001[Music] you have to call the meeting to order here here here here I said you please stand for the pledge and a moment of silence immediately after pledge allegiance to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty justice pearl thank you all right start with recognition recognition and presentations yes Olivia president Truitt members of the board superintendent called principal Brown and guests my name is Laura Swanson and I'm the High School PTO president and I'm honored to be here today to pay tribute to Brandon theis and the Bobcat beverages coffeehouse the PTO exists to serve the needs of the students and the staff so when Brandon approached us for a donation to purchase the coffee cart and other goodies for
002the student-run coffee house we were inspired and our vote was a unanimous yes as most of you know Brandon was a Grandview Heights intervention specialist for grades 6 through 12 though he was only with Grandview for three years his love of teaching kindness and advocacy for his students has had a lasting impact Brandon created the student-run Bobcat beverages coffeehouse and with the support of the school the parents the students the PTO and especially Sarah Hager and the intervention specialist team it has continued to grow and expand and Brandon's honor to this day so on behalf of the PTO I'm also here with Kim Holland vice president please accept this plaque from Olivia gamble one of his students honoring Brandon and his vision and inspiration of the Bobcat beverages coffeehouse [Applause] we take a picture I
003don't know if they want to be in this Tommy how do you put up [Applause] great way to start this evening thank you next on our agenda is public participation as a reminder the board recognizes the value of public comment to school governance if you wish to address the board you may approach the podium now or directly before the action item it wish to address a copy of word policy on public participation or meetings is included with the meeting agenda for your reference you'll have a meeting agenda there on that the table right towards the back of the seats when addressing the board please remember to state your name and address for the record limit comments to 5-minutes a laugh or less direct statements to the board do not mention students or staff by name
004and maintain reasonable decorum the board will hear statements that will not answer questions or engage in debate during the board meeting is board president Andy called the superintendent and/or Beth Colliers treasurer willing to meet with any member of the public to answer specific questions pertaining renewing so any public participation and you're welcome to stand up where you are or certainly use the Pope okay moving on PTO Booster Club presentations I guess we just go in order here please to present to our of Education we've been working with all of our booster groups just financial legal training and so we're really excited to we got Association with the wrestling boosters during kitchen and camera Swim boosters so we will start with hi I'm Colin will I was a fortune hunter Wyandotte Road um I'm here with
005the vamp parents and Melissa is our president she's here tonight are we do have bylaws and all that Karen Smith is our vice president this year Martha fields or secretary Julie rudder does communication and on the treasurer but the band does our business at first Merchants Bank we have three fundraisers that keep us afloat one is our hardest one is concessions we do the decal sale and we do cakewalk which has a real long history from I don't know if you guys read the book that Megan daughter did Megan waters but the cakewalk actually has a longer history than the Ox roast actually but anyway so Dan camp is our biggest concern and in trying to raise money we try to keep the cost of being camp down so that cost in a big bundle
006is like $38,000 and it's a pretty good deal cuz we only charge 250 to go and then we have the decal sale which we go door-to-door that raises about $10,000 and then cakewalk is about the same those two events we don't have a lot of expenses so there's a lot of profit march in there so in a big picture of everything we raised money collect fees for camp so we can pay that bill was just the University at Wittenberg was twenty nine thousand dollars so we have been I think over the past few years a little fat money-wise and last year we bought I think nine thousand dollars of instrument stuff for Chris so we're trying to pare down and so our balance in the bank is more like fifteen thousand because we don't want
007to really go below that because when we go into the fall just stock in the stand and that expense and then we'll have the the bill for cakewalk we need to have some cash available to do that so we kind of cycle up and down in our spending and hopefully it the year round will we end up around $15,000 in the bank so you know that's all I got any questions thank you any questions come on Melissa you were gonna you're gonna ask me some generally make the same amount of revenue every year pretty much in those six years I've been doing this we come in right it around 10 grand so yeah it's it's not too cyclical decal sale really isn't too sick book cyclical and what it brings in other than it's climbed
008up a little bit Jana Thompson yeah she's expanded that with getting names on banners so that is inching up a little bit take your concessions is just such an effort and it really yeah it's hard do you support a lot of the other activities with the concession sales yeah we do you know between the soccer the fall sports and then we help basketball and then we do track which doesn't generate a lot of sales but we just you know try to support those people and we we did well cross country to we'll try to do that one anything else give you an easier question how many consecutive years did you have children in the district I think the long-suffering mrs. wheeler and I were talking about that and I think we were 31 maybe oh
009yeah thank you for continuing to support the banisters many years after your children have left the district [Applause] good evening I'm Steve Reynolds I'm the president and one of the cofounders of grandi Heidsieck rustling really original name that we came back came up with back in 2015 for our version of what some call a takedown Club or booster group real quick structure wise we have a board we meet every month we've got four officers as you have listed there and I'm assuming the information that we forward it to the treasurer we also have three directors on the board collectively all of us are alumni from the grand new heights as well as the wrestling program one of our directors and a ex-officio capacity is the current wrestling coach so we invite him to all of
010our meetings but do not give him a vote just for his own protection we are currently a 501 C 3 and in compliance with the IRS as well as the Secretary of State's office in Ohio with their current regulations for booster groups just a real quick overview of what it is that we do one quick thing before I forgot the the financial information that we provided to you which includes our photocopy of our bank statement balance sheet as well as income statement for the current month current quarter and year to date that's identical to what our board members receive every month to make sure that they know what's going on and to do our very best to keep in compliance with some of the policies that the treasurer's office and the district have recommended to
011make sure that we do our best practices and do our very best to discourage anything other than exactly what it is that our organizations should be doing real quick overview we deal with the high school middle school and youth programs we're excited to have a new coach with the high school this year Sam mailing did a wonderful job as our head coach for several years including as you well know a two-time state champion Hudson jump that in case you're counting I believe is about ten state individual championships with the wrestling program so we're more than a little bit proud about that we try to mention it whatever we can because we think it's important to to keep building towards that which we will very much be doing this year as well middle school we have
012a new coach as well I've not had the pleasure of meeting him yet our youth program we the last couple years have had 50-plus youngsters in that program we have some really exciting news that's literally breaking just this this month that will be spinning off that operation into a separate entity very much the way that football has the Touchdown Club and gy FA will continue with van der Heide wrestling be the equivalent of the Touchdown Club will deal with the Middle School in high school and then we'll have a new group that's hopefully if not already in contact with you soon in contact with you to let you know their plans really excited about that because they've got more resources to to handle that many kids we didn't really think we'd quite have that many
013we're pleased as we can be that there are but they'll also be able to offer some different sessions by age group and so forth one thing I want to note in both the youth program and in previous years in the middle school it's not just been boys participating we have an increasing number of girls in the program we're really excited about that we're really trying our best to continue to encourage female participation and we're also excited to know that this year the Ohio wrestling coach's Association has gained basically the authorization from the Ohio High School Athletic Association to have a girls statewide tournament so that's huge for the sport and we're going to continue to do what we can to tell to make this not just a boy sport anecdotal Devin told when new jersey
014added a state tournament for girls their participation quadrupled so we're really hoping that that is an indication of what we had to look forward to in here in Ohio as well as here in Grand you specifically revenue-wise what we deal with on an annual basis we have got a donor club membership drive once a year we have a Big Ten viewing party that one of our alum is the namesake of woodlands backyard is kind of host a victim viewing party for us every March where we make a decent amount of money to help out with operations throughout the year as well as the big tent receiving the Bobcat Invitational we have corporate sponsors each year that help out with that now understand that our goal with the Bobcat Invitational and our corporate sponsors there is
015essentially to make it pass through we don't really want our operations to be run off the money from that and that's been evidenced by what we've done in the past few years with all the money that we've gotten from our corporate sponsors the board may be aware that last year our organization in conjunction with our corporate sponsors contributed two thousand dollars towards a new wrestling mat this past year we raised fifteen hundred dollars from our corporate sponsors that went straight into the wrestling fund for the school district so we're help happy to keep that component really just a pass-through for us and try to continue to can I say get butts in the seats okay that's our primary goal for that tournament so we've been able to introduce an excitement and also some fun stuff
016for the people our participate in part because our corporate sponsors to pay for t-shirts and canes giving donor cards in Kenya car Kenya club cards and fun stuff like that to just build some excitement to get more future in the seats expense wise you you've got some of that written down in the report that we gave to you and some of the items that are related to for example the donor club spiffy little things like this that we give for certain donation amounts that's an offsetting amount but we're fortunate enough that one of our donors urine in the air out is donated enough and not wanted any of the merchandise to pretty much cover our cost for merchandise is everything else that we get from the but from the donors helps us with our operations
017other money that we use money we use our funds for we call the hospitality room or coaches room for tournaments for about the high school and middle school that's a place for officials tournament workers and coaches to just kind of decompress a bit and have a bite to eat get away from the crowd and get some nourishment in there as well what we're looking for in terms of the future we've got what we plan for 2019 and 2020 and the report to you I won't read right through that as well two of the longer-term goals that we're looking at is the potential for our organization to fund a scholarship on an annual basis as well as looking at contributing a substantial amount and an appropriate time for yet one more mat so we'll have three
018tournament quality mats available for the high school and middle school and just our big picture goal as an organization is to do our very best to set and maintain the best practices of any group that is here within the high school not this competition but we think it's important for us as a leadership role to do everything we can to do things the very best that we can including compliance with the district policies and the various pointers that have been provided to us to the Secretary of State and the auditors and things like that to just to do our best so was I on time I always talk too long any questions mr. oh come on calm down questions thank you very much appreciate [Applause] if you talk into like it's nice and loud [Music]
019it's this better hi my name is Karen kitchen CEM rolling this behind me I'm the treasurer of the swim team introduce ters organization I have a junior in high school right now Adam Alice and we represent a much smaller fundraising organization than the band of course but we believe it's a mighty but small group we service about 50 to 60 kids on an annual basis depending on how many kids are gonna swim on the swim team but we mainly raise our money to sponsor the middle team swim swim club because it is not our middle school I'm sorry middle school swim club because it is not sponsored actually by the school we pay for all of the middle school activities which include full-time which is pretty costly competing the coaches buses for their transportation as
020well as meals as well so to fund that middle school team it actually costs about nine thousand dollars so our major fundraiser which is actually a mom sale that we just finished many of you might have moms planted so thank you yes we have ten more to sell by the way to anyone needs to buy anymore white white white okay and then you also pay for a couple thousand dollars worth of high school activities mostly that's team building type of activities food for me it's things like that but again the majority of it is to pay for that middle school activity we want to keep the middle schoolers swimming to allow them to continue into the high school sport if we did not sponsor that middle school activity we believe that we would probably not
021have a high school team the kids wouldn't even know that that existed so again we spend about 12 grand total and we bring in about 12 grand total so it's pretty much a break-even organization we keep about fifteen to seventeen thousand in our bank account which again is heavier than we need to we've been analyzing determining spending what we're going to spend that on it could be maybe some new uniforms things like that so any questions Karin just do you have any sense of the growth or decline and the number of kids over time we've actually been declining actually over time many people if you ask they don't even know we have a swim team so it's interesting that you ask we only have about 18 high school kids swimming this year which isn't that
022many we have about 30 middle schoolers so it's a matter of keeping them going just like any sport you know they have to like it they have to like the practices and getting in the water and all that but it is declining slightly so and I'm not sure why our boys team it's gonna be a light year for them but the last two years of kind of heavier and despite their size I think we had six we had oh yeah six boys watched her which is a lot and they were able to still I think four of the six all went to districts in an individual or relay event some and all of their events that they swim so it's they're kind of small but they're writing here and I think we sent about a
023dozen kids to states last year too which was pretty impressive for the size we have to they still practice a tell me more I know we have this pretty much at hunter which is in the show right Nord black clothes yeah yeah so kwatak adventures which is in Hillyard hopefully we'll get a why yes that'd be great and then yes it'd be great to ask a question so this is that this answers why sixth graders are allowed to participate in the Swim Club do you have a lot of attrition after the other winter sports open up to seventh graders all right not usually not really and I think because most of those winter sports are kind of limited in numbers basketball can only take so many we're lucky and that kiddos that maybe would do
024well in basketball but maybe not excel see themselves excelling kinda in the individual sport of swimming and stick with it and we're also lucky to have the summer Gator program to draw from and that draws a lot of you all know that we've been the pools that our business is over so it draws a lot of kiddos and we're lucky that they stick with it and get excited about and fight some successes and we have some of the same coaching staff that actually carries over from the Gator program into the middle school and the high school programs too so they're very comfortable with that transitions all right thank you thank all three of our boosters organizations and I said this at the last board meeting for those who presented guy that we really appreciate that
025we know that it's a lot of work people put in for our kids to to raise money and support and yeah this is yet another group to go through when you're volunteering but it's it's certainly necessary to keeps us compliant with our policy so we appreciate everyone's willingness to come out and and certainly we try to put this as a game of meeting so you don't have to you don't have to hang around a little more than welcome but you don't think so so perfect perfect thank you for that next I have a presentation on our facility design update and this is basically a continuation from what we discussed at the last board meeting and and the architect firms taking feedback from the entire board Steve before I turn it over to you based on
026some feedback and some questions I've got and I just I'm not sure you know how clear I was sort of explaining the process last timing and we we hear about this core team that exists and I've had some questions about who's on the core team the core team essentially consists of two board members that typically are Eric or myself and we've had some other people float in Andy's on it that's on it and our design firms and then the rest of the membership quite frankly changes a lot depending on where we are in the process I think that core team spent as many as 20 people of times and it's this few is six of us talking and and I think it's important to understand the function of that is really to have very consistent
027check points in our facilities process particularly when it comes to budget and materials and sort of building through what makes it to the board more importantly there was a very large programming group that consisted of students PTO staff at all levels administration of all levels that really did the programming and work and what we mean by programming is you know what does a science classroom need to look like what does a restroom need to look and then that goes to the core team and the core team discussions have been more about you know how do we get the bats out of the Attic that are the basement walls a poured wall versus a block and and so I don't think I did a good job lastik really explaining that that what's not happening as the
028core teams not really ever making those sort of programming decisions I mean those were all made and we're sort of the intermediary between the programming the board and it's very much sort of in the weeds line item by line item determining materials going styles that sort of stuff and communicating that to the board and the I what could you Eric I think I think that's probably a fair fair way to say that so with all that being said you know we do have a core team meeting today at 4:00 where we sort of discussed and previewed a lot of what we were going to talk about the board meeting tonight just to make sure that that Steve with Moody Nolan was was in our minds accurately reflecting the wishes of the board and what they
029wanted to see tonight so that being said unless you've anything else we'll turn it over to Steve and we can we can have a discussion about about where we are thank you very much to the purpose of tonight's presentation certainly if questions come up on any member of topics I'd be happy to answer those questions but at least initially we want to focus on the restrooms for student use we want to continue that dialogue I have some updated design ideas to help facilitate a discussion and ultimately a decision so with that said I'm gonna get ahead and get started okay so this is a copy of the first floor plan you can see that along this line is the red line is the outline of the existing high school everything to the left that's essentially
030shown in white is the new middle school so the restrooms for student use are still located here the I want to stress that each of these stalls are individual and private so it's not like your typical half a night door they're not metal there gives their walls each each of these they have full height walls full height doors each of them has a toilet as you can see and then we have an open area that is sort of the group sink now the one thing we did change we're proposing since the last time is adding the hand sink in the wheelchair accessible stalls only and that would be at all locations middle school high school with that obviously comes a soap dispenser a towel dispenser an individual mirror so that the wheelchair accessible restroom has
031more venting it's not just a toilet toilet paper order also because the idea is that a boy or a girl can use any of these stalls probably want to consider feminine product disposal in each of these stalls that would be at the middle school and the high school level so those are the middle school there's another one on the other side of the corridor here you can see the high school opening to the collaboration area no doors here are the full height doors full height walls sink in the wheelchair accessible stock well one thing I want to point out and we had it we talked about just before the meeting actually it's not showing here's we have a set of double doors see if you're on the second floor okay if you're looking for the
032first floor yeah yeah there's there's essentially four square footage-wise for that for restrooms in the middle school that are the same size because of what you'll explain the ones on the ground floor functions slightly different than on the second floor yeah middle school example Steve showed worth like the two second floor and now so because of the this is the middle school Commons Dining Commons if you will but it's multifunctional space probably throughout the day and certainly in the evenings it's highly likely I'd say almost guaranteed that you're gonna have evening functions in this Commons so therefore we needed additional fixtures to to meet code so in addition to the restrooms for student use we have public toilets which we identified as men's and women's at the end of this middle school quarter we have
033a set of double doors that are locked after hours so that anyone in the Commons cannot wander through the middle school classroom way because these toilets are also open to the Commons we had to put a door or recommending a door here that is locked after hours so that anyone from the public can still utilize these fixtures but can't get through into the middle school classroom so that would be why the washings the sinks could not be on the other side of that wall this is gonna be a pretty busy corridor I mean it could the design-wise but I think from a functional standpoint with the traffic back and forth in this corridor it's a pretty major circulation space you might get some congestion with hand-washing you know if they're paper towels you trashy it
034might just trash up the corridor a little bit and the walls are the walls and the doors that you're proposing the doors are wood and the the the walls are metal studs and drywall so we would see it in a home or office and maybe point out I think one thing that we have certainly I think that consistent across the board is why sort of maximum transparency Pete and supervision into those spaces especially at the middle school there's essentially one space for each other collaboration areas so if you have a fourth grade area fifth grade sixth grade seventh sorry fifth sixth seventh eighth and so each one of those it's kind of like a whole you know it has its own classrooms in the collaborative area and then the home has a set of bathrooms
035but just like the other spaces where a lot designed for the supervision so if you have eyes on the area and teachers in the area or in the classrooms you can see the bathroom restroom areas we would have the door open and then there'd also be windows yeah yeah yes and mirrors so I think that was a very important point that we want that states be very supervised all that feel like yeah so this rendering is of the first-floor middle school backward momentum you can see the Commons through through this opening here we have half class on this door but as Eric mentioned the plan operationally is that during the school day that door is open and it's only there so that you can secure the middle school classroom after hours in the event the
036middle school Commons is being used these set of double doors and will be locked after hours as well and we've added this large window just above the sink area to address the concerns with transparency visibility monitoring and the sinks are on the other side of that wall yes and so would you not want to put a window in that wall that goes out to the common area in other words how can you see from when you're on the other side of the common area that game guys they would see you they drew their opening it was like if there's a teacher on lunch duty dude in the comments can they see in the bathroom without walking in it yeah but you'd have to get fairly close to that opening it's not like you can look
037at it right you would need a window in that Walter is there any way to cut is that might not be the right term is there any way that because I can see the sliver glued to the comments seems anyway to push that wall back three or four feet let me make me everything larger or put a window in the door window yeah sure we've quite frankly I'll check with our structural engineer but if it's not structural we can we could eliminate that well all together okay simulant maybe that wall you want to see the bad ones right it would be as any other renderings I think that were more popular mm-hmm there was a like a blue wall it was almost pretty much open right look you can see it was it oh yeah
038but if you're talking about that photograph yeah so if you could go back to maybe done the Lord let's let's talk about the middle school sort of as a group if that's okay if the board if we go back to the floor plan B that matches that picture I'm even talking about walls I think we need to look at it from from above so so this view is looking rocks on radio yeah looking radio so the so the idea would be I mean essentially without playing architect is do you take the common side and and make that more open there so it's open on both sides which I think I'm not trying to put words anyone's mouth but what I've heard from the board is the maximum amount of transparency to that hand washing area
039is desirable the the question I would want to want to make sure is you know you will have a lunch period there well you've got education on there I don't know what that does with written always if you're essentially opening in your comments to do that but you know from the from the bathroom functionality I think I think that the board has the desire to to make that as as open as as possible right yeah I'm not trying to speak for you guys but that's that I've been hearing definitely had talked about kind of that finding that balance where with the window I like you know the area over there that there's big window you can see yeah and yet from noise perspective you know there's something I think the considerations and by no means
040an architect I mean you on the one hand you could you could remove the Commons wall that's not a structural issue on another and you could almost put floor-to-ceiling glass I mean the the next phase of this is if you have glass about the sinks and glass there I mean a trash can has to go somewhere a paper towel dispenser has to go somewhere you know so so you you know I want to make sure that that what I like that in my opinion is you know let's let's push the architects to make that as open as possible but still enough flexibility and incorporate yeah I don't want but glass to the floors take a trash can in front of I mean we have lots of glass in this and we don't want to see
041a poster stop that any of it anywhere short wall here create a little you can have your trashcan well that could be behind in the wall you know that's that's not class yeah we're just looking at full-length mirror somewhere in the sink area whether it's on one side or both sides obviously this wall is here or not that impacts that decision I do think that noise consideration is a good point I like the idea of the shorter wall or half wall because for example city council chambers where the door is if anyone goes to the back and when they flush and turn the sink on you can hear everyone and so you do want to be able to have events in there where you're not worried about the noise disruption for the sinks turning on
042and I do think that open it all the way would be too much but again maybe gloves also not a structural engineer so what we're saying is we'd like more supervision towards the comments and I think we're giving suggestions how to do that but with all these considerations I mean I don't try to put words in my mouth but I think I think on this piece you know that's that's the feedback on on these two restrooms correct well the public toilets have floor-to-ceiling stalls as well yeah they're designed that the same well except for the no these these are currently shown as do the typical partitions and these are these into urinals difficult urine stream so where's the traditional women's restroom did the England in attendance trade you it's a message of Sameer and magic
043what we just saw on the other side um with the exception instead of your own actually those two I guess that one beautiful ask the question what if we put floor-to-ceiling spells there too hey we certainly could is that a cost differential fee is that it costs differential really okay not enough to impact your decision because we're doing it elsewhere you know the student restrooms we have plenty of drywall on the project with plenty of metal studs you know doors they would do B to be negligible I think it is important to say as we thought about the restrooms comments you know reflected on a lot of experiences with our children and our spouses and everything else as well just having the motivation of trying to have the best bathroom experience possible for all of
044of the school whether they're visitors or teachers or anyone else or but most especially the students you know having a safe a secure place a private place something that where someone would feel comfortable and you know there's a real advantage to having some greater privacy that we have so kind of that balance of supervision into the general area but privacy of the individual stall I think is really an improvement over what we now the participants I know because personally are that are where I work the building went just recently from more public stalls that are still some but there's also the private restrooms and that's just a really nice feature to have you kind of more matching again the home atmosphere you know we all have private restrooms at home or you know the restaurant
045or there's a whole bunch other places but I think just that feature of having the privacy of individual stalls was I think yeah and I know that there was one of our younger employees recently graduated from Ohio State and she was in one of the newer dorms I can't remember the name I can get that for you if you need it but their student restrooms were all private stalls that with the exception that in addition to a sink and a toilet it had a shower so essentially any student could go into any private bathroom and then take a shower get ready so I mean I know the university level is different than high school different in middle school but it is being done we just sighs wanna make sure that we are on a time
046because you jump to the floor plan of the upstairs middle school which basically stack on top of these student restrooms can't see me because we don't have a picture of this like a rendering like that that they are a little different and I just wanna make sure everyone's familiar and ultimately comfortable as where that planets so without these so here is the second floor restroom again same configuration however now this is see there's an opening on both sides of the sink that would have a window of right so it's actually probably in some ways more moral than because functionally you know you can't you don't have doors there's no do-overs it's like it's all school function yeah so in the public not necessarily would not go upstairs show you an image of the high school
047one second they are there is there another set of unisex toilets upstairs or is that the one there's on the other side of the corridor so again they're mirrored on the other side of the middle school classroom just like the first one and the stairs if you wanted to get down and use a traditional binary dip bathroom you do yep there's access to get downstairs yes yeah there's nothing preventing the student free access to any of the four restrooms on the first floor particularly if they're in the Commons so essentially what we what we're looking at are six middle school restrooms for primary student news restrooms that our staff they look a little different second the first floor and then the two binary restrooms a desire from the board that the hand washing area of
048those restrooms be as open as possible I talked this afternoon about making that window from the corridor looking at the sinks into the stall area that we're gonna look at making that as long and tall as possible so we have to have considerations for above the sink and soap dispensers and that kind of thing will make it as large as we can and so I guess the question we had we haven't answered as the board is on the binary restrooms that open to the Commons right now have a more traditional stall you know hearing from an architect that there's an option to do those I think it should be for us I may come all the same yeah how does that we can do that does that mean you stop urinals in the men's room
049I don't even know you gotta have to know heavier dose I guess that's a decision if we want to make all the stalls the same they each have a toilet we can do that would you want to private stall for a urinal we could be consistent I would make them all the same and that the only difference is essentially the signage right yeah and then quite frankly in the future right do you have the ability to change back and forth do anything what look at thee let's look let's let's look at the high school restrooms and it may be for the laugh around ya so here's a full discussion if the restroom the high school restrooms on the first and second floor are are identical and again on both floors they open to the collaboration
050Commons here's what that looks like it's kind of washed out but here's the edge of the opening and you can see the opening on the other side so this is a view looking this way opening opening and again notice we added a sink in each of the Handy or the wheelchair accessible stalls what one or two it's exactly sure another yeah there's eight fixtures any toilets I mean it's when you look at both floors it's 16 for 350 kids or less humming stalls are the bathrooms now by maybe the men say so again she's never wanted to make that weird f20 longer you could still do that right yeah we could I would just need to make sure that we don't have a column in the law somewhere again checking with structural but like I
051said we'll make it as long and as tall as possible places yeah when we first came up with the idea or actually I think Jesse may have suggested it I think we just took it from yeah ended the same to the end of this area realizing there's there's no wall available so we will do that where we can we also talked about having mirrors right restroom areas yes so if someone is in there and he had to comb their hair or whatever and they would have their own private space to do that without having to yeah III think there's just you know a lot appealing about making that common area of a restroom as open as possible you know from problem on some some personal experience working in high schools you know I mean I
052know we've had issues with gender but you know there's there's um you know there's issues with two boys and restrooms and two girls and restrooms that have happened a lot and I think you know this would be near maybe some comfort level putting our minds around this but I think overall aside from any sort of gender issue I mean just more supervision I think this is a positive thing and you know that's that's how we've really designed these buildings overall I mean that was that was I remember when we were interviewing architects I believe it was Steve from Perkins and we'll we asked you know what what do you think of the high school and he's like well you could walk through here and not know school what's going on everybody shuts door you see
053nothing and I think that that that's that's a cultural shift and I think that that makes sense here as well as it does does everywhere else and I think that's going to be healthy for our kids and gonna help you know with these issues and I appreciate your comments Eric about the sort of the 10,000 foot bathroom experience being better because we're talking about these public restrooms but you know restroom spaces and special education classrooms are better restroom situations and the nurses offices are better you know so when you're looking at that the myriad of of comfort and options for kids it's significantly better I think we should mention - I think in the high school by the gym entrance Chris told restrooms yes yes which also could be the more traditional or yeah well
054those are actually this single restroom so as you know as a toilet has a saying because the nerves that we do it's by the auditory we are talking about two different sets the restrooms there I think Eric was talking about the gym but we should look at those oh yes we should look at both so either one so here again we'll take into account this is a men's room this is a women's room will will make the revision I think I'm hearing that there's going to be the same full height percussion full height door as the rest but those women's here men's is here this is where at one time we have located the concession stand and it's it's kind of in a general location of where the existing restroom is and and you know
055functionally those Heist those restrooms might not be accessible to students during the day like the other binary restrooms just because of supervision and where they all could be ran I mean I know right now I don't think just Lobby it's open to students during the school day so where are the other ones were discussing that's obviously auditorium just orient yourself main entry we have a toilet here and where's the nurse like she has yeah I think the nurses on the second floor no no it's over here it's in the middle up right first floor see right though stop so then it backs up if you look at the row of high school restrooms on the top end right there the Oakland side it's right there yeah that's right there's the clinic waiting yeah here's a
056toilet but that's a that's a full ad a accessible restroom I mean the nurse does have a restroom now but it's essentially I mean honestly besides in this table okay I mean I'm not exactly so yeah I think okay I don't think that the war would be big I think the door would be a struggle with crutches and the current versus freshmen I mean really so that's a full restroom yes and there's another one here okay remember we had the nurse's office split really why are four eight sided nine losses kids aren't cross mingling so I said having an issue the terrestrial Ready Reserve they're energized too there's a there's a okay one for younger I think that all plays into that you know the overall functionality then the only the question left for me
057then is based on like that email we got from the teachers and the high school do we need binary uestions in the high school and if so where would they go well I would I would say based on on the budget the square footage I mean the space we have allocated for restrooms is what we have and it correct me so if there's a desire to make a binary restroom it would be in place of the rest excess design right say it's a either-or unless unless you want to give up some other program square footage which I don't think you want to do we created well in different last room well there's all this space I mean the amount of fixtures here are appropriate for they're not students in the building you know by by
058code by you so you don't we don't want to maintain you know more than you have to Robert can I ask a question - Jessica have you shared this with your Student Advisory Council yes what is the students think sir well that's what I would expect I mean that's what today everyone yeah yeah fun women but they don't call them like is it a culture shift for the students yeah if I may and I really I don't mean this to be smart in any sort of way I mean this very sincerely but but you know I mean we all have our own experiences and talk to our own kids and those sorts of things but I would say the mail and my family would feel the same way about following a mail in a restroom
059I mean you know I mean I mean if if someone's gonna make a mess in a restroom the next person is gonna be uncomfortable with that I think regardless of the next gender you know and and and you know I have experience where students do just aren't using a restroom at all during the school day right and that's what you know try to see it should help with that right but we don't want it to reverse to the girls not using the restroom because they're uncomfortable now right that's that's my only that's been my concern from the beginning is that we're just protecting the girls I think it really helps me to know that there are options you know that there are the larger stalls with the Saints that there are the individual restrooms you
060know so or even you know the comments area so you know an individual but I think but again I think that much better options we have now to be able to find their space they are comfortable with maybe not a peak in time like you know right right before lunch when classes are changing you know that might be a little more full but you know probably most any other time any individual should be able to find the comfortable space so if you were going to add traditional binary bathroom option in the high school like there isn't a middle school there's really no space except for trying to convert one of these units one of the unisex bathrooms are you saying in addition to or converting one of the unisex and to what we do is
061we would we would separate the sinc units probably some wherever this is in the middle is a one two three four you know just just extend this wall of one of the stalls across and then obviously have a different signage so still be the same they you know the same stall design that you see it's just that we would have a wall down the middle and it would be inside one side boys one side girls I think that's a good point that even without that I mean you can still you know react to whatever you could always put science there let's say you know there were some that it was more you can I have be reactionary yeah that's not work yeah right there's options no I got it we could be reactionary and I
062don't want to say this is a simple things because I can't build wall buttinsky Thanks if we were to continue with this putting a wall down see bird shuddering as a judge no no having that short extension of a wall would be very simple again it's it's metal studs it's drywall construction so we're not we're not laying block or anything like that the only consideration and if you want to do this at all restrooms that we would we would need to make sure that there's space between sinks so that you can continue the rest your present double sink so to speak or we're not there yet I mean I oh no it's it to multiple this there's there's in high school there's four stations four segments with two or three each have their money in
063the wall but this sounds like even if something if we go down this path and it's pretty [Music] there's a there's a way out if there's things around we don't like this a wall does ultimately potentially affect some of your supervision in that in that area I mean not not necessarily greatly now I overemphasize that that as far as being able to walk down hallway and sort of see in that whole space the other consideration is if we're going to consider the window looking above the sinks we would have to split that into two or you'd have to redo the way dentist said that walk and intersect another wall you could go this way I thirst with nearly every decision there's bound there's competing interests on both sides so there's improved safety and security with
064the unisex bathrooms I think compared to the situation we have now mainly we at every level we have issues in the bathrooms at the elementary level high school level middle school level there are issues that occur within the bathrooms and there's some I think it improves that because there's actual visibility inside pradhan bullying we've had security issues in the bathrooms but that's predominantly where it happens I actually think that this will minimize it but I know that there's competing concerns on the other side this is better for privacy than what we have now for the individual I don't know if it's it obviously takes away from privacy if you consider yourself female you consider yourself male and you want to have that feeling of only being around other females this those bathrooms reduce that so
065I do like how in the middle school there are options you have the traditional binary and you have the unisex private stalls but we're talking about putting private stalls and everything so one other compromise position would be to make one of the bathrooms as they're shown here and the other one you build it out as being a traditional binary bathroom but then you have the question about how much of the class do you leave in place if you do this which they do it I'm that been to I went to the women's food service for them and they took the entire convention center in Dallas and made every bathroom basically a female bathroom I just put no but the sign they do that the Convention Center here in Columbus all the time just change it
066so that is a benefit also of you know build it out to not be specific to people want to tender or the other or girls maybe next to each other do that so what are we doing still thinking yeah I will say you know I I like the idea of the individual private restrooms no matter how they fall I mean I do think there's a benefit that kids I also you know I think there's safety and privacy becomes better with this design where we are I would argue that even if a restaurants or binary if the if the stalls are floor-to-ceiling traditional doors like right there there'd be no reason that the sink area can be there's a you know that the theory is the same everything is okay possible can't can't remain to the
067point where we may need to revisit that in the more public restrooms and open to the comments because if we're creating if that's going to be option that's open the kids during the day and we're saying well let's leave the wall there then really we've created this original situation you're right a month ago I do feel like that nonce I feel like sex segregated restrooms do fail to accommodate all students where these restrooms do accommodate all students I you know I think that federal title nine wall says the signs are irrelevant so are we just saying you know well we don't agree at that wall we're just going to put these outfit you know female goes into male restroom a staff member had better not solve them or they're in violation of federal law so
068why are we creating that confusion in the firt I mean to me that seems a little a little bit irrelevant you know or we could say suggested and you can do what you want anyway is what the sign should say I mean you know that the handbook would need to be very clear you can use any restroom that you want period in the day I think our our kids have a right to know what the title nine legislation says and and be able to use that if they want to and so you know based on that I think I think separate is really never equal you know that was Ben Carson's suggestion well let's just great transgender restroom and on the side of everything that bothers me a little bit a little bit of my
069core I think we need to do what we can to try to meet the needs of all of our students and and I don't like I don't like segregation in any way I think the comments of the board so far about making them as as transparent as possible this is wise and strong and I'm extremely supportive of that to the point where I'd say we may even want to look at that in that and in the restrooms that are that our public in an event space I and I'm one of five and I will I will certainly go along with the majority of the board and support whatever decision is made but I don't like and I don't think I can support making sex segregated restrooms where they are currently not that way but once
070again I have the utmost respect for all of you as colleagues and if the majority the board doesn't want to go that way obviously I will I will so forth that a hundred percent maybe just suggest one option we have there's a lot of good comments you know certainly around transparency around flexibility of design you know there's options for signage in the future that there are things that we can do now and design that we haven't really talked a little bit about the cost doesn't sound like going to be a big driver but you know if we probably want to check on some of that see what the options are so the next phase there'll be another approval from the board we could take back all the comments and continue on for meetings and bring
071back a design that I think is following I'm not sure exactly what we even vote on tonight I guess is why I'm getting hats if we were going in a very different direction from what the design is not oh I think the event sense well I mean I I do think that's that's just from a process standpoint you know adding a window or widening a door opening or or changing a stall design in my mind isn't changing you know what was essentially approved by the board last time that's sort of a discussion consensus to move this direction I think if we're taking a bathroom that is that is that is gender-neutral and splitting that in the binary I do think that that would that is different than what was on the floor plan specifically and
072I think think would need an action I mean we we approved floor plans that had sort of what we have now on you know in my opinion and and certainly you know we want to get the design right you know live with this as a as a community of district for a long time on the flip side I do believe if if we if we're going to change this and we're not able to decide that tonight that may need to happen before the November board meeting because the construction documents are supposed to November 19 yeah so you've got a lot of work that's our deal to get care so I guess looking at looking at our design firm what's that if there's if there's a significant change how we do this when when when do
073you need to have that by well I'll give the answer of what I would like to have it is if you deliberate tonight and then have a decision tomorrow if we can that would be my ideal but again I know it's a it's an important topic requires a lot of thought so even if we don't have the bathroom let's say a bathroom that's going to change minor minor changes and we don't have it in time for the November 19th we're likely going to be making hopefully minor changes based on bidders questions so we can always alter the documents at that time again unless it's a significant change it would take more time and then still get in my hands in Arkansas alfred construction manager at risk so they can provide the appropriate pricing as soon
074as possible so we still make well up yet let me ask that the walls are variant right to be able to open up in the Bell school so maybe let me ask my question in a different way is November 13 which is the next regular scheduled board meeting really too late the construction documents are to be done a few days after you know it really depends on the change because we have the windows and yeah there's a window but we have to dimension anyway to show it we have to provide details I mean there's it's not a lot of work but it's just little pieces and pieces and quite at the same time we're focusing on the big ideas like structural coordination of how we're tying into the high school mechanical systems that have to
075remain in place at the high school so it just takes our focus away from I won't say more important things but more complicated that we have to get all get done well so world you live yes yes but again if it's if it's the 13th you know we'll do our very best to get it done by the 19th but knowing that we have a window of time to to make it happen after the 19th and still get accurate places from seeing our construction manager well look I mean it is one of five board members I'm extremely comfortable with the design with the feedback that we've given today to continue to change those public restrooms and continue to make sure that those those hand-washing areas are as open as possible within the structure of the building
076and I think that fits within the design we've already approved and so because that's ultimately where I'm comfortable landing you know that that's that that's where we are today and I guess I look for for my colleagues on the board certainly if if that's not where we're all comfortable landing then I think we need to give that more time and maybe that's a special board meeting just on that topic in the next in the next week or two so that we're not pushing in the mid-november funds so I I don't want to I don't want to railroaders from not having the discussion that we may need and can we get the feedback and front views the bless you there was more feedback where we it suggested different changes to make it more open down in
077the commons area can we get that feedback yeah let me get you the answer on that tomorrow so making the men's and women's as open as the gender neutral ones yes yep and same same sex dance private yeah we're gonna move ahead in the catching any glass towards the Commons and Vegas there's last towards the Commons or maybe short boy social wall Wow yeah okay I mean I think I think we're all in agreement on all that stuff I mean you either can do that or you can write mean you not over simplifying and what I'm hearing is if you can do it can ya how does it now make the windows as large as possible really again not to oversimplify it but we're talking about use but we're talking about somewhat cider we get
078a foot on the room even though it's it's more complicated than that I realize and to Eric's point either design is better than any design that we have is an improvement through what we currently have both buildings that's what I had thank you thank you thank you thank you good luck with your decision I'm sorry I'm a little slow so I don't think we're making any changes we're all comfortable with what we suggested these are gonna let us note there's no load very well sore poles or I just wanna make sure I don't want to think I don't want a lot my I mean to me it's fine at Robert decides with students I think if we're doing that though that is a change we're gonna find a bathroom that would be a change in
079the design well I'm saying you don't even have to put the moma I'm saying it's okay that's just the design if the culture in our high school doesn't I want to do it just forget the wall and whatever just put on the upstairs for that you can find your downstairs floor I see what you're saying I don't know if it's that easy but I do think I don't I think once it goes in yeah but I think what mr. true it's asking is a real K right now look how it is we want a wall or not and we all are saying correct we are all okay yeah well almost as exciting in some restrooms as assessments help well if anyone could segue from restrooms to an assessment and great card report it would be
080the doctor dr. Jamie luster okay and if I understand tonight or basic we're talking about the assessments our students are doing and then at the next board meeting we're gonna do them both okay okay so I'm gonna be brief on this you are getting three handouts first is the assessment calendar that was requested that is annotated and compliance with the 2% rule in terms of assessments our students would be engaged in so we did the math and really this is a student by student case our students that would be closest to that 24 or 25 hours would be potentially like a junior that took the a CT and had three or four AP classes so we're not in any way shape or form near you know infringing upon that 2% rule but it did that
081provide that for you and so in a later time if you have further questions you'd like me to follow up I'm happy to do so I don't want to belabor the point you maced any time on this but if you have questions I'm happy to follow up with you [Applause] dr. Lessard do AP test count towards that rule because aren't they by choice they are but do they count under I've asked all the same people and I've got various answers to that equation would be at an elective choice it is they're taking a bunch of AP courses if you push yourself past the person I would think and the impetus of the utility investigator just really takes you more about the test required by the state of Ohio and you saw some changes with that
082in terms of the new graduation requirements which I'm going to talk about a little bit that's a great question and do we require students I can't remember where we're at right how do we require students to take the AP test at the end of the AP we do we do when we cover that cost each year for those students jimena all the 15 horses or just right now I think we had once and it took five one year so you would be in the ballpark of 15 and then they're exempt from the state test so they wouldn't even yes yes ma'am okay good evening I'd first like to take this opportunity to Ernest Lee think our Board of Education superintendent and members of our academic achievement team district certified and classified staff tours upon the
083shoulders of many but as this work has occurred that I will share with you tonight the mission and vision of the Grandview Heights Schools is to maximize and personalize every student's learning as a board of education you have continued to support this mission through your leadership so I earnestly thank you the success that we have and will continue to achieve is a direct reflection of the collaboration we commit to every day as an entire learning community within this district each one of us is required to wear many hats as we ensure that we fulfill our mission in doing what is best for our students the information that I share with you tonight is an overview of the metrics of the process that we engage in as part of our continuous improvement planning each year I
084have the esteemed privilege to tell our story and in truth as I prepared for the presentation for you tonight I found myself trying to create new language and to share with you something new beyond the data beyond the metrics and as I reflected I considered that perhaps like the truth our story our commitment to every student is enduring and it's tangible so I'll share with you the most recent information that we've garnered from college board in the Ohio Department of Education additionally I hope to provide context for these metrics numbers and amongst themselves are arbitrary symbols however when context is given to numbers value meaning and purpose can be derived so just as statistics are the story of numbers the goal of this presentation will be to provide context and background beyond the met and
085how these are used by the district I think tonight's a really great example I feel like our staff and the past year has been like the little engine that could we spend an hour 20 minutes talking about a really important topic but none of it was about teaching and learning and I want to thank you for your cognitive spiritual and physical energy and stamina that it takes to persevere through those kinds of topics and then recalibrate to the fundamental purpose of public and compulsory education so I first share with you some trends this is not no information you've seen this we've ascended to 18th in the state of Ohio 446 in the nation this summer we received our AP results you can see that we it's a little bit difficult but 337 tests were administered
08676% of those students received a 3 or higher so not only do we have the highest access we also the highest achievement meaning those students are receiving college credit this has given us the esteemed honor of AP Honor Roll for three separate occasions as you know most recently the Ohio to part of education published the state report card I provided for you a resource in addition with the powerpoints that is produced by a high department of education it's your up there last handout and I think this is important because as you know we've talked for many years this report card has changed dramatically and the metrics and the accountability that public schools are held to dramatically different so I share this with you and you can see that we are one of only 31 districts
087in the state of Ohio five percent garnering an A and achievement I did a little statistical research myself and I looked at the average grades for districts across the state from 2012 to does that look different 239 the average 239 districts across the state received an A I know what that is had to do it see is the new egg so when we talk about this great today going through an amazing year for our district but a challenging arduous year for our leaders for our staff or the community as a whole this matters we don't hang our hat on just this but when you look at the metrics and you dig in we are one of one of only 31 schools in the state receiving this honor when you look at the different metrics from
088achievement to our graduation rate to progress for each and every student in subgroups reminding ourselves that those C's are actually a year's worth of growth and those quintiles that are the hardest to move gap closing for students prepared for success that continues to increase we were 23 out of 24 educators passed an overall grade of a and one of the highest performance and Durex indexes in Central Ohio which again is a measure of how every student is progressing in particular I want to highlight our gift of indicator some of our grade levels 50 percent of our students are identified either through achievement cognitively or creatively and sometimes all three five years ago I couldn't have told you that we identified kids and serve them now we can and we met that indicator I couldn't have
089told you that our students were achieving a year's worth of growth in this group we didn't hit the gifted performance index because that's a 117 our district on a 1.6 one sixteen point seven I talked about that real quick and just I once again I I don't mean this to make excuses in any sort of way but but and without getting into details I mean obviously we're excited our growth but we we tend to look at you know where it said not met and you know how it gets scores so if every single kid in the district gets an advanced score they get a one point two per kid and you multiply the hundred percent times one point two that's where the hundred and twenty performance index score comes from and so essentially it looks
090like one or maybe two kids identified as gifted in the district scored limited and that's why that indicator wasn't met and so when you think about you know your own kids that means zero kids can have a headache see your own kids can frankly maybe not care about the test because it doesn't directly affect them and so I'm not making an excuse but the fact that the performance index with our gifted population is one 16.7 and when you really dig in here sixty percent of our kids were advanced twenty-two percent were accelerated six point nine percent per proficient so basically a total of 0.8 percent of our gifted kids weren't proficient and I mean that's I don't really do the math and you know but I mean you're talking about and these are kids that
091are taking multiple tests by the way on one test you know if they're a fifth grader and eight they're they're taking three tests on one test so this is number of tests like we're really talking about it and I don't I don't think it's fair to put the pressure on those kids but I do know that internally you know you can look at those kids math data and you can look at those kids classroom assessment data to say is this a trend reside test a and that's what these guys are doing and so yeah is it a shame it says not met yeah then I look at that right away to see what that meant yeah and I have zero heartburn about that I mean it would be nice to say we met it to
092say we met it but when you really look at it I don't mean to take your thunder away but you know it's coming from you it'll sound like an excuse I'm in a unit it's really not when you look at what the standard and so you know if you go to this page on the website and click at the top where it says performing index you can see that percent by grade level and so it's it's really it's really remarkable how well our gifted kids are doing and how kind of asinine it is that the pressure would be so intense that if one kid has a bad testing day on one of their three tests your districts not going to hit anything so I preserve this because I want to give you a sense of
093you know we look at this information and remember that it's postmortem it's presented to us after these students have assured to the next grade level those are the new phones sorry we've had phonies Lemony what are you gonna get but that's exactly right so this information and the reporter comes out in September but we get this data in July and our teachers are ready to look at it to see if we can see any trends with either the content item analysis actual students to drill down from last year and then they're ready to recalibrate and start talking about this year's group of students so our process doesn't change the analysis and the way we look at this information you know in our mantra is this if we're focused on the right things the mission of
094personalizing and maximizing student learning the outcome will follow right and that's just good practice you know folks don't get on fortune 500 company lists because they're focused on getting on the list they're immersed in the processes and the people in the organization so again I bring us back to our continuous improvement planning process and we did this all summer so we look at this state how we you know ask ourselves these essential questions of where we are where we're headed where will we be and ultimately to how are we going to provide that evidence to you as a board of education through our teaching and learning reports each month and those are our evidence pieces of evidence and actionable steps towards achieving our goals and again we keep on our radar that we want these
095to be aspirational you want them to be purposeful we also want them to be attainable because we know that it matters you know goal can be set on paper but if you're doing nothing towards achieving it efficacy is not there again and I think that you hit this on the head that end in mind is more than a test score and we talked about this last year you know sometimes that child needs a band-aid or a hug or needs to you know have breakfast before they walk through our doors so for us the learning attributes and relationships are the absolute most important but what we don't ever want to do is make those competing interests with the students success there are cultures that love kids and mediocrity and we don't want that we want our
096kids to be well and we want to support the whole child but we also want to give them the tools that they need to succeed and compete beyond Grand View if that's their choice and that's our job as an institution so our annual objectives have posted here you can read them you've seen them but again we're asking ourselves this question is our curriculum viable and our kids being stretched when we look at demographics of kiddos being identified fifty percent of them being identified as gifted State Standards really meeting their needs or do we need to think about depth of knowledge and how we're asking students to apply and giving them more choice and ownership in their options the other piece too is we look at that personalized instruction an asynchronous time thinking about what that
097can look like in terms of students ownership and autonomy so we'll continue to work on both of and you'll see evidence of those actionable steps as a part of our board reports each month to you lastly I just wanted to talk about this because I think that it is important and I think it's a first step in moving towards what we know as best practices in terms of our graduates you've seen a lot of information come out about the graduation requirements changing things like global languages now being accepted as a credit for computer programming computer coding is now a global language you're seeing opportunity for students to recognize the capstone experience is a viable and important part of their culture their high school experience evidence in terms of portfolios and partnerships with organizations I had
098the opportunity to speak to the Chamber of Commerce last month and talked about the forging those partnerships so students will have more access to the capstone and workplace experience so what I would say is you know where we are right now that personalization and maximization is the forefront of our planning at the high school we're continuing to have those conversations in our elementary and middle school and I would say that the metrics that we have now and we're processing and analyzing the same that we have to say we have each year is a part of our continuous improvement planning process do you have any questions for me yes mr. booty bluster so just tell me a little bit more about the capstone sort of is this a one-off bigger so state of Ohio has endorsed
099that says one of the ways that you can fulfill graduation requirement which is great because it gives students more opportunity and quite frankly it's moving away from a tested requirement or having to pass a test to be able to demonstrate competency in high school for us we have an explorer program where students have a capstone and we have I think Rob how many independent studies that we have happening with teachers right now like 47 actually between independent study and credit flex so our goal is to create a viable and more accessible capstone experience that would allow students to start to really think about what they're passionate about what they're interested in we do have those programs now but this would be looking at creating more consistency and access for all students and at a younger
100age in Middlesboro so capstone doesn't necessarily it doesn't mean you wait until your senior year capstone experience so that you have opportunities to make connections with what's happening in your classroom and potential careers of choice which is why I'm quiet what the capstone type stuff have there been any discussions of moving to the sealed by literacy for our world languages there's going to be with the shifted graduation there's going to be acceptances of seals yeah sure actually can so one of the options is to that students in order to do I think in a select two seals as a graduation requirement so one is biology one a citizenship one is global languages yes and just and so a lot of those are tied to a state test and so when we attended a couple of
101the sessions provided by a Hydra medication we asked a lot of questions and they didn't have a lot of robust answers at this time and what I would say is that in terms of our demographic it's less about whether they get a seal or two it's more about they're going to get all the seals so what does that mean in terms of what's on their diploma additionally to as you know that now we do not have to administer the English language arts assessment for to our freshmen but we didn't get any answers to how that was going to be impacting the state report card and that particular metric so at this time our assessment calendar is our assessment calendar until we have better information about how that's going to impact teacher value-added in the state
102report card but more to come on that so yeah there's definitely what I would say the positive is there's more flexibility for students that potentially would have had a hard time meeting graduation requirements with capstone and the ability to use different talents or skills to get seals for us like I said our demographic is dramatically different than some of the scenarios so it's really less about them getting the bare minimum or two and we're about how do we create something that is reflective of what our students have achieved within this new system you're going to roll out I wanna I'm calling it the seal program that might not be the correct term because their ships do they know when they're putting this into effect I read a resource that was put out yesterday and it
103was basically said more to come so yeah oh and if I get something else our little theatres there about 12 hours of testing I didn't add up like each grade level so we're not on the map because third grades yeah - yeah one is because they have the fall they reading and then they s and then math and the spring and it's well if thats still way under than twenty-five great so except you notice not that one can I speak to map to really get one of the reasons that we utilize map is it really does mean a lot of their requirements in terms of Diagnostics for the state so not only is it something that we use to guide our instructional practice but it's also an identifier that we use formatively for gifted so
104we're strategic and using math that we don't have to deliver multiple assessments right the thing that I want to say do you use math testing but it's a lot of times with initiatives and things like people bring something new in and then don't let something go if you're holding on to map it's because it serves a purpose so I think that's good but it's also I'm not seeing start testing I'm not seeing I can't even remember all the acronyms and I speak you but I've seen two major ones and I look at four great one obvious reason but then it's also that's a big put a lot of stress on our third graders not not we we gonna state of Ohio we so it's with that and these are like a panicky kid decides a
105seventeen eighteen year old student decides to take a three-hour test that's one thing it's another thing what we're doing it to an eight-year-old back say we're doing but that was one that I think it's good this is good how much practice testing is going on but it's good to know that no matter what unless a teacher and I don't know any teacher that would willing subjective isn't gonna be over the threshold no I would speak to that I think one of the things that we do like about map as it does emulate the performance-based tasks required of online assessments so very little is done and actually the students are used to it kind of quite frankly they help us problem-solve because this is their new norm for us the paper pencil test felt easier to
106manipulate and handle and baby our teachers rolled out the online testing last year so really it's less about anything in terms of teaches at the test more about the data analysis that we do and then are there performance-based tasks that we can emulate because a lot of times as you know not the content the child doesn't understand if the stamina or the procedure or the multiple steps and so if we can emulate some of that and their performance based tasks that they're already doing in class it just gives them exposure to some of that tier 2 language or some of the requirements of those tasks and builds agility he does not he's getting like one day I'm dying to get baptized he's like yeah it's gonna be great it's a do Peter I'll be fine
107I'm like you but with how the teachers have executed it under the leadership and the students don't feel the burden of having to pass a test and I you cannot there's there's not a big enough thank you that can be given to the staff for that because it's something that they have a lot of burdens in life testing is not one that I feel our students feel I mean later in the high schools they do but I think that's more just AP and I want to get a good score and I want to get into Harvard and all that stuff but our kids don't feel that academic stress that I know students in other districts do I want to say thank you I think that and I appreciate that in fact and I just I
108have to because I wouldn't be me if I didn't but I think that that's really one of the reasons I showed you this because there are really good things happening in a lot of districts that are getting sees a lot of really good things happening in districts that are getting B's and what we don't want is a teacher ever afraid to take a risk because of this great for a child making a decision about what they're capable of because they get a certain score on any one of these assessments and that's our responsibility to build a culture of support around that but this is inherently the metric and the accountability system that we have to equip them to be able to handle and to be resilient and our teachers too because I could be here
109next year we might be at a B but our process will be to continue to personalize and maximize for students and if we stay true to that then the outcome should be as it is now we are at Abbey it's not that our students aren't learning that's going to be fine I'm going to say that something happened outside of our control someone decided to change a cut score 25 points someone decided our students are learning and I think that are the culture of learning is fantastic here we finally I don't know how to say it like I think the score caught up with what we've been doing I don't know if that makes sense but I like someone Grandview guy today I'm like of course we did we do amazing things it's just everything caught
110up to where we were at it process was thicker the student learning was there and I would say the number one affects I said that research would support there are two in the first is highly effective instruction from high quality teachers and we have anomalies in this district we have high school teachers that gladly have seven preps and see kids at lunch and give them their cell phone and through them for organic chemistry when they're in college and we have teachers that look at this data in the summer and want to help their students and take their work home with them the other piece is you know we have to have strong leadership and our buildings and leading here is hard you know maintaining the integrity of an a heart it's a different leadership than
111transformational when you're at a dear and half folks and it's harder to find good fit Grandview is a great place for some people but you have to have a depth like this and you have to have a depth like this so I just share that with you because I think that is important and I think that as champions for public education we have to be able to articulate this and also I present it to our middle school staff yesterday I said can you just show of hands how many of you were a tested area and about a third of the hands went up now put your hands down now the rest of you that teach other things put your hands up and the other 70% went up so remember this is just one slice of
112all that we do for these kids so thank you I admit to only be it's indirect I lost the bet I'm sorry I did that I made it happen and again I'm glad I could talk about this ad nauseam with any of you so I appreciate your time and your patience so Jamie before you go I just wanted to say you know this is remarkable it is I think importantly but one yardstick or measurement of all that we do I know we believe that it is important to equip our students to in order to enable them to realize their full potential on this assessment and I think this demonstrates that I think importantly and you said it in your presentation not only is this a celebration we have so much else to celebrate I also
113just want to take an opportunity to acknowledge your leadership and the work that you've done the last five years in the role that you're in and I think it also fair to say you know but for your work your leadership your academic press with teachers parents the board students we would not be where we are so I thank you for all of the years of work and the five-year journey that we've been on and this is a culmination of certainly the collective efficacy of us and the unity of purpose and focus that we've all had in the support of the board but it is a real celebration there's a lot here to be proud of and you are inseparable from that so I thank you [Applause] [Laughter] have a motion to approve the minutes from
114the special meeting and regular meeting on September a lot of 2019 any discussion we have the building and Department reports provided to us any questions or comments on those reports from the board at this time thank you for those reference yes so your treasury reports are in a separate folder in front of each of you and have included an executive summary again these are our September reports a couple highlights there is one new report I've included in the list at the top and that is our permit improvement budget so we'll talk about that here in just a moment a couple highlights to point out our interest earnings for September 30 thousand seven hundred fifty eight dollars and 74 cents in our general fund and sixty thousand two hundred one dollars and eighty four cents in
115our construction fund which is fabulous one thing to keep in mind about that construction fund is we are investing funds in investments with different maturities and so there will be some months that are significantly higher than other months because of when those securities mature and when we realize those interest earnings so that one will be a little less consistent than what our general fund interest revenue is so a couple things about our September our budget actual year-to-date report you know our major revenue sources of course our taxes the property tax allocation which is a state reimbursement and then grand you yard those are all three semiannual settlements and and we are where we expect to be with all three of those based on on that fact the state funding is the restricted grants line item
116and that's monthly again that that state funding is flat we do not expect an increase we do get a little bit of Student Success and wellness funds those are not accounted for in our general fund we are required to report those in a separate fund and you'll see a recommendation on our agenda to approve that fund as well expenditures salaries benefits you know are very predictable based on our staffing based on our negotiated agreements the supplies in capital outlay typically are a little bit higher investment at the beginning of the fiscal year but you know as school is getting started before school starts and then the other thing to point out is that you know I think I've mentioned this before we did get a 2% annual premium rebate on our July insurance premiums so
117so proportionately our insurance premiums are a little bit lower because of that big reduction specific to our July payment so just I want to point out a couple other things just going through the reports real quick so the second page is our cash reconciliation of course as a September 30th you know our overall fund balance again at the end of the month is the seventy three million six hundred ninety six thousand one hundred fifty five dollars and forty six cents at the very bottom there so you know of course the the big chunk of that money is our construction fund I'm not going to spend too much time on that I just pointed out some of the highlights already on the general fund reports the I still have the Grandview yard comparison there's no change
118from last month because that's only a two you know two annual settlements so that that is no different I will keep that in there though so that we can always have that for reference so the the next page is the construction fund activity and I've added in September so you can see the interest revenue that I pointed out a minute ago that's 60,000 you can see at the top we paid a little bit more of our a little bit more soft costs our owners rep fees for the month of September and then we do have an architectural services invoice that's due on the 13th that I'll be paying here in the next couple days so that'll be our next big bill and that is actually for August services so those are built just a little
119bit behind but that gives you a little bit of perspective in terms of where we are you know spending those those planning costs you know of course we haven't spent anything out of our construction budget yet and then the only other line item there are some of those custodial and investment advisory fees for meter and for u.s. bank for those those investments that we have so that's just kind of a recap of the construction firm which you know again is a new fund the following page is the activity of that construction fund you can just see it straight off of our accounting system so that supports that that summarized worksheet that I just went over and then the same same report for our permanent improvement fund the new report that I've included is the following
120page you can see it says 2019 2020 preliminary budget for RPI fund Melissa Eric Earth I'm sorry yeah Melissa Eric Andy and I met a couple weeks ago as a finance committee and we did this was one of many several things that we talked about but just as a preliminary kind of a roadmap for where we you know how we intend to use that p.i fund for the upcoming year so that gives you a little bit of an idea in this recommendation that we did take to our Finance Committee it came as a result of you know some work that and II myself Brett Bradley Chris dice technology Brad rotini in athletics got together and kind of prioritized the priorities so that the the lift started much longer as you can imagine and we kind
121of whittled it down to what some of the most important things are and two of the big things I will point out in here under facilities are a couple projects that that we are doing kind of in conjunction with the the whole facility project and to kind of prepare for that facility project one is the the high school roof addressing some issues with that and now and then removing some of those boilers out of the high school so these numbers are I mean they're kind of preliminary estimates at this point we are working with Doug Addis our owners rep to actually I think we've had a roofing company in here just in the last few days or so to kind of get a handle on what that looks like so so you know these numbers
122are going to change but this is kind of our you know our overview of what we're looking at for this year so that the cash balance it's a net P I fund you know we still have some outstanding projects that we are still yet to pay for you know from the summer so there is a balance but there is a significant amount of purchase orders that we're still paying on so what we have budgeted is you know roughly equal to what our annual allocation is and that's where that's essentially where we stand with that so we did use most of our dollars from last year on last year projects so that's all I really have that I kind of wanted to point out the rest of the reports are included there if you have questions
123just want to say thanks for the executive summary it used to develop and to the point and first you want to review yes yes so you should each have a copy of that five-year forecast affirmative as well so the forecast was was one other thing that that we met and reviewed and a little bit more detail as the Finance Committee I have put together a single page sheet you know one of the things that that I think is it's always a good first step in looking at our five-year forecast anytime we update that is put it side by side next to our last forecast that was done six months ago and what you know what really has changed so a couple so really not a whole lot has changed since the spring of last year
124and I did that one a little bit early because we were preparing for our bond rating with standard or with SNP global and so we wanted that forecast out a little bit ahead of time in preparation for that that meeting with them but anyway fast forwarding to now that there is not a whole lot that's changed that the the biggest change in this forecast are the numbers that pertain to the Grandview yard and the money that we're using from Grandview yard to help offset our bond levy so we hired Baker Tilly which was formerly um ball and Associates to develop detailed projections for the Grandview yard properties even including all of that new proposed south of Goodale development and that report was not done until I think it was towards the end of June so
125when I had done that forecast in I believe it was April I had some preliminary numbers but I did not you know they they were not done so the biggest thing that has changed on this forecast two things the Grandview yard revenue projections which is line 1.055 and that is just strictly there were new 45% that we get from that that new calculation and then the the transfer out to debt service so I the there's two transfers outline I I wanted to separate that one because it's so significant from the other transfers and that's basically the smaller number we basically subsidized a couple other funds some school fees and food service fund but I wanted to separate out that that amount of Grandview yard money that we use for that new bond levy so those
126numbers were the other piece of that that were not finalized until we issued our bonds which were in June as well so we were going off some early estimates and so those are the two biggest pieces that have changed I did put together this single page summary that kind of highlights you know what so for example salaries are about sixty six thousand dollars difference you know out of almost 12 million compared to last spring so there's not much difference overall here a couple things to to kind of point out you know a couple I think the probably two of the more important lines on this forecast if you look at line 7.02 our overall cash balance at the end of the year and then correspondingly our unreserved cash balance at the end of the year
127you know it's a it is a really big celebration if you look at this forecast five years out not only do we have a positive cash balance of about you know three point seven million but we have a positive unreserved cash balance of about 1.6 million and that's after setting aside you know well over a million dollars a year to help offset that bond levy to our residents and we still have a cash balance in your you know positive balance in your fives so that you know overall this is a very very positive story to tell financially so one other line I would point out line 6.01 that that is basically showing you know are we bringing in more than we're spending or are we spending more than we're bringing in and for a school
128district there's a you know we've talked about levy cycles and early and a levy cycle generally you're bringing in more than what you're spending gradually that's going to kind of shift and I will say the further out in a five-year forecast that you look at that number the the you know to using somewhat conservative projection assumptions and models that generally shifts a little bit as we get closer so so what I would say is five years out it's going to be a little bit more conservative where it's got generally going to show that we're spending more than what we're bringing in in my experience as we get a little bit you know every year as we get closer to that year that gets a little bit you know as we kind of fine-tune some of
129those things and we get closer that number generally gets a little bit more favorable but we do expect in the normal course of a levy cycle that that that that's that's what happens so just a couple individual line items just want to point out real quick our property taxes you can see the estimates the very first line there one thing I do want to say is that the projections that I use are the development that is in place and on the tax roll now so you know there are a couple developments in the pipeline including Grand View Crossing including south of Goodell and grand new yard the those build-outs those developments are not reflected in our projections yet because it's still too early to know what that's going to be and when those are going
130to come on so I say that just to give you a little bit of context a little bit of perspective on you know the assumptions that I'm using as those developments occur we will be generating additional revenue from this that is that is pretty much you know our state funding is flat we've talked about that we're on the guarantee we that's that's been this the same situation for a number of years so that revenue source you can see is flat and again our grand new yard numbers come directly from the the projection report that that Baker Tilley does and they will be updating that each year so we will closely monitor as as that those updates are made each year so overall you know we were in a we're very fortunate to be in a
131good financial position and and you know I think this this tells that stories so any questions any specific questions on it so the the forecast is actually not due until November 30th now and that's that was a law change last year because so many districts are on the ballot the first week of November that the previous deadline was October 31st so you know it's so last year we were on the ballot we had to file by October 31st but then a week later yeah it all changed so so you know it makes a whole lot more sense now that that deadline is November 30th I went ahead and did it early because obviously we're not on the ballot so I'll be filing it soon we'll be putting it on our website the deadline technically is
132in December as it is on the sheet or there's some of the lines that you don't file right because that's a great format that's a great question Melissa and and I forgot to mention that so the forecast that I do there are a couple things that I split out in greater detail for you all to see and quite frankly on our website I will put this version I am required to combine that Grandview yard TIF revenue into that all other revenue line item what I file it with the state and then those transfers out will have to be combined into one as well the whole the whole Grandview yard thing is such a a large component of our financial operations and the board has asked me in previous years to to show that breakout and
133I think that that makes sense to do that so so yes Melissa to your point those two revenues will be combined transfers will be combined and the other thing that I have broken out is the TPP the tangible personal property reimbursement that has been phased out now but when we were getting it I broke that out from property tax allocation because that was fairly significant for our district as well and I think helpful to see that breakdown so I I have a star next to one point oh four or five 1.055 those are both lines that get combined and then the transfers at the bottom get combined so great question thank you between your free time if you're trying to find the official version online it'll look a little bit different yeah any other questions
134for vets have a motion to approve the September 2019 financial reports and September 2019 bills discussion that mr. Boddy mrs. Brandon hi this is parmigiana aye mr. Truitt hi miss wasp all right page to take the recess before the next two hours committee reports I think core team can be very short and simple obviously we had a lot of that discussion today other components we're talking about is just continue to work to stay on time and on budget some discussion about some storage building that that fits within our scope area is there anything else we need to add at this point still monitoring what we need to do in the city right street active right now perfect Finance Committee any additions besides reports as I mentioned most of what we had we've had a little
135bit of activity around property valuation appeals back and forth and then with evaluation and special consideration of tax for the property in marble class on Fifth Avenue that's ongoing as why have it and some follow-up from Beth attends what is called the tax incentive review committee we're following up with the city on some past agreements that are in place to make sure that we're getting the benefit of those agreements I believe everything else you covered during the financial report we have another meeting scheduled toward the beginning of November policy no reporter we met but when we talked about it the November working teaching a runner no report communications the district quarterly newsletter dropped should have hit every residence mailbox and miss Collier is in the final stages of working collaboratively with their communications team of
136our next financial prospectus which will also hit every mailbox and I'll be sharing a draft of that I'm hailey head is working with me to finalize some design layout type pieces to that and then I'll share a draft with you guys wellness will I start talking around here the next meeting is coming right up but Rihanna Parkinson's Foundation so sorry you do everything I wanted to talk about start talking I'm sorry enough um I just wanted to mention again that not our kids not in Grand View is a panel discussion about substance misuse November 14th 6:30 p.m. at the Grandview Heights library it's a panel discussion with Judge Stephen met Mackintosh she does the drug court dr. Sarah McIntosh is a psychiatrist and it has worked in this area and Katie Clifford who's a lawyer
137also Grandview person who works with colleges anyway it should be really and and also Louis ESIC who is a LM Knight from Grand View and wants to share his story with our community of recovery and it should be really encouraging and supportive you know not like a scared straight thing or anything just really informative and I encourage everybody to go go ahead sorry the Education Foundation I couldn't make it did you go yes so mark your calendars February 22nd at the Greek Orthodox Church Stephanie Stein was hired by the board to help coordinate this year's gala a nomination thorny what's that the foundation foundation board yes they also approved a six thousand dollar grant for hands of gratitude Kelly Ward will be leaving the board in December and they're taking recommendations and names of people
138that would be excellent foundation board members I know a couple board members lots of free time comes ginger OS ba I see we have our complex guys here city I think we covered most of things with the city when we're talking about finances but on September 25th one of the greater events have gotten to attend since I've been on the board as the Board of Education the superintendent nominated mayor Rita Gras for a friend of public education award and he got that award at the height of School Board Association Central Region Fall Meeting and a few of us attended with him and it was a great event and due to his support over the last couple years and primarily getting our than Granby yard agreement renegotiated he was a key player in that so that
139was a really exciting event to attend and you know his support goes goes so back historically I think he told us this story I think is his first time we have had this right just this first all right yeah well it's like this and he said his first public activity and Grand View was I think you both said 1977 distributing flyers for a school levy then how I felt his career public service career had come full circle with getting a friend of public education award so that was really excited he was really humbled and really excited about the award it was a great night Superintendent report mr. Kaul so I distributed copies I'm gonna go real quick very proud of our state report card results congratulations - Calvin Horning Charlie Ferguson Liz McDermott Josh Romer
140for being a National Merit Scholars who finalists this Friday night's game is home football game against Liberty Union special thanks to Steve hedge for coordinating a really wonderful night with Gregory Charles who is truly brilliant in every way musically intellectually and it was really really remarkable again this year special thanks to Chris dice Jaime lusher mark alter Jessica fields for coordinating with WSU and the martha holding Jennings foundation we are again going to be part of the WOSU best practice video vignettes I hope you've had an opportunity to review what Grand View did win last WSU us about best practices they those videos are outstanding and a real celebration and we are a part of that again so that's it any questions Randy all right this is a finance guy the motion for Business and
141Finance a 1 to 8 so move and I'll note that that does include the five-year forecast as presented any other questions or discussions definitely special thanks I probably would I'm guessing many of you in the room don't know butch nolan butch was a 1959 graduate of Grandview High Schools and a huge supporter of our district and he recently passed away his wife Linda as part of his celebration of life has asked that all checks in lieu of flowers be donated to graduate schools spent especially earmarked for our facility planning project so kind of a just a really well in my humble opinion a neat way to give back and pay it forward so I wanted to point that out thank you I appreciate that any other questions our discussion got your ball roll yeah mr.
142Boddy but mrs. Brennan I mrs. Palmer Shana aye mr. Truitt all right miss hua Smith I a personnel kind of motion groupie personnel 1 through 14 so much second any questions or discussion from the board but mr. Boddy mrs. Brandon hi mrs. parmigiano i mr. Truitt miss wasman hi kind of motion tour see one and two field trip and co-curricular activity or volunteers summit discussion or questions from the board yeah mr. Boddy mrs. Brandon oh this is palma Shana aye mr. Truitt I miss pasa hi any other items from the discussion from the board I do and I know this has been a super marathon of a meeting but I think they're all kind of like that now consider changing some of the language that we have in it just this week there was argument
143before the US Supreme Court and there's a big debate whether should be legislative or should be the judicial ruling on how to interpret title 7 but as a school board we have the ability to change our policy and so I don't have it because I did this really quickly before I left work I don't have it written out for everyone so if we can make this a first reading I want to propose to our non-discrimination policy which is AC to our equal educational opportunities policy which is JB and our Equal Opportunity Employment policy which is GBA that instead of it saying sex and including sexual preference we remove the text that says including sexual preference add sexual orientation gender expression or identity and then everything else would remain the same and it's basically the same
144change throughout those three policies as a policy Acey just easy nicer there's three AC which is non discrimination then JB which is equal educational opportunities and then G B a is equal opportunity employment and basically the non-discrimination policies the same listing race color national origin ancestry citizenship status religion economics s age disability military status is carried through those three policies so for executive a CI was like I was like there's no letter no it's just a see yeah and at the next meeting I will have like we usually have I'll have the text showing the strikethrough and the suggested addition so if we consider that at first reading yep well that's a quick question the wording that you're suggesting yes I come from something it come it's just it's standard policy language it's not from
145Ohio State law because we don't recognize sexual orientation in Ohio according to our current legislature and it's not written in title 7 which is the federal law but it's commented it's the policy where I work and if you google discrimination policies it's recommended language currently you'll see it in other states that have policies that protect beyond just sex sexual orientation gender identity and gender expression or common characteristics that are protected and not discrimination policies so procedural I think is absolutely in cows at first read and then abort can consider this next time as far as discussion on the first read of this policy you know what we're doing is essentially taking our existing policy and making it more inclusive and I a fan of that Melissa appreciate you bringing that to the board as a
146as a meaningful an actual policy change for more any other discussion from the board all right executive session I do believe that we do have one quick topic to discuss an executive session I could have a motion to go into executive session under the first consider appointment employment is this elicit emotion and emotion compensation of an employee mr. Boddy mrs. Brandon act mrs. parmesano I mr. Truitt miss Watson [Music]
