good evening everyone i'd like to call this meeting order 6pm on monday june 14th 2021 please stand to recycle the pledge of allegiance pledge of and allegiance the republic for which it stands one nation and indivisible with liberty and justice for all uh just just a few opening remarks uh i'm going to start off with just a little statement here this evening um on sunday we learned about the loss of a member of our local school community um chandler third grader uh marlin fuentes marlin and his father marlon fuentes senior died in a car accident early sunday morning in costco county during the 2020-21 school year marlon was a student and member of model and chandler communities according to school staff marlin was a sweet child who always had a smile on his face he

was eager to learn and curious about many things as he continued to acquire a new language he had a gentle spirit and easily made new friends marlon's father was active in his son's life support of a goshen schools and staff members and appreciative of the education his son was receiving marlon and his father came to indiana from texas joining extended family members in our community his mother still lives in honduras and we grieve with her during what must surely be a traumatic time our thoughts are with marlon's family during this time of grief and loss we ask that those in chandler model and goshen community school families join us join with us in remembering honoree marlin's life even as we mourn the loss of this young students at this time i would ask that we

have a moment of silence to remember marlon thank you uh just a few additional opening remarks uh this meeting is a meeting in the school board and public for the purpose of conducting the school corporation's business and is not to be considered a public community meeting there will be time for public participation as a gen or as indicated on agenda item number four the mission of gosh community schools is to inspire innovation empowering potential enriching our world and our vision ocean community schools indiana's premier global school district officials item 1.4 is approval of tonight's agenda do we have any additions or revisions to the agenda yeah one small revision and stump who was listed on the personnel report will be named as custodian at chandler she's listed as having three years of experience any other

provisions all right with that revision of the agenda the agenda is approved as presented and item 1.5 approval of the minutes from the may 24 2021 regular meeting do we have any corrections from those minutes very numb the minutes are approved as presented uh we'll move on to superintendent's reports and item 2.1 student and staff recognition okay so first off we have quite a few students to recognize who received all-state academic honorable mention and academic all-state but not seen a ton of students is that just one i think okay so um rodrigo okay hi rodrigo how are you i'm doing pretty good how about you well would you introduce yourself and let us know what um you are being recognized for tonight well my name is rodrigo lazar reyes and i believe i got all-state

academic while playing varsity soccer level and yeah awesome very proud of you [Applause] big stack of a lot of students here that received academic all-state in lots of different sports and um i can read all the names if you'd like to hear who they are or we can just give these to dr um young hans and he's going to deliver them to all the students but we have boys cross country we have volleyball this is the amount of students that uh received academic all-state from goshen community schools and rodrigo was one of those in the stack so i'm just very proud of all these students in them and what they've accomplished with their academics it must be 25 30 yeah 40. right there's a lot that's cool yes are those names in another place [Music]

so this is a huge honor when we say that they're student athletes that this represents that there were students in the classroom that did amazing work and dr youngrans will take those back until then we also have some teachers on zoom and we want to recognize these third grade teachers who had at least 80 percent or higher on their um i read passing score um during this year of coven and the things that um were brought on by them we just want to recognize the great work that they did so i don't think carol diaz is on but carol diaz um is a teacher at chamberlain she had 80 percent higher jessica you could wave jessica she's that model michelle or shelly foster is at parkside rachel thompson at prairie view rachel's on you want

to wave rachel alma hernandez at waterford shelley kaufman you can wave shelley and luke pinner at um prairie view want to um give them a round of applause [Applause] and we have certificates for you that we will get you we know you're might not be at your school right now but you will find those in your mailboxes back at your schools congratulations to all of you helping our students meet the indiana standards is what it's all about and you've all done that at such a high level thank you so much gloria a couple of young men walked in the back are they on the list that we just well they just walked in they wouldn't be alive gentlemen come right up front introduce yourself hello my name is matthew snyder and he's being recognized for

i i'm looking at his dad i'm not going to dig through the certificates right now but what sports did you play way turn your camera on and there she is [Music] and jenna and swimmy nice job we also we don't have drew hogan here but drew hogan was a regional champion and he also was a state qualifier and track and um track and field so we want to congratulate drew i don't believe he is okay um we want to recognize tom horton so i tell you tom does a lot of behind-the-scenes work with building projects and we have on here he's managing regular maintenance and ongoing building projects with good skills in such a kind disposition tom is kind of one of these behind the scenes workers he he's not out there all showing all

of that but i tell you i don't think we could survive without tom in our corporation so we wanted to take a minute to just recognize all these building projects we've had with the addition of the high school the new intermediate school all of the hail damage that we've sustained over the last year and a half could not have done all this work about time thank you very [Applause] thank you very much all right so we'll move on to item 2.2 which is irie student achievement so actually mrs lyon was in such a good flow there she went right through item 2.2 as well no no you she did you're exactly right yes uh 2.3 is west goshen all right i formally met all of you um i'm amy shade i'm the principal at west

ocean this is my second year i've been in education for 19 years and i've spent 19 years at west ocean so i started in first grade second grade fourth grade was a master teacher and now i'm the principal so you can see up here um just some pictures of our students and garfield this year was stay positive safe and healthy and get through the year and we did that had a great year um so just some pictures of students you know with orchestra we had girls on the run um students working together helping each other we also did something with firefighters and police officers and just kind of spreading some cheer to that community this year because we needed it so the next slide um just kind of what do you like about west coast

i asked a few students and stella a first grader said she likes everything she's trying to get her to feel a little more specific i like everything and anthony who was a fifth grader struggled a little bit with reading he said he likes the extra help he got with learning how to sound out those big words so he's leaving west ocean prepared and um a really strong reader he wasn't that way when he came in and then miguel who's in kindergarten he loves the books he loves writing books and he loves being read too so that kind of leads into the next slide here um our tell survey data so the telst survey is a teaching and empowering and learning and leading survey it's anonymous sent out to every certified teacher in goshen it's just

a tool that we use to gather feedback and make some improvements and a big question on that survey is is my school a good place to work and learn overall and you can see in 2021 all of our teachers strongly agreed or agreed with that statement um and i want to share this because teaching conditions matter for student learning and i believe that teachers that work in more supportive environments will become more effective at raising student achievement so that kind of leads us to our vita access data that lead access test is a test in january that all of our el learners take and the board goal for 2021 was that 90 of our students would grow one scale point so you can see we were at 85 where actually 84.5 of our students reached

that goal um so you can see in first grade 100 of our students and then second and third grade 71 and 73 fourth grade 100 of our students again and then in fifth grade 80 of our students so really thinking about that data and how our el teachers and our classroom teachers collaborated this year and really met the specific needs of students and then thinking what can we do next year for those students who didn't make that growth what are we going to do and how we're going to intervene for them and differentiate our instruction to help them so our goal for next year is the board goal also 95 percent of our el students will grow one skilled way or more that kind of moves on again then into reading reading is really important

um children who are behind their peers and reading are more likely to struggle with low self-esteem you know feelings of inadequacy with their peers who read well according to the reading foundation low achievement and reading is also a key indicator in school discipline attendance dropout issues and in the in the united states only 36 of our fourth graders are leading one level so that's a huge push for us we know if we want our students to go to the middle school in the high school be successful they need to be reading on level so this year our tier one instructions and our professional development really focused on guided reading so what specific skills do our students need and how can we meet those skills with our tier one instruction in the classroom so um you

can kind of see our growth from that and then also our tier two and tier two is more of that specific intervention identifying those students who are significantly below level and determining what um interventions what specific strategies are we going to focus on for them i mean we were able to service 83 students outside of our regular classroom instruction for that tier 2 time to help with our goal so from the beginning of the year we went from 34 of our students on level to 51 percent of our students on level and i know that's not 80 percent or 100 but we are getting there i think with what we're doing with our pde and our instruction that's happening so next year our goal is at 75 of those students um so that kind of

brings us to our quote and our theme for next year the teachers haven't seen this yet melissa but um the road to success is always under construction i think that's important we have a lot of good structures and pieces in place but we also have a lot of things we need to work on just like construction that's never done once you start um so the big question i'm going to ask teachers or you know this year is how can we drill down to our specific student needs and strategically support students and building a path for their future because that's what we're doing and it starts in kindergarten to have those students ready by the time they've been fourth grade for the middle school in high school i got a curiosity question um way back when

i was in grades okay we had the slow readers and the fast readers and they had alternative names like the red birds or the leavers or whatever um and and though the ones that were slow readers knew they were slow readers and their self-esteem wasn't great what strategies do you have to work on self-esteem for those kids who are struggling as breeders and no they aren't aren't measuring up i think we're a lot more inclusive now i think the differentiation and the things that we have in place our students don't notice what's happening or what we're doing to help you know student a over here that we're not doing for student b it might be the different reading books that we're giving down the different questions that we're asking we're very strategic about how we

planned that out and how we scaffold for them because they need to see you know they need to be exposed to reading at you know a third grade level even though they might not be there they need to be exposed to that text at that level too so text on their level and text at that level i also think it has to do with the community i think it's the community and this is the way the students support each other there's nothing better than to see two students paired up and have them hoping that student needs help and they feel good helping that student and that student feels good receiving that support so i really think it's the school community and the classroom community that we build that helps students with that i'm not sure

we might not have always had that and i remember being a mover is that slow readers [Laughter] that's important for our students you know like again if they're not reading a level they're not going to feel successful they start to feel that they start to feel like kindergarten when they don't know the answer any other questions i encourage you to if you want to come in at any time or follow us on facebook and twitter we're always posting pictures of the kids and what we're doing so thank you very much we'll go to 2.4 which is a coveted update so in our application for s or three dollars which you'll see in a few minutes we have to submit a reopening plan for 2021 2022 so we're simply giving to you that the same plan

that guided us through this pandemic here and served this very well allowed us to move from the in person to hybrid to virtual instruction when we needed to um the mitigation efforts kept us safe all year just really proud to say that k through 6 we remained in school all year we'll have to get started um so it's the same plan um a slight difference in course two and then we just follow the current guidance from cdc on mass so those who are vaccinated don't have to rms all right appreciate dr hope uh item 2.5 student handbooks uh dr metcalf schreiner thank you very much you have a paper copy of the elementary handbook changes each year the elementary and the secondary handbooks are revised with input from the staff and administration into the buildings

on the elementary changes really this year we are because of the pandemic last year we went totally uh virtual or not personal but an online handbook so we did not have paper copies we do have a limited amount this year but we will we will continue to have our handbooks online as such um some other things that some big changes that are listed there are it's a k-6 handbook now it's no longer just the elementary sixth grade now is falls down into that um the daily schedule for the schools has been changed um dress code update includes the west goshen little addendum for their standardized dress which the board approved in 2014 has been there ever since it used to be an insert that we would put inside the paper handbooks since that's no longer

the case it's just a subset of the dress code school closing delays and then the addition of the ocean intermediate school as a school with contact information so fairly minor changes this year for the elementary school and for gjhs and ghs i would just call your attention to um the language and the dress code it's a little bit more explicit about how we want our teachers staff members responding to students so the majority of our staff members respond in an excellent way it's private they're all about the relationship but we decided we just wanted that to be a little bit more explicit in there so you'll see that new language just always wanting our teachers to first be thinking about how are we welcoming students when i see a student coming into my classroom or

down the hallway i want to be thinking about that positive relationship um and then anything that would have to do with dress code we would do the t-shirts number with you in private make sure that relationship stays intact and then trust it okay i'm curious what frequency do you have to deal with breast issues best conditions well we would have just heard data that would probably tell us that um we could get you that information you know okay that's that's good that's the goal not very much so they're electronic are they on parents square are they on the school's website they are on the website um an electronic copy can be sent um three parents wear a pdf if that is also what we choose to do but it is currently on the website and

a notification with the link is usually sent out through parent square and do the parents have to acknowledge that they received notification that it was sent somehow i mean that used to be the course your parent had to sign off that they got a copy of the hand sorry well the students do um at the secondary level they sign off that it was explained to them at the album at the elementary level um certification that it was sent to them would be enough for for us that yes it was sent to either your account your text your cell phone or uh email address so that documentation serves us as documentation so this is brought as a superintendent's report tonight you'll be brought back as a discussion next time and in the handbook when you look

at it changes which new changes are in red the strikeouts are the um what was in the handbook thank you both uh item 2.6 is the sr3 so snowy mr butler dr metcalf mr snyder good evening everybody dan butler director of grants and assessments so i just wanted to introduce sr3 to you all so we are currently in sr1 sr2 and sr3 is now the third and possibly the final allotment that the national government is going to give us but uh it kind of focuses on two things uh the safe reopening of schools as schools are opening back up and having students in and then secondly is learning loss uh the other sr1 and str2 they both kind of focus on this but esser 3 uh has slightly different allocations they mandate that 20 percent

has to address learning loss whereas in s 1 and s or 2 not necessarily um obviously we're addressing learning loss in s1 and so2 but they really mandated that you hit that threshold i included this slide just so that you can kind of see the state total for sr1 sr2 and sr3 and also what gcs is getting for each of sr1 s2 and s3 and if you're wondering kind of how they base that or where they're getting the share it's tied to taiwan funding so that's why they're coming up with those numbers all right so as we uh planned and thought through what we uh could utilize these dollars for technology did come up um we are looking at updating our video display and technology that we have in classrooms which majority is not interactive

promethean boards gives us that tool the teacher the tool to interact with the screen interact with their device and students to interact as well so interactive technology is a big big chunk of that and then just funding our ipads and chromebooks for our student devices that continues to be a critical part of our curriculum and this gives us an opportunity to offload some funds from other places and pay for it out of this um we are also going to find some gte equipment um audiovisual video production for uh so when thinking about the other various needs that would be considered in those eighty percent a couple of other places are supplies and professional development for the dual language program we have a waterproof plus the one we are planning to open next year at chandler

so that will help us pay for the pd and all the classroom supplies for that other various equipment needs kindergarten equipment has not been replaced in many many years and so this is opportunity to do that for not only kindergarten but some of our libraries as well um and then also improving air quality in the warehouse specifically we didn't know what to call the athletic annex where the it's not a field house but it's where the athletes are they do softball baseball off-season training are done in there so being able to address the air quality in there fits under the under this this grant now we get to the learning cost which as um stated earlier this is the biggest that 20 needs to be funded through the learning loss um so here are the

things that we are that we are way over there we are way over yeah and we have i mean if you would look at any of the way we've paid for things with the funding that we've been giving we've hit the learning loss fake every time so we're being trying to be very thoughtful stewards of the money that's been given to us so um funding for ivory club this is a club that we've been running for a few years that focuses on that third grade reading proficiency it's a club that takes place before the students take i read and then after they take i read so it's not just to address ivory it's really to address that whole gaps that we might have in their reading on fundations is our core phonics program and we're

expanding that to third grade we've been in k to two we're going to expand that to third grade they now have a third grade program that will go nurses with what we've already been doing and then as you know a while back we presented with our letters professional development fund reading this is the next version of this which is volume 2 which gets into more of how do we use assessments to drive some of those instructional decisions we do so teachers will get volume 1 and then our master teachers are going to go on and get volume 2 and then facilitate that with all of our teachers and then special education we are lacking a lot of equipment for different accommodations for those students and so this gives us an opportunity to fill that gap

and then sixth grade um we examined a lot of our data and especially our new data coming out with the ilearn that we just took and we're recognizing we've got some work to do in that math to fill in some gaps that we've seen through the data so sixth grade math support resource will be a part of this learning loss so we will also be using this to fund some teaching positions with the primary grades and that's so those are those grades usually case two k to three where students are really starting to to use that learning to read and write before they move on to using that skill and being able to read and write to further their learning so focusing on the primary grades making sure our students get off to a good

start like mrs shane alluded to before this starts in kindergarten our goal is to get students on grade level proficiency by third grade so we've targeted that um we are also looking at a teacher stipend of 1200 per teacher for the extra time and effort that's spent uh meeting the needs of these students the lesser grants allow us to do that um for the for the last year for the effort that they've done over the past school year um seventy twelve hundred for teacher for um teacher for for teachers and then classified staff who we also could not run our buildings without that's our custodians our lunch our food nutrition our bus drivers so for classified staff who are 52-week year-round employees would be a 750 dollar stipend course for employees who adjust are school

year employees um it would be 500 that's for that for their work on that extra commitment to make sure we were open and safe all year long so that really wraps up what sf3 is now have any questions for any of us is there a deadline that the funds have to be utilized by i believe it's 2024 december 31st technically is when it ends but it's ways out and some of those funds that were mentioned up there foreign how much questions sprinkles thank you all thanks 2.7 we are going to have an update on our construction projects all right julian good evening good to see everyone again i'm thinking with uh white game construction um so yeah things are coming right along um if we compare the intermediate school to the indianapolis 500 if anybody

watched that this spring we have come around turn four and we are on the straight way heading towards the checkered flag so things are getting exciting is it a runaway or is it close that's okay so we do have a drone video tonight uh that we'd like to play the downside is that the audio is on the fridge so if anyone has any usable talent now right here but let's go ahead and see the landscaping going in all the all the concrete is now complete asphalt surface starts uh this wednesday and they'll have about three days to complete the asphalt surface and everything see the new cafeteria area there gym turned out beautiful good colors learning commons large room for instructional teaching we have a typical classroom and kind of see where the straw mats

and the seating is uh when that video was taken kind of where things are at so just to kind of run down through some things so the mechanical units uh we're in process of starting those up lots of paint just touch-ups ceiling grid is complete ceiling tile is all but complete just some areas that they're finishing some things up finishing some carpet in area d case works 99 complete the woodwork ceilings is complete your installation is near completion tvs are complete um chiller is complete they're working on that just the whole startup process display cases complete bleachers complete concrete's complete and the architect just started running punches they were actually on site today uh running punchless kind of free punch starting to go through so yeah it's and the sound of the project you can

tell it's in the very final stages it's just a lot quieter out there there's just a lot less going on yeah so the um some of the rooms are basically complete we've got opportunities for some of the furniture that's starting to come in be able to take that in and store that so that's in a controlled environment that's secure and temperature controlled so that's all good so yeah it's very very exciting project turns over early july so so commissioning has started how long will commissioning take of all the equipment oh it could take it could take probably four or five weeks so everything's done done you know by the time they go back and do tweaks and program glitches but yeah a lot of the rooms unit ventilators are running those are today yeah so

they're just they're in the process of getting everything fired up and started so when you drive past the back you see lights on that's part of the commission because there are a lot of lights on people talk to me about that a lot of lights on at night so just people are curious like parking lot lights around 24 hours a day right now okay so computers interested in like is that how it always will be and i'm like generally that was kind of generally no yeah yeah right now it's probably a good thing we've got security cameras up and active so it's kind of a tough to turn around right now too so yeah and there's also a project going on at the middle school so uh middle school uh edition so merit flooring has

started cabinets are complete that project turns over at the end of july and the kitchen edition joyce and decker complete the roofing is getting ready to start and brick starts tomorrow and then the rest of the phases since school is out demo is 75 complete basically there was a discussion going on outside about the lack of visibility there has been so we worked with the architects we have a new design so a dark background we'll go behind those letters the middle school project will wrap up around thanksgiving is that right with the move yeah i think two or three of the phases kind of wrap up late summer and then some of the other phases go into yeah right yeah the sx group won't move over until early next year till fall okay we're on

budget schedule again just want to publicly a great partner anything that comes up with these with contractors or any minor things like the mailbox got knocked over or something they take care of it i appreciate that thank you for saying that it's been a pleasure working with dr hope and just the staff during the project as the design phase was going on and construction and we've had lots of time working with tom boomer shine over the last few years and tom has been a real asset to all the projects that we've done just a great go-to for information so your staff represents you very well thank you look forward to yeah it's about a month from now it's exciting yes thank you appreciate it all right we will go to item 2.8 which is an

update on ghost media school mr freya first official president principal of ghost intermediate school uh so here's my update on gis so um just kind of an update on some things we've been doing first thing i want to talk about is what we've been doing for students so when i was tasked or hired in as principal one of the things i want to do is try to get out to all the elementaries and see and meet the students they're coming that i wanted them to see me i wanted to be able to meet them um just so they can get comfortable with the person that they're going to see in this building i didn't want them to show up day one and say exactly so i wanted to get out there and see everybody so

i've gone out to every elementary several times in this last semester and um once i hired a few folks i took liz martin with me who's going to be the assistant principal at coaching intermediate so the students could see her i also took the counselors out there so that they could see them tara powell also our sro went out to a couple of school visits as well so the kids could see her as well so the kids have seen several staff members now at this point that are going to be part of gis i think that brings them a little bit level of comfort um transitioning into this new school they're not going to see someone they're not going to see unfamiliar faces they're going to see familiar faces and so we've just had an

opportunity to visit all those schools we've also done some small presentations to show the students in school they're all very curious just like everybody else is what gis looks like on the inside so we put together small presentations and had some pictures in there and we've just had an opportunity to show them a little bit of the school as they get ready for it they've all asked if they can go see and i said sorry guys until they give me the green light that it's completely safe for anybody to be walking in there we probably won't have students getting in there so they know they're waiting but they were certainly excited to try to do that we also answered several questions for them and so as i as i went around to the schools counselors

ap went around um we always had the teachers prepping the students with questions for us so they could ask whatever is on their mind so that they can get some questions answered anything everything from do we get to have our cell phone can we decorate our lockers is there going to be playground equipment we have recess those sorts of things so we were just able to answer some of those questions for the students and even after we left we always told the students if you have more questions get them to your teacher or your guidance counselor they can get those to us and then i can either respond to them through an email or i can go back and visit my classroom which i did a few times um i also had a chance to

get some face time with the roa students as well so every campus i think had an roa and i tried to get to every one of them as they were in session so that i could see the students that were online learners as well they were excited to see me as well since they're not in the building this was a good chance for them to see me and meet me i think they even had an opportunity to meet miss martin that one on one occasion when we were visiting schools so they also got to see me and i got to talk with them and answer some of their questions since they weren't in the building but i've got an opportunity to see them so what we've been doing to prepare with staff one of the

things i did was uh you know since we weren't able to just have meetings most of the staff community negotiation intermediate is from goshen community schools and so i knew that the first priority for those teachers was to still be in their school doing their classes and working in buildings that they were in so one of the ways that i was able to kind of connect everybody was to a through a little photo album for one to show them the school because they also couldn't go into them and so i every week i would go in to the school and thank you for letting me go in there and steve bush that the site manager for letting me go in there and i would just take little pictures of updated areas and things for the

teachers to see and i would put them on this slideshow so they could see the updates as it goes and so i've got a pretty good photo album for the teachers to see all the products that that goes intermediate has gone through over the last two months or so of the building project i also did a staff training card uh this is more of like a virtual deal where uh teachers were able to put together um some information about themselves and again i pushed that out virtually it was a google slide show and i just gave him some simple instructions on put a picture of yourself so we could see your face and it's a few little statistics about you you know favorite things to do hobbies things you like to eat how long have

you been teaching that sort of thing so that they could all start to get to know each other even if they couldn't see each other throughout the semester and get together all the time and so that was a really helpful thing they really enjoy doing that because they all were able to get on and see each other's faces last day of school for this year we were able to take an all-staff tour of gis which was great they all loved getting in there they were all super excited and that was actually the first time everybody was together all the gis staff so they were super excited to see everybody and just get to walk the building into the building and see their classroom that they were going to be in and it was just really

fun for them to see and you know although most of the classrooms look identical seeing their actual classroom for them was like wow this is going to be my room this is going to be my space and i actually took the time and put their name inside of the signage outside their door so that when they walked up to they could see their name associated with that classroom so they could get excited about seeing it there and i also had weekly email updates for the for the staff so i would email them as we hired on new staff members um as other things were coming up if there was any particular meetings or trainings or anything like that if there were things that we needed to get done um just little things to keep kind

of keep them all updated and keep them connected and they enjoyed getting those email updates as well and so what are we doing this summer uh so this summer that we're using feedback from teachers and counselors to start to roster students so i'm working liz martin she's my assistant principal and we've been working closely for the last couple of weeks um on a lot of things and this is one of those things that i think she's kind of taking the lead on and so she is working to put students into a class and we can actually have a class list for teachers for students to see parents to see hopefully have something rough by the end of the month and clean things up in july so that kids know what class they're going to teachers

know who the kids are going to be walking in their classrooms we've met with counselors to also discuss student needs so counselors have been great at meeting with other counselors from the other elementary schools to get information from them so that we can start to talk about you know what's going to be the best placement for students you know where we want to go some of these collect some other information that we may need as we start to put students inside the classrooms uh working with el and sped teachers to support them and the students so again we've been talking with our el teachers and our stat teachers just getting information from them and talking to them about students that we have coming to us and where we can help them and put them to

the best scenario so they can be successful we master and mentor teachers to plan for staff and student needs and i've had the opportunity to meet with the master teachers a couple of times i'm going to have another i have one opportunity to meet with mentor teachers i'm going to have another another meeting in about two weeks just to start planning professional development and planning uh through the use of our tap rubric so we can get things ready and get things planned as we start the school year developing safety protocols fire drills bad weather active threats all the safety protocols we need to have in place we actually met liz and i met with jan baker the principal of the junior high today just to kind of talk through some things with her um liz

and i have been asking the building a couple of times just to kind of point some things out and just start putting all that together teachers are going to need to know what to do safety wise as we start the school year so that's one of the first things we want to be able to put in their hands what do you do for fire what do you do for a bad weather day what do you do there's an active threat and so and then organizing and scheduling tech professional development this goes back to uh all those promethean boards they're in ocean intermediate school and so the teachers need to know how to use those and so we've got a kind of a train the trainer meeting for our uh our tech folks um tomorrow to

help as they dive into that board a little bit deeper um there's also some parity training that's going to be offered at the teachers in july for them to come in and experience it and touch it and play with it and do all sorts of stuff with it i'd like for them to be semi-professional at it before the school year starts i don't want the students to know more about that board than the teachers know so it's going to be good for them to get that to get that training and then planning for student parent teacher and community open houses we had a meeting this morning to kind of hammer out those dates so that we could get the community in to see the school and we could have some separate open houses for our

fifth grade students parents and our sixth grade student parents to be able to get into the school and check it out and look it over and kind of just walk around and get to know the lay of the land before they show up on august night and so some folks we've been working with uh reuben dean tom fantastic i mean there's been so much help on this project so many people helping me and people i'm bringing on just all sorts of stuff so for our building needs those three gentlemen have been a fantastic resource susan's stood being helping us with the safety protocols our classified hires sarah deegan melanie jackson hr just helping me as i navigate posting jobs and hiring folks and helping me walk through that process megan and lori done a fantastic

job of communication and pr for gis and posting photos and and whatnot to social media dave and the tech department for helping us out to get people what they need tech wise and just helping us out with the promethean board stuff and you know getting all those things set and ready to go and of course dr ho dr mccab lori and tracy for just helping us helping me as we take those steps through trying to have a successful opening to this whole school year for gis and so here's the staff for gis on the day that we took the tour this is our first staff photo we have our masks on but we have our mask on but here we are standing there and it was a great day to be able to go out

there and see that and have them all there together and they just had a blast with it so we really enjoyed it and we look forward to doing so many more things with it as soon as we get any that oh i was just gonna say i'm hearing a lot of positive things in the community um and a lot of curiosity and i think a lot of people can't wait to get into that yeah we can't we can't wait to have everybody in i mean i like it to be tomorrow but that's not going to be the case um but yeah we can't wait to have everybody in to see that you know negotiate community schools has been working on this for a few years now and uh to open it up and have it

be available to the community it's just going to be a fantastic time and what are the orientations of how the grade levels are that are they fifth is in one wing and six is another wing or is it by floor what are we yes so we'll have a fifth grade win and we'll have a sixth grade win they'll be upstairs and downstairs in both the spaces how do we hire all the staff in teachers winnings or are we still i'm still in need of a few staff members i need a couple sixth grade teachers fifth grade teacher another keeper perhaps but i'm not entirely sure about that so we're close we're close and coming out soon will be an announcement about some open houses for the public so they'll be getting published here in the

near term so we want to show the community uh what how great the school really looks that is fabulous yes it is we appreciate the community support and we plan to have at least three open houses so one in the morning on the afternoon one of the evening so no matter what your schedule your lifetimes thank you very much all right we will move on to agenda item number three which is board committee reports and 3.1 parks department uh no report we have a meeting next monday so okay uh 3.2 music consoles all day yeah i was not able to attend but uh mr amanda was able to attend the last um music council meeting she tells me that it went very well and that the council focused on wrapping things up planning for next

year and of course uh you know working things with uh the addition of gis and um i'll be sending you the minutes i did receive the minutes and i thought she had the minutes so it was miscommunication but i will be sending you the minutes of the concert i i wasn't able to attend but i know that crimson airs had their spring spectacular outdoors over the weekend and i've saw i've seen i watched some of the youtube it really looked like a great great event and i'm sorry i missed it thank you for being here it was a really nice way to wrap up school here because they've had to postpone so many performances this year that's nice too well it's a success fantastic 3.3 athletic council in addition to the things that we're talking

about you know friendship bill was in indianapolis playing basketball kentucky indiana we had uh the uh in the devil's tennis state over the last weekend so what a lot of things still happening i know summer sports the summer summer camps and things like that happen now too so seems like it never slows down i know boys golf made it out of sectional it made it regional but there's some very very top-ranked teams in regions they didn't make it on from there but they had a good year uh 3.4 building trades so the open house was the end of may the house was sold it is looking to close i believe this week they were waiting on the final materials to arrive to be installed so that the bank would close on it and those were

installed last week so it's my understanding that they look to close this week so and then they are still working out plans for a home for next year um just looking at different areas in the city for building locks so there's not as many as there once was uh 3.5 child care i was in person at the meeting but i don't know would a susan to share anything about the last meeting there well we met and it's two weeks ago and they purchased the high mountain app so parents can see [Music] purchase and then victoria she finished her first six months she is the new director to be there sure yeah thank you uh 3.6 ocean community schools foundation yes there's a couple things um the super safer project is wrapped up and by today

the check should have been delivered at the individual schools um the committee continues to work on their trivia night michelle's settling into her job i believe she has a meeting arranged this thursday i believe a roundtable meeting at micro group to discuss developing the alumni directory and how that's done and how that's used so i think we'll know a little bit more in a few days on that foundation all right legislation if you got a million dollars legislation i really don't have much of a report on this thursday and friday i'm attending a couple half day virtual seminars and maybe i'll know a little bit more about what has happened after those the only thing i'll add to that is um with census being last year it will require us to re-examine our districts as

well with our how our board is set up but my understanding is that because the information was delivered late uh it may be late this year early next spring before we're actually able to do that so that was something radar uh 3.8 goes to redevelopment um coming out of the last meeting the big topic was the potential industrial development east of town that is being able to move forward um looks to be moving out of the redevelopment but the city council will have some action on that coming up there and 3.9 equity and inclusion council so there has not been um a meeting since the last board meeting here but i did just want to say that the um the dress code was something that the equity and inclusion council worked on and so it's

great to see that coming before the board now to make sure that all of our students feel welcome and safe in our buildings and i know that since last time we met we have had our last day of school and a teacher um sort of discussion section that was um organized by the equity inclusion council so at our next in-person meeting and should have a full debate about that thank you uh so we'll move on to item four which is public comment so if any uh member of the audience would like to step forward and speak we ask that you please state your name your full address and do keep your comments to no more than three minutes hi i'm linda hartman and i live at 2414 tula i use my teacher voice um and

i know you all probably have a hot dinner date so we'll get through here um i have a lot of questions on the last board meetings in particular the equity and inclusion council um i attended the board meeting last time it was the 27th of may and i was a little bit distraught of the fact that i didn't hear anything at all what was in the venture best interest of kids i'm a former educator i started my career at grocery community schools in the kitchen i worked my way up as a paraprofessional and when i was working on my undergrad i served here and i did my student teaching negotiation community school so i know quite a bit about it i went on to get a master's in curriculum instruction one in public school administration

and another in ministry so it's always been a very big passion of mine that kids come first and a lot of times what i hear is we got this we got these programs we're going to pay for this and this and this and i don't see that so when i looked at the equity and inclusion council it really kind of frustrated me because i thought who are these people in this town so let's probably get this all done in two or three months so it might be another time i have to come back but i saw that one of the persons on your council was a guy named darren short he's the founder of insights and insights makes money off a company that has crt training critical race theory so he comes to town selling

and we buy so i looked at other members of the committee and i went through every 18 and i know everybody that's on there and i know what they're all about i study their facebook i study their linkedin and i know that it's a very very liberal group so my question with that is how can you have first teachers on there that have first year teachers that have no tenure and can be fired at whim why do our why is it all one-sided why can't we be transparent why does everything have to have a tie to ocean college i don't get that i don't understand i don't see the fairness and i don't see the community on foot and i thought last week when i came to or two weeks ago when i came to

the meeting that you were going to ask people if they would like to serve on this council no it's already been determined this is what we're going to do so the superintendent stated that crt can't be caught taught and teachers are reporting from your district yet yes it is being taught so it's kind of a double-edged sword um it's being taught through it's it's not in the standards you know so you can't go to the indian standards and see it but it is in the competencies and the competencies are going to bear out because what we're doing now is we're teaching teachers how to do things so there's a there's a group called castle and it's training indiana teachers and administrators that the sel framework is innocent and it's far from innocent we're sacrificing our

kids and super superintendents say we'll do what's good for our corporation but believing part of a lie is to believe a whole life dr annella tement from iupui says we'll train teachers and administrators not just for a day or for a week for a full year the whole year will be spent in professional learning experiences to help recognize achieve and dismantle inequities the goal is not to educate kids is to change systems and that's marxism your very own video from your page says goshen community schools must eliminate the systems in our dominant culture that sustains bias and oppression so that each student can reach full potential who decides that that can't be up to 18 people come on now we have a corporation of thousands and thousands of students we have parents that have no

clue what's going on we have a district that has spent over a hundred million dollars on buildings in the last three in the last three years since 2018 when i went back and looked at the stats we're in the bottom percent of the state and the bottom 50 percent as far as academics our high school students are graduating over 36 percent reading proficiency 48 math why are we graduating students like that i'm just i'm i'm shocked thank you miss hartman well i got about two minutes and i can finish i'll give you 30 seconds 30 seconds i'll do it as quick as i can we get 10 993 per student it's up to the vouchers that parents are going to see that they can take that 11 000 or they can they've been moving someplace

else or we will be as a school that will stand up to academics and we will say this is what we want what is best for our students i was told that i would screw up students for three years when i started teaching that is totally unacceptable and i'm a hundred percent here to to identify wrongs we've got to stop insanity our kids are not a social experiment nor lab rats now when we stand by and see them sold to the highest bidder we are speaking out and there are many are not the selfish my name is janet warrior waldowski and i'm a lifetime rather than goshen i graduated from goshen communities i went to grocery school greater than bethany i live at 615 colorado street in goshen southeast town grew up mennonite red mennonite

know all about goshen college went to heston college however critical race theory or whatever name you want to give it if you teach it here in the schools is a dumbed-down version of critical theory which is taught has been taught for decades in college to say that you and i are different colors true but i am just a shade of brown just like you are a shade of brown if we divide our city by color and tell the children that i am an oppressor when i am a nurse at the hospital and they come to see me how will they trust me if a white policeman is there to help them how will they know that they are not a problem if they are told that they are an oppressor it divides it does not

sorry feel passion about it it defies it does not unify if we divide by looking at color also my granddaughter who is three is no more responsible for slavery than if i had japanese granddaughter who was three responsible for the atrocities in world war ii it is not it is it does not make any sense because in higher academia there's the brain the brain is developed and you can think critically and you can practice that you you you ask why is the sky blue you ask i remember talking to my one of my instructors why is my toe my big toe my big toe you have to ask those questions but in elementary school there's not the brain development to think about those things and if they're given this they're told two plus two is

four believe that three times three is nine believe that a white person is a depressor a dark person is a victim and that's the way it is we will not survive that that is marx's theory that is not what our country is based on we are already rewriting history in our books if we go down this path it will not bring us together there's been lots of good things down in the ocean in the schools and in the community to bring us together but i truly do not believe that this theory teaching whatever you will call it even if you say we do not teach critical race theory in our schools if you call it by another name if it quests like a duck it's a duck and i feel very passionate about this because

i believe that we are all shades of one of ground i just happen to be a little lighter shaped and i care for anybody that comes across my way that's my obligation and i do not want people to come and spew me as an oppressor nor do i want somebody to come look at me as being fearful of me and i think that that's how we're setting up the police to be viewed we've nev we've never had that i shouldn't say never we have we do have a history of uh plans in back in the day negotiate but it has changed quite a bit what do you all agree that it's changed quite a bit we have more people of color all shades of the spectrum of brown in our community than we have had

before because of the good things we have done and i would just encourage the board to consider our kids k through 12 do not have the brain capacity to think be to think as as as as higher education people do i don't think we need to dumb it down i don't think we need to teach them this they can have a chance to learn this somewhere else what we need to focus on is the basics so that they can read so that they can write the the new math is nuts i'm sorry anyway but uh please wrap it up please um i appreciate your time but i i also feel the pressure i understand i hope more of you will speak up because the two of us are just given three minutes it's not enough

they need to know and you need to tell your neighbors you need to tell your friends this is what this means i didn't know that in 2019 when the little paper came through to my to my house that that's what this meant now i know so now i feel that i must speak out and i will not stop speaking out because i feel very strong about this thank you for your time thank you very much my name is linder and i live at 303 carter road and i've been in the ocean for about eight years now and my kids have gone through the elementary schools i wanted to applaud this whole board and gcs for listening to the call to create this council and be proactive about equity and inclusion because that's what the council

is about we know that even the best intended can fail to meet the needs of marginalized students in our care here and painfully worse we can unintentionally cause further harm to students i know that some might say that our schools are already diverse and that the teachers are tolerant and would never purposely cause harm and i'd go so far as to say that they would risk their jobs or even their livelihood for the children that they care for but without a plan without a purpose deliberate action by the council informed by members on that council that are the same marginalized groups that our students are we go back we default back to what has been and where things are right now and so even if we have people that say no it's fine just the

way it is our default isn't good enough and we have to do more otherwise we will pause hard this equity and inclusion council is a wise move but it will only be cosmetic if we let it just be a council and it doesn't actually address the change that needs to happen it will be fired and obviously that we can hear here there's going to be a lot of discomfort um but i think we can deal with that in order to make a better school system and a better environment for our marginalized kids but not just them our teachers and our staff and for those who even aren't marginalized because that will help them learn how to take care of their community too i know there is pushback here there is pushback and there always is

when the status quo is challenged i worry that when things like this emerge those in power will rush to cater to those who have been catered to before so this is your encouragement to look after those who need this council to make life more equitable and inclusive and eventually other people will come around just hold steady to your purpose thank you for letting me speak thank you i'm robert waldowski i live at 615 colorado street here in the ocean i've only been a resident for the ocean for six years i moved down here from wisconsin after caring for a terminally ill spouse for 20 years married my wonderful wife john after i got to know the ocean i'm disgusted by what i see this town is anything but a free city last year 2020 when

we had to covet this console fire found it appropriate to hold off on the majority of community meetings where we could come in and voice our opinion well that happened behind our backs you put in this critical eraser you can call it whatever you want you put a lipstick on a pig you still got a pig we talked about inclusion we talked about equality i'm a retired member of the armed forces i lost men in battle we didn't care what color skin we had we didn't care where we were brought up or how we were raised we cared about the man that stood next to us and we watched each other's back what's wrong with america we did that you know what i find disgusting that you find humorous got a brother sitting back here

and you make a joke about well i don't make as much money as he does he's a politician and the politicians that make the money off the people by running these kind of bs programs is what's killing our country and i tell you i'm here as we the people my name is on the constitution and i will not stand and allow this school board to cause problems in my community to coerce the children into believing a white child or a black child or a brown child or a yellow child is any different or has any different rights than each other when my granddaughter a little hispanic girl went to the pool she takes pool lessons she doesn't look at the color of the kids in her class she has fun why are we all intent

on looking at color and trying to make us equal our constitution says we're equal isn't that good enough for you thank you i'd like to believe that i believe it i'm an american and i'm going to stand here today and tell you you guys want to push this through we the people will rise up against you and we will replace you yes that's what we need to do in 2022 we need to take the garbage out and you will get a pink slip you want to continue this bs gonna change the wording of critical race do you turn a buffalo us i have mastered the english language probably just as well as you have question my education and go find something surprising ladies and gentlemen thank you for this time but be warned that we're

here and for the politicians too that don't want to follow base we're here to take you up and remove people thank you ladies and gentlemen thank you for your comments nice to be here with you tonight um i uh do share some concerns that we are concentrating more on indoctrination than education in this specific realm that we're talking about right now i would say that it is a um common practice of communism to pit certain portions of a population against each other yes and and when they do that they they can fight each other and then the powerful oligarchy as a savior as a powerful player to then then use that situation to change things that they wanted to change it to in the first place which is how communism has has um pervaded uh

around the world um i also would say that the it's been long said that the only thing necessary for evil to flourish is for good men and women to do nothing and um we need to do something to fight off this powerful force that actually comes from a much higher place than just our county this this comes from the pit of hell and it is uh for being purported on us but i would ask that you not allow yourself to be used as a applause um critical the term critical race theory it's not critical at all it's made to seem like it's important because these were critical it's not critical at all and theory becomes fact in the minds of a small child who trusts you as an adult to tell the truth and to

have his well-being his eternal and his life long long-term well-being in mind he trusts you there were things i believe that people told me when i was a little child and i've trusted them but i came to know that some of those things were not true and these children don't have the ability they love their teachers they trust their teachers their teachers are being manipulated by high powers and in spiritual forces in high places to to do something to the children and change their minds and indoctrinate them and we need to stand against that in the way of that and inclusive while that word sounds nice it's frequently used to force people to accept sin evil sinful practices and that's what the devil wants he wants inclusion of all kinds of perversion we need to

stand against them the bible says that if any of you were to harm a little child it would be better if the millstone be tied around his neck and thrown into the sea so don't be guilty of that you don't want to be there on your judgment your personal judgment that you have to admit that you allowed a child so let's say that we need to we need to see this for what it is and stand against it and leave it out of our school system thank you sir hi my name is wanda rayford martin i live on south seventh street i really appreciated the work that i've heard that the equity inclusion committee has been doing it's been about giving all students a voice and not about the students and i believe that learning

about each other's experience is very important and so thank you to gcs for working in the constraints um my name the is and i really appreciated um being able to like have these conversations and i think it's important when we have these because we should like be able to form our own thank you both hi my name is marianne fletcher my address is 646 before review devotion i grew up in the ocean i started at waterford school um 68 years ago so i'm very much part of this community concerned about this community i am worried that we may adopt this story it is a very it divides people it is um and i this last year i have seen a tremendous amount of division in the united states in the world especially in our country

that concerns me greatly um i would like to see love foster i would like to see what jesus christ our lord and savior wants for all of us and that is love i as i said i'm against critical race theory because it invites people i want to teach our children not what to think i want to teach our children how to think thank you very much i appreciate the opportunities thank you very much i would like to thank everyone for their comments tonight um we'll review that dr hope may reach out to a few individuals as well as myself we appreciate you all willing to come tonight and speak about this we'll move on to agenda item number five which is cassette agenda items item 5.1 approval checks number three eight eight seven one three

the right thing to do and still the best thing to do for our kids it gives our kids who are excelling and have plenty of room and credits to take any elective they want and it gets our kids who are struggling who may have needed to take additional english classes or math classes to graduate uh gives them the flexibility to finish so i would just ask that you would that you would before and i just want to reiterate this does not lower the standard for ocean high school at all it puts us on an even playing field with all of the schools in indiana almost all of our students earned well well any other questions we have a motion please move that we approve the change in high school credits from 43 to 40. a
