001the meet the library candidates and the library budget hearing so I will turn it over to Mrs Newman thank you you're welcome hi I'm Lisa Newman I'm the new director at the RCs Community Library I guess we could do the meet the candidates first and then I get to tell you about the budget so we have two seats for three year terms and we have three candidates and our first candidate is Debbie Carr you're first I can't help it ladies before gentlemen dear hi my name is Debbie Carr and I've been actually on the Board of Trustees for the last two years and I've enjoyed being on the board for the last two years this last year I stepped up to being vice president and I've also been the chairman of the policy committee which
002has been very rewarding trying to rewrite some of the policies that haven't been seen in several years but hopefully we've um for the benefit of the community we have updated those policies to include the diverse and inclusive community that we have now um I've also United with the library against banned books that has been a big thing within the Library community this year we don't or I don't believe in censorship of any of the banned books I think that parents should allow their kids to read or not read whatever it is and not any one group should decide what should be read or not read at the libraries and we decided as a board to have the library unite against banned books um I would like to continue to use my business and accounting degrees
003to continue to move the library forward in the next few years if I get reelected and to move the library future forward to serve the community's needs thank you [Applause] Mr Rousey so if I need to be back at the school board without my reporters had from many years ago um but yes my name is Brian Rousey and I would like your vote as a new board of trustee member of the RCs Community Library the library board oh I'm echoing a little bit of JFK because as a form no as a former and current librarian um I deal a lot with you know the older documents and speeches and so um given do credit you know I like to um Echo you know famous people from the past so the library board can be one
004of the most impactful groups in our community the public library helps each of us directly and in cooperation with other community-based organizations to promote a more vital life for our communities in the library let's see oh in the library are centered the hopes of Freedom knowledge and a more secure environment to learn and grow together I believe that at the library and through the library each of us can face and perhaps learn to accept and Brace and tolerate okay come on JFK every segment of the population and every type of thinking that challenges us we can grow into people who can forget differences and become more interested and more able to come together as a whole rather than focusing exclusively on personal aims and objectives and a little of my words for me you know
005the library is a place where I went to get help preparing resumes after you know after you know graduating School um at a place where I brought my you know daughters one memorable experience um I realized you know very timely now was going to the library to create Mother's Day cards we went to the Family Dollar to get craft paper walked you know because it's it's healthy and it's exercise so walk to the Family Dollar walk to the library and spent two hours and not once in that time was you're breathing on me stop touching me they were engaged and it was because of the you know the wonderful environment The Librarians provided and The Great Pop-Up part pop-up crafting books that they showed to inspire you know my children to provide something wonderful for
006their mother including two hours of peace and quiet for Mom the library is truly a gift I um at my you know current Library I was also you know pleased ironically um to be sworn at once um yeah so well anyway you know sometimes there is colorful language I work at a an unusual unusual environment but I was pleased to be sworn At Once by one of my clerks after recommending a um Brian Vaughn graphic novel pride of Baghdad um it the cover looks like The Lion King it's not it's an allegory of the war in Afghanistan but he came back the next day curse you so translation curse you Mr Rousey that cut me deep I almost cried and I cannot cry in front of the boys the ending was so impactful and I
007said so you liked it I loved it that's the um so those kind of experiences are what I hope to encourage you know as a member of the board a place for families to get together to learn to grow spend time and for people to discover you know new new resources and ideas and up yep and so I hope that you will trust me and elect me a member of the RCs Community Library Board of Trustees thank you [Applause] and our third candidate Fonda Lloyd isn't here so our board president Lori Dickerson is going to read Fonda's statement off my phone so this should be good she brought her glasses thank you and I just want to before I start to thank the the board of ed for the many many hours of service that
008you provide to keep our our educational system here in RCS going I know it was wonderful for my kids and I appreciate what you're doing now uh so I apologize for reading it but I I don't personally know Ms Lloyd but she says she is very excited to throw her name in the Hat as a candidate for the library Board of Trustees she's been a resident here since 2015. and she lived in the village 10 years prior she states that her love of libraries began as a teenager when she would bring neighborhood children to the local library with a friend for programming and story time uh I never knew the impact until I returned to the neighborhood and the children now teenagers themselves uh let her know how much they appreciated the library the LA
009the Ravina library was one of my first stops when I moved back into the village and um see sorry it helped connect her with her neighbors and she feels that libraries are the heart of the neighborhood and she would really be honored to be on the board thank you so much [Applause] okay here here's your church bulletin okay and I'm assuming this is going to advance my slides right yes anyone uh well yeah I will find out that's true all right so hey I'm Lisa Newman uh this is my first budget presentation and I didn't bring my glasses but I do have notes uh let's see did you know the library the modern library is in your pocket you can have it in your pocket on your desktop on your iPad 24 hours a day
010we have a catalog app where you can request books and have them come to the library you can request all of the lots of items from all the libraries in Albany and Rensselaer County we have the Libby app which I just had a recommendation and I just finished listening to Viola Davis's thing not recommended for children there is as Brian says somewhat a little cursing but it was really good book and I almost cried numerous times and we have the Hoopla app and with hoopla you can do music books shows and audio books audiobooks is a very big growing segment of the e-content universe also you can copy fax scan at the library it is cheaper than going to Staples and closer than going to Glenmont for a lot a lot of people circulation digital
011circulation of magazines music and videos have grown ebooks and audiobooks have kind of leveled off and print material which is the chart on the right is going back up after the pandemic it's hard to see because the person who supplies the chart uses the upper Hudson colors which don't go so well on the projector okay four uh we are increasing the budget with that is tax compliant by 1.5 percent which is about 10 000 more dollars than last year five of the ten thousand dollars is due to the bond payment which is on I think the next slide which is five thousand more than the year before this is the most expensive Bond payment for paying for the building over the life of the bond five uh we are approached here is our expenses the
012materials budget is going up we are purchasing less physical DVDs and music everything else is pretty much the same and ebooks is going up because more people are using hoopla and that is a per charge circulation and it costs more six oh seven I don't know I numbered my slides my number I numbered my thing's wrong no oh no I forgot number six I just skipped over six these are our fun pictures from this past year if you uh our building was built in 1956 if you know anything about it it was a roller rink it was a automobile showroom and it was the Knights of Columbus uh the sewer pipe was the original sewer pipe and this was the lovely scene this past February with our porta potty and the big hole in the
013floor and no bathrooms for a month and a half during the winter but now everything is fixed and we're re-back opened back up so the facilities budget is going up because the bond payment utilities all the reasons you would think it's going up because stuff costs more Staffing number seven okay we're back on track uh we're actually spending less money for salaries because we've had retirements and job changes but uh benefits health insurance cost more uh we're gonna spend more money on number eight programming we're restarting and expanding our youth robotics efforts and we're upping our game for the summer reading challenge operations we're reinstating our item processing budget which had been removed before and we have needed up technology upgrades are needed we have a lot of old computers uh uh board and Staffing
014that's the end uh legal and financial services are up our audit costs more travel a couple of the conferences we go to are further away this year than in other years and that's about it does anybody have any questions super thank you thank you okay now we're going to move on to meet the Board of Education candidates and we are going to call you up in order of how you will be listed on the ballot so first up will be Michael Coyne foreign anything to do with me or not oh oh right hello and uh good evening uh I am Mike coin that's what I'm known as although my legal name is Michael and I truly appreciate the opportunity to appear before the board uh the administrators staff and citizens to speak tonight in January
0152012 Judy Coyne formerly Judy glosanos and I were married and Blended our eight adult children into a new family as of three days ago we have seven grandchildren um uh Judy's three children were educated in this district and now our four school age children that my wife and I adopted two years ago that just needed a chance in life our students here in the RCs District I am a retired law New York state law enforcement lieutenant and Watch Commander from the State Department of Correctional Services my duties varied over the years but I wanted to just say this evening I was assigned to main office during my career for a significant portion on and off and back on and back off or whatever because I would be able to handle administrative duties in the Bureau
016of personnel conducting confidential investigations of both security and non-security applicants I was a sergeant and then a senior investigator um and I worked in security personnel as well as the applicant investigation unit and where I initially started as an officer was promoted to Sergeant almost immediately when I got there and what I did there was I promoted sergeants lieutenants and captains as well as reassigning them around the state to get them home New York State Civil Service law labor union contracts department policies and regulations all had to be followed and and I had to do it without mistake or the hammer would slim and and um that talks about what I did as far as administratively for the Department of corrections after I retired I was hired by the New York State Senate as a
017policy analyst um I have served terms as a member of the Greene County Legislature I also worked in establishing Greene County Pop Warner football as a commissioner handling the administrative matters of making that happen uh I have served on a very successful Board of Education in a neighboring District that board helped update technology brought AP and college offerings for two students as well as offering distance learning courses to add more choices for students um During the period of time that I was serving on the board there it also worked with the community and brought wrestling and football to the district tapping into a student population that was not involved in sports previously Ravid equipment Selkirk is a great School District that offers so much to our students the commitment to full day Pre-K is just
018an example of what we know that works and makes a difference the amount of sports activities clubs the Fine Arts programs that we offer is another example of what we know works so well for our students I believe in giving our students the best opportunities we can and never stopping looking for what might be I'm interested in all children living in our community and that all have access to the best Educational Foundation and services possible so as to be able to achieve living their best life when they finish 12th grade here supporting and appreciating staff and administrators sorry is key to the success of our district I don't think we need all new ideas and programs but rather we should research what truly makes a difference and build upon the strong Foundation that already exists
019here at Ravina queenman's Selkirk I'd like to thank you for this opportunity to tell you a little about myself and my vision for contributing and committing to our district thank you very much thank you Mike Robbins hello board thank you for having me tonight to speak um I have been on the board was voted on the board for three terms previously have quite a bit of experience I come with the desire to improve our district I have three children that are still in the district one not who's 19 at this point um unlike Mike I don't work for law enforcement although I previously had quite a few contact with him in my past um I work construction my old life for the most part when I was on the board previously I kind of focused
020on buildings and grounds and how we could conserve money and projects and really keep the money we've spent on the buildings we have protected through maintenance programs and stuff like that um but after being out for quite a while I delved into other committees that the board had cni committees and worked with teachers teacher and got to learn a lot of what they they're doing um on a policy committee finance committee uh pretty much ran the gamut spent a lot of time um and just want to bring back if I get on the board the focus of Education um you see the statistics nationally and it's atrocious it was 32 percent before covid competency in math in fourth grade and it dropped down to 26 percent because of coven that's scary to know that the
021three out of every four kids is not getting it in fourth grade um I want to ensure that our policy is not to push kids on to make sure they get it specifically by fourth grade um because the statistics statistics shows um absenteeism disciplinary issues Dropout rates and suicide rates um but I as a board member I know our previous board member I'm a voice of the public you have to listen to the public that's where our power comes from that's what they elect us to use us as a voice for them and from what I've been hearing lately there's a lot of people that really are not happy from parents taxpayers staff members and that's a juggling act that's really tough to keep everybody happy um but I'm willing to to again focus on
022that and make sure everybody is looked at um and and listen to uh I don't think that from what I've been hearing that the public really wants woke ideology in our district you know they don't want transgender girls playing in girl Sports they want if you're a biological male you play biological male biological girls playing biological girls teams you know we don't have bathrooms where or or showers were my daughters who are in third grade and fifth grade and 12th grade would have to be in with a male that's not just my view that's a view of just about everybody I've talked to in the community um sort of like they don't want drag queen story time at the school um CRT that's being trained to our teachers right now we need to focus on
023Reading Writing and arithmetic and get our kids educated so that they are successful in life if it doesn't pertain to educating them and make them successful we shouldn't be doing it Not Just My Views these are the views that's why I'm running again I mean I've been off for 10 12 years now um and people still see me at Stewarts and Hammer me so that's the reason I'm running and uh again thank you for giving me the time tonight to speak thank you [Applause] Jacqueline Conley good evening fellow community members my name is Jackie Kelly I have two boys who have attended Peter B since Pre-K and are now in second and fifth grade I have a bachelor's degree in English from Siena College and I am in human resources for the division of Criminal
024Justice Services as well as the New York State Office of victim services as a human resources professional I recognize the importance of a healthy and happy Workforce and in turn the difference that morale and employee engagement can make in a staff's ability and desire to not just show up but to be the best possible employees who truly want to make a who truly want to be a part of making the district as a whole a better place for all of us in a school district that includes our kids and our community so this year when I was getting my signatures to run for the Board of Education I focused on the folks who truly can make or break our district the ones who are with our kids day in and day out more than half
025of the signatures from my petition to run this year were not just parents or community members although they were those two but they are also employees of the RCs School District while the voices of all of the community members are obviously important it's the people who are both community members and employees who are our biggest assets they are the ones who know the most about what is truly happening and how we can do better and those are the folks we need to keep over the course of my children's education thus far I have developed not just a healthy parent-teacher relationship with those in the school but I've become a friend and Confidant to many who teach my children now who have taught my children in the past and even those throughout the district who have
026simply heard me speak up and recognize me as a voice for those who are not feeling that they're being heard our district currently has an unfortunately poor reputation as an employer and in running for the board I hope to help improve that and make our district not just an employer that manages to keep the folks that we have but as a place that people want to come that employees want to come to because of how happy our faculty and staff are in the positions that they have the success of our students depends on them I promise that a vote for me will be a vote for our teachers our staff our community and our kids thank you [Applause] thank you Pete Ross foreign thank you my name is Pete Ross I have lived in the
027town of furo bush for about 10 years now my daughter Leah attends aw Becker third grade my son Becker is in second grade and my son Tyler is a sophomore at Buffalo and watching Tyler grow up and all the opportunities and everything that he had here at RCS I really want to make sure that my younger two have all of those options for them being able to try everything because that's really what makes a well-rounded student um my wife and I are both teachers I am a teacher in the Ava Park Central School District for 22 years there I am also a union representative for my building currently on the negotiation team negotiating our contract so we live and breathe education I'm engulfed in it every single day I put time in here at night
028part of the buildings and grounds committee when I started on the board six years ago we were in the middle towards the end of the construction project and unfortunately I had to learn a lot about accountability uh questions to ask people to call out on um and it was weird it was definitely different for me was definitely a learning curve now that we are starting our next uh building project I'm excited because I know the questions to ask I'm confident in the decisions that we make and I can bring a lot of that to the table I think it's important for a board member to be a good listener to be a good communicator when you don't agree with somebody's views listen and learn more and not just attack in certain situations um I want
029to give everybody all players in this community that we live in whether they're Administration whether they're teachers whether they're students everybody needs a voice and the board is your microphone and I want to know and I want to hear and I want RCS to be a safe place I want RCS teachers and students to know it's okay to take risks without repercussion because again that's what makes the world that we live in a better place so whoever you vote for go out and vote everybody get out and vote May 16th let's get out there Tuesday even if you're not voting for me it's important everybody gets out there because that's one of your your strongest weapons thank you thank you now we will have the uh RCS budget hearing the budget hearing is basically a
030summary of all those things that we've discussed previously at the last board meeting we were able to give you the essence of the three-part budget and you're going to see a lot of the same ideas and Concepts and generalities of the overarching budget so again our plan for this night is to talk about priorities budget drivers the other things that we're voting on and what happens in the event that a school budget is defeated these are our priorities going into this year's budget development and based on discussions with our building and District leadership teams and our district leaders and discussions here at the board table we live under the five really important things some of them are continuations from prior Year's efforts and some are new or will be more Amplified as we move forward
031as you'll see and Jesse's spoken about this before the primary reasons for increases in areas of the budget are related to contractual obligations as one of the candidates mentioned our expanded upk program hiring additional staff for that additional staff around our CTE programs benefit increases which is unfortunately true in every industry in the state and Nation right now and a capital outlay project which as a reminder is a hundred thousand dollar project for which we are reimbursed in the following year so unlike a regular construction project where we Bond the money out over 15 or 20 years we are able to dedicate a hundred thousand dollars and in this instance we're dedicating our project toward replacing the water heaters in the Middle School who in my time here have potential but perpetually it's like a
032predicting the first snowfall of the Year these water heaters have burst or broken or gone out of service they've caused damage to the classroom below it and it is well past time for us to do this work so we expand the hundred thousand dollars with the taxpayers approval and then the following year we receive back essentially seventy two thousand dollars and we do the same process again so we'll be doing hundred thousand dollar projects for basically twenty eight thousand dollars and ideally we do this in perpetuity this is a very common successful and efficient thing for school districts to do in order to turn around smaller jobs uh that uh the district is able to get reimbursed for in the following year uh so the expense plan or what we're going to be voting on
033this year is uh increase of a little bit over 2.2 million dollars or 4.47 increase from the previous year and that is made up of of about 8.8 percent administrative costs uh 75 percent uh program costs and about 14 percent uh Capital cost so the revenue that uh we are we are going to get to help pay for that is uh a tax levy of about uh 27 million that's a 1.48 increase from last year a state aid of about 20 million dollars and there's a significant increase in that uh because we are getting fully funded in our foundation Aid uh which would be an Inc uh about one uh 1.9 million dollar increase from previous years um excuse me I'm sorry uh we also have miscellaneous revenue and we are using a little bit
034of a fund balance to lower the cost to the taxpayers as you can see the tax levy still makes up about 50 percent of the revenue with the state aid coming in about 38 percent and the miscellaneous Revenue about six so this is a little uh a five-year um show where our tax living limit is and where we went out in our taxes uh like I mentioned before uh next year we'd like to go out as a 27 million which is an increase of 1.48 or 394 000. um it is important to try to go near the top of a levee because that is the first step in the calculation so if we see something down the line where the state a drops and we were not going towards the top it will limit our
035ability to get some local funds and it would it could cause us to try to go above the cap which would need a super majority which is uh um 60 plus one vote so we try to avoid that at all cost so this is the impact on the tax bills the final assessments are not final until July and August but this is the estimated based on what we know from last year so you you will see significant difference in in some of the different uh towns there and that has to do with Equalization rates some of those towns haven't done reassessments in a long time so a hundred thousand dollar house in New Baltimore because they haven't done a reassessment in a long time a hundred thousand dollar house is probably worth a lot more
036so they use Equalization rates which take in uh what the market value is of the area and increases those rates appropriately thank you so what else are we voting on uh the other things you will see on the ballot is a purchase for three buses uh 64 passenger uh diesel buses uh for no not to exceed 495 thousand dollars and this is part of our our bus replacement plan that we've done over the last few years also a capital reserve uh this is completely reserved there's no impact on our taxpayers at all this is just to set it up uh and the reason why we set this up is to try to save money down the line with excess funds to try to lower the local costs on uh capital projects so like Dr Bailey
037said our state aid is right around 72 percent uh we'd like to try to make up the difference so it has no impact on taxpayers when we do these larger projects so we were able to save a little bit of money so when we have to do these these laundry projects to fix our infrastructure it has less impact on on our taxpayers so again we are doing a we'd like to go out with a capital reserve for 10 million dollars a maximum of 10 million dollars uh and that for uh for for 10 years again there's no we could set this up and never put any money in it has no impact on our taxpayers at all like we mentioned we also have three uh board seats that will be up and we met the
038candidates tonight and we also have the library budget and uh there are two trustees um so I also like to do with these uh if something were to happen and they were this budget was to be voted down the board has an option we can go right back out with that budget we can make some adjustment adjustments to that budget and go for a re-vote which would be on June 2nd we would have to do all the required postings and and presentations again to say what was coming in and out uh we can do that or we can go straight to a contingent budget and the contingent buzzing means no tax level increase and there's some legal things that has to be ordinary um ordinary expenses and legally there's some items that need to come
039out of a contingent budget so there'd be no purchase of equipment a less instructionally needed excuse me public use of the building by outside groups and organization must be charged a fee to cover all expenses non-instruction employees not in the collective bargaining unit can't get raises uh rental of office equipment and field trips not part of instructional program cannot be provided unless self-funded um some of these things uh you know these if we we were to go to contingent budget there's some other items that would need to come out and that would be up to the board to decide what what they would like to see so again uh come out the vote is on May 16th from seven in the morning to 9 pm thanks a lot guys [Applause] order and then hopefully we

041hear anything back um I'm going to ask for an addition to be made an emotion should it be under old business new business or to the additions right now I I asked the question again there's there I sent an email today there's an issue that um concern about possibly making a motion and adding something to the agenda since you're adding things to the agenda do you want me to make the motion now or at a different point I would believe that it can happen at any time that's not reserved for just the opening of the meeting so if it's based on discussion at any time that a member can make a motion so this is for additions to the agenda so I was asking would you like me to make that now in addition whether
042wherever it is in the meeting accepting conditions yeah so yeah we have to approve the additions okay so if it's made after we do this addition and it's fine okay that's fine would you like me to make it an hour later that's all I'm asking if that's what you want to do okay um we have a uh a committee coming up for our mascot committee so um it's at a building level uh committee so under Section 2210 of our policy manual I just wanted to correct it and make a motion for the board to create a advisory committee on the mascot to formally create that committee do we need to formally recognize it as a standalone or it's in 2210 it's it's an advisory committee I know it's something that we actually have no idea
043because we just got it today and I think we have to still get feedback from legal like information so it's kind of you know on top of well I think you make the motion see if there's a second we go to discussion right does that that's how it would work of course nothing so you have to ask for a second I think okay do we have a second okay do we have any discussion well the discussion would just be a simple simple motion to create that committee as an advisory committee and since Friday it's actually being finalized it's just a matter of a technicality once I was being finalized uh the thing that went out uh on the website for people to I think ask invite May 4th uh who wanted to serve on that
044committee and then I may fit I think you were going to inform people on who are going to be on that committee so it's just a matter of creating that advisory committee because it's not a building level committee simple thing you can't seat that committee until we create it yeah and it sounds like it's a resolution to approve the existence of the committee that's it I don't think I think would be appropriate I mean it's the the committee is for the purpose of fulfilling an obligation to put on the board by the state so it makes sense that the board officially creates a committee create the existence of the committee sounds like the committee is coming together right I thought we were in a public forum level where it would just be and yeah the
045committee's not making any decisions all they're doing no but it's an advisory committee and our and our policy and manual advisor committee would be created by the board let me expand on a little bit um well first of all we can have the discussion we can have a discussion later but I have some information about rebranding that's relevant but it is just a matter of adding this to the agenda I think that trying to do that and we can we can actually discuss the resolution itself during the course of the meeting we don't have to discuss the realization on that we're just discussing whether to add it correct correct yeah correct yeah so we just follow whether we're heading so what are we in just just add a resolution to the uh agenda to discuss

048attendance as a primary and core element of success in school if you're not here you can't do the work you can't learn you can't be a part of the community so we hosted uh as a part of this a poster contest to all of our students in K-12 and uh Mr Engelhart may have a little more information about the process that we followed but we're very proud to acknowledge some of the students who were either awarded a finalist as a finalist or as a winner of the contest and the posters that you see on the wall here are posters that we have had mass produced to be placed in all of our buildings and in our community so we are that's how proud We Are of the work that they did Mr ringard right so
049thank you so much so this has been a work in process progress process progress progress thank you we started we have an attendance committee which is a subcommittee of our district leadership team which we meet and talk about attendance policies and practices and we came up with an idea for a campaign and we wanted input from students so we decided a poster contest was the way to go so we went to our ptos and ptas who are generously giving us some gift cards so she will be receiving tonight as well and the theme for the contest was be an attendance hero so you'll see hero up there and hero means here every day ready and on time and so we had I don't know the exact number but we had quite a few participants who
050submitted some really awesome creative posters over 40 of them and then the committee had the daunting task of looking through them and trying to figure out which ones would be the ones that we would want to declare as winners so um I just wanted to mention that we have a lot more that we're going to hang up in our district office as well so these are the ones as Dr Bailey said that are mass produced we are going to look to see if we can put them in Steward shops and Shop and Save someone had suggested maybe even Jericho so we're going to try to get some folks to to Shop and Save said that they were interested in putting some up as well so we're excited to remind everyone how important it is to

052um we actually opened bids last Thursday on the this Summer's capital projects and uh good news is we were on budget you know with all the uh price increases and everything else we were a little nervous there but we got some good contractors and got good numbers so uh it was great uh you know it's a lot of contracts like working in this District we've had some contractors that have actually done work in the district before so it was a big plus for for you folks um so the uh I'll talk first about this Summer's projects and then a little bit about the 2024-2025 capital project so um I think you have printouts of it so basically what we're doing we're going to be planning for this summer is as soon as school lets out
053is they're going to be at the high school site we'll be demolishing the concession stand so that'll be gone leveled um there is so there are some electrical panels in there for your feature field lighting that we're gonna have to relocate into a box out there we'll also be putting in a new pool air handling unit for the swimming pool at the high school the Press Box we're going to take off that um kind of story and a half second floor there on the Press Box all that wood framing is coming off and we're going to be putting in a new third floor so it'll be uh intermediate level and then an upper camera deck level with the chain link fencing around it like you'd see at a typical high school uh the Middle School
054we're redoing the service entrance right now you have two separate utility companies uh for the two sites so we're going to be redoing that service which is Antiquated and uh doing a new service into the middle school it'll be all under the same utility company um at the elementary schools both aw Becker and Peter B were going to be renovating six classrooms at each building it'll basically be the six classrooms on the second floor right at the main entry uh we're going to be replacing uh or removing asbestos tile flooring the unit ventilators in the classroom and then Cabinetry and then the car to walls if you know the schools there there's like a glass wall above the casework we're going to be getting rid of that so it'll be a little more secure as
055well so uh let me flip to the next page yes air handler yeah for the summer will that shut the pool down it well we're trying to find out that's the thing with the equipment is we're trying to get the lead times on some of the equipment um I think for the installation it may have to shut it down for at some point and we'll try to work into the best time to do that right yeah we talked about it probably have to be shut down for about three or four days in order so it's not a yeah biggest thing is going to be getting in through two double doors so we'll stage that and also at Peter B we're Peter B Elementary we're going to be doing uh new dugouts two new dugouts a
056removable Outfield fence and also um we also had an uh another alternate in there it wasn't partially part of the original scope but if you see on the photo the high school card around the first floor uh has uh vinyl tile and then below it at is uh as best this tile so we're going to be replacing that the numbers came in low enough that we could add that into the project so that entire first floor Carter is going to get redone with new flooring so the photo that's up there now basically shows the concession stand which goes away Press Box the the green portion on the top the slope part that's all going to come off the rest of the building is built incredibly well it's 10 inch block yeah this box there's no
057interior to it anymore it's only going to be exposed yes when you go up to the second floor it'll be exposed and then there's going to be a ship ladder up to the up to the upper level yeah but will they be able to see out of the building oh yes oh yeah on the second floor yes well they the only way they see now is on that or the second and the third floor yeah they see there's wind if you if you go up there now there's Windows facing the bleachers on the second floor right so those are going to remain and then we're building a new roof above that right but that's that upper spot is just um a rail it's just gonna be fenced it's not going to be an enclosed area
058oh no no that's just railing yeah totally like a typical camera deck where you could walk around up there chain link fence we're going to put Outlets up there so you can do uh you know do filming or whatever you need to do up there I can give you a little more detail on I don't have an elevation of the whole building we just put that on there to show you what's there I don't know if that's really what they were looking for no that's what Teddy's talking about is there's a area where that existing roof is where it's a head knocker you can't step into it because there's two floors of interior up there that they have different there's different areas for different teams and you're going to remove one of those and somebody
059would have to be exposed to the elements or be outside there's a lot of equipment people have laptops cameras everything else they play sports in the oh yeah but the second level is still going to be totally enclosed correct right now we have two areas enclosed right now we're going to one yeah that's how they're people using it that's where they use it to be the visitors okay I I mean otherwise I'm not I guess I'm not sure that's what they wanted that's not really what we projected so I don't know how we have this on midday and stuff and that's really not I I don't that's the first time I've ever seen that but I mean you can bring in the athletic director and the coaches but that wasn't one of the things that
060we looked at okay huh somebody was at the ad who set requirements from the project the coaches and ads we looked at a lot of different like enclosed areas going on the top of that thing and we had different things that you could buy and set on top of there it wasn't I I don't ever remember showing anything of just one exposed area yeah an enclosed building two sides to it when extended past the tower okay or you would have two levels okay why can't that second level be two separate rooms there was you know there's something that overhangs both sides and the support was the thing that we had originally looked at like he was going to say I don't know how wide that Tower is it could be 40 feet wide and like
061they had the thing that goes on top of it that might have been 80 feet just making numbers up I don't know so it expanded and then they had two separate rooms I mean that's what they have them like a lot of other facilities like if you go to some of the facilities that's the top that they have on it but that's the first time I've seen it we'll be discussing all the elements of this project and its implementation at the buildings and grounds well the problem that we have Brian is we already bid this thing so now we're after the fact and waiting for buildings and grounds committee is going to be tough because now you're going to if you want to change something now we're into change orders these plans were I mean
062the the usage and the and the work that was going to be done in this project was talked about at all of our construction meetings two years ago I've never seen that this is the first time I've seen that picture and I've been at every one of our meetings anytime that's the first time I've seen that picture if you wanna you can send any kind of presentation you've done before and you let me know where we have that picture in the meetings where I'm at the needs so I mean because I I mean I know you want to talk about the ground's committees but then I'm going to ask the next questions because some of these other things aren't what people ask for either so I mean you can have buildings and grounds but some
063of this work isn't what we they asked for we can share the minutes of all the meetings that happened for the last two years okay it's already been but my question is is now you have to go now you would have to get a change order if you want something different for the thing is built and then you do the change orders before it's built requirements yeah I think that there's a document somewhere that finds out what the expectations are for the projects I'm just confused I guess where you're saying this with something drastically different course right so I may not have been these are the specs that they wrote the architect wrote These specs this is what the contractor bid on this is what the contractor owes us I'm asking is this what the
064school asked for I agree I hear you do we need to go forward no we don't is it a change order gonna cost us money to get something that we want yeah it could but there's no sense of doing something if it's not what they want what I'm saying is that needs to go back to people and whether we do it in buildings and ground and invite the ad and the football people and everybody else and say hey is this what you guys were hoping for hey they could say yes but that's the first time I've seen this picture okay I mean the comments that we heard um was that the the issue was that they had to climb up those steps to get up to where they were viewing out and people were hitting
065heads so they wanted a roof over that and then a camera level above that so we can absolutely take a look at it well we do have a billion grounds meeting before our next meeting so we can we can definitely discuss it there and then just talk about it right at the board yeah you we're just gonna have to line it up and see if we can make sure we can get the people that we need to to the meeting well we're doing it virtually so hopefully we can do that so okay yeah okay okay um so the next page is the at the two elementary schools where we show we talked about renovating six classrooms so basically we're replacing a unit ventilator that's on the outside wall right now there's no Cabinetry on that
066outside wall so it's part of that unit but we're going to add some Cabinetry so there's more storage in the classrooms that was one of the requests that there wasn't a lot of storage room and we're also those classrooms right now are not there's no exhaust fans in them so we're adding exhaust fans in all the classrooms so that as you draw area and it'll be exhausted out it's much more efficient on the corridor wall as you see there on the lower elevation we'll be adding again more storage Cabinetry some built-in Cubbies for the for the kids and then the sink will be replacing that as well and the sink would be Ada accessible so it basically doubles the uh the amount of storage space they have in the classrooms now foreign next page Peter
067B is uh dugouts that um we have in the project two dugouts and then uh there's an outfield fence that is right now uh scheduled to be a removable fence it would come with um posts that go into the ground the the fence section should come out and then you put a cap on it so that the field is more flexibility with the field it could be used for baseball and if there's other functions there the fence can be taken down why are we doing that and I know you don't want to talk about this but we have that already and it's terrible I I'm telling like I don't understand why we're doing like the fence we talked about putting permanent fence up and trying to keep animals out was the discussion and everything else
068and going with the fence and every single person that I've talked to because I'm getting drilled about this right now wants to know like and I sent you the list today is permanent fence and our dugouts like I've seen the picture of the dugouts the questions are going to be there's a fence that's going in front of them where's the front where's the door to these dugouts these are Precast dugouts because then we have to enter the field so then is there going to be fence outside of these dugouts yes the dugouts will be pretty back from the fence yes but then the the dugouts won't let you enter the field there's a separate entrance so was that area all going to be fenced in and tied in to this Dugout like this Dugout if
069it's a Precast unit it's going to get set in place yeah this this is just well the photo that I had there is just a sample that's not the exact Dugout I'll just show you kind of what they look like basically what this thing would be is we would be set back you know how many feet four or five feet away from the existing fence and then you would come outside that fence and get to the dugouts they're not attached is there going to be any fence or I mean just putting a dug out there and not having an enclosed area isn't you know giving us the results that we want I mean you have to have a fence that encloses it to the field and a gate into it like I mean you can't
070just sit at five feet back from the fence what does it do it just gives us a bench with a roof over the top of it right I I mean it's kind of I mean the baseball fields if you go to a baseball field they have a Dugout and then they're fenced in and then there's another fence outside the Dugout to the entrance of the field up the this doesn't work and being five foot back from the fence doesn't do anything okay I know well I know other districts we've done that we can modify I've obviously modify it to whatever you want to do we were just told that you wanted two dugouts you know proud of those fences and these can be set where you know wherever we want to put them I think
071he's just saying for safety purposes if you if you set it back you still have to fence the front of the Dugout and have a gate to go in otherwise the player sitting on the bench if a ball flies in there it's going to hit there's already a fence there okay the thing is now they're going to set it back but then you still can't enter the field right from where this is you have a fenced-in area we're in the middle of the baseball season I can tell you I've been to 10 baseball fields in the last three weeks there's none that that are set like this they're all enclosed dugouts and closed fences you're talking about separating The Dugout from The Spectators having a separate fence for that so it's a no I mean
072this Dugout is going to be back from the fence but then it has to be enclosed and then fenced off to enter the field so usually you have a door where you keep all the equipment and then they get into the field so it's separate so it is enclosed from people walking into just random people can't go in but usually nuggets all enclosed okay so Matt and I I think there has to be conversation about the fence I to be honest with you the fence we have now does not work and my assumption is if you ask every one of our baseball coaches they tell you not to waste your money on this just like what's on the varsity girls softball field correct the one that falls down laying on the ground okay it is
073it's a it's a removable fence it goes in with a pole into a hole and that's what they have now that's what it goes into a poll I mean you have 180 pound kids that hit up against fence I mean unless you're telling me they're going to use poles and wire mesh fence or chain link fence yeah these are heavy I mean you're going to roll out chain link fence and put them in no these are like 10 foot sections of heavy duty fencing this is a baseball field we have plenty of other fields it's never going to be used for anything else right no The Outfield is used for soccer and other things it's not anymore no it's only used for but this Field's only used for baseball they don't even use that field
074for softball really anymore because the soccer fields and everything in the back were Fields when they line them for wreck we're never on the baseball field they were always in the back so I kind of see their point in a way because it was Rec Soccer I know what you're talking about they use them but they don't the baseball field where it is none of the fields ever went on to that portion they were always to the right and always in the back so it I get what you're saying but I I kind of see Teddy's Point there's no reason why that couldn't be a permanent fence I don't think it would interfere where it is with soccer but that's just my suggestion or is it staying up for the season be our staff to
075accommodate that it stays up for the season it stays up for the season and then it's taken down at the end of the season but then you got a store right maybe isn't softball or baseball occurring at the same like why do we need this fence I'm sorry you need a fence for protect the Dugout and the ball going into Dugout no this is fence this is all outside fence the foul ball fence that's just the requirement of baseball that's just what they mean to have the proper field is what they do the other problem that we have is we get animals like there's deer crap all over our baseball field and things so part of getting the fence is to keep the animals out of there okay so I mean we ask and when
076you talk and that's why coming up with this I'm not sure where it came from because I have all three baseball coaches this is absolutely what nobody wants so I'm not sure where we came up with these options I mean I sent the list today and they can send the list to you but there's you know other things that you know they're looking for so we made so we may just have to talk about changing it possibility to a permanent offense that's correct okay I think I mean there's other parameters they need to work oh yeah I foul out of bounds fence I think you just you just stand our our apprehension is we've obviously been burned before and there was the lack of details or structure leads to bad decisions so if it's somewhere
077there's a communication gap between the committee and specs and then approval that just makes all of us extremely nervous that we're going to have a problem with inflammation where are we putting the batting case that's in here the batting cage we haven't located that we're as far as the project that's not in the project right now the batting cage yeah that could be that we were anticipating that we purchased as a under State contract so that could be where we have to get pricing on that on what on the batting cage so it's not part of an award right it's not part of the award so are all the things listed on this what is not part of the big um let's see it says fourteen thousand dollars and when you put a batting cage
078in I'm assuming we have to put a concrete slab in first for the batting cage so that's why I asked of where we would be putting yeah we yeah we were trying to get uh State contract pricing on the batting cage which we haven't received yet because that was always going to be a state contract purchase similar sort of dugouts or the fencing you can buy those you can just go and buy those you don't have to publicly bid them and usually when you do state contract you get much better price so we can have that conversation and see where where you want to put it but so they have a batting cage and state contract oh yeah all sports equipment the dugouts are on on state contract usually from the company Sports field Specialties
079so what's the cost like that versus just putting up CMU block um I don't know if I have the prices in front of me they were because it says it's a hundred and ten thousand dollars it's fifty five thousand dollars and dugout I've never seen one of these dugouts in all the baseball fields that we collect most of them are all just blocked I mean can you build a concrete CMU Dugout for less than fifty five thousand dollars I mean how was this bid out well this again is State contract so this isn't part of our contract like with the general contractor or who we would hire no no this is a separate separate number so how are we putting these getting installed as part of the state contract they they do the installation the
080installer does yeah so would it be something that we would look for an alternate for making a Dugout with just regular CMU block to see what the cost difference would be well we could talk to the contractor and see and get a price from them yeah I mean I mean typically for a Dugout like this using a state contract number this this is built in a factory and it comes out totally pre-built so it's usually a much better more secure unit than you know building them by hand okay does that change the state at approval um we may have to go back with an addendum to stay dead yes if we had a different dugout if it's a different style yeah because these dugouts come with a storage unit on them what about like the
081benches are there any options when it comes to benches or bad helmet cages batting yeah I mean I can share the the website with anybody who wants to take a look and see what's available as far as these yeah there's many different options I I think that I mean I wasn't here last time but Pete and I when we were on the other construction project thing it was very detailed we knew exactly there was there was no guessing we knew exactly what you know was outlined and everything so I guess you know if these are just projections that's fine but I I guess I would like to see before exactly what's going there you know before we do that who's sending the specs right because now we're wearing a gap between what the expectations are

084they envisioned and it is a disconnect with the specs and change orders need to be made what does that process look like well we we accept that bids will we have an awarded contracts so if you wanted to go and redesign this thing you can go ahead and do that okay yeah but the dugouts aren't in the bib you're saying right but you guys the fence in the bid that's that's a state contract purchase so you could go you could go to another state contract at different kind of type of Dugout right but that has nothing to do with a contractor or hiring correct right because the contractor we're hiring has nothing to do with putting the dugouts in right how about the fence the fence was an alternate in the project so we don't

088to it too they uh What uh Tina's referring to is the south end of the district is Central Hudson right and the North End is National Grid and um they were not willing to entertain any further assistance we were hoping that they would potentially contribute to a portion of it saying we'll have continued service bill you had a discussion that you would the front man in this process but um we thought they would have any flexibility or help and they didn't offer any to help us with the install that's what you're talking about asking if they would take responsibility for it well partially I mean I thought we were looking to have their input and whether or not there was almost a little bit of competition between the two because I assume we're only going
089to go with one in the future they refused to cross the line yeah so the uh the service line the line of demarcation is essentially the driveway where the traffic light is so north of there is National Grid south of there Central Hudson right now the way that our service enters the middle school it's in that fenced in yard behind the visitors bleachers on the stadium that's in National Grid territory they're allowed to demarcate their they're not allowed to go beyond that so because we're looking to be a secondary leader right now we're primary metered at the middle school we're going to be secondary metered the way that that would work is that Central Hospital or National Grid as we proposed would actually own that cable all the way to the back of the middle
090school and because that's going to cross in the Central Hudson territory National Grid's not interested in doing that work okay Central Hudson is obviously because it's in their territory and they can provide the service but National Grid won't entertain it and right now on the entire cable going from the Middle School out to the road and when bill says secondary like our homes the Transformers out of the road and then your secondary is your meter we don't want to own the equipment anymore we want them to take responsibility for that inordinately expensive complicated equipment so we're going to have to continue with two different because of that line we'll have so right now we have National Grid solely at this campus after this project Central Hudson will be providing electricity at the middle school which
091honestly is probably a benefit for us because if you lose power in one as you have the other and we're the last stop if anything happens between here and in the corners we lose it anything happens South going towards the village so it will be a benefit to us okay so to answer some of your questions we set up a sensibly four buildings and grounds meeting specifically tailored toward Construction the idea is for the constituent parties we're going to set agendas for each of those meetings and have the constituent parties meet beforehand to brainstorm ideas and talk about the way it looks now or what is it they need to have happen so that we don't have 15 people coming to the first meeting and they hear the whole time talking about Elementary classrooms and
092the other group doesn't get to speak so we know that we also know the issue of time so some of the coaches and the ad won't be able to go to the meeting we're going to need to gather them and do the input beforehand we know that and then have a representative come as part of the virtual meeting I think the those meetings we set between four and five so we know there's going to be some limitations based on the day and practice and game schedule yeah can you can you send us information on those you know the that fencing and the dugouts and that Press Box you know those things information so we have that ahead of time of what's being proposed absolutely I mean I think that's some of the we're putting VCT
093Tile back in rooms in these rooms after we remove it yes is that what's the standard still just putting the VCT I'm sorry yeah VCT is a standard uh you know in elementary schools they used to do the carpeting but they got away from that so concession standing we have to uh we already removed the asbestos out of there so we can take it yes before you take it down the believe it or not the asbestos has to be removed otherwise the entire building has to be disposed of as hazardous material and it's super expensive right so that's the first step of getting rid of demolishing that building does that get done this summer yeah that was the intent to get it done this summer yep absolutely well yeah it'd be nice that's kind of
094a nice one so uh bill it just reminded me that when we were in early on in the Press Box we did talk about potentially doing like a third level to it which I only know of one of the school that's done at a third enclosed level SED has new regulations now which would be would make it very difficult very expensive to do that you have to basically have to rate right now they're allowed to do two levels and an upper outdoor platform if you do an enclosed third level then then you got to get into renovating the entire building and make it fire safe and add you know a lot of other options that most districts don't don't do I mean I think the only school I know of Taconic Hills I believe is
095the only one I know it has like a three-story enclosed are we doing anything to the inside of that Tower to renovate it or does this thing just sit on top of it this thing well takes all the wood off we put a new roof on so that the roof inside will be brand new it'll be painted and then we cooled out for the walls to be painted and all and the you know the platforms and all the structures in there would come down yeah so I mean I mean for what about like there's stairs and things up there are we still using those stairs are we putting new stairs inside that well the existing stairs coming up from the ground level those stay but once you get above there there's a platform and there's
096stairs and all that that all comes out all of that gets removed so it'll be they'll actually be a lot more space up there than you have right now because I don't know if we're going to rebuild it where it's actually going to be a little bit nicer inside there it's not the nicest you know it could not be nice I'm just saying I mean the stairs I mean it's just what you know wood in there and everything else if we didn't do anything like safety wise of fixing it up to get it to to make sure everything's good in emergency lighting yeah we're doing emergency lighting we're doing fire fire alarm and smoke detectors things that aren't there right now so there are upgrades for that are we going to paint the outside of
097that uh Tower or do something to the outside of it not as part of this you are well well we're putting a brand new top on the whole thing and everything and just kind of you know thought maybe we spruce up just a thought I mean it feels like I got enough stuff to do you're just adding more to it okay okay so um so yeah we'll definitely get you cut sheets and information on all the products so everybody has a chance to review it um as far as schedule uh summer 20 is 23 we would tend to start the projects the last day of school um the 2024-2025 capital project we're basically just starting design development phase so it'll be several meetings on that to talk about parking you know various things uh you
098know flow on the different sites um once that's all approved and reviewed by everyone our intent would be to submit those drawings to New York State education department in October to get it out on a street SED review time is five months right now they've also SCD unfortunately has also gotten rid of their third party review which used to help get some projects through and they're they're not allowing that anymore so we're anticipating it it'll remain a five months review and then potential construction start in June of 2024 and completion in September 2025 you know over the two summers if there's any exterior work that we could be done in between we may take a look at that but the intent is to do all the work over two summers and I think that's it

100we told them we got a lot of good information so we're going to come back with several concepts for for the district to review and see what works and there's somebody who specializes in this area of traffic design oh yeah yeah any other questions nope John's going to stay here for a second just in case but I wanted to be able to offer an update on our playgrounds for the two elementary schools sure so just a quick update on playgrounds there were some significant lead time issues with the equipment for aw Becker so that work is being pushed off into the summer um and I've been promised to completion by the end of August on that so that's where that's currently at uh Peter B uh John and I met with the playground company as
101well as the site engineer to review the site at Peter B uh and go over the drainage go over potential options there so Mr Jones is assembling a playground committee and they're going to meet the week of May 15th to start the design process on you know what their what they're looking for as far as playground equipment and then we can we can move on from there again with the uh with the hope that we would have that done by the end of the school year let's show a purchase order and then get that equipment ordered and installed as soon as possible to be installed over the summer for Becker because this has been pushed back I feel several times and sure so the original timeline for installation was spring of this year and just
102due to you know material shortages things have been pushed back you know that's what the the playground and seller tells me so that's all I have to go on I you know he's promised me I'll have it done this summer that's the best I can tell you it's out of my hands at that point you know and what about for the Middle School they were supposed to have a structure installed as well that was available through a grant my understanding that equipment was available yes that's also my understanding too I don't have a time frame for that one um he told me he has it he has a crew available he needs to come out and see it and that's where it's at and he hasn't been out to see it yet I would anticipate
103we'd have it done before the end of school year is that something in their program that's cool I would say so yeah I think the equipment's minimal it's like some climbing gear so I don't anticipate that that would require any major construction of that you know right next to the building I don't think it'll be a problem playground equipment installation but what about the drainage so that was part of what we met to discuss a few weeks ago the drainage was removed from the scope of of this project just because of um the type of surface we're going to put on the playground we want to do a poured rubber surface which really doesn't require the same drainage as what we're originally thinking for that space so okay so it changed because originally it was
104like all year long it was like no sense of putting the playground until the drainage is done they're saying that with what you're putting now you don't have to worry about the drainage that's correct because again we want to keep things the same between the buildings Becker is getting a poor driver's surface so we're going to do the same at Peter B but putting we could continue with that drainage but it really would be a waste of of everybody's time and money to do that you're not going to like you're not going to put it in and then all of a sudden have a drainage problem correct so they would they would you know crown that okay crown that area and then if necessary we could do um you know a trend strain at the
105at the end of the surface but it would make it would make sense to put Finger drains underneath that no plan is whatever there's a plan yes yeah that's why we met there with the site engineer at it to go over that who does the site preparation who underwrites whether or not the product and the crowning and everything meets specs to be optimal for that drainage we would work with Western and Sampson to do that and and patently Recreation who's the playground contractor and we'll get assurances before they start insulation it sure is this as far as we made a good decision not affecting drainage I just I hate the idea that we run into the same problems we've had before and we don't think we need something and then we find out afterwards after
106we've already put the money into it then we did so I want to know who's responsible for making that call on behalf of the district to not upgrade the drainage so the significant Improvement that we decided for both playgrounds was to move away from mulch or bulk material which over the past as you would imagine decades has continued to turn into compost and precipitating the mud issues and the drainage issues we've created just out of resurfacing every year to refresh it so as a clean surface for kids to play on um you know over years it's compacted and compacted with the rubber surface the water will no longer be able to pool there it will run off the sides of the playground instead of into the big trench that has been created over the Decades
107of doing the mulch so the finger drains would have gone underneath the playground to allow like a Sandbox to drain from the bottom it won't be necessary because it'll be an impervious surface like the track on the on the you know in the stadium at the high school so and that something wrong with that ground that rubber surface in order for that that's what you're saying well there'll be drainage away from the surface that's who we can yell at if it starts flooding and as Bill said um so what you have you have the site engineer and design and then on the installation similar to um you know what uh what you do on a normal Athletic Field crowning the water crowning it so that the water runs away from the center of it and
108they will they they use you know leveling to ensure that there's a high point and low Point uh ideally leading away from our building so yeah water would have to go somewhere like it runs off yeah but then it would have to swell it somewhere otherwise the water is just going to be pulling on the ground there's a drain yes so that's like run so if you're if you were to look at the playground on the north west side of that playground um there's drainage currently and that so I mean that could be the high point is uh south east corner and low point is the northwest corner so in you know if it's designed appropriately and constructed appropriately then we can run that water that direction and tie into some existing drainage so I
109guess we just have to keep on top of it when someone's coming up with the water Tina's question who is actually coming up because that's a plan in and of itself right the playground installer installs the equipment I'm not sure they're awfully concerned about water runoff right so that was part of what the evaluation was with the site engineer a couple weeks ago so as a site engineer going to make sure that the sloping of the impervious material is appropriate to direct the water where it needs to be yeah yeah the conversation we had was uh the gentleman from the company is going to do the work said there's three or four different ways to terminate his system you know sometimes you put a curb in sometimes you just bring it down and you may
110do asphalt around it so we asked him to do a design or a preliminary design and we can take a look at and once he gets that then we can know how this thing is going to drain okay yep who will have the final decision on of the choices they provide what is the best for us because again we've had issues with soccer fields we're professional solar systems perfectly acceptable we need to make sure that we ask the right questions about the right procedures the way that the drainage is set up for the playground yeah I think I think once we get the final designs or or whatever their proposals are we sit down with you folks in Western and Samson the drainage engineer and we'll say here here are the options and they'll make

113they needed it at the elementary but as per the budget presentation will be mostly episode and they would be helping the special education staff or coaching like an instructional coach so supporting them I um I don't have the roles and responsibilities but I also see them supporting co-teachers as well so General Edge education teachers teachers okay yeah and then I also have a question about 6.15 the mentor to the track coach what will they be helping to do for the track coach I Don't Know Jack I'm just curious uh we're very fortunate to have staff members who are willing to step up and and fill these positions but they weren't they don't have the track I would say is really 10 coaching positions because of all the different um events so that person is highly
114skilled and knowledgeable and they're coming in to work with our track and field coaches to make sure that they know what they need to do in order to do this important work so how many track and field coaches do we have how many people is this person we have a coach and assistant coach for the varsity and I don't remember our student boys Farsi girls yes I believe there's two for modified as well so is this individual overseeing or assisting all of these tracking Fields yes possessions are they present during practices to provide direct correct support yeah okay and you know do you notice that it's backdated uh happened in between our last board meeting and now because we knew that we needed the assistance and we got the person as quickly as we could

122purpose of enlisting opinions and counsel of a general public such committees shall be appointed by the Board of Education the board has a right to accept reject or modify all or any of the committee's recommendations so in in line with that finally finally finally any guidance whatsoever so the state has put in place their mascot advisory email and I was able to have an email conversation with a human being I assume it was a human being and what they've said is uh because I I started communicating with them in deference over what was happening at fond of fultonville which was misreported in the media and then was corrected later on so finally as an answer they said the board's commitment that's what the regulation that's been approved by the Board of Regents is the board's
123commitment by June 30 2023. the board resolution must contain language to eliminate use of all indigenous names logos and mascots the resolution should be adopted no later than the conclusion of this school year and the resolution shall identify a plan which can be Broad or delegated to the superintendent to eliminate all use of the prohibited name logo and mascot or mascot within a reasonable time however that timeline shall not exceed past the end date of 24-25 school year you should be aware that proposed regulations do allow the commissioner to Grant an extension of timeline if the district can show progress toward the above and good cause when we did our evaluation of our facilities and properties and looked at where we had logos names or mascots that would be affected by this we identified both
124the turf field and the pool those things could or should only be addressed to a referendum of the public they're large-scale projects and we talked about timelines of their foreseeable usable time limit and and our turf field in that summer of 2015 is an appropriate that's an appropriate time to replace it so I think in that instance for something that's large scale of that that is something that we would ask permission for an extension and we would have already done the other good work to demonstrate that we are making progress toward them I would suggest that the sorry we have two meetings left prior to the conclusion of the school year to before June 30th I would suggest that we consider the resolution of their next board meeting and not approve it but consider whether
125it meets this expectation and whether it's something that we feel comfortable with because we're not going to be the committee that's going to meet and have these discussions will not be the committee making a decision about a mascot the only thing they're going to assist with is what are our Communications plans with the Greater Community how do we Garner input um what's a reasonable amount timeline or number of possibilities to send back out to the community so they can decide and who decides in the end is it the Board of Education I don't think the board wants that responsibility what some school district have done is they've gone through the process of public input or public forum and discussion then public feedback on possibilities like 25 or 30 possibilities and then a ranking order of
126priorities and then they've sent it to students to make the decision because they recognize students as being the living breathing essence of what our school is right now K-12 or K-12 at an age-appropriate in an age-appropriate way but I would also at the next meeting along with the resolution have a I'll print out something of that where we'll had our first meeting of this committee and then we can have a discussion about that but I would expect you know with those reasonable um Community feedback loops I would expect by mid fall we would be would have made a decision by them because we'll be able to go out and come back and go out and come back a few times over the span of the first three months of school and then once we've made
127a commitment we'll be able to move forward financially with making decisions and whatever other future referendums we consider and put all those pieces together so it isn't great that we have to make at least a resolution before the conclusion of this year but the flexibility in concluding the work by 2025 is a blessing and I've talked to some other school districts who have gone through the process already so it's easy to see things that have been successful in those areas I'll be able to share that out next time um that that is one of those things on our old business another thing on our old business is the practice schedule transporting a student's practice for later practice times you would ask what's the usage like what's the usage of the study hall how frequently are
128students using it how many students are there so for this spring season well first I wanted to note here the season here are the teams that have started practices later than three o'clock so far this year in the fall JV and varsity chair started at six in the winter JV University cheers started at six because of Coach you know coaching needs we know that basketball rotated three or five depending on gym usage and in game schedule and that was both JV varsity and modified and then the spring we know JV and varsity baseball are rotating uh are doing some rotation three and five uh but we know that it gets game dependent too because there are games that are when the games are with our opposing teams um so we've offered the academic the athletic
129study hall in the high school every day after school starting at 2 45 since practice began in the spring we were here yesterday interviewing assistant superintendents and there was one student in there which is good uh even with the later practice time students have not been overwhelmingly utilizing that supervision say it again are they made aware of this that there's a national study hall for the Athletics from 2 45 to 5. yeah um we increased this the participation to potentially increase as the game schedules pick up because games aren't always at three o'clock sometimes the games are at four so students can come in here prior to their bus departing to go to their Athletics or if they're waiting for their coach to arrive um coaches have all been asked to check with their students
130especially the baseball ones because we have had the questions about Peter B practices or in the games review ask the coaches to check with students and so far no students have expressed that they're unable to get a ride back to school or to their home and we have a 10th period bus available to shuttle any younger students that do need a ride over to Peter B for any practices that start later than three o'clock I'm sorry that start at three o'clock and for games at 4 30 if they're going over there for that reason and we also have a shuttle available in our five o'clock bus runs to bring our students from the high school over to Peter B I think that answers the questions that we've talked about before um also on our old
131business list was a question about late buses to the high school and um Fred had to talk to the high school principal and they've actually tried a new system in order to try and streamline that using a digital sign-in system instead of the paper one to help sign students in and up until these last two days our bus our transportation issues have been a lot less but I've heard people debating what's going to happen on 9W north of the school once they close the bridge completely and I'm sure that will provide some added challenges for us there's not a lot of ways to get around around that have we does our transportation yeah no that's supposed to be a tooling Bridge we'll wait for the magic to unveil so huh tomorrow tomorrow but I don't
132know if you fit two buses across that bridge going opposite directions because it's supposed to be a two-way it's like two buses going across that is going to be tough great now everyone's going to use it yeah okay I think a lot of people do now but I think last week was big enough yep um we talked about playground construction tonight um procedure for hiring coaches um yeah it'll be out tomorrow so we've um with Seth's help our new HR Director we've developed a clear plan going forward of when postings will go out we're going to put postings out for the fall Sports now um appointing those people ideally by the June meeting and uh first thing in September postings out for the winner we've been debating whether or not we want to do postings
133for the entire season because it is beneficial for us to have an accurate temperature all the way so that we can start recruiting spring now in the event that we don't have the right people so but regardless of what we put out tomorrow we will only be appointing the coaches for the fall in June only a point in the coaches I put we put the timelines right in the advertisement and it's going out as a job posting because that's what they are when we hire a chaperone for after school athletic study hall it goes out as a job posting so unlike the way it's going out in the past which has been an email sent to staff and then petition our community it will be a job posting internally to our staff first and then
134post it on our website as needed if we need candidates from outside of our district so how long like when you say that so we send job posting internally so do they have a week they're usually two two weeks to apply yeah and then after that then they would post jobs whether it's in the paper or website someplace we would do it as we would if we needed bus drivers or we needed a custodial worker and then two-week kind of timeline same thing process yeah now up to positions let's say full are we still doing the interview process because that's what happened during The Baseballs well let's talk about it any any all coaching positions are annualized and it is not Arts On Our intention to remove incumbents that's not why we're going through this
135process we're going through this process because these jobs are all annual postings and positions and we haven't always adhere to that so the posting will go out and we may have one applicant or we may have two if there is more than one applicant there has to be an interview okay yeah there's nothing in their contract contract first write a refusal based on evaluations or anything like that four years being that coach I'm just curious no and again it's and when we do this Jen is gonna you know there's a general one that'll go out to to staff but there will send something specifically to incumbents because this is going to be different and it has the potential to be intimidating and that is not the intention at all um we're very appreciative of the
136people who've done this work for us in our district for one year or more and some of them for decades and we value that and um we we want them to continue that work um in-house staff that come in say August September that expressed an interest in coaching after we've already posted it will there be cut offs or will they be entertained we would not have a new staff member coming in September applying for a job that we've already appointed someone to but we're only going to pull in the fall correct right so if we have an outside coach that maybe does a winter or Spring sport traditionally but a staff that comes in expresses interesting get preference because they're internal correct but they have to do an interview right yeah if you're if you're

142made with kinetic energy using the bike blender so just in case you're wondering after their bike blender that's where the bike the blender is in middle school they are recognizing six students they're receiving various awards for the Albany County Youth recognition program I'm not going to read all the names but they're out there the Albany County Youth recognition um there's six students who there's various Awards through that and then there are 10 students receiving the Sandra G Morley physical educational leadership award which is next Monday and then Honor Roll is that night as well so um please come if you are getting a certificate the Middle School Garden Club is also doing work around campus and you should be seeing a small Greenhouse coming going up soon and the middle school and they are starting

144and then ended with some pizza so and I think they went to a Bethlehem career fair today as well we had 40 students set we're at the career fair at the Bethlehem Town Hall today and then miss McLaughlin always sends me some bullets so I'm gonna go quick um the esma solo Festival of Bethlehem middle school last week we had 65 students purchases and they all did really well um RCS hosted our first ever nisma Majors Coral festival and she just wanted to thank everyone publicly who were able to was able to help make that possible we have our seventh eighth grade band seventh eighth grade chorus High School band High School chorus all performed at Nisswa Majors over the last couple of weeks all four groups earning silver Awards is great and then the

157sure how we address it going forward though so we had some strategies for what we're going to do going forward and I think the board had some suggestions for how we might refocus some of those strategies and I left feeling like it was a great discussion but I also left feeling like I wanted to take the next step and explore that further I know the next day there was some communication from the high school principal reinforcing some of what we talked about the night before which was great to see that immediate reaction and commitment to some of the issues that we discussed going forward I'm not sure I think the cni committee should take the handle on that in other words it's the in my mind it's a committee that's seated intended purposely to look
158at our progress in that way I think it's much bigger than CNN we talked about attendance we talked about Behavior I I think you leave it on there it was that big of a conversation there was that much concern not just from this board but people who were listening to the presentation that I think you should check in on it too many community members discussion right maybe we're going a different title yeah let's come up with a different title of I mean follow up on that presentation that was really about programs correct or testing in the program follow-up I think for me personally I would like to see some additional results from the buildings to Showcase what is being worked on and what is being successful so we can highlight the successes and then also
159what we're still working on because one state of test is not indicative of what those classroom teachers are doing on a daily basis in there correct and it does not show the student growth and some children are always going to be poor test takers and there's nothing that can be there are things that can be done but it's always going to be a struggle and it's not going to reflect the growth that those students have displayed in those classrooms and the teachers need to be recognized for that as well well I think we also need to hear from teachers I agree so maybe that's the next step you know maybe we hear from the the people who have their hands and you know in the cards there that's when you're with their own place to

161added to it um he also talked about um and we have we have coming up the uh kodakonda it has to go for a review and they talked about behavioral issues and everything so how do we look into that and find you know and see what's going on and see if there needs to be changes to the code of conduct before it just goes out and goes for review those things are approaching very quickly he said that no help the no you know pass for the it was working well but he also made a suggestion in there something about um academic and eligibility academic and eligibility if you want like you know with the code of conduct and everything so where you're not eligible to do things and I maybe we bring him back in
162here to ask for more more explanations so we can address that yeah I mean I guess the thing is is just coming up like with we want to put it on Old business I just want to get like what do we need three benchmarks right could be different for different programs and or different things so we could just say follow up from Elementary buildings or and follow up on high school buildings but there's definitely certain topics or things I think it's important too for Peter being aw both both to be able to present they present it as a unit and it seems like their scores are reasonably different and they need to potentially be addressed in different manners from the presentation it seemed like their scores were different but they presented on what they wanted
163to do together I think the high school give us an insight as to other issues just besides academic that was going on good to hear what the other issues are for the middle school as well because looking at that those displayer reports there's a lot happening in the middle school so it would be I guess good to find get insight as to what's going on there sort of like what happened with the high school I think that would be beneficial as well I think it's helpful for them to tell us what the real issues are too so that they're not feeling like they have to say one thing yeah it's like where we are the test scores or who's failing uh you know what the percentages are there that that information is out there we
164don't need to go down that path again we need to talk about is root cause right we need to hear what the root cause is from the administrator's perspective from the teacher's perspective make sure that playing a place where we're addressing those and to be honest I think even going down this path is a lot more than other districts are doing right now so I commend the administration for even opening the door to this I think the what comes out of this I think is going to greatly improve everything in this District so I think what we can or will try to propose since I think we just threw a lot of information that might be is I think maybe by like next meeting Dr Bailey could come up with maybe two or three titles
165or things of one people throw into Old business and maybe you know discuss it with testing you know the building leadership team and stuff of um like there's a whole wow well I mean it's going to be program follow-up but I mean if we get a follow-up from the ice follow up from elementary school and it's you know do we want to put it on Old business you know four different times I mean High School is one Middle School is one elementary schools one you know or do we want to put a different topic I don't know we threw a lot that's why I'm kind of like let's come up with a good topic and you've got a good title title no content we're just going to come up with the title next time some

167for this year but so well remember we're presenting on data from last year and they're going to come up with a new um we're good there policy committee meeting minutes are attached policy adoption review these are all first readings so we do not have to take any action on any of these uh hearing some petitions we do have one Matt Miller hiring process for coaches um so we have a layer management meeting tomorrow so we'll deal with some of this but I didn't want you to walk away some of the stuff that we discussed hasn't really come to us yet from the union but some of the things about the hiring process May violate the contract so we'll have to talk about tomorrow so I just don't want you guys walking around thinking something was
