001I had it two weeks ago um so that wasn't will attempt to do justice to cheering this meeting so um first item of business is uh we we have forone uh executive session so uh we are now on to uh I don't believe but I'll ask uh is there any necessity for modification of the agenda okay and I don't believe we have anybody signed up for public comment okay you'll need the response and then we'll start with student performs um I think we started with Lacs last time so let's start with hi everybody thank you um my name is k as I think most of you know at this point uh so we had another meeting with uh Dr Brian and Mr Scott Taylor again to discuss recycling actually that's happened several times and we're

002actually making some Headway so labels have been given the thumbs up these are new kinds of labels that utilize a lot more pictures and Graphics rather than text which I think is useful when trying to Target high schoolers additionally we've included a warning which is meant to kind of quote shame people into doing it you know graphic pictures of landfills that kind of thing I that's only part of it there is a informative part to the poster as well but I think that using both parts can in conjunction can be most useful because just shaming people will never work and just providing people information they'll discard it so I know that won't work for everybody but it's a start what we're also working on is we want to have a trial run with six Rec

003new recycling bins and six trash bins paired together around the school in six different locations this is because if they're not in the same location together people will out of convenience just throw whatever they want in either of them one of the biggest things we're also pursuing is getting lids for the recycling because one thing we've noticed is that students tend to throw a lot of large uh food containers into the recycling instead of the trash such as school lunch trays and in order to combat this if we get a lid with a small enough circular hole in the center it'll make it less convenient for people to do so I I think people will still do it and rip the toop off and throw stuff in but I think it'll happen less and it's

004all about minimizing here so we've been pursuing some options at Lids we have some relatively cheap options around $20 uh a lid which is not that bad considering we're talking about two gallon uh containers sorry 22 gon containers wasn't it yeah 22 gallon containers and the while we haven't bought any of those yet the hope is in the next coming weeks to determine if we have enough trash to build this trial run and then get started uh we want to be able to tell everyone about the new initiative when it comes out and so the idea is that we're going to be soon contacting the lak street news which is our student media channel to try to get that out in the air and also possibly a PSA and the Tattler about what we're trying

005to do uh we really want to make this a long-term program that can build up to something larger so start with the small building blocks of six six trash cans six recycling bins and then eventually move to if it works if we see West contamination by students and we're able to actually recycle maybe invest more and put things throughout the school because I think it's a worthwhile Pursuit yeah um also before break we had some really productive meetings with uh Mr briman and um some people from Food Services which was really great thanks Mr briman uh we were able to learn a lot about the changes at IHS and why they're taking place uh and right now we're thinking about how we can uh work on communicating this to the student body kind of um

006similarly to what cin was talking about with the recycling uh we also talked with Mr Trumble about um student workload and due dates being during the school day instead of outside the school day um so you don't have like canvas deadlines at 11:59 p.m. or like 900m um and then we also had some discussion of like gathering information uh from the student body um in terms of other things winter sports are starting uh there's a band concert on December 6th and then Orchestra is on the 13th and then choir is on the 19th so we do encourage everybody to go to those yeah jazz band on the 20th um and then we also recently had our fall play Clue which uh I've heard was a great [Laughter] success all right so first and foremost uh

007just want to acknowledge that Stella couldn't make it today because uh varsity basketball has their first scrimmage of the season so wishing Stella good [Music] luck uh yeah so I just like to follow up on last week we talked about the murals on the doors we were wondering if you could get that law as soon as possible just so we can have Clarity with the rest of our school thank you um also an announcement uh is that the Lacs is having a winter carnival on the 6th and there's going to be fundraisers for various trips like the Spanish trip and the Katrina relief trip and other trips as well uh there's going to be a silent auction which is one of those fundraisers there's going to be a crepe sale and there's also going to

008be uh quite a few student performances and that is uh in the evening on the 6th in the evening in the evening I believe it is it is 6: to 8:30 uh not entirely sure but it's around then so yeah six to eight there you go December six yeah and another announcement is that Lacs has started its own newspaper and we are calling it The chestnut because we are on Chestnut Street and we're calling our reporters The Nutcrackers so uh I'd like to talk for a second about some issue we have at our school so good quality graphing calculators such as ti84 pluses uh have been for years required effectively for taking the SAT and also a really good skill to have for college math classes um at LCS we don't have any of those

009calculators so there's no real way to learn that skill and it would be really great to get some we don't need many but a couple to have for the upper level math classes would be awesome do you have any kind of figure as to like what a couple means how many how many we're looking at um I think most of the classes would only need like seven to eight maybe but even less because we can share around and they are expensive so it's understandable pretty much as many as we can get though I know IHS they have some at their Library you said each class needs seven to eight and there's how many classes I I don't think it would be each class I think for the school I don't believe any of our classes

010currently are conflicting that would actually need them so it would just be enough for one class to have them and then they could be pass between periods yeah right now we just have a pre-calculus class that would be be very useful we had those kind well I'm not sure if any of the administrative staff at Lacs has contacted the relevant people at the district but um can you check up on that to to make sure totally yeah that they contact them to get this do you know who like they should contact well Amanda is right there thank I think that's it okay CLA you have something to add or I don't okay thank you all right thank you all um The Nutcracker um okay uh so oh word responses so we have some okay moving

011on so need a motion for the consent agenda a motion to move for approval uh of all consent agenda items listed in the consent agenda consideration of accounts Personnel report students and minutes of previous meeting as presented second by Adam second by Jill uh is there anything that we really don't have there anything that anybody needs to speak to the usual bid for salt and the icing crystals we're not going to have any snow this year so okay so now thanks for your leadership this evening we don't need those salt crystals thank you for inviting me uh all in favor of the consent agenda that's everyone thank you now all right thank you for your leadership this evening and thanks for the opportunity to share uh I wish to just highlight one uh items this

012evening and that's the experience I had this morning I was truly inspired uh truly inspired to come back to work every day but also inspired I I I at times I wish I would have had an opportunity to experience an education similar to what our young people in this school dist sh Community have each and every day uh and I know later going to be talking about long range Capital project planning I want to highlight for our community that throughout these last few stages we have partnered with young people to design and help us think about ways in which we wanted to enhance our spaces uh we talked about a new stem wi and we've had young people use augmented reality and they've been at the table with us to help us design who will

013be a best-in-class stem facility in the near future thanks to the community for voting on the capital project back in 2018 and today I had the great Fortune of being in a fifth grade classroom shout out to Fall Creek Elementary Chris Bell and his students as they have been working with the uh Cornell department of human ecology and a group of experts on design particularly design of playgrounds so these young people there were five teams and they presented uh their work not just the end product or the artifact of their thinking and work but the process they went through to get there and it blew my mind um the ways in which they had thought so much about every element of what they wanted to see with their new playground thanks to this community again

014for your Capital project investment and the ways in which today we talked about in the curriculum committee uh the ways in which we are elevating excellence and at the same time uh our commitment to inclusion and equity and diversity these young people were clear about how they wanted a playground that would be inclusive of all and how they would be using it to enhance what everyone would be able to do on a playground it was just fascinating and I wish everyone in our community would have had an opportunity to be in that space Miss T was there man verber was there Dan bman was there and it was fascinating they talked about what their priorities are for the playground they talked about some things they wanted to make sure were there some things that uh

015they were hoping we had the money for and then the questions of one another and the questions and folks in the room will remember um the questions were not about uh finances or architect in architect T Architects were in the room too the questions were pushing one another on how inclusive would the space be and where they saw that a piece of equipment or uh a piece of material would be exclusive or not be welcoming or creating a sense of belonging on their playground they push one another anyway I just wanted to highlight because as later in the this evening we're going to be talking about um our Capital project investment strategy and I want folks to know that it was six years ago when we started this conversation that we're now seeing the fruits

016of and each step has been involving our young people and with uh you know if things go according to plan we're going to have a playground that may have folks forget about the one that's been there that helped raised my own kids y'all feel me so I so they have a tough challenge ahead of them to create a space that would be as popular as the one that we will be replacing but and I think they did a very good job and we have these pictures I think our communication team is going to do something Cornell is going to highlight this in some of their Publications as well it was just an outstanding process and artifa that's the only item I have for this evening just wanted to make sure I highlighted for y'all can

017you share what what the timeline is for uh getting it done oh then that's a great question I'm going to uh Miss verba can you help about two summers yeah we need to submit uh the plans which are going to be informed by what we saw today to State ad and it's hard to put a date a timeline on that approval process from State ad so we hope that we can start building in another in two years but again again highlighting you know we may we're going to be talking about uh our plan for the next potentially 10 years later in the meeting this is how long these processes take and many folks forget that we talked about this back in and our wishes and dreams for a playground replacement and had we deferred on

018that conversation we would be in our young people be holding me accountable this morning yall know what I mean so thank y'all this is that the north side of the building is it where all that wooden current wood beautiful yes structures those wooden structures were built all over the country as Community projects um uh and my brother actually was somebody who worked for that endeavor and he went all over the country and met with community members and they went through a lengthy process to talk about what they wanted and then they went through tremendous planning to have the community come out and actually build uh but the wooden structures have turned out not to be and so we're moving on to something else thank you okay um so next item is 10.1 is a discussion

019and we have a resolution uh I'm not sure whether we're going to vote tonight um I think we are meant to check back with Sean on uh a resolution that was presented to us by a group of students and staff members and community members um we've had two meetings with some discussion we now have a modified um uh resolution uh Miss talin would you come down and speak to how the resolution you got modifi good evening hi everyone I'm Lily talet I get to serve as the deputy superintendent of schools here in itha and we have modified the uh flag resolution and consultation with young people and staff um who were here a couple of meetings ago and provided an incredible presentation and um because we currently have single flag polls at our other buildings

020things um and we recognize that there needs to be more conversation in relationship to Flying the hosani flag at those at those places at those schools but and there are two flag polls that are at IAH high school right now um and I'll say the the students and staff felt it was really important that we that we continue to move forward um and at least um allow the board to vote on a resolution to fly the flag at itha high school comments questions still I don't see anything about um an explanatory plaque or anything on this resolution and I don't know if that should be a friendly Amendment or what I can just imagine a lot of confusion as people drive by oh it is not a self-explanatory flag I had thought about that um

021so yeah I that so yeah a friendly amendment makes that I mean unless other people think that's unnecessary or there's something wrong with that I it seems to me that we should have something that explains why that flag is flying there yeah I I could see having something that explains it but a plaque if someone's driving by will they really see the plaque or anything like that so um and and I have a followup because I know that Eldred had brought up the last two times about um the height of the flag and contac and the elders and so forth and I just want to make sure we do our due diligence around that before we proceed thanks uh any concerns I had were resolved with the new language as says in consultation with the

022tribe in question so hopefully we can get that going and I will reiterate that in the conversation uh Our advice from our Council should be somewhere involved because there's another side of the equation that talks about what we can and cannot do Visa the American flag so these conversations shall continue thanks not name so what this resolution allows pardon me Moira is it okay so what this resolution allows is for both of those things to to take place right so um you know Sean and Eldred have been um in communication with folks who are part of and leaders within the hosani community um and it's we also recognize the importance of flying it as as soon as possible right and so what this resolution allows for is is frankly both right so that consultation to

023continue and once that's approved from the hadani community and the leaders within the H Community um that then it can immediately go up and starting now it wouldn't prohibit us from adding a plaque or integrating more education to The Wider Community you know in a communication plan just helping helping everyone understand yeah I think that rather than amend it right now we have further discussion about how best to include explanatory information and to share explanatory information and there may even be some you know planning and discussion about a ceremony when flag first goes off um but I think that all can be planned and discussed uh yeah I mean the black lives matter at schools uh mural that's on the side of the high school building has an Associated plaque or an explanatory do most

024folks don't know about it but the folks who come visit are able to use a QR code and to read yeah uh so I will entertain a motion uh motion to approve and permit the flying of the H the shy flag on one of two black BS at IHS second so El were you saying you thought that some consultation legal consultation should happen before that happens or yes okay because there's a there's a tension about the height of each of the flags and and uh so maybe we should just change the wording to say upon approval by or in consultation right do we need to that phrase in the motion the in consultation with members of the honi community I don't know well it is in there it is in there it's in part of

025but but it wasn't oh I see well no if it's in here it's it's good enough but I don't I mean you can consult how how about if we change this friendly if we change how the sh Community to the relevant parties okay to what relevant is that just subjective relevant I don't know you could say show two relevant parties us and them if you're happy with that I'm happy that would be my suggestion well I'm not quite sure of the exact process for modifying a resolution uh we would have to you would make a motion to modify it yes and then we would the group decides we would vote on the new language of the resolution and then vote on the resolution I think that's I think that's Robert would approve yes okay so

026so I make an amendment I'm sorry I make a motion to slightly change the language of our motion to read as follows be resolved that the itha City School District Board of Education approves of and permits the flying of the H flag on one of the two flag Poes of itha high school in consultation with relevant parties second all those in favor of the language of the new motion I think this is the way to go that's every okay now somebody move the motion and we can move on you're getting good at that go ahead with this line minus that uh in with relevant with relevant all right okay okay then I motion that if you resolved that the Ia City School District Board of Education approves up and permits the flying of the Hadi

027flag on one of two flag polls at itha High School in consultation with members of relevant partn in consultation with relevant oh in consultation with relevant parties sorry about that yes second move okay all in FA everybody okay see if I can set up that conversation as soon as possible all right thank you all right now we are moving on to committee updates um uh do we have somebody who will give us an update on a who is chairing the yeah here a member of [Music] the I was there I don't really know how to summize exactly we uh from folks relevant uh information was presented uh of an audit that was done including some Student Activities and other uh various activities and we talked about the audit that was conducted and it looked good

028okay and we approved that AIT at our last meeting that's right okay sounds good to me how about facilities facilities we continue to um move forward on both EV buses and that is embedded in um Capital project referendum options of which there will be considerable more discussion tonight the last meeting we had some really intense and great conversations about how we've been strategic at ringing each opportunity that we have been presented with oh we've had great we had great conversations about how diligent we've been trying to ring every dollar out of this budget maximizing what we get uh reimburse for maximizing cash that had been laying around um and several other methods that are uh that have been beneficial to helping us keep running the district that we all think we want to see uh

029that's about it thanks we just had that we we talked about um literacy professional development uh for some time we heard from the ITA president Katherine Sera um and we also talked about um The District's commitment to diversity equity and inclusion and strong academics poliy okay so we have have been working on and we had several sessions in the policy committee and uh in our uh regular board meetings to uh to approve um a revision of policy 550000 which is privacy of student records and uh a change was made to that that would allow our Communications team to have an easier time of it uh including uh information about students in their Communications and their parations uh we have worked and Miss Tela has worked a lot on revising a very very lengthy policy on

030discrimination and sexual harassment and we passed that at the last board meeting for first reading it will come back at our next committee meeting and then it will come back to um to the full board for a second reading and approval and I don't think that um you know we've looked at it quite a lot and um I think it's in very good shape and then a a brand new policy that um was mandated by New York State education department and labor department I believe uh policy regarding um uh violence in the workplace uh we had we looked at um a template um did that come from gbo our Law Firm sent us a template for that um policy uh so we will be looking at that at the next policy committee meeting um and

031um and uh and violence um yeah against employees um and then moving forward we're going to be looking at some policies in the 9,000 Series because we've been going through this this multi-year process of going through the entire policy manual from one to 9,000 something uh so we sometimes we in Veer from uh that linear process because something like the state tells us that we need to update policies or add policies but we will be getting back to the 9,000 Series oh and I also shair Human Resources yes um so at our last meeting uh Zach Ln um and uh brought to angad um brought to us uh a recommendation that we make some changes for uh the educational requirement for our teaching assistance because itha city school district has had a requirement uh that

032is much more much higher than what the state requires and so the point that's AC the we're making is that I think that would be really helpful if we dropped the requirement uh our district requirement that candidates for teaching assistants um have 60 college credit hours that it would be advantageous to Recruitment and hiring and filling those positions and we had some discussion we realized that it's not a policy it's a practice so changing it is really not something that requires the board's approval to do that um so I think that is uh moving forward and in tandem with that we had some discussion about teaching assistants and their jobs and professional development that they engage in and so at our next meeting will be next Tuesday um we are going to be looking at

033a draft of a job description for teaching assistant um and also at our next meeting we are planning uh some teachers who are teaching additional classes um to uh cover vacancies uh will be speaking to us about what that's like and uh what are some of the challenges of that maybe they'll talk about rewards too other than financial which there is financial um so that's what we've been doing and every one of our meetings we always get a staffing up date and update on recruitment efforts and and vacancies and vacancies that have been filled I believe tonight we approved two new bus drive and that's it and I'll just note that the the update the the vacancy update was very extensive and thorough if anyone wants to go back and look at that it was

034great content yeah thank you um okay that's committees and now we're going to talk a capital project consideration well I'll invite um members of the team down to be here and available for questions um and if there's additional framing that you wish for me or and or my team to provide tonight we can do so but again uh tonight was intended to be a conversation amongst four members and uh hopefully provide us some direction as far as how you wish for us to proceed when working with our fiscal advisers and our Architects there was a presentation at a joint meeting of finance and Facilities uh 10 days ago um there was an extensive presentation and there was there was a lot of questions and a lot of great answers to questions very very important fortive

035so if you haven't viewed the video of that meeting and you have questions i' say view the meeting and a lot of questions will be answered I found it very important there's a link to the recording in in our agenda in the agenda for today's meeting so any additional information you wish for us to provide or any thoughts from us I'll start off with the with the idea that perhaps Primacy will give me a little bit of an advantage here in my minority position um I spent some time this week going through our facilities evaluation line by line and found it both fascinating and um helpful the interesting conclusion that I drew is that Dr Brown's assessment of about $10 million a year for needed sort of urgent um facilities updates and maintenance and was

036right on um so thank you and congratulations yes record where where I came to that conclusion um and how I came to that conclusion is is pretty interesting and that's that throughout this lengthy listing of things that need to be done in the district with facilities in the district which directly translates the capital projects um things are rated everything is rated or many things are rated between one to four in Ur emcy as well as things that the District staff can handle and a number of things that are currently being handled under our past Capital project so what I did is I added up most of the ones things that need to be done in the next two to one to three years um minus the bus garage um and I the reason I took

037the bus garage out as I feel strongly that we do need a new bus garage I also took out Danby because I feel strongly that the D Danby building is not something we should be putting money into at this point in time and I removed some of the major electrical work because um I wasn't sure to what extent that was required I also took out some of the Ada the big ticket ADA Compliant items that were noted as we are currently in compliance but they should be changed when Renovations are due so there were a number of things in there that were still listed as number one in urgency that were questionable I thought in terms of how quickly they needed to be done and how soon we needed to put money into them um

038so from a a Frugal perspective if we're looking at we need a new bus garage and we need obviously our electric buses at least a number of them to meet the St mandate in the coming coming years um as I said we're looking at about 10 million a year for things that need to be done now PL and then plus the however much 40 million or whatever for the new bus garage and bus washing station um so that that's where I'm coming down and that's where I'm going to um kind of stand firm on my notion that what we should be doing is floating a capital project that would be for 3 years at $10 million a year plus the Big Bus Garage Transportation project and that I think that's more than enough for us

039to be handling as major construction projects over the next three years and then three to four years from now I would propose that we then look at the next group of projects that we need to be doing and need to be looking at so that's my thinking and anyone who does or doesn't want to go through this with me line by line I may force you to do it at some point as chair of the facilities committee because it it really was interesting and it's um you know it's from an engineering standpoint and it's there's a lot that that could be added as part of a discussion so that's where I am because I believe in telling people where I am on things can I ask you a question about that certainly so you said

040approximately 10 million over three years 10 million every year per year for three years plus the total for plus the bus garage which totals to what well it depends on which which option you pick the least expensive help me out here Bob the Le and Amanda the least expensive op option for replacing the bus garage so that that's not replacing the bus garage right that's just the electric infrastructure the Transformer okay that gets the power to the site and then powering the site accordingly right and that's an upgrade to the electric as well as all the wiring and then the Chargers as well okay but that's no new vill correct no new Village so the buses that we will be getting would be they' be living outside well they're going to be living outside anyway

041correct that would um that also I believe that that number that that um option A also includes the solar paneling that would be partially covering I think that for us that felt like a non-negotiable in terms of having that addition to power not just taxing the grid but also using solar as an advantage as well and did now I have a question did we have a a estimate on the percent percentage of power that those could actually provide it's not that Chris mentioned I thought he said 30 but I um 30% but I I don't have that figure but we can definitely get that yeah let's look at that because I thought it was much l the tap okay yeah I don't want to look at this right I think this the reason why that

042sticks in my head is because the sustainability Advocates were really pleasantly surprised like you are about the number that Chris stated at the meeting of the contribution of power that it would provide um and again I don't I know that we're recording and I don't want to be quoted right you know business official being voted with misn numbers is not a good thing so I would like to have some time to be able to research that okay thank you great thank you and now just refresh my memory again so the other bus barage options are what so option two right is everything that we just described right as well as um the bus garage being replaced right so there was discussion about actually um relocating it um to where there's some storage buildings right now

043so that we wouldn't disrupt the operations we could do the operations out of the current building build the new building off to where those storage buildings are closer to what road is uh that's like 13A well Bost road is right and then they closer to 13A um that that's a general that correct and then and then that would allow for um uh the potentially if there was a heavier weight of the buses as well as um a a better higher more upto-date facility there was a lot of conversation about when our current facility was designed and how many buses it was designed to support in terms of the mechanics Suites there as well as the break room and the office structure the technology there was a a long discussion about um how you know upgrading

044that facility to include um even PD spaces and just clean rooms for the technology that we're going to need that's the kind of conversation that was had and the price tag for option two option b and thank you uh for the wonderful presenter folks um 40 million plus or minus and again so these are current numbers and that does include the new bus garage that correct that's so option b includes the new bus garage along with the transportation infrastructure and that's 40 million 4 Z so I'm confused because what was the 50 million 15 155 15 are 50 and then 40 okay and then the option C was uh a bigger bus scage no it no it was it was option b right right so and then additional funding you take us up not to

045exceed 125 125 million and to Jill's point the reference document is the facilities evaluation and again Chris clitz our architect really highlighted a lot of the priority items that have um been discussed um multiple times by maintainers and um the facilities team the engineers the staff the building leaders the people who live in them the ITA right these are all um very real items um and and those priorities Jill were all designed um by the staff of itha City School District in uh collaboration with the engineers and Architects based on work order systems and issues that we have faced um so there they're very real was it the pie chart that he yes it was that pie chart yep and and there was a nice estimation sort of of like how we would utilize the

046remaining um 125 million of course setting aside the 40 million for the bus garage and um and uh the infrastructure work it was replacement of the garage or addition gar addition no it's a whole new garage demolish the one that is the thinking that is the thinking because I think when you start to look at cost of square footage of renovation of something that is that outdated um right we we can do that but I think that the cost was um I think we all agree that new facility was a better way to go yeah sure it was a replacement but so it's a replacement uh so Jill if you're I he your numbers you're suggesting if you were to take your numbers your extrapolated that over 10 years we looking that 140 million over

04710 years 10 years 10 times yes or as I would prefer um 40 million plus three 10 Millions over the next three years for a total of 70 million with the understanding that at some point we would have refined our needs and the numers are the same question ultimately ultimately yes now what was the uh proposal to do work in Dan no the facilities evaluation is comprehensive for all buildings that the district owns whether they're student occupied or not and so they would also include things not just Danby but also our Hancock Street facility which is where technology and our maintainers are housed um it would um house the transportation department which is obviously not student although student forward but not student housing every building that has a essentially a code with the New York

048State education department would have an evaluation of it in that document so the pros of a shorter term referendum would be that you you mentioned there could be a more refined list of needs when we vote again the cons that were mentioned in the in the previous finance and Facilities committee are the unknowns of the future right whe uh voter temperament other ones that were specific to I guess trying helping us understand why we would go with option C um so I listen to Jill and she's been consistent about wanting to do this in shorter chunes if we will um I think the 40 million for the option b for the bus garages the the environment in which we have our people work in there is just unconscionable that's there's no other way to say

049it and we raise the salary but that's not the only thing that keeps employees Tethered to a position it's also the work environment and if you've spend any time up there you've gone to those bathrooms if you've seen the attempts at PD happening in one tiny space where the dispatch is taking place in another tiny space you quickly realize uh that that's insanity so let's let's just and I'll go back to this idea that even though the buses are going to be outside we'll never have a garage sufficient to fit all the buses having a current garage that only is capable of maintaining two buses at a time is ridiculous in a fleet of 88 uh as to the larger amount that the group has suggested I'll say it again this is very simple you

050can either buy a car today for 20 7,000 or rest assured that in 3 or four years that same car will be 40,000 given the tenuous situation politically in this country and even further out I want my my grubby little hand say get it now because it takes a long time to figure out these outlays it takes a long time to get S on board it gets a long takes a long time for maybe new board members to get up to speed with what's happening so I'm always a uh two birds in hand kind of guy when it comes to money Counterpoint the Counterpoint to that would be I think we all know that the 150 or 125 um doesn't preclude or even it isn't even likely that there wouldn't be interim capital projects in

051the next few years um it's not like if we were to vote for 125 now we would be free and clear for 10 years that's not going to happen right people will find other things it has turned out that that the uh amount that we've that has been requested from our facilities people and our Executives that we have approved in the last two $100 million bonds did cover everything in fact we had money left over to to do some amazing things the things that were not covered are the smaller items that we can uh look to our general fund to cover you looking like you need to clarify I you know I wanna I want to try to be um as brief but also accurate as possible so we are currently working with a capital

052project that was authorized for $120 million that we are in the middle of spending that we will continue to spend for many years moving forward any one of these options that you ask for will allow for the design development phase of a new project to overlap with the current design phases and construction phases of the current capital project so there's sort of a it almost like comes together right so that your our planning for our debt service line and our budget as well as our facilities evaluation is never ending to think that we would come to an end of our needs is is a false ideal and I just want to be very clear even when we do work there will always be new Innovations and there will always be new mandates and there will

053always be new laws and there will always be new requirements ments and we are ever evolving our buildings are not as quick to evolve as all of our wonderful people are right we are we as humans are much more agile than our buildings so I don't ever want to think that with 125 or 150 or 170 whatever the million is in front of that comma um we're going to end right what the difference any one of these is that this is just the maximum that you are authorized to to borrow over the course of 10 or 12 right years in the future so essentially what you're doing is you're saying that you're establishing the community to say up to this amount over the future this is our cap for you to borrow if it exceeds

054that cap you have to go back out again and borrow okay and so the way Capital project referendums have worked for us is that we try to be as specific as possible in the first phase or two or three knowing that these buildings because they are used by you know every day thousands of footsteps right get much more wear and tear than your home or anywhere else and so that it gives us that flexibility um when you're asking for a maximum allowance over 10 to 12 years to be able to address those as they come so whether whether we um borrow you know 10 years at a time or we borrow 125 over 10 or 12 years um the board owns when we go out for that Debt Service the the board determines based on

055what is um established as priorities in those given time frames how much and what we want to commit to going to borrow and that is your schedule you own them the one commitment that we have made is to align it with the budget so that it doesn't exceed a certain percentage of the total budget so that the community will know that we are mindful of the debt service line in relation to all of the other operating expenses of which our humans are by far the most important and largest part of that I like I need to watch the the presentations and the Q&A that happened uh at the finance facilities committee I need to watch it again and uh and uh figure out what further questions I have um and so what's what's our timeline

056we have one board meeting in December and our Architects shared uh very specifically that we need to have some uh direction we do have to 12 and a 19 well we have meetings on the 12th and the 19th so two weeks back back okay I just did what Amanda hates to do I just said something on camera that was absolutely wrong um so anyway we have the month of December to make a decision um and Via resolution you give us a direction about how much you want that resolution to be and we will bring it back to [Music] it I I'm in favor of option C and for us to be we're being um proactive as well as Frugal with our funds and planning wisely because even with the Eve if we look at how

057many years ago was our last Capital project did we foretell at that time that we would have to get EV buses in place by 2035 and that's why we're revamping the bus depot as well as improvements in the building and for the people and all so um and we have to be very careful I know Jill you had mentioned about the ADA requirements we may have coasted or just gone by in the in the evaluation with Ada we meet the ADA requirements but they're changing constantly and we really have to adhere to them too so um I Heard the presentation Chris gave at the last board meeting November 14th and and and the various needs identified and for us not to exceed the 125 million Dr Brown um reached out to the board members to

058if we had any if we um wanted to have opportunity in the last two days to meet with his administrative staff to go over this so let's get our questions out now sooner rather than later so that we can proceed with this and um yeah because one of the options I I know that Chris mentioned that if we don't go to the um Community for May 2024 vote we can think of another um time later on in October or sometime nope I'm in favor of one time just go to the community because that's another expense right there so I I would um try to put some fire behind us as well as our to do our due diligence as board members to read up the material ask the questions because December 12th is going to

059turn around so quickly and we want to make sure we have a quorum to vote yeah I I'm inclined to be in favor of option C but one of the reasons why I feel like I need to watch the video with you know very judicious eyes and to ask my questions is because when we do vote and when we're trying to convince the community to support that vote I want to be able to to speak very articulately and clearly about why I support this and so I need to educate myself as much as possible so that I can do that I just have a quick question just very quick so the pie chart I mentioned earlier that's from the slide that Chris referenced that kind of is where that 125 million is drive right like

060the sum of that pie I don't know if the pie chart's here I couldn't actually find it quickly I think I think again I just I just cast a glance up and things happen magic to find it was a big very m chart from from from that other facilities and finance joint meeting but I'm curious as to where we would look for assurances that that total is as I guess as Frugal as possible or as fiscally responsible as possible where are we looking to are we looking through this that all of those subsections and the estimates for each of those subsections is a one or two priority in here I'm just like where is that derived from and if somebody's looking for more more assurances or more data helping us understand where that is coming

061from because that's really the additive effect of that pie chart is the 125 so again we're dealing with today's numbers right and in fact that facility evaluation any estimates that was Chris was very clear that was done in 2022 um so those numbers right which always that's a never a static document um so it's I think to answer your question it's two things right it's the um the design development phase based on what the priority is of those items because some of them we have to address in the facilities budget because they've become such a problem we cannot wait for a capital project right so there's the budgeting in the general fund to address those things ELD had mentioned that we're paying for it one way or the other um or if it if it

062doesn't if we can limp along and we can you know kind of hold it together and we can maintain it um and we're able to incorporate into design development phase we would get a an estimate of that cost and then we would go out to bid for that we hope that bids come below the estimates or the budget um we've been we have been very impressed with the estimators um with our with our Consultants campus construction they're the estimators side and they're the ones that develop the budget for us um but Katie I will tell you that I no one could anticipate what covid did to us um right and so nobody could anticipate even the schedules I mean Jill's sitting in the meeting she can tell you we are waiting many many month like

063I'm talking like 10 to 20 times as many months as we used to wait for things due to supply chain issues um we have been um the costs have changed because of when Workforce members are willing or or able or available to to work um the second and third shift phenomenon and I use that word not lightly um is is becoming more challenging to bid so it's a little bit complex Katie to answer but those are the factors that would drive the answer to your question if that's helpful that is thank you well every time the board votes on we're going to borrow this money for this phase we have oversight as to you know is it approval is it um are we getting what we need for a price we can afford and we

064have rejected F uh folks we fairly new to this there's no way you could know this but we have uh won awards for our for the for the professionalism with which we manage this budget um and when you watch a video about The Joint meeting please pay attention to the slide that made me smile the most that are the interest we are making on our previously uh I keep calling it lazy cash that interest is covering our debt service so it is not like we're asking the community to uh slide into a a a a debtor's hole we are as I said previously squeezing out every dime possible under the rules here so we can stay ahead of the game and keep our students and our faculty and our other staff in facilities that uh

065maybe they don't make us proud but we at least know we're doing the best we can by our people I just want to strongly Support options C I think Karen very eloquently stated the reasons I fully agree with her uh the only other thing I would add and I and I said this at the Joint meeting is I just feel like we have an obligation to voters and taxpayers to tell them all the information we have we know that our Capital need is not 40 million we know that so I think the go of voters and say authorize 40 million when we know the need is much larger is disingenuous so you know I believe in just being as transparent and honest with people as far in the future as we can reasonably do so

066is the right way to go and and just for us to know as we continue our transparency we need to always direct people to review and see the um meetings that we're in and even if we wanted um I'm grateful for the um team that's come up with the ICD communication that summarizes some of the meetings and say if you want to see this go to one hour two seconds into that section so um it behooves us as board members too to just communicate to individuals and Community groups and so forth to just encourage them to just see all of these live streaming meetings and thank you and so let me clarification the expectation is we vote on this at the next meeting now that we've had a full discussion but sometime in De but

067we now know we had two meetings got we will we will prepare multiple resolutions okay and uh at your first meeting in December or your second you can choose which option you wish to direct us to anything else okay we got uh some committee meetings next week that's policy and um Human Resources we also have on the 12th we have a commendation ceremony in pul and then AE thank you everyone thank you good
