0022356 East cleft drive and my name is Sophia Zaba Ramsey and my address is 1339 Wyandotte Road my name is Mia Smith and I'm Sophia zaber Ramsey and we're here as student leaders of the Bobcat anti-racism Collective we are extremely grateful to be a part of this club and be a part of a school that offers groups like bark and we wanted to share our support for continuing honesty and education bark is a group composed of student leaders that actively try to combat racism and raise awareness of past and ongoing issues mainly associated with race we have hosted movie Nights General Sessions and other events that have provided resources to combat racism and more it is valuable to learn about the past in order to correct and acknowledge our previous mistakes ignoring issues such as
racism does not make it go away these are house bills that are being proposed across the country including Ohio and to limit honesty and education and discussion of divisive Concepts we are glad that our School does its best to promote diversity and valuable discussions even about hard things at times which helps us grow as critical thinkers we hope this continues because it unites our district and our community thank you thank you really appreciate that bark sends kids to send students to speak to us each month we appreciate you absolutely okay um next on the agenda is a presentation we have Lisa Sullivan well hello everyone um tonight I am here to talk a little bit about the science of reading or structured literacy so to begin I want to talk about what is structured literacy
and why is it important the term science of reading and structured literacy are thrown around an awful lot right now um and they're but there's still a lot of confusion as to what those terms mean the science of reading is a vast body of scientifically based research about reading and issues related to reading and writing through this research we have a preponderance of evidence to inform how proficient reading and writing develop why some students have difficulty and how we can most effectively assess and teach and therefore improve outcomes for all of our students through the prevention of and the intervention for reading difficulties the science of reading um can be best explained through the five pillars of literacy there's five main components the first one is phonemic awareness and I call that what you can
do in the dark so it's the absence of text it's just manipulating the sounds and words I'm going to have a little bit of a video to show you guys what that looks like in action in a little bit then there's phonics and that's the sound symbol correspondence so now we're putting letters and saying oh I know when I see a t it says and then decoding and then decoding multi-syllabic words then we move on to fluency which is decoding quickly and accurately vocabulary which is understanding new novel words in text and finally comprehension so we can't actually look at it as a sequence at the beginning we're learning to read and at the end we're reading to learn so I have a pop quiz in 2014 there is a study done by Spencer Quinn
and Wagner where they looked at 000 first through third graders and they wanted to see what had the biggest impact on their ability to read so what percentage of students scored high and decoding or that phonics and vocabulary but low in comprehension and this is one through four one two three grades one through three thank you are you calling on someone oh I would love to hear your guesses I've got 50. yeah same 50. I'll say 75. I'll say 75. yeah exactly it's actually less than one percent so what does that mean for our instruction that means that we may need to make sure that our students have a solid foundation in phonemic awareness and phonics so that's that whole beginning decoding piece so that's why I'm really going to focus on those components tonight
does that mean that we don't pay attention to fluency and vocabulary and comprehension absolutely not and as students progress through the grade levels there's more attention place there because we're hoping that those face skills are solidified so even at the earliest of Ages we address things like fluency vocabulary comprehension but it may look different it may take place in a read-aloud where students are having conversations about rich text because when they're learning how to decode the text aren't that deep because they can't decode the words yet so that's where that skill set comes in and here is this simple view of reading so I decided like any good teacher I'm going to integrate a different subject area which is math into this lesson so when you look at the simple view of reading it's it
was a formula that was presented by goth and tumner in 1986. it's just a formula demonstrating that widely accepted view that reading has two main components word recognition or decoding and language comprehension and research shows that when we can predict decoding and decoding skills and language comprehension then we we can increase reading comprehension so what happens in a multiplication problem if one of those factors is zero the answer is zero so we can't forget either one of those areas anything times zero is zero we have to remember however the comprehension is the outcome we work towards that outcome but where we intervene are those components so now I have a little video well not so little I couldn't edit it very short of um it's a kindergarten and a first grade um I liked these
videos because the students don't always get everything correct but I want you guys to see what it looks like in action so we're going to focus on phonemic awareness in a kindergarten classroom and then in a first grade classroom and the first grade classroom is is actually being taught by a student teacher and then also phonics in a kindergarten classroom and then in a um first grade classroom as well say Robin final sound good say Snoop final sound say please lay find yourself good all right change good see ing change [Music] one hand like this is each one let's put it up here and now watch the muscles yes you are strong readers so if it Rhymes thumbs down if these two words do not rhyme ready first arm girl twirl Barn Dart her short
fort all right I'm going to give you three words you are going to tell me which word begins with a different sound garlic garnish turkey before textbook batteries Mr morning silver silver person return reverse because Berry copper better good ready [Music] think it Auggie come on up friends write it on your arm double check what turn around tell them thumbs up if you agree oh you got my challenge good for you you can sit down okay I'm gonna pump it up you ready now really don't say anything okay okay okay wait I gotta move some stuff and give myself enough room we're gonna move stuff really far because you're not going to believe this did you check is different Paisley come on up [Music] let's all send a happy thought are you ready say this
time say this out say those two stones together okay good now say and then this sound now say all those together spool mm-hmm slapped inside let's tap it together ready quick awesome what do we hear first first sound in Click is what Sam first down what's the first time to click first sound what are we here first when we go to trap it awesome so I hear oh oh that's a blend so when comes at the beginning of the blend what letter it's a c awesome so what color card would that be like like white you got it all right oh all right white card all right so we have a full Scarlets um L is a what it's a consonant so what color card Lewis all right cool are you ready we have All
In yeah orange card because why you got it short I all right here we go some special okay got it why is it a CK why is it not just a k Vivian um it's after a short vow and we all know that after a short dollars you got it and it's at the is it at the beginning of the word the middle of the word it's always at the end after a short vowel good so getting a little color card secret diagram white you bought it all right here we go let's tap it again ready [Music] click for us got it that's how we spell click cream McKenna come work it all of our markings this one's got a lot of the Digraph got the blend short vowel and yes you've got it it's
a close syllable word why Robin the eyes we can buy the CSK and um you got it so the eye is being protected by the CK at the end yes there's constants that come beforehand but what if I asked you this word if I take off the blend because this is a word what does this say is this still a close syllable why that's right because the CK is K is still protecting the eye even if there's nothing before the eye in the world great job so I just I love that because it really shows the power of what real reading should look like for our students um so I just wanted to kind of show off oh my teachers for a little bit there we go so so how has structured literacy different what
our youngest readers are doing might look a little different the types of reading that they're bringing home might look a little different families might just see a page that has decodable words on it or it might just be a page that students are expected to read for practice this does not mean that we're keeping books out of the hands of of children it means that we're focusing on the foundational skills first and then moving them along at the pace that is just right for them we will not hold students back if they've cracked the code however we will not be teaching them compensatory strategies like oh well think about what might make sense there or look at that picture and make a guess we're teaching them to make sure that they're looking at all of
the parts of the word to help them understand because that is what's truly going to help them as future readers so our journey nope it started before I got there it started with the implementation of hegarty for phonemic awareness which was when you saw the teachers doing all the hand movements and the kids were manipulating those sounds and then foundations we're continuing to work with professional development and having book talks around the science of reading to make sure that we're educating ourselves and we're always trying to stay up to date with what the research is telling us we're continuing to find and refine our resources for instruction will be adopting a tier one screener that's approved by ODE and we're reviewing our diagnostic screener so that we can make sure that we dig down and
make sure if a student is struggling that we're really pinpointing that area that they're struggling in and then finally they can read so I was talking to some staff members and I had a teacher come up and she ran into my office she's like oh my gosh they figured it out it's all coming together so I'm like you have to write this down so that I have this and so she wrote me an email guess what they can read I knew that the science of reading was what I needed to do this year as I structured my literacy groups based on what I read and learned the summer during the first trimester I became nervous because I didn't feel the kids were making as much progress as quickly as they had in the past but
everything has clipped my first graders have such a strong foundation and our readers most of my reading groups have worked through the concepts needed to be able to read leveled text I gave almost all of my kiddos a benchmark reading assessment before this round of great cards and 12 of my 22 students are already above the grade level Benchmark and the and six others are so close to already meeting the end of the year benchmark we are still working on Phonics Concepts within reading groups as well as level text so we are able to go more in depth with their comprehension I have really appreciated all of the support that Allison kakura and Sarah Hager have given me and this is Allison kakura one of my reading intervention teachers so big wave um they make
themselves available anytime I have questions or need to bounce ideas off of them for what would work best with my different reading groups the book talk was also very helpful throughout the first part of the school year so I love that because it's kind of my testimonial so any questions for me I'm just kind of curious this is really not an indictment whatsoever my kids have both thrived under however they learned to read at Stevenson it's worked um but you know back in the day when we were kids spelling tests were such a staple of the early grades and I've always noticed that Grandview doesn't do that whereas I know like my nieces and nephews sometimes do depending on where they're going to what is the what is the reasoning um for not or for
like what are the arguments one way or another so when kids take a spelling test so let's say it's 10 spelling words and they memorize those 10 spelling words they might write each of those words five times each I remember I did that when I was in Catholic school had to make sure I had those right but then after that spelling test is over they forget them so when we're doing our phonics lessons on those Concepts we're also building in the spelling that matches those Concepts so that they can work on we call that encoding that encoding piece as well so that we make sure that those are Concepts that we've explicitly taught them that they can read them first and then they can spell them so that they understand both sides of that coin
yeah so that's kind of the purpose of why we do it that way do you want to add anything working on on words that have irregular patterns as well as the phonics patterns that are regular which we which we pattern but if we have a where the sounds don't match up with the letters we're specifically teaching them that most of the word you're able to read with your phonics knowledge but there's one part that you have to learn by heart and we're really coding color it's blue and then the end is also regular because middle sound but uh you would expect it to be to be so with an e but it's spelled a i so we would write that in red and Mark it with a heart and that's the part you have to
remind so just one part of the word is knowledge yeah I was just curious because I've always noticed that you know my kids never had spelling tests but you know here they are 10 and 12 and they both can spell pretty well I think and I was just always curious because I'd watched my niece and nephew and be like they're still doing that spelling test why are they doing that yeah yeah yeah I've got a child that smells better than I do yeah have you found with the third and fourth graders are there gaps from when they were not in school because that would have been when they were in kindergarten and first grade it would have been you work you're you work with interventions so I mean like you would probably the second grade
I think is mm-hmm they may be struggling a little bit more but the teachers of the realizing that there may or yeah so that means we might be going back and reviewing some foundations Concepts going a little bit slower through that phonics with them just to make sure that we fill in some of those gaps and that we're really explicit when we talk about and especially with that coding piece because once kids get really good at coding they can pretty much decode just about any word like when you saw them talking about oh well it has to be a CK because it has that short I sound well when they can mark up words like that they can find like where do the syllable where are the syllables in the word and then they can
decode those smaller pieces of the word and then put those together so so really going back looking for where are those gaps and trying to get those filled in do you know and do you think like an opt-in program over the summer could be helpful for students if they're identified as having trouble with reading maybe that's something that we offer already yeah we do have a summer reading camp that we offer for kids K-5 okay great so kids kids who were in intervention services for the school year we extend that opportunity it's a two-week camp at Stevenson if a kid isn't in intervention services can it be offered to them as well like if they're identified as struggling but maybe not we we have kept it uh to those kids that are in intervention because
we still want to keep those groups pretty small to make sure that we're really in um intervening where they need it yeah so that makes sense yeah just to make sure that they have okay great they would have had to pass the third grade guarantee but that doesn't mean that they still can't use them right they might still be receiving some sort of intervention for reading yeah thanks speaking of the third grade reading guarantee is I know the legislature is always hard at work for a better or worse and um you know there's been suggested changes here and there is what is the status of the third grade reading guarantee right now it's still in effect have they released I know they were gradually raising they did raise the score for promotion for the third
grade reading guarantee but I can say with confidence that our kids have all met one or both of the like the author the alternative measure or the OST score at this point so the third graders from this year great thank you for sharing I have a question yes thank you yes and thank you for sharing but Kevin asked a question that made me think about another question so one of the things I've always noticed that's interesting is that we don't encourage well we encourage it we don't make it mandatory to do summer reading over the summer to prevent the summer slide and to keep that all moving why is that something that we don't make mandatory for kids I mean we also don't really make mandatory homework during like typically during the school year so
um we hope that our St like I know our students in intervention also get Summer packets that they get a specific prize for if they do certain activities and they document those types of things um but we really want kids to read for that enjoyment piece too and sometimes forcing them gets them to sure they only read for the timer and then they're done that's true does our library ever come in to the school and advertise their summer reading program they do they do um they will set up their um well mobile Library outside on the playground and they'll pass out literature and do things like that so good good I know that was always a big incentive they had like the the drawings the boxes where you can put in the tickets and that
always worked well thank you excellent job thank you okay um next on the agenda is the building and Department reports which those are anyone have question comments on what was in the packet moving on to the superintendence report I want to begin by giving a big shout out to Carrie Furby for winning back to back state titles and as I understand it it is the first individual female State title in Grandview Heights history and she did it back to back in the 50 and the 100 free she is going to be invited to our April board meeting so that we can formally recognize her um she's only a sophomore right and she's only a sophomore so really really really impressive is she getting afraid I will say so we've we've had multiple individual state titles
in the last three years we've not done a parade for other individuals but I'm not opposed to it um but we have for teams but she is coming to our next board agenda I did want to also Chris if you could queue it up give an update on our strategic planning I did a little video not only for the board but really for the community as well and this will be a Facebook post an email blast as well as linked to our main webpage hello this is Andy kulp superintendent of Grandview Heights I wanted to give you an update on our strategic planning process [Music] so what is strategic planning so strategic planning most importantly is a process it's a process of community engagement student engagement staff engagement board engagement and our administrative team engagement
to come up with our vision our mission our Collective commitments and our goals that it will be enduring it is the culmination of this strategic plan that will transfer into our continuous Improvement plan that will drive the collective work and unity of purpose for our district for years to come [Music] and our strategic planning process we began this journey in September 2022 so we've been engaged now for about six months we have a core team that's overseeing the entire process and then we have three inquiry groups that are working on the work those three inquiry groups are comprised of the following number one student learning under student learning there are two core focuses the first is pedagogy how we teach and the second is Pathways opportunities and trajectories for our students and our graduates the
second core heading is safe and supportive learning environments and under safe and supportive learning environments there are two subheadings one is belonging and the other is balance the third core heading is tools Partnerships infrastructure and resources and under that third and final heading there are two subheadings and that is Partnerships and then security [Music] about our strategic planning or would like to continue to follow our updates or do a deeper dive please go to our main Grandview Heights webpage access the district tab at the top of the page and then click on strategic planning as always thanks for your time Grandview Heights will continue to remain a small place to dream big [Music] foreign gets all the credit that's kind of jaunty I want to also just recognize the musical that just completed this last
weekend The Adams Family always a true Joy of this superintendent to get to see and attend our musicals and our plays and this one had a little special meaning in that it was in our newly renovated space which was wonderful and uh very entertaining show a very entertaining show also wanted to mention that on tonight's board agenda we have a a contract with Perkins and will to engage in a master planning process for Stevenson Elementary that will take in or around six months and so that will include it certainly Lisa as well as the Stevenson Elementary staff Community leadership so on and so forth so that's on tonight's agenda we also have on tonight's gender a contract to replace our current track over in the you know K-12 track or 412 track um that that
is a six-lane replacement it will realign the spur uh the the offshoot such that we're able to use the latest and greatest technology to time individual Runners which is not currently the case so we have a contract for that as well and then the last thing I wanted to mention that I think is really important and I'm really proud of Brad bertani in demonstrating some leadership on in this because I think it is today really really really important and that is this coach's coach Beyond um and it in essence is a focus and a professional development for our coaches around mental health and their critical role in how they work with kids not just athletically but as a mentor and always being mindful of the impacts of mental health so I'm very proud of Brad
for bringing that to Grandview and that's it well you take questions right now about the track or what should we push that to when we should we push that to when we why don't we uh question it whenever we get to that point next which is really soon it's committee update yeah well we've got a few other things before that um any other questions never mind no thank you all right construction progress update Jay's looking even better today the call it is international women's day [Music] happy to be here so for those of you who don't know me I'm Colleen cross I'm also a project manager with the cke construction team so I'm going to do our update today um in a minute I miss you guys I'm so happy to be here um outside
I think probably since the last time we had there was a board meeting at the entire rest of the building is now gone so you can see all the way through realize how big the building used to be um so we actually completed a demo of the building a week early which is exciting so they demobilized the big demo and those kind of pieces of equipment have demobilized from the site for us and then the new equipment for site work so all of the earth work filling in the basement new storm utilities site utilities will start here in the next week so that's kind of what you're going to see for a little bit out here before things start to take shape um we did receive pricing for the new tree layout I think that
is part of one of the change orders you all are reviewing to the today um but that is part of the layout for phase three as well as the trees that are in the Middle School and High School area as well um We are continuing to coordinate with the city and their utility replacement um coordinating especially because we're all within the same fence line over here so as far as we've coordinated and worked with them they're on track to work on their utility work through the end of this month April and May they're going to be working on the south half of Fairview still kind of in that fence area they will not be working on the asphalt replacement and the rest of the street work until after school is out for the summer um
and we're continuing to work with them as well because as the fence is up working around students and staff that Still Remains safety wise our highest priority so Chris Tyle our superintendent as you know is working with Jim buffer to make sure that if there's any inconveniences that may be happening that we're communicating between ourselves the city's team and gym to make sure everybody's on the same page because Safety First um some high school and punch list completion items so we are down to 57 punch list items um and then there's about 70 items still remaining on the kind of post turnover list as well um continuing to work on nights and non-school days working around programming to get those things implemented still dealing with these effects of supply chain so we do have another
kind of round of things that we did some work over President's Day and then continuing to work over your spring break there'll be some things that happen over spring break um one of the things that did happen I'm happy to report is now every middle schooler has a locker so there are still actually there's another bank of lockers still coming they just located them today which is exciting um so that should hopefully wrap up our locker Saga and then um HVAC and rooftop issues they completed the troubleshooting of the rooftop units we received our final Air Balance reports from our contractor and then your commissioning agent is working on their final report as well we hope to have an update during our OAC meeting tomorrow um lighting programming all of the programming engines that the
controller has installed they should be running all the time clocks should be on and implemented and so all of those kind of wall controls should have been standardized there are some final things that they're working on with the electrical contractor they might need to install some additional switches that just due to the function of how you're actually utilizing the building we might be adding some switches here and there working with Jim on that and then as far as the water damage goes we did replace the wellness case work over President's Day and then that science casework and some of the replacement other things that we knew were not going to happen until the summer so that learning can continue that's still on track for the summer um that's all question did I read somewhere that
there was damage to the front of the building with that other building coming down or did I nope okay never mind great good job okay I'm sorry I was going to ask if there was a plan but um perhaps so we did try to salvage some of those okay of the Old Middle School okay the cement lentil that said the old cement I'm sorry to interrupt no please it said I believe it said Grandview Heights City Schools okay and it was above the original entrance of the original Edison Elementary okay um and and they had did all the right things yeah um but it did break so it's still actually over there um but it's I don't know it's in three pieces or something yeah yeah so it's together I mean you can read it
but it's it's not together in one piece it's together in three pieces are we gonna try to sell I think yes we are going to try and still use it great okay we did get some pieces for like the the date cornerstones that have like 1912 and all the those people the people that are on it we were able to salvage some of those great so that's what I was going to ask because as I walked by yeah I'm like because I saw the three faces and I was like are we doing are they going into the park are they yeah so I asked mksk to make a recommendation um on that and I've lost the thread I need to follow back up on with uh tomorrow in our uh don't we have a meeting
yeah and the priorities of that it's like yeah I mean they're not going anywhere right yeah you say that but if it winds up in my backyard I don't know oh maybe no because it like when we walk we yeah look at that we did have a lot of uh Spectators and we do we were able to set out some bricks and that's why I know they just got Snapchat yeah yeah so we did leave some bricks out some I say some Chris Tayo put a lot of bricks out that people were able to get so some mementos oh thank you thank you thank you excellent work Colleen excellent work you think you do Jay you know yeah okay the core team committee report um actually have some notes okay I never bring the notes
but this time I did so a couple things we talked about were the Stevenson Master planning that we have vote on leader um talked about the landscaping and um uh you know the phase three uh the track um uh and there's um some things that I I there's the approval uh that we have today for for um the bid on the track but um still a couple things that I think are being monitored um such as like soil stabilization under the track that was something that was called out that might need some more attention and they won't really know until we get more into it um talked about just working with the city on on what their project is with Fairview um uh we got some of that what Colleen was just talking about with
um you know the end of the high school and the few things that are still hanging out there left to do some of the Glitchy things we talked a little bit actually about I thought it was an interesting discussion and write down some other comments about this just how it still doesn't feel fully lived in yeah you know that it's a lot of White Walls still and um that's just you know that's what happens when it's new but we're all kind of looking forward to filling that out and having some more artwork and other things up there not forget about that and then the last thing I think that I had my notes was um uh just after the musical um some download of how the auditorium worked um of sound system and the railing
that was my personal thing the railing at the top of the balcony still seems really awkward I'm just really hopeful that we can do something to improve that I think actually Andy you were talking about doing more of an organized like not just us off the top of our heads but yeah some people together yeah so I asked Jim buffer together with Kerry and Andrew and some of the other participants perhaps even some of the actors and do a you know like a debriefing you know hey what went well if you had to do it over again what could we do better different to include microphone sound system lighting lights um you know balcony Etc worth I know so it's funny when we met Erica gone to the Thursday night performance and we met on
Friday and I was going to the Saturday night performance so I heard his comments and then had them in my mind when I went to see it on Saturday and I would say think a few of the glitches they must have worked through because I think the lighting I never noticed any problems with the lighting so hopefully that was just a you know first time using figure it out um what I will tell you interestingly and I don't know why I know this but it's a small school district Mitch the the lighting expert who trained all the students who do the lighting unfortunately had a conflict on opening night and couldn't be there so he literally was like oh I hope it goes well so he but he was going to be there on on
Friday and Saturday so that also probably made a difference yeah now that's just specifically that's microphones and lights by the way yeah yeah and I the microphone and I think there was only a couple of times they noticed and I think in that case it was um the microphone rubbing up against clothing that that was but you know that is what it is but on Saturday night you know they at the end of it because it's their last performance they think everybody involved and I don't know Mitch Hyde I don't know um what's his name Carrie the director but to hear these kids talk about them yeah like oh my gosh oh yeah it's just so sweet clearly they are like wonderful people to help these kids and they are it's great yeah that's a
little off topic but um but there was something I was going to add about oh about the track and I had to get ahead but since you mentioned it one thing that I thought was really important that we really hammered at our core team meeting with and then Patrick was there for concordatus Affirmed for us that all of the money that's going to be spent on the track it was really important for us when we did that athletic facilities plan that we never spend much money that's going to be undone at a later point should we do more work and so it was definitely like yes the work being done on the track right now is like that's good to stay we will not at a future point in time in danger how that money
was spent so that answers my question yeah great that was really excellent point yeah plan your work and work your plan there you go that was that was my question all right any other any questions okay and so the next thing on the agenda is the construction change order this has to do with the trees well there's a little bit but it's mostly the trees um is there do I have a motion we're on uh eight c one is anyone is was this in the packet yeah it was it was a lady it's the trees is this a first is this a first read or is it no this would be yeah this came through the core team I didn't have a chance to read it okay I didn't see it and when I reviewed
it this afternoon so can we take a motion in a second and then discuss would that be our typical well can you say what it is yeah so um basically when there was um there was the what do they call it the what is the choice term for how they have to change the plan in order to save money I forget there's a there's a value engineering value engineering yes it was value engineered and anyway they ended up changing the original plan for phase three quite a bit in order to stay within the budget and then we subsequently you know met with the city quite a bit and they had problems with the fact that the Planning Commission had approved the original phase three plan and then it got changed yeah I remember that yeah
so we had to kind of go back to the drawing board on it and so this is adding more trees back in a lot more trees back in to come pretty close to original plan quite frankly and and I would also add we also subsequent to when that was value value engineered um were were um we brokered a deal with Moody Nolan to get some some reciprocal Revenue back um as well as part of this analysis I also think it important to mention that as part of the memorandum memorandum of understanding that we negotiated with the city and have signed off on and the board is approved now that was like a year ago um was predicated on the fact that we would consolidate the parking lot on Oakland as well as uh ultimately install
what Planning Commission had already approved originally and so this ad of trees does that yeah so um this is trees they when it was presented to us um the way they showed it was the three spaces like around the buildings so the trees that'll be you know like on either side of the building or up by The Outdoor Learning area trees that will be at the parking lot over here and it's primarily like along the fence that would be like the backyards of the Broadview neighbors and then the trees that are going to be out here more around the playground areas and lining against where the buildings are and where we see the back on first those are the three main areas that we put back in yes oh yeah and this point it's going
to be basically what the original plan looked like it and no need to vet it with Planning Commission or the city no so well um my current understanding is that while it is in essence identical to what Planning Commission has already passed um the updated plan has been resubmitted and that they do want it to go back to Planning Commission I actually asked that question I I we probably don't foresee an issue because it should look pretty yeah in essence it's what has already passed I and because it's in essence identical to what was already passed is why I asked the question like do we need to resubmit and they do want us to which is fine and so that plan has been sent to P Liz and uh I believe it's on planning commissions
docket later this month or in early April I feel like it was late March but um because they usually meet at the end of the month but and then in terms of the cost I mean this has to be approved by the board because it exceeds fifty thousand dollars but um we have the money available in the project budget for a number of reasons you know there's been increased interest um is probably the biggest one is the biggest reason why we've had money available is because of the interest on the bond proceeds over time but if I don't know if Beth wants to speak any more to that or yeah so we initially anticipated about 1.8 million dollars of Interest revenue on the investing the proceeds before we needed to to spend that money and
we're going to be closer to 2 million by the end of the project so and and that's just a direct result of interest rates over the last six months have have risen significantly and so um it's it's really been a benefit to us with that money invested so if we wouldn't have invested this money and or interest rates we would not have this money to spend for the trees it's not a it's not that's not a determinant on how I vote I'm just so there's I'm curious yeah that's that's a great question there are a number of reasons why our budget is in a little bit better position than um than at the time that we value engineered those out we made the decision at that point in the project there was more uncertainty about
other possible things that that could occur or could come up at this point in the project there there is less of that uncertainty there's more interest Revenue as Emily mentioned there is um so I think it's a culmination of several things that have come together and and helped us budget wise um allow us to do this yeah well will this deplete our discretionary funds or is this will we still no okay great thanks a whole move thank you a second all right Beth please call the roll Mr Bodie aye Mrs Gebhart aye Mr gusay aye Mrs matney aye and Ms wasmet aye okay our Treasurer presentation okay so I have some financial highlights that I'd like to share and then I want to just give an update on a few other things finance committee and
some pending legislation just to give a quick update on so we'll start with the general fund I mentioned last month that we were in the middle of a tax collection cycle so at this point as of the end of February we had collected about 80 percent of our fiscal year budget of our taxes the final settlement will be on March 29th so by the end of this month we'll have a better you know idea of where we stand in in terms of our budget for the year but on this settlement we've a little over 5 million of advances and there's been a little bit longer period where they cut the advances off the the county auditor and treasurer's schedule between the Advanced cut off and that final settlement so the 29th we'll we'll have a
better picture of that our state funding is where we expect the property tax homestead rollback Grandview yard revenue is pending that final settlement on the 29th both of those SEC or first half 23 settlements will come following that that official settlement and then interest for the month in our general fund um you know kind of to our point about the the rise in interest rates forty five thousand dollars um just for the month of February um in terms of Interest Revenue so that's some something not only that's helping our construction budget but also our operating budget as well expenditures we are about one percent under our fiscal year-to-date budget so we've been tracking that pretty closely the last couple months I think two months ago we were exactly at our fiscal year-to-date budget and and
we've kind of opened that up just a little bit so we are right on track there and the Investments again our general fund we are investing our our idle funds that we that we have on hand until we need them so we've got the U.S bank account investment account that has an average interest rate of about 2.51 and then our star Ohio yield at the end of February was 4.81 so again that is that has really helped us out financially um permanent Improvement fund our unencumbered balance is is close to 1.2 million uh this is important because we are voting on the track tonight and the programming for Stevenson that that Andy mentioned so those are two big ticket things coming up and just like the general fund we will get a final tax settlement
for this Pi fund on the 29th as well so that that fund balance will go up with that final first half settlement that amount that you show there being unencumbered already has the projected cost of the track out of it no not yet once the board approves those countries tracks tonight will issue purchase orders for those tomorrow and then that unencumbered balance will drop accordingly so yep great question so a few of the things that that are coming up Auditorium speakers we we do have those encumbered we have a about seventeen thousand dollars a purchase order already issued and then some windows safety film if you've noticed on the exterior glass on that the exterior doors and I believe even women there is some safety film has been put on those so Jim is kind
of leading the the efforts on that yeah so we had a consultant Gary Seacrest you may have heard his name and some of my notes or board updates and Gary is a in central Ohio certainly really actually nationally kind of a safety security expert and he's done some in-services with staff as well and well received and as part of that follow-up and contract with him he's done building tours around through the lens of Safety and Security and one of the things that he recommended was there's this film that you can put on entrances as well as like the office window um and so it is on both sides now and so when you see it currently there are some bubbles that are annoying me yes um I've already asked Jim about that and he's indicated
that that was predicted and that will subside I will say if it doesn't we're going to continue to take a hard look at that because it it does drive me crazy 100 I'll be honest with you especially in a brand new building but that security film also was well received by staff yeah what does it do so in the event that there is um an armed person outside that film um if someone fires into it it won't shatter it'll stay intact thank you that was so great thank you yeah maybe maybe more honest or direct than you wanted but I don't care if it has bubbles do the whole school I'm sorry okay so um so anyway those two items already are encumbered so those out those are already reduced out of that that balance
to the first the first two yeah and then the um the the contracts that you guys are voting on tonight um will be encumbered um once approved so the programming which is that balance button going to come down to then um it's gonna it's going to um as I mentioned we do still have the final tax settlement coming in okay so we do have more money coming in um but it's going to take the a large portion of our PI balance for the rest of this school year what is the the taxes that's that you have I mean do you know what the I would imagine um not right off the top of my head I can follow up with that information how much did we get a year is it about 550 000. yeah
yeah um so you can see the contracts as we talked about that are on for tonight um and then finally the construction fund um again we're still um you know making the most of the money the little bit of money that we still have invested and and all but four hundred thousand dollars of that five million dollar balance is in our star Ohio account which is which as I mentioned is earning close to five percent so that that's one month of interest on on that that balance is is real money um so eighteen thousand dollars for February our project to date um one million nine hundred and thirty three thousand and that is Ned of the investment fees um soft costs and construction costs I've updated those numbers but but one thing that I've realized
since I put this together is that the construction cost um just looking over this and kind of doing the math in my head I have not updated the the four purposes of this presentation the change orders in that original construction number so where I have 96.2 it's a little bit less than 96.2 because of those change orders so I will fix that in um I was about to ask about that fund balance as I mentioned just over 5 million and Investments we've got two 200 000 Securities one that matures in May and one in June so those are the final two items in that investment account and it will be completely closed out and like I said the rest of the 4.6 million is sitting in that star Ohio account earning that that good interest
rate um no real update here I mentioned last month the all of those other sources that we had received the donations the the um different funds um that were earmarked everything but the money from the city I have used towards the construction draws towards those payments um and and I've been doing that in alignment with what those funds were earmarked for so the funding that remains outside of our construction balance outside of that five million dollar balance is the money that that we got in exchange for the mou with the city so there's about another 367 thousand dollars sitting in a permanent Improvement fund that will be used for the the final site plan payments too um and then finally just a real quick um recap of a couple topics you guys have probably heard
or seen um some some Buzz about first of all Grandview yard Revenue projections um are are being finalized right now I met with Baker Tilly the the organization that that puts those together for us last week and they had a few final things to to kind of wrap those up and they will be presenting to our finance committee on March 27th I believe it is at our next meeting so just kind of a recap kind of an overview of what has changed since last year so um so they weren't final final they're very close and the numbers looked very good some increased value in the yard for 2023 primarily some Residential Properties some condos single family homes the values we did see a good amount of value coming on so um good news I think
will come with that presentation later this month and then House Bill 33 you guys have probably your emails have probably been bombarded with legislative updates recently House Bill 33 is the state biennial budget proposal we're in that kind of five to six month phase where the budget is introduced and and there's a a lot of deliberations and and modifications and and um so the important thing I think for us that the state funding projections are are exactly where we have them projected in our forecast because we're on that transitional Aid guarantee our funding has been flat and I would expect that it remains flat for for years it has been the 1.4 million just about exactly and if you look at those those simulations of what it what it's expected to be it's almost no
change almost exactly what we get now so um so really no con no real concern there and then House Bill one is you've probably heard a lot about this house bill one was a proposal that I think the intent is to eventually incorporate that into the state budget bill it's a standalone bill at this time and it was proposed to provide some tax relief in kind of the two primary components that I wanted to mention that that would impact school districts is it contains a proposal to eliminate that homes or that rollback that 10 percent rollback so I mentioned once we get our our tax settlement we get that Homestead rollback reimbursement from the state and basically it's a it's a break for for local taxpayers that the state kicks in 10 of of those
levees it stopped in 2013 but but it was grandfathered in up to that point so our levies that were pre-2013 um we still get that reimbursement our bond Levy that that we passed in 2018 um and that one mill operating Levy there is no um 10 reimbursement on that so this really pertains to those those levies that were in place before 2013 and this proposal would offer a a cut in the income tax Statewide for for Ohio residents but at the expense of you know how the the state plans to or in this proposal how that tax break would be funded is by the elimination of the state reimbursing local governments for that 10 rollback so that's concerning um so on its own that provision would simply transfer that tax burden to our local community
our local taxpayers because the the full amount of those levies was voted on so it's that those amounts are still guaranteed to our school district and to the you know the other local governments so that really would be a shift of who pays that the second bullet point there is a proposal to reduce the property tax assessment rate from 35 percent to 31 and a half percent and the intent of that is to offset that that transfer of of tax burden and bullet number one so the the way this was proposed was really local governments would um would fund the the or you know would the cut in Local Government funding would fund this tax break Statewide that's proposed that the wrinkle that comes into play here is House Bill 920 um so that as
you guys know was um it's actually in the state constitution now so that can't you know it can't just be legislate that can't just be you know um changed in this legislation um that house bill 920 would there's a there's a lot of speculation but the intent is House Bill 920 would um even though the the percentage would decrease that assessment percentage House Bill 920 would effectively increase those tax rates to generate the same amount of money so after a lot of analysis and deliberation it has been determined that the intent of this house bill um would not occur as as proposed so I think the one of the most important things in all of this there's a lot going on there but there is going to be it's it's not going to likely go
forward as proposed so keeping an eye out for likely modifications to that but you know it is something that however this lands if it does go through could have a you know could have an impact either on the school district on our taxpayers so we're keeping a keeping an eye on on that I've done a couple participated in a couple webinars over the last couple weeks that that have discussed that and kind of done a deep dive into that so so anyway more to come on that but we do expect some changes so now that um the decrease I know that they've got to change it because you know we've talked about that I don't believe the sponsor really understood um fully what he was proposing When It Was Written but um that decrease the
assessment rate from 35 to 30 to one and a half that would that would actually impact our inside mileage too it would it would it would be if that went through it so that would not just be a shift in taxes we would lose inside millage because House Bill 920 does not apply to inside millage so inside millage can't you know if values go down inside millage rates cannot be adjusted up to to give us that same amount of money so as values go up we get growth on inside millage but in this case if if values went down taxable values went down um we would it would be a direct reduction of revenue from our inside millage and it would be a really tough communicating future levies would the millage rate would have to
be different than what people are used to right now because the same millage rate wouldn't raise you know wouldn't raise the scene today as it will later if the assessment rate has decreased and so people would have to get used to the idea of instead of it being a two mil Levy you're like well not before now because it raises less money because it's 31 and a half instead of 35 and people wouldn't really get that yeah so really what that would do is is our tax base our property valuation district-wide for tax purposes you know under this proposal would drop so it would you know values times rates equal taxes and if one of them goes down um you know just like Lisa in the little math formula if one of those go down
and the multiplication formula uh let's not make it zero yeah that's exactly right um year to year year to year the effective millage lowers right so if the if the percentage goes down then it just it would lower less correct so yes and it can even place to do and that was to protect protect taxpayers from inflation you know large inflationary growth you know back in the 70s is when it when it took place but it would also do the opposite so if that those assessed values go down it would it would work in the reverse and it would raise those tax rates so typically we think of House Bill 920 and we think of rates going down because typically values go up right um so if there was the urban setting it could have
it has happened where the opposite happens right sure yeah I think like essentially taxes property taxes are in two main components there's fixed sum and there's fixed rate and like a bond Levy is a fixed sum where it's like we need to raise x amount of dollars so whatever the millage is to meet that point a fixed rate as initially intended would be you know one mil is one tenth of a percent and therefore whatever that is on your property values what it raises but then 920 essentially turned a fixed rate Levy into a fixed sum Levy and it can go either way so that it meets that sum that was set at the time so a different way to say it is if we pass a five mil Levy to collect um you know
a certain amount as assessed valuation in Grandview through uh property values your house and everyone house value goes up the Grandview yard development the Grandview Crossing development and all those developments are assessed valuation goes up in order to collect the same amount right the millage amount goes down so the likelihood in Grandview that you would ever collect a five mil Levy even on the day it was passed um is very small because our assessed valuation continues to go right so in essence you know probably on day one you're collecting like I'm making this up of course like 4.7 and when you look across longitudinal you can see that millage coming down yeah it wouldn't just be the case that that would come down less well and and it could even go up so yes it
would get that fixed yes yeah yeah yes it would it would either you know go down less or go up yeah it would probably go up first and then go down less which would be over time not fantastic for the taxpayers but for us as an organization but it would get in the way of having us like like say we needed to go on the ballot for a Stevenson facilities like if everyone's taxable all of a sudden went up because 920 flipped it that direction they'd be like heck no I'm not sure in essence what this does obviously is it shifts the burden or that the intent is to shift a greater burden to uh local school boards and local uh Public Schools so it's really the local government's funding that tax cut is what
the proposal in essence in the most simple terms that I can explain they're proposing a tax cut and and it's going to come from local governments yeah yeah they're proposing a tax cut or the state level that will be funded on the backs of local public schools and local uh governmental agencies because they're going to have to in order to maintain increase millage which is a a Granby might be a different thing it's part of State funding and education in my opinion it's it's equitable like students across the whole state might get a certain amount if you cut it they're not potentially if I'm understanding it right yeah it would this could be catastrophic to um to a lot of school districts in the state but I mean the millage alone could be catastrophic and
so then a lot of districts that are you know operating just on the edge correct staying financially like they're off two is going to come I mean like it's really like it would raise up the whole idea of like the de Ross case would come to light again to say well okay you said you fixed it and now you reckon you just know that um before I lose my mind it's uh projected to be amended and or there's yeah yeah once once the sponsor realized that that 920 was going to it the result was not going to be what he intended it's expected that there's gonna at a minimum be modification so I'll keep you guys updated as I as I learn more thank you also for attending all that and um because like I
know as I was reading stuff coming through and I'm like I'm gonna wait until Beth tells me to get really mad before I get because I want to but um now attending all that stuff because it's I'm listening to both of you and I'm like this is this is a lot to take on and even though you know it's going to change you still have made it digestible for I think all of us in our community to understand so thank you that's a lot of extra effort yeah and thank you Emily too I know you Emily's been very um involved too with the um Association webinars and and information and reading and um so yeah any more questions for Beth okay all right so uh finance committee report we met uh uh what was it
last week we met on the charts oh we did meet twice on the 27th and um do you want to talk about kids club when we get closer to there do you want to do that is since you're doing a committee report maybe you can just explain it and then if we have more questions fair enough um we looked at the kids club budget and then we had um Amy Gardner came and spoke to us about the um proposed changes that might be going in firing board approval for the summer fees and for 2023 2024 um a lot of it was there is going to be an increase um they were streamlining stream extreme I can't do phonics right now is that streamlining thank you um some of the fees that went in just to
make things more even there also we're talking about um with the flex fee of if you attend eight weeks as opposed to seven or six weeks prorating it they're doing there's a little bit higher increase they have a Camp invention curriculum that they're going to be doing and um the price for children's kids club over the summer is still dramatically lower than all of our counterparts in neighboring districts and the kids club fee yeah the I mean I'm not making a statement but if it's lower than what others then that's they were pretty modest increases yeah overall and kids club does have an additional week this year um eight weeks last year I think it's nine weeks this year right because that was the flex week was the if you did a I misread that
thank you for that catch and they're doing they're doing more with the um than they have done in past which is part like the um what did they say the Camp invention curriculum was about five thousand dollars to purchase so there there are some fees that come along with that and then for the proposed tuition changes um they the fee is kind of standard and then they went up a little bit I think they're doing away with sibling care because it doesn't cost any less to have a sibling in there for us to fund it is it not for us to fund it for them to run it as opposed like you know if we have two siblings we still have to pay for snacks for the second child you know like that type thing
oh like so it used to be like if you had more than one child you got a discount yeah yeah and really kind of the continuing challenge with kids club is keeping it staffed and and um you know as you guys know we have over the last year and a half have have had to you know become more competitive with with some of those pay rates to to um you know to keep that program going so um so anyway the fairly modest increases I would say overall and as Molly mentioned kind of streamlining some of those but um but anyway yeah and and we wanted to put to kind of package all of that at once so um summer and school year next year so you know parents have have um families have you know
plenty of notice and and they know for the whole next year what it's going to be rather than if think typically in the past we've done an approval for summer and then later we've done an approval for the next school year and so just trying to be a little bit a little bit further ahead with there's I believe the rates are further in as we get to that and then the other things that we discussed in that meeting um we looked at potential millage projections and we will look at those at our next meeting we had a food service Staffing proposal that we're going to continue to give more information about that they will meet for our next from March 27th meeting and I'm trying to think if I missed anything got a lot of
discussion around the food well that's a discussion yeah there's a couple that has to do with personnel and hours and how that relates I think we spent a lot of time trying to understand like if you know this is proposed what does that mean in terms of what is offered um you know different models um and uh and then and start a discussion too about the pricing so um I think one thing that was missing originally was sort of what's the impact in the end you know that we had this kind of crazy period where one actual benefit of covid is you know a lot of money that's come in from the federal government around you know subsidizing and so we haven't had to subsidize you know there's a pattern we always did we haven't
um we're going back to that sure but it's kind of a weird pattern and so with what's being proposed trying to understand you know what's to ask and you know if we do this and this is what's the effect on what's being provided and then I'll quote that mean in terms of what we as the board out of General funds would subsidize so hopefully and then also I think we asked for some comparisons to some other districts I think it was also mentioned that um once in the last 18 years or something it's been at least 18 years there's only been one one increase in lunch prices um for the meals so it's what 325 right now sorry I think I'm pretty sure okay I think I think I've looked at my transaction history and
it was we were we were one of the lower ones and the other thing that we talked about is with the new kitchen with the new schools um that it's we can look back at past years but past years might not give us an example of what's going on the Middle School um lunches have gone up since we've been the middle schoolers have been in here high school lunches have gone up not gone yeah yeah the amount of students purchasing lunches not have gone up that was my poor speaker um description the amount of students purchasing lunches has gone up and we talked a little bit about like we can go back and look at past numbers but we have more high schoolers stay in for various reasons be it clubs be it it's not
a whole you know things like that that I think Kyle shared with us Wednesday when it was 70 degrees outside there were still the service didn't change for how many meals they were serving to the high schoolers who had the option to go out so it's like there's there's been a proposal but there's a lot of moving parts to consider and the consensus was let's get more information me on March and then from the finance committee we will put it forward or we won't what the proposal is from coming from Food Service our plan is to have that for the next sport great um does the federal government regulate in any way like what we can charge for lunches or is there stipulations on how you can do increases or there there is but I
don't I I can't speak to the specifics of it um I I could follow up with Kyle on that and get more information to you yeah there is some formula where it the price has to be between a certain number and a certain other number and and it's been so long since I have been familiar with that that I can't um speak to it right it's been a while we've had to worry about it but there also too and I did not bring those notes in here like our lunch is 3 20 or 3 25 and I want to say other neighboring school districts are like four dollars or 375. we have I doubt that they would not be in compliance with the Federal Regulation right so I think we do have some movement or
potential for movement but as Mr Brody said like let's look at this as a whole package like if we're going to get in and dig into food service let's look at the top to bottom and then simultaneously that I wonder for like a reduced price lunch is it does it limit like is the student just as stealing if you will pay no more than this amount or is that a percentage of whatever we charge it is a flat amount so for free for your well for everything the government pays us or that the student pays for lunch um what the government pays us I think can be adjusted each year but what the student would pay even if we increase lunch prices at that student I don't believe would pay anymore okay amount that the
student is charged and I think that is based on federal um guidelines as well okay thank you you have anything else Mr Brody I had some friends thank you that's a full Finance agenda we were busy last week we spent a fair amount of time together we may not be done no I don't think we are we're having fun slow guys no no no no no no we might have another meeting in a week we might have a two meeting I turned to look at the kids club thing and lastly placed in the agenda um all right we are on to the recommendations for approval there's a lot in this so I guess we need a motion for approval for c one through 12. so before we make a motion to approve I have I
also have questions well I think are we supposed to make the Motions first and then have the discussion afterwards so yeah so if if you move and second it you do have to vote in support right no no that's tell me now I'm ahead of myself never mind okay I will move thank you oh second I wanted to okay so now we can we can discuss certainly yeah um is the track that we're replacing is it the same size track that we currently have it is so it's six legs correct um and that's a standard size like we can still do like our Grandview Invitational yeah and and I will say this topic was extensively discussed in our Master planning process of that K-12 complex but specifically the track it was uh discussed extensively to
include we had um uh we had the cross country and the track coach there as well as the ad and Middle School ad um as well as a parent of a track runner this topic was discussed specifically the one you're asking whether we should do an eight Lane and a six Lane and I'll tell you going into the master planning process I would have thought we would have landed at an eight-lane track uh however uh you almost unanimous I mean there might have been one person but I think it was unanimous six Lane track can I ask just a quick like why yeah so uh I the the primary analysis of of the track coach the high school ad the Middle School ad the track parent was um for the invitationals that we have and
track meets that we host a six-lane track more than suffices okay great but that the track desperately needed replaced absolutely about that there was no ambiguity additionally that the spur so the offshoot in the circle needed to be uh realigned opposite to where it was and in doing so it would allow for us to use the I can't remember the technical name of the system there is a name it's like Mondo it's not but the Mondo system again it's not Mondo but it's there's a name for it that like puts up puts a like a fob in your shoe or on your shoe and it it it digitally captures as accurately instantaneously um what you run so instead of the shoot being is it by the Bell right now um it is other side that's
correct it'll be opposite the bell and this this replacement is inclusive of that being added interestingly we're going to keep the uh they call it a Spur we're going to keep the spur that that is that is existing also seriously we'll have two Spurs so it'll be a long straight away on that side so the spur will extend on that northwest corner correct so it will essentially be our long so what's the reasoning for that so I asked that um and and what they said was is it is a Finish Line for say a 400 or an 800 or one of those as or a hundred yard dash like oh so then I asked well okay is that typical to have two Spurs and what the you know the the experts because there were three
companies we engaged with said you know 50 will have two Spurs and then 50 will have only one spur opposite of where you have it in essence it's a Finish Line spur not a start spur the Finish Line spur which is what we have doesn't allow to use the again Mondo it's not Mondo okay technological system to to accurately and independently and automatically time all of the kids running so we don't need timers anymore that's the theory it's crazy I have one more question um so the good news is is and I think in support of the board this is good for you Katie but also all of all ever all of you to hear and and interestingly you know Emily kind of said earlier um importantly we're not spending money backwards and the value
right of the master K-12 athletic plan specific to the track replacement is this topic that you're you're asking about rightfully so I think it's a great question Katie was extensively discussed and the output of which was really well vetted and unanimously uh this we feel confident in this master plan is reflective of that entire comprehensive process okay great um in the timing in the attachment around the track they talked about it coming up in late May is that going to impact graduation I will not impact graduation because we're doing graduation in the new Auditorium um yeah and that's final I've asked about that okay um but I I I will say um we are going to be using Jones Middle School track for like a two-week period okay um because the track replacement will start
okay and likely we will have Runners going to Regionals yeah and or possibly State and so in those last couple weeks yeah which is like 1.2 miles away so it's just for practice purposes it is solely for practice purposes at that point all meets will be concluded but there's like a two-week potential window depending upon how far our track runners go which of course they will go to States and they just replaced their track actually so it's a really nice track okay and their middle school season is done prior to that which is why they're offering us so it's a win-win-win great thank you if you get your two other number two I got two um so essentially this might not be the right math terms with we vote this forward we could potentially take
money off of if we were to do the K-12 athletic thing I'm not saying it it's going to transfer like a million off exactly but that will be something that's a really reduction that's a really good point Molly yes so it would reduce that you know that the price tag that was assigned to that Master you know if we did the whole plan this would basically take a chunk out of that this would be taking a bite out of that Apple um and as Andy mentioned and you know a couple of questions it would not you know everything that we're doing is part of that plan um in continuity with that plan and and we are not spending money backwards so what so everything we invest in the track at this time reduces what is
left to do in that overall plan so it's oh without yours because I have a site yeah I have a different question too go ahead if it's related I have a different question oh okay I'll do mine so we have potentially two weeks where the track will be under construction while the school year is still going on if this is approved so the last couple weeks of May yeah yeah so they will likely start in May in regards to the middle school has been using the turf because they have no essential playground what are we going to do with our middle schoolers during recess time who need to run around yeah that's a good question that is a good question I'll have to get with Sean on that until we have access to two gems
obviously and I hear are you yeah and I'm thinking May with the children I hear you and so what I don't know is is will we have access to the turf and what we will have access to is that we call it now the upper field so the field by the baseball so they would there is potential for outside play a man I sounded like I have little little children yeah but um and I think of this just I know myself in May random like middle schoolers that it's not that we've taken things away it's just a couple they've been caught a little bit yeah so that's one of those I'm like they need to go outside and run around yep agreed but if there's something and I'm not I'm not saying this is a
no because of that two-week period but that's one of those no that's a good heads up as if it were August I don't know if I don't know but I'm like middle schoolers in may they they need to go outside and run around I need to go outside and run around but um as long as there is some kind of access to something good good point for the track have we talked to the Athletic Complex planners about like if we do put in a new track and then we bring in heavy machinery to do some work out there like uh will the track get damaged yeah you know I'll maybe look at Doug on that so one of the things that we uh to my knowledge we haven't done uh is talk to so do
you want to answer his question specifically okay but we we look I will say this uh we need to be 100 certain about that sounds like we may not be um so in the event that even if we approve this by the board if there's any chance that that is the case then I think we need to revisit it okay so this is we could approve it but we'll be yeah if there is a chance of any damage to the track say let's just for fun say five years from now or 10. um because the track's got like a what a a long warranty uh that that uh demoing the current home stance for example is one of the options in building new right are there any potential negative negative uh to the track right
if we do that now and then need to replace the home stands to me that would be the biggest concern um and yeah I'm just imagining big machinery to take out that yeah they're not gonna want that in the street they're going to want that right right that's true right so I'll make sure okay we will make sure it's a great question thanks Andy any other questions on other items too that are in that grouping um I had a question about one thing let me find it oh the baker Tilly um so this Capital Finance planning services this is something that Finance maybe talked about or is it what exactly is that going to Encompass that differs from what they do already for us yes with regard to the yard so this is almost identical
to what they did for us if you rewind back to 2018 all that planning leading up to that the one little bit of difference then compared to now is at that time they weren't paid a dime until the bonds were issued and then their fee came out of that at this point to to kind of get them started they they ask for a not to exceed 7 500 fee um just because as you remember the last time they worked for months and months and months if not you know more than a year on on back and forth with that whole millage model and and all the revisions we did to that so so anyway this isn't anything unique to working with us um it's it's just a change in their business practice where they do
ask for a small sum of money not to exceed that amount for the the work that we're asking them to do but it's just sort of it's built hourly based upon you know how we use them it is and they have provided some um you know once we had that last work session where we started where we talked a lot about you know facilities and exploring um you know Stevenson and exploring options so I reached out to them and asked them to provide us some kind of starting numbers some rough starting numbers of what we would be looking at at different price points and then since that time we have finance committee reviewed those and I've gone back to them and and have asked them for a couple different creative funding scenarios and what what
impact would it have if we did this what impact would it have if we did that so at this point they are billing us hourly just for services and and projections that we're asking them to run and update for us and we've also would have asked them to do a couple things depending upon what happens with marble Cliff AEP money things like that like the whole there's been a couple of things that have been unforeseen coming or not on first maybe that's a word yeah they're kind of unknowns some kind of different different funding scenarios and options to consider so yeah we have a different set of unknowns as opposed to 2018's unknowns yeah yeah and so I have some additional data that they have provided me since the last finance committee meeting that we'll
be talking about the next meeting too we can have all the meetings yeah you guys are busy busy busy okay all right a few more questions yes Steph please call the roll hey Mr Bodie aye Mrs Gephart aye Mr gusay aye Mrs matney aye Ms wellspot aye okay moving on to Personnel um Personnel A1 through 11. let's hear a motion for those so moved okay any discussion okay no discussion then we will vote Beth please call the law okay Mr Bodie aye Mrs Gephart aye Mr gusay aye Mrs matney aye and Ms wassmith aye great does the policy committee have a report no this is second read Yeah final read oh final time all right just give a client all right well then we'll move on to that next uh underboard policy procedure the recommendations
for approval for board policies B1 um career motion so moved okay all right please call the roll Mr Bodie aye Mrs Gephart aye Mr Goose aye Mrs matney aye Ms was aye okay is there a teaching and learning committee report no okay then next we move on to the approval there we have three items under uh 12 B one through three I have a motion for those so moved second any discussion the question about spring break is that um aligned to anything or is it the same as school calendar he's talking about yeah it is definitely not aligned to osues it's for next year or the following that's the following it's for 24 25 and 25 26 right yeah correct and one of them they both look like they're late March I want to say
I like the last week of March I think would that be considered continuation of the way we have been doing things this year seems unusually late for us being the first week of April yeah they have um I'm not on that committee Angie is kind of the co-chair of the calendar committee and I see her coming to the podium why is it not line up with OSU so there's only so many days in a year so really we start with where our start and end dates and then once you do that and you put in trade days and it kind of just there's a few different options usually there's one or two and sometimes it lines up with OSU and sometimes it doesn't we just it's really based on when you start and when you
want to end and if we want to start in August and end buff on or before Memorial Day there really is not a lot of wiggle room when you start counting like making your quarters equal days and your trimesters equal days there's really not a lot of things to play with so everybody that gets on the calendar committee is always like I'm going to fix it and I'm always like if you can fix it great but then you just lay out the options and the way weekends fall and weekdays fall we went into 2526 and Jenny Clifton is on the committee with me and she's like guys they're really only two options here they are if you want to try to come up with other ones go for it and so they played around for
an hour and 20 minutes and they ended where Jenny had them it's just really there's not as much wheel room as you as you think there is there's also two um to be cognizant of testing which is my favorite subject ever um like we're going to come back from testing the students are going to come back from Spring Break and that first week is testing so it might not line up necessarily with OSU but sometimes coming in and getting all of The Darlings settled before there's testing that's the State Testing has you know a 25-day consecutive window that you have to stick to and at all the different grade levels and all the different subject areas so it just becomes there's too many different pieces and it's really about end day and start day the
other question I had was um so I know this year was wonky because of the school opening but throwing this year out is the total number of days including the professional days and the student days those are all the same the same as what it had been been before yes before the craziness yes thank you I think there's really good well I had a question real quick um no I did notice so this year you know obviously they're a religious holiday Easter is so the way it plays out you know in a public school system I don't know but um this year's spring break Falls the week before Easter So Good Friday is just a part of spring break then I notice for the calendar that's proposed for 20 for 24.25 Good Friday is a
standalone holiday because Easter that year is really late it's not till April 20th however then the following year 2526 there is no holiday for Good Friday nor does spring break fall so I'm just more Curious like why Good Friday was a scandal is kind of given as a day off and stated as in this proposed calendar it's stated as a day off for Good Friday for this is for the proposed calendar for 24.25 oh sorry yeah this is the proposed calendar we're voting on for 24.25 it actually says Good Friday is a holiday I would move to change that I would vote to change that too I did not know it said that yeah I would vote to change that because we had a discussion for 25-26 is should like should that be a day
off yeah because it is not shown as a day off for 25 26 but as we had a long discussion because you could do 24 25 yeah it says Good Friday yeah okay and it was I would move to call that spring recess that's why it's a first read just so we're all clear yeah and it's not something that I mean but this is why you do a first read this is great feedback Jenny may have just accidentally I probably she did yeah well but the point's still the same Point's still the same we can fix it yeah editable and there's um so are we talking about editing simply the wording on just the word today the wording just because the days were voted that calendar was voted on by the staff as well so
we'd have to take it back she just put the words in okay so what would just become sometimes it's not good Friday but it is Good Friday it might be worded differently sometimes it will definitely change the wording a hundred percent because we had a very Lively discussion about Good Friday for 25 26 right yeah and that's what's interesting too to see that it was there for the one year and then it wasn't for the other and you'll see sometimes just because the way weekends fall yeah um you'll see sometimes we have President's Day sometimes we don't right so it just depends on the way the days of the week land well I think because like looking at it the one year in in both of these two years that we're looking at the spring
break is basically the last full week of March in one of those two years Easter falls like the very next week the other it's like a month later you know it's just yes so so yeah I can understand why it made sense to have a day off for a three-day weekend when it was like a month different from Spring Break and it doesn't really make sense to have a day off when it's so close to where spring break was right anyway but I will 100 get the wording changed on the public calendar yeah if we can thank you for all your hard work on that too I know it's difficulty it's the the thing is almost no District Lines there's up with OSU except for Upper Arlington right it is really tricky to do but
I did say to the teachers this year over there I work so whenever you want your days I'm fine yeah there's so many days we just have to make everything even and we have to make sure everything lines up but and there's just no way to make everyone happy like you know when it comes to all of us who have kids in school like there's just no way to make everyone happy so I would if I could pass back like I know it's been voted this is a first read um just to me the continuity with potential religious holidays like I understand we're going to call it spring recess it's to me there's an equitability issue that I would almost say let's let's not in the future because I this is done not done but
this is a first read this has been voted on for the procedure not to add to anyone's burden but I'll make sure that we talk about that we did talk about that for the 25-26. this the the other one that you're voting on we thought we had already sent to the board so that's why you're getting two so you're getting two we only worked on the 25-26 oh I see okay that makes sense I will make sure that those that wording is changed um and then when you get it back will you resend it it'll get recent too okay thank you and then like with that I understand there's a lot of hard work there's a lot of things to do but there's sometimes it's easier to keep things very simple in the words of
Mr Bodie then try to agree with that thank you for your work you're welcome and so then when I was I had said that we were having a motion to approve be one through three but really one is just a first read so it's only two and three yeah okay all right any more discussion all right Beth please call the roll Mr body aye Mrs Gebhardt aye Mr Gus say aye Mrs matinee aye Ms wassmith aye okay moving on to um co-curricular activities and extracurricular activities recommendation for approval volunteers 13 A1 so we moved second okay that's the place called The Roll Mr Bodie aye Mrs Gephart aye Mr gusay aye Mrs matinee aye Ms wasma aye any other items for discussion no thank you okay have one thing um so I don't know if
you all heard that a sixth grade student hit a car uh in the intersection of Broadview and first yesterday I saw the aftermath but I didn't realize what happened like can you say that again a middle school student hit a car what do you like walking a car hit the middle school student or the so she was so the truck was driving over first of on Broadview heading south she was heading East on her motorized scooter oh on first oh and the uh guard was helping students cross over St on Broadview so he completely missed her she hit the car right over the right wheel of his truck so if she was going any faster he would have hit her head on it was really scary to watch she's fine she's a little sore today
but just to get the message out that kids have to watch where they're going I I go five miles an hour in Oakland because those kids walk out in front of cars all the time um and apparent and the driver had said a high schooler had done the same thing they just walk right out and they all make the assumption that other car is going to stop um so I I think that Sean has done a real in Matt have done a really good job with directions especially in the morning this happened in the afternoon but just those kids still run in front of those cars without looking and it's terrifying so just it's not a fixed thing it wasn't on school property so that was great but it was still those scooters can move
too they can move and she did not slow down and I think she just made the assumption that I don't know they didn't see each other it was just a really unfortunate event but fortunately she was okay so thank you for that I'll I'll make sure just uh please visit that with Sean and Matt and make sure they get that message out I don't know if we need another crossing guard at that intersection but yeah well it's uh I mean I know that man who works at our intersection is wonderful and normally but like you can't have his eyes on everything at once right you know we had a was it just last year that there was a same grade student hit yeah um yeah oh yeah he wasn't quite paying attention then either um
and we don't have and I've brought this up to you before that I know it's really hard to find crossing guards so there are no crossing guards on Third and there are a lot of students who do use oh God my kids walk to school on Third and there's no crossing guards so we just you know just kind of drilled it into them what they need to watch for and you hope that they've listened um but it's scary it is very scary so all the construction on our part too by the way yeah I'm not not no no judgment on anyone else but including our construction um doesn't help sure yeah it magnifies all of our points yeah okay I had heads and I didn't know what's going on yeah I watched it happen I
watched her bounce like it was she didn't hit her head but like I don't know if I just overreacted or everybody else was just super calm but I was like panicking it took me a while to come down it was really scary yeah he almost hit her head on and uh it was a good moment for my soon-to-be driver yes where I was like they're not paying attention like it is on you so and a good reminder of the importance of helmets how many kids I see every day without helmets on or the best yet they wear the helmet but then they don't actually strap that's so common it's like they're does that doesn't it's not correct and not going to do anything that's not cool no they think it's cool but thank you okay
well good meeting all I have a motion for adjournment check it all right Beth please call the roll Mr body Mrs Gebhart aye Mr gusay aye Mrs matinee aye and Miss Westman aye um
