Good evening. Since it's 6:00 p.m., I will now call the Bot Path Valley Central School District's April 16th Board of Education meeting to order. Would you please stand for the Pledge of Allegiance to the flag. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. District Vision. As a reminder to all of why we are here, the vision of the Bot Path Valley Central School District is to become the best rural school in New York State. We will accomplish our vision by providing exceptional opportunities to all learners and preparing them to set and reach their future goals by embedding our core values into their student experiences. Roll call. Mrs. Belzile, would you like to

do the roll call, please? Tom Broderick. Paige Carter-Smith. Here. Paul Fenton. Here. Danny Cooper. Here. Sarah Feldman. Here. Deb Spalding. Here. Jason Wells. Here. Katie Burgess. Here. Thank you, Mrs. Belzile. Attendees, if you haven't done so already, would you please sign in so we have an accurate uh attendance record. The sign-in sheet is located on the table by the entrance. Thank you for your cooperation. Capital Project Update. Dr. Meyer, are you able to provide us with any positive news from State Ed? I have a direct quote. And uh so going back and forth uh with the architect and State Ed, the most recent email received back from State Ed and the weekly email since is that I received your prior email. and will respond once I review the materials submitted. So, I I just present

this to you tonight. Again, like I've been saying this to you, that this is the kind of response that we're getting, and it's That That is the entirety of the email. So, uh you know, we continue to push, we continue to call, we continue to email, and and that's what we're getting back. Okay. Uh yeah, everything else is is the same. Um you know, we're waiting for the MCA, the EBC is ready to go, and no changes to what the uh intended project is going to look like. Okay, thank you, Dr. Meyer. Any questions for Dr. Meyer? Okay, we'll continue on with number seven, board discussion. Old business, tax exemption proposals. Dr. Meyer, would you please like to explain the information that we received from our attorney regarding the tax exemption proposals. Yes, so those

of you that have been around our meetings this year, know that we're still talking about some potential tax exemptions uh for uh on veterans has come up, emergency responders has come up, and one of the things the board wanted to do was to uh put this out to a public vote, as any decrease, right, that the the overall tax levy doesn't change. So, if one group was to get an exemption, there would be an increase to another. So, the idea was that uh we could put this out to a public vote, and have it be the will of the community. Um as it turns out, we cannot do that, and it needs to be a board decision only. Um so, we are uh discussing I ideas, for example, uh maybe addressing this via an exit

poll, um at the main meeting, something like that, where we can really get the public to weigh in on this, as it would affect everybody's taxes. Okay. Um I think they also just uh suggested a public hearing as well. Well, we would need a public hearing for any any for any of that we would need a public hearing. So, we will plan that later on in the future. Okay, thank you. New business committee updates. A joint study with Mr. Broderick and Paige. Okay, Paige, would you like to provide us with an update? Uh we're diving deep into how to uh improve the attendance at the school as a whole. Um not just daily, but in individual classes as well. It's a little that was a little more at the this school this level than elementary.

Just a how how better to support the students in that way. All right, thank you very much. Uh the next one is youth commission update. Oh, that's that's also that's also youth day. Um We are in the process of getting all our permitting ready for the summer program. Um there was a little back and forth of where we were if we were going to be not in this building, but uh we will be here and it should go according to plan. Um we are accepting applications if anybody's interested, but I think they're due today. For contractors. Okay. All right, thank you very much. Um policy committee, I don't believe that you have met again since last month, but Mrs. Spalding, could you please give us provide us with the date of the next scheduled meeting?

Um April 28th or 29th. 29th? Yeah. 29th? Okay, so we should have an update for next month. Public comment. Our agenda agenda offers two public comment sessions. Opinions, ideas, and concerns that are offered by the public will be considered and taken taken under advisement. We have set aside 15-minute period giving the audience time to share their thoughts with us. Please raise your hand to be acknowledged by the board president. When called upon, please identify yourself and give your address, limiting your comment to 3 minutes. And if you could use the microphone, that would be helpful as well. Anyone have any comments? Yes. My name is Matthew Martineau. I live at 8073 US Route 9 in Lewiston. So, I did email the board along with sending several emails to Dr. Meyer um with regards to an

incident that happened on a bus recently. I don't know if everybody has seen the actual videos or not since I did send the email well in advance of this board meeting. Um the bus driver thought that and the bus driver thought it would be a good idea to get the attention of students on the bus who were in the aisle by hitting his brakes. My wife and I were both told that this was not the case, that there was no inappropriate braking, there was nothing inappropriate done on the bus by a principal. First, my wife was told that. My wife was on the phone with her oldest daughter at the back of the bus where she heard the bus driver screaming at children. I called the next day, spoke with the principal, and I got

a different story. As soon as I mentioned that my wife was on the phone, oh yeah, there was some screaming, but there was no no inappropriate breaking. Actually, I was told there was no breaking at all. So, I then met there, had conversation with Dr. Myers, who let me know that there was breaking. Now, I don't appreciate being lied to by administrative staff Okay, we can't or misled. Okay, we can't speak about specific people, okay? Just I said by administrative staff. All right, people I was very clear on what I said. I didn't say a specific person that lied. Um I find it inappropriate. I saw the videos firsthand and then I was told by uh Larry, the uh head of the >> That's the That's the stuff you can't You can't bring You can't

You can't use specific names. >> We want you as a I was told by the head of the training department that um he wished that I could see the videos. Well, I had to do the FOIA request. I saw the videos. I matched up the dashcam video with what was happening in the back of the bus. I also matched up the conversation between the bus driver and a student yelling back and forth at each other after the I'm I'm terribly sorry to interrupt. I'm requesting an executive session so I can review with the board of education appropriate comments in public session. Can I get a motion, please? I'll I'll make a motion. I'll second it. Okay, um any discussion? I'm not quite sure what he was asking for. I don't mean to be I was

like really listening to him, so I I I'm not really sure what I'm sorry, Dr. Meyer. I'm requesting an executive session to review with the board what when it is appropriate for you to step in and allow certain public comments and how they relate to employees. Well, we did make him aware that he is not supposed to be speaking about specific people. I have asked them to motion >> All in favor? I. Opposed? To go into executive session. I don't think we should. Yeah. What do you All in favor, once again? I. Opposed? I'm opposed. I would like to hear you. I I'm not I I want to be clear in what I'm saying. I'm not I would hear anybody. I'm saying that I think based on how the first 2 minutes have gone, I

think it's essential for the board that you're reminded of how this works. I would like to do that, please. Okay. We will adjourn to executive session. Um I do want to let you know that we do take safety issues very seriously and we will be looking into this issue. Thank you. May I assume public comment will continue when we return? >> Yes. May I have a motion to reconvene into regular session? I'll motion. And a second? I'll second. Okay. All in favor? I. I. I. Okay. Um we're back in executive or excuse me, out of executive session. We will continue. I do need to make you aware and remind everyone else who would like to speak that specific individuals um cannot be named either named specifically or their position during public comments. We are aware

of this particular situation, Mr. Martineau, and we will be discussing it during the Excuse me, next executive session. If you'd like to continue, go ahead. Just make sure you do not name people or positions. Unfortunately, I I get it. >> in this case it's a small school and it's very easily it it's very easy to figure out who we're talking about. So, you need to be very careful with it. But, you can share your district concerns. Absolutely. Yes. Okay. We would welcome your concerns. So, my understanding from the what I was told was that there was reasons and this was happened afterwards, students were told that there were reasons why the brakes were hit. Um one of the reasons was a squirrel. There was no squirrel in the road. There was no squirrel on the

dash cam footage. Um another reason was a crack in the road that was big enough to tip the bus over. Now, I go back and forth between the here and Westport quite often and this incident happened between there. There's no crack in the road. I don't to me, the whole thing seems like a total trying to cover up what actually happened on the bus, um which included the running of a stop sign, uh three separate instances where brake checking were actually done to and two of them screaming afterwards to tell students to get out of the aisle. Um an incident with a student and a staff member um screaming back and forth where it was stated or asked, "Why do you keep hitting the brakes through here with kids on the bus?" And the staff

member said it wouldn't happen something to the effect of it wouldn't happen if they were in their seats and not in the aisle. They won't stay out of the aisle. All right, as I said, we are aware of the situation and we will be discussing >> That's a very serious situation. Colorado had a very similar situation where um an individual was charged with 30 counts of child endangerment. It is child endangerment. There is nothing holding those kids in the seat. To hit brakes repeatedly just because you're not getting them to listen to you, how about you pull the bus over? We all rode buses back in the day. You pull the bus over and there's a conversation that's had, not All right, thank you very much for your concerns, Mr. Arkin. Okay, we will take

it into consideration. Okay, anyone else for public comments? Anyone? Okay, we will continue then. Um our next number nine is executive session. Specifically, the board anticipates entering into executive session for the following reasons. A, number six, to discuss the medical, financial, credit, or employment history of a particular person or persons and B number eight to discuss the proposed acquisition, sale, or lease of real property or the proposed acquisition, sale, or exchange of securities, but only when publicity would substantially affect affect the value of these things. Do I have a motion to enter into executive session to discuss items B 9 A and B? I motion. Thank you, Deb. Second? Second. Thank you. I think Paul had his hand up first. Thank you, Paul. Any discussion? Okay. All in favor? I. Opposed? Any abstentions? Okay. Motion

passes. We anticipate being back as as soon as we possibly can. I can't give you an actual time. Okay. Do I have a motion to reconvene into regular session? I motion. Thank you, Deb. Second? >> I'll second. Thank you, Paige. All in favor? I. Opposed? Motion passes to reconvene into regular session. Number 10, ex officio student school board member report. It is indeed a pleasure to have Sadie Burgess with us again, our student school board member, and she's going to provide us with a report on behalf of the student body. Sadie, the floor is yours. Thank you. >> Thank you. Um so, first, we had the rummage sale at the end of March. I know I talked a lot about it, but it was a huge success with a lot of student effort and participation,

which we haven't had in past years, so that was amazing. Um thank you so much to the administration, the custodial staff, teachers, our advisors for making it such an awesome success. Um and thank you for everyone who donated or came. It was incredibly successful. Um this week we have BB MUN, which is Model UN, but just for our school, which means it's a chance for middle schoolers to try it for the first time. Um and it's incredible because everyone gets a chance to speak, which doesn't always happen at the bigger conferences. Um so it's incredible. It's amazing to see people who've never spoken before get up and do a whole speech. Um seniors are starting to commit to colleges. Some of them include Sammy Glasberg, North Country, Sammy Danziger, and two students are joining the

US Coast Guard. Um and there's more to come. May 1st is the day where everyone commits. Um and then the next slide is about student celebrations. Um the seniors are going on their senior trip. They're going to Virginia Beach. They're going to visit an aquarium. They put a lot of effort to be able to do this. Um and they're all very excited. Um we've started preparation for prom. Um that's going to be on May 2nd at the Waynesboro Grange. It's something to look forward to before we start exam season. Um and then we had our third and final spirit week of the year. And I thought I'd just talk about the process of picking the spirit days. Um all spirit days are picked by the students, the high school student council. And we pick these

based on nationwide trends and student input. We'll survey at the beginning of the year to get what students really want to do. Um we pick the ones that we think will get the most participation. Um and it's just a fun celebration. Everyone really enjoys it. Something to look forward to. Thank you. Okay. Thank you very much, Sadie, um for providing us with another very thorough and very interesting account of the current happenings at Botetourt Valley. Um we truly appreciate the time and effort that you put in to provide these each month and uh it makes our job worthwhile to hear all the exciting things that are happening. So, we're we're eager every year or every board meeting to hear from you. Thank you again. Number 11, approval of agenda and minutes. Um, we are going

to A, approve the adoption of the agenda, B, approve the minutes of the March 12 regular meeting and the minutes of March 26 2026 budget meeting as presented and the addendum of number 15 letter D will be added on as well. Do I have a motion to approve items 11 A and B and number 15 letter D. Do I have a motion? I'll motion. Okay, thank you Deb. Second? Okay, thank you Paige. Any discussion on any of these? Okay, all in favor? Aye. Aye. Opposed? Abstentions? Okay, motion A and B with the addition of number 15 letter D are all approved. Number 12, financials. We are going to approve the following financial reports. Um, do I have a motion to approve 12 A 1 through 5? Motion? I'll Thank you. Second? Um Tom, thank you.

Any discussion on any of these items? All in favor? Aye. Aye. Opposed? Abstentions? Motion 12 A 1 through 5 has been approved. Number 13, CSE, CPSE and 504 recommendations. Um, number A Uh, do I have a motion to accept the C C S E C P S E and 504 recommendation presented in 13A? I motion. Thank you, Paige. Second? I second. Okay, thank you, Deb. Any discussion on any of these? All in favor? I. I. Opposed? Abstentions? Motion 13A is approved. Number 14, amendment amendment to annual independent auditor reports and associated fiscal accountability resolution. Okay, um Hayden, did you have anything that you wanted to add on explain this? We added one word and it's extra help. Okay. >> declined it because we did not need the word extra help. That is the only change.

Okay. And nothing changed in the financial statements, nothing. All right, just the addition of one word then. All right, do I have a motion to approve the amendment to the annual independent auditor report and associated fiscal accountability resolution as it is presented in 14A? Do I have a motion? I motion. Okay, thank you, Jason. Second? I'll second. Okay, thank you. And uh any discussion on any of this? Thanks for the help, New York State. Excuse me? Thank you for the help, New York State. Uh, all in favor? I. Opposed? Any abstentions? Motion to approve 14A has been approved. Number 15, personnel consent agenda. Um, okay. So, did you Okay. Okay. Where where did I go with that? 15 is action items consent agenda, I'm sorry. Um, do I have a motion to approve items 15A

and B and the addendum or just D, excuse me, A through D, C plus the addition of accept and approve the agreement with the Varley Appraisal Group Incorporated as presented. Do I have a motion? I'll motion. Okay, thank you. And a second? I'll second. Okay, thank you, Tom. Is there any discussion on any of these items? Okay, uh, all in favor? I'm sorry. Can I ask Oh, I'm sorry. Would this be a time for me to ask Lee about his grant? Or wait till he speaks? So, you you can do it now or you can do it now if you want to do it. Sure. Yeah, yeah. I'll come to the board in a minute. So, uh, we received a $15,000 grant from the Adirondack Foundation. Half will be devoted to installing a chicken coop

at the Lake View campus. We've already, uh, purchased the supplies. We've already prepped the site, uh, and the other half will be used to continue the, uh, Four Winds Nature Institute programming that we started this year, but we'll, uh, fund for two school years going forward, expanding it to pre-K and sixth grade for the next two school years. So. Where is the Where is the chicken coop going to be located? The chicken coop is So, if you pull in, uh, to the circle, uh, the baseball field to your right, there's sort of a plateau at the bottom of the the driveway. It's going to be there. It's 9 by 16. Uh, a local, Amish builder is building that for us and, uh, also supplying the chickens to us. So, we're we're buying local and, uh,

we are able >> layers? I got to ask. Are you going to buy them already laying? Yeah. Yeah, yeah, yeah. Okay. >> buying them already laying and, uh, hopefully work with families to support this on weekends and and all the upkeep that's required, and we're able to harvest the eggs and use them in our cafeteria. I'm pretty confident it's going to fit into our PBIS system really well, and the kids are excited about it. We're going to call it Cluckingham Palace. We have a whole lot of plans with the name of the chickens and do all sorts of fun things with it. We're excited to do so. Thank you, Mr. Carl. Okay. Um any other discussion? All in favor? I. Opposed? Any abstentions? Okay, items in 15 A, B, C, and addendum D are all

accepted. Number 16, personnel consent agenda. Okay. Do I have a motion to approve items in 16 A through Q? Motion? I motion. Thank you, Paige. Second? I'll second. Okay, thank you, Deb. Is there any discussion on any of these items? Um all in favor? I. Opposed? Abstentions? Items 16 A through Q are accepted. 17, policy. A, uh there are no no policy at this time, and I guess our next policy meeting is what you say, the 29th? Yes, yes. Okay. April 29th. Number 18, administrator director, and we have Mountain View principal, uh Mrs. Elaine Dixon Cross with us. Uh the floor is yours. Evening, everybody. Um thank you, Sadie, for that report. I also wanted to point out that our students, as they commit to either college, military, or career, um put up the new

places that they commit to. Um so, they're are activities still at our campus, which is fun to see those updates on a daily basis. And we also want to just point out some of the things that are going on here. So the high school and middle school student council voted on how they wanted their celebrations. So the high school is more interested in being awarded quarterly with educational performances, while the middle school wanted more of a mix of traditional certificates um, and awards with some performances mixed in. The performances are mostly obtained through PBIS funds and arts education grants. This year we've had a BMX performer of addition, and our third quarterly assembly coming soon um, with the completion of the third quarter tomorrow is with the Taiko drummers from Brooklyn. So I'm very excited

about that. These performances um, enhance educational themes of resiliency, perseverance, teamwork, and leadership among other things. Our fourth quarterly assembly ends with an awards ceremony for 6th through 12th, and our field day. So that's the end of our school year. The bullying has ended. Um, in collaboration with the social center and our Oasis grants, we sent 58 6th through 12th grade students to The Sound of Music on March 19th at Proctors. These students spent the morning at also at the miSci museum, where they experienced um, learning about forensic science through a crime scene, and uh, space science through cosmic colors in the planetarium. Um, through this same collaboration, on May 21st, 8th and 9th grade students will all see The Outsiders at Proctors. Um, with the same experience at the miSci museum, but themes may

be different. And these students have all read The Outsiders, which is an exciting addition to the standards they're going to meet in science at the miSci museum and the arts. Um, even though our grant cycle has ended for our five-year Oasis program, will end June 30th, we'll still continue to do our work with the Social Center in Celebration of the Arts and Sciences and they support one middle school group, so they'll do that for next year. Should we get another round of ESD funding, we'll attend two shows, not just one. Next Thursday, in collaboration with CFES, we'll have a career fair for all students in grades 6 through 12. There was a huge community support in this endeavor with a large variety of professions represented. Many of you are in this room that are coming.

Um students are able to pick their top choices and will attend the professions of those that are most interested to them. Standardized testing season is upon us. Along with that, I also want to mention the huge success we had with our January Regents exams. 100% of our students passed the ELA exam and several students raised their scores to mastery level and other Regents as well as the ELA exam and passed Regents they were required to have for graduation. So that season of testing in January got several of our students will get several of our students over the finish line with things they needed. We always celebrate that. Um And upcomings in the upcoming weeks, we have 6 through 8 ELA, math, and science unit exams. AP exams are the first week in May and after

that our key Regents exams will begin. I want to take a moment to um highlight the seven students that were inducted into the National Technical Honor Society in Mineville. That was a huge number for our small district, so I'm very proud of that and I hope they're proud of themselves as well. Um we also had four students in our Plattsburgh CV Tech program that um actually uh in collaboration with Ausable Valley, they donated a bus. Um they fixed an honor flight bus. So it was broken and now our students were part of the team that fixed the bus, so we're very proud of that. Spring is near. We have NHS and JHS um inductions coming up and our senior academic night in May I this year. That is it. There's so much more to say,

but I will see you for all the details. Thank you very much, Mrs. Dixie Cross, for um sharing that information uh with us. A lot of wonderful opportunities for our students, and that's exciting to hear. Okay, number 19, superintendent's update, um superintendent's report, and the district grants, letter B. Dr. Byer. Thank you. Uh so, grants first, and as always, because the principals are here, would any of you like to say anything else about the grants? Uh I'll say the title in collaboration with Hayden. The title of the grants amendments have been submitted, the UPK will be submitted, and the extended school day grant. Um so, it ends June 30th, but we did just submit today. It's due tomorrow, but we're a day early. We submitted it. They have technology that they received it, so now

we'll just wait to hear if we will get another 5 years of funding. So, I'm hopeful for that, because it does so much for our students, and it would be a great service to our community if we got that. And if if if you remember the turnaround on this, this was a matter of weeks. It was 5 weeks. Yeah, 5 weeks to turn around, give or take. Um from when they asked for the Yeah, it was very short. >> Yeah, so a a day early, I think, is going to be a day earlier than most. Yeah, yeah, right. Yeah. Uh okay. Um so, uh this is um one of the meetings where we do a progress track check towards our district goals, not like the full end of the year report, but uh so, sort

of summarize. Our goal one is always to uphold our goals from the previous years, so we don't lose track of those. Uh goal two this year is about our ELA and math performance. Our goal three is uh related to the facilities project, and goal four with the uh improving hiring, onboarding, and supporting for our new staff. So, uh giving you sort of a visual representation here. Goal one, we're in pretty good shape. Uh three of our four metrics are already done. Uh our fourth metric we will have a quarterly update to go in June uh for that, and that's on track for completion. Goal two, uh similarly, um we have completed part of this, but uh need are uh some additional testing uh results before we can finish that, but you should have those reports

uh in June. Uh goal three, so uh the the only slide with a little bit of red, I think this is the only one that's had any red on it uh in in any year uh that we presented facilities. Maybe what I need to do is make facilities project not goal three. Maybe that's the problem. Uh but in in any case, um so we are um on track, and we have been giving updates uh for meeting, but um you know, we were we thought we'd be much further along in the process at this point. Uh you will continue to get updated on this as I get the updates, and that's all I can really say about that. And then goal four, our hiring and onboarding, um I I do want to uh give a lot

of credit to uh Bridget Belisle and the admin team for their support with this and the mentoring program and everything that has made uh this process much uh better this year, I know. Um Hayden was involved in the business and the business office and the things. Our IT folks are involved. Um so, while there's certainly uh some areas um to continue to improve, we have made some significant adjustments this year, and that's great. So, uh you'll get a much more detailed um information in June on those, but we're other than the facilities uh project, And we're on track to completing those goals. What we're looking at for next year, based on the committee work that we've talked about and conversations that we've had, um, uh, continue to look at our previous initiatives and facilities. Uh,

certainly, um, portrait of a graduate is a huge for us next year. Uh, I still do believe that we're ahead of the game, ahead of most districts in the state. So, uh, having that specific goal and making sure that everyone, um, our faculty, staff, our students, our parents, guardians, that everybody is familiar as to what this is. Um, it really took us, though as I know we've had a lot of committees that have talked about this. And it did take a significant amount of time to kind of wrap your head around what it is and how we could see it working, uh, for our district. So, I am looking forward to rolling that out, um, and having sort of enlarging the conversation next year, uh, for portrait of a graduate. Uh, we have also identified

attendance as well as, uh, just general wellness, um, as interests for next year. So, we're we're just talking about how we can tie these in to district goals for 2026-2027. And I think that's it. Okay. Anyone have any questions for Dr. Meyer? Okay, thank you, Dr. Meyer. Moving on to number 20, public comment. Our agenda offers two public comment sections. Opinions, ideas, and concerns that are offered by the public will be considered and taken under advisement. We have set aside a 15-minute period giving the audience time to share their thoughts with us. Please raise your hand to be acknowledged by the board president. When called upon, please identify yourself, give your address, limiting your comments to 3 minutes. And I will remind you again that we may not speak specifically about any person or any

particular position. Okay? Does anyone have any comments? Anyone? Okay. All right, moving right along. Um number 21, next meeting. A will be the budget meeting Tuesday, April 21st, 2026, 6:00 p.m. at the Mountain View Campus. B, the special meeting will be held Tuesday, April 28th, 2026. The time will be announced in the future. That will be at Mountain View Campus, also. This is just to do the CBES vote, correct? >> Yeah, the CBES vote and board member election. Um CBES has seven seats open and six people running, one of them being Jason Wells, so I feel pretty good about getting him on that board. Out of two people getting interested. Same range, buddy. Um so, just a quick clarification. So, the way that board works, uh there are um 15 seats on that board. There

are 16 component districts uh in the region, and um everybody everyone can put someone up uh to have one of the seats. Um and if there are vacant seats, then there is an at-large process to fill that uh that last seat. Uh I I couldn't tell you what district doesn't have representation, but um but it's all, you know, volunteer basis, and um we appreciate the service. And the then the budget vote um is just yes or no based on the budget as presented, and typically that one um you know, lasts about 60 seconds, give or take. So, if you miss that one, you can watch the video. But, it's usually held during the day. Typically. Correct? Yes. Okay, number 22 executive session specifically the board anticipates entering into executive session for the following reason A

number six to discuss the medical financial credit or employment history of a particular person or persons. Do I have a motion to enter into executive session? Motion? >> I'll motion.
