Okay. So, we have here a little bit of error sending the next date. So, we were going to show up on a date. No one was here. >> He is a wonderful our first chose and then truly shines as a model for others. He is always willing to hand kindness, show responsibility and respect everyone and everything. His positive attitude is and he is consistently giving his best effort in class whether it's participating in discussions or going above. He is truly what it is. [applause] from high school. She's not here today. Kirst had an opportunity to be nominated by said that last year she had struggled with started a lot of her control and it didn't allow her to be successful at the start of biology. She said she's had an opportunity [clears throat] to ret
[laughter] has decided to persevere in a way that has truly impressed her and she's very proud and hopes that she's proud of herself as she's [applause] all we have. Okay, moving on to public comments. I have no one on the list for public comments. Very good. Moving on. Going to move to the approval of the consent agenda which consists of the meeting minutes of regular board meeting uh September 22nd, 2025 allowance of claims, financial report, personnel reports part one and two which are posted on the board. Mrs. Robert. >> Yes. Hello everyone. >> We've got a couple of regular payrolls for September we're going to look at and then we've got a mini payroll. The first was the mini payroll uh dated 92 2025. We had some bus drivers that did not make it onto
the sheet for um entering for payroll. So we needed to get them folks paid. So that total payroll was 243768. We always have that retirement and taxes. Um that was 504. And then our first regular payroll was dated the 12th of September for a total payroll of 4724606. And once again, we've got those payroll taxes and retirement. And that total was 13478587. Second regular payroll was dated 26. Uh total payroll 479 46712. Payroll taxes 136 33 47. Did anyone have any questions about payrolls? Okay, we're going to go ahead and move on to a list of prepaids here. Um, as usual, we have some uh vendors that need to be paid before the actual board date. You authorize me every year to go ahead and make sure we pay those vendors timely. The total on
uh the prepaids this month was quite high. 616 5207 that was due to a bus lease payment which was a little over 200,000. So that was the difference on that one. And then we've got a list of claims that are dated today. Um the total on that was 513 $512. Any questions as you went through that one? Okay, we'll go ahead and move on to the fund report. Uh balance in education 3,76410548. Balance and operations 816802. If you go to the very last page, which would be on page four, total and all funds is 9,69148454. If we look there, um they are the total in our banks is the same as the balance in our funds. That's exactly where we want to be. That means that we're balanced um uh funds to bank. And then
we've got the fund transfer, which you also authorize me to do. We do the fund transfer for education to ops. Um the school lunch, we do a transfer for that. And then um you also authorized me to do transfers back and forth to banks to make sure we've got money in one bank to cover checks etc. So total on that was 1 million22845265. And then we'll review quickly the bond um uh expenditures. There were no new expenditures in bond 2021 or bond 2022. But if you look at the fund detail for bond 2024, which is that 724 fund, I give that to you every month. We look in that very last column there, you'll see at the end of September, 9:30 2025, our balance in the geo bond was 354 63366. We do have some
new expenditures in October that we're going to cover next time, but that kind of gives you an idea where we're at on balances in that geo bond. And I am pending any questions. I'd like to submit for approval. >> Any questions? No questions. Can I get a motion to approve? >> Motion motion. Do I have a second? >> Motion and a second. Any further discussion? >> Hearing none. All those in favor? >> I. >> Any opposed? >> Motion will carry. Thank you, M. You're welcome. [clears throat] >> All right, moving on to reports. The assistant superintendent, Mr. Pearson. >> Hello. >> Um I'm just going to talk very briefly about um the second draft of the accountability model. So, the general assembly um in April tked our to create a new accountability model in which
students were graded like in an A to S style that will will um go into effect this school year. So, it has to be voted on by the state board in December. They had a first draft out in the summer. They asked for public comment. They took that public comment and they made some changes. Their second draft is now out and available. I did share that with all of our families and our staff via parent square. Um because they have public comment open now until November 17th. So this is a true opportunity for our voices to have an impact on how we are graded here as a school. Um the one posit the positive thing I think about this new accountability model is it's not just based on test scores any longer. It's taking into
account all of the work our students do, all of the work our staff do. Um even when a student may not be on level. So students can earn points by growing. They can um points by participating in a high school credit class in middle school. Um in high school they can earn points by having credit recovery. So freshman year they're struggling, but by sophomore year they have been able to catch up on their credits. We can get recognized for that. Um so these are things in the past that schools were not [clears throat] recognized for and these are the important things to get our students prepared postsecary. So I just want to encourage our stakeholders to take a few minutes to um complete that feedback form. I did share kind of a list of um
feedback suggestions that I gave just based on um what I think would be good for the idea to do November 17th, but it's [clears throat] just a great process for us to actually involve in something that impacts us. Did you I know I shared it with you as a board. Did you have any questions about it or need any information? >> No. >> Great. >> Um and then I just want to acknowledge um the band and choir ball concerts for last week. I was able to concert and um I was able to see pictures and hear some performances from the band. Um as normal, Mrs. Munosi and Mr. Hansen do a phenomenal job with our students. Um it was a great turnout and just wonderful concerts all together. So I appreciate all the hard work
that they put forth um to put that together. Uh next November 6th through 8th, our high school um has their musical production of Foot Loose. So, I' I've gone to see the last three productions. The musicals are always so much fun to watch. So, I encourage everyone to go and see that. And then on November 15th will be our second annual arts and innovation expo that our Tiger Cup Collective um sponsors on a Saturday. And so, this is studentled. Um it's a great event. Again, you can pick up some different gifts and things like that um for the holiday season. So, I just want to acknowledge everything our kids are doing and appreciate those that are coming up. >> Good. I was going to throw a shout out to the to the band as well.
Coming from a a former band kid myself, they always do a fantastic job and they sound well. [clears throat] No exception. They're fantastic. Thank you. >> Okay, moving on to the superintendent, Mr. Gib. >> Yeah. So, I'm going to kind of add to kind of bragging on our our kids and uh programs. We've had some we've had a lot of accomplishments take uh take place this fall. Um had some uh some recent things. Uh Landon Miller is advancing to uh the state cross country final. 11th overall, 15 minutes 28 seconds time. That's fast. >> That's a new PR, new school record, and he improved over his last year. So really uh really excited for him to compete in terote on Saturday. Um is it the volleyball match, the regional? We are regional champions. I think
the last time we were regional champions, they called winners of the sweet 16 and I think it was 1986 um to the best of my knowledge and so significant accomp accomplishment coach and the girls they're man they are playing well they are fun to watch and looking forward to seeing them take on Bar Re down in at Bedford excuse me um Bailey Bas is a finalist for the Lily scholar here in our county so another great great Cole Stevens through his 100th career touchdown pass. That's a lot of points. We needed him to throw quite a few touchdown passes on Friday night. Looking forward to looking forward to that. Um Mika Fa Soccer total career goals 137 which is second all time for goals in Indiana boys uh soccer and 65 goals in a single
season. ranked top three nationally for single season goals in 2025. That is a lot of goals considering the amount of games they play. That's many four five goal five goal games. Quite an accomplishment. And then probably something that we're really kind of most proud of as you've heard me talk about our academic Super Bowl state championships. Um Gail Hansen, our high school mass Super Bowl coach. Um she's a semi finalist for the senior Indiana academic coach of the year. I couldn't think of anyone more deserving and just how many students that she's impacted. And we had had a neat uh nice opportunity to uh to recognize her last Friday and surprise her uh with her husband and some of her math students. So just really really neat. So a lot of accomplishments uh accomplishments there.
Um you know I've shared some updates with the board on our Deer Meadow roof. um kind of going back and forth with our roofing manufacturer, our warranty [laughter] issue. Now, we're kind of getting our insurance agent involved on that, but we are doing our best to keep water out and at some point um that roof is probably going to have to be replaced. Um so, we're work we're working through those kind of two two vendors with that. Um and then, uh it's hard to believe it was last week. Um I attended the uh county council meeting. Um they adopted the uh 2026 budget since we have an appointed board. They're the uh the body that does that. And then they also approved our additional appropriation request for our education. Just uh just a couple of
updates for you this month. A lot of big business going on. >> Absolutely. >> With our community. Outstanding. Lot of stuff to be proud of. Okay. I see we have no old business. Moving on to new business. I have an approval request for the adoption of the capital projects plan, school bus replacement plan, and the 2026 budget related resolutions. >> Yeah. So, while the county council does part of the work, our school board uh does the rest. And so, last month we had our public hearings on our CPF plan and our bus replacement plan. And uh now it's time to adopt both of those plans and also uh the annual uh budget related resolutions that go with our budget. Once the board approves these items, Kelly and I will work together and we will get
those final pieces um uploaded to DGFA money. >> Very good. And I get a motion to approve >> one at a time or we doing all together. >> That's one. Yep. All of them together. I so move to approve. >> I have a motion. Do I have a second? >> Second. >> Have a motion and a second. Do we have any further discussion? >> Hearing none. All those in favor? >> I. >> Any opposed? >> Hearing none. That motion will carry. All right. Next, we have a tenative agreement for the 2025 through 2027 collective bargaining agreement between Greencastle Community Schools and the Greencastle Classroom Teachers Association. >> Yeah. So, no action being uh taken tonight. Um but we reached an agreement u last Monday night. Seems like so long ago. um GCTA um ratified our
proposal with their association on Wednesday and essentially we have to have a board agenda item to uh share the uh basically the highlights um of the agreed upon agreement before um 70 no earlier than 72 hours later the board can approve said collective bargain. So, um, as you can imagine, uh, just with the state budget that's path has, uh, that was passed, um, funds are funds are tight. We shared with you kind of our ADM and numbers, which makes it, you know, a little bit, uh, more challenging, but we've been fiscally conservative over the past few years and we've made adjustments along the way um, if need be. Um, so we we did approach uh, the GCTA. Um, we proposed a two year agreement um with specific reopeners should um a couple of clauses kick
in. I'll get to those in a minute. Um but uh it's very simple. Um essentially teachers eligible returning uh from from last year that qualify for a year of service, they'll take a step a step um on the salary scale. Um, and as you work your way from the from bottom on down, each step is 2% greater than the pre the previous one. So they're not equal equal steps. Um, so it's anywhere from just over $936 to 12 or $1,300. Um those are estimates, so not not exact numbers because they do vary based on step. And then um we do have some teachers that have reached um the top of the scale and essentially there are no more there's there are no more steps for them to take. Um so essentially they'll get receive a
stipen equal to 1% of their salary in 25 26 and then the same thing in 26 27. Um the contract uh reopeners um will reopen for salary increases in fall 2026 TBM is 25 students higher or higher than fall 2025 a.m. and we hope that's the case that we'll see growing enrollment and we know growing enrollment potentially there's some more more funds to provide increase increases. It doesn't say that there's a guaranteed salary increase. It's just we reopen to discuss it. Um uh also uh in order to meet uh the new state law um I want to add teachers attaining a literacy endorsement receive a onetime base salary increase of $100. Um and then um medical insurance um teachers will pick up the 1% excuse me teachers will pick up the 1% premium increase for
the term start in October 2025. So our our increase for everyone this year was 1% uh increase. Um the reopener in the CPA is uh for the excuse me [clears throat] if health insurance premiums for the term starting in October 2026 increase more than 5% in the current term the parties will reopen contract to bargain health insurance. Um so I feel like we you know again we have a have fairly pretty fair contract given the the terms that we're in. Um, and we're able to provide uh staff additional funds on their base. Um, so I'm pretty pleased with that. I'd like to thank Jimmy and Megan for their assistance um working with the teachers last Monday. That's all I have to share on. I want to reiterate though that uh both lawyers for both sides
uh were complimentary of uh you know the ability get the raise for the teachers. That's something that I think we've been not only the board but the superintendent's office as well as as anytime possible we can if there's a way to try to figure something out for the teachers to show them. Um greatly we appreciate them and I think this shows um that and again the lawyers were extremely um >> surprised yeah that uh with the ADM going down like it did and and the state of the finances for the it just doesn't happen. So, um hopefully that the teachers and I think they were they were very appreciative of that fact. So, it kind of made negotiating a little bit easier. >> Thank you, Mr. Gibbon and your team for making that happen. >>
Okay, moving on to an approval request for some donations. We just do all these at one time. >> Yeah. >> All right. Would you like to read those or would you like me to read up to you? >> You can go ahead. I'm tired. I've been talking to people all [clears throat] day long. >> Hey, this is this is good. This is good stuff. Yeah, absolutely. Uh Putinham County Hospital of Green Castle High School Athletics in the amount of $22,320. Uh RBI Parents Club of Green Castle High School Athletics in the amount of $6,175. Addict store to GHS GMS FFA $500. Mary Allison Children's Trust to Greencastle High School for $3,500. Mary Allison Children's Trust to Green Castle Middle School in the amount of $1,000 and then Mary Allison Children's Trust De Primary the amount
of $1,900. So definitely a lot of generous community partners um definitely put those funds to good use and we appreciate uh their support of our students programs and it would be my recommendation that the board quickly accept those donations as presented. >> Very good. Can I get a motion to quickly approve those? Motion, a second. We >> have a motion and a second to quickly approve those donations. Any discussion? >> Hearing none. All those in favor? >> I. >> Any opposed? That motion is quickly carried. [laughter] Very good. >> All right. Then we have approval request for the second reading of the Neola Special Update July 2025. And I know Mr. Jimmy is going to read every one of these things. >> Absolutely. Word for word. Yes. >> Uh nonetheless important. Uh these were shared
uh shared with you in your last month for first reading and essentially this is second reading and adoption in order to update board policies any strictly updates with state laws best practices any questions I would like to submit them for approval any questions questions can I get a motion so a motion do I have a Second. >> Second. >> I have a motion and a second. Any discussion? Hearing none. All those in favor? >> I. >> Any opposed? That motion will carry. All right. Moving on to other business. I don't have any other business, but I did want to remind you we're having a special board meeting on Friday, and I wanted to confirm. Did we mention 3:30 or was it 3:45? >> At 3:45 in this room. Okay, >> I do want to say
a huge thank you to Miss Good Pastor as always u uh for the spirit week and the pep session that is planned between the middle school and the high school. I think that goes a long way and I am very appreciative of those efforts by both the middle school and the high school uh for setting that up. I think our kids love it. I think it's great for school spirit and we can't do enough of that. So, thank you very much. >> So, taking back I shared on our social media um the houses at TZ. I think most of them made a video >> and they compiled them and shared it as like a good luck to all of our teams. So that's on both the TV page and the corporation. >> I think 99%
certain to the University of Pittsburgh volleyball team weeded out our volleyball team >> which is really awesome because they're like ranked third in the nation. So >> awesome. And then we are working potentially on a fan bus to help get some kids down to pending that we have the numbers to >> Sure. That would be great. >> Let's get the numbers. That would be phenomenal to have. >> Absolutely. >> Cool. >> Can we put that out on social media or anything? >> Yeah, I know that we can put on social media. I know that your morning announcements because actually it's student approached. [laughter] realiz >> we'd like to send the second purple one. >> Would you pay for it? >> How would you do it with a break? >> When we beat Bar, there's a
large break in between. Yeah, they'd have to they'd have to hang likely hang around. >> Good. Just making sure. >> Go eat somewhere, make some money. >> Good. >> But yeah, that's you can't buck it back. >> No, [laughter] >> but that'll be a good problem to have. >> Absolutely. >> Excellent. >> I I did want to say that um we have some art students, Desa Frank's art students who have donated art to the Green Castle Arts Council for um their student silent auction. the bon this coming Saturday and the artwork is incredible. So just kudos to those students and to Mrs. Frank because it's amazing. >> They do a great job. >> Talented individuals all the way around. >> Thank you. >> And I think we had a pretty large presence at the middle
school this morning with our SRO's and some canines. Would you like to speak on that? >> Stick the beat there. [laughter] >> Love those guys. But I was a little afraid when I saw those cruisers over there. [laughter] I was heading to a meeting at the high school and I saw Officer Dit with with Gunner and he's like, "Yep, we have a K9 demonstration." I'm like, >> "Best news I've heard." >> Always good at Green Castle Middle School. Usually you don't need to panic unless you see me running from [laughter] you can panic. Um I was there for that for that presentation. It was well put on. Uh the students were very receptive to it. Um I think it was just a good thing. So very cool. Glad to see the the law enforcement getting
into the schools here locally and making a presence and uh connecting with the students. I think it's phenomenal. >> Gunner has a school picture. >> Did he get in the yearbook? >> I think at like him Billy. >> I know. [laughter] I like I like him more than >> Awesome. Awesome. Awesome. I might even heard a story that he uh he was uh he was not as timid on the wood floor as the other dogs because of his familiar with our school. >> Yeah, it definitely helped. He he had homefield advantage >> to not not slip. So, he was proud. >> Yeah. Yeah. He he was threatening his stuff. His Greek Castle pride there for sure. >> Absolutely. the one that [laughter] >> I did notice that he did have a almost a standing ovation.
>> Yep. >> Very good. >> Yep. Very good. Very good. Well, thank you for putting that on and that I think that was a fantastic. >> Okay. Anybody else have anything further? >> Okay. Hearing nothing further, we'll move on to adjournment. Can I get a motion to adjourn? >> Motion. >> A motion. Do I have a second? >> I'll second. >> Have a motion to second. Do we have any discussion on that? Okay. Hearing none. All those in favor? >> I. >> Any opposed? Meeting adjourned. Thank you everyone for coming. >> Clock is right. >> 636. >> I tried to push it. I'm like I'm trying to get through here and get
