Thanks for joining us tonight. Welcome. Um, we will uh before we start the meeting, we have to do a motion to appoint the Twinsburg Board of Education member Maria Hamilton as treasurer promp for the regular meeting as of Wednesday, April 8th, 2026 in the absence of the treasur. Do I have a motion? Second by Miss Egan, second by Mrs. Rush. Any discussion? >> All right, Mrs. Crawford. Yes, >> Mrs. Egan. >> Yes, >> Miss Hamilton. Yes, Miss Rush. >> Yes, >> Mrs. Travis. >> Yes, >> Right. And passes 5. >> All right. And then we will call the meeting to order at 6:31 or 6:32 p.m. now. Um, can you please call >> Mrs. Crawford? >> Here. >> Mrs. Egan >> here. >> Mrs. Hamilton here. >> M. Rush >> here. Mrs. Travis >> here.

>> Okay. Um, if you're able, can you please stand for the pledge of allegiance? >> I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Okay, we do need um an addendum um a change to the agenda um section H1. Um we will be um removing the meeting minutes um and um pushing that to the next meeting. Um so do I have a motion to change that? >> So moved by Mrs. Rush. >> Second by Mrs. Egan. Any discussion? Can you please call the >> Mrs. Crawford? Yes, >> Mrs. Egan. >> Yes, >> Mrs. Hamilton. >> Yes, >> M. Rush. >> Yes, >> Mrs. Travis. >> Yes. >> All right. And that passes 5.

Okay. So, um I hope you all had a wonderful and restful spring break. Um it's always good to take time to rest and spend time with family and friends before we head into a busy and exciting spring season. Um tonight I will like to begin by recognizing our students of the month from Wilcox Primary School, George Dodge Intermediate School, and Twinsburg High School. We are so proud of each of you. Your hard work, leadership, and dedication truly represents the best of Twinsburg City School District. Um, I do want to take some time to talk about our earned income tax levy because I think it is important that our community clearly understands what this funding is for. The levy is for operating expenses. This is what allows our district to function every single day. It pays

for our teachers and staff, our classroom instruction and student support, transportation, utilities, keeping our buildings open and running, programs, extracurricular activities and opportunities for our students. Simply put, this is what keeps our school running. We have already made difficult decisions and reduced over 2.2 million in expenses um earlier um this year, and we are continuing to actively look at ways to cut costs and operate more efficiently. That work is ongoing. At the same time, we are facing projected deficits in 2029 and 202030, not 202030, 2030. Um, while we have been deficit spending, we cannot continue to operate long-term without additional funding. This levy is about stability and sustainability for our students and our schools. Um, I do want to zoom out for a moment because this is just not a Twinsburg issue. This is happening

across the state. Out of 660 school districts in Ohio, 219 of those are in fiscal emergency. 210 are in fiscal watch. 176 are in fiscal caution and only 55 districts are not facing any level of financial fiscal distress. So um this means the vast majority of districts in our state are under financial pressure. Someone raised a fair point recently. Just because campaign don donors support certain lawmakers doesn't mean those lawmakers are doing their bidding. Correlation doesn't equal causation. And that's true. But it's also important to understand how funding flows at a state level and how those decisions impact public schools. We are seeing a significant expansion of voucher programs across Ohio with over 1 billion a year going to private and religious schools. At the same time, many public districts, including ours, are facing growing

financial challenges. This is not about being against private or faith-based education. Many families value those options, and many of um us people value our faith ourselves. But public schools are the only schools that are accountable to every student, every family, and every taxpayer. We serve all students, and we are required to meet standards, provide transparency, and answer to our community. And right now, local districts are being asked to do more with less, while communities are being asked to step in to fill those gaps. That's the reality we are facing. We also want to make sure that everyone has access to clear and accurate information. We will be hosting a community information section session which will be on the earn income tax levy on Thursday, April 16th at 6:30 p.m. at Twinsburg High School. It will

also be livereamed. So, this will be a great opportunity to come learn more and ask questions. We encourage everyone to attend and stay informed. And if you care about public education, there are ways to make your voice heard beyond just the local level. You can reach out to your state legislators and share your perspective on school funding. Stay informed on state budget decisions that impact public education. Participate in advocacy through local and statewide education organizations. Engage in conversations and help others understand how school funding works. And your voice matters. And those decisions at state level directly impact what happens in our classrooms here in our district. Now, as we move into the spring, there is so much to celebrate. Our baseball and softball teams just had an amazing experience traveling to Florida and Tennessee. These

opportunities go beyond the field. They build teamwork, leadership, and lifelong memories, and we are so proud of our student athletes. We also want to congratulate our students who were inducted into the National Technical Honor Society through CBCC. This is a huge accomplishment that reflects their commitment to academic excellence, technical skill development, leadership, and service. We also launched a new athletic website, so please be sure to check it out and stay connected with schedules, events, and updates. And I also want to highlight a fun event coming uh hosted by our Twinsburg Schools Foundation, which is the Harlem Wizards game. It will take place on April 11th at 6:30 p.m. It's a great opportunity for our community to come together, have fun, and support our schools, our teachers. They've been featured all over social media and through

Parent Square. So, it'll be great for the kids to come. Um my student has side seats, so he'll be excited to be there. So, we hope you can join and learn more. Um, if you want to learn more, you can go to the website and get tickets as well. Um, with spring comes a lot of activities, concerts, performances, dances, and events across the district. So, we encourage everyone to come out, stay connected, and support our students. Thank you. And that ends my president's report. >> Thank you, President Crawford. >> Welcome everyone. I'd like to begin my report by recognizing our students of the month. the reason that we all are here. >> I want to begin by first >> thanking all of you. Whether you're a parent, whether you're a staff member, or you're a

family member, whether you're a neighbor, our students wouldn't be as successful as they are without your support. So, I appreciate it. Sometimes kids, they don't always appate. Thank you. And let's begin with Wilcox with Mr. >> Aie. One, I have never gotten an applause coming up here. And two, I was like, if Mr. Marlo doesn't have to use a microphone, do I really? All right. So, boys and girls, um this is a very special honor and opportunity to come on up here. Um, when I say your name, I'm going to invite you up and you can stand right next to me for a second and your teacher can join you and then you'll get your certificate and just make a nice line across the front. Okay. So, without further ado, we're going to kick off

In fact, she helps before even being asked, and others have noticed that that the

help is needed. She has a positive attitude and makes everyone feel welcome in the classroom. She is a hardworking student who does not give up when she is met with great challenges. Ellie is a great example of why Will Cox rocks. Next up is Cairo McNair in Miss Mary's class. >> Cyro is a wonderful member of our classroom community. He is always helpful to both his peers and teachers. He steps in with a kind and caring attitude. He has a great sense of humor and brings much joy to his classroom and helps create a positive learning environment. He always works hard and does his best. Will Cox rocks because of Cairo. >> And last but not least is Steven Fuller and Mrs. Cy class. Let's go. >> Steven is a hardworking young man. He is

kind and supportive to his friends and always does his best. He's always willing to lend a hand and help teachers and friends. Steven is kind and does a great job both in and out of the classroom. Great job, Stephen. >> Say thank you. >> You're welcome. >> Good job. All right, boys and girls, if you could hold your certificates up nice and neat in front of you, facing out with a big smile on your face. Moms and dads, this is a great opportunity for some pictures. >> Excellent job. Good job, guys. >> There you go. One more round of applause for our Wake Fox students. >> Thank you students and teachers for being here. Um, if you guys could head out the doors to your left back here. Um, we'll make room for some of

our Dodge families. And next up is Dodge. Come on up, Dodge. I'm not actually just the dodge. There's handful of folks coming up. Good evening everybody. Uh Mr. Holland wasn't able to join us tonight, so I have the esteemed pleasure of giving you the quick uh Dodge update before we go to the main show. Uh just uh very very happy to have our PTA so active. Uh we had a um work weekend. Um about 60 volunteers showed up and put some beautifification on Dodge. So we couldn't be more thankful for parents and um a lot of students helped out with that. Administrators uh I think Mr. Marley was there getting dirty. So uh it looks looks so much better. So we appreciate that. We just completed our first successful day of testing. So, we successfully

tested about 850 students flawlessly. So, thank you central office for all the help there. And finally, if you are not doing anything next Thursday, please grab your best friend, come to our art gallery uh Thursday night at Dodge. So, I'll hand the mic off to Miss Seville who will announce our speakers. >> Hi, good evening everyone. My name is Sierra Deville and I am the other assistant principal. Uh before we begin tonight, I just wanted to state that I had the pleasure of working with my two sixth grade student council members next to me. And they are not only student council members, but they are role models within our school community, uh behaviorally and academically. Um so at this time, I will turn it over to Rose. And at this time, we're going to get together to snap a photo or a couple photos to two smile. And again, I'd like to thank all of you for coming and I want to congratulate our recipients. And just before

everyone leaves, Miss Deville is going to be recommended. She's currently the assistant principal. Dot. She's going to be recommended tonight to be the principal at Willox. And before everyone leaves, we're excited about her new adventure. And um you don't have to leave because I'm going to show a few slides, but you are welcome to leave, but I am going to show a few slides about our earned income. I wanted to make sure that everyone knew that. But we welcome Mr. Deville as the new principal. Thanks for coming. I never Oh, that's her. Thank you. >> Thank you again. Just a couple other things. New student registration is open and you can find information regarding new student uh enrollment on our district website. As Mr. Crawford said, the Harlem Wizards are coming to town on Saturday.

We're excited about that. Game starts at 6:30. They're going to be playing a lot of our staff members. Uh I think it's going to be a great event and we really appreciate the Twinsburg Schools Foundation for hosting and putting this on. Um as Mr. Crawford said too, there's going to be a community forum on the 16th at 6:30 at Twinsburg High School. And um you know, as we navigate the final quarter of the school year, just keep in mind there are all kinds of events going on today. We have softball and baseball and tennis and uh next week we have a play. There are all kinds of great things going on in our district and our students are very fortunate to have all those opportunities. So we welcome you to attend those. I'd like to

go over the um the earned income issue again as I think last board meeting I talked about it and had these slides up. I just want to make sure that we're transparent and making sure that people are out there watching and see what we have going on in terms of the earned income. And as most people know, it's a 1.25% earning income tax that generate will generate approximately 12.1 million. And earned income does not tax non-income earning residents. I think it's important to know it applies to earned income such as wages, salary, net self-employment income. It's it's a resident tax, not paid by businesses or non-residents, unlike a municipal income tax. This is a resident tax those residents that live within the school district boundaries. As of January 2024, there are 212 districts that have

this type of income tax. And every day you read about others that are also on the ballot and many of those are earned income because there is a um heightened sense of property, real estate, tax reform that's going on in Columbus that may have a dramatic impact on school districts. So you see um many districts trying to uh find alternative ways to fund our schools. And as we know locally we are we're not getting a lot of income from the state and we'll see that in a few more slides. We have to rely on ourselves locally. Again this is not a property tax. This is a t this tax issue does not apply to retirement income, pensions, social security, unemployment interest, dividends or capital gains. Again this is not a property tax. Why? We need

to maintain our long-term fiscal responsibility. As was stated earlier, we have been deficit spending and uh this will offset that deficit spend. Um we've lost public utility prop uh revenues over the last 15 or so years. We address steadily rising operating costs, the limitations of House Bill 920. We all, I think, have probably heard enough maybe about 920, but basically says when you pass a levy, um it it generates that same amount of revenue throughout the life of that levy. Um sustain our programs, maintain manageable class sizes and appropriate staffing, and then protect our activities for kids, both co-curricular and extracurricular opportunities that we have for kids. We have a lot of opportunities. Our kids are very fortunate that we offer all of the opportunities that we do for our students. Just a couple slides

on just our expenditures and what that looks like. And and again, this is all from the Ohio Department of Education website. You can find this information out there. You can see we have a lot of great districts around us. Twinsburg City School District spends approximately 17,533 per student, which is less than our surrounding districts. And again, it's less than the state average, but uh we have great districts around us and um you can see our per pupil expenditures are less than those around us. And then in terms of revenue per the cup report, again, you can see that Twinsburg generates 16,954 per student in terms of revenue. uh great districts around us uh they generate uh more revenue again per pupil and this is all based upon the cup report that's OD's website and then

we talk about state revenue and again we're a district that needs to um rely heavily on local revenue and you can see since FY20 where we had approximately 22% of our revenue from the state as a percentage in FY25, we're down to 16.88%. And again, this is all generated right from the OD website. And you can see similar districts have actually increased a couple percentage and then the state averages actually decreased. But you can see that we're not uh getting the support that we did in terms of percentage, you know, half dozen half a dozen years ago. Just a couple more. And then this shows um Sol and Odonia actually receive less state revenue than we do. A lot of the other districts you can see it's the capacity and it's the the commercial and

industrial base that we have that really helps us, right? Um so you can see the state average is 37% and ours is 16.8%. So about half of what the state average is. And then um you we talk about revenues over expenditures and you can see and again I've talked about this many times in in in many board meetings our expenditures have exceeded our revenue and um you know in 21 you can see it was 3 million 22 4 million 236 million which you know kind of reduced our fund balance and then in 24 uh we actually passed a levy in FY23 3 and 24, we still deficit spent at $965,000. And those are factual numbers right off the forecast. Those numbers actually are true numbers that exist. Uh, you know, some people say Marlo kind

of makes these numbers. I'm not making them up. I'm just showing the fact like these are facts. I um and then in FY25, we we did reduce it to just under a million. And you can see going forward, fortunately, we we I mean we don't want to reduce, but we reduced $2 million of expenditures. And you can see this year we're projected to be about $3 million over revenue and then approximately 4 million in 27 and then in 28 5.5 million. So again, that depletes our our our fund balance. Questions for me? I know you've seen these before. Mr. Marlo, could you speak Whoa, that's awfully loud. Don't speak that loud. Um, could you speak a little bit to the public on the issue of why we are getting so little as compared to the

states, the cities or the districts around us, the idea that our the wealth of our district, I think that needs a little bit more clarification yet to the public. >> Yeah, we're considered a wealthy district. I mean, we're we're considered we're considered a wealthy and I think it a lot of that goes into our residential as well as our commercial and industrial uh tax base and um Twinsburg considered and being a a wealthy district. The state doesn't uh then provide for us as much as they would a district that maybe doesn't have the commercial, residential or industrial tax base that we have. Hopefully that answers your question. But but yeah, we're we're we're a great district. We're we're considered a wealthy district and the state um doesn't give us a percentage like they would for

districts that aren't as wealthy as ours. Other questions for me? >> Thank you very much. And that completes my report. Any committee reports? Okay. All right. So, section eight. Um, again, we are emitting one. So, we're going down to we'll make two number one. Now, financial reports. Resolve that the Twinsburg City School District Board of Education accepts the following financial reports for the month of February 2026. Bank reconciliation, cash summary report by fund, pass summary report by fund, and special cost center. Disport dispersement summary report and investments portfolio review as sent to the board under separate cover. And to resolve that the Twinsburg City School District Board of Education approves all expenditures for the month of February 2026 as reflected in the above name reports. Do I have a motion? >> So moved by Mrs.

Travis, >> Second by Mrs. Egan. Any discussion? >> Mrs. Hamilton, can you please call the role? >> Yes. Mrs. Crawford? >> Yes. >> Mrs. Egan? >> Yes. >> Miss Hamilton? Yes. >> Miss Rush? >> Yes. >> Mrs. Travis? >> Yes. >> Okay. And that passes 5-0. I action my items. Personnel one. Resolve that the Twinsburg Resolve that the Twinsburg City School District Board of Education accepts the certified staff recommendations detailed in the attached exhibit as per the dates, terms, and other ethical conditions specified pending satisfactory ORC background checks. Two, resolve that the Twinsburg City School District Board of Education accepts the classified staff recommendations detailed in the attached exhibit as per the dates, terms, and other applicable conditions specified. can pen a satisfactory RC background checks. Three, resolve that the Twinsburg Board of Education accepts

the supplemental contract recommendations detailed in the attached exhibit as per the dates, terms, and other ethical conditions specified pending satisfactory OC background checks and completion of all requirements for pupil activity permit. In four, resolve that the transport board um district board of education accepts the pupil activity contract recommendations detailed in the detection exhibit as per the dates, terms and other applicable conditions specified funding satisfactory RC background checks and completion of all requirements for pupil activity permit if needed. Do I have a motion? >> So moved. So moved by Mrs. Travis. >> Second by Mrs. Hamilton. Any discussion? I'll um go and say congratulations officially um to Miss Sierra Deville. Um we are excited to have you become our new principal at um Wilcox Primary School for the start of the school year for 2627. Um,

and I know Dodge will greatly miss um, all of the energy and ideas and creativity and things that you've brought to that um, school. Um, but we know that you will bring all of that to Wil. So, we are excited. Um, and then um, we do have I think that's it. Mrs. Crawford, >> yes. >> Mrs. Egan, >> yes. >> Miss Hamilton, yes. >> Uh, Miss Rush, >> abstain. >> Mrs. Travis, >> yes. >> Who was the first? Travis and the second was Hamilton. >> Yes. Okay. >> All right. So, that passes um four with one extension. and J1. Resolve that the Twinsburg City School District Board of Education approves the agreement with the Twin Incorporated to let and lease board of education property at RB Chamberlain Middle School, George G. Dodge Intermediate School and

Twinsburg High School for the annual Twinstick Festival scheduled for August 7th through the 9th, 2026. for the documentation sent to the board under separate cover. Do I have a motion? >> Motion. >> So moved by Mrs. Rush. >> Second by M is um >> Travis. Um any discussion? >> Yes, I will be abstaining from this as I am on the committee for the Twins Festival. >> Mrs. Crawford, >> yes. >> Mrs. Deacon, >> abstain. Mr. Hamilton, yes. Uh, Mrs. Brush, >> yes. And Mrs. Travis, >> yes. >> All right. And that passes four with one abstension. All right. Two, resolve that the Twinsburg City School District Board of Education approves the change of the fifth grade trip from Hail Farm and Village to the Crawford Auto Aviation Museum located at 10825 East Boulevard, Cleveland. One

group of students will attend the museum on May 1st, 2026. And the second group of students will attend on May 8th, 2026. The second trip will still will still remain at COI as COI with one group of students attending on May 5th, 2026 and the second group attending on May 7th, 2026. Three result of the transport of education approves the program site agreement with the alliance for healthy youth to provide healthy relationship risk avoidance education for grades 7 through9 for 2627 school year for the documentation that was sent to the board under separate cover. There is no cost to the district for services and for resolve that city school district board of education approves the modified employment agreement for Dr. Sandy Wac Jr. as approved March 12th 26 and outlined in the resolution provide to

the board. Do I have a motion? >> So moved by Mrs. Egan, second by Mrs. Travis. Any discussion? Um I do need to read this resolution um for Dr. Sandy Wac. Um whereas the board of education acted on March 12, 2026 to employ Dr. Sandy Wack Jr. as it superintendent of schools effective August 1st, 2026 for a period of three years pursuant to an employment agreement of the superintendent of schools for the Twinsburg City School District employment agreement which was attached to the board resolution that was passed on that date. And whereas doc Dr. Ro requested that paragraph 3 sub paragraph C relocation assistance of the employment agreement be modified to provide Dr. RO map with up to 180 days after the effective date of his appointment to establish his residence within the Twinsburg city

school district. Uh example, city of Twinsburg, city of Reinerville or Twinsburg Township or neighboring school district. Example, Solen Hudson or Warsboro, Macedonia instead of the 90 days provided for in the original employment agreement. Um therefore be it resolved that the board of education agrees to modify paragraph 3 sub paragraph C relocation assistance of the employment agreement of the superintendent of schools for the Chinrook City School District to provide as follows. C relocation assistance. The board shall reimburse Dr. Romac for reasonable and document relocation expenses incurred in connection with his relocation to Northeast Ohio to assume the position of superintendent of schools in the Twinsburg city school district. said reimbursement shall include moving, transportation, and related expenses up to a maximum of $5,000, provided Dr. Wmarmac establishes his residence within the Twinsburg City School District or
