June 22nd and the eighth grade moving up ceremony and award ceremony is on June 24th for the middle school. There are other elementary schools moving up. We will announce those on on at our next meeting. >> No. Okay. Commendations. So I would like to congratulate Miss Ponia, Miss Samuelson, Miss Ravar, and Miss Terrell Lavora for earning a level three board mastery award from the New York State Board of Association. This award is presented for their participation and leadership development opportunities totaling 250 points. Thank you so much for your dedication and hard work. I'm happy to announce Shane Kelly, one of our unified basketball athletes, will be the recipient of the Tyler Muse
Most Valuable Player Award this year, and he was actually awarded that last week at the athlete breakfast. He was recognized at the May 12th Unified Basketball Game in front of his peers. He also received a special invitation to the scholar athlete breakfast in June where they announced that he has been chosen for this great award. Thank you for everyone for your support, nomination of Shane and work in putting together his application for the award. Since this is their last board meeting, I'd like to thank the student reps, Omar Go, Isabelle Ramos, and Madison Jones for their contributions this year. We wish them much success as they pursue their future endeavors in college careers or careers careers as well. Thank you so much for your participation. We have had a busy month. A lot of honorable

Fifth grade all district concert was on May 19th. JRTC military ball happened on May 21st. English Honor Society court ceremony on May 26th. 006right. So, um, just want to take a moment and recognize two board members. It's our last public meeting. So, I want to recognize Fran and Katie, uh, both for their service. And first, uh, Fran, we have a certificate of appreciation from Orange County School Board Association for you. >> Thank you. And then Katie, we have one for you as well. >> Thank you. >> All right. Yep. So, the if any board members would like to say parting words to our uh two members. >> Yeah, >> Diana, go ahead. >> I didn't prepare anything, but >> bring cookies. >> I did not. They'll be here next meeting. Next meeting, I promise. Cookies. >> Um I just wanted to say thank you to both Katie and Fran. I wanted to let you know how much I really
enjoyed working with both of you. You both brought level head um to our discussion. Um, we didn't always agree all the time as we should not, but there was always respect and I will always have the utmost respect for both of you and hope that we see you very soon that you continue to come around and be involved in Valley Central because you are such an asset to our community, to our board, and to our students. Thank you so much for your service. Miss you both. >> Glad you say anything. >> Say thank you. J, >> I just want to echo Diana's remarks. Um, we don't always agree, but we always agree or agree to disagree sometimes and it's it was a pleasure working with with both of you and um again, hope to see
you around soon. >> Thank you. >> See you around soon. All right. So, yeah, I would say the same thing. It was a lot of fun. I do have a couple things here. So, so Fran, you know, we got you curtains. We didn't get solar panels or the buses, but I got you this. It looked a lot bigger in the picture, but this is a solar car. So, you can take that. I think you get Henry one and you guys can race, right? And then Katie, >> why are you like this, >> Katie? I didn't know what to get you. I searched hard. >> I don't want them. >> Well, I I got these. They're in the back of my closet. >> Okay. >> And they're a special gift just for you. >> Dump them
out, please. Dump them out. Give me bones. Chicken bones. All right. >> Thank you guys. Appreciate your service. Okay. All right. Christina, any signups for the >> Mr. Bond? Mr. Bond, we would like to say something as well. >> Oh, I'm sorry. Go ahead. Yes, by all means. Um, so on behalf of the students of Valley Central and the families in the community, to you both I know that this is a voluntary job. However, at no time did you act that way. You dedicated endless hours um to this community, to our children, and I totally appreciate all the support that was given as you led by children first. And I know there were times where there's some hard decisions, but that was what drove your decisions. and I truly appreciate that you will be missed
and I hope to see you soon. Okay, so first I want to say thank you for being uh my first board members to to accept me and welcome me into Valley Central and specifically my first board members that I had to work alongside as a central office administrator. You are two strong, fierce women that are extremely thoughtful in your approach, in the questions that you ask and the reflection that you have in your positions at for the board. And I thank you for your advocacy for students and for our school districts and always being transparent along the way. Thank you again. >> I'll also thank both of you for your service. I know it's a thankless job and I'll echo everybody's feelings in terms of the effort and and uh commitment that you've made to
Valley Central. So, I thank you for that. >> All right. You you have something to give or >> I just wanted to say it's been a pleasure working with both of you and good luck with everything. Thank you so much. >> Can we say something? >> Well, if you have to. Okay. Well, I just want to say this is my second time being on the board and for those of you that are in the audience and those of you that are watching, um this is not an easy job. It it looks like not a lot gets done. And part of that is because there's just so much that happens um that is sort of dictated and mandated. And you know, the room that we have to actually making decisions really comes down to, you know,
what's necessary and what we can afford and what the community is willing to commit to supporting the students um in this school district. So, I encourage anybody out there that is considering, you know, doing this this this volunteer work. It's very rewarding. Um, and it is necessary to come to the board with an open mind and not a linear agenda, but really open to hearing what's going on. Things change from year to year. And um, if you can do that and you can come to this table with an open mind, then you know, good decisions can be made. not always easy and not always what what everyone wants to hear, but it can be a good decision. Um hopefully that we can all live with and move forward and keep, you know, building. So, thank
you for giving me the opportunity for this very rewarding experience and uh I uh I look forward to watching online from time to time and maybe popping in >> time to time to say something to you. I'm gonna put this over here. >> Okay. >> So, yeah, I would echo that that it's sometimes a thankless job and you put a lot of time into it, but I never really felt like it was much of a sacrifice. Um, because I truly enjoyed people I was working with and the people that I was working for, the students. Um, you know, I went to Valley Central, I graduated here, I've lived here my whole life, my kids go here, so I have a lot invested in the community and the Valley Central community. Um, I'm I will say
I'm disappointed to not be continuing my service on the board, but you got to give the people what they want, I guess. Um, I felt like there was more work for me to do and more ways that I can make positive change in the district and I am hopeful that maybe you will see me again. Thank you. >> Okay. Any on the first agenda? All right. So, we are going to go into the propo proposed consent proposed consent agenda. And again, we're going to uh pull item 12 to do separately. So, can I get a motion to approve the consent agenda with the walk-ons for Greenberg and the high school donation less the DCTA agreement? Motion to approve. >> Jane second. >> Diana. All in favor? >> Opposed? 6. Thank you. Can I get a
motion to approve the agreement with VCTA? >> So, let me ask a question to approve. >> Yes. Can I get a motion to approve? >> Bob second. No second. Okay, then that's not approved. Um, okay. We're going to move on to reports and we're gonna uh go to our student reps again. Great job this year, guys. Thanks for coming. >> Oh, can I say that I was at the moving up ceremony and you guys got a lot of awards, particularly you, Mr. Canó. So, kudos to you guys. >> Nice. >> Proud of you guys. So, our National Honor Society held a fundraiser for Project My Day where many students like donated birthday supplies for those in need. The music department went to Six Flags for a music competition and swept in all areas they competed
in. All of our honor societies finished their activities for the year and started their ceremonies for the seniors. The senior class recently had their destination day where many dressed up in their college attire and visited their past elementary schools. And then 9th through 11th graders are holding elections to vote for their officers for the next school year's councils. For sports, the girls lacrosse team claimed their second back-to-back victory at sections competition and moved on to regionals. The girls softball team took second at sections. The boys and girls track team competed at sections and had many athletes place. They're on their way to compete at state calls. The unified basketball team had multiple recent victories in their past few games. >> Great. Thank you very much. All right. Next, we'll move on to the superintendent of
schools. >> This is one of the best times of the year because there's so many celebrations going on and have the opportunity to attend many of them. On May 12th, I attend a candidates night at the middle school. The unified basketball game on May 14th. That that team is outstanding. East Coldenham spring concert is May 14th as well. The boys baseball senior game, I saw them in action May 15th. Uh softball senior game was May 15th as well. The girls lacrosse senior game was on May 18th that I attended. Boys lacrosse senior game on May 19th. the fifth grade all district concert and can I say that the fifth graders come together um from all the different schools they really don't have a lot of time to rehearse but their synergy just seems to happen
magically and sounded wonderfully our outstanding students lunch at the barn in Middletown um it was on May 27th the national junior honor society induction um was on May 28th festival of the arts was on May 29th and our artists in our schools do a fantastic job. You would think you were going to a gallery in New York City. Uh senior dinner happened on June 1st and just having the seniors come together and watch a video from when they were kindergarten all the way through 12th is really an exciting fun opportunity. The nights of special was on June 2nd at the middle school and they transformed that middle school into a special place. Um on the nights of specials, the OSPA annual meeting uh happened on June 2nd and I attended with some board members. The
scholar athlete award um I was there when Tyler received his award and it was very warm um opportunity and that was it for this month so far. >> Okay, great. Uh next is the super assistant superintendent for curriculum and instruction. >> Good evening. Um we are very busy at CNI with finalizing purchases that rounding out the school school year and also beginning to prepare for next school year. Um we're excited for the busy month ahead and just planning for the summer as well. That's all I have for today. >> Okay. And next we'll move on to the assistant superintendent for human resources. >> Good evening everyone. Hiring season continues and on tonight's agenda, we have recommended seven teachers for appointment, one custodial worker and one clerical staff. Earlier this evening, we honored all of our
retiring staff as well as staff with 25 years of service to the district and those teachers who received tenure. Congratulations to all of all of those people on their milestones. I had the pleasure of attending some district events in the past few weeks, including the final girls flag football game of their season and yesterday's regional finals game for the girls lacrosse team. Congratulations to both of those teams for excellent seasons. Uh last week I attended the capabilities fair at the middle school which was hosted by the special education department uh and saw some amazing presentations by our students. Uh today I was able to attend the moving up ceremony at the high school. All great events. That's my report for tonight. >> Okay, great. Thank you. Okay, next we're going to move on to meetings.
So, we're going to do MTSS, OXPA, and the grading committee. Um, some of the other meetings um were like end of year socials. One was cancelled and um so we're just going to hit those three. So, we're going to start with MTSS, please. >> Um I'm the MTSS representative. Um, MTSS stands for multi-tered support services and we met on May 14th and we are in the process of narrowing down our decision um for the platform that will be used starting next school year. We're looking at either branching minds or link it. So, we spent pretty much all of the meeting weighing the pros and cons of each of those platforms and we're trying to make a major a decision that will probably take place soon so that we can get one of those platforms in
place for the start of the school year and we're looking forward to finding out what Miss Mahita and Miss Olaf have decided. >> It is the committee's decision collaborative. I believe the decision has be made been made and we will be communicating that out to the district this week. >> Excellent. Thank you. end of the year um meeting which is always very well attended. Uh this year we had um Carrie Stroka from Ox uh sorry from Boseies um come and speak to us about um a book that is out there that is um oh gosh what was it called? >> Um >> anxious generation. Is that what it is? Yes. um and she did a very good job of going through um all the the pros and the cons um that the author talked about
um the actionable solutions in the in the book talk about having children not be exposed to smartphones before they enter high school. Um delaying social media until the age of 16. um phone free schools and then um more unsupervised play time for children um ages, you know, from you know, two to probably 18 really. Um and so there was a nice discussion around all those different ideas um both for and against. Um I think the most um interesting or um um powerful voices were the two high school students in the room um who spoke about how um you're not going to be able to take the social media or the cell phones away from children, but what's more important is that we teach them how to use both of those things responsibly. Um, and you
know, I thought that was that was um very mature and wise comments coming from um probably an 18-year-old. So, it was it was a good All right. Um, I was able to go to the senior night for girls softball, um, boys lacrosse game vers Monroe, uh, the girls lacrosse game versus Pine Bush, and then the section 9 championship game. And, uh, congratulations to all the teams. Um, this year we had, I think, a pretty successful spring season all the way around. >> Brent, >> yes. Uh I was able to attend today's moving up ceremony and celebrating um the wonderful transition for the juniors to seniors and the seniors um heading out and the wonderful yearbook dedication to Mr. Henry Ponia. Um, and uh, it was just wonderful this evening to watch the tenure, the 25-y
year, and the retirees. And I was joking with someone, if we could take a picture of the 10ear people and then take another picture of them 25 years later and then put those together. It's just kind of wonderful to see how many people have been in this district for 25 years and how many people have been with us longer who are now retiring. I think it's a testimony to a testament to this district and uh the connection that people have when they come here. So, it was a wonderful experience to watch. >> Are you saying Henry doesn't look the same? >> That's what I heard. I'm just saying >> he's slightly different. little slightly different. Color of hair is part of it. >> I have nothing to report. >> Hawk, >> I just >> Okay,
Diana. >> Well, Fran, I am going to jump on something that you just said about the um the award the ceremony tonight. Certainly made me feel old because I saw one of my students up there celebrating his 25 years. So, kind of made me feel a little old. tomorrow. >> Thanks, Katie. Remember that. Um, but I was also able to attend the girls lacrosse game at King U against Kingston at Monroe Woodbury and I also attended the Oxford dinner on Wednesday. Thank you. I attended lacrosse. That was the Tyler Atkins game was against Monroe, right? The memorial game. Yeah, that game. Um, I was able to watch the girls softball section 9 championship game. They lost by one and they played so well and there was a couple of questionable calls. So, I'm going to
say, you know, not saying anything to do with it. Maybe, maybe not. Um, I was at the Pops concert. The Valkyries and the Vox Tones both sang. Um, they did their music awards and then the jazz band, which totally awesome. Um, and then I was able to attend the moving up ceremony today at the high school. >> Great. All right. And I was able to attend the OXPA annual meeting as well, which was good. So, okay. So, we are going to move on to public comment, which is great because we made it before 7:30. So, um, >> just stop talking. >> Oh, sorry. >> Thanks. Ladies and gentlemen, we are about to begin our public comment portion of our meeting. We have public comment because it is important for us to hear concerns and issues
from our community members. Please note that the board is here to listen and public comment is not designed to be a discussion. If needed, the board or a designated staff member will research your concerns and get back to you accordingly. We want our schoolboard meetings to serve as an example to our students. So, I ask that we demonstrate mutual respect. We ask that speakers address their comments to the board directly, and we will insist that all speakers and members of the audience maintain civility and respect on opposing views. The board reserves a right to shorten a speaker's time if that speaker violates the board's public comment rules. I also want to point out that under board policy, we do not entertain any comments or questions about specific school personnel or individual students by name or
by implication. Please know, however, that we take personnel and student concerns very seriously on these matters. We ask that you review our board policies and go through the appropriate administrative channels. The board will now entertain public comment for 14 minutes. Each individual speaker is allotted four minutes. The indivi right does that work? >> Yeah. >> Okay. The individual time limits will be enforced that as many members of the public who wish to speak may be allowed to do so. >> 16. >> Okay. So, 16 minutes. >> She's an accountant. >> Yeah. Numbers got to be right. >> Okay. Uh, first is Carara Christophides. Close. >> Hear you, girl. My name is Cara Chrisites and I'm here tonight with um two Eagle Scouts from Troop 31, uh Logan Hickeyi and Daniel Meslowski. My son Gavin is
also an Eagle Scout from the troop. And I'm here tonight on behalf of the Eagle Scouts of the graduating class of 2026 and future Eagle Scouts of the School District. I respectfully request that the board authorize graduating students who have earned the rank of Eagle Scout to wear an honor cord during commencement. Valley Central School District School District has long acknowledged the significance of the Eagle Scout achievement during past commencement ceremonies. Eagle Scout is earned by only a small percentage of scouts and represents years of commitment, leadership, citizenship, and service. Candidates must plan and lead a major community service project, demonstrate responsibility and leadership positions, and meet rigorous requirements before being awarded the rank. Our school strives to develop strong leaders and engaged citizens. Eagle Scouts embody those values through tangible service to their communities.
Recognizing this achievement at graduation would align with the educational mission of encouraging character, leadership, and civic involvement. I asked the board to allow Eagle Scouts of the class of 2026 and future Eagle Scouts to wear designated Eagle Scout honor cords at graduation consistent with past practice and recognition previously afforded to the Valley Central's school district's graduating classes. >> Thank you. >> Okay, next is Carol Mazleski. >> Gross. >> You can say it right. It's Carol. >> Okay. >> I think I got it. >> Well, it's Carol Masloski, but thank you. I appreciate it. Um, I don't have a fancy speech like she gave, but I'm going to come to Hawaii. So, as she said, we're backing up troop 31. You know, Mr. Groin's been a staple of the community for quite some time, just as
these scouts have been back. the projects you see most of them go for like 12 years to get to Eagle Scout but she said it's very um difficult to get here only small brink get it they put in hard work dedication over the years mom's dad's the exact same thing to be up here again was winging it become emotional having mixed emotions but to see them go through this to not be able to wear their cord kind of hurts They put in a long time dedication for this and many of you have gotten your certificates of celebrating games and wins along the way. You're kind of removing that from them. That makes it sound unfair. So, I'm here just to advocate for them. Thank you. >> Thank you. >> All right. Next is Kim Lachman.
>> Sure. How's your tooth? >> That was horrible. My tooth broke right in half. >> Hi, my name is Kim Lochman and I'm here addressing the flaws in the National Honor Society um at our current high school level. As you can see, the handouts that I given you reflect this. Um, I'm showing um just my son um was got a one in leadership and a zero in character, but I attached the rubric that they use to the back of it. It should look like this page. That's the rubric for the National Honor Society, how they are administrating this. And also below that, when they were to do their revisions, they were given a sheet that looks like, hold on one second. I can't get it. A sheet that looks like uh Let me find it.
Let me here. It's probably this one, I think. Oh, no. Get that sheet. Did it fall out? Well, on the back of that, there should be a sheet that looks like uh revisions or so forth. Here it is. It looks like this. So, at that opportunity, the National Honor Society gives the students a chance to appeal. They are given this sheet to appeal by this sheet. As you can see, my son checked out everything. Uh you guys already have the appeal letter that was sent to you uh two board meetings before that he made sure he checked all the marks for leadership and character being said with that this does not align with their rubric at all. Their rubric he would have wrote a whole different story which is with you now versus his appeal
to meet this stuff. Students should be given a rubric that aligns with how they're being assessed to be in the honor society is one of the things. The other thing is when you look at the rubric, it says 0, 1, 2, and three. At the top of the rubric, there's no selection. Like what does zero mean? Does it mean didn't meet requirements? One meets requirements, two, you know, satisfactory, threes, outstanding. There is no um way to know what that rubric stands for when they are being assessed. And at the bottom, it doesn't give us an assessment number like does the student in the school, does he get a five, a six, a nine? When is he assessed to be in the National Honor Society? So, there needs to be a whole uh mandatory revision of
this rubric and how it works. And there needs to be teacher training. when I was a teacher and the they came in to assess me, those teachers that were assessing me, my principal or whoever had training in how to use a rubric. When these teachers and whatever who created this without any of these titles or any of the assessment knowledge for themselves, they're not even being trained on this. It looks like because they can't read this and apply it properly. because if you look at my son's leadership and character, uh it doesn't match up with the zero. Okay? So, whoever's doing this is not applying it correctly. There needs to be training. There needs to be revision in that. Okay? On that storefront and um let's see. So, it's very flawed in that aspect, not
just for my son, but for all students and future students. This has been an issue for 30 years. I understand with the selection process of how they just say, "Okay, you can be it. You could be it. You did this, but okay, we'll accept you anyway, but somebody that didn't do anything wrong is turned out." So, there has to be a solid way to judge these students. Okay? So, the revision of that needs to be done in my personal opinion and probably some of the staff and other parents and what they are given does not match up at all for the criteria. Right? >> Okay. And the other thing that we found out is that in doing so in some of this research, there is no actual National Honor Society appeal process. This is taken
off the web from several other schools on the steps to appeal and it's very written out. Submission of appeal, review of the committee, appeal reviews process, review timelines, uh appeals um outcomes and documentation for recordkeeping. Okay. And the other thing I wanted to bring to light is that our National Honor Society is not in order. Um, you're only allowed five members on it. We have six assigned and at that if uh I spoke with the National Honor Society, our chapter could be dismissed. >> Okay. >> So, I think these revisions need to be done and made in the process for today's students and tomorrow's students. >> Thank you very much. >> Thank you. Next, Eric Lachman. >> Eric Lachman. >> Um, wanted to ascertain um when indeed a um decision, yay or nay, would be
made on our son. and the other. >> Okay. >> Well, I I I >> So, well, we'll have to get back to you on that. >> Okay. >> Can't answer that right now, but we'll get we'll get back to you. We'll get back to you. >> Right. We'll get back to you. We'll let you know. >> Okay. >> Thank you very much, sir. >> I'm not sure. We'll we'll talk about it, but we'll let you know shortly. Soon. >> Okay. >> Thank you. >> Soon as possible. Okay. Thank you. Okay. So, we're going to uh keep going here. We got a couple minutes. I'm going to do two more agenda items before we go into executive session. So the first item is the future of Walden. So um you know the initial resolution was to
search within the village of Walden. Uh to date that has not yielded any results. So, this is a resolution to expand the search outside of the village of Walden for the elementary school location. So, can I get a motion to approve the resolution to expand the search outside the village of Walton? >> Question. >> Sure. >> If something come within the village, this would exclude that. >> No, no, no, no. Absolutely not. It It's just it hasn't yielded anything to this point. So, because we haven't found anything, we haven't moved forward. So, so this motion won't exclude >> Absolutely not. Absolutely not. So, it expands outside but still includes village of Walton. Thank you. Motion. >> We're expanding this to where? >> Outside the village of Walton. >> So, into other villages. >> Well, I
don't know that we want to restrict it. I mean, we're not going to go to Newaltz, but >> I'm talking about like the village of Montgomery, the village of Mbrook. We're talking about like just outside the village of Walden. >> Well, we're going outside the village of Walden at this point. We we don't know. So that's why that's why kind of leaving it open because we don't really know what's there. So um if we try to limit it, we're just we could potentially be back expanding it again. So this is, you know, a little broader brush that allows. So we're going to have to keep coming back. Uh motion to adopt. >> I'll make >> Diana second. >> Bob, all in favor? >> Can we give some discussion? >> Sure. So, I'm a little concerned
that there hasn't been enough um exploration within the village of Walden. I know that we hired contracted out with a realtor to help explore, you know, vacant lots and opportunities, but that was being done without too much community participation. And I'm just wondering if now we're at the point where we're saying we may need to go beyond the village of M the village of Walden that there might be some opportunities out there possibly some land ownership or some unused building space that you know could be considered and maybe there's some community members and leadership that could start to get more involved into exploring those opport opportunities. So, I'm a little concerned about moving outside of the village. I'm I don't feel that we've necessarily exhausted the village of Walden yet. And I know that that
was a recommendation of the committee. I think that so much time and effort was put into determining, you know, that decision in terms of, you know, relocating, not, you know, um fixing the existing Walden building. So, I have reservations about going outside the village just yet. Okay. >> Any other comments? >> Okay. Motion to approve. >> You already have. >> Oh, sorry. All in favor? >> Opposed? >> Okay. 42. Approved. 42. Okay. Um, next is the adoption resolution 2026. capital project bond financing which is a roll call vote. So I'm going to pass it on to Christina. >> Are you playing the part of Brad today? >> I am. >> Good evening everyone. This is a resolution authorizing improvements to school district buildings and facilities by the Valley Central School District, Orange and Olter counties,
New York, at a total estimated maximum cost not to exceed 10,370,000 and authorizing the issuance of 6,630,000 serial bonds to pay the costs thereof.
