Into the very public for which it stands. One nation, under God, indivisible, with liberty and justice for all. I have a motion to approve the minutes of the November 18th, 2025 public education meeting that has been presented. So moved. Second? First, students, comments? Policy Major? Aye. to vote. They are exponed suit. Financial report. It's a motion to accept the following financial reports. So moved. questions around the problem. I'll lose any? motion. It's saying… Curious vibes to them. Superman sweet food. My computer was moving to must be a warm weather tonight. So, um, uh, as you guys know, I sent you out an email about the postponed and the bid opening, which is supposed to be today or tomorrow. We had some comments back from the state and the Department of Architects are, um, answering, and

so we're going to postpone the bid openings for Phase 2 of the capital project to next Tuesday. Um, that is gonna take some time to put in these items, and as well as push those addendums out to the contractors. And, uh, accept the plants in either planning and bidding itself. Um, one of the pieces that we had thought about making, um, a little bit more manageable with the holidays. is the task of the board, if you are interested in moving to January 6th meeting, Um, to the 13th. So that would just, you know, for your consideration, Um, we don't have a lot on this meeting. If we have a meeting on the 6th, it'll be a very short meeting, because there's only about 2 weeks or so on. I'm two and a half weeks later

in the meetings. And then, um, in January, we had one meeting scheduled. And then February on, you have two meetings all the way through the end of the school year in the budget season starts in February anyways, one said. governor who needs to include the budget. Move back home. Me too. I would probably work, but… What is that? Okay. And I know you need something… January 6th. Sure, yeah, yeah. It might be bad, it's… Um, you know how we talked about having a potential workshop in January? We're talking about the other topics, you know, we talked about budget. finances and… So, I was thinking, if we were going to do for the January 6th meeting, the January 15th, that you can potentially even change the sense of work child. Maybe that factor coming in. The

superintendent searches. Got it. I'm going to be doing it between the survey coming in. Before we started locating, or… And I've been in this city's gonna send the books, so… It's going to be a good startup. Um, in January is very flexible. Yes, for sure. You can do whatever you guys want. Let's just a moment, please. Or with a different name that needs to be better? We can always talk about it. Yeah, because we might want to just be in there as well. Correct. Yeah. Just something to think about. So that would give us the million on the 13th. So our actual loan on that. you artificially lower it. You want to just… we'll just do it. So then, uh, the next floor meeting will be by Europe. Which could be excluded itself. Rather than…

Oh, I have superintendent workshop on my calendar for Tuesday, June 20th. Bedwards, Pennsylvania. Okay. that you were thinking, but I was just thinking with where we had January 6th space. a potential board meeting. But we can figure it out. Okay. Plan to do it. Okay. Perfect. Back to you. Okay. Thank you, everyone. Um… Uh, even while, Jamie, just bring up, um, uh, next policy meeting date. Yeah. For the new year, with board meetings, and I just wanted to touch base with you guys doing deals here. Um, uh, no, it works good, and then I can send out an invite. Um, the second week of January, Whenever works for you, JV works. the second week of January? Yeah. Yeah. I'm home. I'm off today. pretty much most of that week. Yeah. I think that I like

these. I've often sexually in mind. 9.30, let that normal time? Okay. Um, January 13th is drama auditions, so that would be when our board games usually two nights. Yeah, yeah. 2026. It's like 9.30, right? Yeah, 9.30. Tuesday, January on the 6th. That'll be good to have it before our regular 420. Yeah. Uh, last Friday, Joe and I attended a meeting with, um, OC and BOCES and the other smaller school districts, and we don't we do at those meetings is we review the services that we've had, the median budget season. and attached, uh, frigid boards, uh,ube, which will also do some of this information. within our… If our budget, um, presentations. And, um, uh, just, uh, provides with a glimpse of things. Um, in terms of the savings that we saw, um, using the cooperative services

at BOCES. Um, spoke over here, um… closer to the school year, so… I just wanted to provide that to the, um… at this meeting as an update, Joe and I, we did it last Friday morning. Um, we do this annually, and then we share about what the model. I had another great opportunity with our partnership with Amidad County, um, And this is a comprehensive School of Physical Activity Grant. The 10th of grant information in there, um, uh, for the board to take a look at. This has multiple… it has multiple components, uh, during the day and after community programs. that the counties provided. It'll be for this coming school year. Um, uh, physical education activities. physical activities with them at school. Um, and as well as during school, staff involvement, family, uh, memory and community

engagement. Um, some of the, uh, one of the professional, um, development activities they've done in some of the other school districts. Then we'll be part of this grant is a math and movement, Professional Development Brand, um, to the permanent and teach staff how to meet an academic. don't bring them into the classroom. Um, one of them, he says, I did like they did purchase a, um, hydrogonics towel for an elementary school. And then the kids did a hypotonic style farm to table type of activities within the class, really. Which I really like that idea. Um, for the kids to be able to go see French, you know, financing questions, especially when they've been going to tip them off and pay them to eat, so… That's all I have pending your questions. For 9 class, the

district has earned almost $111,000 of interest, 40 of which is from the general fund, so… to do well, as the rates go down. Uh, for food service revenues and expenses, we're mostly flat. Last year to the certain current. 5,478. Um, gather the admin feed for 25.6. Uh, this is our first budget update form. So, um, if we're following the budget calendar, administrators have been working hard on their budgets, so they'll submit their initial requests by the first week of January. Um, maybe for those of you who already have those in. Um, as superintendent said, we met with BOCES, um, the… Last, most recent update for the budget calendar is where After hitting our initial request. Tomorrow, so those have all been submitted, so we have kind of just the initial numbers, um, to account with

inflation, student leaves, they're working at about a 3.5, 3.8% increase from last year to this year. Again, it's conservative, we don't have the final numbers from BOCES, so it's kind of going off the board it does have available to us right now. Uh, we do get information on our utilities. We're about to enter a new mid-bid cycle, which will go in effect 5-1 of 26, and run through on April 13th, about 2029. Um, and showing an increase in electrostate of 18%. Um, the increase in gas is between 6% and 19%, based on the billing, if it's daily or monthly, um, as the dollars per therm. ERS, uh, contribution rates will increase from 16 to 25% to 17.6%, uh, one good one I have is CRS came down from 9.59 to about 3.4%. So, one little

one where something actually went down. Um, that information will be communicated at the start of every single budget presentation throughout the entire budget cycle, so it's usually one of our first slides, those external expenses. Um, that's our first update, and uh, we've received some information from this case with respect to… what the budget outlook look like? I don't think really getting the best picture right behind me. Well, they're starting out putting, um, conservative into the structural deficit within the state. I've heard two different numbers, um… $7.44 million and $4.5 billion. structuring deficit within the state budget side. I don't know if that's just to get everyone prepared, and it's gonna come in less, or is it going to come in the transaction? Exactly. We've heard this before. I know, he does, and it's kind of

like, you know, the whole thing about the Red Wolf. And one of these times, you know, in terms of the statements done historically, When it comes around every 10 years or so, the state comes around, and they have to take money back, and they have to find it. And they find it within the school bus. And, you know, the governor's already… the governor already knows what all school districts had them. has fund balance in your reserves. Um, which sometimes happens, uh, with that, um, suggestion the governor gets. is, um… Sometimes the people advising the governor don't realize But those reserves liquid for the district. that they're there for specific purposes, and not just to balance a budget. So… Um, more to come in January. Hopefully, um… they'll land on a budget release will be, um,

content. That's all I got? Thank you. favorites. Oh, it's over in, um, maintenance, we got, as Rob was already talking about, we got, uh, a bit of open and change, through the 23rd. So we'll be doing, uh, 2A and 2 bid, 2B on that. Um… follow up with that over break, uh, CDM will be on site installing, hopefully, The convector covers over our wheeler. Uh, they should be receiving them shortly. And they will be finishing up the rest of their punch list. Um… And then for grounds, Oh, there is continuing snow removal, right? Where it's getting snowed on every day, like last year. We'll be moving piles in the next couple of days, because it's gonna go up to 40, I guess, or 47, something like that. like that, so that would be nice. And,

uh, maintenance is continuing on, uh, work orders, and… Like I said in my last video, we'll be replacing lights on with brake, builders, changes, all that good stuff, and then we go over it to weekly, as usual. It's involved with our region side. So, um, that's where we're at right now. Any questions? All right, thank you. Start off by numerous note, I'd like to thank all the meteorologists for being 100% accurate. Yes. entertaining, they're going on any ground at all. Um, but the weather we've had, we've been able to drag through it most mornings. Um, if you're 2 minutes late getting to high school, a few minutes late, get into Rockwell, but everybody gets there safe and sound. Um, so I want to thank my crew for taking their time, driving safe, giving everybody where

they need to be safely. I also want to thank the district for, uh, providing us the best equipment we can have as far as school busing goes with our on-spot chains and sped tires, so… causes to do that. Um, other than that, everything's running smooth. We've got a few athletic trips over to break. Lear through the T-drivers busy. Other now, we're just looking forward to the holidays. Academy. 2026. Motion to move. add all your learned busts have never changed. I have one bus that does not, and that is scheduled to be replaced this year. It's also one of the ones that's viable to look for the electric trade-ins, depending on how it goes, but… does not have a chance. Thank you. And we started that. So, Student Services, we just have two quick updates. Um,

we're just about finished with our annual review meetings for students with 504 plans. We just have one rescheduled based on our survey, so… that process is done, and then starting in January, we start an annual review process for the Committee on Special Education. And that kind of continues and rolls through until the end of the year. So we're in good shape, things are looking good. Do you really have any passions? Thank you. So things are looking and feeling very festive at Rockwell, um, with all of the Spirit Days and, um, the different activities that we do for the holiday season. So, one that I would just like to highlight is the second graders do a project called Secret Elves. They pick a staff member, to write letters to under an anonymous health name. Um, and

then they give clues about themselves, and over the course of the last couple weeks, the staff member and their secret elf have been exchanging letters, like pen pals, and today, tomorrow, and the next day, they're doing their vape review. So based on their clues, the staff member has to look at the class, and through process of elimination, guests in our secret office, and it's been a lot of fun, um, great community builder, great writing exercise for the students, and just, like, an overall Overall, something. We have lots of great things like that going on at Rockwell right now. It's a fun place to be. Um, we did have some rescheduled events due to some of the weather, so we have our holiday and craft night with a visit from a North Pole guest. Santa will

be there as well, and that is now going to be this coming Wednesday. Um, that is in conjunction with the PTO, so PTO will also be selling pizza, For dinner, um, we'll also have free crafts, hot chocolates that bees provided. Um, that's going to be from 5 to 6.30, the extended the time. hoping to catch more people, uh, for that. And then we will be having our holiday sing on Friday. So, a morning program, it's one of our most packed active end of this year, so if you're planning to come, come early. We are planning our games web testing, our second round of winter EAMSweb testing, for the second week of January. Great. And we did have our QAP, um, Quality Assurance Protocol Visit from the state, um, for pre-K scheduled. On December 4th, and

you have to reschedule it to March, because it was a two-hour delay, and she was no longer able to get it. So, we will be giving that now. Any questions? Thank you. Sorry, go ahead. Uh, Wheeler had a snow down on December 4th. The winter was the Amriela Abraham. Uh, the overall, uh, winner there, uh, we're gonna send the top four students Uh, to the qualifying, regional qualifying, that's gonna be February 6th through the 12th, so stay tuned, more on that. OCC women's basketball team has been visiting Wheeler quite frequently, um, after their first visit. They keep wanting to come back. I think they're on 4 or 5. Last week, they brought some of the men with them. And we're currently working on, um, a partnership with them, uh, with Athletics. They're trying… we're trying

to get them to move one of their games. Uh, to, uh, earlier times, so we could send some kids over if we want them involved there. Uh, we're either gonna set it up as… Uh, maybe a game that they can go to, but we also talked, I talked with the head coach, and we want to do some things where doing something like skills, uh, and maybe some competition where the students get involved as well. So, uh, once that gets finalized, uh, we'll let you know on that. I was going to invite some of the, um, the high school kids over, like, Maude and JB and the… Uh, varsity basketball teams, uh, to tag along with us. Um, character Bob started up, uh, they had about 20 members in it. They were making gingerbread houses today,

and they were delivering their… delivering them to Loreto. Today, um… STEM Club started up, about 20 members in that as well. Uh, the winter concert is scheduled for tomorrow. at 6.30 for high school, and uh, we are taking the whole building to Sarge University on Friday. I don't think there's gonna be any weather problems this year, unfortunately. I'm sorry. So, we should be all set with that. But there will be a little bit of walking involved, and probably even some of the rig. So, the whole school will be going to that, uh, for tip-off at 10.30. Any questions? Garrett, what are the content for Thursday? And I said, well, come off a day. Thursday, yeah, your thing's tomorrow, right? Yeah, let me show you that, right? Yeah, Thursday at 6.30. Thank you. I did apologize

that it couldn't be here tonight, I think he's a little under the weather. He just has a couple things he wants to wish everybody a happy holidays and Merry Christmas, first and foremost. Uh, on Friday, we are doing an SEL Fun Day, so we're gonna have a bunch of activities for the kids to do, um, that does include a volleyball tournament. All day, um, that if I'm not mistaken, Maxwell concludes with a staff versus students volleyball game, correct? Um, I don't know, but I'm just going to the championship. Okay, sounds good. And the last thing Tim wanted me to mention was about honor roll and high honor roll, as well as class rank. There's been some questions regarding those things and them being posted out the hallway. Um, he just wanted me to remind everybody

that students and parents do have the ability to opt out of that. Um, and as of right now, we have removed student GPAs from the display case. Um, that was based on the recommendation from one of our school attorneys. Is there any questions for them at high school? Athletics, um, JV and Varsity Sports are in season. They're starting up their first round of games, uh, last week and this week. Um, modified Winter 1 sports seasons are coming to a close this week. We had modified boys basketball and modified girls volleyball. Had fantastic participation numbers. Um, and they had excellent seasons of growth and competition. modified Winter II registration opened yesterday. Um, we are anticipating… about similar participation, um, winter modified 2 consists of girls basketball and modified wrestling. Um, like I just said, we had

over 150 students participate during the Winter 1 season. We anticipate similar numbers for Winter 2. Um, we've kind of taken over the bulletin board out here. Uh, as I mentioned last time, all of our fall sports were scholar-athlete teams. Uh, but we wanted to recognize not only the scholar-athlete teams, but also the scholar-athletes that were recognized. So if you look at the bulletin board out here, the teams with their overall team GPA is posted, as well as all of the athletes for that sport. that were named Scholar Athletes. Um, and the last thing I have is boys tennis has a proposed combination with West Hill in this agenda. Um, for the spring of 2026. If that combination is approved, we are going to use their coach for the season, um, and we will… postpone looking

for a tennis coach of our own. Their coach is animal, I know he's… Um, everybody knows who he is around here. Um, other than that, there are no coaching openings at this time. I do have an application for the varsity Baseball Assistant and the modified baseball, which were the last two out of the tubs. So, as of now, we've closed those searches until we… decide on those guys. We do tennis, post tennis here, then, or it would be…? West Hills. I think we did that a few years ago when we were working on the tennis court with our kids. Yeah, and then West Sokane Deer will be here, too. That's what I asked. And it has the numbers for… Two years ago, I think, or three? In terms of the schedule, it hasn't been completely

worked out between West Hill and us. Um, I will propose that, you know, hopefully we can have some matches played here as well as there. I know we just have the brand new tennis courts, so that would be a good opportunity for the kids, too. to get out on those courts, so… And you're in Russia. Those are the criteria for scholar equity. Scholar Anthony is a 90 overall GPA or higher. And we had a team that had Yes, the girls varsity soccer team had an average student-athlete for OCS and Lafayette were all scholar-athletes. Yeah, I thought that was… you said that's pretty heavy. Better come to bad. They're so vested for those, uh, female athletes. Yes, it is. Anything else? Alright, thank you. Board of Education members, we'll start with Pax. Um… There is, um…

There's a… a big… Not really big, just a couple students coming up to me. about the GPA thing, they did someone in their GPAs posted. In, uh, in, like, the display case, and some of them didn't. Um, a lot of people felt more strongly than others, and most students obviously just didn't play here. Um… It was… I think it was more of, like, for the kids who did care, I think it was more of a privacy thing. They didn't want… people knowing their GPAs and, like, people worrying about their GPAs going higher, dropping. or whatever the case is. Um… I honestly, me personally, I like the TBDA's postage. Um, so that's just me being competitive and knowing who I'm competing with, and how much harder I have to work to… go above and beyond the

person that's in front of it. But, um, from my standpoint, I see the viewpoint from… both sides, and… I honestly… it honestly doesn't matter to me what little books are not. Alright, so I'm not happy. I've shared the document with you. Thank you, Maggie. Um, I am on the same topic with the GPAs, I conducted, like, a Google Form survey. I did ask permission first, so… There's no, uh… Just asking if people agreed with The posting of students' GPAs. Um, you know, there's multiple choice question, answered yes, no, both, or I don't care. And then the second question was short response, asking them to simply elaborate further on their above answer. About 15% of the respondents did agree with the posting of the GPAs, However, I've left a little side note. I don't… There was,

I think, a slight misunderstanding in the question. Maybe people read it too fast, or just misinterpreted it. A lot of the reasoning tied to answering yes for posting of the GPAs was… They felt that students that were in that cabinet deserved of, like, acknowledgement and recognition for their academic achievements. However, Regardless of my standpoint, that can be done without the hosting of GPAs. The survey was not asking whether you think the cabinet should be ripped off the wall, or… but rather… Everything mediation should be posted. About 10% of the respondents said they disagree. But having spoken to a lot of people, like, in person, the survey was left anonymous, because I wanted students to feel comfortable answering. Because sometimes having your name in the husband can be a bit of a deterrent. But, um, says

that they… Well, it was a breach of privacy. Because if you have… other students knowing your GPA, it can result in unwanted and negative feedback. from your peers. Like, with… And the 95 and above in the top 10 list. Names are already… in rank order, rather than in GPU, or with the GPA, regardless of if your rank changes or not. People can see how your grade shifts as the year goes on. I've experienced this myself. People will come up to you and be like, oh, you're slipping. what happened is you had a bad test. Why are you struggling? What medical did you mess up? And especially the people whose grades are being posted, they're good grades. And if you're proud of that grade, it can be very… upsetting, because you think you've done a good

job, and you have… cluster of people, essentially telling you that she is. Um, about 16% of the respondents both agreed and disagree. Saying that they solve both sides of the equation and didn't really feel a particular way. And then about 20% of the respondents said they just did not care. How many people responded? About 9 degrees. Um, But I did take screenshots of some… some of the responses. a lot of them were very… there was a number that were very valid, and I don't know if you want me to read them, even though I'm already doing a really loose time. Okay. Um, but you can just pick one. I'm having a suggestion. And you can, however you want, you have the floor. Um, you can make one agree and one disagree. Okay. You think it's

most valued, valued in sharing on both perspectives. Okay. You want to sit down, though. Um… So I don't know. Um… And on the agreed end, Somebody… well, there's this one, really, and it gives both sides historically very nicely, because this person answered both yes and no. that I'm very on the fence with the posting of the numbers of grades. I've heard a few perspectives from higher achieving students, and I have to understand Wyatt pushes this idea, and why they're always supposed to be seen as smart overachievers, Or, yeah, that's not exactly correct. This person agreed, my apologies. I really appreciate the grades being posted, because it helps me see my overall grade and what I need to work towards. I think this helps those who are competing for the top two spots, and this is

important, because it can lead to scholarships as such, and it's much harder to know where you stand what we need to do this for them. It is just a way to congratulate the top few who put in all that work to get those grades, and it does great things for other students to look at. In the past, it has inspired others to see where they could be and work a little harder to try to get out there. I greatly believe we should keep this up as a guideline of inspiration. Now, this person disagreed. I do not like the letters being posted, because I feel not everyone needs to know each other's grades. While it does provide competition, we… don't we have enough of that? Grades are a personal attribute, They do not need to represent

you as a person, and then being posted does just that. I feel that posting personal averages causes both… or, yeah, causes pros and cons, such as allowing people to eat and strive for more… of… or being what the person is known for. I'm so sorry. That could still encourage First, personal competition, I'll keep in grades prior. It can still encourage personal navigational plea inquiries provided, and those who want to compare grades can do so privately. And those we've done wish to can stay out. This will ask people who are known for their grades to instead be known who they are as a person, and not how fast their brain connects back at school. Um, I did write down a bit of a proposed solution, which is just my viewpoint at the end of all this.

After conducting the survey, I believe the situation is kind of split into two weeks that majority of people want recognition for their academic achievements, but some do not wish for their GPA to be disposed to display to the public, because they feel it was a violation of privacy and are concerned about further harassment from their peers regarding their crimes. If we remove GPAs, if it keeps students' names, it provides a compromise. As I stated before, the top 10 lists in the 95 are above and above are in alphabetical order. So it does keep the competition sparred by these UVAs alive without posting, maybe some… if somebody feels uncomfortable with it, it's… to, you know, birth, anything like that. Um, so… I think that… It is… the competition is very important. And it does help people

strive. But it didn't turn deep one in is at the expense of other people's. Um, for equipment among their own peers. stopped. I'll leave it at that. Jones, good job, Annie. Uh, Abby and I and Max, uh, in that industry remotely. on Mondays, right? Not Friday. Monday. Monday, yeah. And Monday, we may… and I typically meet new student board members. Prior to each, um, board meeting, and we go over their top key points if they have any questions. In preparation for the Northeast. In addition to that, Mr. Munther and I and Mr. Sterbein, Matt was… my parents who came in, um, expressing concerns about the GPA would be posted. out there, and then that got us into diving into this a little bit deeper. In terms of how do we have things defined in our

directory of information. His GPA identified as Directory Information? Is it not? Um, so… That's where we lends, as Ryan said earlier in his report. then, um… based upon what we have identified in our directory information completely is not in there, so we took the GPAs down. Until we made the determination of what direction we want to go. Number one was a new policy gets pending with those tonight. in the policy trees have been working on. And then what does the district want to classify has been my issue. Because that, we can. And then, as long as it opens the federal, um, regulations for privacy. plant-type incision profile. So, um… And we also have conflicting interpretations. So I'm trying to… So, stand again. It'll be really fast, I'm sorry. Um, we're here to take your perspective.

If you don't have brought these other truth carbon, the object form that I heard it from a couple students of today who have been trying to keep up to date with this, was They do understand that the opt-out form provides them a chance to not have their GPA removed, or to have their GPA removed. But it also requires their name to be as well. So, if they felt they were backed to a bit of a corner, in the sense of that… they were… because… trying to remember how to word this. They want their name, but not their GPA. If things… if they are uncomfortable with their GPA, that automatically means they no longer get recognition in the cabinet. should they choose to opt out? But if they want to continue getting academic recognition, then they

have to put it in. that was kind of… they felt like… You're right, that was an all- that was, um, an interpretation that we also talked with the parent about. And, um, I'd have to go back, and I wish we'd start monthly similar deals. I don't think it was that strictly. Um, I don't think the opt-out is… been to that, but there was… it was left for interpretation. It very easily could have… in order to opt out straight and how things weren't specified. Thank you. But this is… this is literally me territory. Um, we've never had, um… Up until last spring, we never had students who didn't want their GPA explained. for their names displayed in an academic, uh, um, recognitions. Which is posted in the hallway right here in the main office. and dissuages,

and then we put, um, the honor roll and the higher role on this Christmas. in the news line on this one, too, so… New territory for us, and um… The very few men, they were… they were not looking at eliminating, um, the Valentine and the suit joint in the class rank. They were… they were put moments more… not having the enlisted, um, in the last row. prediction. Um, in that sense, so… Um, and you did a great job in the survey. Um, 93, um, uh, students responded. We have about 127, 130 kids. That's a fantastic number of surveys such a long. Yeah. Yeah, 7 through 12 for about 100… or 300 and something.
