We will move on to C2, review of investments reports, overall investment policy and report in the financial conditions of the school corporation. Mrs. Babcock, good to see you. >> Good to see you as well. I'm looking forward to being in person at our next uh regular board meeting. Um so I'll cover the items associated with the school board of finance um meeting that we have to hold here. There are four items we need to cover. The first one we have already covered which is the election of the president and the secretary uh for the board of finance. So we're moving on to our second item that we need to complete
010which is the review of the investment of report required by section 7 of Indiana code 5137. And so with that, um, for 2025, the Huntington County Community School Corporation has no CDs currently. Um, and the money vested is the total, um, monies on deposit. Um, and that earnings for the pork bank accounts was $1,549,79747. um with an external construction accounts interest earned of $66,158 and interest earned through Trust Indiana of $3741 bringing the total amount of interest earned for 2025 to 1,615,939.96 of that the cash balance for um Ever Wise Credit Union which happens to be our main bank account which has an interest rate of 4%. Currently, we our current cash balance at the end of December 31st, 2025 is 37,783,68820. We do have one CD that is not listed up above because it
011it has a value of $2,000 and it is for a scholarship. So, it was not included in the list of and what I mentioned earlier with the CDs. Um, and then we have one bond left that has that's outside of our funds and that's 22 bond series. And with US Bank, we have a balance there. So, we're spending that money down of $2,53761. And that interest rate is 1.797. Now, as I'm sure you're aware, a lot of interest rates are continuing to drop. if our um rates drop. Right now we have an excellent rate with Everwise at standing at 4% still which is great. Um but there are some other options that we consider if we need to in the future with who's your fund or trust Indiana which has very great rates as well
012and it's liquid um investment pools. So those are some things we may consider in the future but right now we only have the Trust Indiana for our collections. So, and that is the investment report. Are there any questions in regards to the investment report? >> Where where are the funds for the geo bond that we just released? Are those in in our cash account at TCU or are those in another fund? >> The those should be in our regular account because it's a geo bond. They're typically in our regular funds. >> Okay. >> Um we'll look at that in more detail at our regular board meeting. >> Okay. So then the 2022 bond, that was the least bond that we did. 013Okay. So, we've now checked off two items in our list um for this board meeting. And then the third item is to review policy, our investment policy, which is 6144. Our treasur has reviewed it and I've reviewed it. We do not see any changes um need for changes at this time, but we we are required to have the board review it. Are there any questions in regards to policy 6144? Sounds like there's none. We'll move on to the last item on our agenda for the board finance meeting and that is covering the DWAB report which is the distressed units appeals board. I'm happy to report we are not on their list to um be of concern. So that's great. But I will cover this report for you and it's in your packet. I believe Cindy
014is pulling it up for you on the screen. And so with that um for the DWAB report um it covers anywhere between the 2425 school year and 24 calendar year. And so they they vary depending on the different items that they review on when the information is available. So there are seven items indicators that they review. The first is the ADM or the average daily membership. Um the second is the demographics. Third is the fund balances. Um four is the annual deficit or surplus. Five is the fund balances as a percentage of expenditures. And then there's six revenue of type. And the final one is operating referendum revenue as a percent or total revenue. So I'm going to go through this report and briefly explain a few of the items and if there are any
015questions please let me know. Okay. So for the first one with the ADM, it has a history there for Huntington and it notes that our enrollment has declined over the past nine years um with a slight recovery if you've noticed in 2425 um with an increase in it appears to be virtual students although virtual students are not um funded at 100%. And then we move on to the demographics. And you can see there that demographics covers the um free and reduced special special education and the ELLL or English language learners. And with that, you can see we're staying steady with our free and reduced um lunch rates. Um so that is good. Um a lot of our federal funding is based on that. So that's really good. Um you can see that our special educ
016special education has increased um and we are seeing that across the state as well as the ELLL increase. So that one's slightly moving up as well. So this gives us a good indicator on some factors there on this particular one only goes through 2324. So I want to point that out. Moving on to the fund balances. If you take a look at the fund balances on this, which is on the uh third or fourth graph, I think third graphic, excuse me. Um it shows a history from 2015 calendar year to 2024 calendar year. And that's to align with the budget since the budget is calendar year. The fund balances have continued to increase in budget year 2024. um which helped the district um reach some you know have a good strong cash balance to be
017able to afford some increases um in 2025 and 2026 school year. Moving on to the annual deficit surplus we are in the surplus love that we may not see that so much in 25 as we have some you know different things coming into play for us at the next year that I'll report on. But as you can see we still have a surplus there and that is great. That's really what we want. Um we want to be the best use of our funds and um that is great to have that. Moving on to five which is the fund balances as a percentage of expenditures meaning what we expend within that calendar year what our cash balance is against that. A lot of times I'll look at it as allocate against the allocation but this is
018looking at what we've actually expended versus what our cash balance is. And you can see from this report, it's at 52.8%. This is looking at all of the funds. And so that is really good to have that. Um later on there's a link that I'll tell you where to go. If you want to go and look at individual funds by themsel, you can do that as well, which I enjoy that. And you can also look at other districts across the state to kind of see where they're at as well if you're curious about that. Um so right now we're at 52.8% 8% um for the end of 2024. And then moving on to revenue by type um was consistently increasing in the past. It's looking to be stabilized in 2020. I still show it as
019an increase in 2024, which is anticipated to start to go down and equalize um in the near future as those ESSER funds are done now. Um and then the anticipated decrease in our future funding because of SEA1. Um so we may start to see that this report also shows you where most of your funding is coming from and you can see from this report that it is um from the state funds of course. Um and then moving on to the last one which is the operating referendum revenue that is a flatline there because it does not apply to Huntington as we do not have a referendum. And then on the very last page of the um investment report, you'll see the link that you can go to and um look at it in more detail

B and I'm sorry, F2, board member compensation. Um, at this point, we need to decide what kind of compensation we will have for the board for 2026. Uh, I think last year we had $2,000 annual salary and $75 per meeting. >> No, it's 2000. >> Yeah, that was the state law. So, I was just going to I shared with the board, but uh the ISBA memo that came out in late December uh
029reference to that. Uh the reason I did that was because the state law changed last year in July uh to up the salary for the school board members to 10% of the starting teacher contract amount. That was the first time in over 18 years that this uh schoolboard member uh compensation has been adjusted by the state legislature. And because of the way they do that now it will be able to be adjusted based on whatever we have with the starting teachers pay. uh the stipens for regular meeting and other meetings are based on uh the Indianapolis Common Council's uh rates that are set. So, just so you guys give you guys full uh information on how that's all set uh and I think that was all laid out in the IBA memo, but just to
030give you a little back history and and how that goes. >> Thank you, Mr. Wall. So, uh, just to be clear, um, starting teacher pay is $45,000, which means 10% would be $4,500, uh, which is what could be considered, uh, including and then also a an increase in the per meeting to $150 from $75. I will honestly uh let you guys give me some feedback and what are your thoughts on changing compensation, keeping it the same. Um what do you think? Only one other thing I would add to is per ISBA uh because of the change in how uh that salary is done, they have suggested us starting to do a board resolution. So in your board packet there is a resolution uh that we will do this year which is different than what we
031have done in the past if the board chooses to go down that path. >> Thank you Mr. Wall. Will that will that require anything in particular besides just our our vote. >> Uh the resolution would just uh per Mr. uh WY when we we had sent it to him. Uh it basically just we just need to uh fill in the amounts and then that would be what we would do to pass that and then uh if we choose to we can adjust that at any time. A lot of the school corporations now are starting to up their salaries based on when they update the teacher contracts. So I know several school corporations in Indianapolis actually uh raised their uh board member compensation when they did their teacher contracts uh in the fall this year. >>
032Okay. So based on the resolution, that automatically happens if they change it or not? >> No, it doesn't because we're actually putting a dollar amount in there. But that's just something that we could consider doing uh in the future if we so so choose. >> Okay. Okay. All right. Thoughts on changing the compensation for the board? >> How many years has it been since there's been an adjustment? Did you say Ryan? So, the law was last done, I believe, 18 or 19 years ago when they brought it up to $2,000. So, it has not been adjusted since then. We've been paid $2,000 for a long time. >> Okay. Just thinking through that, it seems like um it's been 18 years. Um we want to try and and encourage people to participate on the board. Um
033we are in good financial stead. Those are but it's always hard to say, you know, to vote a raise for ourselves. That's very difficult to do. If it had just been done last year or a few years ago, it' be a different story. But since it's been 18 years, it might be a good consideration at this point. >> And and understand, I believe we can go anywhere in between, right? So the most we could possibly raise it to would be 4500. It could be anything under that or less. It's really completely up to us. Um, any other thoughts? >> I would also just mention uh because I happen to have a conversation with a former board member, Brian Warpup, who's now on county council, uh, we will still be the lowest, uh, board that meets
034on a regular basis. Uh, because county council meets once a month and their pay is, I believe, around $8,000 in compensation for a month per year. So, we're still not we're not breaking in dope by doing this, but it uh it does help out offset a little bit. >> Thank you, Mr. Wall, Mrs. Miller. Anybody else? >> Mr. Thompson, >> Mr. Allen, uh because I'm the new guy on the board, I'm not sure that I can speak um all that intelligently about the process and, you know, the history and those kinds of things. I have um found uh just in the last seven weeks that I've probably been averaging 10 to 15 hours a week uh in what I would say would be uh oversight and accountability and those kinds of things. And um at
035$2,000 a year and at $75 a meeting, I did the math and um there's not much there. And I agree with uh Mrs. Miller that uh we want this to be something that others might be encouraged to uh join in or at least run for school board. Um the work is not overwhelming, but the work is uh it's significant and um I I would like for the public to realize that and um that's probably all I can say. I'm not comfortable asking for a raise either, but um I think it might be appropriate under the circumstances. >> Mr. trial and a board. I I would encourage you to consider it. I know this is an awkward thing for any board. I've talked to boards, excuse me, I've talked to other uh superintendants, and their boards
036are going through this process obviously as well tonight. And what I would tell you for your consideration is this board is very active, very engaged, and is relied upon by leadership here in a multitude of areas. Um, in my past experience, I had a very, very good board as well, but I will tell you the uh what we ask of you in Huntington is far greater than my past several years as superintendent in another district. Your engagement is far higher and your leadership and research on your own that you bring forward is at a very different level than in the past. So although you may or may not choose to do this, I would encourage you to consider it because this is one of the most active relied upon boards I personally have been around
037and I appreciate what you do here. >> Mr. Allen, I also wonder if um the public knows that uh if the public knows where this money is coming from. This doesn't come out of the educational fund. Correct. Oh, that's >> that would be a Miss Babcock question and I believe she's still online. Maybe >> she is. >> Yeah, I'm here. Even if we take the full amount of $4,500 a year with a change in law as elected board participants, we won't make we won't get to the $5,000 limit where we will have to open a campaign account. 038know some boards depending on that, we're making that consideration, but I think the because our starting teacher salary is under $50,000, we won't have to open a campaign account uh with the board state, the election board. Uh, so we don't have to that doesn't shouldn't play a matter in it, but just as an additional bit of additional information in there. same thing I do and it just just more kids coming to ask me to donate to something so that's what usually ends up with most of that money anyway but it's always nice >> yeah I'm finding it hard to have the conversation um but I also um as Mr. Thompson said, I think um maybe we I mean we certainly don't consider how much time we take and the efforts that we make. Um and
039there's no way to tell the public how we how we do that. I mean there really isn't uh because we don't time it. But I certainly spend like you said upwards of 10 to 15 hours a week at least um on the job because we take a lot of pride in it. Um anybody else? Mr. Meltchure, >> I'll make a motion. Um, I make a motion that we increase the board member compensation to 4500 a year and then the all other meetings uh increase it to is 150. Whereas the board members may receive an annual amount not to exceed 10% of the lowest starting salary of teachers employed by the school corporation for their service along with the maximum priorium uh for regular meetings and special board meetings as set by the board of school uh commissioners of the Indiana public school corporate public schools which is currently set at $150 for regular meetings and 75
042for special meetings. Therefore, the Huntington County Community School Board of School Trustees hereby approves each board member for of this governing body to be paid in the amount of per maths uh motion $4,500 per year. In addition, a PDM of $150 for attendance of regular board meetings and a $75 for attendance at special board meetings and executive sessions. The compensation for the governing body remain in effect until modified by the school board through resolution or motion. This resolution is to be made, seconded, and adopted the 12th day of January 2026 to be effective. I guess we do need an effective date. That would be the other important point. >> Mr. Melture, do you suggest effective tomorrow? >> Yes. >> Does that make sense for payroll, Sandy? >> What would be better for February 1? Yeah,

Um Vidian's fee is based on our standard fee uh rate based on the construction cost. And the reason that I waited to do this was we wanted to make sure that we had the bid number and and I've just based it off that percentage because I've had to uh credit you guys back before in the past when we were off and I just prefer to do it

Not only do you get cookies, but we've got a special presentation uh for you tonight, board, and we're excited. Uh we have with us tonight Crystal Streer, who's the assistant director of our special ed program in the district, along with Brianna Kefir, who is
056an applied skills teacher at Salomony. So, while they're getting ready, just let me read a little bit about Crystal and and her work since joining Huntington and since coming to Huntington. She's continued to grow the Robocine program, which was in its second year when she started, and now it's in its fourth. The program has expanded to every elementary building, providing both physical robots and virtual avatars, as well as supports for both social skills, instruction, and phonics learning. We've also been able to extend training and materials beyond special education staff, allowing more educators to use the program with students. Last February, uh Crystal shared this work at the state house with the rural caucus and other state lawmakers, which led to follow-up visits to Huntington so they could see the program in action. To continue this
057work, Crystal has secured over $101,000 in IDOE grant funding to support and expand the program this year. So again, it's a treat to welcome Crystal Streer and Brianna Kefir here. RoboCind. >> Good evening everybody. Um my friends here will get a in just a second. We'll go ahead and have a chance for you guys to interact with um my Roboc buddies here that I've brought this evening. Roboc is a really unique program. Um when you are working with the program, one of the really great things about it is that it's very repeatable. when working with some of our neurodeiverse students, they need constant repetition. And so that is kind of the foundation of this program. This program is very neuroscience-based. It has a lot of strong evidence for effective practice. And one of the things
058that we have found in utilizing this program here in the district since we've been here is it's very flexible and it aligns with a lot of different populations and can be used in a number of different ways. And that's one of the things that I think is really great about this program. We are currently using this program not only in our special education programs. It can be used as part of our MTSS process with the social skills component as well as the phonics component. Um we are currently using it in some of our small groups in our EL population. They request that's new this year. They requested to have additional training with the grant that I was able to secure. We were able to replace all of our phonics kits that were getting um kind
059of old and they lose pieces or pieces break. the newer phonics kits that have been released since our first purchase. They are much more robust. They are much more aligned with Orton Gillingham. This program is um science of reading based and so it's very flexible and can align with pretty much any science of reading based curriculum because the lessons can be taught as a curriculum from start with lesson one, work all the way through. Or if you're doing remediation, you can do individualized lessons that are just targeted to students needs. Um, it helps our teachers to be able to reach more students because the robot and the avatar do a lot of the teaching and so then a pair professional can come along beside the student and work with them in a small group setting
060with the prior the the primary instruction being done by the robot and the IIA working [snorts] with the student. So, it's a very flexible program and I found it very helpful with our teachers and our teachers have been able to um do a lot with it. I have uh one of our amazing applied skills teachers here, Briana, and I'm going to have her talk to you because she uses this every day and she has seen great things out of her students that I really think you guys need to hear about. And while she's talking to you, I'm going to get our robot friends ready. Hi everyone. Sorry. I'm the applied skills teacher at Ceremony and I do kindergarten through 2 grade. We utilize this daily within our classrooms. Um, I have seen kids that started
061with I mean screaming, crying tantrums all day to um I barely see those at all after using this program. It has taught my students to label their feelings and um being able to express those and having calm down tools to chill out instead of scream at me. Um I have students who have um we taught the or we use the robot to show that I go on appointments so I won't be at work and there'll be a sub in the building um to help that transition. And we have also utilized the robot to work on fire drills where most of my kids would collapse and not be able to um tolerate the fire drills and the sounds. And we do practice drills with Milo to help them learn that those things are okay and those
062things keep us safe. So those are just a few ways that we utilize it within our classroom. Good evening, Mr. Alan School Board. My name is Jimmy. 063of the things that I want you to continually see as a part of our strategic plan is anything that enhances or transforms the lives of our children in our schools. So my previous experience, you need to see firsthand from EL what are we doing and when are we doing it and who works with their kids and when and what is the progress. One of the greatest um I've visited special ed room for four straight years at least once a week with uh Mrs. Husband um and her programming Crystal and our teachers. And what Huntington needs to be aware of is there are pockets of excellence here. this fine young lady and one of our teachers but led under Mrs. husband. But when I go in special education programs, I see greatness. I see excellence with
064our kids. Our experience here is different. We have experts, but child advocates all over this district and the programming they're receiving from when Jay and I and John visited Lincoln, I believe, right Jay? when we saw Milo and the kids are in groups of four or five and when Milo starts speaking they immediately get into the education mode and they're learning in a manner that our teachers feel from a different avenue a different bucket a different learning style and so I want you to know as we've asked Crystal and Beth and our team and our teachers to come tonight you need to now get normal and used to seeing um programming teachers kids and the effect based on our strategic plan of growth model for our kids and you'll continue to see these sort of
065things 10 minutes or less on programming. We are blessed in Huntington with one of the finer education programs for special education I've ever been around. I'm so proud of what we do and it's a great reminder in the position I have when we pop into our rooms of which I consider extraordinarily well done and see an education at extremely high level growth rate and engagement at extremely high level for about 23% Beth maybe 23% of our student population it's another pocket of excellence I'm so proud Mr. Allen, I know that this is near and dear to your heart, which is why we I want others to know all kids, Jay Peters, every student every day. Our programs have value. You'll continue to see them. And then you have experts you can ask questions to. So

And I appreciate that and I commend Mr. Peters, Mr. Brimberry, and and special ed office, Mr. Streer. I know we lost Mrs. Neil, but that was that that classroom was an eye openener, and I commend everyone for doing that, and I'm glad you're finding other ways to use that. Using it with the AAL students was great. Um, just having done the Duab report, if we look at that, special
069ed population is growing, our EL population is growing, but our attendance isn't. So, that's just a bigger group of our kids in the the classroom. So any way we can find to help make them better and help them succeed is I'm I'm all for it. So thank you for that. Thanks for bringing it to the board. 070for the That's one of the reason we use it all of our build a lot of different ways to do it which I've been talking with Stephen we're actually rolling it out in general education one of our elementary schools as part of the morning meeting because I mean they have a multitude of modules but they have a how to module. lesson that really each lesson is the longest one is five minutes and it teaches things like square breathing counts that every child get upset and so we're actually going to utilize it in the general education class in the system and we've got a collection of teachers in one of our elementary schools that is going to use it to help that grade >> [snorts] >> Milo, we're using it all kinds of different ways here.
071>> Absolutely. Wonderful. Is there a is there an opportunity or a need for more than one for our for our for our school corporation? And we obviously have a a growing population of kids that could that could take advantage and and could benefit. >> We have seven robots in our district. We actually have more robots than most school districts. Okay. >> And we're very lucky to have robots at this time. You decided you were going to implement robotly. Anybody who currently has a bot and they will work on them until they don't work anymore. Um and thenceh the avatar model and the nice thing about the avatar is it's site based so I can put as many class and as many students into the model as I would like it to be sent to the
072last training that I did I have another training coming I have funds for training and then teachers. >> That's just fantastic. >> That's so smart. So you know, oh today was sick, so he can't be here. you can teach, you know, that's really designed for individuals individuals with autism often very intentionally change something up to teach them to deal with that anxiety and stress. So this is a really good
074utilizing this protocol We've had students who refuse to get on the bus and so we have utilized the virtual avatar and a teacher walking behind them and typing to get them on the bus. Um, we have utilized it just as like a classroom motivator. You know, Jimmy's watching you and so Jimmy will prompt a student to engage in classroom lesson or engage in a task and the student will tolerate it much better from the avatar making the prompt versus the classroom teacher. So it can be used as a classroom management tool. Um there is a camera function with it. So if you happen to have that camera function um with your Smartboard, you can utilize that as well. It is um they're constantly updating this program and doing different things with it. And so it
075is very flexible and versatile for whatever you're you're doing. >> So do you feel like you get the same results with an avatar versus the live robot? I would call it live. Yeah, it really depends on the student. I have some students who um one of the I would I don't know it's a big drawback, but one of the occasional drawbacks is if you look at the robot, it can fall in what people call uncanny valley, which is where it's just it's not quite human, but it's human enough. >> And so some students, >> it bothers them and they'll react much better to the virtual avatar. Like a lot of adults will look at this and say, "It's my creepy little robot." Like I have a lot of adults that say that when we have
076them out in the office. Um but some kids just absolutely love the robot because it's much more interactive. Like it's right in front of you. It's moving and it's unique. You don't see a lot of giant, you know, two feet robots walking around or it's just not a toy you see. And so they engage with it more because it's unique. It just kind of depends on the student. But overall, we've had good interaction with both of them. I just was going to call one other additional thing that I heard Crystal say is that, you know, they're a model model corporation for RoboKind. That's the type of leadership that we need in the corporation. The type of the type of employees that we have here. I just want to call it out and and say that,
077you know, that's what we want to have here at the corporation. We want to be the we want to be the model for everyone. Uh for the school board, this is the most up-to-date information for Crestu's Washington DC uh trip set for this June. If you remember, Crestu has had eight individuals sign up uh to take the trip, which falls considerably below the minimum required to maintain the quoted cost, which was 35 that she spoke to us about. I've contacted both Hunen Catholic and Riverview in order to potentially partner with those interested students from those buildings. It did not yield more participants. So, uh I've been in contact with the account manager to try to mitigate this issue. The best course of action as directed by the account manager is to partner with another group. In an effort to have uh
079a plan earlier than later, we've reached out to another group to join our trip. In order for this to do this, we've had to change our dates. We are now traveling June 10th through the 12th and we had to convert our mode of transportation to airflight. Details of travel will not be set until later, probably sometime in March. And I will update you once again. All families have been updated each step of this process. This is a little new for and speaking on her, this is a little new for uh her as well. I've always had at least the minimum number of participants in past trips. So, we're navigating through this process. I just wanted to thank you again and let you know an update as promised. 087part of my duties as region 3 director for ISBA, I will be hosting a new uh way to get to know some other board members in the community on January 30th at the learning center. Uh at 9:00 a.m. I'll be host hosting a coffee chat for other members of region 3. Uh you guys are more than welcome to come and participate. Uh I will be sending out an email uh individually to all of you guys as well here soon just to to let everyone [snorts] else know about that. A couple other ISBA events that are coming up. The ISBA's leadership conference uh is this year. I believe it's in February, February 6th down in Indianapolis. They also have a virtual option if you can't make it to Indianapolis. Uh they are having it at a
088place that will allow you to attend remotely. Uh and then uh seeing as no one else is aware, we are going to be doing the ISBA legislative day as well. Uh and that'll be sometime in February and I look forward to attending that as well. So I'll be putting out some information about that later, too. >> Thank you, Mr. Wall. 090they do once in a while and they invited Tiffany Drummond to participate and share information about the learning center. She did an incredible job and that post has had over 4700 views to date. just did an incredible job of getting the word out and explaining what it does, what we do, what she does, what the programs do at the learning center. Us I mean we are so blessed uh to have someone like that in her passion to >> to be in charge of that. Um I I you know they say luck is about preparation opportunity but she seems to be always prepared. Uh and man we have that thing

Also wanted to update with any significant technology transition.
092We want to make sure a few items you're are aware of during this process in the next month or so. First, there'll be brief temporary outages as we work on translation service to ensure functionality across all website. And second, not all links and pages translated correctly from the previous provider. We're working diligently to resolve these issues, but if anyone notices an issue with a link or a document, please reach out to Mr. Butler via email so we can immediately address that. uh you know many uh hands make light work but Mr. Butler only has two and uh and what I would tell you is this has been an enormous undertaking and I appreciate our communication to him because we won't know until somebody points out the first time it's either doing really well or something

And so we're we're really trying to get community and and our and our staff's help to when you see something that's not going well, let us know. we're going to take care of it cuz he's done amazing job. Couple other quick ones. Aaron, I believe two of our young ladies uh will be headed to state for wrestling if I if I'm correct. So, uh congratulations to those two young ladies and also a very humble servant of kids. Coach Thompson with 300 wins in his career and uh the the Viking boys basketball team is playing very well, but if I know coach, he doesn't want me to talk about this and he's very much more concerned about 301 than 300.
