to rise and please join me in the pledge of allegiance. We don't have a special person so this follow me. I pledge algiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Thank you everyone. All right. Like to call the uh meeting to order for the June 23rd, 2025 meeting of the Greencastle School Board. I'm going to apologize in advance if I my voice lectures up and down. I have a ruptured eard drum in my left ear. So, um, sometimes I can hear and sometimes I can't. And I get to yelling and my wife tells me that I yell. So, I apologize in advance if I get to doing that. Okay. Do we have any adjustments
to the agenda? Very good. Moving on to recognitions, Mr. Gibney. Yeah. So, we have uh we obviously we will resume with our student uh recognitions, our students of the month in August. Um, but we do have adults that we wish to recognize this evening. Um would like to uh thank these three very special individuals for uh their dedication, time and commitment to uh students of Greencastle uh our school corporation um and also the community. Um I'm first going to begin with the two uh that are not with us this evening, but nonetheless we want to uh recognize them. Uh first, Mrs. Amy Welliver um 28 total years in education, 19 of them with Greencast Community School Corporation. Um and then Mrs. Rose Stevens, 38 and a half total years in education, 8 and a half
years at BC School Corporation. And then the one that is with us this evening, we have Mr. Dennis Weir, 10 total years in education. Um two is a certified uh staff member and then two years as a long-term sub in a variety of roles. And so we have a nice little plaque and also we have a lifetime complimentary pass for you and Very good. And on behalf of the board, I think uh speak for everybody, thank you all for all all the teachers and all of our beautiful people for being here and working with us and putting in all the time to these individuals that put in that amount of time. It's extraordinary. So, thank you everyone. Appreciate you. Okay, moving on to public comments. Let's see. Looks like I have no one that wants
to speak. Last call. Very good. All right. Moving on to the approval of the consent agenda which consists of meeting minutes regular board meeting minutes of May 19th, 2025, allowance of claims, financial report, personnel parts part one and two which are posted on the door. Mrs. Romer. Yes. Hello everyone. First in your finance packet, we're going to go through the payrolls for May 2025. The first was dated the 9th for a total payroll of 486 14034. And then as usual, we've got those federal taxes um and retirement to go along with that for a total of uh 140,32696. For the second regular payroll in May, that was dated the 23rd uh total payroll of 4798546. And again, those um taxes and retirement 13764213. As you look through those payrolls, did anyone have any questions? No.
Okay, we'll go ahead and move on to some prepaids for May 2025. As you look through through that list, did anyone have any questions about those? No. Okay. So, total prepays we had for May 2025, 346,2593. And then if you recall at the May meeting, you um authorized me to pay some late arriving invoices since we had the board meeting a little early in May. So uh that second round of claims was dated May 28th. As you look through that list, did you have any questions about anything? Okay. Total um on that second AP for May 2025, 72,31828. And then next in your package, you're going to see a list of claims dated today, June 23rd, 2025. And once again, as you look through that list, did anyone have any questions? No. Nope. Okay. Total
claims dated today, $568,56.98. And then next in your packet, we've got the fund report. Um, you'll go ahead and go down four lines to fund 300. You're going to see a negative there. And normally we would not want to see that in that fund, but we're doing okay because we actually that will be back in the black once I revenue in property taxes um the revenue from that in June. So we'll be good on that. Um but any other fund um as you went down through the list, did anyone have any questions about anything particular? No. Okay. Total in all funds 9,60685398. Then we've got a bank to um uh fund balance here. And basically that is the balance in our banks and then the balance in our in-house funds. We want those to always
match. Those need to be the same number for us to be in balance. And as you'll see, we are in balance. So that's a good thing. And then next in your packet, you've got that fund transfer report. Again, that's going to be any banks where I'm transferring money back and forth. You're also going to see that education to ops. And then the school lunch transfer from the holding account to the school lunch account. Total for those transfers for May 2025 991,9759. Did anyone have any questions on those? Okay, we'll go ahead and just um finish up here with some bond expenditures um once again and we're going to go ahead and keep this open until we are able to completely close all of these. But as you know, we do have some pending incumbrances that
we're still looking at. that they're going to be paid out of a couple of these bonds. So, bond 2021, we have no new expenditures. We do have a small balance in there with interest, so we're just going to go ahead and leave that open because, you know, we might be able to use that at some point, but bond 2022, that is one that we will likely be paying some retainage or something for um projects. Um, and as you know, there's some ongoing um uh situations going on with that. So, we're just going to go ahead and keep those open. I'll report on those monthly until we completely close them. And then the last couple of months, I've just given you the full detail for GEO bond 2024. You'll see all expenditures and then the original
revenue um for any ongoing expenditures. Um if you go to the very last page, it's number five. You'll see that revenue in the left um column there, and then you're going to see the total expenditures in the right. And of course, we still have um we still have funds in this fund for ongoing projects. As you get glance through this report, did anyone have any questions about anything new? No. Okay. Um if no questions, I'd like to submit for approval. Can I get a motion? Motion. A motion. Do I have a second? Second. Have a motion and a second. Any discussion? Hearing none. All those in favor? I. Any opposed? Motion carry. Thank you, M. Okay, moving on to the reports. Assistant, superintendent. Yes. Um, just a couple of updates. One is I want to
share publicly with our community that um, as part of our title one status and receiving money from the department of ed, we are required every year to renew our ed flex waiver status. Basically, that's a waiver that allows us to um train our pair of professionals on our own instead of having them um be required to complete an assessment and pay for that outside. And so um I'm going to be renewing that application. It's due at the end of July. So I wanted to share that with you. There's nothing that needs to be done with it. Just sharing um that we'll be renewing that application. And then I also want to share Oh, there were there any questions about that? Okay. I also want to share um two grants that we were awarded and found
out about um this past month. So the first is from the Putham Community um Putnham County Community Foundation. Uh we received an award of 25,000 52844 and this will be funding our continued expansion of our preschool project. This is um going toward our outdoor learning spaces. So both Deer Meadow and Rid Path will be able to upgrade their outdoor learning spaces get some appropriate ones for Rid Path as well as some additional learning center pieces for the classrooms. Um some technology just to make sure that all of the things that the preschool needs to grow that they have that. So we're really excited about that um award that we're getting from them. And then the second grant is we were notified last week we received the digital intervention training and learning grant. I don't think
my principles know that yet. Um but we will be able to um use that funds. It was 17,531 to pay for our kindergarten through 2 grade to add our ready reading skill plans. I know. I know. Um, so our students already take the I Ready assessment and this will be able to place each of the students on their own individual skill plan based on how they performed on the assessment. So it takes that part of it out for the teacher. They don't have to really think about that. They can just um have it assigned and go that way. they also have the opportunity to um to change it if they see it needs it because we know that sometimes this the assessment doesn't always give what the students know. Um but we're also going to
be able to add uh the math portion of it to sixth through 8th grade. So that's not something that we ha have had. But what's great about that is ISL is partnering with the IDE and when a student takes the ILR checkpoints all of that information is going to be integrated into EXL if you have those licenses and create an individual skill plan based on how they performed on the checkpoints. So then the students can work independently on those skills that they need um to strengthen. So again kind of takes that time out for the teacher to have to assign those tasks and directly correlated to their data. Um, also with the actual programs, we've also been able to get PD and teacher learning so that we can support them as we have these programs,
get them the um, instructions that they need that support. Um, and it's will be ongoing throughout the school year. So, it won't be a oneandone. We'll have at least three checkpoints with them um, throughout the year, more if we need to. Very exciting about those two grants. You have any questions? No, I very grateful that uh we're putting that much into developing our curriculum and supporting our students and teachers. I think that's a big step in the right direction. Thank you, M. That's awesome. Fantastic. Um when when you say it populates a individual skill set for the individual is that then online? Yes, it's online. So, part of that will be working with the teachers. We don't want the students on the computer all of the time, but there will be during their one time
where stu group teachers are working with a small group the other students need to work independently so that's when they would be doing that and part of our professional learning will be best practices on how to use that independent time thank you all right moving on to Mr. Yeah, just a few things to report on um this month. Uh Kelly and I met with uh our insurance agent and we're working on our renewal there. Um we're looking at 14% increase with our renewal package. It's kind of on trend with uh the market. So we'll be planning for those additional expenditures this year. So that's roughly a $32,000 uh increase annually. Um will begin work on the 26th on our middle school flooring project. Um they were waiting on some of the material to come in.
So um they'll be in full swing uh this week working to kind of plug away at that uh before uh students return. And then you know we have some of the other miscellaneous things taking place um you know throughout the district. We have a painting uh project at TZ and just uh some other work uh taking place. So staff's working hard to prepare our buildings for uh the return of students and staff and not to uh too distant future. Summer always kind of seems to uh kind of fly. Um and then uh we have uh Mr. Recctor and Mr. Greenley uh here this evening and uh they're going to share a little bit about our uh athletic program. Gentlemen, [Laughter] No, no, you're good. Okay. Basically, we've got some slides to show you some figures,
but really no strict at the end of the follow. Please ask questions during after whatever you have questions about the athletics. I'm glad Rice is here with the middle school because there's a lot going on there that a lot of sports in the last few years. It's just very busy. So go ahead and look through that. Okay. Uh and like I said, this some stuff we put together questions. So 21 different team sports. That's 21 varsity teams, right? cheerleading active arson sport and girls wrestling that has entered the picture big time really across the state that was the second bullet point there was added um we had 418 total athletes participated in sports high school this past year 214 male 204 female it's pretty good about even there approximately 60 to 70% of our athletes
are more athletes That's pretty good. A lot of our kids play at least two, some play three. Difficult to do excited to have them. And the thing, the last bullet point there, 100% of our athletes are eligible for participation. That's pretty good. You know, that's requires the standard state has anybody ineligible. So, we're pretty excited about that. So, I see girls wrestling was added. I know it's a push for the state now for flag football for girls as well. Is that something we're looking into? No. Reason I say that is I think we have expanding at this point as many as we can. We've got some low numbers on some sports that I feel like might take away. We added something like that. Maybe the same as for boys volleyball. We haven't added that because
the same reasons spread ourselves kind of thin with the number of students we have. So, uh, for our middle school programs, we have 20 different teams representing 14 different sports. Um, we have some sports that have both seven and eight teams. So, um, we have recently added several sports in the last couple of years. uh both boys and girls soccer and baseball and softball added. Um there was a really big push in the community and from our high school coaches to get those sports added and I just think it's been a big transition for us to move into taking those over from the community uh partners who were already doing. So that those have been some really good additions to our athletic programs that we've been able to provide here something. We had 177 total
athletes that participated in sports in the middle school. 100 were male, 77 female. Approximately 50% of those at the middle school level are multiport athletes. Um we saw really consistent numbers. Uh numbers either increased or stayed within 15% in 11 of our 14 middle school sports, which I think is really important for us to look at making sure kids at the middle school level. Uh less than 10 athletes missed their season in 2024 due to academic eligibility concerns. Um, middle school can be a difficult transition learning that you have to take care of business in the classroom to be able to play sports. That that number um is probably the lowest that we've had since I have it was 418 at the high school. Is that like and then 177 is that uh new like
individuals or is it like h we got one kid playing football that's also playing basketball that's also playing baseball? That is individuals. So 177 there and 400 some at the high school. Great. Yes. All right. the accomplishments this past year. County champs in boys basketball, baseball, boys golf, and girls track. Uh, one thing I want to point out as far as county championships. There are some sports that we excel in, they're not it's not a county championship because the other schools don't have a sport. Soccer, tennis, any other football, there's no county championship really. especially this year. We don't play all the schools. So, so it's not too bad there's very conferent. Our girls tend very strong championships girls in a row and I don't care what sport you're playing that's hardach whatever they're set
up for next year they got returning and then girls tennis boys tennis and some of the other sports It is not class and like for example our sectional tennis it's Marsville and Morrisville two pretty big schools 4 schools south we're playing some big schools soccer and boys soccer continue to be very successful with section championships cross country we had regional qualifiers wrestling regional semi state qualifiers state qu girls state softball and men won sex this year. They both repeated last year. I know baseball that went quite years final softball and then 30 years both of them have that team records volleyball soccer boys soccer boys basketball track boys golf tennis a lot of teams doing well 64 academic all conference which is great for our uh you know academic portion of it which we like
to stress we proud of those kids for getting that and we had 30 conference. So, I feel like pretty wellresented. Shameless plug for my son's team, but they won uh the tennis boys tennis team was academic all state as a team, not an individual. Is there anything like I bought the patches for the entire team? Is there a reason we're not doing it in the athletic department doing those things like buying the kids their patches, things that leather jackets? We have turned that over all the to the parents as far as any patch. You know, we used to do it differently when we had the booster club that kind of went by wayside for a few years there. So, we don't mess with patches ordering go through NAP letters out information. So, is it traditional
like a athletic booster club that we could get going or is it just we don't have the funds at athletic department? I I don't know answer. Yeah, I'm just curious. Yeah, I understand. I know I you know it's all mapped out. I don't know all I don't have all the information but you know I know one time for all state that part of the academic I'm not sure why I think it's something that hadn't been talked about really it's not bring up we've had one team the same way girls Um, so at middle school, there are a good portion of our uh teams who either don't have either county or conference. So we didn't really list out a ton of stuff. I just uh decided to kind of go by season and kind of highlight
some of our teams who I thought excelled throughout this year. So uh fall our eighth grade volleyball team was outstanding this year. Went 21 and one. Um won the Wall Bash Valley tournament, Hudson County, and the W They they were really really good. Boy soccer did not lose the game all year or a match all year and girls soccer only lost one match. So winner of boys basketball team was excellent. They went 15 and four. They won the county. Um the wrestling had multiple county champions. And then in spring we had um our track team had some really fantastic individual stuff. Four school records were set this year which is a lot. I think three were set in one meeting. So then five state qualifiers and then baseball finished their season. All right. Some of
the challenges we face storage for out sports. We continue to try to figure that out. There's a limited storage and we're continue to work on continue to talk about it. That's one It's been on the radar for couple years. Scoreboards, you know, always upgrades. Scoreboards are are difficult. Prices are out for one middle school. I know that one. So, that's always a financial challenge. Transportation for fans, baseball and softball. I just mentioned that. We have put a lot of time in golf cart rides getting the elderly back to the fields because it is a long walk. It's sunny and clear. It's it's not easy to get back there. We have had two golfers. We have Bryce has one. Once we sometimes got to night couple people and then ticket takers and our event workers are
getting harder and harder to get I don't know why necessarily we've had string of really good ones some of them won't be back various reasons that's always a challenge we appreciate those who do it doing uh scheduling challenges moving into the new conference. Uh anytime you do that, it's a long hard project. The problem with making schedule changes if you're dealing with human beings on the other end, people that change their minds a lot. And it's very frustrating when you think you have things done and you don't. get a call or an email and work in that industry know that's diffult try to balance all the way so that's that has been a long project pretty much all the schedules are done a couple rules and wrestling I need the track couple things done tracks
really aren That's always a challenge officials. Today I hired a crew 2029 start 2028 start on 29 because you don't get them get them and the problem is five years they're not working together anymore. It's really a headache and you know up in northwest Indiana where I was for a long time they're going to Saturday here Saturday afternoon maybe even Thursday night Thursday night football that's coming this coming here eventually very few young middle age median age is like 65 probably or some sports higher in other sports most people are not here that's a big challenge always a challenge we hosted 216 events, five county championships and 10 ISA championships. We love to host events here. So all facilities that keep you giving us and we appreciate those facilities. A lot of compliments kind of
a lot lot going on. So keep but I like this slide a lot because I think this is probably what I would like to see anyways to talk through u in terms of like the financial portion. I know it's taxing on the on the public to continually the same teams go to the same people for the same money. The hospitals putting $40,000 in and then everybody else is asking them for the for the same thing. Is their thoughts and plans on like what we can do there in terms of like what are you thinking outdoor storage? What what does that look like to the high school, to the middle school, to whoever? Is it um you know temporary sheds? Is it structure? what is it? And then the school boards the same thing. I know
a lot of people um a lot of schools go to large like York Automotive, the hospital, whoever, ground, whatever. Yeah. Um I'm working on replacing the middle school one there. Um and offering, you know, somebody to sponsor the backside and Mr. Gibb and I have talked about like even getting it lit up, back lit with the the G on the back side of it to entice more people come. So, I'm kind of curious about that. I do know that we get I think the athletic gets $40,000 a year for for that. So, is there is there some sort of plan or talk that we could talk through about what what maybe priority list of things that we could look at over the future and how how that might come into play. And then I know
this is probably for Mr. Good Pastor. I know that at one time that Mr. Kamacho was working a referee class and I think that's a great idea pushed through by the IHSAA. what's going on with that. I know it kind of fell by it, but I think that's just as important for us to try to help replace because I'm, you know, my father does it. He is an elder. I mean, he probably needs to retire to get fewer ones and that's who I'm hiring in in the youth football program is the high school kids to get there. So, I think it's a great idea and I think it's great for our kids to to look at a way forward some supplemental income and um you know, even when they get out, I know guys that
make quite a bit of money referending games all year long. You've been around for a long time, Mr. Greenley. That I mean, so I'm just curious where where are we done with that? Is that something that we're gonna try to continue to do? Yeah. Not the grant. falls through contact us. Sure. Can I think it would be great too to look into like because I think the IHSA stipulates that they have to graduate to be a licensed uh referee for at least part if we could hey you completed this coursework u here's the follow on to make sure that they get licensed I mean you coach softball at the end of the year you guys are coaches I mean you I think that's probably one of the biggest difficulties I mean you and I worked
through football like at 2 o'clock in the morning one morning after I ran out trying to get referees here so it's it's just I think it's a need And you know, maybe I don't know. I just would like to see us keep pushing that uh with local kids if we could. As far as the scoreboards, we work through that. We're on a contract program with them. They return 70% of revenue, not revenue, but advertising. So someone we see someone's business or name up on a football scoreboard or soccer, we're getting 70% of that back. I've got this long money received throughout the years. I don't know what it is. It's pretty good. So, that's kind of how we try to get a new scoreboard, get some sponsorship, like you said, I think even listing the
storage first. I think um to me, it just makes sense that if we can store our stuff that last longer, it'll be better kept. And we can get coaches to buy in and put their like the track stuff up after the hurdles if we have somewhere to put them, you know? It's not just that, but it's all all that stuff. It's all we talked about that I athletic department just purchased 40, which is uh 112,000. Yeah, we need 80. So, the next year I'm going to get 40 more and then we'll have 80 or down. Don't look real good. Falling apart. Uh I used to buy 12 at the time. So it's like footballs got to keep them going and some of them are old they go away but we need to make sure that
they're the right hurdle that change coaches coach doesn't like this hle start over that type of thing you got to get in the top model make sure we're getting that taken care of and I'm going here a little bit, but off topic for wrestling mats, for example, we've spent uh over 10,000 the last two years. We're going to spend it again here in September to get a third brand new wrestling mat. So, we've cycled out all our old ones that were not very good uh that really need replaced. I mean, there's a lot of expenses that come up, things like that. You know, in addition to all normal stuff, does the budget for the middle school go through the middle school or the high school? Completely separate. Completely separate. So, you have the same problems,
issues, and concerns. Possibly. Yeah. So, um, middle school wise, I I don't think people it's it's just like every other business cost up 14%. The cost of stuff just gone up exponentially the last couple years. A brand new basketball $90 now and that's like at a discounted cost. So, so it's really expensive to run sports. I don't think people realize how how expensive it is just and that's not putting it like you just running a I think I just made a whole sports order for like 2,200 bucks. That was just like some balls and some practice jerseys. So, it's it's very expensive. Uh the only revenue source we have right now at the middle school is ticket sales and concession sales. That's it. It's the only way they can make money at the middle school.
Um and it takes a lot more money to run an event than what people think. We pay our workers. Um, you would be surprised that there are a lot of schools that require parents to volunteer as workers in the south. I think if your child has a sport, you're required to feel like three games as a table worker ticket. We not do that at all. Everybody covered. It's one of those things I feel like you're paying at work. Uh, coaches at the middle school level. It's it's really difficult to find people who continuously want to do it. We have been lucky. I think in the last couple years we finally found a little bit of improved but we have had some turnover and I think the main reason for that is um it's we don't
have very many middle school teachers coach right now how many say it was like two or three if that yeah two in our middle obviously we have coach wells coaching middleach middle school teacher middle school teacher coach middle school support to that number increase. Mrs. Clemens is totally on board with that, but you got to find teachers who are willing to do it as well. So, and good education at the same time. That's right. Yeah. You can't check one box without checking the other, right? So, uh scheduling and supervision changing from the Mac has been really difficult, but we're scheduled ready to go. I know Mr. and I spent a ton of time um those those schedules change and um unfortunately the new Mac sometimes they just told us when we're going to do something
and that then interferes with a high school event that we have a middle school event also sharing the same field. So we've been spend a lot of time together that's taking a lot of work. Um we had 74 events last year. Uh that's that's a decent amount. Um requires workers, volunteers, supervisors and finding officials is becoming more and more difficult. Unlike uh Mr. Granley, luckily uh I I I don't have as much of a difficulty because I will officials more often than what we do at the high school level. So it's not it would be a surprise to come to a middle school basketball game and see like four officials throughout the entire year. Uh the high school level you and we like to cycle through a little bit more. So it's a little easier,
but I'm still I'm scheduled out through all of next year already and into the year as well. So it's um and scheding practicing game schedules into our facilities can be tough. Um we're trying to fit everything into one gym middle school um one practice field but we do have availability to use the auxiliary gyms and the turf field and the high school does a great job of sharing with us. So those are just some of our current challenges. A lot of the things that spoke about those same chapters. Do we have any uh coaches in TZ or Demetra? Uh yes, we have Dear Meadow. Coach Bon is our golf coach and she teaches in Demet [Music] as far as I know. She's the only one. Yeah, we used to we had a coach Timberman. I
don't think she's been a teacher anymore. she was her volleyball coach. Um, we've had a couple in the past, but not not very many. It would be good to see across the district. I know it's better to be in the building, but anyway, we can get it, not just Yeah. So, one of the conversations the principles I we talk about is not just athletics like we're we're recruiting and we're hiring is having conversations with our candidates. Okay, what are you willing to sponsor? What are you willing to go? It's kind of it kind of works. It works hand in hand. The more teachers you have involved in those activities, I feel like the more efficient or better the building is culture of those kids and staff members. I can tell you what I saw on
the door. I mean in terms of non ideal I'll start. Um so just some typical expensive investments that we've made in the last couple years. You can see these these numbers are really really big. Uniform cycling we spend about 10 grand a year. Sometimes more, sometimes a little bit less, but but uniforms they about three years and that that's about it. Uh a football uniform takes a beating. Um it so they they it takes it they they have to be uh recycled and and it can add up quickly. Uh sports equipment, we're spending 10 to 15 grand a year at the at the middle school. Signage and facilities update 3 to 5,000. uh concession equipment. We have to uh continuously update our things, our cheese machines, our pretzel machines, our popcorn machines. Those things are
way more expensive than what people think. Um and then our worker and official payouts. Uh we have to pay a lot of money to workers and officials. So those are just numbers aspects of what it's very similar to high school. varies forms uniforms. You're talking different sets. So those that 15,000 could double in some years possibly. Uh equipment is expensive. Rest of you can see there workers pay out. So we are we are blessed really right now. I feel like we are in good financial standing at the high school with sponsorships hospital ginar and plan for three years hope that I improve those things that we need bigger purchases right so we just We're in good shape and I know I don't think you're going to continue to be expensive doing the best we can.
So the athletics is 100% funded by athletics. Not getting anything any money anywhere else. Sponsor. I'm not saying we're not throwing any money from us the superintendent's office. Yeah, the district has helped uh purchase some like equipment over the years like the high jump and I can't remember I can't remember what it was. Yeah, it's discouraging seeing $30,000 going out for the workers that have uh like figured can be like National Honor Society kids volunteer hours teams we may we elected not to raise transportation fees so that we can get athletes to volunteer and the workers are probably a lot ticket takers. One thing to note with those workers, most everybody's uh an employee of the school corporation. So, I do think it's a nice way for us to kind of support some of those
employees. We have um we have several employees that have used it as as a secondary income, they're here a lot. So, you know, while it it is a large expense, um, and then under middle schools under worker payouts, uh, that worker payouts also payouts for concession sleep workers, which ranges anywhere from$100 to $200 a night. Um, those go directly to organizations and our school corporations. This would be like the drama club. This would be like the robotics club. So I think some of those some of those payouts are I would call positive although it's I think it is a large expense for us. It's difficult to I can tell you just from experience like a high school basketball coach asking people to volunteer to work basketball. I get like no volunteers and so people are
becoming more and more. Some of the goals are go had years to see consistent growing numbers in our sports participation is really good for kids. No matter if it's in the band, it's in the choir, it's play, whatever it is for them to be involved. They make more friends. They have better grades. They're more active. Feel better about themselves. I believe that 100%. Uh continue to work with our coaches and hopefully keep them longterm. Work with them. Our athletic council is our head coach at the meeting for meeting start off the year at principal's house. Haven't had that invitation yet. Get together for this season. That's totally fine if we don't. But they get together and the council you come up with input for each other, talk to each other, what do you like, what
you don't like. kind of a good time to share a lot of things you have questions or want to contribute something different the max season getting off a good start on side about this going on athletic conference the first year been talking about for a long time and I think uh it's going to be a good thing it's teams that are fairly close at competition level facilities and uh you know travel will be cut down from the wind which we've been doing will be our first trip. It's that hard to get to really. So we're excited about that. Use season championships like we always do. We're using big walnut for various activities. They're very helpful there when we need a big cross country meet. We can't really run a high school invite here to the
grounds. They've done a great job with that. helping us be financially responsible and invest in our programs. The last one are interns. I don't know if you want to speak on that or not, but I know this talk about classes and interns helping with things. You know, you just mentioned about helping with tickets working. That's been a big discussion last year. I don't know exactly where it's at. Yeah, a couple of things that this is just for high school, middle school. Um there are going to be some changes for conference tournaments. Typically in the WIC, um all teams participate in seventh and eighth grade. The MAC is eighth grade only. So there's not a conference tournament for the seventh grade team. So that'll be a little bit of a thing to adjust to. Um and
then Big Walnut more than probably what the high school does. They allowed us this year again to use their baseball and softball facilities free of charge. They allow us to use their soccer facilities if we need them. We haven't in the last couple of years um free of charge. So they they have been great. Um that really started with Mr. Ruard when he was the director of parks department has continued since then. Um and then working hand with classes. Uh we actually have a computer science class um that is going to be taught by Mrs. school that they're going to be doing some helping um with doing some things like inventory and talking about spreadsheets. They'll work in the real world experience of learning how to count money$1 bills. Yes. I like the idea of
that. I like going to the middle school and seeing kids um announce the games. I like I would like to see more of that. I would like to see him do uh podcast and you know get the games going live stream if possible. Do anything we can do to get more kids involved in doing that. I think um the better off we're going to be in terms of everything, marketing, you know, getting I mean kids are geniuses nowadays with everything. And the more we can use them, I think the better we'll be. And I think speaking to the first one, like I feel like we're at a in my opinion an all-time low at like school spirit. Like I don't think you could walk through the high school and see 10 kids wearing a letter
jacket just in general. I just I think it's the kids of of today. I I don't know what it is. Um, but I think the more we can get them involved and the more things we can do, um, like some of the things we've seen some of the county schools do to increase that, like if they play three sports, they're getting a t-shirt at Cloverdale or or they're getting a water bottle that has this stuff. The more that we can get the Green Castle uh, school corporation logo out there, people wearing purple and and and coming to games and seeing the student sections filled um, and cheering the teams on. I think that I think director, you agree that the more students we have there and more involved in the game they are, the better
we perform. And it's just it's good for the kids, it's good for the athletic program. So, I'm all for whatever we can do to increase that in any way possible. I I think a lot of schools out there do a lot of great things that we could probably borrow from in terms of bringing back here and increasing that. I know when I was in high school, uh we had like a point system where if you played one sport, you got a point. You played three sports, you got so many points. Um, we were black and gold and the letter jackets were black and then if you did that by you got so many points, they got gave you a gold jacket through the athletic program. You know, something kids strive to do is tied towards
academics also and band and drama and and I I just want more. I know that's asking a lot, but I just I want Green Castle to to rule the area and I want uh the stands to be filled for uh selfishly my kids' games. And you know, I I think it's the more we can do in terms of that, the better off. I hopefully as your athletic council, you're talking about that and how we might do that more. Well said. Okay. Thank you. Thank you. Fantastic. Can you share this with us? This Great. Okay. Is that all you have, Mr. G? Yep. Okay. Moving on to old business. It looks like we have none. On to new business. We have a hearing for the second prelim preliminary determination this evening. I have something I have
to read real fast. Uh the next item on the agenda is the board to hold the project and preliminary hearing on the proposed project. If you are interested in speaking at the hearing, please make sure you have sign the sign in sheet at the back of the room which should include your name and address. After a presentation by the administration and its adviserss, there will be an opportunity for the public to make comments about the project. At the hearing, we'll ask that each person limit their comments to three minutes and that the topic be limited to the proposed project under consideration. The notice of this preliminary determination hearing was published as legally required. The first pre preliminary determination hearing was held on May 19th, 2025. At this time, I asked Mr. Gib to explain the
purpose of the hearing. Yeah. So, pursuant to uh Indiana law, the poor school corporation may spend more than $1 million to build, repair, alter a school building. They'll be financed by a lease or bond. must hold a public hearing at which explanations of potential value the project to the school corporation and community are given. In addition, pursuant to Indiana law, a school corporation must hold two public hearings and adopt a resolution to preliminarily determine to issue bonds or enter a lease or a project which has a total project cost in excess of a non-controlled project or if the school corporation has a debt service fund tax rate above a certain amount. These public hearings and the adoption of resolutions are the very beginning of the legal process. These resolutions establish the maximum financial terms for
the proposed project. Okay. We'll now hear from Mr. Gibney about the process of determining and communicating the project to the community and the need for the project. Yeah. So, uh, kind of where we're at with this is obviously we've had, um, you know, we had the bigger the larger lease project that involved the full renovation of Green Castle High School, the addition, um, and then various improvements throughout the district. Um, that was a large a large chunk that allowed us to uh, improve and make uh, improvements to uh, deferred projects, deferred maintenance, a lot of issues. things are obviously more expensive over time and our local funds alone cannot uh take care fully take care of our facilities had small several smaller uh issues as well but most recently bond 2024 and using those funds
we're going to replace a lot of flooring and update a lot of the finishes. Um so we started with uh that comprehensive facility study back way back way back when roughly what four or five years ago and we've just worked to continue to whittle away and chop away the list while also uh working to tackle you know those new things that u pop up uh over time. And so we're just continuing to kind of work down uh through that priority list um to take care of our facilities. Okay, we will now hear from, and I apologize. I'll probably just screw this up. Uh, Stifle Nicholas, Steel, I told you I'd mess that up. Bad. Staple Nicholas and Company, our municipal advisor. And do I have Luke or Mike? Okay, we have Mike Shoemaker about how
the project will be financed as well as information about the effect on the typical property tax. Sure. All right. So the first slide we just like to start out and show what your outstanding debt payments are on your bond issues over 4 million gradually starts to go down which is a good thing to see projects inreasing. Going to the next slide, we also show the corresponding property tax. Obviously, there were some changes in the legisle earlier this year to specific tax rate. Most schools are now trying to debate along with this. Most people say we're going to try to target each year tax. So again, same story here. The next slide shows We talking about $6 million. Uh currently we're modeling $2 million 2026 and $4 million in 2028. Um that is funable this whenever
you need the money. 26. So going to the next slide showing the same blue bar. represent 2026 bonds giving you a good pay that off. That was 2 million within four years. Come back in 28 issue 4 million payments in the first couple years again just below that $4 million leap in 2030 come back future projects. Next slide just parameters that we have to show again maxion estimated cost of issuance very just over 5.7 million for construction cost estimated interest rates 36% we all this 5% interest rate so all those numbers max years estimated cost at 5% service rate. You don't really know what it's really. Anyone have any questions? Obviously, it's a lot of the same information that was shared last. Yeah. Very good. Very good. Thank you. Okay. We will now open the
public hearing. Remember, if you would like to speak, please sign in on the sheet uh which is located on the table. It's actually up here. So, if you didn't sign it, let me know. As I mentioned earlier, we ask you to state your name and address, limit your comments to the proposed project and financing. Keep any comments at three minutes, and avoid being repetitive if possible. And avoid being repetitive if possible. May I have the signin sheet now, which I have, and I will be on the names, which I have none on there. Did I miss one? Very good. All right. So, we'll move on. Nobody would like to speak. Thank you all who participated in the hearing. We appreciate your time and interest in the project and the future of our community. Please note
this is the first step in the legal process. The board will continue to work with the administration and its professionals to look for efficiencies to conserve tax dollars while meeting our educational needs. Mr. Gy summarize. Yep. So the project resolution is required when the school is planning to spend more than 1 million per building. It contains the estimated hard and soft construction cost and the cost of issuance and establishes total project cost. It also contains uh the estimated tax impact. Okay. Moving forward. Can I please have a motion and a second to adopt the project resolution? So moved. Second. Have a motion and a second. Any discussion? Hearing no discussion. All those in favor? I. Any oppose? Motion. All right. Let's see. The preliminary determination resolution is required when a school is planning to finance
more than a certain amount for a given facility. It contains the Total project cost, maximum annual payment and lease terms. Financial terms such as estimated principal amount and tax impact. All right, we already get to move on to that. Seems like a second. No, I'm the I I'm the one that's going to summarize preliminary determination res. Yeah, you need to read the last page. Yes. What's that? You just read the part about the preliminary. So I summarized the project resolution and I think we're at the preliminary determination resolution. Is that right? You just read that project resolution first now. We're on the preliminary determination. Right. Yep. Is that correct? I don't see anything on the narrative that Mr. Gibney needs to say anything here. I don't have anything for that. No, it's just it's what
is required when a school is planning to finance more than a certain amount for a given facility and to project cost maximum pay financial terms as such as the estimated principal not tax impact. So the next thing would be to adopt that preliminary determination resolution. Okay. What I just read there? Yes. Okay. Could I have a motion and a second to adopt the preliminary determination resolution? Motion to move. Have a motion and a second. Any discussion? This is the next one. All those in favor? Any opposed? That will pass. All right, Mr. Gibney, can you please summarize? Yes. So, the next resolution is a reimbursement resolution relating to the financing of construction project. This resolution permits a school corporation to reimburse itself from bond proceeds for any cash which it might spend on the project
prior to the closing of bonds. It's required by federal tax uh law in order to preserve the school corporation's ability to reimburse itself. All right. Could I please get a motion in a second? So moved. Second motion in a second. Do we have any discussion? Hearing none. All those in favor? I. Any opposed? That motion will carry. Now we're back on track. Yep. Okay. Thank you all. Okay. So with with that major target to look at waiting to issue until 2020. Okay. All right. Under new business or where are we at? under C D E E. We just did all that, right? Yep. All right. Have approval request for Franciscan Health Sports Medicine Renewal. Yep. So, uh shared with uh the board um very similar agreement what we've run off for the past three years.
Um I've sent back just some minor changes and uh just pending those u mutually agreeing to those changes to seeking approval to move forward with that. um agreement with Francis Health uh for the next three years to continue to provide an athletic trainer for Greencastle High School and Greencastle Middle School. Um they've been great partners um with us through Putnham County Hospital and uh Rob, our athletic trainer, he just does an amazing uh job and we're just very thankful to have him as a part of our team. Um kind of adding to that, um the the next step is to have a sports medicine physician here locally. Um if not full-time, several days a week at minimum. Um and again, this was kind of the goal with uh you know, the YMCA project and um
just that whole development out there and just would be the again kind of the next step to our uh to the development of that to where um as our student athletes need to see someone, they're not having to travel um outside of our area. So I think it'd be a great partnership. So be my recommendation um for approve the Franciscan Health Sports Medicine. Okay. Can I get a motion? Motion. Second. Motion and a second. Any discussion? Hearing none. All those in favor? I. Any opposed? Motion will carry. All right. All right. We have an approval request for the 2026 Indiana Youth Survey at Green Tesla High School. Yep. So, uh, as per our board policy, uh, state law, um, in order to have moved with that, uh, survey, uh, there's certain information and certain steps
that have to be, uh, completed. Um, that information shared uh with the board in the packet and we'd like to uh, permission to move forward with that in 2026. Can I get a motion? So moved. A motion and a second. Any discussion? Hearing none. All those in favor? Any opposed? That motion will carry. All right. I have a approval request for an overnight ghs volleyball to Leaport, Indiana for Dunes Volleyball Club. Looks like July 8th through the 10th of 2025. Yep. And why that's on the docket for approval is because it's an overnight overnight trip. Um they provided uh all information. It meets all guidelines and I think it'd be a great opportunity for uh the team. So I would recommend the board approve this opportunity. Okay. All right. Can I get a motion? Motion.
Have a motion and a second. Any further discussion? Great opportunity. That's really cool. All right. Chaps and all that will be there. I like it. All right. Uh let's see. All those in favor? I. Any opposed? That will carry. All right. I have a request for some special services. Yep. So, um, Mrs. Sullivan is requesting um, physical therapist services contract with CJ Gregory. Um, and also a new contract for De Harvard Hearing, DHH, DHH Connections LLC. uh just seeking the board to move forward with those agreements. So we have services in place. Okay. Can I get a motion? Motion be approved. Have a second. Second. A motion to second. Any further discussion? Hearing none. All those in favor. Any opposed? Motion will carry. Looks like I have approval request for looks like we have one
donation. Looks like ISAP to Greencastle High School for $69 for hosting the academic Super Bowl, which is a nice uh competition that we get to have here. Thanks, Miss Story, for your help with that. Sure. Helping to train our staff to hopefully take that over. Very cool. I like it. Can I get a motion to approve? So moved. I got a motion in a second. We got any further discussion? Hearing none. All those in favor? I. Any opposed? That motion will carry. Thank you for the donation. Do we have any other business? Have no other business. Anyone else? All right. Having no other business. Can I get a motion to adjurnn? Motion. Second. Have a motion, a second. Does anyone want to discuss that? Hearing none. All those in favor? I. Any opposed? We are
journed. Thank you everyone for coming to sign.
