001please stand to recite the pledge please pledge allegiance to the fire from the united states of america and pursue the republic for which it stands one nation under god indivisible with liberty and justice for all i'd like to welcome everyone to goshen high school again thanks to dr young hans and his staff for hosting us this evening just a few opening remarks this is a meeting of the school board of public for the purpose of conducting the school corporation's business is not to be considered a public community meeting there'll be time for public participation as indicated by agenda item number seven the mission of goshen community schools is to inspire innovation empowering potential enriching our world and our vision goshen community schools india's premier global school district of choice title 1.4 is approval of tonight's

002agenda do we have any additions to the agenda uh subtraction actually we'd like to remove item 2.3 i learned your part we'll bring that back to the next meeting with us any other changes to the agenda so with the removal of item 2.3 by learning report the agenda is approved as modified and item 1.5 approval of the minutes from the august 23rd 2021 minutes do we have any revisions to those minutes nun the minutes are approved as presented we'll move on to item two superintendents reports and item 2.1 student and staff recognition comply yes thank you i would like to call yoder up we are excited to officially recognize jen as a top 10 indiana teacher of the year candidate she's still waiting to hear about the top three they're narrowing it down to the

003top three we're hoping we'd hear before this board meeting but we we haven't heard yet she hasn't heard yet so but we wanted we announced it at one of the meetings but we wanted to officially recognize jed as a top 10 teacher of the year candidate many times and she is a top 10 teacher from india she joins terry hussey who was a top 10 teacher two years ago just exemplifies the excellent teaching going on here at goshen in every classroom every day and mrs yoder do you have something with you here tonight yes i got my husband with me i'd like to thank you for the opportunity i mean ocean i get to do some really cool things that i never imagined i get to do as a teacher so and that's all from

004the public support and voice support so thank you it was just in her room today checking out some of these projects these students are doing it's amazing so kudos to you we'll root for you and hopefully we'll see thank you uh item 2.2 school safety updates um we're just kind of giving you an update on what we've done in the past year so school safety wise uh some of the things that we do yearly we have our school safety plans each school does a safety plan turns it in it's approved by dr uh pope and turned into the state of indiana in march of 2019 the motion city helped us purchase our school guard app for all gcs schools this allows employees to quickly call 911 or to alert law enforcement if there's an active

005intruder in a building ocean city police are notified immediately and can respond within minutes rather than going through the dispatch which saves this time and in march of 2020 a week before our shutdown at coburn we uh gcs administration the ocean police government fire elkhart county sheriff's department the city of goshen and ivy league we had an active intruder at our school this is the third year in the world that we did one of these um motion fire gained valuable experience in preparation for a real event the ocean goshen police and goshen fire continue to have monthly meetings with those departments and that is a great relationship we have with them once a month we have a meeting with the chiefs of assistant police fire and uh the mayor participates in those and work together

006to plan some of these drills and just keep cooperative together um and i'm talking to people throughout the state most people don't have that relationship with their police department fire departments like we do emergency management system was purchased last year with our safety grant and it has three sections one of the sections is a active incident response where we can communicate um in the building and also through the district through the app so that we people are alert and aware of what's going on it also gives you access to maps and plans on your phone so you have it all right at your fingertips the other section is called a drill management so instead of filling out papers about when we do our fire drills and our on lock down lockouts and all of those

007drills we can keep it all electronically and you can do uh drill attendance along with that and then the third piece is our reunification i think from what you can tell from safety kinds of things unification is the most difficult thing to do if you ever have an incident and this allows us to do it um on our phones with our students student information services information so that everything is right there instead of doing paper pencil trying to figure out how we would do the reunification so we are just in the process of implementing that and hoping to do a reunification drill on a small scale at some point to try the system out and then we just found out last week i guess two weeks ago that we did get the safety grant again

008for 2022 and we will be purchasing radios for our elementary schools um we have a few but not enough so that there's they can use those on the playground at the buses and places where currently they don't have access to radios so that gives within the buildings more access and also through the corporation and then the other piece that we're going to replace is our reporting system and one that we're purchasing is called stop it solutions it's like the tip line that we currently have that it's manned so that it will always get a response and then you can also connect you could report safety issues misconduct or compliance concerns or they can connect you with a crisis so we're hoping to upgrade those i the safety grants program in government indiana has been wonderful

009it's helped us do our key fob system radios started out with a phones a long time ago because we've been doing it since 2013 our raptor volunteer management system and now our emergency system so the program that indiana has been very helpful any questions on the memo thank you both very much we'll move on to item 2.4 which is school improvement plans documentation all right each year the state of indiana requires an update to three year plan provided by each school school improvement plan really sets forth academic and priority goals and strategies that schools are going to use to reach those goals um we use ilearn's kind of our summative data and then along the way we use fast bridge we use our illuminate our interim assessments to monitor progress towards those goals along the

010way each school has created goals that revolve around the increasing proficiency in uh reading and matter the ela and math on the ilearn and then also um we've started tracking some attendance goals attendance the past couple years have been up and down as you'll see in our next board meeting in our high learning report we have a tendency in the past has had a student growth component because we were not able to take i learned last year this year's island we have not heard if they're going to try to figure out a growth component from the 2019 um assessment um but um so while we we get student proficiency we also get student growth toward proficiency and a majority ocean has always done very well when it comes to the student growth um our schools

011that that are a's and b's um a lot of that goes is contributed to the growth that our students have and not just our our general ed students our el students our specialized students um that everyone's growth is measured by the state so those plans are attached into your board and board docs if you have any questions thank you thank you dr beckham but i have 2.5 which is good evening um you already have we provided electric copies to the athletic handbooks for good high school junior high school along with that i just like to highlight a couple things that are happening in ghost community schools with that with athletics we're working hard to create a system of grades 3 through 12 pipeline of athletics for participation and development we're working closely with mr kissinger

012at his staff as a lead team we're using the same mission and vision statements at motion junior high school and coach intermediate school mission is ensuring all students student athletes acquire acknowledge and apply skills enhancing tomorrow to our students the vision is to utilize the values of athletics to develop productive citizens to strive to promote and support a positive environment in which students excel competitively to encourage student athletes to compete in multiple sports and to create an environment that fosters the character development of our athletes while promoting mental and physical toughness i'd like to add that we're going to have our first annual motion intermediate school night of athletics tomorrow junior high school we're going to have them uh all come the students get in free with a paid adult we'll have volleyball games soccer

013game and football game and we're also going to have some food trucks on the ice will be there just a great night for families to be and come experience coaching junior high school and things to look forward to um we've been meeting with community representatives like new extension 4-h boys and girls club parks department um just to get a feel of how we can partner together what kind of calendars they have where we have gaps for students and where we have too many things going on just a little update on athletics that goes to new york high school number wise boys soccer we have 41 boys playing toy soccer 40 girls playing girls soccer that's sixth seventh and eighth grade we have 15 cheerleaders this fall we have 15 our excuse me 54 football players

01434 volleyball players and 29 cross country players there's a couple fall camps um going on coach reynolds golf camp right now um at black school there's over 66 students coach hill just started a three-on-three league at west intermediate school at the time i talked to him he said there were 72 signed up but 10 still inquiring talked to coach du bois he did a 14u baseball tryout had the most ever um and keep some extra kids just in case i just talked to mr longford the elementary soccer coordinator he updated the numbers in 2019 he said we had 209 uh elementary boys and girls play soccer all right so far this year i mean we're doing grades three and four because the new configuration he has over 207 students planning on exercising um and we'll

015have that i'll finish and culminate with a tournament at ocean high school out here on october 2nd that's a great day all the kids are dressed up in their stuff and it's a great time finally i'd just like to mention that uh ghost increased schools has a website called motion athletics dot com and what's great about this is all things k-12 and so students junior high students that want to go to a high school activity they can log on to parents they can say hey here's an event they can go to it same thing for goshen high school coaches and athletes they want to come support social junior high athletics so really excited about all the work that everyone's done i know i'm up here speaking but it's many many many people behind the scenes

016unless they're working at junior high school larry kissinger dan schrag jan baker lisa hershberger uh parents families it's just been a team effort it's been great to do so with that if you have any questions i'll do my best to answer i have one general question so with the new intermediate school i know some sixth grade students do participate you know like cross country i believe i think swimming how are we working that out with them so it's been it's been a little challenge but we're working on it um and uh just to say this um diana robles and uh jessie redondo the secretary's administrative assistants intermediate school have been great we've been pushing out information into uh parents but we want to go a step further we want to have some meetings where parents

017can come and just learn about the intramurals and the athletics that are that are offered because there's just some confusion like what's intramurals what's athletics um but you're correct in the fall two spheres could do um soccer soccer and they could do cross country for boys and girls in the winter it'll be wrestling and swimming and then in the spring it's golf and tennessee it's going to be involved better inform them because there's more processes of athletic forms and all those things so we'll go to item 2.6 which is the technology reports i guess since i'm responsible for technology um just wanted to give you a quick update on some of the technologies uh and technology happenings in ocean schools feel free to jump in if you have questions okay there we go all right

018um student advice has remained uh an expensive uh piece but i would say we've moved from expensive to rather affordable with chromebooks and um we are continuing to look at a four-year rotation um that seems to be the status quo for not just us but many districts around the state um seems to be a pretty sweet good sweet spot to be in as far as replacement of devices so what that looks like um we purchase ipads at the elementary school on a rotation of four years so we'll replace an entire school or set of schools um and chromebooks will replace it from the fifth and ninth grade level they'll take those chromebooks with them for four years so that means a fifth grade student that gets issued advice at an immediate school will take that

019advice with them uh through junior high and that minimizes the amount of replacement and or swapping i should say a devices and then in high school level freshmen you keep that device for four years as well and that provides the kid the opportunity to have some ownership with the device to take care of the device better obviously we have kids that don't treat the device as well at times with the vast majority so yearly estimates for that we're working about five to six hundred ipads and about a thousand to eleven other chromebooks every year currently this is the schedule so next year will be parkside and fifth grade freshman following your furry investment so very regular cycle for us um internet access uh continues to be you know one of the most if not the

020most important thing we do at technology is providing internet access so much happens um with internet resources in the classroom all the way through administration a critical component so we work at redundancy and making sure it works at all times and and with that uh we also recognize that internet access for students is critical as well um whether that be in school but also home so there are several programs out there one of them i wanted to be aware of was emergency broadband benefit program which came into place with covid and what it provides is 50 a month up to 50 a month i should say for a family if they qualify for free reduced or there's other ways to qualify as well um can have fifty dollars towards their internet access so we are

021actively working with families that may not have internet access and encouraging them to apply to these programs and finding ways to make sure they have internet at home the reason being is that school doesn't have to end at the end of the school day and there are a lot of resources online that can enhance education as teachers assign work comcast internet essentials remains another program it's a 10 a month program that we've encouraged as well emergency connectivity fund is a third program that again came into place with covid that allows us to purchase internet connectivity services for families that may not have that access so we've we've applied but have yet to hear back receive that funding just an fyi goshen public library also has the option to check out wi-fi so hot spots so

022if you um don't have internet or need to take internet or need internet for a short period of time you can actually check i think they have six to ten devices maybe it's not a lot but they're continuing that program and hopefully it will get some traction of course restaurants in the area you can get internet access um our secondary schools along with internet our intermediate school also have internet access in the parking lots so anyone that any student for sure that needs access to the internet can swing by and maybe they need to turn into an assignment or complete some homework they could do that easily and we also have plans then to do that in all of our schools so starting january 2022 presuming again our funding comes through through the e-rate program

023we will have internet access in all of our schools so again trying to make sure we have internet available for our families and students that wherever they need it i couldn't do this without some kind of ep chart so feel free to digest this later if you'd like but just wanted to emphasize how much we depend on um various services that we get so mr boomershine and all the facilities work that they take care of is critical for us number one electricity um i'd say our outages the reasons that we struggle at times because nipsco might have power or things like that we work hard to find ways around those issues but sometimes we do end up with things made down and we continue to work to make sure we have continuity of services one

024of those specifically is power generation in some of our key locations um but it kind of gives you a hierarchy of where um you know where we depend and there's a lot to it so we our wan also depends on uh city it depends on property that's not even ours right and uh new paris we have a fiber wind with and all that fiber runs on telephone poles and underground and so we are also dependent on those so it makes a pretty big stack of things but so far right things okay so again on infrastructure we definitely focus on redundancy we have multiple internet connections with multiple companies uh coming into multiple schools the idea being any one school could lose power we've had a multiple time in christian high school and we could actually

025have all of our services running from another building that would serve the entire district we have 700 plus wireless access points and again that number is growing i don't suspect it'll grow substantially more than that but time will tell right we continue to serve 10 to 15 000 users every day from our own devices to cell phones to um well there's all kinds of devices public access our network is utilized a lot by us as well as the community and we also have a fiber loop as i alluded to before new paris telephone release the fiber from and uh we have a loop so that any one connection could be broken um so let's say a connection was broke between west ocean and merit we could we could actually still serve the entire district because

026the traffic can go a different way so it's a it's a redundant path and we have 100 plus virtual systems which really run all of our applications internally that we maintain i'm looking ahead i think about some of the financial things that we can be doing and we are doing so resale to use tech equipment we have a thousand plus devices leaving our district every year we we should maximize uh the value of those um and and next month i'll be bringing a proposal to sell that equipment back to the community so we like to centralize and standardize our systems so that uh we're not uh you know the more systems we have the more we have to maintain the more complicated so centralized and standardizing can go a long way to making more efficient

027not just in technology support but at the district as well and we again encourage lots of free online resources there's so much out there for education it's really unbelievable how much there is out there that it's free and available so we always encourage those i'm on the security side we're looking at endpoint protection which is really just uh dedicated software to protect our devices at a level we're not currently doing but we we have it in place but this would be kind of the next level of that multi-factor authentication which is really hey i'm logging in and it's going to ask you on your phone to verify that that's you um broader use of that can go a long ways it remains one of the most effective ways to protect your accounts so that others

028are not getting into it we continue to push uh more access control so being able to electronically control uh physical access to our buildings is very very uh helpful and monitoring of that uh becomes also integral in any kind of safety plan security cameras we have hundreds of security cameras and that number is growing it will continue to grow we've been uh not just helpful for ourselves but helpful to the local uh pd to uh there's all kinds of situations that it has become kind of critical to our operations so looking ahead internet bandwidth is something that we monitor closely and currently we're at about three and a half gigabits per second um a state entity organization recommends two megabits per user for the 2023-24 school year that would be about 28 times what we've

029got right now which they're recommending up to um we monitor closely and anytime we would be peeking out our internet connections we certainly have that conversation and can actually up our speed uh within hours um to respond to uh high traffic so that that continues to be a critical um piece that we monitor stability i just want to emphasize power generation is so critical for us because everything we have electricity right and the more instability we have in power the harder our jobs become for sure again we work hard to work around it but some situations we can't so we want continuity we want classrooms to keep operating we want technology to be transparent and available at all times so this all plays into it and that was a very brief snapshot of all the

030things going on but take questions did you have more hair when you started this job [Laughter] actually yes i did i i started in goshen schools in around 2000 and i think i lost my hair three four years later well you didn't specifically mention it here but i know our school year kicked off with some pretty serious power outages not just for us but for us so i just want to recognize you and your team because i know that was a lot of work um to get successful thank you i appreciate that yeah we had the unusual circumstance of four of our buildings without power which we've i've never experienced before thank you very much 2.7 why are you switching that um i just want to thank you for allowing me to speak on behalf

031of model and our entire staff at model elementary school um i get passionate and excited when talking about our school so i'm going to try and keep it five minutes um but the work that that's happening it's the things that we are envisioning and the dreams and goals that we have for our students wouldn't be possible for the staff and all the families that support model transportation our district leadership everybody um it takes a village in a community and we're very thankful for the ones that we have um so at model elementary school our mission um so where we are and what we strive to do on a day-to-day basis is to make sure that we have a safe and connected community and community is really important to us and all that we do and

032i'll talk about why in just a little bit but we also want to make sure that we're always challenging and engaging our students that's at the core of all that we do and then we are empowered by the bulldog beliefs if you ask any student at model elementary school what our bulldog beliefs are they should be able to tell you it's respect responsibility safety and kindness and they should be able to give you examples of what that means to them and in our in our model community but also our greater community of coaching our vision is where we want to be and what we're striving to do and accomplish and so we've developed the hashtag modeled away our goal is to model the way and ensure that every learner is socially and academically prepared to

033leave model ready for the next step that they're able to then go on and be a part of whatever it is that they want to be when they graduate from high school so our we know we are foundational and making sure our kids get to the next step and that they are able to graduate from high school and so we have everything modeled away as a reminder of our vision and what it is we want to accomplish so our school goals for all of our students and staff at model and that we are going to increase our english language arts proficiency measures for all of our students and we will measure that on ilearn in grades three four and then we use our fast bridge data from beginning of year to end of year and

034fast underscores for reading to make sure that we are continually progressing towards standards mastery and reading proficiency with all of our kids we have a large percentage of our students that are english language learners and we are tracking their growth and we we're looking at our kids that have maintained a composite score for two more years and we are making sure that we have goals and specific action steps for each and every one of those kids based on their needs to make sure that they are growing to the next level again so that they can experience success our focus is that we want all students to experience and success might look different for for some students than to other students but we want them all to experience success and that aligns with the vision that

035drug has for our schools as well one of those things we know is that adultery coaching we we are in a profession that is constantly changing and so our leadership team is working really hard on making sure that we are coaching our teachers in the classroom and a lot of these coaching partnerships our teacher coaching teacher and so we have our teachers paired up they do observations they co-teach with teachers they have coaching meetings they do brief they reflect we look at student work we develop coaching plans and then we track students in their progress towards the different standards that we're focusing on within different windows and curriculum maps um three of our teachers that were being pushed last year have class averages above the state average and our goal is that all of our

036teachers will have students that also have um this has been something that's been really powerful and has built relationships within our model community as well um back to the other goal of our access and we got growth and making sure our english language learners are growing last year we had 84 of our students and last year we had um 600 students not all of them are english language learners but 212 of them were 84 of them grew a skill point or more of course we want that to be 100 and then um 135 out of 188 of them showed 72 of them showed growth over overall composite score on access testing so they moved from a 3 to 4 or a 2.2 to a three they move to the next level which we're going to

037continue that work and making sure that we are growing each and every one of our kids academically so one of the things that we got to do last year again it was because of the staff at model in the community and several of you were a part of this as well is our why you matter campaign so we had every single student staff member and people from the community write and think about why do you matter and they wrote on whiteboards and we photographed every single person in our school and a lot of parents came in and did it a lot of community community members came in and did this and we hung every single picture up in our school and then we walks we had parent nights and families could come and they can

038write their you matter statements and took pictures of them all together we had multi-generational pictures it was just it was really powerful and one of the neatest experiences that i had as an educator watching these kids so there's another component to that that we're going to do this year so it's the why you matter but what's your why and so we have um we're working we will be working on developing elementary tailored lesson plans to talk to kids about what what is your why we're going to connect it to the flags of taipei so every student staff member community members will be invited in to create a flag there's an example up there and they will write down their why and their wishes for our community so back to our vision our community we want

039to have a safe and connected community for our mission and vision so we're always trying to communicate give to our community as well and so they will write down their wishes and their wives and they can color pictures and then we'll hang those in our school and then we are looking to partner with the city of the ocean to maybe get these up outside downtown in the spring and the whole the tibetan flags um it's not a the whole the philosophy behind it is that we are promoting peace strength compassion based on positivity and the wind carries the messages from the flags to the people so that's the symbolism behind those flags so that would be coming in january when we start that so right now we are in the middle of our be kind

04021 campaign we use social media to push out in parent square to push out to our community things that we're doing to be kind and so the whole idea is that if you they say that it takes 21 days to develop a habit the idea is if you're intentionally thinking about something and and being kind if you're intentionally thinking about kind things that you can do on a day-to-day basis it becomes a habit this is our fourth year doing this and it's been really neat it always is um parents and community members just send stories of kindness that they've experienced they hashtag it modeled away or behind 21 and we share those stories on social media and we take pictures of our kids doing kind of things um we had a kid saw another one

041had a big band-aid on his knee and so he brought a band-aid for that student from home in case you needed another one like well why'd you do it i'm being kind and it connects to our live beliefs um today's focus is um practicing patience and so i had one kid saying the six i'm practicing patients but i really want to go to recess so we're just trying to instill that their kindness in our kids and our community kid mayor last year at the end of the year with the help of the city of goshen and mayor stutzman we were able to work with fourth graders we taught a series of lessons about what does the mayor do what's the role of a mayor connected to our indiana standards for civic engagement and we had

042our first kid mayor in russia pierce and she has um been at some city council meetings and she had a tour of the city with the other people that ran for kids mayor as well that kind of hurt advisory committee so they got to score goshen and right now we're in the midst of pushing that out to our whole all fourth graders in the city of ocean um at all the schools including bethany st john's and holy school so any fourth grader that has a go send me address can reply they have to create a video and campaign and pick an issue and what they would do to solve it we just got our first video it was really cute um she's going to campaign to stop littering potion but they have to have a

043solution and then there's a rubric reviews we'll narrow it down and then the kids will vote for the next good mayor will be and that will be in october and i believe we will have the kids speaking at a first friday event too so really proud of that and the work that's been done really neat so that's just some of the highlights to talk about do you have any questions we appreciate your leadership and everything that the school all right we will move on to item three which is board committee reports department uh one thing i'll say is taken quite a while to come but there is going to be a dog park in the ocean um the official opening of that is in a few days um goshen parks department is we're just so

044blessed to have all the parks and trails and recreational areas and and a dog park has been talked about for years uh it's going to be where the flyover the overpass is um at the end of what knight street [Music] 3.2 music council uh so we did have a meeting um i will be giving you the minutes of the meeting once i receive them obviously the time but i do want to highlight that on saturday the the uh ocean communities to host that the marching band competition and i think that went very well i know that the school is the music requirement especially is uh interested in having a trip once again uh so they're thinking about ways to make that happen in the middle of what's going on so i'll hide those two items

045and once i have two minutes i'll send them away thank you 3.3 athletic councilman uh 3.4 building trades uh we have not met currently but the house is in the trails and is 3.5 child care we haven't met but also i was outside the country uh 3.6 ghostly community schools foundation we have a meeting at 7 30 tomorrow morning and the agenda is pretty much about the trivia contest uh in 3.7 any legislation there's not a lot going on in front of the curtain you kind of wonder what's going on behind it as far as education i wasn't able to go to the chamber of commerce meeting but senator dario that was not a king and then the other concerning thing is a representative from fort wayne talking about introducing a bill that would make

046school board elections harder i don't know what they will and i don't think they mean that you have to run on a partisan ticket but you have to declare your politics and i don't know what they will do for a person who never votes in the primary election doesn't consider themselves so that's going to be an interesting debate to watch thank you very much uh and three point it goes from redevelopment uh our meeting is actually tomorrow afternoon so uh we'll move on to item four which is consent agenda items item 4.1 approval of checks number 3955-39707 and 6-0-3-7-5-3-6-0-3-7-6 and eft's number one seven seven one through one eight two three item four point two elkhart area career center agreement and item four point three personnel any ideas to highlight one person to note on

047the personal report is the retirement of susan stiffney i'm sad to say she will be leaving us in december she has just done an incredible job of leading this entire corporation susan come out come behind me we have three months to talk [Music] uh item 5.1 permission to publish the school budget so we've presented the budget a couple of times now it's time to ask for your approval to pass the budget has been presented we have a public hearing on monday september 27th all right so with that do we have a it's been moved it's seconded any further discussion from the board are you not always in favor please say aye aye opposed sam passes 7-0 thank you uh the next item on the agenda is for the board to hold the project hearing on

055rob rader thank you rob raider 908 south 10th street goshen indiana seattle public schools told teachers that the education system is guilty of spirit murder against black children and that white teachers must bankrupt their privilege and acknowledgement of their thieved inheritance and buffalo schools taught students that all white people perpetuate systemic racism and force kidney gardeners to watch a video of dead black children warning them about racist police and state sanctioned violence who might kill him at any time links to all these i can pick think anywhere treasury department told the boys that all white people are racist and their children become racist by three months we've got walt disney we've got coca-cola we've got lockheed martin it's all across our country so we come here to goshen indiana and we're told it's not here

056and how do we know well we got to take your word on it meanwhile northridge has a an excel spreadsheet where they record uh either if you're not wearing a mask or at your own vaccinated teacher at concord says that when the children enter into her school they're hers is it any wonder why parents are losing hope or or are worried agonized that they're that they're parental right they're god-given parental rights are being taken away from them i bring these concerns to you literally pouring out my heart any chance i get and i get married a comment or very little feedback my my intent isn't to to denigrate teachers as a whole or even this esteemed school board except for the fact that i don't see any action we have a lot of heroic teachers

057that deserve our praise but there are some teachers that are following this this agenda to to undermine our nation and to undermine families and to undermine god almighty himself and that's a great great concern i i asked that how do we know that this doesn't happen in goshen when a crisis arises what's our what's our mode of action does anybody stand up for the children or are we more interested in making sure that an elite group or politically correct group or are taken care of instead of our students that that youth drag show is outrageous and you've not yet said anything against that thing it was an evil not because of who sponsored it because it's an evil no matter who sponsors it i had an opportunity to assist and i was removed your reason

058i'm open to being reinstated but i i'll lick no one's boots to do that but i still what good is it for me to give fiery words and high fives to my friends that's not my goal my goal is to help i restate that though my goal is to help i i think there's some things that i could contribute roger i'd like to say i see you week after week trying to be fair week after week meeting after meeting and i i've only got three minutes and i don't get a chance to say that i i thank you for that kendallville indiana i come here i represent purple for parents um i'm just incredibly disappointed in all of you i just since it's just unbelievably disrespectful we the pledge of allegiance to the flag we

059respect our constitution well i read in the news that the board is being sued for violating first amendment rights and i know it's true because i was there and i saw it now how hard is it to not violate somebody's rights let me ask you this if a student shows up to school with no mask and you make a mask mandate you can send them home we'll send your superintendent home day oh you have a double standard why sure hope you are a little more lenient when students show up without masks i hope you're a little more forgiving because i'll tell you this i come to these meetings and i hear be respectful well start respecting us start respecting our rights you want to be respected well then stop violating children's rights by forcing them

060to wear masks it's unbelievable just ridiculous i can take my kids out of school anytime i want you know what that means i have authority over my kids not you the sooner you learn that the better i can pull my kids out anytime and also the public can kick you guys out of office anytime you know what that means you work for us we don't work for you and i got online and i started looking at ghosts and i started looking at the teaching it's just unbelievable and what really upsets me is that you guys are hiding the truth about the racist past of the united states the true racist past you better start teaching start teaching that it was the democrats that fought for slavery and the republicans freed this late start teaching us

061the democrats that instituted jim crow laws start teaching it was the democrats that instituted the black codes start changing the democrats passed the southern manifesto start teaching that was the democrats that created the gate started teaching it was a democrats institute of the social welfare program that has decimated the black community they're paying black women to not get married 70 percent of blacks are born in single parent families now thanks to the democrats and out of the crt the scl the die policies the university is going to be the last smell in the coffin and it sickens me when i see biden instituting some vaccine mandate do you know who what people what group of people are the least vaccinated the blacks and the hispanics you know who's going to lose all their jobs blacks

062and hispanics talk about racist policies coming from the democrats no christians should be part of it you love crawford what do you mean you know it seems to be a trend around our country and everywhere i go really people choose uh policies over people and it doesn't matter what kind of group it is but i'll just be quite frank the ocean community schools i feel in my opinion and a lot of parents i know that their kids and they have been treated unfairly and they believe that they're that you guys have chosen policies over people let me explain for a minute i i was at the meeting the school year started dr said that we were going to start with the mass optional and obviously as things progress you'll keep your eye on the numbers

063and whatnot only a couple weeks later it took until the young kids were masculine and mandated and just a week or so ago the high school and quite frankly parents are tipped off and public citizens are ticked off and guys i really encourage you stop choosing money over people these kids do not deserve this they deserve better quite frankly i think it's dishonorable i think it's disrespectful to parents and students to mandate such things like i said last time i i believe if you want to wear a mask you have a choice if you're the parent but you know what parents have a god-given right over their child to make decisions for them and they have placed their kids in your care and what do you do you abuse it by taking a grant and

064money or the school over the kids and i find a problem with that because if you're going to take money over what the parents wishes are i don't think you're fit to be on the school board quite honestly and you know i'll tell you one story about a parent they just moved to goshen this past fall i won't say her name but they moved and they just enrolled their kids this year you know how long it took them to disenroll i believe both of their children now it only took a matter of weeks after the mandate and they have said they're not putting their kid back in school until you remove the mandate my question is how long is that going to go on how many more students are you going to lose before you

065wake up quite honestly are you going to lose more students well it's going to come back to biking in the butt i'm just going to tell you and one more thing in closing dr hope um i believe somebody asked if you could provide um i mean you said it was a tough decision to come to the uh mass mandates i want to know what the deciding factor was if you could answer that at some point what was the deciding factor between mass or no mass of that and that's all i have thank you guys i do respect you but i've got to speak what's on my mind okay rhonda miller i'm here tonight to address something that mr composite class board meeting mr kaufman you said you were the entire people claiming you're teaching crt

066you're right you're not teaching crt the theory culturally responsive teaching is how crt is implementing classrooms for the indiana department of education these teachings are based on critical theorists such as iran hindi and gloria latin billings who by the way has close ties to domestic terrorist belairs what you may not understand is that crt encompasses this identity wheel to manipulate children's minds to view life through a critical waste lens every decision thought belief attitude behavior and value are to be interpreted through a marxist critical viewpoint on issues such as race sexual orientation gender identity religion and age everything on this wheel is to be seen through a marxist critical event manipulating children to look at themselves as either oppressed or oppressors i referenced before that we have all of the documentation regarding how this all

067comes through social emotional learning mr hope sir your name is on the lively counseling initiative emails we have proving that you are implementing this social emotional marxist agenda in your schools social emotional learning is the umbrella in which crt comes through culturally responsive teaching sadly you are aware that big pharma and globalists set out to transform education statewide back in 2001. in schools she gleefully accepted pride money roughly 15 years later to implement marxism in our classrooms as dr carol swain american scholar and patriot states in the title of her book black eye for america critical race theory is burning down the house again i will leave you with this our state and our country are at a tipping point where we stand on the side of history when you side with american freedom and

068liberty or will you continue to side with marxists and complete the educational transformation of big pharma and globalists education is a national security issue choose wisely as each of you will be remembered for what you've done uh ron grudeau hello my name is ron dorado and i'm sorry that's all right and uh i actually never thought i'd be up here um because my own children of mine are still very young however very recently um i'm becoming a foster parent now to a 13 year old and so now all of a sudden i find i have a child in schools and the issue i want to talk to you today is about masks and it's very unfortunate that this has become a political issue during the start of the whole pandemic it made sense to me

069to wear masks it's an airborne illness a mask obviously asked you something it just made sense and then unfortunately while i listened to the news i actually heard straight from fauci that mass don't work i believed him and then spread that word that masks don't work only to later find out according to factory himself he was lying they actually do work and we all need to wear them from that moment forward i decided to never just trust what i was told when i do my own research and according to the cdc um mass only blocked fifty one point four percent of fires causing particles and that's it you are infected and that's part of what's coming from you that's not particles you inhale that are in the air 51.4 is what the mast protects if

070you are the infected one wearing fast and i don't know about you but if you if there was and this is a very crude analogy but i feel like mixed point very well there was a condom that only protected 51.4 percent you wouldn't say that that worked and you wouldn't be advocating that people use them they do not they're not very effective maybe they can help in some small way but they do not work 51.4 another way to say that is that half of the time students are not protected they only block about 50 of particles that means they're still getting 50 percent and it's not that mass have no cause it's not like well just be safe they do have a cost you can't see people's faces we're all human we babies very young

071babies they recognize faces we are humans we like seeing faces we are social creatures having a mask does affect people psychologically also they're not exactly clean especially when you wear them for like eight hours a day there is a cost to them they are not costless and the benefit is very very small i would urge you to reconsider the mass mandate because for real reasons scientific reasons not political reasons please consider what i just said thank you meredith 609 south sixth street goshen indiana when we removed god from our country we handed it over to satan my girl started at goshen in fifth and sixth grade after much research of the best schools in the area as far as education and principles go they are currently in 11th and 12th grade in middle school they

072learned there were like 82 different genders and that if they wanted to be gay or lesbian then it was okay since the beginning of the time there have only been two genders and one race the human race stop giving into the racism segregation and division that is not what our country was founded on we were all created equal we stand for liberty life liberty and the pursuit of happiness vote for biden vote for trump wear masks don't wear a mask get the jab don't get the jab it's our right to decide for ourselves fear is false evidence appearing real covet has been proven to be a man-made disease they want to depopulate the world the vaccine is the delta variant they have dates for the next two variants to be released the lambda will come

073out in january 22. the omega is scheduled to be released in february 23rd they are murdering millions of people around the world in hiding the truth doctors hospitals schools and businesses are being threatened with their licenses and funding if they go against the government they call us useless eaters and vertical meat suits contrary to each person's beliefs they are hiding the fact that the pandemic rose when the vaccine was released they are hiding the fact that they are murdering our family and friends a mandate is not a law we the people have a constitution a bill of rights and a parent's bill of life rights when it comes to our children's education dig them out dust them off and re-educate yourself with how you are supposed to be teaching our children it is not up

074to the teachers to come up with their own curriculum i am sick and tired of the indoctrinated teachings through the years by the 1830s indoctrination came to me in the act of forcing ideas and opinions on someone who isn't allowed to question them our children don't know what we're led what religion sexual preference or political stance of any teacher it's about control prestige power and are bribed by the government i won't say the amount to ensure that you would go along with the mandates first it's mass next it will be the jab you sold out our children for money and then lie straight to my face when asked about it one question why are there no biohazard bins for disposable dirty masks think about that that they're so contagious and deadly thank you janet i'm

075janet waldowski and i'm a negotiator why would i an average citizen average income average looking grammar of school-aged children keep coming to school board meetings especially when i never did it before i probably should have why do i wear this shirt purple parents actually stands for the blue democrats and the red republicans come to trash to make the color purple to stand up for our kids and to try to protect them just this weekend a pack room at the county council meeting involved in public discourse it was an amazing demonstration of the mother's [Music] it has been said that ignorance is bliss and i can no longer [Music] play an ignorance and frankly i don't think you guys can either because we've been talking about this for a little while now i'm hoping that you'll

076do research on your own you were elected to represent the electorate to represent us to protect our children to work for us our superintendent seems to be in the same camp as the medical health officer of elkhart county no strings attached to the grants that the government gives you're receiving almost a million dollars in grants sr3 passer two i could go on the problem is they come attached with strings and they've been talked about this evening i want to read a few things from remarks about honorable a.s erlong jr of florida to the house of representatives in 1963. indeed some of these have been read to you before but they are actually current communist goals and i'm amazed at how many we see in action in our country today indiana schools some are ahead of

077ocean community schools some are behind i appreciate the model way but some of the things that are in these communist goals destroy the things that we're trying to do here at the ocean and in our community do away with loyalty roles oh i'm glad we still do the pledge of allegiance how long break down cultural standards of morality by promoting pornography and obsidian books magazines motion pictures radio or tv and in the 1970s law was passed in indiana that excluded public schools and libraries from being responsible or being held and responsible for pornography we need to take actions as community members and as school board to protect our children present degeneracy promiscuity and normal natural healthy it's infiltrating our areas it's spreading the families and institutions don't tell your parents this tell you tell the

078school counselor tell the school tell the teachers don't tell your parents your parents are the enemy it won't be long this will come thank you very much mike landis my daughter wants public education for her children ocean school is our public choice last year you all did a wonderful job when it's pandemic started doing what you felt you had to do my grandkids you know had a good year fortunately they hadn't wanted to be at home with them um i understand all the reasons why this year we want everybody to be in school i mean my daughter wanted her kids to be in school even though she could stay home and work with them again so i was surprised when i heard the new information in july variant everything that that was doing that was

079not anticipated how the school said and believe it or not the teacher of our first great grandchild was told to make things as normal as possible which included a force and set of desks with kids sitting across from each other so after three days across from my granddaughter there was a little girl that was taken to the doctor the doctor take antibiotics oh would you believe it ten days later she was testing her code with tested positive my granddaughter just tested immediately she testified just like my grandson now i since kids don't go anywhere with school there's only one place if my daughter hadn't tested my granddaughter she still wouldn't have coke how much sense does that make she wouldn't have copic because she wasn't tested or she wouldn't have told it because she didn't

080have massive symptoms the idea that that masks are intended only for protecting ourselves has never been the case from the very beginning last year you could watch videos how people would show what she sees with mask on the particles just dropped the brown and you were protected anyway i forgot where i was so i was disappointed we didn't have a mass mandate to start google can help you find anything you want to support the position i'm not sure that should have any place in how you will make your decision on what you're supposed to do personal liberty and that's a great idea but none of us have it my son was mad when i told him buy yourself an island you can have all the have all the liberty you want but here guess what

081we have dui we have tobacco laws we have all kinds of laws we can't shoot a gun in city limits give me a break we have we have second amendment rights but you're not allowed to shoot a gun in the state of limits because you might kill your neighbor how does that make sense you know the biblical exhortations about you know i have no fear and god will protect me that that works but what about when it says i'm am i my brother's keeper or you should care for others i mean that's what mass are all about is caring for other people you know the god is in control thing that's great i'm not in control of that part but am i my brother's keeper yeah i have some control over that i can i

082can actually do something about that so i just hope that if you think about science you know we're an educational facility we believe in stem we believe in all that stuff let's teach science thank you all that concludes our public comment for this evening we will move on to item 8 which is closing items 8.1 uh missed lance board from the earth this lands items from the board the board members like to speak on any other so jose already mentioned the music council but i attended and a half and five hours on saturday and it was just excellent the ocean was a really great post to an area of schools and this is like the first invitational of the season um and they wrapped up the show with a beautiful show of their own exhibition

083performance and um can't wait to see what those students wanted this year i was in ohio on saturday when i came back in the evening and the vacant lot over along the railroad track uh between uh there off of uh was parked full of cars and i thought what in the world's going on i thought against the band reputation so that's cool that could go a lot of you are expecting the school board to take a vote on whether or not to have a mass mandate as other schools have done in the area and across the state of the country this board by vote adopted the re-entry plan for schools this year and that re-entry plan says that the administration can move from one strategy to another depending on what's happening in elder county ocean

084that's exactly what has been done um the uh the decisions are made in the best interest of keeping kids in school but that's great school for middle school or high school and uh it's it's well known that kids learn best when they're in school not out of school and if you have the opportunity to see the newspaper articles from across the state that we get the school board members the indiana school board association sends us references from all over the state and what we are seeing is a lot of votes being taken on mass mandates up and down both ways we're seeing uh places that have that do not have mass mandates that are going virtual because of outbreaks we are seeing more and more uh school boards making mass mass mandates so that kids

085stay in school when they go virtual it's it's especially the elementary kids that suffer because they don't have the same ability to do that as older kids do and when you go virtual it's always folks that don't have access to the internet or they don't have parents they're able to help them with their homework and they're the ones that have the greatest loss of learning and devotion has been fortunate that to not have had as much loss learning as a lot of school corporations so all these interests are being made in the in the interest of keeping your kids in school i've not heard any board members talking about having a vote or wanting to rescind the uh access that we gave or the the authority we gave to the administration to make these decisions

086because i think that and i'm speaking for myself i'm not speaking from other board members they can speak for themselves but i have trust that the board has a whole lot more information about what's going on in this community than individual board members do and i think that if i had to vote to affirm what we're doing i would go to assume what we're doing all the way to mass mandates because i have to vote on an aspect these kids that come to school and are coming i think there's probably a pretty good uh overlap between parents who are not households that are not vaccinated and and people that don't want to wear a mask okay in school and these kids are bringing code to the classroom and super students talk about freedom to wear

087a mask what's the freedom for parents that want to disrespect it for their health and their lives i what i see is an argument between convenience and arguments or care for their kids health and safety and if i had to choose between those two i would vote for helpful safety any other additional comments from board this evening um and any miscellaneous administrative items thanks uh so 8.3 german do i have a motion please move the second
