001foreign nation under God indivisible with liberty and justice for all I want to thank everyone for joining us this evening remind everyone that we are live streaming tonight's board meeting so also like to thank those who are joining joining us via the West so moving down the agenda we'll start with consent agenda items do I have an emotion to accept those consent agenda items I have a motion from Earl do I have a second from Pat any discussion all those in favor seven of next we'll go down to community non-agenda items we'll ask if anyone is present who would like to speak with any item that is on the agenda or any other topic hearing nug we'll move down to Old business under relations the Jennings County Sheriff SRO agreement Vicki asking for approval for

002the sheriff's department SRO agreement so I'll entertain a motion to accept that SRO agreement motion by Maryland do I have a second by Cheryl any discussion all those in favor next under new business under programs we have an inform I carry I actually have a quick presentation on our day assessment data for this year it will be pretty high overview because not all the detail data is out but it was released I think July 12th by estate so I wanted to share and then I'll come back with more detailed data as we receive it so so we're going to start with an overview of State data and just the trends that you see at the day across the state I'm sorry okay first thing is across the state of proficiency levels for English Language Art

003they we saw about a 40.7 tenths percent proficiency rate and then um math was about the same at 40.9 when we looked at there we go thank you so that's that you go to the next slide so as you look at this you can see this is for social economic status the yellow represents Ela for the last three years and the blue represents the math for the last three years when they separated the paid meals free and reduced meals you can see to the left that um Ela for paid mail stayed within a percentage for the last three years and you see the same Trend with free to reduce Mill for ELA except you can also see the Gap from 54 down to the math was a little bit different we saw more of an

004increase in math across the state over the last three years three percent increase in paid Mills and a five percent increase in free increase in free and reduced lunches um but you also once again see the gap between the pay in comparison of special ed gen Ed same thing in English you see one percent difference um it was uh we dropped from one percent but we went back to what we were two years ago across the state and then specialized State stagnant the whole three years um in English language arts once again we saw an increase in math um five percent for genered and then a three percent increase in special education so just a summary of all that the highest increases were in grades four 1.3 percent increase for Math and grade six um

005for ELA you could see that there are increases were in grade six and seven um we look at this and we're going to see this with us there's still lots of support needed for ELA in middle school as well as our our data this graph represents the last two years for us the grade was last year and then the blues this year for each grade level you can see that we've dropped in a few but and we've we've increased in fourth grade in fifth grade in the states consistent across sixth grade and this was in the LA you're you're okay um this just represents where we are in comparison to the state or to the left and then the same data you're going to see in math gray is 28 last year and then the

006blue is this and then this will compare our district to State average where we stayed the same with fourth grade we're at State average in fourth grade um not far from sixth grade but we do still have pretty decent gaps in third seventh and eighth this just rep just uh general of all of our schools you can see we have bright spots in some these are um points that we did as we meet together with our school Improvement teams and as our principals we are working together to see what's working at the different schools in the different subject areas I read we won't have um this won't be released until August um so I'll bring this information back to you um when we have more detailed information I learned biology State percent proficient was at

00729 and we were at 14 last year was 30 and 17. so sat um English and reading we met our Benchmark at 42 percent for math it was at 14 for this year um the idea contract contract with the national Center for assessment to conduct analysis over the last three years after covid so this is just a reminder what of two years ago when they first looked at it that first year after Kovac covet they looked at the impact of covid so back then they saw that math was a greater um it was consistently more significant than across all grade levels like a 10 drop after that Ela was moderate and significant across grade levels and at that time they said it was take a year to get back to normal rates if you look

008at the bottom it this is what comes up it'll likely take three to five years for us to recover and that was information given in 2021 . in 2022 they start a recovery study we started stabilizing Indiana and we were generally returning to normal Rigs of learning that we had before but we weren't recovering or accelerating necessarily so normal rates is is the rate that they were learning each year pre-pandemic the higher rights of Rick you're okay a recovery or seen a math more than language arts and we saw that in all the group subgroups I just said the normal rate there it I students are continuing to stabilize or accelerate and recover a mouthful in the pandemic the rate at which students are stabilizing or accelerating and recovering Ela varies by population and we

009are definitely seeing this the big thing is students who are not proficient in ela math prior to pandemic are not recovering at the same rate as though as their peers students who are proficient in ela and math prior to the pandemic are Contin continuing to stabilize and accelerating their learning um are still so next steps um we've talked about we've shared some strategic plan data with you we worked extremely hard this year pre any testing to collect data not just iLearn data not just testing data to set our strategic plans um and we've reviewed that data and need identification School Improvement teams have worked all throughout the summer from each individual schools and they put action steps in and on their strategic plan data as well as individual needs data we are continuing to develop

010and mentoring new staff we have a program we meet with them monthly um Sand Creek we're really excited about this Sand Creek is part of a literacy Cadre where they are going through um they have a new literacy coach who's going through special training and she's actually we're collaborating together with all the schools we are working on professional development and science of reading instruction primary focus increased and focused support on student subgroups we've we've noticed plan data that we needed and also through the iLearn data continuing with our udl and PBIS implementation we are also stem programming and certification process throughout the district we have one school system Grand Prix was stem certified last year we expect at least Hayden to apply for it this year and everyone's working towards that progress and then additional

011goals are going to be identified in the Strategic plan and school Improvement goals that each and so I will come back with more specific data once it is released that's why there wasn't informed does anybody have any questions for care ful good time to say thank you to our our team members from it I know that that doesn't always worked the way we wanted to but let me tell you we always appreciate you all being here so thank you for that very much um so we'll go on uh down the agenda and we have under professional staff we have some recommendations you asking for approval for Dylan Boswell to be hired as a Jennings County High School assistant football coach he would be receiving three-fourths of a stipend Jennifer Lee we're asking she'd be hired

015Middle School nutrition Club I have a motion to accept those donations I have a motion by Chelsea do I have a second second by Pat any discussion all those in favor seven oh next we'll talk about the budget timeline yeah this is just an inform I mean I'm not going to worry about reading through the dates the key to this is pretty much every meeting between September 21st the hearing and October 5th the adoption okay that item isn't informed does anyone have questions for Philip I'm hearing none we'll go down under operations Transportation update so Tim poor is here to talk with us about construction and what that means for us for starting school we've worked with mvpd and Tim has a plan to share we've worked with a variety of stakeholders to make sure

016that we've tried to think through all the possibilities and prepare a plan so that school can start safely and successfully so uh starting at the high school middle school and North Berman Elementary campuses we have buses rolling in starting at 7 30. those are typically our special needs buses um we have contacted North Vernon Police Department and they're going to have an officer staged at the end of Hayden Pike in North Ferman Elementary every morning that's going to direct traffic the reason for that we feel like with everybody using Hayden Pike from the south of town coming in that Hayden bike is going to back up so the Norfolk Police Department is going to be there to kind of keep traffic moving they'll be there from 7 40 in the morning till 8 when typically

017all of our shuttle buses have come in and are on their way out in the afternoon we have a our custodians from the high school and uh North Ferman Elementary going to demand that same intersection so if you would show the map sorry that's the reason we're having this discussion so as you can see there we've got the thank you we got the high school parking lot there with the there's going to be two custodians there at the end of the high school campus and the reason for that high school students after the bus they're going to be some that want to go right instead of turn left and going to Hayden Pike so we're gonna have two custodians there X there trents we're gonna have three custodians one for eastbound traffic one for westbound

018traffic one there policing car riders coming down to North Ferman Elementary you go back to the schedule you don't have to have to um most of our car riders from North Vernon Elementary is going to be out of the way for our buses leave the high school camp but just in case there's some stragglers we're going to have somebody there for that the X there at the corner of Brownstown Road and Hayden Pike we've got two Middle School sorry one middle school custodian coming up there and we're going to talk with first Christian or sorry Columbus Christian schools and see if they can man their driveway there a little further north on Brownstown Road just and I've talked with Columbus Christian school today and they're going to have all of their car riders when they're

019dismissing they come in that Gravel Drive they're going to loop around and exit exit just to kind of limit construction or more traffic there in the construction zone so it's really all I have so Chef curly did all this by himself it takes five now to replace it yeah yeah and you have a lot more respect hey Tim so yeah will they um basically prevent people from coming out of the high school from turning right they are not going to not in the afternoon so principals all met today also went through the plan and they'll be communicating with their staff bus drivers already have their annual meeting communicated that there so after tonight we're going to start sharing with parents throughout the next to make sure people we do anticipate the heaviest traffic will be

020on Hayden Pike so that's why we have some of our buses going on that bypass around there's a little bit of adjustment in time for some bus riders at the school that that won't impact the families who are car riders at all thank you Tim for detailing all that so this item wasn't informed and so thank you for being present to present that to us just would remind anybody who might be listening or watching or if you share something on social media once the supposed to just encourage individuals who don't need to pick anyone up at the high school the elementary school the middle school just a to stay away from that area for different routes to Alvin Pike anything you can do to help mitigate this while the construction is going on of course

021we want to be good partners to indot and all of the work that they're doing on Walnut Street to make sure that the drainage is appropriate and the resurfacing everything that has to happen but again I know that this is going to be a little bit congested during that time so appreciate any help we can get um so next we'll talk about a transfer route yeah we want we would like to get approval to transfer Larry Kirby's contract route 809 to Melissa Bailey okay do I have a motion to motion by Chelsea do I have a second by Travis any discussion all those in favor and the second one is approval to continue the additional sped route for the 22 or 23 24 school year and this is the one we brought up last year

022as a address the incorrection it's actually so do I have an approval to continue this sped route for 23 promotion by pad do I have a second second by Mary Lynn any discussion all those in favor seven oh next under relations we have a couple of items we do we have two annual mousse the first is for the Vincennes Project Excel this is our dual credit program so asking for approval for that do I have a motion to accept that mou with Vincennes University motion by Chelsea do I have a second by Cheryl any discussion all those in favor 7-0 and the second one is we have an annual agreement with Southeastern Career Center each year that if they had an emergency need to use our buses that are parked there for transportation that they

023could so thank you I have a motion to accept the second mou for Southeastern Career Center I have a motion by Travis do I have a second by Chelsea any discussion all those in favor 7-0 which brings us down to other and I do believe we have something underneath you we have an other and I'll let Todd share permission to post asking for permission to uh post an additional teacher position at Sand Creek Elementary for students with intellectual disabilities and I will mention this is a position we've had posted and we're unable to fill and we would just like to put that posting back up okay do I have a motion to accept or provide permission to post I have a motion by Earl around a second second by Pat any discussion all those in

024favor which brings us to the end of the board meeting it doesn't if you don't have any others great do I have a motion to adjourn I have a motion by Chelsea do I have a second by Travis all those in favor foreign
