Right, the time is 504. I'm going to go ahead and call the meeting to order. May I please have everybody stand for the pledge to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. >> Thank you. Is anticipated that there will be a motion to go into executive session to discuss matters leading to the appointment, employment, promotion, demotion, discipline, suspension, dismissal, or removal of a particular person or corporation. Matters of student discipline or specific student placement and or program or that would otherwise disclose confidential, personal, identifiable student information. Can I get a motion? >> Some moved. >> Okay. Second. >> Okay. Moved by Kirsten and second by Nadia. Any opposed? All in favor? >> I. >> All

right, we will see everybody shortly. Back everybody, I would like to uh resume back to our regular session. Time is 5:42. All right. And superintendent, are there any additions, deletions to the agenda? >> Yes. The first addition is I would ask the board to accept additional business to add a miscellaneous business item and it will be identified as miscellaneous business resolution 3 regarding student discipline to the agenda. >> May I please a motion to accept the additional business? >> So move. >> Okay. It was moved by Kirsten and seconded by Nadia. All in favor? >> I. Any opposed? Motion's carried. >> And there is a deletion. I will ask the board uh to remove both workshops from the agenda for this evening just because we canled school and the employees are not here to do

the presentation. >> May I please May I please get a motion to remove the workshops? >> Moved by Nadia. >> Second by Jonathan. All in favor? I. >> It's carried. Um ma'am, um I just have a quick question on that with just piggying back off of our snow day for today. Um if in fact, I'm just saying if y >> we were to go and use all of our snow days now that all the children have um computers and we do have the access to that and I've seen other districts do it. I'm not saying we want to because it's the worst case scenario, but if we ran out, are we able to go remote? we would have to take a look at that or that's the other option too of looking into when we

have um breaks um because we have two breaks one in February and one in the spring that will be another piece that we would have to take a look at because it is required that we are in school for a total of 180 days okay >> so it's either remote learning or we can take a look at days that we already have that that is vacation days >> right I was just wondering if it was able even though we had vacation if we could utilize one versus the Okay. Thank you. >> And is there any public comment? >> Okay. And superintendent, your report. >> All right. I have a couple of announcements, so please bear with me. The first is a transportation update that we would like to give you. If you recall at our

last board meeting, I shared information regarding the weather related school closure decision. And at that time I noted to the board that every situation gives us the opportunity to reflect and refine our practices. As part of that commitment, our transportation team conducted a review to identified addition to identify additional steps we could take to further support student safety in particular for our K12 student walkers in areas where sidewalk conditions may present challenges. Well, we are very pleased to report that as a result of this review, the transportation department has expanded transportation services to K12 students who were previously designated as walkers across all catchment areas. A Google form was shared with families last week so that they can request transportation. And as of Friday, we've received 75 submissions. The department is now reviewing these requests

to determine appropriate and safe pickup locations, and families will be contacted directly to confirm and establish the bus stop details specifically for their children. We want to especially tonight extend special recognition to Justin Rutz. He is one of our dispatchers whose thoughtful analysis and work with this data helped identify appropriate bus stop locations and ensure transportation options were made available across the district where needed. This is something that we will continue every winter as we anticipate that the winters around here will continue to be brutal. Now, some submissions included requests from parents for prek students and as a rem reminder, transportation is currently provided only for K12 students. With that said, however, we will continue to retain that information received from preK families to help inform any future future decision-m. If you uh recall, UPK

services are provided based on a grant given to us by New York State and transportation is not currently offered for prek students. So, I'm really pleased to hear that. Don't know if you have any question on that. That is something that the board uh told us to take a look at and we hope that you see when you say something and you provide us feedback, we listen, we act on it, and we're able to provide services for our students. So, when we say that student safety is priority, we mean that. Any questions? >> Thank you. That was a good one. >> Okay, perfect. Now, the governor's budget 2026 27. I'm sure you saw that there were some preliminary numbers that came in. So, I am pleased to say that we have received the district's preliminary

budget from the governor for 2627 and um we are extremely pleased with how it looks for Rome City School District at this time. Again, these are preliminary numbers. The district is projected to receive additional aid when compared to this current year. However, as we look ahead, we remain mindful that possibly after the 2627 school year, there will be challenging budget years ahead and we will continue to budget conservatively, plan for reserves, and remain fiscally responsible as we prepare for future capital needs. The final budget is expected to be received in mid mid-March and as you know our assistant assistant superintendent for business and operation will continue to give you update on a monthly basis as we develop the budget for the 2627 school year. Any questions on that? The Rome Parent Partnership Council again uh

we talk about our strategic plan. We talked about our yearly annual action plan to map out, you know, the strategic plan is four years, but every year we map out what our action plan is going to be so that we can monitor our progress towards our long-term vision in four years. So, as part of our commitment to pillar four of our strategic plan and pillar four is around communitydriven learning and partnerships for lifelong success. We are excited to share an important step forward in strengthening um our partnership with families. On January 14, we hosted the first meeting of the Rome Parent Partnership Council, or for short, RPC. And again, as a reminder, this group is designed to help families learn more about our district and the programs we offer, to create opportunities for dialogue between

what families see as strengths of our district, but also being able to give us feedback on areas still in need of improvement, but also to create opportunities for parent groups across schools to share information. Over time, this group will also help plan activities and events such as parent summits to support families in navigating the school system and fully accessing opportunities for their children. At our first meeting, we discussed the council's purpose, reviewed a draft of bylaws, and identified topics members would like to learn more about during the rest of the school year. We are grateful to the parents who attended and would love to see additional families join this effort. It is never too late. Diversity of thoughts, diversity of ideas are absolutely welcome. And in order for your voice to be heard since that

is something that we heard that parents said that they wanted to be heard, we are inviting you to the table. Families who are interested can still reach out to Mrs. Sandra Russell um my lovely secretary and board clerk at sa russell romecsd.org or just contact the superintendent's office directly she always answers the phone or call you right back. So still not too late or for board members if you hear of a family or parent who would like to serve under RPPC please forward their names to us so that we can contact them directly so we can let them know the dates and time of our meetings. um etc. And so um myself and our assistant superintendent of human resources are happy to facilitate that meeting currently this year, but we do hope to host elections

so that um parents can become co-chairs of that committee. Any questions? Any comments? Okay, lots of stuff to cover. And still going on with pillar 4, there's another um uh hosting of um an event that we are doing. So continuing under that same strategic pillar, which is pillar 4 and in collaboration with the chamber of commerce and MVCC, we will be hosting a school business after hours connection on February 24th. At this event, the goal is to share with the businesses of our community and the region district initiative aligned to our strategic plan and our long-term vision for graduates. We're hearing from businesses that they don't know what's going on in the district. And so, this is the opportunity to start connecting with us and to really learn about what is our vision in alignment

with also New York State vision for our graduates. In addition, we want to take the opportunities to start those conversation about exploring expanding mentoring, mentorships, internships and really trying to develop a schoolto work pathways for a lot of our students who may say, you know what, I want to enter the world of work. College is not for me. and at the same time to begin to hear directly from local businesses about the skills and experiences they value helping us collaboratively shape the next generation of Thailand. When we talk about the portrait of a graduate and when we talk about college and career, we really want to horn in on the career. We've been good about the college piece, but we really want to make sure that we are taking a look at that. So this

event represents an important step again in strengthening partnership between our between our schools and now the business community. I talked about parents and now it's the business ensuring students are prepared for meaningful careers remain in our community and contribute to long-term economic stability of Rome. When I talk about Rome is rising, they are part of that. Any questions? Of course, the board will be there and um the flyers went out. Businesses are signing up through MVCC, not MVCC, uh Chamber of Commerce. There's a they can just click and um sign up and it's at no cost so that we can keep track of how many people are coming. Okay, YMCA. As a reminder, the board has made a financial commitment in collaboration with the YMCA to continue providing valuable program programs and services for RCSD

students. Most importantly, Rome students can access YMCA services at no cost during school breaks. So since there's a break coming up in February, that's why we're taking that opportunity to remind parents that upcoming activities for Rome students will be shared on our website and through our principal weekly parent square communications as we have done. And we strongly encourage families to take advantage of these opportunities so we can maximize student participation and impact. When we say we care about our students, we put our resources behind it. uh what we say is in alignment with the action that we take and we thank the board for always committing to that every single year in partnership with the YMCA. Well, as u most of you know, the board had my evaluation at a special meeting and based on

their feedback, here's what we're going to do. Our district PR team is preparing to launch a new communication feature titled Did You Know? This segment will appear periodically on our website and will highlight short important pieces of information that families should be aware of. This will not replace the superintendent's e- newsws that goes out once a month, but rather compliment them by offering concise updates without overwhelming families. The first, did you know, will be released this week and we'll highlight two things because we hired a new nurse practitioner to really horn in on the health uh support that we provide for our students. We also hired a director of district safety because safety is always on our mind. So, they've been here for 3 months. And so the first thing we're going to do is

talk about our approval to offer free inschool dental services through Healthy Smiles New York, which is an effort led by our district nurse practitioner. What folks don't know too is that our director of school and district safety is doing some ongoing safety enhancements and we will start talking about some of those pieces that he is doing to ensure that we take care of all of the safety measures um uh uh involved in the district so that we can move forward in a positive way. So that will happen but occasionally we will do that because we heard you and we take your feedback as a gift and we take it very seriously. So, that's an improvement that we're going to make based on your feedback. >> Okay. >> With that said, um with that said, we

haven't been doing an update in there on the safety. We do have safety me meetings, a safety committee and safety meetings um with the director of safety. Um it is a very big group um where um other people from the community and other organizations um from the community are there. I mean, and and I'm not meaning to leave anyone out. everyone from Rome Police Department to the state troopers to um the fire department. Um there's >> amare there's also um >> county um you know the county sheriff's department but besides that part of it there are um >> social workers here that come to these meetings to give us some other avenues and and other people to work with within. So this is it's getting very big and it's getting a lot of um positive.

I have to say I am part of with um Jen and Nadia of the safety committee and it's very very um knowledgeable people that are there and we're getting a lot of information where they're going to work really great together with us to make sure that our kids are safe and besides our children, everyone that works within our buildings. Um, so that too, um, I know you don't see it on the report right now because we're just starting again. So when we do the reports, we haven't been doing anything on it, but we do meet once a month. >> Thank you for that. One of the workshop we were going to uh, delivered today, but that will be postponed for February 9th. We will also hear from our director of district safety who will talk

about threat assessment because there is researchbased protocols that we put in place so that when there is a threat whether it's verbal or in writing or whatever the case might be there are procedures and processes that you must go through to determine if it's a credible threat or not. And so he will talk about that. That is a process that we are working on and we're making sure that individuals are trained. But I won't take away from his presentation um because he will be talking about that on February 9th when we do that other presentation under pillar 2 and in observance of Black History Month because next month is February. I can't believe it's coming up next week. And in collaboration with the NAACP and the African-American Heritage Association and the Rome City School District,

we will host an evening of music, poetry, historical reflection on Tuesday, February 10 at RFA beginning at 6:30 p.m. So, please save the date. A flyer will be available soon. It will be posted on the district website. We have students who are performing and we welcome parent participation. Um, this year's event is especially meaningful as we commemorate a century of Black History celebration. And as always for January and February, I always like to highlight some educational observances. So, as we close out uh January and move into February, again, um the cultural and educational observances to note is that February is Black History Month and February is also career and technical education month. highlighting the program and pathways that prepare students for future success. And in addition, many families will be observing the Lunar New Year,

a celebration centered on renewal, family, and hope for the year ahead. That concludes my report for this evening. I felt like I did a workshop. >> You did a great job. All right. Well, one thing that I love about being on the board is we are always still learning and I appreciate what you bring to the table and what you tell us um is coming up for events as well as you know focusing on um what what day or what we're celebrating for that month. So that's something I appreciate. And with that in mind, since we're always learning, I need to bring it back just a little bit um because we need uh a motion to approve the minutes of the regular meeting of January 6th, 2026 and the special meeting of January 12th, 2026.
