So, uh, this is the, uh, East Rory Union School District Board of Education meeting for Wednesday, December 17th. Uh, please join me in the pledge to the flag. >> I pledge algiance to the flag of the United States of America and to the republic for it stands, one nation under God, indivisible, with liberty and justice for all. All right, here we go. >> Thank you. Um, may I have a motion to enter executive session >> to discuss matters relating to negotiations [snorts] with the EA faculty and civil service associations, matters relating to the possible promotion or discipline of a particular employee, and matters relating to two particular corporations. Moved by Dr. Aroa, second >> second by Mr. Brunson. Discussion. >> All in favor? >> I opposed abstensions. That's passed 6. We are in executive session
on her new role as a Aurora Town Council member. We know she'll continue to lead with the same passion, integrity, and commitment that she has shown during her time on the school. On behalf of the entire school district, thank you, Jessica, for your dedicated service on the board of education. Your impact has been meaningful and much. [applause] A look good. I just make a few additional comments. as superintendent success of the school really support. They allow us allowed us to create new opportunities and experiences for our students both has been a significant part of that 14 years. been here and steady um has taken the time to understand what's issues that we deal with on a regular basis has always been there super my team administrators teachers do the best that we possibly can for
our students and they are hard so for your dedication and committed to us very It's a lot of work, but community service. >> Thank you so much. Um, I have to say I started as a volunteer. I've been in the private sector working for a number of years and it was my first introduction to the school district other than being a parent and sitting in a meeting with our teachers and administrators at K school a long time ago. Um, but I was absolutely astonished at the dedication and commitment our teachers and administrators had for our students. the level of extra time and care that they were going to put in will be an amazing amount of what they were capable of doing and I wanted to be more engaged. I've seen nothing but that level
of commitment from everyone to my district to work alongside [applause] Uh and with that we'll move on to item four. >> Yeah. So today is a great day for celebration. We've had a number of state champions and that's another amazing thing that happens here. State championships are not easy to come up and our students continue to perform at an exceptional level and that's due to incredible coaching and support for for athletics. Um, and so at this time I would like to uh introduce some of our students that won state championships in the spring uh during our track season and also our boys country team. Um, but before we get to that, I would just like to take a moment to recognize our well many coaches but Marty McLaclin. We are doing some research on the
number of state championships that they have they have achieved and it's it's gone on for years actually decades and and looked at like where our standing is in the state and our cross country teams we are ranked third overall and so it's it's really incredible for 700 school districts and you know we're in the top three and we're like one or two second or first and so uh it's incredible that season in the spring for track and field. They continue to produce incredible athletes and then cross country I mean speaks for itself year after year. Um not always a state title winning the section over and over for the 22 years that I've been here is just incredible. So I just wanted to recognize both of them for their amazing efforts and the amount of
time and energy that they give to their athletes families um is just really incredible. So, I just wanted to start off by making a little extraordinary [applause] I'd like to start off with with our spring runners. And so, we have the girls. They won division 3 for i800 relay. They won the state championship. And I know some of them actually went off to college, but December with us. So I'm going to call the first team that is just why don't we meet right here and you join me. [applause] >> [applause] >> just a student job. The girls side was uh really incredible. There was a relay early that day that was that won by four or five seconds. It really was a a tough thing to overcome. And later today was ranked number one. So
really semester >> [applause] >> And next up is our boys division three champions razor threes and right [applause] As you can see at track, we really like these 4x8 relays and we do focus on relays if we can get four athletes and these lineup have a chance to win. It just doesn't happen very often. We can rerout so many times. So these guys line up to get the job done. >> [applause] >> And then next up is our class boys cross country state champions Anthony. [applause] You ready? Anybody? Once again, did a super job. This is um actually their third in a row, which is accomplishment on the boy side. It's tough enough to win one state ever. These guys their third trip to the podium last super hard what they've >> [applause] [applause] >>
Mr. Lombard would like to say a few words. Yeah, I mean I think dad will and the coaches will Marty I think you see here what always pops in my head when we have this celebration and you see some of the cross country team the success of the 4x8s success breeds success. You heard Mr. Russ say and it starts with the coaches. You heard us talk about the boys and girls teams are third all time in the mountain in state championships won in New York state history. boys number one would be the river but you also had a partner. So that kind of tells you the pedigree you have and that success breeds success and how much because of that how much these student athletes care and you can't mistake them. We had three alumni
win state titles in the spring. All three are here to celebrate again in their teams because they care not only about their successes but also the successes of the program. And when that starts to happen and occurs, we have these events and these nights and these results on a consistent basis. And really, it's a it's a testament to everyone here and the work they put in and how much they care for each other as well as their own. So, congratulations. Three state championship teams up there with the four boys cross country. Congratulations. >> [applause] >> It's amazing. [music] Heat. Heat. [music] Heat. Heat. [music] Heat. Heat. N. [music] Heat. [music] [music] Heat. [music] Heat. Heat. [music] [music] Heat. [music] [music] Heat. Heat. Heat. [music] Heat. Heat. [music] Heat. Heat. [music] >> [music] [music] >> Heat.
Heat. Heat. [music] Heat. Heat. [music] Heat. [music] Heat. Heat. Heat. [music] Heat. Heat. [music] >> [music] >> Nat. >> [music] [music] >> Heat. Heat. Heat. Heat. [music] >> [music] [music] >> Heat. Heat. Heat. Heat. [music] All right. Uh, moving on to uh item five. Uh, community member comments. We had no sub for comments. So, we will move on. Item six, superintendent. Oh, we're going to move on to superintendent comments and come back to our first I just wanted to um make sure that you'll receive the email on the area school superintendent association about participating in that regional capacity seminar um which is is looking for participation so I don't know if anyone had a chance to look at that is available or interested in attending >> that's January 20th January 20th it's an hour and
a half from 1 to 2:30 include myself. >> The three of us will sort it out on the side. Thank you. Um Ben would like to share um talk about the retreat. Yeah. Okay. Thank you very much for responding. Um I also wanted to just show the board may want to comment here as well but um museum of tolerance has been in this for about a week and a half teachers and our students experience 12 and so it's been just a really exceptional experience. I was there today with one of our AP classes and the conversation with teacher that they said just wonderful job facilitating tolerance and around just the importance of considering kind of one another how we go through our day and how we live our lives in regards to our relationship with
other people. I think exceptional thanks helps us with our social emotional learning. She helped coordinate the entire project lessons that are being taught. Teachers are following up with restorative activities within the classroom restorative practices to engage kids around. Uh so it's just been a really great experience for us for the last week and a half. And so what we're going to do is we're going to do recorded several sessions and we're going to be sharing our classes materials together and so we're sh top but overall I think it's just really great success and also his client was instrumental together almost all sessions himself take that back and then the last thing I wanted to talk about that I went to St. groups today with my student advisory groups. There's 15 of us as you can
see. There's our feature and behind us is about 500 packages for about 500 families in the community. So, we put all those together today and did incredible job. Uh, and it's just super rewarding. I think it's a great experience to get down there and see what St. Louis does for many people from all over the area services and people assistance with food and clothing today and then we also in addition to all of these gifts that tomorrow they also help prep as well for the holiday. So a big shout out to my advisory group who runs the show there is always super grateful back every year. [applause] All right. Uh we'll move on to uh item seven, administrator comments. Are there any administrators uh you would like to just shout from way back there before?
I guess I'll start. So we uh obviously have a had a really good edible falls. We do have cross country here. I know we know that. And we have soccer at the next meeting. But winter has started. Um 227 athletes in East are currently signed up playing sports. We have a few changes and credit to our coaches and kind of how they have started and got used to working even more so with each other. We brought indoor track for facility purposes while we're here to train which affecting basketball a bit and sharing spaces and doing those things and working out some some of that. But it's been a pretty smooth process with the coaches that we have. Um, athletic advisory did meet. We in that committee we had presentation from a community member on asking
us talking about the possibility of starting club football. Um, we also kind of had another final version of the student capital that will be wanted to go and when our sign up for spring that went to our lawyers and everything's good to go with that. We also have with PE and safety committee law high schools already set and completing compliance with that. um our middle school and elementary beginning trans following the break of January prior to dead. So that's kind of where we are. >> I just want to say um publicly thank you so much to um Mr. Roberts, Mrs. uh Santa Claus day in the high school. Um also like to thank Mr. Live Rock, the actual elf. When you see the kids and they love that and um the first thing they say
is that was the best day ever. Um you we needed to thank you for that. So thank you very much for that. It was great. And the holiday So I'm used to graduate but I spent nine years in active a lot of sitting still and staring forward sit still forward suit on the shelf. Um so I just to to follow up uh on what Mr. Russ had already presented on the mobile channel tolerance we were the the first to go and uh so excited that we we had this opportunity looking forward to bringing it back. One thing I I'll highlight is uh the the presenter was amazing. Ryan is his name and um he's super engaging. But um what I really liked about the program is um it it was cool because it was on
a bus and I I think that was really engaging for the kids just the setup that they had on there. Um but anybody could get on there and press play or hand them the tablets and say scroll through this. But he met the kids where they were at. And if you watch the same lesson five times or six times throughout the day, it was the same message, but it it took a different course every single time. Uh, and he is such a talented educator. So, it was super lucky to to have him uh take our students and staff through the experience. Uh, and we did follow up with some restorative circles. We do a community building circle once a month. And it was really nice that uh the day that the bus, excuse me, ended
was uh the day before we had our schoolwide circle. So our fifth and sixth grade uh had questions and topics that they discussed related to the content that they learned about and for seventh eighth grade and I was able to copy in on a few of those. Um the seventh day was really interesting because it had a lot to do with social media and uh and use on other apps. So um really engaging, so powerful and uh I'm sure we have a massive students and staff that can go through that. It's concert season, so we're really excited. We've had a few already and and a few upcoming. So, it's uh that time of the year only twice a year that really see all the hard work that we put in your daily. And lastly, we
had a book fair. I know it's not earthshattering news, but at the middle school, we've never had a book fair. So, uh, huge thank you to our PTO who brought this, uh, to the middle school because, you know, Parkdale certainly has theirs, every year, and twice a year now. Um, so we brought it here to the middle school and it was a hit and we're really excited that they pushed us to to do that and hopefully see that uh, other administrators Thank you all for being here. Um we are going to move on to make uh board presidents and board members comments. Uh I'm just going to start by jumping back to something we do typically with uh community member comments. Uh should read through the updates or the emails that we've received since the
last meeting. Uh so uh Roxan Perry sent us an email on the 3rd of December regarding uh the EA podcast. Uh Miss Panto sent us uh one on the 4th regarding the uh an update on the playground. Uh Mr. Bill Leslie sent us one on the 6th uh with uh public comment uh regarding the district safety plan. Uh uh Katie Rston sent us a uh invitation to attend the uh regional grid capacity seminar uh as mentioned uh earlier and then uh we received one on behalf of Egan from Kerry 2 uh posts uh regarding the uh meeting dates that have been established. The annual meeting is going to be April 15th and the component vote will be April 28th. uh with more information. Uh checking with all uh board members to receive those and have
a chance to review. Thank you all. Um and I do not have anything else to add. So I'm going to switch this way to start with Mr. Christmas. Um and then student government's been working on trying to get a win as far away trying to do it trying to raise money for cancer organization. So we're trying to build hyper spirit week going into it to talk about the teachers accurate. trying to engage everyone in that way that comes $5 >> [clears throat] >> I attended the capital facilities committee meeting about that last chance. Um, I also attended the athletic advisory committee where we had presentations by community um as well as all season updates um and updates. Then um I have the honor of attending the band of jazz band concerts and the orchestra in
the school and the orchestra and the forest concert which are always rocket just amazing. Um and then the middle school PTO winter market was also occurred here and that that was just very well run one of the sorry my bad but it was one of the CTOs it was just very well run lots of vendors when I was here there were lots of people including our side and our sustainable agriculture and just a lot of community members here so I'm going to be up how well that but it was an excellent excellent wellrun thing. Um then my final thing is and I and I will I will provide you all with the actual pictures at some point but the sustainable agriculture provided us with a 36 pound turkey. You guys did you did a great
job raising it 36B which ended up taking um We ended up having to cut it in half and cook it two different ways. Um, but it was it ended up being the biggest adventure of our November. Um, so we're super grateful for all we learned from sustainable agriculture about turkeys and how large they can get, but um, also just how amazing they and and just just a program in general that raise these turkeys and and the quality of them. It was it was absolutely amazing. So I I will share with the board the other pictures. I did one thing approached me about he was hoping that um our board serves to basically speaking what it is per month and things like that but basically all you have to commit to is one I just wanted
to put it out there representation from our school what they try to do put it out there if you're interested. And with that, we are at 8:00. So, if you're here to fulfill a duty or curriculum, uh you're free to go. You don't have to go. You can Thank you so much. >> Thank you. Um, all right. Moving on to uh item nine, legislation. Uh, you'll see on the agenda uh some uh uh laws that uh the governor has signed into uh uh well some bills governor signed into law. Uh and we got these uh from NISPA um and some of them had been on uh the NISMA list priority. So it's great to see um you know uh there's the uh um the details that voters must provide uh with regards to getting absentee
ballots has been simplified. Uh there's uh a uh one regarding the small city schools and their debt debt limit. Uh there's another one um uh allowing uh for the in the instance of of disasters um if the uh voting uh turnout is less than 8% districts can designate an additional day. Uh the uh another bill allows for uh payments with regards to the CVA uh to be financed over 30 years. Uh and uh finally uh that uh we can now hold our uh annual organization meeting uh any day on or before the 20th of July which gives us more flexibility in planning our July meeting which is anyone have anything else you can move on to item and reports and discussion items. Uh some of these >> Yes, we had an OECN meeting last week
and um they're off to a great start of this ceiling's already come down and so they're right on schedule and so all that seems to be falling into place nicely. What we're hoping is that that is completed over the next several months that we're ready to open and back to school. So opening forward to and so they're tying up some new ends at the high school but most of that has been taken care of. So we're just kind of in that mode right now. Steve Showski is going to come and present upate February. So more details at that time. We're also doing some discussions about future planning facilities project because again what we try to do is time as his as his finances are falling off. The new project is falling off. So, it's helps
to keep the impact on the tax sphere more stable and more consistent. So, we have some that's going to be paid off in the next like two to five to seven years. So, they make proposals in regard to what are those projects look like? What will the size be? Are they multiase? So, we're going to be talking a little bit about that. have a greater detail explanation for things well I think question uh the uh one of the things that was discussed was the process associated with the remaining funds. Since the since the scope since the scope of the project was reduced from the original uh approved project because we could not get bids that allowed us to have the entire uh scope done. uh they they when the bids did come in for the
reduced scope uh there appears to be a balance left. So there will be some remaining funds. We won't know exactly what it is until we move a little further along in the process of uh of doing this uh phase 2 work. Uh but uh they they're preparing for the eventuality of having remaining funds. We have nine possible uh mini projects that could be used that were part of the original scope to begin with but had to be eliminated along the way. And so there uh there's a list of them within minutes. uh I'm sure that when the time comes to select uh the uh additional projects to be included uh that that we report to the board will have an opportunity to uh uh to get involved in decision making process but it it involves
things like uh office space for the assistant superintendent and staff from additional hallway renovations some facelifts in the superintendent office area and some uh and some work in the west gym as well. So the the architects and the construction managers are in the process of determining what each of these nine alternatives would cost. to do an estimate and then when they know the amount left we can come to your folks recommendation about which of these high item B uh business office operations and financial reports. Thank you. Before I get into the financial reports, we did have a safety meeting last week. had to report to all buildings tabletops that were relevant to their individual buildings for their partner and it went very well and alluded to law was discussed at the meeting. All our training
will be for the staff will be done by January 20th and also for the students. Um we did receive two emails regarding the 30-day um open comment period. One was from Wesley. A lot of his comments have to do with links not being live. That was very deliberate during the 30-day comment. Once it's adopted and it's not a draft anymore, all the links throughout the document will be live. Um, he asked a question regarding nonpublic schools within our district and our safety plan should um encompass them. We did research and no, our safety plan is only for our buildings, not for any of nonpublic buildings. Um, there were some minor uh I don't know if I call just should we say city mayor, village mayor, you know, things like that. Some small things like that.
Town supervisor or village supervisor. And then there was a question about adding the other local fire companies um to our plan, but they're not in our plan because our fire company and our police company would be our incident. people and if they needed other uh area fire departments to come, they would be responsible for calling them. And then we had one other question email from Jesse Donner. She's another administrator in a different district. Um and she saw that we were readopting our plan and she said, "Do we have to read our plan? They haven't adopted their plan in the first place yet." So that's why we're adopting we already adopted to include law. Um our financials this month are as of the end of October um we had 28.8 million in the bank which ties
to our our cash flow our cash flow still looks good for the summer. uh as of October we have a little over 800,000 still remaining uh as a receivable for taxes but when I moved today in November that's cut from down to $47 we had expended 20% of our budget and received 69% of our cafeteria h again that expenditures are exceeding revenues and that caution is that it's a timing issue with getting reimbursements from the federal and state reimbursements. Our federal fund expenditures exceeded revenues. Again, that is just normal business. We have to spend money to get the money. Our treasur is drawing down as we spend money. capital fund big capital project of October we've expended 2.6 6 million and we have very cost for me. Um these are very very beginning numbers on
on salaries. Right now we're trending to be under budget by about $100,000. um benefits a very early estimate um to be over about $50,000 supplies contractual and textbook tuition money I think will be a little bit under each of those categories but more once I get a good five months worth of data so I can out the end of the year transportation I believe we're going to be over budget and I will keep keep you posted on that so Right now it looks like our expenditures could be over budget by about 15,000 but that's very very early on projections and on the revenue side I think the numbers were just released today our general report which shows all our funding for this year I think we'll be over in state by about $100,000 that's mostly
due to county sales tax. We are over about $50,000 from where we were at this time last year. So I'll keep track of that at all. Next to about 135,000 is the good overall question. So so far it seems as though it's been So if we continue the same as we did last year, right? We've only received one payment so far and it was a little bit over what we received last year, right? So but that doesn't mean the next quarters won't be down. It's just where we are right now. Thank you. So, um yeah, I just wanted to to talk a little bit about the budget process forward. So, uh we've been working with the admin team following the last three or four months because we know that this budget is is somewhat unpredictable
right now. Uh present some challenges on how things go with financing for the state. Um, I just wanted to kind of open it up if you had any specific questions for you as we start the process. We'll have our first formal presentation for you in January. the sooner the better on everything. You know, it's it's a long process approximate uh revenue for us to we know there'll be changes uh and we expect but I think that early rejection is helpful. I just want to add that past two years we've gone through the process of ident identifying priorities for the uh of the board members and and appreciate if we could in advance of the next meeting get that list uh that we that we've had in the past so that we can be discussing identifying
those early proposals as well to the earlier letter as far as getting some numbers a rough idea of where we're at with the knowledge that we know those numbers are not Uh we are going to move on to item C. Uh at our last meeting um I uh let the board know that we were going to have a discussion with regards to um uh our our options uh on uh vacance the vacancy that will be left uh with as departure. Um, one thing I I want to point out before I I go around and and hear from you all is that uh currently uh Miss Armbrust is on the board policy committee. Uh the uh budget and finance committee. Uh she is a alternate on the health curriculum advisory committee and also an alternate for
the districtwide safety committee that I think >> yes um all right so I just wanted to I wanted to uh point that out uh to all of you. But um perhaps we can just go around the table and and hear from all of you on your thoughts with regards to uh do we uh hold a special election? Uh do we uh um appoint someone or do we leave the space uh vacant? And um and if it turns out that we're in favor of uh appointing someone, how do we go about that? So uh I start uh I just want you >> but any appointment would only be until the next election irrespective of Uh, Mr. thought and I I've actually been in this position a number of times over the years. We've used all of
those options that you mentioned that was enough. Uh, so what's appropriate at this particular time? I think uh my advice is to do not have a special election because it's too close to the next election we're going to have anyway and it's it's a lot of work and it costs a lot of money and I I just think it's not it's not wise. The other two options I think are both viable. if there's a candidate that we would like to uh win. Uh and especially we're you know we we often have only two board members on a committee and we lose one board member and now we've got committees that have have just one board member. So I think the rest of us maybe if you don't avoid someone the rest of us jump in
maybe take those positions not but uh but no I would I would be in favor of either appointing someone who has experience and who can jump right in and provide some help for us uh over the next few months or uh simply uh agreeing among ourselves to do the extra work to do committee work and to make sure that that we can I don't have strong opinion either way outed the pastial fairly quickly. It's not towards heavy less. So to have someone that does that experience, but I'm not too I feel special. Okay. Get a lot of experienced. I agree. I think it would be slightly different if there was three years left on the term special election, but I I think it would be so special. Um the if you do the candidate, um
I don't think we have to worry too much about how we do it because there's there are specific procedures that are laid out for us different ways to appoint those um and it is a way for somebody who might be interested but has experience on the board that's how I became um then if you do need an empty I agree or if somebody a point and no one wants it, then you'll definitely have to figure out how they are got appointed one year and I won two elections. I think the easiest time to There'll be a board member July. I think we should just sit with six of the year five. I think we had six. I think coming in some right now. Um and just for for uh I guess sake um I agree
with what everyone has said in regards to the cost of of doing special election. It does not seem to make sense uh at this point in time. Um my preferred option would be to to fill the scene um and uh through an appointment. Uh I think that the uh the the workload of some of the committees that uh Mr. armrest on is on is is time management and is a heavy lift. It's not to say that the person coming in would join those committees, but it would allow a sitting board member to move from a committee they're on to that to help fill fill that role uh and and keep us uh well represented on those on those boards. Um I uh yeah I I just I I feel like um yeah Mr. Brunson said
it uh mentioned that uh we could appoint an experienced person. Um I guess thinking about appointments my preference would be to start by looking for an experienced person who would um be willing to serve for six months. um and and has that can come in and and help help us through that so that there isn't that that learning curve uh for someone new um and uh if not then I would I would like to talk more about a process for uh my I would not be in favor of the the process that was uh followed to appoint Mr. flowers which typically involved interviews of 15 uh people which felt as somebody who was not a part of it excessive um and uh I can only imagine what um yeah I guess it's brought There's interesting
process which is really right now very diffult person has background or understand somebody especially policy. sense used to be now the biggest part of it is compen with Um what I heard as as we were going around was that obviously the consensus was uh not to hold an election. Uh I think that has been completely ruled out, but it sounds like they were more in favor of finding a way to appoint somebody. Um, and uh, how would folks feel about if we were to uh, try to seek someone who who does have boarding experience on this board uh, or a school board to uh, to serve? response to your question. How do you feel about board officers being by the board to investigate the possibility of finding a board of time until the next election
appoint and would that be all right with everyone? if we were to take on that role of knocking on the door of every priority. That's what he said, right? >> Basically, it is what he said. >> But, uh, does that sound like a a a good first step? >> I think that addresses your concern. We start in January back in January and going through the process of beginning February. nothing would prevent us from appointing someone in January and especially if it's a person who has experience as a board member uh I think they did they they start the process they start started running and and so then that's what I was thinking about is that if we were able to do that so the the question I guess I would have for you is should
we're not should we not be able to buy a passport uh do you want to give us direction on how to proceed. Say we talked to and none of them are luxuries. So choice number one sounds you pick one that you think is the best choice and recommend it to the Barring that should not I think the back of that is 6 until July 1st. >> All right. Um we'll we'll take that away and uh and report back to you with our uh our updates. Thank you. Thank you all uh discussion. I appreciate your time in >> We are going to move on to item 11 uh consensus items. Uh are there any board members who wish to uh withdraw any items from the consensus agenda? Hearing none. Are there uh any board members who
wish to add anything? Also hearing that we have a motion to approve the consensus agenda. >> Moved by Miss Ar second by Mrs. Whitel discussion all in favor >> opposed abstensions that's passed 70 according to item said item 16 on page 15 of 19 uh 16A the superintendent recommends The board of education accepts a donation valued over $75 from Joseph Ferrara.
