001Call the December 8th, 2025 Gan Board of Education meeting to order at 6:30 p.m. Mr. Shinkle, can you please call the role? >> Mr. West, >> Mr. President, >> Mrs. Wy >> here. >> Mrs. Papy >> here. >> Mr. Rivera >> here. Mrs. Gray >> here. >> Do I have a motion to approve tonight's agenda? So moved. >> Second. >> Made the motion. Lisa second. >> Lisa made the motion. >> Great. Bill second. Thank you. Any discussion? Mr. Shinkle, can you please call the role? >> Mrs. Marky? >> Yes. >> Mr. Kraki? >> Yes. Mr. Rare? >> Yes. Mrs. Gray? >> Yes. >> Moving on. Um, I'd like to call for a brief moment of silence. Thank you. Please stand and join our assistant superintendent, Theresa Sherzinger, as she leads us in the pledge of
002allegiance. I pledge to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. >> Thank you, Mr. Sherzinger. All right, moving on to um old business facilities update, Mr. Bailey. >> Okay, so I'm just going to give a quick overview of where we're at. Um, last month we kind of talked through this was the timeline we had on Patricia Boulevard and you can see every box is checked except for tonight which I can talk to you about. I've got a couple documents in front of you, a letter from SHP with a recommendation of a construction firm. Um, we open bids on Friday at 3:00. Uh, there were six bids received. Uh reminder, the original advertised bid was for
0031,ion56,000. Um so we have a letter of recommendation from SHP to go with the uh base bid of the lowest and most responsible bidder. Uh that is Tetle Construction and Doors LLC. Their base bid was 850. Uh and then there were three alternates that we obviously have to make decisions on which would uh bring that if we took all three alternates to 907. So going to talk through that as we go. Tonight's action is simply a resolution expressing an intent to award a contract and authorizing the president and treasur to execute said contract upon completion. So you will see that in the financial section as a separate vote. Moving from that, we then have next steps with Mark Cook uh with a board action tonight that begins the timeline of getting bids on Mark Cook.
004So that is a resolution to authorize the advertisement and solicitation of bids related to the renovations at Mark Cookook Elementary. Uh that um bid approval is for 530,000 um is what we basically go out and advertise for. obviously come in lower or higher depending on what they find. More than likely lower seems to be a hungry market. Um so then from there we do our thing. Um SHP will turn the documents over to biders this Friday. Uh we've put it in the Claremont on the run next week. It will be on our website. We will have a pre-bid bid meeting next Thursday or ne on the 18th which is next Thursday at 4 o'clock. that's where they come through and walk the scope. And then we will publicly open bids at four o'clock at the
005board office on January 8th with the hope then to bring you guys a construction approval um at January 12th. So, you know, we've talked about this being kind of a press timeline, but [clears throat] I do feel like, you know, this has been set up very well by SHP. I feel comfortable about where we're at between Todd and Troy and all of us working through this. We're in a good spot with it. So questions you guys have on either of those two or where we're at with this. >> I like to see the bid come in under. >> Yeah. >> Yes. >> So good feeling. So and again we're still within budget of what we, you know, talked about originally and it still is much less per square foot to renovate these things than to
006go up too many places. [clears throat] So yeah, good spot. Good. >> I'm sure you guys would have done great, but it's just great to have their expertise. Yes. No, it is handling it. >> That's I think the last step is working with Claremont County to get the permit issued which we started again today. Uh but I you know process will get going and we'll be okay. So >> any questions? >> No. >> All right. Moving on. New business a public participation. Mr. Serzinger, do we have public participation? >> We do not. I think that. >> All right. Moving on. New business B, Treasury report. Mr. Shinkle. Well, on the uh five-year forecast, I mean, there has been tons and tons of [laughter] legislation going on in regards whether you're going to do tax reform.
007I will tell you that to put one together right now is not worth doing honestly because it there's so many variables in there and you know, we're going to turn in next year and we'll get a rebound. I am actually going to meet with the uh county auditor's office to try to get a picture because they sent out our new valuations. I want to really try to determine how much is new construction of that increase and then what is our existing homes, you know, what's the increase on those homes as well. So hopefully that would give us a better opportunity to really look at the data when it comes out and see what direction we're going to on the school funding. So that's really what I've got. I haven't changed that for the last quarter
008and um you know we'll really in January we'll start seeing the the money come in and we'll really look at it and see what's what. But because Lisa knows there's a lot of legislation that's been happening >> or not >> last week or not. [laughter] >> Yeah. Nothing right now. >> Yeah. >> Okay. [clears throat] Any other questions on that? I'm sorry. >> Just waiting on the updated legislation. >> Yeah. And that's that. I mean, you submitted a five-year forecast, so we're in line with the state. We're just not making changes to it because we don't know what changes make at this point. It's possibly changing, right? So that' be very interesting. You'll see when you meet with them, they'll show you'll see the reval for new construction versus >> Yeah, I meet with the
009real estate person just to try to get an idea because I can't remember the exact number we came in, but I want to see how much of that is new construction versus just a percentage increase because I I really think we've kind of plateaued honestly on that. So, we'll see. >> That'll be neat to see. >> Yeah. >> All right. Moving on to new business C financials. Do we have a motion to approve A 1 through 7? >> So moved. >> I'll second. >> Melissa made the motion. Lisa second. Any discussion? It's all pretty straightforward. Mr. Shinkle, can you please call the role? >> Mrs. Papari? >> Yes. >> Mr. Yes. >> Mrs. Gray? >> Yes. >> Mrs. Wy? Yes. >> All right. Moving on to new business financials C financials um item B. This
010is the resolution that um Mr. Bailey was referring to. Do we have a motion to approve new business uh I mean new business C financials B which is the resolution expressing that intention to award a contract and authorization authorizing the president and the treasurer to sign a contract once all conditions related to the administration office renovation project are met. We have a motion. >> So moved. >> Second. >> Bill made the motion. Melissa second. Any discussion? Let's get going. >> Right. Mr. Shinkle, can you please call the role? >> Mr. Herrera? >> Yes. >> Mrs. Gray? >> Yes. >> Mrs. Marie? >> Yes. >> Mrs. Pepper? >> Yes. >> And then moving on for the renovation resolution for the renovation for Mark Cook. Do I have a motion to approve new business C financials item
011C, which is the resolution to authorize the advertisement and solicitation of bids related to the renovation of Mar Cook Elementary School at 6694 Gen Road, Goian, Ohio, 45122. Do we have a motion? >> So moved. >> Second. >> Thank you, Lisa and Bill. Any discussion? Mr. Shankle, can you please call the role? >> Mrs. Gray, >> yes. >> Mrs. Wy, >> yes. >> Rocky, >> yes. >> Mr. Rivera, >> yes. >> All right, moving on. Um, so in new business, D personnel, do we have a motion to approve personnel one through four? [clears throat] >> Second. Lisa and Melissa, any discussion? >> I mean, you just it's typical this time of the year with some um nonert hirings, resignations. We do have a resignation and I do want to thank Mike for his time here.
012>> Mike furthered his education and I think he's got a role and opportunity that he couldn't pass up. Kind of told him go learn and >> keep the door open here. So, um I think it's a good thing for Mike, but hate to lose. Yeah, >> he still wants to coach and do his stuff. >> He's still He's still here, right? >> Still wants to. I hope >> DJ too. [laughter] >> Awesome. Good. >> Love, Mike. >> Yes. >> Any other discussion? Mr. Shinkle, can you please call the role? >> Mrs. Wing, >> yes. >> Mrs. Papari, >> yes. >> Herrera, yes. Mrs. Greg, >> yes. Moving on to new business E, athletic personnel. Do we have a motion to approve um the addition of our assistant coach for wrestling? >> So moved. >> Second.
013>> Bill made the motion. Melissa second. Any discussion? >> I just know from talking with the coaches, John can wrestle with a few of our good to have that. So >> he's a good one to have around. That's for sure. So we're glad he's on paid staff at this point. >> Yeah. It's a big growing program, right? >> For volunteers for wrestling. Our wrestling coaches came to us today and they're getting a little bit um older and taking the toll on them doing the wrestling on the mat with the the guys. So, you're next month you'll see a couple more volunteers coming. [laughter] >> Good. It's a growing program. We like it. >> Growing program. That's right. >> Yes. That's great to see. >> Mr. Shinkle, can you please call the role? >> Mrs. Papari.
014>> Yes. Mr. Yes. Mrs. Gray, >> yes. >> Moving on to new business F miscellaneous. Um, this is the approval for our boys and girls varsity basketball team um trip out of state and then our school calendars for the 2026, and 2728 academic years that we reviewed last month. and then donations from the go PTO Styles and Sun and Ashcraft Air. So we'd like to thank them. Do we have a motion to approve these three items? >> So moved. >> Second. >> Bill made the motion. Lisa second. Any further discussion. Just want to thank those um the PTO thousands of Ashkan Bear. Um our school is better off because of our community and all the donations we received. So >> Sure. I I see those three names a lot. So, uh, any other discussion? Mr.
015Shinkle, can you please call the role? >> Mrs. Papy, >> yes. >> Mr. Carrera, >> yes. Mrs. Gray, >> yes. >> Mrs. Rick, >> yes. >> All right. Now, a big item, all the policies that we reviewed last month. So, moving on to new business. Um, G policies for approvals. These were all the 37 policies that were first readings on last month agenda. Do we have a motion to approve? >> So moved. >> Second. >> Lisa made the motion. Melissa second. Any discussion? So I will say it's been nice to have OSBA assist us with the through the policy institute all their pieces and then also now cross referencing these with staff handbook, student handbooks and that whole piece we did. It's >> been nice to get it all kind of buttoned up and Teresa
016that policy committee working hard to make sure we're in a good spot. So I know it's a lot but rest assured that we will implement these and we've got a good spot to make sure >> the board. >> Yes. Yeah. >> Thank you. >> Any further discussion? >> Are there any that like we need to notify >> parents of that are you know most of them are just like slight word changes and you know training of like driving the school van, right? Most of this is dealing with the adults not the students. >> Yeah. like >> okay >> child abuse training for staff, cyber security training for staff, you know, most of this and anytime we would have some kind of policy change where it updates a rule for the kids, we always let them
017know. Okay. >> And these would if there are changes that would happen in final forms on many of those consent forms and things as we go through the year. So if there's something immediate, we have to flag it. It can go. But normally that's where you would see it as you finish final forms for the year. >> Thank you. Great question. Yep. >> Mr. Shinkle, can you please call the role? >> Mr. >> Yes. Mrs. Frank, >> yes. >> Mrs. Ry, >> yes. >> Mrs. Pepper, >> yes. >> Moving on to new business H, Board of Education reports. Um, we have Melissa up there first. >> Um, no. Um, real student achievement um news. I um will send out um some I attended some great sessions at Capitol conference and um so I um shared
018with you guys um the important documents from there and so I will um send out the links um to you guys um as appropriate like techie for um treasure Todd. >> Okay, [laughter] I love that. just some great information on um you know how we can use um AI um and then like yeah my favorite session was building cultures of kindness and so I think you know there's opportunity to implement that Mr. Bailey's already on that um and then um yeah so that's basically it and then some um upcoming events but you already know about them for the middle school um that are on the school calendar. Thank you, Melissa. Bill, >> uh, yeah, great capital conference again this year. Uh, tomorrow we believe for Great Oaks, we believe for uh, the national uh, career
019tech education conference. So, it's like capital conference but for career tech schools and it's it's a really big show and there's more sessions. It goes longer in the day. >> Oh, really? >> Yeah, it does. It does. It's great. It's great though. Um, we'll come back with some information, maybe some new things we learn from those. >> Yeah, >> we learned some things and and in the past I've gone to these two and learned learned some things and spoke like Mr. Doug stuff and he's already on it. [laughter] But I mean, because it's with his position at the school, you know, things we can offer here too. Yeah. >> You know, I go with great oaks, but it's about, you know, we have a great career college readiness program here that good information that we
020can use as well. So, ahead. >> Thank you, Bel. Lisa. >> Um, so as Todd has already mentioned and Brian, there's a lot going on in [laughter] um in Columbus lately. Um, and I there's really so much that I won't bore you all. Um, so I'll send some links in that through email and that. Um, but I do have to note that one thing that I read was that there were nearly 40 bills that the House and Senate voted on just last week. >> So, yeah. So, there's a lot rolling through there. Um, but they are going on recess for a month, so they're taking their well-deserved break. So, we we also get a break as well. So, um, and with, uh, BAC, we met last week and that was a great meeting. [clears throat]
021Um, two things stood out to me that I wanted to share with you guys um, from that. In one of the discussions, the folks from Grit were um at the meeting and they said two things that I was just like, "Oh my gosh, this is absolutely amazing." So, the first one is um they said, "Goan stands out from other Claremont County and Appalachian schools." Um and then also she mentioned that um direct quote, "Your leadership is where it's at. You allow admin and teachers to think outside the box. which I mean that that's really great and it speaks volumes when you have somebody in from that type of organization who notices that about our district when they work with so many other districts that that is something that stands out from them for them and
022like she she has mentioned in other meetings you know like that other districts should look to us for guidance on different BAC stuff. So, yes, absolutely. So, um so I just wanted to mention that because it was >> like just sitting there hearing all of the discussions and that and having that takeaway from from an organization that works with so many other districts, it really, you know, it resounds. So, um >> networking. >> Yeah. Yeah. So, um and I think that's it. uh Mark Cook, they're they're celebrating the holidays. So, yeah, [laughter] cookies and milk with Santa and all that. So, yes, >> Lisa, I do appreciate you saying that. It made me reflect in that meeting thinking about Teresa, Danielle, Kelsey, Pat, and then what our counselors and Bill, Cameron, and teachers do. Um
023it is different because you've got a lot of people invested and trying to find solutions inside of you know you're kind of boxed in with state standards and everything else. But >> it's I do appreciate saying that those people work hard to >> to put all those opportunities. >> Yes. Yes. >> Yes. It is it is very nice to know that those efforts are noticed. >> Yeah. and that they are being talked about >> in other circles. So, yeah, it's great. >> Other circles. >> Yes. >> Thank you, Lisa. >> Yeah, you're welcome. >> Corey, do you have a update? >> Hey, uh no, I don't. Uh just with all my travel and just the holidays, I have not connected with the township team. So, hopefully we'll do that and get bring something back to
024you guys. >> All right. Thank you. >> Thanks. And then um just quickly, we attended the OSBA conference. I was thinking uh as we consider our membership for OSBA next month um the value of our conference that we attended, maybe if um I can get with everybody one-on-one and we can put together maybe a slide or two for next board meeting that uh we highlight some of those um things that we're sharing right now about the different sessions we went to. I know I went to a few that I really liked. One was um the manner in which Kings invest in their community uh to get their communities feedback and >> yes >> um and the success of their growing district. And then >> um another one was about uh considering an evaluation report for
025like a self-evaluation report for our board. >> Um so something I'd love for us to consider >> uh as we maybe do our spring retreat. Um, in addition to it was all along the lines of like holding ourselves accountable similar to how we hold our superintendent and yeah, >> treasurer accountable. So, I really like the idea and there's um, you know, there's a aspect of it that's already done through how we access our policies through OSBA. >> Um, so some new stuff that I'd like to share with you guys and I think it would be neat for our community here as well. some things that we brought back so >> we can have a growth mindset too, right? So, it's good. >> Yeah, I I'll reach out to each one of you individually and see
026maybe what topic you want to present on in January. Um and then I'll bring it to Brian as we set the next board agenda. >> Okay. Audit and finance, we didn't meet. Um public relations, same. And then Gian Education Foundation did have a meeting. Um they've had their most successful year yet. with us. So, they'll be sharing an impact report. Um they're preparing to for their scholarships to go live in January and um golf outing sign up. Well, golf outing signups, yeah, will go live April 1. So, just a heads up on that. That's it for me. Any questions for anybody. All right, moving on um to new business. I superintendent report Mr. Bailey. >> Okay, just a reminder of the lunchon uh on the 15th from 11 to 1 at Weiss. You guys are
027all invited. Should have got invites out. Um and then we talked last time about setting our organizational meeting uh for Wednesday, January 7th, 2026 at 5:30. So that will just be the organizational. Um, for that we do need to appoint a president prom for that January 7th, 2026 organizational meeting. >> I'd like to make a motion to appoint Lisa Warkey as president prom for the January organizational meeting. >> I'll second. >> Mr. Shankle, can you please call the role? Oh, any discussion? I'm sorry. Mr. Mr. Shenko, can you please call the role? >> Mrs. Gray. >> Yes. >> Mrs. Marky. >> Do I say yes? >> Yes. [laughter] >> Unless you want to be it. Like, do I have stayed or >> You're good. You're good. Peppery. >> Yes. >> Is your rare? Sorry. >>
028Yes. >> All right. Thank you. And then on your table, and I'm not gonna I want you to just go home and look. And this is a little bit of what I think you could use as a temple. a little bit of that self-evaluation as a board, but is the A toz checklist. >> Oh, yes. >> Um, everything in red >> we have updated. Anything in black is things that I think probably stand out that stay on there, but if you want to add anything to any of these sections, all you got to do is shoot me a quick email. It doesn't need to be paragraphs long. Um, but this is really our, as you look at that, we kind of evaluate throughout the year, ensuring that what work the board gets done and what
029we're, you know, kind of setting ourselves through. Uh, this is probably a good template to look at and then probably further that as part of your discussion. >> Yeah. >> In the future, but we will sub we'll approve the A Toz checklist in January. So, this is just kind of um the cliff notes of it. Corey, I will email this to you so you have that as well. Okay, thank you. That's a long one. >> Yeah. When would you like our updates by? >> Uh, if I could have those by probably that January 7th organizational. That way I've got time to get it ready for the following week's meeting. >> Okay. January 7. >> Okay. [clears throat] >> And then then from there we have our annual bullying report with Mrs. Sherzinger. Um, you know,
030last year we did a lot of um reflecting and um having conversations about bullying in schools and um we worked really hard over the summer and already through the school year. We created um a website uh that has a lot of resources for bullying explaining what is and what isn't bullying behavior. Um October was bullying prevention month and our buildings celebrated that by holding different activities um for students, parents and then we also did a little bit of staff training. We you know we find with bullying the best thing that we can do is educate our students on how to speak up when those behaviors are happening. Um, but you know, in light of the things that you know, we talked about last year, we created these parent nights where our mental health team is
031doing like family education and our first one um, we had in November. I we have dinner and child care and I think six families came. So, we're really hoping that January is a little more well attended. January really talks about mental health and social media. Um, and a lot of bullying that occurs occurs through social media because people are braver behind a screen, you know. Um, so we, you know, we've been working a lot on educating people on what that means. And so what you're going to see on this next page is after last year's discussions, we decided that, you know, we're going to not only report actual disciplined events of bullying, but how many were reported as bullying that we didn't find to be bullying. So we asked our principles this first semester to
032keep track of that. Um and so you can see that there were um reported incidents of bullying and there were actually two incidents that were disciplined and entitled bullying at the middle school. And to be honest with you, I've worked in a middle school a lot in my career and that's usually where bullying takes an uptake because kids get to cellular devices for the first time. they have a little bit more freedom um in scheduling and in the way that they interact with their peers. Their teachers aren't walking them from bell to bell anymore. They walk themselves. Um they're not sitting together with their class at lunch. They have the freedom to choose their seats. So all of those things usually kind of start happening at the middle school level. If you've had a middle
033schooler yourself, you know, something does happen to their brain during that time. Um I used to when I worked at a middle school talk to parents about how, you know, you'll be fine, you'll get through this. and I had a middle schooler myself and realized, wow, this is really hard. So, I, you know, I just think our district has done a really good job in working with families and our students and staff to educate people on bullying prevention and I'm really proud of the work that we've done this first semester. So, um, as I said, we had two incidents of discipline bullying at the middle school. Our hope is too by the reported incidents that if it's not bullying yet, I know our principles and teachers and everybody's doing a good job of intervening early
034so that that first time it said that it's bullying and it's not repetitive. We're nipping it there and able to take care of it so it's not a repeated issue. So I think that's where you see, you know, if it's reported to us, we can deal with it. So >> Teresa, do you know when that January night is? 27. >> Yeah, it was really good. Um, I went to the November one. It was so good. I was just sad that it was >> it is January 27th at 6:00 p.m. >> But I heard it was a really great night and you know you provide dinner, >> you provide child care so parents can come out and it really is giving parents tools >> especially the one in January with social media and and kind of
035monitoring that to help our our students and children make better decisions. >> Thank you. >> Yeah, a door prize. I don't know what else goodies do. Free food, free child care, and a door prize. So >> just keep trying. >> Yep. Keep trying because so much stuff that has been done to educate, educate, educate both parents and students. I think that's a tremendous job as I know we've, you know, had a big concern last spring and I think that's a big effort and I think great job. balance here. So, >> and I think parents will be thankful that we, you know, documented. Yeah, we had to keep, you know, >> Yeah, I think it's great >> the reporting of it. >> Yep. My last one, um, 2026 meeting dates. Just as I talked earlier, Wednesday
036organizational at 5:30 or the January 7th organizational, that'll be here. I have a copy on your desk of tenative meetings for the rest of the year. Um so I'd ask that you know between now and that Wednesday really not much changes. It's still the second Monday. Um I have heard that um through a couple discussions that possibly moving the meetings till six o'clock uh was preferred. So obviously if we want to do that um we would decide that on the 7th for the rest of the year which would then you know kick our Monday January 12th meeting to six o'clock if so decided. You will see on that I put Monday or I'm sorry the June and July meetings moving those to the new administrative office we can test that out in June and July.
037Um and then back here because I do think you know student groups and all that coming in this warrants >> oh yeah >> space in the tech so I think it's a good stock for the kids but uh we can move those three summer meetings up there but you guys I'll have these for you um at the organizational you'll approve those but if you have any concerns obviously reach out to Deborah discuss a little bit but and then the time change we can decide there as well. Any thoughts questions on that? >> Nope. >> Okay. Look at these. >> That is all I had. >> All right. Anybody have any questions for Mr. Bailey? >> All right. That is the agenda. Do I have a motion to adjourn this meeting? >> So moved. >> Second.
038>> Bill made the motion. Melissa second. Any discussion? Mr. Shinkle, can you please call the role? >> Mrs. Barking. >> Yes. Mrs. Pepperoni. >> Yes. >> Mr. Raer. >> Yes. Mrs. Gray. >> Yes. Meeting adjourned at 7:02 p.m.
