All right. Board recognition, achievements, and honors. We last Thursday had our ribbon cutting ceremony up at our new ball

fields up at RFA. It was a beautiful day. The students were very excited. We had games for the RFA boys um baseball team. They were playing Camden. We had the girls playing White Whitesboro and the tennis team I believe was just practicing at the time we were there. >> No, they had a game. >> They played They >> Oh, the after They had matches? Okay. >> Can I add something to that? >> Absolutely. Go right ahead. >> Yeah, this was truly a collective effort among all. We'd like to thank our food service uh staff, maintenance, and custodians, um our administrators, and our state and local partners who join us in marking this important milestones. And truly, these fields represent a meaningful investment in our students and our community. Um like you said, it was a

beautiful day. >> It really was. >> And I was honored to throw the first pitch on the softball field. >> Um moving on to spring concerts are coming up in all of our elementary schools and our middle schools. Um those dates will be on our websites and we always encourage people to participate in those cuz they're exciting for the students and all the attendees. Our New York State testing. Would you like to comment on how it's going? >> Sure. The state testing began last week at the middle school and we launched it today across all of our elementary schools. Again, our sincere appreciation to all staff for their intentional work in preparing students to demonstrate what they know and can do. And also to the families for their partnership in ensuring students were ready and

present to fully participate. So, we're continuing those. >> Okay. And we have student artwork that we're going to start displaying around the district. So, we have three items with us tonight. One to the left, one behind our board member Jonathan, and one behind Nadia. So, we'd like to thank the art department for curating and preparing a display of student artwork for our board room and our district office. The collection features features a diverse selection of pieces chosen by the art teachers across the district, showcasing the breadth of talent within our schools. Throughout the year, the display will be periodically refreshed, allowing a wider range of student work to be featured and appreciated. And I think it's just wonderful to be able to have those displayed for people to see now. Moving on to our public

comment on agenda items. >> Can we remember the RFA musical? We want to talk about Cinderella. Sorry. >> So, I'm going to do the student board report. Um she had to leave to go to work. So, Cinderella will be on the 23rd, the 24th, and 25th at 7:00 p.m. at RFA. Tickets will go pre-sale at Jervis Library for $8. Also, if you see these crazy kids running around the city with goggles on, arm floaties, running around hiding, they're having good, honest, innocent, clean fun. They are out doing senior assassination. You will see them hiding from each other. You will see them running. Just know that they're really having fun, and and enjoy, you know, watching them do it, and support them. They're not doing anything wrong this time. I swear these kids are doing really

good, and it's fun. Um and that's it for her student report, okay? >> No. Mhm. No, anything related to Can you? Okay. Yeah. Thank you. >> You're welcome. >> Okay. >> All right. Before we have a speaker come up, I just wanted to read um that this time the board will hear public comments. We welcome and value input from members of our community and appreciate you taking the time to address the board. To ensure this portion of the meeting is conducted in an orderly and respectful manner, we ask that comments be directed to the board as a whole, remain respectful in language and tone, and not reference specific individuals by name, including students or staff. And for the sake of time and to allow multiple speakers the opportunity to be heard, each speaker will be

limited to 3 minutes. Please note that while the board will listen attentively to all comments, we will not engage in dialogue or respond to individual remarks during this portion of the meeting. Concerns raised may be referred to the superintendent or appropriate staff for review and follow-up as appropriate. Thank you for your cooperation and for your continued engagement within the district. And again, if you marked your form, if you'd like to have a response, as long as you mark it yes, we will be getting back to you. So, first it would be Amanda Mills. >> Okay. Good evening, board, uh superintendent and some. My name is Amanda Mills. Um I am a district parent, and honestly, this is only the second uh board meeting I have felt compelled to attend. Um I have been fortunate to

take a relatively hands-off approach as my son has been very lucky to have excellent educators his entire career here from pre-K class all the way to eighth grade now at Strough. Um and our family has been very lucky to have a few things to take notice to, or very few things to take notice to. Sorry, I don't public speak, so um but recently my outlook has changed a bit. I began hearing about abrupt staff departures. First at Straw, and then at Denti, and now again looking at tonight's agenda at Straw again. The situation at Denti stood out to me. Many of the incredible educators my son has had are teachers in that building. And for the past few years they were led by someone on this agenda. Um even when she started as an assistant

principal it was very clear that she was a student first leader, someone who embraced accountability, welcomed difficult conversations and pushed for meaningful improvements in education. That's when my own apathy uh disappeared. I encouraged others to ask questions, uh and as you may have noticed, a lot have. Um over the past week I've spoken with dozens of parents and current and former staff members across the district. The common topic among all is that something isn't right, and no one seems to be doing anything about it. It seems as though we have a departure problem at RCSD. This school year alone, according to publicly accessible meeting minutes, from September to March and including tonight's agenda, at least 47 employees have resigned, including a principal, nine teachers, 20 TAs, and various other staff. And 12 staff members members

resigned in July and August following the conclusion of the 24-25 school year. This should raise serious concern to everyone, and the concern isn't just about numbers. It's about enviro- the environment, stability for our children, leadership for them and their educators, and what it means for the long-term direction of the district, especially at a time when our community is growing and expectations are rising. What is even more concerning is the growing public perception that staff do not feel safe raising concerns, and that doing so may come with undue consequences. When environments like that exist, problems aren't being solved. They're ignored, buried, and will inevitably lead to losing more dedicated teachers and support staff to neighboring districts. And the ones who suffer the most are our kids. Strong leadership requires accountability, transparency, and a willingness to confront

uncomfortable realities and a commitment to improvement. I believe that the district made a mistake in losing at this point three people on this agenda. But specifically the person I came here for demonstrated exactly the qualities that I just spoke about. Clear expectations, student-centered decision-making, and the courage to lead through challenges. That kind of leadership is not easy to find and it shouldn't be easy to lose. Any district who's looking for a leader who prior prioritizes student outcomes over politics will find an incredible asset in her. I urge the board to start asking hard questions now before we lose more excellent educators like her. Our kids and their educations depend on it. Thank you. >> You didn't You didn't mark on your form if you want to speak. >> I You could call. You You It

doesn't matter. >> Okay. Just wanted to ask. All right. Would anyone else like to use my mic now? >> Okay. Go ahead. Okay. >> Good evening. My name is Mercedes Wall and I'm a parent and community member in this district. I'm here because I'm also concerned about a pattern of changes in our school and the lack of communication surrounding them. We are seeing sudden, multiple leadership changes, as heard before, educators placed on leave, staff leaving the district, and increasing strain on already crowded classrooms. These are not isolated events. They are affecting the stability of our school and the daily experience of our students. As staffing declines and class size grows, the student-to-teacher to teacher ratio widens, impacting not only learning but student and staff safety safety, individual support, and overall well-being. Some of these changes

have been abrupt and irregular. Removing a school leader just days before state testing is disruptive and introduces tension in an environment where students rely on routine and stability. This raises the reasonable question to the parents of the timing and what are the plans in the meantime to alleviate the stresses. I understand there are legal and privacy limits regarding personnel matters, and I am not asking for confidential details or gossip. However, when we look at the broader pattern, it is clear that something significant is happening in our school district. And families, we don't know the details, but we are experiencing the impact. Right now, we are seeing the fallout. We are not giving context or a clear understanding of what's being done to address it. Change is often difficult and messy, but open dialogue can mitigate

some of the frustration with the unknown. Communication has somewhat seemed reactive rather than proactive, often occurring only after families raise concerns rather than keeping the community informed as these changes unfold. Transparency is not about sharing private information. It is about providing clarity, direction, and a plan. Vague updates provided after decisions are finalized can come across as directive rather than inclusive of the community that this group of people serve. At this point, reassurance is simply not enough. The community needs to understand how these challenges are being addressed and what steps are being taken to restore the stability in our schools. Strong school systems are built on collaboration, inclusion, transparency, and more importantly, a mutual trust and respect between the community and the leadership chosen to fulfill this role. I'm asking this board to improve communication, include

the community in what can be shared, and provide a clear plan moving forward to address the pertinent issues of staffing, student support, and class size. I would appreciate a support. Thank you. I would appreciate a response. Thank you. Rocky Campana. How are we doing? Uh so, I don't really want to copy or piggyback off, but how could you not? Um to start with, I read people for a living, too. So, if you were watching body language, as we could see here, there's one individual that's got no motion on her face, right? You asked not to mention anybody, so I'll leave it. It's not you, Sue. Um but, the transparency, like all of us right up here shouldn't even be up here asking for transparency, right? Respect to you, board members, as a whole, it's a

volunteer job, right? So, benefit of the doubt to that, but there's a lot of questions that need to be answered, starting with I know Sue mentioned it in January and November of last year, cuz it was in the Sentinel, that I don't know if she speaks for all of you, but you guys were satisfied with the leadership of the superintendent, and you guys uh recommitted to the superintendent while all this was going on. So, that's why I think a lot of people have a lot of questions is like, okay, does Sue speak for all of you, or do you guys speak for yourselves? Cuz you can go find that statement written, I'm sure he wrote it, uh in January 6th Sentinel. Sue put that statement in there. So, I don't know if you guys all

want to respond and and and tell us if you speak for yourselves, or if you want to give your take on it, because what we have right now is we got a lot of animosity going on, a lot of tension in the community right now. Amanda touched on it. Rome's on the upswing, right? There's a lot of things going on in Rome. You want people to come to Rome, right? Everybody always says it's the city, it's the city, it's the city. The number one thing that keeps people away is the school district, right? You look at this school district and you compare it, which I'm sure you all done, to other school districts and you compare them and if you want to have somebody come here, whether it's Chobani or MetLife or invest in any

one of the numerous projects going up in Rome, you're going to look at that and you're going to say, "Hey, well, I could pay the same amount and go to New Hartford, Whitesboro, Clinton or Westmoreland, all top ranked in the state paying less than what we pay. We're not getting results. What are we getting? We're talking about transparency here. Meanwhile, everything's hidden, right? That's classic Rome stigma right there. Everything gets swept under the rug. Well, we're talking about kids here. Talking about education. We're talking about uh growth here, right? I know for a fact, I've had conversations with the superintendent. She don't like negative publicity. Well, how do you stop the bleeding? We're talking about losing educators, 47 of them in a year? For crying out loud, we got rid of Peter Blake for what

he did in his personal life. Okay? And that man, what he did was phenomenal with the tan that he was dealt with, right? This game has turned into a game of politics with kids. This isn't city government. We're talking about a school district, right? This isn't politics. We're talking about kids' education and future at stake here. While everybody's else is is thinking everything's hunky-dory, which again, that was stated that you guys are all gung-ho. Meanwhile, the questions arise with reconfiguration. I it's I didn't attack you personally. But this is why this is why the transparency stuff happens. Thank you, Sue. It hasn't been 3 minutes. Reconfiguration problems. You She doesn't want to hear it, that's fine. Reconfiguration problems, staff shortages, people don't want to come here to work, right? You got people quitting left and

right. People that you're moving school to school. You got safety issues. >> up here now. I got to stop why? Because this is the truth. It's over 3 minutes. Okay, I'll end it with this. With all the safety problems are going on. Well, Kristen, you could be mad all you want. >> Okay, we're not >> Okay, it >> Okay, Rocky, you're done. >> are things that have >> Rocky, you're done. >> These are things that have to be addressed. Okay. >> Cuz we're going to do it in her timeline. >> Okay. >> No, it's not what they're >> Okay, hey, hey, hey. >> Kristen, Kristen, stop. >> Okay. >> Breanna Mahoning >> I hope I am, Kristen. I hope I am. Provide me her certificate. >> This is fun to follow. Members of the school

board, we, a collective group of parents and community members, are asking the board to take specific to take two specific actions. To conduct a thorough and impartial investigation into the claims made against the Denti principal, and to immediately pause any decision regarding her removal, resignation until that process is complete. At this time, many in our community feel that decisions may be moving forward without full transparency or a complete understanding of the positive impact her leadership has had on our school. Under Denti's principal, we have seen clear improvements in school culture, communication, and student support. These are not abstract ideas. They are real changes that have positively impacted our children's daily experience at school. While we understand that any concerns must be taken seriously, there is also a responsibility to ensure that responses are proportionate and

appropriate. Based on what has been communicated, many in this community are struggling to understand how the current course of action aligns with that principal. Abrupt leadership removal without a clear and complete review risks creating more harm than resolution. There has been no egregious acts or threats to safety to warrant immediate removal. Removing a school leader without a complete and balanced review introduces unnecessary instability for students and staff and leaves our school more vulnerable during a time when consistency and strong leadership are critical. It also raises broader concerns across the district about transparency, consistency, and how leadership is supported and retained. At a time when districts everywhere are facing challenges with recruitment and retention of high-quality educators and leaders, these concerns cannot be overlooked. Equally important, we must ask whether the appropriate supports have been put

in place to ensure leadership can succeed. Accountability must be paired with support. If those supports are lacking, that must be part of this board's consideration. This community is paying attention. Parents, staff, and community members are engaged and as elected representatives, you are accountable to the families and community members you serve. We expect a process that is fair, transparent, and grounded in what's best for our students. With no egregious acts committed or threats to safety, immediate removal is questionable at best. You should all be questioning these decisions and as a community, we are asking you to slow this process down, review all facts thoroughly, and make a decision that reflects the full scope of her impact on the school community. Along with this statement, each of you have been emailed a document detailing factual observations and

examples of positive change under our principal's leadership. These contributions are offered in good faith to ensure that all perspectives are considered. While we understand the board has the authority to act, your own district policy emphasizes giving administrators the full probationary period for meaningful evaluation and growth. We are asking whether that process was fully carried out before her removal. Thank you for your service. >> Okay. Moving on to our superintendent's report. >> Actually, I'm ready to I have a report. Okay. >> Um we did our student >> holding our civil service workshop to May 11th. So, moving on to the consent agenda. Which covers pages two through seven. Through eight. So, can I have a motion to approve the consent agenda? >> So moved. >> Okay, moved by Jonathan. Seconded by Nadia. Any discussion? All in

favor? I. Motion is carried. So, moving on to finance on page nine, action items. Resolution to amend an agreement with CABVI for vision services, teacher of the vi- visually impaired instruction and teacher of the visually impaired consultation. Whereas the district has previously entered into a contract with the Central Administration for the Blind and Visually Impaired, CABVI, to provide vision services for the 25-26 school year, and whereas the district has identified an additional student in need of vision therapy services to be provided by CABVI. Now, therefore, be it resolved that the Board of Education hereby approves and authorizes an amendment to the existing agreement with CAVV to include services for one additional student at a cost not to exceed $1,650 for a revised total contract amount not to exceed $50,725 for services and mileage for the

Number three, resolution to amend the district's flex flexible spending and plan. Whereas Rome City School District has established a flexible spending plan pursuant to Section 125 of the Internal Revenue Code, referred to as the Rome City School District Flexible Spending Plan, here here and after referred to as the plan, and whereas the plan referred to above includes a dependent care expense account designated to reimburse employees for their qualified dependent care expenses and as defined by the IRC, and whereas in 2012 the IRC was amended to add a statutory limit relative to employee contributions to a dependent care expense account, which was effective on the start date of the

first plan year beginning after December 31st, 2012, October 1st, 2013 for this plan. And whereas the Internal Revenue Service sets the limit on employee contributions to the plan's dependent care expense account and may adjust that from time to time. And whereas this annual limit adjustment impacts the amount an employee may continue to a dependent care expense accounts on a yearly basis. Now therefore it be it resolved that the Rome City School District hereby amends its plan to allow employees to contribute an amount not to exceed the IRS statutory limit for an employee's contribution to a dependent care expense account as set by the Internal Revenue Service for the current year. Can I get a motion to approve? >> So moved. >> Moved by Jonathan. Seconded by Nadiya. Any discussion? All in favor? >> Aye. >> Motions carried. Number five, approval of emergency application of herbicides. Whereas the Board of Education is committed to maintaining safe, healthy, and well-maintained school grounds for students, staff, and the community. And whereas

invasive vegetation, noxious weeds, and other uncontrolled plant growth may pose safety hazards, damage school property, and negatively impact the usability of district grounds and facilities. And whereas the district adheres to integrated pest management practices and seeks to minimize the use of chemical controls whenever feasible. And whereas circumstances may arise that constitute an emergency requiring the application of herbicides to public protect public health, safety, or property in accordance with applicable laws and regul- regulations. And whereas such emergency applications must comply with all federal, state, and local requirements, including proper notification, posting, and documentation procedures. Now therefore, be it resolved that the Board of Education hereby authorizes the Superintendent of Schools or their designee to approve the emergency application of herbicides on school district property where deemed necessary. And be it further resolved with all such applications
