001Good evening everyone. I'd like to call the meeting to order with the uh pledge of allegiance. Do we have a special guest this evening? Step on up. To the flag of the United States of America and to the republic for it stands one nation under God indivisible with liberty and justice for all. Thank you. Good evening everyone and welcome to the May edition of the meeting of Castle School. All right. Start off with any adjustments to the agenda? Yep. There are no adjustments to the agenda this morning. Very good. All right. Moving on to recognitions. Yep. Mr. Roberts. Well, good evening. I have um one of our kindergarten students here, Jolie Lynville. Um and she was nominated for the character trait of May. So, at Rip Path, we define teamwork as working together to achieve

002a goal. Jolie does a great job of showing teamwork. She's always willing to help her friends when they need help with work or with help in cleaning up the classroom. She's always willing to help out teachers with classroom jobs and she's always willing to participate in small group activities as well as whole group activities and shows great leadership. Jolie truly is a champion star when it comes to showing teamwork. So, congratulations to Jolie. Okay, good evening. This is Remy and if he looks tired, it's because we had an awesome field day today and we are exhausted early. Okay, so Remy is our student of the month. Remy shows teamwork by working well with his classmates during stations, groups, and partner activities. Remy listens to others, ideas, and shares materials by taking turns. Uh Remy cooperates

003and encourages his friends. When he's a part of a group or a partnership, they successfully get their work done and enjoy working together. It is for these reasons and many more why Remy is deserving of this award. [Applause] The teas student of the month for Today for teamwork is Mey Duncan. Mrs. Dicki, her fifth grade teacher nominated her. She wasn't able to be here this evening, but she did send some information about why she chose me. Me has shown so much growth over her three years at TC. She truly has created the teamwork in our classroom this year. She is always cheering her classmates on, encouraging them when the going gets tough, and giving lots of praise when someone does well. Bailey has a kind heart and wants everyone to be happy. This winter during

004our long stretch of indoor recess, she even took her own allowance money and bought all the ingredients for slime for the entire class. It kept them entertained for several weeks. I'm very proud of me, her growth, kindness, and team spirit. [Applause] This is Miss Ella Enrisi and uh teamwork exemplifies her characteristics daily. Um her teachers said she is a person who consistently chooses to do the right thing each day. She contributes to each group she works with and encourages others to make right choices. Leading peers can be difficult, but Ella does it in a way that others follow and she sets a great example daily. She is humble about her athletic ability and her academic accomplishments. She is a true teammate inside of the classroom and outside of it. [Applause] The high school would like

005to recognize Cameron Holly. Um, we had a couple of teachers say some things about Cameron. Cameron is kind, hardworking student who is always full of joy and wonderful ideas. She's a team leader, but also a team cheerleader, always rooting for everyone and helping them achieve their best work. Cameron is all around a good person, and we're lucky to learn from her. Cameron also is involved in making sure that all the student body is involved. Not only does she like to be a cheerleader for them, but likes to see them improve. She has started the school Tik Tok page to try to get more student involvement in our school. Cameron cares about each of her students and wants to make Greencastle High School a better place for [Applause] students. Okay, very good. All right, moving on

006to our public comments. I do have a few folks that want to speak here. So, it looks like I have Mr. Harris. Yeah. Please. Good afternoon, sir. Welcome. My name is Joseph Harris. Uh, I'm a parent within the Greencast School District. Uh, I stand before you with a mix of emotions. uh today. Uh I I deeply value the education that my children receive and the love and the care. My children have been here from Deer Meadow and they're they are now at TZ and I have another two children over here at Greencast Middle School and they they've received a lot of care from the administration and from their teachers and I and I value that. Um this year however has brought a painful reality like presence of hate speech. Unfortunately, it's prevalent within our school

007district. Uh for some of our students, including my own, this year has been marred by words that wound and isolate and create a hostile learning environment. This isn't just about hurtful language. It profoundly impacts their ability to learn, to feel safe, and to thrive within those walls. Therefore, I I am heartened to learn of the efforts being made uh especially regarding the new student handbooks to address some of these issues, to close some loopholes, and to offer greater protection for our students. And I'm I'm also heartened by the administration and this board's response to some of these issues. Um it's a significant step forward, a testament to our community's willingness to confront this challenge. Um and I want to thank everyone here, including um the administration that isn't here for the progress that's been made.

008However, progress is not a destination, it's a journey. And as we approach the summer break, my hope is that the momentum that we've got that we've gathered does not dissipate. The commit the commitment to providing a supportive and inclusive educational environment for all our students must be continuous, one that extends beyond the se the summer and into the fall. I don't want to see the progress that we've made falter once September hits. I don't want us to lose sight of the importance of fostering a culture of respect, understanding, and empathy within our schools. I want us to work together as parents, educators, and community members to ensure that when our children return in the fall, they step into classrooms where they feel valued, respected, and empowered to learn free from the shadow of hate. I

009thank you all for any efforts that you've made. I thank you all for updating these school uh these school handbooks. I hope that we continue to work towards greater progress and there are a lot of us parents who will be watching and making sure that we all hold each other accountable to the value that we take. Thank you very much. Thank you. Thank you. All right, we have Megan Meadows. Hello. Welcome. My name my name is Megan Meadows. Um, and I just wanted to say in honor of teacher appreciation week earlier this month and also the n national teacher thanks been going on for the duration of May. Um, a special thank you and shout out to all the teachers and staff at Greencastle schools. Uh, we'll actually have our a student of our own

010enrolling at Greencastle schools in the fall. And so uh, the teachers that we've already spoken with been really supportive and really really Wonderful. And so just wanted to so publicly please say thank you. Thank you. And Carson Brown, come on down. He's actually Is he for later? He's for later. Yeah. Okay. Sit down and wait your turn. I always wanted to say that up here. Okay. All right. Did I miss anyone? Okay, very good. Thank you for everyone's uh attendance this evening in that and your kind work. Thank you for stepping up and and having some words for us. All right, moving on to the approval of the consent agenda which includes the meeting minutes, work session meeting minutes of April 28, 2025, the regular board meeting minutes of April 28th of 2025, allowance of

011plans, financial reports, and the personnel reports part one and two. Mrs. Roman, yes. Hello everyone. As usual on your um finance package, you're going to couple have a couple regular payrolls for April. The first one was dated the 11th for a total payroll of 444,47476. And as usual, we do have those um uh taxes and retirement that we pay for each payroll. Uh the total for that 11th payroll was 1274372. That second regular payroll was dated the 25th for a total payroll of 48129107. And again, those taxes and retirement 36787. Next in your packet, you've got quite a a list of prepays um for April. Um if you had a chance to take a look at um any of those, did you have any questions about any of the prepays for April? No. Okay. There

012were quite a few of them. And yeah, you probably took a while to get through all of them. So total um prepays for the month of April 2025 674 69021 and then in your packet you've got uh some claims that are dated today May 19th. Did anyone have any questions about anything listed on the claims for today? No. Okay. Total on those 474 15148. Next in your package, you're going to have the fund report at the end of April. Balance and education fund 3,89616151. We go down three lines to fund 300 operations balance at the end of April 140,99094. We go ahead and head to the very last page. You're going to see the balance of all funds at the very end of page four. And that balance is 9,862 32568. Next in your package,

013you're going to have that bankto fund balance is basically a depository of all funds um and matched up against any bank's uh balances. And as you can see, we are balanced to the penny and all of our funds to all of our banks. That's exactly where we want to be. And once again, we do have a fund transfer um report each month. And that's going to show the school lunch transfer from that holding account of 8,400 to school lunch. You'll see that there. And then of course, we have that education to operations transfer each month to help support operations. And then again, um you give me authorization to transfer money between um banks if I need to. So I have to show those on this transfer report. So, total transfers for April 2025, 1,222,640.50. We've

014got a couple of um bond um updates here. And as you can see, there's really no update. Bond 2021, once again, we have expended out that bond. And then bond 2022, we have um got just a small amount left in that for retainage. And we will address that as those um billings come through. And then as promised last month, I'm just going to give you a detail report each month in geobond 724. So you can see the ongoing expenditures. If you go to the very last page, you're going to see the revenue that we took in when we began when we began this geo bond. And then you'll see in the expended column to the right there, the total that we've expended through April 30th, 2025. And pending any questions, I'd like to submit for

015approval. Can I get a motion? Have a motion and two seconds. All right. All those in favor? Any opposed? Motion carry. Thank you, M. Moving on to reports. Have our assistant superintendent, Mrs. Wers. Yes. I would like to invite Mr. Carson Brown up. Now it's your turn. Now it's his turn. Um, he's going to share some highlights from our middle school Jack program from this school year. Yes. Thank you for having me for a little bit. Um, we take as many opportunities as we can to show off what the students have been able to do, especially at the middle school. Um, for JAG, it was a new program. It stands for jobs for America's graduates. And essentially it was a program designed to uh expand the worlds of the middle school students that we have

016especially students that may not get the opportunity to expand it at home or um by their own willpower. Um so for JAG we um principal Clemens she said that we were building the plane as we fly it. So I had to put that on there because uh we had no idea what we were doing. No one no one in the state had any idea what we were doing because this was the first year for middle school. Um but if you go to the next slide u we had the opportunity to have so many exciting new um opportunities for the students. They were able to um have much more community engagement. So we took that there was a total of 42 students throughout the school year. Some of them moved away, some of them dropped off

017a little bit, but 42 students total got to experience the program. And these seventh and eighth graders got to get out into the Green Castle community and even further to be able to see what opportunities um await for them just down the street because a lot of the students that we got into the program, they were uh they understand that there are opportunities that they didn't even realize were around here. as well as um the importance of looking outward from where they're at right now. So, we were able to have educational experience as well. We went to Purdue and then the IvyTech campus here in Greencastle um to show students the educational possibilities that they have. Um a lot of the students never imagined themselves being able to go to college or have higher education.

018So just by going to IvyTech and saying there there's one in your backyard. There is higher education here that you can get as well as showing them some of the certifications and different trainings that they can get that aren't directly college related. A lot of the students that was exactly what they needed to hear to be able to pursue that. And then collaboration pretty much the rest of our time in class was spent doing projects that fostered connection. So they were working together. they were working with u people from the community would come in and speak different things. Um if you go to the next slide uh we had a lot of guest speakers come from near and far. So we had one come from Cincinnati and we had one from Indianapolis u Glenda Ritz

019the former um superintendent of public instruction. she was able to come to Green Castle and speak to our students, which was a pretty great experience um for them to get to see someone that knows education front and back. And then we had military and Putnham County Community Foundation. We had so many different guest speakers that I could have made like seven slides just with pictures of uh them. So basically, they got to see their path in other people's paths. And so that was good for guest speakers. Go to the next Um, one of my favorite opportunities that we were able to get for the students was they were able to build signs out of the scrap wood from the wood shop. Uh, they were able to sand it down, stain it, and paint them all

020with Christmas and winter and different things, even Green Castle School um, logos and whatever. And to sell to raise money for JAG to go on field trips or to have guest speakers, different opportunities. And it was really cool to get to see them build it from the beginning to the finished project. So we were we used the scraps from the wood shop. So that was all profit because they were like we're going to throw this away anyways. I was like we'll use it. Um and if you go to the next slide, we've have the community service which I wish we could have done more of. If we were uh more prepared or continuing on in the program, we would have been able to do a lot more community service. But we went to the Mill

021Pond retirement community and different things to help uh raise morale and just sit with them and talk with them. So that was a great Christmas thing and we were able to do a lot with in within the school for the staff and different opportunities that we had throughout the year. The next slide. And then overall it was a lot of fun. I had a great time being able to teach and mentor and counsel all 42 of these students because a lot of them come from they came into this year not knowing anything of what they would like to do or what options were out there especially here in Greencastle or the near area. But we were able to go to Purdue and show them, hey, you can get all these different degrees and they loved

022it and they got like 250 people to wave at them, which I, you know, with middle school, I guess that was the that I walked, we came back and I was like, "What did you guys learn?" And they're like, "We got like 256 people to wave at us." And I was like, "Great." Um, but overall, we had Christmas party. They learned how to write in cursive because I don't know if they learned it in middle school or elementary. I'm sure they did, but by the time they got here, they could not sign their names. And I was like, if you apply for jobs or sign government documents, you got to sign it in pen in cursive. And they're like, "What is that?" So, they would just write it in print, write their first name in

023print. So, that was an interesting skill that I didn't even realize that they didn't have. Um, then they got to go to the YMCA in terote and learn how to be a lifeguard. Um, and then the next slide is the last one that we've got. Um, one of our students got to develop a basketball skills camp and teach it to the PE classes at Deer Meadow and Rid Path. And so that was personally one of my favorite because I got to work one-on-one with this kid to develop the plan of what are you going to teach them, how are you going to do it. By the end of the day, he was exhausted. Like it got to like the sixth class and he was like, "Please take me home." He's like, "These kids aren't listening

024to me." And I was like, you got it. There you go. U now you understand. U and we went to the zoo and we did like collaborative projects the rest of the year. But overall, I think JAG provided a lot of opportunities to these students. And I know that state funding at a higher level than any of us know um is shaky right now, but we've I've talked with Mr. gibbony um about how do we build these programs the tenants of this program into the regular classroom? How do we expand this to give these kids the opportunities to explore these without it being only this program? How do we break it down and use it um for to our own advantage? And so I think going forward that there's going to be a lot of

025benefit even if it isn't labeled JAG or isn't funded through the state to just bring it into the classroom and offer students this opportunity especially ones that may not have the chance to do it otherwise. So I just thank you for all of your support as we got this started and going and if you have any questions I can answer those. But was it sixth, seventh, and eighth graders or is it only for a certain grade level. Yeah, we just did seventh and eighth. That was the easiest. The state was like just start with seventh and eighth because we don't even know what we're recommending. So, we're one of the first we were the first school. So, there was a whole lot of that. So, he truly was building it as they went. Yeah. So,

026I appreciate that a lot. Thank you for your time, Carson. I can also say I was really excited uh when this program came to us. Very pleased and honored that we could we could approve this program and get it going. I'd like to say personally kudos to you uh for the work that you've done with Mr. Gibney to to make this program go and it sounds like it's very successful and I'm hoping we just continue to build on it. So keep charging forward. Um you're doing a pretty good job. Thank you. Thank you. Thank you. Thank you. Then I've just got a couple of other things I want to share actually about the middle school. Um they just completed their first community project this spring. So this was an initiative that the um admin and

027the teachers and the students actually collaborated on. Um each grade level uh picked a project to benefit something or someone in the community. Um so our sixth grade students worked on revitalizing our garden area over by the middle school. Um they cleaned it out, they worked on fencing and painting and um just really made it look a lot better. Uh working on some landscape design. Um so each student had a job with that part part of it. The seventh grade students selected to create gift baskets for local emergency responders. They were able to um get donations, put those together as students, and then they took field trips to go and deliver those baskets. Um so that was a really good opportunity for them to give back. And then finally the eighth grade students volunteered to

028do some spring cleanup along the People's Pathway and um over at Roan Park. Um so they took the day to give back in that way. So it was a really great experience for everyone all together and for them to learn about the importance of giving back but then also um what everybody else in our community is doing to work together. And then uh finally for middle school, we were um approved for a National Junior Honor Society chapter to begin next school year. And Mrs. Britain Lheart will be our sponsor. So that's something to look forward to next year. Another opportunity for our kids. Very cool. Some really awesome programs there. Thank you for making sure that those are going well. I like the garden out there. I just sit out there in the parking lot

029before and after school and it's neat to over there like watering and plucking weeds. I sneaked over there to see if I can find some strawberries. They didn't have any. A little disappointed about that. Cool. All right, Mr. Gib. Yep. Just a few things uh this month. Obviously, it's a extremely busy time of year with the end of the year and just a lot of events wrapping up and and taking place, but um definitely want to give my kudos to our athletic some of our athletic programs. Uh boys golf won the Putnham County uh title. You know, baseball's pretty much on a roll and their one win from the from a Wick title. They're also they also dominated the county county tourney. Um we had a girls softball player, Ally Hassler. Uh she broke a

03030-year-old record for career strikeouts. Um girls tennis is going strong. They're the hot dog invitational champs. They're 18 and three on the year. Um Alli Rally Landry is 21 and0. So, they're uh they're kind of peaking at the at the right time. Um we touched on a little bit last month. Our academic Super Bowl teams um performed really really well. Um the math team won another uh state championship. Uh it was their seventh state title over overall and their fifth since 2018. And then no matter what size a school, uh, Green Council High School has 37 state titles overall, which is three more than the next closest of West Lafayette. So that's just really impressive. Those kids are working extremely hard. Um, and certainly the adults that that work with them. And we we did

031send the four teams to the state. Um and then Greencastle Middle School, their interdisiplinary team finished the state champions as well, which is really neat uh and exciting. And then uh all middle school teams finished in the top five um which is I think quite an accomplishment to those kids um and and the teachers. Um also on the high school side of things, um he's just an impressive young man. um Taiishawa um he was named as a national merit scholar and so there are 25 national merit scholars throughout the country. Um he was one of 53 selected in Indiana for a $2,500 scholarship and sure he's going to go on to to do some amazing amazing things. He's just if you haven't met him well you met him and he he's just he just impresses.

032Um the last day of school is tomorrow. Um teachers and kids have been Yeah. They've been very uh very active and very excited. Um just visiting the schools today. Um just wrapping up field days. Just saw a lot of kids with a lot of smiles on their face, having fun. Uh at the end of the year, just kind of celebrating just the year of hard work. And I just like to thank um our staff for how hard they've worked uh this year um and and certainly the students because there's been much accomplished uh once again just really really really proud of their uh their efforts. Um graduation takes place Friday 7 p.m. correct Mrs. Good Pastor 7 p.m. uh in Minelli Center. And then just uh just one other piece and it's uh making making

033good out of a out of a bad situation is uh we had a teacher get hurt uh in in class uh with an activity um it's kind of a physical activity. Uh played a game called brain ball um and uh she was hurt really bad um and uh fell over and so obviously we want to keep her in our thoughts and prayers. Um, but more or less I want to brag on her awesome kids. Um, because I had an opportunity to uh to review the footage um when I we saw her go down. Uh, it was hard to see. It was really hard to see, but every one of her kids ran to the Deer Meadow front office to get help for her. Um, and then there was another there was a young boy to

034help to uh to check on her to make sure she was okay. And so it was just really neat to see kids know what to do. um in any scary situation and and go get help because they didn't know what was uh what was wrong at the time. So just like to kind of share that um you know bit of a positive with a out of a negative situation. So um yeah kudos to them and then Mr. Mr. Harris, I'd like to thank you for for your remarks and we certainly want to we want to work with you and we you know it's it's our goal and it's my goal and it's our administrator's goal to to just make our schools a safe welcoming place for all. So I look forward to continuing to to

035work with you and I appreciate you sharing your words this evening. Um any uh any update or report on how the SRO program is going? Is it still flowing? Yeah. Well, yes. Um, yeah, the SRO program is off to a good start. So, we officially went live um on April 1st and uh they've been uh they've been active and and busy out at schools. Um just building relationships with kids. Um you know, we met K9 Gunner, Officer Dwit, his uh his K9 his visit our schools. And I know a lot of the students were excited to uh to meet him. um they've just, you know, been in classrooms, they've been at lunch. Um I believe it was Officer McDaniel was even engaged with Mrs. Steven's class um with one of their CKLA lessons. Um so

036one of their literacy lessons. So it was nice to see him just kind of jump right in and something kind of really kind of completely unrelated to um to kind of what he's here for in theory. and just nice to see him kind of uh you know share with the kids and and a positive uh positive learning experience. So overall it's gone well and then you know as I told the mayor today that they you know had to help direct some traffic with just what's going on on Washington Street and it's kind of been it was a little bit of a pain at the beginning and just changing our flow and our operations. It is what it is. It's out of our control and we're making the best uh that we can with it. So,

037they've had to jump in and deal with some angry folks here or there um to help kind of get things directed so nobody gets hit. All right, sounds good. I uh I'm glad we have that resource that we can provide. Yeah, making a dent. I like that. All right, moving on. Uh old business doesn't look like we have any uh new business. Looks like we have a preliminary determination hearing. I have something I need to read for that. Bear with me. All right. The next item on the agenda is for the board to hold a preliminary hearing on the proposed project. If you are interested in speaking at the hearing, please make sure you sign the signage sheet, which should include your name and address. After a presentation by the administration and its adviserss, there

038will be an opportunity for the public to make comments about the project. After the hearing, we will ask that each person limit their comments to three minutes. Topic be limited to the proposed project under consideration. The notice of this preliminary determination hearing was published as legally required. At this time, I will ask that superintendent Jeff Gibney explain the purpose of this hearing. Yeah. So, pursuant to Indiana code, uh, school corporation must hold public hearings and adopt a resolution to preliminarily determine to issue bonds or enter a lease per project which has a total project cost in excess of certain thresholds. These public hearings and the future consideration of resolutions are the very beginning of the legal process. We note that no board action is legally required this hearing. Rather, this hearing is solely to hear

039public comment regarding the project. All right. We'll now hear from Mr. Given about the process of determining and communicating the project to the community and the need for the project. Yeah. So, uh if you might recall, uh we had a work session uh last month uh in which we uh reviewed our long-term uh or long Yeah. long-term debt service plan. Um, and uh, you know, you might also remember going back to a couple of years ago when we entered into uh, the big lease rental project to renovate Green Castle High School and Middle School and complete work throughout the district. Um, that we wanted to move away from large issues and in the future move towards smaller issues. And one of the things in doing the larger issue um we also wanted to leave capacity

040to um while we pay that off over a longer period of time, we wanted to leave um what they call some debt cliffs um to where we can handle um some facility needs um that our operations fund um can't can't handle, right? Our operations fund is basically primarily meant to take care of our buildings on a daily basis, not for large capital projects. So, as you recall, um there still are a lot while we've been able to chip away a lot at the list, which I'm extremely thankful and and proud of, um there's still a lot of work that that needs to needs to take place. Um we do have roofs uh some roofs throughout the district, primarily over at Green Castle High School in Menali because we didn't touch uh the roofs except for

041the roof edition. Um we have some obviously we're taking care of some flooring here at the middle school uh this summer but there's a large amount of painting um that needs to continue to take place at the middle school um at TZ eventually you know dear meadow and red path we have some flooring needs um we have uh just a lot of miscellaneous things that have been deferred over time uh that we need to work towards tackling. And um while we are going through this legal process, we're going to continue this discussion and really kind of fine-tune um our list or tackle our list of priorities based on what's left. So um because I have already forgotten, you know, we have a middle school freezer that needs replaced and a cooler and another one's easy

042and we our school lunch fund just can't sustain those kinds of costs either. So, um, we've developed a comprehensive list and again um, we're going to spend within our means and just continue to, uh, chip away at the list. All right. Well, now I'll hear from Stifle, Mike Shoemaker, uh, about how the proposed project will be financed as well as information about the effect on the typical property tax. My good sir, good evening. Thank you. presentation to share. I didn't share the the one that we shared last month that I don't have that to to display. Okay. Um well, I don't know if you can see anything that I have, but um the board has it. Yeah, you got it. I know you've seen it in the past as well. Um, but the first slide

043of the presentation shows your outstanding debt service payments, which would be all the principal and interest that you owe on previously issued bonds. Uh, the good thing that's at about 4.3 million 25 and instead we decreases starting in 2026. So, as Mr. Gib said, you have a lot of room for additional projects to be able to bring those on, repay them in a way um that does not increase tax liability for homeowners. Um, same thing uh kind of the the current debt service levy and that is what property that's the property tax levy that that you raised is just under four million. Um I know you're aware there have been some changes with Senate Bill one and a lot of schools previously would manage to a fixed tax rate. Um most schools now will be

044managing more to a levy as they see what changes take place the next five years with with AB. Um, so by doing so that should keep the the property tax liability control. Uh, we have a breakdown of project costs and we've been assuming a $2 million issue in 2026 and a $4 million issue in 2028. Um, so we'll be approving a total of 6 million. um cost of issuance assumed with those two bond issues we conservatively estimate would be about 275,000 which would be just over 5.7 million for hard and soft project costs again we can be funible with with the timing and amounts of those projects that's just what we've been assuming now we could split them into three projects one do a different time so once the approval is done we would just

045meet to to the needs that projects need to be done the last slide we just show the same debt service levy over time. Obviously, it's going down um after 2026 so that you're able to come back and issue bonds in 26 and beyond and structure them in a way that keeps that levy exactly where it is now. And even doing this 6 million, you'll have plenty of room to come back in 2030 and tackle additional projects if needed. So, that is all I have. Happy to answer any questions after that. Okay. All right. Well, thank you for being here. Thank you. Okay. We will now open the public hearing. Remember, if you would like to speak, please sign in on the sheet, which I have here if you haven't already done so. As I mentioned

046earlier, we ask you state your name and address, limit your comments to proposed project and financing, and keep any comments at three minutes. Avoid being repetitive if possible. Have the signin sheet up here already. I didn't have anybody on there. Does anybody wish to speak at this time? Okay, thank you to all who participated in the hearing. We appreciate your time and interest in the project and the future of our community. Please note this is just the first step in the legal process. No board action is legally required at this hearing. Rather, this hearing is solely to hear public comments. The board will continue to work with the administration and its professionals to look for efficiencies to conserve tax dollars while meeting our educational needs. Board will hold a second public hearing in this boardroom

047on June 23rd, 2025 at 6 o'clock p.m. Thank you, sir. I appreciate your time. And you are you're welcome to stay, but you're also welcome to leave if you would like. You attend the Thanks. All right. Moving on to approval request for the second reading of the 202526 building handbooks. Yep. So in your packet were all of the uh revised uh handbooks. And it would be my recommendation that board uh approved these updated handbooks uh as presented. Um, I can't remember if we have any of the golf publication, but that way they can get prepared uh for posting to our websites as well. I need a motion to approve. Second. A motion and a second. Any further discussion? Hearing none. All those in favor? Any opposed? Motion will carry. All right. I have an approval

048request for the high school honor system. Yep. So, uh, last month, uh, Mrs. Good Pastor. Okay. Yeah. Okay. Last month, Mrs. Good Pastor, uh, and her team, uh, came and shared a little bit, um, about some proposed changes to the high school honor system. Um, and I believe at this time we are seeking approval to move forwards with the updated honor system, but that's beginning with the class of 2029. Is that correct? 2029. And so the next year's freshman would be the first first group. All right. Can I get a motion? So I have a motion in a second. Do I have any further discussion? I just think it's it's the right right time and the right call to be doing this and I compliment the high school and their staff on all the hard

049work that went into putting this proposal together. A lot of changes for the class of 2029. Yes. Be some big time down the road. Very good. All right. So, I have a motion and a second further comment. All those in favor. Any opposed? That motion will carry approval request for permission to pay late arriving invoices for May of 2025. Jump. Did I miss something? Okay, I'm going to go back one. I don't know how that happened. Request for surplus equipment. Yeah. So over time, um, we've had some things that are either outdated or no longer useful to us. Some of these things that may have already been declared surplus, uh, a time or two already. Um, but we just want to make sure that we declare the rest of these items as surplus. So there

050miscellaneous tools. U, we have, you know, things like small trailer. There's a full list in your packet. Couple mowers, meat slicers. nothing that is a ton of value. Um, but what we'd like to do uh if the board approves this is work with an auctioneer u make these uh items available for purchase so we can recoup some funds and just invest those back uh into our program. We have a truck that needs a little bit of work. That's kind of one of the goals. Um last month, if you remember, we have a bus and a and a uh a truck that you approved to sell. And so we can kind of these things together. Hopefully, we'll get a little bit more traction, a little bit more interest, and again, we can just reinvest these funds

051in and rather just let these things sit. Can I get a motion? Motion to approve. Have a second. Second. Motion second. Any further discussion? Hearing none. All those in favor? I. Any opposed? Motion carried. All right. Now, I have an approval request this time to pay late arriving invoices for May of 2025. Yeah, the meeting's a little bit early this month and so we have some additional invoices that we expect to trickle in here and we want to just continue to be current uh with our invoices and we pay our bills and Mrs. Romer will compile a list and report those uh back to you timely next month. Good. All right. Can I get a move? So moved. Second. Have a motion and a second. Any further discussion? Hearing none. All those in favor? Any

052opposed? That motion will carry. All right. I have a request for summer painting projects. Yep. So, uh have two separate projects here. Um but again, just kind of continue to chip away at some of the needs uh throughout the district. um have a couple proposals, separate proposal here by Flora Brothers and one of them will involve uh three of our excuse me, yeah, three of our main hallway areas at at TZ and you might recall we have some peeling curling wallpaper and that paper has to come off. The walls have to be fixed and then primed and painted and summer is a good time to do that. Um, so that's kind of our focus uh at TZY right now. Um, there will be being some additional opportunities um over breaks to continue to advance that

053work um as dollars allow uh with bond 24. And then um at Green Castle Middle School um you're aware that you know we're getting some new flooring might we're doing some uh some painting internally with an internal team and looking to continue that work. Um, but one of the areas uh that needs to be painted, updated, that's heavily used by us in the community is the cafeteria. And that involves a little bit more work than we can tackle on our own because it's got some specialized coating that will have to be sanded off u before being primed and painted. And we have an opportunity to tackle that in the summer as well. Um so just seeking permission to move it forward um with those with those proposals. Certainly glad to see that wallpaper something. Okay.

054Can I get a motion to approve? So move. All right. I have a motion. I have a second. Second. Motion and a second. Any further discussion? Hearing none. All those in favor? I. Any oppose? That motion appear? All right. I have a request for a couple. Yeah. Couple donations here. Mhm. Would you like to read those? Would you like me to read? You tell me. Why don't you read them this time? Yeah. This is the one of the highlights of the meeting. Um Edward and Maryanne Meyer scholarship fund uh within the Give Well Community Foundation to Greencastle High School in the amount of $3,000. Um, so that's two $1,000 scholarships to male and female student athlete and a and one $1,000 uh scholarship to a student in science studies in college. Um, the Mike and

055Mackenzie Meyer scholarship. And so it be my recommendation that board accept those donations as presented and we uh give our thanks to all those involved for making those funds pos available for our kids. All right. Can I get a motion? So move. Second. I have a motion and a second. Any further discussion? Hearing none. All those in favor? I. Any opposed? Motion carry. Thank you very much. All right. Do we have any other business? I have no other business. Okay. I'd like to take this opportunity to uh welcome Dale back. Thank you, Mr. Pierce. He's been out for a little extended time and we certainly have missed him and we're certainly glad to have him back up here with you. So, it's very good to see you sitting back up in the top. You don't

056know how good it is to see y'all through these eyes. So, thank you. Thank you all. U also want to thank uh all the teachers, the admin, parents, students uh for a great year. It's almost done. Congratulations folks. Um I have one that's getting ready to walk across the stage on Friday and I'm not sure how I feel about that. Yeah. Okay. Yeah. So, it's been a it's been a roller coaster, but it's been a great year, folks. We've had a few rough years in the past with COVID and all that nonsense, and we're through that. We're I think we're going strong. So, thank you for the bottom of my heart for everybody for all your hard work this year. So, and with your uh patience and support for me sitting up here and running

057my mouth for all this time. Thank you very much. All right. Anyone have anything further? I just say it gets easier with the second one. I don't know. It's hard. I don't know. We'll see if I uh if I turn the water works on on Friday on the stage. I do apologize. Okay. Hearing no other business, we'll move it to a German. May I get a motion to adjourn? Motion to approve. Have a motion. Second. Second. All right. Any further discussion on that? Hearing none. All those in favor? Any opposed? Any journ? Thank you everyone for being here. Just a reminder that on Wednesday, if you can't
