006will be 25 on Friday his kindergarten teacher I think it was like your first year here or whatever if not pretty darn close and um just really uh and I miss Patterson I I just see so many friends and Fa faces here from when I was here and it's so wonderful to be back um thank you so much um I also wanted to point out that many of us on the board I think seven of us attended the Arlington connect section last night was happy to see that a really big proportion of the community came out we got a great turnout better than for any of the other sessions it was a very specific topic about moving forward with the master facilities plan um already the board got great feedback right there on the spot
007what we're trying to do is sort of Listen to Everybody what we think what we think our community wants for the future of its schools and its children and we really appreciate the efforts of the facilitating committee and that event to really kind of start that process also I'm not sure if we're finished with the survey but if we're getting close to doing a phone survey I if you're if you do get a call we ask you cooperate with that and and answer the survey you know whatever way you like but we need those responses as well we're looking for that to come in the next couple of weeks and we're excited for more feedback from our community so thank you all for that and your efforts in that in that way um that's it
008for me moving on superintendence remarks Dr Moyer okay uh first yes I was going to also mention Arlington connect I'm not going to say much about it because I assume that Dr janat will later but um I did want to thank the community for a good turnout last night that was good to see a lot of people come out it's very very important uh discussion about um how we move forward with with h facilities and um so thank you for that um wanted to acknowledge that we've had a successful uh fall Sports season um boys cross country play Place fifth in the state with Ethan green finishing third overall girls cross country play sixth in the state boys and girls soccer also qualified for state and Campbell Clark of the girls swim team has qualified
009for for the state meet um th those results are not uh in yet so uh lot of success um in in athletics at the high school is fall um then my last comment a little bit longer uh I wanted to read a statement here uh tonight New York State's dignity for all students act seeks to provide the state's Public elementary and secondary school students with a safe and supportive environment free from discrimination intimidation taunting harassment and bullying on school property a school bus and or at a school function the New York State education Department's office of diversity equity and inclusion has developed a culturally responsive framework to support student- centered learning environments that affirm racial linguistic and cultural identities prepare students for rigor and Independent Learning develop students abilities to connect across lines of difference
010Elevate historically marginalized voices and Empower students as agents of positive social change Section 5 D4 of the Arlington code of conduct states that discrimination which includes any form of discrimination against students includes but not limited to discriminatory acts based on a person's actual or perceived race color weight national origin ethnic group religion religious experience disability sexual orientation gender including gender identity or expression or sex by School Employees or other students on school property and at school functions that take place at locations off school property section 14 of the Arlington code of conduct cites board policy 7 7550 dignity for all students the policy includes the following language the district seeks to create an environment free of harassment bullying and discrimination to Foster civility in its schools and to prevent conduct that is inconsistent with its
011educational Mission the district therefore prohibits all forms of harassment and bullying of students by employees or other students on school property and at school function in light of some recent events across the district and current events in this country and abroad I would like to remind everyone that discrimination or bias of any kind is not tolerated in Arlington students who engage in discrim in discriminatory or bias related behaviors are subject to school discipline the district Equity team has developed a bias incident response handbook which was written by and for Arlington faculty and staff this handbook will Empower all faculty and staff with the tool support and resources they need to address biased situations as they occur building Equity teams and student Equity clubs routinely work to ensure that their schools are free from forms of
012discrimination and bias of any kind we all must work together families teachers coaches and advisers to reinforce this with our students in addition we are training staff on implementing restorative practices and each school has at least two Dosa coordinators we will continue to strive to ensure that our schools are welcoming spaces for children and that all students feel a sense of belonging here at Arlington thank you thank you Dr Moyer moving on public comment for agenda items only do we have any public comment for Section okay reports and discussions we're up for Knox on Knox on Road thank you so much um before I I get started I just wanted to acknowledge our staff members that are all here tonight I hope I do justice to the work that you do every day um for
013our kids I also wanted to acknowledge our panel of experts that will be answering your questions at the end of the presentation you do have some sample questions in your folders um we had a recent event our veterans tribute um and they'll be answering any questions that you have about that event but I wanted to acknowledge sha mckain Cassie Murray Finn Olivia Blake Maya Lee auel taric Joselyn pry Emily franch um um Aubrey Sheldon Jeremy bashiru Denley Mitchell and Casey McCormick we're just gonna start with a round of applause for all of you so before I start I just wanted to take a St Memory Lane a little bit um on September 1st all faculty and staff piled into the High School auditorium seeking to be inspired and motivated as we began another year serving
014children little did I know that the opening remarks this year would stick with me well beyond that convocation Mrs Meen your words stuck you spoke of what you would do if you had a magic wand Not only would your house be and span you would also use it to create a culture of understanding trust and respect between all within this educational Community this school year you said you would use it to create a space where every single person felt seen appreciated heard and valued for who they are and what they brought to the table you also called out the reality that magic wands aren't real so we either live with what exists or roll up our sleeves and get to work creating in practice the vision that exists within our minds welcome to Knox on
015Road Elementary School this is a place where we are rolling up our sleeves and getting to work despite the challenges and struggles channeling the passion within ourselves in the absence of Wands we still create Magic for our students staff and community so what does this look like on a daily basis we balance High academic expectations with a nurturing loving environment that you can see and feel from the minute you enter our school this balance exists not only with how our students are treated but our staff and our community members as well through our brag board our Knox on hero tickets and bus Integrity Awards we show our students that we are constantly looking for and celebrating examples of their successes beyond their reading levels beyond their test scores our staff members and students are genuinely
016happy and excited to come here every day the passion and energy you see and feel doesn't exist by accident we value having fun and we believe there's always a time and a place for laughter and silliness whether in the form of hoverboarding principles wicked witches Daredevil teachers disguised nurses trouble causing grinches disappearing classes leprechaun tricks or more we know if you make it fun they will come so we do just that we're raising humans not numbers our work and actions daily reflect our belief that we need experts those who delve into a particular field and gain the discipline knowledge associated with it but at the same time we need people who create and imagine sort and synthesize communicate and can relate to others we teach our students that what's on their resume gets them the
017interview but their Charisma and ability to engage an audience is what moves them on to the next round in PE Mr H features assistant coaches who help their classmates with specific skills for improvement these students are chosen because someone saw in them their ability to teach and Inspire to lead and now their role models we are fostering not only the future Michael Jordans but also the future John Wooden and the future Howard Cassel through opportunities like our Speedy Sports casts where our students broadcast the play-by-play of intermurals that morning our adults are examples for children of collaboration on ongoing learning open-mindedness and problem solving through PLC we sit beside each other listening learning reflecting and when needed changing growing and creating each grade level keeps their own agendas and minutes for each PLC meeting they
018share data of their class they problem solve dive into new curriculum and seek to align with our maps and our pacing guides we know that emotional intelligence is not a gift but a skill that can be taught we openly grapple as a community with challenges how to welcome all our responsibility to marginalize populations and most importantly the urgency of this work we show students and families that they can overcome the demographic fate or the hand that they may have been dealt in life as they participate in student and Family Cafe sharing their St stories and successfully enhancing the connectedness in our community in our school we nurture and develop our capacity for empathy by constantly highlighting examples within our world and within our community of people who make a difference our students see themselves as
019leaders and their confidence and commitment to do just that is palpable whether our bus driver tribute veterans tribute or more our students take an active role as Leaders of these events they quickly learn how powerful their own voices are and the pride that comes with giving back we allow and promote the Gathering of different differences we hold space for multiple perspectives and recognize the existence of multiple truths every member here as a leader and at Knox on we truly believe that the smartest person in the room is the room we have eight members of a school leadership team leading a book study we have Wellness leaders who have facilitated dialogue around I wish my teacher knew and staff members who put this Theory into practice completing that very activity in their classrooms last year at
020our board presentation I introduced you to Sophia who had just come to us speaking no English from Ukraine in welcoming her our student council created a mittry and decided all donations would be sent to Ukraine to her family and friends still there a year later Sophia is not only learning English she's proudly using her voice to read to younger students welcoming veterans at our schoolwide tribute and serving as a role model for all students it's not quantifiable and we have millions of stories like that thank you for reminding ing us of the value in creating a culture of trust and respect where each individual is seen heard and appreciated for who they are and what they bring to the table we wanted to give each of you a wand in your folder to thank you
021for the inspiration and to remind you that magic has nothing on what we can accomplish when we roll up our sleeves and get to work together I'm going to ask that our panel of experts stand up go ahead follow Sean and we are all open to any questions that you may [Music] have nice to meet you nice to meet you than very thank you nice to meet you nice to meet you careful love the hat nice nice to meet you I also wanted to acknowledge the members that we have in the audience um that were at our veterans tribute so can we have Dr Connelly please stand along with her veterans um we wanted our kids to not only see in our veterans tribute to not only hear the word service and sacrifice but to
022truly understand what those words mean and so it was really special to be able to bring in people from within our community who are veterans themselves and through the the organization that they're a part of mha are giving back to Veterans within Duchess County so thank you for being here tonight so we just wanted to ask if you had any questions for our panel of experts what was the best part of the Veteran's tribute and how did being a part of it make you feel um so an important part of the veterans tribute was seeing how the veterans would react when we showed them our presentation that we've worked on for very long and it made us feel very excited although it made us feel nervous it still felt really rewarding to see their faces
023thank you anybody else want to answer that um to me being a part of it made me feel really good inside and I think the best part of it was actually being a part of it with everyone else who did it and honoring the veterans who sered for us and I do just want to say aubriel um was added to the program late because at about nine o'clock that night she was emailing that she had created something and she wanted to know if there was room for her to share what she had created did you bring it with you did you want to read it veterans poem The is for very brave e is for enthusiastic T is for terrifically talented e is for encouraging R is for responsible A is for amazingly tough and
024n is for not afraid than it felt really good to see their faces and it kind of felt nervous but it was rewarding I felt like I was a part of the community it was very special to see all them all their faces when I could see that all them were enjoying what we all created Larry you got oh oh thanks um I think that it was really good that we did that because the words were very powerful in our poem and I think a lot of veterans can relate to it especially the part that says we are the dead short Clays ago or short days ago we lived felt saw Sunset glow loved and were loved and now we lie and Flame Lander Fields this part could make them think of their friends in
025the military who gave their lives to protect others so our students learned a poem in Flanders Fields and then they recited it and Sean was part of that stenley were you part of that did you want to talk a little bit about that well well the well the poem was a little great but the thing is it was formed in the back into the ambulance but the Creator the when he was making the poem he was looking exactly right at the poppy in the back of the ambulance which I think is really beautiful which is why he put the poppy in the poem so and learned about implant Earth Fields by John McCrae and they learned that John M McCrae wrote it while he was riding in the back of an ambulance looking out at
026the at the Fallen Soldiers and the and the poppies thank you does anybody else have a question they' like to ask Maran so I'm interested to know about your vent that requires a prop good do you all want to chant back you all want to little them so the chant is listing all the things that the veterans have either LW sacrificed or and how much we appreciate them I think it was an amazing experience to be able to perform this chant in front of all the veterans because it just points out all the amazing things that they have done for our country our state and the way we live for the way we do right now our vets are here today our vets are here to they fought for us in way I don't know
027what you've been these men and wom are so bold sound of sound off sound off you all made the sacrifice you Ser protected and Pa the price our flag will rise forever and for this we thank you all sound off sound off sound off your and broke some bones left your family without any Grans I don't know what you've been [Music] told sound off thank you Vets For All You've Done rise up students everyone up students every we now clap and thank you all to small wow excellent thank you great job that was great do anybody else have any questions for them or would think H out to that's a hard thing to beat I think that that that's a yeah Mark yeah okay um I Heard noxon focused on the word service and sacrifices
028show the how you understand our veterans how exactly did you all show service and sacrifice we gave up our recess to make bracelets for the veterans and we made bracelets to symbolize kindness friendliness and a bunch of other stuff to show how much veterans mean to us and how much we care and put ourselves into their um footsteps no matter what we wanted to do at recess like we focused on making those bracelets just for the veterans um all of our students also um did acts at home and um their parents their families had a chance to pay them for the um services that they provided and the money that they brought in uh we decided that we would like to donate to our local organization so our students raised I believe $586 but what
029makes Knox on Knox on is that the next day one of our teachers Mrs McMorris ended up saying I want to see if staff can contribute to that as well so actually tonight I'm going to be giving you the donation that our students and staff raised thank you well that was just awesome anybody have anything else and thank you for your presentation that was wonderful and and we just love to have all these shining faces in front of us and hear what you're what you're learning here at noxon so thank you very much it's not easy to stand up in front of all these people and I appreciate the effort you made tonight we did have one person that just wanted to share uh Mr H's uh sports broadcasting this is something new it's not
030about the veterans tribute but it's something new that goes on in our school and it does uh create some fun in our building in the morning and I think it's a really unique idea um focusing on the sports broadcasting not necessarily those athletes um so go ahead and read just the beginning is what we hear on the announcement in the morning in fifth grade in to mural students worked on basketball skills slam donks were the skill of the day a slam donk is when a player leaps up toward the basket and dunks the ball directly into the basket the Hoops were lower to have students reach the rim when we played the PE favorite activity of dun dungeon ball Sean show me the money mcken had a game winning shot and special shout outs to
031go to Zoe the zombie and Theo feel the burn for demonstrating great teamwork and sportsmanship throughout the day activities was there was there any was there anybody else that was there anybody else that had something they wanted to share I just want to make sure if anybody cre digal yeah thank you so much sure of course okay so we made a digital stop motion on our um on our Arlington tablet so um it basically showed um a Lego person which was supposed to symbolize um um someone singing for the veterans it was the grand old flag and um something and every we put in lots of every en richment that we did so that we could make a a small play for the AR en richment and it took a long it took a long
032time to take the right amount of pictures to add in your Grand Old Flag the song I also um so I made something on flip a clip which is an app that allows you to draw a picture then go to another frame and draw another picture to make it look like it's moving and um every art enrichment day I worked on this of a veteran shooting out a gun of a flag which was supposed to symbolize peace seats and then is it okay if our kids head out with their families absolutely so much that's all so great great job bu go ahead Shake our to go nice to meet you great job thank you thank you thank you I also wanted to thank our PTA for all of the refreshments that they brought here today
033thank you Mrs Lake take care great job great so now I have a new wish that I could like put that in a bottle wouldn't that be awesome take that home every time you need a little pour a little out right that' be great I'm digging on this let me tell you that okay that was great all righty um sorry okay next Up Ja Rodriguez you always get to follow the kids I know I just feel so bad about that with the course proposal presentation which is usually fairly exciting but I'm sorry not tonight right so okay I'm getting used to it hi good evening everyone so tonight I'll be presenting um some proposals for consideration for um new courses and some course revisions oh there it goes okay so I wanted to quickly just
034review the process um as you know we do have content teams that meet uh districtwide twice a year um so on the screen you'll see uh the different levels of review and approval that um these proposals have gone through before they arrived um here to this presentation so we have content teams for um every Department area so Ela Math Science Social Studies and special areas uh we have about 20 people that serve on each of the content team um we have from K to 12 we have teachers we have high school students um school and District administrators um so at the first level um that's where any staff member in the district can bring forward a proposal for consideration by the content team um during that those meetings that you see the dates listed here
035um all the proposals are are reviewed and then um recommended to the next level which is the CIA team the curriculum and instruction team um at that point we review all the proposals all the feedback received from everyone in the content teams and really determine um what to prioritize right because all the proposals are great U but some of them um are more aligned with District initiatives some of them um benefit more students so we take a look at um how many students are being served by this new proposal we take a look at costs um and then make recommendations to the superintendent and then and now here to all of you um so we just completed the fall review cycle um tonight will be presenting all the proposals and at the next board meeting
036on the 28th we'll ask for um for approval all right so this is a summary of all of the proposals that we'll be uh discussing this evening um there's a proposal for revision to the course English uh College Prep um a review of the AP exam requirement for half year social studies courses um and there are five new courses that are being recommended for next school year um that we'll discuss in more detail um one of the things that all of the um coordinators have brought these proposals forward we did share that um we were not considering adding staff um to in order to make this happen so all of the coordinators um did share that they can pull this off by just making some adjustments in the scheduling so I wanted to say that
037in advance so the first uh proposal is to revise the English College Prep course in to a English 12 regions course on this slide you'll see the current pathway for a traditional pathway for um region level students so in ninth grade students take English n r the 10 R and 11R but then in 12th grade it gets a little bit different so students have to choose to take either English College Prep or take uh dual enrollment course through dutes Community College called composition 101 or 102 or they have to take a genre specific English elective so those are the three choices um the three areas that students have to choose from as seniors so this is a recommendation um that was brought forward by The English Department so instead of having the English College Prep
038um making a revision to English uh 12 region that would be more aligned with what the students have experienced from 9th through 11th grade so here's the rationale in making this change um currently senior options for English classes include the English College Prep concurrent enrollment English advanced placement English and genre specific electives uh many of our seniors report feeling misplaced quote unquote in their Senior English class often taking elective classes that they are not really interested in or do not support the literacy needs the target audience for uh this course would this would be a full year course factor8 um and this course is geared toward students that completed the English n the English region um sequence um and are interested in more practical English class and not really interested in taking a genre specific
039course like poetry or creative writing these are the outcomes for English 12r um they will engage in text that promote self-reflection and perspective taking write with purpose and intention for more practical situations um public speaking will be part of it explore career options and experience Civic engagement in their community so really just looking at a more practical application of English the next recommendation um it's not a change to the actual course um but the AP exam requirement So currently for AP social studies well for any AP course in Arlington um students are required to take the AP exam if they're sitting in an AP level course um so the social studies Department Department brought this forward as a concern and a recommendation that we currently offer four um halfe AP courses in social studies AP
040US Government AP compar comparative government AP macroeconomics and AP microeconomics the AP exam is only offered once a year and that's in May um so some students are taking these classes in the fall September to January other students take it spring February to June so depending on which semester students take the halfe course they present different challenges um in being prepared for the exam in May the recommendation coming from the social servies department is that since most students take um take halfe AP soci studies in both the fall and spring semester it's recommended that we that we make the AP exam optional for these half year courses only this would allow students to better prepare for the AP exam of their choice or have the ability to take the course to challenge themselves without the
041stress of an AP exam in May of their senior year in the fall semester students completing the AP course in January will be provided with an opportunity to review for the May exam after school since of course they would have finished the course already um in the for the spring semester students um students completing the AP course in June may also need additional Afterschool support to prepare for the May exam since they would be sitting for the exam about eight weeks before the course ended so they would be somewhat at a disadvantage if they're taking the the course in in the spring all right so that's a recommendation for social studies all right so moving on to new art courses um so there's two recommendation there's one recommendations is for digital illustration and character development
042so illustration is the art of conveying an idea or a story moment in a single image this course is designed to teach students the basics of visual storytelling through both character design and and their scenes students will H their illustrative skills and gain the visual vocabulary necessary to express their stories visually this class will use computers and focus on digital painting and vectorline drawings as well as traditional methods in the creation of imagery so you might remember that last school year the board um approved a new course called intro to computer Graphics um so that course is currently running and we have approximately 80 students enrolled in to computer Graphics so this course digital illustration is the second part to this course um so this would allow students another halfe option um for students that
043are interested in pursuing their interest in graphic arts right so currently um this would be the second course offered in Arlington High School related to graphic design all the other courses are more traditional art classes uh the target audience um so this would be an art elective course factor 8 and it's open to all 9th through 12th grade students that have completed the intro to computer Graphics course all right unified physical education this is another uh new course offering So currently we do have some extracurricular activities we have a program called Arlington Mentor program where we partner um general education students with special education students so students with special needs um or physical disability um and last year arlingon was actually named um one of the national Banner unified Champion schools uh by the Special
044Olympics so we we have been doing a really great job with this extracurricular program um and the physical education department sees a um benefit in bringing it to to the daytime regular programming so the new course proposal um this would be a general Ed so this course would have General ed students serve as mentors for for adaptive physical education student athletes this course will create opportunities for students to apply knowledge of Concepts and principles related to movement patterns unified PE offers all students the Knowledge and Skills to achieve and maintain a health enhancing level of physical activity and fitness you uh unified physical education allows all students to demonstrate personal social responsibility that respects self and others and finally it creates a new pathway for students who share their enjoyment enjoyment of physical activity so
045here's a rationale for this course um students with and without disabilities playing together is a path for friendship and social inclusion this supports our district goal to increase students feelings of belonging uh in school uh this course can be applied towards the physical education graduation requirement so any student every student needs PE to graduate four years of physical education um so students prefer to serve as a mentor in a course like this they can choose his course and meet graduation requirements um it's open to any high school student eligible for adaptive PE um you may not be aware so we have some sections of adaptive physical education which is a self-contained class uh for physical education so this would allow um students to to be more includ in a more inclusive setting um since this
046would now be open to General ed students as well all right next next course uh recommendations AP business principles so this is actually a brand new course uh that's offered by the College Board um it's the first business course that at the AP level AP courses offer a national curriculum so this isn't something that we would create we would just adopt it um as part of of what the College Board um recommends um the topics covered are here on the screen it's a general uh Business course I wouldn't introduce kids to marketing Finance accounting project management informational technology Human Resources Logistics and organizational behavior uh so this will provide an additional AP level option for Arlington students particularly those that are interested in in uh pursuing the business field in college um this would be
047a factor 10 course and it would be open to all 10th and 12th grade students um so again this offers another option for 10th graders in particular um that are interested in taking AP level coursework all right another business um elective proposal is investing 101 um this would be part of our CTE pathway so as you may know we have an entrepreneurship pathway for students um and a accounting and finance um so this could be one of the requirements for the CTE pathway and it would introduce students to the world of investing and provide them with a basic understanding of key investment Concepts strategies and practices um so students will learn about stocks bonds mutual funds um exchange Trad funds and other types of Investments as well as the risk and rewards associated with each
048it was actually really interesting during the content team meeting I mentioned that we had high school students that participated and they were actually very excited about something like this like you know we really wish we had this when we were here so they were really um excited and thought that this was definitely a need for them to really learn about finance and how how this all works um so the the rationale for this um students who have taken career in financial management and personal money money management have asked about investing and want to explore the topic in more depth um the business department shared this is an essential life skills um and students uh many students receive no formal training investing before um leaving us the target audience this would be a halfe course that
049can be taken as either a factor eight or nine so honors or uh Regent level and it would be open to all 10th through 12th grade students interested in business all right and the last um proposal uh is the career exploration internship program um so last school year we actually started an internship program for our high school students to work with the tech department um so over the summer we had about 12 high school students that um were hired through an internship program and they were actually learning how to repair and maintain our Chromebooks and learning all the basic skills related to um tech support um which was a really great um experience for the students um so we know that students learn best when they're able to apply their learning to real life applications
050and through this program students will be be able to learn about tech support directly from our Arlington tech department um and be able to actually apply what they're learning um in a real world setting um this is a factor 8 course it would be a ful year elective open to all 9th through 12th grade students all right so this is just more information I won't read everything but um through this program students will have the opportunity to Shadow the technicians um they'll be able to receive um Hands-On training and be able to actually respond to the tech needs of our Arlington teachers and staff and administrators they would actually be the ones responding to Tech needs in our buildings this is some of the curriculum that the students would experience um students will be able
051to choose a topic to become an expert in so for example they be they could become an expert in enrolling chome chome books and installing different um software programs in our computer so they can choose an area of interest and most importantly they'll be taught customer service skills what to ask a customer what questions to ask to diagnose what the problem exactly is before um they begin engaging with the with the user for curriculum uh students will go through the um Apple teacher badging programs which is a series of eight um badges at the kids would earn once completed the students will become Apple certified teachers um and this is a free program that apple offers um so that again another great Resume Builder for for our kids in the third quarter kids will learn
052um coding and badges um so again just more another Apple product and this is just an example of the daily class structure this was one thing that we talked about during content team we were trying to imagine what the they would look like um so students would report to the classroom they'll log in if they have to work on their badges they might work in their badges they if they have a lot of tickets that a lot of teachers waiting to get support they would respond to that classroom and immediately begin addressing that ticket um so dep pending on the needs of that building um their day would would be structured that way all right so this is the summary again of the courses that I mentioned again there uh is no CA for Staffing
053so all of these changes would be Staffing neutral um all of the courses would require curriculum writing support so it's approximately $2,000 for curriculum writing for each of the courses um the English 12r course would require some new books um so 2,500 for new books for the English course um the AP business principles course also requires some new books about $1,800 in new books for AP business um and the Korea exploration program almost everything um is pre- provided by Google or Apple um the only cost there would be about $400 for um some resources that they would need so that is my presentation thank you does anybody have any questions about this presentation I think the understanding is we'll vote next time go un I think Maran Maran then then Ed I didn't see your
054sorry Maran the unified PE um the gened students that choose that are they allowed to be part of that program for more than one year yeah they can be in the program all four years they choose does that take the place of their attendance in the regular PE class correct right and we know that PE isn't for everyone some students want a different option um so they they can potentially take this all four years if they choose Thank you a little closer to the microphone I'm gonna say it right ahead right off the bat there you go Daisy on English 12 hour do you lose anything in the content or intensity of the course when you go from two courses to one um well I'm listening I'm just putting the slide up just by just
055by title alone if you were going to why when you maintain the college prep are the if you you're dropping two and adding one or combining there's a residual somehow we get to Wi so it's the same number of of courses we're just changing 12 CP so 12 College Prep to 12r um and the the rationale for that is really 12 CP is very literature based is very a lot of novels um and our students are reporting that they really want a more practical application to what they might need in the real world um so the English Department felt this might be a good option um and students still had other options in the um genre specific electives if that's something that they could still get literature in through the electives but we really didn't
056have anything to capture kids that were interested in more practical writing and reading applications so the so the so both content and intensity of the course is less than there would be a course uh less with less intensity in the uh next year than it was this year I think it would just be different right so it's a different approach so one of them is more based on students that are interested in literature and novels and this one is more interested in students that are that are more into practical reading and writing and more modern public speaking thank you for the clarification because I kept looking at the chart and it looked to me like it was it was problem two courses going into uh to one what why so it it's just content change
057that yes a revision there is a uh content change it's a change in the content of the course right so where where we packaging it and there was one other question that I um Larry's got a oh you have a question okay go ahead okay Larry and I'll come back to you Larry morea comment you answered my question I was gonna ask you know the in the slide it said that that they they reported that it didn't meet their needs as much yeah but you answered that question and I want to just reiterate that and and express my support for when I got to college I found that I Couldn't Write effectively um and that was the biggest deficit that I had um so I think it's really great that we have a a regions
058level course that is going to focus more as you're approaching College on writing I think that that really makes sense and I I certainly think that it makes more sense than the literature I I I mean I love literature but um that's that's not what you need as much in college but everybody needs to write mark yeah uh you said the coordinators are the ones that brought some of this forward um are the teachers all the teachers on board and is this all going to happen in one fell soup is it going to be slowly phased in um how's this all when's it going to begin all that kind of stuff yeah so we got very strong support from every all the teachers and everyone in the content team um and of course the coordinators
059attached to these Department were all um part of the presentations um so we hope that we can get approval for the courses and the November 28th board meeting um we will then add it to the course catalog in December um right before scheduling begins so scheduling presentations are starting on December 5th at the high school so we want to make sure that all the options are available the kids can see and they can vote with their feet right so if a course doesn't have enough students that are interested then it wouldn't run so this would start next year year and it would start next year curriculum writing will take place in the summer what's the overall cost change if any the cause of implementing this for all of these so the curriculum writing um is
060about $2,000 per course um there are no Staffing so they would just reallocate staff depending um on which courses get the most course requests um and the two courses that needed new curriculum resources are the English 12r these new books so there'll be $2,500 for the new book books in English um and the um what is it called the technology course the interest year program about $400 in resources there um I think we're back to Larry did you have a question are you ready yet or Larry's got another one go ahead Larry again guys no question um uh you know on the curriculum instruction committee we saw this already a little bit um and what I wanted to maybe throw out for people in case people wanted to discuss it which I thought was a
061great idea is the idea for the half uh year courses that were saying AP is optional so it's saving families money you can you can join the course without having to pay extra um it still goes on your transcript um and and I thought that if I remember correctly that there was some Buzz that if that goes well maybe in the future we could open AP courses that are full year but we're not there but I would love for if anybody had any opinion about that or that's I think a big part of this I mean I love all the club I the um you you uh unified fizzed I mean I I was just so excited to hear all these um and I I think that there's so many great offerings that you're offering
062but I did want to make sure anybody uh that had questions or concerns especially with the half year courses because some people are done with the course and there's a gap before they take the test and some people aren't quite done with the course and they have to right condense it thanks Larry um Mark has one but I'm still did you want another chance go ahead your turn the uh on the English piece of it though and I I agree with Larry that English writing becomes extremely important uh uh but I always thought that that was the underpinnings of why we had a great English program was that there was a there was a huge focus on writing so I thought that was already embedded in the system so if I understand what you're saying
063are you saying that we were going away from that and started to reemphasize other parts literature for instance are we moving away from something that Ser as well for for up to years and yeah I think what what the English teacher shared was that we really don't have anything to capture that audience right we want to provide choice we have about 650 seniors um and we just didn't have a place for students that were interested in this genre right of practical application career writing public speaking we didn't have that in in English course um but we do have many different options for literature we have the kids could go to comp position 101 and 102 they could go to um war in literature so there's a lot of other courses that they can still get
064that um but we needed something to meet the needs of of this population that was requesting for another option um Linda so my understanding is a regions level course is a factor eight so this English 12r this would be for students probably not going into college maybe into career maybe military maybe somebody wants make their English a writing stronger but I would not think that a College Bound student is going to take a 12 R because the factor eight they're always Factor 10 nine at the least but never an eight so is this more for the student not going into college I wouldn't say that they can go to college I'm not saying they can't but it's a factor rate and we know the kids know how the factors work and the parents know how
065the factors work right and I do want to clarify English 12 College Prep was also factor 8 um so this is just another factor8 option okay yeah thank you no problem so did Jeffer did you have something Mark again anybody else going going I I know it's early in the process but have you started to correlate this this request with the uh with the changes coming about of reservation requirements so the the changes in graduation requirements are more related to the region exams and how students um how students meet graduation requirements for the assessments um so you guys may have seen that this week the state released the the Blue Ribbon commission released her 12 recommendations and it's really focused on performance-based assessments and making sure students have options and how they demonstrate that they've
066met the different competencies that we set for them um we're still far away from the implementation of that that the state still has to decide what that's going to look like in in practical application um but they are asking us to move towards more real life experiences for kids and more application of learning which all these courses are are really geered towards so we're moving in the right direction thank you do anybody else have any other comments I just want to say I I uh they all they all look great I'm particularly tickled about the UN physical education I just think that's going to yield like multiple benefits kind of Rippling out for for all the kids involved um I just think that's wonderful um so just heads up to everybody you're going to see
067this on the 28th as a vote to approve these things right so if you have any questions oh there we go another one Mark yeah almost made it there okay you said there uh these new courses are not going to uh re U create Cuts uh and that it would start in the fall of 24 when and where will teachers who are going to be teaching these new courses that in some cases may be completely new to them and other cases maybe not so new uh when are going to provide PD or any kind of training or assistance they need to make these courses go as they should right um so these courses will not add staff um so what the coordinators will do once students um have an opportunity to select their courses they'll
068see which classes are more popular than others so some elective won't run um the ones that are more popular will run in the summer they'll do the curriculum writing the the coordinators seem to be very confident that they have the staff that is really um proficient in in the in this content area so that's something that they would they would really handle internally in their department and of course if they wanted to attend training somewhere we would support that okay I think that may be it right you got another one okay there you go one more up uh currently his head as we know it is past fail is this going to be past fail as well um it'll be handled the same as PE so if it's PE is currently past fail it would
069be handled the same way okay yeah thank you right thank you thank you very much Dr R okay moving along I have too many papers where am I um moving up to um the fall enrollment and Staffing update evening everybody I just want to say I do appreciate the handouts tonight sometimes we do and sometimes we don't we don't need them on everything but some of these things have it's been nice to like on this one it's particularly nice love those numbers to be I know you like those numbers so um I think we missed something really important and I just want to point this out thinking back to the kids here and um you know sometimes we sometimes all of us if we're being honest worry sometimes about the Next Generation and this gives
070us a lot of Hope yeah right and um it doesn't just happen by accident so I want to acknowledge Dr Murray because it's really important what what you're doing here in the school so thank you very much for you know it pains me to give you a compliment so I happen to notice that uh there was something on the board agenda that was related to me tonight um we haven't voted yet I know and I'm trying not to Temp fate try not to tempt fate but I do want to thank you for um for the opportunity and I will certainly work hard to make sure that our time together is Meaningful and um we'll lay a path for the the permanent successor to Dr Moyer so I just wanted to say that my wife also
071told me tonight not to say anything stupid which is what she normally says meeting and so this is my stupid comment 20 years ago when I um oh jeez always listen to your wife I know I should I should 20 years as bad as it gets don't worry about it 20 years ago when we're on uh you know we're we're my wife Trisha about to uh to get married I said said you know uh this is your last chance think really hard so folks this is your last chance think really hard um tonight's presentation will be is really an entry point and I think you use two phrases that I want to capitalize on tonight um you said openly grapple was a phrase you used and I think that this is a process where we're
072going we're going to openly grapple together with uh we are going to hold space for multiple perspectives because I know a lot of perspectives on how we close budget gaps and and all that so um our goals tonight involve educating the board on our fiscal projections to uh Mr Sheldon's credit he has um projections already so here we are in November and you have projections for 2425 so we are super early in the process um you know the the bottom line with the problem that we have to overcome is a gap between revenue and expenditures based on the assumptions that that um Mr Sheldon has made and we're going to talk about how to do that we also want to make sure as a goal that we send the message to you that the sky
073is not falling right now we may be getting hit on the head with pieces of the sky um we ultimately as a group want to make sure that the sky never Falls so that's the that's the goal um we want to give you an opportunity to start chewing on possible ways to close the um the Gap that we're looking at potentially um and we want to um you know will in the process here give you your first broad overview of Staffing and um enrollment this year and at the end of this what we want to do is we want to collect from you what you want so I don't know how president meting wants to handle that that those requests president well I want to be official you know I want to be a little
074formal so I don't know how Marion wants to she got the wand tonight yeah no living so I so in terms of like data collection from the group I don't know how you want to manage that but you know because I can imagine each one of you will say well I want to know about this or I want to know about that and how we how we manage that and and organize it and get that information to you so we can all um be informed as we move into um toward the end of end of the budget cycle which again is in in April so at this point I'm going to invite my colleague Mr Sheldon who was still in mour from the bills last night and also uh same and also a uh a
075long presentation that he had to make last night and we're going to talk a little bit about the fiscal position yeah so uh so the idea was that we were going to start the budgeting process a little earlier this year so um I had an opportunity to take a look at the the budget start building it so um some work that's been done I would I would like to say the budget's not complete like I haven't done all of the analysis I haven't had the opportunity to go through special education special education is one of those things where they haven't even had their you know final end of the year uh projections and number of students and things like that so I'm anticipating that there'll be some changes there I haven't had an opportunity to
076go through all the cni so uh curriculum instruction may have uh you know several changes things like that um haven't got completely through with operations in maintenance or Transportation but I I do have quite a bit of their information in here so uh this takeoff or this this uh um number is a uh there's quite a bit of science behind it already uh which is uh different than maybe in in years past where we were discussing this in a January time frame so and again uh one of the first big pieces of information that I'm going to be looking for comes in January and that's going to be the state aid uh I have projected the increase in state aid to be about 1% uh I have just unilaterally used 2% for the tax uh
077rate increase because we've traditionally done that um and there's some science reason why that number is picked at 2% um I have estimated health insurance to increase at a 5% rate and the teachers retirement system has already given us information and they believe that the number is going to be somewhere between 9.75 and 10.25 so being conservative I took the 10.25 and I've applied that um there's a pretty massive increase in here forch Technology support as we've talked about that to sustain our technology as we move forward uh I've also put in $4 million for the interfund transfer to Capital um and we can talk about that number as we move forward but uh there's some very specific projects that that's in support of uh so we need to talk about those um I have
078done uh quite a bit of work on on all of the wages so uh I would say that the wages are pretty much locked in there may be some tweaking uh with that and I have also moved over those individuals that were paid for through Esser funds into the general funds so that's also incorporated into this um and but I I I just want to stress that the the whole project is not complete at this point uh so what are some of the things that we're going to be looking at as we move forward so State a obviously is the number that we're going to be first looking for in January time frame the TRS rate we just spoke about a little bit I'm anticipating that it will come down from 10.25 and that's a
079significant number so that may be as much as a half a million dollars worth of savings give would take um health insurance may not come in at 5% I don't know what will happen with the deck holiday whether or not we'll have another one of those or not uh that'll be something that I'd be working with the deck board to to to to uh hone in on and we'll we'll want to incorporate that into our budgeting process uh we could lower the in fund transfer the capital we can lower the the supports for technology we could use more fund balances we could uh lower the number of FTE supported by the budget we can use new higher breakage so if so if this so traditionally we have about 16 individuals who retire every year but
080if this year we have 30 pick a number I we don't know what that number is yet people are still hav uh you know not obligated to tell us but we might take the Delta difference if we had 16 versus 30 we might take the breakage between the the 14 different because that's higher than what we normally do and that would be an excess of uh what's needed to maintain the budget and the same kind of practices that we have before otherwise we got to change our budgeting practices and of course the tax levy doesn't have to remain at 2% it might be some other number but that will depend on where we are and how how people feel about it and what that looks like so so those are some of the things that
081we can talk about and uh certainly other things as they come up uh as we go through the process but that's kind of a broad brush where we're at at thanks would it be okay to just pause for a second and just see if there's any questions on the first portion seeing as there's a giant like next section part here does that maybe we don't have any questions but if anybody wants to ask any questions on part one so one of the things that I'm thinking about if I'm in your spot um just a a review of our fund balance position and what that looks like seems to make some degree of sense I know you do it at some point uh throughout the year but if you're going to be thinking about potentially applying
082some additional fund back balance you should probably see where the different you know uh Appropriations are right and just to clarify when you were talking about breakage so typically you do not include breakage in your budget that's kind of what you're saying but if you had a year that was a higher than normal breakage you might give us give us Subs a little credit to help ease the transition year is that what you're kind of saying yeah I do in the sense that we have a little over seven point about 7.4 million dollars that we use to support the subsequent Year's budget out of fund balance and in order for that to work then we need to have breakage within the budget so that it falls to the bottom line so that we maintain that
083figure so that we can apply that in the in the next budget if we don't then we're GNA burn into that and then you then you want to change your style great I have a question here she she whispered first I know you had your hand up but I don't see her she a whisper Linda what is the fund balance right now okay so uh there it's it's broken into a lot of different pieces but the grand total is roughly 38 to 40 million and what does the state does the state look at the number the state fires us to say no more than 4% of undesignated and we are within that limit we're about 3.7 3.8 or something like that at the moment so we stay under that limit but we break it into
084specific designated sections and by doing that then we are in compliance with that I would say that we have about 9.6 I I'm going to make a proposal to you some between between here and and whenever we get ready to do the proposition uh but you have about I think we'll have about 9.6 million or so give or take in the uh capital reserve so the capital reserve is part of that 40 million and cannot be used really in the general fund so for your general fund thinking you want to take that out of it and we're gonna most likely my recommendation will be is that you're going to apply that in the proposition when you vote for the capital project and so that'll kind of clear that out now that is a 20 million2
085year uh uh prop or an open uh kind of vessel for you to use for your budg process and so when you use that 9.6 million uh you'll still be able to add 10.4 million over the next you know when when the 20 years wears off and I guess it's about 16 years or so so say that piece again I that com so about three or four years so we've we've done this twice the first time that we did a capital uh uh Reserve or a Capital yeah capital reserve y um we passed a resolution that said that you could get 10 million for 10 years correct and then we used that in the bond that we built the the bus garages right and so that kind of used that up and and that one
086went away and then about two or three years ago we built we we we passed another one that was for 20 years and $20 million right and we have uh we we will have designated or filled it $9.6 million yeah and I'm and I'm proposing that when we bid when we when we uh vote for the proposition with going on with the master plan that we use those dollars at that point to help the taxes and help to to lower the the project costs and those types of things and so that'll take 9.6 million out of it but what I'm saying is that's part of your 40 million in fund balance right but it's only being able to be used for Capital yeah which means that you can't use it in your general fund budget
087so that vessel remains for the rest of the 20 years that you can continue up to another 10 point something or other into that Bessel up to $20 million but you up to $20 million at one point or total you've already put in6 9.6 we us the balance it's not like you can't you don't knock it down to zero and then start again okay thank you anybody else with questions on part one Mark yes uh could you kind of explain the differential with a typical retiree and the cost that you have with the retiree versus a typical new hire if you had one all right so let's use some some round numbers so if we're at the very high end of the scale let's say it's 140,000 for a teacher let's say a new teacher's
088hired at 70 the Delta difference is 70,000 so that is going to be the breakage except that I would uh account for a family plan because you are going to have now a retiree on a family plan and this new person is going to presumably take a family plan so let's take off $30,000 from that so the breakage would be about $40,000 in savings to the district for that one individual thank you well we get 10 of those that's 400,000 there you go so are we ready for round two okay yeah round two thank you Kevin appreciate it so again I think that just based on your questioning I think that just an analysis of fund balance is a good idea you have about eight different buckets there some of which you can access and
089some of what you can't okay am I clicking this Liam okay so um this is really for it's for everybody but primarily for our new um new folks on the board so this is a py graph that gives you a profile of our staff um the teachers are approximately I'm going to talk in this is an important clarification right now I'm going to talk in bodies how many people we actually pay okay okay and then when I switch to FTE full-time equivalents I'll tell you but right now I'm just talking bodies so um in terms of teachers on this P graph we have about 760 teachers we've got roughly 262 um teaching assistants that and and you know we're a big organization so this Wiggles a little bit um facilities and transportation represents 432 employees
090um the triaa the Arlington administrators Association and the adsa the Arlington um directors and supervisors Association I combine those two into Administration and I get 59 so that's your principals that's um director of Transportation director of facilities and and um some of the um direct reports those folks nurses we have 20 food service we have approximately 40 and a Shameless plug for additional Food Service employees we are always looking to hire um and clerical unit um we have approximately 90 I will say that we have just started with this eight bargaining units so eight different um uh unions in the district and then we have a we have non-unit employees so non-unit employees account for um approximately you know 50 uh let's let's call it 50 52 52 and that would be um right now
091it includes OTS and PTs because they're not they're not quite into the teachers bargaining unit yet they will be brought in probably around January it also includes um some secretarial staff that are involved with confidential information that um would make them non-unit eligible it also involves cabinet members it involves the directors like Mr orot or Dr um um Dr KES Etc and our supervisors for special education so all said and done when you look at this big pie a good number to use and a number that I use out there in public is about 1,700 employees active employee active bodies um now that are regular employees that does not include our our substitutes so when you factor in the substitutes now you're up around the neighborhood of 2000 I'm going to look back at because
092she deals with these numbers a lot um so 2,000 is a is a solid number if you're including the substitutes so we're a big organization we got a lot going on and it just gives you an overview so um 96% of fun facts 96% of our staff are supervised by 4% of 4% Administration just to give you a sense of the that ratio and then something that um Mr Sheldon uh didn't mention but is really important to remember is that 75% of our budget is made up of people is all related to people okay let's move on to next so now I'm going to give you a quick enrollment snapshot um hopefully you can read this um so here's where I switched to FTE so I use that number 760 for teachers on the P
093graph but now I'm switching to FTE which would actually um consolidate where we have like a 02 and a05 into a s so um just for new board members if you don't know so if we're we have a 0 2 FTE that's that's one day a week if we have a05 FTE it's halftime 08 would be four days a week that kind of thing so this is where I we scrunch that down and we come down to 7315 FTE you can see the um the number of FTE on the teacher side of thing I'm just looking at teachers here on a teacher side of things um for each building you can take a look at current enrollment we're at 7611 7,611 students then what I did was this is first first go around right so
094I used an average class size and I took general education classes at the elementary school that it does include you know General Ed ICT classrooms um does not include self-contained does not include special areas and all that um and I got these average class sizes for elementary at the secondary level we're looking um at just the core areas English social studies um science and math and then at the high school we're looking at uh core areas regions classes and I'm getting my data from a combination of building principles um triangulating building principles in our data um resource person Rob Carroll um so interestingly enough I did get some additional information from Michelle Hartman who does a lot of work with our scheduling at the high school um that if you look at class size for
095AP um core area like APS you are going up by about one student per class just for your information now we're looking at average so there's a range obviously so in kindergarten I mean I've got at least one kindergarten that I know of that is is 16 students or so and then I do know we have grade levels where there's 25 kids in a in a class so so we're looking at the average we're not and there is a range that goes around there um I gave you projected enrollment there and the projected enrollment comes from the demographic Report with the exception of I just for Giggles I guess I don't know I I I took the high school number and I did um going out and coming in and I can and I could
096do that for all of them but everything looked pretty close so if you if you look at what the bottom line number is on enrollment projection for next year it's relatively stable I think we're down 15 something of that nature so very stable in the short term that doesn't mean things won't wiggle but pretty stable so I struggled with this one a little bit um because of the different uh databases that we have in the district um and just trying to make sense of it for you all I put the 2012 2013 one in because it was that database that I was using was actually very similar to the one that I currently use to track so if you look at 2012 13 we had 9,41 students and 727 FD at that time uh that's
097a database that my predecessor left for me um and then I took the last four years and just looked at that so if you look at over the last four years you can see where our enrollment lands and you can see that over the last four years we're down 113 uh students and we are up 18.2 um FTE since the last four years but if you look back a decade were 4.5 up from where we were a decade ago um Linda got a question Linda so it's kind of it's It's kind of glaring to me that our enrollment was 9,41 just let's round it up 9,000 10 years ago um and now it's 7600 But we basically have the same amount of teachers correct program choices really it's choices that boards made along the way
098to be honest with you and for I think there were good reasons that that these things were well I'll anecdotally say here in Knox on road that when my kids were here I always called it the box of cupcakes rule every kid had more than you can get out of a box I don't think they eat cupcakes here anymore do they but it's against our wellness policy you know 24 you get 24 cupcakes out of a box of cupcakes my kids were never in a class you could get into one box of cupcakes so you always had to make that second box of cupcakes so we were always looking at you know but those were the years after some terrible things that happened in the economy and we made some difficult decisions in Arlington before
099I was on the board so I don't know if that was like an anomaly that there was such higher class sizes during those years because there really were like they were 25 to 28 and I think almost I'm looking at Mrs McMorris and she remembers I mean really in in all the UN in those classes but it is your right dramatic to look at yeah but I also think part of that decision making process over the years specifically because it's the only area I really understand of no one in special education we have continued to bring back students into the district from programs that they were outsourced to yes if you're bringing a special education child back they come with lots of extra bodies to support yes and just and and not the classroom teacher
100but you've got teaching assistance You' got related service absolutely that yes Jacks I would I would encourage there are some anomalies happening in special education that we can talk about if it's a data request that you all have um and I think it would be interesting to listen to um Kevin and Jill at the same time talk to you about these anomalies because on the financial side while we're bringing things back also on the budget side it continues to go up in both areas which is interesting and you wonder why is that happening if we're bringing kids back yes y so something something to think about all right so I I included this graph and you may have seen um a brief moment in time where I had a line that went across the top
101if you were looking really quickly at it I had a line in FTE that connected those two points between 2012 and 2023 and it was the 727 FTE to the 731 5 FTE and then I showed you the Gap with a little arrow there um down 1400 students um I took that out be primarily because it it misleads you into thinking that we've been level all along because as I go through the data what I see is I see us um dipping there was a time where Kevin remembers we were 704 I see a time where we were 709 in employees in employees FTE and this is the same as on the other chart this is not inclusion classes this is strict this is this is all in FTE teachers so I'm talking about teachers
102where you know we're at 7:30 31.5 right now I see a time where we were at 7:04 709 so what happened was we were in 2012 13 and then we dipped down so I think we were making I think we were making adjustments related to um enrollment changes and then student needs whatever happened and there are probably lot of reasons I'm sure there are good reasons that we we started back up to that that original FTE number um and so it wasn't I took the straight across out because I didn't want to mislead you because there was a time where we went down and I think what's really important right now is where we are right now and thinking about how we move forward and I also included and I really apologize for the fact
103that um and Valerie and I tried very hard to get the years to show up better on this this is a demographic this is from our demographic study but the years weren't for whatever reason copying well um in the yellow the last yellow bar you see moving left to right is current year and then you'll see the the first uh purpley blue bar is next year so you'll see that reflects what I had said about being about 10 15 students down or so but as a district you'll see that we're going to be relatively stable and then we're going to maybe slightly increase out to 2030 according to their demographer I just wanted to uh indicate that uh there there was a request prior to any um uh decision about moving forward with the facilities
104project to upgrade that upgrade that demographic report and I'll have that information in December for you thank you thank you so that was really just a you know I gave you a snapshot of a year out this is the longer projection so the first dark blue first dark blue is next year 2425 okay sorry about that and it goes I think it goes on out to 2030 or so but that gives you the um gives you a feel for where we are you you know and the farther out you go the more things can change right so the less accurate typically demographic studies become but um but it does look relatively stable all right so this is another thing that um I shared with the um um building principles uh Mrs Roberto and I put
105this together so we thought that this was important to share with you too so in terms of decision making so November December we think we need to educate the board on financial Staffing programming that doesn't have to be a hard fast rule that we end educating you in December that can roll into January but I just wanted to get that out there differentiation yes just want to get that out there some still take longer you know and and we wanted and we really felt like like we didn't want to surprise you um on how we're going to approach closing any kind of Gap that exists so so this is this is like our process over the next two and a half three months to hear from you you might say to us um boy we
106really like you to focus on attrition if attrition comes in the right spot and we can reduce that's where we want to go um we want might want to apply a little extra fund balance from here that sort of thing it's typically a mix is where boards end up Landing but um that's that's truly up to you as to like and we work together to to figure out what's best for us um the problem with and I mentioned this in a um a document that I sent to you before the problem with across the board cuts and this is something I know that Dr Moyer mentions often is that cross theboard Cuts don't account for programs that are working and not working so you know that's that's something that's important to remember if if we
107decide on a philosophy that's related to that um so December January I want to make sure we're already talking about program changes or anything that we're going to be doing relative to programs individual meetings with principles will happen I fully expect that uh Mrs Roberto and I will meet with principles and department heads we'll talk about reduction opportunities that they see out there that would be less impactful and we're already receiving um needs and wants we are already receiving needs and wants from some principles and so that that's happening already and some departments um January 10th is an important date and this is something that we're really happy about that um that we get notification early at three weeks earlier than we normally do on ATA that's a teachers retirement dead retirement deadline so we'll
108know how many teachers are retiring uh come June February March we'll do um I figure what we'll do is we'll put these in buckets you you know the must replace the um you know no we don't need to replace and maybe replace sort of categories Elementary sectioning can happen in February March where we roll everything over and we take a look and we think okay this is what we're looking like might need to move on here move on there I'm not seeing a lot of room to to reduce Elementary sections at this point but you know we'll see what happens with enrollment along the way sometimes kindergarten surprises you in August one way or the other um Secondary School sectioning happens um you know um typically typically I'll say typically towards the end of March
109but Dr moer has been um rightfully adamant that we we try to move that those course selections up because it really does help in terms of the budget um development process to know like what course uh selections are ahead of time so we're hoping to get that information really early in in March from the high school April May we we this is something that the HR department works on displacements transfers posting building interviews District level interviews then we have a budget vote May 21st and in a perfect world we're making appointments May 28th and um continuing appointments in June and in theory all set for 20 24 so is that so I I don't know how long you want to spend discussing how you want to collect information on next steps and information requests and
110that sort of thing I know that been at this a little bit here you know off the top of my head um I don't want to send anybody off on a a wild goose tase to spend a ton of time but I'd almost like to to understand more a little bit like what Mary was saying kind of the a little even in just the last four years the nuances of shifts in the Staffing and also to how much of it is related to special education how much during that time our special education population is increased and and I'm sure that picking it apart you know you can come to the reason for all of them like all the reasons why you know um and then and then I know that we've at we've added and
111and I think to be super clear about what is and what is not included in this number like I know we've also added um social workers as we're concerned for people's mental health they are not included in the teacher FTE our OTS and PTs okay so that that would be interesting right so how many decisions have we made related to say mental health or how many decisions have we made based to requirements for boarding special ed you know and then kind of see where that rolls out you know and and maybe just follow our curiosi as we're looking at it right as to where that would go not necessarily with a particular end in mind right anybody else that got questions or maybe information we could you know this this doesn't end tonight right you
112can think about it Maran one of the things I'm wondering about this the mtss piece of in terms of when when do we feel that is up and running to a level that we'll begin to see impactful tier one holding more children not next year okay I mean why originally I looked to you because you're the person that brought that to us so I I guess I'm just curious as to a timeline so they completed the the committee completed its work to develop our our mtsc mtss procedure procedure ma manual that um we are now uh started um over the summer and into to the fall sharing with principes and other uh employee groups around the district you know that are involved in mtss whether that's AIS teachers or whether that's um um you know
113the people that are on the um uh student teams that are looking at data or whatever the case may be and we're taking a uh we're currently in the process there is um an mtss program review designed to try to sort of see where the crosswalk is in alignment between our current District practices what we say we want to go and what what are considered mtss best practices which are for the most part reflected in the in the manual but the the issue is never being able to create a document that says what what you think you should do it's implementing it to make sure that you have you know the the Fidelity to your practices the consistency to your practices Etc so when we get that report in December we think we can bring
114that to you in January we think January is realistic um and we'll share that report with you and then what we need to do between now and the end of the year is start you know creating the action plan of where we go with um you know maybe a three-year implementation plan or some areas that that we feel good about that that we want to make sure we're consistently doing in maybe other areas with our data warehouse our um Universal Greener process our IEP decision-making process whatever and so you know those those types of things you you should start to see some uh tangible benefits from strengthening that work in two to three years but you're not going to see anything for the next budget cycle if you're trying to talk about how to strategically
115put people in in certain places right but but but I guess I'm eternally hopeful that eventually we do see the benefits of that and so maybe some of our thoughts our short term for where we might see something if we need if we need to continue some support into next year that it might not have to be long is where my brain is going so I'm just wondering about it y would you like to see um the fund balance information I talked about before I think maybe I think maybe Kevin rolls that out don't you roll that out the end of the year the beginning of the you usually roll that out at some point it's always fun I love a lot of numbers um okay I think kind of playing off what Maran said
116does anybody I don't want to any say you know um I don't want people to to like hear all this and think that suddenly all the class sizes are going to go up right you know but they are so and also too I think your point about the fact that these averages because we've definitely gotten letters from people who are not happy with their kids class there's definitely a a variety of class classes across the district right yes and um I guess you know I'm I'm I'm not an educator but I do know that it's become more complex in our classrooms as far as mental health needs of students you know discipline needs of students trauma affected students and I guess I'm just wondering you know I've always kind of been wondering if there's ways
117we can maybe ask our teachers what maybe common resources if they're having a bad day with a student you you know I guess I don't know but I guess if there would be an understanding of of if we could get a sort of a a understanding of the issues that we're facing right and then get proposed solutions to Shared resources that would ease the burdens across the way if if we have to you know at some Point make classes a little bigger you know but what you can't just do that and then have it not be successible right then people need some kind of support so I don't even know how that discussion would start but I do feel like there there must be some some space for that for listening to people and that
118kind of thing so um anybody else or are we just gonna chew on this for a while and see how it goes to so what I'd be interested to know is what's our chewing look like like in terms of in terms of putting it together in in a like the way you have your map of what you and Hillary project your life to look like could you give us a flavor of how often you think we'll be chewing on this and what I think it's personal opinion I think it's important that we get back with you for a a 10minute hey here's a piece of what we're thinking at leas at every board meeting okay that'll be your that'll be your first big lesson we are not 10-minute people well not 10 minutes I'm waiting
119for Ed to ask a question how measuring hello in we can't say hello in 10 minutes yeah if you question stage without Ed asking that question the fact that we went over Staffing and all this stuff it's drop Bud yeah yeah yeah yeah um start worry you know we'll have all our regular budget meetings but I think what what Paul is saying is opening the door to what we want to see in those meetings and so I think like much with everything else we do you don't need to think about it now for it to be given to you like we can you know continue as we get new information to say hey that makes me think of this or that makes me think of that right right and you can look through your last
120year's presentations to see the style of the things we're going to get you know we kind of we know we'll hear you know about technology we'll hear about Jill where you know he about you know curriculum instruction we'll hear about all those different pieces right um and and but always when you're looking at those pieces now we're thinking about this Gap a little bit right yeah sure so that's I guess I like that piece that you probably could hear something new as you hear it corre as you think it through you could and we're starting and there are things that you don't even necessarily need to hear publicly but that I can provide you just information behind the scenes that just you that you want or need so for example right if you'd like to
121see class sizes at the secondary level that's a document I can speak to in public but can give that to you in advance you know that's easy peasy yeah could you do that could you disaggregate the uh take all of the non-teaching positions out of the class siiz calculations and recalculated with just teachers only yes I doubt if you could find many teachers in the district that said have class sizes of 2021 I that's a that's a very low number comparatively speaking right well I think it's an accurate I think it's a relatively accurate number across the board math is good y with the people that you have in there so why don't we do the why don't we do the actuals he's done that for us in the last spring you did that for
122us we get that every year you know just like where we are now each school you know each section I have an old one but I don't have an update no we can update that it might take a little bit but we can no yeah so I don't think I think the of these discussions is no one should feel like tomorrow this is exactly what they need to run off and do you know I like the fact that we're kind of thinking about what over time we want to decide and I think part of that too is and when we talk about public discussions is you know what's the spirit of the priorities that we bring like what is the spirit of how we feel about hard decisions right and that's something we should talk
123about so that everybody can hear that right yep the and little louder ad uh the other thing was the uh oh on the somewhere I think there's a timeline is going to come that has a little bit more specificity than what you showed for Budget purposes for Budget purposes we can easily get you the budget um did we we adopted it already didn't we the budget timeline or no no not yet okay okay the uh uh is it possible to plug into the calendar off Tuesdays for Budget discussions only we uh where we have a chance to talk about the items in the budget is when you squeeze it into the stuff happens and we try to squeeze the budget meetings into the regular board meetings uh which is all new moves at any given
124time it doesn't allow for real want of robust presentation and and less of a discussion that we typically have yeah so that we did that actually that was I remember you brought that up not this summer at retreat but the summer before and we actually did Implement that last year with you know mixed Fidelity with our cows and what we were trying to do is if everybody remembers the year before that we had a lot of 11 11:30 meetings that were like you know you're all begging for mercy at that point but you know um but we did have a lot of presentations on on the third on the third Tuesday some cow at the end but not during the course of the process no we did we did because what we did is we
125used them to smooth the meetings but um but I agree with you so the answer is yes B burn I agree with you Ed the answer is [Laughter] yes he had to double check I was say read into the record that Ed is smiling there you go um anybody else Paul's trying to I think we're good so thank you very much run run that's exactly right run don't okay new business what oh yes okay can I um get a motion to extend the meeting till 9:30 so move a second about to do oh get it all in eight minutes no way like I say 10 minutes is not enough for us but you have I need a second on that I need a second all right all right um all those in favor opposed extensions
126okay now let's see if we can make it by 9:30 I think we'd all appreciate that greatly right okay uh the new business section of our agenda list several items for individual resolution and approval documentation concerning these items have been provided to the board members in advance to assure extensive and thorough review um hold on got my back okay um B tenure approval um can I get a motion please so moved second um any discussion Choice all those in favor I I opposed extensions motion passes um we have uh four um four policies I was I was yeah sorry um we have four policies up for second reading that were presented last time can I get a motion please so moved second um any discussion all those in favor I opposed abstentions motion passes um

129later than June 30th 2024 as presented to the board at this meeting and hereby grants Mr Finch a leave of absence with pay and benefits from his position as assistant superintendent for human resources effective January 1 2024 and until no later than January June 30th 2024 a copy of set agreement shall be incorporated by reference within the minutes of this meeting May I get a motion please a Hardy yay second any discussion all those in favor I oppos oppose abstention motion passes people I wanna I want to thank I want to thank Mr frch for for helping us at this time we're looking forward to working with you thank you very much um okay back to my regular schedule program future discussion items um we don't have any carryovers to discuss today so I'm just
130asking you now do we have any any new future discussion items excellent moving on all right this is consent agenda our consent agenda of the our consent section of the agenda lists several items for approval by a single motion documentation concerning these items has been provided to our board members in advance to assure an extensive and thorough review may I get a motion thank you second second any discussion all those in favor I opposed abstentions motion passes all righty R looking forward public comment I believe we are on page 19 number 11 right here at the bottom public comment for non-agenda items and I believe we have some of these so let me read my little my little thing this is the second of two opportunities for people to address the board please state your
131name and address and keep your comments to three minutes or less although we do not engage in dialogue we are listening um disparaging remarks concerning specific individuals or positions are prohibited if you leave your contact information the superintendent or one of his staff will contact you as soon as possible who we have Paul Bon biglio pa5 theic Street gibsy New York I'm one of the residents of Arlington Heights where you've received correspondence about the uh removal of the bus stop in the development uh it came to my attention that uh they said that it was uh a liability to the school district this bus stop in our development has been going on since 1996 when our board had requested that the bus stop in our development and the bus has easy access in and easy
132access out the problem with it now is the parents coming up from the back of Wood Street are blocking the exits to the development so therefore it impedes any emergency vehicles that have to come into the development and things of that nature uh I don't know if it's a new Transportation director that's made this decision but I also know that the buses go into Cherry Hill Cherry Hill is another private development so I would ask the board to reconsider and get the bus stop back in and when people come around the but the cars are there parents are sending their older children up to pick up these students and when cars make will come in to the development kids are walking down the middle of the street and some people come in you know it's
133our people that we have to address but they do come in a little bit halfhazard and I don't want to see any of these kids get hit okay uh North Grand is very busy and there are times that uh the kids that miss a bus they they'll have to run down Grand in order to catch the bus down at the next stop that it makes so I really encourage the board to reconsider this and go up and check it out the other thing that I want to bring to the board's attention is we have vehicles coming into our development that the people do not live there and they're dropping off their children I'd like to know how the school district vets students that are in our district because I know years ago when my son
134were in school a teacher had done a study and followed kids home and they Liv outside the district and were coming to our schools brought it to the board's attention back then and they did absolutely nothing about it so I would encourage the board to turn around and check on who really lives in the Arlington school district because our taxpayers are paying for somebody that's not paying their taxes to have their child in our school thank you thank you anybody else Curtis doer hello I'm I'm Curtis doer at 10 Watson Road pipy New York and um I want to congratulate Dr Finch on becoming Mr Finch on becoming interim superintendent and it puts me in mind of now we can start thinking about the superintendent search and because of the pandemic and so on it's
135been some years since we've had a normal opportunity for a for a search and I I uh just want to express my hope that we can look forward to extensive and accessible opportunities for district community members parents teachers students to participate in and provide input on priorities for that superintendent search and I think the Arlington connects experience has really shown how our community can come together collaboratively and in a positive way to talk about the future of our district and I hope we will that will continue in the superintendent search thank you thank you anybody else okay oh oh okay I didn't know if you uh rck H oh good evening everyone hi um I'm actually taking backing on actually have two topics so one is to take you back off of what just make
136sure we can hear you that's sorry no that's s right I said I wanted to discuss two topics one is to Pigg you back on what Paul bigio just spoke about with the students I'm let me start my name is Raquel rul I'm a resident um at seven Wood Street at well I own the home at seven Wood Street pipson New York um so I have three children that are within this District uh what he described it's happening in the arlingon Heights Community I did not know that it's been that way for 27 years but I do know that this year it is new and it is unsafe not only for parents it's unsafe for other drivers um and possibly other walking pedestrians but it's definitely unsafe in the terms of you have multiple children
137standing at a cross can't think of the word basically got a cross hit cross street and there are cars zipping by um you have small children who don't have that self-regulation that are running up and down around the street at the corner of the street where as opposed to before where the bus stop was they had to come in more so it's it's definitely safer so I would encourage that someone look into that um a second thing that I wanted to bring up is I I had an interaction I actually forwarded to the board approximately I want to say two weeks to a month ago had an act a interaction with uh I believe it is a bus dispatcher from Arlington Central School District my youngest child Attends Little water prep which is a charter
138school but because we live in the district she's still entitled to use the bus system and someone called um it was a disp from The District transportation office um they asked me if I was the mother of this child of my child I said yes they also asked me next if um if I was at the bus stop so I said no before I could continue on to say that there is an adult at the bus stop the person said well then you can pick your child up at the central district office I said okay I need to tell you something you know excuse excuse me I want to say there's an adult at the bus stop you can pick your child at the central district office I try to say it a third time
139get cut off you can pick your child up at the central district office so I get quiet because I've never experienced anything like this before and said I'm sorry what's your name because I've never had an interaction so rude before I can't even tell you I really want to tell you that there's someone there so my child is safe and the person said you can pick your child up at the central district office and hung up the and then when I tried to escalate this it really didn't go anywhere so I would like for someone or if everyone could just take a look into this because we weren't even able to communicate the safety of my child um and hopefully we can discuss this in the future I really appreciate everything everyone's doing I realize
140how much hard work goes into this in educating our children so I look forward to being at more of these meetings thank thank you is that everyone who had an opportunity to speak okay yes sir we you know we don't we don't answer questions um all right I will just say that uh I will write back right that'sa yeah well I have emails from a variety of people so a variety of people will get the same response for me okay but I don't know what that is right now okay and um sorry I'm breaking protocol ever so slightly here but I respect the fact that you waited so long at this meeting to say what you came to say so thank you for that I um okay we are closing in let's see um committee
141reports okay um okay um right now we're going to do um policy uh Kelly's not here right now but we um does anyone else want to speak for policy or I think they're just moving along they have another meeting schedule moving along yeah they're doing great all right aif Finance nothing to report advocacy just that um Thursday evening I will inaugural meeting SCH excellent advocacy different thank you I appreciate you going um I think this health and safety is related to Ed yeah and the dirt comes next okay ad health and safety yes uh we had we were invited uh and uh Linda was able to attend the meeting on my behalf the dirt committee meeting and was and uh was uh and of course uh we will meet with Linda and the committee and
142have a discussion about the overlap between the two committies I think we're starting to see a sense of of what each committee is about and and make a recommendation there on uh there is a um we'll see what the what the committee has and what the recommendation is my sense is that one of the committee one of the things are operational and the other is is would be more of a governance lens in terms of a uh of policy but we'll see if that's the if that's the case and uh but um I will my uh my colleague uh Dr gains I'm sure will Enlighten us with her view of of the impression of the meeting itself I uh and I still expect that we will have a recommendation soon in that regard thank you
143um curriculum and instruction um okay our next meeting will be November 28th uh from 4 to 5: at central office uh anything dad Mrs Rodriguez no okay facilities and capital Improvement uh let's see we're looking at January to have another meeting but we haven't set a date yet okay we'll look forward to that um superintendent search committee okay uh the new superintendent search committee met twice on November 7th and November 13th at our first meeting we went over the hiring process possibilities using materials and information from past searches that Mrs meiden has shared and information from from the New York State Schoolboard Association as well as reviewing email and face-to-face suggestions we' received uh we committed to having as open and transparent process as possible it's very clear to the committee that the success of
144any superintendent is part due to the skills of the superintendent but also by their um reception by the cabinet uh the administrators the teachers the parents in the community if these constituencies perceive a student a superintendent um no matter how skilled is being thrust upon them without a choice the new superintendent success and the districts will be impaired we do need to function with a certain tension any process that isn't confidential for candidates can undermine their current employment the more people in Arlington who know an applicant's name the greater risk to their current employment if they apply an open search can ruin candidates careers if they're not selected and so will tend to discourage the best candidates from applying we also considered whether or not to hire a search firm some community members felt that
145the expense of hiring a consulting firm would be unnecessary and that we could do a search ourselves or use bosies to consider that option we met with our school attorney and sought advice from the New York State School Board Association the problems indicated included uh that search firms are a standard in the field a district that doesn't use a search firm often is signaling that an internal candidate actually already has a lock on the position and the search is Prof Forma so it's not worth applying also the work involved in the process is substantial well outside the reasonable expectations for volunteers like we are um also confidential investigation of how a candidate is perceived at their current District isn't in our wheelhouse so learning about perceptions of a candidate would be nearly impossible when we
146don't want to expose confidential applicants for these reasons and probably others I'm not recalling we opted to recommend to the the board that we put out a request for proposal to recruit a hiring uh consultant firm we anticipate being able to select the firm at the 12 December 12th meeting if all goes well we'll also be looking for a firm that will elicit and use the characteristics described as most important by all of our stakeholders in that firm's search process thank you thank you very much moving on to organization reports um D County Schoolboard Association and bosies um three of us attended the the dinner which was very nice at the if you guys want to like speak instead of me I'm tired of talking but you know the at the do you guys want
147to talk about that we went to The Duchess County the Coalition of lower Hudson um like puam Westchester Duchess maybe even Rockland all came together and hosted a dinner and had speakers you guys want to go Riff on that um the speaker Figures were from uh schools in the city that um I don't know the right terminology don't have to do the uh the regions assessments and so the assessments that they were doing in the high schools were more authentic and over time um so it's just a really interesting way to look at a a different type of um growth for the high school students and also how they were meeting the standards without doing standardized testing so they've been doing it for 25 years and the reason that they had these people in at
148this particular moment in time was because of the Blue Ribbon committee coming back this week about different alternative methods for assessment for graduation and they kind of already had this sort of Lane carved out and they're there um there's some schools in Ithaca and there's some schools in the city right and it was it's very interesting like uh um you know they really um it was interesting to to watch some of the assess they had a video or two of a couple of the assessments they did but it was it was an interesting way to just shift how you think about how we determine you know who's ready for for graduation now they do it as a whole school but you know you could see that as a pilot be very interesting to see a
149school that does it kind of as a as sort of a option you know kind of a niche or something so um next thank you Arlington Education Foundation uh nothing at this time okay um PTA PTSA I am very sorry that I did have to miss the first meeting I did send them my remarks um and I will do my best to be there when they meet this month which might be moved for Thanksgiving so I'll have to double check Arlington connect uh last night we had our community engagement session and over a 100 people attended about 90 participants and a whole bunch of Administrators and board members U Mrs Earl bucker was going to judge me if I I wanted to say over a 100 people were there and she said well there were
15090 participants um so I had to qualify it um Mr Sheldon and Dr Moyer presented uh options um uh for the parameters of a possible bond issue that we'd like to put out uh for you to vote on in May um we really want to know what the community wants um so that we can put up the the right thing for people to vote on um while the groups only reported on their favored proposal there was a great deal of data in the work activity we're working to compile the verbatim reports for each group and then put together an executive summary the facilitating team made the decision to cancel the November 30th Community engagement session this session was scheduled to review the draft recommendations however the facilitating team was concerned about the attendance at the
151meeting and felt that the time would be better spent working on their report to the board we look forward to reporting to the board on December 12th uh the phone survey is currently in the field with an anticipated completion by early next week uh as people have mentioned already if they call you please answer the phone and talk to them about what your priorities are uh and thank you thank you thank you to uh the arlingon connect people who have been so involved uh to Dr Moyer who's who created the whole thing um and Melissa erlbacher who has just been tireless in in putting this together thank you um District health and safety commit so I filled in uh for Ed who I never no one could ever fill in for Ed but he allowed
152me to um on October 26 the district Emergency Response Team uh we met um some of the topics that they went through were um first responder walkthrough of schools the fire department has been walking through the schools to make sure where all the shut off valves are access to roof different keys different areas of the schools uh State Police also completed their walkthroughs in the summer um there is a um emergency plan um you know God forbid if we have to evacuate uh all of our schools for whatever reason uh where different schools will meet so that's in the works I mean it's they know where they meet but that's still being talked about um arrival and dismissal was discussed each School building uh has unique procedures to do so and seems like everything is
153going well so far and drills as we know lock lockdown drills are our way of life now for our children um they're tested frequently um to make sure all the software is up to date as well as keeping our children safe and so far those are all going well as well that's all thank you District Equity um nothing at this time um District PPS first meeting is the Thursday 12:30 central office okay um superintendent's closing remarks yes um probably should have interjected this uh earlier but obviously thank you to our noxon students for coming out tonight um and their families for uh supporting that tonight I I know how much you enjoy uh when the students uh interact with you at these meetings so it's always always uh fun and a highlight when and uh
154so thank you to all of them and you know just a comment uh on the question about residency um some of the pickups uh are are due to some personal family circumstances that that we have authorized but um so so there are times where you know people may not understand uh certain things that are going on but they actually have been approved or cleared however if there are people that um are uh trying to attend our schools who don't live in the district number one we have a a a very thorough registration process and number two if we're aware if we become aware of something we do investigate it immediately and try to determine um if the person is actually living in the district or not so um we do take we do take that
155um concern seriously um and that's um you know that's really all I have tonight I I uh um do uh uh look forward to the 28th and the 12th as you get more information on the the phone survey the demograph final demographic report the report from the facilitating team and um you know the specific information on feedback from last night I think I think things will start to come together and emerge for you and um uh set you up for moving forward in the spring with what with what you need to do for uh for for the May uh resolution thank you very much um board Reflections Linda uh I have a few first I want to thank the uh KNX on road principal for inviting us here today it's such a welcoming school it's

160not necessarily gonna move on to college and give them an opportunity to uh start a career uh in a local industry a local business uh after getting some training in the schools uh it's I think it's a wonderful thing and uh I was really impressed by the kids that were in the Machine Shop uh Milling they you know brought back old memories when I taught the class uh many many moons ago uh so that was a great trip um as as to the school thanks uh for the invite here and I'll go back a little further my children were now in their 40s and 50s uh came to the school with Mrs Donnie who was the principal so think back on that one uh and finally uh I'd like to congratulate once again Mr Finch
