001[Music] so [Music] so [Music] so [Music] so [Music] one nation under god indivisible with liberty and justice for all i need a motion and a second to approve the agendas presented full moon second second any discussion please call the vote mr taylor yes mr stein yes ms hunt yes mr morrison yes miss regano yes motion carries i went to presentations yes we have uh two president two presentations this evening and uh we're very excited to have our school spotlight back and we've been doing that all year this year so this uh this evening we're bringing up fair brook elementary so i'd like to invite you all mangan up to our podium and she's going to talk about the pto at fairbrook and everybody counts so i'll turn it over to you miss matt all right

002well thank you so much for having us tonight i'm excited to be here and um to highlight one of the most important things about fairbrook elementary school is to highlight our favorite pto i think they do amazing things and i don't think they get enough credit for all of the hard work that they put in so i just thought it would be nice for you to see all of the things that that our fabric pto does that are the big things this doesn't include the day-to-day work that they come in and help with coming in and working with our kids and helping supply items for our families who aren't able to do so and things like that so one of the very first big things of the school years are fair brook foxtrot and i'm

003going to flip over to that so i can show you that picture really quick ah hopefully there we go there's a picture of one of our classes and this year our fairbrook uh pto raised thirty thousand two hundred and seventeen dollars and thirty six cents which which is just unbelievable but that actually funds our entire school year um of events and things that the pto does and they don't have to request any additional funds for anything else we don't sell anything the kids aren't required to go door-to-door for anything this is a one-time deal and and the kids thoroughly enjoy it if you have not seen and i know a few of you have seen our fair brick foxtrot in action it is a blast it is the last friday of september each year and

004the kids absolutely love it um i have to admit the adults have a great time too with it so we just have a fun time with that um they also host two book fairs every year one in the fall and one in the spring and it is fully staffed with volunteers from our pto and it runs for an entire week so that requires and takes so many people to make that happen and i'm just so grateful that they come in and they do that for our students and that they're able to see new literature buy new literature take that home and enjoy that reading i also this year we had our veterans day breakfast with over 350 people attending and had a parade of our veterans and their family members through the hallways of our

005school our students wrote thank you cards and it was our pto that put that on who take the thank you cards to the various places across the dayton area to deliver those thank you cards so we're very grateful for them for that and then everybody counts which i'm going to highlight here in just a minute i'm going to talk about that because that's really the big one i wanted to talk about this year third grade news machine is actually going on right at this very moment they're doing their performance at beaver creek high school this is paid for in full by our fair brook pto it's one of the things that that money from the foxtrot is raised for and then funds so we're very happy with that they're doing matter matters tonight and then

006our holiday shop the week after thanksgiving for our students to be able to shop for their families we have the homeroom parents holiday parties cosi in the winter time is a great indoor activity for all of our students and then family fun night in the spring so just wanted to highlight some of those big events that require so many people but they they do it and it's fantastic um so the veterans day practice breakfast and parade we had that i talked about that the big thing that i wanted to highlight tonight was everybody counts which happens in november each year and i have mrs allison hecock here you want to come on up i'm going to let you um take over from here but allison is the one that coordinates the everybody counts program for

007fairbrook elementary school and i think this is just an incredible opportunity for our students to learn and i thought it would go ahead and i'll turn it over to you good evening um as mrs mangan said my name is allison haycock i have two children at fairbrook elementary and i am the pto vice president and lead everybody counts so as you can see it's a parent volunteer program of the parent volunteers come into the classrooms to teach the students about a specific disability usually takes place in november and the goal is really to teach empathy towards others and to develop the culture of kindness and respect for those that may have other abilities and maybe learn differently at the school so what you'll see all right so so you'll see here the different areas presented

008kindergarten and fourth grade are both motor and orthopedic impairments so what that might involve is putting socks on their hands or different gloves that have these little cardboard pieces so they can't move their fingers as well and they have to try to build with legos or try to write their name of the fourth graders actually use a wheelchair or put braces on their legs and have to try to do activities so they just really get to see what it might be like to have those motor impairments first grade is visual impairments so we have little goggles that we have a saran wrap on or black tape over to show what it might be like to have visual impairments such like cataracts or near or far sightedness and then they get to feel what braille feels

009like and do different things with that second grade is hearing impairments so we turn a radio up really loud with static in the background and read a story very quietly they have earplugs that they have to use and they um have to like lip sync to each other um with some phrases so kind of getting that idea third grade is intellectual disabilities so they do a couple things i think we have there was the second grade um with you know they get to see what sign language would look like third grade for intellectual disabilities we have a couple little activities like this so they have to find all the f's in this sentence and it can be difficult because your brain doesn't see the of the f's and the of and so a lot of

010times kids will get the answer wrong and so it shows they get a little frustrated but it's kind of showing them how it might be to have one of those learning disabilities and then fifth grade is that learning disability and autism and so for that here's some pictures of fourth grade students so using the wheelchair using those modified gloves to try to do some activities and then for fifth grade they might have something like this where they actually have to say what color the word is not the word itself so for red that first one red they would actually have to say green and it just takes a few seconds for your brain to catch up with that so just little things like that that they can get to see what it might be like

011to have those different abilities and really the idea is that when peers better understand the disability and the children who live with it they're more likely to help and less likely to bully introducing them to those disabilities allows them to be more comfortable it opens their minds and we really want them to help foster those friendships with each other even when um they may not look or act the same and that's everybody counts and the kids really enjoy it thank you i just like to say that it's just not possible to run a building an elementary building without an incredible pto and have the successes that we do and so i'm just so grateful to have them and to have somebody who's willing to come and speak with us and spend their days at fairbrook

012working with our students so i'm grateful for that thank you very much my kids went to fairbrook as you know joel and with that this was one of my very favorite things that they did character education has always been a big deal to me so i volunteered for this and i remember i usually did first and second grade at that time i think and but it was neat to see kids speak up and say actually my grandpa has whatever you know and they started to learn about each other or they would say something that they struggle with the kids in the class have no idea so it was really neat just a powerful experience and it takes a lot of volunteers to do it thanks for continuing to do that i have to agree because

013when i talk to a greater valley i look forward to this every year and the volunteers were amazing i mean they were just all over the building said this is a great program for kids because it really opens their eyes up they just didn't realize i mean when i was teaching third grade they got into a lot of the disability at that point so they touched and just read everything and it was i thought it was a great program so i'm glad to see they're still doing it and thank you for all you do for our kids it's really appreciated okay thank you joelle and i know miss mangan you have to skewed out because you have to go to music so you can you're welcome to head out thank you for coming this evening

014all right our next presentation i'll turn over to mrs rucker [Music] sound effects so as you know every year in both november and may we do a five-year forecast that needs to be presented to the ohio department of education and it is also audited through our audit it's not moving there we go okay so the five-year forecast is laid out in a profit and loss statement format so we have the revenues at the top and the expenditures at the bottom and then we come up with a bottom line balance and we do this for three years of historical data which would be fiscal year 19-21 and then we project five years which is the current year through 26. i'll bring forth some of the highlights for you uh the first highlight i would like to

015mention is in our first line of the five-year forecast which has to do with our property tax revenue you will see in the last two years of the forecast the dollar amounts decrease and that's because we have a renewal levy that will be expiring in those years so those are actually counted in at the bottom of the five-year forecast so we can't put them in the general revenues for the general property tax revenue until it gets renewed so that's one thing and it's the 11.4 million dollar levy that will be expiring december 31st in 2024. when we are looking at what is a responsible level to have in our bottom line balance it's about a 30 to 60 day cash balance that's our target we are not allowed by law to have anything less than

016zero because we're not allowed to have deficit balances in the at june 30th when we end the fiscal year so this ending cash balance is without the fiscal year 24 levy renewal you can see at the end the two bars that go below the line so we would not be able to do that so we can't do the five-year forecast without that renewal this chart is going to show us the revenues versus the expenditures without the renewal you will see the red line which are the expenditures that continue to grow a little bit every year and then you can see in the blue line at the top how our revenues will taper off because the expiration of the levy and then of course the bottom line the green line shows us our bottom line cash

017balance and you can see how it tapers off very quickly without that renewal in this graph you're going to see that we do assume that there is a levee renewal it actually has to be renewed in 24 by 24 and then for collections in 25. the blue bars are showing our revenues with renewals and the red bars are showing our expenditures and then the yellow bars are showing our balances that orange bar or is is the goal or the mark that we are trying to stay at and that is the 60-day balance the cash ratio the state does not partner well with our district this graph will show us now that we are at this point about 19 percent state funded and about 80 percent local funded our tax base is very important to us

018since we have to get a lot of our revenues from the local tax levies the red part of our tax base is the residential which is just homeowners and then the blue part is businesses and so those have a little bit different tax burdens and tax laws to them but that is how we have to fund our district is through these homeowners or asset owners or building owners in our in our district and so the bulk of our people or the bulk of the revenue that comes into our district is coming from homeowners so we have some challenges to our operating revenue and one of those challenges of course is the state funding in house bill 110 which was passed back in the summer the state does a biennium budget which is a two-year budget

019house bill 110 was the most recent biennium budget and when the state approves that budget then the ohio department of education has to come up with the formula from the the law well that formula is how us treasurers do the projections for how much money all of the funding will allow us to have based on the models that they they come up with the state is delayed in getting an actual model to the schools we just got a sheet of paper that said here's how much money you're going to get for the first year and the second year and we were getting about a half a million dollars both years combined so it's a little over two hundred thousand dollars each year so that's what we're going off of right now there's a lot of

020variables in those formulas that we do not have right now we are hoping to get those formulas we were hoping to get them back in october now they're saying maybe december january so for purposes of five year forecasting the treasures have been struggling trying to figure out what to put in the forecast since we don't have a formula right now so one thing that did happen during this new funding formula or this new law that was passed is we used to be the fiscal agent for the state charter schools and voucher schools all of that the money would come into our district then it would flow through us and it would go out through our expenditures well they've now been direct funded by the state so you will see some changes in our five-year forecast

021only because those dollars are not flowing through us so this is an example of our lines 103 501040 and the five year forecast that shows you can see in the historical years we had higher dollar amounts than and then so like in 2021 we were at 14.7 million and over here in 22 we're a less we're at 12 million well that's because that flow through money the money for the charters and vouchers didn't come to us so it won't be pushed out in our expenditures either and you can see that later but you will see then that decrease in a couple of those lines in our forecast and it's simply because the money isn't coming in and it's not going out they're getting direct funded so let's look at the expenditures the major driver in

022our expenditures are wages and benefits as you can see in the purple and the red because we're a service industry so 86 of our budget is the cost of people to do the jobs in our organization again in these expenditures in one of our lines 3.030 purchase services we were at 8.8 million dollars project that we actually spent and now we're projecting 5.9 the difference being those funding those charter schools and vouchers and all those funds not flowing through our financial statements any longer you'll see this bar chart and it shows us by object again the red part is the salaries the blue is your benefits and then the the rest of our expenditures to run the district are in the other bars what you're seeing is a little bit of an increase each year

023because you have steps and salary increases you have benefit increases some of those pieces that are just not anything that we can just they're not flatline type of expenditures they're not fixed costs that way these bars will show you revenues versus expenditures so in the orange line you will see our expenditures in the first couple of years you can see we're pretty much on par with one another but as the expenditures grow from fiscal 23 24 25 you will see again the expenditures increasing the green bars are the revenues that come in and then the purple is the renewal money so where you would get that revenue if we get those renewals so you can see that there's going to have to be some decisions made about new money or very you know expenditure or

024you know reductions of expenditures or something along those lines here we are as far as operating at a deficit so what we did is we took our total revenues and we added in that renewal levy and said okay so let's just assume that we brought all that same revenue in that we've been operating on and see where we're at we're at about 103 million dollars at the end of the forecast but then you can see our expenditures that just keep growing and with those expenditures that keep growing as far as our excess of revenues over expenditures you can see we do start deficit spending and those orange boxes down there at the bottom starting in about fiscal 24. that is the time period where you want to start looking at how many meals it's going

025to take for new money because the sooner you do it the lower the millage rate could be but you will definitely see that you will have a need coming up not only will you have a renewal but you will need some new millage as well so the bottom line right now in our five year forecast is black we are balanced all the way through the five-year forecast i did show you those additional items so that you could do some levy planning now that is all i have so if you have any questions i'll be glad to answer those at this point so like i asked you before the yeser funds we are unsure if we're getting any more money we don't know they're thinking maybe through 25 but nobody knows that's right yep the same

026thing with the free lunch program those are some other ideas you know some other funds that are coming in that are not stressing our general fund right now that in the future if those funds don't come in it could be adding more stress to the general fund and this is all general fund what i just presented tonight that's what we are required it's our main operating fund that's what i'm required to report out on a five-year forecast i would assume that given kids academic struggles over the last 18 months that we're seeing more need for intervention specialists than classrooms so that's also contributing to the increase in need for right because what's built into the five-year forecast is additional staff because that's what we have noticed that we have that trend and if you look

027at the staff that we have for regular education it's pretty it's pretty flat we don't do a lot of addition but as far as the increases in the staff that we have built into the five-year forecast are typically for the special education programs which are unfunded yep unfunded mandates exactly right and chances are there's going to be more yes okay no question i just wanted to say the thank you for your efforts in putting together a forecast when you and no other treasurer in the state even has the funding formulas your efforts you're welcome thank you it's really unbelievable penny thank you for this you're wrong thank you it's like looking into a match now into a magic ball what and that will conclude presentations for this evening okay questions and comments from the public

028we have one and i will say that um once again there will be no response from the board should your comments require response somebody will get back to you and it's allison lindsey please state your name and address you'll have three minutes i'm sorry it's three minutes how much longer do you think you need i just wanted to comment on that okay go ahead okay um that's fine i thought it was really lovely that everybody counts from fear brook my daughter has down syndrome and my cousin also has down syndrome she was born quite a bit before me she's well into her 40s approaching 50 now and when molly my cousin was born the life expectancy for someone born with down syndrome was their early 20s and when my daughter esther was born it was

029it's now well into the 50s or 60s or sometimes beyond that and when i see things um like what was going on with that program i it makes me very it's a wonderful time to be born with down syndrome or to have any sort of disability and i can see the blessing of that with my own child and so when i see that program and what we're helping young people understand i'm very excited for our future leaders and even more excited what the world will look like for people like my daughter and those that will be born in another 20 or 30 years so it's a lovely program and i just wanted to compliment them allison i like your name on that so thank you okay my name is allison lindsey and i am a

030beaver creek resident um as with every time i have asked questions well where are we going to start it oh oh well thanks i appreciate it as with every time i have asked questions at board meetings um i quote again conflict is inevitable but contention is not um and i do have questions some of which are often pointed and i speak plainly but it's always respectful even if it is pointed so i am essentially asking the same questions that i did in the october board meeting i was a little disappointed that the board declined to answer my questions afterwards you only referred me to speak with administrators and then cited board policy numbers to me there was no explanation or answers to my questions tonight i provide a copy of my questions to the board

031and the superintendent i'll give them to you after this i respectfully request that my comments be written into the official minutes of this meeting further i would like to remind the board that you are elected to be the primary link between the community and the district i also remind the board of board policy number three and one thousand uh two hundred and ten quote the board believes that it is the primary duty of the board to establish policies and that of the superintendent to administer such policies the board shall retain authority for overseeing supervisions of such procedures close quote it is the board's responsibility to be involved in important policy decisions such as covet policies and the implementation of new programs such as diversity equity and inclusion this is your responsibility as elected officials so

032having said that i respectfully request a response to the following questions as per board policy questions regarding coven policies will you please discuss with district administration the possibility of organizing a community forum with the experts that you are citing your decision making to parents seek transparency and answers and if you cannot answer these questions that we continue to have for you will you please provide an avenue for us parents to get these answers namely what do things have to look like to finally return to normal further questions has or will the board and or district use in any form any part of ohio's one child or future framework or ohio's whole child framework if so could you please explain why and please be specific does the board and or the district believe beaver creek city

033schools are systemically racist does the board and or the district think our staff should participate in implicit bias training does the board and or the district believe we should be teaching our children that our country is systemically racist what is the board and or the district's definition of equity what does equity implemented in education look like to the board and or the district please be specific when i ask people this question i get fuzzy answers and they often talk about systemic racism and teaching history on a different level i can't get a straight answer is the board and or the district working to develop a diversity equity and inclusion plan or has had conversations about creating one and let it be known i have no problem with that i think my own daughter should be

034evidence of that i just want to know what your ideas are if so why does the board enter the district feel the need to if so what groups individuals programs have been involved if the board enters the district is planning or have had these conversations have you or will you inform parents before moving any further forward thank you for your time i will also email these questions to you tonight and i look forward to your responses within seven days thank you okay i'm going to need a motion a second to approve the minutes for the october 21st 2021 regular board of education meeting summit second any discussion okay please call the vote ms hunt yes mr morrison yes miss regano yes mr stein yes mr taylor yes mission carries amaranth items for discussion yes uh

035first we have three items for board discussion the first one um it's that time of year where we start picking our organizational meeting which is in january so i have a couple options and i threw some dates out to the board through an email or through my paddle i believe and so what we were looking at we've typically done at our organizational meeting on a thursday evening but last year we did it on a saturday morning and we seemed if i recall correctly i think everybody thought that was a good setting more relaxed atmosphere where it beginning of the day so on so forth not the end of the day so obviously there are three meetings that are held uh in january you have the organizational meeting the tax budget and then a regular meeting

036so i'm just gonna throw those two dates out one is thursday january 6th and the other one is saturday january 8th and just a reminder by ohio law we have to have this scheduled before the 15th of the month has to be within the first 15 days of the school year so if we were looking at january 6 which would be a thursday we would have our first meeting at 6 our second meeting at 6 15 and the regular meeting at 6 30. if we were looking at a saturday we would do our first meeting at 8 30 in the morning our second one at 8 45 and our regular meeting at 9. so really want to throw this out to the board to see if there is a preference because we can start planning

037and getting this notice ready so i'll turn it over as an item um i'm good with you today okay so that we want either one works for me it was really nice last year on a saturday thing it worked well for everybody but i'm good with the other one okay i'm available for both dates i kind of prefer the saturday but yeah i can do whatever yep okay uh saturday would be good but i'll be very happy with thursday as well okay i'm good with either dates it sounds like saturday you know seems to be a strong preference so i'm perfectly fine with that as well mr miller yes again i will say i had the opportunity to meet with mr fisher earlier this week and i ran those dates by him and he's pretty

038much is on par with everybody both dates i believe work for him as well so i'm kind of hearing that we would look at the saturday is probably our preference so we'll move forward with getting that announcement out so that'll be an 8 30 start time mr morrison if you want to join us the audience you're more than welcome to uh 8 45 will be the tax budget hearing and nine will be the regular i would i know this isn't on the agenda but i would like to ask the board if the board would be open to next month um putting our executive session on the front end of the board meeting and what i would what i would recommend is we start our board meeting at 5 30 recess to executive session and start

039our regular meeting at 6 30. if you're open to that we've got a number of items we need to cover and it would be better we're right before christmas instead of extending our night maybe starting our night a little earlier so if you're open to that that's how we'll roll out december as well okay okay that concludes item a um item b i'm going to ask uh mr schweiterman to come up to the podium um he shared this last month we've got an opportunity here to look at how we may be able to provide some subbing opportunities and mr schweiterman has been engrossed in this topic working with our staff to get feedback and uh he's done some really good work here it's all turned over to mr schwederman thank you mr aunt mrs record

040board um glad to be here this evening i'm not thrilled about the conversation but it is one we need to take a look at and maybe take some direction to help improve as you know there is a substitute teacher shortage not just here in our local area but across the country as a result here locally many of our teachers are find themselves in situations where they need to substitute for each other like during their plan period and cover various duties for each other for example if if we don't have a substitute for a teacher that has bus duty then we rely on other staff to to pick that up our staff is great and fantastic at really picking up those opportunities and doing that but the reality is a substitute shortage puts a strain on

041the entire organization and our staff personally and my worry as the hr director is that that increases the likelihood of things like burnout and it makes our work as a district more difficult in a year that is already difficult so we've been trying to come up with some novel ideas that we might employ to increase our substitute teacher pool but we've yet to find something that is a quick solution and recently the ohio legislation extended a loss through senate bill one permitting schools to hire substitute teachers with the reduced licensure requirements hiring subs without college degrees may help open the applicant pool and allow more teachers to keep their planning period during the day instead of having to cover classes for each other before we move forward with that process and locally and applying what

042senate bill 1 has allowed us to do we took some time and we solicited feedback from our teaching staff and when i think about adding subs without degrees i am cautious about that although i know we have many good people in our community in our area that don't have degrees that would do a fine job we have classified substitutes that sub in positions for us that have sub for for years that may be great candidates that would be able to do a good job in the classroom on a day-to-day basis so we we took some time to learn about learn about that one of the things i did first as i kind of looked at the last few years and how are we doing as a district compared to data that we're able to get

043through our system we use a system called aesop through frontline technologies to do our degree or our filling of substitutes and our fill rate over the last three years has gone down um we've hovered around that high eighty eight high eighty percent on our fill rate and you can see through this data here that it's gone down the front line data so all districts that use front lane frontline they collect data on what fill rates are and your fill rate is of the number of absences you have in a day how well are you doing it filling those absences with with available subs and you can see that over the past two years especially ours have gone down now we're on par right now this year for where we were last year according to this

044data i will tell you it doesn't feel like that but maybe that's because we're early in the year and last year was a full set of data but compared to the national average we still look pretty good um and but that that's an a testament you know to our staff our teachers our administration and and our district and so we want to take a look at that and kind of see is this a real problem and it certainly is so this is uh this is language from the ohio department of education's website about the one year temporary non-bachelor substitute teaching license for the 21-22 school year it's a lot of words compacted into that highlighted piece and what that really means is ode is only going to offer this for this school year so here

045we are it's november 19 18 19 tomorrow's the 19th uh and not there's just a little over half the year left so if we're going to implement this we want to do it relatively quickly and see if we can find out if it helps us so we surveyed our staff and as we as we surveyed our staff we asked the question should we hire teachers without college degrees if they meet other locally established educational slash training requirements overwhelmingly 78.7 percent of our teaching and administrative staff said yes we should do that um 21 said no that's a pretty high percentage of no um but um i think with some uh with the responses we got 263 out of approximately 500 that probably could have responded that's pretty decent it's more than half of the people

046that were eligible to respond we can take this and say okay what do we do to to maybe implement this and see if we can um make some improvements on what we're experiencing and so the next question i asked was if you answered yes um we asked them to provide some suggestions on the criteria that the districts have set forth and we received 175 suggestions and i broke it down into some common themes the common themes that we have on the summary of those top suggestions are like i said before current and successful classified substitutes that don't have degrees that are already working for the district a man some mandate or some criteria that hey if you are a high school graduate maybe you should have some college course work in order to do this

047definitely overwhelmingly uh additional classroom management training for our substitutes uh and and what kind of came out of that is the idea of some opportunities for shadowing as a requirement before teachers or substitutes actually in are in the classrooms and then one of the things that came through is through with this is age requirements maybe considering if um if you're 19 20 if you're 20 years old and you have some college education maybe you could work kindergarten through eighth grade but not uh high school because your age is very close and um and that's some of the feedback we got from from our teaching staff so what i did then is i took that and started to develop some possible criteria for us to look at and that's what we've got here on the next

048two slides the first slide here is this is this is um these are individuals that we already hire so these are people who have a bachelor's or a master's degree right now in ohio that is the requirement to a substitute teaches to hold a minimum of a bachelor's degree and so i've divided that into three kind of areas you've got you're a person that has an education degree and a teaching license currently that individual receives a three-hour local training they apply for us they don't have to apply for a license because they have a teaching license they attend that training and we allow them to begin subbing education degree with no license we do have individuals who move to our area that have a education degree maybe they're licensed in texas and they're coming to

049ohio on an assignment with wrightpat for three years and they don't want to go through the process of of getting a license here or maybe they went and got an education degree but they took a different path in their life and their license that they had before if they had a license at all is no longer valid um so these are individuals with a light education degree and no license currently those individuals attend that three-hour training and they apply for what is called an education degree unlimited substitute license and then they're eligible to be hired the only and then finally is the people who are bachelor's degree or masters or in some other area currently they do a three-hour training they don't do any shadowing the three-hour training includes some basic classroom management um it

050an orientation to the school district how to use the substitute system that we use your login how to find jobs and that kind of thing what came out of this is that this is an opportunity maybe for us to increase some of the uh training that we provide to our current sub so you can see those through those boxes in the middle and include a an assessment it's called the style profile builder it helps us learn about who the individuals are a little bit better and then also if you don't have an education degree you should probably go spend half a day in a classroom shadow one of our teachers to get a sense of to get a sense of whether this is something that you would like to do or not and then if

051it is you can apply for the general substitute license or a designated area substitute license and um then be eligible to be hired so that that's taking what we already do and improving upon it based upon the feedback from our staff this is where senate bill 1 comes into play this is that non-bachelor's degree so using the feedback and the suggestions from staff broke it down into four possibilities an individual who has some college in a non-education degree program we would evaluate their transcripts and ask that they have 60 semester hours which is approximately two years of college or an associate's degree attend the local training shadow in one of our classrooms for a full day complete some classroom management training we have three verified references and then if that individual is greater than age

05221 they would be eligible to sub in all grade levels if their ages are less than 21 or which would be 18 to 20 then they would be eligible to sub in kindergarten through eighth grade if the candidate has some college in an education degree program so we would lower the number of semester hours to 30 semester hours and then the rest of those same criteria apply if you have someone who has zero college and they would then attend the local training shadow for a full day do the classroom management training we have a written assessment a one-on-one interview three verified references and if they are um and as a typo i apologize greater than 23 uh all grades they would be eligible then for all grades so 24 and up uh for uh someone

053without a any college and then we have that group that are currently employees employed in the district who are current classified substitutes do the three-hour local substitute teacher training with them um a one-on-one interview we know them already but ask in the shadow in a classroom and all of this would kind of be really based upon well how are they subbing in the school district already what are they do if they're subbing regularly in a building with kids during the school day then we might be have some flexibility on this piece of it but if they're uh a substitute custodian who wants to do some subbing during the school day while they're working second shift as a custodian or something different like that then that we would we would customize what they would have to

054do as a current classified employee and then the age requirements there then these individuals and all four of these columns would be able to apply for the one-year temporary non-bachelor's degree that is now available and they would be able to substitute for us for the rest of the school year so i wanted to come today to get any to solicit any questions that you guys have any feedback that you have so that we can move forward i have already had contact from individuals outside of the district two two that i can think of are um alumni that are off at college right now in a school of education program and are coming back for winter break and are going to be here for about three to four weeks while our kids are still in session

055during their winter break and they're asking hey are you doing this license can i come sub and work while i'm on my college winter break and so i would want to kind of move quickly right here right after thanksgiving break and reach out to those people we would post job right now on our on our website for the consortium for posting jobs we just have one job and it's called substitute teacher it would actually create multiple postings aligned with each of these categories that gives the candidate the direct information about what is required for that particular type of substitute teaching so that's kind of where we are in that and i wanted to see if you have any questions have any thoughts for our further suggestions i'll take it back and keep tweaking it and

056then implement something right after thanksgiving this is regatta okay uh do you anticipate this will help fill the roles that we need we certainly would hope that it will move us forward a little bit it the criteria developed here is pretty stringent it's not an open how many people are going to actually sign up or do this i'm not sure but what it does do is it gives us greater flexibility than we have right now is it are we going to get 100 new stubs out of this i don't think so am i going to get 10 maybe 15 or 20 possibly will that help yeah it will so are other school systems following a plan similar to this so yes um part of the work i do is talk with other hr directors uh

057and other districts are in various phases of considering it um i'll be honest the idea to subs to survey our staff was not unique we stole that from another school district locally so there are districts that are moving forward with with some variation of different types of criteria yes this is 78 78 of them right now they do need the help and they're working i mean i i'm very appreciative of what our staff has done to cover teachers and administrators and everyone i mean superintendent on was driving a bus today so we're all filling in for each other i mean i think we need to do whatever we can to help our teachers and even our bus drivers i mean just driving around i was telling mister i'm just driving around different communities there you

058know we need bus drivers i was like past bell brook i think it's caring it's like if these signs are out all over the place so i think whatever we can do to help our bus drivers and our teachers we need to do it okay thank you thank you for doing all this i have a comment and two questions absolutely um uh first i love that we've part had the staff have a voice in this because i think it's important that they're bought into it and feel comfortable because i know they consider them their kids when they're in their class i wasn't a teacher in this district but i know you guys were so um they're not going to just turn them over to anyone so i love that they've had some feedback um my

059questions are two things one is there like let's say mrs ragano is teaching third grade and there's a sub need for her class is there going to be preference to those who are full-fledged subs over others or i see has there been i'm just curious how that will work sure so i mean it's not like they're beating down the door i realized no they're not but right now right now in the way we utilize the aesop system unless now i'm problem solving so uh in the system right now we have a it's called a skill set you have to assign each person a skill in the system and we have a skill called substitute teacher and anybody who meets our current eligibility requirements gets that skill set and then they can fill in for any

060teacher who has that skill set as their required need okay so there might be some ways within the system we could create different skill sets and say certain classes only certain skill sets can be applied as a way to uh i don't know if that would do that or i know i can't give there's the system also has something called lead time i can't give lead time to a certain skill set so like if oh i'm sorry somebody they need you [Laughter] it might just be that uh you you can't um you can't assign that skill set to like uh have advanced notice of a job that's open and i'll be honest with you when we we watch all of us we watch our sub chart every day we log in i log in at

061night log in in the morning when i get up and you what you see happen is is that like at the end of the day you're doing looking pretty good for tomorrow but what happens is people have life happen to them we employ 900 plus people in our organization and many of them require substitutes the great majority require substitutes for direct service to kids and it will look pretty good but i only have a couple positions that are unfilled and i know that the building can manage that right but it's what happens from four o'clock in the afternoon until six o'clock in the morning in a family to an individual who becomes ill who has life happen to them as i like to say that's when it's hard for us to fill those last minute

062positions so i don't know that i'm directly answering your questions okay i just something i thought of i mean i don't know i mean those subs who are dedicated that are continually subbing for us that are already meeting requirements get some kind of a priority i know teachers have certain subs that they use they have a favorite five and that does create that priority yeah but that's only if the position is posted more than 48 hours before the position is needed gotcha okay that's once we get so if i'm if i'm sick and i post my job and i put in my absence and it's or not and it's less than 48 hours it goes to anyone if if i got a doctor's appointment it's a week and a half away and i put it

063in then my favorite five that i have preference for they see that job for that period of time and they have that early access so i will certainly take that look into that and then my second question is is there a difference in pay for subs that are at this level versus a current sub requirement or i don't have i do not come to the board of the recommendation for a variation in the pay but that is something that could be considered right now we pay 120 dollars for anyone with a with a substitute license who subs for us as a teacher and then of course our classified sub rate is a little bit different but this is mostly about teachers time yeah i'm not saying necessarily i think we should or should and i'm

064curious if that's a thing okay thank you just a comment from me i am glad that the legislature has recognized this as a need and um i like the the local local control part of it so that we can you know put any criteria as we see you know that is needed um honestly i hope this is successful statewide and they'll consider doing this for more than just this year because i think this would be helpful i know there are individuals who would be highly qualified but just don't have that degree right and i think this is a great potentially trial you know to look at it that way this to see how it goes and maybe they'll reconsider you know the licensure requirements thank you i agree as far as the state's concerned this

065is just a one-year talk pilot program just something to be looked at long range so the license that is that the state is that you can now go on and apply for is only good for this school year and there has not been any indication from the ohio department of education or legislation at this time that there would be an extension but i i think what we might see happen is they'll ask us how to go in three to four months and maybe maybe they will make some changes not sure i remember when i first came into this job in 2010 in beaver creek we only hired individuals to sub who had education degrees and it was shortly after that that's when the shortage began and continued and districts moved to a college degree and

066the shortage has continued and gotten worse especially in the last two years any other questions all right we will uh finalize this and move forward and we'll keep you posted on what we're doing so that when your friends and neighbors ask you can help us out okay thank you very much thanks darren and our last item for board discussion this evening is mr thompson he's going to share we've been really kind of looking at this for a number of years and we think this is the right time to start moving this direction with the chief security officer position for the district so i'll turn it over to mr thompson all right thank you mr otton members of the board um so tonight i've got a proposal to talk to you about for discussion um and

067you have in your board book a draft job description as well as draft salary schedule for this position it would be a new position called chief security officer it would be a beaver creek city schools employee currently we only have school resource officers and merchant staff we do not have a beaver creek schools employee that performs security functions in this manner this new position would allow us more control and flexibility with administering our vcs security measures across the district the position would report to the director of student services with daily direction from high school principals the physician would report to the high school and work out of the high school so that's where their home base would be it would be 180 day calendar which would be when the school's in session when the students

068are there they would not work during the summer time it would be a classified salaried exempt employee if we if we go this route we would have a reduction to our security guard contract with merchants so that would help offset the cost of this new position uh responsibilities of this individual would include their main focus would be providing a safe and secure school environment and acting as a deterrent to unsafe or poor behavior through patrols monitoring and enforcing school policies they would provide day-to-day security functions at the high school in ferguson hall they would assist with coordinating security efforts across the entire district so as we needed this individual to other buildings we could go ahead and pull them that way we would utilize them for special events or other situations there have been times

069especially in the past few months the past few years where we've needed additional security for various reasons we could just pull this person into those situations to help us out they would also help supervise and coordinate the merchant staff that we utilize at our secondary buildings at the high school at ferguson at ankeny and at koya trayvine they would help monitor and coordinate those individuals if we have agreement to move forward with this position we would finalize the job description and salary schedule and have that at next month's board meeting for approval and we would post and go through the selection process for the individual to hopefully have them start at the beginning of the calendar year so with that those are the high points of it thoughts questions and or discussion i think this

070is a good idea i'm glad we looked into this i think it's a benefit to our kids and our district yes this is something that as mr otton mentioned we've looked at this for many years right and it's it's just time time to do it and we can't put it off any longer i think any time we have somebody in-house that we can have a little more say so and control over a position like that of that magnitude i think is beneficial all right thank you okay we will move forward with that thank you thank you that concludes items for board discussion okay so i'm going to need a motion in a second to prove the following the november five year forecast october 2021 financial reports fiscal year 22 amended certification of estimated resources and

071appropriations october 2021 donated items and approval of the rich and gillis proposal for the legal services so move second any discussion um i would just like to say that on the monthly financial statements that we are still in alignment with our five year forecast that we've been working on we're at 0.82 percent of our total expenditures which is really good for the year thus far and then the rich and gillis again that's just how we protect our tax base and you could see in the presentation with the five year forecast how important that tax base is to us only having 19 state funding so that's that's all i have for you anybody else okay please call the vote mr stein yes mr taylor yes ms hunt yes mr morrison yes ms regano yes mission carries

072okay i'm going to need a motion a second to approve the employment salary changes leave his absence and terminations and the approval of the 2022-23 school calendar second any discussion yes i have uh just a couple first i'd like to draw your attention uh the last page is the school calendar as we look at the school calendar it's very similar to what we're currently doing for our families out there it's a staggered start for the 15th and 16th of august it's a full week off in november for thanksgiving again we've gotten a lot of feedback that our families do like that december we have two full weeks off for the holidays there in december and then we do have full week off for spring break at the end of march our end of our school

073year will be on the 25th which is a thursday and our staffs last day would be on the 26th which is a friday so we're asking for approval of that tonight we presented that last month and the next item is a very difficult item um if you could i'd like to direct the board's attention to page 62. it's the second last page and that is mrs rucker's resignation for retirement purposes so mrs rucker has served our district for eight years she's done an outstanding job um i've never seen as many auditor of the state awards as i have since i've been in this district and she has led this district admirably with all that she's done in our finance department and we are very happy for her to go on and and spread her wings

074and she has a lot of options i think before her but we will miss mrs rucker as well and i i'd like to congratulate her with the time that she's done here so thank you penny i'd like to thank mrs rucker too she's been an outstanding treasurer it's hard to say goodbye but i know god's got great plans for you um i want to thank you for everything you've done for this district it's very much appreciated i do want to remind the board she has eight months left so just saying tonight we will be having a party for mrs rocker thank you for putting up with all my questions willing to do that thank you that's what i've got please call the vote mr morrison yes mr stein yes ms hunt yes miss regano yes

075mr taylor yes slashing carries and we're into announcements so november 20 2 to 26 is no school thanksgiving break november 25th and 26th all offices are closed december 16th next board of education meeting and we are going to be starting at 5 30 because we'll do executive session first and then the board meeting will begin at 6 30. um december 17 is the end of the quarter so there will be early dismissal december 20th through december 31st is winter break there's no school december 23rd 24th and 31st all offices are closed and january 17 route 2022 no school offices closed because of martin luther king day and we're at the board comments mr morrison thank you okay um i'm going to steal a phrase that i heard darren say for many many years and that's

076september 1st it was nice having joelle talking about you speaking this evening about the different programs and everything that the pto is involved in doing what a list of things that they're involved with on a day-to-day activity and of course the program that they talked about this evening phenomenal congratulations to joanne and to krista and to mr fisher and for your success in the recent election i'm sure good things will continue to be happening i do want to thank penny for her eight years of service i appreciate your accurate numbers your accurate projections and just being the consummate professional so thank you for that and i want to wish everybody a happy thanksgiving mrs hein okay um i wanted to do a quick thank you to mr madden he stepped in and saved the day

077on monday uh my daughter played basketball at the high school and i'm on the meet the team committee and it's a huge community event if any of your families were involved in that um we had well over 400 people there and our announcer came down with kovid so i frantically was texting everybody i know who would be willing to speak on a microphone and he saved the day so thank you for doing that thank you for stepping in on a time when it wasn't your work day i hope you had fun we had our faith leaders luncheon last week on the 11th and if you're not familiar we invite it's a non-denominational event any faith leaders in the community to come in and hear about what's going on in our district and for us to

078hear from them about ideas and ways that we can partner together to support families in the district i just it's always encouraging to me to see all those people taking time out of their day to come in and you know a lot of them don't have kids or connection necessarily to the district but are just looking for ways to help support our kids and our families so that was always a fun event last week was also national signing day for our athletes we had 14 students commit to play collegiate athletics and so that's always exciting to see kids kids get to follow those dreams one of which was mr otton's son so that's exciting and congratulations to all of them also thank you to mrs rucker i know you came in uh it was early

079on when the three of us were on the board that was kind of our first hurrah was to hire you so i think we did pretty well picking you so we're gonna pat ourselves on the back for that one but um i know you came in after a rough time so we appreciate all you've done for the district um very quickly uh we did have an athletic council meeting as well in the last few weeks and i just wanted to highlight some of the teams that did some had some accomplishments in the postseason the boys golf team was fourth in the g walk and they got second at sectionals and qualified to districts girls golf was fourth in the g walk girls tennis was third in the g walk girls volleyball was third in the

080g walk top five in dayton behind the top two and you walk in swbl girls soccer third in the g walk and they were they played in the district championship and uh became district champs and then i believe there were regional runners up boys soccer was the district runner-up and they were second in the g walk cross country the girls were the district champions and both boys and girls qualified to regionals and uh keegan suhan i believe is how you say his name ran at state on behalf of the boys and was 12th place out of the whole state of ohio and our women's team took fourth at state and we had both keegan suhan and abby roberts who happens to be my niece who earned all-state honors at the state meet so we're very

081proud of them and uh just an fyi for parents or community members who attend our events we're going to continue to do online ticketing for athletics so um trying to make things a little bit easier a little less cash handling on site at our events so um that's kind of our big ticket items and then staffing in terms of transportation is an issue it's affecting our athletics too so if kids are in after school activities athletics show choir those type of things that require transportation that's kind of throwing a wrench into it too so hopefully we'll get some additional subs from the strategy you talked about tonight so i think that's all i got thanks just time thank you mrs regano um i think it's not well known that this week is american education week

082and it's also ohio public education appreciation week um so i kind of want to just talk a little bit about that we had going way back to our founding fathers i'm going to be that guy today um we had two in particular uh john adams and um and thomas jefferson who didn't agree on much but something that they agreed on was that it takes the community to to educ uh to educate and that education was the the most important thing that you could do for your community for its future success so i i appreciate everyone in this room because everyone it doesn't matter if you work for the district if you're a parent your community member everyone in this room just for you being here plays a role in making public education a success and

083i'm was very happy to see you today allison with and showing just what the pto does because i think that goes you know hand in hand with exactly what john adams and thomas jefferson had a mind in mind about that it does take the community just seeing the volunteer efforts from the pto and the school and how um how beneficial that is in the schools and like joelle said that it isn't just the the employees it's also the pto and other volunteers as well that that make this all happen so i just wanted to share that little tidbit in case you weren't aware of those two items and thank you thank you all again for being a part of it and thank you again mrs rucker um i've learned a lot from you all information

084that i know that i will use in the future so to continue on with making public education a success thank you mr taylor thank you mr vegano um i start off with the career center uh career center had an open house thursday or so ago and uh very well attended amazingly attended excited to see people from the community come in especially see our labs and how impressive they are and also how impressive the students who talked to people coming through the labs how excited they were about the things that they were they were doing the what they were learning and uh look into their own future that they could see that they have something to do coming up and also i want to thank mr otten for being the only superintendent from the seven schools

085who showed up there i wore that as a badge of honor by the way and uh but things are going going well there as per usual um one thing that we don't really see and i think the story about the pto highlights that and the faith leaders highlight that as well as all the groups that that interact with the schools that provide support in one way or another the faith leaders of course have a common mission with the schools with the community itself with the families and with students and oftentimes they interact on a very personal level and share some of the same kinds of things that we do the pto has a very good presentation about how much they add to the community and i imagine that all the other ptos do pretty much

086the same it's a very important very important community support to be everybody counts i think is that a common thing in all the schools yes yes it is and um but what it is is uh for the kids it's an acknowledgement and acceptance of those people that are around us that are different from us and how to accept those people bring them into the fold of the community make them feel accepted and i always think that when i first started teaching and that type of situation was often not welcomed by sometimes the community and teachers at the same time and always thought though the real winners uh in that situation were not only those kids who now see themselves as having a place and value but the able-bodied kids who learn to respect kids and

087people that have differences and that to me was a big winner i don't think i could get out of here without my every time having to say something about cabaret uh and the show choir which was uh awesome and the other choirs at the high school were also awesome as well and again that's it i probably have a hundred more things but i'm gonna be quiet okay thank you you're right cabaret was fabulous um what rachel phillips does with those kids is amazing i had a grandparent contact me the day after cabaret and it was her first time there and she was so impressed she said she's you know beaver creek has many wonderful things and she says that's just one of them she just shows how great this district is she was very impressed

088and felt very welcomed here so that was good to hear and i want you know we have more things coming up in december so on december 3rd on december 6th is the christmas choir concert december 8 9 is a christmas band concerts and the snow concert is on december 11th so december is full of christmasy events from our kids that's exciting i want to thank all our schools for honoring our vets that's the other thing i heard about people from from the parade at shaw elementary to the breakfast to valley and fear brook i mean valued over 400 people is unbelievable these people felt very very honored as they should have and i think it taught our kids a lot too so i want to thank our schools for that um i also want to

089welcome mr fisher to the board and congratulate him and i want to wish everybody a very very happy and blessed thanksgiving for traveling be safe and with that i need a motion a second to take us into executive session for the purpose of point the appointment employment dismissal discipline promotion demotion or compensation public employees policy 121.22 g1 second okay mr morrison yes ms hunt yes mr gano yes mr stein yes okay mission carries will go in by eight [Music] you
