007to speak tonight if anyone would like to come up and address the board uh we just ask that you give your name and uh sign our sheet before you get started no one coming forward we'll move move on to D1 special presentation hccsc and Area 18 I'm very proud tonight to have uh Miss Drummond with us um who is the principal at our uh Learning Center um she's going to have a couple items to present to you uh this evening so Tiffany welcome we're glad you're here thank you um well I'm happy to present an update on our current situation with our um Career and Technical education Cooperative um currently we are member of the area 18 CT um collaborative and so I wanted to kind of refresher where we're at with that and move

008forward so okay so just as a review um the are 18 CT Cooperative is comprised of nine high schools um with Adams Blackford Huntington J and Wells counties geographically it's the largest vocational Cooperative in the state um and our role within that is we are the largest High School um we're also the furthest Northern school um within that Cooperative um we don't send or receive students to any of the other schools within it um strictly because of geography we're just we are too far away for the students to travel and also because of the range of what we offer there isn't anything another school is offering that we don't do locally and so that's just a map that kind of shows door too kind of how far away we are okay so when I presented

009to the board last we talked about kind of like why are we in a cooperative and that um is primarily two reasons the first is that they submit um our form 30A data which is what generates all of our funding for our career and Tech EG classes the second is that the state requires each vocational District to do a comprehensive local needs assessment and then um write the Perkins Grant So currently as being a part of Area 18 we're included in their Grant process um kind of the cons of being in the Cooperative is that we don't have any local control over our Perkins dollars like we can tell them what we'd like to spend them on but there's no guarantee that we can do that it goes before the area 18 board um we

010also pay 26% of the director's salary um and we also have lost some kind of our autonomy in applying for Grants there are certain things we just can't apply for because we're not our own District um so this chart kind of shows over the years what funding we've received um so if you you see like the total amount of the grant how much we got um our best year we got 27% which would fall in line with that 26% that we're paying out um this year because of our we we've given our intent to leave we only got like two and a half percent so kind of talking about our timeline um last May I came and presented to the board and explained the pros and cons of being in the cooperative and then in

011July we sent a letter to the governing board with our intent to withdraw and then over the fall we did two independent appraisals of our Perkins purchased items so the state requires we do a seven-year look back at what we've purchased with our Perkins funding um so we did that and we had two different agencies come in and take a look um then in January of this year we presented to the 18 governing board um our proposal on how we'd like to settle that equipment what does that look like um they have since responded to that and that's what I'm bringing to you tonight so I know you have a copy of that letter in your packets um but what we proposed is that we would purchase our equipment outright at the lowest appraise cost

012um and so if the board decides to do that then we would end our agreement with Area 18 in June um we are in conversation with the state they are visiting us on Thursday uh the commission for higher ed that is their last step before us becoming our own District so once they visit us and see our program see what we have established at the Learning Center um that would be the last thing they need to do to give us our blessing to become our own area that lines up with um timing I could still write a Perkins grant for 2526 um that deadline's at the end of March and and I've been in conversation with them like they know that our intent is to apply for that funding um so if we had access

013to those federal funds we could write the grant we could write it for exactly what we need to meet our needs locally so having said that are there any questions about the process or where we're at Tiffany thank you um board in your packet what you have this evening is the letter that's dated on February the 10th 20125 that outlined just what uh Tiffany uh told you uh for those in the public um the lowest appraisal for all of our equipment that had been purchased through Perkins dollars through the The Cooperative Area 18 was $94,200 so this evening if you approve um uh this purchase agreement of our equipment then uh what we'll happen is on uh the meeting on March the 24th uh coming up here next month we will approve the docket and

014then that sum will be sent to Area 18 the next day on March the 25th um I have spoken to Mr Springer who is the chairman um of the area 18 governing board um I do not see any problems from that side either because they have agreed uh they will be agreeing to that is what he's been telling me and so this is one of the last steps uh for us to take in what has been uh 18 two 18 months two-year process up to this point in time so I'm recommending your approval of the purchase agreement for the area 18 equipment in our facility thank you Mr trout I will entertain a motion uh for purchase of the equipment motion to accept the or motion to approve the purchase agreement of the equipment from

015Area 18 is there a second second thank you Mr sign and Mr Melcher any questions discussion before the vote was this a did they have any just a couple of appraisals all they need they is that what essentially is two and then you we get the lowest one yep y we did two um two different places and then we presented both understood any other questions then we can vote on the motion for motion passes 5- Z moving on to D2 mou for ignite your future grant program all right well thank you um theou that you have in your packet is for the ignite your future grant program um so similar to what we talked about in the core values the Community Foundation has been enormously supportive of the Learning Center um and we were we're

016just recognizing them tonight for their help in us being able to purchase some marketing materials and also some welding um protective gear but this mou will actually allow them to help us further um with dollars they have through this grant program they are interested in assisting us with paying for our student assessment costs um which is a tremendous savings to the district and so um if this agreement were to be put in place this outlines what they're responsible for what we're responsible for um but it would allow them to be able to pay those assessment costs on our behalf so do you have any questions thank you Mrs Drummond I will entertain a motion for approval of uh the grant program I make a motion to approve uh the hccs and Community Foundation of Huntington

017County mou as presented thank assignment end our a second thank you Mrs Miller any discussion or questions hearing none let's vote on the motion why they're voting uh Matt thank you uh for your continued partnership um with us as the school district um our relationship with you goes well beyond this but without you this would not have been possible and I know we're greatly appreciative of the board Lord uh to be able to work alongside you each and every day so thank you motion passes 5-0 move on to E facilities one is facilities assessment update 20125 hccsc and vidiian architecture designs that this evening Terry thornsbury from veran is here to talk about updating our assessment as we look to the Future projects for Huntington County Community Schools the last assessment was done in 2022

018um and so this would be updating that proposal um and the assessed value of different things that need work here within the district right thanks Pat I appreciate it um as Pat said the last assessment or our preliminary assessment was completed in 2022 we actually started projects prior to that in 2021 um but what we're asking is to update the assessment to uh current numbers and current status of projects since 2021 I can think of over a dozen projects that we've completed or being are being completed now um value I can't figure out the total in my head but it's um upwards of probably 28 million or so uh project wise so it's a good time to update the assessment get everything updated that's been completed update uh status of the project photographs as well

019as cost because we've seen a cost increase over the last uh three or four years and we need to get those numbers updated so that we're prepared for the next projects moving forward um so that's that's the intent and uh we would hope to continue to do this in the future so that that working document that we developed in 2022 uh continues to be used moving forward so Terry how long do you think it would take you to complete this updated process then it's going to take us two to three months to get through all of it um we have a lot of the information already um but there'll be a few instances where we need to get more photographs or get Engineers to look at a few things and I've been meeting uh with

020Pat and I met with Rich and Pat this morning to discuss projects and and not everything's in the assessment that we always talk about uh sometimes there's a bigger project like here at the high school where we do more like this cafeteria project was not in the original assessment to do all this so that's the kind of things that we talk about so that we're prepared moving forward so board just so you know when Terry has that completed um we will either a do that at a work session or B a separate work session and this will take us some time uh to go through this but then when you get that updated facility um what plan what we'll start doing then is organizing that based on funds available so Becky Smith virtual C CFO

021is going to let you know um when these bonds are coming off and opportunities come forward and so Becky we'll turn this over to you at this point sure thank you um just to kind of highlight where our active um debt is right now we have a 22 lease sorry my voice is cracked a 22 lease that was for um a little over $25 million and um we are finishing those projects in 2025 so those should be paid in full by early or this time in 2026 so that's um right now we have outstanding about $12 million for that project then we also have um 2023 General obligation bonds and we have a little over 5.5 million in that um that they are hot and heavy on doing those projects also this year it's busy

022year in 2025 and then also our um smaller General obligation bond from 2024 that's um about 1.7 million so those three when we look at our debt capacity uh calculation um we look at that and we are fine for a district we have about um 10 million left in debt capacity that we're able to do in the future and um as things are coming off in 2026 I can look at 2026 and 2027 7 in 2026 it's about um 5 million that we have um available and what I mean by that is remember we went to our public and we said okay we are going to stay under the 40 Cent threshold for our debt service because then there's different legalities if you go over your 40 cents so that puts us at about 39.5

023and if you recall during our budget process we talked about the debt service rate and keeping that stable so we don't have that roller coaster effect like we have in the p P so we've been doing um very well the last couple years of keeping that um rate stable and to do that in 2026 um we have the opportunity um a couple different opportunities uh to go out to another General obligation bond which we could do the max of a general obligation bond which is around $6 million and that would be able to chunk off some of the projects and then um after the facility study is complete and we look at those for our future we could look at another large lease in the end of 26 to 2027 as these get paid down

024right now we do have a lot outstanding so that would that would be from um a financial view of what I would recommend in the future to be able to um chunk these off as go for another General obligation bond for the max um for the end of this year for 2026 to fill in that tax rate of those that are coming off and then also then look at the large facility update then and um see if we want to do a large lease or continue those General obligation bonds of6 million each year so that would be the board's prerogative after you see the update from the facility study right so what you can see that these are going to be multiple meetings um first if you approve this tonight Terry updating the facility study

025and then bringing that back to us to share that information and then we would combin Terry with Becky's financial information and begin lining up uh what needs to be done by when with the funds that are available to us without going over that threshold that Becky mentioned so um what we're looking for this evening is your approval um of this agenda item for uh the facility update and I just I just want to add one more thing Mr trout um as Mr trout and I have done in the past after we see that uh facility study updated then we would do like a fiveyear plan a 10year plan and up to a 15year plan from the debt to be able to to lay all that out for you right and and one of the misnomers

026is this and Terry's going to put this out in front of us is that everybody thinks the work will just continue here and that's that's simply not true is that we have a variety of needs throughout the district that we are going to have to tackle and so how we line our resources up with funds available with plans is going to be essential over the next several months so we're looking for your approval of the facilities assessment update thank you Terry thank you Terry thank you Mrs Smith anyway I'd like to make a motion regarding the agenda item E1 motion to approve the hccs and vidiian AR architectural and design proposal and terms and conditions for the hccs facility assessment update thank you Mr m mure in a second second thank you any questions or

027discussion looking forward to seeing the reassessment very much hearing no discussion uh we'll vote on the motion motion passes 5 Z moving on to E2 mkm architecture and design proposal for parking lots and Crest View tennis courts yes Mr Allen uh we're recommending the approval of the proposal from mkm architecture for the design of uh parking lot work at uh Crest viw Riverview salamony and potentially Lincoln uh depending on uh what the bids come in at and the proposal for mkm to oversee that project is in the board packet thank you Mr mlin that's going to be done by like this summer is that what the timeline was the timeline is for them to be completed this summer working around uh summer school and things of that nature that have been shifted to other buildings

028because of the work that's going on here with the HVAC pro project understood thank you Mr mlin um I'll entertain a motion for this agenda item I make a motion to approve the proposal from mkm architecture and design uh for the uh hopefully four parking lots and uh the crvw tennis courts as presented thank you Mrs Heim and can I get a second thank you Mrs Miller any questions or discussion hearing none let's vote on the motion motion passes 5 Z moving on to f students F1 2025 26 student handbooks uh this evening we have we'll start out with Elementary and so principal at salamony school uh Elizabeth kitchen will come forward and just share um for our first reading uh for our elementary student handbooks I will have to tell you Elizabeth when I

029took off uh down division my car wanted to turn right to go south um and I had to steer it back to go the other way so um welcome thank you for being here appreciate it what updates we have for the elementary handbook and I will tell you today when I was looking in the back mirror at the back windows today in the back parking lot was very empty it was kind of was kind of sad but the kids love the openness for in outside recess first of all Amy Rudolph is the one who has put all the effort and time into this I am just the lucky one that gets to stand before you and talk to you about it so looking at the first of it Mr Butler has done a great job

030at just updating the student handbook for elementary um so that's changed number one change number two will be on page two after approval tonight of the elementary principal at Andrews Elementary School um on page 11 the change in attendance policies to reflect the new state codes which have already been board approved but they are just now updated into the handbook on page 13 in blue and green those are the new attendance letters that do reflect the new state laws as well um so that is also something that has already been board approved we just needed to update it and then the last update in the elementary handbook was page 36 and 37 and that was the um the update on the iPad damage repair replacement agreement and that is just correlating now streamlined with what

031is on the website so those are the changes for the elementary handbook for 2526 any questions there okay board I have uh a whole lot of secondary people here tonight so it's good to see all of them here tonight uh principal Jamie w from the middle schools here I know in your board packet you received and I told Jamie earlier I believe there are 14 uh modest changes that you have in your packet Jamie's here to answer questions or or specifically anyone you might have a question on for middle school as a first reading tonight I can touch on some of the highlights I think they're in front of you since there's so many um first one we added Deputy Whitney and officer Lowe's our sro's in um that was a big one we're excited

032about that uh page 11b early dismissal added An approved person on Power School um must enter the office with a valid ID to sign the student out if you go down to uh page 18 number eight uh removed the old bus policy and replaced it with the updated one from 2021 this now matches the other handbooks for some reason it was updated in 2021 but it was not put in for for middle school so so that is now updated Pages 20 and 21 internet misuse added the discretion of um Administration and then profanity we added racial slurs number 13 Pages 29 and 34 remove prior definitions and reasons for absences so we updated essentially um to the new Indiana laws and the Schoolboard policy with that is there any questions that I can answer thank

033you principal w I also have assistant principal Stephanie Rogers here and I know Dr diget is in the back and I think Miss Brown is there as well in case you have questions for the high school I know you can see there are 15 uh modest changes and I appreciate uh uh Stephanie being here tonight uh you might touch on a couple highlights and and then uh answer any questions sure um thank you for um the nice introduction so for us we um highlighted some of these some of these are highlighted as well when we went to talk with our policy committee so they could get just an idea of some of the things that we were looking to make adjustments to um overall we'll be making the adjustments for any change over in Personnel

034um and any um methods that we use to um share out announcement information um since we are no longer utilizing School messenger um we also uh updated the information in our attendance portion to align with what is in the board policies so that way there is consistency for K through 12 um we are looking to make a more major adjustment in our disciplinary actions for the procedures for tobacco products um currently we look at the first offense is a two-day out of school suspension um followed by just a progressive discipline and we are looking to make the First Defense a five-day out of school um suspension with a mandatory tacco ticket issued to the student and then the second violation will change um with your approval from a 5day out of school suspension to um

035up to 10 days out of school suspension pending expulsion if um needed and again the mandatory ticket um the other items are just making sure that what we have in our verbage for the grounds for suspension and expulsion match what we have in our discipline Matrix so the addition of um artificial intelligence to match for our academic dis academic dishonesty um and then again um in our discipline infraction Matrix making sure that those OSS States align um with what we would like to see for our tobacco um violations um we also talked about adding the minimum class enrollment um we are currently have an outdated policy that we would like to update um and we are also looking with the addition of students that we have attending in a virtual setting um we would like

036to make sure that we are um keeping how we look at academic accolades U for those students um in mind when we are looking at things like top 25 Etc um and then we also wanted to make sure as we all know the class of 2029 is coming in with some major changes to their graduation requirements so we wanted to make sure that those um pieces of information were highlighted yet we aren't going too deep into the weeds and the handbook will allow the guidance Department to tackle all of that in the program of study do you have any questions for the high school board I draw attention um wonderful job as always but I draw attention uh we spent some time on the secondary with um at some point last school year making sure

037we understood courses uh required in person for our homeschool policy if you remember uh the virtual education students will reflect that similar policy kids who live in our district but uh it will reflect the number of courses uh Kate you know for our secondary to participate in athletics or extracurriculars will reflect a similar or matter of fact exactly the same number of courses and so I I draw attention to that so we don't have two different standards for kids that maybe not in the building okay uh I'd also draw attention to make sure she mentioned Stephanie mentioned uh accolades of top 25 in Valena please know Dr Deets and his team and Miss Brown and uh the administrative team uh want to make sure that the um accolades are going um to all kids but

038in particular those type of honors are for kids uh who have taken courses in person for us and uh no no disrespect whats soall to the virtual program but I also want to make sure we value inperson education at Huntington schools in the secondary for our V Sal and top 25 in the future I know Dr D supports that as well any other questions or discussion so this is the first reading our plan is to bring this back to you at the March um school board meeting for approval uh in the meantime if you have any questions comments concerns please do not hesitate to reach out to Mr Peters Mr brimberry or myself but would be Our intention to bring these new handbooks to you in March great thank you Mr trout we'll move on

039to G the consent agenda 1 through nine we have a variety of items here uh for your approval this evening um starting with G1 a regular minutes from the meeting on school board meeting on January 27th uh the public work session minutes on February the 10th um there are some field trips there professional leave request um the Personnel report um there are a variety of um Personnel related issues there for your approval uh in addition to on number six um um the request to accept donations uh this month totaling $417 so again just would like to thank all our Community Partners who uh continue to um support us in a variety of ways as a school district you also have your accounts payable and payroll voucher registers and then as you remember from the September

041our administrative team and if you'd like to come forward well let's do this Jay let's have him approve it first but let's talk a little bit about yeah that would be really important uh not to rain on your parade Melissa so there you're okay um talk a little bit about this the process that went into this if you would um how we arrived at this because for Melissa to end up at this point was um quite an accomplishment so why don't you just talk a little bit about that process and how that all uh worked out then there were 12 people that were a part of this interviewing um committee we had five teachers uh representing Andrews Elementary School we had three parents uh we had two administrators we had the director of HR who

042is also uh Andrew's parent uh and then myself uh we had three candidates that were internal uh within the district uh that we interviewed uh there were a total of nine um total candidates that put their name in for the position uh but we looked through um resumés uh applicants and chose three that were internal within the district and we interviewed those um on one evening um it was uh February the 5th uh at the Learning Center um each had an hour interview that we took with the with each of the three uh candidates um and then when it was concluded uh we did feed them and then we talked about strengths and opportunities challenges from each one of our candidates um and then um it was unanimous unanimous decision uh that Melissa Ross uh

043would lead Andrews Elementary School for the 25 26 school year thank you Jay so it's our um recommendation to you for your approval of the consent agenda items G1 through n this evening thank you Mr trout would anyway I like to make a motion uh about the consent agenda I make a motion to approve the consent agenda as presented thank you Mr time any in a second thank you Mrs Miller any questions or discussion before we vote hearing none we'll vote on the consent agenda yeah it is it's definitely me back to life I can for fresh I'm getting back in I didn't touch that it can't be user error there's just no way board I would tell you during the time they're working with that uh I want to thank Aaron Carl for um

044volunteering to be a part of our group for the tree Campus USA uh group and the uh to work with mayor strick the public but I also if you'd like to feel good about things uh Dr deats myself Rich hurdle and a group uh met with Mr Park as well as uh about 12 or 13 students today and they are very excited to move forward and they want to be a part of the planning process the grant the whole deal and I appreciate Mr Carl volunteering uh to be a part of that group as well motion passes 5 Z so uh Mrs Ross if you uh Melissa would like to come up to the front I you didn't know I was going to do this to you um if you have a couple I do

045owe you so if you would like to say a couple of things um couple items here uh this evening but welcome to the team um we are uh happy to have you and so welcome uh yes thank you thank you to the board um thank you for approving the vote so that I could be a part of the amazing Andrews family um thank you to the uh committee who braved the winter weather advisory that night um to hang out with me and they were so warm and so welcoming and so sweet I know that I'm entering into um their family and I appreciate how receptive they have already been toward me I don't take that lightly I'm highly honored and excited to work with all of you um and I also want to thank um

046uh Mr Peters Mr trout Mr Burberry you guys keep pouring into me and investing in me and um I appreciate that so much because now I can invest back into the community and into the work that I love so much um I'm very excited I'm looking forward to this new Journey um and I know that Amy Rudolph cannot be replaced uh and she will be greatly missed and I need to work up my I need to work on my stand-up comedy because she was the best at the microphone so that's something I can work on over the summer so um I'm just greatly looking forward to this opportunity I appreciate all of you thank you to my family for being here tonight and um just thank you thank you thank you so how about a

047nice round of applause for Melissa just a second so uh Melissa if you want to come forward with your family they didn't know they're going to get their picture taken uh family come forward here okay and you can get your picture taken uh first with Melissa all right and then we will uh get a couple pictures with us yes you're going have to introduce people and board while they're getting ready for the the picture just so you're aware tomorrow morning I'm going to pick up Melissa at 7:45 at Riverview and we're going to Andrews and I will be introducing her to the Andrew staff for a standup meeting at 8:15 tomorrow morning at Andrews okay Melissa stay right there okay all right uh you didn't know we're going to do this but you're going to

048get your picture taken with Melissa and that also includes uh Jay and Chuck and Pat up here too so spe should than okay we can move on now uh H Finance H1 approval resolation to transfer curricular M materials fund to the education fund Mr trout yes you're going to see uh Mrs Smith at her finest here we have a series of financial items for you um please be sure to ask any questions because some of this is brand new even uh Mrs Smith and I we've been around to block a few times and some of these items are brand new so um Becky will'll turn over to you uh H1 is approval of resolution to transfer curricular materials fund to the education fund we'll begin there sure thank you Mr trout president members of the

049board I bring to you this evening um this resolution that we're talking about I'll give you a little history on um a previous experience that we had where we where we did the same thing back in 1819 if you recall we were um getting rid of the state was getting rid of the old general fund the general fund the capital projects fund Transportation operating and bus replacement all of those were um funneled into two different new funds that's the education fund that we know today and our operations fund well when we had to do that um according to legislative Direction they had um a resolution that we did even though it was law telling us that we had to do that they had a resolution for us where we dissolved the general fund um capital

050projects all those that I just mentioned so when we dissolved those they had us bring a resolution to the board to dissolve those and create the new ones in this case this is the curricular materials fund AKA textbook rental fund it's been several different names in the last couple years as you know the law changed where um we do not charge parents for the regular um textbook rental as we did in the past so over the last couple years uh the law has um been evolving to uh to cancel or end the curriculum materials fund so in this fund was where we would get get our dispersement or reimbursement for any curricular materials that qualified through the state so we would get a certain percentage reimbursement from the state we still do that however we

051have a whole new chart of accounts that just started in 2025 that is all now through the education fund so we were instructed at at year end that we needed to dissolve the curricular materials fund 0900 fund and move all of that the cash balance um into to our education fund so this is a similar resolution that we did way back when with the with the old funds before we had education and operations to do the same thing this was um kind of a development over the last couple weeks in Central Indiana where um a lot of my colleagues started talking about this even though it wasn't a direction um we just mimic the same way that we did in those previous years even though that was the direction at that time so for all

052of us just to be safe we wanted to make sure that we brought this through the board and that we had official approval from the board uh to be able to do this even though it is State Statute now I'd be happy to answer any questions the board may have right so board um this is truly following statute uh along the way so we're uh looking Becky and I are looking for your approval um of this resolution thank you Mr trout I will entertain a motion uh reference this agenda item motion to approve appr the resolution to transfer curricular materials fund balance to the education fund as present thank you Mr mure and we have a second second thank Mrs Heim any questions or discussion before we vote hearing none we will vote on the

053motion motion passes 5- Z moving on to H2 approval of 2024 year end appropriation transfers Mr Smith you now this one is a customary process that we have to go through so every year when we go through the budget process the board we do the budget Workshop that's our first major step and then we um asked for permission to advertise our next step we hold um public hearings our third step and final step is where the board adopts the budget when you adopt the budget we upload that information to um the department of local government finance and when we upload that it is by Major program number the budget line items say I do 10,000 line items they roll up to the major program numbers and there might be say 5,000 I'm just throwing out

054numbers there every year um by the end of the year you cannot leave one of those program numbers in a negative and I'll explain what I mean when you do the budget the budget is um a year to a year and a half before that next year's budget is final you know finalized with expenditures of course a lot of things can change your Staffing can change your programs can change anytime in that process so the individual major line items that you see there on the left hand side that 11,000 that 12,000 that 13,000 14,000 and so on those are those major program numbers if any numbers change as a whole from that budget rolling up you must do what's called an appropriation transfer at the at year end and I call it a Shore up

055what that does is that Shores up those negatives however it does not take or change the total appropriation that the board approved for the fund so in this case you'll see in this resolution you'll see the current budget you'll see if there were any changes to that budget and then the adjusted budget at the end note if you go down just a hair you'll see that total for Education fund note those two numbers are exactly the same so it's just Shoring up those individual um program line items that the budgets roll up to and then because the board approved it during the budget process they need to re-approve these changes at a year end and this is a customary um process that all districts in Indiana must do so you'll see here our education fund

056we had three adjustments to the education fund we had three to our debt service fund and you'll see how those changes in the middle they're Net Zero and then the the numbers on the side stay the same and then you'll see our operations fund hey 3 three three didn't even notice that till now now that I'm talking so we had three rainy day was the only one we only had two so um you'll see all those funds there and these are the major budgeted funds that go through the department of local government finance budget process so that isn't all our funds in our district we have all different types of funds um that we have throughout the district but these are the major funds that we are held to and must report to the government

057I would be happy to answer any questions the board may have regarding this resolution questions then I will entertain a motion on this agenda item I make a motion to approve the 2024 year end appropriation transfers as presented thank you Mr Sim in a second thank you Mrs Miller any questions or discussion before we move hearing none let's vote motion passes 5- Z moving on to H3 December 2024 Financial reports thank you s while Sydney brings those up of course we're talking about all this year and stuff there's a lot of a lot of items that um are tasks that go through that the business services team goes through for year end balancing Bank reconciliations all these types of things that we have to do a form n um financial report to the state as

058soon as all those are done that is when we prepare these financial statements for the board that you're used to seeing on a monthly basis and here you'll see at the calendar year end remember that um the majority of these are calendar year funds there's a couple ancillary ones and I'll explain those in a minute but you'll see here our education fund that we just talked about um with that previous transfer this shows on the First Column there that under the Green in Blue Area that's the budget order that was the original budget order along with any carry forward purchase orders reminder carry forward purchase orders were from the previous year where they were the previous year's budget that was already approved and that was not paid at that previous year end and then moved

059forward with the budget so those are all the totals for 2024 then you'll see um what you're used to seeing for the budget month so the actual revenue and expenditures that came through and then the year-to-date actual um revenue and expenditures then at the bottom uh is your year-to-date summary where it shows uh all those totals right at the year-to date summary there you'll see the the original January 1 cash balance and then you'll also see the the total balance at the year end along with those outstanding purchase orders that I talked about from the previous year now these are as of December 31st that rolled into 2025 and then the adjusted fund balance so you'll see there in the box to the right with a blue line You'll see of course 100% through the

060year you'll see we received 107% which is awesome that we received more than we anticipated or estimated and a lot of that has to do with um interest and those type of things that change the interest rates changed during the year thank goodness and we received some more income and then you'll see our um budget expended of course was lower than that which that's exactly what you want to see you want to see at least 100% of your revenue or higher and then lower on your expenditures because remember when we're doing the budget process we always advertise a little high high but we make sure that we balance our um Revenue with our expenditures so you'll see that for our um education fund and then our next fund is our debt service fund most of

061the time throughout the year you do not see a lot of action in this fund so the action happens where we receive our revenues this is from our property taxes that our community pays two times a year so we usually have a little bit in May the majority in June and then November and December and then we pay all of our debt that debt that I was talking about earlier this evening we pay that twice a year also in June and December so of course with this being December you'll see that budget month actual you'll see the the revenues that came in for the second half of the year and then you'll also see the expenditures that went out for the second half of the Year along with the customary summaries at the bottom it

062shows our um ending fund balance uh remain uh pretty close to what was the year before and then also you'll see that with our um revenue and expenditures on the right hand side that one usually is close to 100% because we um it is a need- driven fund so what that means is whatever we need for our debt service is what raise we raise for tax money and also what we have to pay out so um so that is usually very very close to 100% on both of those and then our next fund is our operations fund which is our other main fund our education fund and our operations fund are our two main funds for the district and then the same thing here where you'll see our um a lot of our property tax

063because this is a property tax fund came in December so we always have a big increase in our Revenue that comes in um that that month and also to remind you that transfer that you see there is part of our transfer when they did dissolve our general fund fund our general fund is where we get our tuition support where we used to and we get that's what we call average daily membership we get a certain dollar amount from the state per each student and that is our majority of um our Revenue that we receiving the education fund however when they changed it from general fund to our education fund they took two of those buckets and moved them to the operation fund expenditure buckets and with that they did not move the revenue so there's

064an Indiana code saying that you can transfer up to 15% of that tuition support to cover those expenses in your operations fund and that is what that transfer is that you see of that Revenue coming in in your operations fund at the end of the year so we usually do that um twice a year to Shore that up in between the six-month intervals and um that's our total that we were approved through our budget to be able to do and then you'll see our EXP expenditures there uh for our uh year end along with our summary totals at the bottom and then you'll also see our fund balances compared to January 1st and then the end of the year and then our outstanding purchasers taken off now the reason we have that um usually the

065the larger amount of outstanding purchase orders that we have in this fund is most of the time due to any kind of outstanding bus uh buses that are ordered because our bus replacement is is now through this operations fund so a lot of that is that hurry up and wait order it then you got to wait and you know there's taken even longer um up to a year to two years now waiting on um buses to come in so then you'll see um our normal numbers on the right there and then our um next fund that we always like to um show is our rainy day fund and if you were remember that this fund the board um allocated $1.5 million and that was to help with the administration building and then this just shows

066you um what was uh how it ended for the year and there was if you move down just a little there was some outstanding purchase orders um that rolled into this year that weren't weren't paid yet that will be paid in this next couple months and then you'll see that go um back to to normal so you'll see that um that anticipation of what 3 point some million dollars that will be left in our um rainy day fund and we did not allocate any appropriation or budget for this year calendar year of 2025 in the rainy day fund and then our um extra two that I talked about that aren't regular Department of local government Finance funds is our food sumers fund and this is a fiscal year fund so this is one that um

067we have chose in January you'll see when I go over those to not have this in there anymore but we it will be on your all funds report but because it it um lays out a little differently because it's a fiscal year some people get confused on that when we're talking about calendar years but you'll still be able to um track the the revenue and the expenditures and the cash balance through that all funds report so you'll see here if you go down um this is where we were just comparing years but like I said it moved from a calendar year to a fiscal year fund and you'll see where that revised fund balance at the end of the calendar year was just a little under a half a million dollars so this is the

068one if you recall has a regulation where you're supposed to try to maintain under certain um number of months of expenditure so you're not hold you know charging families a certain dollar amount and then holding the money forever and not spending on the food but we're um we're right on target for this fund and U we have no problems with that a lot of districts did in the past and then they um created a formula of how you have to um charge students and things like that that helped with that or um draw down those from having large balances and then last but not least is this curricular material fund that we just talked about that we um that dissolved at the year end so you'll see here you'll see all the action from the

069state's um reimbursement that we received in December but then you'll see that transfer that $3 million that transferred out and at the very very bottom you'll see a zero balance um in this fund since it all transferred over to the education fund what I did want to note is that there is a new chart of accounts that's embedded into the education fund however we will split that out for the board and the public to keep track of that so um you'll see that um in the future well we'll have a separate line item for you even though we have it in our totals but we'll draw that out for you so you'll be able to track it um revenue and expenditures under those special codes because I I believe that that was done by Design

070but we want to make sure that that um we are keeping track of that as a district even though the legislative um decision really doesn't want us to do that but we're gonna and I think that is it for for the regular financials and then we have um as part of our monthly financials we also have a comparison reports that we do for our main budget funds that we were just talking about our education fund and our operations fund and what this is is a um a comparison so what we do is we put this together and it's so you can see on a month-by-month basis over a five to six year span what the regular amounts were so you can compare that's why it's called a comparison report so you can compare the revenues

071between from um January um 19 on for all of January same thing February March every one of those it's um chunked by the month you can also see the expenditures in the same way you also see the cash balance in likewise way so every month we do this and on the second page since it's December we always highlight the current month um that we updated so you always see that highlighted there in December and you can sit there and you can compare those against December of the previous you know five to six years so we will keep doing this report for the board and the public so you can see um those Trends so this is the education fund and then we also do it for our operations fund and the same thing likewise for

072all the years and all the months and then we highlight the the current month that we're doing it for which is December of 2024 so you'll see all those numbers updated for um calendar year December 2024 and those comparisons between the years and I think that's all I have for the regular December 2024 Financial reports and I'd be happy to answer any questions the board may have thank you Mrs Smith would anybody like to make a motion reference the December reports we'll ask questions after the Motions made I make a motion to approve the December 2024 Financial reports as presented thank you Mrs himim and a second second thank you Mr mure any questions or comments reference the numbers I wish I had a good question make Mr wall proud but I don't so um

073so uh hearing no questions we'll vote on the motion motion passes 5 Z moving on to H4 2024 year end and 2025 budget order Financial presentation M Smith sure as Sydney brings us up this is um something customary that I like to do at each um calendar year end um is review we kind of reviewed some of those um financials as the regular monthly financials but then we put the together this yearend um presentation that will walk through for you and that also um ends with the 2025 budget and we'll talk about that so here we um review those major budgeted funds if we go into the next year I mean next slide um talking about the the main funds that we're going to cover today and that's the education fund The Debt Service fund

074and the operations fund and we'll go ahead and go through the education fund and what we do is of course you just seen this so this is just a snapshot um of the financials that you just approved for December but moving on then we kind of take that information we pull that out and then we do a a comparison if you'll go to the next slide Cindy and this is what we like to put together for you as a quick um eye to be able to see um the beginning cash balances All Through The Years uh the total receipts compared to those um last six years years expenditures and then ending cash balance and then um the carry forward encumbrances those are the outstanding purchase orders and then the adjusted cash balance so just a

075reminder we have this flag that from 2019 on is when we do that um state tuition transfer to operations to cover those two buckets that they moved um from the old general fund so Becky on this page I find this of all the pages the most fascinating quite frankly anything that sticks out to you here that kind of grabs your attention um here that we're going to have to really look at this upcoming calendar year no I think we're doing very good as a district and wanted to kind of point that out and you'll see when um just in that middle you'll see it highlighted that ending cash balance you got to remember over the last two years we did a our first ever two-year agreement with the Teachers Association we are able to um

076bring up their pay we were able to um you know Shore up some inconsistency so we we put a lot of money according to the board's approval on the plate for um for them to get them where they needed to be so even with that and our um strategic financial plan that we have moving forward we were still able to um have our ending cash balance increase and that sets us up nicely and that was by Design because we what is this year this fall is our next um negotiation coming up again so this sets us where um we can have those um important discussions with our Teachers Association and also even after that Mr trout then considers you know administrated um classified staff all the different um Staffing uh departments and groups that we

077have throughout the district so as a district we're doing very well and this helps us when you hear of all those crazy ideas that are going through the legislative session right now where uh schools are losing Millions you know thank goodness that we're in a good financial position here at Huntington that um it wouldn't it will not affect those kids in those classroom and that's our ultimate goal is that we are financially sound that um we are prepared for anything um like that that might come out of the legislation um session that's absolutely crazy right because with negotiations coming up here in a few months with the real concerns coming out of Indianapolis right now what I really want you as a board to focus in on is that if youve if you look at

078that cash balance Through The Years um we've been enormously intentional um with these pieces hoping that a day this legislative session may not ever happen but it looks it appears that it's on us and so what I want you to be able to do is understand that we are in a position where we can hope League quote unquote write out the storm with this because what's being proposed is not friendly to public schools at all and so I just wanted to emphasize that this chart with you here this evening to let you know that due to Becky's support and help and Leadership we're able to have that cash balance where we need it but knowing that with negotiations coming up and knowing this legislative session I just wanted to make sure you all were aware

079as a board where we sit today and not all districts can say that no there are a lot of districts that are in dire streets and they're just panicking with this information and thank goodness we don't have to do that here at Huntington when is uh when does the State have an answer well the the final answer will be in April we're going to know uh here in the next few weeks two to three weeks yeah it's going to get short up quick um if you've been paying attention to town hall meetings those are not going well um uh for people and um that's devastating to um school districts especially our school district friends in small districts um um within that and so I just wanted to draw your attention to that almost $17 million

080cash balance there to let you know don't don't fall in love with that because we may need that but we've been preparing for a day that may be on us and I just want to set this conversation up with all of you so thank you Becky you're welcome and then next we'll go on to the um it it's the same information I'm one of those I like data and then I like pictures too so um for those that like pictures and like to see it in um a graph form here um you'll see that with the the cash balance and the receipts and expenditures comparisons there at um at a quick glance and then next we'll talk about Debt Service fund that's a little bit what we talked about earlier here's a snapshot that we

081just talked about um at our with our December financials and then moving on we have that same type of comparison for our debt service now Debt Service is different than our education fund and our operation fund because like I said it's a need- driven fund so there's a certain cash balance that you can't go over there's um legal um constraints to that so we fall right in line with that they have a formula that we do um during the budget process that calculates all that for us so um that is um strictly from the government that lets us know what our ending cash balance can be and then they work backwards from that and that's how they um arrive at our tax rate that they're charging our um our community and those type of things

082so we're right on target with this fund and like I said we have to be because that's you know by Statute so then next you'll see the same graphs and you'll see that going down in the last two years that is by not by Design from us but that is by um the legislative law so um it previously you'll see where we had a higher um cash balance that was in our debt service fund that was left over in the past with Debt Service they had um a different type of formula where you were allowed to keep up to six to nine months of cash balance in case for some reason you did not get your property taxes on time if you've been in it as long as I have over a couple decades um

083uh Mr trout knows that that has happened in the past it's been a very very long time so um since then they have changed the rules in that that formula where you're not allowed to have as much as a cash balance because they have not done that in um I would say gosh about we haven't not got ours on time probably what 13 years something like that um it was uh pre you and I working together it was when I first started out as a soup there were two years in a row where they were delayed significantly and we were scurrying oh yeah it was awful that and our budgets so they didn't we didn't receive our property taxes and we didn't receive um a certified budget until like 10 months into the school year

084right in the calendar year it was crazy right it one of the first first couple years I was a soup we were dealing than goodness have that now but just wanted to explain that so um the board and the public understood why that looks you know by eye in it looks like it's going down but that is because that's a formula from the state and then here we have our operations fund same thing we just went over this um and here is our um comparison with our operations fund for the last six years and you'll see that also um by Design our cash balance as we talked about earlier with the facility studies and those um types of things that we're building in between our leases our bonds and our operations fund through our operations

085fund if we do anything um that's a project or um major equipment purchases we have that through what's called a capital projects plan and that is through the budget process also so we knew by this cash balance that we'd be utilizing some of those for some of these ongoing um items so we will be working um with Terry and his crew on that after we developed the the revised facility study and then with the board to lay out that five 10 and 15year plan that we talked about earlier and then here's the graphs and you'll see that going up and then like I said we um anticipate that to steady off and start utilizing some of that and that's building that in and I'll just give you examples that could be Paving lighting you know

086lower things that we can take out of our operations fund that might be a million or two million at a time and then using our general obligation bonds our leases for big big large projects so we'll be building all that into those three types of um financing and then that is the the end of the 2024 and I wanted to walk you through the 2025 budget order like I said in August and September and October is when we did the 2025 um budget process those major steps that I talked about earlier and then what the um Department of local govern Finance does is they are by Indiana code supposed to issue us a final budget order by the end of December so during that process they send us this draft um budget we check all

087the numbers make sure everything's there all of our debts listed because that's our need fund those type of things so if you want to go ahead and go ahead um this is just comparing and um showing you what our certified budget is for our funds and you'll see that for our District's a little over $73 million um our education fund 425 our operations fund um 218 and then our debt service fund a little over 9 million so that's the total for 2025 and then our total for um 2024 was a little over 67 million so you see that difference and um a lot of times that difference has to do with um whatever our debt Services coming up for our need that next year so those numbers can fluctuate our education our operation funds usually

088fluctuate a hair because of um more Revenue that we received or working in those projects to our operations fund so that is customary you'll see our certified assess valuation every year we received that certified assess valuation in um August so um this year they were a little later than than normal with our assess valuation but um we did receive that in time to include that in the budget and that is one more C calculating our anticipated tax um when I talked about that earlier to make sure that we're under that 40 cents for our debt service fund I look at the success valuation and there's a formula that we do um to make sure that we are not um advertising or the board's adopting higher than what we agreed that we would do for our

089public so we make sure through the the budget process that that um we are adhering to that and then our certified Levy AKA your property taxes so that's one one and the same and you'll see that for our two funds that receive property taxes our operations fund and our debt service fund there and then you'll also see the rates so see what I meant by the um Debt Service fund is um under that 40 cents that that we um decided not to do um to go over that because of the different uh regulations that it takes and of course to have a um a higher tax rate for our for our community so we have decided as a district to um keep below that 40 cents and then you'll see our operations fund um has

090a rate on there that is calculated with the assess valuation and that is a fund that has a maximum Levy a maximum um tax property tax that can be done I did forget to mention that and that is why districts have to utilize their Debt Service fund because we can only get to a certain Max in our operations fund and that's why every District in the state of Indiana utilizes their Debt Service fund for those gos and um leases so that's very very common and then you'll see our um beginning cash balances um for January so that's our ending of course from December um compared to last year and you see that difference there you know I think what's fascinating on this page Becky uh is more than anything else is when you look at

091the 25 totals across the page and you look at the certified rate um and compare that to 24 M um yes that's not what um um our public there along the way um and so Bard I wanted you to I wanted to emphasize that to you so you can see that um we are trying to be as fiscally responsible through this process as we possibly can be and this is the data that I hope helps you um in those Endeavors so thank you Becky welcome and I think that was is that the last one Cindy sure I would be happy to answer any questions you may have on the year end information for 2024 or anything for 2025 the board may have anyone have any questions for Becky before we move on to H5 this

092Smith it's a lot of information I know it just feel like an Auctioneer here it'll be a quiz so as Cindy's bringing up the the January 2025 financials this is the reset so all those numbers that we looked at before the only thing that comes over in 2025 is that certified budget order that I talked about so our anticipated revenue and um our expenditures from that certified budget along with any carry forward um incumbrances SLP purchase orders that haven't been paid so we update that on the January financials and you'll see that in a quick moment right there with the Big H and and you'll see that on the first slide there if you go down Cindy so here you'll see where we updated those the budget order where you see it in the green

093and the blue there that that left side that's the anticipated revenues for the year that is the anticipated expenditures by the the objects so the objects are you know is this the type what is it a salary a benefit is it a supply those type of things so we always break it down um so you could see that then you'll see in January 2025 under that yellow you'll see the actual month's um receipts and expenditures and then of course the year to date which would be the same because it's the you know only one month into the year so then you'll see the the customary year-to date uh summaries at the bottom where it starts out with our January um it has our summaries from above and then it calculates with our um January 1

094cash balance you know adds in our Revenue takes out our expend and then leaves us with a um a fund balance and then we take out those outstanding purchase orders um that we have as of January and then we have that adjusted fund balance so you'll see that information there you'll see um over there in the miscellaneous notes we will be um keeping track of those um 2025 curricular materials so we'll be giving that information as the year goes on any kind of Revenue that comes in or any expenditures so we'll highlight those for you and then of course the customary graphs and um information um depending on what what part of the Year percent of the year that it is so you'll see that for January for um education fund and then next you'll

095see um our other major fund which is our debt service and what I alluded to earlier our things are updated there under the green and the blue but the yellow you'll see Zero because we don't have activity at this time of the year in that um fund remember we receive um just a little bit in and then the major um receipts from our property taxes in June and then a little bit in November and then the other um receipts in December and then expenditures are both done June and December so that's when you'll see action but the rest of the year you'll see um blanks in there so you'll just see that cash balance carry forward throughout the year until we have that um revised revenue and expenditures and then next you'll see um our

096operations fund same thing where we updated all our information information for our um anticipated revenues and our budget order our certified budget order for our expenditures and then this month's actual and then of course it'll be year-to date as we go throughout the year and then our graphs that show on the right hand side our budgets our revenues our expenditures and it um continues to change throughout each month and then our summaries there just like you're used to seeing and then our um fund balance our outstanding purchase orders taken out and then an adjusted fund balance also um listed there and I don't know if that's our last one do we have one more oh our rainy day fund can't forget that one so then you'll see our budget order which remember we did not

097add budget to it but that was our carried forward purchase orders that we talked about from December that $420,000 so those were carried forward because that was last year's budget that you already approved those just haven't been paid for yet so they carry forward into this year as um as an appropriation as a budget and um nothing new has been added to that so you'll see those those summaries at the bottom there for our rainy day fund and I think that is it for our um January 2025 for the regular uh financials and then of course we do the customary um comparisons so here you'll see from 2019 on in January where we upd update those numbers for you um so you can look at that comparison also um at a different different glance and

098then we always highlight of course that month that we're doing so that is the education fund and then we also do the same thing for our operations fund so we have that one also there for you and it'll be at the top there for our January for our operations fund historical comparisons so it's just another way to look at it I think that's all that I have for the January financials I'd be happy to answer any questions that the board may have thank you Mrs Smith would anyone like to make a motion to accept this bud this uh 20225 January information motion to approve the January 2025 Financial reports as presented thank you Mr mure do we have a second second thank you Mr time any questions or discussion for Mrs Smith I just want

10014th to K3 teachers title teachers resource teachers interventionists uh our elementary PD coordinator I know you're going to ask the question Jay how are these Grant allocations determined thank you for asking and I'll share that with you that there is a formula that the state has created the number of students who participated in I 3 in 2024 number of eligible students who received a passing score on I 3 in 2024 both the spring and summer the school's complexity index the school's growth in Reading proficiency rate the number of eligible students receiving special education services the average uh daily membership and the number of eligible English learner eel students uh that we have so through that formula uh that's what they have calculated for our district uh and we've received that Grant of 33,00 5 4599

103the morning here in Huntington I Would One update on the restrictive covenant Mr Carl made some uh suggestions some edits uh and tell you all three of those were uh have been accepted U by the town's attorney one is we had a requirement you had to have two trees in the front yard and Mr Carl suggested and we discussed with the other attorney that for the houses that will face the salamony footprint that at least one of those trees would be in the backyard so there would be in sense at least and I I would think homeowners may do that anyway and we may do something too down the road but there will be trees in the backyards for those houses that face uh the foot salamony footprint another small edit on uh the timing

104of when sidewalks will be installed at the same time the driveways are installed and also if the unlikely but possible scenario that that uh Warren does not proceed with the development and we uh are obligated to buy it back all of those costs would be covered by the town the school would not have any costs in buying back um those so thank you Mr Carl for those edits to the restrictive covenant so this resolution that's before you is just to give your approval and authorization for uh Mr trout Mr Allen to sign uh the remaining documents to affection the closing thank you Mr Wy I'll entertain a motion reference this agenda item I make a motion uh that we adopt the resolution for authorization to sell and close on the sale of real estate uh
