003challenges throughout his academic years he continues to manage those challenges with having dyslexia and adhd and throughout the years in valley central they both had some great teachers however these three teachers have gone above and beyond the break they are outstanding and spending additional time to prepare both of them for exams taking the time to explain things they've also created a safe place a place where they can reach out to these teachers and not be afraid a place where they can gain guidance without being looked at differently you can tell them all three of them have a vested interest in their students and each of them has helped in improving my children's confidence and independence as they prepare themselves in high school and you know it's it's it's always rewarding to get uh accommodation for
004a leather letter like this just shows how lucky we are to have the staff congratulations next is the proposed consent agenda should we get a motion to approve a second canadian discussion um so we have a few things that i'd like to talk about in this week everyone um buffalo last we have had and i want to thank people uh i haven't been here for this but i was able to see the board meetings on video the last uh tuesday and it was a lot of talk about school security so um i've spent the last couple weeks talking uh to different people and trying to bring myself up to speed and uh find out exactly where we are there's much more to come on this but i do want to update the board on a
005couple of things in the public as well first of all the board has approved a director of security and emergency preparation position it's the new position in the district we'll report directly to the superintendent's schools it is a full-time orange county civil service position and there are applications that are currently being accepted and interviews will begin over the next two weeks so we hope that to have a uh follow the candidates and to bring someone before you um soon this summer to be appointed also we've looked at the area technology and i think what's important is that when we talk about school security there are many many different areas these are only some but i think we need to be looking at uh several areas that as you know some of the speakers mentioned to
006us where we can uh either improve on what we're doing or add to it certainly to what we have in place so in the area of technology uh i spoke with our director of technology chris moore um concerning the smart schools project project uh grant that we have and some of the things a big part of that as you know is school safety and security we really should have an update on this and find out exactly where we are on the security piece of this and it might be too advantageous to invite chris to give us a an update on some of the things that are coming as you know the smart schools you fill out an application and it takes a lag time uh for when your funding is approved and sometimes technology changes
007so you may want to hear directly from chris as a district about some of the things that are out there that can help with school security and safety um and you know especially what new technology exists that wasn't there when we applied uh for example there is a group that i i happen to hear about on the news and i looked into a little bit it was developed by the navy seals uh it's an artificial intelligence group called zero eyes we are looking to have them come into a demonstration but it's a very interesting uh you know piece of technology that actually works with identifying a possible weapon outside the school something in the vicinity of the school where there is not supposed to be a weapon and very very quickly relates that that signal
008and again uh the navy technology to a uh center where there's actual human beings looking at this and they claim in uh in four or five seconds there can be a notification that says you need to go into lockdown right now and notify your law enforcement so you know i'm interested there are school districts that have this uh they it actually works with some of the technology that you have your own cameras and i think we really want to investigate what we have and what we have that might work with this and the other things that are out there with technology as well now finally uh the last two things stephen newhouse our county executive has invited us in all of the area schools to a school safety roundtable that will take place on july
00915th we will have bill miller attending that all public and private schools will be there the sheriff's office orange county police chiefs association all of them along with the orange county emergency service staff um and all the school districts and find and have people share what they can their plans and to bring us up to speed with some of the things that we can do with coordinating all the resources that we have and on that note i know supervisor mar and and they presented a very interesting idea uh to the to the board and to the community and i've had discussions also with um what either i've had or i will be having because we have appointments uh set up with the mayors of three villages uh mayor russia ramos as well as uh chief
010employer uh brian maher i spoke i mean with him and the deputy supervisor mr fowler um today village manager and role john bella chief early mayor of russia chief and then eventually i need to speak with chief hank and uh chief campbell from the town of newburgh and we got everybody i just i'll say this because uh we've heard mr mars proposal um but there uh we have a lot of talent in the community a lot of great resources and i think central's uh community has always been at its best when we use all those resources and bring all that talent together so we're hoping that uh you know that we have the people out there that can uh you know make this place as safe as we possibly can for our families and teachers
011and our students thank you thank you all right next is the assistant student intended for construction thanks jill um summer school started and it was nice to hear from tracy tonight that um they're doing so great i was loved to read this morning some kids and it's just surprising to me that they're so happy to actually be here in the summer time um so right now we have about 200 kids in elementary summer school 52 in the middle school um that did decrease from our main numbers it actually decreased by almost half um in may and thus looked out there we're going to have over 100 kids in summer school we only have 52 and into high school we have 150 one of the great things that we're able to do that we have not
012been able to do in the past the grant money is to provide transportation to all of our kids an academic summer school summer in richmond started this week as well there's over 70 students just in the music academies alone and when we put all the other academies together there's over 400 students that are participating in our academy so we're very excited and 45 students are signed up for our purpose for play program which is for our little ones arcade ones and that's really just help them to get along follow the rules to be able to use their creativity so um i was happy that the parents are flying and making sure the program's still on so they're all very safe also this summer we have 23 curricula that are either being revised or written anew
013and that goes in with our policy that states that we will have a procedure in place to make sure that we have a continuous review and a continuous upgrading of all components of the curriculum on july 12 all of the seven buildings will be meeting here with a team to look at the panorama data and to create actual class based on the data from the students so panorama will be with us through the process uh every principal and speech there are several teachers there's paris involved so we're excited about starting the new year with um they told us one girl we're going to go with two so that was their their recommendations there's a lot going on this summer so um i'm gonna take you around too so you can see other kids um what
014they're doing and enrichment there's soccer going on now so it's really it's pretty crowded and we actually did reach out to the town thank you ellen to make sure that we didn't have um police presence more police presence during summer school than we've ever had before they're not they are not able to provide something all day but they have said that they would provide as much as they possibly could in that okay all right [Music] been down past the high school middle school you see there's a lot of work going on down there we're in full swing for our summer work so the new parking lot in front of the high school is basically ready for pavement at this point in the coming weeks you'll see the light poles going up and the uh the
015old student and staff parking lot is now under full reconstruction so the asphalt doesn't strip right down to the base soil new drainage is being installed the parking lot lighting is going to be installed and when that's ready though the entire parking lot will be paved at one point next summer is when the bus lane and the parent drop off lane will be reconstructed the contractors are getting ready to dig the puddings on the new restroom facility which is out by the tennis courts the old shed that was there has been demolished inside the pool the contractors have been removing the ceiling above the spectator area to begin the ventilation improvements there and uh while i have not been over to walden yesterday i believe the contractors are in the process of getting that socket
016repair going there was some asbestos abatement that needed to be done and the roof has to be peeled back a little bit so they can build a new socket to encapsulate that software that was an issue over there so a lot of work going on and uh hopefully it'll all be together on time before uh buses start rolling on september 2nd um summer school as marianne mentioned we are busting for summer school again this year uh overall pretty smooth startup couple hiccups that we're trying to work out by the end of the week and uh to give you an idea we have a drainage issue over at east holdenham we have our engineers looking into so if you look at these golden hand property on the on the west side of it there's a stream
017it's actually a dec protected stream that runs back to a pond that's in the back of the property uh it's not flowing adequately and a lot of growth has come up in that stream and that stream goes underneath 17k to the property across the street we believe there's some issues downstream of us that's kind of causing a backup and the water is simply not draining so we've asked our engineers to give us a report on the amount of flow that we should have what we currently have and make a recommendation to the district and what needs to be done to correct it they will uh evaluate the pulvers that goes underneath 17k to see if it is sized appropriately if it needs to be cleaned out they'll work with the ot on that but we
018believe not only is the culvert half full which we know we believe there's an issue downstream this is the racial social equity committee so we met on june 9th and now we started this committee back in 2020 in the summer [Music] and we had named the committee duration and social equity committee at this meeting on june 9th this rushed the table a conversation on renaming the committee and the committee chose the name diversity equity and inclusion committee um that is on the agenda tonight for your consideration to prove that one of the reasons that the committee had wanted to do that is that is really the language that is aligned with the new york state initiative and it's more inclusive types of diversity so that was the one they chose there was also some people
019that were there i think mr butler comes down in mind that he was with us back in 2020 he served on the committee for two years and many members of the committee were very anti-sad to be leaving they enjoyed being part of it as a very positive committee one of the things they did which we can put in your booth builder next year as they look at all of our initiatives for the year and determined if we had achieved them if they were ongoing and what we were going to be doing moving forward there's four goals which you all know one is in hiring one is in curriculum professional development and climate so it was a productive meeting and also they also had the opportunity to look at some of the panoramic data and ask
020questions and oh and next year we're going to be going to a court well five every five meetings is a year instead of coming up all right next the high is to the um the spring camp fair which was very nice i had it indoors it was very windy so that went well also i attended the kindergarten moving up and sing along and i think that's new this year before but it was just so uplifting and really really adorable and it's just wonderful i think he's he's going to continue um but it's nice to see that those traditions still became absolutely sure i was also able to attend graduation and i always think it's so nicely done and great weather great turnout um i went to the scholarship council craft was very nice he organized
021i went to our graduation as well that was it was nice to see coming from another school district for the tradition um i also shop around the online graduation party at night i may or may not still be recovering but james ladies and gentlemen we're about to begin our public comment portion of our meetings we have public comment because it is important for us is not designed to be a discussion if needed the board or designated staff member will research the concerns talk to you accordingly we want our school board vegas to serve as an example to our students so i ask that we demonstrate mutual respect we ask that speakers address their comments to the board directly and we ask all speakers and members of the audience to maintain disability and respect on employees
022the board deserves the right the so i have this for you guys i made copies my phone numbers you guys want to talk but um i think that there is some avenues that we can work on and my main thing is that i think that we have schools that border us like gosh in washington that we could maybe connect with to see what theirs are where we compare and where we can improve um i put wall kills on because i am friends with a lot of people from walk hill and i know what this is i have that so i put it as an attachment then i have my questions and everything but i think this is something that uh my kids have another i've won this four more years they're in high school i've
023won this one more year um if nothing you know they have a strong name that we can all have best intentions and then they fail and so i think that we need to be looking at that and making sure that simple things like our doors do walk and that you know i love that we have police here and i love the idea of having police at our school but um i think that if our board is going to be protected by police that our children should be protected as well um another thing that i brought up with mr bond and we shared with the rest of you but there are some issues that i know staff would like to bring anonymously so that you guys are aware of what's going on parents and may not
024want something to be done but just you guys are aware of things and we don't tell you anybody because we're afraid that our children will have retribution and i know for myself just me i have three instances i would love to let the school know is going on but scared that a trickle-down effect would go to my kids and so i've been told by one of my children you cannot say it's because it will affect my sister so you can't say and so i ask that you guys come up with a committee we have a racial and equity committee why not have an anonymous committee i understand not to make anyone trouble to make people aware that something's going on and where we can look to move i and with the security we've had years
025and we're kind of ignoring it i love new bathrooms and i love new parking a lot i want my kids to complain at the end of the day because i don't have to i ain't got some kind of debt that's my main thing but i also think that you know we've dealt to get this left but was anybody else involved in that that my kids were in school was anybody else in that decision these are things that the community wants to know and so um but the main thing with the security is is that i don't think we should be putting out how we go back so that anyone can watch on youtube so we have a school tool like that was sent for a school tool to walk hill so that parents knew what
026their security was but not everybody knows and so that's what i'm giving and i would like to know the answers to that um so and um i would like for the considerations you have an anonymous where parents community members and staff can write because mr vaughn did written back and said there is a procedure for staff i guarantee you that that is not a bonus and so a lot of things are not being said and i have three things how many women other parents have that they just don't say anything because the first don't mean you don't want no student in trouble so they're not saying anything um or they don't want it to come back to their kid and so they just don't say anything and i know that other parents had the same
027thing after the meeting that i've had where i was up here saying she had buckets of rocks buckets because i've heard on youtube everyone heard me say a curse word that's not what i said i said buckets um but in all of that um we can have these different things you know and um but anyway with the whole thing i just think that we need a little bit more transparency too between both of us you guys thus and us with you and i know you guys don't have too much control um but you know it's i just think that you guys are the ones that if anything's going to be done you guys can go into this a session and have a conversation something things so that's what i'm going to put off with that
028and i really do want to know if it was just our superintendent that was involved in keeping our kids in school or if there was other people involved in that decision that came as well because i don't think that that was fair for our children thank you all right next is don berger good evening folks tom burger uh first uh i'd like to welcome jane uh a number of years ago jane and i would sit halfway i would ask her all the time for the school board and she finally has she's going to be a tremendous addition to this school board so i'm really happy the second thing i'd like to do is thank the school uh the past few months here has been really tough i know it's really been tough on new members
029i'm really happy that you listened read all the responses from the public i know it was tough it was a hard period of time but we somewhat got through that and i really appreciate all the work that you guys have done well one thing that uh you did listen to that i was going to come here and speak of but you guys already corrected it which is this right here how you sit your seat we are here this is a school board meeting all previous meetings who are we looking at we're looking at the superintendents with joe to the side no this is the way it should be and i'm glad you guys thought about this put this in place because it's exactly the way it should be the last thing i want to talk
030about is that all the things that we went through these past two months you know mr execs resigning tammy getting their job secured is all good things but we've heard a lot of speakers come up here in like three or four board meetings you've received a lot of letters you've received a lot of details the one thing i just want to emphasize is that the problem that was being identified by the residents of this school district this board here has to rectify so dynamic this is not the forum for that why not because we have the changes to personal complaints i haven't mentioned a person's day okay there's procedures for personal companies if you have a personal company what do i do i'm speaking in generalities you just don't want to hear a joke is
031that the deal no it's not the form it's not the play story it's not the place for it so the past four meetings okay next speaker is lewis walsh i have some questions good evening i want to thank the board for listening to the community's concerns over the last month your tensions have run high but i'm hopeful that this board of education is going to move forward in a way that puts our children safe that said there's so much work to be done many of us had a previous board meeting and heard a safety plan proposal that would greatly correct the lack of safety in our district as of now and mr belarus gave some really good updates tonight so thank you for that um but i'm still unclear on where that plan stands and
032i think that many in the community are we don't want to hear about a good plan we want to see it in action so i would like some clear answers to the following questions the town supervisor proposed that the district entered an agreement with the town should play 10 car sign officers in order to have one officer at each school every day all day has that agreement been reached and signed who is the agreement being funded by who do the officers report to what will the officer's responsibilities be at school have officers been hired yet how does the new safety director fit into this plan and what are the responsibilities of that possession what is the timeline for the implementation of this plan july 6 and september 1st is coming up quickly what is the
033charge of the district safety committee and i would also guess that you consider an apparent members to that men who is the point person to oversee execution of this plan i'm unclear with supervisor mar or the district it would supervise your mark who moves the district liaison to work with mr mark i'm assuming it's mr belarosa but again we don't care about that what will the additional safety measures put into place in tandem with officers i am aware that you might not have all these answers right now but i would like to have someone follow up with me my fear is that september 1st they'll roll around quickly and our children will be just as vulnerable as they were back on june 6 and it became glaringly obvious how much ec is lacking in the
034safety department now is not the time to become complacent i look at this room right now there's not that many people here and it's upsetting because a month ago the room was packed in berea and we're all really concerned about safety we should all still be that concerned about safety thank you all right next the first is policy 1400 public complaints so it's been updated um to talk about some federally funded programs so the public comments about school district not addressing other policies such as regarding distribution personal etc will be directed to the proper administrative personnel implementation administration and certain federally funded programs are investing policy 1405. policy 1404 complaints about certain federally funded programs that's a new policy that's being added any person or entity represented and arrested the district has violated a law
035or regulation in the administration of any covered federal program under the elementary and secondary education act as amended by the every student succeeds act as required by the state education department report persons and representatives may significance as he did they must first they must first submit a complaint and writing to the superintendent after 30 business days any decision of the superintendent which is unsatisfactory to complain or the district's lack of response to the complaint may be appealed to the state education department regulation 2160 school board also employee ethics regulation was updated under confidential information to no additional disclosure of such information is not permitted where it's warranted to appropriate law enforcement entities for investigation and public action or where a board member is compelled to reveal the information in court case policy 23-30 is in
