00123rd regular school board meeting for West Lake City Schools. Roll call >> here. >> Lamb Ron Newton here. >> Correct. Present. >> Please rise for the >> pledge of allegiance to the flag. United States of Americ schools. We educate for excellence, empowering all students to achieve their educational goals, direct their lives, and contribute to society. And the vision statement is West Lake City School District will provide a dynamic student- centered learning environment. Our district will be characterized by high achievement, actively engaged learners, mutual respect, shared knowledge, pursuit of new skills and capabilities, collaborative learning, willingness to take action, attain commitment to datadriven continuous improvement toward planning process, and tangible result. We have a wonderful crowd on this cold and slightly snowy evening. Thank you all for coming out tonight. >> Is there a motion to

002approve the agenda? >> So move second. >> Any discussion? Roll call. >> Craft. >> Yes. >> Brown. >> Yes. >> Lamb. Yes. >> Yes. >> Motion carries. >> And I'm going to go ahead and toss it over to you Dr. for recognition and informative reports. >> Yes. We are uh starting off this evening with a report from middle school. And as um Mrs. Pernot was reading our mission and our vision, when we talk about our strategic plan, a lot of times for us sitting in a board meeting, it's a document. And however, for those inside our school buildings, it's an actual activity. And what you'll see tonight uh when we're talking about our project lead the way programs that were opened up in the middle school is uh something that stemmed vision and our mission

003as we are looking to expand these opportunities not only into the middle school but we pushed it into um the intermediate school as well and next year we'll be opening up some of it in our elementary school. So, we're really excited to see something that came into a strategic plan as a goal turn into reality. And in saying that, I would like to introduce middle school principal, Miss Britney Meta. And she will introduce her team. >> Good evening. Thank you for having us. Um Britney Meta, principal at Le Middle School and I've brought uh both our Project Lead the Way teachers and some students that have been in each of their respective classes to kind of share really that student centered approach that we really focus on. The kids have brought products in Project Lead

004the Way classes and I'm going to let them with their teachers really kind of turn it over and show you what they did. So if you guys want to come on up and share what project lead is, we have a presentation for you guys. presentation. >> Yep. >> I have Mr. Kipro who teaches our automation and robotics project lead class and then this is Mag Sterbin who teaches our app creators project lead class. >> All right. Good afternoon or evening. Uh Mr. Primos. I'm the uh seventh grade robotics and automation uh uh project lead the way teacher. Uh Mr. Urban I know she's here too creators. Um can you get the next slide please? Oh I'm going to talk about lead the way is um lead the way is STEM class. Both of our classes

005are STEM classes familiar with STEM uh system science technology engineering and math. I would say my class focuses mostly on the technology and the engineering portion of it. Um what's really really cool about my class uh is it connects a lot of what you know you see in the world like what a a person would do in that job such as you know a software engineer or a mechanical engineer and bring it to life in my classroom which is really really cool really really fun to do uh and again it's a it's a program that you know I I went and saw this class a few different different schools and uh what's really cool about lead the way is you can make it your own so I'm in the process of doing that myself when

006I hit the next class. Um class is more than just like hey we're going to build some robots. Um if it's if you guys remember the um back in the day the um erector sets. So my class was basically erector set with uh with gears and uh and motors and it's really really fun um for the kids too not me. uh for example we get I get to teach uh like uh what's really cool about the class is it's really scaff scaffold in the way that uh I teach them an idea or a concept and from that idea and a concept you know we we walk them through that and then the projects and the challenges in the class and then at the end of every unit there's a there's a big challenge to do

007and it's really fun because it's really really open-ended and uh it's really cool seeing what the kids come up with and the different project that and ideas and concepts I'm like, I've never thought of it that way. And it's just it's really cool to see kids think outside the box and challenge them like that. Um there are competitions um in project leads the way or doing the robotics we use. That's something I'm looking uh to get into eventually, but um I got a lot going on right now. So down the go ahead and hit next slide, please. So again, I kind of talk about the purpose of the class. Uh it's really the energy engineering class too is I teach about you know um it's 12 you know real world ideas real world uh concept

008here's an issue choose your stuff pick the problem um and again uh these kids could vouch for this I would say four to five days in the class they they're in there they're building they're testing they're uh you know coding doing something like that we're hands-on every single day they're learning concepts and they're applying them and again because of that It encourages problem solving and innovation. Um, a lot of times they work with partners. A lot of times, hey, here's the problem. How are you guys going to solve it? How you guys work together? How are you guys going to divide and conquer? And kids struggle with that. But, um, at the end they always seem to find uh success. Um, and again, what's really cool is it always connected different pathways, different um careers,

009um, different ways that, you know, you could take what we're doing in my class and you could get a job doing that. But that's really, really cool. Then on the next slide here, um you can see a student uh currently they they built, you know, we go through the engineering design process and here's their their drawing of what they were going to build. They did a cat from unit one. They were going to build a cat toy and this is how they designed it and they drew and you can see the label of pieces of parts and then uh I apologize the the video is not the best. If you hit the next slide, you can see the video then hopefully will work out. This was my concern. Uh here we go. It's not the

010best video, but you can see you can see going back and forth. I didn't what they actually built is pretty amazing. I mean, it literally came to life from what what they saw. Um, these two young men, uh, Dylan and and Riper. Um, they built, right, uh, a roller coaster. Go ahead, next slide. Um, and that's the code for, but I know RER is going to talk. So, what's really, really cool unit, uh, they have, uh, they get something to build. You can see here they built a roller coaster. I think um Riker here talk about the the build process. Then they talk about the coding. But uh at the end of each unit there's a wide open uh project with the kids get to pick one of those things and they have to build

011and the requirements want to see that we kind of do here. again the end of unit two stuff that these kids come up with. I know I will let Roger take over right now and talk about what what um probably the design of the roller coaster they built the first one uh then there certain uh um you know requirement that they have to hit in building the record you want to go ahead and tell them about what you build here and and the process of that building >> the unit we took we made a gear and then this gear can chain that we eventually led us to the giant we made this roller coaster the parts from the back. This will start going up and down as an amusement ride itself will go up a

012fun entertainment to the kids. Um, class was a lot of fun. I'd say that was a really good teacher made every every day a lot of fun and very challenged about. >> Yeah. So again, like this is a really fun class. So basically you start and you make the code. Like when the code starts there's a loop that goes on forever. So motor will spin and then the yellow this right there you see the code and then it goes for 4 seconds and it'll stop the code. I dropped one thing I failed to mention was what's really cool about the products is we we keep them using the back code program here. You can see all the different, you know, different there's million things you could code with this. So what I really like the

013end project is, hey, here's your build. Now figure out the code. There isn't like I'm not, you know, open the back of the book and look at the the answer for number three. Like it's like, hey, we got to figure this out. So the kids have to code it themselves. They have to figure it out and a lot of trial and error. Really loving this. You don't see a whole lot of that up until this point. And you know, if it didn't work, what can we do to fix that? So it's really really cool. uh especially watching them, you know, and then stop and notice you never get the code that really cool. Dylan, do you want to go ahead and film? So, go ahead and turn it on. So, you'll see here um the

014yellow this acts as a rider and they go past here. service cost. You see when it goes past the sensor, it's going to pop up there. They built co voted this. It was all their ideas that prove it out. And again, this is did this within nine weeks. So, one project. Thanks. Anything else you guys want to fix is not perfect. There's always that one. Oh. But I think that's it for me. Unless you guys have any questions for Riker or Dylan any questions at the end. All right. I'm gonna move this. So, by the way, there's also the vector kids right there. It's pretty cool. They got a ton of stuff in it. Go ahead. >> For those of you who don't know me, my name is Mike Corbin and I teach 8th grade

015project lead the way and our class is at creators. So our class is also a hands-on class really focused on computer science technology. Basically our core concepts are computer science and computational thinking. We really focus people more time than we would like and we are learning how to use coding to make so the classroom really scaffolded. We start basically by just learning about how to code. We follow a lot of directions and get through some basics. Then we learn how to use the MIT app and program is a great program for blocking which helps kids figure out all sorts of design, how to code procedure, how to code loop, how to use data. Um, and we are given starter code that then we can go ahead and modify which is what I brought you here

016to highlight for you. If you want to go to the next slide. Basically, like I had said, we're divided into three units. We start them follow like two code blocks to send to our iPad to just do text and then we end up some biomed topics. We do some games and then we let kids basically make their own app. So that I brought is going to come on up and explain what we have with rock paper scissors and then we have our code that let you all play. >> Hello. Uh my name's Luke Crop and I'm part of the app creators program and uh so we we like we'll either code or modify like simple apps that were given and we start off with rock paper scissors and this is the basic program it out

017for you guys. >> You're familiar with rock paper scissors that you would play with two players rock paper scissors. So we have an after you do your symbol rock paper scissors you press row and see if you beat the computer. Just like a regular rock, paper, scissors game. >> Did you win? against >> we had a lot of fun with this app and challenges was to make this better and more creative which is what Y's going to talk about. There's a >> throw button >> on the app. What' you get? >> Did he win? >> All right. Y's gonna come up next and explain what he has. >> Hello, my name is Jerry. This class is really fun. My favorite part of this class was to change them and make them better. Uh and I

018made lots of changes to the original game and also added new stuff. I made it made the game much more fun to play. >> And basic idea, but they added new sounds. They added new images. >> You'll um also see that they added a component called wow. So they added a fourth component, rock, paper, scissors. Correct me if I'm wrong, but They added different compon What? What does W mean? Got the W. Does that mean did I win or lose? >> So in the rules on the first you got if you did you would lose because you would think A-Rock. student is going to come up and explain um the app that he and Yuri actually did as their creative program code may display incredibly part of a reset button top left zero. through the

019reset button at the bottom left that you can plot. >> Thank you. I will now pass around our app. >> So you can see that their app has lots of blocks of code that all have to be like coded properly for the app to work. We have to not have any errors. Like Mr. Primro said, this is great because you guys figured this out. Um, it was a lot of pride in taking what we had learned in more basic programs and figuring out how to put that into a new situation to apply it. And this is only a nine-week class and many students go from knowing nothing about coding apps to writing apps that have many go like that. Huh. Yeah. >> So the idea is that from taking this class, kids are prepared for

020computer science in high school. They realize that there's potential to take college classes with this careers and creating and encoding. This is basically, you know, giving them an opportunity to get some new skills and practice and things that they enjoy. >> Are we hitting the dart board? All right, I'm out of time. >> You should be able to get rid of that. >> And then there's there's my ratio. >> Oh, I see that. >> All right. So now you're add >> I got to see how well I do compared to Mr. Fenuk. more points than rock, paper, scissors. >> What was your score? >> I'm not going to say that. >> So, just some uh questions as they're playing. Um, you know, I'll even start with uh the the teachers where um just so the

021the people viewing and the people here know is uh we we kind of knew we were going to be on to something good when the teachers got involved and they came back from the trainings and were saying it's like the best training they did. And when you have two educators, actually three because uh uh Mrs. with in the intermediate school was also thrilled when we have our staff going through it and they come back and they can't wait to open this class for for kids. That's when you know that you could be on to something good there. So, can you guys talk about um just from the teacher perspective being able to switch and be able to teach a class like this? What does it do for you? >> Sure. Um do you want me

022to go over? >> Okay. So, I've been teaching science for 27 years. Haven't been eighth grade science. And I always said that my dream job would be just teaching science lab, right? Because that's part of fun. That's the part that I love where we're doing things. And that's a lot of what this is. It's hands-on with kids every day. Not that other science isn't important. It is. But I feel like this is doing everything that I personally love about science that kids love about science. just basically solving problems, figuring out when things don't work, how to make them work, having opportunity to make things yours for every project that we do. Even I've, you know, I'm finishing up the third quarter, I haven't had two things that were exactly the same because everyone has their

023own spin or things that they're passionate about or things that they find unique and they want to, you know, follow that avenue and this lets you do that. for me. Uh I know at first I was real worried about taking over with Project Lead the Way. And the reason why was I didn't want to be the teacher that opens up a binder and says day one this is what I'm doing and read it. Now you can kind of do that with with Project Lead the Way. But I really like is I could take like the units and go any which way I want. That was really cool. That was my fear. I I didn't want to just, you know, have this like rigid system of of teaching. I wanted to be able to explore, get

024hands-on and do that kind of stuff. And the class I'm teaching now, now do I do a lot of the units that I'm again still um learning how to how to teach this class here, but um I'm trying to make it my own every single time every quarter. And uh I know I'm having fun. And what's really really cool about the class is when kids come up to me, they're just like, "This isn't working." And I'm like, "Okay." Like, "How are we how are we going to fix that?" And like, and they're just like, "Can you just give me the answer?" Like, "I am not because I don't know what we're trying to do here. We'll talk about, you know, we'll take a look at your code and you see them thinking and get, you

025know, and you can see them challenge themselves. Some kids take the easy route. Some kids are just like, I'm going to build this like Re and Dylan built this giant race car. We were just talking about it for the first unit. And I was like, that's ambitious, but you know, they got it done. But it's it's a really fun class to see kids, you know, try and fail for how good that sounds as an educator. But just to see them try, fail, event, succeed is is great. And I really enjoy that. Um I don't know. It's one of these talks about I wish I had this when I went through, you know, but uh we have it now. So it's great and uh I look forward, you know, every day, you know, I I teach

026it twice a day and I I love teaching that great class. It's really fun. I'm doing good so you know and for the parents here, too. Uh we are I mentioned the the Lego program that we're starting in the elementary school next year where we'll have the students start with just like the basic Legos, even the larger ones in the the the kindergarten grade, but then it'll get up to where not only you are um building the Legos, but you're also doing some of that block coding to then have the Legos do some things which will lead right into what they're doing uh on the Dover campus. So, it's really coming together well with um our students here. If you don't mind, if we can have them step forward and if you can just uh

027take a second at the podium and and introduce yourself again, tell tell us what grade you're in and then uh the the board I'm sure will have some questions for you. So, just >> my name's Crop and I'm an eighth grader at LBMS. >> Just person and then we'll we'll ask a bunch of questions. >> My name is Glenn. I'm also I also go to OBMS and I'm in eighth grade. >> My name is Yuri and I'm in eighth grade. >> My name is Reiac. I'm a seventh grade at LB. >> My name is Dylan Bar. I'm a grab. You can come towards the podium. We can we can see you shoulder to shoulder. through that room a little little more forward. Thank you. >> Something from one program we have awesome teachers. So that's

028good to hear. I think about two I know Mr. Primrose in particular when he wanted to explore a new program um he reached out to the Westlake Educational Foundation which is a pool of the entire community of Westlake funer that wants to do something reach out to the educational foundation to do that. My question is Dylan and I had the opportunity to chat a little before the meeting or if you're working in the class room and he was telling me a little bit about taking this all to home and I'm doing some some things at home. Do you find that you are taking this home or working on things outside of the classroom too? And if so, tell us what that is. >> Um, I'm taking this home in multiple ways. My parents own actually

029own a company that works with drones and Blockley. >> Okay. >> Specifically. So I'm taking home and coding drones with Blockly. >> Wow. >> So I not only code objects that go in a circle, but also objects that fly up. >> Cool. >> You know what else? >> Sure. You guys feel like your confidence has uh grown being able to look at a problem and eventually solve it versus just getting frustrated and blowing your hair up. I know >> the uh the skills you're learning here are going to do you really well. Doesn't matter what you do. Being able to think logically, um figuring out this road doesn't work, let's try this thing. This doesn't work. Let's try this thing. Those are skills that are going to last you a lifetime. uh no matter whatever

030you try to do um they're going to be great skills. >> Question. >> What has been your favorite project that you've worked on? >> Um my favorite project was the one that passed around the dart was really had a lot of fun. My favorite project I made, Mr. Premier. It was a dragster. We went through many struggles with it. Like we couldn't get the axle like perfect and eventually we got it perfect and I ended up me and it was really cool. My coding was we had and you had like this that this and that. It would do similar to what you're doing. >> I had the five and a half inch floppies. We didn't have to do the card. Well, that is quite as old as you guys have >> really what you are

031learning so much we hear from employers that it's working together as a group being able to solve problems because so many things that we deal with there are no answers in the back of the book or what is the best way to handle things. So I'm thrilled you were learning these skills and it's something that is going to carry with you for a long way. Any other questions? >> Yeah. Could you leave the dark theme? I don't know if it's on the agenda, but there's a lengthy treasure. >> Well, thank you very much. Thank you. And you're welcome. Thank you very much. Thank you. very brief. Uh it's maybe you wouldn't know that outside, but uh it really and we're in it. Um closing up the search of the closure. the past we've talked about

032day we've had our dollars for demons and then this past weekend we had musical um we along with on Sunday senior citizens event to come in and enjoy our musical and I will tell you that from day for demons that was kind of I mean if you went to that it was it looked like a cold out uh and then to our musical that Sunday it would um I think you went uh when Saturday or Friday even Thursday >> Sunday >> every single night it was it was really crowded and and one of the things that I love and I know I was standing at Dollars for Demons with um uh Liz and Brad you're seeing this and you an entire community come together whether it's for a founders day event whether Earth for uh

033a fundraising basketball game or a musical. It's really cool to see all those people inside our schools. Um so that that really uh uh is is a great thing just to feel as a witness. And um we have on Saturday uh our athletic boosters has the what's it called? The booster bash this year. >> Yeah. Over at um Market Square here in Westlake. And I've heard that uh I know Paul spoke with Megan. Are they over 300 now? >> Yeah. So they're they're over 300 there. So that's going to be another uh very crowded and very successful event. So we're looking forward to that. I could talk about my agenda items. >> Perfect. Mr. Hopkins, >> I won't be in three. Um I do want to apologize. because I've been working for cold and so

034forgive me as I uh have waiting a bit here. But there are a number of items that I need to touch upon tonight. Uh and I want to take this opportunity here to inform the board of these different pieces. Um following up on our last meeting, um I do want to publicly thank the uh county auditor's office and the budget commission. Uh we did receive our collections uh um coming in and it did come in uh at what I was expecting it to come in at. So um we're still finalizing all the deposits, but uh I believe it to be very close to uh what we expected or or even slightly higher. Um and then we'll ultimately hit the report from the county which will last night were but um I do appreciate the work.

035uh they were on a very tight time frame and not only uh was our district numbers were very concerned about what that potential means but we did receive that funding. So um that is very good. Uh second piece that uh was certainly aware of but publicly wanted to talk about is our fiscal year 25 audit. Year 25 audit was uh relieved. Um uh a few weeks ago after our last um regular board meeting and so excuse me until it was publicly released uh we weren't able to talk about it. So now that I have them publicly released uh first since I want to put that um the audit will be clean audit. So u I also additionally want to thank all five board members for attending the post audit conference with the auditor's office. Um

036and so this information you're already aware of but publicly I just want to reiterate with a clean audit the work that our staff does here. Um my treasur's office staff I have right five uh amazing staff members in my office they do amazing work but even beyond the work they do uh it's from our superintendent through our administrative team to our building levels our administrative staff our administrative who work with us on all of our recommending program um they do an amazing job we're million dollar general fund budget um and um coming ing annual audit have a clean audit. I'm very very happy with that. Uh typically we qualify for uh the auditor state award thinking uh as aware we did not qualify to do the auditor awardations. We did receive the auditor of the

037award though and the difference between the two is a great given to me by our lead auditor. We did file for an extension because we had a new audit team this year and we're late on the deadline as we were working through the audit by filing some extension we did not qualify or that removed us from the qualification of the audit that's the only clean audit there were no comments or significant management letter comments I do want to quality of audit the same ultimate result that we received number of years title slightly different because um timing that it took to be um along with the audit working with the auditor's office here and I know for a large number of years before that we have used the auditor's office for our annual audit it's required

038by the state of Ohio identity for auditor audited by the auditor's office. Well, the auditor takes office and audit to independent public work. Um the audit show that audit for the next five year starting with the year 201 bid meeting in the morning with the auditor's office I think who will be bidding on our audit and it'll be a little bit different uh for the next few years next five years as we are working with an IPA uh instead of the state of Ohio but It is not a correct the auditor's office because they have many entities that they do audit um and they are required to do every entity every 10 year different so time we will be going with an IPA for the next five years and then that's contract with the agreement

039of all three the NHA lead auditor's office and then maybe they academic another five years. So um I look forward to um working with the IPA. I've never worked with an IPA before. will be a little bit different but I don't expect any difference in the quality of our audit because doing the the work that I know the auditor charge to district a fee um is that going to remain the same or is that going to be subject to a bid it's subject to a bid >> okay so >> so um we those bid crisis um the bids are due in a cost plan Um the contract and everything is a little bit odd. Um the district is 30 to all of it, but we're really North. So uh the contract between the IPA and

040modern office um the uh we have doing like a a rubric of the different places. they have such we work with or like that but everything else we offer. So right here on it was a little over $31,000. Um they always the IPAs effect the IPA for that >> well will the state keep the local district whole by chance it's not in their typical right >> uh I don't believe that's the case so >> you have no idea what >> we don't >> people are going to bid on >> no >> and they'll go lowest bit I guess >> uh part of the rubric is uh price >> well we how it turns out >> and if it would be significantly more uh similar we can appeal to the other office I'm typing but from

041talking to other districts I don't >> oh do you appeal to others >> number yeah it's very common for beers again at different times >> um again there1 visits right now I think the auditor's office has audit every single one of them for single year. Basically they have to audit every public entity every city library all the different public entities in Ohio will go to and everything certainly um you may have heard recently in the news last week on Friday three house bills uh became effective they were back into conserve but there's a 90-day waiting period on on legislation so three new hung fils for the project became effective hunk one bill 335 and h bill 1.9 uh we were all we were aware of all these pan back in number of changes on a

042good note none of them had immediate impact on what um on a less than good note some of them will have future impact the heart monies typically kept 20 mil floor to do a rate of inflation or annual increases. We're not 20 mil floor right now. So, it does not have an impact on us although we're um bill 335 inside mill okay to the rate of inflation we do have 5.8 millillage again when we talk about inside not by mill is under the Ohio State to be levied on a community without the vote of the public is distributed among different tracking authorities. Uh typically your two primary ones are going to be your and your school district and that's how it is in West Lake. We have 5.8 8 mill like I said inside mill

043is voted mill anything so it mill a threeyear average of so as we have increasing every three years we have triannual updates the old cases but as we have those updates every three years they're going to look back and say okay you your your valuation much more than we may have based on um again to significant increases that we've seen in valuation changes throughout again when we talk about the 20 mil floor um we're at that floor right now, but again about half the district in the state of Ohio. So as we're seeing a large increase in property values 20 million below and then we'll be rate back up rate much higher than average of inflation but do that and that could >> so even if you use two 3% % mill usually grows well

044only because the city continues to grow with new development and business we've seen over the past I would certainly say over the past >> orville or uh higher flat >> more than two or three correct so yeah that that will impact us well >> again not immediately it does take money away from growth moving forward. >> And then the last three and 1.9 uh going back to the 20 mil floor. We're not 20 mil floor, but like I said, about half the Ohio 20 mil floor. And the way that a lot of them are able to do that is because emergency levy levies um are at the 20th floor. So you could put in I'm not going to pay on any district but you know we will use the fictional district and don't 20 mil

045floor but a tax payer may be paying 30 mil. Well how can that happen? How can you manage 20 mil floor of minimum general but taxpayers pay 40 mil because they're using levy or levies 20 mil floor they get their 20 mil floor levies and then they have their 20 floor levies as well 29 shows no emergency levies will be calculated for the So again it does not impact us. We don't have any emergency levies. We don't have any home levies levies. We operate only on levies continuous operating less. Then we have those three. So it does impact it does have an impact on the because if we were to do an emergency levy or mill it would probably be included in that flooding but would not create that city. So again, no immediate impact

046on us, but >> how far below are we how far below are we at 20 21 right now right now operating at 2.3 milllightly above but um we're not um last but not least um both of them some of the objectives of the audit and then also our CD plan. We want to make sure that we're uh keeping not only our board informed but our public and community. And so under uh onboard where we have all of our agendas under the treasury propos including a number of financial reports. So there's four that are doing where we have our revenue of week that month and year date. our um is what we need. I have our own all of our different funds and we have those funds and then I put in our $50 okay you

047to look at it say oh look everything here that's not going to happen but I did two other reports um and part of a private organization called the Ohio and um they have helped create these uh really both a spreadsheet inflating that will kind of help communicate to some of our we can look at it and say okay how are we doing on that monthly basis or yearly basis and look at our both in regular expenditures and things are going above or below where we should now is going to be okay example would be um in my February meeting I gave you that hey I'm worried we haven't really like we normally would we were affecting a lot more money coming in in January and February they were when you look at the end of

048February, you're going to be paid your revenue way below. What happened? Okay. Now to you that money came in in March. Now we look at our monthly report now that revenue is where we want to our guidelines not going to be you know a really guidelines of where we are from where we ultimately when we look at it in that leadership the board of education superintendent admin. We are very thoughtful and the last and then again our community has been very blessed with our community over the long term. We're in a good place. We want to communicate to Mr. Public regarding our finances. Feel free to read the documents and we should time to go over the public. That's really my report. got a number of items in my um 12, but you know, we

049went over. >> We weren't supposed to read through that. 57. >> No, thank you for the detailed report. Appreciate it. Mr. can um thank you and your staff for the outstanding work that you do. Congratulations on the auditor's state award. Um you're always communicating with I I believe very very well the additions of uh the latest reports just you continue to communicate well with us. So thank you. That's something that's worth mentioning. Something that I would never have known before, but for the public that might have known. Um the it's not just financial. It talks about what tech support and there all sorts of things that are not related to what a treasurer seems to do, but press that you know audit that we not just financials. >> It is an interesting piece. I I

050think that over the years um different laws have been passed they they figured out that the audition and although they looking at all these different but again this is where when you look at that audit um you know my name okay the important name of audit is because Um the work that district does, the work that the administration does, guidance and direction of the board of education did um is what really it apart from apart from and when we look at that audit you know there we had a whole question on how credit we have areas we people were talking with audit about multifactor authentication and different firewall things and it's very different than what we view it as and that's where it's representative of an amazing team that you as the board and that

051from every one of the administrators all the way through every one of your your teachers your support staff everyone you make your Hopefully it's okay. We are inel happy people working for us that very any other discussion okay moving on to the sharing of the public we have anybody who would like to come forward. Okay. To approval of the minutes, everyone had an opportunity. All in favor of approving the minutes from February 9th and February 23rd, say I >> I close. Okay. And back to you, Hopkins. >> Didn't get longer to rough, but >> uh let's see here. I will briefly go uh through my uh tonight, I guess. So, we're going to go through number five, treasure recommendations. We'll I'll have you guys vote on those and then we'll move into number. So, as

052we look at our I do have them done now. If you have question, please let me know. Uh B is we have our rates. Um in January, we had our public hearings working with the county. I'm asking uh the board to approve the following factor ratings. Again, you'll see as we talked about we had 5.8 mil inside millage. Our outage um is 58.5 mill. So, let me take a break here. Okay. Wait a minute. I just said that we're operating at 22.3 mil. If I you know math may not be my thing but I can tell you that a lot more of these 22 23 million voted right not your effective mill under the law we we have our tax rate resolutions that are voted at millet collected we are well under that as our

053operating What's happened in 2000 may have been over the past few years nearly four years even our most money and we have led that are going back to the 19 instead of that um 520 inside and then the 58 outside being effective rate of around really the only change beyond that over any other year is our bond retirement and our bond retirement we adjust every year. Okay. And so under the law what we call what is necessary to pay or back and our bond issues we have a number of bond issues reported and that we're paying back over time. So we're previous mil 2.8 mil 2.85 in our lives. We're looking to decrease that for our homeowners and our bond repair. Um it's a little bit different but uh going back to that audit um

054one of the things that they audit now is and u leadership of Dr. Great. Um he's been working with the Ohio putting together a whole plan on that. But um there was a law that has a formalized details. Um we are being asked for the board to improve the issues of fix resource and the board is being adopted back to the Ohio going forward. Make sure you get that is a contract for region with Ohio for the school for a number of years. They've been having for them to do with the program they've done. We've been very happy working with them. Um is having the board to enter an agreement with Tom is a compan who works with on project. Um he company as well. Um, we received a couple different credits on work at

055the PIS. As a reminder, brick um, an earthquake, but that brick entryway overhead entryway and cracking in it without longterm safety of it openly. So allow to enter into a contract up to the maximum eight city right now, it does follow east which is $50,000 maximum maximum,000. Certainly the bid coming in around 703,000 for a little bit below that requirement remove that move that pillar but then took back then that vehicle couldn't come into that courtyard area put in there. They would all do a little bit of work building really there coming from the driveway. really those three areas that work on the privacy for these and we work with them plus it could be there are they do um you know something that we're looking into doing really one um that we're building in

056to do it is the work being demolition and concrete works pretty straightforward for that we have built in is really what we're not trying to look anything but we do think it's important you do have more needed Then finally I have the practical student where we're the board. >> How do you want us to take them a draft al together or do you want to separate it out? >> Well, if it's okay for the board, I have no issue with combining the F. Motion to approve treasur's recommendations A5A through F. So move >> second discussion >> how do we clear uh that front entrance way uh with regards to sale >> the entrance way out the the driveway some >> um we use lower for the courtyard area >> it's pretty big area >> it's

057good size area but all of it like first thing in the morning with it that can get up in there. That's that's narrower. So with the with the >> we would take that into consideration >> seem like in tangent but I know we've talked about tree work at that building and I don't know if that comes into play and if you're working that and the spring summer and fall as well that something you're taking a peek at >> work >> yeah when we were looking at the vector to that was added. Um, and it was somewhat casually, but we looked at the trees around the building. We had said, "Hey, what about some tree work the idea that, hey, I'll I'll I'll price the trees." >> No, we'll take a look at that. >> Thank

058you. >> One thing I was wondering about, especially the do camp, we've talked on and off for multiple years at finding do there on do center. Um is it something that we're thinking about still or are we holding off on that? >> So uh great question. Um in uh three weeks would be an even better time to ask that question. Okay. >> Um April uh we're going to be having uh Adam present our PI. We have talked about that before and I think we might do some other things at that meeting as well but comparing to product it is on the list okay for electronic front of >> perfect um and while we're also talking about ballard for front of dis something we need to start thinking about particularly at other buildings is you're starting

059to see this I mean even like at parket in front of the apple store they have the new one they put them in you're seeing this in a lot of it um it is something that I will come back to committee um it is something that's constantly being discussed around fiscal safety building um and it is one way to address that it may feel that it would be prudent that they >> and something that fed into this was on Sunday for our senior event there the cutaway for the handicap entrance at the high school are all the way off to the sides. There's nothing in the front of the building. So, especially if people are parked in those hand those visitors up front, there's no handicapped. That's something that we can look at. Um our

060current code because the handicap are so um We have a spot at the front and then spots. Then the 27 majority of them are on the side right outside the point and that's where your your ramp is. But you're right. There is no ramp that would be dropped off >> and then the car is parked elsewhere. That is definitely something that >> I got that would be a PI piece that we could go over that PI >> actually getting electronic. >> Yeah. >> Coming into the 21st century one more than once a day. >> Any other discussion? Reminder approving 85 Newton. Yes. L. Yes. Brown. >> Yes. Motion carries. Thank you. >> Yeah. It's still up to you. >> Still back to me. Um again, um the board is fully aware of it, but I

061want it publicly so that people understand what we're doing. That is Prior to a few years ago uh when there were tax value uh tax valuation uh differences uh under the authority of the treasurer was allowed to file a complaint. Um that ability was significantly taken away from us. Um and now in order to file a complaint um we have to have um a number of um reasons that uh we would file it. So we work with property attorney David from bring back David through all property transactions. Um in front of you tonight I have three recommendations. All three happen to be commercial property where the property was sold during last tax year at a significantly higher value than it is currently valued at through the county's evaluation. Uh again the old adage is property

062what somebody's willing to pay for it. So the question becomes if the property is valued again half if property valued at 3 million bought million why shouldn't it be valued at fix and so need they all have significant differences of more than half million dollars and so um asking the board to allow to file complaints Under the law, we had not board meeting property owners. The coming from the board. The board can vote on all three of these together. It cannot be combined with their differ. We You try to monitor it. That's making sure that people are paying their appropriate amount valuation and then we also file owner campaign when people try to try. Is there a motion to approve a rece? >> So move second. >> Any discussion? >> No option the dollar amount

063of all three of those properties. >> Um or or the the variant between the three versus what market is. I just curious if you give me a minute here because in some cases it it turns into real dollars for us. it it always turns into real dollars. Um and again the other thing that I want to well the other question I want to as well is that doesn't necessarily um come in giving real dollar always for there will be real dollars after that remember it's valuation goes up okay um the value go up okay or milling go down it's always up but we think of what happens is it really is you know if if show the property triples in value. Okay. All five of you and during the rest of the earth go down

064because some of these it's actually helping other >> making it fair to all people >> that only impact the other commercial >> um taxpayers >> in this case and commercial properties. Yeah, it would impact your commercial. um it doesn't necessarily have resial >> and again I don't want to get into specific details of properties but I will say that in the teeth of the ones I'm asking the board to prove uh you're looking at a difference of one of them is $8 million another one is uh 1.2 million another one is 3.2 So you're looking at significant difference. >> You're not talking $50,000 difference. >> The potential revenue uh uh is notion >> across all three. >> Yeah. >> It would benefit the commercial. >> Yeah. discuss it. >> I apologize. I have uh making

065the motion of Newton second. >> Yes. >> New carries. >> You may now rest your voice and we're going to hand it over to Dr. Okay. >> Okay. Mine mine will be quick. Um and and so we've really set up a lot of these because uh when you look at 7A 7A uh resolution adopting the instructional science and social studies textbooks and resources, Amanda and Paul uh presented during our last work session um really the whole process that they went through. The uh books have uh also been reviewed by parent committee and they're sitting in the room for anyone to review at this point as well. So that is on the agenda. Letters D, C, D, and E are um employment related for uh classified staff. and letters F, G, H, I, and J um

066are all employment um resolutions in regard to licensed staff members. And then the final one I have is letter K, which are two overnight field trips. um one for science olympiad for the high school and middle school in Columbus and then the other one is uh approving the do intermediate school um grade six outdoor education trip at camp new hop and those are that's what I have um I guess if you're looking at how to consider those um I would say letter A would be a good standalone um and then uh if the board is good with uh letters E through K. >> Is there a motion to approve superintendent's recommendation 7A, approval of textbooks? >> Any discussion? >> Was there any surprises >> from different stakeholders? grade five with a challenge for that time.

067So that one we actually wound up actually give some shout out to German who's one of our teachers because she found a great hands-on program called Labates but we have to have purchased from in Ohio and Labates was not >> so that was brought by myself and Angie to Lab's attention. They now have gotten approved by Ohio and so we're getting a hearing. I see but wonderful wonderful product completely hands on because of her interest in what a great product is there now. >> That's great. >> So that was over there. >> It's over there. You can't we don't have the kits over there those but that one doesn't even you have five sets of textbooks. There's no workbooks. It is hands on. They get eight drawers of material per teacher and it is all

068just so that's I don't even know about echoing >> the one of the books has photos of the different trays of like what alls in it look >> thank you to myself and the staff and the parents I mean it has been a huge group process and everyone's fought behind and they focus It was wonderful. >> It's nice to see that you we still have our local state control here. >> Any other discussion? >> Yes. >> Crazy. >> Who would like to make a motion for superintendent recommendations D through K? I'll move second. >> Any discussion roll call? >> Land. Yes. New. Yes. Brown. Yes. Yes. >> And we're headed on to the public. Anyone want to come forward? Okay. Moving on to our board items. We have a first reading of policy for a

069number of policies that are listed here. Um and you want to discuss it or your >> we did send to the board already with a summary of what they are. We're happy to answer any questions in regard to any in in the first three and then any questions the first reading. Moving on to the second reading of policies and this one is going to be an update on the food service policy in particular and a lot of this is particularly about uh making sure cultivated protein food products are not misbranded as meat or egg and then some about debt and we are voting on that one. >> Correct. >> Yeah. And the reason that's separate is this one. So the other uh uh items the first three of the policy we received u in January.

070I was able to meet with our Neiola rep in in March. So we went through all those policies but in that meantime uh there was a deadline that when in March we needed to uh bring to the board policy 8500 and that actual update didn't show up until March um from Nola. So that was one if you notice that was I actually was fortunate enough to get it at our last board meeting. So that would have been actually February. That would have been in our last board meeting. I was able to bring it for the first read and were able to get it completed. So that's why it's on its own. It was a little more timesensitive. >> Would anybody like to make a motion for uh board items 9 C for approval of the

071board policy? And it is just again on the food service. I'll move second exception. >> I shared with all of you have a unique experience in January. It ends next week in April. My experience in the grand jury downtown and part of that experience um last Thursday was visiting the jail and uh again the jury which is 14 folks on the jury. One of our responsibilities is to tour the channel and uh we were told again what is our responsibility as community to be inmates and we did have an opportunity to wander through the kitchen. uh we had an opportunity to have lunch there as well. And just bringing through the policy I'm thinking nutrition if I am I'm going to call it in my words a deficient um in nutrition students and I'm looking

072for nutrition through Lake City schools. Um could you give us an example what that looked like for that student? >> Adam. So we serve a call a type A one. So it had five components where we wanted to take three of those five components usually meat or meats alternative a fruit a vegetable grain and a milk. >> So that's how we get that rounded value in our students. And it was interesting to read through policy to see and read the definitions of meats, you know, and good good to know. >> We're doing something. Do we do anything other? >> We do not at this point down the road that is fixed by uh student family needs the community may look and read into these policies. Thank you for >> just for clarification for maybe whoever

073might be listening most of these policies are typically driven by state. >> Yes. No, it's not like we're >> decided we wanted to just start making sure we don't have Miss Brand, >> right? >> Yeah, that that's absolutely correct. Um there I can remember which uh bill this was, but a lot of the updates they're going to be from state law, federal law, um different legislation has passed that image like that one. >> That was another one. Yeah, >> that stood out to me. Yes, >> if it's a some people might think, well, is that a school decision for the community or is that a state decision? Um, so yeah, I guess I just want to make sure people realize we're following state laws. >> And so that particular one uh was OSAA the we

074we do belong to that organization and they came in with that. um that the state does have a bill proposed to be different than what OHSA has, but I don't know. I I I think that could get tangled up in courts and things like that if if they then do something different than what OSA and then you have the families go after that. So I I would be surprised if that went through. But um but yes, either something we belong to like an OSAA or something that came from the state or federal level. will not vote. >> Any other discussion? And again, this judge voting on the food. >> Roll call. >> Craft, yes. Yes. Crown, yes. Lamb, yes. >> Yes. >> Motion carried. >> Um, we've left off board comments. We're going to go

075ahead and have board comments if anybody has any. Um, truly, as Dr. Go said the new season weekend was fantastic. There was about 120 students altogether. Um the while we did rent the set uh completely understand why we rented it. There was about 80 kids I think the state at one time performing. The ensemble was truly impressive. >> Yes. >> Again the pit. I mean that that's one way that's one of the things is that I almost forgot to remind the seniors that were there because when you're there and the pit is playing just think soundtrack you you forget that there's actually kids in there playing along with um what was going on on stage and and even I got to tell you this one from a production standpoint even the fact that the plan

076to the detail that the program that you get is not your typical 8 and 1 half x 11 folded up program. It was a newspaper they printed and and what a cool thing you're going to see news about, you know, the kids selling newspapers and your program was actually uh a newspaper. So, super cool. Well done. Um across the board and I came confirm prior to the show on Sunday. not see the uh where it started. Yeah, we're given >> talk about, you know, it's great the community supporting us and dollars for demons, especially this play was really impressive for they did a really good job. It's great seeing that also really well attended and top of just regular community involvement just be appreciated and recognized. >> I don't have the final amount that they

077earned raised from dollars for demon but I do know it was over $15,000. I assume it's even like closer to 18 or >> was the PK did amazing job there. >> It was great to see the the gymnasium packed as Mr. Dr. title set earlier and uh I know Zach enjoyed the the pie and the faith to his principal >> four years in a row the staff won. >> Yeah. >> Even DJ. >> Yeah. >> It does help that I think we've added Do you play basketball to all? >> We're also you know we have we have one of our staff members working in the the scoreboard. So that helps too. >> I'd like to wish uh science good luck very well represented down there. >> Any other comments? Is there a motion to move?

078Second roll at 11:25. Yes. >> Yes. Crown. Yes. Lamb. Yes. >> Yeah. Oh, car.
