E2 Gowanda HS Library: Good evening, everyone. Welcome to the 2026-2027 E2 Gowanda HS Library: Gowanus Central School District School Budget Community Presentation Discussion. Bob Anderson, Superintendent of the schools, and Tom Wright is Mark Smith, our school business administrator. We started this several years ago, for the public and the community to kind of give you some insight to the budget, what to expect in the budget development process. E2 Gowanda HS Library: really give people an opportunity to share their input and feedback along the process this spring. What we've found, we do our, E2 Gowanda HS Library: or may require presentation to the community. The budget's really already been developed, and folks come and E2 Gowanda HS Library: they want to have some feedback that night, but it's really too late. It's more kind of an FYI.

So, tonight we'll just kick it off with some information and give people an opportunity then to weigh in between now and, the budget's formal approval, at an April meeting, so… E2 Gowanda HS Library: I want to welcome everybody. Tonight, we'll review the 26-27 budget process. E2 Gowanda HS Library: factors impacting it, as well as the property tax levy impact factors. And then, of course, any presentation questions tonight or any other time, please email me or Bob, or Barb. I'm Bob, she's Barb, at those email addresses on your screen. E2 Gowanda HS Library: Sorry. But… E2 Gowanda HS Library: The presentation starts off with two things, the district's mission and vision. The budget really reflects our collective efforts to reflect that mission and vision of our students, which is to certainly prepare our students to be

successful and embrace a changing world. E2 Gowanda HS Library: And our vision for those students is to provide a high-quality, personalized education that will focus on developing communication, collaboration, creativity, and critical thinking skills through very unique academic opportunities here in the district. E2 Gowanda HS Library: The budget process is fairly straightforward, I believe, in accordance with board policy. E2 Gowanda HS Library: Myself and the assistant to the school administrator, shall be responsible for the preparation of the budget. E2 Gowanda HS Library: Myself, the business administrator, collaborate with our principals, department heads on their budgetary requests, student needs, mandates, services, and other needs or cost changes. E2 Gowanda HS Library: And again, the budgets were designed to reflect the board's objectives for the education of children in the district, and support the district's mission, vision, priorities

as outlined in the district's E2 Gowanda HS Library: for success. And there's a link there if you'd like to look at the blueprint for the share. And then. E2 Gowanda HS Library: Budget guidelines and all other budget information is found on our school website, at the business office at that link below. E2 Gowanda HS Library: The budget process school department request, generally the budget's based on enrollment projections, and I'll share some of those with you here shortly, at least current trends of enrollment, student and department needs, and we've added the following additions to next year's proposed budget. E2 Gowanda HS Library: We're planning on retaining the school counselor that is located in elementary school. That, up until the end of this year, will be, E2 Gowanda HS Library: Funded with grant funds, which will expire.

E2 Gowanda HS Library: We are looking to add, a dean of students for middle school, and actually high school, grades 5 through 12 for next year. It's TOSA. E2 Gowanda HS Library: Oh. E2 Gowanda HS Library: A toast is a teacher on special assignment, generally a member of our faculty that takes a duty that's outside of their tenure area. E2 Gowanda HS Library: We will continue to train our staff and faculty with funds, that were previously funded with COVID grants, which have now expired. E2 Gowanda HS Library: We are proposing to change our athletic director from kind of a part-time position to a full-time position. E2 Gowanda HS Library: And then a portion of the current Athletics Director's Day, which is now part technology, will not be filled. E2 Gowanda HS Library: And that additional

position will be funded with reductions in staff through retirement. E2 Gowanda HS Library: attrition, so it's fourth… And then we will have some equipment, sidewalk repairs. E2 Gowanda HS Library: require a New York State Building Condition Survey, included in the facility's budget. Believe it or not, we're required to do a building condition survey every 5 years, and we're getting close to the next one, although we just went out with another capital project. E2 Gowanda HS Library: On the main… I'm the mayor. E2 Gowanda HS Library: Budget vote, you're gonna see some additional propositions. You'll be voting on, the general budget, but there will also be a creation of a new capital reserve. E2 Gowanda HS Library: We have approved the 2025 capital reserve project, so now it's time to begin to create another capital reserve

for a future project that now is approximately 5 years away. E2 Gowanda HS Library: We'd also like to put a proposition for bus purchases from transportation reserve. E2 Gowanda HS Library: We're proposing to purchase 4 large diesel buses. E2 Gowanda HS Library: In future years, I think everybody knows we need to convert our fleet to electric. After July 1st, 2027, we can no longer purchase gas diesel buses, and by 2035, the entire fleet must be converted to, zero-emission vehicles, and E2 Gowanda HS Library: Touched base a little bit here in the presentation, but there's nothing in the governor's proposal that changes anything. E2 Gowanda HS Library: To that mandate, unless the legislature acts, or acts upon it. E2 Gowanda HS Library: You'll also see on the May budget, May vote, is a library funding increase.

E2 Gowanda HS Library: This is not a school district tax, or proposition, but monies from the local libraries Passed through the district. E2 Gowanda HS Library: reflect them. E2 Gowanda HS Library: The Guadal Free Library is requesting an increase of 5% on the levy, which would raise the… E2 Gowanda HS Library: We should raise for them. E2 Gowanda HS Library: $64,452.78. That's about approximately $3,000. E2 Gowanda HS Library: Status of our 26-27 budget, many key areas are not finalized until later this month in March, which include major, major cost drivers, such as BOCES services, health insurance costs, we're estimating approximately a 10% increase E2 Gowanda HS Library: those costs. And also, our two largest collective burning agreements, remain unsettled at this particular point in time. E2 Gowanda HS Library: In the general, the governor's general

education funding, the governor's proposal. E2 Gowanda HS Library: In Foundation Aid, which are a major source of state revenue, proposed across the state, $779 million increase, what 3% over last year. E2 Gowanda HS Library: with… With full funding of the Foundation's formula, with a minimum of 1% due increase to all districts. E2 Gowanda HS Library: So, the formula for the last couple years has run… As it should. E2 Gowanda HS Library: Go back several years ago, we got money that didn't match what the formula should give us. Now it does, thankfully. E2 Gowanda HS Library: But there's also… E2 Gowanda HS Library: It's not necessarily a statute, but something called Hold Harmless, where state aid this year won't be the last one the district received last year. E2 Gowanda HS Library: the governor's proposing a

minimum increase to districts of 1%. Interestingly enough, 68% of the school districts in New York State got 1%, hold harmless. E2 Gowanda HS Library: minimum increase, including many in our area. Primarily, if you look at the Foundation Aid formula, enrollment's a big driver, and so it's kind of reflective of declining enrollment in areas of New York State. E2 Gowanda HS Library: And… E2 Gowanda HS Library: For us, though, using the current law, using the governor's proposed executive budget, Gwanda is looking at a 1.93% increase over the received aid from last year. E2 Gowanda HS Library: Although, our population has been pretty steady, the drivers for us is we have a high-needs population of students, and we're property… E2 Gowanda HS Library: So those kind of work in our favor in terms of generating foundation aid

from the state. E2 Gowanda HS Library: A few notable, proposals in the executive budget, which is good. E2 Gowanda HS Library: The state is going to… E2 Gowanda HS Library: enacted as law, continued free breakfast and lunch for all students, through the universal rules program. We've been a community eligibility school now for quite some time, so thankfully all our students received free breakfast and lunch, this would be for all students in New York State, which is… that's been great. E2 Gowanda HS Library: The governor has proposed increasing universal pre-K funding from $5,400 to 10,000 per student. E2 Gowanda HS Library: Well, without getting all the nuance behind the factors involved here, universal pre-K will be mandatory by 2029. That's part of the governor's proposal, which is great. Right now, some of the barriers for us,

I'm not sure we have the faculty, we don't have the room with other things E2 Gowanda HS Library: that would be difficult, as of now, to meet that mandate, although we can partner with BOCES and other community providers, although there's not many that are in the higher areas. E2 Gowanda HS Library: Talk more about this. E2 Gowanda HS Library: later. It is silent on the… E2 Gowanda HS Library: the zero emission trains, zero electric vehicle transition. If anybody's interested in the entire executive proposal and budget, the link's there to go to her webpage. I'll share some trends and the current reality, just getting people put. E2 Gowanda HS Library: I have foundationed our tax lobby increase. E2 Gowanda HS Library: For our district, the major source of revenue is foundation aid in the state of

New York. Roughly about 70% of our dollars come in from that source. E2 Gowanda HS Library: The other part is our local share. It's generated from the tax levy. E2 Gowanda HS Library: The foundation aid's maybe a little tricky for us. It's good that we get so much from the state. E2 Gowanda HS Library: But… 1% of New York State taxpayers provide 40% of the E2 Gowanda HS Library: Tax receipts for the state, and that comes from the financial sector. E2 Gowanda HS Library: on Wall Street. E2 Gowanda HS Library: So, because of that, sometimes foundation aid could be very volatile, in the economic downturns. So, yes, we do well, but we're really relying on that. We don't have the ability as a district actually to make up losses in state revenue, E2 Gowanda HS

Library: By local tax revenue. E2 Gowanda HS Library: With that. E2 Gowanda HS Library: Tax levy, just the historical piece. Barb will talk… at some point in time, we'll talk about tax calculations. E2 Gowanda HS Library: what the district could go up to if they do so for next year's tax levy. But historically, for the last, what, 5 years, local tax levy's been 1%, 1.21%, 1.85%. E2 Gowanda HS Library: to 1, 1.2, pretty, pretty modest. 1 point generates about $55,000 in revenue for the district. E2 Gowanda HS Library: Spread across the township, so it's modest. And then the CPI, this is based on, from the Department of Labor, just took measures from December of the last 5 years. The CPI is, you know, 1.4, up to 7% in December. E2 Gowanda HS Library: 2021, six

and a half, So many years, CPI really kind of outstripped E2 Gowanda HS Library: you know, state aid for us. You will see a balance of 23-24 if you look at the slide deck. We had roughly about a 19.6 increase in foundation aid. That was really probably a one-time E2 Gowanda HS Library: That was a one-time shot. That's when the foundation became fully funded in the state of New York, for the first time since its inception. E2 Gowanda HS Library: 2007, there. E2 Gowanda HS Library: Which is great, but if you go back, I had another slide show the amount of revenue that E2 Gowanda HS Library: the district did not get, because it was not fully funded previous years, still probably match that net bump back here. But nonetheless… E2 Gowanda HS Library: Appreciate

it. E2 Gowanda HS Library: The tax levy is important in the sense that, in the foundation foremost, I'm not going to go through E2 Gowanda HS Library: Ignite, it's easy, but there's a lot of factors to it. E2 Gowanda HS Library: There's a… there's a low… there's a local share to every budget, so you're expect… we're expected to pay something from our local community, towards the school district. E2 Gowanda HS Library: And, modest increases the last several years. We'll talk about tax cut… Tax cut. E2 Gowanda HS Library: tax cut calculation tonight. But they're modest. But when you don't go up with your tax levy, it's compounding year after year, so by not going up, you're leaving money on the table for food. E2 Gowanda HS Library: It's just something to think about. But the

board's aware of that, but admitted publicly now. E2 Gowanda HS Library: Oh. E2 Gowanda HS Library: Couple other things, folks. E2 Gowanda HS Library: Kind of excited. Moody's, we talked about the financial standing of the district, Moody's rates. E2 Gowanda HS Library: rates us, we got an A2 grade, which is an investment grade, upper medium. You can go through those later, but that's good news. It works good financial standing. Then the Office of Commer Controller, sends out their yearly report. This is from January of this year, gets two measures, fiscal stress and environmental stress. E2 Gowanda HS Library: This district has no designation either, but you will notice on environmental stress that we do earn points. E2 Gowanda HS Library: previous two years, 23-24, we were at 8.3 points. That's because 60% of our enrolled

students are economically disadvantaged. That's not a surprise anybody. E2 Gowanda HS Library: This year, we got that still. We got 5 additional points added. E2 Gowanda HS Library: Because the turnover rate of all teachers, I'm not really sure E2 Gowanda HS Library: what that actually includes, because if you're looking at 10%, that's quite a few teachers, which I mean, even retirements, I don't think left. E2 Gowanda HS Library: But it was at 10%, which is the threshold to get 5 points, for at 9%, it'd be 0. So… E2 Gowanda HS Library: But nonetheless, no designation. A lot of municipalities across the state are not so fortunate. E2 Gowanda HS Library: People always ask about enrollment, some other factors, did some extent go into aid. Enrollment for the last 6 years, correct? Relatively stable. E2 Gowanda

HS Library: In terms of Western New York, we bounce between 1024 to 1058, it's kind of… E2 Gowanda HS Library: Slowly moving up over the last 6 years. E2 Gowanda HS Library: Probably not even close to what it was, you know, back at our peak enrollment. E2 Gowanda HS Library: Years ago, but we're old study. E2 Gowanda HS Library: Couple other factors that, that… E2 Gowanda HS Library: That are included in the foundation formula that people need to be kind of aware of. E2 Gowanda HS Library: that we have a combined wealth ratio, so when the state does a lot of these 80 runs, they take a look at the local contribution, what people here can actually, help contribute. And they take real property, and they add it to district income. E2 Gowanda HS Library:

And then, through our math formula, they give you, give us a ratio. The state average is 1, so… E2 Gowanda HS Library: In the media, you can get… E2 Gowanda HS Library: one. So we're, based on this, generally a property poor… poor district. E2 Gowanda HS Library: But a pretty low ratio. That's not really surprising to us. Now, it's relative to Manhattan and, you know, other places. I think that's a shock, but just understand that that's all considered. E2 Gowanda HS Library: That wealth ratio. And then the pupil need, there's some formula that goes to this, too, but in these state factors, one's a minimum need, two's a maximum need, and you can see where our student need is there, so… E2 Gowanda HS Library: We're a rural, poor district, relatively speaking, to our peers

in the state, and our people's need… have a lot of needs. So, when you combine that with E2 Gowanda HS Library: maybe enrollment pushing the foundation aid down, or just enrollment going down, the needs of our students aren't decreasing comparatively, they're actually going up. E2 Gowanda HS Library: I'll point that out to folks at home. E2 Gowanda HS Library: In fact, coming up with state aid and fund balance, Good morning. E2 Gowanda HS Library: Well, so funding… the impact of state aid, and I'll turn over to my esteemed colleague to my right here, Barb. E2 Gowanda HS Library: very first was Bob earlier. You know, it was a high-energy presentation here, folks. E2 Gowanda HS Library: Sorry, I'm making myself laugh. The district's general fund is just about 70% state aid, as I said before.

About 40% of New York State's personal tax income receipts come from 1% of the population. E2 Gowanda HS Library: from the financial sector on Wall Street, so that state aid is quite a bit, and we are heavily reliant, and therefore kind of dependent on fluctuations. E2 Gowanda HS Library: You're terrible. E2 Gowanda HS Library: State aid categories, E2 Gowanda HS Library: Formulas, payments are established via state legislation and adapted as part of the annual state budget process. When you actually see the legislation, you'll see that these formulas are actually captured in the line of the legislation written. E2 Gowanda HS Library: A lot of owners category names, foundation aids, that's generally our general operating aid. E2 Gowanda HS Library: use for most of my stuff. And then there's other categories, A, that are based on

expenditures, people count. E2 Gowanda HS Library: You may have heard of student and support meetings, transportation aid, Building Aid, excess costs, BOCES Aid. E2 Gowanda HS Library: You're on… E2 Gowanda HS Library: which is expense-based aid. And we have textbook aid, hardware, software, and library. I would just add on the expense-based aids. E2 Gowanda HS Library: They're always based on the expenses from the prior year, so you'll have a gap in your budget if, say, one of those expenses goes way up. The revenues you're not going to get to the next year. E2 Gowanda HS Library: The impact of federal aid. We always have gotten less federal aid than we do state aid, and there would be an impact of federal aid would be halted and reduced. E2 Gowanda HS Library: Federal grants, account for

money in our special aid fund. E2 Gowanda HS Library: and fund approximately 9 full equivalent staff positions, and other services. And within these, there's our Title I, Special Education Services Grant, Title IIA, E2 Gowanda HS Library: 4, and Title VI are Native American service. E2 Gowanda HS Library: becomes great, so… E2 Gowanda HS Library: We do get stuff that helps us operate and service our students. And the general fund budget includes about $1.5 E2 Gowanda HS Library: $0 million impact aid. E2 Gowanda HS Library: That we get reimbursed from the federal government. E2 Gowanda HS Library: For the notability to tax the territory. E2 Gowanda HS Library: That, that serve, here. E2 Gowanda HS Library: And, will we watch the federal government, see what happened around their funding? E2 Gowanda HS Library: Fund balance, I'll

turn it over to my friend Barb here. E2 Gowanda HS Library: Sure, thank you, Dr. Buck. You're welcome. E2 Gowanda HS Library: So fund balance, we usually have a general conversation about this a few times a year, and we've talked about it more recently. You know, fund balance is really our savings account, so that we can plan for, certain categories of unexpected expenditures when we put away things for such as repair reserves, we have our capital. E2 Gowanda HS Library: reserves that we budget for our capital projects. We have our transportation reserves so that we can buy buses. So we have specific reserves, and then we have our unassigned fund balances that we use, so that we can have monies available if needed. E2 Gowanda HS Library: When we adopt next year's budget, we will

identify, you know, if we plan on using some of those reserves in the next year's budget, for such things as retirement costs, and employee benefits when people retire. E2 Gowanda HS Library: So, over the years, our fund balance has grown, but I don't think that that's a bad thing, ever. I don't think anyone would say they want to have less savings, per se. E2 Gowanda HS Library: So, when you kind of look at our trend, there's certain things here that did happen along the way. The 2020 was kind of the first year that we did start to grow here. It was due to a change in accounting, E2 Gowanda HS Library: About $3 million in revenue. E2 Gowanda HS Library: We've continued to grow, but as you can see, the red… E2 Gowanda HS Library:

It's really started to grow, so we have a lot in reserves. This includes $9.5 million in the capital reserves that we will be transferring out of the general fund into the capital projects fund in 20… in this fiscal year, I'm sorry, 25-26 to fund the capital project, as we start to move along with that. E2 Gowanda HS Library: And so, as you look at kind of the total here, we've got $32.4 million in total fund balances. 3.6 is what we have as this unassigned. That's kind of free, free and open for use. E2 Gowanda HS Library: The 3.6 is kind of high this year, because we've had… we had 2 years of bus… school buses ordered that were never delivered, but now we do… we have had, 3 delivered that we'd ordered from, 20… E2

Gowanda HS Library: 425. E2 Gowanda HS Library: So we're starting to catch up with those. And then the unassigned balance there, that 3.6, represents 9.62% of this year's budget. E2 Gowanda HS Library: You know, the state controllers has their cap of 4%, but that would mean we'd only have $1.5 million of unassigned fund balance. When you look at things that happen, like, such as the pool, when you talk about E2 Gowanda HS Library: needing more money. If we only had $1.5 million, and we needed to spend something more, I think we, you know, we would just struggle with that. E2 Gowanda HS Library: On the flip side, the national government finance officers associations considers that, you know, based on our volatility to both state and federal income, our state and federal, E2 Gowanda HS Library:

revenues, that we would not want less than 2 months of regular operating expenditure, so that would be 6.5. So we're kind of in between the two of them right now, and we'll see how we E2 Gowanda HS Library: finish out with this year. If I may add, I shared before the financial stress measurement that the comptroller shares with us, and E2 Gowanda HS Library: what I find ironic, if you actually look at the table where they assign points, if you have actually less 4 percentage points or less in, E2 Gowanda HS Library: Undesigned fund balance, they'll give you points. E2 Gowanda HS Library: So, although that's their guideline, they'll still measure it as a district or an entity that has some degree of fiscal stress, which I just find strange, but I just want to

point that out. E2 Gowanda HS Library: And here, I know these numbers are kind of tiny, but this was… I couldn't really modify this. We do have a software that we do projections with, and so this is projected out to 20… to 2031, E2 Gowanda HS Library: And it just kind of shows, what the percentages change are. So I've used 1.2% as the change in the property taxes each year, and just kind of saying that I did take out the appropriated one balance, and then just said, you know, salaries will go up 5%, the, E2 Gowanda HS Library: Benefits will continue to grow, contracted costs and supplies and everything, we know that, I know, in Rich's side, that the supplies are going up, like, 5%. E2 Gowanda HS Library: So we kind of just increased

all these and kind of just blew them out for those 4 years. And that just kind of shows you what the deficits would look like. Again, these are kind of compounded, and they're really based on the 26 budget. And again, it's just kind of generic stuff, but it's really just to kind of show that if E2 Gowanda HS Library: truly, foundation aid is only gonna increase 1% every year, that something else is going to probably have to give, or we're gonna have to… E2 Gowanda HS Library: Find another revenue source, somehow. E2 Gowanda HS Library: Do you want to add anything on that one? No, well, right now, the… E2 Gowanda HS Library: When you talk about the governor, governor's proposed, budget, that really is the baseline. E2 Gowanda HS Library: So I said. E2

Gowanda HS Library: probably 1.93% foundation aid increase over the last year. That's probably… I wouldn't expect it to be lower, unless some bizarre thing happened. So I assume that the legislative session, it would be higher, but we're doing really conservative estimates. E2 Gowanda HS Library: just to show… Things do change, but what they could be. E2 Gowanda HS Library: Next, we'll talk about our factors, E2 Gowanda HS Library: that affected property taxes, and we have the property tax cap calculation, which we're going to talk about also at the, workshop, and then at the board meeting. So the tax cap itself. E2 Gowanda HS Library: Is it just a formula from New York State. So this is what the district could really levy, is an additional $214,713, so that would be 3.96. E2 Gowanda HS Library:

Obviously, that's… I know that's not what the board is gonna do, I don't… E2 Gowanda HS Library: you've never raised it that high. But Bob mentioned earlier that kind of what the difference between what we could levy and what we do levy is truly that kind of, like, lost tax revenue, because you can't… you can never go back and capture that amount, because you're always going to have E2 Gowanda HS Library: the cap is based on what you levied the year before. So just if these were the options that we, looked at for this, budget, you know, 1.2 is what we had, raised this year, so we'd have another $65,000 of tax revenue. E2 Gowanda HS Library: That equated to, I want to say it was a little over $11 per $100,000 home. So if

your home was assessed at $100,000, it would be $11, and I think it was 45 cents per household, just to kind of give a reference. Again, assuming everything stayed the same. E2 Gowanda HS Library: But we do know that that doesn't happen. So these are the things, when we look at, kind of, when you look at the total levy, and then how the taxes are raised, and the impact on an individual's tax base. So there, the total assessed valuation is determined by each township at your home. E2 Gowanda HS Library: You're gonna have the equalization rate, which is set by the New York State Department of Chance. E2 Gowanda HS Library: Oh, Department of Taxation. E2 Gowanda HS Library: And basically what that department is trying to do is say, if you haven't had your

house re-evaluated in X number of years, each year they're going to say, well, in reality, your house has increased in assessment. E2 Gowanda HS Library: Even if your township hasn't reassessed it. So they're taking that equalization rate to basically try and get you equal with everyone else in the state. E2 Gowanda HS Library: That's what they're trying to do. Exemptions affect the tax bills, and then with Cataragas County, they keep consenting because of omitted taxes that we have to, subtract from the total levy. E2 Gowanda HS Library: So those kind of things affect it. When Bob and I were talking earlier, he said, why is it so complicated? And I kind of went, well, we got all these things going on. E2 Gowanda HS Library: Nobody can see me except people sitting here, but we

do have all these things going on. But in reality, we have 6 different townships, and you have, you know, this one pie. So if something is changing on, kind of, the one pie in this township, it's affecting all of the other townships. E2 Gowanda HS Library: So, that's kind of why it's so… E2 Gowanda HS Library: chaotic when it comes to kind of looking at our taxes and what affects each individual differently. And there's my pie right there. E2 Gowanda HS Library: So, this is kind of where I… this is what I found the… kind of maybe the easiest way to show the differences. When you look at… this was the same taxpayer over the course of these years. E2 Gowanda HS Library: And what you can see happens is, you know, the equalization rate,

because they have not had a re-evaluation in their township, their equalization rate kind of kept going down, which then makes their assessed valuation go up. It's a reverse factor. E2 Gowanda HS Library: So, their $100,000 home, regardless if you looked at what happened from the change in their tax bill compared to the levy, there's absolutely no correlation whatsoever. E2 Gowanda HS Library: So, our levy was going down, or, I'm sorry, their tax bill would go down, the levy went up 1%. It went down again, the levy went up 1%. It went up 13.4%, and we only went up 1.2%. E2 Gowanda HS Library: And it's really because they're continuing to drop in this equalization rate, so their township was getting more of the levy. E2 Gowanda HS Library: On the flip side, if they had

a re-evaluation and other people were getting a higher valuation on their property, they could go down because the taxes would be pushed to somebody else. E2 Gowanda HS Library: So that's just kind of… Like, simplest example. E2 Gowanda HS Library: So, budget calendar next steps. The next public board workshop is tonight at 6.
