002empowering potential enriching our world and our vision go Community Schools Indiana's Premier Global school district of choice item 1 Point for is approval of tonight's agenda do we have any revisions or changes uh to the agenda heing none the agenda is approved as presented and item 1.5 are approval of our minutes from the October 28th um regular school board meeting do we have any corrections from those minutes all right hear none the minutes are approved as presented moving on to am to is student and staff recognition Shriner so it is that wonderful time of year at the end of The Fall season where we recognize our students who are doing more than just the classroom academics U but they are participating in music and athletic events and we had just um some really um excellent
003uh competition a competition season start with March and we have two Representatives here of course Mr P so we would like to congratulate you for qualifying for the State uh Isa competition and um on behalf of go schools we have certificates here for you and your peers in the box and then a certificate all of you for your performance so congratulations is there anything you'd like to say a highlight from the season or anything about your performance at State we just had Grand Nationals done this Friday night as well that's 113 bands from you know 40 different states we're happy to be there amongst those groups and do as well as we can well we wish you the best of Lu [Applause] thank you next up our cheerleaders come on out come on out come

009an election I didn't die I'm not going away so I'm still going to here so um I want to talk about the Corum a little bit tonight and I have a couple things I want to give first thanks to Mario um went the 2022 debacle it was uh kind of an ugly time and and Mario was the only one that contact me and said I'm sorry I shouldn't have let my name be with that and I appreciate that a lot he was man enough to stand up to it that's all it would have taken apology and some of the males in the room were not they just didn't go there um Mr deoy I really appreciate your leadership um went through a really rough time with Dr hope and I'm so glad to see that
010the school is on a forward pattern and that you have a vision and I think I've told you that personally a couple times but I just want to know let the board know how much I appreciate that okay back to decorum um we had two gentlemen speak at the last meeting and they are upstanding members of our community and I didn't know them until a couple weeks ago but they were kind of chastised from one of the members of our board and one was a a police officer has has been a police officer for a long time another one is a pastor he's very respected in our area both of those gentlemen are but one of our board members decided that she was going to chastise them openly for speaking you can say my name
011okay Mar I will say your name yeah say it because this is for public comment your your section comes down with board comment so I'm saying that the board really needs to get a little bit of a grip on what we say to people that are speaking publicly because it is wrong to chastize those people openly all right and that's all I'm going to say on the issue I think we have to have proper and and what really set me off was you said the people that sat behind me never say anything positive and that's not the truth because you missed so many times you don't know when we say the positive does your opinion I it is my opinion yes I do keep record and Keith congratulations for winning you brought a fair fight
012and I appreciate it and we are not enemies I don't want anybody to think we're enemies and as a a person that's in District 4 I'm going to get with you several times a year and talk things out with you I think that's the only way that we can do and to make things successful in our community I don't know what the next steps are for me but that's that's what I want to tell you referendum I'm totally against it um I'm a to I'm totally against spending more money and Bob has laid out a good budget and we have approved the budget we're going to have to live within our budget we cannot go out and tax to taxpayers any more so we're going to have to find ways that we can send get
013some things done here in the community but I do appreciate you all like I said I didn't die and I'm not going away thanks thank you Linda next uh Mr Terry Hartman good evening i' want to mention uh she lost your School Board Race no surprise to everybody um and we didn't end up on a on a slab at yod it's been a little over three years since Linda and I started attending school board meetings and it's been quite a journey during that time a uh a school board member told me in a conversation that he didn't care what I thought and he told me that some of my some of me and my friends have spoke to school meting were racist and also our attempts at having the school board remove pornographic books from
014the school failed in spite of the fol Review Committee which which unanimously approved the uh retention of the books at the school library then we had the 2022 School Board race with illegal campaign donations and a brochure head lies about us we were told that belonging to the group purple for parents whose mission is dedicated to exposing the indoctrination and sexualization of children in the public education system meant that we hate teachers and we belong to a hate group at the last school board meeting my wife already addressed uh PR referring to us as that group that never says anything positive it's my belief that God will not honor a school board that protects pornography in school libraries and uses the legal campaign funds to retain fellow ideologues on the board then without a hand
015of apology accept Mario my wife mentioned or a school board that believes they are an elst group and treats the public like they are hateful so after three years of involvement two failed school board races thousands of dollars invested and a lot of time what did we gain why we why did we do what we do why are we even involved I'll wrap up by telling you about our experience uh the day of the polls this last election uh Linda and I were standing out uh with her sign we were outside the legal wom publicized her Cy and standing in the cold rain we heard a man and his wife go by and the the man was had a grin on his face looking in our Direction and used an exposive as he had a
016sneer on his face and whispered or didn't whisper loud enough to To His companion the People Like Us thought we could change the world by a Schoolboard race I'm gu I'm one of those fools that wakes up in the morning and thinks I can change the world the day I don't believe it then I will be down on SL I'm involved I believe in a God that has a purpose for what I do thank you Terry and I also believe that God doesn't call us to be successful but God calls us to be faithful and that's a good place to be thank you thank you Terry Mr Glen null go I'm going to speak this time so you don't get that two and a half minutes of silence so I I heard the words positive

018have 15minute board meetings and there was five board members why did they have 15minute board meetings I'll tell you probably why because they had a Sunday night meeting before the Monday night meeting but that's only my theory and a lot of other people's but I don't know if you any of you remember Dwight Greaser he was the school board president he got an argument with a patron for about 15 minutes he wasn't appointed by the truste after that I will tell you personally I was horse for two days but that was fine anytime I can take a board member or somebody in power down to a lower level than what they where they should be I win so we've had board members in the past that we're real high quality people but you know board
019memb s have his wife served with divorce per papers during class touch so if I bothered any of you the four that were offended would have been offended by statements before I did bring you a present I only have two it's all I can afford as a taxpayer on a limited income I got two little F fuzzy little things if you're upset you can hug them you can do whatever with them because this is all oh wait a minute that's an elephant you probably want the elephant would you but it comes down to it's the same things that we bought for the students and or whoever needed can't even find the bottom of this thing and you guys all thought it might have been feathers didn't you I would never do that here it's too
020hard now I only got two so you can fight over them that's all I have now I'm out of time but if you want them I have them okay thank you thank you GL next uh Miss Cindy HCK good evening Cindy Heek executive director of purple for parents Indiana um at the October 28 board meeting superintendent de Bo's welcomed input on GCS strengths weaknesses opportunities and threats and I thank you for that you open that up um your strengths are obvious and they are embodied in the community the families and the staff that are vested in educating the students of GCS I don't doubt that however changing ing the board's Focus will be the key to leveraging any potential threats to your advantage and that's what it's about we really want the students to get
021an education and to succeed um president Trump has announ announced that he will abolish the Department of Education on the federal level which was on unconstitutional from its Inception per the 10th Amendment if you look at that um this could eliminate Federal programs grants and funding for K through as well as higher education which would affect Goan college for instance um he will be working also with the house and the Senate to ensure that homeschooling families receive a $10,000 tax credit per student now those are some things that this board will need to Grapple with that is a reality and in order to remain competitive to those families that are On The Fringe those that are most likely to depart because of these new options I would recommend and ask you to consider the following
022One require board members that have pled guilty to a felony to resign it just looks bad for this board to continue on that trajectory two Implement a well-rounded classical education method of instruction in order to compete with schools that provide quality education three plan to replace seal with instruction on in on morality and virtue for reduced spending to prepare withdrawal from f federal funds and five eliminate Doctrine the indoctrination of woke ideology we want the students to succeed all of these will help the whole student body not just a handful homeschooling is becoming a viable option for more and more families and Goan schools can't afford to lose more students thank you thank you that concludes um our public comment time we appreciate everyone's uh input this evening uh next we'll move to item four
023which is uh superintendent reports Mr Deo just like to start out our financial commitments and sure I just wanted to uh let you know that we're working on improving our Fieldhouse I mean our warehouse uh we do use that as a as for athletics and so I I I use I call it a Fieldhouse sometimes but we' painted it and we're putting in some uh some lower cost AST turf or some Turf in it so that'll be a better place for for our athletes to M around with we also have today I'm asking you for a transfer to rainy day I'm asking your consideration for snow removal bids and uh I would ask your permission later on to advertise for our band uh lot across there to ref finish that so those were our financial
024things today student achievements I think jav's got just a quick short update on Maisy education that is correct uh the Maisy education is our audit of special education and El programming uh we had an initial conversation after their visit uh they had some followup one-on-one meetings uh with our directors and then they met with us at the office uh they are working on a comprehensive report and that should be coming in the next few weeks so okay thanks thanks jav uh now we'll transition to uh our operational excellence commitment and uh I guess I'll get this one started Bob and you can add some flavor to it first one I want to update the board where due to some of our curriculum changes we have a greater need for spvs a shorter buses the white
025buses and uh we have more and more kids that we're wanting to be able to transport for during the day kind of field trips uh working in businesses doing those kind of things so although we have budget for our uh spvs and and our bus uh replacement we are looking at how we might how quickly might be able to respond to some of those needs by basically by a couple more buses or something like that uh right so we'll have to uh make sure we allocate some monies within our budget and um possibly look at an an amendment of our bus replacement plan uh the the S spbs they've gone up in cost there around 65 to $70,000 a piece now so two of them would be an additional 140,000 that would have to carve
026out from another place in the budget to move some funds and then we would submit a new bus replacement plan to the state if we were to move forward with that I I think it's important to highlight the reason we need them is because of some of the curriculum changes with the pathways that the state is implementing we're having more students and student classes away from our campus so this is allowing the instructor to be able to transport the kids it's it's a good thing yeah it's a very good thing it opens up more opportunities for our students but yeah it comes at a cost so the state changes things we've got to respond respond yeah is there right to ask a question about that um with the change in expenditures based on the electric
027buses even though I voted against it um is there room for savings from the six buses purchased for that to get shifted well pay for those or right and that's a good question at one time they used to your bus replacement would be a separate fund but now it's all kind of rolled into operations and so while uh it would be an additional expenditure so that we would have to change the plan we submitted to the state the bus replacement plan would need to be amended and approved before we could do this purchase but then you're right the money that would be in operations we'd have to reallocate some other monies we do that kind of on a regular basis because things constantly change I don't like spending money but right any other questions board
028just kind of we'll keep you up to date we'll keep talking to you about it we're not going to make a decision quickly and there's no plan to purchase anything very in the short term so we just want to soon as it's kind of hitting our horiz we want to make sure we're sharing with the board uh next up uh I think we have a picture of the baseball softball complex uh and we're going to have even a fly over I guess next time so but getting the turf on Bob anything else to add to it you were out there yeah I was out there today and uh this was probably from about a week and a half ago so there is Turf on both Fields now you can the building down there at the
029bottom uh just above Jim's head now has a roof on it or at least has the Tresses on it and I imine the sheeting Will Go On this week uh so um yeah they're really making progress out there and I know they're hopeful to get the binder asphalt down in the next two weeks or so they should shouldn't they yeah usually the plants close at Thanksgiving so they got about two weeks J have a question this this 100 yard Dirt Pile it's being moved right yeah they've already actually uh started on that um so they're taking it down from I guess it would be the east side which is the bottom of the picture down here AR they right and so they're starting to dig into the Dirt Pile but that's all going to be
030moved and it'll eventually end up being a burm on what is now the bottom of that picture our our neighbors aren happy about it so we'll be happy to see that it's not all going to be gone though right well right now I would say what is maybe a 8 10 foot maybe even more 15 15 15 ft I think it's going to end up being uh 6 feet by the time it goes up to um it'll be rounded off be mow yes yes it'll be mowable trees bushes and they didn't like the corn growing on it yeah guess there's corn socks growing out of it it's nice fall flavor but we need to throw some pumpkins on there we would so um um thank you any additional comments no um and then finally uh
031people commitment uh Lori schriner a couple things I think you want to share uh two things um just an update on the gallop engagement staff engagement survey if you remember the purpose of that is we know that if we have highly engaged staff members that um impacts our student achievement in a positive way so in December we'll give additional additional survey to staff and basically it's just a process checkin like are they aware of the plan that the the principal has um to work on engagement and um that will give us some good data help to help give feedback to our principes and then the um 12 questions will be given again in the spring so that's just an update there that survey will be given um the check-in survey will be given in early
032December and then an update on our family engagement Grant so we do have our parent survey results back um and right now we're just looking at big trends of the five leas the five districts that are partip ipating in some of the trends that just as a group that um we're finding between what parents think about parent engagement and staff members and there are some differences and so the idea is we build capacity of everyone and then we see that even out um and then we see um their ratings of parent engagement um increase for the better and so that those results those specific results to our district will come in early January and that'll give you an update there thank you Lori that concludes our superintendent thank you we will move on next to
033uh board committee reports uh board members various committees to sit on anything to share Building Trades will have a board meeting th um it was on the 29th we had trivia night we'll have to congratulate the administration team they they did win uh their group this year than you Jose there is there is a trophy that we did receive and it's supposed to be sitting right there and between all of us we forgot how did we forget that we are very sore winners and we wanted to share with the board the the joy of having Trophy and also say we would like to make that a traveling trophy and we're already challenging the board for next year um and we will gladly pass it on board got second they just uh seem to get fortunate
034on the last two questions they wouldn't let us see their phone history though so I know uh so that that was a fun evening um just want to say that so next year we'll do it again uh and then on Goan uh Redevelopment uh we we meet tomorrow but uh a couple things that are forthcoming on um the 19th they'll have the groundbreaking for the aerial Cycle Works um apartment complex which is just south of our campus here so that's uh been something that's been in the works here for a while and then in October they also have the groundbreaking for the Cherry Creek home edition which is south of Prairie View there so uh some good positive uh growth coming to Goan uh which has been needed for many many years so just wanted
035to share that anything else on committee reports all right uh we will move on to item item six which is our consent agenda items 6.1 approval of accounts payable dated November 11th 2024 and payroll dated November 1st 2024 and 6.2 Personnel anything to highlight on the consent agenda nothing from us all right hearing none the consent agenda items are approved as presented we'll move on to item seven our action items and 7.1 approval of transfer from operating referendum to rainy day fund Dr Evans uh yes whereas the school board has allowed us to set up a rainy day fund to pay for uh unexpected expenses or other expenses and whereas we've talked about having a rainy day fund that would cover at least one month's worth of expenses with all of our funds that that
036amount is $7 million and I'd like to transfer additional monies from our cash balance to our rainy day and a sort of like I would look at it as a as a savings account uh so to transfer money from the operating referendum was was my choice because it we have been able to build up a little bit of a cash balance there and I believe our I may be speaking out a turn but I believe our intent is to not uh renew the operating referendum at the end of 26 therefore that cash balance would need to be transferred one way or the other and so that's my rationale for choosing the operating referendum fund to transfer the money from all right thank you Dr Evans uh with that presentation do we have a motion and
037a second to begin discussion and voting on the item I'll move for the passage of the approval transfer from operating referendum to Ry defund item 7.1 it's been moved and seconded uh questions discussions about that so one of the questions I had with the referendum as my understanding the referendum was supposed to be used for teachers and support of education is that I wouldn't hear when that was passed yeah I wouldn't either um but I I believe that was the statement from what I've heard and so what the operating referendum was set up for was uh we transferred um a lot of the Career Technical education programs are being paid through the operating referendum as well as special education programs and since those funds were normally in the education fund they were transferred to the
038operating referendum that gave space within the education fund to um employ more people or pay me people more money so what it has in essence uh been to the support of certified staff and hourly staff in the special education department right once the money would get into the rainy day fund at that point is it mostly available for uh facilities things like that as opposed to getting transferred back into education at a future date it it could be used for either um that would be set up in the budget I I know that for example we have 5 uh 5.5 million in the Randy day right now it's closer to 5.6 um and what I set the budget up for because as I said it's unexpended unexpected expenses so I set it up for uh
039building improvements or I we need to patch a roof or something like that and I I didn't in our budget I set forth Just One $ million out of the 5.6 million and I think it was 500,000 for improvements here and and for for uh Professional Services excuse me uh the other 500,000 so that's where our current budget is set up but it could be set up for anything it could be transferred uh to I would not advocate for this but it could be transferred for for pay races you typically don't use one-time monies for pay Rises I I guess my my thinking in that well I don't necessarily support that original referendum idea I think we could have probably found ways to do it without it but since the money was supposed to go
040to teaching I guess for myself I'd only be comfortable transferring to the reny day fund if we can make sure that it's reserved for that purpose down the way since that's why we told people we're taking the tax dollars um so I guess I don't know what your thoughts on that um Mr Dey as far as how how you could protect that money for that purpose since it was it just for building up a cash balance well I think that's a great idea I think we need it I think you know I mean just fiscal responsibility says you have enough of a cash balance to cover month's expenses makes perfect sense yeah just is that the right money we have different places we could you know pull the money to get that dollar amount up
041to the 7 million Mark that we're trying to get to um it really is a style point for me it's all legal we can do it that way I don't want to you know be misleading the public on what the referendum's for either um the you know the any of the that money would be spent it would come through the budget process and or uh through a um additional expenditure what's what's the term that sorry I'm looking for the term for additional expenditures when we have to yeah an additional appr ration we have to set forth so we the board would have to approve an additional appropriation at that point so You' be it would be you know common knowledge and out in the open we couldn't just do some back uh back office kind
042of transfers of money uh that's not something we could do I I will say to his point I understand where he's coming from we just want to make sure that the 1.1 million is allotted for salaries I I think that's really the gist correct that's now in reference to maybe even the comment earlier I I realized that potentially education shifts a lot in the next couple in the next year I mean I I don't know how what their time frame is if you put money in there and reserved it for that while you would not use it for raises if you had a period of time when everybody's trying to figure out what funding looks like Y is it okay to say hey the rainy day fund for that section is to cover a sudden
043a sudden accident on our payroll that we weren't expecting I I don't know to put it but if there was an inability to meet payroll because funding changed for me truly it's a style thing and I would just want the board to be comfortable with whatever is decided so um yeah we could do it would be truly up to the board and uh so I'm not sure are you asking if this motion could be amended so it it would just be reserved to be used for yeah probably or is there another way to save that particular section of money that doesn't cause a problem when the referendum falls off if you're reserving it I mean I I think and this takes a lot of trust and I I understand that it's like I think we
044have to realize that if we ever get to the point where we're going down the rating day fund it's because we need to be paying our our people I mean that's what the money is there for is upwards of I think two months to be able to stay open basically I we would between the reand day fund and cash balances is that uh that we are recommending the 17.2% uh that would give us 17.2% is two months of our spending and then this would be additional another month so it would be three months between all of that and it wouldn't be just like a complete loss we wouldn't think it would be more like reduction reduction the the draining of the fund that we're seeing the projection on our cash flow if we don't do
045something and then maybe it's moved some over while we make cuts to to adjust the budget what I was what I was I thought would be a point is that to once you put it into the rainy day fund we haven't spent it in a long time and it may not be spent for 10 more years and it may not be anybody here that's currently on the board or in this position in 10 years who knows um so it would be very hard to control how that money was what the budget was in 10 years so I think if we if we said that here I don't know that there's really once it's in the rating day found really a way to control that to Shield it almost right I would be okay if you
046guys like this doesn't have to be done right now I mean I know I know about I mean we could we could table this and come back with Plan B in in December or is that going to really screw us up on the budget we could we could just not put any money in there as well and then do something later sort of the pleasure of the board whatever you want I don't I don't think we need to table it or amend it in any way because we all know that we have to pay we pay have to pay everybody and if we get to the point that we cannot then that's what the riging funds are for and may not be us but I'm sure the board that will be there will take advantage
047of the rainy day funds to pay payroll other thoughts from the board what if we don't what if we don't do anything with it that's what else it'll stay there until toal what the referendum ends and then at some point it'll have to be moved so after 26 there's no other way to store money other than the randid fund that's the only spot you can keep it we carry cash balances so it would just moved to cash balance basically and be carried over and it does go back to the education fund I'm right on that right Bob goes back to the education fund is where we go not to the operation yeah the the C the cash balance from the operation referendum fund goes back to the operation fund we'd have to transfer but that's
048probably that's where I would send it yeah it go to operations or education education goes to education did I see operation honest honestly uh M click what I would uh recommend is to go up and set set up another budget just as if we were still getting revenue for it until that fund was fully expended so right now we're paying for Career Technical education teachers out of it and special education teachers and AIDS out of it I would just continue to do that until the fund was expended so in essence in essence it would be out of the education fund because that was where those people would normally be paid right okay Bob and I would probably have to go back and forth quite a bit before we come with the exact recommendation how that
049would be right I personally I like that better but that's I think we'd be okay with however we do it and and if we we still have the million dollars in the budget for the r day fund in case something comes up we just wouldn't be adding to it at this time you and it would just sit where it's at but in the in the raining f is it is it a is it U getting any interest is it growing at all yeah there's there's a couple CDs that we have that right Bob uh yeah three and they're about what's the percentage rate of those uh they're different for each CD but it's on average four and a half 5% I rather have more money there they didn't see on it it's a lot of

051is uh 7.2 approval of snow removal contract re so i' I've talked about these for a a couple of meetings now uh just prior to this board packet coming out one of the vendors who had agreed to the contract changed their mind so I had to change this on here what we're recommending is that we have two vendors uh for snow removal kpe septic which has done it for years now and it's still coming back with a good price and they would be recommended for Chandler the Goan Junior High and for Model Elementary I'm sorry and West oan for those four schools and then the other half would be for Indiana Earth to do the remaining remaining buildings which be Chamberlain uh the high school the Intermediate School uh Parkside prayview and Waterford uh they're

055the bottom price and so that's why I'm looking at the bottom cost for doing them all they're going to do all the schools uh each event right so um I'm looking at the overall cost because it it even though they're separating it separating It Out by school um they're not going to do just one school they're going to do them all is Berry's price there uh does that include saw uh Barry this is what Barry quoted us this year um for doing the the snow removal but they put them together every time they so it includes the salt like you don't have to buy right CU so I guess I'm looking at like um berries I think it's exactly the same group of schools as quality laan services mhm uh I'm sorry in Indiana Earth
056cuz you say quality with right so Indiana Earth is 4,990 to do just snow the berries is 5,195 so $200 difference to do the salt too so if we have to buy salt and use our machines and have our staff do it that $200 would go a long way with Barry yeah and talking to Mr Ritter concerning the salt it it appears that the salt is not that expensive and so uh the prices there that were for salt which which started this whole conversation with uh Mr R and myself were pretty darn high but I think that they just moved they knew that the salt was going to give them the extra amount so um I'm looking at it as a total amount uh I don't have the numbers in front of me but the

080here uh and I've gotten some feedback uh thank you for some of the strengths and weaknesses opportunities and threats uh to try to incorporate some of that into this work and most of it was in there and we just you know basically put a stamp okay okay more people see this than just us so let me kind of go through rather quickly uh the different uh I guess backup work that we've done to help come to the place where we have this plan so we looked at again our core purpose and values uh we've been through that before uh the current state of our strategic issues so we looked at what strategic issues are facing us as a school district and uh so we we listed five and kind of came to some consensus on
081these five we want to improve the student attendance that was pretty abysmal uh and some of this goes back to actually uh a year ago from now on some of the work that we had done back then so that had been identified at that point in time the second one is a safe and orderly school we want to make sure schools are safe and orderly everybody feels comfortable and safe at our schools and the better we uh more safe and orderly we make our school better they are so uh and then a little bit of an approach of how we've been doing that the PBIS of positive behavior intervention supports which uh emphasizes intervention supports how we help kids that are misbehaving uh be become better behaviors in the classroom so everybody learns and then
082uh achieving academic proficiency we want to make sure we're doubling down on that we've been working really hard this year on working in teams uh com assessments curriculum that's consistent and uh and data teams looking at that data and making decisions about how to better do that work and then next one is preparing students for life if you think of all the work that we do on our Pathways we want students to be ready for college we want students to be ready for uh life of work after college and also be ready for a life of work right after high school so we're working very hard at training kids and or since particularly it's Veterans Day and we appreciate all of our veterans uh enlistment would be the third e enrollment uh employment and enlistment
083so we're working very hard at getting uh preparing everybody for that everyone eventually has to have a job even if you do go to college so uh we're trying to give kids real world world experiences and that's evidence in our pathway work that we've we've been doubling down on and then the last one is innovating uh to attract families there's mentioned of the homeschool opportunity uh we started our innovation academy over at Chandler which encompasses a lot of different things we hope to have a lot more opportunities for kids through that that work but that's that was something that we identified as an issue that if we don't respond to some of these trends that are out there it's be going to become even a bigger issue for us so uh next up is the
084current state of uh summary and it it uh gets in into the swad analysis and so here's some of the strengths that uh We've identified uh strengths we have a robust teacher training program uh strong Community connections here uh this is the city of Goan and the school district that uh sits inside that those boundaries and sometime sometimes outside the city boundaries uh we have effective leadership uh adequate uh financial resources and a high level of bilingualism and we think that's a strength and we'd like to have even more of that so we're uh have been in conversations over that uh weaknesses uh this is not in all cases so sometimes Staff feel isolated uh sometimes in the past we've had lack of Clear Vision about what what we're doing where we're going uh we've
085had some low student performance data and then uh rationalizing underachievement uh sometimes it's very easy when you love your students and you care for them you want to help them as much as possible that you don't expect them to achieve as much so we have to ratchet up our expectations for all students to achieve and so but we think that in the past has been a weakness we feel like there's been a lot of movement in that area and then school safety concerns uh perceptions become people's reality and so it doesn't matter if it's true or not it Just matters what people think about it so we're working very hard to to make sure that their the perceptions change uh in and around safety U and then when we looked at our opportunities uh we
086really do believe that city of Goan is a huge uh competitive Advantage for us and it's an opportunity that we need to continue to take advantage of uh we're very um attractive for Grant givers so we think that's that's could be an opportunity if we want to do something different in we might be able to get a grant to help get us off the ground but we have to make sure it's sustainable just uh so and then uh changes in the graduation requirements we started making movements before before this and it's kind of like wow you know if we could have seen all this we would have done the same thing so I think we're really in a good good place there for the taking advantage of that opportunity then the threats we we identified
087uh declining enrollment uh we have had staff turnover in the past and then also uh public perceptions on social media there's been a lot of angst on some of the social media I wouldn't say I feel like all these have gotten better but just that's been remember we started working on this U about a year ago so with those strengths weaknesses opportunity and threats we've tried crafting kind of what we call a winning move or winning moves uh and you're probably pretty well aware of those at this point in time but uh I will you know go through that on the second page really a differentiation strategy what separates us from the other school district options because you can pretty much go to any school district within your driving distance and there are vouchers if
088you're a private school so we are competing for students to stay in our district and and we want to make sure that uh we provide an excellent education that others can't compete with so what are some of those differentiators for us we think the high school programming uh that we're doing is something be very difficult for another school to match so in the long run I think we're going to be looking back and go wow these other smaller schools uh that surround us are struggling uh to have the kind of Excellence we have in our pathway work and the job training and and uh dual credit opport opportunities that our kids are going to be afforded the uh another differentiator that's hard to we have we have to figure out how do we capture this
089but we have a high percentage of bilingual students how can we get more in other words how can we make that a huge strength of ours that most of our students become bilingual uh and and and achieve a second language so that's something to think about that's that's not going to be solved this year it's not even in the plan right now but in the future we hope to do more with that um we think that could be a differentiator for us um we also have a great opportunity with the Dual credit that's available to uh help students get what Ivy Tech calls a CT a certificate which is 15 credit hours and then also a TC which is a 30 credit hours uh and so our core com the 30 credit hours that we
090help our students get is called a TC a technical certificate from IT Tech that's equivalent to a year of college which can be taken to any school uh they've not found a school district or school college that won't take those credits from Northwestern to Ivy League schools and uh so that that's that's a great thing for our kids that's hard to replicate by other school districts and then last we also feel like we're going to be able to with the pathway work that we do if we can get 30 technical certificate 30 credit hours for kind of the liberal arts part portion or the general education portion of a college degree and then we add to it um 15 credit hours uh for one year of work in some of our packways we have to
091get better at doing that but then the second year if we got another 15 credit hours that's 30 credit hours that's 60 credit hours and get really close to having Associates Degree for our students so we think we can do that we'll hopefully have more of those so that that would be a huge differentiator and service for our kids um and that's part of our competitive Advantage so I'm not going to go through the winning moves again for uh sake but you can read some of that and then if you go to our strategic plan um it's it hasn't changed much there's some of the financial commitments there there's three of them basically how we set up uh cash balances through our budgeting process retire all long-term debt and then also the third one is
092uh 2% of our uh assessed valuation to be able to put back every year into the buildings so they don't start falling apart and cause us to spend a lot more money uh there's some key results that you see down there we'll have charts and graphs uh those are just some some of them that you see from Bob the form9 the cash flow expenditure reports uh some of that that stuff and you look under achievement and uh I think we're getting comfortable uh we have a few more things to uh determine here but you know we the attendance is there getting at least 1% better in attendance at least 1% in reduction in office referrals and then uh the course performance English language arts and math passing both those how many kids uh we call
093that on track in both of those areas do we have and trying to move the needle to get at least 1% we think much like our tenants last year we shoot for 1% and we get almost five so and you do that you compound that and don't lose ground over time and you get some real change that happens um and then 2.4 um we we didn't think we could get by without putting something in our I read scores we want to get as many kids to get our I I pass the I test and the last one is really high school specific and that would be uh increased by 1% the number of students achieving 15 credit hours from ivtech uh annually over the previous years for The Graduate cohort graduates so we want to
094get as many kids have at least 15 hours and that would be kind of completing a pathway we need to get 15 hours for those kids so we thought that was a pretty comprehensive feel for student achievement that you can kind of see teach them to read well or teach them to pass be able to think critically on that I learn test and then also to prep them for uh a Life Of Enlistment uh employment and or uh uh enrollment in college or all the above uh would be even better um then next under operational excellence uh we keep the first one there is just this strategic planning and how we Cascade that through all the buildings all the Departments and do all this work so we're kind of lined up and it makes sense
095that everybody's in alignment in the district so 3.2 uh has to do with policy and I know uh I mentioned Neola but my team keeps speaking to me Jim we need Neola Jim we need Neola uh in some ways uh uh it's just kind of easier for some folks we're going to make that case uh I am going to bring a little presentation unless board would tell me otherwise from the Neola rep to come in and talk to us uh so and then no matter what we do we need to come come with some board policy changes at least twice a year so um then the third one is how do we and this isn't we don't have this designed yet but this is what's in the future so we put a future date on
096that one somewhere uh but it's how do we do Fidelity checks just you know what's the checklist of we're either doing doing it right or we're not doing that right and then be clear about what that is train people and make sure everybody knows what they're doing and then have an accountability piece to helping with those Fidelity things um then we get to the people part again it's about engagement engagement for students engaging parents and then engaging our employees and uh we can't measure all of that yet but we can we can measure employees so we're going to have data on that and but we we're working towards getting data in other areas so that in a nutshell uh each one of those we again we have data points that will be part of our
097results charts and graphs and data results for the board to look at and then we also will have work plans whether the Board needs to see those or not we have work plans to get this work done but this would be kind of the work that we're we're engaged in right now and we have been a lot of it been engaged with already any discussions or questions uh you say updated November what was the first one if this is the updated what was the the original um I think I did one last year at this time and then I've done it several times we make tweaks and changes to we made did over summer in July we receive one is that right what's that did we receive one copy yes you did okay yeah and

100staff really it's everyone's invested in this yeah it's it goes to every level of our buildings kind of the new way of doing strategic planning is not just doing it once a year once every three years have it sit on the Shelf but make it ongoing and each quarter gets updated and you know looked at and keep it fresh in everybody's mind to have accountability systems built into it and we're doing that now with uh Team meetings and that sort of thing there's a lot of accountability for people and they're doing Rising vacation so and we're you know just got to get better at give us some time so I have a question actually what is Fidelity for you guys what is it how can you measure some some people in this group that are
101up here on my team would rather use the word consistency uh it's just I I think Fidelity is a business term that they you know it's a consistency of performance or consist consistency of following a procedure protocol that sop standard operating procedures uh putting those in writing and knowing what they are um our thought is it makes you better there's a there's a great book out there from Atul Gand called uh the checklist Manifesto and in that book uh if you think about anybody who wants to do their work with Fidelity uh think of an airplane pilot who goes through their checklist you know they make sure this Rudder works that because one mistake someone you know that could be catastrophic and the same thing is with doctors that are doing surgery if you ever
102notice they'll come in and say you know what's your name you know what am I supposed to be doing pay for the mistake later right so it's just just a way to build the team so there's consistency of performance there some I not understand like what e l a if then for English language arts what uh PLS thing for Els PLS professional Learning Community Mt is this we do a lot of acon I know that you guys use a lot acronyms or we need a little key at the bottom of we'll spell it out in the final draft out a good good good thank you for that feedback that's very that's really good feedback we just get used to using all of our our own language some sometimes if I do not understand how my
