001I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. >> Well, I'd like to welcome everyone on this uh beautiful week. Uh we are hoping hoping for what? No delays this week, right? >> Let's just, you know, keep our fingers crossed. shouldn't be might be the first week this year we have had a delay or no school I don't know >> it's been one so uh just a few opening comments here as we get started this is a meeting of the school board and public for the purpose of conducting the school corporation's business and is not to be considered a public community meeting we have time for public participation as indicated on agenda item
002two for agenda and not agenda items um our mission of go schools is to inspire innovation empowering potential and enriching our world. And our vision is to be Gan Community Schools, Elcart County School District of Choice. Moving down to approval of tonight's agenda. Do we have any adjustments to the agenda? >> We do not, Mr. President. >> All right. So, with that, the agenda is approved as presented. And board members, item 1.5, approval of the minutes from our February 23rd, 2026 regular school board meeting. Do we have any uh comments or edits needed to those minutes? I see no comments. So, they are approved as presented. Uh, we will then move on to our public comment and I will look to see have we had anyone wanting to speak tonight on agenda or non-aggenda items?
003Okay, we do not. So, then we will move on to item three, which is our superintendent reports. >> Thank you, Mr. President. Uh, we'll start out and Dr. Bob Evans has insurance update for the board. >> Thank you. Uh yeah, I just wanted to give you a quick update. We have our health insurance is self-funded and then we have a stop loss carrier in case if any one bill gets to be too large. So, uh annually our budget is approximately 7.4 million. We started this year with 4.1 million and we're currently down our cash flow is down 300,000 as far as bringing in revenue and spending it. were a little bit at the negative. Um we ant so right right now the balance is 3.8 million. We anticipate that there's ups and downs but we'll
004be fine as the year goes on. >> Thank you Dr. Any questions for Dr. Evans insurance good news um student achievement and commitments and I think has an update and then we'll go to Jav for the rest of the updates. So this is just a quick update on the go junior high curriculum adoption process. As you know we are piloting arts and letters there just like we are in the elementary schools and GIS but they are also have also been looking at other vendors and so they have listened to presentations attended a textbook caravan and have now narrowed down um the selection to two other vendors. So we have arts and letters, we have ampli a amplify and savas. And both of those amplify and savas are on the state recommended list. Um and they
005will continue the process of vetting those three vendors and looking for um to a rubric looking for alignment to the standards and really just um looking at the coherence of that alignment is a lot of what goes into that final selection process. Um, and I will continue to keep you posted on narrowing it down then to two and then finally to one. >> Questions for Lori on that. >> Okay. Next up, Jav, I think you have some testing updates. Uh, very quickly. So, this is week two of two for our testing. So just as a reminder that everybody second and third grade takes uh spring and then we have a second opportunity for second graders and third graders in May and then after summer school or third graders we have up to three opportunities to
006pass itse. So we're almost done with that. I think we're like 50 or 60 students. Uh everybody took advantage of being in school last week. So we are makeups testing this week as well. So should be done well ahead of the Friday. So that's for testing >> and and I understand this year is differently. We have to send the scores we have to send it away. We don't learn right away if people pass. >> So we uh the reports were available Friday night. They promised them for Monday. So we have an idea of how we're doing. results are embargoed. Uh so the first communication goes home to families. Families will know right away other students did and then what are planned for intervention for those who are at at risk in second grade or did
007not pass in third grade. So we will have schools do that as well. And so the summer recess second session starts May 12th I believe and I think the following week will do it for second and third graders narrow down the number. So yeah uh results will become public at the state board of education sometime in August but we thanks Uh and then yeah, we are uh happy to host a safety conference. Uh the behavioral threat assessment uh is a hot topic in the state of Indiana and through our connections with Dr. Baker at the junior high. We will be hosting a regional safety conference. So we have two speakers well known around the state. So we're happy to host that next Tuesday at high school. It's an event. Dr. Medcap has some updates on
008operational excellence commitments. So first things first as Mr. talked about um summer school is required for students in second and third grade third grade or second grade at risk. penalty for the second graders. That's just another opportunity for them to take it again. So, we are we are currently planning that along with the high school credit recovery and course offerings so that students want to maybe want to get ahead. One of the classes a lot of kids knocked out during the summer session is econ. So, summer school planning is going The estimate for cost is due to the state by April 1st, but they have yet to release the sub. So, we're watching that. Uh, next, kindergarten enrollment. We are in the middle of our kindergarten enrollment. Everyone should have gotten a postcard enrollment. As
009last week, we had 124 students registered for kindergarten next year, which is a little ahead of where we were last year at this time. um kind of kicks up really fast and then kind of slows down when it comes to May and June in July start. So we hopefully our goal would be to end up right at around 425 or 450 our goal. So we'll see where we go with that. Um one of the other things that's going on with kindergarten enrollment is you probably you might have seen some commercials for building strong brains. Head Start is cooperating with the foundation in El County uh to offer students specifically and you've heard me talk about this before students who have not attended any preschool an opportunity to have basically eight weeks of eight weeks of
010uh full day jump start into kindergarten starting the end of May. Uh currently we believe that um all of our current head start locations which is Waterford model west and chamber will have port classes transportation will be provided as foundation will be funding that for us. So we will be providing transportation to and from. So as people have come in to register, we've informed them about this opportunity, encouraging people to sign up. Uh the link is on our website. You'll see some of our social media sites going out there to parents. Hopefully people will take advantage of that because it's a great opportunity for students, especially those maybe have not had any preschool experiences. Legislatively, the cell phone bill did pass. So Mr. Boy and I have been meeting with some different vendors about tools
011that can assist us in uh enforcing that to try to give teachers some tools so it won't be a constant power struggle teacher between a teacher or student administrator student and student about having that phone out at school. Um currently it is not allowed. We've heard some schools take a extremely hard line saying the first second time it's out expulsion. Um we feel like we can with tools that can help them. We uh we might be able to avoid some of those some of those some of those instances. So we have been looking at some different storage personal storage bags for students. >> Question. >> Yes. >> This ban only is affecting public schools. Correct. That is what I understand. Yes. >> So, private schools and charter schools don't have to abide by it, but
012public schools do. Just want to throw that out there. >> So, talk to your legislators. Yes, please. Um, we have a, you know, I have some I have some of the devices upstairs. You guys can take a look at what's out there. Um, and finally, uh, last Friday, I met with the parks department, superintendent of the parks department, uh, to talk about the future of the pickle ball courts at model. They're getting to the point where they need to be redone, but they also have some, they're not sure they want to put pickle ball courts there. Maybe another kind of is going to get us to be given to you hopefully by the end of this week so that June can include it notes and then parks department will be coming on March 23rd to
013talk about what they would like to see. The reason we're involved in that is because technically we own the model we own that were tennis courts long ago. has upgraded them acoust Ask Tracy Noey to give the board a couple updates. >> Your microphone. >> Thank you. Just need to have closer. >> We have a new um the application system went live. We had a soft opening in the last couple weeks. But it is up and going. You're getting the position that are posted. Um, as anything with change, there's always some new learning and some new uh curves of growth that come with that. So, we're working through those, but so far it's up and kind of running two systems right now at the same time. Recruiter is still that contract runs out. Um staffing
014is a continuous um analysis right now as we move forward. Uh we just scheduled staffing meetings with all our leaders which is a common practice that we do here every year. Um but we're continuing to monitor enemies or resation. Um We have about right now retirees and rescu really some people wait forward that way. Um the third update I have tonight, we have just about finished our high school football coach interviews. Um we're in that last phase and hopefully we will have a recommendation to the board next to finalizing a high school football coach. Um along with that is our high school principal reviewing those applications as they come in. open Friday. We'll see if we need to extend that, but we're just taking a look at those applicants that are in analyzing those working
015on the retirement process or not retirement on the interview process for that. Um, achievements. Uh, boys basketball, as you know, we finished this season, but I think it's important that we recognize some of the accomplishment of this group of young men. Um their record was 17 and seven. Um but the senior class in their two years of play have become the second highest scoring class with 2,897 career points. This is only second behind the class of 1983. So they had a very commendable season. Um didn't finish out the way I think all of us were hoping that would happen but just did a fabulous job this year. Showing a lot of willpower and a lot of tenacity throughout the season. So, congratulations. They did accomplish. Um, we had 23 go high school art students that
016are exhibiting at the Midwest Museum of American Art. So, they have their work there at the art museum. get a chance to visit that and see some of our high school students artwork. We have our go high school choir that competed at state um just this past February. I guess we had 13 ensembles and 19 solos that earned gold distinction at that event. So that was pretty pretty phenomenal as well. And then our go junior high school STEM club um competed at the 2026 state conference and we had three first place groups, two second place groups and one third place group which was very competitive for a group that just not been with us that long been built the last couple years and so they're just doing a great job transferring to the high school
017and hopefully they can take some of that to the high school as well. >> Our accomplishments. >> Thank you, Tracy. Any questions, Tracy? >> All right. Well, thank you for that. And it's like I always say, it's it's wonderful to see our students, the great things they do, how they represent us. Uh those are our future leaders. Um it's just it's wonderful to see how promising they are. So, thank you for that. All right. Uh next we will go to board committee reports. So I will look to my fellow [clears throat] board members. Uh anything to report on the committees we all sit on? Building trades is going to be Thursday. Building trades is going to meet Thursday. From the music uh go high school musical susical is happening March 12th through the 15th. So
018in just a couple days. Uh the winter guard is entering the state prelims on March 7th. That was two days ago. They just sent me a list they wanted to have updated. Um the winter percussion is ranked in the top 15 in the nation the early season and they had many students from band, choir, orchestra make it to state and soul ensemble competition receive gold ratings. others >> uh foundation meets Wednesday. >> Okay. Um so this is kind of redevelopment kind of not. Uh last Wednesday uh there was a public meeting at Gan High School that was talking about the expansion of US 33. A number of us were in tenants there. It was just kind of that first preliminary. I I bring it up to the fact that Gan High School will be impacted
019by this with some of our frontage being uh potentially taken uh for that improvement as well as one of our parking lots at the corner of Reynolds and 33 that we use for overflow parking. All looks to be impacted by that. So, uh the project is still years away. Um I don't think they're going to start anything until 28 at the earliest. So, but that seems to go by fast. So, I think it's something to keep aware of because they'll be looking to buy the land from us. So, okay. Anything else? Committee reports. All right. Uh, so with that, we will now move on to item five, which is our consent agenda items. We'll start with 5.1, approval of accounts payable dated March 9th, 2026 and payroll dated February 20th, 2026. 5.2 gifts and donations.
0205.3 approval of punctuation corrections for policies and 8500 and 5.4 personnel. Anything to highlight on the consent agenda items, sir? >> Yes, we do. Today we have uh two retirees. We have Deborah Ortega, EL teacher for 25 years, finished out at the intermediate school, spent time at the high school and some other places as well. And then Irma Plug is an EL pair professional and she's uh been I think at the for 20 years and retiring and and started at the junior high, right? And then went to the intermediate school, finished at the intermediate school. So congratulations and Thank you for your service. Uh all the kids lives that you touched and poured into. Uh it makes a lasting difference and I'm sure they're out there doing good things in the world partly because of
021the great experiences they had with you guys. So if you would can we take a picture Mr. President and myself would like to get a picture with you if we could to celebrate your retirement. We're just doing with all this free >> [laughter] >> Grand. >> Well, we thank you both very much for all your service to Goa Community Schools. It's very much appreciated. You've touched so many lives. I can only imagine. So, thank you both. All right. So now we will go to uh item six which is our action items and we will begin with item 6.1 approval of Gan Junior High School roof replacement recommendation. Dr. Evans. >> So earlier we requested bids for roofing. Uh one project at the junior high and one project at the high school. So uh at the
022junior high there were three sections uh that were bidding on. Was pleased that we had seven respondents. uh was also more pleased that the lowest respondent was uh significantly lower than what we anticipated. So we are recommending the apparent lowest responsive bidder which is Tech Pro Roofing at the base price of $848,892. >> Thank you for that, sir. Uh so board members, I will look for a motion and a second to open up for discussion and ultimate voting. I move for the passage of item 6.1, approval of Gan Junior High School roof replacement. >> Second. Moved by Mr. Glick, seconded by Mr. Goodman. Questions from the board comments with what we see here with our recommendation to use TechPro roofing. One question I had was with I don't know how to pronounce that bed. uh
023the second item there or the second one that was substantially higher. >> Yeah. >> Was there were they offering something that the others weren't or what was >> No. Well, we have specs and they all met the specifications that that we required. I would say that um sometimes people may not really give the most competitive bid because they may not be highly motivated. you may have their some are booked up and this may be something if you if you meet this I'll I'll respond but um there were enough other ones they were the highest and but there were several others that were lower and so I do not believe that they would uh provided any additional services that were not in the specifications >> Dr. These would all be similar lifespans. >> Yes. >> Yeah.
024>> How long? >> 20 years. >> Unless you get hail. >> Flat roofs are horrible. >> Put solar panels on them. Um those sort of things, but they should last 20 years. >> There's a warranty. >> Yes. Yes, there is a warranty on on the roofs. Um I couldn't tell you exactly how many years that warranty is on. We have multiple many roofs that are sections that are under warranty currently. >> And and I'll say Dr. Evans did provide to me some time ago kind of a classification of how we've evaluated our roofs. So I mean it's you would think the junior high very large facility. I mean some of the roofs are brand new there. Others are much older. It's just you know I want to say they've been cobbled together but as things
025have been added on over the years you put a new roof on it. So things are staggered with how they come and go. So, I mean, I think a lot of our schools are that way because not one of our schools has not been added on to many times. >> We have our roofs are we project when they're going to need to be replaced, but we we we investigate and look at them every year to update those projections. And uh these roofs are probably coated red. There >> they are. Yes. I guess in reference to the uh the comments there about warranty do these when we spec it out. Do we say how much time we want to have under warranty? Do we know how the warranties compare across these different companies? >> The specifications
026would be for the sim similar type of product being installed. So it all have similar warranty about the same warranty. >> What that is exactly I don't have uh with me. Other comments, questions? Okay, ready to order or ready to vote? I said order. Apologies. Uh, so we have a motion and a second on the floor. Uh, all those in favor, uh, please raise your hand and say I. >> I oppose. Same sign. It passes. Uh, 6. Item 6.2 is approval of Gan High School roof solar removal and installation 2026. So the high school is a bit more complicated because we have solar panels on the high school. So those solar panels will need to be removed and then reinstalled per our contract with the installers of the uh solar sulsent energy. Uh we are
027responsible for the removal and the replacement. We are also responsible for energy lost while they are not hooked up. So part of our budget for this project was knowing that we would need to pay for um removal of the solar panels and installation and we would need to pay for the energy lost. So going down that road then uh we have we had two quotes. The lowest was clean capital solar for $132,000. That is to remove them and to replace them. 59,300 to remove and 72,800 to replace. And included in that cost, I'm going to state that is also approximately $9,500 budgeted. That's a month of lost energy to bring the total project cost to $141,600. And I guess this isn't approved, then the next item is irrelevant. >> All right. Thank you, Dr. Evans.
028Uh so with that I will ask for a motion and a second for item 6.2. >> I move for the passage of item 6.2 approval of Gian High School senior solar removal and installation. >> Moved by Mr. Blick, seconded by Mr. Goodman, questions [snorts] just general comments. I know it was pre-existing most here. What What was the original goal with the solar? What was it supposed to accomplish? Does anybody know? >> So, the the goal was is uh we were we leased the roof out. We get a some amount of money per year. I can't remember off the top of my head what it is. It's an agreement with NIPCO, Soulsson Energy, and Gan Schools where they will put the solar panels on. They um it goes through NIPCO at a certain rate and they
029get part of that rate is we get energy savings from the solar panels, but a kickback also goes to sorry, wrong term. Some of the revenue also goes to the people who helped us put on the solar panels. So I want to say these went up 2017. >> Uh the contract I think it actually started when we were researching the contracts actually started with Jerry Hawkins was here as a as our as our CFO and so that had that started about 2015 2016 the contracts were signed I think installation happened about 2017 >> right I think the discussion started from Mr. [clears throat] Hawkins. Uh so he may have introduced >> so and to give you more background. So there's two schools that fell into this. One is Gan High School. The other is Waterford
030Elementary. That's the other one that has I think this agreement. So >> yeah, there are definitely some industry that has them. Yeah. Right. my memory and this is you know a few of us were on the board then is they said these two the roofs were in pristine condition so this was not going to be an issue um I I can say I definitely asked that question at the time um so >> that wasn't accurate >> that was definitely not accurate if it's been 10 years less than 10 years and we're having to do this so >> yeah I think it was just time solar energy craze kind of started and it was company came in and said you have all this you have this you have this acreage up there on top of roof
031it's not doing anything right it's an opportunity for them to us to capture a little revenue from it and also a little bit of some of our energy >> does it actually do that >> is a very good question I would say I don't think I don't know that we have I don't know that we get metrics from that like we used to do from the solar fields we have model we have some dashboards we can actually watch see how those performing these are truly we are just pretty much so our our monthly benefit $6,000. I'm guessing it could be more, but I'm being concerned. Apparently, it's they're saying the budget 9,500 for the whole month, but it usually is not quite that much. Depends upon the month, how cloudy it is, and that sort
032of thing. So, maybe 6,000 is an average. >> So, they're saying it's a month to tear down the roof. Yeah, being conservative, you know, we don't we don't know. We're hoping it's two weeks, but but [clears throat] as soon as we get them back up and running, then clock goes off, we pay the difference based upon a daily rate. >> I guess my question was going to be with the cost to take them down and reinstall them. I mean, if can you cancel the contract and just pay the cancellation? And >> it's a 30-year contract, if I remember right. >> 30-year contract. I >> think 25. Bob and I did some research. >> We dug into we dug into all the contracts. We did not see without paying out whatever without paying out what they
033would consider loss for the next >> 33. >> Yeah. We could not see a way we could have without having to pay for the loss revenue that they would be getting,000 a month. >> So they basically make more money off of it than we do. >> Yes. Because they fronted all the money. >> Yeah. They So Solstice bought all the equipment. >> Okay. >> So because they were I want to say leasing our roof space, >> we got some rate for that. That was my recollection. Worst part about it probably $32,000. Yeah, it's probably a two-year payback before we break even again off of it. We use a 6,000, which is a conservative number. >> So, when there was that hail stom that went through, it didn't damage any of the panels or anything. >>
034To my knowledge, it didn't. Uh, but we our insurance would cover that if it did. >> Oh, I was just going to say maybe you know if it had damage then you could have pulled them off at that point and redone the roof while it was down. Some argue can be made that they help protect the roof because the panels actual measure. I mean, reluctantly, we don't have we're our hands are somewhat tied because the roof has got to be done. Um, it's one of those maddening things though because while I think we all knew it was going to have to be done eventually, I don't think we I didn't believe it would have had been this soon, how I would have classified it. >> Exactly. And if you're going to put solar onto a
035new roof, uh that you're probably okay there because you're taking the solar off at the end of its life. Correct. And you're replacing the roof at the same time. >> But putting it on a roof that is already 10 years old is probably not prudent. >> Correct. when the solar is going to be removed. Does that ruin the roof? >> No. No. But there will be some patching it ruin. No. Would there need to be some work? Yeah. >> And do they cover that or do we do >> all maintenance is on the school? Yeah. >> And just to be clear, there are more sections on the high school that will need their roof replaced in the coming years that have solar off. This is probably only a quarter. >> Maybe a third. >> Yeah,
036I was thinking a third just by looking at the size. >> It's over the gymnasium. That's the big space. >> That's got it. Other comments, questions? Okay, we have a motion and a second on the floor. All those in favor, please raise your hand and you say I. I oppose. Same sign. Passes 6 reluctantly. Uh item 6.3 is approval of Goan High School roof replacement. >> So we need to replace two sections at the high school. Uh we received six responses which is also good. Uh the apparent lowest bidder or the responsible bidder would be Bond Trigger Roofing for $486,660. That is well within our budget. Um so I would recommend bond trigger roofing or go high school roof repairs. >> Thank you. I'll ask for a motion and a second for uh item 6.3.
037>> I move for the passage of item 6.3, approval of Goan High School roof replacement recommendation. I'll second move by Mr. Glick and seconded by Mr. Goodman. Questions? >> I guess my only question is I noticed that the low bidder at the junior high did not supply a price for the high school. Is that accurate? >> Uh I would have to go back and look at them all. I would tell you that uh there were a couple that did respond to both of them. You can see their names on top there. >> Um Tracker did bid, but it was not the lowest bid for the junior high. >> Yeah, I found it interesting. I think that you know the low bidder over there didn't even supply a price to this one. So, comments on roofing.
038Okay, ready to vote? Okay, we have a motion and a second on the floor. All those in favor, please raise your hand. You say, "I." >> I oppose. Same sign. That passes 6. All right, that concludes our action items and we will go on to our one discussion item, which is item 7.1, first reading for policy updates, volume 38, number one. Dr. Metaf, please take us away. >> Okay. So, uh, actually figured out how to read all this since then. If you look in your board documents, um, if you start from left to right, The two overviews are the we'll talk we'll talk you through whether they're going to be rescended um technical fix or a revision. Um and it gives you a summary of what that what the law says that made it change.
039The last piece which is just the policy update is all those actually policies and how they will read in the current in our policy manual. Um so there were a number of non-discrimination policies uh due to some changes at the federal level with some some terms and some definitions uh that that take place in the non-discrimination piece. The overview the overview from September 2025 is pretty much everything that changed because of legislative session and things that came out of there such as the TAG grant is in there teacher evaluation is a large number of different pieces, but they do give you a nice little a nice summary of why it had to change. And so the last document was just here. If you have any questions, we will been in contact with a couple different
040times about about these making sure that we understand how it works. Um, basically if we adopt the policies as submitted, um, they would fall under their protection of their if the board decides that is totally within the board's purview to make some changes or or to do some things differently that different that are different from their recommendations. Uh, we take that liability. So, what these first couple pages of the overviews kind of talk about. >> And so just for perspective, we're talking about a total of 16 policies between the the two documents. >> Yes. So there in the non-discrimination piece, there were three policies um three proposed revision, three policies, three replacement policies and the removal of seven policies. In the other pieces, there's a revision of 13 policies. Four were technical corrections such as,
041you know, grammar. That's what we you voted on today in your consent agenda. Um, one replacement policy. Um, and then revisions to 12 administrative guidelines. Those are just how we how we uh implement those policies at the administrative level. And then one technical correction to an administrative guideline. And they also include some forms because one of the nice things about anytime they say, "Hey, here's a form for an overnight field trip." They provide that for us. So they also update those. So board members, we were given a copy of these uh two weeks ago, I think it was. So um if you haven't had a chance to look at them, you know, please take some time over the next week so we can be prepared uh to have these as an action item. Um, if
042there's concerns or questions, I would ask that we try to get out ahead of that so we can either u be ready to answer them or like Dr. Metath and Miss McCrendle be ready to respond to them when we ask questions or we're we're pleased with them and we can just vote on them and get them into our updates. So I guess anything at the moment as you've looked through them >> because one of my questions was is there anything that we actually are changing and how we operate based on these particular policies. >> Um there are some there are some pieces I know the CD there's a there's a part in here about I was just looking like how we how we drug test CDL guidelines have changed anytime that tag grant how the
043tag grant is administered um most of the policies do the The second the overviews that aren't the non-discrimination ones do impact a little bit about how we how we will continue to operate. A lot of a lot of a lot of most of them do have some implication for how we how we operate a little bit. Nothing dramatic. I mean within there there's the new election and eligibility to serve based upon the legislature that really changes how people can declare party for board elections compensation is in there for board compensation. So all of these have have some impact. I don't think there's too many that don't have a lot of impact. retaking class was those technical corrections are just again probably the least intrusive. Um everything else though we probably already because this is these
044are the things that were passed last July. Um so if it was in they were already for example the accounting system capital assets Bob's department has probably already moved and taken care of that this just kind of >> I was thinking there was some that we' already discussed Stephen that we were going to be doing differently. Um so I didn't know we already made those changes. >> I think these became available, but we were maybe correct. >> So, we could have probably done this maybe by December. >> Yeah, we would have done this in the fall. >> And this is a large legislative changes, >> right? >> So, normally you don't get this many I don't think the updates don't seem to be pretty big chunk. If you notice the 3000s and the 4,000s are
045like classified certified employees, two different groups almost all the language the same. There are some differences and there are there are some that are updated this time that will be updated. For example, you know, the use and maintenance of automated. Um I believe they changed last last legislative session where they have to be where they have to be placed or how far away from any kind of Uh, so that one, even though we just updated it, we'll see another update again this summer.
