Can everybody hear me? All right. Okay. So, this is all positive. Um, for those of you who don't know me, I am Kirsten Anov, one of the organizers of this year's after prom held

003at the rink on May 16th, 2026. I am also the parent of a senior. This event has been held for many years to provide a safe and entertaining space for all juniors and seniors to gather after the prom, whether they attended prom or not. The history of this tra tradition bears repeating tonight as there have been pauses in its continuity. Several years ago, Principal Hornbrook reached out for parent volunteers to revive the tradition. Two years ago, we started with less than $1,800 from the previous afterprom fund. Last year's fundraising efforts and Y stewardship yielded a rollover balance of just over $4,000. This allowed us to start planning early and to secure the venue, attractions, and a vision for our continued fundraising to support this year's event. Our goal was to raise enough funding for the

004event and to roll over a an amount similar to what we inherited this year. We started a new give online fundraising campaign, a signup genius for specific prizes, initiated community outreach to potential donors, and made direct online requests for donations from local businesses known for making contributions. I am very happy to report we raised just over $7,000. This combined with our $4,000 balance made it possible to not only host a successful event, but to roll over more than the $4,000 for next year's event. The cost of the party, which includes prizes, food, decorations, supplies, Central New York attractions for the activities, totaled $6,375.99, barely $100 more than last year. We are grateful for the many individuals and businesses who date who donated so generously. families, community members, our faith communities and churches, the Lancing Faculty

005Association. Over a hundred students attended the after prom party. By the end of the evening, every student still present won something and those there until the very end won an additional prize. Prizes included TVs, Bluetooth speakers, Echos, backpacks, earbuds, gift cards, gas cards, dorm essentials, tools, tool boxes, all kinds of things to appeal to all students from all interests. Students were so appreciative of the prizes. We continue to remain most proud of the following. One, we provided a safe afterprom event for all students to attend at no cost to them, whether they attended the prom or not. We created a sense of community among the attendees, and watching them play field games, icekate, the many rounds of laser tag, the video gaming, silent disco dancing, and just hanging out with one another until the early

006hours makes it worth the late night for the chaperones. We have left a sizable fund to build upon for next year and we appreciate everyone's contributions to making this event such a success. In closing, I'd like to honor the memory of Rob Sullivan who was very present for last year's planning and prize organization. He was an enthusiastic cheerleader for everyone's best efforts and I really from the bottom of our hearts thank the whole community. Now, is it Johan? J O N. This is actually last year. So, thank you for your time. And he promis All right. So, is it on? Hello. Okay. Um, so I want to share a project that Mr. Richardson and I have been working on. This is a blue food pantry. And if you've seen them around town, they're basically how they work. Anyone can put food into them, mostly non-p perishables, stuff like that. Um, also can include hygiene products and anyone

008can take stuff out at any time. So, this has been built completely from scratch by Mr. Richardson, I, and about six other volunteers who've helped us. And I'd like to thank Miss Quick, who presented this project to me. So, thank you, Miss Quick. Um, it's not fully done yet, but we're also expecting to recruit some student painters who will actually paint a mural on the front. Um, and the art for that is selected from an art competition that we did across all three schools. And we've gotten great submissions from um all from second grade to uh 11th grade. So yeah, it's pretty cool. Um, yeah, that's all I wanted to say. I just want to share this cool community project that uh has been mostly studentled with, of course, the help from some great teachers

And one of the things that NISBA does is the New York State uh school board association uh award the one of the things that they do as they work with us is award our board members uh with just award recognition of excellence for their time going to workshops being leaders and doing different things. And we have some board members tonight that they're recognizing and the first one is Matthew Hector with a level one board achievement award. Congratulations. Then we have Matt Bogamill with a level three board mastery award. In addition for Matt uh for his time on the board, we have uh a panic of landing. Thank you. Do you have a report, superintendent's report? >> I do for um Kate and I. Uh I just wanted to go through uh the timeline. It's it's already June and we're we're headed towards uh graduation. So, we wanted to remind the board of some of the events that you're invited to and um if you have questions about them, certainly ask. Uh but we did after tonight's board meeting, tomorrow night is academic awards at the middle school for for high school Wednesday night. Thank you. Uh then we have spring athletic awards and that's for varsity athletes. There's a also a PTSO meeting that evening. We do not have school

016on Junth. Scholarship night is at 700 p.m. It's also for high school and the uh last day of school for students is on June 25th and th there's the last two are half days. Graduation is on June 26th and we're just going to say it's absolutely going to be at Sovis Stadium and it's at 7 pm. Board members are welcome to uh proceed with us to the with administrators to the uh the field where people are seated. We meet at 6:45 at the elementary school playground and then we will walk up from there. >> When are the moving updates? Did you put >> I did not put them on um Lori is absent today, but we'll get them out to you. if you have that, Matt. >> Elementary is Wednesday that week at 10 >>

We'll get we'll send this out to you as an email so you have it in one spot with the moving up days as well. >> So, Andrew, um usually they're not mandatory, but we are usually invited to attend as board members to the moving up and graduation ceremonies. and you tell us what time to be there and where to sit if you want to attend as a board member. >> I do want to just give a quick budget uh update. We the state did finally uh finalize the state budget. Our foundation aid increased to uh 2% instead of the 1%. Uh our UPK allotment amount per student went from 5,400 to 10,000. That's significant. Um, and there is a the

018zero emission bus mandate has been uh delayed. That was approved. So, for the foundation aid, that increase is $135,000 uh for us. Um, it's an increase of the 67 uh 67,000 from the governor's proposal, just basically doubled. And um just to be clear, we wanted to remind you that the district doesn't app increase the budget. We will just as we talked about with the board, decrease the amount that we have allotted from the fund balance. So uh that's helpful for us for moving forward. The UPK all the rules are the same. This is per student. So if you don't have the student, you don't get the allotment. And right now we have two full classrooms with four students, three maybe three or four students on the weight list. And what that means um is if

019we would only get a certain amount for that class and the rest the district would would be paying for. And we have not budgeted for that. So, right now we have two full classes, but we are doing some pretty heavy uh communication and marketing to make sure that we're capturing all of our uh potential UPK students in the in the district. So, um so that's where we're at right now with uh UPK. >> Would that mean that if you had more students, you could potentially add a third class? We would need um nine more stu nine students uh total to cut to break even on the cost of the teacher and the teacher a aid that's in the classroom >> and they have to be in district >> four years old or older. >> They

020have to be in district four-year-olds or older. Um we do send out collaboration requests all the time because that would help because we could make sure that our students are getting serviced. But the the prek program that is that we're collaborating with also has to be a full day program and they most do not want to be full days. It's beneficial for them to have two half-day programs and it seems to be that's what a lot of our families want too and are are continuing to choose that. We spoke to a lot of families that just didn't feel that their child would be ready for that full full full day, but that is a requirement of the program. And just uh just to clarify some of the zero emission bus mandate, it's been delayed by

021five years. So uh as of right now, we must start purchasing zero emission buses by 2032. And that our full fleet then would be converted within eight years. And that is works about right because it's about two buses uh for us which makes sense. I'm not we're not um positive that this might not continue to be delayed in the future. So we'll be updating you with this as we move along. >> I mean that is a win. It's huge win. But >> for different reasons, right? >> Yeah. >> I mean how does that work? I I know we can't discuss that right now, but how does that work out as far as planning for capital campaign projects to because a part of this bus um mand EV bus mandate is that we had to have

022an infrastructure to charge the buses and house the buses. So, how does that play out in building the infrastructure to house and charge the buses? We will be updating the board on our I'd say like a 10-year uh facilities plan. One of our now that we've gotten, you know, we had a a pretty big pause there because of COVID with planning and uh got right into our um the necessary things that we had to improve. And so now our goal is to go back to those $3 to5 million projects for maintenance and um and then figure out where the transportation um bus garage essentially would need to be uh put in there. So we're thinking we have one more project and then that we'd be working on the bus garage at this the next project.

023Typically it's two years of you'll do you'll put one to the community every two years although it takes a lot longer by the time that they are actually being you know construction is happening it's around every four years >> because do you remember where do you remember or do you recall where the bus garage is anyway anyway for the for the um materially for upgrade anyway is the bus garage it's ready it's next >> we were hopeful to do it now but we're waiting waiting to see what those needs are and we're waiting on some maybe local town decisions to see what is happening around with infrastructure of uh energy and uh things like that. So um there's some other extenduating circumstances that impact lancing around the town similar to when the town was putting

024in main sewer line it wasn't matching up to our >> uh you know same type of thing. So we're trying to see what what's happening there. >> Okay. Thank you. >> Is that it? >> Okay. Um, we had a retreat earlier for those of you in the audience, um, where we talked about the fact that we have a a school board

026member handbook that's in draft stage. I'll be sending that out to you guys soon and working with Mark Schneider from NISBA on that um to make sure that we have those updates in place um, for the start of the school year. Um Chris mentioned from the NISBA advocacy side the bus mandate and foundation aid minimum. I just wanted to um for your information just put on your radar um the governor is going to have to make a decision about whether or not New York State signs on to um a federal tax credit program for private schools. Um NISBA is advocating against that. um as private tax credits can draw funds away from public schools. Uh please look at your NISBA information around that. Also note that the New York State Senate and the Assembly have

027passed a data center moratorum. It would be a one-year pause on new permitting for data centers. Um the governor has not yet signed that. I'm not sure where that's going to go. Um, and I raised that just for you guys. As you know, um, the town of Lancing is considering um, a data center proposal and as a school board, we are affected with it comes to things such as tax abatement, tax policy, things like that. So, just keep an eye on that. coming out of Albany. Um, as Linda mentioned, New York State School Board Association hosts their summer conference in July in Albany. I think all of us have been to it. Um, I highly recommend it for new board members. It is a smaller conference than the New York State conference and I find

028the sessions are are easier to kind of wrap your mind around. Um they're more intense but they're also smaller and there are fewer of them. So I think it's the best of both worlds. I'll send out some information to everybody about that. That's July 24th and 25th. Um, we were able to attend the new the Central New York School Board Association annual dinner. Matt and I were there to see um, Linda Compatello from Graten uh, achieve receive the school board member of achievement award from our TST region. Um, look for mental health resource trainings coming up from Central New York School Board Association. And for those of you who are new members to the board, Central New York School Board Association also offers in-person training for your first year training. I know NISBA offers it

029online as well. I highly recommend the in-person because you really get an interaction. Um, but I'll send you information about that as well. um TSTBOSIE School Board Association. We had a great presentation from Patrick Longo at NISSBA coming and talking about leadership resources which I'll share with you as well. And as Linda mentioned and um Laura mentioned, um the driving games were an unbelievable experience for all of us who went. The TST School Board Association reps from different districts in our footprint met at the games and watched our kids just have an amazing time. I highly recommend if you are able to to participate in that next year and to let you know that the TST School Board Association has plans and we're working on insinuating ourselves into the event so that we can have

030a tent and have schoolboard members there to represent members across the district. It was the highlight of a great week for me and Laura, thank you so much for all that you do and bringing our kids there. It was awesome. Really, really. And congratulations to our athletes. >> So, I'm sorry, I should have stepped back. So, this part this is the s u part of meeting that board members have the opportunity to share with each other in the community what we do outside the board table. We talk about our um subcommittees. We talk about what professional development we have engaged in. We can talk about what community engagement we have done. So, um Susan is our NISBA New York State School Board Association advocacy rep as well as our um SBA, which stands for school

031board association. >> The TST school board assoc like our local school board >> and she's the president of that board. >> I'm the vice president >> vice president of that board as well. So, she brings a great um she's a point of contact. So, she brings a lot of advocacy information to us from different boards and NISBA um RSA, Central New Central School Board, >> Central New York School Board Association >> are all lobbying lots of letters. >> Yes, they're all lobbying and professional development um groups that support us as schoolboard members. This is probably the biggest one. And we all have memberships of them. And when you become you can you you'll have we have memberships and you use your membership to um to go to different conferences and go to their websites and

032they'll come and do different professional developments with them and whatever all kinds of stuff. It's really a lot of things you can do in their websites and today we had the start of your orientation today right and right now and so um and she's the also the uh the current policy um chairperson. So that's part of what she was talking about the operations um protocol operating procedures manual set. That's what she was talking about. Got it. 033mispronounced names, but Autumn Barnes, congratulations for finishing first place in females and Jackson Matus for finishing second place in the male division. Uh also, uh this past weekend, the uh Lancing Pops concert, if you were able to attend, it was it was quite a show. Um, also this upcoming uh Saturday, if you have the ability, Lancing down at Meyers Park are going to be celebrating uh 250 years of our country. So, it should be a fun day. And then that evening, if you haven't heard, Lancing Palooa uh that's going to be a Lancing studentled and run uh music performance. It's basically a concert that uh students are uh performing in and running. Uh it's going to be at Salt Point from 6 PM to close. That's it. >> All right. Reorganization meeting workshop. Chris, >>

034oh, one thing. So, this is unusual. I'm gonna we're going to do the reorganization. Um, Chris is going to lead us through a workshop. I'm going to ask Bob, Kristen, and Alec, please feel free to ask questions, interrupt, and participate in this part of the meeting. You can stay where you are, but this is going to be kind of open conversation and part of your new member orientation as well. Okay. Any questions? Thank you. Moving forward, you can email or I'm sure we'll um have a uh orientation prior to um the actual reorg as well. So, right as of right now, uh the reorg meeting is scheduled for Monday, um July 13th. So, it has to be done within the first two weeks of school. So, we'll have to make sure that's what uh why

035we schedule it then. So, we'll um what typically happens is Debbie will send that out and we'll ask if you have any conflicts and hope hope that most of us will be able to be here present >> and that's it's the first two weeks of July and that's what the new that's what the new rule the governor passed. Right. >> Correct. So you'll see there's um one is called the order, two is the pledge, three the adoption, and then four it gets into the oath. Five is appointment of board representatives. So the first one is voting delegates to NISBA. Does anybody want to explain what that might mean? Sure. Every year the New York State School Board Association holds their annual meeting during which they adopt position statements which are the lobbying positions of the

036organization and school boards are the members of the organization. Each school board sends one voting delegate to this meeting. It's an online meeting. It goes forever. It's can be like five hours, right, Linda? Like insane. >> But it's so cool. >> But it can be very cool, right? >> It is. Um they the process starts actually right now where school boards across the state are putting in resolutions which are their wish list for what they want NISBA to be working on. Those resolutions go through the diversity, equity, and inclusion committee at NISBA. They then go through the board of directors at NISBA and are either endorsed or not. Um, resolutions that are endorsed are listed as such in the program for this meeting. Those that are not endorsed are still considered by the body, but

037they don't have obviously the endorsement of the board of directors. This is basically how we as an organization instruct the professionals who work for NISBA to go and do lobbying work on our behalf. Um, I don't know what's coming up in terms of resolutions, but there have been everything from making um, Narcan available across public schools, slowing down the bus mandate >> to having access to whole milk in New York State, >> having access to whole milk in New York state schools, right? All sorts. And when you go on the NISBO website, you can look at at what those resolutions are. I've served as the delegate the past several few years. Um we usually as a team look at the resolutions. If there's significant opposition to something that the board of directors has endorsed, we

038can vote against that. Generally, we've been in favor of what they've endorsed. So, we voted accordingly, but we'll talk more about that in October. And that's what that position is. If anybody's interested in learning more about that or wants to take on that position, be happy to talk to you about it. Um, or to just learn more about it. I'm happy to >> be kind enough to also talk about the voting delegates to TST School Board Association. >> Yes. So the voting delegate to the TST School Board Association, New York State School Board Association, let me start. National School Board ass Association covers the whole nation, New York State, New York State, Central New York is a footprint that runs from Syracuse all the way down here all the way out to to uh Cenatus.

039If you know where Cenatus is, then you get extra points on this. And all the way out to us we go. So it's a pretty large footprint. Um and the TST Boseies schoolboard association covers our local school districts who are part of our Boseies. We meet once a month during the school year at TST Boseies and our primary function has been to organize advocacy efforts on behalf of local districts as well as to provide professional development that's hyper local, right? An issue that we're all struggling with. We bring in an expert superintendent. We bring in somebody from Cornell and the delegate. I've served in that role. Um goes to those meetings. They're on Friday afternoons and brings that information back to the board. We usually have a voting delegate and an alternate um and both

040of those people can go to that meeting. So um and there's always lunch and the kids from the culinary program at Boseies cook for us. Um so there's an extra incentive. So I'm happy to talk with you about that as well. >> Thank you. Uh C is board delegates to the shared decisionmaking team. There's one at each building. Is anybody want to talk about what that looks like that's been on the >> uh so we usually try to meet uh four times a year and uh it's a pretty informal meeting. It's it's really nice to uh uh get everyone together from you. There's usually one for the elementary school, one for the middle school, one for the high school, and you'll each meet in uh individually at your own school. And then uh uh stakeholders,

041parents, whoever gets invited to the meetings, and most of them are are kind of open-ended and we talk about, you know, what are the dinner table issues and, you know, how how to, you know, make things better and just kind of a go between between you know the board and and and everybody else and it's uh it's a nice informal way to to get together and see where where everyone's heads are at at the time and then you know how do we get things forward. I know a lot of times in in the high school we talked about you know postp prom and graduation and you know things like that but we also talked about um you know returning to uh sports after an injury or you know homework or things like that. Um then

042we typically have action plans and just kind of keep moving forward. >> One note on let's say everyone says I want to be on the high school shared decision any committee maximum of three people otherwise it quorum and that becomes a board meeting. >> Thanks have a quorum and a quorum is four board members. So it has to be three or less on each committee. And usually we have we have the expectation. It's usually set out how many people from the board we need on a committee and usually share the decision team. We only need one or two people to be on that particular committee. >> Next is board committee represent representatives. And um often we if we have a need we create an ad hoc uh uh committee and last year knowing uh knowing

043that there would be some significant um uh budget concerns we wanted to make sure that we had a lot of communication. So we added the ad hoc financial advisory committee. I would suggest that you continue that next year and uh through understanding of the need for advocacy and having that be strategically planned throughout the school year. I would recommend an ad hoc advocacy and uh we might be looking at and we had been continuing to look at the curriculum committee and how to make that more effective. So, we are considering um just reviewing with other school districts how they're how they're using a curriculum committee. Um right now it's more it's very active with the working committee of the for the uh with employees and um it's more would be more appropriate to be looking

044at curriculum policy and curricular practices and um how we determine how we purchase curriculum and things like that. So, here's the committee. Uh, district technology, district health advisory, that one typically is three times a year. Facilities next year starting the summer will likely be monthly because we're looking for to move forward some projects. Policy is monthly or as needed. Uh, audit is quarterly. Safety is three times per year or as needed. the professional development team that comes together when there's a need to update the professional development plan which is every two years. The curriculum committee which we'll be working through ad hoc financial advisory will start in uh around probably around December January and will be minimally monthly or at before every board meeting and the ad hoc uh advocacy uh if that if you

045move forward with that we'll have more discussion about that will be based on need and how how you guys determine that. Any questions about the committee? I mean, I guess we can I mean, we'll talk about that. Do you have something? Sorry. Okay. I know we talked about having a advoc ad hoc an advocacy committee last this current year and we didn't do that. So, I hope we can move forward with that next next year, this upcoming year. I mentioned to Chris and Aziza um sister Syracuse School District or whatever they call themselves. They have a hundred letters in their names. Um they have a yeah they have a very active legislative advocacy committee. They meet monthly and they have legislators come in. I can I will send you uh communication I have from that

046the chair of that committee so that you guys can look at it as we consider what we might want our committee to look like. It doesn't need to look that way, but um we've had some pretty significant wins with advocacy. Chris talked about, you know, that 2% >> on uh foundation aid, right? That didn't happen just because that happened because of advocacy and a lot of pressure put on the legislature and the and the governor as as well the the roll back on the dates for the um electric buses. And so this is work that is not only important but it actually it gets us somewhere and if we speak for our kids then then we can make things better for them and for our community. These are positions that have to be that are required by law to be um part of the reorg uh approval process. Um there are times when if we do have an internal auditor, we won't know who that might be. It's hard been hard to find certain people there. Typically, you would go out to an RFP or just to get information uh every five years. Last year we did go out for an uh just a just a information only

And you cannot, if you allow, you allow. You can't say, "Oh, we meet we met at our capacity. You have you'd have to buy hire more teachers and and do that." If a number of people wanted to jo you

055know attend lancing that's at number 12 no open enrollment uh the sub rates will be uh listed similarly they will be increased we maintain that we're always above certainly always above uh minimum wage and that we are uh competitive within our region their fingerprinting cost. There's a every employee has to be fingerprint printed and we support some of those costs for our LSA LSSA unit. You also uh approved curriculum writing and project resolution and that kind of comes to you throughout the year but is heavy in the in the summer months and you uh will get what those hours look like uh and you know just approve the you're basically approving uh payment of those hours and then adjournment Following the reorg meeting, we will go right into a general meeting, a regular meeting of

056the board. So the other thing is um how we elect the president and vice president. The president and vice president is elected every reorg meeting and um the clerk opens the reorg meeting and then you would nominate and we vote on as a board who the president and the vice president are. And at that meeting the the person who can nominate you can nominate a person or they can nominate themselves and everybody votes on it and people have the opportunity to speak or not speak and that's just the way it works. Simple. And then that's the president or vice president for the year. Pretty simple, straightforward. We will have a board orientation between now and then and uh we'll set up that time to happen. So, we'll be able to have some question and answer

You have to facilitate the meetings. You have to be the in between between the district and um the district and the board. And it's not about pride. It's not about having um a figurehead. It's really a lot of work outside the board. The board itself is about a couple hours a week, but really what you have to manage and what you understand about the board is a lot of work. >> Yeah.
