I have two items for your consideration tonight. My first item is about a needed adjustment to the grade 6 to 8
004student fees, which you are set to approve tonight. I sent you an email last week to let you know that the paper fee um would need to be updated. This needed change came to light during Mr. Phillips end of year meetings with our middle school principles. Currently, students in grades 6 through 8 are charged $5 per paper, but the true cost is $13.25 per student. So, we would like to update that on the fee schedule. Um, so really, I'm just looking for a headnot if you're okay with making that change before approval tonight. My second item uh involves updates to several courses of study. These changes are uh are needed as a result of the curriculum adoptions done this past school year. changes are very minimal for math. Uh we updated the resource for grades
0056 through 8 and also updated the prerequisite information to reflect changes from House Bill 96. House Bill 96 requires students who score advanced on their math state assessment to be placed in an advanced math opportunity if one exists. Parents can opt their student out of this placement and the district has a process in place for that. Uh since we have advanced math opportunities in grades six through eight, we wanted that information to be reflected uh in the course of study. For science, social studies, and health courses of study, we simply needed to update the resources for each of the affected grade levels or courses. These will appear on the June 25th board agenda for your approval. Um and after that, we will update the documents on the website. And that. So that concludes my item
006for discussion this evening. >> Any questions from the board? No. Get that up. >> All right. Our next two items for discussion in regard to some bidding projects as well as bus purchases. At this time, I'll turn it over to Mr. Perry. >> Thank you, Mr. Smith, Mr. Clark, members of the board. First topic is an update on the projects that will require bidding. Uh we plan to continue moving forward with the bidding of the district-wide paving roofing projects and the replacement of the modular next to the administration building. This modular was previously used by Butler County ESC for the Fairfield City School District Head Start and preschool services and will be replaced using ins insurance coverages. Uh although insurance will cover the cost, the project will still require a formal bidding process or the
007use of governmental purchasing cooperative similar to the EPC which I will talk about in a minute when it with the bus purchases. Uh I am currently acting actively working on the bid document and will report back when an update is available. The second topic of the bus purchases for the 2062 27 school year. Um we continue to work through our bus purchasing plan. In this year we are scheduled to purchase five buses. Uh this is a reduction from the number of buses that we have purchased in previous years. But these items were already included in our 5-year forecast. And we will again use utilize the EPC, which is the Southwestern Ohio Educational Purchasing Council to to secure competitive pricing. If you recall in the past, that was a common practice that we did for years
008up until our larger purchase, which we went out and bid ourselves. Um but good news is the vendor that won the uh the previous two uh published bids does fall under the EPC. So we'll work with the same vendor with the same um um features on the buses that we have recently purchased which have been uh quite popular actually. Um and also just wanted to highlight that purchasing these five buses will continue our replacement cycle of 12 to 13 years. So, if anybody has any questions, be happy to answer them. >> Um, the older buses, I know we've talked about this in the past, but I I know that we utilize them to the fullest and then uh there are they stripped and then taken out parts that can use and be sold or and
009then junked. How does that >> depends on uh we work with Kenny, our bus mechanic. He uh highlights the the ones of poorest condition, of course. uh we try to save the best ones for um spares and then rotate out the spares. So it's kind of like you know a tiered out system. >> By the time we're ready to remove them off the lot, the vast majority of them are actually scrapped. Okay. >> Uh that's how >> we use them to the fullest extent. >> Yes. Great. Thank you, Mr. Perry. >> Yep. Absolutely. >> Okay. Thank you. Before Before we move on to our next item, anytime we have this uh conversation, I do think it's worth mentioning, especially for our public, I know that our board members already know this information, but uh you
010know, many years ago, we had uh an outside a third party make some recommendations, you know, in regard to the number of uh bus purchases that we should make on a yearly basis in order to appropriately maintain our fleet. Uh I I think it's important to say once again and we've said it before, but um I think it's important to share that we are not um purchasing the number of buses that has been recommended in order to maintain our fleet. And the only reason that we are not um making those additional purchases is to save money. It's a cost savings measure. So I think it's important to note that again. >> Yeah, absolutely. I remember when I first came on that was one of the things I noticed that they were uh cutting back on
011the number of buses to start that savings even years prior to today. So that's that's well noted worth bringing up. Yes. >> Yeah. And I think part of the reason we're able to do that is is the [clears throat] maintenance. Um you know we talk about the fact that you know we're talking about paving and you know we do we do take care of our facilities. we we try to do it in a very fiscally responsible manner whether it be purchasing buses, caring for our facilities, um etc. So I think again worth mentioning. Thank you. >> Yeah. Thank you. >> Our next uh item for discussion is in regard to participation fees. At this time I'll turn it over to Mr. Phillips. >> Thank you Mr. Smith, Mr. Clark. Members of the board, I just
012wanted to quickly address participation fees. If you recall, um, when the board approved the the 4.5 million in reductions, part of that was actually a revenue increase by increasing extracurricular fees by $100. And really at that time, the intent was to increase in the the biggest fees, which are our our athletic fees, uh, from $125 to $225. Um, you know, as part of that also, and that's, by the way, an 80% increase. Um, one of the things we've discussed internally, uh, at the building level and at the district level is that to to be equitable across the board, we really feel like all the fees for extracurriculars, uh, should be increased by the 80%, not by $100. You know, I think there was some confusion in that language that we used um, in the initial
013approval back on March the 5th. Uh, we don't want to increase a fee that was $30 by $100 when you increase $125 fee by $100. So, we feel like the right thing to do is to again to be equitable is to increase all of them by that 80% number. Um, I provided you guys through email uh a scale basically for all those extracurricular opportunities that we do offer, excuse [clears throat] me, what that would look like with an 80% increase. Just wanted to bring that up to you all for discussion to see if you had any thoughts or comments on that uh thought and idea. >> Any thoughts or questions? Comments? I'm I'm glad you pointed that out because it does show [clears throat] that equality across the board for everybody and and not just
014a 100% or $100 jump on something. So, no, clarity is great. Thank you. >> Okay. Okay. Thanks. >> Our last item for discussion is in regard to the timeline and process for a potential ballot issue in November. This time, I'll turn it over to Mr. Phillips so he can talk about the timeline uh and then I will follow up regarding some specific dates that are important for us. So, at this time, I'll turn it over to Mr. Okay. Thank you again, Mr. Smith, Mr. Clark, members of the board. Uh, regarding the timeline, it's very similar to what we were looking at for the May ballot. Um, when when we talk about the timeline and again, we haven't really discussed as a board uh if we are going to put another uh issue on the ballot
015November and if so, what that might be, but there are specific timelines. And just to refresh your memory and to remind you, uh, if if it was some type of income tax, we actually have to have a resolution of necessity passed and we have to submit that uh, prior to 100 days uh, of the ballot before the ballot to the tax commissioner of Ohio and then they have 10 days to bring it back to us. Um, and then we have to bring it back to the uh, Butler County Board of Elections by August the 5th for the November 3rd election. Um and then the same thing with a property tax if that's something that we the angle that we would go. Uh we also have to have a resolution of necessity which then is sent
016to the Butler County auditor for certification similar to what is you know an income tax would be sent to the Ohio tax commissioner. We send a property tax to the Butler County auditor. They certify it within 10 days. get it back to us and then again we would have to pass a resolution to proceed just like we did last time which would then go to uh the Butler County Board Board of Elections um for official approval. So now that we have that timeline uh and key dates, one of the next major steps in this process will involve discussions with the board of education regarding that potential ballot issue uh in November. That public discussion is scheduled to play take place during our board of education meeting on
017June 25th. Uh as always, that meeting is open to the public and community members are certainly uh welcome to attend. If the board decides to move forward uh and place that issue on the ballot uh in November, the board would formally vote on a resolution of necessity during that July 16th board meeting. And then if the board decides to proceed, we will probably uh schedule, not probably, we will schedule a special meeting. Um and and that is to approve a resolution to proceed that will more than likely be that last uh week of July. Um, and so for anyone that pays attention, uh, the information that we shared, uh, this evening in regard to that process was probably almost identical to the information we shared in a video with our community maybe last week or
018so. Um, the board knows, anyone that pays attention knows, we we have always been committed to transparency. Uh we will remain committed to that which is why we put that information in a video, why we discuss it publicly so that our community can continue to be informed as much as possible as we uh navigate our way through this difficult uh financial situation. Any questions about that? >> No, I'm glad no question comment just that you put out those videos like you mentioned and you've done that for quite some time. You Mr. It's really helpful for the community to see those, get educated, and even go back and rewatch those if if they are willing to do so. Four, recommend approval of a resolution authorizing the transfer of educational equipment, instructional materials, technology, furnishings, supplies, and other auxiliary services related property associated with Cincinnati Christian School. Number five, recommend approval of a settlement agreement between the Fairfield City School District and the estate and family of Emily Grace Olsen with the settlement payment to be funded by the district's insurance carrier in accordance with applicable coverage provisions. Um that bill recently unanimously passed the Senate and is in committee in the House. So there's a lot of action on that one. Um that bill is about math proficiency and advanced learning um which is one of the the
021hot topics for um legislators this year along with the governor. Um, House Bill 715, um, which is the bill that makes changes to charter non-public schools and ed choice scholarship reporting, which is one we're also keeping track of. Um, that is in committee and, uh, in the House there, and they had their first hearing on June 2nd. There were several proponents that testified there. So, that was good to see that there's um, some good communication going on with that bill as well. >> Just a little sneak peek, Mr. line. The uh dollars and cents video tomorrow is on that. So, I just want to let you know that. >> Well, good. I'm glad we're tracking the same thing. [laughter] >> That makes me feel good. >> Um House Bill 671. Um this one has funding
022implications for districts um that legally challenge foundational funding from the state. Um this has been referred to committee and but there's still no progress on it, which I think for us is is a good thing. Um just uh want to keep an eye on that that bill as well. There's a few others I'm keeping an eye on um but not a whole lot of movement on those. So >> good. 023submit sandwiches that were then featured at the cafe and you could vote for them by paying like by ordering their sandwiches. Um, and so it was a cool experience for some of these, you know, high school students to be able to basically make something for some for a restaurant to people to be able to go purchase.
