002the most special traditions in our district as the Twinsburg High School class of 2026 crossed the stage at EJ Thomas Hall and officially became graduates. It was a night filled with pride, accomplishment, and excitement for their future. The class of 2026 leaves behind an incredible legacy. 52 graduates are continuing their education with more than five million dollars in scholarships awarded. 32 graduates are entering the workforce. Two graduates have chosen to serve our country. Jamir James will be joining the United States Marine Corps and John Patterson will be joining the United States Army. So, we thank them for their commitment and service. 24 graduates earned kum uh kumlad honors. 41 graduates earned Magna Kumlady honors. 72 graduates earned Suma Kumlady distinction and one national merit scholarship finalist and four national merit commence scholars. More than 1,400

003advanced placement and college credit plus credits were completed. More than onethird of the class earned honors diploma in academic, social science and civic engagements, arts, STEM or career technical education. Kamari Sanders and Amaya Sales earned both their associates degree and high school diplomas. Charlie Johnson achieved perfect attendance throughout all four years of her high school. More than 20,817 hours of community service was completed by this class. 163 members of the National Honors Society, World Language Honor Society, and National Technical Honors Society. 36 graduates earned the seal of biiteracy in English and Arabic or Spanish. OMA regional recognition for band and orchestra excellence. Student artwork recognized through the governor's art exhib ex exhibit and scholastic honorable mention awards. Leadership and service demonstrated through Red Cross blood drives and life-saving power blood donations. 10 sets of twins

004graduated together. Um and then we also had beyond our classroom um we had our girls um soccer, volleyball, basketball, softball teams all capture district championships and advanced to the sweet 16 in division 2. Girls soccer and girls basketball both finished among the top eight teams in the state of Ohio. Boys soccer earned a district championship. We had a state bowling tournament qualifier, two state cross country qualifiers, indoor track state runner-up finish, and all Ohio fifth place honors. Students supported important causes through the run um for Rowski fundraiser and donations to Life Bank. Um programs like the Bud game and peer mentorship continue to demonstrate what it means to support and uplift one another. So when you look at all those list of accomplishments for the class of 2026 in the high school, it's clear this

005is what makes Twinsburg High um high school and our school district unique and so special. Our students are scholars, their athletes, their artists, their leaders, volunteers, mentors, and future change makers. Their success reflect their hard work, the support of their families, and the dedication of our teachers and our staff. And as board president, I couldn't be more prouder of the class of 2026. Um, as they begin their next chapter, I leave them with this thought. The future belongs to those who are willing to work hard, leave with integrity, and never stop learning. We are proud of who you are, proud of what you have accomplished, and excited for all that lies ahead. Congratulations, class of 26. Once you're a Tiger, you're always going to be a Tiger. So turning just to athletics, we want to

006congratulate our ladies Tiger softball team on an outstanding season. Um it came to an end in the regional semi-finalist against Amherst. What um they did have an incredible year in addition to winning a district championship and advancing into tournament play. Many of the student athletes earned first team conference, first team district, and other individual honors. So we congratulate all the players and families on a remarkable season. Also, congratulations as well to our Twinsburg Tiger baseball team who finished the season as district runner up. The Tigers battled until the very end with their season concluding in a hard fight um 74 loss to Brooksville. Um we thank all of our players, coaching staff for representing Twinsburg with pride throughout the season. We also want to wish best of luck to our track and field athletes who

007qualified for the state states um in the 100 meter dash, 300 meter hurdles, 800 meter run, 4x1 relay, and 4x4 relay events. The entire community um will be cheering you on. And then um currently there are improvements at the Tiger Stadium um that continue to move forward. If you follow um our exac account, Twitter, formerly known as Twitter, Twinsburg Athletics, they are constantly posting pictures so you can see the update. Um so it's exciting to see the progress that's taking shape. As a reminder, these upgrades are being funded through our permanent improvement funds, which are um specifically for facility improvements and cannot be used for our daily operating expenses. I also want to um extend a huge thank you to um the city of Twinsburg, the Twinsburg Fire Department, everyone who participated in the emergency

008bus um exercise held on May 29th. These trainings are critical to ensuring we're prepared and to keep our students safe and respond effectively in emergency situations. A special thank you to our business manager, Matt Strickland, for organizing and coordinating this important event. Um it was tremendous collaborative effort and the exercise provided valuable lessons and opportunities to strengthen our emergency um plans. Also, thank you to Tracy Abbott on her support and helping bring the training together and our high school drone club and community focus um for documenting the event and showcasing their great work um that takes place across our district. We are grateful for our partnerships. Um, but before I close, I want to briefly address House Bill 504, which is currently being considered by the Ohio legislature. Like many um, communities across Ohio, we

009understand the concerns homeowners are having regarding rising property values and taxes. However, school districts are still working through implementation and impact of se several recently enacted property tax reforms. Additional changes at the time could create uncertainty for school funding, financial forecasting, and long-term planning. Um, I did submit a testimony asking our legislators to allow communities, school districts, and county auditors, taxpayers additional time to evaluate the impact of the recent legislature before implementing further changes. Um, I also encourage our community members to learn more about the House Bill 504 and how it could impact public educated funding. If you have concerns, I encourage you to contact your state legislators and make your voice heard. Strong public schools and one of our foundations of strong communities. So, it's important for your voices to be heard. Finally, I

010want to congratulate our treasur and our entire treasures office, Miss Rosia, on receiving the auditor of state award for the district's 2025 financial reporting. This recogn recognition reflects a commitment to excellence, transparency, accountability and responsible stewardship of tax players dollars and she will be awarded tonight. Um so I want you to um join us in um congratulating her um as she is awarded later today. And then um as we close out another successful year, I just want to thank our students, our families, our staff, our administrators, our community partners for all your continued support of our schools. So, I really appreciate um having a few minutes on your agenda this evening um to celebrate a job well done. Um, my name is Tina Lewig and I am the Northeast Regional Liaison to Ohio Auditor of State Keith Faber or as the auditor likes to say, I'm your personal customer service representative. I don't do any of the finance. Um, it's my honor to be here on behalf of Auditor Faber to present the Auditor of State Award with distinction to the Twinsburg City School District. Each year, our office conducts more than 4,200 audits of our 6,000 clients statewide. This award places your organization in a very select group as under 4% of

012our clients receive the award with distinction. The auditor of state award with distinction is presented to local governments and school districts upon the completion of a financial audit that meet the following criteria defined as a clean audit report. The entity must file financial reports with the auditor's office by the statutory due date without extension on a GAP accounting basis and prepare a comprehensive annual financial report. For anyone that hasn't seen what a comprehensive annual report is, it's a very hard job. A lot of work and a lot of detail that goes into it. This audit report does not contain any findings for recovery, material citations, material weaknesses, significant deficiencies, uniform guidance findings, or question costs. The entity's management letter contains no comments related to ethics referrals, question costs less than the threshold per uniform guidance,

013lack of timely report submission, bank reconciliation issues, failure to obtain a timely single audit in accordance with uniform guidance, findings for recovery less than $500, and public meetings or public records issues. This award represents the hard work of all of Twinsburg City School District staff and employees who make every effort each day to attain accounting excellence. We'd like to recognize the board, the administration, and the finance department that have done an outstanding job watching over every dollar. What this truly means is that across the entire organization, you have both the people and processes in place that understand fiscal accountability. Specifically, we want to recognize your treasurer, Julia Rosnaya, for her leadership, professionalism, and exceptional commitment to fiscal integrity. 016money I usually say no money. Finally, to my incredible team um who wished to be here today but they were not able to. Donna, Sandy, Michelle, and Scott. Today actually was a big day in the office as Michelle uh our payroll administrator be became a grandma for the second time. So, it was very exciting and she rushed out to see them. Um so, congratulations, Michelle. They were not able to join us today. But I would like to thank you all for your dedication, professionalism, and hard work day in and day out. Together, we have met countless deadlines, ensured that district obligations, are paid timely, process payroll accurately for more than 500 employees over and over, issue W2s and 1099s, post district receipts, balance accounts monthly, and handle the many responsibilities that keep our buildings and

017organization running smoothly. None of this would have been possible without your commitment, teamwork and attention to detail. I am deeply appreciative of each of you and the role you have played in my success. It is my success is our success. It's a teamwork across the board. It's a teamwork with the board, with the administration, with the finance department, with the buildings, with the building princip principles. It is just ongoing hard work and effort and that's why we are today where we are. Thank you for being in this with me. 018at Ohio State. So, we uh we wish them the best of luck. Coach KT, Coach Bird, and all the entire staff. We want to wish them the best of luck because they compete on Saturday and Sunday. Um, and I just want to wish everyone a safe and enjoyable summer. That completes my report. >> Committee reports. >> Uh, yes. I had the, uh, curriculum and technology committee report um, this past week. Um, it was a great um, a great meeting. Some of the things that we reviewed uh, were the the new website that's going live this summer. Um, Mrs. Farthing went through those um, items for the group. Uh also we walked through the new adoption of fine arts and music and how it has a flexible framework um its literacies and understanding followers and proficiencies

019all the different proficiency levels. So that's going to be um a good new curriculum for the fine arts and music. Um we also talked about the adoption of project life curriculum with Mr. of De'Arra and that's going through preparing uh students for employment, independence and adult success. So there was a lot of good things that came out of that as well as they're looking to um get a grant to pay for half of the you know to offset the initial costs um by 50%. So that's all really good things. It had a lot of positivity and I think it would be great for our students um coming up. They're looking to potentially do a soft launch for the 26 27 year and uh looking forward to you know looking for a full launch in the

020year 2728. So um we will see how that progresses um with that those particular um curriculums but all things went well and um that was all that we had to report. Thank you. the um education opportunity committee did meet um last week and um it was a great way to wrap up the school year um with we've been focusing on access, belonging, and opportunity. Um, so we kind of went over our top two, what we want to focus on each group, and then, um, everyone had there was like a collection of books for everyone, and everyone got to pick out a book that they want to read over the summer. Um, so that was good to wrap that up. And that's all I have. Any other reports? >> Nope. >> Thank you. >> Um, I

021just have a couple slides before Matt gives his presentation on the fees. Um, thank you, Mrs. far I think for this in our efforts to continue to reduce our expenditures we as we have positions that come available whether you know people leave or retire what have you we evaluate the positions so um going into 2627 we've had a number of recent um again people leaving our district so in our efforts to continue to monitor expenditures I'm going to uh recommend that we not replace some of these positions and these numbers up here indicate entire benefits salary the entire package So, um, as you can see, we have a maintenance supervisor that is leaving, retiring, and we know that Mr. Strickland's going to pick up some of that work and his team. Um, but, uh, we

022will not be replacing that position. We've had a recent speech and language pathologist who would like to go halftime. So, we're going to to allow that to happen, which reduces our again our expenditures. We had a recent art teacher, too, that is leaving, and we met as a team and and figured out a way to not replace that art teacher. So, um, you know, people have to do more with less. So, you could see that's about a $68,000, um, reduction. Um, we are at the next meeting, I'm going to recommend we, uh, reduce a central office position. And by doing that, we're going to reduce an administrative position. We're going to shuffle some people around. It would be my recommendation to reassign some people. And that reduction again is approximately $174,000. And then we have

023an instructional position, a instructional assistant position that uh behind Mr. Bander's guidance, we're able to again do some shuffling and and reduce that position as well. You can see it's about $480,000 expenditure reductions going into 2627. So, as we continue to monitor and continue to try to reduce that that number of deficit spending over uh you know our revenues, we want to continue to do that and we'll continue to evaluate every position that we have becomes available. If we can reduce uh and still function as well as we can and provide the best services that we can for our students, we will continue to try to do that. >> Questions for me on that? >> That's Thank you. Um you said the administrator role that's one role that you're letting go at the central office

Thank you, Miss um wanted to talk a little bit tonight about our proposal um for student fees for next school year. Um this is not uh tonight a recommendation, but just to show what we've been working on, several different options that we've been discussing with our teams

025and the board. Um this uh sheet highlights some of the major changes versus how we've operated in the past. And again, these are as a result of our failed operating levy. And we are trying to um uh still offer the same great opportunities for our students um but also maintain fiscal solveny. Um, as you'll see on the first bullet point there, um, we propose a 10% increase over prior years to academic clubs and activity fees. And here in a moment, you'll see what that looks like um, versus prior year fees. Um, pay to participate uh, fees. Over the years, our district has used three and fouryear averages on transportation, supplemental costs, um, coaching, equipment, tournament fees. it's been this uh sort of complex algorithm um to determine what to charge for payto participate fees. Um

026we've reviewed that against uh what the majority of our neighboring districts do, which is a flat fee um model, and we have some numbers uh before you in the next couple of slides to show the board what that might look like. What we would recommend would be a $250 flat fee uh per program at the high school and a $125 flat fee at RBC. Um this would also um as a result of the levy um elimination of the family cap and the last two bullet points affect Willox with our KP and general education preschool tuition. um we would recommend and propose an increase from $2,700 for the year to $3,000. And then the IP program um for peer models, an increase from $2,350 to $2,500. As you can see, board, you have this in front

027of you, and we've got it marked draft because we've been working through this. Um, but for the academic fees, you can see um that what we tried to do, we went through there and we did a 10% uh blanket increase to all of these on this sheet um with the exception that down there in the far right bottom corner that talks about your preschool um tuition fees and kindergarten program fees. And then on the next page you have in front of you um the flat fee model that we discussed um that would apply to the entire left column and about half of the middle column for athletics. And you can see anything marked high school is $250 flat and anything RBC middle school is $125 flat. And then the second part of that middle column

028and then the right column all have 10% increases applied to them. And the board um we had been communicating about some of our uh programs and potential reductions in advisors or coaches. Um we are still working through that. Um but that would not uh those would not affect the fees. These are um the most updated numbers that we have. Um, but we will continue to look at those programs that have a larger number of adviserss and coaches and make reductions as uh the board would determine fit. >> Yeah, I think that's a great point there, Matt, in terms of the, you know, we we use numbers based upon like this year's numbers based upon how we did that. >> I think that's a great point. Um the next slide here um shows sort of a

029sidebyside comparison to help um the board and the community um just to be transparent with where we would be. Um this year uh I called it the variable fee model where we used all of those different um prior multi-year components. Um we had 783 participants at the high school level. That's payto participate athletics. um we collected uh right about $141,000. At the RBC level, there were about 417 participants and we collected about $50,000 for a total of um about $191,000. If you look down at the bottom, um the flat fee model is worked in to where if you had the same number of participants, um the income that that would generate um and it does equate to um roughly a little over $50,000 difference. Um and that will be commenurate. You know, right now our

030coaches and supplementals are tied to our union contract, so they will get an increase next year. Um so that figure will go down a little bit. Um but that that is just sort of the apples to apples comparison on flat fees versus variable fees. Um that's all I had tonight. Again, this um discussion and uh our review of fees, we start this uh actually around winter break. Um the athletic director and I start reviewing all of this, looking at all of the data and then taking feedback from the community, from the board of education. Um, so at this time if anyone has any questions, I'd be more than welcome or more than happy to try to help you through it. >> Can you add in um because I don't see it on the sheet that

031for free and reduced, it's still the same structure. >> Yes, I will. Yeah. And just a reminder, so free and reduced in Twinsburg City Schools, um if you are on a reduced uh lunch program, you get 50% off your fees. Um if you are considered free lunch program, then that your fees are completely waved. So, yeah. Thank you. >> And I have a question. So, what are the current fees for this year? I was trying to pull up on my phone. Um, but what were the current fees for high school and middle school? For >> football was like 400. >> Yeah, football was just a little under >> for high school or for RBC. >> For high school for high school football, um, it was about 380. >> Okay. And then how much was RBC?

032>> Um, I don't have that in front of me. >> She's pulling it. Oh, okay. Oh, you're pulling it. Okay. Thank you, Miss Farley. >> Yeah, in this model, some of the fees will go up and some >> Yeah, when we had reviewed this um we reviewed this in finance committee um when you go to a flat fee model, you are going to have program some programs that increase. Yeah. >> Um and some that decrease. I will say um notably that the ones that decrease the most would be uh two examples, high school and basketball. Um they also are your largest revenue generating sports. >> Um it's just a fact. It's just the way that the ticket sales go. >> U but you will Yeah. Uh RBC doesn't realize a ton of increase, but there

033are increases at the high school level. >> What I can't see. >> Thank you. middle school >> and then so are we and I know future thinking are we thinking of a 10 10% increase each year to try to balance itself out with that or has that not been thought about yet for future state >> I think that one of the nice things well sort of a double-edged sword about fees um we will be responsive to it yeartoyear I think uh just just as my opinion I don't speak for the board but I think depending on how our levy situation is our financial situ situation. Um I'd love a world where we can peel back on fees and not pass that along to the community. Um but I think right now with our fiscal situation,

034it's important to um try to capture um at least some of the funds that it costs to run these programs. Um but I think that's the important of our finance committees, things like that to where we can annually review it and if our financial position is better. Um certainly with Mr. Marlo working on even additional um attrition reductions. Um I think that come the holiday break if we look better in the forecast than what we do this time this year u maybe we talk about reducing those. Um I don't think we always I don't think we always want to get into an environment where we're applying a generic blanket increase. I think if we can pass along savings to the community that's entirely appropriate if we can afford to. >> Okay. >> Yeah. I would

035say um just Personally never been a fan of fe >> Sure. >> I mean who is but like of of paying fees for the students which is why um >> I request the implementation of family cap and all those other different things and why I'm doing my own stuff outside the board. But um when it comes to I was going to say um the fee structure um I think you know we have to continue to look at things because right now what the finance committee was doing was auditing like the advisors and um all of the clubs and all of the sports just to see um when it comes to all of our supple we have a lot of supplementals and a lot of those supplementals are also um based on the union which we

036can't touch right now. So I think it's just going to be based upon >> how all that plays out. That's >> well I like the fact that the finance committee is auditing these clubs because we need to start seeing returns with our clubs and all these other things because people come to us want to start these clubs and we're all for it because kids need to be active but it has to be some type of accountability that what is the value added to from that standpoint.
