Everybody bring the meeting to order with the pledge of allegiance. We got a special guest to the flag of the United States of America and to the republic for it stands one nation under God indivisible with liberty and justice for all. >> Good job. >> All right. Welcome everyone to our August meeting, Green Council School Board. Sorry about the delay. We had a little bit of administrative things we had to handle there. So, thanks for everybody's patience. We do appreciate you. All right. Um, I'd like to start the meeting real quick with just recognizing we do have a new board member up here. I'd like to introduce Dr. Isaac Case to everyone. He was appointed by Madison Township last week and we are happy to have him up here and we're excited to have him
here. So everybody can give him a warm >> All right. All right. We'll put that at the end. >> All right. Do we have any adjustments to the agenda? >> Yep. >> No adjustments to the agenda this fall. >> Absolutely. >> All right. Moving on to recognitions. >> Okay. So we will begin with RIPath. Hello. Um I have the pleasure of introducing Mlin Deer, a second grader at Rid Path, and she was nominated by Miss Clark, her second grade teacher, as our student of the month for the character trait of citizenship. Um, so even though our school year has only just begun, Miss Clark noticed right away that Mlin demonstrates outstanding citizenship at RDPath. She takes responsibility for keeping the classroom clean and organized. She shows kindness and compassion towards her classmates, and consistently treats
others with respect. She's attentive, raises her hand, and models the kind of positive behavior that makes the classroom a welcoming place for everyone. Her actions set an example for her peers and she's a true representation of citizenship at RIPAT. So congratulations to Mlin. All right. So this is Dawson Miller and he is a first grader at Deer Meadow. And one of my most favorite things about Dawson is that he 100% of the time has this beautiful smile on his face. So even if I'm having a bad day, all I have to do is smile at Dawson and he can turn that bad day around. So Dawson was nominated uh for citizenship because he consistently demonstrates kindness, respect, and responsibility in all areas of the building. He treats his classmates and adults with courtesy, offers to
help without ever being asked and always includes everyone to ensure that they feel welcome. So we are super proud of Dawson and he is a great leader in our building. So congratulations [Applause] Happy. So, I am going to introduce Mrs. Copeland, who is going to introduce our student of the month from her classroom in fifth grade. This is Henry. Okay. So, first I'd like to say how happy I am to be part of Green Castle. Um I love being part of TC. Um TZ's theme this this uh this year is growing hearts and growing minds, which really resonates with me because I get to focus on the whole student academically and personally. And that leads me to Henry and why I nominated him for the citizenship award. Just like some of the others, I've only
known Henry for a few weeks, but it's clear that there's wonderful things in his future. Um, so let's start out by saying what all teachers know that the first few days of school can be crazy. We're all overloaded with new information and the kids are testing their boundaries. Really, what they're doing is testing my boundaries, right? But Henry, Henry took it all in the stride, okay? He really did. So from day one, I've seen Henry show maturity beyond his years by showing respect, kindness, and responsibility. This is demonstrated when Henry works well with his classmates, follows rules, and respects authority, and participates in class. So, it's truly been a pleasure getting to know him and having in my having him in my class. Congratulations, Henry. You earned it. He's good at football, too. [Music] >>
And then, Miss, our middle school student of the month was not able to >> attend tonight. We'll be more than happy to honor that student. >> The high school would like to welcome um Shilin Wam and Wan. We will get that for graduation. Um, and Mrs. Munos is the is the one that, um, nominated her. >> So, um, I've had the pleasure and so is Mrs. Dory. Had the pleasure of having Shilin in class. Now we're seven years together and have loved every bit of it. Um, her leadership and focus is outstanding. I did write a little blurb and it's floated through my text here. Um, so Shilin is an outstanding student in the senior class. She leads by example and she's always doing for others. She's kind and sincere and wants to see others
succeed. In band, she takes freshmen under her wings and demonstrates attentiveness, dedication, and the love of music. Congratulations, Shil. >> She plays awesome clarinet. >> That's right. Right. >> Very good. Congratulations to all. >> Very awesome. Okay, moving on to public comments. And I do not see anyone that has stated they would like to speak to the board. So moving on, we're going to move on to the approval of the consent agenda which complies of the meeting minutes of the regular board meeting minutes July 28, 2025. The allowance of claims financial report personnel reports part one and two. Mrs. Romer. >> Yes. Hello everyone. As usual, we'll go ahead and we'll start with some payrolls in our finance packet tonight. We had two regular payrolls in the uh month of July 2025. First one was
$387,26011. And then since we've got a new board member, we always have retirement and FICA taxes that we have on every payroll. So of course we want to review those quickly as well. So for that fourth of July payroll, the um taxes, payroll taxes and retirement total was 11567802. And then our second regular payroll was dated the 18th of July. Total payroll of 38160597. And then those payroll taxes and retirement 11387014. With Dr. Case being new to us, just please ask questions whenever you like and you can always contact me about anything in your board packet prior. >> Appreciate it. So, we're going to move on to some prepays that the board has authorized me to pay each month to make sure that we're timely on our payments. So, um we do have prepaids listed
here for the month of July. As everyone had did, did did you have a chance to have review the prepays? Did anyone have any questions about any specific prepay? >> Okay. Total prepays for the month of July 2025 714,22150. I just wanted to um point out one of the prepaids that we did which was over 200,000 was debt service for 17 and then the one of the geo bonds. That's why it was exceptionally high. And then we also have a list of claims next um dated today August 25th. These are going to be our regular payments that we have each month. Did anyone have any questions as they look through that list? >> No. Okay. Total per uh total claims stated today, August 25th, 2025, $64,383.70. And if we're ready, we'll go ahead and move
on to the fund report. The very first line, which is fund 101, education fund, the balance, the end of July 31st, 2025, is 3,99966. We're going to go a couple rows down to actually three more rows down to operations fund. That's operations fund 300. You'll see the balance the end of July for operations was 1 1 million60330521. And since we do have a new board member with us, this is a good time to um visit this again. Sometimes you're going to see some negatives on here. Those have to do with reimburseable grants through the state. So if you ever question that, that's the answer. And if you're ever questioning why there's a negative, you can call me, text me, email me, and I can explain to you why something is in the negative. So, um,
total in all funds, the end of July 2025, the very last page is 11,47139408. And then next in your list, you're in your packet, you're going to see the uh depository statement. And what that is is our balance in all of our banks. Always want to be in balance with all of our funds here at school. If they are not in balance then that is not a good thing. You can see that that our balance at the end of uh July 2025 in our funds was 11 million47139408 and that was also the balance in our bank. So that means that we are in balance as of the end of July. Next in your package you're going to see a fund transfer report. Um the board also gives me authorization to transfer funds from one bank
to another to pay um bills timely to make sure that we have adequate funds. You you'll also see the education to ops uh transfer on here. And with it being the beginning of the school year, we're not seeing that school lunch transfer yet, but you're going to see that in August. Okay. So those are going to be the things that you're going to see on that fund transfer report. So um the month of July 2025 the total transfers um from one bank to another 68753750 and then finally I'm just going to go through some bond expenditures here very quickly. Um we are at the end of the road on our bond 2021 and bond 2022. We review that every single month. There's a very minimal amount left in those in those funds. Um we will
continue to monitor those and let you know if we you know spend anything out of that. But um the one thing that we're still still um working on is that geo bond uh 2024. And the last couple months we've have a new format and you can see each month um where we are on our expenditures, but it's also showing you our balance um as of the end of July 2025. You can see I've got it highlighted there on the very last page. So, did anyone have any questions about any expenditures out of GO24? >> No. Okay. Well, pending any questions I'd like to submit for approval. >> No questions. >> Any question? >> No. >> Okay. Can I get a motion? >> Motion. >> Second. >> Have a motion and a second. Any further discussion?
Hearing none. All those in favor? >> I. >> Any opposed? Motion will carry. Thank you, M. >> You're welcome. >> All right. Moving on to the assistant superintendent reports, Mrs. McFerson. >> Thank you. Welcome, Dr. Fates. >> Excited to have you with us. Um I am going to share with you our spring data update uh from our 2025 assessments, including state assessments and our um building level assessments as well. I'm going to start first with our K2. You can go to the next slide. Thank you. Um this is our dibbles assessment. So, Dibbles um tests our students on their foundational reading skills. And you can see our beginning of the year, middle of the year, and end of the year data for kindergarten, first and second grade. And we showed tremendous growth um last school
year. Um our kindergarten and first grade both ended on an 89% proficiency rate and our second grade ended on a 66% proficiency rate. Um, so there was a lot of great things happening in our K2 um with their reading foundational skills. Any questions about that? >> Yeah. Can you go back for a second? >> Sure. >> So, can you just explain um beginning of the year why we start low um so low? It's this I'm assuming it's the same test and they're just not at that skill level. >> It is the same test. So, they get tested one-on-one. Um a lot of it is summer slide. Um what we have seen actually though this school year is we have seen what did you say Mr. Roberts almost at 20% >> about 20% this year. >>
So we're seeing um our students are retaining those things over that summer slide. >> Can we do anything different for that or are we seeing anything any correlation on why >> last years ratios as well as >> so we're excited to see that that carryover is happening in the summer >> um with that. So any other questions on that? >> Are they doing the tests now? When will we know the beginning? >> They are I think they're almost finished with all of dibbles. They do that usually at the very beginning like the first two weeks of school and so I'll be compiling all of that as at the district level in the next couple weeks but yeah we can I can share that with you where we are right so our I read three data
um for our total 2025 we were at 94% proficiency rate so that's super exciting um last year we were at 80% so we saw I know it's not the same cohort of kiddos but we saw a lot of growth And again, I attribute that to the intentionality of our teachers, our um schedule with the wind time, um and just the overall effort that everyone's putting forth into that. Um I'm excited to share just across the county um we were um at the top. We haven't been there in a couple of years. And so that's really exciting to share with that um among our county cohorts. So can you share uh previous data when you send the rest of it to the previous data from this cohort what they've done in second first step just kind
of see that growth in them. >> Yes I can. Yep. If you want to go to the next slide I can show you that. So um this third grade cohort if you look at the second bullet point. So as second graders in 2024 we had 49 of them out of 131 pass as second graders. So when they went into third grade in 2024, we were at 37% proficient on the I read. And so if you think about going from 37% up to the 94% in that school year, like that is just phenomenal growth. >> And then that first bullet point are our second graders. So our current third graders, um last when they took it in 2025, we had 96 out of 137 second graders passed this past spring. Some of them took it in
our summer retake as well. So, we're looking at 70% of our students are already um proficient on the I read and they will not have to take it again. So, that puts us just in an even better um situation for our teachers at TV. Um they can really hone in on those that 30% of students who didn't pass last year um and work with those skills intentionally on that. But that's just remarkable if you think about just everything that our teachers have done in one year. >> It's really exciting. >> Could you also include the breakdown for like special ed? >> Thanks. >> No problem. >> Any other questions on I3? >> Okay, we're going to go over to um I learn third through 8th grade. And so um for I learned third through eighth
grade we did have some gains but we are still um still behind in ELA. So um if you look at our percentage compared to the state we are below in ELA by 4%. We're ahead in math by 1%. Um and if you look at us with the county we are behind our county cohorts in uh reading. um we are um we're seeing the course for our math as a town cohort. So this is definitely an area that we're looking at what we need to do with our intentionality of it. Um where are those gaps happening and what can we do to help those kids achieve that. Um if we go to the next slide I can break it down a little bit more for you. So this is our ELA. Um in 2024 those were
their scores. We were at 34% overall. Um this year we're at a 36%. So we did show some growth, the 2% growth. Um again, not exactly where we want to be. Absolutely not. Um but we know that there's growing that needs to be had. Um the fourth grade and seventh grade cohort of students across the state was extremely low. Um I can send you some of that data that Dr. Jenner had shared um with the state about that cohort. So, those are those are those grade levels that we're really looking at. What do we need to do um to help fill fill those gaps because there are a lot of gaps there. But if you look at our sixth and eighth grade, we had great growth. We had an 11% growth in sixth grade and
then our eighth graders had um 7% growth. So, we're we're showing trends in pockets. What we want to do though is show trends across the board. my frustration with the state on this one. I think like >> as a previous administrator, if I had a teacher that only 27% of the kids passed, then I was doing something wrong. My teachers were doing something wrong. Um or the test wasn't right. So to me, if the state is content at a 40% pass rate and that's what they're sitting at, then something's wrong with the the vehicle. I don't I don't think it's a anything wrong with that. It can't be. That's the standard across the state in my opinion. I'm not trying to be aggressive towards you by any stretch. I'm just extremely frustrated that the state
is okay sitting at a 40% and not thinking something's wrong with the vehicle that they are pushing out there. Um, so it's frustrating to me as a board member that that we're not looking more in depth at that as a state and seeing that as a problem. I was on a accountability webinar for the new accountability model and they mentioned our third through eighth grade assessment I learned is probably the hardest in the entire country. So why is that? >> I'm okay with rigor but at some point this data should say something's wrong with it across the state. Like we're doing something wrong with this test in my opinion but >> for another I agree with that wholeheartedly. Any other questions on ELA? And I'll go into a little bit of what we're doing at
the end of it. So, okay, if you want to go to math. So, math, we had a 5% increase across the board for our district. So, that was really exciting. Um, our third grade, we're at a 55% proficiency. That was the second highest proficiency rate that our a third grade cohort has had um in about six years. So, it's really something um that we're excited for. We're showing that intentionality with it. Um, still not exactly where we want to be. Um, I agree with you about the assessment of the same thing. Um, but we're making strides. >> Any questions about math? >> What's going on in the eighth grade? >> It's been tough. I could talk to you about that. >> Yeah, I could talk to you about that. I can share some information about
what was great. So um these are gaps that have been happening. If you check if I can track that cohort show you >> please do. >> Yeah I can do that. Any other questions? >> Um what happened in sixth grade >> that 5% drop. >> Um I'm not really sure what happened with that drop. Um we see sometimes a big drop between going from elementary to middle school. Um they went from >> Eureka which was our old mouth program to reveal which is very different. So that can be factor with that >> because the year prior they were at 42 and now they're at 37. So that's >> that's that's a drop there. But >> hopefully We're working on it. >> This is the same cohort data. So if you're looking at third grade, >>
this is them performing at fourth grade in 2025. >> Yes. >> Yep. Any other questions on math? >> Okay. I'm going to transition to high school now with SAT. So uh for SAT, our our juniors. So, this is our juniors of um 2025 for our current seniors. Um they were at a 58% in their reading and writing and 25% in their math. Last year, um I know it's not the same cohort of students, but our juniors were at 46% in reading and writing and a 21% in math. So, instructionally, I think there have been some changes that have been made um to increase those uh scores on that. And then the both percentage is for students who um performed at proficient in both categories. Again, this is not exactly where we want to be. A
lot of arguments could be made about the SAT. Is it is it a test that every single student should take? >> That's where >> is this the SAT or is this a pre? >> This is the SAT. >> Everybody takes it in March. >> And you're going to start to hear a lot more about the SAT SAT data. >> Yes. will be part of our new accountability model. >> I could argue that it should not be. I would argue that >> that's why they included the ASVAB and other things for different groups on the initial one. So I agree. >> Yeah. Okay. >> So we are seeing gains. I think instructionally there's good pastors really worked with her teachers um to use the information and um things that are on the SAT to help guide
their instruction to help our students be successful. Any other questions on SAT? A couple more things for the high school. Um, we had 88 AP tests, a score a three or above. That's not students, that's tests. Um, we had 1,08 dual credits earned. That's 62 more dual credits earned than we had in 2024. 17 students earned an ID tech credential. And then we had 29% employment, 2% enlistment, and 69% who are going on to some kind of postsecary school. >> 88 out of many. >> I'm sorry. >> 88 out of how many on the AP3 above? >> Um I want to say it's maybe. I can give you that. >> Like 60%. >> That's pretty good. >> Yes. And we expect dual credits to just continue to climb. >> Absolutely. A lot more opportunities for
kids. >> On the flip side of that though, you might see AP the amount of students scoring about an AP decrease because we're rather getting AP course >> and as we get um deeper into the workbased learning um we're we'll start including some that dat. Any other questions on high school? >> All right. I'm just going to share some of our support strategies that we have in place for the school year. I'm sorry. >> So, I know it's a stat across the state, but I'd be curious to see like carry-on data. I know that like the state as a whole sends like 70%, so we're right on target to that secondary uh or post-secary education, but then it drops to the like 20 percentile range for year two. So I'd be curious to see what
that carry on rate is too because I think that's indicative of >> preparation. So if we could figure that out at some point too, I think that'd be good data to look at. >> I know >> that's also why we had the JAG program at one time because we wanted that one year post high school mentorship to help with early success factor to >> get some kids some more success. >> And I've discussed that with Mr. Kendall or Mr. and um Shuy as well trying to figure out how can we track that data once they leave us who do we need to connect with to see if they're staying if they're leaving and why they're leaving. >> Any other questions? >> Okay, this is just some support strategies that we have in place for the
school year to address some of our data. Um we adopted our new um elementary math curriculum, ready math. um as we spoke about I think in July we um were awarded the digital intervention and training grant and so this is for K2 they um are able to have reading skill plans through their I Ready. So it basically gives each student after their I Ready reading assessment an individual skill plan to practice um those skills that they have gaps in. And then also we purchased math for grades six through eight. Excel is integrating their checkpoint data and creating an individual skill plan based on that data to give the students um practice and what they need. Uh we're growing our prek programs just to get that early intervention and that high quality instruction. Our high school
has structured a win time. Um this has replaced zero hour. So it's more structured and intentional there. as well as our middle school um transferred to ELA and math classroom position to interventionists. And so they're going to be pulling students based on that I learn data um and then our learn checkpoint data to work on some skill gaps. So again making smaller groups being intentional with our time with our kiddos. uh that partnership with Kevin Dill um to address some of our behavior challenges and working with students to make sure that um they're getting what they need. And then also I want to share that we were awarded on Friday the RAIN grant which is the rural AI network. Mrs. Good Pastor had shared I think at the end of the year gap last year
that some of her teachers were wanting to figure out AI how to teach her kids how to use it effectively and so um this great opportunity came up and one of six districts who were awarded that. So, >> um it'll be on-site support for middle and high school student or teachers so they don't have to leave to do anything. Um so, we're really excited about that. We have our initial meeting about it on Friday. Any questions about that? And then I just have included um last our district academic goals. Um, for iLearn, we are wanting a 5% increase on our proficiency rate for both ELA and math, but also maintaining our cohort proficiency. So, we want to make sure those kids who are performing at proficiency stay or seed and then add more onto there.
For I read, we want an 85% pass rate in or higher for the third grade cohort and then a 70 pass 70% pass rate or higher for our second grade. Uh, K2 maintain and increase their cohort proficiency on dibbles. So, they're going to look at that spring data that they had. So, like what our second graders, they're going to look at that first grade, end of the year dibbles and base their goals on that. So, we want to maintain and increase. And then also looking at our I Ready math and I ready reading in K2. And then finally for high school, um 95% of our students will earn the required number of credits to remain on track for on-time graduation. Um this is part of the new accountability model. Um Mrs. Good pastor and her
teachers have already started working on that. They did this last year, trying to track everybody's credits, figure out who needs help with that, and that's what part of that win time is going to be. And then also, um since SAT is going to be a big part of that accountability, um Mrs. was a good pastor and I spoke that that should probably be one of our academic goals, however we feel about it. Um, but a 5% increase on that proficiency for ELA. >> Any questions on that one? >> We're going to add um goals off of the point system that they're trying to implement in December >> once we know exactly what it is. Yes, that's going to be we're going to use >> attendance rules once it's finalized. Even though we're being judged on
it this year and yet the car is still being built. I I just don't understand how they think that we can just do this >> too much time >> in December. >> But you know, any other questions? >> Thank you, Mr. Great job. Thank you. >> We are heading in the right direction. got a way to go, but we are we're going there. So, good news. >> Very exciting. >> Okay, moving on to the superintendent report. Mr. Gib. >> Yeah, just a few few brief things except have a couple other items uh later in the agenda. Um but I did want to share that um Becky and I um the building principles each month um we are conducting uh group walkthroughs um at each of our schools. Um goal of that is to one to
see uh what's taking uh taking place in our classroom. So that way um we can take away the strengths um but then we also can better understand maybe some of the challenges or um areas perhaps where we need to provide or offer a little bit um of additional support um to the to the teachers and the principles. And you know, we just completed uh the fifth school board four and five today and uh just seen some really good things. Uh kids and teachers are working incredibly hard. Um they're continuing to focus in on our goals and I just really am really impressed uh with what they're what they're doing just a couple weeks into the school year. Um so really really pleased with that. Um we are close to closing out the high school and
middle school projects with little brothers uh construction. Um I've been working on exchanging final settlement details uh with them. So uh that's been sent to them. Hopefully we'll hear back here in just matter of a few days. So close that project out and move on. Um I had shared with the board that we discovered, you know, a leaky roof at Deer Meadow and after doing some investigation, uh it's only year 9 and 20 on the warranty. Uh the manufacturer rep was out. They were on site. I was on the roof uh with them. Um we're waiting to hear back from them on their proposal to address the issue because we shouldn't have to uh invest a bunch of our own dollars when we've already paid for it once we done right. Um so hopefully we'll
have resolution on that soon. And then uh really excited uh last after last year's uh staff and family tailgates. Those are very successful, very positive. Losing faces and just bringing everybody together and having a good time and then also supporting our kids. Um we'll have the second uh second annual staff tailgate on homecoming September 19th at Green Castle Middle School. Kind of use the side area just outside the cafeteria and so hope to see some board members there, family members there just as well and then uh go root on the the Tiger Cups. come away with a with a win. Those are just a few brief updates that I have this month. >> Okay. Any questions on any of that? >> All right. Thank you, Mr. Gibbon. Okay, moving on to old business. It looks
like we have none new business. All right, we have a public hearing for additional appropriation this evening. So, I have a little bit of something I have to read here. Next item on the agenda is for the board to hold an additional appropriation hearing on the proposed bond proceeds. There will be an opportunity for the public to make comments about the additional appropriation of the board proceeds. The notice of this additional appropriation hearing was published as legally required. We'll now open the public hearing. We ask that you state your name and address, limit your comments to the proposed additional appropriation of B of bond proceeds, keep any comments to three minutes, and avoid being repetitive if possible. Is anyone here interested in speaking? This is good pastor, I see you looking. Okay. Okay. Hearing none.
Thank you to all who participated in the hearing. We will now close the hearing and reopen the regular meeting. We just move on to the next thing there, Mr. Gib. >> Yep. >> Go to the motion here. >> Yeah. >> So, just so you kind of understand what you're what you're making motion on and approving, >> right? >> Um, so the school board must approve the appropriation of the bond proceeds to be spent on the project cost before any bond money can be expended. Um unlike appropriation of tax dollars, this additional appropriation of bond proceeds is not required to be approved by the Department of Local Government Finance. And so, uh with this project, uh we're likely looking at 2026. We wanted to leave a little bit of flexibility in there because our county has
had a little bit of a history with fluctuating AV and we wanted to leave an opportunity in there for should there should our assess value grow like exponentially. Um, but that has not been the case. >> Any questions? >> So, this is to be clear, we're not passing anything like any bonds right now. This just gives us the ability to >> down the road. Correct. Just making that clear. >> Yep. >> Okay. Could I have a motion to adopt the additional appropriation resolution? >> Motion. >> Second. >> Have a motion and a second. Do we have any further discussion? Hearing none. All those in favor? I >> I >> Any opposed? That motion will carry. All right. And then moving on to the final bond resolution. Could I have a motion to adopt the final
bond resolution? >> Motion. >> Second. >> A motion and a second. Do I have any discussion? >> Hearing none. All those in favor? >> I. >> Any opposed? That motion will carry. Thank you, folks. [Music] Okay. Looks like we have an approval request for permission to advertise the 2026 budget CPF plan and bus replacement plan. >> Yeah, Mr. Hill. Next slide, please. Um so as you recall this time of year we kind of uh give a review of how we build the budget and end by sharing how summary of it. Um so you see in front of you our school district's primary budgeted funds the education fund operations fund debt service fund and pension bond fund fund. And why has the big red X through it is we we made our final payment. So that
debt obligation is paid off. So you're not going to hear me talk about the pension bond uh any longer. Next slide. Um I won't go into great detail um but you can see the primary uh uses of each of the funds. So if you think about it, education, you think about instruction, so our teachers, um instructional supplies, things like that are paid for out of the education fund. The operations fund, think about our building operations, custodial maintenance, things like that are taken out of the operations fund. So receive our revenue uh from the DOE to fund our education fund and then on our operations fund um it's our local property taxes um the education to operations transfer and then up until 2028 um lit dollars, local income tax dollars. Um that'll be a funding source
taken away from us to the tune of $316,000. And then uh the debt service fund obviously um local property taxes and we uh just repay our debt obligations with that. Next slide. So all throughout the year we have various uh different count days and essentially these are uh the variables that can cause our funding to go up or go down. Next slide. Next slide. Uh next slide please. Um shown there uh in front of you is FY. So our fiscal year. So we budgeted on a calendar year but we receive um all of our uh tuition support on a fiscal year. And so you can see um what our projections are um for the basic grants uh the academic performance grant, special education grant, CTE grant, non-English-speaking grant, and you can see the total. The
reason the top line is in yellow is because this past year the general assembly made a change and they um they used to reimburse us or not necessarily reimburse us um provide us. Yeah, it was a reimbursement one time per year forcurricular materials. That process is no longer they just lumped it in with all the other dollars. Uh it can't be tracked that way. Um can't be scrutinized that way. Um but when they were sharing uh the increases that we were receiving of, you know, 2% or 4% whatever they were, they weren't accounting for these curricular materials dollars. So just for uhformational purposes, I kind of I calculated what that amount would be per student, $158 um times projected enrollment. So you can see that of that when it comes to negotiating teacher salaries or
just even looking at these things down the road, you have to account for curriculum continuous. Next slide. I will say overall um uh and again this just compares uh fis the fiscal year that ended uh at the end of June to fiscal year 26 um that you can see uh whether or not something increased or decreased and again it's based on those uh those student counts. Um even after we've removed the curricular materials amount we do see an overall net increase. Um, so it may not be as much as what we want it, but nonetheless it is an increase. So we'll we will accept that um as a win. Um, so that increase is roughly just $224,000 a year in uh additional after removing materials. Next slide. Um, obviously we're building a budget 18 months
in advance, right? Because we're projecting 18 months of expenditures and revenue. Um so just some important things to kind of keep in mind for how uh they interact with the transfer um of fund from education to operations fund. Obviously trying to uh not fully deplete our balances in those funds and and leaving some reserves. Uh looking at enrollment projections uh increasing or declining. Obviously we know that um if it's a decrease that has a net overall negative uh to the school district. Um and then just flexibility is great but uh you also have to be careful with it because it can be a double double-edged sword double-edged sword um kind of like multi multiple credit card syndrome. And then uh Senate rolled act one um which was just passed that we still don't know the
full uh onset of a long-term ramifications from it. That's the property tax reform bill because again those things were built on all all of the legislative services agency reports were built on estimates and so we just need to see those things out um to see how it potentially impacts assessed values and such. Next slide. So since we have an appointed board um it's actually our county council that approves um our school district's budget. Um but our school board uh participates in some steps along the way with our CPF plan and our bus replacement plan. So actually was it no it wasn't this week it was last week uh Mrs. Romer and I went to the county council and we shared this same information uh with the county council and then obviously you can see the
next step is to have the budget workshop tonight um and approval to advertise the budget and those items and then you can see uh until adoption uh those different uh dates and milestones along the way. Next slide. This just shows uh average daily membership. So this is our ADM. So this is what can directly or what directly impacts uh student funding and um we built I built this budget uh with a projected uh enrollment of 600 or 1690 uh students and that would be an increase of 17.33 students from spring uh of 25. um knowing that actually as we stand today, we sit a little bit lower than that, but we are very uh conservative um when we're uh building this budget. So, it's something that as enrollment does go up or go down, that's
something Kelly and I monitor uh over time as well. Next slide, please. Um so, uh this is 18 months uh of revenue, 18 months of expenditure. Um, we don't advertise a levy or a rate for the education fund because we receive all of our money and monthly tuition support from the state. Next slide, please. Same thing for the debt service fund except we do advertise a levy rate so we can generate uh those property tax dollars so we can pay our obligations. Next slide, please. Same thing uh for the operations fund. Next slide, please. the rainy day fund. We don't advertise a levy rate for that because um those are unspent uh appropriations and dollars that we transfer from uh that we have the ability to transfer from one uh fund to the rainy day
fund. Next slide please. And again uh just some of the different considerations um in uh building's budget. I won't won't read through those things, but obviously we have a few extra uh obstacles or hurdles that we have to uh take care of in the future with the loss of local income tax dollars. Next slide, please. And I just like to show kind of a like a timeline um of rate and levy history. Um and uh on the lefth hand side, those that's the advertised side each year. And um our advertised um levies and rates are always higher than what they come back certified because we've built the budget on 80% um of last year's assessed valuation. And that's to protect our our levies and rates. um when uh DLGF comes back and certifies um those
items and calculates based on our actual AV um that'll drop um that rate and obviously they'll make some cuts uh to our levies. Um, but one item of note that I do want to point out is, um, I don't even remember what year it was now when we began with the original building project. I think it was 2020. >> Did the original? >> Yeah. 2020 is we, uh, made a promise to our our taxpayers um, that we would do that project and keep our debt service tax rate neutral, >> meaning no increase. So, if you do look on the far right hand side, you can see 6199 6199 all the way down. Um, we've been able to do that. Actually, last year we got we were certified to uh have a higher rate and we
actually had to tell them to cut that rate. Um, so we wanted to to keep keep that promise uh to our taxpayers. Just wanted to make note of that. Uh, next slide, please. So, just permission to advertise um those rates, those letters um as well as our CPF plan and bus replacement. Any questions? >> How are we with ADM? How are we doing in terms of like population in Green Castle in our school district area? Are we staying on par in that? Are we is the population going down or the housing is >> there's no I mean it's no different than anything else where you're seeing a net decrease overall statewide is where there's no housing where they're building new home additions like in Danville you're seeing ADM explode. Right. >> Um so hopefully uh
we'll see some growth here with um some of the developments you know back behind Casey's potentially over by the airport. Um that there's an interest in building some single family homes uh in our district or you know the seminary square project that we will have places for new families or even new teachers or staff members uh to move into to where we can we can see that because it is a challenge if you don't have new homes. people don't sell their homes because they want to stay because it's a great community. But if you're not having more kids, uh it makes it, you know, definitely makes it challenging and we want to do our best to put the best product out there too where we can recruit and attract kids from neighboring districts just like
when anyone else. So that's a point of emphasis as well. Anyone else? All right. Can I get a motion for permission to advertise the budget, CPF plan, and bus replacement plan? >> So moved. >> Second. >> Have a motion and a second. Any further discussion? >> Hearing none. All those in favor? >> I. >> Any opposed? That motion will carry. >> All right. Moving on to the public hearing for the 2025 collective bargaining. >> Okay. So this is something that we have to do um based on based on law and go to the next slide please. So essentially we have to hold the hearing and what I'm going to do is share what can be bargained not be bargained um some of the regular restrictions by and then obviously we have to take public testimony
um on teacher compensation before we can begin collective bargaining uh on September 15. Next slide please. So several years ago they changed uh what could be bargained or what couldn't. So as of today those uh specific uh items could be bargain our salary, wages and fringe benefits. Next slide. Prohibited subjects of collective bargaining. Uh those items are are listed on the next uh two slides. Um however I would like to note that um each of those items we still have regular discussions with uh the association because even though when that law was uh taken away we believe in it's just good practice to work with your employees employee groups and tackle any challenges or or work through uh any concerns. Next slide and the next one please as well. So, this is the timeline uh
for bargaining. Um, traditionally here, we don't really do a whole lot of of pre-bargaining. It's kind of a time to organize and kind of wait to see where student counts and such are. Um, prior to first formal bargaining session, we have to have this hearing is what we're doing tonight. And then, uh, on September 15th, we can officially begin. Um, there's some other things that take place there. October one is actually the count day and that's when um that's what our funding for this first part of the year will be based off of. And then um once we do uh negotiate, we've got a couple dates set aside. I'll ask for a couple of board members to help with that process. I think it's October 20th and 21st. Um we'd have to lock down the
dates with the attorneys and uh the associations representation. they're so busy uh traveling traveling around the state and every other school district trying to settle. So, we'll work to to do that. I'll share more information on that with the board. Um but then once we do bargain and we have an agreement um at least 72 hours after, we have to hold uh essentially another hearing uh to talk about um essentially what has been agreed to and allow the public um an opportunity to uh to comment on that. Um and then uh 72 hours after uh the TA meeting. Um sorry I I already covered that on the first the first thing. Um then no by November 15th uh everything's due. Um so typically uh we always meet that obligation. Uh we usually are able to
take care of everything before uh the end of October. Next slide please. And then the other parameters um we I actually can't agree to a CBA collective bargaining agreement um that is out of not compliant with herb guidelines. I'm actually attending a seminar tomorrow on collective bargaining and any updates to that because there are a few new things that we have to have to work through. Um and then obviously the new state law. So state uh every two years uh does the budget. So we we know that now. So over the next two years we know uh what our funding is going to look like and then obviously uh state board of accounts um and then also um department of local government finance. Next slide and then um outside of any questions on that we
would open a public hearing for any testimony on that and it should be limited to collective bargain. Okay, we will now open the uh public hearing for public testimony. Uh again, testimony should be limited to the collective bargaining for this evening. And please, please be concise and cordial. We would appreciate that. It is open. Do I have any volunteers? All right, I take that as a no. All right, we will close the public testimony portion. Okay, moving on. I have approval request for the 2012526 district safe school plan. >> Yep. So, I I I like to list this um on the agenda each year. So, uh each year within a set set amount of time, uh we have the school district has to certify that we've reviewed um our safe school plan and um you
know made any adjustments along the way. Obviously that's a an internal document only uh for safety reasons. Um that has taken place and I am seeking uh board approval. >> Any questions? >> Hearing none. Can I get a motion? >> Motion second. >> A motion and a second. Any further discussion hearing? None. All those in favor? >> I >> Any opposed? Right. That motion will carry. Next, I have approval request for grounds equipment. >> Yep. Um so, uh in your uh board packet was a memo uh to declare some additional uh mowers as surplus and essentially allow us to trade them in um towards some newer or more specialized uh mowing equipment. Um, some of that stuff was purchased prior to uh contracting with SSC and and kind of our our plan. So, we're looking
to downsize our mowing equipment and make it uh make sure it more fully meets the needs of our plan. And essentially uh we have uh after trading in or getting trade in value on that equipment uh the cost of the new equipment is just over $15,000 um which SSC will advertise um over a 5year period of time. So it'll allow us to have mowers that are under warranty um that are newer more commercial style not like residential style style tractor mowers and such like that. So move it to to zero return. So just seeking approval uh to move forwards with that. >> It looks like most of these are like the tractor style probably not the best for the amount of grounds that we have here for >> no some older like 2014 Lex Martin
mower 2013 Dixon chopper. So they have considerable wear uh wear and tear. And we want our grounds team not working on mowers but m and having our grounds look beautiful. >> That's not the contract team has their own mowers. So these mowers are going to be used for what? Just >> these are our mowers. So they use our equipment essentially. >> They come and they use our equipment, >> right? >> Gotcha. >> Yep. >> Okay. Anything else? >> All right. Can I get a motion? >> Motion to approve. >> A motion. Do I have a second? >> Second. >> All right. Any discussion? >> Hearing none. All those in favor? >> Any opposed? That motion will carry. All right. I have approval request for Athletic Corporation sponsors. It looks like Hassler Trucking for $1,500. Can
I get a motion to accept that? >> Move. >> Second. >> A motion and a second. Any discussion? Hearing none. All those in favor? >> I. >> Any opposed? Motion will carry. Thank you very much. All right. I have an approval request for a donation from Poet Brying and Management LLC to Greencastle Middle School for $2,500. Can I get a motion to approve? >> So moved. >> Second. >> A motion and a second. Any further discussion? Hearing none. All those in favor. >> Any opposed? Motion will carry. >> Mrs. That was from that was actually Was that correct me if I'm wrong. Was that from a grant that we applied for? >> Yes. Does it have specifications on to be used for >> just want to make note of that there was extra effort obviously
put in >> that was a grant not just a donation that was actually a grant applied for and >> Yep. >> Very cool. All right. read these. >> Okay, >> we have approval request for the second reading of the Neola volume 37 number two. And I hear Mr. Gibbon is going to read every one of those for us, [Music] >> but this is the second reading and adoption this month. Obviously, um most of the changes had to deal with obviously legislative session. And so anytime, uh or excuse me, every time uh at the end of that, we have a little bit of cleanup to do uh with our board policies. And so um the updates help uh help us be current, meet best practice, and obviously meet obligations of the law. And so it would
be my recommendation that the board approve those uh policies as presented. There's a lot of reading. Okay. Any questions on that? >> Hearing none. Do I have a motion to >> motion? Second. >> A motion and a second. Any discussion? Hearing none. All those in favor? I. >> Any opposed? That motion carry. All right. Moving on to other business. So, I'll just give kudos to the administrators, uh, teachers for start of a great year. Uh, I love seeing the data that's going up, continually going up and the hard work being done. Um, I love seeing Green Castle's name at the top of all data uh, in the county. Uh, I just want to keep seeing that. So, kudos to all of you and the hard work uh, over the last year and uh, continue the
good work. I wanted to ask and um I've heard that the uh IDEP >> fiasco is kind of like all over the state >> and so I was wondering how we are supporting our teachers >> and in their efforts to get through this. So um >> because I just >> I've heard Of course, >> it's just the roll out and the implementation of powers school that has a new uh platform or something. >> So basically from what I understand the this is supposed to be so if students move from school to school everything can follow like that >> but it's just one person one company for another >> Got it. >> were not necessarily follow it. I want to give out being extremely patient. We're kind of trying to laugh about it a little bit.
Um but we had I administrators have additional prep throughout the week. >> Okay. just to work through that um as it is taking hours to create because the information has been transferred on so >> I actually talked to Mr. wrote them in this afternoon about uh the PL or the meeting they just had this afternoon about the is it I don't know what's the name of the gold book that's what it was called gold book uh helping him writing thinks it's phenomenal so >> I don't know exactly what it is but >> excited about finished >> yes we're all super good so something's always been like on my wish list but So, okay, good. I'm glad I'm glad to hear that >> they're doing the best that they can do. >> And we are lucky
we're a single entity. co-ops and the joint service people are still not getting their stuff right they still can't they can't access so I'm having to do that >> okay I was just I was just wondering where we We're in our process. So >> we got our movements. So September. >> Okay. >> The best of the hand we were dealt. >> I I just don't understand why they didn't like I don't know test >> improve the system we already had. >> Improve the system that we had or te test run. or pilot it first. Wow. >> Okay. >> Thank you. >> Anyone else? Then I'll I'll just share um on next month's agenda, we're going to see under donation a project that we're want to complete. Um baseball, softball, batting cages um back behind uh
or in between those fields um are uh we're in dire need of of those spaces and um it's nice to have some help from some of our organizations to help fund that and uh looking forward to adding those back there. Okay, very good. Uh, I want to before we go, I want to piggy back off of Mr. Beasley real quick with my appreciation of the the staff. Um, Mr. Gibney, you and your you and your team have just I've been in the schools almost every day. It's been a great start of the year. Um, as well as a big shout out to the transportation unit down here with just hurting cats with the construction. U, Mr. the pastor, we had meetings before the schools started about the construction of Washington Street, how we were going
to get cars going. Um, between the transportation department, I think the SRO's, the city police, everybody, we've managed to figure out a system of of hurting everyone in and out of the parking lots before and after school uh to alleviate. I think we've we've managed to not have a major catastrophe this year that that could have happened. So, uh, kudos to all those folks that were that were involved with that. So, thank you for all the hard hard work. Okay. Anyone else have anything? >> I did forget one last thing. Looking to next month honor Mr. Pierce for his time served on the board. And then we also had um some teachers that retired last month. We'd like to bring them in and honor them and thank them for their service too. So just know
that that will be we're working on those things before next month. >> Understand? Sounds like a great time. Okay. If we have nothing else, we have a journal. Can I get a motion to adjurnn? >> Motion. Second >> a motion and a second. Do I have any discussion on that? >> Hearing none. All those in favor? >> I. >> Any opposed? Meeting is ajourned. Thank you everyone for coming.
