001And Village Board, you are live. >> Good morning, everyone. Today is June 17th, 2026, 11:00 a.m. Welcome to East Hampton Village um board meeting. If we could stand for a pledge. Thank you, everyone. Be seated. All right, we have a few announcements. First, uh the East Hampton Village election was yesterday, and I want to congratulate Trustee Carrie Doyle and Trustee Jason Toomer for their big win last night. Uh they ran uncontested, so uh congratulations to you both. Now, we're going to move to more serious thing in the Suffolk County Water Authority. You might have seen it in the paper about the contamination of several or four wells at the corner of Buckskill and Route 27 and it is suspected that this contamination of the water authorities wells were caused by a fire in 2023 by
002the Cove Hollow power plant. During that fire and water was into the ground and now we have contaminated drinking water. And we're afraid that it's going to be uh now coming into the village jurisdiction. So, we've had several meetings or we've had one meeting that we were invited to uh with the DEC, East Hampton Town, and the uh Department of Suffolk County Department of Health. So, uh and the DEC. So, they're uh they're looking into this. Uh one of my questions at the meeting on Monday was why are we allowing the facility to remain open? Because there are no mitigation procedures in place. Should there be another fire, we're going to be looking at the same exact results. So, that's clearly a an issue in my mind. So, I'd like Jason, if you could put
003up on the screen the map that we were provided from the health department and DEC. If you look at the map on the very top of this map, we'll see it's you have that yellow line that goes all the way around. I'm just trying to identify the area. The bluish green color is the Village of East Hampton. The darker color is the Town of East Hampton. And way at the top of the photograph is where that power plant is. And that's where the fire occurred in 2023. And then about 2 million gallons of water was used to extinguish that fire. Not from our fire department, but from a uh internal extinguishing system that they have. And all of or a lot of that water ran into the ground. And at the right at the edge
004of the the darker land and the blue-green land, you see that little rectangle or triangle, whatever that shape is, that's the well field for the Suffolk County Water Authority. They found high levels of PFAS, which is that forever chemical, in the drinking water at that location. They have four wells. Two of them were contaminated. They've shut those down. The other two are restricted use. They're not operational right now, but July and August they may have to be because of the water usage. So, the Water Authority is asking everybody to conserve water as irrigation, things like that. Um they're not sure how the how the they're going to redistribute the water. They're going to use it from other well fields to get make sure we have enough water. The real concerning part of this Anybody who's
005on Suffolk County Water, they're the water's being treated. The water that's coming into your house is perfectly fine. The concerning part of this is anybody who's on a private well in that area needs to contact the Suffolk County Health Department so your water can be tested. And we put the number on the screen. And they'll do this for free. We would encourage anybody who's on a private well to seek out connecting to the Suffolk County Water Authority as soon as as possible. Not trying to scare anyone, but this is a very serious condition and it should be addressed as soon as possible. They've identified about 30 homes in that area that are on private wells that they've found so far. And they've Suffolk County Department of Health has reached out. They've knocked on people's doors
006and they're working on that each day. So hopefully you'll be notified and you can have your well tested. I am going to on our end in the village, I'm going to instruct Billy Hajack to contact a private company and we are going to seek out doing our own test well in the village in that area so we can confirm results as well. And that's the bad news I have for today. I'm going to move to Deputy Mayor Chris Minor to tell us about the Mayor's Youth Council. >> Okay. Good morning every Can you hear me? Good morning everybody. Um Throughout the years we've really tried to implement some type of program for the Mayor's Youth Council and the dilemmas have been that you know the the children that are looking for community service, their schedules
007don't match and we try to put events together and no one shows up and then the requirement to graduate East Hampton High School is multi-tiered with like regions and regular diplomas having various different levels of community service that's required. And some children you know they exceed that limitation and they try to obtain more. So the new program that we've rolled out I think is going to work really well. We have two locations. It'll be Village Hall and it'll be East Hampton Main Beach during working hours. We have a sign-up sheet where interested people, they don't have to be kids, I guess anyone looking for community service can sign up. If if 18 you do need a waiver and you need your parents to sign that before you um start your community service hours. However, they
008can um walk around the village if it's a village hall. Uh they can we have a list of um ideas they can walk around the village, they can walk around the duck pond, they can go to various different locations in the village and and help beautify the village in in a multitude of different ways. And also at Main Beach, we have a sign-up sheet where they can go and walk around the beach and collect garbage and I think it's going to be really user-friendly because they can sign in and sign out. We will have um village staff um monitoring, you know, those hours in the village and we will also have the beach staff, you know, making sure everything works well at the beach, but um I think it's going to be a really good
009program. It's going to expand the um availability of this so everyone can do it on their time, not so much on some type of time that was um set up to be predetermined. So, uh if I don't know if anyone can see it, but we have uh these beautiful buckets um and the grabber and orange vests that we have available to the people and um I'm excited and my kids are now at the age where they need the service so it came a little bit more aware this year of what's needed and um I think it's going to really be a benefit to the schools because they're super excited about this as well. 010Block Party last week, which was a huge success and I want to thank the foundation and of course um our village administrator for a great job getting that organized and getting that done. I think we had somewhere around 3,000 people there and no bad events happened. It was really very family uh oriented and it was it It just I had a a great time. So, and I I think everybody I've talked to had a great time. So, we're really happy to do those things and we're fortunate that we have the foundation that can come up with the money to uh to do those events with us. So, thanks again. But I'm not going to talk about that today because Sheryl Dayton's in the building. So, when when Gustav and Hanna Buek bought Home Sweet Home in 1907, they put an addition on the back. And in 1980, the village made that into a gallery. Sheryl Dayton worked on that. Then there was an office put on the back of that. Sheryl Dayton worked on that. Then they renovated the Pantigo Windmill. Sheryl Dayton worked on that. But he didn't stop there because he worked on the Hook Windmill, the Wainscott Mill, the Quail Hill Mill, the Beebe Windmill, the Gardiner Mill, the Hayground Mill, the Southampton College Mill, Gardiner's
013Island Mill, the Good Ground Mill. Now, he was on the Design Review Board for 37 years. I figured out he must have gone to over 400 meetings. And listen, this is what he had to hear. Well, the signs are not too big. No, the planters are not on the street. No, the outdoor dining is only temporary and the historic structure will not be altered. Ah. He doesn't deserve a proclamation, he deserves a medal. So, in the in mortal words of John Howard Payne, "Mid pleasures and palaces that we may roam, be it ever so humble, Sheryl Dayton can now go home." >> Oh, very nice, Hugh. >> [applause] >> So, next up we do have a proclamation. And whereas Sheryl became a master carpenter through his work in his father's shop and over the years played a vital role in the preservation and restoration of numerous [clears throat] historic structures in East Hampton and neighboring communities. Whereas Sherrill Dayton has faithfully and selflessly served
015as a member of the Village of East Hampton Design Review Board for 37 years advancing its mission and values through his leadership, expertise, thoughtful insight and unwavering commitment while inspiring fellow board members, village staff and the community at large. And whereas since joining the East Hampton Fire Department on December 21st, 1956, Mr. Dayton has exemplified the highest ideals of public service demonstrating extraordinary dedication to the health, safety and well-being of the residents of East Hampton through decades of volunteerism and commitment. I want to thank Marcos, the mayor, the entire board, uh highlight a couple of inter goal agencies, which was DP, I'm sorry, DPW, the police, fire, and EMS all really came together and really made that a very special event on Main Street. But, I have more. I'm happy to announce
020that this 4th of July, we are going to have fireworks at Main Beach. It is co-sponsored by the village, the fire department, and the foundation. How we got here and why we have not had it for the last 30 years, I have to explain why. We've had piping plovers that are on the endangered species list. We worked with both the town's natural resources, Uh, 1 DEP D- DEC, sorry. Um, and also US Fish and Wildlife. The senior biologist there that looked at our mitigation plan and allowed us to have these fireworks. So, we hope this is going to be a tradition to both celebrate 4th of July this year and every year going forward on Main Beach. But, there's more. We have other things going on in the village as well. This, uh, Sunday we
021have Father's Day, the summer solstice, and International Yoga Day. That's right, we have International Yoga Day and we're going to celebrate in East Hampton Village with a special session of yoga on Main Beach at 8:30. So, this weekend we have yoga 8:30 in the morning on Saturday and Sunday. And it's free. Let's see, what else do we have going on here? We have Tuesdays at Main starting July 7th as well. I want to thank everyone. I want to thank the village for co-sponsoring this with us again. Um, we're going to have 10 shows. It'll be every Tuesday weather permitting. We have, uh, great attendance there. I want to thank the police department for their assistance every single year. And we have one other event in July that is going to be a great watch party,
022which is going to be the World Cup watch party at Herrick Park. I've been working with the mayor, Marcos, um, a couple of volunteers, Matt, putting it together.
