We have uh eight items. Uh first, I'm going to turn it over to Mr. Darren Schwiderman. He will be covering the first three, I believe. >> Correct. >> Good evening. Thank you, Mr. Roden. Board members. Uh this evening uh there are three

003items that I'm going to cover as items of discussion uh that also will relate to a items of board action a little bit later in the agenda. The first two items are updated uh well one is an updated job description uh in our school district. We have historically had positions titled monitor assistant uh and have job descriptions for monitor assistant study hall uh and monitor assistant uh lunchroom. And um we've been working uh real hard at the secondary level in evaluating how we support students through study hall programs uh and other programming uh whether it's disciplinary action through within school suspension program or uh credit recovery program and evaluating what some of the individuals in the district have been doing who have had the study hall title. um we've evaluated that that they really are

004doing more instructional support under the direction of a teacher. Uh so this job description that we bring to you today is a reflection of that. Uh we worked with BCEA uh on uh on updating that job description and the job title within the negotiated agreement. And so that's the first item. The second item is uh a new job description, parent mentor and information resource specialist um and through special education. Uh this is not a new role for us. Um there is a Ohio state grant uh that is available to school districts to uh provide a parent mentor to families uh with students that are identified with disabilities special education. Um, and we received last fall the resignation of a longtime parent mentor, um, Ann Maguire. Ann Magcguire served under that grant for our school district

005for many, many years, uh, as a community member, a parent, and a grandparent of students in our district that um, have had disabilities. And she also served Belro Sugar Creek Sugar Creek Bel. Um, and so this is a joint effort between both school districts. with her resignation and our search for a new individual, um it was time to look at the look at a job description to make sure that we actually had one and we did not have a a proper job description for that uh grant funded position. So, we bring to you today a job description. I worked with Mrs. Trisha Ray uh on this over the summer recently. Uh as it relates to this later, we'll ask you to approve this job description, but also uh we have identified an individual who's going

006to be able to serve in that role. Um, you may know Peggy Mangan. Peggy Mangan served Beaver Creek City Schools as administrative assistant here in our special services department for many, many years. Uh, and she fits the she recently retired um, back in January 1st. Uh, but she fits the profile of someone who's very knowledgeable in the area of special education and she's going to be able to fill in that. So, you'll see a recommendation for her employment in that role. And again, that funded role. And then finally, our our 2627 substitute rates of pay. Um it includes classified staff uh teaching staff as well and and licensed school nurse staff also. Uh in looking at that, uh the classified uh salary is tied to state or state minimum wage uh and our BEA or

007BCEA negotiated agreement. Uh but for the teachers and for the licensed school nurses, uh we took some time to evaluate other districts around us and the dollar amount that they are offering and you will see a $5 increase per day so that we're more a little bit more in line with our local neighbors. Thank you, Darren. Okay, moving on to item four. U it's we're going to ask Mr. Alexander to cover cover four, five, six, and seven. Good evening. Uh thank you, Mr. Utten. Uh four items that uh for board discussion tonight from the business office. Uh

008the first item is the donation of land uh at Shaw Elementary. Uh about a year from now, uh there the a widening project will begin on Kemp Road. Um very similar to the widening project that happened that's going still going on uh at Dayton Zena. Uh two lanes of traffic with a center turn lane. Uh they're going to redo all of the walking paths uh on Kemp Road as well. Uh this uh donation will not uh impact any of our drives. It will not impact any of our parking lots or our signs uh electronic sign in front of Shaw. And so I I this will be an item for for board approval. Um as well I believe that uh the small amount that they need is is worth the donation uh from our district. Uh

009the second item that I have is the exclusive beverage contract with Coca-Cola. We have been a Pepsi district for quite some time and uh Josh Ashley uh went out to uh to bid uh uh in the spring and Coke and Pepsi both submitted uh proposals. Uh we are uh later on in the agenda asking for approval of this contract. The reason we're asking for it so quickly, we're about a month ahead of time, but because we're changing from Pepsi to Coke, all of our coolers uh have to be exchanged out and we're on about a six week uh delay in getting those. So, if we wait until July, we will not start the school year uh with our beverage coolers for athletics um or for student nutrition. Uh the reason that we are making the

010recommendation uh for Coke is there is a lower volume clause. So these contracts require us to purchase so many cases of beverages uh from uh from them and uh so our requirement is less than Pepsi but also the revenue is higher over the course of five years. Our revenue uh the kickback from Coca-Cola would be nearly $90,000 uh back to uh the district. Josh is very comfortable with this contract. One of the things that's really important is uh is Josh's comfortability because he has to sell the items uh in our cafeterias and we all think of Coke and Pepsi as just a pop, but they have juices, they have water, uh they have sparkling beverages. So, we have to purchase all of those types of items uh from Coca-Cola. Um, and we believe this is

011uh the best contract moving forward and it would be a five-year contract. The third item uh is just a discussion item. This will not be for board approval um this evening. Uh I do expect that it will be for board approval uh in July and that is to approve uh and the audio enhancement project for the last four buildings uh in the district. As you are all well aware, we um we are 99% complete uh with the audio enhancement project for seven buildings in our district. Um this would be uh for the preschool center, Trayvine, Koi, and Ferguson Hall. And at the end of this project, uh we would have all buildings in our district with brand new classroom audio. uh the safety features that come with audio enhancement in addition to the PA system

012and all the other bells and whistles. The total cost of this project for next year is uh right around $ 1.5 million. Uh in total um when it's all said and done, it would be about a $4 million investment uh with audio enhancement for our district. And we we feel that all the components that come with it is worth every penny uh that we will be spending. Uh the fourth item that I have is also going to be for board approval uh this evening. Uh that is the uh the capital plan. Uh we are in uh year two of full implementation of the the capital plan. Uh and just as a reminder, the capital plan is uh is funded by our PI funds. And so we are uh we are well into this over the

013course of the last two years. Uh out of the capital plan has uh has projects have been roofs, HVAC, asphalt, plumbing, audio enhancement has come out of the capital plan. Uh we are finishing up building mapping. So we will have uh up-to-date building maps. They just contacted uh our local law enforcement today to begin the implementation into their systems. Um AEDs in case of an emergency, new buses, softball press box, tennis court lighting, uh music equipment, and much much more. Um we believe we have been u very conscientious of those dollars. The dollars that we have spent for the capital plan have been um have been thought through very carefully and these projects have been needed uh not only to uh make upgrades in our buildings but also just general maintenance uh and so that

014we can be uh we're planning uh moving forward uh having all the buildings uh active in our district. We do have about a $5 million carryover uh at the end of this fiscal year. So, not only are uh do we continue to draw PI funds uh yearly, but we also have a carryover uh in case we do have an emergency. Uh we don't want to spend every single dollar uh because we know that things can pop up very quickly when you have as many square feet as we have uh in this district. And so, we will be asking for your approval of the capital plan uh tonight as well. Those are my four items. Do you have any questions? Okay. So, um for the land donation in front of I travel that path every day.

015Much needed. So, I can't wait. >> Yeah. >> So, that's going to timeline is next yearish to start >> the the start will be about a year from now. They still have to go to bid. Um so, right now they are securing all of the land. >> Okay. >> Uh and then the city go to bid uh hire a contractor and begin the project. Uh the project is not expected to be as long as what it has been on Dayton Zena. Dayton Zenyas is a little bit more in depth than what uh Kemp Road will be in front of Shaw, but we're still about a year away and it it will it will not be completed over the summer. So, this will impact uh busing um and transportation to and from school. Uh but the

016city has been uh great to work with uh for us and they they they meet with us, they talk to us, they they they do not want to interrupt our day. Uh they want to be uh um they want to be great partners. >> So the one on Dayton, they'll be done >> before the school year starts. >> Yeah, they're hoping by the Fourth of July parade it will be done. That'd be great. >> They >> That would be a big improvement as well. >> Yes. I'm excited for that one to be done. >> You and everybody else to go down that way. >> Yep. >> So, uh the second thing is for the from Coke to Pepsi. >> Pepsi to Coke. >> Coke. Okay. So, that so the machines machines and things like that.

017Those are priority to the company. So own those machines or will we buy them? >> Yeah. So vending machines have uh have gone away. And so when I say coolers, uh we're really talking about the coolers that our beverages are in uh within the cafeterias as well as our concession stand areas and things like that. Due to regulations on what can be sold uh in vending machines to students, you can't put a can of Coke or Pepsi in like you used to be able to. >> Uh they have found that uh students are not purchasing the beverages that uh that were allowed to sell them uh out of the vending machines. >> So uh Pepsi a few years ago came in and took every vending machine out >> that they owned and does not plan

018to put any in. So, there will be no additional vending. We still have some vending machines in some of the teachers lounges across the district, but even those have started to go away. The ones that are in there are ones that we own, >> right? So, so the students or whoever staff will buy the product from where? So they would buy it would be from the cafeteria um during lunchtime. Uh they would buy product at at games uh out of the concession stands, those types of things. It will not be open vending um during the day like it used to be 5 10 years ago. >> Right. So, um, about all the signage, does Pepsi have signs on their scoreboard for the football field? >> They do not have any sponsorships, uh, that I'm aware

019of through athletics. That's where those sponsorships would be. Pepsi could still sponsor a sign. There's nothing saying that they couldn't. My guess is since we did not choose them that they will discontinue any sponsorships that they have. >> Um, but they could still continue to sponsor, but they're not funding scoreboards. They're not funding fields or anything like that. The kickback that we get is a is a $15,000 um kickback after two months of of being a partner. And then at the end of every year, we get an additional $15,000 over the course of five years. >> That depending dependent upon how much product is sold. >> We have to meet the aotment. It's 28. >> How much we buy? >> Yep. 2,800 cases throughout the year. And we we do not see that being a

020problem. Okay. >> With as big as our district is, we will exceed that now. >> Okay. and the audio enhancement. Uh, how has that gone? >> It is >> in terms of being accepted by the users, >> it it's gone phenomenally well. Um, every building's at a was at a little bit of a different spot um because every building's a little bit different. Um, the age of the building's different. The way that we had to install everything was a little bit different. I can't say enough about our technology team uh and the amount of time and effort that they have put into this installation. Uh our staff has been trained. I was uh at Maine Elementary towards the end of the year and I walked into a classroom and a teacher was using the system

021and it was the first time I had heard the system being used >> in real time with kids in the classroom. And so I asked her about it and she said it. She goes, "This is the single best thing that we've done in this district when it comes to supporting teachers because you can sit here and have a conversation like we're sitting across the table from one another and it projects through the entire classroom. It it is fascinating. but also not just that, the reliability of PA systems in case of an emergency and also the the safety buttons uh that the staff every staff member will have either on their lanyard uh that has the microphone or staff members that are in the building that are not our teaching staff, they will have a safety

022badge. So, they will be able to send an alert in case of an emergency uh as well. Just not those um it's not just the teachers that are wearing the microphones. >> Yeah, it's pretty phenomenal. >> Yeah. >> What's even what's even really I'm sorry. >> Yeah. Right. In the beginning, I had a couple of people approach me that this is really bad, >> but it's work in progress. >> And I'm just guessing they have all the bugs worked out by now. >> Yeah. And just like anything, everybody handles change a little bit differently. And so, um, but it is an expectation that our staff is going to be using, uh, the system. Uh, we have, uh, we've put a lot of time and effort and money into this and we believe it is the

023it is the absolute best thing for our kids and, uh, we're still working out some kinks, but by the beginning of the year, we'll be ready to go. >> Thank you. >> You're welcome. Our last item for board discussion want to throw out we're not asking the board to approve this this evening but um looking to possibly change uh our August and September board meeting. Um there's a number of reasons behind this. U first one uh August 20th is the original date for the our August meeting. We have two dates that I would like to throw out. one is the 13th of August which is the Thursday before or the 18th which is the Tuesday of the same week of the original meeting. Um I know that

024Christa will be out on the 20th moving her son in at that point. um SHP uh we worked with them the other day and they would like to do a presentation to the board and either one of those two dates the 13th or 18th work for them. So felt that that would be a great opportunity for us to put SHP in front of you with a final proposed plan. Again, no action would take place in August, but then we would like to take action for the board to approve the plan, the master facility plan in September. And we decided the original date is uh September 17th for that meeting. But the Beaver Creek Popcorn Festival starts on the 11th and we thought it would be prudent of us if we would ask the board to

025to move it a week earlier to the 10th, September 10th. Then once that is approved, we can showcase that at the Beaver Creek Popcorn Festival what the plan is going to look like uh moving forward at that point. So that is why we're asking those two date changes. Um so I just want to throw it out here. I will reach out by email to see if those dates work because obviously we have two board members that are not here. I did speak with Christa yesterday, I believe, um, and asked her about those dates and she obviously preferred the August 13th date because it's not two days before she's leaving to move her son down to Orlando. And uh, the 13th was the original date that SHP had picked, but the 18th works for them. So,

026I will be sending that out, but I wanted to at least give you those options. because I do think this moving the September one makes sense for us to be able to communicate to the public at that popcorn festival. The Ohio Revice Code 5705.41D, the purchase order certification, donations. Fiscal year 26, amended certificate of estimated resources and appropriations. Fiscal year end fundto fund transfer and advances to authorize the treasur to amend appropriations and certificate of resources for fiscal year

0272026 as of June 30th, 2026 and fiscal year 27. temporary appropriations. Motion a second. >> Second >> discussion. >> So we are in our first fiscal year in for Mr. B. So I was going to go through these really quickly. Um the first agenda item is the you know the normal monthly financial report. Happy to share good shape on both fronts. Through the end of May, we've collected 98% of our revenues and we're tracking at 88% of our budgeted expenditures. Right where we pretty much to be um at this time in the fiscal year. The next item involves purchases over $3,000 or a purchase order was not in place before the transaction occurred. The purchaser, you know, inadvertently forgot to put on a purchase order. It does happen. Um this requires board approval to ratify.

028We had eight such purchases for the entire school year. I do want to note that the treasur's office processed more than 5,000 purchase orders this year. So, it's a, you know, it's a 1% of our total purchases, and I did talk to each one of those who put those purchases through without a purchase order, so that they don't make that mistake again next year. Um, item three is the approval of donations. Quick shout out to Lindy, um, our transportation director, because most of those, um, donations were on behalf of our bus driver appreciation. She spearheaded the effort to get those donations and we're grateful to all of our donors who, you know, continue their support of our district. Item four is the routine monthly item to amend our budgets as needed for both expenditures and

029revenues. I bring those to you every month. Um, number five, this item covers covers our fiscal year fundtofund transfers and advances. something we do at this time every year to make sure none of our 200 plus funds end the year in a negative cash balance. We use this opportunity to make a couple targeted transfers. One to the severance fund where we set aside half a percent of the entire payroll for the year uh each year to cover severance cost um as we have employees leave the district, you know, to be able to cover that down the road. One is also to the cafeteria fund to clear any lunch debt left by graduating seniors, which is policy requirement. And if you look on this report, it has the amount as to be determined as we don't

030know what the actual amount is until we close the fiscal year on June 30th. So, I'll bring that report back to you for approval in July with the actual amounts that were either transferred or advanced to cover those negative fund balances. Number six, this one's pretty straightforward. It gives um myself the flexibility to adjust appropriations and revenues um as needed. between now and June 30th because we have, you know, even between now and June 30th, unexpected revenues, unexpected purchases, and so that enables us to respond quickly to those without having to call a special board meeting between now and June 30th. Um, and if we do make any adjustments to either the revenue or the budgets between now and June 30th, I'll bring that again to that July meeting um for approval. Um, and then

031number seven, uh, is the approval for temporary appropriations for next year so we can start paying bills and running payroll July one for the new fiscal year. Permanent appropriations will be brought to you for your approval before the September 30th um, deadline is according to Ohio Revised Code. Um, I do also have a legislative update uh, concerning House Bill 314. It's a bill that recently passed by the House. It has to do with public records requests. Last year at this time, I had a little over 20 public, you know, records requests. This year, I've had over 90. It's a 350% increase. The vast majority um are for bulk employee and vendor database information, salary schedules, staff rosters, vendor lists, and similar records. And this pattern strongly indicates the records are being aggregated and resold commercially

032is what they're doing. current Ohio law, the district has to respond to every request regardless of the requesters's identity or purpose. I don't have any choice here. And fulfilling these requests, it's it's not a one person task. Yes, I'm the one who gets all of them. I keep track of them. But every request must be reviewed for exempt information redacted where required. And depending on the records involved, I'll reach out to HR tech to my business to Tyler. I reached out to Paul this week that I had. Um, and so it takes a team to do this and I'm pulling these employees away from their primary responsibilities. And so the administrative cost in staff hours is significant and continues to grow with these type of requests. Non-compliance is not an option. If the court finds

033the district wrongfully withheld records or just didn't, you know, do it, um, it can record it can award the requester $100 per day up to $1,000 plus attorney fees. Um, so I provide Jackie, Paul's assistant, with all the information to document all of these requests, including my response timelines because the district is audited on this every year. Um, and it's actually on their state audit um, web page. Um, so House Bill 314 would amend the state law to allow public offices to require disclosure of commercial intent and to charge fees that reflect actual staff time for the commercial request. Relief that is not currently available. Um, the bill still must pass the Ohio Senate and be signed by the governor. And until then, every request must be treated the same under current law. I wanted

034you as board members to be informed about this bill and what it is. It's not about an unwilling to comply with this public records law. I take that obligation very seriously. What we're experiencing is an overwhelming volume of requests from commercial data aggregators who are harvesting the information we provide and reselling it for profit. And that's a very different situation than a citizen or journalist seeking government accountability and it's consuming significant staff time and resources with no public benefit and time. So I'm I just if you're asked about That's what this is about. It's not the fact that we don't want to do public records requests. It's this commercial end of it where they're selling this data. So, and I just wanted you to be aware in case anybody >> besides the money, how do

035they benefit from this aggregate collection of data >> pretty much that's it? They're selling our data. I mean there vendors will ask for you know I think there's uh copy machines in you know our liability insurance you know what we So then it gives a company who's interested in that what we're paying for it and so then they're able to, you know, that they could provide the same service or, you know, ask us when we're going out to bid, all of those types of things. So >> So that information is not available without doing a public record request. >> No, not to the not to the detail that they want it. >> Okay. >> You know, it's up there. It's out there on the um public checkbook. >> Sure. >> Um but not with the

036detail that they're the names and addresses of the vendors and how much we're paying them. >> So, yeah. >> How quickly did you go from 20 to 90 >> this year? >> One year. >> This year? Yes. It was all of a sudden it just exploded. Um there's one company in particular. I received eight public records requests just in one week and this week. And I mean it just it's just ramping up. It's crazy. So, and it takes a lot of time. So, we're hoping that the Senate approves the bill. I think they will. They've heard from all of us. They know what it's costing all of us in time. 038direct your attention to page 86 because on page 86. Uh we are recommending the hiring of Megan Rollins. U Megan is a teacher in our district at Ankeny Middle School. She's an intervention specialist. She is here today. You can see her in the audience. Um Megan has earned her uh master's degree in educational leadership back in 2015. Um she has also served our softball program for 13 years. the last six or no I don't know if it's the last six but yeah last six as our head coach. Um and Megan is very busy besides moving up to be the new Valley uh elementary student support person filling in for Shelby Evans. Uh she has three children and so as you can imagine she's very busy with those three kids as well. So we are very

039excited that she was willing to step up and went through an interview process and we were very excited to her for the valley job uh for this upcoming year. So, it'll be great. So, as long as they say yes, you you're on board. >> Yeah. So, welcome Megan. >> Welcome. >> Uh the other item I would just like to draw your attention to is item four, which is our school fees. If you look at your front left pocket, I believe that's where we put it. Um you can see the school fees is that spreadsheet there, but then there's a summary of what has changed in those school fees. So, I just wanted you to be aware of that. We try to take away fees where we can uh but then we also need to reflect

040uh truly what the fees are covering and some some of those times we have to increase fees. So, um you can see all those listed there as well. There are some districts who do a tiered system where they pay someone who's a licensed teacher or recently retired teacher. My conversations with those districts that value to those individuals, but it hasn't necessarily increased their Has that been trending up? years ago 132 years ago 12 years ago 16 years ago I started So

041we feel that we have enough substitute teachers and nurses to fill the slots. >> We do our best. Our rate has been much better this past year. You know, we used to when I first started this, we only licensed that 250 subs that we employ of our subs are general substitute license holders. degree license for us license our rates are better on boarding training does three and a half hour training before they start and administrative costs because they're employees will not ours They may work days. >> Okay. >> Mr. Boon. >> Yes. >> Mrs. >> Yes. >> And Mr. Taylor. >> Yes. to the superintendent's report. >> So, we have one item tonight under that and that is uh a first reading of board policy 5200. The board has already approved this policy in the

042last group of readings. However, we met to change some of the uh hours the school district is permitted by the state to adjust those hours. So, we the hours that we approved we felt were good, but uh we're seeing a shift in some of those hours. So we felt that it was good for us to move forward with making those changes. So that is literally all that we've changed are the the amount of hours of notification. So nothing monumental in that but we will bring that back in July for approval. >> Okay to announcements of June 19th all offices are closed. July 3rd, all offices are closed. 044next the excitement level is uh is running high especially hoping it summer doesn't there it is and um let's see just a couple things that um for our system is uh reading about project empathy at boy middle school which is really really really great um many national awards that we've been receiving and of course uh our PR department has led the way in some of those things communication is So the stuff that they put out there is we can just get people to look at it really can change the trajectory of the things that we do and that's really very important uh for the career center. Um, our summer camps have started and mostly for upper grade say upper grade elementary upper grade kids and those have been going very very well. They had pretty

045good participation in those. I like to see that they were had programs with Also the music the French showire show light that is another thing that's just really awesome and track club kids out there I don't know how well anticipate that follows in the years past um again graduation was awesome so to attend three of those. Um, of course, career center. We have our night of recognition at the center. And that's awesome. What was really nice about that, I don't know if I mentioned that before, but was to look out over the 400 and some kids that were moving on past the career center. Uh, the sea of black and orange that was in there. It always hasn't been that way. In fact, mostly it's not been that way. And Beaver Creek is always awesome

046as well. I got to attend Sycamore High School. They had some of their um I'm going to guess some of their choir kids sing their senior song which would happen to be the same as our senior song and uh I thought that was just really a touching special moment to see that happen but little tweaks like that would be nice. So that and the last thing I guess is we've had a change at the top of the

048career center. Our superintendent has changed jobs, become the director of going out and soliciting money. And he's he started that last year. Done an awesome job and we're going to keep him in that position as long as he wants to keep trying that. But it allows us to expand some of our programs like our welding program. got a $500,000 donation to do that and added a whole another whole another section of welding. So, we got about two classes of that. Uh, and we are expanding our culinary arts curriculum to include another section of culinary arts. And we're in the process of building a a bank with all I guess you could call it 350 seats. We have a lot of requests for people to come in facilities that will be. So when are we going

Things are cooking out there just like you a lot of transitional things to think about before the start of the year. Everybody thinks shut down basically over the summer.
