okay [Music] one nation god [Music] reports will be going into executive discussion uh later on in our agenda to give our roommates up and i don't uh we don't interpret taking any action when we come out of these justice discussions to start with our pta council report yes i'm mr thank you for coming thanks for having me so i'm the pta council president uh we have five amazing pta throughout our district um that are committed to working hard with each of the building staff as well as family and community members to provide amazing events and field trips and things like that for the students assemblies at the building um our pca council my role as the president of council we kind of oversee all of the building units and work with the administration to make

the year completely successful and amazing for our staff and students if you're interested in joining the pca you do not have to have a student in the building currently we welcome all family members blog community members you can go to the osgs website um julian allen has got all of the information on there under pca you can click on any of the units and join the pca you are not required to help in any way if you don't want to we just ask that your membership donation will go towards helping all the things that you do for the students um so far this year each of our pta units welcomed back the staff in their buildings by doing what we kind of call them a break room takeover so they added a little decoration to

the break rooms and some snacks and coffee costs and things like that see some of the parents donations were appearing counterfeit ice machines power strips that included usb ports and cords in the lounge to charge their phones while they were having lunch uh pca council provided donuts and coffee for the board office and the bus garage us at this time we have throughout the district over 650 pca members that's about halfway to where we normally are so we are on a roll and we have a few membership jars coming up within the building that will ask for more to that so please feel free to join anytime if you have any questions about pta you can either contact myself or any of the building presidents see all of our information contact info is on the

website for the district and then today i have kelly walker she's the president of the high school gpa and she's just going to give you a little overview of what's happening in high school thank you hi thanks jen um we already had a first meeting and we're very excited to be back in the building and our plan going forward is to do what we normally do we're planning our talent show we're planning on that fall we will pivot if we have to later but we'll be optimistic that this will happen um we're currently in our membership jobs we're doing a drive with both the staff and and parents that will be wrapping on some things so we're at 235 members right now which is about 120 lower under where i wanted to be but i'm

sure we'll get there and i'm optimistic we have a 50-50 raffle online raffle that will be starting a couple weeks um i'm sure that we will be able to do the 14 scholarships like we did last year and hopefully anyone ever has questions um they're planning their advisory meeting for october and they are good any questions from the board and dr marco thank you patrick so uh report attached [Music] especially the board report for the operational district it's broken out really two phases the summer activities that we had and then the start of the year and so i just want to talk about a couple highlights uh if you look at the summer accomplishments from the facilities it's an excessive list goes over two pages and really uh for me the focus is the fact

that unless it's a roofing driveways sidewalks uh hvac those type of big projects uh holiday painting pharaoh maintenance stamp deep cleaning of uh that's all done by our summer crew and this year we had a little bit of difficulty with uh building those summer career management workers typically high school college kids and then also some of our own staff who work during the nine months that they want to work uh additional help recruiting and then you know secure more health for those summer activities we talked about our application and then onboarding process how we can escalate that so that people know that they have or february and then they don't hear from us until mid to late april and that's something to hit i didn't know i was really not supposed to hopefully fall so

i got another job different that's one kind of football or early industry and then another opportunity is talking to annie caldwell high school our college career counselor she's got a lot of feedback from harriet employers that it needs help including some workers so she is working with uh the staff to design a summers out there and so um we'll support her with that but then also moving very nicely [Music] for me the highlight is that the federal launch program the free deals for students for all that happened last year as well it rolled again for another year so there's another year of all students having the opportunity to buy lunch and breakfast for free at no cost that didn't help us with sales and the flip side of that point is that then the workload

was increased and so stan [Music] so that's a major accomplishment that has so that's positive we're hoping that the same happens with all kids five days a week and with the previous for all just the highlight of the ground maintenance the the first one listed there is about the uh high school storage area that has been closed so back behind the football practice fields there's a four unit uh storage system three of them were used [Music] merchandise and drinks [Music] um [Music] which is more than what they had substitute support staff so we've seen a bit in our flow rate and those fill rates normally hover at about 85 90 and right now we're down to 75 percent that's inclusive of all uh sub needs so that's certified staff and then classified support staff and

so that's really pushed us to be more creative with what we're doing as far as professional development so professional development that normally might have been a half-day professional development we're looking to say okay we're going to do this as part of their collaboration days would be two separate meetings it does cause a little construction because you get the flow of the idea of going and then you have to stop and come back kelly's been good with organizing those types of creative uh and then this summer keith and i were contacted by the county board of development disability and they had partnerships where they worked with employers for entry-level positions for their job seekers so these results uh with development disability and they're seeking jobs so he's been working closely with them to help build our

substitute relief that's shift there are some barriers there in that transportation for someone some of those individuals they can't describe themselves they rely on friends or a service and on this hall we we're not on the rcd route so unlike other districts that have arcades drive by their facilities uh [Music] and then we're also reaching out you know we always use our apple tracks platforms for hosting jobs recruiting but uh most recently we've been trying to push stuff off the linkedin handshake which is the fact that most colleges and universities do [Music] ultimately we could see more people who are interested in working for schools uh the rates are competitive we're not going to go home you know making banks but really it's about the opportunity to work in our district work with our students

and work with our staff with the operations similar related transitions we hired five new drivers this year three of them came from our sub school so now [Music] is the technology department joe mayberry you know completed a lot of projects this summer the one i want to focus on though is the student account creation automation so it used to be that it was students and multiple people would have to enroll that student into different platforms so powerschool the digital network and then some online books that we have for curriculum it's now all streamlined and so rhetoric wants and the data flows all those other classrooms really uh you know the lean operations it eliminates any of those errors as far as typing your system and it's really helping a student they register one day and

almost that same exception rules and details are touched up then joe's attempting to look for doing the same for a staff on here right now staff so overall busy summer everything's going well and move forward [Music] thank you for that report we appreciate it as assistance department update on two things committee we gathered our uh technology community members together that represent all of our teachers their special education to our technicians specialist our technology and uh thanks to joe mayweary we had five presentations on interactive channels so what that means is that we will support the future for what does our classroom look like as far as the smart board and what features are we using for recognizing that as those the smart words that we have in our classrooms are starting to guard for our

students and our staff so from the companies that we had they came in they brought their interactions with plenty boards and they were able to show up how those display boards work you know provided us with a class [Music] so what that means is we have people from the technology community who said i would like to have this in their room for a couple weeks so we are rotating how going on with the actual display board so really looking for a high quality facility board where students are able to share free share quickly because when you put that up so there's different things that we're looking at within so our goal is over the next [Music] um so as you know it's almost difficult to talk about graduation requirements because they've changed every year for

the last four or five years so if you remember we had something called graduation um an opportunity for students to earn both state fields and local development and the state developed fields for things like the social studies deal which would require tasking with three or better both the united states and the government fields there's a technology field so again students had earned one statement you know locally so what's interesting is there's been a lot of talk about the fact that our current oppression so those particular students at our high school did not take a biology test they did not think um we're not sure who right now hadn't taken in biology since their freshman year um so what we're running out is all of those congratulations now [Music] some activities that took place during the

month of august and if i could before the remaining time for generation bond funding um all this i thought of writing highlights for us that were very positive i think to our financial picture our real estate collection uh came in above our plan uh in excess of seven hundred thousand dollars so we're very pleased to see yeah a couple with that news is uh the county auditor uh sharing with us uh the value property and projected increases that we'll start building and collecting on calendar year 22 and those values are 14 we'll see that we'll see that being in the area of inside village and new construction which is nice we did have some some game factored into the forecast element but this was slightly probably our august year-over-year comparison shows an increase in our

real estate collections here over here of 8.3 million dollars last year our expenses remain in chapter in the first few months of the year duration uh august year over year comparison an expensive year to date of 450 our cash balance august compared to last year was up 15 and a half million dollars at the end of august compared to three million dollars you remember the timing of that real estate collection to our permanent improvement fund with the receipt of the channel property sale we have been in the cash challenge we do have a few projects that we're backing up dr captain mentioned uh in his report the efforts to stand uh last year as a comparison this would be a more normal year 660 dollars again you know sam has made it one of his

goals to continue to look for ways to help make that department self-sufficient he's a very determined man so his first his first reimbursement find your funding opportunities uh at the last meeting we talked with you about then yes down that path we've got a buying calendar here this evening squarepants logs he's going to pick up the piece where our friends left off at the last meeting we had a finance committee meeting last week i thought that mission went real well and a little biased on that i think but it was like we had a good turnout we kind of set the plan for this year the things that we're going to talk about uh they're pretending opportunities for us to look at maybe some things get some benefit to the residents it's really more of

an information gathering where are we today [Music] so october november we're let's kind of get started if it's dreaming down the road for five years down the road at some point should the district go to the different cultures like recently it's not a surprise we want to keep everybody but it is superintendent about a couple things i wanted to talk about first i wanted to let the board know that the district leadership team held its first true accountability meeting with john tanner 26 of us met in room 437 um john stepped in um he first pulled in with us and uh walked us through the initial part of our professional learning as it relates to true accountability over the course of the next 18 to 24 months we will meet monthly with john and we

will work towards building a school quality important system that doesn't heavily rely on a year old rear premiere kind of bad that is based on standardized tests so just some highlights of some of the things that we talked about the first was just organizational accountability and what it means um definition that you talked about with the tools and systems and processes and mindsets you need to communicate effectiveness of what it is that we do that allows us to build trust with uh the community um or with the organization's organization's primary stakeholders um next we did as we identified uh and talked about who those primary stakeholders are and schools unlike other organizations are a little bit more complex because we have i think um multiple stakeholders but the uh the definition um or the way

in which a lot of your primary stakeholders are really is that if those people didn't exist the organization itself um services so if you think about that the first day of charges could find students if there were no students there would be any schools but if there weren't any parents and there would be students in a community so um i think ourselves can be first and foremost defined by the students as we talk to them about the benefits but also parents and communities as well so those are our primary stakeholders next we talked about the organizational accountability formula and it's really um benefits or the kinds of things that stakeholders expect to receive as a result of having a relationship with the organization because um the ability to have produced students who are critical thinkers

who communicate um who have a solid understanding of leading the writing and mathematics and you can think of all the other different things the question of what your hopes and dreams for your students and the answers that you generate are really those things that are becoming the benefit and then the kind of effort is so the formula is benefit plus kind of effort plus time request equals organizational truth and stakeholder trust and so the kind of effort really is uh what effort do we need to put in in order to uh get more on the benefits that we're actually looking to get so you may be putting you know a fine amount of effort in and you don't need to increase it or you may need to do something different and change your organization in

order to get more of that benefit and then the timing really delays relates to when you're reporting to the community or to your stakeholder group that will be every three months every six months every nine months um and then the kinds of signals that you're providing to that mean we need to this is something that we're focusing on that we're going to change we're going to report back to you within how we're doing um and then if you do those things then give you organizational trust and stakeholders kind of trust so um just a couple of things a highlighted very end uh we met with john in the morning we had lunch and then we talked did some planning in the afternoon and these are groups from all five of our buildings along the central

office too so just to highlight i asked them to highlight some of the key learning that each group had in the from the childhood center i'm communicating to communicating what the value to policymakers is one of the things we want to do is not only you know report back benefits um to students parents and community but also provide what we value to policymakers as well because currently policymakers are focusing on school accountabilities and only focuses on one kind of accountability and i don't think really there's any fault of their own because they don't really know what school accountability is and how i think our hope is to uh just to build them up and to help them learn on what a better way to be able to do that building trust in communication about what

we value about education that's another thing btc identified also not just said having other ways to report on success if you can observe if you can measure it um the intermediate school talks about um mr became right from china it's also an organization that resolves a capacity plus heroic effort that we're if you want a different sustainable result you need to be a different kind of organization so we can try to improve on what it is that we do and the benefits that we provide middle school indicated that the things that we focus on that we find important in education are future oriented those things that we say what are your hopes and dreams for your kids are future oriented however the accountability system that we have correctly in place is rooted in past measures

of things like graduation rates attendance rates um and passage rates on a particular task as opposed to what kinds of things that we really want to hope for for our kids uh the high school like the idea of a formula john bass who's also a math future forest likes the fact that benefits plus effort and other things um and they like that the evidence doesn't have to be just quantitative data but it can be qualitative um and categorical as well so we will use the balance of qualitative quantitative data in order to so we are off and running on that i shared this document that i just kind of read from with you as well so you can go back and look at that another thing that i want to uh it's a great question

and it's one that we wrestled with for a while as well um the the benefits that uh john cena has done he's done this at a national level so there's some um i think goodness to that and in all the states we've been in there's been a theme of these third one kinds of benefits that have been identified and within those 31 benefits you will find you don't say false portrait of a graduate of communication critical thinking creativity self-directedness all those other kinds of things are in there so what we need to do and this is something that the board along with other stakeholders will be part of in that conversation is um how does that reconcile itself with that which we report out i will say that when we when our teachers engage in

design work and they think about those 10 design qualities from the reflecting network they think um proactively about those seven courses or graduate kind of concepts and you can you know those may be like the super benefits i think that you look for uh to provide the kids and then there are other benefits as well so um according to john we asked that question again he said everything that he's the work that he's done with the hundreds of districts that he's been in uh those portions of graduate kinds of things um are in there um as it relates to the better so electricity i guess since yeah and we met john taylor through um the shuttle group to begin with because they brought him in as a keynote because it kind of goes hanging in

love with that with the trucking network um but he is not an extension of that and there's there's the leadership center and then there's brave edge which is john tanner there's two different organizations um not affiliated with one another but i would call them professional friends but they're very well versed in the work that john has done um i think the biggest takeaway for this and this is for those who i guess decided to listen in the audience is the idea of um a school quality system is in benefit language and the importance of it is it's a language that parents and kids can understand so it needs to be removed from educators feet and it needs to be assumed to be able to communicate with another student and a parent with another uh parent

you can certainly drill down deeper and get more complex into what those benefits are and really you know um i guess kind of open up the hood on the car if you're into that sort of thing and see really what's in there like the idea is that when you put the key the ignition and turn it on the car works some people that's all they need other people want to go and take a little more uh detailed as far as top followers but that's i think the metaphor all right the second thing i wanted to report to you already um i shared this with you uh and this is in the interest of uh masking um there were a few lawsuits that were filed and the court ruled on one that just came out of

mayfield um the parent filed a temporary restraining order motion in order to get mayfield to stop their masking policy i'm not in turn i was a special ed director for a while and sometimes i have to play an attorney i guess there's some ways of working with that there and i'm so i'm not going to say that i'm going to do my best to just to kind of share this with you but um so you are attorney the temporary restraining order there's a four-point test that one has to uh determine whether or not it's going to be whether a judge i guess would have put this to the test um and really whether the motion has a strong likelihood of success in the merits of the case whether the motion would um the person would

suffer a repairable injury is it won't give me most of the injunction were put in whether the injunction would cause substantial harm to others and whether the public interest would be served so the the first the judge ruled on all four of those and the plaintiff was unsuccessful on all four of them um it did not show uh that they had a life liberty or property interest that was protected by the process clause and other different kinds of things um the uh there was no um it was terrible injury they said they must show that people suffer actual limited harm rather than speculative unsubstantiated harm they do not establish any immediate or actual harm to the child through the policy the masking policy in this case or any evidence that wearing a mask is unsafe

or hazardous practice and then the final two factors that it would cause substantial harm to others and whether the public interest would be served by the issue of the injunction in the court rule if they actually remove the massive policy if the detention caused harm to the district students teachers in fact looking through the uh spread out coded and the court also found that public interest would not be served by joining in that mandate as well so that's the first rule increased in this area from uh the sixth circuit court um on that um if it wasn't completely dismissed i think what the judge is in kings allowing the planet to uh uh to follow the motion after um i don't know where that's gonna go but we'll certainly watch it that is my question

thank you moving on to the hearing of the public perspective mr ed dean my communication here is communication slash transparency i have some suggestions one is a concern has to board as yet or intending to issue a public policy for the proved remarks to an opposing player at a lacrosse game which reflects negatively upon the community i hope uh possibly an accenture of that board member reflected because we should not reflect upon the community amongst the fault district secondly because as we all should know the mandate policy is unconstitutional i think that in pros and cons of mandate mandating mass should be relevant and there should be information on file to any parent or citizen who wants more information on the pros and cons on the positive side of it the suzanne corley was here

at the last board meeting in august 19 and stated some concerns and factual concerning basking and the harmful effects upon that i think that the parents and the public should be aware of those harmful effects also on the uh i submitted as part of the minute of the august 19th meeting an article on april concerning critical race theory which i think should be available for any parent who wants additional information i would hope when you approve the minutes of the august 19 minutes that that critical race uh theory and primus article will be available online so parents and people includes should be aware of that also i mentioned last week that the council of money the school board should be where social emotional learning and comprehensive sex education people have been calling me asking what

information is there available with the school board on social emotional learning comprehensive sex education and where does this school district stand on that policy so i again i reiterate please have i i encourage you to have information available to parents and to students and to community members concerning where the district stands on that finally on internet social media there's only a one-way channel there why not have something in which when a statement is made about the olmstead falls school district that people can respond on social media as a two-way conversation about a one-way conversation it's insufficient for an individual like dr lloyd to say i'll talk to you one on one it should be public information so i strongly encourage you to review your skills and current objectives and seek his ways of improvement and

hopefully in the near future going back to a previous thing i just mentioned hopefully in public apology will be made to that student by the school board member which is contrary to what the school district represents and the community represents thank you this is no but it's unconstitutional no not legislatively for you uh next up is miss kirsten avenue 20 days 20 days on august 31st i send an email to all members of the board asking where they stand on the master band game 20 days later not one of you has responded my name is carson evans my husband matthew has been here tonight says he had to take my first grader to an extracurricular activity where he is not much foreign he made a rather large public record for press with which the district

is still in the process of complying us with right now step is what we have hopefully you feel safe enough tonight that you won't feel the need for any additional security strength insulting each and every parent would exercise your first amendment right and getting to the maximum that any of whether that police presence was meant to intimidate us or because you feel our words right in your safety in the middle of that 20 days [Music] let it be so that the mass policy and i'm quoting dr lord again does not have an impact on any election results let's repeat that so that the mass policy does not have the impact of any election results dr lloyd is not your boss he's not your employer instead as an elected official you are supposed to answer the

past and your non-responsiveness and willingness to hide behind the superintendent keeps volumes about your leadership or lack thereof citing nina and a press release from dr lloyd the actual percentage of students opting out of math mandate is 43 percent not 40 that was stated in the press release that's your public please return not a big gift but with approximately 3 900 students in the district 3 equals to another 117 students that opted out i guess they don't matter to you i'll make sure to remind the 43 that you've failed to provide the most basic level of people when you choose to remain silent remember your election requires you have chosen to make our children's lives uncomfortable by strategic medical device conversations we in turn will make your lives uncomfortable within the extent of the law

the avengers will not mr president everybody know he sent me information from the ohio department of health uh the article was made january of 2021. around 1500 1976. after marrying my wife marielou we started to settle here to raise our poor children all of whom graduated from my school service i'm also accepting this uh school bus driver here in sioux falls and since i retired my wife taught her for many many years involved with the second grade teacher like some of you here on the board during her time with our children she was very involved in my father served as mayor football from 1987 to 1978. i said this for all one reason that i'm not apply that i i invested my whole life i will make references i am sure you've the goal for

my time is for you to consider also the lack of science current science and data concerning the effectiveness of math and the fact in fact just today the former fba commissioner just said we came up with six feet on the trail master been around a long time but even the cdc in an article in august 2008 we're talking about the 1918 spanish movement really apparently still millions vain bacterial pneumonia that's simply used we all know that it doesn't make sense because often manufacturing like the ones we have at the bus garage having if you would like more information on increasing that kill effect that is what is more concerning to me is the abuse of the pcr test that they're turning the cdc has already stated admitted that the test is not distinguished if it's

called influenza or the capital we have been told that the test is being developed ready next year specifically to do that so what makes the average person like myself know for sure or just for food how could it protect any miracles by all trading uh nitrogen mr business this is not to say that if a person feels virus that is so small please consider taking a look at some of the information right [Music] that other teachers are receiving and foreign explain to me that the reading assignment or in general maybe english or literature that the teachers will let allow the students to be whatever they want because that way they feel that they'll sleep more if they're if they read stuff that they're interested in what grade levels do you satisfy 12 k through 12.

so at the high school level there's no immediate violence is that classrooms have libraries so that students but they also have opportunities for intimidating their students or choice and they choose their books okay do they ever have any book discussions or you know a class in general have to read one book let's just say ready expectations uh you know and then they have public discussions or anything like that is there any classic um reading requirements yes just basically do you want the high school that was your episode right as well as the high school yeah but i mean it would be great if you could schedule a meeting with this clothing okay if you have specific confirmation that you're speaking what sounds like after you would like to know which book the kids are reading

herself require the reading that she's asked okay so if that's what you're looking for you can instead of you told me you can send her an email she will email you those she can email you ohio standard for our language okay um all right i do have another question uh i would think that you would anybody just heard of hudson city school was on the news this week and at least it was on the national news at the high school level there is a writing assignment that reception utilized apparently for six years at the high school level and it was 642 things to write about uh and it was disgusting it related to sexual content on the side of content suicidal content and it was very inappropriate um i want to know if that is

being implemented in our country and you said that about this [Music] try law asking what what our students are reading and what our principles are and what will be required so my knowledge our sisters would never lie against the law so they will they'll he'll be able to submit that to you and you will see that we do not need that that's what foreign heights so and that is against the law okay all right so again if you can interface [Music] okay you have to be specifically narrow in what you're asking so you have to be specific if you want to know what is required in k-12 if you're asking me about specific text or you're looking for something specific you can ask don't think that there's something okay yeah i will specifically ask about

that but i can [Music] registered to address the board i saw one person come in and wait um is there anybody out i will open it up if anybody did not get a chance to register they would like to start [Music] um our next turn of the public on our agenda is 3d uh for the clean usage of the arp idea allocation for 21 through our 2023 school year [Music] um [Music] the federal government has released additional dollars to us to a grant that's uh i think it conjuncts in conjunction with the ibva uh special education dollars that we receive it's 167 thousand dollars that we're currently getting right now we're looking for planning stages and discussions various centers around a variety of things you know it may be something some efficient staff or staff

time uh it may be curriculum materials or some capital items maybe some technology that they could use or some additional services out there to assist uh [Music] another shot of federal resources um targeted specifically for students with disabilities who've been impacted by um so it's one timeline so you try to use it on two resources regret um technology seems to be um one of the biggest of florida virus was the need for us to improve the infrastructure of our network on all the time devices in order to allow um 20 of those resources must be set aside for congestion number health of funding three came in at about twelve thousand so if you combine that we have about 179 hours um 15 on that 26 thousand uh one time okay well we're moving on then

uh uh under four uh uh i was born agenda is donation we have several uh donations type i will go thank you very much for everyone um who has graciously donated to our district and will highlight for the board m4a we received a donation from neighbors [Music] that's our discretion so um again it's up to us what we want to do with that i don't uh we don't have to decide tonight um but we can take that money and put in for the scholarships that the school board uh donate every year to our graduating seniors or we can apply that money elsewhere [Music] for sure but that's a very generous donation for us and that would be um that's very nice that we should be thoughtful about um [Music] it varies right here i want

to say it's in the 25-30 range [Music] um right if uh it's not we don't get a birthday um that was just like give a lot to them and it's nice because whatever so this this is a very generous donation to the board um moving on to our consent agenda oh it's just emotions from the board uh for the approval of the consent agenda items were given categories for seven is there any discussion from the board on um items for something categories for truth mr rogers [Music] is item that we need to take action on or classified staff i'll accept the motion from the board on 9am starting a discussion from the board on item nine a mr ross [Music] to fill the role of fine counsel through this refunding process so um ryan has

prepared a variety of documents for us to move forward including the two resolutions [Music] just highlights reach those resolutions and answer your questions you know higher required i personally consider your contract a lot uh um uh um uh um [Music] um is for that reason um previously um stop there some questions about that study resolution this one should be after series um there is some discussions um little at that time so that's how is very unfortunately what we're trying to do not um if you look at my documentation [Music] on 90.
