e e e yeah you all right thank you Pastor Fields I'll go ahead is absent Mr mclelan is absent Mr Melcher here Mr Roth here Mr Jer here Mr Roth we have two uh for you this evening I'm requesting that we remove um item D1 Financial finance reports for August 2024 and then then uh number the second uh item for consideration is add to consent agenda item E5 uh Personnel report for the administrative resignation of Valerie Moore uh Chief Financial Officer effective 10124 all right would anyone like to make a motion regarding the proposed revisions of the agenda I'll make a motion that we revise the agenda as presented is there a second second any questions comments or discussion all right hearing none we'll vote on the motion to revise the agenda oh sorry motion

passes 5- Z I was looking at this screen not that screen um so the agenda is revised as requested um item B1 items from visitors this is an opportunity for members of the public to address the board uh there was a signup sheet in the back no one signed it if anyone would like to address the board this evening if You' please go to the microphone and Podium over here uh so that it can be picked up on the live stream that would be great and looks like no one having come forward we will then move on to item C1 uh request permission to furnish meals tonight we have the uh director of food service Alex Burgess with us and Alex is going to talk to us just briefly about the CDI Head Start program

for the 2425 school year thank you Alex for being here thank you and good evening um what I have for you tonight is a request to continue our relationship with the local CDI Head Start program located at Faith Community Church here in town we de provided meals for their students last year they're part of their program uh last year operationally it was a bit of a struggle and financially it was more of a break even this year they've increased their participation by 50% and I've been able to renegotiate the contract terms of the price of meals and and which allows us an extra about three hours a day of Labor specifically just for this program uh which makes it much more feasible to do it's not a strain on our program it still allows us

to provide the students of htcc uh breakfast and lunch as we normally do uh without skipping a beat um the details are in the contract but basically we're charging $3 for each breakfast $4.75 for lunch and $150 for a snack each day for the 30 students um the terms of uh the calendar are the contract as well they don't exactly follow ours but we do our best to help provide them with shelf stable items so that they can still provide their students with meals when we're on full Christmas and Spring Break um so that's what I have for you tonight uh for your consideration all right thank you uh would anyone like to make a motion regarding the proposed agreement and the addendum uh with Head Start make a motion that we approve the contract

of furnished meals for CDI Head Start program for school year 2024 2025 as presented is there a second second any questions comments or discussion say thank you Alex for working with them to continue this program it's a good thing it's it's good to kind of be able to reach out to the community outside of our walls and help others that don't have the kind of services that we offer y all right hearing nothing further we will vote on the motion to approve the agreement with Head Start start for 2024 2025 motion passes 5 Z so we'll move on to and thank you Alex appreciate your time um move on to D2 the 2025 budget public hearings yes so what you'll have to do Mr Roth is close this meeting first I'm gonna do a little

presentation presentation first okay sorry I was ahead of you by one step okay my instructions here good sorry Mrs Smith my fault that's okay I'd like to um do a little overview before we actually go into the hearings to um remind the public of what we did for the last board meeting with our um our budget Workshop that we did so um the budgetary process uh consists of three major steps and those steps are first we have a a public uh workshop and ask for permission to advertise that evening then we advertise uh on our website and also on the Gateway public transparency website and then the second is to hold a public hearing and then the third is an adoption so this evening is the Second Step where we hold the public hearings and

then um after all these steps are completed then it goes back to the Department of local government finance and they work all the district's budgets and issue uh a final budget order by the end of this calendar year for the beginning of 2025 so just to um remind you uh what was advertised and that was our 2025 budgets our capital projects plan a three-year plan plan and also um a 5-year bus replacement plan and just running through what our major funds are that we budget for through this process is our education fund our major source of Revenue is uh directly from our state tuition our basic Grant and that is from our um average daily membership counts and um it goes through the state's funding formula and that gives us our main um source of

revenue for our education fund and then for our ADM for 242 our official count is October 1st so it's next week and right now we're looking to remain stable um from this year compared to last year which is is very good and then what is in the education fund what kind of expenses are there just what the name implies it's directly aimed toward education cost so this is everything at the building level the teachers the instructional assistance wages and benefits uh special services uh Summer Schools also through that school um nurses guidance instruction related materials um all that that above athletic coaches are also in there and then our operations fund is our other major uh Revenue I mean major fund that we budget for our Revenue comes from property taxes and there is a

Formula that the state does uh for us that has a maximum Levy so a levy is your property taxes and there's a maximum amount that um that they calculate each year and for 2025 it's a little over 11.6 million for for us here at honey and just a reminder that there is a circuit breaker impact that's those property tax caps that they uh they was effective several years ago and that reduces the amount that taxpayers have to pay but then it also reduces the the information and the property tax collections that we receive here for revenue and here it's um the estimate is approximately $2.4 million for Huntington and then also when all these new funds were established in 2019 the education fund and the operations fund it used to be a general fund and

then um a capital projects Transportation operating and bus replacement when they dissolved the general fund it had four buckets two of those buckets stayed and made the new education fund and two of the other buckets went into this operations fund so uh when that happened the revenue that the general fund used to get was also from the tuition support but now that some of those categories have moved in the operations fund they did not split up that revenue for us we still get it where it goes into our education fund but we're allowed by um Indiana code to transfer up to 15% from our education fund into our operations fund to cover those other buckets that that got transferred over to the educ from the education fund into the operation fund so then we have

our um capital projects plan our three-year plan that lists our Capital expenditures our equipment that exceeds $10,000 this gives us the right to um purchase those things out of our uh out of our operations fund and also small projects that we uh may may or may not do in the future to be able to list those and take those also out of our operations fund so our capital projects plan is a three-year plan we're held to the first year but the other years are for informational purposes for our uh for the board and for our community bus replacement plan Five-Year Plan and this is uh replacing buses that are at least 12 years old there are um exceptions to that 12y old rule for instance if you have a lemon if it has too many

miles there's other um extending circumstances that allows you to to replace those earlier instead we're right on target with that we're anticipating um replacing approximately 8 to n buses in 2025 and continue that trend for the next five years Debt Service fund is uh is exactly what it en entitles uh tends to be for our debt our debt that we collect and um sell bonds we're talking about that a little bit later um this evening and these are General obligation bonds and lease payments where we do um small projects with those we may purchase equipment and do uh several different things throughout the district that our operations fund remember I said that had a maximum Levy a maximum amount that we can raise and this is another fund that we utilize and um plan to

keep the tax rate stable moving forward we showed that on a graph last uh board meeting where um in the past our our tax rate has um roller coaster I would call it um back and forth so our goal is to keep that stable so as one comes off then we have tons of projects around Huntington here that a lot of needs we have at all of our schools and we will start um supplementing some of that with these General obligation bonds that that we plan to do in the future and then of course we still have our rainy day fund it's just like it's intended for um a rainy day so we do not have anything um budgeted in our 2025 budget for the rainy day fund if you recall we had some in

0142024 for our um main office um renovation but nothing for 2025 and this was just talking about where our advertisements are um listed on our website it's under departments business services and 2025 budget you'll actually find the complete budget Workshop presentation that was done at last board meeting you'll see that attached there along with our form three our notice to taxpayers our capital projects plan and our bus replacement plan and then just a the top portion of the notice to taxpayers uh letting the public know that we were holding this public hearing this evening and the adoption that's scheduled for October 14th and then it also lists the estimates the budget estimates and the estimated uh tax to raise in the future capital projects plan same thing has a notice to taxpayers where it indicates

that we were holding a public hearing this evening and where and it has a copy of the capital projects plan it shows the capital projects in in nature and then also the capital Acquisitions of any kind of equipment also that we have planned out of the operation fund and there's our bus replacement plan it mimics the same um criteria as our capital projects plan and it has the notice to taxpayers with with today's date and um time of holding our public hearings and it shows our fiveyear bus replacement plan of what we're anticipating to replace each of the the five years and that's the second page of it with the totals of um approximately nine per year and then our next step we're like I indicated we're in our step two this evening and our

next step our last step for our budget required process is our adoption on October 14th that's it for um the review for this and then I would ask the board um if you have any questions i' would be happy to answer any of those if not we are required to hold three hearings this evening one is for the 2025 budgets the other is for the capital projects plan and the last one is for the bus replacement plan and I'll turn it over to the board any questions anyone all right thank you Mrs Smith at this time I will go ahead and suspend the regular meeting of the board and I will open first the questions about the proposed budget for 2025 doesn't look like anyone's come forward for that so I will close that meeting

and open the hearing on the capital projects fund and again if you have any comments if you please come to the microphone so that it can be picked up on the live stream and no one having come forward I will close that hearing and the third hearing I'll now open is the bus replacement hearing and again if anyone would like to come forward and ask questions about the bus replacement plan now is your opportunity no one having come forward I will close the bus replacement hearing and I will reopen the regular meeting of the board and we'll move to item D3 well before I do that thank you Mrs Smith for all the information I I we have uh great presentations and they're accessible online so if anyone's listening online and wants to to look

at them uh there's still an opportunity to ask questions about it um the information is out there for for members of the public to look at so please do so um so item D3 ever wise cash management agreement yes we're fortunate enough this evening to have Randy limr with us today from ever wise uh board this is a reminder to you that um we entered into an agreement with ever wise back in 2019 and so Randy's going to remind you of some of those details and why we're here this evening to make this decision so Randy thank you for coming absolutely thank you for the opportunity um as Mr trout mentioned uh we are coming to the end of the of the five-year cash management agreement that was signed in 2019 uh that's due to

the end of this month September 30th uh we have presented uh two option two five two five-year option amendments to you um that'll get us closer also to the end of the uh 10year naming rights agreement that we had signed a few years back as well um so a lot of the um rate the rates really based on the effective fed funds rate I present had presented in your packeted chart to you showing the effective uh fed funds how that's trended over the last uh you know plus years um after it Peaks it does have a tendency to Trend down as we've we've seen recently uh that Trend seems to already already kind of start to be happening here um so with that uh we have presented two options for you one would be a

variable rate option um that would be effective fed funds um with a cap of 5.5% and a floor of 0.5% besides the very wor option amendment that was presented to you and then the uh uh other option would be a fixed rate amend uh amendment that would be a fixed rate of 4% uh for the five-year amendment that would that would end five years now starting October 1st right so initially Bor you W uh you worked into a 10e agreement with ever y so I just want to repeat that for the public and we had a five-year renewal in the middle of it and here we are um already with that um Randy and I have met two different times on this issue it's my recommendation for you this evening uh for the next five

years as you'll see in bullet point number two there is to go with the fixed rate 4% for the next five years um this is pure speculation I know and Randy has done a great job of giving me the trend data um I've tried to study it a lot of other places too I've conferred with Mr Smith Becky um if you want to make a couple comments or not but I know you would agree with me with this I think our safest bet with the recent interest rate cut is to take the 4% for the five years for uh this and so that's my recommendation to you this evening all right thank you Mr trout would anyone like to make a motion regarding the proposed cash management agreement with ever wise I'll make a motion

that we approve the fixed agreement with ever wise bank is there a second second questions comments or discussion I know we had talked about it when you presented this to us at one point but I just wanted to to reiterate this does not lock Us in of you being the only person so if we wanted to go out and get CD from another bank we could shop those around but this is just for our main cash account and cash that we currently hold on that but you we are not being locked in as your sole sole source provider for us is that correct that's absolutely correct thank you any other questions or comments uh I appreciate the information you provided Randy and that you did give us two options um I I agree with Mr

trout uh that I think the best option is the fixed option uh we just simply don't know where rates are going to go and I appreciate you giving us uh something to choose from um so I'm I'm in favor of that and if anyone else has any comments Now's the Time to to make those yeah I would just rate what Matt says I think that's good I also think it was nice that they didn't lock Us in so if we did have the opportunity to shop some around and and diversify our funds we could do that as well um but having that fixed rate for the next four years I think is going to be a valuable uh thing for this board and future boards so all right here nothing further we'll vote on the

motion to approve the cash management agreement with ever ever wise Credit Union all right motion passes 5 Z and thank you Randy thank you all right thank you for the opportunity and we appreciate the relationship thank you same here all right all right we'll move on to item D4 Bond Council Services agreement uh we've reached the point where it's time for us to renew our relationship with um ice Miller um they have been with us for seven for several years here within that the terms of that are included in your board packet um for the public this is the legal firm that we use as Bond counsel to the to us as a school corpor ation for a variety of reasons which also includes leases and bonds for facility improvements and other legal related legal

services so I'm just requesting your approval of our agreement with ice Miller right thank you Mr trout would anyone like to make a motion regarding the proposed agreement with Bond Services Council make a motion that we approve the bond Council of service agreement between hccs hccsc and Ice Miller as presented is there a second second any questions comments or discussion is this just a one-year agreement I I'm trying to read through there and I was trying to just see where it was or what the link yes um by review we we do this annually okay um um for State Board of accounts purposes quite frankly um and I'm just recommending our continued relationship with them sounds good thank you any other question questions or comments all right hearing none we'll vote on the motion to

approve all right motion passes five to zero we'll now move to D5 goo Bond presentation restroom renovation Terry you've been setting so patiently uh there this evening uh board what we're going to do now over the next uh few agenda items is share some details with you as it relates to an upcoming uh geobond um uh presentation and timelines we're going to start with uh Mr thornsbury who um from Vian vidian archit seexual firm who is going to um give you uh the details of what we would do with these funds and then Becky is going to follow up with other Financial details so Terry thank you glad to see you this evening and we'll turn it over to you all right thank you Mr trout I appreciate appreciate the opportunity to be here Bor

um we're going to focus on restroom Renovations for Huntington North High School this building um just to let you know i' met with administrators we talked about restrooms throughout the building and then we prioritized those in so this presentation is based on that PR prioritization of the restrooms and in what order we plan to focus as far as design um so first slide here is of um the ladies restrooms one of four there are four main restrooms for students throughout the building um if you go outside this Hall and head in either direction you'll end up at one of them total there's total of eight restrooms uh ladies and men's and most of the restrooms original what we're going to recommend is new fixtures throughout uh with lower flow or lower water usage uh to

help with some uh sanitary piping size issues from the original design of the building uh obviously create Ada accessibility and uh new finishes uh new lighting new ceilings and uh liven up the spaces as best we can next slide this is from the the boys or the men's restroom um and as I'm told these never get used and I can understand why um based on the design of these from 1970 1969 uh there's no privacy you have to stand far back and um uh so these don't get used and instead just the Stalls get used so um I'll show you the style of of of urinal we will change to we will add urinal screens in between um for some privacy make the restrooms durable as possible for longevity and reduced maintenance um and then

we're also talking about adding signage to the rest restrooms to help um try to minimize maintenance and some issues with um uh students in in the restrooms to let them be aware of uh the fact that the new security system that's just outside the door will know who they are and right and I think when I want the public to understand there's just as much security um uh um processes with this are there are upgrades with the restrooms themselves so I don't want that uh piece to be missed in this because we could so focus on the renovation of the restrooms but know that there's significant security related issues too here we're also trying to to take care of so yeah great thank you yeah thank you uh next is um this is actually Janitor's

Closet that is in all four of those restrooms in between uh the ladies and the men's restroom um need updated this is how we access the plumbing wall the wet wall in between um the restrooms and um the projects would update all the piping as it comes out of the floor uh entirely for the restroom so we can get to everything that we can um and uh make these much much better much more usable next slide this is actually from the original blueprints the design of the building it's hard to see but that is uh the layout of the restrooms and the janitor's closets there kind of in the middle um these were not designed for Ada accessibility it didn't exist back then um so in this case these restroom rooms we actually have to

move some walls to make them accessible just to get in them to make them accessible so it's pretty significant renovation for these restrooms uh we would phase them so You' only take down one section at a time and um and work through that with the one closest to the commons over here being done during the summer um next year so um we're going to focus on on those restrooms primarily and then uh next in line would be adding single-use restrooms to two sets of the restrooms so they're located if you go by door number Door 9 and 35 which would be the restroom down here at door n and then 35 is the other Corner in that direction the two restrooms up here on this end um don't work well for adding these single use

restrooms so these single use restrooms will be accessible from inside the building we're going to have to relocate the exterior doors to make this work um but um we do think it's feasible and that's that's how we're we going to address these um to particular restrooms in in play off of um the access to sanitarian water from the adjacent restrooms next on the list would be uh five separate um staff restrooms that are kind of sprinkled uh through the building um main office then over by door one uh and counseling as well as you can see from the pictures again it's the same original fixtures from the building uh when it was built for the most most part and we want to get everything updated make these Just As Nice um and make them accessible

as best we can next in line would be the auditorium and Arena um restrooms so this is the men's restroom down there and you can see the design of these urals are a little different um but again no Ural screens they actually they packed them in here um and the one that looks Ada is not Ada that's that's not today's code standard for ad so um all of those would come off we would reposition those as far as layout crate Ada accessibility and add Ural screens as well um those restrooms actually have tazzo flooring uh partially so they're pretty nice um and Beth uh Clark had informed me earlier today she goes that was our covid project and we already refreshed them and I said well we're going to refresh them just a little bit

more and put new fixtures in because most of these fixtures use three gallons of water for every flush so uh Rich hurdles informed me for now a few years of working here that when those restrooms the Fieldhouse restrooms the locker room restrooms everything down on that end of the building are used during big events they have water backup issues because the sanitary piping that comes through comes down that main hallway from Athletics and was never size to take on the uh Fieldhouse Edition as well as everything else so by reducing the um fixture flow and water usage down to most likely one gallon per flush that should help eliminate that issue with that that pipe and um and and take that off the list of a future project because hopefully it won't be needed because

that pipe runs where under the floor of the main hallway down to the arena so if you remember when we did some of those facility studies one of those pieces that we were talking about is placing that pipe the full length of of the building literally down the yeah we were going to we would find it in the hallway have to cut out some ter the size so by doing the I I want to be clear to you as a board because this is a change from that facility update the facility audit we did that this should take care of that problem and in turn take that off this list for renovation here at the high school then that's the Hope um we're going to as part of this project um we'll have that pipe

scoped again and probably jetted just to clean it out make sure that we're good and um hope that you don't ever see that issue again moving forward um these are the Stalls in uh those restrooms um at the at the arena and the auditorium um again they packed them in there they're they're really tight um much like the main four restrooms in this restroom they took a um they took a toilet fixture out and made it Ada by just eliminating one and made a wider stall um but still not technically Ada uh it's it's close but we're going to truly um start from scratch and and and lay everything out so that it fits the way that it needs to for Ada accessibility and update everything these restrooms won't get nearly the renovation work that

um the four main ones will because um we don't need to do this much work um you can already get into the space and there's if you've ever been in there they're huge there's a lot of room in there um so it's just going to be mainly finishes and part of the ceiling and lighting project um is already going to address the ceilings and lights in there anyway so so those are all the restrooms that we're going to focus on um we're not going to focus on locker rooms because that's a whole different animal when you get into locker rooms and showers and that and um that alone could take all the budget so we're going to focus on the restrooms that are used mainly by student staff and then last on the list would

be the the ones down by the arena um timeline we're going to start uh field verifying on Thursday this week we're probably going to be here most of the day get all the uh restrooms um measured because um people say well the four main restrooms are all the same I measured two of them and they're not the same so uh I did that a couple years ago so we're going to measure all four of them measure everything uh get drawing started ASAP Our Hope will be to get drawings out um by the end of the year or at least in January at the latest depending on timing in the holidays and the Public Notices and everything and then start construction as soon as we can um in January 25 and then try to get it

done by the end of 25 that's that's the goal and have a contractor in here that they could be here the whole year and just phase and work their way through it um um is is the hope so um otherwise that covers most everything questions anyone so I I think I heard you say this but on the timeline you're going to try to get the restroom that is probably used during lunch period done during the summer but the other ones will probably be done during school year so they'll be down one or two we will phase it out and work it out with Pat to make sure the principal to make sure that it's going to work but that's initial discussions were would it be okay with shutting down because right now for instance the

two down here have been off limits to students and it's mainly for staff and contractors okay so apparently kind of working already then a little bit Yeah it so it so the scenario works now contractors aren't going anywhere but we can get portalets for them if we need to and uh and deal with that so because there will be a portion of time this coming summer where the water is going to be off to this building so that's a whole different story makes it easier to replace restrooms if uh water's turned off anyway so I believe Chuck already filled Us in on that so yeah yeah all right any further questions Terry Terry I just want to say again publicly thank you you do an amazing job um you know you look in this room

you look in the science rooms you look at the things that you guys are doing in this building you're efficient it's effective you help us stretch every penny we have and I just wanted to tell you again publicly thank you for your work it's it's been outstanding and I have no reason to believe it won't be again but I do mean that thank you I'm grateful for you thank you I do appreciate appreciate all of you for giving me the opportunity over the years so thank you all right all right now we will move on to item D6 2024 General obligation Bond presentation and timetable great thank you uh now we're all excited about you know renovating restrooms now we're going to talk about the money portion of it so sometimes that's not as exciting

it is for me because that's what I love to do but but um what we have is our um financial adviser Baker Tilly put together um an illustrative for this financing of this General obligation Bond so here you'll see on this screen our existing Debt Service and Lease rental payments so you can see how that bar goes um across and you'll see when it starts to go down that's what I was talking about earlier when I talked about a roller coaster of a tax rate of when that bounces down back up down back up um so that's what we're trying to alleviate here and be able to cover all of our needs that we know that we've needed um here at Huntington for years the next one is the formula that they do uh according

to legislative law of what are capacity is so you'll see on that it says that um our net bonding capacity is over $10 million so we have plenty of room to um issue these General obligation bonds and next you'll see this the financing information it is approximately 1.75 um 1.7 million and um just to remind the board um we've talked a little bit about this we talked about it through our um budget proc process in The Debt Service and originally we were saying approximately $1 million well then we talked to our financial adviser and found that we um customarily over the last several years have had more than the minimum amount in cash balance in debt service so that is why we are able to do a little bit more um Bond so we can

utilize some of that cash balance and get down um to where we're supposed to be regulation wise so we didn't want to do a lesser out and then all of a sudden them say okay you can't use use that you need to um do something different and have our tax rate drop after we said that we wanted to make sure that um we're stabilizing or have it go up either way so Becky if I can yep stop stop you right here sure you and I are really accustomed to this we get this yep you know and we and I get that I think it's important for our public to understand if you could just kind of pull apart the repayment timeline sure which is complet completely different than what normally happens here and then just

the interest we would pay on the 1 1.7 I mean I think it's really important for everybody to understand so I'm going to go back to screens here that's what I mean that's what I'm trying to say here and um you'll see here where I was talking about in 24 and 25 you see that amount so that's our um existing General obligation bonds and leases that we have to date then you see the one in Gray there from 2023 that um was a 2.2 um year payback so as soon as that one is paid back then our tax rate would take a significant drop and then the next time that we wanted to do anything with a G General obligation Bond or lease it would Skyrocket again so in this case so this is existing

I'm going to go forward like Mr trout was talking about and go into um what it would look like uh stable izing that rate along with the new uh proposed General obligation bond that we're talking right now the new proposed would be a 1. twoyear payback and um that stabilizes the tax rate for that 1.75 million oops sorry I'll go back one so you'll see here where it's showing um stabilizing up um not even going to the cap that our bond capacity cap and at the same time keeping our rate stable now another thing that happened this year is our assess valuation that went up to remind um the board and the public that we had um a big increase in our assess valuation so that of course changes our bonding capacity and the amount

for this General obligation bond this sets us up for um in 2026 for the board to decide you know what they want to do next so there'll be room in our debt capacity for the board to so choose if they want to do more General obligation bonds if they want to do another large lease you know we have um a lot of things on that facility uh study list that needs to be done here at Huntington but this affords them the opportunity to make that decision um late next year for 2026 and 2027 so it allows that doesn't impact that's what I wanted people understand y it doesn't take your flexibility as a board away absolutely not for future decision making that you have you still going to have the capacities you've always had um

that's why I wanted people to understand that short turnaround for repayment here and that's why we're doing a lower amount our um debt capacity I our debt availability we could have even done the max for the general obligation bond which is almost $6 million here so we chose not to do that and do the 1.7 so we could um fill the tax rate get these things that we know um on the facility study completed and then allow that opportunity um for the future board to be able to decide what they want to do in the in the upcoming years and that is it for that portion of it I don't know Cindy do we have the time table or just want me to talk about it I can just talk about it okay I'll just

talk about it so um with the timetable uh earlier we talked about um ice Miller and we talked about uh them preparing our documents so our legal council that prepares all our documents they put together um a timeline and with that timeline it gives us the legal steps that we need to do and tonight um of course was one of those steps where we needed to you know explain the rest of this and then the next two items that we would be doing is adopting the preliminary Bond resolution and also adopting a reimbursement resolution so that's this evening I think that's the next couple items and then after that we um published a notice of the public Hearing in um the newspapers and on our website site and then um then on our October 28th

board meeting we hold the the project hearing we hold hearings for additional appropriation and then we adopt um the project resolution additional propriation resolution and final Bond resolution so just wanted to kind of give you that timetable of what to expect and then later in November is when uh we go out for the actual sales and um bond prices in November and sales in December and that meets all of our legal requirements yes so it really follows the same process we're following yep and all the rest this is customary for all of our general obligation bonds we've done C's good she pulled this from uh from other places so Bo so you'll you'll see that right there On That September 24th that is what we're doing this evening and then this timeline lets us know

between our bond Council our financial advisers and the school district and who does what and when we have to do it to make all those legal requirements this is similar to the budget where in between each one of the steps that we do for the budget there must be 10 days in between this is the same thing when we um give the notice to taxpayers in the newspapers and in um on our website then it must be 10 days before we hold that um hearing so it's the same customary 10 days in between the steps for these General Obligations Al General obligation bonds also so that is it for the presentation part and if I'd be happy to answer any questions if not I'd like to um go into our exhibit A and B that

the we need the board to um adopt this evening any questions or comments um I I would just like to say thank you uh for bringing this to us um and and Terry for your presentation uh you know our commitment uh for several years has been to this building and the facilities that surround this building and uh this is a a tremendous opportunity to address a real need at the school for those of you that have students that attend the school uh the restrooms are are not up to par U quite frankly and um are part of what's been neglected for quite some time and so uh I think it's it's our job to take advantage of an opportunity um to do this project and and do it in a in quick fashion I mean

to do it in a year um is is pretty incredible um considering every other project that's going on right now so I thank you for bringing this to us both of you and if no one else has anything we'd move to item seven D7 exhibit a sure um in your board packet you'll see the preliminary Bond resolution exhibit a and this resolution establishes the maximum amount to be borrowed maximum term of repayment and maximum interest rate all for the issuance of the general obligation Bond as presented we'd ask the board for approval right thank you would anyone like to make a motion regarding the proposed Bond resolution I'll make a motion that we approve the preliminary Bond resolution also known as exhibit a and is there a second second any questions comments or discussion all

right hearing none we'll vote on the motion to approve exhibit a motion passes five to zero we now go to d8 exhibit B great thank you next you'll have um you'll see in your board docs that exhibit B which is the Declaration of official intent to reimburse expenditures and this allows us if the school corporation pays any preliminary cost related to the projects in advance of receiving the bond proceeds it um it will give us the opportunity to reserve its ability to be reimbursed from the proceeds after the closing the Internal Revenue Service requires that the school corporation declare its official intent to reimburse as documented in this resolution in order to reserve the ability to reimburse all right would anyone like to make a motion regarding exhibit B make a motion to adopt exhibit

as presented is there a second second second I think Mrs Heim beat you any questions comments or discussion all right hearing none we will vote on the motion to adopt exhibit B Mr Smith while they're voting I just want to take this opportunity to say thank you uh you had a lot on tonight's agenda as always incredibly professional well done and I'm grateful for all the support that you provide us so thank you thank you all right motion passes 5 to zero we'll now move to the consent agenda items E1 through 8 I'm going to highlight number seven which is the um uh recommend AC acceptance of donations uh we have four totaling $3,437 19 uh Rono Elementary School is requesting permission to accept a donation of $140 from the Central Christian Church uh women's

Fellowship to be used for the ronoke Rockstar Integrity program uh Riverview middle schools requesting permission to accept a donation in the amount of $657 19 cents from donor choose to be used in Becky Livingston sixth grade English language arts class uh the third is hccsc Food Service is requesting permission to accept a donation of $50 from Valerie St out to be used for students who have a negative lunch balance if you notice she does that a lot uh here through the last few um meetings and just so grateful for that and number four um Hunting County Community uh Learning Center has requesting to accept three donations the first one is the variety of tools valued at about $2,130 from Tractor Supply to be used for the in the construction trades program and the second donation

is the firefighter bun gear valued at $250 or less from Anonymous donor to be used in the fire and rescue program and the third donation is a box of safety goggles and 16 hard hats valued at $210 from lineu guard construction to be used in a construction trades program so I'm um asking for your um permission to accept those items in consent agenda E1 through eight all right thank you Mr trout uh would anyone like to make a motion regarding the the consent agenda items motion to approve the consent agenda is there a second second all right any questions comments or discussion all right would anyone like to pull out a particular line item and vote on it separate from the rest all right hearing none we will vote on the motion to approve the

consent agenda items E1 through 8 as presented motion passes 5 to zero now move on to F1 Schoolboard board meeting calendar 2025 um in your board packet I'm recommending for your approval the school board meeting calendar for calendar year 2025 um we've made a couple of tweaks here upcoming year um some of the notes I referred back to if you remember this year was the first year we did the work sessions and it was a long run between Schoolboard meeting and work sessions there in January February and so we've adjusted that P piece also we now know the 4 Fair dates um in July and so we've worked around that and then you're going through the budget adoption process right now um I believe we have enough meetings there in a row to meet all

the obligations that we have by law to get all of those pieces done too so and you notice that we're also keeping sprinkled throughout next year work session format which I think we have really made wise use of this year again and so I'm just recommending your approval of this calendar all right would anyone like to make a motion regarding the proposed meeting dates for 20125 motion to approve the 2025 Schoolboard calendar is presented is there a second second any questions comments or discussion all right hearing none we'll vote on the motion to approve our meeting dates for next year all right motion passes 5 to zero move on to F2 items of discussion by board members we had fun last week yes um could you talk about maybe because you and I talked about

it on the football field on Friday night but maybe some of the learnings that we may have learned about that process um specifically maybe improving possibly the communication stream um you know I I want to say thank you to the community um on a variety of fronts one of those is support um no matter what your process is no matter how well it goes you can always improve it but I want to tell you um working with police chief boxel uh through those experiences we are we are incredibly uh fortunate in this community to work so collaboratively with our local law enforcement FBI Etc when you do all of that there's always ways to improve and debriefing with um Jay and Chuck and and also with um police chief boxel and Sheriff Newton um one

of the improvements areas and I hope we never have to use it again I mean I need to say that I I hope we never have to go back into our community and ever do something like that again but in case we do one extra step that we'll put in place next time is when we first become aware of a situation we will put out a statement to the community to say you know that such a such a comment that we are aware of this specific situation this is what we're investigating when more information becomes available will let you know um and conferring with law enforcement and those people um and debriefing that's just an additional step um along the way but I I do want to say that um I'm grateful for everybody who

reported um phone calls text emails um the second time that we Face something the parents literally took kids to the police station um you know I was there till midnight on Thursday night you know unpacking all of this and so our community and conversations with kids and and all of those things in the houses have been great but I think the one additional piece that we'll do in the future is once we become aware of a situation we'll immediately put out a statement to say we're aware because what was happening was we were getting flooded with the same information multiple times over but I also think that it will help put our community at ease that we're KNN it we're investigating it we're doing it and we're taking care of it so thank you Ryan

I was going to say that was the one common complaint that I heard is if you knew about it could you have not have least said something so I appreciate that selflearning and Andi I it's you know when you go through this there's not you try to you try to communicate as best you can along the way my concern was initially when this was coming at us was I didn't want to alarm people and put out information that I didn't know was fully accurate but I do believe that um putting something out stating we're aware and we're addressing it and we're dealing with it it would be helpful for everyone involved so Ryan thank you um I'm going to talk for a few minutes so you got to listen to me because I was busy

the last few days down at ice so I thought I'd catch you up on a couple of things that you guys didn't make it um one we were not the only ones last week dealing with that that was a constant conversation in the hallways oh you got we saw you go that we were doing the same thing same thing so it's just not our community that's dealing with this it is a lot of people dealing with it so I would also anticipate some additional guidance uh from the state uh at some point or at least from other law enforcement agencies as they again take a deep brief on that and do that um um I was at the isba convention last uh yesterday and today thanks for moving that uh last year when we thought

about the calendar we moved it so I could attend and and do that I hope at some point I can get you all down there at some point because it was a great day of of learning and education uh do that a couple of things of note uh in the delegate assembly that happened Monday morning we uh approved the legislative priorities for isba are lobbying armed for that I am not going to read the multiple Pages uh of what's going on but I'm going to hit the main bullet points of that uh basically we've got a statement on state budget tuition uh uh State the state budget and tuition support basically our education grant as it comes in from the state uh there's a lot of varying things associated with that uh talking about Indiana

uh secured uh school safety grant that we get as well we we work uh work with that uh student support services and teacher retention Grant also uh we have stuff working on that uh a lot of stuff on that another one that was an interesting thing for me is we uh they're going to take a a topic on Tiff districts uh and I learned a lot about Tiff districts uh and I realize that that is an area that I think we as a board maybe need to look at and focus on a little bit more uh in our community uh referendum issues and then again the wonderful various educational matters that all of the state likes to talk about um so those are our legislative priorities uh if you want to learn more about them

November 4th uh the Region 3 meeting up in Fort Wayne Uh bradin will'll go through all of those uh and kind of give you a little bit additional information about all of those the other interesting thing that we did is um a lot of uh stuff that is not part of the priority list comes up regularly and we need to know how the isba should take a stance on that so the other thing that we approved was the legis legislative foundational statements uh and it just kind of gives General great outlines of that uh once those become digital and I can forward them to you I will forward all of that stuff to you kind so you can just kind of understand what's going on so if something doesn't come out in those legislative priorities

but maybe another bill the foundational statements give ispa's uh PE individuals that are ling on our behalf at least an idea of how to take an interpretation of that and go with that um the other thing is there were several classes in there uh that I attended uh two today that were very good one related to like a it was a basically a tiff 101 so I thought I understood Tiff but I didn't realize how it affected schools so that was a very good thing uh if we could ever get the ability to have someone come in and talk about tiffs to us I think it would be good for us to do that uh the other meeting today uh that I attended that I've already told Mr trout I told people they were going

to have him call him was related around Property and Casualty Insurance and the ability to have possibly join a trust that may be able to do give us some different options in that area uh and then prior to that on then on Monday we also had some additional things and my notes left out but basically financial information on some other things interesting um right now uh Terry was here talking about how we currently uh do construction projects with uh you know we bid it we hire an architect we bid and that there are several different opportunities and several different ways that we could actually do construction projects I believe we did something different when we did the stadium there have been a couple more and some of those have changed so it was an interesting

option of that uh so maybe some things as we look at future in the way we may able to use the taxpayer money a little bit differently in that to be able to do that in the future and some other things so I have a bunch of PowerPoints that I may get you you can look at them or not but if you have questions uh but uh I always enjoy this time because it usually brings me back and I start asking questions of John and Becky um I've already asked her a couple so uh it was a great time and hopefully I can get you guys down there to help learn about some of that in the future too so it was a great time thank you for taking let me go to that as

well did they talk at all about uh what what is has replaced the textbook that in none of the sessions I attended they talked about that but they did mention the fact that that fund is now going back to the general education fund which we have talked about as well okay so um um I also got to hear Dr Jenner uh the state superintendent of Education speak uh she gave some very interesting things about where we rank as a state uh really driving home the fact that uh we are um leading the way in robotics we are the number one state with the number of Robotics teams in the State uh we have this this is the one that floored me so the state uh robotic the national robotics competition or the world competition is

Indianapolis usually at Lucas Oil Stadium they've actually now have to move it to the fairgrounds because they need more space the number one state or entity uh that sends teams to that is Indiana number two is China so we're above China the foreign countries of sending teams to that competition because they've earned their way there so I commend the teams that we have in in Huntington and continue the growth of that and she gave some other great stats that I currently forgot to bring my notes with but it was a great time and if you ever have an opportunity to hear her talk and again another great thing to hear about how we're doing so thank you for going yeah Mr trout I wanted to uh take this time to recognize thank our parents for

I heard from dozens of parents on Friday thanking our team and on that team they mentioned uh Mr trout and his team the building level principles are sro's but they they mentioned our board I heard and John and Jay heard from every board member here during those times as well um very very appreciative of the collaborative the communication as well as the teamwork showed uh to make sure that um our kids were safe and so uh I want to note the parents that reached out um were incredibly grateful for the work that got done by our team uh in Huntington and so it was heartfelt I heard from from standing in front of buildings to throughout the day to every single business I attended in Huntington and uh other communities that day about how appreciative

they were of how we do business here so I want to tell the parents and business owners thanks for letting us know uh those were trying times but in reality um best practice was used all night by your team John thank you hey Chuck uh to close us out today would you just um because we don't meet again till middle of October the 14th or something talk about the bid opening today you don't have to give the financial numbers but just let the board know it and the community know what's coming at them we uh received three bids for the uh lighting ceiling and uh some of the piping project today um we're evaluating those bids as we speak with uh our business office our team and and Becky and uh we'll be bringing our

recommendation forward to you uh one of the next board meetings um but we feel really good about looking at them we'll get into the weeds of what they've really bid and what they haven't but we were pleased with the number of bids we received so that was for the hunting that was for hunting North High School yes okay so I just want you to know that coming back at you in nove or October is more work that's going to be done next summer with all the lighting and ceiling primarily in the hallways is where we're talking it'll be classrooms uh ceilings um lighting and uh there'll be some piping Plumbing work done as well at the same time and um we'll bring those uh to you very soon but we were pleased with the bids

that we received all right does anyone have anything else hearing nothing further I'll move to G1 and entertain a motion to adjourn so moved is there a second second all those in favor say I I the opposed same sign all right the eyes have it we are adjourned thank you
