Just one notable change that on your agenda tonight, our external auditors or virtually listen dialogue and presentation can be put into a presentation section here. The whole idea or Cook's idea is to bring our outside presenters of up forward on the agenda so they can be there (inaudible). Superintendent Report, opening our school. We're already in our second week of school, believe it or not. Last week we had two first days of school on Tuesday the 8th and then Thursday the 10th With both
002groups of kids and I think our real big plan by all accounts went very smoothly for as we'd hoped in these circumstances. Our principles, building grounds, cafeteria crew transportation, food service, secretarial staff have all done a really outstanding effort in getting us open. Last couple days we've been spending airing out the details. We want this for building that's expected. So thank you everybody for helping us start as smoothly as we did. A couple other things came up last week in New York State Department of the health per executive order has a coded school dashboard that was kind of sprung on us the last minute. Governor had an executive order on Monday of last week and I have new (inaudible) report to the state on another positive COVID cases We got that going and then hopefully
003just people's peace of mind. I'm happy to report at this point, we've had no positive COVID cases in our district. At least to my knowledge at this point in time, although there was one typo error. Someone mis-entered some data yesterday and made it look like there was one that's been corrected. So there's been nothing as of today. Athletics, I'm happy to announce that at least a limited season starting on September 21st. Swimming, soccer and cross country are going to start on the 21st Volleyball, competitive cheer and football are moved to the Spring I heard about March 16th. So our spring sports, are going to be pretty congested with multiple seasons running as one But that's so those students can get out and start participating again and then we've been talking about extracurricular activities. Every student
004groups. Maybe, maybe if everything continues to build his plan, start on or about October 12. To slowly rolling stuff out and just mindful of our dashboard of the state. Our region and our school. Capital project, lot of cool things are happening outdoors. Turf, the fields right now are nearly prepared and ready for turf which within a couple days will take about a month to install. But if you've been out there and many of you have. Check it out. It looks awesome, even if the kept as it is still looks pretty awesome. The tennis courts got resurfaced today. They are resurfaced for tennis and pickleball. There's been a strong contingency of pickleball players, I'm happy to note and then the bridge, down to panther bridge, it's been phenomenal and fun to watch get constructed this summer
005and it's nearly to it's completion. About two weeks from now, I'd expect it to be open if all goes to plan and if you've seen it, it's really got a neat structure, some neatly poured concrete. It really makes our school district and community look wonderful. I was going to suggest to Mr. President. Perhaps when it's official, do a ribbon cutting ceremony at the bridge. Good idea. 006now? Yes please. Alright, Adam and Alexis, I guess you're on now. Get you guys out of the way. Alright. Okay. Great. Hear me okay? Yeah, okay. I'm just going to spend 5 to 10 minutes here, very briefly, prior to this board meeting, we met with the Finance Committee meet group and went over details of how the year went and went over details of the report. So I just want to give you a very high level summary of that. Our responsibility as your auditors is to express an opinion as to whether or not your financial statements are in accordance with generally accepted accounting principles and provide reasonable assurance of free material (inaudible). So at the end of the day can those numbers and debt and disclosures be relied upon and I'm happy to say that we
007issued in unmodified clean opinion. That's the highest level of assurance, we can provide. So you've met the objective of your audit. Within the financial statement packet. There's three reports, the auditor's report, which I just went over with you and then two reports on internal controls and compliance. The first is in accordance with government auditing standards and we have 2 matters that were required to disclose and report to you tonight. One is an internal control. This is related to the district receiving assistance and preparation of other financial statements as well as the proposal of adjusting journal entries from us, BWB. Those journal entries include not only your fund financials, like your general fund, your food service, your special aid, so on. But it also includes entries relating to GASB 34. The long term presentation, I'll touch
008on that in one second. The other matter that were required to report to you as a compliance matter and the district within New York State isn't allowed to have more than 4% of its unassigned fund balance. In accordance with next year's budget and the district exceeded this 4% as a result, we're required to report upon that. The other report on internal controls and in accordance with the Uniform Guidance Act and the district receives over $750,000 in federal aid so you're required to have what's called a single audit. The district has had these in previous years, this isn't anything new and during the year we tested your federal breakfast and lunch program and I'm happy to note that we had no compliance matters or internal control matters to report so nice job. What I'm going to
009do now is just give you a high high level of how you did financially for the year and as I mentioned, there's two sets of data within your financial statements. There's the fund financials and then there's the government wide financials and so this government wide is presented on a long term basis. This includes your fixed assets, long term debt, your pension obligations and overall the net position of this presentation increased about $1.4 million. Now, how did that compare to last year. Well, last year, your net position increased about 3.5 million dollars. So the difference was about $2 million or decrease, but it was still positive. That decrease is the result of your pension plans, your teachers retirement system and your employees and retirement system. Those plans each year at an actuarial study that's performed. That
010comes up with calculations and determines what the district's proportionate share of (inaudible) obligation would be, and at the end of the day, do to those changes and assumptions and modifications in the study, your expenses related to pension plans increased $2 million. So that's why your, all you increased 1.4, it was less than last year because of this change in this study (inaudible). Now, where the district's focuses its time and effort relating to your general fund and during the year, your fund. increased from 7.9 million 12.2 million. So that was an increase of about $4.4 million. So you had net income profit. Now that was largely driven in the current year by a change in the treatment of Native American tuition aid. So overall, your revenues in the general fund increased by $2.5 million or 8%.
011As I said that was related to this Native American tuition aid. In previous years that aid was unavailable to be recognized and (inaudible). And therefore, there was a one year (inaudible) Well, in the current year. The availability of those funds changed and the district received half of their current year's allocation in the period that applied to. So now that those funds are available, you've ultimately recognized two years worth of Native American tuition aid in the current period. It's the appropriate treatment for this based on discussions with management and management has made this determination. So that is the primary driver of the increasing revenues. Now your (inaudible) decrease about $2 million or 6% and the reason for that was due to the fact that in the prior year payments related to your debt service fund or
012payments for your bonds, your principal and interest, you paid off one of those loans and so you didn't have a principal and interest payment of about 800 or excuse me, it was a decrease of about a million dollars in principal and interest payments. Your inner fund transfers, so those are transfers that you make to other funds they aren't loans. They're money that you you move over and absorb the expenses. You transfer funds to your capital products. In the prior year you transferred about $2.1 million. While in the current year, you're transferred about 1.3. So there was a decrease of $800,000 there. And then lastly, your BOCES services decreased about $480,000 and the primary driver there was due to the fact that last year, the district paid 2 capital payments to BOCES related to the debt
013service obligation that the district tab. So that was (inaudible) last year, and so you didn't have such payment in the current year to the (inaudible) get about $500,000 so between those 3 categories and three items that was, those were the primary drivers for the decrease in your expenditures The last fund that I just want to touch on, again, very briefly, is your food service fund. Overall, the food service fund experienced an increase, and it's fund to equity. So you had net income or approximately $21,000. Your equity increased from 138,000 to 260,000 and the primary drivers of that, your revenues increased about 114,000 or 15%. Well this was largely due to the impact of COVID. The district, once the district closed. They filed an application to do the Summer Food Program, and as a result, they
014were able to serve meals to all their students breakfast and lunch, so they incurred an increase in participation and also the reimbursement rate associated with meals served during COVID is at a higher rate. So overall, your federal sources increased from 583,000 to 739,000. It should be noted that another category transfer from general fund, during the year, there were no such (inaudible), you know those inner fund amounts. So, last year you transferred $42,000 in your general fund to your food service to help operations. This year, there was no such transfer. Lastly, when we look at their expenditures, the expenditures increased in the food service fund by 81,000 or 10% and the primary driver of that was these other expenses which actually was related to the purchase of equipment. The district purchased a new service line which
015totaled about $95,000. So it's kind of a one time expenditure, that you were able to incur and still be able to show profits in your food service fund without any assistance from your general fund. So all in all. I think a good year for your (inaudible) profitable for your general fund and your food service fund and really, that's all I wanted to go over with you tonight, unless anyone has any questions. 016questions. I just have one question. Under financial highlights it says our total expenses increased by 5% during the year and then our revenue decreased by 1% Tell him what page you're on. I'm on page three. Yes, so that that represents the GASB 34. That's the long term presentation that your, your general funding, your fund financial statement from that presentation. That's the first set of data, the long term basis. So should we be concerned that we're spending more and our revenue is going down? Well, again, I think for the most part. Yeah, your, your revenues flat (inaudible) year, but the expenditures are significantly impacted by your pension plans and based on those changes in the actuarial assumptions that can fluctuate significantly year to year. The one thing to note though is, is that you still had
017more revenue than you did expenditure because your net position increased by 1.2 or 1.4 million is. wasn't that using some of the Native American money which really I think it gets all mixed in and that's supposed to be money where you were using for the Native Americans. It all goes into a pot and then it looks like we have more money. That's a good, good question, because I think I put your you mean. So, in the current year the way the treatment of financial transactions is different for the GASB 34 purpose than it is for your fund financials. Yes, GASB 34 recognizes the transactions in the year that they're related to. So even though your fund financials, your general fund recognize two years of Native American tuition. Your GASB 34 (inaudible) only recognizes one year.
018So the GASB 34 wasn't doubled up in the current year. So you really did have a 1.2 million surplus. Adam. This is Mark. Yeah. Can I answer Janet's question? Sure. Okay. Janet, what you're asking about whether or not the Native American funds are separate and set aside only for Native American. That basically is the Native American supplemental funds. The Native American tuition funds are basically funds that come in and go into the general fund. So where do the supplemental funds go? Is that the impact aid? (inaudible) That'll be, the first one is just an attendance overview and gives you some breakdown of the numbers in a blue group, grey group, who's coming what days. The current number students we have in person, that are here, five days a week and then hundred percent remote students as well as those that are identified in that group that are
020parent taught or homeschooled. Also wanted to give you a snapshot, as my colleagues will to. Just some attendance looking at September 11 14th - 15th. Percentage of students absent by grade level, but then also daily average attendance, just to give you an idea where we're at comparatively to last year. It's a little bit low. Right now, and I'm sure I attribute to that, you know, through some of the online stuff is going back and forth. We're usually closer to 87 89% to school, but hopefully when we work the kinks out, we will be back up there and of course our total enrollment district is 3.2 not 3. But that's the attendance overview. Just an update on a couple of (inaudible) The weeks are going by faster. We did that grade five meets principal orientation September
0211st - 4th. Went extremely well. We had two sessions for the four days. So eight sessions total small groups, it was well attended, but it really helped to calm students and get them ready for middle school and I, as I said before, and I think in an earlier board meeting that was just concerned about grade five students coming into the building and you know all these changes and policies and the you know uncomfortableness if you will. They did great, though. So thank, huge thank you to Rich Smith and his crew for getting the building my building ready early for that. That was the first week going full teachers back and it looked great. The markings on the floor, things are set up was, it was just clean it was, it was awesome, and also thank
022you to Ned Nelson for having the bus ready for each day. So we got to talk about bus procedures cause we walked right from the time they get dropped off or off the bus into the building, exit the building, temperatures taken and all those things. So I think parents felt that that was a great thing and then the second, I have a copy from today. We did our hundred percent remote support sessions. We had forced 4 group scheduled on the hour starting at 9 o'clock. and basically I just wanted to bring out students that were 100 remote, make sure that they know exactly what they need to be doing each day after the first week. How to take attendance, how to get into schools, where to find things. How to download, upload all those things
023and work through those. So that was pretty well attended. We had about 28 students come out in different groups at different times with one family member and a huge thank you to Candy and Ed. They just did an awesome job as always and supporting our families and kiddos. Get them logged in and parent access and all those things. So it was just, it was awesome. So, on top of that is, Dr. Anderson said that from the middle school perspective all buildings, I mean we're doing great with reopening our plan and take it one day at a time. Awesome. Okay. So we had six grade, sixth and seventh with a lot of kids out. Yep. You have any ideas why you think we're having that, like grade six seems to be a problem. Yeah, like I said, I know it's usually around 10, 11% on average across grade level so that one, 17.5. I think, again, getting familiar with leaving their home and taking attendance, you're getting the (inaudible). You know, like I say, I like to compare it to a few weeks and take a look at. Okay. I think that it's just like I said,

My question is regarding the (inaudible) on the I - Ready benchmarks and what is it and when will we hear the results. (inaudible) we're actually we're running those next week. So as you know, middle school is always, you know, we're using I - Ready to identify where students are at with reading and mathematics for all grades 5 through 8. It's an online program that we run the benchmarks three times a year just to kind of, first of all, start the year and identify where students are at, are they on grade level, are they struggling. Do they need additional support. We're running those for next week, Monday through Friday, in
026person well as remote. Link is in schoology and then once we have those results, goes with the board and gives an idea where students are at. I mean, the first, you know, two weeks are really been about procedure and routine and you know I mean We get to it. We said it earlier in a district leadership team meeting, you know, we get to 20 minutes of a lesson, it's all the procedures. All those things going on right now. That's okay. But most importantly getting students to get comfortable with the procedure and routines and really from my vantage point, they're doing exceptional. I think you'll hear the same from my colleagues. On the middle school side and just park and be stationary and wait for us to do a mass unload and we're going to do three buses at a time. But we ended up actually doing one
031location, the building we dropped grades eight and five and buses roll up there, or stop, drop there, they come pass through me. Where I'm taking care of walkers and drop off and they go to the other end of the building and they drop and go. So instead of parking waiting, they come in and pretty close and that has done a great job in the line. I mean pretty close to the time that you know we got to release and they're not you know outside too long. Those two locations, they roll in, drop, drop, go (inaudible) is efficient pretty good. So in other words, it's improved every day. Yeah, is that what you're saying? Yeah, exactly and dismissal is the same. You know, again, the volume is before on any given day. So we're rolling, you

035would work slightly better To come to me with that and we work through and the teams were concerned about the staggered release that it would be end up in a situation for teacher hadn't release their class that soon we'd get jammed up in the hall. So they said, let's look at that as a carousel and for grade seven, eight, that's exactly what we did and basically they released all the same time and it might elongate fit for students to go down the hall and around. But that's basically what they do and they're spaced out the entire time and they go around that carousel in the hall, you know, the two respective wings until they hit their classroom. Then they go in. Been working perfectly. Okay. That's how I envisioned it when you presented. I just

037though. Beth had to backup into the hall little bit more to take temperatures, because students we're reading low but Again, we're learning on the fly. A lot of these things and correcting them. So no bottlenecks? Not too bad. I'm sorry. No bottle no bottleneck. No, no, no, no, okay. We got cones outside and at this point we've been doing good, doing great like I said (inaudible). Okay, great. My last question is I've been hearing some information about the chargers. The students get chargers for their devices and are they staying charged up. I heard those some charging Yes, some charging issues are happening. Well, you know what, this is what we're seeing. I think this is across the building, is that students either are, you know, we're going to deal with some of these issues where
038they don't have the charger. They forgot the charger. They forgot to charge it. Last charges. So we're trying to sort through those and we had a discussion again. Dr. Anderson was leading on that topic and how to correct it in classrooms and get backup chargers and, you know, and give consideration to those things in the classroom. But you know, that's like I say, not, not a huge. It's a minority right now. I mean you know that it's happening but nothing crazy Want to look at and correct, for sure and like I say, have maybe a backup charger per classroom. If not a centralized extension cord with one of those multiple ports where students can plug into so they don't have to change their seat location so Funny you should ask because that was the topic

Considering that punches happened and then I broke it down by grade levels that you can see their kindergarten, first, third, and fourth and again we're all, we're
040right where we typically are at this stage of the game in years past. So that's a good thing. And then I broke apart our I broke apart groups. So you can see where we are and this This is a bigger thing for, I think, at least at the elementary level, we have a much higher percentage of kids across all four of those groups, including homeschooling which we're seeing a huge rise this year and then same thing with our fully remote. I have the most kids that are on fully remote out of all three buildings with 73 right now. Um, but, you know, we're juggling it, it's been it's been a, it's been definitely a trial. Especially with the fluidity of kids moving between group designations, that's been challenging It's starting to level out a little
041bit, which is good. And hopefully we'll, we'll continue to slow that down so that we can get that and really settle in, you know, in those groups and get moving. The other thing I had on my report is just a quick little blurb about our open house which is going to be really different for us this year. Although I am very excited about it, given what we're seeing so far and the teachers are doing a really nice job. So it's going to be full virtual and the reason why we went to full virtual is because and some of you can attest to this because you've been to our open houses in the past, but we get a real packed house. So there's just really no way for us to do it and maintain all of
042the PPE that we would need to maintain just because of the sheer volume of people that we get every year. So what we're going to be doing instead is that you have a peered open house Google slide show that I created. On the slide show there is a slide for every grade level and department in our building, including all of our intervention related services, special areas, specialized programs. I mean, every one is accounted for and everyone will create a bit emogi for themselves. That will be on that slide and then attached to that slide. They're creating a video that will pretty much contain all of the information that they would have presented, you know, to their parents if they would have to be open house in person. Then on that night. So then once that
043is completely done, we're going to send it out the day before to all of our folks for schoology. So they can access it and then that night of open house. Everyone will still be in attendance on site. To be there for either teleconferencing with parents or zooming in, with parents and students that may have questions or, you know, wanted to do some more face to face. But some of the videos that people have been making I'm starting to get them in and attaching them to their bit emoji and they are really, really good. All our chargers were put together in groups in classrooms, either in a mobile carts, or in some other form where it was stored very safely in the classroom. So all of those had to be picked apart and put you know separately for each kid. So we are finding ourselves we either chargers are being left home or they're coming back and they're not charged fully, and so we need extra charges in the room to make sure that we're charging. 047evening. Good, how are you Jim? On the buses now has that it improved as far as the lag that you had on that first day? Yeah, You know you didn't know what was going on. Yes. Yeah, so you know, a rough, coming in is is really been pretty seamless for us because they just come through the loop. You know, one at a time. They drop off, come back. It's the pick up and the dismissal that's really a lot more challenging because we typically would take our kids out and drop them off bus to bus. Whereas now, because we're using the small loop, we can only call a certain amount of buses at a time and then kids are coming down and loading and so for our bus drivers, that was challenging because one, they don't
048know all the kids on their route yet. So they had to check their rosters off to make sure every kid was on the bus because teachers aren't riding them through that anymore, but two, we didn't have really a system for lining up. They wanted to go in a certain amount or a certain line up a day. We toss that out, literally, after the first day and kind of changed and tweaked it and so now when they come. It's kind of first come, first serve. They just line up and those are the ones that we call and we get them out quicker. The bus has been great about checking the rosters with us. There's been a couple times where they have, you know, I've had to get on the walkie talkie to Annette and she's been
049great help sending the buses back because they did have all their kids and it's you know, it's just a matter of time. It's getting better and better every day. You know we watch our time every day and we you know we cheer when it's a we reduced it by two minutes and then another day. We reduced it by another two minutes. You know, before you know it, it's going to be back to the you know, 20 minutes swing that we were down with the old system. What I can't say enough about our Our bus drivers have been super flexible and just terrific. I can't, I really can't say enough about them. Okay, so. So I want to talk just a little bit what we're trying to do to make school feel more normal in an unnormal year We have arranged for student pictures to be taken. So that's coming up. We've had to do multiple days because again you know we're in a hybrid scenario, We have a grey group day, a blue group day, 100% remote group day and
054then make ups in November. You know, when you think about the things that you wouldn't normally have to do, we have to arrange senior pictures at later date because they are not allowing students to share those black drapes. So, you know, even when you think something simple, we have to rethink the wheel in every area. We're also doing spirit week for the next two weeks to make sure that each group has the opportunity to participate in all five Of the decades that we're going to feature, since this year our theme is a twist in time. So I want to thank student council for arranging that and really it's to celebrate that our students are back and they're able to participate in sports. Although, it'll be a little bit of a different season. Kids were excited
055about signing up for soccer and cross country and just getting out there and running. I have worked with Candy Phillips and Dr. Anderson, the past week to talk about planning for the return to play. Candy has been meeting with coaches and I feel really confident about our students partnering with Pine Valley in soccer and then also cross country this year and I'm really excited about that to start There's a couple other things down at the bottom for you, just so that you can see we're working on updating our progress report comments just to make sure that there are appropriate for 2020 which is an unusual year. We have a plan in place if we had to close school tomorrow. Our teachers are ready to, you know, flip their instruction to totally online. Which I'm pretty
056excited about. We've talked about that this week and like Carrie mentioned, we are having a 100% virtual open house and we're doing something very similar as the elementary school. I'm excited Ashley Wright, who we featured over the summer as an exemplary teacher. On schoology has put together some exemplar and models of this would look like. So that teachers can see what we're looking for as far as virtual open house. A couple other things that are not on here that I wanted to mention that I was thinking about from some of your questions, if we are also trying to work with colleges to put together a virtual college visits. These would take place on Wednesdays for 30 minutes. They will be posted on schoology so that students can still have that experience, even though they can't
057go to the college or have those college reps come to us. Someone asked about, I-Ready. So I also wanted to mention that I have been (inaudible) who, again, you know, is a rock star and he's been helping get together. The (inaudible) rosters which is that I-Map testing, we can take similar data at the high school for reading levels. and this year we're expanding it in the past, we've done it in 9th and 10th grade only. We're able to expand it this year to our junior class, which I think is really important. So this will be one of the first data points will have for incoming freshman to see you know where are our gaps and then for especially for our 11th graders, I really want to see where are they at as well. 058a planning meeting on this Friday, and then we'll be implementing it probably the end of September. So if you're looking for our report that would come sometime in October. Let's see, let me talk a little bit about the attendance. So I did (inaudible) the bottom of my report as well the attendance and I included our, our group totals. You'll notice that there's a little bit of a difference at the high school, our blue group and grey group. This is our (inaudible) groups, are pretty even. We have a much smaller number 100% remote group which is our red group total. So compared to the middle school and elementary school. We only, we only have 16 students. So it's a, it's a smaller number. I also included some comparison data last year with our first four days

I was behind the planning for the four days last week and acting on behalf of Dr. Anderson, I want to say thank you to Ron for helping us with our kickoff on Tuesday and sharing words of inspiration and insight. We really appreciate your presence and your contribution. The four days, featured professional development around the integration of technology at the classroom level. There was a particularly something called the tech, tech playlist where teachers would learn about the expectations and be able to see video and get more support around using schoology, both to post assignments to communicate with the parents as well as the creation of
071videos and at law 2D compliance, along with a number of other things and included do some catching up around zoom. Wednesday's are going to be typically our PD support days and that will be more needs based right now. So based on our first four days. We asked teachers to take a check for understanding so we could gauge where they were based on what they learned around tech innovation and based on that information we're going to be offering more one on one support around schoology as needed and next week we're going to enter into both best practices around video use. We've begun to work in the area of creating that K 12 multi tiered system of support plan. MTSS and we have by regulation, we need to have one K4, or at least an RTI plan
072and Carrie has done a terrific job of giving us a base that's going to be a model for us as we craft a plan 512. Elizabeth Davidson and I and Todd sat down and met with the middle school team and have begun drafting. We're going to be meeting again next week and that's so, that's been lifted off and we're working towards supporting students around academics, behavioral supports and social emotional learning We also as Leah mentioned Leah and I've been working carefully with the Seneca Nation, not carefully, but we've been very thoughtful and intentionally working with the Seneca Nation for several months now and to be able to get this Wednesday support day with on territory support is really Nothing small of a a Herculean is what I said and to that it's going to happen
073and we're hoping for we're planning for an October 7 date is terrific. So with that, on that day we'll be providing support and our teachers will be traveling on territory to provide that directly on site and it's been a special thing. We're doing things digitally, which does help and so there was a lot of explicit instruction that could not be done. Just because of the model that we were stuck in. So one of the things that my teams has done of course of the summer working together over the course of last spring, and then even at the beginning of the school year, is to look at the standards that each grade
076level identified as being ones that they, one either didn't get to enough to have kids master or didn't get to at all because of the closure. So those standards were then shared with the grade level prior and shared with the grade level above them so that that we can have that vertical planning that was done and then the first three weeks of our school year was going to be our, is our acclimation period and then a period of time where those standards that we're missing. So that's why I was wondering what the direction of the board would be. Last year, I think we appointed someone
090really late in the year and I was hoping to get it done earlier, if possible, if we were going to do it. Right and so I just wanted to check with you to see if it was anything significant that a student could benefit from a you know a governmental type. I think we could benefit from hearing from them, considering what they're going through, it's totally different than when they can bring stuff to us that we may not hear. Right. (inaudible) That's why we picked them all, everybody that applied last year and unfortunately, two of them didn't ever get to come but they really did have some good ideas. Mark, you got any input on this? I think it's a worthwhile program. I mean, it gives the student, a lot of experience in I think go

094They're just meetings within the school with staff and so those types of committees like the upcoming safety committee that will not, I need to remove that from the flag because that is not open to the public. So I think all meetings, maybe should be on Ron's standing committee and parking lot items and then, on the flag, which is shared with the newspapers and posted on the doors for the public, that should only be public meetings. So our archives policies, our current policy 1250 will be removed from that archive list because that will not be archived and so I updated that list and that

098term report. The other thing that was talked about was the hold back that occurred. We had how we were treating it, the 20% hold back that occurred in June, as some discussion in terms of how we treat that on a financial basis. It's going to have a significant impact this year because it's basically funds that are kind of booked but they're not going to be available. Okay. Is that it? That that's the highlights. Okay Mark, I just wanted to recap some of the questions you had brought up when you and I had a discussion. You said you wanted to possibly bring up some questions about long term finances we had when we were talking, you go, we had to look at some stuff down the road. Yes. Essentially, when I talked with you. I think
099the board really has to take a strong look or have get from administration what the plan is if the governor goes ahead with the 20% reduction me now. Although we have a significant fund balance, we're not, we don't want to blow it up all this year and I don't even think it would cover what the 20% percent hold back would. The other big thing, and I did kind of mentioned it to the auditors, but they really didn't give me an answer is, if this state holds back 20% of the building aid, that makes us a significant difference to the district in terms of we may want to kind of slow down on our building project if if the cost is going to be jumping from 3% to 20% for the district residents. We won't know
100that until later but once, we want to keep that in mind as we're going through this project. Okay, very good. I just wanted to make sure that when I speak to (inaudible), get a chance to speak with other board members kind of offline about concerns and the questions they bring up to me that we highlight on here, so we can get it on the record and not lose focus at some of these potential Issues that that might surface and we all need to be aware of it. Okay, so on that note, I spoke with Congressman Jacobs office and Congressman Reed put in a bill, bipartisan for that money. But they have no idea if it's even going to pass and they aren't they aren't real hopeful, hopeful that we're going to get the full money

That it has to come to the school districts That he can't hold it for something else and they were talking about putting that in the bill to make sure that if the money comes, the districts get it, but it's going to be, they figure over a month or two before they even get to that bill and I also have something else on the audit committee or the, yes go ahead please Okay. We've appointed three and then when we were trying to go to the meeting today, we were told we weren't allowed. So I don't understand why we've got two different committees. So I just wanted to do a shout out for to everybody. Kathy with her kind of really organizing, helping us out with the board and really organizing. So we can start focusing on proper oversight of the district, so they can take care of business down there on the ground. They maneuver through these difficult times. and get better and better at it. I can really appreciate the middle school doing their rehearsals and every day gets
117better. I know when I started feeding the veterans. Holy crap, took all day that to get it done. But once you get it going and do it a couple of times, it starts going like and everybody's alert and that's important staying alert will keep everybody safe. So it's just amazing that All of the, all the players the transportation, and the buses and everything just this big moving machine. It's just a really impressive and I'm really glad that we had a really safe opening and moving forward with the safety measures. Dr. Anderson's working on that to make sure that we ensure that we have the appropriate meetings, appropriate number of meetings and appropriate oversight throughout the school year and then the presentations that are coming out. So throughout all of these difficult times and stuff that was acquired through these hearings. We all decided that we're going to start working together and move forward. So we're going to proceed to read the resolution as a recommended actions, whereas the Board of Education, which is the board of the Gowanda Central School District voted on May 14, 2020 to adopt charges of official misconduct against board member David E. Barnes pursuant to New York State Education
128Law Section 1709 18, number 18 and whereas David (inaudible) was designated as hearing officer to for purposes of conducting to hearing on the statement of charges against Mr. Barnes pursuing New York State Education Law Section 19 1709 number 18 and whereas hearings dates to consider such charges of official misconduct against Mr. Barnes. have been scheduled for September 29th, September 30th and October 1st, October 6th, October 7th, and October 8th 2020 and whereas the board has carefully considered the unprecedented challenges presented with the regards to the reopening and operating of the district for the school year 2020-2021 educational programs in light of the Covid-19 pandemic and as determine that it is in the district's best interest to discontinue and above referenced proceedings against Mr. Barnes, in order to ensure that the board can devote it's full

Vogtli pursuing that the New York State Education Law Section 1709 number 18 and whereas David A. Hoover was designated as the hearing officer to for purposes of conducting the hearing on the statement of charges against Ms. Vogtli pursuant that New York State Education law 1709 number 18 and whereas hearing dates with respect to the charges of official misconduct against Ms. Vogtli for to be scheduled and whereas the board has carefully considered the unprecedented challenges presented with regards to reopening and operating the district's 2020 and 2021 educational program in light of the Covid-19 pandemic and has determined that is in the best or in the district best interest to discontinue the above references proceedings against
134Ms. Vogtli in order to ensure that the board can devote his full attention and resources on the health, safety and success of district students during these unprecedented times for as not withstanding the discontinue of the above reference proceedings. The board wishes to affirm its commitment to the standards, standard that the board and each of its members must work together in a constructive, professional, respectful manner in order to provide the necessary leadership for the district and to provide the greatest opportunity for the success of the district's educational program and each of the district's students.
