001sorry about this technical difficulty already journeying let's wrap it up all right um i just spoke about performance as i know um this icon has just explained that we're trying to be as creative as we can within the arts program um i also wanted to ask in terms of mental health thank you dr mccar for the thorough presentation of the multi-layers that we're going to have um however i was going to respect you on an individual student basis normal students in school and something's going wrong to have an event if they can go down to the guidance counselor social worker is there going to be a way that they can access the guidance department or social worker if they need to and to give them their home yeah yeah i'll try to have an answer
002yes yes absolutely they'll absolutely be able to do that um you know if a student needs access to a social worker guidance counselor psychologist they're more than willing and comfortable to do it um to do remotely through google meet or telephonically whatever is most appropriate for that student okay and that'll be publicized to the students so they'll know where to go and how yeah well we'll include that we'll speak with the building principles and we'll include that in the correspondence that goes out um similar to getting creative virtually with respect to performances i was thinking about back to school nights that um you know it's it's kind of saddening that the parents won't really get to see or meet teachers is there something that we can look into it doesn't have to be a formal
003parenting night but maybe if teachers can be encouraged to create like a flipgrid or something small where they just talk about the requirements of the class what to expect and just to have that little bit of um you know contact that a parent can pull up even online we absolutely will look into that absolutely great question um i know filtration systems have been a big issue across the board in many places um and i just not to say this is necessary to do filtration itself but air conditioning is not going to be up and running yet in any of our buildings or not yes oh yes it will be actually about 80 of them um 75 to 80 across the district right now i can tell you that at eastlake and at mckenna they will
004open at 100 percent um um the second and third floor i spoke with mr o'donnell uh earlier today he feels that they will be ready ames is a hundred percent and mhs is about 85 now some of the elementaries are only at 25 30 percent um you know but we're definitely moving in the right direction so about 75 to 80 percent of the uh district will have air conditioning up and running right the house is wearing it certainly does and windows and mrs carramore um you know what the teachers will hear is that you know windows are to be kept open and they only open a couple of inches um but they are because we want that fresh air to be circulating as long as the acs aren't on well we were discussing that oh
005okay i'm speaking out of time okay um speaking of windows being open and extra doors and potentially things like that being open so that we can get students in and out um [Music] will we be looking into just the additional potential security matters consulting with our you know um mr flynn right about what we might need to do yes and actually um mr adcock and i met with uh mr flynn just earlier this week about it um and yes he uh actually is redeploying right allen on some of the security security right that isn't needed in certain places to these buildings you know um i know that when i spoke with mr esposito earlier today he was talking about really using um like outside paths you know for instead of using the hallways but the
006the areas where the students can go outside and then come back into the building and really putting a security guard at those doors great thank you um and also with respect to students making up work like if they're told they have to stay home right they may be able to log on and access things obviously remotely but if they are um too thick or not well i'm so trying to encourage people to stay home when can we encourage um later time frames for the makeup of assignments and tests like that we'll take a look at that i'll make a note okay yeah thank you um and just lastly with respect to you know just my personal feelings on the model um i think we all want people in and and i you know and i
007appreciate that i do understand the need right now for a hybrid model on the dense buildings especially with the tremendous amount of protocol the mandates that we must comply with that it's very difficult in the beginning to navigate i also understand that it's important for students and staff to adjustable and at home and how both those models look like as you need to be fluid and flexible and transfer from model to model however i feel that is extremely important the internet cuts out it cuts out a lot and it's important for them to be in and live and um i just think it's important for parents planning to know that we are going to be evaluating every couple of weeks and that that evacuation could mean that if there's no extenuating circumstances we could be
008looking at pushing for a fall too you know my mindset i'd like to see these kids back in october um that's the only reason that i'm agreeing to a hybrid however i get it if we can't we could have issues with governor can have issues with the state ed um we can have a cold outbreak which prevents us from doing so so um if i for me that is a goal and i think that's important because i think these kids need normalcy and it's been sad what has happened to everybody um that's just i think it's important that parents know that when they're choosing which model they want to start off with their kids okay thank you thank you thank you awesome well thank you thank you very much that was i think very good
009did you have anything else you wanted to see very quickly i just want to i know that there were a few questions that came my way regarding would there be any tours of the schools particularly you know verna because of the transition there um ames the high school the principals are working on a schedule where the students would be able to walk their schedules you know we can't do those large assemblies but they can craft a schedule where kids are socially distanced and different you know different groups at different times um so yes we will be doing that okay thank you very much and there will be more parent meetings next week there are more parent meetings this is very embarrassing there are more parents meetings next week staff meeting on monday elementary parent meeting
010on tuesday and a secondary on thursday and then a special ed on friday okay so so there's and and i will actually be addressing as i said um questions specific to those to those levels let me see if there was anything else that i wanted just to mention to you oh there was a question that came in um and this was a great one we were working on this a bit today you know with the four day rotation with the hybrid that may be a bit confusing uh for for students and for families so we are working on an actual calendar that children will receive you know you can put it up on your wall and your refrigerator whatever um but a physical calendar for kids to to follow uh you know if you're in
011group a or in group b i think that that's important and i know mrs nott was working on that today what we already um we also asked about if that's something that could be on power school i asked and it is not unfortunate you know she worked on that all day today and it is not something that she can note on power school okay so it would have to be on a calendar we would do it digitally we would do it every which way um but i did ask that question i just want to note that if we do have snow days i don't know if you want to do it like a month by month but as the year progresses i know because it will change you know you know yeah um and then
012there was another question about would parents be notified if a child or a teacher uh if there was a positive case absolutely our nurses will be working on notification letters okay so i know that there are a lot more questions with regard to reopening that i haven't gotten to i'm going to add many of these to our faq give us a little bit of time to do that a couple days and we'll get that out to you and um i will try to organize all of these questions to respond to them on the elementary and secondary level next week okay so thank you very very much thank you thank you thank you thank you very much and you know i just apologize again for our technical difficulties we're almost there we're getting to the home
013stretch so we have resolutions and correspondence left and i guess i will just get right into the resolutions right okay so number one resolved at the board of education approved the iep recommendations ask for the attachment abortion please still move second all in favor aye number two result in the board of education approve the student listed for home instruction do you have a motion please still move second all in favor any extensions number three resolve that the district clerk set the tax levy as per the attack maybe please this is the annual meeting where the board of education in the district tax levy that you are approving tonight for the school district is exactly the tax levy that was sent to the voters and proposed to the voters in the budget that was voted on
014it represents a 2.18 tax levy increase and it's a little bit over 1.2 million less than the tax cap amount for mass people schools for this for next year for this year so um this levy has to be approved and signed by uh by all board members it then gets sent to nassar county with this date in nassau county sets the tax rate national county department of assessment legislature sets the tax rate and uh school bills go out and do they've extended them this year did that go through typically they do october 1st i believe now they do december 1st so will that impact us at all we may and we're we're figuring that into our cash flow analysis right now thank you all right thank you um all those in favor aye thank you

022june 30th we entered into brief negotiations with the unit uh earlier that spring and it was agreed upon that we would do a one-year extension in that extension the paraprofessional unit would receive a salary increase of 1.25 plus increment and the board receives a management efficiency of better control of when the longevity payments are issued to the union members that's for one year so this contract will bring them till june of 2021. okay okay thank you mr did we vote okay all in favor aye aye aye opposed any extensions and we want to thank the professionals and we're happy we could do this for them and since you know everything is in flux and no one knows what's really going on so this is the best and so we thank them for uh for this
023agreement together uh 18 resolved at the board of education approved the agreement with t-mobile usa inc and authorizes the board president to sign said agreement may have a motion please still move second second mr oh this is his thing but i told him i could answer that question oh okay mr piotrowski do you want to he's not there sure securing a number of mobile hotspots for uh students and families uh without home internet service and also staff members as well so we are purchasing 50 hot spots i was typically applying for the children's internet protection act with filtering through t-mobile and this will allow us to move forward with that purchase okay great thank you very much um all in all right favor opposed any abstentions number 19 resolve that the board of education authorizes
024funding of financial reserves as documented in the attached memorandum we have a motion please the recommendation is to fund four reserve accounts you reserve for accrued employee benefit liability reserve for retirement contribution the reserve for workers compensation and the reserve for unemployment insurance total amount 2 million 950 000 in looking at the reserve accounts over the last five years this basically helps replenish them you have funded or used 3.2 million of those of reserve accounts over the last five years and uh with the exception of accrued interest on the reserve accounts the board has not funded uh these reserve accounts uh in the last five years so what we're doing is basically you're we're we have an opportunity now to replenish your reserve accounts uh to the extent of two million nine hundred and fifty
025thousand and as i mentioned uh the district used 3.2 million over the last five years and did not fund uh fund that back putting that back did we set up a trs we did not set up a trs reserve the retirement system reserve that this would be going into would be the ers reserve okay all right could i ask for one other question alan sure um could you comment on the fund balance uh at the end of this past year what's remaining and then are you able to comment at all on um covet expenses at this point as a district and where we think we're going to be able to pay for that and any possibility for reimbursement for any of those expenses we are tracking our covert expenses you know those those are ongoing
026and so um to the extent possible we are tracking the additional supplies and equipment that we've needed to purchase with regard to covid as well as any additional services that um that we've had to provide staffing-wise um we know that we did get a grant i want to say about 175 000 to purchase supplies there may be some opportunity down the road and that's why we're monitoring the amount that we're spending and we're keeping track of it to be able to get some type of a reimbursement beyond that grant that we received okay can you comment on the fund balance at the end of this past year sure so um we ended up the fund balance uh the actual fund balance which is limited to four percent of the budget at june 30th 2019 of
0277 500 000 and looking at the most estimated projected fund balance for the 2019-20 school year will end up pretty much close to that around 7.2 million it's going to be less than the four percent that is uh that is allowed uh by the state first school district to hold in an undesignated fund balance but still but still a very solid position yes absolutely thank you very much and then can you comment on any uh anything you're hearing from other districts about the state possibly uh cutting up the 20 we're hearing you know we did hear that uh we really haven't heard much of that lately um although it was something that was a hot topic around budget development time um the state has not come out or let us any additional information that they're
028going to be cutting a state aid to any extent so we you know we are we do have uh we belong to something called the stadia planning service it's run by equestar boces they're upstate boces and so we uh we periodically review information that comes from that bow season certainly if there was going to be a state aid cut on the horizon they would be one of the leading sources in new york state for school districts to be able to get information number 20 resolved that the board of education approves the letter of intent with nassau boces for project number loi 730041 and the amount of 381 651.84 and authorizes the board president to sign such letter of intent we have a motion please submit second second mri again yeah sure um this is a
029renewal of coffee machines for the school district medium duty coffee machines which are currently coming off lease um i want to say over the last um seven to ten years we have had this type of an arrangement with nassau boces because we get boces eight on on these copiers and so um basically what it does is it replaces the medium duty copiers in the school builders uh that that are coming off lease and that 381 000 is not an annual amount that's over a three year period over a 36 month period thank you very much you're welcome all in favor any extensions number 21 resolve that the board of education accept the superintendent's recommendation and approves a revised school calendar that includes changing the first day of student attendance from september 3rd to september 8
0302020 identified september 4th 2020 as a day where school is closed for students and staff identify may 27 2021 as a day of attendance instead of an emergency makeup day re-categorized may 28th april 6th and april 5th 2021 as emergency makeup days 1 3 and 4 respectively and identify september 3rd 2020 as a third superintendent's conference day the board directs the superintendent to publish and distributes that calendar on a timely basis um may have a motion please just taking this off so people can hear me clearly uh yes it's very important this year uh that our teachers are able to return to their classrooms um there's a lot of training um that we need a lot of professional development in so far as how are we going to you know deal with all of these
031new regulations that have been placed before us you know we want to actually uh talk about the health and safety protocols with them explain things set up systems within our buildings and they need time to do that so we did add a third superintendent's conference day to that week which would mean that the students would begin the day after labor day which is tuesday september 8th and then our kindergarteners would begin as this tradition in massapequa on on the following day which is september the 9th wednesday september 9th so i think that will give us enough preparation time and we thank the board for supporting that all right thank you all in favor aye abstentions number 22 resolved the board of education hereby appoints the law firm of saklav stern llp to serve as special
032counsel for the board of education in connection with the matter discussed in executive session and any action arising there from and be it further resolved that the board of education hereby approves a retainer agreement with saklav stern llp and authorizes the president of the board of education to execute such retainer agreements on behalf of the board of education and the motion please still move second second all in favor [Music] and they posed any abstentions okay so we're done with that um if anyone is looking at the agenda you can see that we had quite a bit of correspondence uh since last meeting there were many obviously due to the reopening the reopening plans the masks and also regarding the petition that was submitted to the board of education on racism and you know due to
033the volume and we don't think that we could really address um we would be here all night and uh we wouldn't be able to get through all of them there were so many and they were lengthy so um as far as the reopening the masks and all those questions i believe they were addressed in the reopening plan presentation in the frequently asked questions um and then will be addressed further you know in the next parent meetings um i will the district clerk will read the sample of the last three emails that we've roughly the last three that we received uh regarding the petition so that they you can hear but they are all pretty similar the same subject and the same but we wanted to share some of them and then and then we'll address
034that and then wrap it up okay to whom it may concern my name is nick barbieri and i graduated massapequa high school in the class of 2012. last month i signed a petition to encourage the massapequa school district to take essential steps to incorporate anti-racist education into its curriculum as well as shared my own testimony that reflected the outright racist education i received the petition was well intentioned and designed to be helpful with the ultimate goal that the board of education would encourage the inclusion of anti-racist elements into instruction across all grade levels or at the very least open up a dialogue about why this is necessary i was dismayed to find that the boe responded to this petition with disdain and disrespect dismissing the concerns of your students and alumni who share dozens of
035stories of how they experienced racism and racist education within the walls of your schools the boe response seemed to lack the fundamental understanding that anti-racist education is not a political agenda i'm actually quite confused as to what this implies are you arguing that the boe is of the opinion that massapequa should not teach its students to stand against racism that pro-racist ideology and anti-racist ideology should be afforded an equal seat at the table that is genuinely disturbing and i hope you reconsider how that comes across the reality of the matter is that over a thousand students are telling you that msd has a huge blind spot when it comes to education on race no matter how many incredible things massapequa does as a district other fields of education arts sports etc it cannot be denied
036that students exit the district with a horrifyingly limited understanding of race in america by not teaching students to be anti-racist students believe racism is okay and teachers often propagate that notion as demonstrated by my testimonial and dozens of others this is not about politics this is not about democrats and republicans this is about having a moral code that demonstrates to your students that msd does not stand for racism and using anti-racist educational tools to do so lastly while i understand that the boe is pressed to come up with a plan for the potential reopening of schools due to the covet 19 pandemic i do not believe this can be used as an excuse to delay the implementation of anti-racist education the entire country is grappling with covet 19 and anti-racism simultaneously whether it be companies
037needed needing to figure out how to operate in a pandemic friendly way while instituting better workplace culture or educational institutions needing to do the same msc is not immune from the need to address covet 19 and anti-racism together it is imperative that another school year does not go by without students receiving the education on race that they deserve the education that msd is responsible to give them to do so would not only be disappointing but would definitely definitively put msd on the wrong side of history for the sake of all current and future students i hope you consider your initial dismissal of the demands to implement anti-racist education across massapequa school district thank you for your time and for your reference i have included below the original testimonial i submitted for the petition which details
038how my apu apus history teacher and asked students to defend the trail of tears as an assignment an explicitly racist act i look forward to hearing your response best nick barbieri okay dear boe members last month we sent a petition with more than one thousand signatures to the massapequa school district board of education demanding the board make some basic reforms to improve education on race and racism the petition also includes nearly 100 testimonies in which alumni share their own experiences experiences with racist or solely incomplete teaching and racist bullying in the district in response you stated that you will make no changes whatsoever to the curriculum nor will you meet with anyone who signed it you have falsely implied the petition is a carbon copy of other documents and claims we are trying to spread
039systemic racism ideology our non-partisan demands are simply that the board won recognized racism still exists and teach this to students to identify challenges posed by nearly all white faculty three teach more books by black authors four teach indigenous history five draft a public plan to do the above as well as hire more bi poc educators bring in bipoc speakers we understand that preparing for this school year in the midst of a pandemic is more difficult than imagined i am msd alumni and also a high school teacher and am trying to prepare for my own school year but ignoring the systemic racism in our curriculum and school buildings is not something that can wait i now teach mostly bi poc but my time at msd did not prepare me for it i find myself hesitant to
040discuss race with my students because i don't feel i adequately learned enough about it in my own schooling but i do so anyway because as an educator i have a privilege to work with both white and bipoc every week and the more we have these discussions the better we all are for it students and teachers should not hide from these difficult conversations as they only make the subject more taboo and continues its problematic ways our demands are reasonable and we are offering support and completing these plans hundreds of massapequa residents present pests want to lend a helping hand and share resources in order to achieve this goal we love msc and want it to continue to grow into something we can all be proud of we look forward to working with you sincerely brittany garcia
041class of 2014. to the massapequa board of education i am an alumnus of massapequa high school and one of the 1 000 individuals who signed a petition sent to you earlier this summer regarding anti-racism education in massapequa schools i am extremely disappointed in the board's response to our calls to action and urge you to reconsider your stance that your philosophy will remain the same if you truly regret that you cannot do anything about the experiences of former students then why not take action to prevent future racist experiences if you truly believe in your responsibility to teach students to respect and value all people then why not acknowledge that not all people in our community have been respected or valued due specifically to the color of their skin i ask these questions because the current protocols
042and programs meant to prevent this type of behavior in our schools have been insufficient the testimonies of over one thousand community members make this clear investigating allegations made by current students and taking appropriate actions too is insufficient anti-racism should not be a disciplinary system but rather an integral fabric of the curriculum moving forward i agree with the notion that students should be presented with facts and challenged to view the world through different lenses but by not discussing race and racism in a contemporary context too many facts are emitted that prevents students from having the well-rounded perspective you and i wish they had i know this because i sat in massive people classrooms for 13 years and failed to attain this perspective and over 1 000 of my fellow classmates and community members have indicated the
043same i also recognize the need for schools to be non-partisan but systematic racism is an ideology is not an ideology or a political agenda black people in our country and in our town continue to experience significant racial disparities in both opportunity and achievement this is a reality the demands we have raised incorporating contemporary race and racism discussions into lesson plans teaching the history of racism in long island and massapequa hiring more bipoc educators inviting more vipoc speakers and guests to campus are not intended to advance a political agenda but to simply make students aware of this reality that data and personal testimonies have confirmed i understand that the board and the district are currently focusing on returning to school safely in a kobit 19 world this is an important issue that demands attention when this
044pandemic eventually passes however racism racism in our country and in our town will persist if you don't believe that this is an urgent issue in its own right look no further than the covert 19 mortality rate which shows that black people are 3.7 times more likely to die from the virus than white people i hope you make room for these considerations and continue this conversation with us and i look forward to seeing how massapequa school district can build a more anti-racist community sincerely adam davey massachusetts high school class of 2013. thank you very much um all right so what um what we have said and in response to the petition and then the response to that and we had said we needed time to talk and to be together and um which was difficult because
045of schedules and not everybody uh meeting together but we did you know come with uh with the with some some points that we would like to share in regard to the petition a lot of the emails you know were saying that we didn't care about the testimonies from our students which couldn't be further from the truth i think we all said we were moved and disheartened by what we read and um and we did say that we most certainly will be reviewing our protocols and our procedures and in our schools to make sure that our kids feel safe feel support and feel supported in the school environment that was something we initially right off the bat said we would do we also initially said that we would also be providing professional development to our staff
046so that when an issue uh a race issue or a child is feeling um you know marginalized or excluded or that the teachers would know how to handle this in an acceptable manner so we were not ignoring those you know those experiences and we were looking for ways to ensure that it didn't continue okay we also have to understand the board of education does not meet with groups as a whole um after any time three or more of us are together it's a quorum and it must be held in public uh we must have you know it's a public meeting um so to that end we we don't so usually it's the public uh meeting and now because of the covid and pandemic and restrictions or normally these you know these community members would be
047able to come to the meeting and address us there because that's where we do it in in that open forum um so that's why we don't meet privately with individual groups otherwise we'd be meeting with them every week and and you know there'd be somebody everybody would be we in here with us so but that's that's a matter of law it's a matter of law that we can't do that um number uh the next is um our curriculum so as a district as large as massapequa and uh you know many of things that we offer we do annually review the curriculum our curriculum associates do that it's a year-long process to process for the next year whether it's courses or anything else so um you know we of course will you know ask our professionals
048to assess our curriculum to come to the board for any uh recommendations for the board to consider um and um and that's where we feel that it should be with our professionals our educators um that are quite capable of understanding what needs to be done to enrich our curriculum because um you know even since the time of these uh these graduates from even 2012 even 2015 our curriculum has changed so much ap capstone only came into existence three or four years ago um so there are many components i think that have changed challenge day uh walking the line all those kinds of things that those dates so those only in the last couple years so um you know we are moving in that direction so that's important to the next is that each year the
049board meets together and we go over our goals for the next year we could and will include a review of our history curriculum uh in that as a goal for 2020 uh you know throughout the next year uh and have reports uh come back and then and then the last is uh you know the staff is is that we hire is based on qualifications and experience and i think that's important to do it's open to everyone and and we want the best and that's what's made massapequa the best and for all of our students um and so we will we'll continue uh to do that so um i don't believe we're ignoring anybody we're not ignoring the issue i think it's just that we're doing it the way through with our educators and through the
050way that you know we should in a methodical way um do that so um with that said you know we'll keep everyone apprised as we go through the process you'll see the process you can when we do the board goals it's done as a work session and unfortunately because of the reopening it had to be pushed uh off it was supposed to be you know coming up but uh we're going to be doing that now later on maybe in september early september um so stay tuned stay stay and see what we're doing um you know we do know it's important and and we're then we're giving it the the proper uh channels and using the proper channels to to address it so with that said is there anything else that we need to i'm very
051pleased that the board has um decided to include this in its goals for the upcoming school year um i know that the curriculum associates will work closely to evaluate and i think that's very important and could i add one other thing we as a district can and always look to be challenged and get better and we as a board feel the same way we actually have a retreat coming up next month where i'm sure this topic will come up and many other topics but we as a board can only get better as well and we want massapequa and all the alumni and all the students and all the future generations to be as proud as uh all the people in this room right now so we look forward to progressing and getting better absolutely thank
052you thank you all right with that said then i will ask for a motion to go back into exec to discuss personnel um they have a motion please second second all in favor aye good night everyone good night thank you good night
