001I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Thank you. So, tonight we got some special presentations to go through. It'll be a little longer than our normal meetings. So, it's so impressive in a little school like this to have these athletes and these students a part of us. But you have to think about outside the box as far as how a team works. A team doesn't only work on the field. A team works 24/7. stay out of trouble in school so you can so you can still play in the in the game on Saturday or at nights. Keep your grades up where they need to be. You have to take all that
002into consideration on how these young ladies and young gentlemen got to where they got to. Taking nothing away from anybody. I don't want to insult anybody, but the boys have reached a milestone that I don't think Eldred has ever seen. I do know back in 200 10, 11. We got close. We got a game before the states. These gentlemen made it there. So, with all that being said, to the coaches, all the coaches, they play a huge role. If you don't get respect from the kids, that hurts coaching. And these kids respect their coaches on the field, off the field, and I'm proud to have them all in Elra Central School. >> [applause] >> So, they put together some refreshments for you over there. At this time, I'm going to need a motion to go
003into executive session for a possibility of an open position. >> I'll make that motion. >> I need a second. All in favor? I >> make sure the minutes result that we're all attended tonight, too. I forgot to say that. >> Trying to trying to be like, >> okay, I need a motion to come out of executive session. >> So move. >> Motion by Beth. Second. >> I'll second. >> Thank you by Amadura Kristen. At this time, there is no uh decision on what we just met with. That'll be at a later date. No business. Okay. Resolution supporting process school zone and crosswalk on the Proctor Road. So without reading this, we were asked to support the town of Lumberland to reduce the speed limit in front of this school and to put crosswalks in. Well,
004it would be pretty stupid if we didn't agree to do that. It's in favor for us. It's a win-win for us. Lower a speed limit in front of a school and put crosswalks in because I do know Mr. Carpenter, I'm sure, will back me at uh the end of the year. We do walk down and use that facility, I'm sure of. Right, Mr. Carpenter? >> Yeah, we use it very >> uh we walk across the street for barbecues and lunches and things like that. So, that would that would be a no-brainer on our part not to. So, I believe speaking on behalf of the board, we support this 100%. >> Take a vote. >> I will take a vote now, Mr. Steerman. >> Yes. >> Kristen Avador. >> Yes. >> Mr. Bundage and Misa. Yes.
005Okay. Moving right along here. >> Should have brought my glasses with me. They're in the other school. Superintendent report. >> Okay. Um, state aid state aid runs should be coming out the third week of January. This determines our budget for the 26 27 school year. Now, in 2025, we received our projected state aid runs January 18th 19th. Um, it is an election year, so I don't anticipate major cuts in state funding. We just haven't gotten that usually. Um, I will get it before Caleb's office gets it. It's in the afternoon, so I'm projecting around the third week of January. Also, thank you to Assembly Member Paula K for the $10,000 we received in bullet aid. This aid was given to us. I sent her a proposal um regarding increasing building safety and security and that
006meant like updating access the swipe access areas um projectile resistant film for McKenzie and for the first level of JSHs. So in different security measures totaled about $188,000. I sent it to her and Senator Oberocker. um this is one of her pet projects. I was not expecting the $10,000, so I think that was leftover from this year money. So, I'm really hoping that um she will send us more money um once she has a state budget as well. So, and again, these monies will go towards the building safety and security. I've also received the paperwork to complete the first extension for EV transportation. We know the EV transportation that um deadline is coming soon. So what we're waiting on and I'm trying to time it right. Um we have started our fleet electrification plan. Um
007that has to be completed before I submit the waiver. If once we submit the waiver, we receive this extension. That extension is for two years where we still continue getting the transformation transportation aid for diesel vehicles which is the important and that's extension number one. Right now there are two extensions so we can just kind of not purposely kick the can down the road. I'm trying to time it right so we can kick the can down the road. Um and so this is your this is the first extension. And once I have the fleet electrification plan, I will present it to the board because it'll show us where we can and cannot based on our geography, our um electrifa um basically electrical usage, um what NISG said, what ONR said, all these different things. So
008I expect to have that in spring. Um and so we are working with a company to do that. Uh, as the board knows, you were notified that the state controllers's office was doing an audit of our badge access system. We were the first school to they visited. They are going to 19 other schools along with other municipalities to have this audit completed. It definitely highlighted some areas and needs that need to be addressed, particularly policy and procedures for issuing badges, permission, disabling badges, etc. We have physical procedures in place but not written policy. So, we do have to work on that. Um, I'm waiting on the state controllers office to send in their send me their draft which usually comes in late spring. Once we have that, then we will have to do a corrective
009action plan which we have already started. Thank you to Tina um who's already started her and um Jason they've already started diving in and started the work on kind of updating the access the badges and learning all the different ins and outs. Um we had to do the same thing when we had the last state controllers audit and that was on sexual harassment training of 2021. They only looked at that year. We had already made changes. I had to include that in the corrective action plan. So we did learn a lot. Um, the bond project is complete. The ramp, the ramp at the junior senior high school looks nice. Nice railings. It is safe. It is complete. Also, the stairs from the landing down to the um sidewalk right at the um side entrance that
010was completed. Caleb is finalizing finalizing all the paperwork to completely close out the project. Um, we will receive, we expected and will receive the half of the year's aid and we'll receive the rest of the aid from the bond project next year. Correct, Caleb? >> Yes. >> Okay. Um, and we're working with the bond firm um to close everything. I am learning a lot about closing out a bond project, all the paperwork, permits, everything. So, I I'm educating myself. Bleachers at JSHS. We have received two quotes so far for the bleachers at JSHs which do need to be replaced. Um we are looking at spending around $150,000. Um we are looking for a third quote because we have to you know but one quote came in at 164. The other quote came in at 144.
011I was kind of shocked at 144,000 for a gym of our size for brand new bleachers, but that apparently is what the going rate is. Uh January 30th I am meeting with my fellow superintendents in Sullivan County to discuss an um Bosey's votech proposal for the 26 27 school year. Now they have proposed and it'll be up to all the superintendents get to vote January 30th. It'll be majority rules and it's where they're splitting up vote. So where 11th graders would attend in the morning and the seniors would attend in the afternoon. and they have requested this change so that the skills are um geared toward that grade. So 11th grade you get the fundamental skills of culinary. By grade 12 you're getting the next level and they're not having to um kind of combine
012the curriculum and things like that. Now looking at that, that would add an additional run to the district and additional gas for transportation. So approximately $15,000 for additional transportation between because of the mileage and the run um that it would cost. So but I will find that out with the vote. Um the 2627 academic calendar um the count the school districts have been putting in their drafts. Nobody has solidified. Right now Boseies and Liberty their first day for students um is September 3rd which is the Thursday before Labor Day. Labor Day next year is September 8th. It is late. Um superintendent conference days for um Boseies and Liberty are I put September 1st and 3rd. It's actually September 1st and 2nd. Um, now if we start on September 3rd as well, right now that would
013be 189 staff days, 184 student days, five conference days, February break, and seven snow days. Now, Monaceel and Rockland, they're right now their draft say September 8th. Um, they're starting. I have not gotten or haven't heard from Sullivan West or from Tri Valley. So, they're still in discussion. Um, and that's something we definitely will need to talk about for the February meeting. And again, upcoming important dates, Sullivan County Legislature, we are to that is September 22nd. Um, that will rec recognize the football team. They are, according to Dan Hust, we are at the top of the agenda at 10:30. And so the football team would be recognized and then the gentleman um, everybody can then leave. I know Mr. Conklin has agreed to take to drive the VOTE students from there to VOTE so they
014do not miss their program and and then everybody else would come back. It's a field trip. Um January 26 we have the SCSBA meeting and then April 14th I did put this on here. This date can change. Um the strategic planning committee it's a progress check and um Dr. McGowan, Kevin McGawan that did the initial strategic plan, he's coming back here in person. Um, so right now I have a pencled in rough date for April 14th. We just need to check our calendars to make sure and that would be a workshop. That would be a workshop for that. But it is an in-person strategic planning committee progress check is what I would title it. So that concludes my report. >> Any questions for Miss Fer from the board? >> Well, good. Moving on. Secondary principal
015report. >> Oh boy. Oh no. Sorry. Thank you. Um, so, uh, for the junior senior high school, talking about attendance, um, we're not going to talk about attendance. From November to January 12th, we were at, uh, 89.85%. Um, obviously you have a lot of sicknesses and the holiday season. So, a little down, but uh, we'll move on. Um, so some academic stuff. We did the STAR assessments for our winter, uh, during math and English classes. This is actually a change for us. We usually just do it during second or third period, both periods, but our math and English teacher stepped up and uh they gave it during math and English to kind of give the kids more incentive to take their time, not just click through and give us more uh data that we needed
016to to kind of guide that instruction. We're talking about the master schedule for 2627. Uh we want to get creative with it to enhance instructional time and foster better relationships with the kids. Um and you know I I have to say at a faculty meeting today and and and the whole faculty really going at it with a growth mindset of what that looks like. Um you know and just to talk about the the votech thing it does um cause a little hurdle for us because we offer a lot of singleton classes which are just one section of it. So that the the juniors and senior things would be tough for us. We would figure it out if we needed to. Um but we want to make sure that our kids have everything they need to
017take uh whether to go vote in the morning or the afternoon. So, we'll see what happens with that. Mrs. Fra, um, we're doing the course catalog. Each department is contacting myself, Miss Garren, Miss Panel, going over courses that we're going to offer next year. Uh, Miss Garren is targeting meeting with students starting early November to go over course selections for next year, too. The fall semester is almost over, uh, which I can't believe. And the spring semester starts January 24th. Um, some miscellaneous stuff. I don't want to take Tabitha's uh spotlight, but we did have Cookies Coco and Chaos was a big success. When you hear Chaos as a principal, you get a little nervous, but um it worked out great. It was a very fun afternoon with the pickle ball tournament. The returning champs,
018which you'll probably talk about that some Oh, you won't. Okay. The pickle ball champs, uh James Dear, Kill two years in a row champions. Correct. >> It's big. It's big. The big the big deal. That's right. >> Humble about it, too. They're humble about it. Yes. [laughter] Uh the winter concert took place on Tuesday, December 16th. Always great to, you know, see the the talents of our of our kids. Um the chorus is growing, the the band. It's just it's just awesome. I had a fun time there. And then our even our uh select chorus and some of our other singers went to uh Milford to the nursing homes to sing to the to the uh nursing home people there. And and that was a wonderful thing. I uh Mr. Mr. Iverson did a good
019job. He even had that guitar out. So, it was good to see. And then, uh, Miss Garren took a group of kids to the Martin Luther King uh, youth leadership day on Friday, January 9th. Always a fun event. Kids love going. This year, kids got some really nice hoodies. Um, I don't know how I can get my hands on one of those, but they're really nice. And then, uh, today, I just wanted to add that the 10th grade students went to Votch to check out the programs. So, uh, that that's good. And we usually get the interest from there. Then some important dates. PTSA meeting tomorrow. Uh the 20th to 23rd, we're offering reason exams. The end of the second marking period, January 23rd and uh January 27th, report cards will be published. And that's
020it for me. >> Any questions from the board? All good, Mr. Oh, no. Student report, Tabitha. >> I don't know. Is it close enough to hear? >> All right. For our athletics, we just started winter sports. The boys varsity basketball team won the Fred Aheart Foundation tournament over the winter break. This Saturday, archery is hosting a tournament and they're expecting about 70 participants. Um, our music department's been very busy over the last couple months. So, in November, the jazz band came here to perform for students and staff. And in December, some members of the junior high band participated in the Merrywood Festival. And Port and Elder were the only New York schools in attendance. Kathleen Alvarey was a bass clarinet and ranked second out of 12. Mila Janesco who plays clarinet ranked eight out of
02148 and take a seat in the honor band. Shannon Kennedy is a trumpet ranked 16 out of 58 and ranked first chair in one of the other bands. And then Levi Roberts who's an alto saxs ranked 12 out of 23. Um, for like some of our student life, student council and varsity club are hosting a soup can drive leading up to the Super Bowl. Um, Marissa and I have spoken with radio broadcasters WJFF and the Democrat to publicize this drive and also brought the idea to our countywide um, student council. Um, also recently we started the Beine podcast which we'll be doing our second broadcast this month. Um, the National Junior Honor Society has an ongoing winter clothing drive and then juniors are on the stages planning stages of prom and ninth grade is currently
022fundraising for the Washington DC trip. And obviously you heard about all the senior stuff before. >> Any questions for Tabitha? >> I have one side note I think should be recognized. Trey Kaufman hit a thousand points this year early in the season. So he's doing very well. [applause] MR. CARPENTER, [laughter] thank you. Uh so uh to start with my uh attendance uh at GRM, we have just been decimated this week. We've had over 20% of our student body out uh Monday, Tuesday, and Wednesday all due to sickness. Um flu A is running pretty rampid. Um we were up above 96% prior to that. we've lost um over a quarter uh a point and a quarter percent which is pretty drastic for this time of the year to lose that much of a percentage of your
023daily attendance rate in just 3 days. Um so we're hopefully to get through this this week and we're hoping next week uh it starts to really turn around. Um so we are continuing to pilot in in ELA our uh reading program the intermediate grade grade levels. We've gotten some really good um qualitative feedback from the staff, from students, from parents um with that. And then we're looking forward to our benchmark at the end of this month, our star benchmark in ELA to give us some of that quantitative data to see what kind of effect we have on student outcomes. Um we continue in math. Um our math coach comes every month um for two days works with multiple grade levels and we've gotten a lot of good qualitative feedback as well um from the staff
024working with um our math coach which has just been great. She was here today and yesterday in the district. Um, and that just goes with the continuation of familiarity with our new math program in visions, which is our first year. Uh, in leader and me, you heard about it briefly, um, with the student council director, uh, Miss Curtsman. We're going to have a vocation advocation day. Um, it's going to most likely, it's going to be on right now, it's scheduled for, uh, March 17th on St. Patrick's Day. And we're really looking forward to have members of the community, parents, stakeholders come in and just explain um, what they do, right, or what their passion is. And I'll I'll give you a great example. Um when we had our uh playground put in in the back
025here, the gentleman who came and inspected it, that was his job. He came and inspects playgrounds all up and down the East Coast, and that's all he does. And so, you know, we always think about policemen, firemen, um you know, teachers, uh principles, right? But there's so many jobs out there that we all do in this community, and it'll be great for our student body to to know those jobs, right? We always think about the military all the time. I want to be a soldier. I want to be an airman. Um, but there's so many unique jobs for especially our, you know, we talk about vot students. Think about if you got to go around and just inspect playgrounds all week. Like that would be awesome, right? Like and so um just some activities we've
026had. We did the fall fling day um pri prior to Thanksgiving. Um our winter clubs just uh kicked off this week. We have a couple of new great clubs. Um we tried to run a Harry Potter club. We think the timing on Monday mornings wasn't great. So we're going to try that one again in the spring. We have a Guinness Book, a world records club, um a booklet club for all grade levels. It's really the staff's doing a great job of coming up with some great ideas. We um and so I know I think Sam's here, she runs the public speaking club that seemed to get more popular each and every time, which is awesome. Fifth grade had their ecosystems displayed in the maker space last week. And then I got to watch a number
027of fifth graders not only present on their ecosystems, but then have to answer questions kind of like how the seniors had to do tonight when Mr. Hollock was asking some questions um on the fly about their ecosystems and it was incredible to watch the students and the types of questions that they're uh that they're asking and then the responses. It was it was just awesome. Um in third grade they're they're playing a little fantasy football, but it's not what you think. It's uh it's all about reading and keeping track. And so if you ever get a chance to walk up to the the intermediate wing, you'll see the records of the teams that I've created. Ironically, the Giants are doing very well. So, thank you, Miss Majuri. And that's being done in third grade in
028ELA. So, that's really uh just been a lot of fun. Important dates. Um we have our student council spirit day, which was today. Wear your favorite color. You can guess mine. I don't know how many different shades of blue I have on today, but it's blue. Uh February 6th, we have the PTA someone special dance. And then on February 13th, Friday the 13th is right now scheduled to be the hundth day of school. And in elementary school, the 100th day of school is a lot of fun. And that Friday is right before our uh winter break as well. or February break. So, if we don't have any uh canceled days due to emergency closures, that could be a fun Friday the 13th. And that concludes my report. >> Thank you, Mr. Crumpier. Any questions for
029the board? >> Moving along to director instruction, Mr. Krebs. >> Okay. So, I think what ended up happening is both mics hit pretty much everything I was going to talk about, but um I just want to kind of follow up. We're planning for our March 26 conference day. Uh we have CPR. We're talking about portrait of a graduate. There's some other offerings that we have going on. And one of the things I wanted to really stress is that you got to see what I see every day when kids talk about leader in me. Um I come through port every day and I see on their outside sign at the elementary school they have a leader in me saying I come here to McKenzie Elementary and out on our front digital sign is the leader in
030me. And then we come tonight and our uh seniors talk about leader and me and they talk about putting first things first. They talked about uh begin with the end in mind and all of the habits that go along with leader and me. And that was a really proud thing for me to hear that they incorporated that into something that we expect them to do in school. And so I've heard that from um Mike's podcast when he talked about leader and me. And I was like when I heard that I was like let's keep going because these are all of the things that we want to instill in our youth when they're uh getting ready to go out into the world. So um proud of everyone for kind of putting those uh things in place
031and kind of live with that experience and you'll go on to do great things. So that's all I wanted to share because they hit the other things. So thank you. >> Thank you Mr. Krebs. Any questions from the board? Kale, you're up. Great. So, I'm going to keep this pretty brief because you're going to hear a lot from me in February and March and and then again in May. Um, but the tax cap for next fiscal year, uh, I have all the numbers for that. Uh, most of the numbers for that, it's going to be between 2 and a/4 and 3 and a/4%, but I think it's going to be closer to the 2 and a quarter. So, what it is, it's the 2% which is the inflationary portion. then it's one and a quarter
032percent for the growth for the new buildings that were put in place. Uh however, what's going to happen is next year we're going to get a full year's aid. So, uh as Tracy was alluding to, uh how the bond projects work, and this is what was in the schedule and what was originally sold. Um the first year you get a half a year's aid. So, that's this year we're going to get 130,000. Next year we're going to get 260. And one of the components of the tax cap is your debt minus your state aid and then compared to the prior year. So since we're going to have more state aid next year, we're going to have a lower local share, it's going to lower our cap. Um, and it's about a percent. So $130,000 aid
033and this year our taxes were 13.5 million total. So it's a little less than 1%. And then the other things that we don't know about are um Bosey's capital costs go into that. Um, and I believe they have some bigger capital projects, so that will push it back up. So, we're at two and a quarter with what I know about right now. Um, but if we have slightly lower transportation aid and slightly higher Boseis cost, it'll push it up. I don't think anywhere near the three and a quarter, but I don't have those numbers yet. Um, we're anticipating the governor's proposal sometimes, probably at the end of next week, but um I don't know exactly when. Uh, and I'll have a preliminary budget set up for you next board meeting. There's no point in doing
034that before I have the governor's proposal because it's the whole thing's going to be um loot once I find out how much money I'm going to get from them. Um we received quotes from three vendors for new buses. We're just kind of analyzing those those quotes right now and kind of going over with Melissa and the mechanics. They uh were able to test drive uh Bluebird bus and we're going to be testing a Leonard bus um shortly. I actually just got an email before the board meeting. I need to get them a uh insurance certificate and then they'll bring us a a bus to test. Um and then finally, we're wrapping up Oh, she already touched on that. We're wrapping up the capital project. Should be in the spring. Um originally, I was hoping cuz
035we could get a full year aid if we got it hammered in by December. We did complete most of the work, but then I started talking to the bond people and I said, "Okay, what do I have to get you to get it in by December?" and she said, "You need to have the certificate of occupancy issued by the engineer." [laughter] I said, "There's no way that's happening by December because there's still outside my uh door. I can hear them drilling, you know." I said, "So, they're going to complete that work." Um, it was not scheduled to be completed until the spring of 26. I was hoping we were going to get it done 3 months early, but I wasn't aware that you needed to have I mean, everything done before they start giving you
036aid. Um, that's all I have for you this time. Once we have some more, uh, revenue numbers, uh, I'll be able to give you a clear picture on where we're headed budget wise. >> So, the good thing is, >> okay, new business. This is a big one. So, this is about our veterans. And I'm going to turn this over to Mr. Bundage because him and I had a conversation about this and he's definitely done his homework and he's definitely on top of this. And I know Caleb's done done some research, but Justin, if you want to explain, you're good with that, right? >> Yeah, I'll speak to it a little bit. So, uh, just before Christmas, Governor Hokll, uh, pass State Bill 1183. Um, so we have the language in front of us. So, what
037it does is, uh, provides a pro property tax exemption or school tax exemption for 100% disabled by the Department of Veterans Affairs, uh, veterans that have to meet a whole lot of other criteria. um right now and I'm probably going to recommend that we move this to February just because uh reached out to the county. Lot of research is being done. There's a little bit of ambiguous language that came through. I think when you don't involve the right people at the state level and you push something through, you get sometimes some confusing language when it comes to bills um that are very very important, especially when it's uh affecting financial aspects of a town or a school. So, uh, at the governor's office, they're taking another look at this to to remove some of the
038ambiguity, but I think it's a wonderful opportunity. Uh, a big part of it, uh, at the end of the bill talks about these particular veterans have to be receiving some type of financial assistance. Um, so think double amputees that have had their homes modified with ramps and things like that because of their military service. They're 100% disabled. um and they've received financial assistance from the VA for those specific things. It includes severe burn injuries, uh breathing injuries, amputations, and things like that. So, um I'll probably recommend that we move this to February to give the state a month to kind of shake out and clean up some of the language, uh depending on what the the team thinks, but that is kind of the the core of the bill. It's a huge step forward for
039our severely disabled and injured veterans across the state of New York. uh first time to my knowledge that the state of New York has adopted something like this. A lot of your other states do have this or very very similar program. So, uh that's kind of the two-minute version. >> Yeah. Uh it's definitely this is this is a no-brainer, too. I mean, come on. There are veterans. They you know, we're walking on a soil and we're living the life we're living because of them. That's the bottom line, you know. Uh I don't think it's going to be a huge impact to our budget. I've had a little conversation with Caleb about it already. Uh we got to reach out to both towns, well, all four towns, but the two big ones are Lumberland and Highland,
040uh to see they they'll have a record of disabled permanent disabled veterans. We'll get a better look at and that's another good thing to move it out to February, give us time to do a little little more homework on it, but I don't I don't foresee a huge impact to our budget for this at all. So this is pretty much I mean we will not take action tonight on it because you know we want to get the verbiage 100% but uh I plan to take action on it in February. >> Okay. >> I can give you exact numbers in February but taking a look at it because I do have the records the tax rules that show how many people and I think like the town of Highland did like 30 or 40 total veteran
041exemptions. That's not disabled veterans. That's just like >> that's just veterans exemption. That's not the permanent disability ones. you know, the the number of those that are going to get this are going to be pretty small, right? >> Um, if it I'd be shocked if it went more than 0.1 or 0.2% um increase. How it works, it doesn't affect our budget first off at all. It what it affects is is it affects the tax base. So, if this year I'm thinking we're going to have a 1% increase, it would be 1.2 at at the most extreme level, right? So, this is actually a decent year to do it. You don't want to do it when people are already getting hammered. At the end of the day, it falls back on the taxpayers. >> Correct. Yeah.
042>> No matter how they no matter how they language it, whether it goes to the county and it raises the tax cap or this and that, it comes back to us. So, just that's why I want to put it out there that it's not going to be a major impact on our people in in the towns. >> And if you were going to do it on a year, you'd want to do it on a year that you have a lower tax >> Yep. >> increase as it is. >> Yep. >> So, we'll we'll uh we won't take any action on this. >> Yeah. >> Until next I don't think there's any reason to table it, right?
