E2 Gowanda HS Library: We think, like, an off… probably an off time for a budget boat for an electric bus, two buses. E2 Gowanda HS Library: I think maybe this coming fall, in the prep community, get a pilot going. So getting close, we're really going to start to think about transitioning those parts, I wouldn't want to put it out there, not sure what our community thinks about them, and I don't want to attach to, something we really need. E2 Gowanda HS Library: Yeah, well, Joe. E2 Gowanda HS Library: Yeah, and we don't want to lose out on the funding, so we don't want to keep delaying too long, so it's kind of… we're trying to find the happy medium. Yeah, that's right, we're still eligible for a lot of… And you guys might not have

these numbers right in front of you, so I apologize, but as far as our fleet as a whole. E2 Gowanda HS Library: What does it include? As far as, like. E2 Gowanda HS Library: Totally, how many? We have 19, I think? 19 buses? I'll look it up. Oh, no, I don't have any. Yeah. I feel like it was 19 buses, the one van… E2 Gowanda HS Library: I'm just trying to work backwards, essentially, like, do we have… the 9 years, so over 9 years, do we have… E2 Gowanda HS Library: enough time to purchase. Yes. And plus extensions, so, like, if you… a lot of… I… they're not gonna… in my opinion, they're not gonna be able to come out with all these electric buses E2 Gowanda HS Library: that can service in every district.

Like, we have the 8 routes now that we don't have buses available that E2 Gowanda HS Library: Yeah. But sued us, so… I mean, there's gonna be glitches along the way that are just gonna have to keep pushing it out. To answer your question, the fleet consists of 24 vehicles. E2 Gowanda HS Library: There's 19 full-size buses, 2 small buses, 2 wheelchair buses, and one. E2 Gowanda HS Library: No. E2 Gowanda HS Library: How does… I'm not sure that… E2 Gowanda HS Library: Something no members realize at the transportation, budget. E2 Gowanda HS Library: We look at for the general fund is not the whole transportation budget. E2 Gowanda HS Library: So I do have that noted when we look at, the transportation budget itself. Yes. On that one sheet. E2 Gowanda HS Library: The

other thing that we needed to kind of settle on is I have to file the, property tax, information. E2 Gowanda HS Library: is we were talking about 1.2% tax levy. I know Max wasn't here last time, so we were waiting for Max, but everyone's still… he's still not here, so… which is okay, he's got a basketball game to play. E2 Gowanda HS Library: I think we'll move forward with the 1.2% in my estimates, and we can always change it if we have to. So, move forward with that. E2 Gowanda HS Library: Thank you. E2 Gowanda HS Library: Kind of other… I'm just kind of overall, what you'll notice, I think, is… E2 Gowanda HS Library: Because we're doing the, basically, the instructional budget, transportation, and employee benefits. So, overall, when you look at the 25-26

salary increases for the GTA, or I'm sorry, the 2627 over the 25-26 budget. E2 Gowanda HS Library: The increase is not maybe as much as you would think it would be, and I think in K3 in particular, it's decreasing, like, half a million. E2 Gowanda HS Library: But the 25-26 budget was based on who's there 20 and 24-25. E2 Gowanda HS Library: Right, so we had a significant number of retirees. E2 Gowanda HS Library: in last year, and then we did not refill for multi-age classrooms. And the multi-age was extra staff. I mean, it was double staff in some of the classrooms, so we did pick up savings there. And then when we budgeted for increases because of the contract. E2 Gowanda HS Library: Those were also based on 24-25 salaries, so there's still… because

we now have our budgeting for 2 years of salaries, we don't know where we'll settle. E2 Gowanda HS Library: that amount is kind of in flux in there, but that's just kind of a general statement. And also, for all of the non-teaching group, we had to estimate salary increases in there, so you'll see changes in salaries, but they may not be ultimately what we have. E2 Gowanda HS Library: And one of the, kind of, the major things, too, is Janine is noticing still a significant increase in the number of identified students, in particular those coming into kindergarten. E2 Gowanda HS Library: So, we have known amounts, there's 3 to 4 that we're gonna have placed at BOCES. E2 Gowanda HS Library: And then she's anticipating other placements. So, I've got that built in now. I

do need to circle back with her before we finalize the budget. I… you know, things are always changing in the special ed world, so as that kind of… as we move farther along, before I kind of finalize the budget, I want to circle back with her on where we stand with all that. E2 Gowanda HS Library: And then the same is true of transportation, the contract piece. E2 Gowanda HS Library: Because I didn't increase the contract piece for transportation from this year to next year, as of right now, basically because I'm underspending, so I think I can't absorb stuff, and 25% goes to Native American tuition. E2 Gowanda HS Library: So, I think I'm okay, but again, I want to make sure that that's still true before we get to a final budget. So those

were kind of my general statements. E2 Gowanda HS Library: And then here again is kind of the summary level, where I just kind of do it by function, and you'll see here, so we talked about moving, Andy to the full-time athletic director, so her salary's moving from that section. E2 Gowanda HS Library: That would only be half a salary? E2 Gowanda HS Library: Now, her full… well, her full-time salary is the TOSAs in this 2010 line. E2 Gowanda HS Library: And her stipend was down in athletics, so I took her regular salary and moved it down to athletics. E2 Gowanda HS Library: BOCES increases, we are providing more trainings for staff. I know we're continuing with the letters. E2 Gowanda HS Library: There's also additional needs. I know the middle school wants to, have some

additional trainings, and same with the high school. I think as we see Portrait of a Graduate coming out, there's gonna be additional needs for our staff. E2 Gowanda HS Library: And again, we'll have the detail behind this, this is kind of the top stuff, but you'll see here, the teaching regular schools, I mentioned, there's some salary decreases. That's primarily, E2 Gowanda HS Library: due to the multi-age and the retirements, along in there is you'll see textbooks, there's alternative ed tuition BOCES. Some of that is decreased and some is increasing. E2 Gowanda HS Library: And then our, our, program for students with disabilities, the 2250 is increasing that $600,000. Again, there's salaries in there, and there's, the services to BOCES and private, institutions. E2 Gowanda HS Library: None of these are… Summer school and extended day

programs, I do have more money in there, so we're just kind of sorting out what we're gonna do, particularly with middle school 13. We're kind of debating what we might change there. E2 Gowanda HS Library: Structural Media, that's our, library, and… Technology departments? E2 Gowanda HS Library: attendance, regular school, guidance. We did add the school counselor that was gonna… she's on the recounts grant that ends, so we're gonna keep her. E2 Gowanda HS Library: And then this is all your health, psych, social workers, and then this is where we did add that girls wrestling coach, and then changed the athletic director to full-time. E2 Gowanda HS Library: district transportation. We do have new bus drivers, so we are doing pretty well there. So it's kind of trying to balance, right, between salaries, and having more

bus drivers, and contracted transportation, because we never know which way we're going to go with that. So it's trying to kind of keep a balance in there. E2 Gowanda HS Library: Couple of questions. E2 Gowanda HS Library: I'm not sure whether all the board is aware of E2 Gowanda HS Library: Kind of the breakage when somebody retires. E2 Gowanda HS Library: Paul. E2 Gowanda HS Library: an example, I mean, Generally, when they retire, they're at the top of their… E2 Gowanda HS Library: And when we hire, it's significantly lower. E2 Gowanda HS Library: Wow. E2 Gowanda HS Library: But what that does, budget-wise, is it… E2 Gowanda HS Library: I mean, it's a negative number here, Ron. E2 Gowanda HS Library: Teaching. E2 Gowanda HS Library: I mean, it's in addition to that other position,

but… E2 Gowanda HS Library: It's kind of a false sense that… E2 Gowanda HS Library: it won't occur again. Right, that's gonna bring back up. E2 Gowanda HS Library: That's the section of the book, correct? And then I'll show you on the detailed lines. The detailed lines… so, a few years ago, the state made us… E2 Gowanda HS Library: We budget everything by school. E2 Gowanda HS Library: So, it took our budget that was probably 10 pages, and made it, like, 25 pages. So that's why on these, I try to stay higher level, then we'll go through the detail, and then it's more about if you have, questions. E2 Gowanda HS Library: It wants special ed students. E2 Gowanda HS Library: Yes… I know, years ago, we… We used to hear that E2 Gowanda HS

Library: People would kind of target our district because… E2 Gowanda HS Library: We had a really good special ed program. E2 Gowanda HS Library: That's still true. Yeah, I would still stand by that, yeah. E2 Gowanda HS Library: Impact how they move, where they move. E2 Gowanda HS Library: Nope. E2 Gowanda HS Library: No wonder if that's still… I would say it's still true. E2 Gowanda HS Library: Yep. E2 Gowanda HS Library: Because even when I know when Janine's spoken with directors of special eds. E2 Gowanda HS Library: In other districts, they don't have the same services necessarily available for some of the students. E2 Gowanda HS Library: That we do. E2 Gowanda HS Library: I mean, it's not… E2 Gowanda HS Library: bad thing, but it's good. Yes, but it has, comes at a

cost, too. Yeah. Expensive. Yep. E2 Gowanda HS Library: Just real quick, Becca, staff, and I, I… E2 Gowanda HS Library: I remember seeing it on the lined-out version, but while we're on that… E2 Gowanda HS Library: Administration and staff is all included in that percentage, correct? Yeah, so, well, admin, so, like, 2020, E2 Gowanda HS Library: is where, like, the principals and the dean is. Okay. And then this is all teaching staff. It'll be… but in 2110s, it'll be your school monitors, your teaching aides, your teaching assistants, and your teachers. Okay. So, admin is… and then, like, Bob and I were in the last… E2 Gowanda HS Library: Meeting when we had, general support. E2 Gowanda HS Library: Employee benefits TRS is actually going down. E2 Gowanda HS Library: And ERS is going up. So,

I suspect that TRS is going down from Tier… having the Tier 6. I would have to guess, because previously. E2 Gowanda HS Library: their rates would increase similar to ERS. So the employee's retirement system, deals with, like, all the, color and not certified people, and then the TRS is all the teachers and certified people. E2 Gowanda HS Library: Tier 6? E2 Gowanda HS Library: Those folks higher than that are required to get a 3% contribution. We would like their… E2 Gowanda HS Library: in the life of your career, Tier 4 and 5 is 210 years. E2 Gowanda HS Library: Yeah, they've stopped that. E2 Gowanda HS Library: for public, so I think probably E2 Gowanda HS Library: Can be very young in some respects, and they're funding Retirees referring to the system? E2 Gowanda HS

Library: Yeah. I know there's a lot of talk about reform that it's not, doing something. It's not a great recruitment tool for people entering the profession. E2 Gowanda HS Library: See, it mirrors the stock market, but it's, like, on a 5-year average. E2 Gowanda HS Library: Transportation, we're not… detail. Oh, the detail. E2 Gowanda HS Library: Yep, so, but I do have my note up here. Approximately 25% of transportation costs are paid for in the grants fund for the Native American transportation. Yes. E2 Gowanda HS Library: Yeah, I did skip over my big red note there. E2 Gowanda HS Library: So yeah, the contract piece, I will revisit. Health insurance, I may have to revisit. I've kept the health insurance, basically the same. E2 Gowanda HS Library: Assuming I can't absorb the increases in the

current budget. We actually have… I didn't do the count, but it seems to me we have more people that are taking, E2 Gowanda HS Library: They don't take our insurance? E2 Gowanda HS Library: Because based on the number of the health insurance buyout, it seems higher to me, so I do need to double-check the numbers, but I think that we have savings in health insurance that hopefully I can absorb. E2 Gowanda HS Library: We haven't settled on the rates yet, so… I gotta recircle that one. E2 Gowanda HS Library: And this other is Retirement Awards. E2 Gowanda HS Library: longevity, and a few other things, but we… I did decrease it, because I will use the reserve to pay for a portion of the costs. E2 Gowanda HS Library: I think I have that highlighted

in here. So here's all the detail stuff. E2 Gowanda HS Library: Just so you know, if the function is set by the state. These middle ones are objects, so anything that's 100 in the hundreds is salary. E2 Gowanda HS Library: The 400 is a contractuals related, 450s are supplies, and anything with a 49 is BOCES, so… and then this is the location, so if it's 0, it's allocated, but 1 is elementary school, 5 is middle school, and… E2 Gowanda HS Library: That's why this got so messy. E2 Gowanda HS Library: So we started splitting everything out by the school. So here we have, like, here's kind of breakage, you can kind of tell, so there's some breakage. E2 Gowanda HS Library: because we had Carrie retire, Todd had retired, so even though we are adding

more staff, we have the Dean of students, we'll get a new AP, so there is some savings in there. Today's not technically gonna be done until August, so I had 2 months of his salary in there as well. E2 Gowanda HS Library: So that's those items. E2 Gowanda HS Library: Everything else, and then there's the clericals, and each of the schools. E2 Gowanda HS Library: And then the schools themselves did submit budgets to me for their individual lines for things that they think that they're going to need. So I usually try to… I put in what they request. It may not always be in the same account code that they ask for, I have to move it around, but I… they do get what they ask for. E2 Gowanda HS Library: A couple of these,

I just… we started… we always pay for, GCNs for new staff to come in, we pay them hourly, so we really just kind of wanted… instead of putting it in their salary line, I wanted to track it separately so I can kind of… so it's not… E2 Gowanda HS Library: dumped into that salary line, I know how to budget for it going forward, so that's something that we changed. E2 Gowanda HS Library: Get more training. E2 Gowanda HS Library: And this is where you see that lower salaries, in large part, because of the multi-age and the retirees. E2 Gowanda HS Library: There is a large 5th grade, a currently fourth grade class that the teachers are gonna… E2 Gowanda HS Library: Move someone with that class to the 5th grade. E2 Gowanda HS Library: smoothly,

I mean, I don't know if anybody has any specific questions. E2 Gowanda HS Library: In the way the salaries are generated, we pay current staff and basically apply the increases. E2 Gowanda HS Library: there, so… E2 Gowanda HS Library: I was surprised at the numbers. E2 Gowanda HS Library: When we had presentation for the elementary school, On the lower grades. E2 Gowanda HS Library: The size of the classes. E2 Gowanda HS Library: Yep. E2 Gowanda HS Library: How is that going to impact us in future years? E2 Gowanda HS Library: Too big or too small? They're small. E2 Gowanda HS Library: Well, I guess that's… E2 Gowanda HS Library: I was gonna ask, how are we… how do we have the opportunity to have the… you said a 5th grade teacher teach something? The 4th

grade class is larger. E2 Gowanda HS Library: So it's moving to 5th. Oh. So we need another section. E2 Gowanda HS Library: This happened a couple years ago, we took one from 5th to 4th, because the 5th one was small. We had really odd… the numbers of… here's a bubble thing. E2 Gowanda HS Library: Fourth grade class has 88. E2 Gowanda HS Library: And the 5th grade class has 76. The 6th grade class has 96, so it's just large swings. E2 Gowanda HS Library: You know, they go from 70 to 96, and then there's, like, 8th grade has 57 right now. E2 Gowanda HS Library: So, it's just odd. 9th grade has 97, so you can have a 40… E2 Gowanda HS Library: So it's because of the… The size of the class, yeah. Yeah,

very strange bubbles. E2 Gowanda HS Library: What does our kindergarten class look like? E2 Gowanda HS Library: The incoming, or the current? Current is 72. Incoming right now is at 72, but we don't know how many of those students are… E2 Gowanda HS Library: here in our kindergarten. That's, I think, what Barb was talking about, what you need. We still have to figure out which kids are going where for placement. E2 Gowanda HS Library: It's still lower than I expected. E2 Gowanda HS Library: Yeah, it's actually really high. 72 at the end of February is high. We get a lot in the summer. Well, so, but… E2 Gowanda HS Library: I don't know, this is a crude example, but the Little League, Baseball Little League. E2 Gowanda HS Library: they noticed an influx due to

COVID. So, like, I was just kind of curious if we would see… Yeah, 72's a pretty high number for the end of February. But based off of their numbers, I would have expected it probably 50% higher than that. Yeah. E2 Gowanda HS Library: So you're telling… so we're gonna have an influx, I bet, in the summer. We've only been registered kids for… since February 1st, right? Yeah. E2 Gowanda HS Library: gotten that many in a short time. Yeah. Yeah. Percentages just don't seem to match from what I would have expected. Yeah. Not to say that it's concrete, but I mean… Yeah. E2 Gowanda HS Library: We're talking about here, so we're debating on what we're gonna do with the tennis course. They're in very rough shape, but we did ask the, PE teachers, so if

they need something else to do instead of taking them outside to do inside, they did ask for some additional supplies. E2 Gowanda HS Library: Nat. E2 Gowanda HS Library: Tuition for the charter schools, so this was an odd one when it started. All of a sudden, out of the blue, we had charter school students. E2 Gowanda HS Library: And then we've had a couple along the years, and now we're back down. We don't have any currently, but I left in the $12,000. E2 Gowanda HS Library: In case we do. E2 Gowanda HS Library: Transport those three. E2 Gowanda HS Library: No. E2 Gowanda HS Library: This one… We pay tuition to charter schools? Yeah, they were going to… there was someone… E2 Gowanda HS Library: South Buffalo Charter School, There was one at… E2 Gowanda

HS Library: The other ones, too. But there's one that we still might have to… Maritime, Arizona. Maritime. E2 Gowanda HS Library: I think for a while. So these are things that the families choose to do? Yes. Yeah, and they must drive in… they have to be driving them there. So that's not the same as, like, St. Francis. No, so St. Francis and stuff, we don't pay the tuition, but we do pay for their health services. E2 Gowanda HS Library: So we'll get bills from… but we pay the public school districts. So the public school districts do the health services for non-pubs, so we get bills for our students from, like, St. Francis, Hamburg for St. Francis in St. Francis. So we get that. It's like, depends on them. E2 Gowanda HS Library: $800 to $1,200

a kit. Interesting. E2 Gowanda HS Library: Here's… in this line, we have alternative ed students, and then the JCC tuition is in here, so that's increasing $25,000. E2 Gowanda HS Library: We didn't used to pay for it at all, but the… E2 Gowanda HS Library: I know that they came back to us and said that they came Think about that model, so… Dare. E2 Gowanda HS Library: I want to think about the thing is that students can earn those dual college credits, and save them a lot of money in tuition. E2 Gowanda HS Library: amount of credits, I guess our students are earning is still quite pretty. E2 Gowanda HS Library: All these spots. E2 Gowanda HS Library: Price doesn't But that includes P-TECH, correct? E2 Gowanda HS Library: No, P-Tech is in 2280. P-Tech's

down there. That's okay. E2 Gowanda HS Library: this is kind of my general vote, which is what I said earlier. Like, we shift it, like, when you need stuff, kind of people get shipped around sometimes between the different lines. E2 Gowanda HS Library: It kind of… sometimes, like, especially, like, for the speech and OT and PT, they'll get… E2 Gowanda HS Library: split between… depends on where the students are, right? So their salary gets kind of reallocated and moved around a little bit. E2 Gowanda HS Library: And here's where I kind of noted, we currently have 11 students that are privately placed. E2 Gowanda HS Library: The tuition ranges from $45,000 to $75,000 per year per student, and we have some students already waiting placements. E2 Gowanda HS Library: And then we think that we'll

have some more. The increase is not as much, because right now, we're not spending everything that I had budgeted. E2 Gowanda HS Library: And this is the same, so this is the BOCES, E2 Gowanda HS Library: We have 3 elementary school students that are actually currently here awaiting placements, and then we have at least 3 incoming. E2 Gowanda HS Library: That are awaiting placements, so… E2 Gowanda HS Library: That's kind of why that… that's where that large income, or large increase comes from. E2 Gowanda HS Library: Here's your 2280, so this includes the P-TECH students. E2 Gowanda HS Library: We had some this year that transferred in from another district and then went to PTAC, continued on, so that's where that increases. E2 Gowanda HS Library: There's the additional guidance counselor in that line. E2

Gowanda HS Library: the elementary school. E2 Gowanda HS Library: I think there's now two at each school? Yes. E2 Gowanda HS Library: Act of Special Ed? E2 Gowanda HS Library: I'm not sure… how it works nowadays, but I know… E2 Gowanda HS Library: A number of years ago, we had a family that moved in that had, like, 4 special ed kids. E2 Gowanda HS Library: Got it. E2 Gowanda HS Library: Change the budget by, right? E2 Gowanda HS Library: What are your thoughts? Yeah. E2 Gowanda HS Library: Optimal. E2 Gowanda HS Library: It's… yeah. E2 Gowanda HS Library: There's a lot of play in there. Right. E2 Gowanda HS Library: Yeah, and we have to build it that way. E2 Gowanda HS Library: Not sure the public also understands that. Yeah. No, I definitely try

to make sure I have extra in there, too. E2 Gowanda HS Library: For that reason. E2 Gowanda HS Library: And then sometimes we budget for them, and we know they're supposed to be there, but they can't… don't have a placement for them, so then I'm not paying the tuition. E2 Gowanda HS Library: But then Janine's trying to find something else to do with the students, so some end up being homeschooled, which isn't ideal. E2 Gowanda HS Library: I'm tutored, so… E2 Gowanda HS Library: I didn't… I needed to ask you about the ELL student. Is he still getting those? Yep, the same. Okay. I budgeted for it, so… E2 Gowanda HS Library: Oh, the other ones are already wet. E2 Gowanda HS Library: Jack. E2 Gowanda HS Library: Guidance counselor… No supplies to the bridges.

E2 Gowanda HS Library: Our… Jerry Reed is our long-time psychologist, is retiring, as we know. Yeah. E2 Gowanda HS Library: Mr. Sam? Well… We found a new one, so… Genesis. Yeah. E2 Gowanda HS Library: There's the… we did add the girls wrestling coach, and then I have these numbers. We always split the athletics between middle school and high school. E2 Gowanda HS Library: For the… reporting purposes. E2 Gowanda HS Library: Here's our transportation. Again, some of this gets… and you'll see why these are… these are lower, because, the salaries are, at the end of the year, are transferred over. E2 Gowanda HS Library: But kind of based on where I'm hoping we get to, we have been doing pretty well recruiting bus drivers, so I'm hoping that that kind of continues. E2 Gowanda HS Library:

And then here, I keep this $20,000 in there, but when we budget for the… when we buy the buses, they're actually paid for out of the reserve. So I put the… the expense will be here, ultimately. This is zero, because we hadn't paid any for any buses last year, because they never came. E2 Gowanda HS Library: Yesterday, we finally got… we got 5 more buses yesterday, or… yesterday? E2 Gowanda HS Library: Monday. I don't know. It was today. E2 Gowanda HS Library: On a Monday, they showed up, so… like those car loaders built with buses? They drive them here. Oh, okay. Yes, they drive them here. So normally, there would be, like. E2 Gowanda HS Library: Something here, but now… now we'll have double here, basically. E2 Gowanda HS Library: So, that's gonna be interesting.

I'll look all out of whack. E2 Gowanda HS Library: And this is kind of my thing, so yeah, the average rate… $813 is the average rate per day for a contracted bus. E2 Gowanda HS Library: Yeah. E2 Gowanda HS Library: And then, again, I transfer out, which is why, you know, this looks low. E2 Gowanda HS Library: But we've spent 25%… 20-25% more than that. E2 Gowanda HS Library: And then here's all the, just the retiree, or, I'm sorry, the… Benefits. E2 Gowanda HS Library: Explain a little bit, Bob. E2 Gowanda HS Library: the transportation the fact that we have a Native American contract? Yes, yep. E2 Gowanda HS Library: So, we have with, the State Education Department, we have a Native American trans… Transportation contract, basically, transportation. E2 Gowanda HS Library: The students on

the nation. E2 Gowanda HS Library: And based on the number of students as a… E2 Gowanda HS Library: on the territory to the total number of students that we have, we've built back the transportation costs. There's a bunch of paperwork that goes with it, but, E2 Gowanda HS Library: Essentially, that's how we get paid back that money. E2 Gowanda HS Library: The number you've seen. E2 Gowanda HS Library: 25%. E2 Gowanda HS Library: It really comes. E2 Gowanda HS Library: Because it's coming out of a different pocket. E2 Gowanda HS Library: Any other questions? E2 Gowanda HS Library: Tolerated. E2 Gowanda HS Library: You said to me the detail again. E2 Gowanda HS Library: It's a lot. It's a lot of accounts. E2 Gowanda HS Library: He's really always asking questions, I'm sorry. E2 Gowanda

HS Library: Nope. E2 Gowanda HS Library: Always ask me questions anytime. E2 Gowanda HS Library: Thanks. E2 Gowanda HS Library: Driving home the point. E2 Gowanda HS Library: like Mark was trying to do, I think, is… we're very fortunate in this district to have that 25%, and we have… E2 Gowanda HS Library: Immense amount of offerings to our students. E2 Gowanda HS Library: And our community members. E2 Gowanda HS Library: via JCC courses, PTECH, and just services for… E2 Gowanda HS Library: students with AIDS. I think it's just worth reiterating. Yeah, it is. And I mean, we're fortunate, we've been fortunate, you know, we do continue to get fund balance. E2 Gowanda HS Library: And, you know, we're not laying off people, we're… E2 Gowanda HS Library: No, we don't. I'm personally trying not to…

well, we've had it, but overall. E2 Gowanda HS Library: We've stayed the same through attrition. E2 Gowanda HS Library: replace anybody. But we are really benefited from a lot of really unique revenues change than other districts. E2 Gowanda HS Library: Right. You know, the size of school we are and the type of community, we really have a lot of wonderful services going on. E2 Gowanda HS Library: So, something I was really proud of. E2 Gowanda HS Library: The JCC offerings for years ago is that E2 Gowanda HS Library: well, because I live in Jamestown, the kids were going through there, and they were sharing how many, GC2 college credits they offered. E2 Gowanda HS Library: We actually offered not legal. E2 Gowanda HS Library: Like, well, that's pretty awesome, real life. E2 Gowanda HS Library:

That's your upset. E2 Gowanda HS Library: crypto's important, and… E2 Gowanda HS Library: I'm kind of a nose junkie, I read. E2 Gowanda HS Library: Papers a lot. E2 Gowanda HS Library: Absolutely. E2 Gowanda HS Library: It's really surprising how… don't want to say they run poorly, but they didn't budget through COVID. Right. E2 Gowanda HS Library: spending money on me. E2 Gowanda HS Library: ongoing salaries without demand. That doesn't make any sense. E2 Gowanda HS Library: Can't do that. And, and now? E2 Gowanda HS Library: Yeah, you can't do that. It doesn't make any sense. E2 Gowanda HS Library: Yeah. Yeah. E2 Gowanda HS Library: People won't realize how much Are, put into this thing. E2 Gowanda HS Library: Paper running smooth. E2 Gowanda HS Library: Clearly, this is… this is not a job

that I will ever fight anybody for! I love this stuff! It's great! I appreciate that you do it. And you do a good job. So, I really enjoyed the budget meeting. E2 Gowanda HS Library: Yeah? It's interesting. It's when you retire. Yeah. E2 Gowanda HS Library: Well, and to that point, though, Mark, isn't… and I could be wrong on this, but other districts haven't received… or other districts have received cuts, right, or restrictions on their state funding? E2 Gowanda HS Library: is the way the state aid formula went. We can go through a workshop on that, it's actually kind of interesting. It's pretty easy math, but there's a lot of factors that go into it, and with a lot of declining enrollment, a lot of 6 to 8, E2 Gowanda HS Library: for some districts

of New York State. E2 Gowanda HS Library: Or on hold harmless, where the governor's not wrong, you know, so it would be E2 Gowanda HS Library: they'll increase your aid from last year by 1%. So, 68% of the school district last year, or in New York, got a 1% state aid. E2 Gowanda HS Library: I'm looking at this. E2 Gowanda HS Library: Our population's kind of held steady, but we're kind of buoyed up the fact that it's good or bad, we're kind of a more poor communities that share with the poor, so that kind of offset some of the losses that we' E2 Gowanda HS Library: Experience me. E2 Gowanda HS Library: Oh my god. E2 Gowanda HS Library: I think a lot of people are advocating at least a 2% minimum, talking to… E2

Gowanda HS Library: today, for us, again, we're very, very fortunate, in their respects. E2 Gowanda HS Library: But, you know, 1% is only $285,000, which is a lot of money for any of us individually. Big budget like us. Yeah, and even though we're being property poor, relatively speaking, you know, what's $1.55,000? We don't have the ability to really generate E2 Gowanda HS Library: money either, so, unfortunate. E2 Gowanda HS Library: I mean, on average, when you look at the… E2 Gowanda HS Library: administrative, or not administrative salaries, the instructional salaries. It's going to jump by Anywhere at 3 to 5%. E2 Gowanda HS Library: And on the size budget you're looking at, That's a sizable chunk. E2 Gowanda HS Library: Yep. E2 Gowanda HS Library: Our state aid doesn't always match. Well, besides that, E2

Gowanda HS Library: You think of all the insurance increases and CRS, which is pretty modest, but it's still way… Electricity, you know, just the supply, I think, was going up 9%. E2 Gowanda HS Library: So… I guess that was what I was really trying to drive home, was that whole tireless kind of really hurts. Yeah. Granted, we're fortunate where we're at, but… Yeah. Imagine that. E2 Gowanda HS Library: Another big thing when we were looking at the budgets is E2 Gowanda HS Library: Clark does a really good job on E2 Gowanda HS Library: We're looking at not only this year, but you're having some thoughts in terms of the next couple of years. E2 Gowanda HS Library: You start… just start adding positions and say, well, I had a decrease here, and I can add

positions. Right. E2 Gowanda HS Library: Doesn't work that way. E2 Gowanda HS Library: I can't argue with it. E2 Gowanda HS Library: If you give Barb a project in Excel, you don't see her for… Oh, man. I need a class in Excel. She loves her colors, her charts. Oh, yeah. E2 Gowanda HS Library: Do we have to repeat this whole thing, because we only had 3 members? E2 Gowanda HS Library: Shell? No. E2 Gowanda HS Library: By the 11th, I'll have pretty much… I'll put the whole thing out there for you. E2 Gowanda HS Library: scheduled to adopt April 1st, so… E2 Gowanda HS Library: We'll, revisit some of the highlights, probably. Based on the city budget? E2 Gowanda HS Library: Based on what? The state budget being passed. E2 Gowanda HS Library: Yeah, no.

I mean, we're… on the state aid increase. Yeah, I mean, I just… I think the last few years, we've used the governor's budget because… E2 Gowanda HS Library: I mean… I mean, if… because your state aid, you know this, but your state… the state aid I actually receive is never going to match what they told me I was going to get, because the state aid, projected state aid, is based on… E2 Gowanda HS Library: this year's budget for a lot of the expense-based aids. Foundation aid basically stayed the same, but everything else is going to change because it's based on what I actually end up spending this year, and then submit October. E2 Gowanda HS Library: So the amount changes, so it's never the same. So if we just go with at least the foundation

aid, and even I had budgeted different changes, because E2 Gowanda HS Library: I know what they're projecting isn't what I'm gonna get. So I make those tweaks on my own, and so I have a decent idea what I'll get stated, unless they come out with a whole bunch more money. But in the end, then we just use less fund balance, or we use less something else, so… E2 Gowanda HS Library: I don't think that'll happen. E2 Gowanda HS Library: I'm just amazed at the amount of money the state is giving away. E2 Gowanda HS Library: Yeah, and other, all their forecasts, like, surpassed what, I mean. E2 Gowanda HS Library: space will do well, I'm just kind of shocked. E2 Gowanda HS Library: Are you really surprised by that, though? E2 Gowanda HS Library: No!

I guess, is more of the work. E2 Gowanda HS Library: Alright, can you look at the budgets for the City of Buffalo and their school system, Amina? Oh, yeah. E2 Gowanda HS Library: I did that, Budget. You did. It's the opportunity. I did, indeed. E2 Gowanda HS Library: I did. Any other discussion? E2 Gowanda HS Library: Consideration of motion for adjourn workshop? E2 Gowanda HS Library: So moved! I think that's the first time I ever said that. E2 Gowanda HS Library: All in favor? E2 Gowanda HS Library: It didn't pass because of…
