001E2 Gowanda HS Library: So, we'll bring the meeting to order. E2 Gowanda HS Library: Can I get a motion to… Pledge of the fight first. E2 Gowanda HS Library: Yeah. E2 Gowanda HS Library: I pledge allegiance to the flag of the United E2 Gowanda HS Library: and to the republic for which it stands, one nation, under God, indivisible, with liberty and justice for all. E2 Gowanda HS Library: Except… Considering any motions to accept the agenda? E2 Gowanda HS Library: Second. E2 Gowanda HS Library: All in favor? Aye. E2 Gowanda HS Library: Okay. E2 Gowanda HS Library: Which brings us to the Board of Education Bylaws. E2 Gowanda HS Library: The Board remains committed to providing opportunities for the public to address the Board on items of public interest. E2 Gowanda HS Library: With that in
002mind, the board wishes to remind the public of its adopted policy of 15… E2 Gowanda HS Library: It sets forth reasonable guidelines in terms of ensuring an orderly discussion and exchange of information during public meetings. In exceptional circumstances, the Board may, as an entity, decide to provide a written or verbal response to issues and questions raised during public meetings. E2 Gowanda HS Library: Any person who wishes to address the board may do so by filling out the appropriate form, handing the form to the board president. The board president will call upon the person to speak at the appropriate time. Each such person will be permitted to speak for a time limited… E2 Gowanda HS Library: And please stand in front of the board table and address the board directly. E2 Gowanda HS Library: Moves us
003to 1.05. E2 Gowanda HS Library: Calendar? E2 Gowanda HS Library: I haven't forget. E2 Gowanda HS Library: Our next Board of Education meeting will take place on Tuesday, April 28th. E2 Gowanda HS Library: Can we, by chance, schedule that meeting now, the time for that meeting? E2 Gowanda HS Library: ELAB voting on the administrative budget for Erie 2. So, debrief meeting, the only thing on the agenda would be that, that resolution. E2 Gowanda HS Library: Didn't we do it earlier last time? E2 Gowanda HS Library: Yes, we can do it during the day, we can… You know, are you zooming? E2 Gowanda HS Library: stuff. E2 Gowanda HS Library: What was the date that you needed that bike? I think it was April. Yeah, we have to meet April 28th. That's the time, I think,
004for me to… E2 Gowanda HS Library: I probably couldn't be here any earlier than, like, 5.30. E2 Gowanda HS Library: Myself, I mean, that's just me. So I could be there around 5, but my 30 works for me. E2 Gowanda HS Library: Yeah, 5.30 works. E2 Gowanda HS Library: You can vote on that. E2 Gowanda HS Library: There will be a special meeting Tuesday, April 28th, at 4.30. E2 Gowanda HS Library: Bye. Sorry. Bye, sorry. I did hear you guys, sorry. E2 Gowanda HS Library: And then the next regular Board of Education meeting will take place. E2 Gowanda HS Library: On Wednesday, May 6th, we'll start with the public budget hearing at 6 o'clock, and then the regular meeting will follow. E2 Gowanda HS Library: takes us on to presentations, and our presentation on 2.01
005is our year 2 BOCES. So, like us, BOCES, estimates, and we'll look a little different, because it involves all 27. E2 Gowanda HS Library: But Brian Moritz, Deputy Superintendent from ERIT BOSE, welcome her and her team tonight, introduce them, to kind of talk about that proposed project for our board and answer any questions. You know, as we shared before, I mean, we definitely support BOSE's programs, do a lot of great things for our kids, so I think it's a good proposal, but, we'll hear what they are going to say. E2 Gowanda HS Library: And Rena's a good graduate, a lot of residents, done well, so welcome back home. E2 Gowanda HS Library: Thank you. Yep. E2 Gowanda HS Library: Thank you all for having me tonight. As you can imagine, my peripheral's a little off,
006so I'm gonna do the best I can. I was not anticipating this morning when I went to the eye doctor that I'd be having a procedure, but here we are. And as Bob said, we are doing this for almost E2 Gowanda HS Library: Not all, I think we're at 70% of the 27 components, so it was bound to be one board meeting that I was rocking the pirate look. It's all of you, hometown. And we leave for Disney tomorrow, so I told Blake I'll fit right in. Yeah, yeah, it worked. So, thank you for having us. We are here to present the project. E2 Gowanda HS Library: And to go through the steps that we would need from all of you, as a BOCES, the way we're, we are able to do a project, we
007cannot have… we don't receive building aid in the same way that districts do. E2 Gowanda HS Library: And we do not have the ability to do a normal capital project. In order to do one, we need to come and work with our school districts to do that, to maintain our facilities. So we're going to go through that tonight, and then answer any questions you may have. E2 Gowanda HS Library: Tonight, we'll talk specifically around the project, how it was developed, the scope and budget. E2 Gowanda HS Library: We'll go through different payment options. Each district has different financials attached to this. E2 Gowanda HS Library: The superintendents and business officials from every single district were provided with this information in a… in a meeting March 18th. I'm looking for Mike, but I can't find it.
008Thank you, Mike. So, I told Mike, you gotta cover my blind spots in a big place. So, March 18th, we presented this to the business officials and the superintendents, and shared with them your specific district's financials. So you'll see us switch over. E2 Gowanda HS Library: We've gotten better at this presentation as we've done it, so we're going to start with the one that's got the blue page on the front, and then we will shift you to the specific findings from Luwanda with the panther on the front. E2 Gowanda HS Library: And then we will go through the next steps that we need you to take as a board. E2 Gowanda HS Library: So tonight, David… I work directly with David O'Rourke, and the two of us have split up the board meetings based on
009our schedules. He goes to some, and I go to some, and obviously, I was very happy to volunteer for the one I could walk down the hill for. Michael Carter, mind introducing yourself? Hi everyone, Mike Carter, Executive Director of Finance at ER2. E2 Gowanda HS Library: And then Ron Wasik, the last gentleman, is our Director of Management Services. He does not go on this roadshow with us, but he is the boots on the ground that is handling all of our facilities. We have a lot of facilities, so he has very specific information around different capital details. E2 Gowanda HS Library: So we are going to do our best to answer any questions you may have tonight. Brittany, I feel so bad, I can't tell if I'm looking at your hands, I'm sorry. We're gonna do
010the best we can to answer any specifics about the project, but I might need to refer you to him and then get an answer back to you, depending on what it is. E2 Gowanda HS Library: With that, this is… so this is our internal ERI 2 team, and then I'd like to have our partners that are planning this project with us introduce themselves as well. E2 Gowanda HS Library: So, if we can start with Young and Wright. So, as you know, I'm Drew Krause with Young and Wright. I'm the project manager for Gawanda. I'm actually filling in for Alyssa today, who's a little bit closer to this project, but I will do my best to provide some answers if you have some questions. E2 Gowanda HS Library: Thank you. E2 Gowanda HS Library: Sarah Bradshaw,
011Vice President at Bernie Donahan's office, for Municipal Finance. E2 Gowanda HS Library: And Sarah Wilder with Campus, project manager. E2 Gowanda HS Library: And then we have my son in the corner, who I told him by the time we're on District 26, he's gonna do this for me, so… He's prepared for questions. E2 Gowanda HS Library: So, we want to start out by thanking all of our partners. We cannot do anything that we do without the support of our districts. We really try to see this as a partnership in everything that we do. I think Bob would attest to that, that we work with all 27 components to provide services and support our students, and we really do see our facilities and our students E2 Gowanda HS Library: Of the region as our students in
012our facilities. E2 Gowanda HS Library: So, with this capital project, we had two main goals, and there's nothing… you're not going to see a single flashy thing in this project. It is all about warm, safe, and dry. So, making sure our facilities were safe, secure, and reliable, and then enhancing the functionality of our facilities. E2 Gowanda HS Library: This is our project history. E2 Gowanda HS Library: So, each year, the way districts can do… I think of it this way, after moving from a superintendency in a component district to this role. E2 Gowanda HS Library: The way a district can do a capital outlay project? E2 Gowanda HS Library: BOCES cannot do. But we do get a capital charge, and that's what we use every single year to maintain all of our facilities. But I
013want to be very specific about when I say all. We own some of our facilities, we lease others. So those lease agreements, like, we have a footprint in North Collins, a rather large footprint in North Collins. E2 Gowanda HS Library: Those lease agreements specify who is it responsible for what repairs. So none of this capital project will go towards those lease facilities. So if you're aware of a footprint we have in a district, this money is not going to another specific district. It's going to the facilities we specifically own. So, each year, like you can do a capital outlay project, we get that $2 million capital charge. That $2 million does not go very far when you're considering the number of E2 Gowanda HS Library: facilities that we E2 Gowanda HS Library: have to maintain.
014So, what our hope is, is if we go through, and we'll go through all the things that we would need to have happen to be able to do this larger project, our hope and plan is that if we are able to do this larger project, which you'll see our last project was for $26 million, again, nothing flashy there, in 2018, E2 Gowanda HS Library: This project is $49 million that we're trying to have done. E2 Gowanda HS Library: And the goal is, after that project happens over the course of those years, we will level off to a capital charge, which comes from our component districts. Each district pays a portion of that, of $5 million. E2 Gowanda HS Library: And the goal of that is that… I'm not gonna say I'm never gonna come here
015and stand in front of you again, saying we need another big project, but my hope is that by moving it to 5 million, we'll be better able to maintain our facilities long-term, and the next time I'm standing here, it'll be for a smaller, large project. But 2 million. E2 Gowanda HS Library: you'll see, and if you walk around one of our BOCES campuses, you'll see a lot of disrepair that has not been able to be repaired. Like, for instance, we have a liguitas roof that we've been scraping and trying to get everything together so that we could resurface it. E2 Gowanda HS Library: So, our capital project development, we did a building condition survey exactly the same as a public school district would complete. They came back with $142 million of work. I think, as
016I look around the E2 Gowanda HS Library: room, many of you have been on the board for a while, but… so you know how that goes when you get the $142 million back, that work is divided into three different categories. One category is must-do, one category is E2 Gowanda HS Library: should do. And then the last category is, this would be wonderful if we could do this. So the… the way we came to our $49.5 million, that we're proposing, is that is just the must-do work. E2 Gowanda HS Library: Nothing from the other two boxes. E2 Gowanda HS Library: Also, part of that, which went into the Building Condition Survey, came out of… we worked with Don Chamette, a safety expert. He came and analyzed all of our facilities, gave us a safety report on
017every single facility. He then had recommendations for us. E2 Gowanda HS Library: Around different safety changes we should make. They're minimal. We've done as many as we can with the 2 million, but there are some safety improvements that you'll see in the project as well. E2 Gowanda HS Library: We also worked with our internal capital project committee and our external partners to further develop the project, and then we developed a long-term facilities plan. E2 Gowanda HS Library: That takes us to our overall scope. So you will see our four sites that we currently own. E2 Gowanda HS Library: And I'm sure you don't need me to read this to you, but if you have any questions… E2 Gowanda HS Library: I'm happy to answer them, but this is what makes up the $49.5 million. E2
018Gowanda HS Library: I'll give you a second on that before I make the next point. E2 Gowanda HS Library: So, one thing that we need to be very, very careful to do is if, if… E2 Gowanda HS Library: you've done a project on the board before, you've probably heard the term MCA, maximum cost allowance. Each of our buildings has a maximum cost allowance. So what we're doing with what… and why work is happening in a specific way, which you'll see later in the presentation, at these sites. E2 Gowanda HS Library: Is because we needed to make sure we stayed under the maximum cost allowance, because if we go over it. E2 Gowanda HS Library: it makes it… it impacts your aid for the project. So why we were very, very careful to make sure that
019all items fit within the maximum cost allowance is so that this project could be 100% aidable for our school districts. E2 Gowanda HS Library: Sounds. Any questions about any of the work? E2 Gowanda HS Library: I see on there the pool infill. E2 Gowanda HS Library: That's eliminating your pool? E2 Gowanda HS Library: rehabbing it. So, it's not really… E2 Gowanda HS Library: rehabbing, working to make it much smaller. Currently, we use it for our, more intense-need special education students. So you can imagine it's very, very expensive and costly to maintain a large pool in a system that may have 3 students in it, or 2 students in it. So it not only needs to be rehabbed, but the goal is to make it more efficient as well. E2 Gowanda HS Library: And it is
020for specific use, it's not… Yes. E2 Gowanda HS Library: Yes. Therapy, yep. E2 Gowanda HS Library: Mostly wanted to make that… E2 Gowanda HS Library: Yeah. I also asked just recently how often our students are in the pool, and I did a poll at our different sites, and every single day, we have students, almost every period of the day, in our pools. E2 Gowanda HS Library: Thank you. E2 Gowanda HS Library: No problem. So, all of the buildings you saw, so we have LaGuides, Hughes, Ormsby, and Carrier. E2 Gowanda HS Library: We'll have these issues addressed. E2 Gowanda HS Library: Liguitas Educational Center, We'll have reef pointing and work on some of the roofs. E2 Gowanda HS Library: Mechanical equipment, pavement and sidewalks. E2 Gowanda HS Library: Hughes? E2 Gowanda HS Library: These are the
021improvements. E2 Gowanda HS Library: warm speech. E2 Gowanda HS Library: And carrier. E2 Gowanda HS Library: So, I'm going to turn this over to Sarah to get into your specific financials, but before we do that, we wanted to make a few different points to you so that you're aware. E2 Gowanda HS Library: So, all of the project falls within the maximum cost allowance, I said that before. So, that makes it so that we can get the maximum eatability for our component districts. The second part that I just want to make you aware of is when a BOCES decides to do a project, there are a couple different ways to be able to do that project. E2 Gowanda HS Library: One of them is by doing a vote, much like you would do a vote, but
022we would have voting centers in different parts throughout the region, and have the public come and vote. E2 Gowanda HS Library: That has a few… E2 Gowanda HS Library: pieces to it that are not as ideal as what we're proposing here. By doing an IMA, so bringing you an inter-municipal agreement, all of our components are able to borrow for their share of the project, if they choose. We do have components that we'll need to borrow. E2 Gowanda HS Library: But in order to be able to do that, and why we like this approach, is, like I said before, we want to be partners with our districts. We don't want to do something that's not going to work for any of our districts. So even the financial piece, we've re-looked at that, and I mean, Bob
023can attest to a year ago, we had a very different financial model, and then we listened to the superintendents, listened to the business officials, and here we are a year later rolling out a project. E2 Gowanda HS Library: to try to make sure it works for everybody. By doing an IMA, it makes it so that every board, all 27 boards, have to adopt the intermunicipal agreement for us to be able to proceed with a project. So if one board does not adopt it, we cannot do this work in this way. E2 Gowanda HS Library: We'll have other options to do the work, but those options are not as favorable for our component districts. It won't necessarily allow every district to borrow, and it won't have that same level of flexibility. E2 Gowanda HS Library: And
024then, the other piece is, you'll see when Sarah goes into the specific payments, that we set them up and tried to structure them, that $5 million fall-off at the end, where we hope to move down to the $5 million capital charge. We tried to set up our payments to set up our districts, because you cannot borrow for the capital charge, short-term or long-term. So we set up the payments so that you would get a higher aid flow in the final year. E2 Gowanda HS Library: To be able to offset that next year, if necessary. E2 Gowanda HS Library: So you'll see that later on as well. Also, our, payment structure was something that had a lot of thought behind it to try to make sure that it would be conducive to districts. E2 Gowanda HS
025Library: And during the higher level payments, you'll see, that $2 million capital charge will not be something that we're charging. So it's not like we're trying to do both at the same time. E2 Gowanda HS Library: Okay. E2 Gowanda HS Library: And, Sarah from BPD, and this is really where we start looking at the project ourselves. In our office, the scope is kind of set, and the need for the project is established at the $49.5 million. Now we need to look at the impact of all the component districts. How is that landing with each district? That is done by using the 2526 ARWADA, the Resident Weighted Average Daily Attendance. E2 Gowanda HS Library: And then, again, this is all the districts. We're gonna go through this, and then we'll get into the specifics of just
026your district as well. E2 Gowanda HS Library: Can you explain to the board what R… I mean, you said what R1A is, but what is it really? E2 Gowanda HS Library: I know, okay? Sure. Acronyms are not… E2 Gowanda HS Library: The daily attendance of each district, a weighted, depending on weight student, average daily attendance. E2 Gowanda HS Library: Not enrollment, but actual attendance. E2 Gowanda HS Library: So it's going to be a calculation that goes… that varies and is different by every single district. And that's how a lot of… some of our BOCES services are charged as well by our WADA. E2 Gowanda HS Library: This may not be information that you have readily available. I'm just kind of curious. Do you have any idea or insight on to what districts may need to
027borrow to make this happen? E2 Gowanda HS Library: Specifically? We have a few that are probably going to need to borrow, but no one that has officially come out, and every district, this would be a good point to share. Do you want me to do it? E2 Gowanda HS Library: So, every district, when you get an intermunicipal agreement, so right now, we have an idea of who may need to. A little bit on aid, my relationships with the superintendents, or Sarah's relationship with the district, we have a little insight there. No one has officially had to say, yes, we're borrowing yet. E2 Gowanda HS Library: But you will see when you, get the intermunicipal agreement from us. E2 Gowanda HS Library: There's a part in there that says that you are allowed to borrow, and
028one of the things we wanted to point out is when you get that, that's not us saying we expect you to borrow, but your financial outlook for Gawanda could change before the end of this project. So in order for us to go forward with this work, we need to make sure that districts are at least allowed and have passed the ability to be able to borrow if they need to, because something could change. So right now, we have an idea. E2 Gowanda HS Library: My guess is 2 to 3. E2 Gowanda HS Library: Right, yeah, so the action of the board would be the IMA, and then a bond resolution, much like you would, I would assume, typically do for your own districts. It just sets you up for the authority to borrow, so if
029you do need to on that third payment, and that's the, the… E2 Gowanda HS Library: kind of flexibility that the intermunicipal agreement has for each district. It doesn't need to be set today, it doesn't need to be set even on payment one. It's kind of a year by… you want to plan, right, to set yourself up, but that can change along the way. So if you're a district that can pay cash for those first two payments, and then eventually need to go into borrowing, that's absolutely an option to do. E2 Gowanda HS Library: Is there a way to find that out about other districts specifically? Like, is that… obviously, I could attend other meetings, and I could find out from going to the districts and watching. E2 Gowanda HS Library: Is that shared information? E2
030Gowanda HS Library: They will have at some point. E2 Gowanda HS Library: Not, E2 Gowanda HS Library: We don't plan on sharing that yet, because each district's picture is going to be depending… that's going to be something between the superintendent, business official, and their specific board. So, we're going to share your specific financials with you tonight. But we don't plan on sharing which districts, because those districts don't know exactly what their picture is going to be at each year of the… And it won't have any impact on your district specifically, so if they… if they all decide to borrow, you pay cash, it does not change your share, it does not E2 Gowanda HS Library: change your aid flow, it doesn't change anything. Each district's decision only impacts them. And it does not impact us,
031either. E2 Gowanda HS Library: You'll see Sarah's gonna present the three options to you tonight, so you know the differences. But, yeah. E2 Gowanda HS Library: So, yeah, the Arwadas, again, for the 25-26, year, the latest actual is what's being used here. We take that as a percentage to find out everybody's share. For the 49.5, your district specifically is at that 1.608. E2 Gowanda HS Library: So this is getting into… that is, you know, we have the project, it's 49,500, and how do we get it authorized? Brenda has kind of started that conversation of different ways to get a BOCES project authorized. There are two main E2 Gowanda HS Library: two main ways to get a larger project authorized. One is that what we're talking about tonight, mainly, is that intermunicipal agreement, the IMA. E2
032Gowanda HS Library: If you're doing a fully reconstruction project, no additions or new builds, you do not need a public-wide vote. This is just a board resolution for each, all, individual component boards do need to sign. And then, again, each component district does adopt their own bond resolution and chooses their method of payment. E2 Gowanda HS Library: With DASME, if you're familiar with DASME with your own projects, you can finance through DASME. The mechanism is a little bit different. E2 Gowanda HS Library: Same program, but it's, the same, program. E2 Gowanda HS Library: It does require a BOCES-wide vote, so even if your scope doesn't change, you're all reconstructions still on the project, you would still need to hold a BOCES-wide vote. There's a lot more timing and such involved in that. E2 Gowanda HS
033Library: So, some considerations and differences between the two. The main one is that flexibility. It does allow each component district to have the options and the choices of what works best for your own district. If you have the cash, and if it works well for you to pay cash for these payments. E2 Gowanda HS Library: You have the ability to do so. If there's any financing that you need to do, or a combination of, again, this does, in both scenarios, impacts your tax cap, your capital exclusion. E2 Gowanda HS Library: So again, having that kind of flexibility in the, for the each individual component district to see what fits best, that's really what the IMA buys you. E2 Gowanda HS Library: DASME does, it was just a financing. E2 Gowanda HS Library: So it is
034one financing, and it looks the same for all component districts. The BOCES actually is really one of the only ways that they can finance. If the vote, the public-wide vote, goes through, they do go ahead and finance at a set term. We'll say it's 20 years. You and every other component district now have to pay that back over 20 years. E2 Gowanda HS Library: So even if you do need to borrow, the term under an IMA is up to you. So if you think you could have to borrow. E2 Gowanda HS Library: and you get it paid back in 10 years, you can do that. So the IMA still gives you the flexibility of borrowing, it's just, again, on your terms and what works best for your own district. E2 Gowanda HS Library: Any questions
035between the two? E2 Gowanda HS Library: Okay, so after we have, again, the project and the authorization looked at, we're going to look at a cash flow, much like you do at your own district. We want to see when you need the funds and what do those dollars look like, and make sure we're not asking for the full 49.5 up front. E2 Gowanda HS Library: So this is, based on the project team here, campus cash flow, and working with them. The… there is 5 payments, so the 49.5 is broke down over 5, fiscal years, starting first payment July 15 of 2027. E2 Gowanda HS Library: 9 million? E2 Gowanda HS Library: The next 3 are at $10 million, and then that, 5th payment is $10.5. E2 Gowanda HS Library: And the 10.5 is to up
036the age that you're gonna get the following year, so that… that helps with the capital charge. E2 Gowanda HS Library: Yep, so that's what this is kind of highlighting. It's really a large difference for BOCES project, is how you get your aid back. E2 Gowanda HS Library: Which is very exciting. You make the payment, and you get your aid back that same year. So if you do a project at your own district, it's an amortized schedule. So you get aid back, it's just over if you do a reconstruction project over 15 years, then each year you get your aid back. E2 Gowanda HS Library: With the BOCES project, if you pay cash for that first payment, you get the aid based on that cash payment in that same year. So again, it helps with your
037leveraging your local share, or as Brina was saying, if you get E2 Gowanda HS Library: aid off of that higher amount, that 10.5 in that last payment, you have a larger amount of aid to kind of bring you up to that $5 million capital charge that next year. E2 Gowanda HS Library: So this is… all that's illustrating is really just your first payment, and you're getting the aid back, and the same aid flow that, is typically, to the district in February, June, and September each year. E2 Gowanda HS Library: We do have, and again, this is a piece of the whole team working together, is making sure that a year we're asking for payment is a year contracts are awarded, and we have enough dollars in the construction flow to actually E2 Gowanda HS Library:
038claim the aid on that payment. So there is no… E2 Gowanda HS Library: time in this that we're asking for a payment that we can't claim, so you don't get any aid back. So this is all very structured to make sure that you are getting your aid in the same year the payment is made. E2 Gowanda HS Library: Great questions. E2 Gowanda HS Library: But it might be for you. E2 Gowanda HS Library: So, our share is 1.6. E2 Gowanda HS Library: If we paid that all up front. E2 Gowanda HS Library: we're guaranteed For the 5 years? No. E2 Gowanda HS Library: So, because they haven't done the construction. So you have to time the payments E2 Gowanda HS Library: So I've asked them a few questions on the timing, too, because I know
039when I first came here was the last time I think there was a… they were just ending. E2 Gowanda HS Library: So we were paying cash for the page payment, which is what I prefer to do. Yeah, so each… but you'd have to… you still don't… you wouldn't want to… and we get interest, we're making pretty good interest on our money, so I'm not… I'm gonna leave my money in the bank and pay them over their 5 payments. E2 Gowanda HS Library: But there's no advantage to paying up front. E2 Gowanda HS Library: Yeah, the aid would still come tomorrow. I mean, we have the money, obviously, so, I mean, we're gonna make the payments over the 5 years, and… E2 Gowanda HS Library: Good question. Yeah, we've had that a few times. E2 Gowanda
040HS Library: So the only concern would be if they don't finish the project and not getting the APAC? E2 Gowanda HS Library: The timing of it needs to… it's, it's… I mean, that's how we do it, because… E2 Gowanda HS Library: Because of the different mechanisms, so right, so when we borrow for our projects, we're borrowing to set up our payment, repayment schedule to match the building aid. E2 Gowanda HS Library: But if you don't finish your project and don't get your final cost reports in, that's basically what would happen. It's very similar. We would not get our aid to then match our debt payments. E2 Gowanda HS Library: going deeper than maybe what they're prepared for, and maybe what you're prepared for. And I guess I'm not trying to be nefarious with this, but
041can we lend to other districts? Was what I was trying to… E2 Gowanda HS Library: And would it be advantageous? E2 Gowanda HS Library: I think we'll wrap up. E2 Gowanda HS Library: Yeah, so the, another difference with the BOCES project is you actually don't have to close out a final cost report to get the aid back on it. It's much like if you've been around a long time, old rules for component districts used to be like this as well. If you make, the payment and contracts are awarded. E2 Gowanda HS Library: There's another document, a state aid form, an SA-139, that is really saying, yep, we've awarded contracts, we're gonna do E2 Gowanda HS Library: $9 million worth of construction work, that actually starts the ability for you to get your aid back. So
042then the aid, the BOCES is allowed to record that on an aid claim, and you get it back. E2 Gowanda HS Library: The final cost report does not need to be submitted. E2 Gowanda HS Library: There is a time link to it, but it's, based off of… there's a form… this is also getting pretty… but there's a form called the Certificate of Substantial Completion for each project. You have them on yours as well. When the BOCES fills one out for one of their projects. E2 Gowanda HS Library: the clock starts ticking on that final cost report, so they pretty much have about 2 years from that date to get it in, or all the aid is gone. So, we make sure that that happens, and I've never seen it happen. E2 Gowanda HS Library: Question?
043E2 Gowanda HS Library: Native American Building Aid, does that impact this at all? E2 Gowanda HS Library: Nope, that's not our project. E2 Gowanda HS Library: Okay, we're getting BOCES aid. It's not building aid. Okay. E2 Gowanda HS Library: Are we… There's a PowerPoint there. E2 Gowanda HS Library: This one is… And so I think that would switch. E2 Gowanda HS Library: No, thank you. Please, no. Thanks. E2 Gowanda HS Library: So now we're flipping to the other packet, and then we're gonna go back to the first packet. Sorry for the clunkiness, but… E2 Gowanda HS Library: We wanted to be specific, but if it's small enough, I might be able to E2 Gowanda HS Library: Oh, there's all kinds of good food over here. E2 Gowanda HS Library: Yeah, we're close enough right here.
044This gets us almost there. Okay, so we're on to the second packet. E2 Gowanda HS Library: For the information, so we'll… again, this is that same page we just went over, the 49.5 breakdown of the 2526 ARWADA. This is really just specifically showing yours, your red highlight there for that $1,608. E2 Gowanda HS Library: Again, for your payments here, each payment, so again, this is what is the payment each year out of those 5 years. E2 Gowanda HS Library: Is for the first one, it's $292,000, $324 for the next 3 payments, and then you end at $341,197. So those are your 5 payments that are bringing up, the 1.6. Can I just ask clarifying on that one? Because I thought I heard you say, so right now, I think our capital charge is $70,000 something?
045E2 Gowanda HS Library: Is that going away? So during the course of the larger payments for the project, that will be part of this. Then afterwards, it'll come up to a higher level. Like, payment one, I still have the $70,000 in there? E2 Gowanda HS Library: I don't think so. I think the last time that that capital charged the $70,000 for you is the 26-27 budget, $2728, that will no longer… That's the total capital charge. That's total… okay, that's why I just wanted to make sure. We would love to charge you both, but… I'm just making sure. Well, because I keep looking at the admin percentage and the impact that it would have on that, so… Yeah, so really, it's kind of the difference, like, this is for this project, but you're already having E2
046Gowanda HS Library: some of that built in there, that'll kind of absorb some of this. E2 Gowanda HS Library: So this is just getting into the options, and again, these are displayed for all districts, whether you're paying cash or borrowing, just to outline, again, that flexibility of the IMA instead of having to go through the DASNE program. E2 Gowanda HS Library: This would be as an example, if you were able to pay cash for your payments, again, in column A here, so starting at that $292, the last payment at $341. E2 Gowanda HS Library: Your aid, the BOCES ARWADA aid, is in column B, and again, that comes back the same year you make your payment. So the payment is $292, the aid you get back that same year against it is $233,000, so local
047share at the end of the year is roughly $60,000 to $70,000 each year. E2 Gowanda HS Library: So overall, for the $49.5 million that the BOCES gets for their capital project, your local share of that is $325,000. E2 Gowanda HS Library: And again, we are kind of a visual, so you see, like, this, model better. We're just showing, again, make the payment, and you get that aid back, each year, and that's set up. You're making your cash payment, you'll be done with this project at the end of that fifth year. Full payments and full aid back from the… E2 Gowanda HS Library: So this model is, kind of a hybrid, I guess. It is a borrowing plan, but it's a short-term financing. So bond anticipation notes, if you're familiar with your own project, instead of
048a long-term bond. Again, this is just a look at, making your payment you're borrowing. E2 Gowanda HS Library: So you would borrow for your first lien at $292,000, E2 Gowanda HS Library: You borrowed, so you have interest of $13,000, so total, it brings the 292 share up to $305. E2 Gowanda HS Library: Your BOCES aid is now $243. Another good thing about a BOCES project is you do get aided on the debt serv… the full debt service, not just your principal, but your interest you're paying, you actually get, E2 Gowanda HS Library: folks' aid back on that as well. So it does help cover some of the costs if you do need to borrow. E2 Gowanda HS Library: So if we look over here at your local share, because of that increase in the expense
049as well as the aid, your local share goes up to $340,000. E2 Gowanda HS Library: So what this model does, if we look here. E2 Gowanda HS Library: A lot of people would love to pay cash if they can. Sometimes that's more of a comfortable thing to do at the end of the fiscal year instead of the beginning of the fiscal year. So what this does is allows you to borrow in July. E2 Gowanda HS Library: So you make the payment to the BOCES, they're satisfied. E2 Gowanda HS Library: at the end of the fiscal year, in June, you pay that note off in complete, so there's less interest on it, you don't rule that. So it is a way of looking like it's paying cash, you're paying a slight interest on that. E2 Gowanda
050HS Library: But again, it's not a rolling forward. You kind of just borrow. You're really putting that, payment to the end of this lender, and you may need more cash flush. E2 Gowanda HS Library: So this would be more like what a serial bond looks like. E2 Gowanda HS Library: The legal period of probable usefulness for borrowing for a construction project, whether it's your own or POSI's, is 30 years. So you'll have the ability to borrow up to 30 years if you need to. You can borrow up to 5 to 10, however that term is set, something that you decide on each component district. E2 Gowanda HS Library: And again, because you do have increased in, debt service with the interest charge, your aid goes up as well, so you're still at, $470,000 for your
051local share. E2 Gowanda HS Library: Yeah, and that coming back on the interest really is helpful when you do need to… E2 Gowanda HS Library: We need to get into borrowings there. E2 Gowanda HS Library: If you're a district that, Has drop-off? E2 Gowanda HS Library: or is really trying to… if you have, an increase on your tax levy for this… to fit this project in, and you're trying to maintain, I only want a certain percentage. E2 Gowanda HS Library: 2%. That's where we're going for this… to fit this project in. You can kind of look at your local share here and back into that. Is that a 10-year, payback period? Then that's the ability that you have to kind of… again, it's just the full flexibility is with the component district. E2 Gowanda HS
052Library: And this just illustrates, as long as you are making debt service payments, you're getting aid back. So if you do take out a 10-year bond, you're getting aid back over that 10-year, so you're not whole. E2 Gowanda HS Library: For that aid until those 10 years. E2 Gowanda HS Library: Any questions? E2 Gowanda HS Library: Oh, I have one more question. So, does the ARWADA update each year of the payments, so the payments… That's the question, yes. Could change, correct? No. I wasn't sure, so… Yep, your ARWADA, what is… what you will see in the IMA, you'll see a section for the bond resolution, yeah, I think that's the problem. E2 Gowanda HS Library: You'll see the ARWADA. It has to specifically spell out, we are using the 2526 ARWADA, and that is, the
053breakdown. So your share will not change. Okay. The payment, the amount, the $49.5 will be in there. E2 Gowanda HS Library: the five payments, when they're due, and how much they are. So all of those kind of bulk things do not change throughout the project. What does change is your… E2 Gowanda HS Library: Sorry, can I go back real quick, sorry. E2 Gowanda HS Library: Is this here? E2 Gowanda HS Library: is 81.4% our WADA aid ratio, so you have a building aid ratio, right, that you get paid back on. Same thing here, it's your, our WADA aid ratio instead, and it's at 81.4. So that could bounce a little bit, same as your building aid, not usually, yeah, not usually too significantly. E2 Gowanda HS Library: But that's the port, that's the part that
054can change. It's a yearly, look at that. E2 Gowanda HS Library: Sorry, could you hear? I don't know. Mike came over because I couldn't see it. I got it. E2 Gowanda HS Library: Thank you, Mike. E2 Gowanda HS Library: Thank you. Okay. E2 Gowanda HS Library: Okay, so that brings us to our schedule and the timeline for the project. E2 Gowanda HS Library: So, right now, what we're asking, at the end, we'll have more time for questions, if you have any, any. E2 Gowanda HS Library: is our timeline is extremely important, because what you heard me say at the beginning is we need all 27 component districts to pass this resolution, and it has to be done in a certain time frame. So, right now, we're at this point, we're on April 15th. E2 Gowanda
055HS Library: We are going to adopt, as a BOCES board, the IMA, or the… it's UMA is the actual title of the agreement, but it's a… it's an intermunicipal agreement. So, the IMA we will pass, and the seeker. E2 Gowanda HS Library: And as soon as we as a board pass that, or as a BOCES board pass that, we then need each of our components to start passing it from April 16th to July 1. And the reason we did that over the span of months is because the one thing I've asked for from my colleagues, Mike has asked for from his colleagues. E2 Gowanda HS Library: is if you have concerns as a board, please relay them to these two folks, and we're asking for transparency from you, because we are taking the time of
05627 component districts. We've spent over a year developing this project, and so if there are concerns at the board level with passing this in that time frame… E2 Gowanda HS Library: Let us come back, let us answer those questions, let us do what we can, rework what we can to try to get this across the line. Because the worst thing that could happen is we're completely blindsided, and with 26, E2 Gowanda HS Library: pass it, and then we have one that wasn't happy and just had a question that we could have easily answered. So, that is our timeline now, to have those all passed by July 1. Can't do it until April 16th, because we have to pass ours first. And then, after that, you'll notice the dates. You can see the first component payments
057due to the BOCES are July 2027. E2 Gowanda HS Library: So we're a year before that first payment. E2 Gowanda HS Library: Any questions about the timeline? E2 Gowanda HS Library: Heck, yeah. E2 Gowanda HS Library: You said July 28th. E2 Gowanda HS Library: Your paperwork shows… 20… 28. E2 Gowanda HS Library: the fiscal year. Okay. E2 Gowanda HS Library: Sorry to talk behind you. No. E2 Gowanda HS Library: I couldn't see what paperwork, so I was kind of… Thank you. Familiar questions. E2 Gowanda HS Library: So this is the construction schedule. E2 Gowanda HS Library: We'll start the design phase, and then work through. We have to, obviously, you know from doing projects, data review. We'll see how quickly that moves. E2 Gowanda HS Library: These are our next steps, which I outlined before.
058E2 Gowanda HS Library: Any questions for us on this project? E2 Gowanda HS Library: I just wanted to leave you something on a personal note. Yesterday was… quite interesting in Gawanda. E2 Gowanda HS Library: Thank you for all you did to support kids. It really, as a mom, like, the communication was excellent. My house is a mess, I'm sure many of yours are too, and your cars, I'm sorry, but I was really proud to be a Kwanda resident. Everybody was out helping one another, like, it was… E2 Gowanda HS Library: A disaster, but good. Thank you. E2 Gowanda HS Library: Thank you for having us in tonight. Thank you. Sorry. E2 Gowanda HS Library: Thanks, Cal. Thank you. E2 Gowanda HS Library: Yeah. E2 Gowanda HS Library: Have a good night, everyone. Thanks, Brina. Thank
059you. E2 Gowanda HS Library: No, no, he's here. I just so happens to be here tonight for that. E2 Gowanda HS Library: Rich is up next. E2 Gowanda HS Library: Well, next up. E2 Gowanda HS Library: Yeah, we're… I mean, this is kind of a late addition to our agenda, obviously, as you know, and we've been shared about the storm mission, community, the school. E2 Gowanda HS Library: And I know there's probably a lot of questions at the board level, and, you know, I want to give you kind of an assessment in real time about where we are, what kind of damage we maintain, and, you know, what we're going to do in the next several days. E2 Gowanda HS Library: So, Rich is here. Rich has been really on point all along with his
060crew, and we're really proud of Rich and his folks, and really everybody through the response yesterday. I mean, really, people… E2 Gowanda HS Library: you know, stepped up, they filled roles without having to be asked or coerced, they just naturally took care of kids, took care of the property, did what they had to do to make sure, well, we're all safe, and then cared for, so we're really, really happy with the response, so, E2 Gowanda HS Library: So, so happens, Rick's here tonight, you know, just coincidentally, but he's here to share some of our… help us out discussing what our next steps are, what we've got planned for the next couple days, and E2 Gowanda HS Library: with that, you know, we asked questions, but Rich, why don't you start the… this, Rich, why don't
061you start the conversation? Actually, if you ask for Rich, it's him. No, it could be either one. E2 Gowanda HS Library: The biggest thing that we saw yesterday was… E2 Gowanda HS Library: the… every Skylake that we have E2 Gowanda HS Library: in the middle school, high school, was shattered. Mostly locker rooms. E2 Gowanda HS Library: The pool, middle school gym, which we had no damage there. E2 Gowanda HS Library: There is 14, I believe, we counted. Skylights that were broken. E2 Gowanda HS Library: Those were all cleaned up today. Last night when we left, we had them sort of dried in. We put tarps over them, strapped them down, came back in today, the guys put plywood in, and ice shield to… E2 Gowanda HS Library: make sure that they were dry, and that
062they're a little more stable now, where they won't blow off, or they won't rip. So the school is really E2 Gowanda HS Library: it's usable now. There's nothing structural that's gonna stop us from opening the school. E2 Gowanda HS Library: But there's a lot of work that's gonna happen now. E2 Gowanda HS Library: We found some… a lot of things today. E2 Gowanda HS Library: That happened, as far as damage. E2 Gowanda HS Library: I think probably everybody experienced, at least I've been thinking this way, wasn't catastrophic in the sense that our roofs collapsed or walls came down, but it was very significant. Pretty much every… obviously, you have cars in your home, but the same thing happened here at school. Like, every… E2 Gowanda HS Library: forward-facing surface got some pounding by that hail,
063whatever hit us. From our new signs that are out by the road at all three schools, to our new trucks that we just got in the fall. E2 Gowanda HS Library: The trailer that we have sitting out there is peppered all on one side, and the roof. E2 Gowanda HS Library: The rooftop units that are on… that are on the roof, any coil that was E2 Gowanda HS Library: visible. To that side is now damaged. There's a… E2 Gowanda HS Library: There was a lot that we saw this morning that we didn't even think about. From the dugouts to, there's damage down at Hillis, to there's damage over at the E2 Gowanda HS Library: elementary? Nothing that stops us from using the building, no. That's the good thing. Like, Dr. Anderson had said, there's, you
064know, we didn't have ceilings collapse, we didn't have the roof collapse, we have not found yet that there's damage to the roofs, so… E2 Gowanda HS Library: So that's where we kind of pick up on the next steps of deeper, investigations on damage assessments. So, our Young Array team, as well as, Mark Wendling with BCC has been in communication with your administration team here over the course of the day, to try to E2 Gowanda HS Library: bring as many, people in tomorrow as possible, in order to do a full damage assessment. So, we have… we were able to line up several contractors, to come to the building tomorrow. We'll be doing a comprehensive roof assessment to make sure that there are no, like, significant, E2 Gowanda HS Library: tears, or pinholing, or, you know, anywhere
065that could be a significant leak. We have train lined up to come tomorrow to do a full. E2 Gowanda HS Library: analysis of every single rooftop unit that is impacted. Rich's team was able to identify certain ones that we know are of a concern, but that hail also hit a large portion of the piping runs that are on the roof that are wrapped in insulation, and if any of that is damaged. E2 Gowanda HS Library: We're essentially bringing a bunch of specialists in to quantify the amount of damage and assign a cost associated with that. E2 Gowanda HS Library: in tandem with the district to help pull reports together so that we can submit to the district's insurance for an insurance claim. The other side of this is, depending on E2 Gowanda HS Library: The
066amount of damage, E2 Gowanda HS Library: dollars that is associated with this. There is a chance that we could be talking about an emergency project, depending on how the, E2 Gowanda HS Library: the damage assessment shakes out in the next couple days. So, right now, we're in the process of E2 Gowanda HS Library: Compiling detailed information, photographs, cost estimates of everything that's associated with it, so we just know what ballpark we're playing in. E2 Gowanda HS Library: The first step would be to submit everything to insurance. The next step would be, if you have significant damage to your roofs that can't be handled on an insurance claim or warranty poll, we would re-approach you with, here's the scenario that we're in, and here's our suggested next steps. We're not quite there yet. We do know
067there's damage all across the district, and now we're trying to narrow down what exactly is E2 Gowanda HS Library: extent of that damage, kind of moreover than an initial pass-through. So, the insurance company… E2 Gowanda HS Library: requires you to have a specific contractor per trade in order to review and cost analyze, what the damage is for each thing. So, we'll have a different contractor out looking at the signs from Toth Sports, as well as the scoreboards on the field, kind of any E2 Gowanda HS Library: exterior surface of this building or equipment is… will be combed through, similar to the BCS process, just in much quicker fashion. E2 Gowanda HS Library: So, and that's where we are right now. We've had about a day and a half to really get our arms around this,
068and you know, we're, we're doing… we're moving as fast as we can, to get as many people here so that we can, kind of drive that insurance, claims submission, as quickly as possible. E2 Gowanda HS Library: Question. E2 Gowanda HS Library: Will we also share that information with the Kent County Emergency Management? E2 Gowanda HS Library: They're looking to see how much damage was in. Yeah, I'm sure. Yeah. Yeah, is there a contact person or something? There's a link that you can follow. Okay. Okay. Okay. Yeah. E2 Gowanda HS Library: Yeah, and I mean, I just want to thank these guys, too. Rich is on zero sleep, and… because he cares about the building after leaving last night late, you know, him and his crew were back here first thing, but he doesn't sleep because
069he's worried about it. Rick was calling me first thing this morning, him and Alyssa. E2 Gowanda HS Library: you know, helping to coordinate, and that's what our partners that we work with do. But it is a great turnaround to be able to get a lot of these people back out here. We're concerned about E2 Gowanda HS Library: the turf field, just to make sure that it didn't get kind of wonky. I mean, everything that was coming down so hard, you know, it was breaking glass and breaking all this other stuff, we don't know what it did. It might be fine, but we need to look at it. E2 Gowanda HS Library: Same thing with the track. If you drove by the track, the track is covered with E2 Gowanda HS Library: stuff. I don't know
070what… I don't know if it was all tree stuff or mud, but they're coming out as well to look at the track, so… and we know the spring sports are coming, so for everybody to kind of E2 Gowanda HS Library: come together this morning. All day we've been on the phone. E2 Gowanda HS Library: A lot happened today. Yeah, a lot happened in a short period of time. So it's much appreciated that everybody pulls together, as well as they did yesterday during the meeting. And you all had your own personal things to deal with, too, right? And you prioritized here, which is great. Yeah, this doesn't work out until tomorrow to that fact, hopefully… E2 Gowanda HS Library: we don't uncover any other things, but we're closed tomorrow, and I think, one, to give us
071time to really assess, and thoroughly assess the damage to the building. It's, as Rich said, and I said earlier, we could… E2 Gowanda HS Library: probably operating school tomorrow, but we did take into account the damage to the community, our employees' cars are wrecked. We're gonna have a really short, thank, having a solid day tomorrow. But one good shining note out of this, tomorrow we're back against break, so we got time to… E2 Gowanda HS Library: You know, really take our time and be patient, make sure we can repair appropriately. E2 Gowanda HS Library: So let's how it happened. E2 Gowanda HS Library: Our team will be down here all day tomorrow in tandem with the contractors. The big thing is, right, these damage assessments, you know, we're combing through and looking for damage. Anything
072that we flag as hail damage and or water damage, we'll put on these reports. That being said. E2 Gowanda HS Library: you know, this could also shake out as there's less damage than we first originally thought to, as well. So, until we have that kind of fully compiled, as soon as that information's available, we'll share it with the district. E2 Gowanda HS Library: How do the interfer fields hold up with hail damage? E2 Gowanda HS Library: So, the main thing that we're looking at is… it's kind of two fronts, right? Did it overwhelm the stormwater collection system below the turf, and did it displace enough rubber pellets, and damage the carpet? So… E2 Gowanda HS Library: to be honest, this region is not known for hail damage in that regard, so I have not seen
073a turf field take the kind of pounding this one does, so I will report back to you on that information after we have field turf here tomorrow. E2 Gowanda HS Library: But my hope is that there's no significant damage out there, and I… E2 Gowanda HS Library: I'm leaning towards expecting to see that, but I will not say I can guarantee that. E2 Gowanda HS Library: There's nothing… I've never seen hail like that before. Say that again. E2 Gowanda HS Library: There's nothing visible where, okay, the turf is… E2 Gowanda HS Library: hold it over, or, there's nothing that I could see by walking it. E2 Gowanda HS Library: So, hopefully, that stays true, but we really needed to get all those folks out, to look at everything from the signs to the parking lot
074lights to musco lightings coming out for the field lighting, they're all gonna be here. E2 Gowanda HS Library: Yeah, I mean, my own yard looks like an aerator. All the grass was… it was folded over and pushed that way, and it looks like an aerator came through, with it, so the… and the… the… actually, the field down at Hillis. E2 Gowanda HS Library: Does not look bad, other than when you walk on it, it squishes because of all the rain that we got, but it does not look… E2 Gowanda HS Library: Damn it, I saw it in 09. It definitely does not look like that. The track does have stuff on it that we're gonna have to clear off, but we want Rakuten to look at it first. E2 Gowanda HS Library: To tell us
075what… If there is any significant damage. E2 Gowanda HS Library: And… E2 Gowanda HS Library: What I would say is, if we were to see damage on that track, it would be mostly silk making its way underneath that rubber surface, which is something that we, the district, had addressed this past summer with Rekitan, so kind of doing that work before this might have actually helped, prevent any further damage. E2 Gowanda HS Library: But again, we'll have a specialist come out and take a look at it. Most of the time, if you're seeing significant damage on this, it's if that's actually completely flooded, and that surface is lifted, and silt material gets underneath it, so… E2 Gowanda HS Library: Sorry, if you've already mentioned it, I may have missed it. The cost associated to E2 Gowanda
076HS Library: All the contractors and individuals from here at the district. E2 Gowanda HS Library: Doing all this assessing, where's that cost coded? Is that… E2 Gowanda HS Library: So, the assessments right now, I have not been provided a bill for anybody coming out here. So far, it has been long-standing relationships with the district. They're sending a service rep out at no charge to us. The only one that I think might have a bill is that pile door company. E2 Gowanda HS Library: But so far, I've had, you know, a great response. We've reached out to contractors that have performed work here in the past, including Beck Electric, that are willing to come out and help the district, just based on, you know, the history that they've had out here, the successful projects that they've
077completed, so… E2 Gowanda HS Library: So then, I guess. E2 Gowanda HS Library: It would just be the district individuals. Can we cost-code that, and like Mark was saying, can we get that too? E2 Gowanda HS Library: Yeah, that would be something that… No, I'm tracking… oh, do you want that to the county? Yeah. I mean, I'm tracking their costs of the work that the RO guys did, and any of their overtime will all be part of the insurance claim. E2 Gowanda HS Library: So yes, that would be coded to this… this cost. Yeah, the actual cost of the work is something that would probably take us a factor of weeks, really, to pull all together, and once that's all pulled together, that information will be shared, and I would assume reported as well. E2
078Gowanda HS Library: Yeah, I mean, as partners, and all these guys, anybody who's worked here before, I mean, when they're calling me this morning, they're not… they're not billing me for calling me and not coming, and coming and helping us. That's just… that's part of the business relationship that we have. E2 Gowanda HS Library: And that's a good primary. Yeah, and like any kind of emergency situation, right, we as a firm will drop everything and address an emergency situation, you know, especially for E2 Gowanda HS Library: my first and favorite district that I work for. Just so you guys know, you hold a special place in my heart. We made a little fun of him when he first started here, don't we? He went through the ringer a little bit. He still doesn't believe me,
079but it is true. My first text came from them at 7 this morning, so… Yeah, nice. E2 Gowanda HS Library: It was from Matt, wasn't from Rich. Give him credit. That first one was right away, asking what we needed, so… E2 Gowanda HS Library: Any more questions for the gentleman? E2 Gowanda HS Library: Then go home and go sleep. Please excuse me, ma'am. I'll see you tomorrow morning. I say just sleep in the rest of the room. E2 Gowanda HS Library: But where will you sleep? I get to go home around with you. Thanks, gentlemen. E2 Gowanda HS Library: Thank you, Amy. E2 Gowanda HS Library: An hour and a half doesn't work for me anymore. E2 Gowanda HS Library: Nope. E2 Gowanda HS Library: Yeah, we have, yeah, 2.3 made a quick addition tonight,
080because it was our oversight, we should have had this earlier, but, thank you all, have a nice evening. E2 Gowanda HS Library: See you tomorrow. The My Brother's Keeper trip to Washington. Amy Mohawks here with, Roy Logan. We want to talk about this trip, taking some students to Washington. We did it last year. It was a great trip. I'm planning to share some details with you real quick, and hopefully get some board approval since we have a lot to say. E2 Gowanda HS Library: Nope. E2 Gowanda HS Library: No, I don't think about it. E2 Gowanda HS Library: Hi, everybody. E2 Gowanda HS Library: So, I'm Amy Mohawk, I'm a teacher here at Guano, and I'm in the elementary school. So, listening to Rich talk about, the situation that happened yesterday, I was there in
081the elementary school, and I just wanted to say, and I told Dr. Anderson, E2 Gowanda HS Library: My colleagues, the staff there at the elementary school, were awesome. E2 Gowanda HS Library: And I really, you know, thanked everybody. I stayed as long as I could. I'm starting to get emotional, I know. But, the main office staff and what they went through, the stress of E2 Gowanda HS Library: the teachers, the principals, the children, busing, parents, just the whole ordeal. I know we do go through, emergency preparedness for a lot of situations, E2 Gowanda HS Library: What happened yesterday? E2 Gowanda HS Library: We had not practiced. E2 Gowanda HS Library: We did do a shelter in place, at the time of bus dismissal. And, to have those children waiting E2 Gowanda HS Library: To be
082released, and have parents waiting outside for their children to come out of the building. E2 Gowanda HS Library: And watching buses trying to arrive, was incredible to know that we needed to E2 Gowanda HS Library: Shelter, and keep them safe. E2 Gowanda HS Library: And so, for the situation that happened, you know, I thought everybody did a… E2 Gowanda HS Library: Great job, you know, I just cannot stress enough. E2 Gowanda HS Library: how proud I am to be here at Gwanda, and to work with such amazing people. The dedication and everything that everybody has shown to this district is amazing. E2 Gowanda HS Library: So, I just personally want to say thank you for everything that everybody is doing for the situation that just happened to Gawanda, because we are in the news for
083something not great, but we can definitely be proud of our own response and what's going on here in our area. E2 Gowanda HS Library: So, I have been in contact, with, the gentleman that, been working with, Close Up, Foundation is a non-profit, civic education course down in Washington, D.C. It was 3 years ago that we did take another group, Ray Logan, here, staff, E2 Gowanda HS Library: He and I had gone down to Washington, D.C. with 6 students, and this year we had put it in the budget of the My Brother's Keeper Indigenous Education Program. It's a grant that the district gets from New York State. It's not a federal grant, it's a New York State grant. E2 Gowanda HS Library: Which is, eligible for Native students that are boys and girls, from K up
084to 12th grade. The civics program is high school students, and, we have put it in the budget for 4 students to go, along with 2 adults, which would be Ray and myself again. E2 Gowanda HS Library: So we can attest to, what a great program this is. It is technically 6 days, but 2 of those are travel days, so we take the students down to DC. The last time we had gone, it was, E2 Gowanda HS Library: It was very, eye-opening. Some of our students had not flown, like, on an airplane before, and even for that short distance, it was amazing to have them get ready to do something like that, and the return E2 Gowanda HS Library: Was, really, it worked out really well for everybody, because they were confident, you know, for being
085able to do something like that. E2 Gowanda HS Library: Close up, again, I can show you this. We have an agenda of 6 days. Like I mentioned, 2 of them are travel days, but each day they, work on different programs. E2 Gowanda HS Library: I'm not sure if you can hang on to that real quick. I'll have my glasses on. But they already have a schedule for the students that will be attending. There we go, thank you. They do do workshops where they will be meeting other students from across the country. E2 Gowanda HS Library: The last time we had gone, and this year too. E2 Gowanda HS Library: We are, the only district, actually representing New York State on the whole East Coast. E2 Gowanda HS Library: All other districts will be coming out
086from all west. So they have, North Dakota, South Dakota, Oklahoma, California, Montana, students from Alaska, will all be coming over to DC for this particular… All native communities. Yes, yes. E2 Gowanda HS Library: And it is a Tribal Youth Summit, so, this is really important for our students to, meet students from across the country, especially because, part of this program is to have our students present, E2 Gowanda HS Library: Our community, you know, our district, our school. E2 Gowanda HS Library: The state, the whole area, to the other students that are there, and other people that actually come down and, look at their presentations. E2 Gowanda HS Library: They go to the Capitol, like on the last day there, Thursday. E2 Gowanda HS Library: We go to the Capitol, and they set up, their own
087presentations that they work on at the beginning of the week, and then, different legislators and, people of Congress or the Senate come through, and, they will ask some questions, they'll meet with them, talk about the presentation, E2 Gowanda HS Library: It's such a great experience for all of them to participate in. E2 Gowanda HS Library: I don't know if I'm missing anything, and I've been involved with a lot of field trips. This one's not a field trip, this one's an educational trip, and we've gotten to see the six students grow from being shy and reserved E2 Gowanda HS Library: On the beginning of the week, and opening right up, and proud of their community, and talking about it at the end of the week. E2 Gowanda HS Library: was pretty impressive. And we meet people,
088too. And I've been to Disney World and Virginia Beach. At a certain point, this one was by far the… E2 Gowanda HS Library: Most, I've seen the kids grow because of the trip. E2 Gowanda HS Library: Yes. And, Ray and myself, we participate in, like, a staff E2 Gowanda HS Library: scheduling, so for them, they participate in things, working with other students, and they develop their own policy for the area that we live in. So each one will develop their own policy, and then they'll present it, again, like, on that Thursday. Well, him and I will go and we'll work on other things, you know. E2 Gowanda HS Library: The other chaperones, the other teachers, the other adults, that kind of thing. E2 Gowanda HS Library: They get supervised, in all the things that they
089do, so… E2 Gowanda HS Library: it's really reassuring to know that they're in really good hands when they're out working with the other students. E2 Gowanda HS Library: And… I just can't say enough about how it's such a good program. E2 Gowanda HS Library: It's… Life impacting. E2 Gowanda HS Library: Is what it is. Like you said, the students that did participate the last time, they can tell you, all the great things that they've been through. E2 Gowanda HS Library: Sense would, encourage other people to go. E2 Gowanda HS Library: So, E2 Gowanda HS Library: We're here to present to the board the information, and, it is at the end of April, and so, in the very last week of April, before other things start to happen in the school year. So, I know it's
090kind of a E2 Gowanda HS Library: time for sports and things like that, but we do have 4 students, they're all juniors, that will be participating. We've met with parents and grandparents and guardians to talk to them, let them know about the experience, and so they all have E2 Gowanda HS Library: You know, encouragement and consent and… E2 Gowanda HS Library: We have things ready to go for them. E2 Gowanda HS Library: So, everybody down for it? E2 Gowanda HS Library: Did you say they were all boys, or… No, we have 2 boys and two girls. E2 Gowanda HS Library: Because the program itself is set up for boys and girls. Right. Yeah, so, and we have budgeted for 4 students. So, 2 boys, 2 girls. E2 Gowanda HS Library: How was the selection, I
091guess? How was it selected? We actually consider students that are, say, academically eligible. They have to meet the eligibility requirements through the school, but, somebody that is academically E2 Gowanda HS Library: eligible. Since they'll be gone a week, they know ahead of time, and we tell parents about that, for sure, to let them know that if they're going to be missing that much school, they're going to need to either get work done ahead of time, or after. Depends on what it is. E2 Gowanda HS Library: and that they would be responsible for that type of, studies. Another thing that we looked at, too, because there were some students that we had asked to participate, but for whatever reasons, they might have said yes, but then things started to, you know, kind of fall in place.
092We have a senior trip, you know, that's starting, they're leaving on May 1st, too, so they have to be back in time. E2 Gowanda HS Library: Sports, you know, is another issue. Some students participating in sports, would be… E2 Gowanda HS Library: selecting to do that first as a priority, instead of taking a trip like this. So, there was a number of students E2 Gowanda HS Library: You know, culture and art and things like that to represent. E2 Gowanda HS Library: say, like, the Santa Nation, or this community in general, was another, consideration. E2 Gowanda HS Library: And it is annually. It just happened to be… sorry, did I misunderstand that? It was 3 years ago. Okay. I just thought that… I misunderstood that. I thought that's when the grant came out. E2 Gowanda HS
093Library: There's other programs within My Brother's Keeper. Okay. This is a close-up that's, okay. E2 Gowanda HS Library: Any other questions? E2 Gowanda HS Library: And then, essentially, they… E2 Gowanda HS Library: would need to note tonight, right? Yeah, we can do maybe a verbal. Kathy's gonna let you leave here in a minute, but maybe a verbal motion? E2 Gowanda HS Library: I'm sure that I can't speak for you, but it seems like a pretty good opportunity for new students. Great. E2 Gowanda HS Library: We would need it for them. Training these young lobbyists. E2 Gowanda HS Library: So you're going just to Washington, D.C? E2 Gowanda HS Library: And what are your dates? April 26th until May 1st. E2 Gowanda HS Library: Oh. E2 Gowanda HS Library: We're gonna do a consideration of a
094motion. E2 Gowanda HS Library: Upon the recommendation of the superintendent. E2 Gowanda HS Library: to approve… I think, My Brother's Keepers. E2 Gowanda HS Library: Trip. Trip. Native American program trip. E2 Gowanda HS Library: to Washington, D.C. E2 Gowanda HS Library: from April 26th, to May 1st. E2 Gowanda HS Library: The board reserves the right to E2 Gowanda HS Library: Can't remember the exact language, to, cancel the trip. E2 Gowanda HS Library: Should there be an emergency? E2 Gowanda HS Library: Okay, awesome. E2 Gowanda HS Library: Does anybody have a motion to… Why not? Second, third, fourth. E2 Gowanda HS Library: All in favor? Aye aye. E2 Gowanda HS Library: Have fun. Thank you. E2 Gowanda HS Library: Chief, before we move on… Was there any damage to the buses that they were out at
095the time? E2 Gowanda HS Library: Yeah, I mean, I look at my car… Just the only… it's mostly just dents and some, mirrors, but no, no windshields, no, no windows. E2 Gowanda HS Library: And there was 3 bus drivers that Annette was gonna have to pick up at their homes to bring them in today, tomorrow, if we had school. E2 Gowanda HS Library: The bus garage has the damage on the windows and stuff, but… Hand leaking in the roof. E2 Gowanda HS Library: Face of the sky, I've got something. E2 Gowanda HS Library: Oh, you're on it, too. Alright, so we'll move on to, 3.01 for approval of… That's urgent items. E2 Gowanda HS Library: Is there a consideration? E2 Gowanda HS Library: Second. E2 Gowanda HS Library: Hi. Step up tonight first. E2 Gowanda
096HS Library: Discussion. E2 Gowanda HS Library: Before we actually vote. E2 Gowanda HS Library: So… Google offered. E2 Gowanda HS Library: Thoughts? E2 Gowanda HS Library: If anyone has any items they'd like to discuss. E2 Gowanda HS Library: The surplus items all go out for auction. E2 Gowanda HS Library: Yes, Lester. Except for the orange. E2 Gowanda HS Library: Oh, on this agenda? Yeah, they're going out for cash. E2 Gowanda HS Library: The vehicles do. Yeah. E2 Gowanda HS Library: Well, oddly enough, yes, the vehicles that we were going to sell, that are already listed on the auction, were also as is. Buy as is. E2 Gowanda HS Library: We bought them yet, so… I guess I do have one question. The chaperones. Do we always pay for the chaperones? No. What? Really, nobody's just
097stepping out to go? E2 Gowanda HS Library: It's been a little stronger for me. To what? To what? For the senior trip. That's part of that we're paying chaperones $200 a day, because… E2 Gowanda HS Library: People then step up. E2 Gowanda HS Library: For this particular… it's only for this particular event, but that is why. Well, I don't understand. I won't make a precedence on it. Yeah. Forward, but I don't want to… I'm hoping not. E2 Gowanda HS Library: punish kids, either. No, great, but… and that's frustrating me, though, because they're getting a free trip out of it. E2 Gowanda HS Library: And then they still want to get something on top of that. Just saying. I don't understand that. That lost on me, I gotta… We're all here on the board doing a
098thankless, unpaid job, so we think differently. Did they ask for it, or did we offer it? Did we end up offering it because nobody… Combination of both. Yeah. E2 Gowanda HS Library: Sorry, I missed it. Sorry, I don't think I just had to ask, because that was… E2 Gowanda HS Library: It was very frustrating. I mean, I'm gonna say yes to it, obviously, because I want a Kissy on the trip, I don't want him to miss out. E2 Gowanda HS Library: But it's too bad, because I think board members probably would have stepped up to do something like that, because we want our kids to do it, so I think our community members should. Or not community, I'm sorry, some of our staff. Yes. Yeah, it's not lost on me at all. E2 Gowanda HS
099Library: Do you want to go. E2 Gowanda HS Library: I will any other year, but I can't this year. I was just gonna say, I mean, nobody asked me. I would not… I know a senior on the trip, or I have a senior on the trip. So I'll know that. See? I'll know that. It won't be my senior. I mean, generally speaking, we try to get staff members together. Sure. Teachers in particular, obviously. E2 Gowanda HS Library: In that, it's split a student trip. E2 Gowanda HS Library: So we haven't really had an outside convention. Right. Well, I'm glad they're going, and thank you for doing that, because I think that it would have been very disappointing if they couldn't go. E2 Gowanda HS Library: Alright, any other discussion? E2 Gowanda HS Library: Where I
100jumped on again? E2 Gowanda HS Library: Now, bring it to the floor. E2 Gowanda HS Library: All in favor? Aye. E2 Gowanda HS Library: Soon? E2 Gowanda HS Library: Alright, now we're moving on to… Treasurer's report. E2 Gowanda HS Library: Financial statement about February of 2026. E2 Gowanda HS Library: Treasurer? E2 Gowanda HS Library: I don't have nothing to add. E2 Gowanda HS Library: Questions? Discussions? E2 Gowanda HS Library: And there is no public comments or public discussions. Agenda items. E2 Gowanda HS Library: And there's… No. E2 Gowanda HS Library: Non-agenda items, excuse me. E2 Gowanda HS Library: And… E2 Gowanda HS Library: And then moving on to Superintendent's report. Yeah, thank you, good evening, everybody. It's kind of already been covered earlier, but, obviously we got hit by a storm yesterday. I think I
101just want to thank all the staff and students for responding in an appropriate manner. People didn't really… E2 Gowanda HS Library: They seemed very well trained, just picked up what they had to do, and they did it. And thank you for everybody. And thank you, community for patience and understanding. I know the elementary school E2 Gowanda HS Library: students, I wanted to pick kids up, but it was really important that we were in a shelter in place, with a tornado. E2 Gowanda HS Library: It really makes sense to send them out until that year, and I know you get a little anxious sitting in your car with a child, but I appreciate everybody's patience and understanding. Excuse me. E2 Gowanda HS Library: And just understand, if we have a school-wide emergencies, we do the best
102we can to maintain the safety of our staff and students, and we may not be able to get out in real time with real information, which again, I know raises people's anxiety, but we truly do the best we can. Care for everybody here is our own, so… E2 Gowanda HS Library: Just keep that in mind. But I think we got things out in a timely manner yesterday. E2 Gowanda HS Library: And again, just for public benefit, tomorrow we've been inspecting team, tomorrow it's… E2 Gowanda HS Library: Contractors are meeting with other personnel to truly comb through, the district, try to look for actual damage to report an insurance company, get some sort of schedule for potential repair. E2 Gowanda HS Library: As I stated before, it was not a catastrophic event in the sense that
103roofs collapsed, the building was flooded, anything crazy, but there was significant damage to the district. E2 Gowanda HS Library: And I know the surrounding community as well. So… E2 Gowanda HS Library: We'll share more as we get to know that. E2 Gowanda HS Library: Couple of congratulations on your agenda tonight. You, approved the retirement resignations. E2 Gowanda HS Library: Cheryl McTern, who is the keyboard specialist in the bus scratch. I want to thank her for her service. Then also from the bus scratch, gentleman who's near and dear to me, George Reese, long-term bus driver, I mean, he's been here longer than I've been here, who's retiring. E2 Gowanda HS Library: Much appreciated. E2 Gowanda HS Library: service, and he's just a really nice gentleman. So congratulations to those folks. Couple other quick things. The high
104school music… er, not high school. The middle school musical, Suzuku Jr, was phenomenal. I got a chance to see that a couple weeks ago, and, Mr. Bat and the whole cast and crew. E2 Gowanda HS Library: Some announcements, the Travel Club is going to Greece, and they went! They actually got out of town yesterday, and as far as I know, they're on their way to Greece. And, having a great time. So, I look forward to reporting back about that, and… E2 Gowanda HS Library: Facebook, I think there's an open page that they're probably going to be posting pictures and updates. I'm not sure if I saw the link, I think it was through our Facebook page. We want to keep up some real-time events for that group. And then, on April 29th, if you're interested,
105I'm going to do a Facebook Live Town Hall meeting. E2 Gowanda HS Library: go back into Cyberland and share some news about the district, and entertain questions that people may or may not have those. So, I don't like being on camera like that, but it's actually fun to do. It's an easy and nice way, convenient way to interact with folks. E2 Gowanda HS Library: Capital updates, you've heard a lot about that tonight from our ERE2 BOCES proposed project. E2 Gowanda HS Library: our issues. But back to our… Normal stuff, the pool, E2 Gowanda HS Library: The contractors are putting in the mud bed and doing the gutter profile right now. It's, again, a really very labor-intensive. They have to go through and E2 Gowanda HS Library: basically put mud over all that surface, and it's
106kind of painstaking work, but they're doing it, E2 Gowanda HS Library: And they're gonna be working on some other stuff on there. But anyway, that's his plan. E2 Gowanda HS Library: Our capital project, we have a final round of user… well, a final round of user groups for the auditorium and elementary library are held on the 25th. E2 Gowanda HS Library: We had some other user groups for the turf field, so we're moving out of the design phase of that, so really, really exciting. E2 Gowanda HS Library: And… I think that's all you have. E2 Gowanda HS Library: Thank you. E2 Gowanda HS Library: No correspondence from the student department. E2 Gowanda HS Library: No, we don't have meat tonight. E2 Gowanda HS Library: Pulls this time to… And it rolls us on board. E2
107Gowanda HS Library: Dialogue and presentations of… move on. E2 Gowanda HS Library: Property Tax Report Card. E2 Gowanda HS Library: Okay, that's me. This seems boring when we're excited to discuss. E2 Gowanda HS Library: So, the budget, I just kind of want to go… so the last time that we met, well, I was sick, but, the increase was only around 2%, but as I stated, we had literally that day, like, the day before gotten our health insurance increases… E2 Gowanda HS Library: more than I had projected based on conversations I had with individuals at the trust. So, I've had to increase for that, and I'll kind of go through the other increases. So, the total budget right now is increasing 4.1%, it's $1.6 million. E2 Gowanda HS Library: The only, the tax increase is still
108at the 1.2%. State aid is increasing 2.5%. E2 Gowanda HS Library: According to the property tax report card, I did try and… I wanted to look up to see, but I didn't find where they get the 2.63, I'm not sure what… E2 Gowanda HS Library: time period they can use the 22.63 or 266% from. But you can see our revenues are not increasing at the price of our consumer price index, but our costs are over, above what the consumer price index is. E2 Gowanda HS Library: I kind of dubbed this as it's been a very strange year in the last few months. E2 Gowanda HS Library: I think we have a lot of, as I think yesterday kind of added to that, E2 Gowanda HS Library: I mean, we're gonna have costs, at least in
109this year's budget, that I certainly hadn't anticipated, which we will be able to recoup. E2 Gowanda HS Library: likely an insurance, but, I mean, there's a timing difference there. We may end up spending more money, some money in next year, I don't know. So it's just been a strange year, and it's been a strange… E2 Gowanda HS Library: for me and budgeting for next year, with unknown things going on this year, and then things changing as they're going, it's just all strange. Very wonky is what's going on. E2 Gowanda HS Library: you know, we still have the collective bargaining agreement that's open with the GTA, so, you know, as we kind of have projected bigger increases for this year as time's gone on. E2 Gowanda HS Library: we're not… we're not seeing that happening. We've
110got the non-teaching group that's up for next year. E2 Gowanda HS Library: Then there's tariffs, there's no tariffs, there's increasing fuel costs. Now, the electric supply rates, I actually got an estimate increase yesterday that was another 11%, above what I'd already received. E2 Gowanda HS Library: I did check the budget again and made sure, so even with those increases that they're projecting, we do have enough in the budget based on what they're projecting now for next year. Insurance, all of these… and all of those things that are going on in the outside world are really affecting what we are purchasing. E2 Gowanda HS Library: you know, everybody's insurance is going up, it's gonna go up again after hailstorms, I'm sure. So, I mean, there's just so many things that are kind of out there. So
111I just want to kind of remind… I remind myself of that as I look at the budget and make sure that I'm comfortable that we have enough budgeted for unknown circumstances, right? E2 Gowanda HS Library: And again, that's always why we have our, our reserves. So, E2 Gowanda HS Library: So I did have to increase the… E2 Gowanda HS Library: Increase for health insurance went up $570,000. E2 Gowanda HS Library: In part, I'm gonna go through kind of the details for that. E2 Gowanda HS Library: The additional… I did make changes in the transportation budget. I'll go through the details of what I changed for that. I did assume that we will use… we will buy, the request for equipment from the buildings and grounds for this year. We can use this year's money. E2
112Gowanda HS Library: And then, I did do a final review of all accounts again, and just made some minor tweaks to kind of make sure, again, that we have kind of accounted for some, unforeseen things, and… E2 Gowanda HS Library: So, on the health insurance, what kind of is driving the main, the main increases, so the rates are increasing between 11.5% to 13%, and we have 4 plans. So there's single. E2 Gowanda HS Library: There's two adults, there's an employee plus children, and then there's a family. So I only listed the two ends of the spectrum. So the single plan next year will be $11,472, E2 Gowanda HS Library: And the family plans are just under $36,000. E2 Gowanda HS Library: I remember when I first started here, a single plan was in the $8,000
113range, so… That's just the employer cost, right? That's the total cost of the plan, and then different, the different groups pay different percentages, toward the plans. E2 Gowanda HS Library: So, I do factor the amount we receive back from the employees, factoring the total cost of the health insurance. E2 Gowanda HS Library: But yeah, I mean, there's places that are downstate that are… and some of the plans are experiencing increases of 20%. E2 Gowanda HS Library: So while ours are certainly high, they're not as high as other places. I'm not sure what the private industries are, how they're feeling. We're part of a trust. E2 Gowanda HS Library: So we're part of a consortium. We did use part of… I'm not actually on the trust, I'm one of the board members, so we actually used
114some of the reserves that the Health Insurance Trust has to reduce the costs, and they're still this high. E2 Gowanda HS Library: So we're concerned long-term. I mean, we have to figure that out, long-term, whether we change the benefits as a group. You know, we do have Cadillac insurance. They've always said that, it's a Cadillac land insurance, so… E2 Gowanda HS Library: It is concerning, for sure. E2 Gowanda HS Library: Part of the driving of the cast, so we had 6 more plans this year than we did the prior year, so that added… that's $137 that's in that $570,000 increase. What's funny is that does… the last couple years have had less plans, and then this year we had ended up with more plans, so it's just people kind of changing and life circumstances. E2
115Gowanda HS Library: the federal grants, You know, the federal grants that we receive primarily pay for people. E2 Gowanda HS Library: So, as the salaries have increased, the grants aren't increasing at the same rate, or they're actually decreasing. So, like, Title I. Title I, we really haven't seen… received more every year, and yet people's salaries might be increasing 5% every year, so… E2 Gowanda HS Library: The health… so now that we're budgeting their salaries in the grants. E2 Gowanda HS Library: The general fund ends up picking up a more… a higher portion of their benefits, because we can't… the grant isn't funding them. E2 Gowanda HS Library: So that's Title VI, we've always paid for their health insurance, because the grant is so small, it doesn't even cover all of their salaries. E2 Gowanda HS
116Library: So we're kind of getting pinched on some of those things, so that's also included in the health insurance increases. E2 Gowanda HS Library: The transportation, I increased fuel costs 20%. E2 Gowanda HS Library: I'm not sure that's enough, but I do have… I do have the Native American Transportation Grant that does cover some of the costs, so I'm hoping that that's enough. E2 Gowanda HS Library: We did, so the thing that we've been working on, too, is the pilot for the electric buses. E2 Gowanda HS Library: So, we have not seen any movement in the legislature of them pushing things out, reducing the requirement. Everything seems to be going as planned right now. So, you know, we've kind of been talking about this pilot, so when we spoke to Wendell Engineers, and again, it
117was after that March 11th meeting. E2 Gowanda HS Library: We talked to them about… we've talked at the board level, too, about maybe, like, a fall, sometime October to December, possibly a vote to purchase two E2 Gowanda HS Library: zero-emission buses, and we've worked with Wendell to get… have the pilot program, which would have that two bus chargers. E2 Gowanda HS Library: And then they'd have to be installed in the bus garage, which we'd put on the far end of the bus garage. So, I've added those costs into the budget. E2 Gowanda HS Library: Net of… the chargers do get rebates, so the rebates are $35,000… net after everything is $35,000 each for the charger, and then for the cost of installation and design is also up there. The net cost is $160,000, so I
118added those in. E2 Gowanda HS Library: My thought is, as we move forward. E2 Gowanda HS Library: If something changes, we've at least got it budgeted, and then we can, you know, kind of go from there. E2 Gowanda HS Library: I think if we don't start moving forward with the pilot, we're going to have a harder time going to the state and saying, oh, well, we can't do this at all. I think we have to… you kind of have to show that you're working toward it, to ever seek any kind of… E2 Gowanda HS Library: ability to not move forward. So, we did add those in there, yep. So, we're adding 230… E2 Gowanda HS Library: put in $30,000 to the budget for the chargers, then… Though, yes, the one… 195. Yeah, 195. E2 Gowanda
119HS Library: The two of them, I think, yep. E2 Gowanda HS Library: And we'll get… We'll get transportation aid back on those the next year. E2 Gowanda HS Library: I'm not a good lecture. E2 Gowanda HS Library: Correct. E2 Gowanda HS Library: And the 90% is just because of the pilot? No, that's… so these things are aidable, it's transportation aid. E2 Gowanda HS Library: So transportation aid… generally speaking, you can always say your transportation aid and building aids are… E2 Gowanda HS Library: Between 90-95% between each of them, but they're different age, but… E2 Gowanda HS Library: They're in the higher end because of our, our, demographics. E2 Gowanda HS Library: Isn't there something with the pilot bill? E2 Gowanda HS Library: Is there… is it because our heat is so high that we don't…
120E2 Gowanda HS Library: Well, we get rebates on the chargers, so the chargers are that cost of $35,000 each after the rebate, but we'll still get 8 on the $35,000. And then the cost… E2 Gowanda HS Library: Then the cost on the, E2 Gowanda HS Library: The installation and design is… we'll get aid on that cost as well. E2 Gowanda HS Library: Yes. E2 Gowanda HS Library: Yes. Well, and we don't have the report in front of us right now, but… E2 Gowanda HS Library: If I remember correctly, the report that we got back from Wendell said that we didn't have the grid… we didn't have the infrastructure from the transmission lines, correct? Not for all of the buses. Right. Well, but I just… I just want to re-emphasize that. E2 Gowanda HS Library: Well,
121and yeah, I mean, and not all of our routes, the buses can't make all of the routes, either. There's definitely a lot that we can't do right now. E2 Gowanda HS Library: I think the pilot gets us in a better position going forward. Are you on it? Yes, basically. Yeah. I mean, to do nothing, we're kind of just getting ourselves behind the eight ball, so… And just to emphasize, after July 1st, 2027, these are the only types of buses we can buy, and that's the law. E2 Gowanda HS Library: So, we're prepping for that. It's not, like, an optional experience for the reward or us, collectively. Right. E2 Gowanda HS Library: Plus, something changes. That hasn't changed, that's still the date? Yeah. Yeah. E2 Gowanda HS Library: They're talking about pushing out some of the
122other initiatives on… E2 Gowanda HS Library: In the state, they just haven't… E2 Gowanda HS Library: electric buses. No, they haven't talked about it. You can get a waiver, to push things out, but again, you have to show that you've gone through specific steps, to be able to take advantage of those, so… I have one question about that, too. I remember in that E2 Gowanda HS Library: We're saying that we would have to modify some of the bus garage for fire? E2 Gowanda HS Library: We'll need a fire… ultimately, we'll need a fire suppression system. That's one of the most expensive pieces. We… for these two chargers, we're not adding that. We don't need that, okay. We don't need that, no. That is so alarming to me that you need a fire suppression system. E2
123Gowanda HS Library: Yes, we will need a fire suppression when we have all of those chargers. E2 Gowanda HS Library: There was talk at one point a couple of years ago before we went to, legislative breakfast. E2 Gowanda HS Library: That… Our, our fire departments Equipped or understanding how to fight an EV fire. Right, yeah. E2 Gowanda HS Library: What was the answer? E2 Gowanda HS Library: I was wondering if there was… I don't think there was one. The other big question was. E2 Gowanda HS Library: These buses are heavier. E2 Gowanda HS Library: Yep. E2 Gowanda HS Library: Nobody has answered yet. E2 Gowanda HS Library: Regarding the county and the towns. E2 Gowanda HS Library: On the weight limits on some of the roads, sure. E2 Gowanda HS Library: Culverts and little bridges.
124E2 Gowanda HS Library: Yeah, there had been another event at that time, I think, unfortunately. E2 Gowanda HS Library: that the legislators weren't allowed to, or weren't able to attend. They were all attending something. E2 Gowanda HS Library: Sign Corp. E2 Gowanda HS Library: suburban areas. E2 Gowanda HS Library: Yeah, I'm scared. E2 Gowanda HS Library: Yep. E2 Gowanda HS Library: So those are all… those are basically kind of the changes, the two big changes that I made, between March 11th and… E2 Gowanda HS Library: Now on the expenditure side. So then on the state aid side, I went to the February database, which is basically, on current law, what your aids would look like. So I did make an additional $66,000 in state aid. E2 Gowanda HS Library: I am gonna use… project that
125we'll use $200,000 from the Teacher's Retirement Reserve Fund. E2 Gowanda HS Library: I increased interest another $50,000. E2 Gowanda HS Library: Impact aid, another $100,000. I am comfortable with both of those based on where we have been and where I will be this year. And then I added 100… or $313,000, from unassigned fund balance. And again, those, as estimates, especially with the state aid. E2 Gowanda HS Library: The state aid comes out as a budget. E2 Gowanda HS Library: And then, what ultimately happens is, primarily, for any of our expense-based aids. E2 Gowanda HS Library: the aid's gonna change anyway, so if I end up spending more this year, I'm gonna get more aid than I projected next year. So the aid on the state aid… so then that ultimately is kind of how you
126will end up spending less in unassigned fund balance, because I'll get more in state aid, so, that's how that little kind of… E2 Gowanda HS Library: call it a gimmick, because it's a state aid gimmick, but… When do we run out of reserves or fund balance? E2 Gowanda HS Library: What, will we? E2 Gowanda HS Library: I mean, we're using more than what we… we say we're using them. E2 Gowanda HS Library: Yeah. Well, we're not… like, this year, and I'll show you… We're not really planning on… E2 Gowanda HS Library: Correct. So, as I show you kind of what, I have going on… Worst case. What's that? Yes. E2 Gowanda HS Library: Yes. I'm saying that that… but in reality, if you remember the old state comptroller's report, they always say that I'm budgeting
127to use fund balance, but never do. E2 Gowanda HS Library: And that's essentially because I'm… I keep spending less than we budget. E2 Gowanda HS Library: But we legally can't spend more. E2 Gowanda HS Library: So… E2 Gowanda HS Library: I'm projecting my expenditures high in case… especially with the special ed stuff that we've talked about, the additional students. E2 Gowanda HS Library: And I hope that we don't spend all of that. I mean, that's my goal, was to make sure we don't spend all… we can't go over it. E2 Gowanda HS Library: But I'm just cautious with things like yesterday. I mean, there's so many weird things going on. E2 Gowanda HS Library: That we want to make sure that we have enough budgeted, and then if we don't have to use fund balance,
128we'll have it for going forward to help pay for our OCES project. There's things that we're going to end up needing to spend it on. E2 Gowanda HS Library: Are you spamming for the boards, which I've been… We budget high, spend low. E2 Gowanda HS Library: That's the only way you're going to exist. Yes. Correct. E2 Gowanda HS Library: So, in total, here's what the summary of the revenue budget looks like. E2 Gowanda HS Library: That's just kind of where the changes are. Our building aid ratio did go down a little bit, which is that change, and I think there was something else. E2 Gowanda HS Library: The amount that I spent on… E2 Gowanda HS Library: It was the doors, maybe it may have been a little less. E2 Gowanda HS Library: So these
129are just kind of the total changes there. You can see, you know, our federal aid. E2 Gowanda HS Library: It's up to 1.4. E2 Gowanda HS Library: State aid is still… that's going up to 2%, 2.5%. E2 Gowanda HS Library: In total. E2 Gowanda HS Library: So these are just kind of the changes. There's the property taxes going up $65,000. E2 Gowanda HS Library: Here's kind of… this is our fund balance. So this is where we are with the fund balance. E2 Gowanda HS Library: To Mark's point, I mean, we have continued to grow fund balance every single year. I mean, these were the COVID years where we got the extra federal monies, so that helped us out significantly here. E2 Gowanda HS Library: The main reason for our dip down here is the resolution
130tonight was, as approved by the voters, we're moving the $9.5 million over to the Capital Projects Fund, so it comes out of the general fund. E2 Gowanda HS Library: But I am projecting that we'll have… we should have a… until yesterday, I was projecting a surplus for this year, ultimately. E2 Gowanda HS Library: because we haven't spent the salaries that we budgeted for, I think we have some other things. We're getting more revenue, we have more, impact data than we budgeted, so we should still have a surplus, to add to fund balance again this year. E2 Gowanda HS Library: Expenditures… E2 Gowanda HS Library: Here's just summary, kind of by, our state functional area, so general support, so that's all of our buildings and grounds, it's everything we're just… has to spend his money on,
131it's utilities. E2 Gowanda HS Library: We do have the building condition survey that's mandated by the state again this year, so kind of with all of the increasing costs in there, that's the… actually, what was funny is I looked at these, and they all increased, like, $400,000. I don't know how that all happened, but it did. E2 Gowanda HS Library: Instruction and additional special education services we talked about with the incoming kindergartners, E2 Gowanda HS Library: pupil transportation, we've got the increase in fuel, the contracted costs, and then the chargers for all the ZEV. E2 Gowanda HS Library: employee benefits, health insurance is going up $570,000, but, teachers' retirement system was going down, so the total employee benefits is going up in $409,000. And then our debt transfers, some of that building aid reduction is
132related to the decrease in the cost of the debt. E2 Gowanda HS Library: Just kind of another summary, gets a little more detailed. E2 Gowanda HS Library: But just kind of… this is our seat object section. E2 Gowanda HS Library: Instructional salaries, that was primarily, we talked about, kind of, staff turnover, an elimination of the multi-age. We had a higher, much higher salary retirees, than class staff that replaced them. E2 Gowanda HS Library: We've got our health insurance, again, employee benefits, it's the same category. E2 Gowanda HS Library: Everything else, and then you can see here's our BOCES and special ed tuition. E2 Gowanda HS Library: contracted transportation, I… I projected out what we have this year for the, buses that do all the contract routes. E2 Gowanda HS Library: And we should be… we'll
133have extra money this year. E2 Gowanda HS Library: And I projected out that if it increased 20%, we should still be okay next year. E2 Gowanda HS Library: So that's where I'm at with that one. E2 Gowanda HS Library: As long as we kind of stay with it, as long as we don't keep branching out to different schools, we don't need necessarily additional contracts, so… E2 Gowanda HS Library: Perfect. E2 Gowanda HS Library: Explain… Here's me. E2 Gowanda HS Library: What the impact of the multi-age, eliminating the multi-age does. E2 Gowanda HS Library: There was basically… two extra teachers in each classroom that was a vaulted gauge, so there was E2 Gowanda HS Library: 4… 4 classes. So we had 8 teachers, so when we had those 4 retirements at the elementary level, we were
134able to fill those with the multi-age staff. E2 Gowanda HS Library: And we did away with the mobile aging. E2 Gowanda HS Library: We did, however, we do have a lot of teachers who still follow a very similar model, and what made MultiAge successful is, you know, we have a lot of teachers, they have an open door between two walls, right, and they… E2 Gowanda HS Library: They still work together, where students who might be ready for that advanced grade level work, they can go up to the higher grade level. We have students that might need some extra support, so they might work with a teacher at the lower level. So we still have some teachers who are working together, to meet students' needs. E2 Gowanda HS Library: Parents have an option. E2 Gowanda HS
135Library: In terms of… E2 Gowanda HS Library: I mean, parents can always put in a request. We don't put in requests for specific names, but parents can put in a request for certain, you know, teaching styles or things that may be successful, but I think the elementary school does a really nice job of having the team, really look at kids and who's best fit where, to get kids in the appropriate placements. E2 Gowanda HS Library: So the logic would stand, though, that the multi-age was beneficial if you're still continuing the model. E2 Gowanda HS Library: So, are we… At a cost. But at a cost. So, and I guess… Is it worth that cost? E2 Gowanda HS Library: I guess… no. E2 Gowanda HS Library: Not in opposition of it, but… E2 Gowanda HS Library:
136Total cost. If the model works. Just so you know, the total cost was, like, $570,000 at this moment. No, to answer your question. E2 Gowanda HS Library: without getting all the nuance on it. So it was a great couple years, I think it really felt our needs, but we're transitioning, and with our learning community. E2 Gowanda HS Library: structure, you know, kind of still meeting the same, as Ashley suggests, still meeting the same… doing the same thing without… E2 Gowanda HS Library: Spent an additional $500,000. E2 Gowanda HS Library: That's what I was just gonna ask. So, the difference is… so the difference of the increases is about the same for the instructional and the non-instructional. E2 Gowanda HS Library: And there was other staff turnover, like, all the new hires we have this year,
137all special education teachers. E2 Gowanda HS Library: People that have left. E2 Gowanda HS Library: Significantly higher salaries. E2 Gowanda HS Library: I agree. E2 Gowanda HS Library: That's for that. It's coming in. E2 Gowanda HS Library: Yes. E2 Gowanda HS Library: So I guess, where does that quantify on, like, programming and or… Yeah, where's… where's programming? E2 Gowanda HS Library: Counted for in that. E2 Gowanda HS Library: What do you mean? Well, so, if you were able to serve the multi-age program, you were able to serve, special education E2 Gowanda HS Library: whatever else, then… Where is that reflected? Like, where are you reflecting what we want? E2 Gowanda HS Library: say that we just reshuffled and are using our resources more efficiently, but we haven't lost anything in terms of programming. Okay. E2
138Gowanda HS Library: If that's your asking. Yeah, I guess that's what I'm asking, but even still, like, you would see a net zero, right? Like, I guess that would be… there would be a way to quantify that. E2 Gowanda HS Library: Well… E2 Gowanda HS Library: we were talking about salaries, but then I think to convert them into student programming and have a measurement there, I'd be a little tricky. I don't know how to do that. But in terms of, like. E2 Gowanda HS Library: Thank you. E2 Gowanda HS Library: I don't think programming's changed, we still have the same offerings, we do the same things with students, they're still exchange from teacher to teacher, they're still instructing the same materials, I mean, nothing's changed. As a typical student, you're not getting less by less
139dollars. E2 Gowanda HS Library: Our class sizes are still small. It's not like we increased the class sizes. I mean, the multi-age were extremely small and had two teachers in them. So instead of doing that, they've shuffled it, changed it so that we're being more efficient and kind of more fair to the kids that aren't… we're in multi-age classrooms. E2 Gowanda HS Library: It really wasn't fair that the two teachers had the smallest classrooms, and then other teachers in the same grade level E2 Gowanda HS Library: had the other kids, and it really wasn't equitable. 13 kids and 2 teachers, and then next door, perhaps, you'd have 1 teacher with 20 kids. E2 Gowanda HS Library: It just wasn't equipable. I mean, it wasn't equitable, and I don't really know if it… it would work
140for what you're telling me. E2 Gowanda HS Library: It was really post-COVID, and it was trying to… specifically. E2 Gowanda HS Library: But to Ashley's point, the goal was to learn what worked and what strategies to then apply to the whole grade level instead of… E2 Gowanda HS Library: One classroom in each. E2 Gowanda HS Library: Two grade levels. E2 Gowanda HS Library: So, the non-instruction salaries, is that… E2 Gowanda HS Library: Like, a normal number that would be annually an increase? E2 Gowanda HS Library: Yep. E2 Gowanda HS Library: I guess I just would rather see the increase in salaries in the non… or in the instructional, not the non-instructional. That's the only reason why I'm asking. E2 Gowanda HS Library: But these are budget-to-budget, too? I, I, I get… I mean, I just
141still… E2 Gowanda HS Library: So, the… but I… I think what we talked… what I did talk… when we went through the detailed budget, I did show, kind of, some of the changes. So, this is budget to budget. E2 Gowanda HS Library: When we budgeted in 25-26, I was budgeting off of 24-25's staff. E2 Gowanda HS Library: But we also anticipated having a GTA contract that started January, or July 1st, 2025. E2 Gowanda HS Library: And we didn't. Right. So, there's some other things going on in there. E2 Gowanda HS Library: Of course, I mean, we're spending our money on instructional staff. Yeah, that's how, like, we just lost a lot of high-paid professionals. Well, that's why I asked the first question, because I thought that's why, that's why… E2 Gowanda HS Library: where the
142missing part is, I think that the increase to the instructional is probably about the same as the non-instructional, based on what you said. We're saving… Yeah, it's just really how it goes from budget to budget year. E2 Gowanda HS Library: And what was in the prior… who was in… who was really in there? Right. And what we're projecting for next year. E2 Gowanda HS Library: And, like, if you looked at the… I wasn't going to go through the whole detailed budget again, but if you do go through the whole detailed budget of instructional salaries, you'll see, like, some are increasing, and some are… the main change was K-3. E2 Gowanda HS Library: That's where the big decrease came. And then all the other increases… E2 Gowanda HS Library: are in other areas. In special ed,
143I think some low salaries are less, because we did have the new hires. E2 Gowanda HS Library: This is just a little pie chart, just to kind of show, you know, here's our 65% that we have for all the salaries and the benefits, and then just kind of everything else, in there. E2 Gowanda HS Library: Property tax report card is my last thing. It's required by law, so after approval tonight, we'll be submitting it. There's 3 sections in the report. I wasn't gonna show you. But this is really where we show, you know, what the percentage is. We show what our levy is, what we could have levied. E2 Gowanda HS Library: this is the question, I think we do talk about this sometimes, so really, we could have, E2 Gowanda HS Library: raise another
144$150,000, essentially, if we wanted to go to our tax cap. But that's not what we're doing. But it's just, people do sometimes focus on that, because it is that lost revenue, because you didn't raise it this year, you can't then raise above that the next year. E2 Gowanda HS Library: So that's the first section… oops, my mouse. E2 Gowanda HS Library: First section of the tax report card. E2 Gowanda HS Library: Second part is we show here, so this is where we're showing, E2 Gowanda HS Library: This was last year, this is what we're estimating at the end of this year, so this is where you see, like, the capital project reserves going down. E2 Gowanda HS Library: Appropriate fund balance. E2 Gowanda HS Library: assigned is our open POs, and this is where you
145can see some of my adjusted unrestricted fund balance, and again, this is an estimate, as of now, so I would be projecting a small increase in that amount for next year. E2 Gowanda HS Library: This is… I preferably, as we've talked about, when we talk about the OSC recommendation. E2 Gowanda HS Library: Requirement of 4%. I prefer to see, really, the 2 months of operating expenditure, so that gets you… this gets us closer to that. E2 Gowanda HS Library: And given all of the unknowns, we… my recommendation would be keep our unassigned fund balance a little higher, because there's just so many unknowns right now. E2 Gowanda HS Library: The third section gives every single reserve that we have. E2 Gowanda HS Library: It's too tiny to show up here. It is in the attachment,
146both here and for approval tonight. It gives every single reserve that we have, what the purpose is, what the balance was June, or… E2 Gowanda HS Library: March 31st, and what we're projecting for the end of this June, and then any intended uses, so… E2 Gowanda HS Library: That's it. These are our next things. I know we have the budget poll as a question. E2 Gowanda HS Library: We'll have the budget hearing here, then mail… we'll mail the newsletter budget notice the day after, and then we'll vote! E2 Gowanda HS Library: That's it. Any more questions? E2 Gowanda HS Library: Can you go back to, page 7? E2 Gowanda HS Library: Or, I guess page 17, but slidey stuff. E2 Gowanda HS Library: Sorry, too much. E2 Gowanda HS Library: Sorry. E2 Gowanda HS Library:
147It's not for the tax levy, what we could have levied. So to Mark's point, though, looking at that number, like, it's essentially a third… E2 Gowanda HS Library: Of what we would have needed for the multi-age. E2 Gowanda HS Library: Right? E2 Gowanda HS Library: And you said the multi-age? Yep. E2 Gowanda HS Library: Essentially cost about $500,000, so we would have needed to levy the whole amount. E2 Gowanda HS Library: keep a third of that program. Yeah, you could look at it that way, yeah. E2 Gowanda HS Library: That's all I just use. E2 Gowanda HS Library: Can't help us. E2 Gowanda HS Library: What's next gap year? E2 Gowanda HS Library: Welcome to our facilities and feeds. E2 Gowanda HS Library: 1.02 use of facilities apiece. E2 Gowanda HS Library: Yes, we… Well,
148within the… Policy Committee, right? We talked about… E2 Gowanda HS Library: increasing the facility use fees. Talk about it as a board level before. So we're recommending these changes. E2 Gowanda HS Library: We have so much use of our… E2 Gowanda HS Library: it feels, the way it flares, you know, I'm unexpected. E2 Gowanda HS Library: unauthorized use, too, as we talked about. So, predominantly, I think we want to… I want to keep things very usable, prospect for our local community youth groups, but for those organizations that are outside of our district, that want to use our field, probably, E2 Gowanda HS Library: increase the price a little bit. So, it's… this is regulation that's attached to your policy, and normally, regulation doesn't necessarily need board approval, it's an administrative… E2 Gowanda HS Library: But,
149since you are with members of the community, and it impacts the community, you know, I'd like to get your opinions and sort of thing. So we had some lively debate in the group, and I'll turn it over to the board members that were on that committee to talk. E2 Gowanda HS Library: See if you like the reschedule, or… E2 Gowanda HS Library: Oh, baby. E2 Gowanda HS Library: I think our stance was that we wanted to present it to the board, and just that, what Dr. Anderson said. So we wanted to get the rest of the board's opinion on it. E2 Gowanda HS Library: This does protect the local… E2 Gowanda HS Library: Organizations as best as possible. E2 Gowanda HS Library: I think when we projected it out, it actually E2 Gowanda HS Library:
150And maybe if I'm speaking out of turn, correct me if I'm wrong, but it actually projected out, it actually was cheaper for, say, the Little League next year, for next season. E2 Gowanda HS Library: than previous years. E2 Gowanda HS Library: Sorry, I mean, I didn't mean to… No, you're doing great. I'm sorry to interrupt you. But if that first yellow thing… community groups, you know, rental fees can be waived, we're not charging admission if they meet the criteria below, right? So, I mean, it's still… it's… E2 Gowanda HS Library: I don't think it's possible anymore. Yeah, our local groups flexibility, because you won't want to… E2 Gowanda HS Library: You know, charge them too much, and they don't be able to use their facility, so… E2 Gowanda HS Library: So, are we referring to,
151like, Little League football and things like that? You're cheaper than last year, what do you mean by that? E2 Gowanda HS Library: That's… that's… I didn't say that. Well, I said it. Maybe I mistakenly… I don't know what… without a comparison, I don't know. Sorry. E2 Gowanda HS Library: I was gonna say, I think that was something that came up in conversation while we were projecting it out, is how much they were actually gonna have to spend. E2 Gowanda HS Library: Yes, Candy, I don't have that with me. I'm okay with anything, like, outside of the district being charged. I think that's totally appropriate. E2 Gowanda HS Library: But I do have some concerns about charging, like, community groups and community members. I think the fees are totally reasonable, I really do. E2 Gowanda HS
152Library: I am just a little bit worried about how it will be perceived. But I did… We just had the conversation, what was it, last meeting, about the feeder groups, and how they're all… they're all coming up, and I… I just wonder how that's gonna ex… that expense that… E2 Gowanda HS Library: We're already… our community is very, for the most part, low income, and that just would be added to the fees that are going to be asked E2 Gowanda HS Library: for the children to join these groups. And I would almost rather, like, pay for a camera system to monitor these E2 Gowanda HS Library: Fields that, in the event there is problems, we would be able to address them accordingly. E2 Gowanda HS Library: I don't know that there's issues, and I hope
153there aren't. I think probably there has been some stuff, but, E2 Gowanda HS Library: Maybe even, like, I don't know, do we have signs? E2 Gowanda HS Library: at the turf fields with, like, rules and regulations? Yes, we do. Okay. Yeah. And Candy, we do have some cameras. I know we're… that Matt's looking at putting up more. I think the main thing for Candy is just the number of teams and usage. E2 Gowanda HS Library: that everybody wants to use the turf fields, right? So now people don't want to use the grass fields, everybody wants to use the turf fields. So I think she's trying to just… E2 Gowanda HS Library: have some kind of skin in the game. But was this, like, a tactic to def… E2 Gowanda HS Library: turb people from using
154the facilities? It's kind of both making them accountable, but there are additional costs for the turf to maintain it, so… E2 Gowanda HS Library: And it needs to be treated properly, so after every time they use it, they're supposed to be raking it, especially, like, I know the mounds, the base, the pitching mounds, and around the home plate, E2 Gowanda HS Library: I think it's just kind of gotten out of hand. I don't think that the… I'm not… I don't want to say for certain, but I don't believe that all of those teams used the fields that were here before they became turf. Gotcha. So, it's just kind of… E2 Gowanda HS Library: ballooned, like, for the other, schools, you know, they want to practice on our fields, and it's like, we don't need them.
155I mean, it's just… it's just kind of gotten out of hand. I think she had… I had the numbers for each team. E2 Gowanda HS Library: I think each team would, I want to say, pay between E2 Gowanda HS Library: 5 to 6 games. Right. And I, I do re… I appreciated that, but… and then I… that also brought up kind of the point, too, where I think… E2 Gowanda HS Library: And again, very reasonable. E2 Gowanda HS Library: But I just didn't know that the couple hundred dollars you get out of them would do any maintenance at the field anyways. E2 Gowanda HS Library: Do you know what I mean? E2 Gowanda HS Library: So it's, like, one of those things, going back to, like, is it worth the fight? But that's just one
156point I was… I think we're talking… talking about community group. E2 Gowanda HS Library: when I think about youth football. I mean, there's the youngsters that we want to play football, and maybe are our feeder programs. I mean, maybe they don't have a cost, but the other community group, like the adult softball team. E2 Gowanda HS Library: wants to use our field, maybe that's something different. And how do we define the differences? How do you define those differences? I am okay with… it's just, how can we make it a little bit clearer in the… Yes, you do, or is a community group the local softball, girls' softball team from North College? I don't know. E2 Gowanda HS Library: Right, you know? E2 Gowanda HS Library: And I think that's the problem that she's also had,
157is people have tried to claim their community group, and they're not necessarily mostly our kids. Yeah, no, I can imagine that's a headache, and I would want to wait to decide that. Absolutely. We can't just have… We have, like, a team that's not really housed here, but has maybe a few people who live here, and all of a sudden they're a community group. E2 Gowanda HS Library: So I don't know how… and then they're using the field for no or very reasonable cost. Yeah. And the wear and tear, I think when you budget stuff. E2 Gowanda HS Library: I mean, there's normal wear and tear that people are expected, but when you have all these people come and use it, that just adds additional cost. I think maybe… that's just my thinking, and I'll go
158back to differentiate local youth groups, like Kowan Youth Wrestling, Kiwanda Youth Football, versus… E2 Gowanda HS Library: I don't, I don't know, Mr. Hampton. But to the… E2 Gowanda HS Library: to the letter of what we have written, right? That discretion is given then to Candy, isn't it, to decide that? E2 Gowanda HS Library: Yeah, but I think it should be more clearly stated, though. Right, yeah, I think… I think we need… I think we'd be happy with clearly stated. Yes. Because we try… we have to decipher on who we're billing and how much we're billing them. I mean, it's… E2 Gowanda HS Library: Right. We want to be fair. But we want to be fair and consistent. We don't want to be sitting there going, who's on this team? I mean, it's just… Yeah.
159Candy made this decision… No, and I don't want Candy in different ways. She shouldn't be in that position. I should be clearly stating. E2 Gowanda HS Library: how it works. E2 Gowanda HS Library: There is the word may in there. E2 Gowanda HS Library: who, decides. E2 Gowanda HS Library: whether or not they get it or not. Right. I think the policy goes back to the superintendent, about the superintendent, but I can… Bob? Yeah, say no. E2 Gowanda HS Library: It's a hard no. Well, I think we could possibly… I think the board is for the CCAA teams that are outside here. I think that's a pretty reasonable fee, and what they're outside groups. Then maybe you could take this back to the committee. E2 Gowanda HS Library: and talk, tease out what is a
160community group, then we can look for different definitions, and maybe think about… Or, yeah, maybe youth groups as part of it, you know, youth groups and community groups, to me, are different things. Right. You know what I mean? Personally, I would think that they're two different things. Well, I would much rather, like, a youth group benefit than… I mean, if there's an adult group getting together. E2 Gowanda HS Library: they should anticipate having to pay for… That's what I mean. That's what I would say. That's a community group. That's a community group, yeah, I kind of get… but I'm thinking that my concern was, it seemed like it was bulking in the youth groups with that. That's what my concern is. Yeah, we're just gonna tease it out. See, I don't want to make… E2
161Gowanda HS Library: participation. And again, reasonable fees. I'm not saying it's outrageous. Right, right. I'm just… the youth, any… E2 Gowanda HS Library: Gawanda-sanctioned youth, like, youth baseball league baseball, is okay. You know, but when we extend this to travel. E2 Gowanda HS Library: Oh, that's different. Parents pay big bucks for those teams, just saying. And they pay fees to… Yes. So that, to me, that distinction alone is… Right. That's just… means something to me. The non-profits that don't have big bank accounts, like, go on to Little League Baseball. E2 Gowanda HS Library: Whatever. But then when, like we say, the travel… well, we have 3 players from Guan… well, yeah, but you're also paying $1,000 a season to play, so that, you know… It shows we do bills, but she has to go through
162an argument with them every time. Yeah, well, I… I don't have any problem. They should absolutely pay. Yeah, that's a whole different animal. There shouldn't be an argument, it should be a set rate. Right. No discussion, this is it. If you wanted to use… E2 Gowanda HS Library: any other facility or general practices, you'd be paying. Do you want to send it back to the policy team to have them? E2 Gowanda HS Library: Send it back to Lisa. E2 Gowanda HS Library: Could actually help. E2 Gowanda HS Library: We've already hashed this, like, 4 times. If we figured this out right now, that would be great, just saying. No, but it is the responsibility of the committee to come to the board with something that's hashed out, and this isn't hashed. E2 Gowanda HS Library:
163Well, I mean, what if we just say… so you're fine with the CAA? CCAA? I'm with… I'm with Sue on this one, I just want to get this. Yes, we've been talking about this fall. Well, and I want… I'd like to make sure… I'd like to make sure, come spring, I mean, the season's gonna start, so the CCA teams, if we're gonna charge them, I'd like that to be approved. I'm okay with… E2 Gowanda HS Library: All of it. And we can do the community, if we change… if we make sure that it says… E2 Gowanda HS Library: So if you're… I don't know, are they, like, an official youth team? Like, so the league is baseball, softball, Gawanda, baseball, softball… Gawanda Youth League. I mean, Gawanda Little League versus travel teams. E2 Gowanda HS
164Library: Yeah, that's a pretty easy. Distinction and clarification, and maybe some examples. Maybe things are chartered in this district, like Guana, and that's clearly a useful, at least it was. I don't know, but… I think I'd ask Ross the official name, and it was… E2 Gowanda HS Library: Because I think it's the same name for when we donated the scoreboard. That's the official name, it's Gowanda Youth Baseball slash softball, I think. So that you want no fees? E2 Gowanda HS Library: Or you want? E2 Gowanda HS Library: Well, foreign policy, you can put some exceptions. I mean, the older policy had that before, I think, not refreshed doing that. But I also think maybe there… if there's not already, I have no idea. E2 Gowanda HS Library: Even, like, a… E2 Gowanda HS Library: waiver
165that they have to sign with some agreements. Like, if, you know, obviously, if they leave the field in E2 Gowanda HS Library: horrible condition, and they have to be responsible to, you know… Or they just don't get it again. I was gonna say, I was thinking that it was all there before. But, yeah, there's on the form itself that they submit to use the field. E2 Gowanda HS Library: Yeah, that's reasonable. E2 Gowanda HS Library: I mean, because they do… they would have to pay it anyway if there's… E2 Gowanda HS Library: The lights they'd have to pay for, and then if there's additional costs. E2 Gowanda HS Library: We can't put that… the teams can't… E2 Gowanda HS Library: cost us more… the cut costs more money. So that's in place anyway. For sure,
166there is, yes. E2 Gowanda HS Library: It would be verb… worded in such a way that it's Gawanda district, correct? Not just Gowango. E2 Gowanda HS Library: Forbidden. E2 Gowanda HS Library: So if an organization in Perrysburg, or Persia, or Collins starts up and wants to use… Yeah, I mean, but also it has to be youth. I would say adult students have to pick. E2 Gowanda HS Library: Perrysburg, whatever, I just… Looking out for the non-village people. You're talking to the mayor? E2 Gowanda HS Library: This was not looking at you intentionally. E2 Gowanda HS Library: tonight, we're okay with the CCAA, those outside. E2 Gowanda HS Library: talk about, maybe. E2 Gowanda HS Library: Yeah, we'll try… we'll try and put this… back together. E2 Gowanda HS Library: In the way I think you
167want it to look. Yep, fair enough. That's what I was just gonna… So is it going to the policy committee again, or are we just gonna approve it? E2 Gowanda HS Library: We wanted to go back to policy. As long as there's a distinction. I don't know. It's also going to be utilized, like, now. So I think run as is that now, and then fix it for next year. E2 Gowanda HS Library: That would be my proposal. E2 Gowanda HS Library: The only thing we can… maybe if we just said community group. E2 Gowanda HS Library: that's not go on the little… If you move forward with it as is, right, like, it gives Dr. Anderson and Candy the opportunity to turn down order, waive the fees to anyone locally. E2 Gowanda HS Library: And
168then we can refine it for next year's season, correct? To everyone's heart's content. I suppose if you did approve it as it was, you're correct, so… E2 Gowanda HS Library: Because it says, unless specifically identified community groups may have the round fees waived. So then we have that down there. So we know who the community groups are that we want to waive the fees. Go on to Little League Softball. E2 Gowanda HS Library: Anything that has a travel team attached to it… No, we're not. …should pay. You have to pay, yeah. That's noted. Yeah, it's unnoted and understood. E2 Gowanda HS Library: Luke, can I ask a quick question about, though, the buses, where it says 325 mile for buses? What's that for? Who do we do buses for, other than our teams, and… Oh,
169E2 Gowanda HS Library: Anybody can recreation, right? Yeah, anybody… I was just gonna say recreation and field trips. Recreation, there's a recreation that uses it in the summer. We use that rate when, for our, like, calculation… well, our calculation on the field trips. E2 Gowanda HS Library: Per mile includes that. E2 Gowanda HS Library: So… But not our field trips. Yeah, we just do that as an estimate of what it actually costs, but we don't charge them per se. But, like, the travel team is charged paying for that, or that just went to Greece? Oh, okay, well, that makes sense. Yes, that makes sense. I guess I was just thinking of all of our teams, or our teams, or any field trips that our teams do. No, educational field trips. E2 Gowanda HS Library: The
170district pays the cost. If it's a club that is doing something extracurricular, like using our buses to go to the airport, they pay that. E2 Gowanda HS Library: not to delay this any further, and then muddy this any further, but do we want to up that, being that… We do a calculation annually. Okay. E2 Gowanda HS Library: It's based on a 3-year average of what the true costs were of everything, so we use a 3-year rolling average to make sure that we don't… one year it's not $7, and the next year it's $1.50, like, we try to smooth it out. I was gonna say, our 3-week average is probably above that. Yeah, yes, it is. Yes, it is. E2 Gowanda HS Library: Might as well take… I should probably take the time to score for
171next year. We'll see. E2 Gowanda HS Library: I don't think that we have a key anymore. E2 Gowanda HS Library: I don't know that we have the key. Any other discussion, or… So I thought I always remembered, like, the rental fees for the weekends being more expensive. They're not? E2 Gowanda HS Library: I thought I remember hearing that a while ago. The only reason they would be… Yeah, because a custodian has to be here, that's right? Yes, so if the custodian was here anyway, so a custodian's here till noon, so if you wanted to… if you were doing something that's outside of the hours that he's already working. E2 Gowanda HS Library: then you have to pay that cost. For, like, wrestling tournaments, that's something we've paid the… Okay. Yes. If you're paying something that's
172for somebody to be here that… E2 Gowanda HS Library: specifically for you, then the cost would be higher. And that's why. That's what I thought, I just… yeah, I guess I did not see that here, and that's what I was asking, unless it was noted in the… It's somewhere where it talks about, plus the actual cost, I think. E2 Gowanda HS Library: Well, they're all subject to additional charges if the district incurs additional costs directly related to rental over to that first bolded sentence. Goes back to, like, the light situation. Yeah. E2 Gowanda HS Library: So, are we approving it as is? Do you want me to leave the motion on the agenda for tonight? Yes. E2 Gowanda HS Library: roll into mid-year blueprint for a successful club. E2 Gowanda HS Library: No, no, no,
173you're perfect. E2 Gowanda HS Library: At 9.03, we have Blueprint for success, but Nicole's been waiting very patiently over there with her food. Go to 9.04, just go out of order a little bit, that's… E2 Gowanda HS Library: This one will be really happy when I'm talking about food. Yeah, that's probably working. It's good. So it's probably ice cold now. It's over there. It's Chicken Cordon blue blend. Chicken cordon blue is fantastic. Spanakopita, and breaded ravioli. E2 Gowanda HS Library: Yes, it is. That is exactly what it is. So, my name is Nicole Genovese. I've been here E2 Gowanda HS Library: I was trying to figure it out, and Ashley said she's been here 5 years earlier, which means I've been here a little bit longer than her, so 5 and a half years will
174go away. E2 Gowanda HS Library: I run food service, obviously. We can… you can… are you… who's in charge of this? Like, who can… I don't know. We'll see if I'm in charge here or not. E2 Gowanda HS Library: Anthony was still awake over there. E2 Gowanda HS Library: Wash your money. E2 Gowanda HS Library: Bless you! We're gonna skip now. E2 Gowanda HS Library: Our goal in food service is to create a safe environment where all the children can enjoy a nutritious meal. E2 Gowanda HS Library: The most important thing for us is to make sure the kids are eating. E2 Gowanda HS Library: They don't all like the same thing. There's always going to be somebody that doesn't like what we're serving. We try to give them a lot of options, that's why
175we are an offer versus serve program. Instead of saying, you have to have this, we say we have this, this, this, and this, what would you like? E2 Gowanda HS Library: Standard We know that a lot of our kids E2 Gowanda HS Library: Actually, it concerns me right now, because we had the two days off, and we're going into a holiday. E2 Gowanda HS Library: There may be some kids that have E2 Gowanda HS Library: Some issues with not eating over the next few weeks. E2 Gowanda HS Library: Hopefully not, but… Okay, so what we're doing well are, E2 Gowanda HS Library: Biggest thing is that we are constantly evolving our menu. When the kids tell us they love something, or they say, hey, I had an acai bowl, have you ever heard of it?
176E2 Gowanda HS Library: We go and get the stuff and have us able, and we try to do anything that will make them E2 Gowanda HS Library: Eat nutritiously, be full, and stay in compliance with the regulations. E2 Gowanda HS Library: This year has been a challenge. We've had a lot of staff out for surgeries, including myself. E2 Gowanda HS Library: But we… Rolled with the punches, and we made it happen. E2 Gowanda HS Library: Points of pride. Our elementary school now eats breakfast in the cafeteria. It may not seem like a big deal. It is a huge deal because E2 Gowanda HS Library: They were eating cold breakfast on breakfast carts throughout the school as they came in. Now they come in, they can have a breakfast burrito, you know, where they're making it
177right there, or pancakes. E2 Gowanda HS Library: hot food, you go in the cafeteria and eat it. That's huge to me. The elementary, or not the elementary, so the middle school and high school now come through the cafeteria. They don't eat in the cafeteria, but they come through so we can then serve the hot food. E2 Gowanda HS Library: It's a little more challenging because they have… it still has to be grab-and-go, but, they can take it and go to their classrooms. We're, E2 Gowanda HS Library: trying to do as much scratch cooking as we possibly can. I hate scratch stuff, I hate that when I first started here, we had E2 Gowanda HS Library: Pre-packaged grilled cheese. E2 Gowanda HS Library: We can't make our own grilled cheese. We're in the wrong business. We
178have to be able to make a grilled cheese. E2 Gowanda HS Library: Our staff has done an amazing job with not just the Honor Society, which is what you're eating, those hors d'oeuvres came from the Honor Society. E2 Gowanda HS Library: induction. E2 Gowanda HS Library: cocktail party without cocktails. We've done the, E2 Gowanda HS Library: I have more on my list here. We've done… E2 Gowanda HS Library: homecoming this year, we've done the Top 10 Breakfast, and I have to say, this is huge for me. My kids don't go to this district. E2 Gowanda HS Library: And my daughter graduated in the top 10 of her class. They didn't do anything for her. They… E2 Gowanda HS Library: just, you know, gave them a pin and moved on with their lives, and they weren't
179recognized in any way, which I think is a shame, because, you know, they're recognizing their sports teams, but they're not recognizing the kids that are in the top 10. E2 Gowanda HS Library: Here, we do, Top 10 Breakfast. E2 Gowanda HS Library: And we do pastries, and a build-your-own-yogurt parfait, and it may not seem like that big of a deal, but it's a big deal, because we're recognizing them. E2 Gowanda HS Library: Coming up, we have, the elementary school has breakfast and brag for the kindergarteners. They have the moving up day for the fourth graders. E2 Gowanda HS Library: We have the 8th grade dinner coming up. If you've never seen the 8th grade dinner, it's a big deal. E2 Gowanda HS Library: And the two things that I have pictures of… E2 Gowanda HS
180Library: Every year, they're both Adam Butt's things, but, every year he takes his 7th and 8th grade course to Shay's to see a musical. E2 Gowanda HS Library: They dress up, they have a fancy dinner, and this year they went to Wicked. E2 Gowanda HS Library: So we, we try to theme, we try to theme the, the dinner around, around the Wicked stuff. So, some of the things they had on the dessert station, they had the Dubai chocolate strawberry, chocolate-covered strawberries. E2 Gowanda HS Library: Alphabod and Glenda, those are from my front yard and Ann's front yard. E2 Gowanda HS Library: We were just talking about Suicicle the Musical. E2 Gowanda HS Library: And this is their after-party, the cast party. There were… I wish it would have zoomed in better, but there's, E2 Gowanda
181HS Library: Redfish, bluefish, cutout cookies, there's Cat in the Hat cookies. Because it was the 50th anniversary, some of the cookies said 50, some of the Rice Krispie Treats said 50. Most of this stuff gets donated, E2 Gowanda HS Library: The parents kick in some money or bring in some cupcakes, and we just make it pretty. E2 Gowanda HS Library: We're a little different than any other department, which is pretty obvious we're not an educational department. So, our blueprint is to ensure everyone is welcome and safe with the fuel they need to succeed in their daily activities. E2 Gowanda HS Library: And our hopes and dreams are that we can help everyone succeed without worrying where their next meal's coming from, or if they will have the energy to make it through the day. That's
182it! E2 Gowanda HS Library: The little, the little, sandwich we got, because, E2 Gowanda HS Library: They were supposed to be for one of the lunches today. Those cordon blue things, like, in a… There's some containers. In a nugget container, like, I would be buying them. There are containers down there. Take everything you want. E2 Gowanda HS Library: Home with you? And, I'm just gonna… That's why I didn't put stir down so it's not on fire. I don't want to leave this room. Fire. We can't be trusted with that. There's some containers on there, eat it up. E2 Gowanda HS Library: Thank you for holding. Very nice job, thank you. I'm sorry, Ann. E2 Gowanda HS Library: Student involvement, as far as… and maybe you mentioned it, I apologize, I had to step up. Do
183you have student involvement in the process of this, any of this stuff, and is this accessible to… E2 Gowanda HS Library: staff and faculty. Which part do you talk about? Well, so I… is our students involved with any of the prep, or any of the presentation, any of the… So… E2 Gowanda HS Library: We do have… there's committees like the 8th graders. They… the class officers, I'll sit down with them, we'll talk about, what do you want for dinner? What are you thinking? And then we'll do a tasting, and they choose what they want, and then we go from there. Same with pretty much all of them. We… I sit down with the kids, and we pick. E2 Gowanda HS Library: So, from the perspective of them prepping it, that's probably not… E2 Gowanda HS
184Library: No, that's not. However, we do have, students that volunteer in the cafeteria that, like, oh, hey, can I wipe down tables today? And they help do stuff like that. They help decorate, they help with the bulletin board. E2 Gowanda HS Library: We had balloons up one time and ride it. E2 Gowanda HS Library: the entire room blowing up balloons. But, yeah, they help as much as they're allowed to help. E2 Gowanda HS Library: And then, can the staff and faculty have access to that? Is that something that's even possible? E2 Gowanda HS Library: to the cafeteria, food cart, to the meals that are… Yeah, absolutely. Most of us do. Yeah. Okay. Sorry. Yeah, they do. They are. I've actually had, E2 Gowanda HS Library: people buy them to take home. Like, we do charcuterie
185boards. We have a Chinese chicken. We do charcuterie boards in the high school, because most of them aren't eating. You know, they want the cheese and crackers and a little bit of fruit, and so they'll take that stuff, and, but we've had… E2 Gowanda HS Library: some staff members that were like, hey, I have a date tonight, can I buy some charcuterie? Absolutely, you can. But I've actually had parents call in and ask to order some of the Chinese chicken, because their kids loved it so much, and I was like, yeah, we can't… we're not… we can't do that. I cannot, that kind of restaurant that I can… E2 Gowanda HS Library: Had me looking online for your buffalo chicken pizza? E2 Gowanda HS Library: Or something? There was a buffalo chicken pizza. I had
186to look online, and if I had to buy… it was gonna be, like, $250 for a case or something, I'm like, yeah, we're not doing that. But I'm glad you like it! So, that's awesome. We should start doing that for fundraisers. If people like a Chinese chicken, you should do it for fundraisers on the glasses. So, if I can get it, that's not, through commodities. So, right now, it's… we do a fee-for-service, I have E2 Gowanda HS Library: the chicken and certain components of it are donated through the government, and so we get it at a lower cost, which means I can't use that for anything but the kids. If I can get that through my distributors. E2 Gowanda HS Library: Without having the discount. E2 Gowanda HS Library: bet. E2 Gowanda HS Library: Interesting,
187because I know that they're always looking for different ways to fundraise, and if that's something, if that's something that they really like. And the gingerbread muffle. I taste test. If you ever need, actually, to do anything. E2 Gowanda HS Library: This is the only district I've ever worked in that prepares their food, like, from the start, so it's huge. I would never… first of all, I'm never gonna be on the news for not feeding a kid, or for saying, like, they have to have a cheese sandwich because they didn't have money in their account. E2 Gowanda HS Library: We're never gonna be on the news for that, I promise. But I also will not serve it if I can feed it to my kids, so… It's a good rule. My kids are picky. Thank you.
188E2 Gowanda HS Library: I thought it would be a great segue to the blueprint. Yes. E2 Gowanda HS Library: I didn't know if you had anything before I started. Well, no. You looked like you were ready to say something. I went, good job. We present our, kind of, mid-year blueprint for Success update. E2 Gowanda HS Library: In a qualitative manner, it's nice for some of the mid-year benchmark data we're not actually measuring in the plan, and it's not necessarily available right now because of the timeline. E2 Gowanda HS Library: And then, just so you know, I think I've been… That one. And then, April 23rd, we're gonna have a workshop, it's on your… E2 Gowanda HS Library: in your memo, kind of rethink next year's Blueprint Success with the leadership team. We're getting after 27-28,
189but want to… we've got Portrait for Graduate, got some things coming up, want to make sure that we're… E2 Gowanda HS Library: Anyway, enough for me, turn it over to our, guest honors. Oh, well, thank you. I will just say, when we got together this year to work on the blueprint, we had two new building principals and a new assistant, who were maybe a week on the job. E2 Gowanda HS Library: And the enthusiasm from strategic planning was high. And so I know that as they wrap up year one, it's gonna be even higher, and so it's… we have a really great team, that gets together to work on this, and so I'm really excited to go into the Blueprint planning for 26-27. E2 Gowanda HS Library: So just as some reminders… E2 Gowanda HS
190Library: Everything is centered around our district's mission and vision, so the purpose here in Gawanda is to prepare our students to be successful and embrace a changing world. Our motto, high expectations for every Panther, every day. E2 Gowanda HS Library: And then our vision, high-quality, personalized education that focuses on developing communication, collaboration, creativity, and critical thinking skills through unique academic opportunities. E2 Gowanda HS Library: Our core values are identified here, and these were created and tweaked over, you know, a couple of years of working through the blueprint planning phases, so that our committee has continued to refine those as we've E2 Gowanda HS Library: worked on this plan. I'm not going to read everything that's on here for you. This… you have seen this document before. I presented it earlier this school year, but I
191did want to just kind of go through a reminder of each of our priority area goals. E2 Gowanda HS Library: And just talk about where we are with some of the action steps. So our first goal is around student growth and achievement, so ensuring all students learn at high levels with multiple opportunities to demonstrate growth. E2 Gowanda HS Library: We have a goal around social-emotional learning, so offering a comprehensive plan that provides appropriate social-emotional development and support. E2 Gowanda HS Library: We have a goal around parent and family engagement, increasing our engagement with multiple forms of communication, building relationships with those adults for each student. We want our families to feel welcome in our school environment, and then a supportive culture and climate. E2 Gowanda HS Library: So we have, an extended involvement with our
192staff and community members in decisions and activities to make sure we have that safe and welcoming environment. E2 Gowanda HS Library: So, as we look first at our first priority area around student growth and achievement, the first focus area is around high-quality curriculum and instruction. So, in each of our focus areas, there's approximately 3 to 4 action steps or strategies. E2 Gowanda HS Library: So, a big focus for us in this area this year has been around literacy. We really focused heavily on literacy last year, specifically at the primary level, to kind of combat the science of reading, that had come out, and so this year we've definitely focused a lot more, 3 through 12, so we have a partnership with Theory 2 BOCES, so they've been coming in through the science of reading team.
193We also have two, teachers at the elementary level, Ms. E2 Gowanda HS Library: Saya, who are our representatives in the region for the Science of Reading Symposium through Erie 2. E2 Gowanda HS Library: And so, we've done a lot of work with literacy, not just in core reading and ELA classes, but literacy across all disciplines. E2 Gowanda HS Library: We're doing a lot of work… we continue to do a lot of work around RTI, so Response to Intervention, where we're asking ourselves how we're supporting kids who are struggling to meet grade level standards, and how we're continuing to push and enrich those kids who are at or above grade level. E2 Gowanda HS Library: And we've really tried to establish a good coaching cycle this year, both with our internal staff, so between mentor teachers
194and, technology integration specialists and coaches we have on staff, and then we also have coaches that have come in through different departments, from Erie to BOCES in technology, in reading and special education, data analysis, and so we bring those folks in quite a bit to work with our various departments, and I coordinate with E2 Gowanda HS Library: The principals and the team leads. E2 Gowanda HS Library: on who should be rotating through those cycles. And then, of course, we do a strong emphasis on our new teachers as well, so they're being supported in their first few years. E2 Gowanda HS Library: And then student assessment and grading is the other area within, academic achievement. E2 Gowanda HS Library: Portrait of a Graduate, big focus for us at the middle and high school levels this year.
195We spent our last superintendent's conference day really diving into what this means, and what our kids are going to need to be successful post-high school. And so Mrs. Newell is my partner in this work. E2 Gowanda HS Library: Ms. Silliman has been huge in helping, our middle school staff realize the foundation really lies there as well. This is not just on our high school staff, but middle school's been a huge part, so we're doing a lot of work, 5 through 12. E2 Gowanda HS Library: And in order to prepare our kids for the portrait of a Graduate changes, we are doing a lot of work on project-based learning and assessment, though state ed hasn't come right out and said that there's going to be requirements for project-based learning and assessment. E2 Gowanda HS Library: everything
196points in that direction. The districts that they're highlighting across New York State and across the country that have already made these changes for graduation, they're all schools that are doing project-based learning and assessment, and so we're trying to replicate that. We've brought in a lot of training for our staff, and that's a big area of focus for us in professional development next year. That was the other half of our day at Superintendent's Conference Day. E2 Gowanda HS Library: We continue to do a lot of work refining our assessments, so our formative and summatives that we develop in-house, in addition to our district diagnostics. E2 Gowanda HS Library: Before I dive into social and emotional learning, any questions or comments about academic achievement? Yes. E2 Gowanda HS Library: When we're talking about Preparing our students for
197Life beyond graduation. E2 Gowanda HS Library: It seems like AI has… E2 Gowanda HS Library: Upended a lot of the job prospects out there. E2 Gowanda HS Library: What do you… Prepare somebody where something's not known. E2 Gowanda HS Library: We… we work with, this gentleman, through Erie, too. His name is John, John Arcees, who has come in and provided a lot of support for our staff and our students on the use of AI. When we first started rolling out the tools and having teachers work with kids responsibly with the tools, we were really focusing on a couple products, and now the number of things that are at our fingertips has skyrocketed. E2 Gowanda HS Library: So, E2 Gowanda HS Library: That's, I think, why there is such an emphasis on these other skills that
198come with Portrait of a Graduate, so students' ability to work, critically, you know, think critically, work collaboratively, communicate with one another, are so huge, because some of those E2 Gowanda HS Library: Jobs that you, that they might have been thinking about are going to change with the use of the increase of that technology, and so we really want them to be prepared with those other soft skills that were not traditionally measured, and you will now see in rubrics before students are recommended for graduation. E2 Gowanda HS Library: Show's emphasis is more on… Social skills and interaction, rather than Specific. E2 Gowanda HS Library: What was the day the magnet, whatever. E2 Gowanda HS Library: I would say so. E2 Gowanda HS Library: That's a good question, because today, when I filed my insurance claim, it
199was done all through AI, and my thought was… E2 Gowanda HS Library: Saving money on someone working with me to do this. I worked my way through the menu until I could reach a person. It's actually exactly what I did today, because I was so nervous that I wouldn't be able to capture it through technology, and I really wanted this person to understand. It was actually part of the message. She… it was a female voice, I feel like, and she was… this is so weird, even talking, but… E2 Gowanda HS Library: just, I am not a person, but talk to me as if I am a real person, and then I'm like, okay. Alrighty, here we go. It actually was smooth, and it was fine, and everything worked out, but it was, and that was
200my thought, too, was like. E2 Gowanda HS Library: This thing just took a job from somebody. Yeah. Yeah. And I think we share that with our kids, right? There might be some jobs or tasks that are now going to be done, you know, via computer or something like that, but here's all of the things that that can't replace, and let's just make sure that we're exposing our kids to all of those opportunities. E2 Gowanda HS Library: Kind of a question, kind of a comment, that kind of piggybacks on that, too, and I see this in my job, in higher education. E2 Gowanda HS Library: How… The culture is moving away from a culture of learning. E2 Gowanda HS Library: In that, you know, students are studying to take an exam, rather than enjoying the process,
201which, obviously, you know. E2 Gowanda HS Library: In a perfect world, you know, we would make all the students love learning. I guess my question, or comment, whatever, would be where in our curriculum, or how can we E2 Gowanda HS Library: promote that culture of learning, you know? And I think that's exactly what we're trying not to do, right? Because I agree with you, there were so many of my college courses that were like that, and that's what we're trying to… E2 Gowanda HS Library: put in the forefront of our classrooms right now. I mean, our teachers do a fabulous job of engaging with their learners, but we've been surveying students on what makes their classes, you know, more engaging, and they want to have dialogue with their peers. Like, they don't want to just
202be able to take E2 Gowanda HS Library: you know, the lessons on Schoology at home and computer assignments, you know, they learn best, you know, from each other and having those discussions, and so we're trying to make sure that those. E2 Gowanda HS Library: That's evident in their classrooms, and that's a lot of the work that our teachers are doing, is, you know, how can you… E2 Gowanda HS Library: even if your kids don't all want to share out, how can your students communicate using multiple modalities? You know, so they're not all sharing out at once, and just other things that they can think about. Project-based learning really lends itself to that, where students are taking a topic that's really passionate and personal to them, and then thinking about it over the course of the
203E2 Gowanda HS Library: year, or the semester, right? Yeah, that is good, I like that. Solving those problems and connecting it to something in real life. Yeah, I always try to promote the concept, like the E2 Gowanda HS Library: Why should you care? Why do I think you should care? Why do I want you to care? You know, like, kind of thing. And I do think the project-based learning does E2 Gowanda HS Library: Allow them to kind of get that. E2 Gowanda HS Library: out there, but I don't know, that's just my piece that… Yeah, and certainly some of our courses lend itself a little bit easier to do that, but I mean, just last week, Mrs. Newell and I met with the math department, and they came up with some really great ideas for
204what their kids can do, instead of just, like, the traditional, you know, pencil and paper demonstrating learning, like, projects that they could be thinking about, so… That's good. And I think it's… E2 Gowanda HS Library: a little less pressure for staff now before the changes really come from STATA, that they have time to kind of play around and get comfortable before it really counts. And we're seeing different rubrics for graduation. E2 Gowanda HS Library: Thank you. E2 Gowanda HS Library: Yeah, I heard you. Eloquus, alright. E2 Gowanda HS Library: Okay, so in social-emotional learning, we talk about our multi-tiered systems of support, and so something that our student support committee has been really working on this year is strengthening Tier 1. So, what social-emotional support are we giving to all of our students? We always
205talk about how we are great with reacting when students are struggling, or there's a need for mental health support. Our student support teams work really hard E2 Gowanda HS Library: to meet kids individually, or they're small groups for support. But we want to try to E2 Gowanda HS Library: get those strategies out there to all kids. So how can we do that when we have a small team? How can we build the capacity of all of our staff to support students with social-emotional learning? Where does that fit in in their core classes? E2 Gowanda HS Library: So our student support team's working, we're looking to bring in, we haven't officially adopted one yet, but bring in a program for all students for the, 26-27 school year, that would be vertically aligned K-12, so we're really
206excited about that. E2 Gowanda HS Library: Our student support team meets regularly by building, and then we meet as a district team to look at data from attendance, we look at behavior referrals. E2 Gowanda HS Library: In the fall, and then actually, next month, we'll be looking at our panorama data, we'll be coming up to our school climate survey. So we're looking at data regularly, and then pairing up those kids that are showing that there's some things that we need to respond to with the appropriate student support team members. E2 Gowanda HS Library: And then our team also works really hard. They develop in-class less lessons and peer groups. They're pushing in and providing support. E2 Gowanda HS Library: And it lends itself right into attendance. We have attendance committees in each building, so we're
207meeting regularly to discuss those chronically absent students and have conversations with students about the why, you know, is there something going on that we can help you or your family with to make sure that you're here and that you're on time? E2 Gowanda HS Library: And then I think each building principal's done a great job of really developing their individual building attendance policies. This is what happens after 3 days, after 5 days, after 10 days. Who's making those calls? Who's doing those letters? E2 Gowanda HS Library: And then, at the… E2 Gowanda HS Library: I'm sorry. At the beginning of the year, when we do our panorama survey, we look at that data, and we, again, we pair up those kids that were identified on the survey as needing additional support with a trusted adult
208in the building. E2 Gowanda HS Library: And check in with them. E2 Gowanda HS Library: This is temperamental. E2 Gowanda HS Library: That's right. E2 Gowanda HS Library: Alright, anything about social-emotional support before? E2 Gowanda HS Library: Move on to parent and family engagement. E2 Gowanda HS Library: Kathy, you moved a termy. E2 Gowanda HS Library: Okay. My computer's dying. Oh, gosh. I know, I know, I'm looking at the clock like, oh geez, okay. Not you, not you, Ashley. It's not your fault. Do you know what happens? Okay, yeah, everybody's gonna be taking their sweaters off. E2 Gowanda HS Library: Okay. All right, communication, so with our parents and families, we're really encouraging more regular communication, not just that there's a concern, but positive communication to families. E2 Gowanda HS Library: Social media, I will
209say that since our new, public relations specialist from BOCES came on, Jim that's with us 3 days a week, he's really, helped us tweak website, how we're using Facebook. We're adapting a new tool for the… E2 Gowanda HS Library: new school year called Parent Square, that's going to be a really awesome tool to engage families. It's available in an app, it's also web-based. A lot of other districts in our region are using it. So that'll be a great communication platform that… so you'll be able to communicate with staff in the same tool, pre-K through 12. Right now, we have a couple different things in each building, so it'll be one tool that everybody can use to communicate with families. E2 Gowanda HS Library: And then this year, we brought in SMORE, which is a new
210district newsletter, so that'll be being used consistently throughout the district as well, so that, again, our families and our teachers are getting the same E2 Gowanda HS Library: Infra- the information from the same platform. E2 Gowanda HS Library: Welcoming environment and connectedness. E2 Gowanda HS Library: So one of the things we really wanted to do, and I will admit that we're… we probably need to do a little bit better on, is we talked about doing some more stakeholder shout-outs. I think when we have meetings like this, or meetings, you know, at the building levels, we do shout-outs, but I know our principals have talked about they want to get feedback from their staff, and just try to do some more shout-outs, and like a… like a personal touch. E2 Gowanda HS Library: You know, if
211there's family or community members that have been making a positive difference. E2 Gowanda HS Library: We will continue to use Panorama in our school climate survey data to identify areas in need of improvement. School climate will be coming out right after spring break, so I encourage all of, our families and community members to take that survey when it comes home for you. E2 Gowanda HS Library: A warm welcome. I can tell you just from being here every day, this is… I mean, I don't… I don't need to quantify this. Our teachers give… and staff give a warm welcome every day. They're always at their doors, greeting kids, they're outside. I see that every day. 100%. Check. E2 Gowanda HS Library: Okay. E2 Gowanda HS Library: Before I go into… Supportive culture and climate. E2 Gowanda
212HS Library: I will say, and I mean, I think we've all said it, You, you need… E2 Gowanda HS Library: I didn't need yesterday to prove it, but yesterday proved. Our staff jumps in immediately when something's going on that tells me volumes about the culture and climate here in our district when it came to the safety of kids. E2 Gowanda HS Library: Our staff were here, they all worked late beyond their contractual workday. I mean, people just jumped right in. I asked Dr. Anderson this morning, you know, I'm always asking him as I'm learning professionally, you know, on this journey where I may someday want to be a superintendent, I always say to him. E2 Gowanda HS Library: So walk me through, like, what had to happen in that moment when everything was, like. E2
213Gowanda HS Library: the sky was literally falling, and we said, honestly, staff just did it. It wasn't like… I mean, they did a great job, you know, organizing everybody together, and we got together as an administrative team and planned for the next day, but people just jumped into action. It didn't need to be coordinated. It was fantastic to see. E2 Gowanda HS Library: Okay, alright, so we will be doing some, end-of-year surveys, with our staff, and other various stakeholders. You know, we always think about what can we be doing differently, more of, less of. I always survey folks after professional development opportunities. E2 Gowanda HS Library: We continue to utilize our building and district leadership teams. We'll be bringing our district leadership team together this summer for strategic planning, and our principals continue to work
214with student groups to get feedback on how things are going. E2 Gowanda HS Library: Within the building. E2 Gowanda HS Library: And in terms of professional development and support, a lot of the initiatives that we're working on. E2 Gowanda HS Library: Are in line with our colleagues, so I think our goal for next year is just to kind of continue to streamline with our regional neighbors. I know that, my colleagues in roles similar to mine in our neighboring districts, we want to get together a lot of our singletons, so our tech teacher, you know, one or two of them can go work with staff in other… in other districts, so we're gonna… we're aligning our schedules to do that. E2 Gowanda HS Library: And just continue to provide professional development and support to our various
215teams as needed. All of our supervisors are really good about E2 Gowanda HS Library: Letting us know exactly what their teams need, and we try to make that happen. E2 Gowanda HS Library: I think I'm good there. That's just our timeline. E2 Gowanda HS Library: Are there any questions about the blueprint? You've been so fabulous today, it's been a long day. E2 Gowanda HS Library: Did we see them last year? Did we see, like, the results of those? I don't remember last year. I did present… I don't remember. I think it was the July board meeting. I did our quantitative update, where I had the school climate survey data in there. I mean, we share it if you'd like. It's anonymous by individual user, but what we do see is, E2 Gowanda HS Library: the
216stakeholder group. I mean, we'll see which building, they were a parent, community member, instructional staff, non-instructional administrator, so we break it down by group, but it is anonymous in terms of individual. E2 Gowanda HS Library: But we don't get specific verbatims, right? They can write comments, they can get comments, but again, you don't know… It depends if somebody does it. Yeah, they don't have to. They don't have to write a comment. E2 Gowanda HS Library: Any question? E2 Gowanda HS Library: vertical… professional development, the vertical alignment, I mean. E2 Gowanda HS Library: In the past, we've always had an issue with don't say I did. E2 Gowanda HS Library: A smooth transition between to middle school, or middle school to high school. There always seems to be a… E2 Gowanda HS Library: These people didn't
217do this, and… is… That being worked on. E2 Gowanda HS Library: Yeah, absolutely. I mean, I'm not going to speak poorly about things that were happening previously, because I don't think that would be fair, but I would say, like, what I can say is it is a priority of all three building principals to vertically align. We built into our professional learning community schedule on Tuesdays this year time specifically for vertical conversations. So, I mean, actually, just this Tuesday, our elementary school, Pre-K to 4, got together, they all selected the various standards, and we worked E2 Gowanda HS Library: front-loading for the next grade level, what's really important for the… E2 Gowanda HS Library: previous grade level to really, you know, hammer with kids before they get to the next grade. And we've been doing a
218lot with middle and high school. I mean, Darlene and Rebecca work hand-in-hand to really plan, with the professional development, support for teachers. So, I think that's a priority amongst our leadership team that we're really honing in on this year. E2 Gowanda HS Library: I think the teachers have been really great with it. E2 Gowanda HS Library: All right. Thank you. Well done. Thank you. Best for last. E2 Gowanda HS Library: Other than my budget presentation? Okay. I think he meant the exit poll. That's coming. Yeah, that's coming. I was gonna say, we're skipping the 9.05, right? E2 Gowanda HS Library: On to the exit poll. E2 Gowanda HS Library: Well, that's a poll, this is the example of one you did last year. I guess the question of the board is, one, do you want
219to do it? E2 Gowanda HS Library: And two, if you want to, what kind of questions would you want to ask? I mean, we can continue the same ones. The only one I thought of that maybe gets some sort of feedback, what people's thoughts and opinions are about zero-emission vehicles, you know, kind of thinking. E2 Gowanda HS Library: future for the fall-winter vote, you know, there's some education, some different things we need to do to people… not do to people, but provide people to make a, you know, informed decision. That's what I think of, so… Yeah. You want to do one? Great. Not? Fine, but… E2 Gowanda HS Library: What do we do with the data? Does it impact our decisions at all? E2 Gowanda HS Library: Not really, I mean, from my perspective, but
220it tells you kind of people's… who your demographics are. I thought it was really interesting the last couple, most people who've been voting are people with not children in the district, which I thought was interesting. 100%. Yeah, that was interesting. E2 Gowanda HS Library: you know, to kind of get an idea, alright, are we giving the right information beyond what we're required to do? And, you know, that's kind of helpful, I think. E2 Gowanda HS Library: I mean, generally, people vote because they support stuff that we're about, so in that sense… Or they're really mad about something. They're mad, I don't really give you insights. I mean, at the end of the day. E2 Gowanda HS Library: you've made a decision about your budget priorities, whether people are happy or not, I don't know if
221that's gonna matter, but… E2 Gowanda HS Library: I don't know, up to you if you want to ask. So then, what do you want to ask? What are you gonna do with it? I like the QR code. E2 Gowanda HS Library: I like that a lot. E2 Gowanda HS Library: Perfect. It makes a difference only if you got it. E2 Gowanda HS Library: Right. E2 Gowanda HS Library: Well, I think because our budget votes have been favorable. E2 Gowanda HS Library: there's not really much else to do with it at this point. I think if we… let's say we had this data for the last few years, and we know what people's priorities are. If we had to reduce something going forward, we could go back to the data and say, okay, well, they're not
222as… E2 Gowanda HS Library: they're not as concerned. These are the two top priorities, so let's… don't touch these two things, right? So I think the data… we haven't been using it on an annual basis because we haven't needed to. But there's still value. But there's still value to it. And the one year we did ask about the pool, and people were in favor of us fixing the pool, regardless of how many people submitted E2 Gowanda HS Library: form, that's, that's… the people who voted were the ones who said they were in favor of E2 Gowanda HS Library: making the improvements to the pool. So, I mean, we have used it, but it's not necessarily that year, it might be in the future. I say keep it, and I say add a question about buses.
223Okay. Yeah. Is there any way to word that and… E2 Gowanda HS Library: In the sense that we don't really have a… E2 Gowanda HS Library: Yeah, I was thinking we could add a little something to explain. I was gonna say, could we send this back to the state and say, this is how our… Yeah, I know, right. People won't like these. E2 Gowanda HS Library: Failed votes are probably as informative as approved, so, you know, we do our thing, then that's going to the states. They can rethink about how they're doing this stuff. And yeah, we should add a blurb. Maybe we could put it as a couple of negatives. E2 Gowanda HS Library: Well, it can be tricky. Yeah, legislatively. E2 Gowanda HS Library: to that point, we are collecting information, and it
224was a question I was going to ask later on in the roundtable. E2 Gowanda HS Library: there was any additional feedback in regards to EV buses. E2 Gowanda HS Library: Obviously, that's our reboot. E2 Gowanda HS Library: When you needed help. My only… E2 Gowanda HS Library: Caveat that I would kind of like to add, I see that we have music and art programs. Is there just… can we add one in there for academic? E2 Gowanda HS Library: So, if we… Worded it in such a way that… E2 Gowanda HS Library: Yeah, give me some idea. We have an advanced placement offerings slash, like, dual college credit. Those are academics, but if you've got something to do, just start shooting my way. Yeah, okay. So I guess that was just my… E2 Gowanda HS Library:
225If there is other programming that parents or community members would want to see. I guess if we could leave it open-ended, like… Oh, like an open-ended question? Sure. Other. Other. Yeah. E2 Gowanda HS Library: And put a comment at the bottom. E2 Gowanda HS Library: Right. That was… And then, for continuing ed, is there… E2 Gowanda HS Library: And that's my ignorance to it, and I own that, how they collect the information in regards to what they pursue next. E2 Gowanda HS Library: Would this be a good opportunity to collect anything for them? E2 Gowanda HS Library: For that team? For the continuing ed? Like, adult education, talking about? E2 Gowanda HS Library: She does a lot of Facebook polling, informally, informally. E2 Gowanda HS Library: And word of mouth. E2 Gowanda HS Library: Yeah,
226I think… I mean, we can. I think Jen's in tune with that. E2 Gowanda HS Library: She's found her retirement cake. Oh, yeah. She's all over it. I did miss Zumba last night. Oh, I was so upset that we did not have Zumba. E2 Gowanda HS Library: That'll save me a question later, then, is… that's essentially how that's being disseminated or decided, right? Just random. Word of mouth, and then… E2 Gowanda HS Library: Yeah, and she's gotta make sure she gets enough people signed up for the certain things that she's offered. I know she had to cancel one of the things. Yeah. But I think she's doing a lot through Facebook to find out. Oh, for sure. Yeah. She's good. Yep, she is good. E2 Gowanda HS Library: Thank you. E2 Gowanda HS Library: Thanks.
227E2 Gowanda HS Library: Okay, moving on to… Here's reading of the Honorary Naming Rights Policy and 2025-2026 policy model. E2 Gowanda HS Library: A few questions regarding the… E2 Gowanda HS Library: the, naming rights policy. Do you want me to go through them one by one, or… They're just comments, so… Yes, please. Has there been any thought on how to choose between multiple strong candidates in the policy? E2 Gowanda HS Library: Ad hoc committee, for some inconsistencies. E2 Gowanda HS Library: If the naming committee's not named over and over again, with the naming rights. E2 Gowanda HS Library: Are there any other factors that are deemed relevant? Seems open-ended. What would that be? E2 Gowanda HS Library: As they're limited to the number of named facilities? E2 Gowanda HS Library: He needs to be on
228the policy committee. I know. I was going through it, and I scratched out some ones. There's some really good stuff in there. I like the historical, piece to make sure that folks aren't overlooked, but, E2 Gowanda HS Library: the 90-day timeline. E2 Gowanda HS Library: That might be too short to complete the process. E2 Gowanda HS Library: The equity language, is it measurable, under enduring impact? E2 Gowanda HS Library: And the last one I have is no appeal or reconsideration process. E2 Gowanda HS Library: I have to agree with John. After… after we're re-reading, we should extend it a little… E2 Gowanda HS Library: And add in a second reading. E2 Gowanda HS Library: To allow for that. E2 Gowanda HS Library: Appeal. E2 Gowanda HS Library: opportunity. E2 Gowanda HS Library: But yeah, I
229think those are all good points. E2 Gowanda HS Library: Yeah, I think those were very good points. I didn't think of any of that. So… E2 Gowanda HS Library: Send them back to committee, and they can read the questions and feedback. E2 Gowanda HS Library: Did somebody write them down? Okay. Want John in the next committee to discuss it? I think that's a good idea. We can't have more. I could take… If he wants, by all means. I kept thinking he was on the committee, and then I realized that was building committee that it came up. E2 Gowanda HS Library: So, continue. E2 Gowanda HS Library: Can you email us the questions you have? Sure. And then we can absolutely… Look at that. E2 Gowanda HS Library: Next time, we'll just text John. E2 Gowanda
230HS Library: For his unofficial free bed. Do we need to set a date on that? E2 Gowanda HS Library: No. E2 Gowanda HS Library: Poor. E2 Gowanda HS Library: To the next step away. E2 Gowanda HS Library: We do need to… that is one of the things I plan to bring up in Roundtable, but we'd love to get more. E2 Gowanda HS Library: What? E2 Gowanda HS Library: Policy committee meeting with them. E2 Gowanda HS Library: My preference would still be after 3.30, but… Mine, too, the 9 a.m. call not worked for me, I realized. E2 Gowanda HS Library: Yeah, that last time one was Brittany! Brittany! E2 Gowanda HS Library: work. E2 Gowanda HS Library: Sorry to put you on the spot, John, but do you have any preference on time? E2 Gowanda HS
231Library: Can we do that? Can we do a substitution on the committee? We can. Oh, heck, okay. But it's not going to be a permanent hub. No, yeah. E2 Gowanda HS Library: Nice try, so… You're still, you're still on the hook, woman. Nice try. So, what are we doing? Do I have to be there, or do I have to be there? What are we doing? I think we have to draw straws to see which board member takes the office. E2 Gowanda HS Library: Just… E2 Gowanda HS Library: I think Sue called it. I'm getting a freebie? Yeah, you got a freebie. Sounds good to me! Let's go. Okay, so let's set the schedule. John is not gonna bring up such good ideas ever again. He's just gonna be quiet. E2 Gowanda HS Library: If I
232was to attend, it would have to be the, after 3.30. The 9 o'clock would definitely not work. E2 Gowanda HS Library: So… But other than that, they may be… E2 Gowanda HS Library: That's what you got. Fridays would be good. E2 Gowanda HS Library: Fun. E2 Gowanda HS Library: Fridays, it would have to be, like, after… E2 Gowanda HS Library: 4 furries. Yeah, that's fine. Can we have it at the Wicked Glen on Friday? Please. Isn't that when you work? I'll see you there! E2 Gowanda HS Library: Look at the meeting room, yes. Perfect. I haven't looked at the room. E2 Gowanda HS Library: I have, like, a few things here. Yeah, I know. E2 Gowanda HS Library: 24th? E2 Gowanda HS Library: April 24th? I'm in Florida. You can tell me. So that's a
233no. E2 Gowanda HS Library: More speaks to a natural wave. E2 Gowanda HS Library: Dad or the me first? E2 Gowanda HS Library: I will not be able to hit 25 first. E2 Gowanda HS Library: Too many policy committee meetings. Today is a really busy month for you, Dr. Anderson. A lot of student evening runs. Oh, Friday looks great, though, Nate. E2 Gowanda HS Library: That's true. E2 Gowanda HS Library: Friday the 8th? E2 Gowanda HS Library: I'm gonna do, like, can we do 4.30? What do we do in May? E2 Gowanda HS Library: I was like, why would you want to do it on a Friday? At 4.30? It's the most flexibility I have. Wednesdays are complete. Yeah. Alright. Friday the 8th, 4.30? Yeah. E2 Gowanda HS Library: I'll be there. Correct. Then we'll
234go to the Wicked gun. E2 Gowanda HS Library: I'll do that part. We can debrief you then, right? So then, moving on to action items. E2 Gowanda HS Library: Hold on a second, are we good with the policy audit and all of the policies that's also part of that? E2 Gowanda HS Library: Yes, indeed. E2 Gowanda HS Library: And we… I'm sorry, but we have to move forward on this, because we're… the second audit is starting, and we haven't even approved the first audit. E2 Gowanda HS Library: We can decouple that from the naming, correct, and just approve the… E2 Gowanda HS Library: Right, because this is just… if you're… if you are comfortable with the changes. E2 Gowanda HS Library: In the policy audit, then it will be brought to the next meeting. E2
235Gowanda HS Library: For, second reading and possibly approval. E2 Gowanda HS Library: Man, we're all gonna let it go Any concern? E2 Gowanda HS Library: It won't take them anywhere through all of us. E2 Gowanda HS Library: Yes, yep. E2 Gowanda HS Library: Mine was Brittany, because she was working. E2 Gowanda HS Library: So, alright. Moving forward, we'll move on to the second reading on that next meeting. Okay. E2 Gowanda HS Library: And then, how long to action items. Oh. E2 Gowanda HS Library: 10-01, adoption of the 2026-2027… budgets. E2 Gowanda HS Library: Oh, I gotta read the whole thing? No. Use that co-pilot when you need it. I actually do. E2 Gowanda HS Library: I usually just say, as written. E2 Gowanda HS Library: Yeah, that works. So, is there a motion on the
236floor? Tell me. E2 Gowanda HS Library: Second. E2 Gowanda HS Library: Discussion? E2 Gowanda HS Library: Yes. E2 Gowanda HS Library: Basically, this is the only action you can take out of the budget. E2 Gowanda HS Library: In terms of advocating for it. E2 Gowanda HS Library: As, as a group. E2 Gowanda HS Library: Once you approve it or disapprove it, then… E2 Gowanda HS Library: That's it, you can't say, later on, say, I think we should go for it. Yeah. E2 Gowanda HS Library: Okay. I think it's good. E2 Gowanda HS Library: You can't say that after this. I can't. I won't say anything about it after this. Any other discussion? E2 Gowanda HS Library: All in favor? Aye. E2 Gowanda HS Library: On to 10.02. E2 Gowanda HS Library: Approval of the 2020-26-2027
237Property Tax Report Card. E2 Gowanda HS Library: So… Shock up. E2 Gowanda HS Library: Discussion? E2 Gowanda HS Library: I saw Mark move, so I thought… All in favor? E2 Gowanda HS Library: On to 10.03, approval of the facility… oh, nope. E2 Gowanda HS Library: Sorry. E2 Gowanda HS Library: We've already discussed… Oh, wait, we did, yeah, we were gonna keep it in… E2 Gowanda HS Library: Alright, sorry. 103, approval of the facility use and fees. E2 Gowanda HS Library: Consideration. E2 Gowanda HS Library: This is for the 25. E2 Gowanda HS Library: This is for the fees that we presented earlier, highlighted portion. And that would be for strictly this year, correct? E2 Gowanda HS Library: Yeah, we'll revisit them in July. Okay. At that reorg meeting. You'll add the pool and stuff in
238there, then? Yep. E2 Gowanda HS Library: He's on top of things. E2 Gowanda HS Library: Is it just so we'll come out as part of that? E2 Gowanda HS Library: The reorg meeting will have… this is when we approve everything else. Yeah. So those yellow ones I change, so yeah, the… we always update them, the reorg meeting. And that's in the rolling average of the mileage we'll take into? Yep, yep. Okay. E2 Gowanda HS Library: I would only say as long as the youth groups don't get impacted this year. E2 Gowanda HS Library: We won't. That's my only… I'll make, yep, I'll make sure. E2 Gowanda HS Library: Consideration? Come on. There we go. E2 Gowanda HS Library: Any other discussion? Questions? E2 Gowanda HS Library: Moving on to 1004, approval of donation of the
239school board. E2 Gowanda HS Library: So how does the logistics work of moving the scoreboard from… They'll come get it. They come get it, and they do the installing? It's on their own, so they… we've been talking with them a little while. They had to get approval from the VFW to get it installed over there. E2 Gowanda HS Library: I don't know where it was sitting yesterday, so I'm hoping it's still okay. I know it was out by… over by the garage, so… And that goes in an as-is condition? There's no… Yeah, no, yeah, we don't… it's as-is. I mean, the other… they're both… E2 Gowanda HS Library: They were… I let them pick whatever one was the better one, because they didn't… we didn't know that someone was interested in it when they took
240it down. E2 Gowanda HS Library: So, I know it's not in great shape, but I guess it's better than what they had, because I don't think the one they had works, so… E2 Gowanda HS Library: they're responsible for it, it's just as is. I'm in favor of it, staying local, and another group being able to get some life out of it, and offer the motion to approve it. E2 Gowanda HS Library: Second. This is in motion work. Oh, I'm sorry. Let me just see the… consideration. E2 Gowanda HS Library: That's alright. Happy for your support. There we go. Who seconded that? Do we need to? I don't know. Okay, yeah, me, there. E2 Gowanda HS Library: And then any further discussion on it? E2 Gowanda HS Library: All in favor? Aye. E2 Gowanda HS Library:
241I would like to abstain. E2 Gowanda HS Library: Nope. E2 Gowanda HS Library: That's pretty difficult. E2 Gowanda HS Library: November. E2 Gowanda HS Library: Europe's meetings at… VFW. Oh. Really? E2 Gowanda HS Library: We are definitely getting silly. Oh, we are definitely in silly. He's a little leaguer. E2 Gowanda HS Library: So, on to the number 11, Board of Education Reports, News, and notes. E2 Gowanda HS Library: Word of Communication? Communications? Nope. Okay. E2 Gowanda HS Library: Coordination? E2 Gowanda HS Library: Any communicate… community reports? Committee reports? Excuse me. E2 Gowanda HS Library: Although, the policy meeting hasn't gotten anything done yet, so… I was gonna say, we're very, like, busy. I know. E2 Gowanda HS Library: Oh, I know. And then, like I said before, from a legislative perspective, I know they're looking
242for feedback in regards to EV buses and any sort of… E2 Gowanda HS Library: Experiences with that. E2 Gowanda HS Library: Sounds like the district's gonna do a good job of collecting any sort of information. E2 Gowanda HS Library: Moving on to 11… 03, Board slash Administration Roundtable. E2 Gowanda HS Library: Mark, you want to kick us off. Sure. I really want to thank the administration and the… E2 Gowanda HS Library: Staff of the district for yesterday. E2 Gowanda HS Library: I mean, I think everybody stepped up and… Pretty good job, Joe. E2 Gowanda HS Library: For the safety of the kids. E2 Gowanda HS Library: The other thing I wanted to note was that I think it's really good that you found a psychologist. Yeah, we're happy to. Yeah, that was great. E2 Gowanda
243HS Library: Yeah, I'm just gonna keep it short and sweet here, too. Yes, everybody did a great job yesterday, that was… E2 Gowanda HS Library: extremely unusual, and everybody seemed to work very well under pressure without a whole lot of… I mean, those aren't things that you really even can train for, honestly. Who would have expected that? So… E2 Gowanda HS Library: Yes, definitely, kudos to everybody, and thanks for the updates, you know, with us and all the things, and and I would just kind of reiterate again to anybody who is listening now at 9.30 at night, or might be watching this tomorrow, that E2 Gowanda HS Library: To any community members to submit their damage E2 Gowanda HS Library: claims or damage values, damaged amounts, through the link posted on Facebook. The Gwanda Fire
244Department shared it. It's on, like, the local Gwanda pages, because then we can get that amount E2 Gowanda HS Library: hopefully to meet the threshold for some government assistance with our damages. Is there a deadline to that, or… I don't know, I also was wondering that. Usually, like, after the floods, because, you know, we've done this sort of thing 3 or 4 times now, it's pretty… it's a long time. I'm pretty sure it's going to take people a while, because people won't even know what it is, right? So I would… E2 Gowanda HS Library: imagine that it would be a good 6 months or something. I can't… don't quote me on that. Okay, that's fine. But I would encourage everybody, because that's what we gotta do. E2 Gowanda HS Library: So, and that's all I
245got. E2 Gowanda HS Library: Thank you for the presentations tonight, and thank you for the administration, all the teachers from yesterday. I was very thankful that it happened when elementary was still at school. It could have been really bad, and I was very thankful when I saw the time that they were still at school. E2 Gowanda HS Library: That's all. E2 Gowanda HS Library: Rebecca just asked me to publicly thank Bob, Barb, Annette, and Rich, and then Heather, who… I don't even know what the time change is over in Greece, but, just thank the group for their flexibility. They were working at, like, I don't know, it was probably dark, I was like this, to make sure the kids could still get out okay, so thank you. E2 Gowanda HS Library: Mrs. No. E2 Gowanda
246HS Library: I've had enough today. Thank you. E2 Gowanda HS Library: I've talked out to you again. E2 Gowanda HS Library: Excuse me. Yeah. E2 Gowanda HS Library: There are quite a few, events coming up at the Erie County School Board Association, and they are all on… E2 Gowanda HS Library: Word docs? E2 Gowanda HS Library: Is there… Please take a look. Is there anything anyone wants to go to? E2 Gowanda HS Library: I have to tell you right now, my brain is melting. Everyone, take a look and get back to me. Then, the other most important thing right now is, E2 Gowanda HS Library: the, proceeds… Annual meeting, their social… E2 Gowanda HS Library: Their annual meeting is on the 15th. E2 Gowanda HS Library: Is there anybody who would like… If I want
247to keep? E2 Gowanda HS Library: I'm happy. E2 Gowanda HS Library: That one's due tomorrow. E2 Gowanda HS Library: Friday. E2 Gowanda HS Library: So you want me to add you, just in case? Yeah. E2 Gowanda HS Library: Rarely is I want to be… I want someone to go real rarely, though. I always wanted to allocate for that. E2 Gowanda HS Library: I want people to come for the community cleanup that day, Zach. E2 Gowanda HS Library: I think we can do both. I think we can do… wait, when is that? April 25th. Should we mention that tonight, then? Well, we'll have meetings… I'll put it on my list, I'll put it on… E2 Gowanda HS Library: You don't have another meeting until after that. Okay, the community cleanup is April 25th at 9 o'clock
248at Jesse's. All students should come to get… E2 Gowanda HS Library: Volunteer hours, I will record. 9 o'clock by Jesse's, the Forts are coming to make the hot dogs again, which is very generous of them. And yeah, we go and do our litter pickup, and I mean, this year, there might be a lot of other things that we'll be picking up. Dicks and debris, and… E2 Gowanda HS Library: I don't know. Go find my sign mirrors. Right! No, I picked mine up, I think, today. Oh, yeah, those were beautiful. E2 Gowanda HS Library: So yeah, there's a… Nope, that was it for me. Okay. E2 Gowanda HS Library: Brittany, did you go? John's here. And I started on the end over there. E2 Gowanda HS Library: But I just want to reiterate what my fellow
249colleagues had said. Great job on the district's response. Yesterday's a very unusual weather event, especially to Rich and their team, the continual hours that he puts in, to get this place back together, so… E2 Gowanda HS Library: The other thing I want to mention is the, donation from, David and Jacqueline Smith for the TRAP team. I thought that was a very generous donation, so thank you to them. E2 Gowanda HS Library: Talia. E2 Gowanda HS Library: Yeah, congrats to our retirees. That's very exciting. Thank you to staff, admin, first responders, everything yesterday. Again, timing couldn't have been better, honestly. It missed the walkers from middle school and high school getting E2 Gowanda HS Library: Home, and then the kids at the elementary school weren't out yet, so that was good, and E2 Gowanda HS Library:
250There will always be some improvements we can make, right? But I personally knew the kids were all safe, and I was very grateful for staff staying late and making sure all the kids were, safe and taken care of, so thank you. E2 Gowanda HS Library: I did attend the Suits Cole Jr, that was so awesome. Adam Bent's 20th show, so congratulations to him, and his tribute to Cindy Ripley was very nice. E2 Gowanda HS Library: The last time we did Soothe School Junior. E2 Gowanda HS Library: I think I was in middle school or high school, so it was kind of fun to watch it again. E2 Gowanda HS Library: Spring sports are in full swing, so good luck to everybody. E2 Gowanda HS Library: Competing this spring. E2 Gowanda HS Library: And then, yeah,
251I just hope everyone has a happy Easter and a fun spring break. E2 Gowanda HS Library: Nice. E2 Gowanda HS Library: Anybody else? Last chance? I'm good. E2 Gowanda HS Library: I've talked enough. E2 Gowanda HS Library: On to 1104, and Board of Education Curriculum. E2 Gowanda HS Library: Anything looks good to me! E2 Gowanda HS Library: No, so… It's at the bottom, but, Board of Education Evaluation and evaluation, completion of… by April 20th. E2 Gowanda HS Library: 2026, so that's by the end of the month, correct? E2 Gowanda HS Library: And… E2 Gowanda HS Library: Also, one more thing I think I should bring up. Because of the timing of our meetings, right now, I do not have anyone, who has turned in their candidate packets, Zach and Mark. E2 Gowanda HS Library: I
252haven't received any from the community, so it's kind of premature to talk about, the Meet the Candidates. E2 Gowanda HS Library: But keep that in mind. One, I need your packets. E2 Gowanda HS Library: And two, then we have to decide if we want to hold that event. E2 Gowanda HS Library: Can I ask a question? I don't know where either of them stand, I'm just wondering, if we don't receive any packets and then we receive nothing from them, what happens if these two do not run again? A person can get a write-in vote for, like, 5… E2 Gowanda HS Library: That's fair. Okay. E2 Gowanda HS Library: Oh, yikes. I mean, this could be the year Mickey Mouse wins. It could be. Well, that's what I was… yeah, Mickey Mouse defied up? We have
253had writing candidates win in the past. E2 Gowanda HS Library: 17 votes. E2 Gowanda HS Library: Oh, really? Yes. So, that means… E2 Gowanda HS Library: If a community member wants to get a packet, how does it go? Go for 28! They just need to contact me, and I can get a packet to them. Is that… is that advertised on all our socials? Yeah, yes. Okay. E2 Gowanda HS Library: And it was in the newspaper, too. E2 Gowanda HS Library: TV or newspaper? Newspaper, yeah. E2 Gowanda HS Library: Probably no prescriptive, yeah. E2 Gowanda HS Library: Any other updates, any other concerns on that one? E2 Gowanda HS Library: You still haven't heard back from Black Passport? E2 Gowanda HS Library: So, no changes to the parking lot? No changes? Nope. Okay. E2 Gowanda HS
254Library: That brings us to adjourn. E2 Gowanda HS Library: Consideration of motion to adjourn the meeting? No executive session? No, there's some topics, but they can wait. Oh, okay. Sounds good. E2 Gowanda HS Library: I, I, I, I…
