It looks like what we'll go ahead and call the medics order. We've got to stand to the budget to the by allegiance to the flag of the United States in America to the Republic. Of of course the same one nation got it. You got a consideration, a motion to accept the agenda, all in favor open to the Board of Education Bylaws. Any person who wishes to address the Board and do so by filling out the appropriate form on the table in the front rooms hand the form to the Board President. call upon the person to speak at the appropriate time. Each such person will be permitted to speak for a time. 3 min. We stand in the front of the board table and address it more directly on your discretion of the board. No more

than 3 people will be allowed to address the Board. I'm. Assuming the topic. Total time allow for public comment is 15 min. and follow us to that. Our next regular Board of Education Meeting will take place on Wednesday, April nineteenth. 6, 30. Here in the High School. That consideration of motion development vote and approve agenda items 2.0, one to 5, point 0 1. These are circuit. Any discussion. Just if you want to park in. give me we should do. No, she's the replacement for can't deny Kirk. No. Oh, she was the library. She was in the library. Yes. any other discussion all in favor. Aye, aye. thank you. What was the public discussion? Comment on agenda items. And then the items? We have nobody here in the Thank you for just a couple of agenda

modifications for your knowledge. 9.0, 2 is added as the dish item in action for the board of the keyboard specialist, one at the elementary school. So kind of give you the I guess, the chain reaction. Our Kps 2 was Joe Goodmo retired heather, for it was an internal candidate who was a Kbs one who, when order her smash that created a Kps one in the middle school. So we posted entirely, and and Kathy Jones from the elementary came over and took that. So that makes a Kbs one opening at the elementary school with through the civil service process and the candidate. You like to get her star as quickly as possible. So she was eligible, and reached on the list, so she was a late addition to your agenda, but we'll be selling it in

the back. So it's really a chain reaction. People moving all over the place website then, and he and he there was a subtraction we had my brother's keeper program and advisor come this evening to talk about a couple of coming to the board. I didn't really realize it was a screen, right? So they're gonna come on on the nineteenth. But at that point it's get kind of close to the to the to travel. People need to make arrangements, so just give you an oversight. It's good opportunity for our our students and the coordinator to go and now Gowanda HS Library: set educational opportunities, new forms outside the district. There's 2 trips coming up the native American issue some of Washington from April thirtieth May Fifth, that we're we're in my posing. I'll be May 18

to 19. So the great opportunities for our students and I I didn't think you had an issue with it. I want to present it tonight, and have you approved on the next board meeting? But this time you've worked on it. I don't think you have an issue if you have to just It's good opportunities. It'll be here the eighteenth. So that goes in my super touch. Report top first Happy birthday to my colleague, Barbara Smith, for her congratulations to you. Go on on your agenda, Bill Benzoni are how much school I wish him the best and good good luck in his endeavors next week. Facebook live on Wednesday, Twelfth at 6. A give titled what's up? Doc can't be responsible for the title. I'll put it in the Town Hall for a meeting. I can

interact with the public to have questions. Gowanda HS Library: Sure, they're going to open their own time, and it's an opportunity for people to that. Questions about spring sports budget whatever. Not in mind coming up and out a few things to share, to get the conversation. All the too. Thank you to the boosters. You know us on our agenda tonight. They make it another Jennifer, still nation to our our district and our students. Okay, that Gowanda HS Library: our spring break this week at least. Most people are school resumes on Tuesday the eleventh. We certainly wish everybody had Easter as well punched update which birthday person will be talking about here shortly. There's no state budget as of this moment. Just the bill extender to to to be funding for a little while. Now that

shall impact us. I don't think it will. But here my colleague can share more. A couple of proud capital project and outland dates for the public award at the last meeting that the Board asked us to go and begin thinking about how they're repair that pool. We said he would, after consulting with their architects. and that they provoking commissioners regulations that Gowanda HS Library: the Commission used to prove all these types of projects we really need to see the approval to, for at least in your opinion. However, on the eleventh we're meeting with scd with a Facilities person, and we'll express our since the emergency. and if that doesn't start cross-moving that will vote on Gowanda HS Library: Plan B. I mean as as we talked before, I'm Board indicated, and even more appreciated It's

time to get some action around it in the It's a playground playground plans without much school around schedule. Gowanda HS Library: And then some of me's go, and then I mentioned this last name, Mr. You know. Get the new paving at the the bus scratch. But if you look at Panther, drive the the painting front bus, scratch that really delive me very well. So if you weren't paying attention to you, walk in the road, or whatever so we do have a company that's going to come to. So people aren't walking the road. But that's what they're department of, where the contractor gets here that is coming. School district status. The last time you met it was this was still embargoed, but after that this information was released. proud to announce the community and the Board

that the district as a whole, and all 3 buildings are. are in good good standing. At this point they called local support and improvement at this point, but the old language was good standing. Previous of that the district was a the target target district. those well to base for crashes. Then we've got a long way to go, but we're we're off that that particular destination. So for the stuff we're working with their directions. I think, for us long time coming. Couple of schools upcoming dates plan out the rest of the spring and summer with you. Just one's check the Board's calendar before moving forward. Last couple of springs we've we've met with the rest of the leadership team. Gowanda HS Library: I' to talk and tweak about our parking for for success and get that

ready for next year. That kind of pretty formal meeting the last couple of times, but it's pretty solid play at this point. So I was wondering if the managing the fourteenth per hour be available to do a quick workshop with Kevin Mcgowan. He'll zoom in pretty brief. and you know, just get the ball rolled for next year. I didn't really think you know 3 h meeting. I don't know if Wednesday was necessary, needed or having to come down here. So that's okay. I like to get that scheduled. It's tough coordinated with schedule. By the way, Kevin, he's Houston, National Superintendent of the Year. So it was really pretty cool. Congratulations for him. It's speaking of blue, perfect success Our community blue perfect successfully. It's gonna for Monday, July 20, Fourth, 4 to 8 Pm. Kind

of rotate around a little bit, so maybe catch some people after work. I can't even get around Gowanda HS Library: participation up, although it' be a survey going out for people who want to provide some feedback as well. What was that date? Monday, July 20 Fourth. The Board has to attend that. Bring that to detention. It's a community day. then for a board retreat towards that beginning. Time is getting tight, but proposing Tuesday, August 20 s. Gowanda HS Library: Our border tree just give us an order for the next year goal. Set ourselves in order, and so it can start the year in in good shape. Tuesday, August 20 s from 5 to 8. Gowanda HS Library: Unfortunately, I look on a calendar. Look at our facilitators, and I hope that works for people just

but like Kathy August 20, s, 5 to 8 policeman. If that's a problem, just please let me know. Gowanda HS Library: Then the next thing is last week, and this week actually, they're they want to call squatting in. So instances incidents throughout the State and other States. Last Thursday there was a Gowanda HS Library: well in several school districts and police partners who actually got threats to that this year you didn't get that direct threat thankfully. And then yesterday there was threats of of a button in many central New York districts and across the State in the southern tier, in Lavallad. a lot of R. And so that was interesting. They want to dip pay. The real sure Bitcoin is percent and not really sharing State Police are asking the threats and the they're involved.

So i'm glad we right. And then my my last piece of select share is just to information a quick statement about our acceptance and tolerance program, which that, you know, kept a rough with some feathers that kind of publicly, so understandably so. So it's a few things I just want to share with board, and the public is that I I think all this would agree that school safety is a collective number one priority. and all students need a safe and supportive environment to progress, both academically and developmentally understanding the common terminology is associated with any topic at the school is important to create clarity and create such environment. So regarding the Mark sixteenth program tolerance acceptance at the top that day was gender and gender identity and moving forward. First, I think I i'd like

to Alpha apology to those folks who are funded. You know our collective intentions, not to road trust in our organization, but when they hands it. And you know, I feel our family school relationship is important, if not crucial. and both remain healthy for the benefit of our students. Not a side note, though many parents and students also reached out, thanking music for their support on the topic, too. So there were some emotions on either side. but all that aside, it's moving forward. I think there's some things that we can do to the distraction of the directive principles that do sale move forward. One is usual review the effectiveness of any particular programming. This program. It will be a student survey in May. Can I get some ideas if that's right, venue for this type of

programming and make modification semester for next year. And then we do measure the impact of all things we do on school climate. Using our this department of Education Survey a panorama survey. We're going to come out later this spring. as you know. See the things that we do collectively, you know, move the needle out and having those different issues. So i'd like to improve our future practice by one improving our transparency. Better communications from the buildings to parents, and for scheduled with reminders, quite honestly, with some of the stuff that was sent home the summer and at least fall pronouncing some of these topics that came through the year, and I don't really know. As a reasonable adult. I could really tell you it was pretty generic. I really couldn't tell necessarily, and that's okay.

There was no Malnut, but it could be a little more clear like to get a firm Scheduled Reminders clearly explain the goals to people in a more thorough description on the topics being discussed throughout the school year. I think what's really important, and maybe lacking is really an opportunity. It's the time to ask questions prior to the presentation and some topics. You wouldn't even have a parent workshop prior to You know. I date that come home and be blind. Sad about my kids about topics. I'm not prepared to talk to you. Don't want to talk about, or whatever it may be. So I think we can. We can do better in that sense, and you know, and no one wants to people on my side. So out of it I think we've got a lot

of things we can approve upon as a district, make it better for everybody. It's in our in temples to make it uncomfortable or no bar exactly long, so for that I do apologize. It's. Gowanda HS Library: Can I just say that there was repeated to me on several occasions a perception that this was not really thought about, and you have address that this was sent out earlier, and even though it could have been clear, but perhaps it would be beneficial for everyone to hear a little bit about, maybe, how the presentations were planned or thought about. Maybe the group that was put together to put this in in effect, just to give an understanding that this isn't something that was thrown out there at the last minute, and that out. No? Well, that that's a

kind of the answer question. So the impetus came last late last summer last spring. A summer group of students approached Dave Smith, myself about just building tolerance acceptance across all subjects in the building, and you know you've scared to survey data. We have all sorts of people in our district, and it makes sense in the and Gowanda HS Library: what to David Convene school counselors, school psychologists, other principals who are the dance coordination building, and some parents and the students who are concerned and collectively put together list. They they felt more important. And there's others, too, I mean we could cover and repeat. Go a couple of years now repeating topics. So they together. Then put out a schedule and counter events. Gowanda HS Library: 4 10% is appropriate, giving us on the topics. We

don't have to experts in like. For example, it's in shame. We're February the is at both State came and talked about racism on the subject with the body, so that was an imp, and then it was communicated out, although I would maintain that it wasn't quite as clear as it could be, and I think probably people need to give few reminders upfront. Some tapes are difficult, uncomfortable. Understood to get people that that have for sites that's if it wasn't something that just came out of the blue, and they thought. Hey, let's do it on Thursday, you know we got to. That's that's the how it went down, and I think sometimes, though we he Gowanda HS Library: you've probably seen a larger presentation on this the faculty back in the summer. and I think people

forever. Their personal opinions may be they're one opens fail pretty Well, it just is a level setting for us, and then I think people forget sometimes that you know we we are have to be Well, I say, G. Rated, but we have to be what our product is has to be for all audiences, and we have to think about other people outside the VR. A smaller circle. I mean, maybe that was missing for this particular topic, and I think we need to get more soft back. So it was in that sense as planned, thought of that communicated. But the sense that you know. maybe it just needs to serve it. If you want it to be, it's be generated. If that's the that's the perhaps. And I'm just throwing this up there. But perhaps grade

levels could look at the topics separately just for their you know understandings, their their skill level, their vocabulary level with us. Yeah, it's pretty good. but I appreciate that. Thank you. Gowanda HS Library: I am glad you to trust it here, I mean we we we talk the you already. The main emphasis was, Who are you to talk to my kid about gender identity? I mean that that's that's a parent's job, though I had a nice discussion with Dr. Bob. You said you'd be bringing it up tonight. Gowanda HS Library: and I think it it's not so much. The topic is bad or anything. It's just a question kind of got the public by surprise. Yeah. can I go back to the new designation of the district, and good standing. Just a quick question. What

were some of the milestones that were meant that got us the new designation? Well, before we were meet. We're not meeting our target with out of District place on its team without going to that. And looking at it. That that particular subpopulation was a area that we need to focus on target. So what was actually done for those folks? I can't give you a specific answer, but we did some. I'll say stuff that's pretty generic. I i'm just wondering what area Gowanda HS Library: our districts. which are traditionally difficult. We've always students that I was a pretty kid. Steve's with us as opposed to going into the outside programs. It's not that they're bad. We've said better success for you with them. and at least I was in the High School. We had our called

our Beat program, but kids who, as eighth graders go in ninth grade and they've gone to all that we're targeted to really do, check and connect before it's called, Check it back in the morning, and then have a Gowanda HS Library: we reconnect with them today, and that really, that since one interventions that most of the time they really bring their graduation right up. that push kids out the the external placements. Gowanda HS Library: because that was the one that we used in the past describe the images out. Gowanda HS Library: Can you mind if I ask a few questions about the presentation? Thank you. Did we present, or somebody came into. We get over a pile of gender identity stuff we have. Big friendship is the School Support Coordinator at Western New York. growing

Western New York Yink growing Lgbtq. You support group. So they're at aboutflow the groups coming in. But she basically graduated. We were in school. We connected with her last year she came into the similar presentation to. Is it Is it possible to we have these scheduled far enough in advance to add to our calendar? Gowanda HS Library: Yes. and the truly. maybe that be helpful, Jim. As a reminder, I don't know. Well, I can share up the calendar when you what grade level 5, 5, 12, Gowanda HS Library: and they all receive the same. Yeah. yeah, Director of Spec. I think the message was good, but you know I couldn't tease that a little better or 5 8. Yeah, it's. It's just very different. Yeah, the friend developmental ages. I watched it just the vocabulary

for fifth or sixth grader. Just she was talking quickly. And so, you know. was it Gowanda HS Library: applicable. and something that maybe people learned from at every level? I think that maybe there could have been a little bit of work on it, I think. but it I watched the whole thing it was. which is pretty straightforward. and are they held to like in a large group, or is it a classroom? It was it was done the more than check and connect classrooms in the morning. So there's small small groups in in those sense, at least currently, it's probably our best mechanism. Those check and connect rooms, the the students, the the teacher, are with each other over a period of years. So i'm actually to build some trust relationships like that's just the target.

Thank you. I mean, I could have been used to all of these things made him think through to get more globally, as they perhaps should in retrospect. But making that poor plan I need to have Gowanda HS Library: good contact. You know what this need there had that thrown out with, you know. Bad for a while. the power of them. Okay. right. It's a that almost 203 reading of the updated first reading of update policies discussion. So I just have a quick question, for I've all seen them. Are these: just because some of our looks like there are free. Right? Is that just based on maybe a legal guidance? Is that where it's kind of coming from, or how do you get that? That's coming largely from the policy service gets all of the policies.

They do. All the legal background checks on everything they they do all of that, and then they give us the updates. So, as we have finished our manual, they went through, and they checked, and there were some things that were missing from policies that maybe we were given updates along the way, but because we were in the middle of doing a whole manual, we didn't get that update right away. So they're just going back and kind of fixing things that should have been corrected at the time. Teacher. Any other discussion. the second reading next reading Let's tour 2023, 2024 budget, presentation and property text. So we' to yeah. and that Gowanda HS Library: who you were going to say, I just don't stand in front of some. Take it now. And yeah, sure. So your

presentation is first, and then it's your So I did attach the same kind of reports that I have in previous workshops, or for your information. I wasn't going to go over them. They're the same information I presented are just. I like to kind of keep them together, though at least they have a presentation that you see. Okay. So I have not made any changes since our jade. The one thing that we had kind of discussed was that I have that high impact tutoring in the budget that seems there isn't a budget State budget. We don't know whether it be included or not. So we talked about keeping it in, whether it got into the final budget, anyway. Kind of as a placeholder certainly gives us a little flexibility to be able to fund something else

if that doesn't go through, or I just got to be revisit. You know what we may want to spend that on. As Bob mentioned, there is no State budget update. Really, currently. There's no impact to us. It's really just kind of waiting to see what they're going to do. If for some reason, and ever what passed July first, then we would have an issue. So. but I don't think it'll take that long. I think the 3 main issues were the same as they were last year. Mail reform housing and taxes. So overall as we kind of discussed at the last meeting, the total budget is increasing. 2.2 million dollars for 6 and a half percent. which certainly seems like a big percentage. But when you write down what those increases are for 1.1 million of

that is for the new debt, and on the revenue side we have a 1.2 million dollars in building a so the increase in the age side is more than offsetting the increase on the extent side, and just to kind of highlight. Normally. if you had the goal for all districts to have level debt service. So you Don't have these fluctuations. but we had such a time span between capital projects. And now we have this huge capital project because it took so long to get to get one approved. But that's why you're seeing this swing. Normally you work with your financial advisor and lay out the timeline of your projects, so that your your debt is falling off old debt while you're bringing on new debt. So that's why we see this fluctuation. But again, the

debt side is more than covered by the revenue side. and then we do have that 285,000 for the high impact tutoring. which is included in the governor's budget. But when you look at so if you tend to take out those 3 big things, the total budget is really only 3.1%, which is less than the current rate of inflation which averages somewhere on 4 and 5% depending on which economists, You ask the property tax report card that you'll see the Cpi is 8%. So you know, overall we're below that. No matter which kind of category you want, we have. We are receiving the single largest increase in foundation aid. Foundation aid is our general operating aid I put in history in quotes. i'm guessing it's probably the single largest increase in general operating that this district

has ever seen. It may be the single largest one we may ever see after the after this year, when they decide what they're going to do with foundation. A so significant changes from the prior budget. As we mentioned the 2.1 million dollars increase in foundation, I, on the expenditure side we have the high impact tutoring. We have the 1.2 million dollars increase in building aid with a 1.1 million increase in debt service. We did decrease the appropriated fund balance in large part, because we do have such a large increase in foundation aid. and then overall we have inflationary increases, and we continue to see I have I, even though we are getting new bus drivers. We have had a continued reliance on contract and transportation for some of those routes that are going out of

district. So I did. I don't want a shortest there, because then we we'd be in deep trouble if we didn't have enough money to pay for those. So I assume we would have an additional run. and I assume it increases in their costs, because their costs per day are. Some of them are over $700 a day for those runs so. and I don't expect that as to cost and decrease either. So I wanted to make sure that there was enough in there for that. We did do our budget survey back in January. They kind of are the same. We do have the same themes every year, which I think is good, and we are meeting these needs between our general fund budget, and then, with the utilization of some of the Covid monies, you know,

we certainly have added some support services for our struggling students. We've provided challenging courses to high achieving core. But students, we have kept our class sizes small, and we continue to provide extraordinary and athletic opportunities for our students. So that's you know what what the consensus was. I think the other interesting thing. I didn't put it in as a slide that the main source of the way that people want to hear from us is by mail. So on the revenue side our money. obviously large part is from State aid. So this year is up to 71% previously. The average was around 70, 64. So that tells you how much you know we're shifting to state aid with those large increases. and then 15% comes from our tax levy and native American tuition is 6%. Then

we have our medicaid and impact aid. That's around 3 Erie County sales tax is 2 reserves, and fund balances are 2, and then how everything else is to the remaining 1%. So just to kind of break down. So that State aid of the 71% it's really made of a lot of categories. Certainly our largest category is the foundation aid which is our general operating aid. But we do have the transportation aid. So, even though we spend a lot more on transportation, we do get the the aid back the the subsequent year Building aid is based on assumed a debt service for capital projects. so that tries to map that should be matching every single year Access cost. There's also a year delay, and that's where the additional costs related to educating students with disabilities. Bose's

aid is based on the expenditures that we spend at boces. And then there's a per pupil amount. But we're capped at the dollar mouth for a textbook, hardware, software. And library, so that's cut. Those are some of the the a's that roll all up into that state aid. And then, in looking at the trend, obviously foundation aid is from from 14.2 to 18.4, the last sale over the five-year Period building aid, and obviously another big increase there. Now this increase I would expect to continue for the length of the debt that we have once debt falls off from previous projects, then that building a would go down also. But again, it would be a revenue and expenditure balanced thing. The name of American building aid was kind of a fluctuating thing for the project. Native

American building is unique, because they basically they give you money up front for the project. which then will reduce your overall debt for the project. So it's. It's a nice way to have cash up front. We don't have to borrow when we were borrowing the short-term debt the bans. We didn't have to borrow as much bans either. So we're saving an interest by having the stay at American building. And and then this is kind of everything else for all of the other general state aids. but certainly a growing trend. Gowanda HS Library: I think. Got the native American building a don't have any new project to me. You get the aid. It's not? What's the contract? Your sign, or what's the contract? You're signed and said to that that's why there's no building aid coming

up because we haven't. We don't have any new contracts right out there. Yeah, we got a payment for basically each phase as they as they came on. So when we look at where the money goes, and by State function these percentages here I always try to look to see. You know, over time. Are we increasing where we're spending on a percentage basis of the total budget. So general support, which is, you know, we bob nationally. And then all of our utilities, basically all your buildings and grounds your your it department things that are basically supporting the general operation of the district. You know the the cost has increased because of inflation and whatnot. But but over time the percentage of the total budget has decreased by 2%, which I think says a lot for kind

of, I think how we try to maintain our our budget, and we're, you know, sort of maintain our support, but not a fraudulent. But when you look at instruction it has grown from 55 to 58%. And people transportation. It's so, only 6%. But certainly that that cost has increased for obvious reasons that we've discussed, and play benefits on a percentage basis has decreased a little bit, and that will fluctuate between health insurance and the retirement systems. Those costs are out of your control. So you'll have years that some some of the retirement systems will be increasing significant percentages wise, and that's what that's primarily. When you'll see your bigger fluctuations and employee benefits. The last few years have been. They've increased and decreased on both both the different the benefit plans. But over time they're

kind of offsetting each other right now. when you look at my state object, so the instructional salaries are 36% non-instructional 10, all other that utilities supplies fuels. books, Everything is 8 contract transportations, 3. The tuition, which is primarily special education is 7%, and Bo. C's. Excluding the tuition is 8, and then employee benefits is 20, and debt service is 7, and then we have our inner fund transfers at the one. So when you add up kind of your employee salaries and benefits the total 66% of our budget. So over half our budget is going to our our people and their benefits. When you look at it by state object, and I just kind of like I kind of like just kind of changing it up to see where you know different categories it goes to.

And then this: this pie chart over time kind of shows you. Similarly so, our instructional salaries of increase, not instructional salaries in total is only increase a little. Everything else has increased has a lot to do with utilities and fuel. The last couple of years significantly increased in percentages and prices due to inflation. the contract transportation and the tuition when you look at them over time. So the contract transportation is increase of 111%, and the tuition for special education has increased 79 since the 1920 budget, and those 2 are interrelated because it is, you know, a lot of the special education students that we're sending to the private placements that we are contracting out. So those 2 are are related. Then we have our Boses is maintained relatively flat Again, employed benefits has been fairly

flag kind of up and down in the middle. There. Debt, service and interference transfers are also related to the native American building. A. Because we were having, we would get the building aid and have to transfer it to the capital project one. And again. Those those fluctuations kind of had to do with the the way the project was rolled out in the timing. The Federal Covid dollars. I have shared this slide before I know, John, You asked about some of this, so I just kind of outlined the things that we paid for for that we did recently submit an amendment. But if it's a poop, we're going to be very excited about to share what we put in there. I got some ideas from some other school districts property taxes, and the impact of like

utilization rights and assessments. Again something I try to hit on just to remind everybody. But I I just want to touch on the property tax report card. So at the next meeting you'll approve it. But I don't have it ready today because they actually Haven't issued the new form. and the numbers that are included in there. We have to, for each of the reserves show the balances as of March, the 30 first, so we have to post the interest to it and everything, so that will be on the next board agenda. We did review the numbers in February. So we did see the end of February. And Gowanda HS Library: and this is where you see that 8% as your Cpi. So again on the taxes. Something I just kind of like to remind everybody

of. And I know Mark and I spoke earlier. There's one or 2 townships that I think, are redoing their assessments. So when a township does redo their assessment, their town taxes. may your taxes may not change that much, because you're you're all within the same pie. So you're all still the same tax base. But when we start to look at the the differences with a school district who covers multiple townships, and some are reassessing and some aren't, and that's where that equalization rate comes into effect that when that equalization rate changes. So now, if you so, I think Dayton is at 100% of equalization because they had reassessed. And it's those townships that haven't reassessed in a long time that have that low equalization. Rate. That's what increases their levy. Those towns that are reassessing

are going to change the pie ultimately again. So the perfect example of how wacky it can be, is Collins. So in 2,122, even though the the school district levy increased $62,000. The town of Callums's left he increased 240,000. But then the opposite effect happened to Collins last year, because others, this equalization equalization rate. This is the change from the prior year. So here Collins only changed 4% where Perrysburg, Persia, and the other other townships changed by a higher amount. Gowanda HS Library: so that pushed then the levy to those that had a decreasing, decreasing equalization rate. So you can see here at Perrysburg had an increase in the total level of 165,000, and again, the total increase in the levy only changed 95,000. But yet inside these townships their total levy is changing, which ultimately

goes back to the taxpayer. But that has really nothing to do with what the district does not. You know we we have nothing to do with the assessed valuations or the equalization rate. That's the thing it impacts. There is the sales tax, which is Gowanda HS Library: yeah, because they pack Gowanda HS Library: taxes directly it's correct. Let's see closing remarks and next steps. So next we do put together the budget statements required by law, so we'll put those documents out into the school buildings, and we post on the website. We have the budget hearing May third, and then the Budget Newsletter gets mailed after that we're preparing it in-house again this year. So then the vote will be the sixteenth. That will be in the Middle School Library, where the hearing will be in

the High School library. and then the Budget poll. I know. I think Dr. Edison included in his memo. We'll wrap this up, and then I can kind of tell you what. But Yeah, then the poll. And then, if there's any other updates, they'll be on the district website. So if there's any other comments or questions. he's the one here of Gowanda HS Library: really like your pie chart that you it's really nice to be able to see like how everything is broken up, and it was telling to see how the non-instructional salaries is the cost that is so close to transportation. And thank you. You know transportation is really expensive and so. But and I know that that a lot of large part of that comes from a special education transportation? Right? Yeah. So is

that even with the Medicaid reimbursement or see no, so we see, only we don't get medicaid reimbursement for transportation. They they only get that is part of excess cost in the summer. Thank you. The Medicaid that we get is only for the services in the school. Gowanda HS Library: but then they can claim high cost. Transportation costs for summer. and then theatically same thing. Medicaid would be on the revenue side, and the costs are on the expenditure side. Gowanda HS Library: so contract costs only generate transportation a they don't generate Sure. right? The only reason why i'm asking is because it's on. You know the size of you that they need special transportation, and it's on their iep. There is supposed to be some type of Medicaid reimbursement for it. Okay. So yeah, it's. It's

worse. What do you do, I I guess. But and that's a transportation. Yeah. one thing I would. It's a question. I know the answer, but it's it's going to come up. Why are we raising taxes when we have significant reserves and a huge increase in valuation. You asking me that question? It's a question. It's going to be coming. Yeah, and it's for what it's more for the long term planning and the impact of the tax levy. If you forego. If you went with 0 tax, levy increase, that is revenue that in the future you can never obtain it with the tax cap in effect. So basically, you're really looking for a long, it's part of your long-term plan. And, as you said, foundation aid is this year next year, but not necessarily to yeah. Yeah.

The Covid dollars disappear. We have seen decreases in foundation aid and take back from the State. Yes. over the years. and there's always I mean, we're we're always going to have another type of Gowanda HS Library: financial disaster. It's a cycle economic cycle that happened. So I think you you have to be prepared for those, and we don't ever want to have to cut programs to balance the budget right? So that's why we build our reserves, and that's why we kind of look long-term at our our revenue sources. But yeah, I mean, we're not going to get a 3 million dollars increase in foundation again in 2425, and I just don't see the exceeding the tax cap out to the public. Yeah, any time. We're really gotten a pinch, because if you want a good

plan for the future and go up someone to super exceed that. I just don't see you in the school majority as well. I don't know, but i'm just guessing you. So let's say I add more it out there, because all the other questions. Come: yeah. yeah, and I guess in the newsletter I thought it would help. I can kind of do that little kind of just explain the long-term impact of the tax cap and not raising taxes because it's with reminder any future you deal with it. Every way it comes. Okay, Got it fair enough because we know that everyone, like most people like their their male to to for their communication. So yeah, good point. I don't know. Is there any other questions on this. Thank you for giving us the the visuals, because

I am not a necessarily members person. The visuals help a lot. Thank you. I love my charts. I am very happy making my church so on the exit. Poll. I know as part of kind of our guidelines. If we said we would do it. I think it's always a good thing to see what people are thinking. I had kind of taken an attempt to just kind of change it a little bit. which we can share with you. and that I didn't know. I think some of the questions we probably don't need to know how many kids. how many students people have in the district does it? I don't know if it matters if there's 0 to 8 like, so is, if you have children attending this festival. or whether you've done the same, so I

can compared that down a little bit. Does it? Do they make any difference if it's Gowanda HS Library: just to the Serbia is an out of this. We can't match that answer to anything else. No, you you can know right. You can match it on that on that particular Gowanda HS Library: page page. Yeah. And match those 2. Yeah. I don't know. Well last year. So that was the other. So last year we only have 42 responses. so I mean it is optional. So I think Karen and I talked about whether we can have students, maybe sitting there trying to generate some, you know, interest in it. So I tried it, and then I thought maybe it was shorter. Gowanda HS Library: you know less questions, and just maybe people would think it was easier

to answer this way. And then I the other question I had is, I didn't know if you wanted to put something on here about the pool Gowanda HS Library: only because we had talked about. I think I'm just going to. I think I just threw this out out there was, do you support repairing the pool. Gowanda HS Library: even if the repairs are only short term, and then would you support a larger pamphle project for a new pool? I like that I would like to see what is out there. Gowanda HS Library: Okay. But those were just kind of my thoughts and connecting them to whether this Yeah. But they they have excuse to. Yeah. So I think we just we can share this with them for the next meeting. if you want to approve

it. Also, like I said, I think we need to kind of generate some kristen we're filling out the poll, and then, if I guess if we don't, we don't get much space and vote that maybe we send one out a different way Gowanda HS Library: just to see. I'm sure that there's some students somewhere. right? That might be willing to. Yeah, I think we could talk to all the other time. Oh, yeah, we come back there. Yeah, it's going to. And that's all I have. That's it. Thank you. I'm not for that. Your I got to go back to Cathy right there. done by on the little. Okay. I from what? Us to 9 0, one option of the 2324 budget resolution, so make a consideration of motion to vote approved on the recommendation of

I'll apologize if I put this in and trusted me. We had a discussion all in favor. Okay. support of education communications we have none. Move us to our Board of Education Committee reports. schedule policy. and it's Still, my my schedule is really pretty. and you know, if there is a particular case, that it's easier for her up, we can schedule on to present the based on your schedule and Dr. Bob's schedule largely. Yeah, i'm pretty hopeful for you, carrying i'm Carol. Then we can. Jesus. Is it that much pressing right now. It's been a while. Gowanda HS Library: Oh. Gowanda HS Library: we there's nothing.

Well, I guess nothing's pressing. But there are things we need to do. Simple The week of the seventeenth. Okay, just said second. A date that works for you is there? Seventeenth itself is not good for me. Eighteenth. We have always seen in the afternoon again, leading with the the best trainers of the the 20. That will not be here. You just said you're wide open. I said you were putting her wide open. I don't care what he is. That's not see the 20 you want to go to the next week. It's like. Oh, yes, should I hear the 24 No, no. only Gowanda HS Library: toys to get another meeting. This company. Gowanda HS Library: which day, 20 fifth, private, will not be good for me. Okay. 26 in the afternoon. The sixth. They work

straight. let's say nutrients. and well not a one, because Max and I have a meeting at all. Sure, I have a. I have a 2, 30. So Gowanda HS Library: the free or that for works for me. My. you one day to 26, Okay. or I can't. We don't have many days since June. my calendar on the wall. so anything else for committed reports the of us to our Board and administration roundtable. Yes, a 2 things. One was I was reading the on board, and it's regarding the State. I change the the cut scores, or that they're going to be lowering the cut scores. It always concerns me when the State manipulates what mastery is like. The state gets. My My concern is that we some people we've we've paid less attention to the State

scores that we need to do. But I think the most important thing is, Are our kids ready to progress. Gowanda HS Library: going to college or productive citizens. Oh. and it actually, it always disturbs you with the States manipulating. Gowanda HS Library: Basically They are manipulating this scores. It's like giving a test and then grading on the curve. Okay. try to keep that in mind when our reports how we're doing, our kids and teachers are ready. The other issue that struck me was the shooting down in Nashville. where they actually shot through the door to get into school Gowanda HS Library: like 200, that a having brought back to our Safety committee to make sure that we have the alarm system, so that. or notified the minute something like that happens on our doors. Gowanda

HS Library: I know. Years ago I had a conversation with Ross about what would it take to vote our doors in the process of. as they call it, the next kettle, or somewhere upstate. and you said it would cost a fortune. But Gowanda HS Library: that's a whole. We we we talked about that that piece, and I think the gel consensus was one that's so cost for him to, you know, not to put price on people's safety, but it's very expensive, but then it's such a little design for it's delivering with glass that just around the printer. So right well, if I could go through the protection, go through the door. Here it's about People from go on here from there, so you strength one particular set of glass. and still use the best attention

to all that that wasn't thinking either right. But the other issue is is that part of the safety. There is the speed at which law enforcement is notified. Person. Gowanda HS Library: It's a it's carving our structure. Can we do something with the alarm system. Gowanda HS Library: You don't want to make. Try and make it like a prisoner. It's great. Even there. You can't keep drugs out of the prisons. Gowanda HS Library: Okay. what I think to your point. There are shot detectors that will immediately trigger that up. So just making sure they're strategically placed that you're answering to points, and whatever else would be. I'm: not that familiar with all the technology and just saying. Yeah, maybe we gotta take a look at what we can do. Gowanda HS Library: And yeah, some

kind of appalled when they 8 years the some of our neighboring districts. Gowanda HS Library: I'm: cutting resource, obstacles or not having resource. we type educator for that Gowanda HS Library: person. so that we need It's all. I actually have a similar topic in regard to the shooting in Nashville, except instead of a little bit less reactionary, more preemptive. I had mentioned before as a topic for our safety committee, that perhaps we look at objective threat assessments, and I just want to make sure that we're kind of keeping them in this work. progressing forward. and sometimes it's in within. Sometimes it's from without, but every measure is a worthy measure. I want to say thank you, Dr. Anderson, for continuing your Facebook question and answer sessions. It does give everybody an opportunity. If they don't

want to come to the meetings if they want to type those questions in it's a it's a great way to stay contact, and I appreciate that very much. I also appreciate the district's inner, and you know, Dr. Anderson being reflective about the process when there is issues. We are. you know. a school that has to supply is safe and share environment for every person to come and learn Gowanda HS Library: things that bother everyone. It is good to just here and listen and be reflective of all of that, and I appreciate that. I know that the committee, as you said, that was heading up. This was made up of. You know our assistant principal and counselors. perhaps maybe. like we said teachers might be added to that as well for that grade level assessment. But

I do appreciate that reflection, and I would love to say congratulations to our head Sonian, who is retiring, and thank you to the Boosters again for for their donations. That's it. Also. like I just want to remind board members and the public. If you're interested in running for the board, please turn in your petitions. Mr. Chief and for our current board members. Please take a look at board, Docs. There are. Gowanda HS Library: There are 3 events coming up for board members, and if you're interested in attending anything. Let me know I don't even anything. I summed it up nicely. I'm good all right. So nicer weather's. O'connor spring sports get and out there, seeing lacrosse, baseball, softball, everything kick it off, and students around spring. Great seeing students out on the fields is always

nice. Also shout out to the Hollywood cabaret night not too long ago. That was a nice presentation. It's always going to start to host and allow our music department to use it. You know all the young soloist, but it's the whole performance that it was a great show. So that's off to them, so I out. Can I say happy birthday. all right, so that'll move us to our parking not to do this. So here is going to be fifth on us along with that is the superintendent evaluation and the board evaluation. So just to have that in our thought process coming up here. I don't see anything that needs to be changed at this point. They want something that they everything's built. You do have executive session. So consideration a motion to recess, the of

session for the purpose of discussing the employment history of the particular person Gowanda HS Library: to move. I all right.
