Yes. >> All right. And we do have somebody signed up to talk on something that is not on the agenda item. Um Jeffrey, if you can stand, um say your name, your address, and you do get three minutes to talk. >> Okay. Good evening. My name is Jeffrey Jamrock. I live at 14280 State Drive in Dyer, Indiana. I'm here to place multiple formal complaints into the public record regarding administrative misconduct, failure to follow board policy and violations of my stepson's federally protected rights as a student with a disability. First, our most recent IEP meeting began late. Assistant principal Mike Engel accepted responsibility for that. IEP meetings are governed by the Individuals with Disabilities Act or IDEA, specifically title 20 of the United States Code, section 1414, section subsection TD David, and title 34 of the
code of federal regulations section 300.322, which require meaningful parent participation. Administrative delay is not a minor issue, it's a compliance failure. Second, Mike Angel admitted to Googling the definition of the word queer on his personal phone and showing it to my stepson. This occurred despite prior technology restrictions put in place to prevent exposure to inappropriate material. This conduct was unprofessional, inappropriate, and a deliberate circumvention of the safeguards. I'm requesting a formal investigation into this behavior. Third, my stepson's out of school suspension was improperly issued. The 2025 2026 HCMS handbook states that OSS is assigned by a principal. Mike is not a principal. The policy as written does not authorize an assistant principal to issue OSS. Therefore, the suspension was issued without proper authority and is invalid. Additionally, as parents, we were not notified in writing
at the time of the suspension is required by the policy. Mike Engel claims he sent a letter home with the student. The handbook says the parents will be notified in writing, not the student. This violates the district's own policies and procedures. Further, my stepson's IEP requires seating near the teacher away from distractions. [clears throat] That accommodation was ignored during the band rehearsal. Under IDEA title 20 of the United States Code, section 1401 subsection 9 and title 34 of the Code of Federal Regulation, section 300.101, failure to implement an IEP is a denial of fate. This failure directly contributed to this disciplinary incident. I was also informed by administration that the guidance counselor notes are not acceptable to not accessible to parents under FURPA title 20 of the United States Code section 1232G and title 34
of the code of federal regulations section 99.3 once counselor notes are shared with administrators they are no longer considered sole possession notes and become part of the education record I'm formally requesting access to my stepson's records on December 18th 2025 I received an email from Tom Martin that said, and I quote, "A formal investigation into the conduct of Mr. Michael Engel has been initiated by myself and Mr. Phil Maseco," unquote. I'm demanding transparency regarding its status. The actions taken while Mr. Engel continues to exercise authority during that investigation. I'm requesting that the board take corrective action, staff discipline, removal of the improper suspension. >> Sorry, three minutes are out. >> Thank you. If there's anything else that you didn't get to say, you can send it to us. >> Sounds good. Thank you. >> Board
have any comments or questions? >> All right. Anybody want to make a motion to adjurnn the meeting? >> I'll make a motion to adjurnn. >> All in favor say I. I
