We call this meeting to order. Please stand for our pledge of allegiance. I pledge allegiance to the flag of the United States of America and to the republic for it stands one nation under God indivisible with liberty and justice for all. [Music] All right. Our first part of presentation is recognition. Mrs. Starky, I would like to call Mrs. Wolf up to present the Landis Applebee Teacher of the Month. Absolutely. Well, you can tell by the crowd that's here how well loved this gal is, not only with our staff, but with her family. And this year, we um let the staff vote on who they wanted to be our Applebee's teacher of the month. and it was overwhelming response to Mrs. Schroeder. And just a few of the things, we don't have time for me to

read everything that everybody said, but just a few of the things that um were noted. Mrs. Schroeder is a ray of sunshine. I think anybody that knows her would agree. She brightens any space she walks into. She works hard to provide quality and engaging lessons for students. Her big heart for her students is evident in her energy. And if you know Lou, you know she's got a lot of energy. her patient instruction and the way she makes her room welcoming. She wants nothing more than to see her students succeed and she does whatever uh she can to make that happen. And here's the one that I really see all the time. I see that. But she's always willing to jump in and help. If you go past volleyball, she's in there helping. If you go

past basketball, she's in there helping. She doesn't have to be cuz she's not the coach, but she's in there helping. She's in there helping wood chair. She's in there helping with the musical awards or uh performances. She's always there helping. And a couple weeks ago, I came across a quote and I the minute I read it, I thought, "Oh my gosh, this is Lou. This is Lou." So, I sent it to her. She go, "No, I'm going to say, "Be the reason why people believe in beautiful souls, kind hearts, and good energy. Never stop being a good person." And when I read that, I thought, "Oh my gosh, that's loose. Schroer." So, I am more than pleased and honored to represent the staff of Landis Elementary and award you with the Apple Don't [Applause] Well,

take a picture. So, dry it up, sister. didn't mean to do that to you. I didn't mean that. She did, too. You know what she said? She called me today and said, "Watch me make her cry before the picture." Thank you. Thank you so much. Thank you. Well deserved. Where? Right here. Right here, sister. Okay. Okay. Make you cry some more. Eyes open. I'm always checking. You put the shoulder on that made us all look, you know, 20 pounds around. Yep. We're good. All right. Congratulations. [Applause] All right. Next on the agenda is the public comment section. This is uh you can make a comment about anything that's on the agenda today. And there'll be a second chance later in the meeting also. And anybody wants to leave? By the way, this is typically the

moment when everybody leaves. Oh, how kind. All right, moving on. Next is our consent agenda that includes the minutes of the March 10th, 2025 executive session, minutes of the March 10th, 2025 regular school board meeting, personnel recommendation, donation request, field trip request, the treasures report for February of 2025, and claims. Is there a motion to accept this as presented? So moved. Second. Any further discussion or comments? All those in favor signify by sign of I. I. All those opposed, same sign. Motion passes. Next is our presentation from the stadium at Landis Elementary. So, Lindsay, you're good. She came just to make sure. Welcome back. Oh, she was staring at us like that. I thought about making you sweat a little bit, but I held up. I would now shortly. Shortly. Yeah. I'll go ahead and

introduce Patty Wolf to talk about Lisa's presentation tonight. Yes. Thank you. Thank you, Mrs. and members of the board for allowing us the opportunity tonight to share our reflections on the changes and achievements of the past years and how we've worked to overcome the hurdles. I'm going to first speak to academic excellence and growth at Landis over the years. We recognize the changes and expectations that have been set forth by the Department of Education over the years. it seems like it's ever changing and about the time we say well we're going to do it this way then we get a memo or something from the DOE so we know it's everchanging and back in 2019 we switched from I step to I learn and it was it was different for our students and for our

teachers but we've embraced the challenge by changing the way that we instruct and the way we assess our students some of the changes um that we've seen is IEP used to be primarily a short or I'm sorry, a multiple choice uh question uh test. Now we're seeing short answers. Students are being encouraged to think deeper, infer, and to follow up with a short written response. They're being asked to compare two articles and critically engage with them. There might be a video or with a response and students are being asked to summarize the main points, analyze, and respond to a reflective question. Now granted, this is third graders that are doing this as early as third grade. And then our math problems, they're no longer just simple computation, but they're higher order, deeper thinking um multiplestep

uh problems. So this year, we're hoping for improvement in the iLearn test because supposedly it's going to be shorter. And so I'm hoping it's a quantity of questions or quality of questions over quantity. So then back in 2012, we began I read for third grade, which was a big step. So we had never done anything like that before. So then in 2024, 12 years later, we offered it to our second graders. And that year, we were not sure how things were going to go, but we had 52 out of 166 of our second graders pass. This year, we had 61 out of 162 second graders pass. So they are definitely rising to the challenge as the adults are too in teaching. Um this year we know the stakes are much higher our third graders um

with the need to pass or possibly be retained. But we had a 72% pass rate at this point and we are hoping for a 78% pass rate once we take the May test again and then hopefully in summer school we'll have more pass. The I the I read skills that are tested now are more advanced than what they were in the past, but we still feel it's a fair test for the third graders. Our data-driven instruction has helped us know exactly what skills are needed. In the past, we used to look at standards. When Lindsay and I were in the classroom, we used to map our standards out and we'd, you know, have our little sheet papers and before computers and we would focus on those standards for remediation. We found that didn't get us

what we needed. So now we hone down into a skill and what skills do the students need. And last year um if you remember we shared our data tracker with you at a board meeting and how we track our data over the year. We instruct and assess and we stay skills focused. What we feel has helped with academic success is that teachers still have common prep time and where they can meet daily and review their data with each other and with their interventionists. The teachers, the teacher groups meet with admin and our reading coach and we pour over this data and then we group students appropriately. Morning PD time and our win time which is what I need. It looks different for every every classroom and every child is being done with fidelity. Our skill

groups are used for intervention and notice I said skill groups not standards groups. Everything is skill driven. We've become intentional in our scheduling with the master schedule and it's a beast, let me tell you, with as many sections of each grade level that we have and the size of our building, but it is working. And we tried not to interrupt our tier one instruction and leave that um for the general ed classroom. Our DI program at Landis is more fine-tuned than it ever has been. Our DI teachers have curriculum maps now like the general ed teachers do and they meet to go over and set the goals for where they are now, where they hope to be at the end of the year and then looking forward to the next school year. We have a

solid curriculum um in place whereas eight or nine years ago we were just piecing things together because that was all we knew back then. And now Landis is a showcase for other pro or for other schools to come and visit. And then our growth expansion over the years with our academic teams. Some of our teams compete against the intermediate school. For example, the battle of the book. So it's no longer just elementary with elementary. We expanded to include third grade where in the past it was just fourth and fifth. So now we get our third graders involved. We have a robotics club this year which we've not had for several years. And then we have the boys and girls club again this year which gives students an opportunity after school. We also have teacher growth.

Now the required 80 hours of additional training in the science of reading for early literacy endorsement is required to renew their license. Teachers must be CPR trained to renew their license and they have safety modules that they must complete. And we have many teachers that are now working toward their e lure. I think we have 14 at Landis right now, but there are more that are working towards that. Our bilingual EL support growth. When I was in the classroom over 14 years ago, before the great influx of our EL population, we didn't have specialized EL services like we have now. We just were in the general ed classroom doing the best that we could with what we knew, which wasn't a whole lot at that time. SCUP was relatively new, but we were dabbling in

that, but we just tried our good old teacher skills to reach the kids the best that we could reach them. So, I'm going to invite our two EL teachers to come up and briefly share some of what they're doing at Landis to meet the needs of our EL students to help with academic success and growth. [Music] Hi, I'm Jen Rosener and fun fact is I am I hate public speaking. It scares me to just don't like being the sight of the attention focused on me. So, I'll get through this. Um and um we'll just start. Um I work with about 85 students in um K to second grade daily for 30 minutes and focus on reading, writing, speaking, and listening skills. I have 10 groups daily with about 6 to 12 students in each group.

Okay. Um this slide, Mrs. Wolf uses this quote, who didn't learn today, and what am I going to do about it to tomorrow at the top of our weekly updates. This quote helped me decide on a few goals for this year. One problem each year is that some students in kindergarten and first grade move on without mastering the skill of letter recognition and knowledge of letter sounds. This situation bothered me and it led me to looking to some more approaches I could do in my classroom this year. Okay, so my goal is all my students will know all 26 basic letter sounds by May 22nd, 2025, which aligns with the district's goal of 100% of students K to2 reading on level by third grade. the approaches that I use currently in my classroom. Um I

do the OG letter cards and review a blending board and um which is a second dip of what they're already doing in their classroom just for another um exposure to that. Um I do some Heggerty Phoenix phenom hold on phmic awareness drills and skills like rhyming and segmenting. Um and then UFI is something new to me this year that I've um introduced a little bit here and there with some more games and activities. Um the approaches that I added this year, one was um Zoo Phonics. It's another set of letter and cards and songs and movements that teach the students um letters recognition and sounds. And here is just I'm going to play a little bit of one of the songs that I use with the [Music] kids. Who who [Music] who do the party

was bumping? All letters having a ball. [Music] Then I hear footsteps running. Letters. Where did they all go? Who left the A? A a Who let the B out? [Music] out. Okay, that's catchy and I'm sorry if that's with you for the rest of the night. Um I I saw this when I worked at Landis as a kindergarten aid. Um I noticed that back then that a lot of students learned their letter sounds earlier on in the school year. So I was like, let's go back to an oldie but goodie. Um, and then the other part. See if I can do this. I might ask for help. Okay, this is crossing the Midland. My video originally did not work, but we'll see. Unmute it. [Music] Okay. So, in that um that was showing you some

of the u moves that they have to do with that that helps connect the right and left parts of their brain. Um that exercise that they were doing I picked specifically because it was hard for them to do this in the beginning and the crossing the midland helps like I said connect the right left brain. So if they couldn't do this it said that they might not be able to read read learn to read very easily but a lot of them were doing like this in the beginning and going like this way they couldn't do the crossbody movements. Okay. And this slide just talks about that difficulty crossing the midlinin um could also impact reading, writing and language. Another part that stuck out to me was that um as well as showing difficulties possibly with

ADHD and dyslexia. Um this slide is showing some of the data that I've been tracking this year. After I started adding those o um two other approaches in in October, I saw a really good spike across here. So, this is a kindergarten student, one kindergarten student. Then here is another. And then here is my monthly data I was tracking. Um the red was less than 80%, the yellow was 80% or better, and the green was they mastered all that. So this shows that I have two kindergarten students yet to hit the 100% for my goal. Um and obviously this isn't just my work. The admin, classroom teachers, instructional assistants title, we all work together for this goal, and I'm excited to see where we start next school year with where we're at now. Thank you.

Thank you. Thanks. Okay, I guess I'm next. Um, my name is Elaine Whitlock and I, uh, teach English language learners in second, third, and fourth grade at Landis. Um, we had two goals going into this year, two very specific goals. um the areas of writing and vocabulary building are very difficult for our English language learners and that should not be surprising considering that they're doing a lot of their processing in their first language and then we add all of this academic work on top of that. So it is difficult for them. These are some of the resources that I go to regularly um to help support that growth. Uh the last two listed there, Victionary, the video dictionary and diffit. I'll explain that here in just a moment, but those are two that I'm super

excited about using right now. Uh I said writing was one of the areas we're working on. And so every student that comes to me has a journal. Uh they come in and I might have a picture on the board with certain vocabulary that I want them to use in their writing or maybe a writing prompt or some sort of writing piece. And then we work on that all throughout the year. We also put other resources in our journals for them to reference as they do their writing. And you know, like I said, this is a very very difficult thing for them to do. It's writing is very complex. So if you look at the top um illustration or the top sample there, that is a paragraph from a fourth grade student back in September. And

you know, the content's not terrible. And you know, um, he had some good sentence structure, but there's one punctuation mark in the whole paragraph. Um, which is not surprising. Um, but then if you look at the bottom two pages there, that is, uh, writing from the same student just two weeks ago. So, I'm super excited about the growth that this student has made. And we're approaching a time in the year where the students are going to look back at the beginning of their journal and they're going to look at all of their work and their progress. and they're going to see where they started and where they are now. And it's always fun because they laugh at themselves. They they say, "Mrs. Whitlock, what does this say? I can't read this. I don't understand this."

And I said, "Well, I am sure if you don't know, I don't know." So, um, so we're approaching that time. I'm super excited for them to have that experience of seeing their growth over the course of the year. Um, and like I said, writing is a difficult process, so we try to make it fun. um we include a lot of little jingles or tunes or chants or whatever we can to help that uh information stick for them. Uh the one piece I'm super excited about using, we use this at the beginning of every unit and it is called visionary and it is a video dictionary. So they take their assigned word and they put it or I give it to them actually I give them the link and they play this 15 to 30 second

video clip and the students have to infer the meaning of the word based on that 15 to 30 seconds that they saw. This is an extremely difficult task for them to do. Uh and so then they work with a partner and they write out a definition for that word and then they become the teachers. I played the video clip and they explained to the class what that word is and how what they've learned and how to use it in a sentence. So, like I said, this is vocabulary is an area that a goal that we're working on this year. And so, they're doing a great job. They really enjoy it. So, um I have to do a lot less um reminding reteing because it sticks. They have they um are able to make meaning uh

of these words and these definitions. And then this is a tool that I'm super excited about. Um I went to the WEDA national conference in October and learned about this wonderful AI piece um that I brought back and I have been using it mo many times over. Um, I like the fact that it has the option to work on vocabulary and writing, which is, like I said, are two goals, but also it includes critical thinking, collaboration, reading, uh, strategies, summarizing, all the things that Mrs. Wolf talked about that the kids need to know. We can still focus on our writing and vocabulary while working to expand those other areas in the learning process. And one thing I love about it is that I get to choose the topic or the theme. and the academic vocabulary

that they need to know. So, they're using that in all parts of this um this lesson every week. And then finally, we know that um students need uh instruction in multiple ways. Uh anytime you can make it fun, uh it lessens the tension. uh they have they have um invested themselves in these lessons especially when they get to be the teacher and it brings down that effective filter. Uh it allows the learning to take place and so we try to make it as fun uh and engaging as possible and introducing multiple ways of learning. So over the past 14 years, we've been very intentional in strengthening our connections with families, our community partnerships, and our school environment to create a safe and engaging space for all students. We've focus focused heavily on building strong relationships

with parents in the community through events like our family literacy nights and our cultural celebrations like our Hispanic Heritage Parade. We've brought families into our school to learn, celebrate, and connect. We've built strong partnerships with organizations like Fort County, the uh Cass County Community Foundation, Lifegate Church, and United Way to expand support for students beyond the classroom walls. Communication has been a key priority through Remind, social media, and translation in multiple languages. We've made it easier than ever for parents to stay connected with our school. and special traditions like our high- five Fridays help our students feel celebrated and supported by the entire Loganport community. Alongside these relationship building efforts, we've invested in improving our facilities and safety measures. We've upgraded key areas like our playground, made important improvements based on the fire marshall recommendations,

and strengthened emergency protocols. Just last week, it was um found that uh one of the u improvements that the fire marshall suggested really did pay off. Um when the fire alarm went off at Landis and the fire department had to come, they were able to quickly get upstairs to Landis without any furniture blocking them. And I saw it firsthand as I watched how big their equipment was and they were quickly able to go upstairs um to see to make sure that we didn't have a true emergency. One of our most exciting literacy initiatives has been the one book one school program. It's a schoolwide effort to foster a love of reading across all grade levels. This this initiative was funded through the Cass County Community Foundation. It was brought to life by the help of

the art club at the high school as they came in on one of the long weekends and spent the entire weekend transforming the uh display cases and walls um to bring this book to life for our students. students participated in activities and made um created a sense of shared learning and excitement throughout the entire building. These initiatives across engagement, safety, and academics reflect a long-term commitment to building a vibrant, inclusive, and safe community for all students. We're proud of what we've accomplished and we're looking forward to the next few years. So, with our uh student leadership and service opportunities at Landis, our students get to do things they wouldn't normally do unless they're part of this committee. And so, over the years, they have done a variety of things, but now that we're out in

the our students are more out in the community. So, um, years ago they would do the light up Loganport parade and some staff recognition. Now, when, um, our students are on the committee, they're doing things like selling smils. Do we know what smils are? Smelly pencils. Um, it's it's a big hit. For a dollar, you you get you you get a pencil and and they'll a lot of times leave them in their little case so they keep the smell longer. I don't know. And never use it. So, it's a thing. Um, with that money from the Smils, they that goes towards um pens for kids and um our students get to also go bowling on that day along with um staff members. Um something new this year that um our student council did was prepare

birthday kits for Felix's closet. So, getting all the pieces together, you know, the the cake, the the cake mix, the icing, the pan, all the goodies, putting it together, wrapping it up, and having it ready for families who you would need that from Felix's closet. They wouldn't have that at home. Um, they also planted grass seed in the fall. We have an issue of like some muddy area along one of our sidewalks that um the students come off the bus in the morning, they don't always use the sidewalk and they kind of want to use the grass. And so that's killed our grass. So they were tending to growing um this grass. They would go out every day and water it. They were truly taking care of it. It was a joint effort with the

students and obvious obviously um Joe as well. Um and then a cereal drive huge. We know that cereal is big um for our our families that are in need of food. Um it's a big ticket item at at the Felix's Closet. So we did a serial drive and also from the serial drive there was winners that were their names were drawn out of a hat and those winners who brought the um cereal they got to do pies in the face with admin and our SRO officer Ferris. So that was fun. Um and then and then of course they and you guys have probably seen the downtown the fall scarecrows that um that are put up, you know, every year and our students create one. Um sometimes they're redone a couple of times until it's it's

ready to go, but they do always put a scarecrow out every year. So these are some of the things that um service learning for our students. So it has definitely evolved over the years. Um, another thing that um that we have done um differently over the years is PBIS and that is a positive behavioral interventions and supports system. And so many years ago, 14 years ago, um so Rita McLaclin, she kind of led the charge at Landis was going out um and observing other other corporations that were already using PBIS. brought it back and since then it started out with PBIS being more of a on paper handing out tokens some like um I think Franklin has some sort of cash that they had at one time um of course it was like printed out

on paper and to now where it's all electronic for us and so we can do rewards and um consequences all through our electronic system so our teachers have access to doing things like a major and a minor referral and it'll come up on admin's um computer and we know you know where we need to go and if it's a major whether we need to go there very quickly or a minor where it's something we can deal with as soon as we have time. Um it helps us kind of differentiate our our react our reaction time on um issues that are are reported to the office. It also gives us the opportunity for our teachers to give PBIS points. So you might see a teacher walking around with their phone and they're actually putting points in

for students. So they might be at the restroom and they're going, "Great job, Johnny. You get a point." And so um they they're giving points throughout the day and then they have PBIS stores some and the students can shop from the stores. Recently we added they can shop to have lunch with admin. Um, so and then or play a game with us and they get to invite a friend. So they can use their PBIS PB PBIS points to buy things that they want. So that's been um pretty successful. One of the things that um with PBIS we've done things like in December goes along with the pie in the face. Um we set an incentive that month for responsibility and so classes were competing against each other and they were doing the PBIS points. They

were on their phones or on their computers putting in points. the student the class and students that um got the most PBIS points were rewarded and the reward was to give us pie in the face. So that all happened at the same time with the serial drive um which it was a lot of fun. Um and then in May we're going to do another um another um PBIS reward where the students are going to act go towards maybe it's responsibility we we have to decide. Um, and then those students that have the highest points are going to get a chance to use a fire hose with the fire department and the police officers and they're going to be able to the um students are going to be able to hold the fire hose and be

able to spray the officers that have volunteered to be part of this plan. So, can only imagine I have some ideas of I know who's going to end up winning because that's just who they are. But I'm just glad I'm not getting a pie in the face. So, are you going to acknowledge her? Yeah. Michael. So, we're wrapping up. You ready? All right. Stand up here with her. No. Where's Josie? Oh, there you go. Leaving a lasting legacy. So the lasting impact of Patty's leadership on students and staff and our community, the strong foundation is set for all future growth and success at Landis Elementary [Applause] School. More pictures more pictures. Sneaky sneaky. Say by having I told you no. Wait, let's change. She's leaving. She can't do about it now. It's true. Questions, comments,

concerns, or as Dr. De would say, life problems. Yes. Came from Dr. Deal. I do. You good? Thank you. Thank you. Thank you. Thank you. Show Tammy here. If you get to finish Yeah, they sent somebody in his place which is his dad. Follow up. Any other comments? Oh. Uh, Patty, thank you. Uh, this, I guess, is your official last presentation. Yes. To our board. We appreciate your years of dedication and service. You've done a wonderful job for this corporation. So, thank you. It's been my pleasure, my honor. All right, moving on. For those of you who stuck around, last month we had the the uh first preliminary determination hearing, and we are now getting ready for the second hearing. Uh the next thing on our agenda is the board to hold a project and

preliminary hearing and the proposed project. If you're interested in speaking at the hearing, please make sure you have signed the sign-in sheet that Tammyy's got. Uh and it should include your name, your and your address. After presentation by the administration, it advisers. There'll be an opportunity for the public to make comments about this project. At the hearing, we will ask that each person limit their comments to three minutes and that the topic be limited to the proposed project under consideration. Uh the notice of this preliminary determination hearing has was published as legally required. The first preliminary determination hearing was held on March 10th, 2025. At this time, I'll ask Mr. Brad to explain the purpose of this hearing. Thank you, Mr. McCord. Pursuant to Indiana Code 20-26-7-37, before a school corporation may spend more than

a million dollars to build, repair, or alter a school building, it will be financed by a lease or bonds, it must hold a public hearing at which explanations of the potential value of the project to the school corporation and community are given. Similarly, pursuant to Indiana code 61.123.1, a school corporation must hold two public hearings and adopt a resolution to preliminarily determine to issue bonds or enter a lease for a project which has a total project cost in excess of a non-controlled project. These public hearings and the adoption of resolutions are the very beginning of the legal process. These resolutions establish the maximum financial terms for the proposed project. Thank you, Mr. Rosie. We'll now hear from Mr. Greg correct about the process of determining the communicating and communicating the project to the community and

the need for this project. Yeah, the need and purpose really is for us is to uh simply secure adequate funding so that we can operate and maintain our facilities so our staff can uh educate our students in an appropriate manner. All right. Thank you, Mr. Correct. We'll now hear from Baker Tilly Municipal Adviserss LLC, our municipal adviser, and uh about the proposed project, how it will be financed, as well as information about the effect on the typical property taxpayer. Good evening. My name is Joey Cares and with me tonight is Anna and we're with Bickor Mun School Advisors and we serve as the schools. My name is Joey Caris adviser. um with school advisor and we serve in the schools questions or any clarification on anything. So on the first slide slide two um before

hopping into the post financing going to look at the school's existing debt service. The school has two existing two outstanding bond issues the 2021 and 2023 bonds. You'll see here in the far right column I'm looking at the totals for those. In 2025, the total payments are about 4.6 million and payments begin to decrease in 2026 to about 4.5 million and again in 2027 to about 3.5 million. This just shows that some payment capacity is coming on for the school. Um so as part of this project, we're going to look at how these proposed bonds layer and with the school's existing debt service. And just as a point of replication for when you look back at this uh presentation down here below that call date row that just represents the date in which a school

can refund a bond issue. And so the 2023 bonds do not have one. 2021 bonds do have one, but we're still five years out or so. Um so still plenty of time before we reach that date, but as municipal advisor, just know that as that date gets closer, we look at any refunding opportunities for the school. Um so nothing to point out there. Just wanted to for clarification. Moving forward to slide three. Um won't dive into too much detail. This is just really the chart behind that data we just talked about. Um so again, that little bit of a decrease in 2026 and then a bigger decrease in 2027. And here in a few slides, we're going to walk through how the proposed bond payments just layer in with this existing debt service. Moving forward

to slide five. So again, the purpose of the meeting is really to set maximum parameters and provide some current estimates. So I'm going to walk through this information and provide some detail behind those. The maximum borrowing amount of $18,855,000. This is the maximum cannot exceed number. Um the school can issue. We ran this assuming one bond issue, but the school if desired can issue this in two multiple bond issues. So as long as the total accumulative amount does not exceed that $18,855,000 estimated project uh proceeds around 17.7.2 million. Um this is net of cost of issuance unwriter fee and any estimated capitalized interest. So this is actual dollars estimated dollars for the project. estimated repayment term uh 20 years per series. This can be shorter. So again, if the school chose to issue multiple bonds

issuances, they could it could be two years, five years, 10 years, um whatever they feel like um comes time for the bond sale as long as it does not exceed 20 years um per series. Estimated interest expense of 15,678,000. Um this is based upon 5% interest rate. If this was sold as of late, it'd be closer to 4%. So just to give you the idea amount of cushion built in for these estimates the maximum annual payment of $5 million. Again this is a cannot exceed number estimates are closer to about 4.6 million. So just to give you idea of amount of cushion still built in before we reach that um that 5 million mark and estimated debt service tax rate impact of 0 cents. And this is based upon no notices value growth in today's

legislation. Um with legislation still going on. We won't know what that actually looks like for another few weeks. So um the good thing about the school selling in the fall time is the fact that um one they'll know what legislation looks like and two net assess value will be in hand and so this gives them as much flexibility come time. Move forward to slide six here just the chart of the existing and proposed bond issuances. And so here the gray bars represent the existing uh debt service. The blue bars represent the proposed payments and then here in the uh shaded area represents the estimated capitalized interest for this bond issue. Um, so this is typically not a payment out of debt service. This just shows you the amount which right now we're estimating about 1.2

million. Um, so really when looking at this beginning 2026, that small blue bar payment um, when the first year of payment starts, the school is targeting that 2025 debt service level of about 4.6 million and then through the life of this bond, which is through 2044, really targeting that total debt service um, amount and not increasing it based off today's estimates. So again, with the debt falling off and the school not selling to the fall position in a in a good position um to when it comes time for the bond sale, knowing what legislation looks like as well as what value looks like. I know that was decent amount of information, but um I thank you for your time and um let me know any questions. Comments. Thank you. All right, we'll now open the

public hearing. Remember, if you uh if you'd like to speak, please send sign on the sheet that's located with Tammy Bartlett. Um, as I mentioned earlier, we ask that you state your name, your address, limit your comments to the proposed project and financing, and keep your comments limited to three minutes. Avoid being repetitive if possible. I'm glad I got this script. It really helps. Uh, I I'm pretty sure we don't have any names on the sign-in sheet, but at this point, if we do, I'd be given the sign-in sheet and begin calling out the names of those interested in speaking. Um, no names. No names. Now, we have one last chance. Would anyone else like to speak? If so, please state your name and address and sign on the signin sheet and uh we'll listen

to you speak. No. All right. Thank you for all those participated in the hearing. We appreciate your time and interest in the projects and the future of our community. Please note that is just it is just the first step in the legal process. The board will continue to work with the administration and the professionals to look for efficiencies to conserve tax dollars while meeting our educational needs. Mr. Rosie, could you please summarize the project resolution? I could. The project resolution is required when the school is planning to spend more than $1 million per building. It contains the estimated hard and soft construction cost and the cost of issuance and establishes the total project cost. It also contains the estimated tax impact. Can I have a motion and a second to adopt the project resolution? So

move. Is there a second? Second. All right. Any further discussion? All right. If not, all those in favor say I. I. All those opposed, same sign. The motion passes. M. Rosie, could you please summarize the preliminary determination resolution? The preliminary determination resolution is required when a school is planning to finance more than a certain amount for any given facility. It contains the total project cost, maximum annual payment, and lease term and other financial terms such as the estimated principal amount and tax impact. Thank you. Could I have a motion and a second to adopt the preliminary determination resolution? Make a motion. Is there a second? I'll second. All right. Thank you. Any further discussion? All right. All those in favor signify by sign of I. I. All those opposed, same sign. The motion passes. Mr.

Rosie, could you please summarize the reimbursement resolution? Thank you. The next uh resolution, the last resolution is the reimbursement resolution which relates to the financing of the construction project. The resolution permits the corporation to reimburse itself from bond proceeds for any cash which it might spend in advance of the project prior to the closing of the bonds. It's required uh it is required by federal tax law in order to preserve the school corporation's ability to reimburse itself. All right. Thank you. Could I have a motion and a second to adopt the reimbursement resolution? Motion to approve. Is there a second? I'll second. All right. Any further discussion? All those in favor signify by sign of I. I. All those same. All oppose. Same sign. The motion passes. Okay. We'll now adjourn the public hearing and

move on. Uh next we move on to our action items and uh the first is a recommendation of consideration to approve revision of the school board calendar. Yes, we're ask I'm asking for permission to move the May 12th board meeting to May 19th due to a scheduling conflict. Exactly. Uh do I have a motion? I'll make a motion. Is there a second? Second. Any more discussion? All those in favor signify by a sign of I. I. All those opposed. Motion passes. You're welcome. The next script. Yes. It says here. You're welcome. Uh next next action item is recommendation of consideration to approve the Logosport Community School Corporation classified handbook for 2025 to 2026. Is there a motion? So moved. Is there a second? I'll second. Any further questions, comments, or discussion? All right. All those

in favor signify by sign of I. I. All those opposed, same sign. Motion passes. Next on the agenda is a first reading for policy changes. I know how much everybody likes these. Uh this is the consideration recommendation to approve the following policy changes. Policy number 1130 6110 611 6550 7310 and 7450. These are all available in the office for people to stop in and read through them if they like. This is just the first reading, so there is no vote at this time. We'll now move on to department comments. The business report for Mr. Correct. Two items tonight for your benefit. Uh later this month, we anticipate receiving three school buses that we ordered in the late fall of 24. Um the reason it's noteworthy is it's quite a bit sooner than we experiencing. So,

uh, I at least wanted to let you know that we're a little more on on a what I would consider a normal time of receipt for those and we meet the tariffs. Yes. Now, next year's another story, one year at a time, right? Uh, second, uh, you know, working with Mr. Storm's team at LJHS, while that project continues, we were able to pick up a additional classroom. We have underutilized space at LJHS and earlier this school year uh Mr. Storm and his team uh asked if that would be something we could consider during the project. I'm happy to report that we've been through all of the adjustments that we would have in terms of uh drawings and and layout and whatnot and and we're able to accomplish this. Uh so hats off to Mr. Storm

and his team for bringing that to our attention and um as of this meeting we'll be able to make that happen and give them an additional classroom space which is desperately needed at the at the junior high school. Don't expect things to always go your way Mr. Storm this time. That's all I have. Thank you. Any questions, comments for Mr. Correct? Is our plumbing challenge progressing? Yeah, we're working through that. Um the the crew will probably need to expand a little bit. We'll have to maybe add some workers uh to make sure we stay on schedule, but uh give some claims that we'll be good to go and uh move forward. Okay. Anything else? No. Moving on to the technology report. Mr. Fall, the high school access control system is uh coming to a close.

We probably have a couple more weeks of work left on that and then the grant the security grant project will be complete. So it's going along well and uh access control is about halfway done. So and then as of today computers are exempt from the tariffs. Don't know about tomorrow but today they are. But for us, that's a big deal because we normally spend about 650,000 a year uh for first, fifth, and 9th grade computers. With the 150% markup, we'd be closer to 1.7 million. So, um, today I spoke with our vendor and the computers we want to purchase are on a state contract, so there's locked in pricing. As long as that can we can get that we're in before the terrors hit, then we should be okay. and all the computers we need

are currently in state. So things are looking good at the moment. Thanks for your lobbying on this project. I appreciate that. You're welcome. Anything else? Questions or comments? No. All right, moving on. The curriculum report with Mrs. Rosie and Dr. Dehole. Thank you. Um kindergarten roundup was last week in our three elementary buildings and I hear that was successful. Landis, how many did you guys have? Not to put you on the spot, over a hundred. Yeah, it was a lot. So, it it was really successful. Um, preschool registration starts tomorrow and that will start by running off of the weight list because everyone wants to go to Berry Preschool. Good. Yeah, true. Um, I learn window open today. Um, so students in grades three to eight will take math and language arts and then fourth

and sixth graders take science, fifth graders take social studies. So, we'll be doing that for the next few weeks. And then tomorrow, um, IUK kicks off their career fair. So, I will be going there in the evening and we have, um, six current IUK students who would like to interview with us to do their residency here. We can have up to three, but we also have three of our paras who are in the same program who are also ready to student teach who would also like to be a part of the residency. So, I'll be talking with Mrs. about that tomorrow. So, that's actually that's a good really exciting. It is. We're going to have choice. Yes. And licensed teachers. Yes. Uh from the secondary perspective, um last Monday at the high school, we had

a visit from the IDOE that was geared towards work-based learning. And what they were really coming to do is visit the PEK program and see how workplace learning challenges operate. and um the career center is able to showcase what they do, but just understanding that our PEK program with freshman and sophomores, they aren't doing their internships yet. And we do have some revisions to that with a PEK PCAP merger of which we will be presenting what those changes are at the May 19th now board meeting. So to be continued with that from the junior high uh four students received a perfect score on iLearn math checkpoint three and they weren't all honor students. So that is awesome. That is fantastic. Yeah. They're also working on their curriculum maps to create common quarter assessments much like

what is happening at the high school. And then upcoming events on May 8th, they have the reality store, which is to help teach eighth graders financial literacy. That's it. Any questions, comments from the board? Thank you. All right, moving on to superintendent's comments. Mrs. Starky, just a couple things. Um hopefully you all got to see the story in the Ferris Tribune about um Wendy Matias Pablo who is Matt could talk all day about her. She's just a phenomenal student from Logos High School. So if you haven't read it, read the story. She's came with her parents from Guatemala. Um and she she tells a it's a very heartwarming story about her parents being illiterate. Anyway, Wendy was accepted to Yale and will be attending Yale coming this fall. So it's very exciting. Um and her

story, like I said, is just amazing. Um today, um was good government day at Loganport High School, which is always a fun day. And um Sheriff Schroeder was the guest speaker, and I thought he gave a phenomenal message to the kids about what is government and why you should be a part of government. Um Ed's always good to listen to. I think he does he does a really good job. Um he talked he talked a lot about you know um social media and in why you know why you shouldn't hide behind social media and just it was it was it was excellent I thought um we are I think ready to roll for summer school. Um it's it's going to be a little bit different this year because of the changes that the state's made,

but I think the adjustments we've made to our programming will um continue to benefit our kids and and meet the needs that that we have moving forward. Um and then I would just say, you know, we had um well, two things. One, Brandy talked about IU Cooko tomorrow, and I I couldn't be um I don't know, was is it prouder or more proud, I don't know, of the of the program. I need to talk to the literacy coaches, right? Um, but the program that we've worked so hard with them on and we're so fortunate to have IU Cooko right in our backyard and what a great partner they are because as we've gone to them and like we we sat down and created the tomorrow's teachers program like from the very beginning and then okay

how can we create programs for our pair of professionals and get them into teaching there you know and and so here we are Logansport has the most in the entire program um and so it's so exciting to me to think about just three years ago when we started the residency program we're like well we've got three applicants so we'll take these three um and and then they were all great and they were our students but now like it's building so it's finally like you know that kind of thing if you build it they will come and so I there's a lot to be said about the people within your district and the loyalty that that they have to your school district and that's not something you can teach and so I think it's wonderful because

we've invested in these people they they know that we're here to support them you know so it it's It's it's going to be a great thing for our school corporation long term. Um, and then the other thing I would say is today we had several teachers um go down to lobby um and and go for the uh day of action. We did not have to do e-learning or any of that. Um but um you know, Greg put together some great financial data for them to take down today so that our people could go down there and talk about actually the specifics and how the new budget would actually impact Loganport schools um with real numbers. And I think that says a lot about the the relationship that we have with our association and how we

share honest and open information with them. And so they're not just going down there flying by the seat of their pants. they're actually going down there to share actual information on here's what we need um for Logan for. And so as I continue to tell our teachers and our administrators, don't worry about it. Like you guys just focus on the kids in the school. We'll worry about it up here. Um and so once the dust settle dust settles at the end of this month, we'll sit down and figure it out and continue to do what's in the best interest of our kids. That's all I have. Any questions for Mrs. Starky? Comments? All right, this is your last opportunity for public comments. No takers. All right, moving on to board member comments. Mrs. Bird, Matthew,

Mrs. Grog, I'm sorry, sorry. Been a long day. Sorry. Put that on my list. There is a grog. There is grogg. I had her daughter in second grade. just pasted something to Facebook. I saw that and I didn't know she was still in town, but anyway, sorry. No, just thank you to Landis uh elementary um staff and and Patty. Congratulations on again on your retirement and enjoy it. You've heard it. Yeah. Mr. Hess, if that's your name, I've been called worse so that it is today. Mrs. Wolf, I wish you well. I think I was not able to be at the meeting where we officially accepted your retirement, but I wish you well and thank you for your years of service. Since you'll probably check out, you won't be at the next meeting. I'm sure

you've already checked out by then. So, thought I'd get that in now while while you were actually here. So, all right, Mr. Cuffy, just curious. I looked back and saw Matt. Is transition going well, Mr. Miller [Music] school end of this end of the school year and then commencement. So yeah, you do commencement. Yeah. Okay. Guess we might as well do it through then. They alternate words or something. All right. Get double the handshakes. You really a special year and get extra handshakes. All right. Uh other than it's uh spring weather and it reminds us that we're getting close to the end. Uh thanking everyone for all they've done for the school corporation and now is time for board signatures and we are ajourned. That's all right. Just I actually met her for the first

time ever. I mean, we live down here. There's her husband's a frog.
