discussion hearing none all those in favor next we'll talk about non-agenda items so we'll ask if there's anyone here who would like to speak on any item that is on the agenda or any other topic and I believe we do have um Dave Cheatham who has signed in um to speak to the board so Dave the floor is yours uh hello everyone happy New Year to you all good to see you right here tonight um the reason I came tonight I'd like to ask a couple questions if I could about your new course offerings one of the ones on there is diversity and understanding the diversity and I just like to ask why we have to consider that kind of course for our school system I think there's going to be a presentation in the
board meeting regarding these course new course items they think that Dustin I believe that you are going to you and Stephanie maybe will be doing that presentation they will be able to speak to that okay with regards to that issue the five board members that are still on here from a year ago you remember we did Gail used I did come to your board and made a presentation about critical race Theory and diversity is one of the main ingredients of critical race Theory at the time your indication was that you didn't think we needed any policies about preventing critical race Theory because we weren't doing it and you had no intention of doing it that's my understanding at the time and you know that's what the board decided so I guess the reason I asked
the question was why are we now going to look at something that is with regard to critical race Theory so that's I guess after the presentation maybe we can talk about that some more yeah so thank you for coming tonight for being here uh thank you for bringing your concerns to our attention um we will definitely take that under advisement we'll hold off on any other discussion for the presentation okay so thank you at some point in time the board would like a more in-depth presentation about what critical history is I have a 30 minute PowerPoint I could come in some time and give you a good indication what the ends and alcohol will be but there he is it's complicated and it has a lot of impact on what happened to our schools so
I know you're concerned about that and you want what's best for our schools as we all do so I'd be happy that sometime if the need arises okay thank you Dave thank you for listening I appreciate it thank you is there anyone else that would like to speak on something that is not on the agenda hearing none will move to Old business we do have a um under finances Philip you have signed off on it and inform the typical year-end function in computrol to zero out accounts is part of the resolution there's five of them that I had to do to get accounts in line and that's in accordance with resolution 22 Dash approved at the 12 a bit next up is the cafeteria High School cafeteria fruit and vegetable bar asking for approval Stacy's
plan to be able to move forward with that and it's going to be fully funded through the food service department budget okay so asking for approval for the high school cafeteria fruit and vegetable bar do I have a motion for that I have a motion by Pat do I have a second and a second by Chelsea any discussion I just want to say again how much I appreciate the work that Stacy green has done she was at our last board meeting to present this information share this with us so we're bringing here for a vote tonight and I we're very lucky to have her and looking at these types of innovative ways to improve the nutrition of our students so I just want to say that out loud while we're so we have a motion
we have a second if no other discussion all those in favor 7-0 next up I'm asking approval for voucher 11611 that was dated on 11 30 22 was tabled at the 12-8 business meeting and we're asking for approval for that yeah I have a motion my earlier I have a second by Pat any additional discussion believe this is what I'm supposed to apologize written okay all right we'll work on that all right any additional discussion hearing none of all of those in favor all right now down under new business programs I believe we have our presentation Dustin and Stephanie all right yeah um this may not be as fancy of a presentation as what we normally bring so uh but each one of these courses outside of the bottom three that are listed there and
I'll kind of take those separately each one of these courses is the next step in our next level programs of study okay and the next level programs of study are CTE base um Workforce Pathways that we're working with these were developed with the Department of Workforce Development and the doe they looked at high need job areas and career clustered those together so each one of these follows one of those industrial maintenance teaching and learning culinary arts understanding diversity is the next step in our Cuban Services pathway so when you talk about human services you're thinking about counselors you're thinking about social workers you're thinking about psychologists it could be even down to cosmetology is lumped into Human Services that is the next step in the requirement for kids to graduate with that pathway is for
the Human Services same thing down the rest of the way all of these the 7 000 courses are next step courses in those Next Level programs of study the bottom three are a little different they're not actually courses even though they're a course number um part of graduation Pathways uh is that students have to complete a project-based learning service base or work based learning element for their graduation the problem we run into right now is when a student Moves In from an outside District there's no way to track that so we have to go ask the kid hey did you do a project-based learning or service and most of the time the kids like yeah I think so so then we got a back day and go figure out where that information is these are
codes the state is assigning that can be transcripted so it's not actually a course but once we know that kit has completed that it'll be on their transcript so when they transfer in we know they've completed that element so that's really a records keeping thing so it's not a true course with those but again on those top ones I just want to say that we have kids currently in these Pathways and these are the next step requirements for them to be able to complete their career pathway that they and we were very careful in the last couple of years as we have implemented these Pathways to make sure that we provide our kids with every single opportunity that we can based on our staffing in and our So based on that research and things of
the ready Grant and what students are interested in those Pathways have been and again that that Human Services pathway there's such a need for social workers and people who are working in our community and that's just that next and one thing I kind of glazed over there but you will notice we went ahead we want to get on the books as we have talked with some of the other things coming down the pike with the ready grant us bringing in that Health Services pathway we went ahead and put in the entire pathway and the reason why we're asking for that is to create that excitement that's a little different than a pathway we're just starting to build out in our school that's one that we're going to transition back from the career center to Jennings
County high school so we want those kids to be able to see right away I can get my entire Health Services pathway end up with a CNA or a CMA certificate here at Jennings County high school so that's why that one's a little different than we've done some of the ones we've always had in the house and just to kind of piggyback off with the certifications piece and just so we kind of know we've also been having conversations with this with the state where we have added the project-based service based and work based learning we're also looking at um a code to Haitians it'll show on all of the certifications that are stupid would you mind speaking to when these new courses are developed how is the curriculum Chosen and who's involved in absolutely um
so the master schedule process is a little bit different depending on each of our departments um so we might know who's going to teach one of the new courses just because we might only have some of the other ones that depends on course numbers because our schedule is always driven based based on students Quest and course of course so um but either way we would have the entire department involved and and looking at state approved curriculum if it is a dual credit course we have them reach out to the post-secondary institution to get their information as well and see what textbooks and material obviously we're going to go through through the competencies and state standards with all of the next level programs of study there's about a three or four hundred page document developed by
the state so everything is is lined out in there as well so um to develop that curriculum and then we do have that available just I know there's an earlier question we do have it available for County review and and I would also add just as a reminder that each of these CTE programs have Community advisory boards that they work with and meet with each semester so they're constantly talking about curriculum and What needs our community has for these different areas so they weigh in the type of curriculum that they're looking for in the workforce as well and those Advisory Board notes are a requirement for us when we get audited for the CTE fund yeah Dave's question can you hear me Dave yes all right let me make sure I'm not directing the question
to you I'm Direct Pat's favorite Department the Indiana Department of Education and uh they this is a they're requesting us on these courses it's and diversity is one of them for us so there are yes that's a great question Earl there are four courses in the Human Services pathway this is the third course that is a requirement for those kids to complete that pathway make sure I'm right on this and if we don't provide this and the kids don't take that course they don't get diplomas they can hold their diplomas up in the pathway they would not complete that pathway and certification you got that day they're they're telling us put this don't give it to them our kids will not get diplomas because they take a different pathway still graduate and still take the
same courses and social studies that's up to them so for Human Services which which like we said when we implemented each of the Pathways we wanted to cover as many career areas as possible because because our job as a high help students become prepared for whatever career it is after you know and obviously anybody in the education field and working with people Human Services is the same we've had to do some studies in working with and so the state has identified that made that one of the courses and principles of Human Services now do all of our students have to have a CTE concentrator status and certification to get to diploma not everyone does but it's an option which is an amazing option for kids because that's released us from having to have every single
student pass a certain score on ISTEP so because we can look at look at career readiness Pathways and completing these as concentrator status a student can focus on their career and not necessarily a standardized foreign personal moral or ethical reasons about taking a course like well we would just encourage them to look at it's not an area that they're interested in let us look at manufacturing let's look at Health Sciences there's multiple options and that's what we have tried to do is to make sure that that we're giving kids all the options that they can have okay okay we don't want to limit any body for our kids to get into a pathway that they're so if I want to be a social services professional I could take all the courses and not take diversity
and do another pathway still graduate if you got an academic honors or you had a certain SAT score you could absolutely do that several different ways that you could check boxes so length of wise I can get elected social studies courses pathway and still have the background be in a yes okay that somebody wouldn't have to take it if they had enough it's not a required course by any means so you don't have to have that one course just to graduate absolutely no it's from the pathway so if you look at the graduation Pathways today using a career concentrator a CT concentrator is is one way to check a box SAT scores one act 1 ASVAB honors diplomas One technical Technologies one so this is one way for them to check a box now for
a lot of our kids that maybe don't test as well this is a great option for our kids to be able to complete that CTE pathway where they may be going on to a two-year school or a technical trade school and then completing it but no a student that didn't want to take that course could still graduate and still have options but to Earl's point they couldn't get a certification in that pathway unless they have that course because that's a state requirement right right and again these have been built based on community needs and I know that our Human Services Trace here in here and so you know this type of course would look at things like working with people of different across the board just in terms of people so it's it's not specifically
critical race Theory or any of those types of things it's working with people in the service industry my last that's all right sorry yeah but you know the news will come out School Board passes over well what choice do we have keep our kids from getting diplomas you know it's crap but the other thing I was going to ask our attorney to see if our all right up on like uh sex education for visit and things like that that they might have a legality to sign off out of this course like they do on some others so if we could have so we they can in fact to teach sex ed we send home multiple parent permission slips to be able to do so so yes they can so we can do it on this
but for this one Earl it's an elective so this is not a requirement they would just choose another pathway but we have to offer it from to get a department the certification yes and we are excited about the number of Pathways we offer as a corporation uh we have an impressive list for a corporation our size and now we're working very hard to get as many Pathways as possible here on site so our kids don't even have to travel and I encourage any Community member that wants to know more about Pathways and certifications and what programs we're working on we're in the midst of trying to make sure that we have this for our kids in our community so please come in and if you want to know more arrange an appointment we'd be happy
to have a another presentation about Pathways in general well I Applause your your broadness of all the offerings you have early tonight I think is really great uh I I guess I object to things that are not academic and I I personally see diversity training as non-academic as an indoctrination that's my objection and you know that's not uncommon there's a lot of people feel the same way uh but I'm not just I'm not disputing the you know your intention of doing good things with that's not the question at all and as long as there's another way of still doing what they want to do without having to take it that course I thank you for listening to it thank you for giving me the opportunity to respond thank you sir thanks yes Dustin I have
one question yeah so advisory committee just so the state has approved curriculums um but our advisory committee also kind of directs us where we're going to put our Focus there okay so especially when we're looking at our local needs um where we're focusing that that curriculum on so there is a big influence from that advisory committee on what we're focusing on right so bright and day for instance in all of his programs is going to have state competencies and pieces that that we're going to hit but he's also going to ask industry leaders leaders which of these systems are you using most in in our local factories what do you want our kids prepared for the most so that way we can weight those a little bit different so that our kids are ready for
the opportunities that we have so the advisory committees there are community members on those ways so how does a community you want to be on an advisory committee contact us yeah absolutely absence our program chairs are apartment cheers them shout and invite people from all the different types of businesses but we would love to have anyone who has interest usually we're the ones searching so we yes yeah I do want to compliment all of you Joe Steph Anie taryn's not here even you Dustin okay this is going to be big you're offering more and more things there for your kids pathways in many cases were coming into for so many things and they don't have to travel to the career center so I think that's remarkable what you've done in the last few years thank
you do you want us to go ahead and do them yes that was just an inform on this one and then graduation requirements so the graduation requirement change we're asking for revolves around digital applications we currently have two local graduation requirements here in Jennings County one is digital applications one is preparing for college and careers what we're asking to do is to remove that digital applications require we want to filter that out through all of our principles pathway courses digital applications is looking at spreadsheets word processing PowerPoint slides all of those elements of computer-based work and I think we all know is that we've gone to a one-to-one computer District our kids are getting a lot of those skills prior to coming in as Freshmen what that also allows us to do by removing that
requirement and what we're asking is for the current 8th graders so next year's freshman we'd remove that requirement for that a opens up another spot for them to work in an elective or a pathway option again we're going to get those skills out throughout our principles courses we also want to take preparing for college and careers which usually was a sophomore class and bring it down to the Freshman level if we're getting into Pathways and really starting to look at all of this stuff we can't wait till they're a sophomore and then they realize oh I really want to do this we need to get them in right away to start exploring these things so we can get them on the path they need to so we're asking for this change again just to remove
that local requirement for the current 8th graders and allow them more opportunities to take those courses we will still leave it in our curriculum guiding on the books for those who still need to pass it for their current graduation requirements in the current cohorts so we will leave it in the curriculum guide as an and one thing I should add to that this is a decision that has been worked with with our business department um and support so I don't want it to feel like we're ripping a course away from them with their new pathway courses coming their schedules are are full and they see the need to remove this to offer more things in the business pathway as well any questions this is listed as an informal form so this will be next week
next meeting so if anybody does think of any addition Al questions um at the next meeting during discussion of course you can speaking of questions and Dustin and Stephanie are here are there any other questions for them we'll be back I appreciate that okay so moving on next we have a presentation results driven accountability from Todd and Amanda yeah so we want to present our results driven account accountability score to you so what Indiana's RDA system is is it it's utilized to ensure that leas are implementing the requirements of Ikea so they look at three components they look at our results they look at our data submission and they look at our compliance those are the three areas that they really focus so the the first thing they do is they take all leas in
Indiana and they break them up into categories based on size so Jenny's County Schools falls in the medium size category which is enrollments a student's 25001 to 10 000 students so those are the school sizes that we're compared with out of all of those schools in the medium size they then break them up into the top 20 percent of the scores and they get Five Points the next 20 get four the next twenty percent get three two and one so each category we get the highest we could get is a five the lowest we can get as a one and our results index score 25 of our score comes from graduation rates twenty percent of our score comes from our uh least restrictive environment percentage which is our students in a general education classroom 80
of the day and then the other 55 comes from our assessments we look at our students that are performing either at approaching proficiency or passing considering proficient our math scores we got a two we were at 29.1 percent and then with language arts we got a score of a three so right there in the middle compared to other schools are same size with a 30.3 approaching proficiency or higher when we look at growth growth was better we look at the math growth that's a lot better but a little better 40 percent and then jar it's 41 showed growth from their previous year's test um 33 75 of the students that we had with disability that took I read three efficient notice that gave us a score of two so we've got some areas for growth
for ourselves alternative assessment the state says we must be below one percent so one percent or below and we were at 1.3 and these are our students with our most significant disabilities so it does fluctuate on students that take that I am test um that is grades three through ten and then if they meet certain requirements it's a big list of questions in the IEP and education plan to see if they qualify for that I am test larger population taking the 10 th and so this is one of those scores that's typically a one or a five and then percent of disabilities graduating with any diploma it's a 58.3 um and the graduation rate comes from the graduating year of 2021. so it's the kids who would have graduated in 2021 these would have been
the kids who would have been Juniors and so when we start looking at our 58.3 that was a lot of our students who during shutdown got jobs found employment and we're helping support is where we lost some of our graduation right there and then our lre code 92.9 percent of our students are at what's considered a code 50 which is 80 per day or more in a education class and this just breaks it down a little bit there's a slide here later but just to kind of show you when we look at the iLearn approaching proficiency or higher we were at a 21.9 um 29.41 we were at 29.1 29.41 would have put us up to the next point so we were right there for that next level with English language arts we were at
a 30.3 33.3 would have put it when we look next slide we look at math growth we were at a 40 a 43 would have bumped us up and with language arts we were to 41 a 42 would have bumped us up to a five I read three we were at 75 76.79 would have moved us to a three and then the Lea least restrictive environment we were already at a five so and then graduation we know the graduation rate we need to work on um that's where a lot of what Dustin and Stephanie talked about are going to be playing huge heart and our students with disability to graduate with diplomas on time we it too the one I was talking about we haven't kind of highlighted where we were and where we wouldn't
need to then for that what's the main reason they're dropping out I think for this one like I said these were our Juniors and seniors 2021 School so we've got one this one here is going to show kind of where we've been where we're going where we ended up in 2021 our graduate was 64.1 so this year we're at a 58.3 I think it really did a huge part was students who went out got jobs while we were shut down they figured out one they could go out and they could earn money and they could take care of themselves they were taking care of their families and so coming back to school didn't seem as attractive because they were already working and making money want to come back for their High ER I see but
covet played a huge part in that and this just kind of shows where we were in 2021 and where we are from this past Year's data 2021 our English language arts pass percentage we went up so um we talk a little bit like kind of what our goals were for the year one of those was to hit language arts really hard to improve literacy within the corporation so we're moving that needle in the right direction the math did go down this year so that's something you're going to see that that's going to be a focus now now we've got our teachers trained on really good literacy programs now let's get them trained on some better math growth you'll notice when we talk about it being in the 20 each section based on where you are
in English language arts growth we 've been 41 last year and we got a three ordered a 41 this year and we get a four so it means we actually other schools didn't make as much growth as we did um and then math growth went down I read huge jump huge Improvement and again that's that focus on literacy I read three is measuring those students on their ability to read and understand and function with literature so that was a huge thing there I already talked a little bit about alternate assessment we went from a 1.17 last year we have some kids that have moved up in the grade and we had [Music] that altruism last year so we're always trying to keep it low and only take the students who absolutely have to have an
alternative some preschool data they did not collect um for this past year so there's no score there and then our graduation rate we talked about and the lre we did fall in an area of targeted support so that means we have to present to the state what are we going to do to show that we're working towards making improvements in the areas of weakness so for our compliance scores we have a few indicators that we have to hit to make sure we are compliant with State Standards so with 4B that is the rate of disparate or the rate of discrepancy between suspension and expulsion of children with disabilities by race or ethnicity and we did not have a sample size large enough to get a score for that so we did not get a score
indicator 9 is disproportionate representation of racial or ethnic groups due to inappropriate identification we were compliant in that we have a five and then 10 is the same thing only it looks at each individual eligibility area and we did not have any disproportionality there so we were complying ahead of five as well but indicator 11 is percentage of children evaluated within our 50 instructional days we were compliant on all of our evaluations this year we have a five indicator 12 is percentage of our first steps evaluations having that first step First Step conference before their third birthday we got a five on that we had 100 percent and then indicator 13 is our transition our secondary transition plans and we were compliant uh we had a five on that so indicator 13 is something that
we'll students when they hit that age of 13 14 we start looking at preparing them for Life After High School so we have to write in their IEP each year information about what do they want to do after high school where do they want to live what kind of education or training do they want and what can we give them to help them Reach those goals are required and we have to update update those each year and so what we're graded on for the indicator 13 is how we write that in the IEP they interests preferences and needs and those are all done by taking information from those kids directly so we build their plan based on that so last year we had 100 this year we had 100 again for our data submission the
the all of our reports were timely we received Five Points that is really just making sure our reports are turned in and the data is accurate and that we bumped up this year last year we had one report due to some data exchange errors that was not submitted on time so we did bump up this year so for our overall score we were determined as meets requirements we are a level two like Mandy said we do have to submit a plan and have some areas of focus that we're going to Target and and now when you look at special ed numbers just to give you kind of a snapshot of what we're working with going back to 2018 we had 903 students special ed qualified for an IEP our enrollment at the time was 4187.
so 20 20.54 of our population we're getting special ed services compare that to this year where we are up to 1050 at our December 1 count and we're still growing total enrollment is down but notice special ed numbers are up that puts us as a district 27.18 of our students are receiving some sort of special ed services to try and help them reach grade level and Beyond looking at our areas of focus for last year I already mentioned corrective reading intervention training training our teachers really have focused on that literacy piece and so we've done that last year implementing improved District multi-tiered systems of support so you hear that referred to as mtss um we have the district stem and project-based learning initiative so working with our teachers on really using stem and getting our
kids involved Hands-On kind of stuff we were in our first year last year of the Universal Design for Learning professional development taking our facilitators in training and getting them trained on how to implement udl in the classroom that makes sense for Jennings County and then we'll continue with that and talk over that a minute and then obviously an emphasis on grad Pathways and the high school has been so wonderful because this is really what's going to help some of our students a lot of times students in special ed have test anxiety so many issues with testing before it just makes them so anxious or they just don't care this is their way to earn a diploma without having to have that or a waiver of some sort they're going in and they're coming out with
those certifications and the high school has been wonderful that is the way our kids are going to graduate so looking at this year's areas of focus we had that intense corrective reading program and professional development last year we are now going to look at doing our SRA math intervention we are going to train our special ed teachers in intense math intervention and we're going to have a set curriculum for them the second one is continuing to develop those strong tier one and tier two academic components in the classroom but then also looking at some behavior intervention and one of the things we're going around to schools and really working on that Jennings County Schools effective classroom management so we're really taking that and building so that we have strong tier one and tier academic and
behavior interventions number three our district stem and project-based learning initiative and also School certification this year being able to have Hands-On learning for our students some projects that they're having manipulatives and it kind of goes in with the number four our udl finding the best way our students learn and giving them access to that removing some of the barriers in the classroom that are keeping them from having access to that curriculum I think all of that lays a strong Foundation at the elementary and middle school level so that they as they go into the high school and they work on their their graduation Pathways our hope is that we start to see those scores go up in all of those areas I didn't want to compliment you on your reports and uh Pat and Travis
a few years ago we had it's a big deal for getting a perfect score well we have uh we have Debbie sharp is amazing in our department and we would be it would have been lost without her so we appreciate her any other questions or comments the question on the areas of focus we talk about the behaviors I hear comments from a lot of teachers that they've got kids in the classroom they're disruptive but they have an IEP and being a hard time dealing with that is that going to be addressed as far as what can we do to yeah so we're taking in Jennings County we've had Crisis Prevention we've had time to teach we've had tbri we're looking at PBS so we're trying to take all of those good practices and really blend
it into one package that's Jennings County effective classroom management and we're taking that out to our teachers and we're training them on those steps on those strong relationships with their students to make sure that they know their students so when they walk in the classroom and you can tell that there's there might be something wrong that morning so they can stop and talk to them have that conversation putting some of the the uh feeling of control back in the classroom for our teachers and just empowering them to be able to run their classroom and run them effectively so we're looking at going to all the elementary schools the middle school and high school and presenting that to all general education special ed really all staff does anyone else have any additional questions so again I
believe that item wasn't in form so I just want to thank both of you Todd and Amanda for your presentation um and then we'll go down under professional staff recommendations I am removing uh amber Roth and Tammy Williams to bring down to the next section because they are um So within certified staff the recommendations this evening Lisa Hearn for HR coordinator Lisa Hearn for a thousand dollar a year increase upon completion of her iasbo HR specialist certification Melody Russell BCE fed teacher and Jack Sinclair Sand Creek Elementary teacher so asking for approval for those positions I think um do I have a motion for approval for those four positions I have a motion by Earl do I have a second by Pat any discussion all those in favor 7-0 and I believe Mr Sinclair is
