0021.4 approval of tonight's agenda do we have any revisions to the agenda on the agenda is approved as presented and item 1.5 approval of the minutes for the august 9th 2021 regular meeting and august 9th 2021 executive session do we have any revisions to those minutes hearing none the minutes are approved as presented but item two superintendents reports and item 2.1 student and staff we recognition three people we'd like to recognize this evening the first is just asia adkins she is our youth advisor to the board our very first one and we'd like to recognize her this evening with a certificate and thank her and i love dr hope you have anything you'd like to say we just really appreciate you um stepping up for this asia and helping us out with this i believe
003we will have a better representation and better knowledge of our student voice and that's what we need i would also like to bring up jan martin gian has done an amazing job here at the beginning of the year moving teachers she's removing their supplies from one school to the other and really helped us get goshen intermediate school up and going with everybody's things being moved that way so we want to take a minute to recognize we'd also like to recognize reuben medrano he also with jan they worked a lot of hours this summer moving lots of equipment and supplies to goshen intermediate school and we'd like to recognize him as well for his hard work and making sure that building was set and ready to go for all the teachers we appreciate uh everything that
004you both have done here helping us get set up it's a heck of an undertaking we are loving our new building and getting used to everything but thank you both very much all right we'll go to item 2.2 which is a 2022 school budget well as you know the school board of trustees is responsible for the approval of the school budget each year so the binders before you reflect uh the contents of those what we discussed in our budget workshop the budget was built on history of expenditures as well as the priorities of ocean community schools and with the students and meeting their needs the largest portion of these budgets is the education fund it pays for staff salaries and in the education fund pre-k through fourth grade is about 20 percent of the budget
005the intermediate school is about nine eight percent of the budget the junior high is nine percent of the budget and ocean high school contains about 15 percent of the budget it's offset a little bit by the operating referendum that is paying for some of the stem programs that we have other budgeted items in the edge of education fund costs will be preschool old ak alternative education competency testing vocational programs special education summer school all the support services temporary loans and of course transfers from the education event operations the total education fund budget is intentionally advertised higher than what it needs to be so that we are protected in the division of local government finance the lgf lowers it in december in addition to the education fund you'll also find in finding the operating referendum budget
006debt service capital referendum funds operating funds which include bus replacement transportation and capital projects these funds are all paid for through local taxes we advertise these higher so that because we can't increase them later we have an extra higher because we can be assured to protect kosher community schools having said all of that having to present this budget workshop and then again now for you to look at your own convenience we'll bring this back to you on our next meeting on september 13th and ask for your permission we have any questions at this time or just some good heavy reading maybe it might be helpful all right well we appreciate the time that the team has put into putting this together for us as we go through it i will be sure to reach out
007to you and the team for questions hope to discuss in a couple weeks again thank you i uh item 2.3 we'll receive an update on our construction updates good evening at this point we've got update for middle school [Music] so where are you at where do you think you'll be substantially completed at so it's gonna be kind of phased out um we're gonna have merit essex tools for schools uh here's all done by labor day and then example then uh the existing citation will follow probably when meredith planned to move merit there uh or is that not determined so in addition to working with wagam to finish the construction and workout furniture so furniture shipment and installation uh moving on to item 2.4 waterford achievements thank you for this invitation and the opportunity to to
008highlight our school as an administrator we're very proud of all of us are very proud of our so schools thankful to be able to highlight waterproof just a bit about waterford we have 453 students um we're very very proud of our students our parents and the community in which we serve 185 english language learners that's 41 of our school we're very proud of that as well we are the only dual language immersion school in the district and we are now in our fifth year so we have a k-4 cohort of students but tonight i really want to highlight something else i want to highlight the professional development that we provide for our teachers at ryder as you know we do follow the nit tax structure for professional development which includes three different tiers to that
009structure alt is our administrative leadership team which includes myself and our two master teachers we we meet bi-weekly at least we we're constantly looking at our student needs and our staff needs and going from there then we have an instructional leadership team that includes myself master teachers and four mentor teachers who are classroom teachers that provide support outside of outside of the classroom and we meet weekly and then we filter that down to our cluster which is our weekly professional development for for all of our teachers based on the needs that we have done so a little bit more about that weekly professional development um it is very data driven we use data to determine the needs and we create a plan based on that and then we we go out in the field test
010that plan we test it out we go into the mentor classrooms teachers or mentor teachers classrooms and we try out the books and we create critical attributes that we know are very important for all of our teachers to do so we take that plan to cluster based on those results that we found and we asked all of our teachers to then implement that plan into their classroom on top of that then is the mentor support that comes along with that our mentors provide follow-up support to our teachers with that plan and our cluster groups do differ they're usually kindergarten through second now third and fourth in related arts and then we also differentiate based on teacher need and some el special ed different needs do a language so an example of some work we've done
011through our professional development that i'm very proud of is through writing we supported teachers in a writing curriculum then we dug into some i learned data we had i learned data from two years ago that showed us very specific needs so we created plans in which we feel tested one was tackle the task our students who take i learned have to do a performance task and they needed to know how to do that so we really focused on specific parts of writing purpose organization evidence elaboration and conventions and we really combed in on that for our three to four students and for writing we created a plan for interactive writing in which we focused on our creative two students with phonemic awareness and phonics and some data that i'd like to show you so we
012had some free data two years ago that i learned performance task and we knew that was a great need and so we set a goal that every student would grow one full point so we have some post data from this past year so because we didn't have results from the previous year so we had a two-year gap and so the growth was from 19 2019 to and the overall average growth was 1.992 points and that is out of 10. the highest you can get is 10 points so um our average growth was almost two points which is about 20 so we're very proud of the work that we did that then showed the results so when thinking about that we want to think about what's next for waterford and we are providing this year we're
013providing letters training for all teachers cater to but all teachers will get this training it is um based on the science of reading there's a focus on foundational skills phonemic awareness and phonics and it it really just builds our teacher and outreach also we are implementing a new reading curriculum written wisdom it is also based on science of reading there's a focus on building content knowledge and it's very rich in science social studies and art content and vocabulary and there are four domains reading writing speaking and listening and we know those are all very important for all of our students especially our english language learners so as far as next steps we will um our cater to teachers will set goals and track data for standard reading foundations 4.2 and create reteach and intervention plans
014based on that data our three to four teachers will set goals and track for standards reading literature and reading non-fiction 2.2 and create we teach plans based on those results so again we'll use our what we know and believe is our niet structure of professional development to support our teachers which ultimately is to to have student raise our student achievement any questions thank you very much thank you very much we'll move on to uh item three which is board committee reports and we'll start with i have 3.1 uh parks department um not much to report it was successful um triathlon this last week friday or saturday at federal pond space there so things went off very well attendance was down some but it still continues to draw in people into goshen from a lot of
015different states so it's a cool event thank you uh 3.2 music council the meeting is tomorrow uh three point three athletic councils all right uh 344 building trades not much of an update uh the house is beginning slowly um we'll have our first meeting next month i believe uh 3.5 child care um sanchez is not with us yet uh 3.6 uh gosh preschools foundation not a whole lot has changed since two weeks ago they continue to work on their major fundraiser which is trivia night so they're seeking sponsors for that that's it and we have our application for the board team so we can defend is that correct we are the defendee that's okay we want to keep that trumpy uh legislation any updates um i happen to be on the public policy committee for
016the chamber of commerce also and we have a meeting coming up with uh senator dorial that representative yeah yeah i'm coming up and so i intend to ask some educational questions of them and i know some of you may have noticed in the email we got today from isda where they highlight different articles and newspapers that i think it's a fort wayne journal was that there's a representative considering introducing a bill to make school board elections partisan that could be an interesting debate so i'm going to be watching that thank you uh and 3.8 yoshi redevelopment uh so at our last meeting uh there was a discussion about two potential developments for some apartment complexes within the city one goes to our high school campus here and another one near the junior high campus uh
017so those are both still in some discussion periods but if both of those would proceed forward it would bring roughly i think it's 220 new housing opportunities to the community so in a community where we have not near enough that would be a start in the right direction uh there's still a lot to get to that point but uh it's good to see that some developers are considering building negotiators so that's the main update from the redevelopment commission moving on to item four consent agenda items uh 4.1 checks number 39422-3954-1452-1477-60372-60373 and eft is numbered one seven two two through one seven four one and five four six five five one through five four six five five three i had a 4.2 evaluation had a 4.3 date change october meeting 4.4 essex agreements i had a
0184.5 personnel anything we need to highlight on that this time all right with that the second agenda items are approved as presented moving on to item five uh we have no action items this evening item six we have no discussion items this evening that will move us to item seven of public comment as we get started here this evening just a few uh reminders um you needed to sign up at the beginning of the meeting so i have a list here i will be uh calling people up here to the podium uh you will have uh three minutes uh to speak to us um mr doctor will be keeping time with that i do want to thank everyone everyone has been respectful of the last few meetings uh doing your best to stay within that
019time limit we just ask that you continue to work with us on that and if you have any questions we will write them down we are not going to respond in the moment we are taking feedback as we always do and we as a board are reflecting on that so we appreciate everyone's understanding of that um starting off uh janet waldowski please i appreciate that some of the board members acknowledge that they take what we say as a communities community members apart unfortunately no i had a lot of difficulty hearing the other speakers okay transparent so i appreciate basically some of you pay attention one of the board members has said to a companion of mine that he doesn't care about what we think i want you guys to know that just like i as
020a nurse when i take care of a patient it's a bit of a sacred trust when parents allow their children to come to goshen community schools it's a bit of a sacred trust that you're going to not indoctrinate our kids but they're going to teach them reading writing arithmetic and we've talked about the scores being very low we've talked about the fact that your goal is to eliminate the current testing and go go national with the testing so that the scores look better and need to become a global schools global sought after school system however i think parents are leaving the school system i think you should be concerned about that i think you should also be concerned when you don't listen to us because we will take action as voters and partisan doesn't matter
021it's what you listen to and how you respond we appreciate that um sometimes you listen but in this case we think that over nine million dollars have been received recently and that is why the mass mandate came back and you knew it last spring and you lied to the parents over the summer and then you brought it back for k through 6. why not 9 through 12 because they have vaccinations not sure but what i do know is that you're not being forthright and honest what i do know is that there's a there's a bigger agenda here than what you guys are are about and i'm curious how much research you have done recently my husband went to a county commissioner's meeting and they voted on something and they didn't know what they voted for
022please don't be like that kind of counsel please be a board that knows what they're voting for knows what the money's being spent with the average income of eighteen thousand dollars in motion we cannot keep building at the rate that we're building we cannot keep increasing taxes the way that we're increasing taxes there's lots of issues here and i really appreciate that you let us speak i appreciate that you will listen i trust that you will listen because you work for us and you do not work for the superintendent you work for us and for our children and i thank you very much for remembering that and for taking everything into consideration that we're trying to educate you about in case you don't know it's things that we've researched and looked up if we can
023find it you guys can find it and i know you might be thinking you're altruistic by thinking we're taking care of our kids emotional needs hey i had teachers back in the 1970s that took care of 80s that took care of my emotional needs but i was not indoctrinated i was not um data collected on me and get into the federal government i was not um thank you i was not a lot of those states so thank you for being careful with our children you have a carpenter hi my name is eva my children already have coffee they don't need a mask students are not aggressive of dying from covering parents needs to decide if their children wear a mess not the school for me parents we need to decide historically it was always the
024decision of the parents how to take care of our children's children and not the school board meeting you get it do you understand that parents take care of my children's parents take care of their kids notice football meeting not this football meeting is your decision parents you don't know anything about children or their health masks only hurt they do not mask they do not cover i see kids they pull it down and put it up and down the mat they put it up and down and when you don't see them they put it down yes i see kids like that masks don't help at all thank you parents take care of you [Applause] ori arnold is it okay if someone else goes before me i have to pull something linda olsen um i think we
025all have the same goal in mind and that's to the betterment of our community we all want our kids to be healthy we all want the parents the teachers everybody to be healthy you knew that there was a treatment would you want to mask our kids would you want to get the vaccine if you knew there were treatments out there would you still want to do this because there are we have been censored doctors have been censored there's plenty of doctor testimony um and it's being held back last year you know you know shame on us the pandemic the pandemic people weren't dropping in the streets the treatment was false we didn't know what it was but now we do we have a lot more information why are they pressing and pressing and pressing for
026people to get these vaccines fast because the united public is gonna find out they're gonna find out the truth i agree that masks do more harm than good they deplete oxygen you're breathing in your own carbon dioxide your spanish flu back in the early 1900s even dr crouch himself said that people died from the infection from the bacterial infection into their lungs i believe we need to look outside of the wh we need to look outside of the cdc all of these organizations are all tied together if you follow the money they're all tied together they have other plans in mind i beg you to please let people make their own choices they want to wear a mask fine wear a mask but don't make people wear a mask it's like throwing sand through a
027chain-link fence the the particles are so minutes that your mask is not doing any good if you stand outside in the cold when you breathe in and out with the mascot you've seen your breath if you can visualize that that's what the particles are doing they're going through the mask out into the atmosphere put two masks on same thing we need to look more at the science get away from searching on google because there's an agenda there also i beg you to please your research if you need any uh information for me i'd be glad to provide it to you there's plenty of doctors dr michola dr sheri tenpenny dr ho paulo thank you i'd also like to read from the goshen community school website about their values gcs believes in providing a caring and
028safe environment physically and emotionally for all members of the gcs learning community gcs believes in providing and developing high qual developing high quality teaching and effective instruction we value the richness of our diverse student body and community as a global community we strive for cultural understanding we value the entire community and strive to involve everyone in education of our youth we welcome and encourage parents to be actively involved in their academic and social lives of their children we are accountable to our community and believe all students and adults should have a voice i'd now like to read for you a conversation that was had after the last school board meeting with one of the school board members uh this is citizen mr hussart same things uh that's okay school board okay mr kaufman i have
029a question for you what do you know about social emotional learning have you done any studying on it kaufman i know that goshen community schools is doing an excellent job of teaching our students citizen do you know anything about social emotional learning huffman i know a little bit i don't study the same website you do okay i just don't agree with you guys period citizen what i shared was from the castle website coffman okay well that's not the way i see it sir that's your opinion that's your opinion and i don't agree with it citizen i read right from the castle website kaufman i don't care where that's from i don't agree with you i don't believe what you're saying i think some of you that spoke tonight are racist citizen i don't think you
030know much about it seo kaufman i don't care what you think citizen are you concerned that the school is going in a different direction what do you know about it kaufman sir sir i believe in teaching history i grew up in this town not knowing anything about our history as a sun downtown i should not have grown up not knowing that teaching students history is not marxist i just don't agree with your approach i'm done with i'm sorry i'm done listening please someone explaining how this conversation and these values align how does it help provide a safe environment for all high quality teaching and effective instruction should stand up to scrutiny and questioning as a school board you should know what you're passing on to our kids do we value and strive to understand all
031or only certain groups while demonizing others how does this conversation value and involve citizens you say you are accountable to the community then why do you refuse to address things like the teacher organizing a new brand show crt sel a goshen middle school paraprofessional attempting to assault me your time is up [Applause] i have more questions for you roberto is is dangerous and it's anti-american in his speech dr martin luther king almost 60 years ago to the day said this in his i have a dream speech quote when the architects of our great republic wrote the magnificent words of the constitution and the declaration of independence they were signing a commissary note to which every american was to fall air this note was a promise that all men yes black men as well as white
032men would be guaranteed to the unethical right rights of life liberty and the pursuit of happiness it is obvious today that america has departed on this promissory note in insofar as her citizens of color are concerned instead of honoring this sacred obligation america has given its colored people a bad check a check that has come back marked insufficient funds but we refuse to believe that the bank of justice is bankrupt we refuse to believe that there are insufficient funds in the great wants of opportunity of this nation so we have come to cash this check a check that will give us upon demand the riches of freedom and security of justice we have also come to this hallowed spot now to remind america of the fierce urgency of now unquote note that dr reverend king
033spoke of this land as a great republic and are finally documents as magnificent words of promise he called the lincoln memorial a hollowed spot there were none of the current notions of america as existentially racist and fundamentally and irredeemably flawed the very declaration of independence so maligned by so many now was not wrong in its words but in its deployment the declaration is glorious and a point of hope its words were countless for america to be what she had always and will always aspire to be a land of equal justice freedom and opportunity under the law today i fear we are dangerously far from the colorblind character-based meritocracy king dreamed of increasingly color is all that matters if you're a person of color you are oppressed if you are white you are privileged and this
034means lord the class struggle the marxists becomes the race trouble struggle of america we are better than this and i'm convinced reverend king knew that and built up on that the use of racist terminology to battle racism is a strange tactic true love of this land is both mandatory and solitary if someone uses critical theory to balance america it's irredeemably racist and unjust they are wrong are finding documents and principles are the very foundation on which we must debate and build rejecting them is to invite strife and ultimately the destruction of this great land the land we are summoned to love and to bring greater perfection on account of the love we have for our country and for one another this is just part of the link that i sent you let me close with
035this lyric oh beautiful for heroes proved in liberating strife who more themselves their country loved and mercy more than life america my god thy goal refined so all success the nobleness and every gay divine please look up that link i sent you the whole the whole article is marvelous and i love your response god bless america [Music] carpenter um a wrestling coach in high school he said before the wrestling match he was going to eliminate the handshake okay that sounds pretty idiotic i'm here to tell you that masks are just as idiotic if you go to the cdc website they say harry planet that less than six percent of people have died from coco are healthy they say right there in the same paragraph that the average person who's died from coven had four co-morbidities
036which means the average person with diaper coping had let's say heart disease cancer high blood pressure diabetes if you look at the statistics it's actually less likely for a person zero to 19 years of age it's less likely different code than it is from the flu in an average flu season let me just put this in perspective just so you understand this the h1n1 pandemic of 2009 killed 10 times more children but under cover 19 200 times more schools closed down it's incredibly inconsistent it's irrational the way their people are reacting to coven especially like wearing masks it's absurd let me ask you this do any of you double mask your children when they go to bed at night when you put them to bed you double mask them that would be more wise than
037masking through school your kids are more likely to die from smoke inhalation than a house fire than they are to die from coving your children are more likely to die driving to school every day they are from coving are you willing to make every car a bumper car with a maximum speed of 20 miles an hour that's pretty stupid right you would actually save people by doing that you're not going to save anybody by wearing that's did you realize that let me answer this what if grapes popcorn and hot dogs have to come i'll tell you what they have in cup they kill more kids more healthy kids die every year from popcorn and grapes and hot dogs and from coving are you going to outlaw grapes in high school well if you don't and
038you insist on wearing masks you are being completely irrational it's totally absurd it's unbelievable that you can actually do this this is crazy um did you know that sports kills more kids every year healthy kids buy more in schools like sports than from coving are you going to eliminate all sports from schools well if you're not willing to do that then get rid of the max it's totally irrational it's like you've lost your mind you're crazy people this is unbelievable you know what wrestlers not shaking hands is pretty absurd but wearing masks is statistically a tie with what that wrestling coach did parents should not obey these mass mandates and you should not be listening to political organizations like the cdc to make your decisions [Applause] terry hartman at the last school board and i
039read from the castle.org website which is the uh the most sourced [Music] source used for teaching social emotional learning and i'm going to read some more quotes today like i did last week and this is this is not from uh fox news this is not from a dan von jano podcast this is from the resource that your teachers are using to teach social emotional learning the castle.org website last week i summed up what i what i read from castleton the reason people of color have educational inequities today are because white people why do these oppressed and exploited people of color and today i want to read some some more quotes found on the casa.org website here's an article entitled how to be an anti-racist educator we cannot afford to wallow in our discomfort regarding issues
040of race and equity some questions for teachers to ask themselves include how does your power and privilege show up and work with your students do you and the academic materials you use uphold whiteness or lift up the voices and experiences of people of color acknowledgement racism and ideology of white supremacy their sport acknowledging the social construct of race and racism and the ideology of weight of white supremacy recognizes the problem another quote knowing our country's whole history makes us helps us make sense of how our current education system perpetuates inequity another quote for too long we have we have taught us history devoid of a true depiction of black excellence and have focused on erasing the truth of racial oppression and uplifting whiteness another quote colored blindness fails to acknowledge the impact of racism on
041all people and further does not push white people to do the important work of reckoning with the legacy of white supremacy in our lives another quote the false premise of color blindness is often deployed to obscure the discomfort white people have with confronting ongoing and historical racial oppression and injustice another quote open children see the role they have to play in fostering equality and inclusion through racial justice is a critical piece of this project these are quotes from the castle.org website and they're used in teaching your children every student succeeds counsel maybe if someone's seen this it is on the goshen community school's website talking about the every student succeeds council and the statement of purpose reads in part the council works to eliminate the systems and our school culture that sustained bias and discrimination
042what systems in terms of schools are biased and discriminated i think i know parents watch out for racially oriented surveys your time they are not part of a great marxist experiment thank you [Applause] brenda miller i'd like to drink for you some of the 45 communist schools that were under the congressional record in 1963. number 17 get control of the schools use the most transmission belts for socialism and current communist propaganda soften the curriculum take control of teachers associations for this party line textbooks number 18 gain control of all student newspapers number 19 use student rights to focus public protests against programs organizations that are under communist attack number 20. infiltrate the press get controlled book review assignments editorial writing and privacy making positions number 21 gain control of key positions in radio tv and
043motion pictures 24 eliminate all laws of government opportunity by calling on censorship and violation of free speech in the free press number 25 breakdown cultural standards of morality pornography obscenity in books magazines motion pictures radio and tv number 26 presents homosexuality degeneracy and promiscuity as normal natural and healthy number 27 infiltrate the churches and replace revealed religion and social religion to spread the bible and emphasize the need for intellectual maturity which does not need a religious crutch number 28 eliminate prayer or any phase of religious expression in schools on the grounds that it violates the principles of separation of church and state number 29 discredit the american constitution by calling it inadequate old-fashioned out-of-state with modern needs and hindrances cooperation between nations on a world-wide basis number 30 describe the american founding fathers present them
044as selfish aristocrats who had no common man 31 belittle all forms of american culture and discourage the teaching of american history on the ground that it was only a minor part of the big picture give more emphasis to russian history since the communists took over 32 support any socialist movement to give centralized control over any part of the culture education social agencies welfare programs mental health clinics 38 transfer some of the powers of arrest from the police social agencies treat all behavioral problems and psychiatric disorders which no one but psychiatrists can understand or treat 39 dominate the psychiatric profession and use mental health laws as a means of being forced in control over those who oppose communist goals number 40. discredit the family as an institution encourage promiscuity and use divorce 41. besides the need
045to raise children away from the negative influence of parents contribute to prejudices mental blocks retarding your children to suppressive influence to parents 42 create the impression that violence and insurrection are legitimate aspects of the american tradition that students and special interest groups should rise up and make a united force solve economic political and social problems this is what's happening in our education system i ask you and everyone in this room are you on the side of american freedom and liberty or on your side of the communists take your position be warned [Applause] philip crawford you guys are doing well i'm doing well and i'm delighted as all get out to hear some of the comments from my friends tonight i want to echo very strongly america is not a racist country and i can tell
046that just looking across this school board and looking across this audience this country as i've said before was founded on the principles of god in the bible that every single man woman and child are created in the image of god with the same rights why because god gave them and when we forget that that's when we go off the wall and pick up such things it's critical race theory sel and we start elevating races above each other man we gotta get we gotta get this straight here just because we're white does not mean we're better than anybody else just because we're black doesn't mean we're better just because we're hispanic we've got to come to the realization that we have one creator and one judge that's above us and if we will realize that we
047will straighten this out you know i am proud that i'm an american and i'm also proud that i'm a citizen and a community member of because unlike marxist communist people in this town think we were we are not a sundown town we are in fact a very conservative christian town and i have documents and papers that if you want some i can give you some right after this meeting that proves so and you know what i'm tired of hearing the terms racist thrown at me and my friends especially from school board members guys that is unacceptable and if anybody in their right mind will listen that is just completely unacceptable nobody should ever call us racist just for stating the truth and they want to call me crazy and they say we spew out hate
048speech absolutely not you know every student in yoshi community school whether they're homosexual um heterosexual transgender they're all created in god's image and they all have the same rights i've stated that before the city council meeting but at the same time i believe that we do not need to pick on the christians such as people have been doing in recent days we are a community with conservative christian values and we're founded upon that and we won't back down from that and also one more thing before i close i mentioned about god instituting the family before that means god gave an institute the parents as the legal guardians to decide for children parents have the right to choose what's best for their children and i would challenge you as a school board to keep that in
049mind we should not mandate mass for all it should be optional if parents want to mask their kids that is fine they have the right to do so but if parents do not want their kids masked and muzzled and suffocated for hours at a time during the day they have that right i challenge you thank you and have a good night ashley garcia linda hartman everybody it's monday i'm glad to see you um i'm gonna tell you a story i met a man on saturday and he had a little ground daughter in one of our elementary schools and a little girl went to school this uh last couple weeks and the teacher said to her who are you and she said well i'm an american and the lady said well the teacher said um what
050do you mean you're an american who are you she said well i'm an american the teacher says well who where's your mom and your dad from and your friend and grandma and she said well my mom and dad are from detroit and my grandpa grandma one of them was from puerto rico one time she said oh you're puerto rican and the little girl says no i'm american it doesn't matter what color we are we're all americans we're all on the same team um i think that kind of thing is just a doctrine students to think they're different um i look at the essence free funding and the grant or the bribe that we took and we just got nine hundred thousand dollars and this came out in april april 23rd of this year so during
051just right after spring break before school got out and number one for the requirements for in-person instructions was universal and correct wearing of masks so we do full and well last april but we were going to math kids in the fall but all summer we played the card and we said oh no no we're gonna we're gonna be choice you're gonna let you do what you want bam we're back to masks guys that's not great because you know it's not right so we just can't continue to strip the family the rights to teach values and overstep our boundaries as adults educators are teaching things contrary and confusing to young kids to question what their parents teach and they're telling our old older students sometimes you gotta break the rules because sometimes your parents will be
052holding it back you need to leave our families alone in good teaching we're trying to manufacture crisis the parents are in charge and you are not and if you can't stop with all that foolishness you just need to resign from the board because you're just not being effective just stand up and tell people what you're you're doing don't lie to them that's not right we lost over 100 students to fairfield this year how many more are we going to lose that's 20 teachers who's going to get things done if i have to i'll stand out front with a megaphone and i'll tell parents the truth because we're not going to get in uh away with indoctrinated kids not today not your job is to teach your kids reading and math remember when i first started
053speaking to you guys our reading proficiency was 36 36 of our high school graduates can't read we are handicapping we don't have time for this other stuff so pull out of us yet before you all lose your jobs and i really do i really admire a lot of you guys i don't know mostly but i come every month because dr metcalf has cool signs if you want me to show up just tell them i can learn captive character no that's not going to stop me because i'm an educator and that's how it goes thanks rod hoffman we're here because we want to keep our kids safe i think we can all think of that most of us haven't seen the studies on masks i know we have some strong opinion about masks no mask is
054100 but you know i'd rather have a mass that's 70 percent than a mass that is 20 percent uh i'm a doc and i i treat viruses and i treat bacteria and i would like to speak a little bit about community health as opposed to individual rights when a community is suffering from a pandemic a pandemic kills in in the united states we've sucked at pandemic we've lost over 640 000 peace and that sucks and we've done worse than almost every other country in the world in my office um i had not forced anyone to get shots i got mine early in december because i was fortunate um the fda did approve the government vaccine today thank god because it does prevent a lot of you are misinformed a lot of you have not studied
055science past college maybe yes high school i don't know [Applause] vaccines but they all have because they care about people and i think we should all be caring i would ask you as a board to care enough about our kids to protect them the delta the the delta variant is much more um it does not it is harder on poor folks yes it is that's true i happen to care about people i would ask that you please address us and please have comments too silent as they're speaking please i care about people we also so how do we how do we work and caring for our children i don't want us to be like alabama i want us to be sending people out of state because our hospital is so cool i know nurses that
056both goshen and elkhart general and i know things are getting cool um and i know that they are getting worn out because people are not getting the vaccinations and it breaks my heart when we have things to help us we have tools to help us get past a pandemic and we're not using it so the science is very clear unfortunately it's become political unfortunate glasses thank you please do address us um i do ask respect for everyone we've been respectful through all this for the past number of meetings i would ask that we please continue with that jenna crawford um i'd like to just share a few of the dozens of comments we've gotten from parents grandparents community members and students on the mass mandate it should be a freedom of choice if you want
057your child to wear a mask send one in if not let their immune systems work mass cause more harm than wood on children and many studies have shown that they do not work please stop this nonsense and abuse the safety of our children for their health their mental health their ability to learn enough of the weightless government control our grandson has heart problems and cannot wear a mask all day he wants to be in school let parents make medical decisions for their children masks have proven to not work if they did open the passport to those who wore them it's common sense you put your mask on and off with your hands waitresses have a son but stir your drinks bring them with their pants and you touch them and drink them it's a virus
058nothing stops them eventually it goes through everyone best defense is washing hands and faces eating healthy state and vitamin c and other important vitamins and try not to touch people in public masks are ridiculous masks on your children should be called child abuse you have no scientific evidence to continue this show let's think about the children's mental health nast are not based on science when they are perpetuating fear in our children please let them wear your mask only if they want to this should not be mandatory against masks due to breathing in breathing dangers this has caused us directly as an older adult who has a eastern epidemic school district by 100 against the mass mandate there are numerous studies that have been going from that school you just have to be willing to do
059your own research if your parent wants to make a decision that their child very much that is the right of the print but it's not a school district's responsibility or place to dictate one parent should do medically for their child last time i checked we were still the united states of america governed by a document called the u.s constitution which grants certain unalienable rights and enforcing mass mandate and purchase all those rights this is from a student i was really hoping we wouldn't have to go back to wearing animals i don't want to wear it they are hard to breathe in especially all day long my daughter needs to wear glasses it is hard for her to see with a mask because it locks her glasses she cannot see well without her glasses on enough
060wearing glasses last year made her eyes worse they need an immune system and mass suppress immunity not to mention if dentists can only wear them for 30 minutes then why are kids forced to do this half of these elected officials to go children should not be masked masks are filthy and they do not keep out bacteria or vices fresh air is precious and needed nobody needs to breathe back in the dirty ear they just they smell so gross let our children breathe so those were comments of from parents grandparents students including the first that we received i'm gonna butcher this thing so i apologize i can't quite read it the mitzi yeah sorry about that thank you for this opportunity to speak lately the school board have been school boards have been overstepping their bounds
061the school board has no right to make mandates for our children without our knowledge or consent it is obscene and harmful for our children to be forced to wear a mask the science is clear private doctors and researchers have done studies that prove children wearing masks in class have done nothing to stop or even slow the spread of a virus and can cause both physical and psychological harm you have no right to obstruct and restrict oxygen into our children's lungs one may even say this is a form of child abuse these masks interfere with our children's ability to develop to develop a strong immune system while at the same time acting like a petri dish and collecting germs and dirt only a few doctors and so-called scientists have been allowed a platform to speak freely
062regarding the unnecessary and negative impacts of children wearing these masks what happened to open debates and transparency this is critical in maintaining a well-informed community so that everyone can see all the impacts of a policy both positive and negative before making an informed decision regarding their children the parents are the last line of defense in protecting the proper education of their children and parents decision regarding their children supersedes any autocratic policy the number of children that are passed to the next grade unable to read or write at their grade level is absolutely unacceptable we must demand a return to a focus on reading writing and arithmetic i demand a total transparency regarding their current curriculum being taught in public schools to all interested parents this should be provided in writing on paper something tangible that
063cannot later be deleted by the stroke of a computer key all the fear tactics that have been employed by the left-leaning socialist pitting children against each other by teaching any form of critical race theory needs to be stopped this government sponsored hijacking of our public schools turning them into woke socialist indoctrination camps is absolutely intolerable any parents who care about their children's health and well-being should do whatever it is necessary to put a stop to it consider one lawsuits two demonstrations in front of the board members and superintendents offices and homes move your children to a private school or charter school homeschool your children or participate in their home schools i'm sorry i'm sorry your time is up oh my time's up thanks [Applause] robert waldowski [Music] hey thank you very much um i'd like
064to do a little education here tonight hopefully uh bobby up there will pay as much attention to me as he has been to his computer during our comments um thank you linda for bringing up uh the information about the gear and the esser grants i know what you guys received and what was the purpose of it the purpose of it was to put our children in chains and as linda clearly showed you guys this esser um what is required to uh in the return to in-person instruction and [Music] i knew about this early this year when he said well we'll think about making mass uh elective and then make mess mandatory but he knew that this was part of the grant that you guys accepted the money for say accept the money and then you
065lie to the citizens i think the mass looked good on you guys criminals so part of this whole this whole uh esser and gear grant program has requirements for it and one of the requirements is to track your children's data and maybe maybe the citizens don't know that but there's a whole guideline to do that and they've been teaching the teachers how to implement this tracking of our children's information and some of the stuff that really got me wild about this is that um they're collecting data for social emotional learning purposes to identify who needs more support and collaborate on intervention plans to ensure all students have support from trusted adults now this is the list of trusted adults no mention of parents whatsoever in this but counselors teachers interventionalists behavior coaches principals district coordinators
066and administrators and they want to gather your kids information and they want to share it with the government share it with the local health board and i was in a meeting today with the supervisors for the county that put through a grant request that they knew nothing about but it's the same thing to have mandatory vaccinations and mandatory mats to accept the money for the grant so this is coming down our pipeline and it's because people aren't being honest now if you guys don't know that then i'm going to blame you for not paying attention and doing your job as elected officials no you serve us we are the employers please please citizens are going to know about this i handed in a bunch of petitions today against this mass mandate that you put together
067hey thank you for your time i appreciate you being here tonight please consider the parents god hi my name is anne i want to thank you for the mass requirement that you started today before k26 schools i have a daughter in fourth grade at waterford and a son at goshen high school i'm a healthcare provider and never had the i worked through the entire pandemic and the shutdown and it was really hard that first term of e-learning for both the kids and uh and then i applaud the school for trying to come up with good solutions for the coming year but i just you know i didn't have any child care and i felt a moral obligation to care for the community as a health care provider during the pandemic so for last year's school
068year i chose to homeschool my daughter because i thought i could have more control over her environment and thought that and then my high schooler went to school and that and i was really impressed with how the schools were able to stay in session using the policies that you did with povid last year and so i re-enrolled her this year for fourth grade and um was really surprised when school was starting that it was matter optional because i think that last year is what allowed for in-person learning for the younger grades for all of that time and with minimal interruption for the older greats so i would encourage you to still consider the elkhart county health department's recommendation as well as cbc's for universal masking for k-12 as well as masking indoors for anyone regardless
069of vaccination status i encourage everyone to get vaccinated because prevention is the best medicine and in the same way that there are community rules and norms that we use to stop it stop signs wear seat belts and do things to to protect the greater good and the other people around you i think that immunizations and masks in the schools can help with that so thank you for what we're doing for our kids and our community [Music] well first i just want to thank you each for your service i'm here also as a health care provider i do not come with i really just thank you for the woman who spoke ahead of me she said everything in my heart i i've supported mass for our children's goals i believe it was safer for them i
070believe we all love the safe for our children everybody that's the best way to do that but for myself i will i just thank you that if you haven't asked me right now i hope that continues um our vaccination rate you'll go to our county below 45 um which shows that there is still a lot of growth there and until our numbers get higher the safety this is thank you very much karen andrews can be very brief i just have a question practiced by the statement that i don't think there's anybody here tonight who's not here because they care about the kids my question is my search for truth is can the board provide any peer review studies that show masks really works i would like the board to provide an answer to that and
071cite a study that shows that that is everyone that was signed up this evening uh we are we have taken all of our comments sir respectfully we had a lot of heartfelt comments would you allow your board members to spend just a few moments expressing themselves would that be acceptable the board will have an opportunity to speak at the end as they always do if they choose to speak that is up to each individual board member thank you so this does end the public participation portion of our meeting we appreciate everyone that chose to speak this evening um it takes a lot to come up and we appreciate everyone's willingness to do so as i said the last meeting i do appreciate that we have done our best to be respectful of one another uh
072there's a lot of differing opinions that exist out there but in the end we all do want what is best for our children that's what we are all attempting to do here i wish there was one magic thing that we could all do that would solve all of this i don't think there's any one person that doesn't wish that um but we are continuing to to listen we are attempting to take all of the information that we can and and understand what the public is saying so we appreciate everyone's willingness to come this evening closing items and the first is 8.1 any items from the actual board members this evening that you'd like to speak i wanted to say at the reception that we had earlier tonight for our new high school representative i said
073to you folks that i made that comment about i'm done listening okay and i said that in 16 years on the city council in almost 19 years there i never said that okay um and tonight i met mr harper i played again and apologized again i have said that and in that in the until uh lori arnold partially said my name okay the first speaker just said hey school board member and so i know i knew i needed to clarify who that was because i didn't want people to think one of you made that comment it was me and i told mr hartman that i was angry when i said it and i shouldn't have said it okay i don't believe the exact quote was i don't care okay i think it might have been
074i don't care where it came from or something like that i do care what these people say um i am tired of being accused of teaching critical race theory when dr tolpez told people that we don't race to teach history okay and i heard him say to somebody if we're teaching critical race theory tell me where we are because we're not supposed to be we want to know who's teaching critical race as far as i know nobody has said what class what teacher is teaching critical race theory and i'm tired of being accused of things that aren't going on in this school system and with regard to social emotional learning i know enough about that to know that is not leading our kids to the conclusion that people in this audience are saying it's leading
075them too so again i apologize to the board the fact that i made that comment because i should miscellaneous administrative items dr hope um yeah just quickly i'll say this mass decision was a tough decision for me we just want to err on the side of saving our school year for our students having to do virtual education for students in kindergarten with grades two would be a very very difficult endeavor we don't want to do that we just want to save our school here let's just all pitch in together do the best thing hopefully this masked band-aid will only be around for a few weeks and then we can go back to the school year um item 8.3 adjournment do i have a motion please [Music] move the second i'll favorite please say aye we
076are adjourned thank you all very much uh
